ওয়ান-ইলেভেনের সেই খলনায়করা কে কোথায়
দুই নেত্রীসহ শীর্ষ রাজনৈতিক নেতাদের গ্রেফতারের এই কুশীলবরা এখন নিজেদের মতো করে জীবিকা নির্বাহ করছেন। বেশির ভাগই আছেন বিদেশে। ব্যক্তিগত কাজে নিজেদের জড়িয়ে রেখেছেন। আছেন চুপচাপ। এই কুশীলবদের আইনের আওতায় আনার কথা বিভিন্ন সময়ে উঠলেও তা আর হয়ে ওঠেনি। এর মধ্যে প্রধান কুশীলব ফখরুদ্দীন আহমদ ও মইন উ আহমেদ যুক্তরাষ্ট্রের নাগরিকত্ব গ্রহণ করে সেখানেই নিজেদের কর্মকাণ্ড নিয়ে ব্যস্ত। মৃত্যুবরণ করেছেন সাবেক রাষ্ট্রপতি ইয়াজউদ্দিন আহম্মেদ। প্রায় ছয় বছর বাংলাদেশের রাষ্ট্রদূত হিসেবে দায়িত্ব পালন শেষে ফিরে ঢাকায় রেস্টুরেন্ট খুলেছেন লেফটেন্যান্ট জেনারেল (অব.) মাসুদ উদ্দিন চৌধুরী। সেনা কর্মকর্তা ব্রিগেডিয়ার জেনারেল (অব.) চৌধুরী ফজলুল বারীও আছেন যুক্তরাষ্ট্রের ডালাসে।
জানা যায়, ওয়ান-ইলেভেন সময়ের রাষ্ট্রপতি অধ্যাপক ইয়াজউদ্দিন আহম্মেদ তিন বছর আগে মারা গেছেন। ২০১২ সালের ১০ ডিসেম্বর ৮১ বছর বয়সে থাইল্যান্ডে চিকিৎসাধীন অবস্থায় তার মৃত্যু হয়। শেষ সময়ে তিনি বয়সের ভারে মানসিক ভারসাম্যও হারিয়ে ফেলেছিলেন। দিন কাটিয়েছেন গুলশানের বাসভবনে। রাষ্ট্রীয় বা সামাজিক কোনো অনুষ্ঠানেই যোগ দেননি। সাবেক এই রাষ্ট্রপতির স্ত্রীর প্রতিষ্ঠিত অতীশ দীপঙ্কর বিশ্ববিদ্যালয়ের মালিকানাসংক্রান্ত জটিলতায় তার ছেলেকে পুলিশ হেফাজতে নেওয়ার মতো ঘটনাও ঘটেছে তার জীবদ্দশায়।
২০০৯ সালের ৬ জানুয়ারি আওয়ামী লীগ নেতৃত্বাধীন মহাজোট সরকার ক্ষমতা গ্রহণের পরপরই তত্ত্বাবধায়ক সরকারের সাবেক প্রধান উপদেষ্টা ফখরুদ্দীন আহমদ দেশ ছেড়ে যান যুক্তরাষ্ট্রে। অবশ্য তিনি যুক্তরাষ্ট্রের নাগরিক ছিলেন আগেও। এ দফায় দেশ ছেড়ে যুক্তরাষ্ট্র গিয়ে বাড়ি কেনেন মেরিল্যান্ড স্টেটের পটোম্যাকে। সেখানে তার দুটি বাড়ির একটিতে থাকেন সস্ত্রীক ও অন্যটিতে থাকে তার কন্যার পরিবার। বাংলাদেশ ব্যাংকের সাবেক এই গভর্নর যুক্তরাষ্ট্রের ইউনিভার্সিটি অব ভার্জিনিয়ায় ইন্টারন্যাশনাল স্ট্যাডিজ বিষয়ে ভিজিটিং স্কলার হিসেবে গবেষণা ও শিক্ষকতা করেছেন। সেখানে তিনি বাংলাদেশের সাবেক প্রধানমন্ত্রী পদমর্যাদার প্রধান উপদেষ্টা হিসেবে চুক্তিভিত্তিক নিয়োগে শিক্ষার্থীদের 'উন্নয়নশীল দেশের গণতন্ত্রের বিকাশ'সম্পর্কে ধারণা দেন। সেই সঙ্গে সামাজিক ব্যবসা ও ক্ষুদ্র ঋণ বিষয়েও শিক্ষার্থীদের পড়ান প্রায় ২০ বছর বিশ্বব্যাংক ও পাঁচ বছর পিকেএসএফে দায়িত্ব পালন করা ফখরুদ্দীন। এ বিশ্ববিদ্যালয়ে বাংলাদেশি বেশ কয়েকজন বিভিন্ন সময়ে কাজ করেছেন। ফখরুদ্দীন আহমদ মাঝে কিছু দিন মালয়েশিয়ায় একটি বিশ্ববিদ্যালয়ে ভিজিটিং অধ্যাপক হিসেবেও কাজ করেছেন।
জেনারেল মইন উ আহমেদ সেনাপ্রধান পদে অবসর নেন ২০০৯ সালের মাঝামাঝি। সে বছরেরই ১৪ জুন তিনি যুক্তরাষ্ট্রে চলে যান। প্রথমে ফ্লোরিডায় ছোট ভাই ও ছেলের কাছে থাকতেন। পরে তার ক্যান্সার ধরা পড়লে চিকিৎসার জন্য নিউইয়র্কের কুইন্সে থাকা শুরু করেন। এর মধ্যেই তার যুক্তরাষ্ট্রের নাগরিকত্ব হয় বা গ্রিনকার্ড পান। যুক্তরাষ্ট্রের নাগরিক হিসেবেই বিশেষ সুবিধায় নিউইয়র্কের একটি হাসপাতালে ব্লাড ক্যান্সারের চিকিৎসা নেন। তার স্পাইনাল কর্ডের পাঁচটি স্থানে ক্ষত হওয়ায় বোন ম্যারো ট্রান্সপ্লান্টেশনও করা হয়। এখনো তাকে কেমোথেরাপি দেওয়া হয়। এতদিন ধরে কোথাও কোনো উল্লেখযোগ্য সামাজিক অনুষ্ঠানে তাকে দেখা না গেলেও চলতি এপ্রিলের ৩ ও ৪ তারিখ বাংলাদেশ ফাউন্ডেশন অব ফ্লোরিডার আয়োজনে উত্তর আমেরিকা রবীন্দ্র সম্মিলনে ছিল তার সরব উপস্থিত। সম্মিলনে রবীন্দ্রনাথ ঠাকুরের বিষয়ে বক্তব্য দেওয়ার পাশাপাশি হাসিমুখে কুশল বিনিময় করেছেন অতিথিদের সঙ্গে।
ওয়ান-ইলেভেন সরকারের আমলে দেশের দুর্নীতি-অনিয়ম দূর করার অভিযানের জন্য গঠিত 'গুরুতর অপরাধ দমন সংক্রান্ত জাতীয় কমিটি'র প্রধান সমন্বয়ক ছিলেন লেফটেন্যান্ট জেনারেল (অব.) মাসুদ উদ্দিন চৌধুুরী। সাভারের নবম পদাতিক ডিভিশনের জিওসি মাসুদ উদ্দিন চৌধুরী তখন মেজর জেনারেল থেকে লেফটেন্যান্ট জেনারেল হন। পরে ২০০৮ সালের ৪ নভেম্বর বাংলাদেশের হাইকমিশনারের দায়িত্ব নিয়ে চলে যান অস্ট্রেলিয়া। চার দফায় তার মেয়াদ বাড়ানোয় প্রায় ছয় বছর দায়িত্ব পালন করেন। পরে গত বছরের শেষে ঢাকায় ফিরে আসেন। এখন ঢাকার তেজগাঁওয়ে একটি ফাইভ স্টার মানের রেস্টুরেন্ট পরিচালনায় ব্যস্ত তিনি।
ওয়ান-ইলেভেনের আরেক আলোচিত-সমালোচিত সামরিক কর্মকর্তা (চাকরিচ্যুত) ব্রিগেডিয়ার জেনারেল চৌধুরী ফজলুল বারী এখন যুক্তরাষ্ট্রের ডালাসে অবস্থান করছেন। তত্ত্বাবধায়ক সরকারের শেষ সময়ে ব্রিগেডিয়ার বারী ওয়াশিংটন ডিসিতে বাংলাদেশ দূতাবাসে সামরিক অ্যাটাশে পদে চাকরি নিয়ে চলে যান। পরে আওয়ামী লীগ সরকার তাকে দেশে ফেরার নির্দেশ দিলে তিনি যুক্তরাষ্ট্রেই বসবাসের সিদ্ধান্ত নেন। তখন পরিবার-পরিজন নিয়ে এক প্রকার বিপদেই পড়েন। যদিও এখন তার স্ত্রীর আবেদনের পরিপ্রেক্ষিতে যুক্তরাষ্ট্রের বৈধ অভিবাসী স্ট্যাটাস আছে। তবে প্রথমে এক বাংলাদেশির মালিকানাধীন ডমিনাস পিজা স্টোরের ডেলিভারিম্যানের কাজ করতেন। এখন একটি ওষুধ কোম্পারিনর ডেলিভ্যারিম্যানের দায়িত্ব পালন করছেন তিনি।
ওয়ান-ইলেভেনের সময় প্রতিরক্ষা গোয়েন্দা মহাপরিদফতরের (ডিজিএফআই) পরিচালক মেজর জেনারেল (অব.) এ টি এম আমিন সব রকম আর্থিক সুবিধা গ্রহণপূর্বক ২০০৯ সালের ১৭ মে সেনাবাহিনী থেকে অবসর নেন। পরে একটি বেসরকারি বিশ্ববিদ্যালয়ের শিক্ষক পরিচয়ে দেশত্যাগ করেন। এখন তিনি দুবাইয়ে। সেখানেই চাকরি করছেন একটি আন্তর্জাতিক সংস্থায়। আর্থিকভাবে ভালোই আছেন।
ওয়ান-ইলেভেনের আগে আগে উপদেষ্টা পরিষদ থেকে পদত্যাগ করা লেফটেন্যান্ট জেনারেল (অব.) হাসান মশহুদ চৌধূরী তত্ত্বাবধায়ক সরকারের সময় দুর্নীতি দমন কমিশনের চেয়ারম্যান নিযুক্ত হন। আওয়ামী লীগ ক্ষমতায় আসার পর জাতীয় সংসদে চরম সমালোচিত হয়ে ২০০৯ সালের ২ এপ্রিল পদত্যাগ করতে বাধ্য হন। তিনি এখন ঢাকায় ডিওএইচএসের বাসায়ই থাকছেন। নিয়মিত হাঁটাহাঁটি, ব্যায়াম করেন বন্ধুবান্ধবদের সঙ্গে। বিভিন্ন সংসদীয় কমিটি তাকে দুদকের বিভিন্ন অনিয়ম-দুর্নীতির কৈফিয়ত দিতে ডাকলেও তিনি সেখানে উপস্থিত হননি। আছেন নীরবেই।
সেনাসমর্থিত তত্ত্বাবধায়ক সরকারের দুই বছরজুড়ে মেজর জেনারেল (অব.) এম এ মতিন উপদেষ্টা ছিলেন। গুরুতর অপরাধ দমন সংক্রান্ত জাতীয় সমন্বয় কমিটির প্রধান হিসেবে রাজনীতিবিদদের বিরুদ্ধে তিনি অভিযান পরিচালনা করেন। বর্তমানে তিনি চট্টগ্রামে নিজ বাড়িতে বসবাস করছেন। একটি ইংলিশ মিডিয়াম স্কুল পরিচালনা করছেন।
ওয়ান-ইলেভেন জমানায় রাষ্ট্রপতির সামরিক সচিব হিসেবে বঙ্গভবনে দায়িত্ব পালন করা লেফটেন্যান্ট জেনারেল (অব.) আমিনুল করিমকেও অকালীন অবসরে যেতে হয়েছে। তবে তিনি কোনো আর্থিক সুযোগ-সুবিধা পাননি। বঞ্চনার শিকার হয়েছেন তার স্বজনরাও।
বিদেশি কূটনীতিক : ওয়ান-ইলেভেনের আগে ও পরে ঢাকায় দায়িত্ব পালন করা বেশ কয়েকজন কূটনীতিকের বাংলাদেশের রাজনীতিতে নাক গলানোর অভিযোগ ওঠে। সে সময়ের মার্কিন রাষ্ট্রদূত পেট্রেসিয়া এ বিউটেনিস ২০০৭ সালের জুনে ঢাকার দায়িত্ব শেষ করে ফিরে যান। পরে তিনি শ্রীলঙ্কা ও মালদ্বীপের মার্কিন রাষ্ট্রদূত হন। এখন তিনি যুক্তরাষ্ট্রের স্টেট ডিপার্টমেন্টের মানব পাচর দফতরের ভারপ্রাপ্ত পরিচালক। বিউটেনিসের পরপরই ঢাকায় আসা জেমস এফ মরিয়ার্টিও অবসরে গেছেন। ঢাকায় ওই সময়কার ব্রিটিশ হাইকমিশনার আনোয়ার চৌধুরী এখন পেরুতে ব্রিটিশ রাষ্ট্রদূত। মাঝে তিনি ব্রিটিশ সরকারের ফরেন ও কমনওয়েলথ অফিসের ইন্টারন্যাশনাল ইনস্টিটিউশনের পরিচালক হিসেবে দায়িত্ব পালন করেন। আনোয়ার চৌধুরীর পরে দায়িত্ব পালন করা স্টিভেন ইভান্সও দায়িত্ব পালন শেষে লন্ডনে পররাষ্ট্র দফতরে কাজ করছেন। সে সময় জাতিসংঘের আবাসিক সমন্বয়কারী হিসেবে আলোচিত ভূমিকা রাখা রেনাটা ডিজালিয়েন এখন মিয়ানমারে জাতিসংঘের আবাসিক প্রতিনিধি।

हम माकपा पोलित ब्यूरो में कामरेड मोहम्मद सलीम और कामरेड सुभाषिनी अली के जरिये हिंदी प्रदेशों को प्रतिनिधित्व दिये जाने से बेहद खुश हैं और उम्मीद करते हैं कि वर्गीय सत्ता को उखाड़ फेंकने की जो नये कामरेड महासचिव सीताराम येचुरी ने घोषणा की है,उसके तहत सबसे पहले वामपक्ष को बहुजनों से जोड़ने का काम वे करें और अंबेडकरी आंदोलन का मतलब भी समझें।
हमारी समझ से भारत में नस्ली कारपोरेट केसरिया की वर्गीय फासिस्ट सत्ता को उखाड़ फेंकने के रास्ते सबसे बडा़ अवरोध लाल और नीले झंडे का विरोध है।

दक्षिण भारत से लेकर कश्मीर तक के साथी,जो देशभर में बामसेफ में हमारे साथ थे और अब बामसेफ में नहीं हैं,वे भी तैयारी में हैं।
बंगलुरु के जो साथी बामसेफ एकीकरण की हमारी शुरुआती मुहिम से नाराज थे और बामसेफ के विसर्जन के पक्ष में थे,उनने भी कल तमाम मुद्दों पर फोन पर लंबी बातचीत की।प्रभाकर ने अंबेडकरी आंदोलन की दशा दिशा, बाबासाहेब, नेताजी और संघ परिवार से जुड़े मुद्दों पर बातें कीं तो संगठन के बारे में सवालात भी बहुत किये।
हमने प्रभाकर और दूसरे साथियों से साफ साफ कहा है कि पहले पहचान राजनीति के तिलिस्म तोडना का काम है तो जाति उन्मूलन के एजंडे को हम नये सिरे से अंबेडकरी आंदोलन की दिशा बना सकतेहैं।जोराज्यतंत्र बदलने की बुनियादी शर्त है।
हमने प्रभाकर और दूसरे साथियों से साफ साफ कहा है कि पहले भारतीय आवाम को जोड़ने की चुनौती है,देश बेचो ब्रिगेड के हाथों हलाल हो रही सोने की चिड़िया को रिहा करने की चुनौती है और हर सूचना जानकारी से जनता को आगाह करने की जिम्मेदारी है।संगठन तो हमने सारे देख लिए,अब मेहनतकश आवाम को लामबंद करने की बारी है।
दक्षिणात्य के साथियों ने जब हमने उनसे कहा कि हम तमिल तेलुगु मलयालम और कन्नड़ में लिख नहीं सकते तो बोल भी नहीं सकते,हमसे वायदा किया है कि वे अपनी अपनी भाषाओं में संवाद जारी रखेंगे और परचा,बुलेटिन वगैरह के साथ जनता के बीच जायेंगे।बाकी देश से भी हम ऐसा वायदा चाहते हैं।
एक बात साफ करने की बेहद जरुरत है कि बाबासाहेब साम्यवाद के खिलाफ नहीं थे।शुरु आत उन्होंंने वर्कर्स पार्टी बनाकर की।वे भारतयी साम्यवादी आंदोलन में नस्ली जाति वर्ण वर्चस्व के खिलाफ थे,जिसे बहाल रखने की गरज से वामपक्ष के नेताओं ने अंबेडकर पर वामपक्ष के मंच से किसी संवाद की गुंजाइश ही पैदा नहीं होने दी और वामपक्ष ने हमेशा के लिए बहुजनों को हिंदुत्व के शिकंजे में फंसे फासीवादी हिंदू जनसंहारी नस्ली साम्राज्यवाद की पैदल सेना बनने की राह बना दी।
बाहैसियत ब्रिटिश राज के लेबर मनिस्टर बाबासाहेब भीमराव अंबेडकर ने सबसे पहले तबतक गैरकानूनी हड़ताल और आंदोलन के ट्रेड यूनियनों के अधिकार को वैध बनाया और श्रमिकों के काम के घंटे,मातृत्व अवकाश से लेकर स्थाई नौकरी की गारंटी जैसे कानून उनने ब्रिटिश सरकार के लेबर मिनिस्टर की हैसियत से ही बनवाये।
बाबासाहेब वंचितों को पहचान की दृष्टि से न देखकर वर्गीय दृष्टिकोण से देखते थे और न सिर्फ जाति उन्मूलन का एजंडा उनकी राजनीति और आंदोलन का प्रस्थानबिंदू रहा है,वे वंचित वर्ग कहकर बहुजनों को संबोधित करते थे।बहुजन शब्द तो मान्यवर कांशीराम जी का है।
वंचितों को जातिनाम से अंबेडकर ने संबोधित नहीं किया और न जात पांत की राजनीति उनकी देन है जैसा कि वामपक्ष के कैडरों और समर्थकों में आम गलतफहमी है और जैसे की इस देश के सवर्णों और पिछड़ों को भी गलतफहमी है कि बाबासाहेब सिर्फ दलितों के नेता रहे हैं।
संघ परिवार का एक हिसाब से धन्यवाद करना चाहिए कि पिछड़ों और सवर्णों में बाबासाहेब के प्रति घृणा भाव खत्म करने की पहल उसने की लेकिन विधर्मियों के खिलाफ उससे भी भयंकर घृणा अभियान चलाकर अंबेडकर को गलवलकर,गोडसे और वीरसावरकर बनाने के हिंदुत्व के समावेशी साफाया एजंडे के तहत।
दूसरी तरफ हकीकत यह है कि बहुजन पक्ष ने अंबेडकरी आंदोलन को पहचान में सीमाबद्ध करके जाति उन्मूलन एजंडे के बजाय अपनी अपनी जाति मजबूत करने की राजनीति से इस गलतफहमी को वैध शिकायत बना दिया है।विडंबना है कि जाति व्यवस्था में नरक जी रहेबहुजन ही बाबासाहेब के जाति उन्मूलन के एजंडे के खिलाफ अपनी अपनी जाति को मजबूत करके बहुजनों के सारे हक हकूक कब्जाने का गृहयुद्ध लडने में इतने मशगुल हैं कि मनुस्मृति वर्ण वर्चस्वी सत्ता को बदलने का उनका कोई इरादा नही है।जो बाबासाहेब का अंतिम लक्ष्य रहा है।
यह भी ध्यान देने का मामला है कि जाति पहचान के आधार पर आरक्षण का श्रेय बाबासाहेब को नहीं है।जैसा कि सबसे बड़ा मिथ है। जिस कारण बाबासाहेब का समर्थन और विरोध की यह अंध राजनीति आत्मघाती है।
बाबासाहेब ने दलितों के लिए अपने प्रतिनिधि चुनने का स्वतंत्र मताधिकार मांगा था।जिसपर सुनवाई के लिए साइमन कमीशन भारत आया तो कांग्रेस ने प्रचंड आंदोलन करके पहले तो साइमन कमिशन को खदेड़ दिया और फिर अंबेडकर की स्वतंत्र मताधिकार की मांग को हिंदू समाज के विभाजन की साजिश बताकर गांधी इसके खिलाफ आमरण अनशन पर बैठ गये।
तो उनका अनशन खत्म करने के लिए जो माहौल बना उसमें बाबासाहेब को पुण करार पर दस्तखत करना पड़ा,जिसकी उपज आरक्षण है स्वतंत्र मताधिकार के बदले।
भारतीय संविधान सभा ने पुणे करार को ही बहाल रखा और आरक्षण के गर्भ से अनुसूचितों की नई पहचान मिली।लेकिन वह आरक्षण अब संपूर्ण विनिवेश,संपूर्ण निजीकरण के रोजगार छीनो परिवेश में सिर्फ राजनीतिक आरक्षण तक सीमाबद्ध है,जिसके तहत वर्ण वर्चस्वी नस्ली वर्गीय सत्ता बहुजनों के उम्मीदवार तय करके अपने राजकाज के लिए बहुजनों के नुमाइंदे चुनते हैं।बहुजनों को अपने नुमाइंदे चुनने का मताधिकार तो है लेकिन वे सत्ता तबके के हितों के मुताबिक उन्हींके पक्ष के,उन्हींके हितों के उम्मीदवारों में से किसी को चुनने को मजबूर है।जो बहुजनों के सफाये में स्तावर्ग से ज्यादा सक्रिय नवब्राह्मण केसरिया बजरंगी हैं इन दिनों।
कल प्रभाकर ने मुझसे सीधे पूछा कि क्या नेताजी सुभाषचंद्र बोस फासिस्ट थे जो फासिस्ट हिंदू साम्राज्यवादी संघ परिवार उनको ईश्वर बना रहा है और उनके अंतर्धान रहस्य का खुलासा करने पर तुला हुआ है। नेहरुवंश के सफाये के लिए।
हमने कहा कि वे नेताजी को वैसे ही ईश्वर बना रहे हैं जैसे वे बाबासाहेब को ईश्वर बना रहे हैं शत प्रतिशत हिंदुत्व के एजंडे के तहत।
हमने अपनी समझ उनसे साझा किया कि नेताजी फासिस्ट हरगिज नहीं थे। हिटलर से नेताजी की मुलाकात और जापान के सहयोग से आजाद हिंद फौज के गठन के जरिये ब्रिटिश सरकार के खिलाफ जो खुले युद्ध की शुरुआत की तो वामपक्ष ने उन्हें जो गद्दार घोषित कर दिया,उसे हमारे कामरेड भी अब ऐतिहासिक भूल मानने लगे हैं।
यह समझने वाली बात है कि नेताजी कुल मिलाकर गांधीवादी थे।जैसे वे कम्युनिस्ट नहीं थे वैसे ही वे फासिस्ट भी नहीं थे।
यह अब साबित हो चुका है कि कांग्रेस अध्यक्ष पद से गांधी के नेताजी की जीत को अपनी हार बताये जाने से उनके इस्तीफे की दुर्घटना के बावजूद गांधी से नेताजी के संबंध नेहरु और पटेल से कम मधुर नहीं थे और नेताजी ने गांधी का कभी कोई विरोध नहीं किया।
गांधी भारत का प्रधानमंत्री नेहरु को बनाना चाहते थे और इसके लिए ऐन मौके पर उनने पटेल को भी मैदान से हटा दिया तो जाहिर है कि नेताजी को वे नेहरु के मुकाबले समांतर सत्ता केंद्र बनने देने के खिलाफ थे।बात इतनी सी है और इससे नेताजी या पटेल का गांधीवादी अवस्थान बदला नहीं।
नेताजी के लिए देश की आजादी सर्वोच्च प्राथमिकता थी और उन्हें इसका अहसास हो गया था कि बिना युद्ध के यह आजादी मिलने वाली नहीं है।तो अंग्रेजों के प्रबलतम शत्रु हिटलर से मदद लेने की उनने कोशिश की।
हिटलर से उनकी मुलाकात सुखद नहीं रही क्योंकि वैचारिक तौर पर नेताजी फासिस्ट नहीं थे। हिटलर ने उनकी किसी भी तरह की मदद नहीं की ,सिर्फ उनने नेताजी को सुरक्षित जर्मनी से जापान निकल जाने की इजाजत दी।
नेताजी और हिटलर में कोई समझौता नहीं हुआ।न ही आजाद हिंद और भारत की संप्रभुता दांव पर लगाकर नेताजी ने जापान से कोई समझौता किया।
हाल में जब हम निसार अली और रवि जी के साथ सेवाग्राम गये तो हमें नेताजी का वह संदेश दिखाया गया जो भारत में आजाद हिंद फौज के प्रवेश की अनुमति के लिए गांधी को नेताजी ने भेजा था। नेताजी के गांधीवादी होने और फासिस्ट न होने का इससे बड़ा कोई सबूत हो नहीं सकता।
नेताजी गांधी को भारत देश का प्रथम नागरिक मानते थे और बर्मा सीमा होकर भारत में प्रवेश के लिए बाहैसियत आजाद हिंद के सर्वाधिनायक उनने गाधी जी से अनुमति मांगी।उनके गांधीवादी होने का यह जीता जागता प्रमाण है। फासिस्ट न होने का भी।
प्रभाकर ने फिर पूछा कि क्या नेताजी बंगाल के मौजूदा सत्तावर्ग की तरह ब्राह्मणवादी थे।
हमने कहा,नहीं।उस वक्त तो बंगाल में 1905 के बंग विभाजन के विरोध की बांग्ला राष्ट्रीयता की हवा थी। भारत विभाजन से पहले बंगाल के विभाजन का फैसला लेकर ही बंगाल में ब्राह्मणवादी सत्ता का जन्म हुआ और नेताजी उससे पहले भारत की राजनीति से बाहर हो चुके थे।
प्रभाकर का अगला सवाल था कि क्या नेताजी अंबेडकर के संपर्क में थे।
हमारी जानकारी के मुताबिक हमने कहा, नहीं।लेकिन हमने कहा कि बाबासाहेब के बंगाल में सबसे बड़े अनुयायी जोगेंद्र नाथ मंडल,जिन्होंने पाकिस्तान का संविधान लिखा,जिन्होंने बंगाल से जितवाकर अंबेडकर को संविधान सभा में भेजा, नेताजी ने कोलकाता नगरनिगम के मेयर बनने के बाद उन जोगेंद्र नाथ मंडल को पूर्वी बंगाल के बरिशाल से बुलाकर अछूतों को कोलकाता नगर निगम के कामकाज में प्रतिनिधित्व देने की गरज से परिषद मनोनीत किया।
हमने प्रभाकर से कहा कि राजनीतिक सामाजिक यथार्थ बहुआयामी होते हैं,उन्हें सपाट सरलीकरण वर्गीकरण के रास्ते परखा नहीं जा सकता।
गांधी के साथ मतविरोध होने के बावजूद अंबेडकर से उनका निरंतर संवाद रहा है।
अंबेडकर को हर संभव तरीके से संविधानसभा में न पहुंचने देने के प्रयासों के बाद जब वे संविधानसभा में बंगाल से पहुंच गये तो उन्हीं अंबेडकर को कांग्रेस ने संविधान मसविदा कमेटी का चेयरमैन बनवाया। तो अंबेडकर भारत के कानून मंत्री भी बने नेहरु मंत्रिमंडल में।हिंदू कोड बिल पर नेहरु के विरोध के चलते फिर उन्हीं अंबेडकर ने नेहरु मंत्रिमंडल से इस्तीफा दिया।
जाहिर है कि यह संवाद एकपक्षीय नहीं रहा है।गांधी और नेहरु के साथ साथ अंबेडकर की भी पहल रही है।
विडंबना यह है कि मेहनतकश आवाम के सबसे बड़े मसीहा से वामपक्ष के किसी संवाद का कोई लेखा जोखा कम से कम मेरे सामने नहीं आया।
यह सच है कि बाबासाहेब साम्यवाद का विरोध न करने के बावजूद भारतीय साम्यवादी आंदोलन के नेतृत्व को ब्राह्मणवादी मानते रहे हैं।सो, बाबासाहेब अंबेडकर तो गांधी और नेहरु समेत समूचे कांग्रेस नेतृत्व को भी ब्राह्मणवादी मानते रहे हैं। कांग्रेस से संवाद निरंतर जारी रहा लेकिन बाबासाहेब से क्यों वामपक्ष का संवाद नहीं हो सका.यह नेताजी के अंतर्धान रहस्य से बड़ा रहस्यहै कमसकम मेरे लिए।
हकीकत यह है कि कांग्रेस ने सत्ता समीकरण के मुताबिक बहुजनों को साधने के लिए निरंतर बाबासाहेब से संवाद जारी रखा और उनके साथ सत्ता शेयर करने की कोशिशें भी जारी रखीं।
उसी रणनीति को नयेतरीके से आजमा रहा है संघ परिवार।लेकिन वामपक्ष को बहुजनों की कोई परवाह ही नहीं है।
जाहिर है,वामपक्ष निरंतर बहुजनों को उपेक्षित करता गया और अंबेडकर को कोई भाव हीं नहीं दिया।
कामरेडों ने बाबासाहेब के जाति उन्मूलन के एजंडे को भारतीय आवाम के वर्गीय ध्रूवीकरण के नजरिये से देखा ही नहीं क्योंकि वे जाति व्यवस्था को राजनीतिक परिवर्तन और राज्यतंत्र में बदलाव के लिए सबसे बड़ा अवरोध बतौर चिन्हित करने में सिरे से फेल रहे हैं वामपंथी।
दूसरी ओर,वामपक्ष ने बहुजनों को पार्टी संगठन और नेतृत्व में उचित प्रतिनिधित्व देने से साफ इंकार करता रहा है।इसके विपरीत संघ परिवार ऐसा ही करके बहुजनों को जीत लिया है और मोदी को प्रधानमंत्री बनाकर संघ हिंदू राष्ट्र बना ही चुका है भारत को।हमारे वामपक्षीय नेतृत्व के अंधत्व पर आज का फासीवाद मुकम्मल सामाजिक यथार्थ है।
हाल में बहुजनों के प्रतिनिधित्व की मांग मांग करने वाले तमाम पुरातन कम्युनिस्ट मसलन रेज्जाक मोल्ला जैसे तेबागा समय से दशकों के किसान आंदोलन के राष्ट्रीय सिपाहसालार को पार्टी ने दूध में से मक्खी की तरह निकाल बाहर किया।फिर पूछा तक नहीं।कामरेड सोमनाथ चटर्जी का किस्सा आंतरिक लाकतंत्र का हाल बयां करता है।
इसी तरह से वामपक्ष ने गायपट्टी कहकर हिंदी प्रदेशों की घनघोर उपेक्षा लगातार की और हिंदी प्रदेशों के परंपरागत वाम जनाधार एक के बाद एक टूटते चले गये।
येचुरी से पहले माकपा के कामरेड महासचिववृंद हिंदी में संवाद करने को अभ्यस्त न थे और पोलित ब्यूरो से लेकर केंद्रीय कमेटी तक में हिंदी सिरे से अनुपस्थित रही है।
हिंदी प्रदेशों में वाम निष्क्रियता हमारी समझ से राम रथयात्रा का राजमार्ग बनाने में सबसे बड़ा कारक है और इस पर हमारे कामरेडों को आत्मालोचना करनी चाहिए कि हिंदी और बहुजनों से संवादहीनता की वजह से इन तबकों का हिंदूकरण निर्विरोध हो गया और भारतीय जनता कांग्रेस के हिंदुत्व से मोहभंग की स्थिति में कोई दूसरा विकल्प न मिलने की वजह से संघ परिवार के फासीवादी हिंदू सम्राज्यवाद की शरण में चली गयी।
कल ही विशाखापत्तनम कांग्रेस के आखिरी दिन जेएनय़ू पलट सीताराम येचुरी जेएनयूपलट प्रकाश कारत के स्थान पर नये कामरेड महासचिव निर्विरोध चुने गये बुद्धदेव विमान बोस की अगुवाई में बंगाल के कामरेडों और केरल के बागी पूर्व मुख्यमंत्री कामरेड वीएस अच्युत्यानंदन के सक्रिय समर्थन से।कामरेड प्रकाश कारत कामरेड रामचंद्र पिल्ले के साथ थे और उन्होंने ही कामरेड पिल्लै को मैदान से हटाकर खुद येचुरी को महासचिव बनाने की पेशकश कर दी।
बहरहाल कारपोरेट मीडिया बेहद खुश है येचुरी के महासचिव बनने से ।बंगाल के कामरेडों से कम या ज्यादा कहा नहीं जा सकता।उनकी प्रोफाइल पर हेडलाईन यह बना दी गयी कि वे विचारधारा किसी के माथे पर पटककर नहीं मारते।
गौरतलब है कि कामरेड सुरजीत किसान नेता थे और जब महासचिव बने तो वे भी कामरेड नंबूदरीपाद की तरह कट्टर विचारधारा वाले माने जाते रहे हैं।
कामरेड नंबूदरीपाद से धनबाद में हमारी लंबी बहस हुई थी आठवें दशक की शुरुआत में।तब न भोपाल गैस त्रासदी हुई थी,न सिखों का संहार हुआ था।रामलीला भी कायदे से शुरु नहीं हुई थी।
तब भाकपा के आपातकालीन भूमिका से कामरेड नंबूदरीपाद बेहद नाराज थे और उनके मुताबिक संघ परिवार और कांग्रेस दोनों समान रुप से सर्वहारा तबके के दुश्मन थे।जबकि सुरजीत और येचुरी भी कांग्रेस को धर्मनिरपेक्ष मानकर उनके साथ हानीमूल के पक्ष में हैं।
कामरेड नंबूदरीपाद हम जैसे अभी अभी विश्वविद्यालय से निकले नये पत्रकार के साथ बहस में भी वैचारिक और रणनीतिक सवालों पर बेहद उत्तेजित थे और उत्तेजना में खूब तुतला भी रहे थे।लेकिन पार्टी लाइन पर उनकी खूब स्पष्टता थी जो एक युवा पत्रकार के सामने रखने से वे हिचके नहीं।हर सवाल का उनने जवाब दिया।बल्कि हमारे सवालों से झारखंडी कामरेडवृंद ज्यादा परेशान थे।
उसके बाद किसी कामरेड महासचिव से आमना सामना नहीं हुआ।
बंगाल के शीर्षस्थानीय कामरेडों से बातचीत तो खूब होती रही है।लेकिन वैचारिक बहसें नहीं हुई कभी।
कायदे से कामरेड कारत और कामरेड येचुरी के साथ बातें करने की हमारे लिए गुंजाइश बहुत ज्यादा थीं।लेकिन वे बातें हुई नहीं।
ऐसा भी नहीं लगा कि जबसे नवउदारवाद की संतानों ने सत्ता पर अपना वर्चस्व कायम किया है,तबसे लेकर वामपक्ष में कोई वैचारिक बहस कहीं चल रही है।वापक्ष में मुकम्मल सन्नाटा है।
गौरतलब है कि कामरेड सुरजीत के कार्यकाल से जो सत्ता समीकरण तक वाम जनपक्षधरता सिमट गयी तो भूमि सुधार का उनका एजंडा हाशिये पर चला गया और देशभर में क्षत्रपों से समझौते की कीमत पर वाम जनाधार घटते घटते हाशिये पर चला गया।
फिरभी अब भी उत्पादक और सामाजिक संगठनों में वाम सक्रियता संघ परिवार के मुकाबले भी बहुत ज्यादा है।
कामरेड येचुरी निःसंदेह संसदीय राजनीति में कामरेड सोमनाथ चटर्जी की तरह परिपक्व हैं ,जिनने सबसे पहले येचुरी के महासचिव बनने के बाद इसका स्वागत करते हए वाम राजनीति के कायाकल्प होने की उम्मीद जतायी है।
हमें पक्का यकीन है कि येचुरी संसदीय राजनीति में कामयाब होगे और जो उनकी सबसे बड़ी चुनौती बतायी जा रही है,बंगाल और केरल में जनाधार की वापसी,वह करिश्मा कर दिखाने में भी वे सक्षम है।
हम तो यह देखना चाहते हैं कि भारतीय मेहनतकश वाम अवाम मेहनतकश आवाम का रहनुमा बनने की चुनौती कामरेड महासचिव मंजूर करते हैं या नहीं।

He was truly exceptional in more ways than one. Born into an extremely poor and socially backward family in a village in Khammam district in Andhra Pradesh (now Telengana), he was able to overcome the circumstances of his upbringing to work in an English - yes English! - daily newspaper in Hyderabad before cancer consumed him a few weeks before his 35th birthday.
Nagaraju Koppula (25 May 1980-12 April 2015) belonged to the Madiga Dalit community. His family was one among many families of migrant labourers who had come to the village of Sarapaka, situated on the banks of the River Godavari, to seek a livelihood as construction workers in a paper mill that was coming up.
The youngest of five siblings, he and his family lived in a mud and thatched-roof hut. His father died when he was just four. Together with his brothers and sisters, he sold ice to visitors at a local temple and painted signboards to earn a pittance. He had a burning desire to study. And he did.
When I met him as a student of journalism on a scholarship at a now-defunct teaching institution in Delhi, he had struggled through school and college, earned a master's degree in history from Hyderabad Central University and also a diploma in mass communications.
He had set his mind on becoming a journalist, that too, an investigative journalist working in the English language. Many had tried to dissuade from pursuing his ambitions. As his teacher, I suggested that he seek a career in the Telugu language media. He had heard similar suggestions before from many others. But he was determined; he wanted to learn English and work in that language.
Unlike him, most students in his class came from a privileged background. Some of them were quite unsure what they wanted in terms of a future professional career. They would miss classes frequently and even when they attended classes, were inattentive. Nagaraju was different from the rest. He stood out. He had come to study. He was willing to slog. He was tenacious. I told him how to improve his English writing and speaking skills. I was not expecting him to take my suggestions seriously. But he did.
I used his services as a Telugu-to-English translator for a documentary film I was working on in 2010. He was grateful for the meagre remuneration I gave him. And he remained in touch.
A few years later, he came to meet me when I was in Hyderabad. By then, he was going through the anguish that is typically experienced by quite a few junior reporters who have to deal with superiors in their organisation who take a perverse pride in their cynicism. Every story idea put to them is met with the question: "So what's new?"
Nagaraju reported about prisoners and their families, orphans and stray animals. Some of his articles on the poor "donating" their organs and the dilapidated public health-care system appeared as front-page anchors in the New Indian Express.
But before each of his articles was printed, he had to relentlessly wage a battle. The sub-editors didn't exactly relish the idea of rewriting his copy. Some of his editors didn't find his story ideas "sexy" enough.
He cribbed to me. I told him not to worry, but to continue along the path he had chosen, that he should not have any illusions about the difficulties he would encounter. Little did I realise then that that would be the last time I would be meeting him.
In Nagaraju's short life he demonstrated the importance of determination in a way that almost all of us are incapable of enduring. There can be very few like him.
The Hoot has published a series of articles by Ajaz Ashraf starting with "The untold story of Dalit journalists" which highlight the lack of social inclusiveness in newsrooms in India's mainstream media organisations. Nagaraju was the outlier, the exception to the rule.
According to a blogpost on him by Gurram Seetaramulu, a Dalit writer and political analyst, which has been translated into English from the Telugu, he had a cough which refused to go away. He got himself admitted in the Government Chest Hospital in Hyderabad where he was wrongly "treated" for six months for tuberculosis.
"When he finally went to the Basavatarakam Cancer Hospital... they told him that he was suffering from cancer, in an advanced stage...(that) he would not have... more than three-five months to live... Dear friend, death has liberated you. But you are invincible..."

But released after intervention of various eminent activist like Union president Jarjum Ete, Arundhati Dhuru of NAPM and others.Union's important tribal leader Rajkumari was arrested yesterday, beaten taken to Mirzapur JailNo one allowed in villages Sundari, Bhisur,Korchi neither people are allowed to come out. Any one coming out of the village is arrested.The injured in Duddhi hospital and Robertsganj hospital are not allowed to meet anyone. Neither the family members are allowed, Media is not allowed to go and meet the injured.Many have been missing, arrested but there whereabouts are not known. No list has been released till now by the district administration.As women reported after the police violence just after the firing there have been some deaths but administration is covering up the the matter by stopping everyone from entering the area. There is complete anarchy in the area by the administration and totally arbitratory and UP govt is not intervening to end the spate violence unleashed on the tribal and other forest dwellers in the villages Sundari, Korchi, Bhisur etc.Administration forcing people to leave their houses immediately and take the compensation and go. No proper survey for land acquisition has been done. There is no notice given to people. The administrative activities are not carried on rules of law. Activists have been barred from entering the district. Administration using local vested interest, dabangs and upper caste people to repress and pressurize people to leave the village immediately. They also used these forces to attack the tribal and dalits on 18th april who were instrumental in beating people by wearing police dress. There names have been noted down by the leaders of the movement.This is blatant violation of people's democratic, constitutional rights to protest. This is a matter of brutal illegal land acquisition by state and needs to be protested by all means. People need to be protected from violence, intimidation and oppression. In 1991 also U.P. police opened fire at agitating Dalla cement workers and many were killed, their bodies were thrown in Son river. In this case 9 bodies were recovered but in the matter of kanhar, the people were pushed to the villages and the area was completely evacuated. A dangerous game is planned by the land grabbers, mafia, contractors, dabangs of the area who are in hand and glove with the administration. सुन्दरी, भीसुर, कोरची, नाचान्तंद, सुग्वामन, गांवों में किसी के भी अंदर या बाहर आने –जाने की मनाही है. जो भी गाँव से बाहर आता है उसे तुरंत गिरफ्तार कर लिया जाता है.
दुद्धी और रोबर्टगंज अस्पताल में भर्ती घायलों से मिलने की किसी को भी इजाज़त नहीं है. घायलों के परिवार वाले, मीडिया के लोग किसी को भी मिलने की इजाज़त नहीं है.
बहुत सारे लोग गुमशुदा है, बहुत से लोग गिरफ्तार कर लिए गए हैं, पर उनके बारे में किसी को कोई खबर ही नहीं है. जिला प्रशासन ने अब तक कोई सूची ही जारी नहीं की, वे घायलों और मरने वालों की सूची भी छिपा रहे हैं.
पुलिसिया हिंसा के बाद वहां की महिलाओं ने बताया था कि गोलीबारी के बाद कुछ मौतें भी हुईं हैं, लेकिन प्रशासन इस मुद्दे को ढंकने के लिए इस इलाके में प्रवेश करने के लिए हर किसी को रोक रही है. इस इलाके के प्रशासन की यह पूर्ण तानाशाही है और सुन्दरी, कोरची, भीसुर आदि गाँवों के आदिवासियों, और जंगलवासियों के साथ हो रही इस भीषण हिंसा को रोकने के लिए उत्तर प्रदेश सरकार किसी भी तरह का हस्तक्षेप नहीं कर रही है. .
प्रशासन लोगों को अपना घर छोडकर मुआवज़ा लेने को मजबूर कर रहा है. जमीन अधिग्रहण के लिए किसी भी तरह का कोई सर्वे नहीं कराया गया है. लोगों को किसी तरह का नोटिस भी नहीं मिला. यहाँ की प्रशासकीय गतिविधियाँ कानून सम्मत नहीं हैं. जिलें में एक्टिविस्टों को आने से रोका जा रहा है. स्थानीय स्वार्थी लोगों, दबंग और सवर्ण जाति के लोगों के माध्यम से प्रशासन लोगों पर दबाव बना रही है कि वे तुरंत गाँव छोड़ दें. 18 अप्रैल को इन ताकतों को आदिवासियों, दलितों पर हमला करने में भी इस्तेमाल किया गया, ये लोग पुलिस की वर्दी में आये थे. आन्दोलन के नेताओं ने इनके नाम अपने पास दर्ज कर लिए हैं
लोगों के लोकतांत्रिक, संवैधानिक अधिकारों का यह खुलेआम उल्लंघन है. राज्य द्वारा किया जा रहा यह नृशंस, गैरकानूनी भूमि अधिग्रहण है और इसका हर तरह से विरोध होना चाहिए. हिंसा, भय और दमन से लोगों को बचाने की जरुरत है. 1991 में भी उत्तर प्रदेश ने दल्ला सीमेंट श्रमिकों के ऊपर भी खुलेआम गोलीबारी की थी और इसमें कई लोग मारे गए थे, मरने वालों की बॉडी सोन नदी में फेंक दी गई थीं. इस मामले में 9 बॉडी बरामद हुईं थीं, लेकिन कन्हार के मामले में गाँव और इलाके को लोगों से खाली कराया जा रहा है. इस खतरनाक खेल की योजना इलाके के जमीन हडपने वालों, माफिया, ठेकेदारों, दबंगों की बनायीं गई है और वे प्रशासन के हाथ की कठपुतली हैं. पुलिस और प्रशासन एकदम तानाशाहों की तरह बर्ताव कर रहे हैं.
Chhattisgarh Bachao Andolan
The team first visited Village Bheesur which is closest to the dam site and interacted with the affected families who are mostly of the Dalit community who were still deeply affected by the repression of the 14th April and 18th April.
The affected men and women were very articulate about their grievances and extremely legitimate demands. They explained that they were first told about the Kanhar Dam in the year 1976 when the then Chief Minister ND Tiwari promised 5 acres of land, one job in each family and a house measuring 40'x60', apart from full facilities of education, health, electricity and water to the 11 affected villages of Uttar Pradesh namely Sundari, Korchi, Nachantad, Bheesur, Sugwaman, Kasivakhar, Khudri, Bairkhad, Lambi, Kohda and Amwaar. In 1983 it is correct that compensation payments were made at the rate of Rs. 1800 per bigha (approximately Rs. 2700 per acre) to the then heads of households. After this the villagers have got no notice whatsoever.
On 07-11-2012 the Irrigation Minister laid the foundation stone of the dam. It was claimed that now a consolidated sum of Rs7,11,000 would be given to the heads of households as identified in 1983 and houses of 45'x10' dimensions would be constructed for them. The farmers are rightly arguing that they have been in physical possession of the lands all these years and therefore they should be compensated as per the 2013 Act. The government must be sensitive to the fact that the earlier households have multiplied and the compensation must be provided to all adult families who will lose their livelihood. It is also very pertinent that in the meanwhile the Forest Rights Act, 2006 has come into existence and we found that many of the farmers have been granted Pattas under the Act; however the government is refusing to compensate them for the loss of such lands, which is absolutely against the spirit of the Act.
The work of the dam was started on 04.12.2014 and from 23.12.2014 the villagers were sitting in continuous dharna. On that very day, efforts were made to intimidate them. While the SDM and District Magistrate did not intervene till about 6pm, at about 7pm the Provincial Armed Constabulary (PAC) of which about 150 jawans were deployed at the dam site interfered. After the Tehsildar assaulted a young man Atiq Ahmed, people rushed in from the weekly market and a fracas ensued. Right from that day cases were foisted on 16 named and 500 unnamed persons.
Despite this, the villagers continued with their peaceful protest, however since the government was not carrying on any negotiations and at the same time the dam work was progressing, on 14th April they decided to shift the venue of the dharna closer to the site. The PAC opened fire and a bullet passed through Akklu Chero (Cherwa) – an adivasi of Sundari village. 39 persons were injured, 12 of them seriously. The deployment of the PAC was increased to about 500-1000 jawans.
On 18th April early in the morning the administration was determined to remove the protestors. The district force and PAC surrounded the dharna site, uprooted the pandal and mercilessly beat and chased the villagers right up to their villagers. They entered Village Bheesur and not only beat up men and women, but vandalized a motor and motorcycle of Ram Lochan. Colesia showed us her injured arm and fingers and was in tears because she did not know where her husband Mata Prasad was.
People were not certain where missing family members were since the injured have been taken to the Dudhi Health Centre and if any person tries to contact them they face the threat of arrest since between the cases made out against them for the events of 23rd December, 14th April and 18th April cover about 956 persons. But the team found out that the following had been injured mostly with fractures and were possibly hospitalized. The number of women injured is significant:-
Village Bheesur – Rajkalia, Kismatiya Mata Prasad, Uday Kumar and Phoujdar (all ST)
Village Korchi – Phoolmatiya, Butan.
Village Sundari – Ram Bichar, Shanichar, Zahoor, Azimuddin, Jogi.
Village Pathori Chattan – Bhagmani, Ram Prasad, Dharmjeet.
Similarly the PAC people chased the protestors of Village Sundari too right up to the houses on the outskirts of the village. They damaged motorbikes and cycles even setting fire to them.
We observed that the work at the dam site seemed to be progressing fairly fast. The height of the dam which was earlier stated to be about 39.90 m appears to have been increased subsequently to 52.90 m increasing the apprehensions of the people. The Police had cordoned off the area and there were still a large number of PAC trucks and personnel in their makeshift camp of sheets.
When the team reached Village Sundari, there was an extremely tense atmosphere. Some dominant caste-class persons were holding a meeting in which others seemed to be quite subdued. Some very vocal local leaders told us that they do not want any interference from any outside NGO or organization. Most of them were quoting the DM Sanjay Kumar belligerently saying that he had said that all protest and movements should stop. Otherwise he would foist so many cases that they would rot in jail for the rest of their lives and use up all the compensation in paying lawyers. Some persons who seemed to have been sent by the administration were clicking our photos when we introduced ourselves. The leaders told us that they had decided to accept the compensation and would be going to the DM to inform him so as that was the only way the cases would be lifted. While it was clear that not all the persons in the meeting were in agreement with this "decision", they were clearly cowed down by the cases and the pressure being brought by the administration.
However our most tragic experience was in the affected villages of Chhattisgarh in block Ramchandrapur of district Balrampur. They fall in the "Sanawal" constituency of erstwhile Home Minister Ram Vichar Netam who had assured the villages that there would be no submergence whatsoever in Chhattisgarh. Even when the current MLA Brihaspati Singh of Congress tried to hold a meeting at Sanawal in which he
invited the protestors of UP, lumpen supporters of Ram Vichar Netam made it difficult for him to educate the villagers about this.
We were shocked to find that the Water Resources Department of Chhattisgarh admits that the following 19 villages are to be submerged – Jhara, Kushpher, Semarva, Dhouli, Pachaval, Libra, Kameshwarnagar, Sanawal, Tendua, Dugru, Kundru, Talkeshwarpur, Chuna Pathar, Indravatipur, Barvahi, Sundarpur, Minuvakhar and Trishuli; and 8 to be partially submerged – Chera, Salvahi, Mahadevpur, Kurludih, Tatiather, Peeparpan, Ananpur, and Silaju. Yet the villages are in blissful ignorance.
Only after the incident on the UP side of the dam occurred, on 18th April an Engineer came to Jhara village and stated that 250 acres of land would be submerged out of which 100 acres was private land. But even this is not the truth since it is clear that the entire village is to be submerged. As we were leaving Jhara village we saw a whole convoy of 6 Government Scorpios rushing through the village. Clearly, the state at some point has to begin some legal acquisition proceedings and seem to be at a loss as to how to do so.
Strangely enough, keeping up the pretence of no submergence Shri Netam has had many constructions sanctioned in Sanawal and surrounding villages whereas ordinarily, once there is an intention to acquire, government expenditure is kept to a minimum.
As we returned to Ambikapur, we heard that another fact finding team from Delhi who were to meet with the injured in hospital and the Collector Sonebhadra, had been detained for questioning.
The rapidity and the ruthlessness with which the dam is being built, at any cost, indicates that is unlikely to be for the stated purpose of irrigation. With large industrial projects coming up in Sonebhadra UP and even in neighbouring Chhattisgarh and Jharkhand, on the cusp of which this dam channelizes the waters of Kanhar and Pang rivers, it appears to be that providing water to these projects and also hydel power are likely to be the real causes.
The Chhattisgarh Bachao Andolan comes to the following tentative conclusions on the basis of its fact finding –
1. The demands of the project affected farmers, particularly dalits and adivasis, are eminently reasonable and the administration should enter into sympathetic discussion with them to redress their very legitimate and legal grievances. Work on the dam should be stopped during such negotiations so as to create an atmosphere of good will.
2. The PAC used excessive and unnecessary force on the protestors on both 14th April and 18th April. The complaints of the protestors should be registered as FIRs and action should be taken against the errant police jawans.
3. Using the threat of false cases against the protestors to arm-twist them to accept unjust compensation and rehabilitation is a form of state terror. The cases must be reviewed particularly the practice of filing cases against "unknown" persons, and malicious cases must be withdrawn.
4. In the State of Chhattisgarh, there has been absolutely no transparency, information or following of legal procedure with regard to affected 27 villages. The provisions of the 2013 Act beginning with the pre-acquisition procedure of Social Impact Assessment, Gram Sabha Consultation (all these areas are Scheduled areas), determination of Forest Rights, Public Hearing on Rehabilitation and Resettlement packages etc must be strictly followed.
5. Finally, the attitude of the Uttar Pradesh Government and the district administration of Sonabhadra in restraining activists from entering the area or making an enquiry into the facts on the ground is undemocratic and reprehensible.

My government is conscious of the fact that our urban infrastructure is under severe stress. Soon, 50 per cent of our population would be residing in urban areas. Taking urbanization as an opportunity rather than a challenge, the government will build 100 Cities focussed on specialized domains and equipped with world class amenities. Integrated infrastructure will be rolled out in model towns to focus on cleanliness and sanitation. By the time the nation completes 75 years of its Independence, every family will have a pucca house with water connection, toilet facilities, 24x7 electricity supply and access.

Dear Friends,
Urbanisation has been declared as the future of India. India is no more a country of villages. Our villages are dying and rotting. But are our cities flourishing, alive and kicking ? Cities are seen as the hope and harbinger of success and the glitz and glamour keeps attracting millions every year.Cities continue to promise future, alternatives to rural drudgery, multiple livelihood opportunities and so on. However, the process of urbanisation has not received the necessary attention as villages did post-independence. As a result, many of our cities had unintended and unplanned growth, barring few exceptions.
The idea of self-reliant villages and village republics gave a model for people and planners to work with in the early years of independence. This to some extent marked neglect of focus and emphasis on the city development. Today, though the situation is different. The imagination and perception of cities amongst those migrating to them is different. The distinction between the urban and rural is not that stark and with the enhanced means of transport and communication, the mobility of people have increased.
Cities are no more the final stages in development of a society but one of the stages, as rapid urbanisation takes roots. Thisnecessitates a greater engagement from its denizens, policy planners, and government. There is acceptance and greater emphasis on the urbanisation process but does that lead to a paradigm shift in the approach to the unplanned and unintended growth of the cities. UPA government launched JawaharLal Nehru Urban Renewal Mission (JNNURM) and now NarendraModi government is aiming at building nearly 500 smart cities. These cities, some new and some upgrade of the older ones envision a city where the citizens will have access to services and will have abundance too, unlike the current cities which are under severe resource crunch in all dimensions. It's too many people fighting to access the limited resources and services available. On the face of it the smart city seems like an idea whose idea has come and there is a greater demand of it, but what happens to an idea that cities are open, welcoming and free for anyone, irrespective of class, creed and caste is welcome to come, settle down and living.
Institute for Democracy and Sustainability (IDS) and National Alliance of Peoples Movements (NAPM) have been researching and organising around the issue of democratic and equitable space keeping in mind the interest of the poor, working classes and also of the urban development. IDS through its work on democratic transport has raised the question of democracy on the road and urban planning and NAPM on its part has intervened in the way urban development is taking place and fought to protect the housing rights of slum dwellers and their betterment.
IDS just concluded publication of a series of books on the question of "Urbanization Urban Mobility and its Challenges and Prospects". These books emerge out of an engagement over two decades and throw up many questions for the urban mobility in the country.
We write to invite you to joins us for this two day People's Dialogue on the 26th and 27th of April 2015 in Delhi on the theme "Urbanizing India: Challenges of Democratic and Equitable Space". The discussion aims to share ideas, knowledge and abilities to proactively engage on the issues of urbanization. The various topics of discussion will be;

DHAKA, Bangladesh — Two writers were hacked to death with machetes on the streets of this capital city during a six-week period this year. They were targeted for openly criticizing Islam, the country's main religion, in their work and in Facebook commentary.
Avijit Roy, a dual citizen of Bangladesh and the United States, was murdered on the evening of Feb. 15, as he and his wife were leaving a book fair in the capital. On the morning of March 30, Washikur Rahman Babu, an occasional blogger, was attacked as he walked to work.
Roy's attackers escaped, but two of the three men who murdered Babu were caught by bystanders and admitted to police that they were part of a small radical Islamist group called Ansarullah Bangla Team.
"Washiqur was killed for making defamatory remarks about Prophet Muhammad on Facebook, which hurt us," one of the two men told the magistrate's court the day after the attack.
Bangladesh has become a dangerous place for those who write critically about Islam. But for most people, including those who work in the media, it is not Islamic extremists who pose the main threat to freedom of speech. Rather, it is restrictive laws, an intolerant government and a judiciary that enforces a rigid interpretation of contempt of court.
This state of affairs can be attributed in part to the deep-seated conflict between the ruling Awami League government and the opposition Bangladesh Nationalist Party. Until last year, they had alternated power every election for the previous four cycles. In 2014, the AL returned to power for the first time for a second consecutive term, and the BNP continues to dispute the legitimacy of those elections, which they boycotted. Since the beginning of this year, more than 60 people have been burnt to death in protests organized by a BNP opposition alliance seeking new elections. In response, the government has imprisoned more than 10,000 opposition activists; dozens have been killed by law enforcement agencies or died in their custody in what are alleged to be extra-judicial killings.
The Awami League no longer accepts the legitimacy of the Bangladesh Nationalist Party. The AL has branded it a terrorist organization, and over the last few years the BNP has been significantly weakened by criminal cases filed against top leadership and field-level leaders. In light of these developments, opposition supporters and those who take a political middle ground are increasingly at risk if they criticize the government.
One sign of the government's growing intolerance towards dissent and unorthodox views has been its use of section 57 of the Information, Communication and Technology Act of 2006, also known as the ICT Act.

Under this section, anyone can be prosecuted for publishing material on a website or in digital form that is "fake and obscene,""creates the possibility for the deterioration of law and order,""prejudices the image of the State or a person" or which "may cause hurt to religious belief." Conviction can lead to between seven and 14 years imprisonment. Nearly 30 cases are currently being tried before a specially constituted cyber-crimes tribunal, and hundreds more are under investigation.
One recent case involved 25-year-old Tonmoy Malick, an electronics shop owner in the southern district of Khulna who was sentenced to seven years in prison under the ICT Act for defaming Prime Minister Sheikh Hasina.
Malick was accused of digitally storing and distributing a song that parodied Hasina and her father, Sheikh Mujib, who led Bangladesh to independence in 1971 and is revered by many as a founding president. It included the lyrics "Sheikh Hasina and her father have sold out the country, they are causing damage to the country, they think the country belongs to them." Malick was arrested after a person he shared it with played it over loudspeakers in a marketplace in the small town of Dacope in Khulna.
Opponents of the law believe that Malick's conviction sets a dangerous precedent. "The offense in the ICT Act is vague and unspecific, practically anyone dissenting can be framed under this law," said Jyotirmoy Barua, a lawyer who has represented a number of people prosecuted under this legislation. "Anyone can be accused of publishing something false, or can claim that their feelings have been hurt." India's supreme court recently struck down a similar law targeting people accused of publishing "offensive" material online.
The prosecutor in Malick's case, Mohammad Nazrul Islam Shamim, argues that instances such as this one can justify prosecution. Referring to the song in question, he said, "For our prime minister and our great leader Sheikh Mujibur Rahman, these are scandalous words, they are very defamatory. Criticism is okay, but in these cases involving the ICT act, it is false criticism." He added that many similar cases are under investigation or currently making their way through the courts.
The ICT Act has also been used against Odhikar, one of Bangladesh's two main human rights organizations. In June 2013, Odhikar released areport on its website that found that law enforcement personnel had killed 61 people following a large rally held in Dhaka the previous month by the fundamentalist Islamic organization Hefazet-e-Islami.
Two months later — and just a week after Human Rights Watch reported that "at least 58 people" died at that same rally — Adilur Rahman Khan, a director of Odhikhar, was arrested by police and charged with publishing "a product of fiction" that sought to "destroy the image of law enforcement, the government and the state."
To Khan, there was no legitimate reason for his arrest. "The purpose of the prosecution against me was to silence our organization and other human-rights defenders," he said. "To set an example, so that people know that if someone goes over a red line, then they will have to face persecution. It was also used to stop others from publishing about the killings on that day." Khan was detained for two months before he was granted bail, and proceedings against him have since been temporarily suspended.
Atheist bloggers have been targeted under the ICT Act, suggesting that they don't only have Islamic extremists to fear. In April 2013, police in Dhaka, apparently to satisfy the demands of Hefazet itself, filed a case against four men — one of whom had recently survived a violent attack by Islamic extremists — which claimed that their online writing had "caused hurt to religious belief" by criticizing Islam. After spending two months in detention, the men obtained bail and in February 2014, a court stayed the proceedings.
Editors and journalists are also concerned about government efforts to silence the media. "It is clear that the current Awami League government is an administration whose tolerance of any criticism is very low," says Zafar Sobhan, editor of the English language newspaper, the Dhaka Tribune.
International findings seem to back this up. According to the Committee to Protect Journalists, the Sheikh Hasina-led AL government began tomuzzle opposition press during its first term of office. In the 2014 index published by Reporters Without Borders, Bangladesh ranked 146 out of 180 countries in press freedom, and the year before, the independent nonprofit Freedom House judged the country's media as "partly free."
Over the past few years, there have been a series of arrests and media closures that Sobhan views as especially worrying.
In April 2013, the editor of Amar Desh, the main newspaper that had opposed the AL government, was arrested on charges that included printing false information in order to incite religious tension. The newspaper has not been able to publish since. A month later, in the wake of their coverage of the police action following the Hefazet rally, two stations, Islamic TV and Diganta TV, were also forced to close and have not yet gone back on air.
More recently, on Jan. 7 of this year, police arrested Abdus Salam, the chairman of Ekushey TV (ETV) on charges of broadcasting pornography. His arrest took place one day after the station carried a speech critical of the government given by Tarique Rahman, a Bangladesh Nationalist Party leader and the son of former BNP prime minister, Khaleda Zia, who has been living in London since 2008 and faces criminal charges back home.
"Whatever the legal justification for these closures, the message to us, the media, is that you will be under scrutiny and you have to be very careful about what you say," said Sobhan. He added, "if you cross the line — not that you know exactly where the line is — but if you cross the line, there will be trouble."
Last month, the country's leading English-language newspaper was accused of doing just that. On Feb. 11, The Daily Star published a photograph of a poster pasted on a city wall by the banned Islamic organization Hizb-ut Tahrir, along with the headline "Fanatics raise their ugly heads again."
A few days later, a lawyer, apparently acting on his own initiative, lodged a criminal case against the paper's editor, Mahfuz Anam, and two of its journalists, claiming that the article was instigating "a breach of the peace." After that, Prime Minister Hasina told parliament that the newspaper "helped the radical cause" by publicizing the image, and said that the government would "move against" The Daily Star. In aFacebook post several days later, Hasina's son and advisor, Sajeeb Wazed, called for the editor's arrest for sedition.
Iftekharuzzaman, head of anti-corruption watchdog Transparency International, sees these responses as a means of intimidating the press. "The Daily Star is a well-known, important voice in the media," he said. "If the government can go after it, then anything can happen … it is a veiled threat to other actors in media."
No further action has been taken against Anam, but he recently lamented what he sees as a deteriorating situation for press freedom in an interview with the Committee to Protect Journalists. "Over the past year, the media has gone into a mode of self-censorship," he said. "The government has become totally intolerant of critical voices."
Making matters more complicated, it has become risky for journalists in Bangladesh to criticize almost any kind of judicial conduct — including judgments — due to the courts' broad interpretation of "contempt of court," which involves allegedly "scandalizing" the court. This charge, which is rooted in old English law but was repealed in England two years ago, was designed to prevent malicious criticism of courts and judges.

Last December, Prothom Alo, the Bangla-language sister paper of The Daily Star, published an article about appointing a new chief justice to the country's appellate division and the criteria that should be involved. On the day the article ran, the court passed an order stating that the report "undermined the integrity, competence, ability and the impartiality of the Judges of the Apex court," and summoned the paper's editor, Motiur Rahman, and the author of the article, Mizanur Rahman Khan, to appear before the appellate division. Faced with the possibility of being held in contempt of court, and a potential jail sentence, the two men apologized unconditionally for the article.
"I have been writing on the judiciary for over 15 years and it has never been so difficult to write critically about it," says Khan, who is also a co-editor of Prothom Alo.
A notable flashpoint for many contempt proceedings are the International Crimes Tribunals, two of which were set up since 2010 to prosecute those accused of war crimes during the country's 1971 war of independence.
These tribunals have initiated contempt proceedings against a number of local and international journalists and researchers — including those from the Economist, Human Rights Watch, and The New York Times — for publishing commentary critical of the tribunals and their rulings. I was also a target of these proceedings, and was convicted of contempt of court last December for comments I made about one tribunal's first judgment, which sentenced a former member of an Islamic party to death in an in absentia trial.
After the tribunal found me guilty of contempt, 49 Bangladeshi lawyers, academics, writers and prominent civil society members signed a statement criticizing the judgment for its "stifling effect on freedom of expression with ramifications for journalists and other writers." Soon after the publication of this statement in a national newspaper, that same tribunal sought an explanation from each of the signatories. Earlier this month, the court initiated contempt proceedings against 23 signatories who were not willing to both make an unconditional apology for backing the statement and to "throw themselves at the mercy of the court."
One well-respected lawyer told Al Jazeera America, "The way the contempt-of-court law is being utilized by the International Crimes Tribunal, I am uncertain what are the principles, the standards and the processes that it is using when dealing with criticism." The lawyer, who spoke on condition of anonymity because he was scared of being prosecuted, used to write about the tribunals for national newspapers. Now, he says, he will not "take the risk" of writing on the subject.
Bangladesh's government rejects the accusation that media freedom is limited in the country, pointing to hundreds of newspapers, including a number of pro-opposition ones, that are published in Bangladesh, as well as dozens of private TV stations that continue to broadcast. "There is no law in the country restricting freedom of the press, either print or electronic," information minister Hasanul Haq Inu said in a recent statement. "There is also no instance where any journalist had been arrested for expressing their opinions."
That, however, is not the way Zafar Sobhan sees the situation. He is concerned that media freedom and government intolerance might get even worse. "I think the overall situation of restrictions on the Bangladesh media is as bad as it has ever been," he said. "But the fear is that we are on a slippery slope, so that what is allowed today will be beyond the pale tomorrow."

The United States – Iran Agreements
For the last two years, the United States have been secretly negotiating a regional cease-fire with Iran. Having now arrived at a bilateral agreement, they have announced a solution to the nuclear question and the economic sanctions within the framework of the multilateral negociations which have been dragging on since 2003. A privileged witness, Thierry Meyssan reveals the stakes of this diplomatic imbroglio, and how Washington intends to organise the Levant and the Gulf regions for the next ten years.

The secret bilateral talks
April 07, 2015 "ICH" - "Voltaire Network" - Since March 2013, the United States and Iran have been talking in secret. These unannounced contacts began in Oman. For the Iranians, suffocating under an economic and monetary siege without historical precedent, it was not a question of giving in to imperialism, but arriving at a cease-fie for the space of few years, just enough time to regain a little strength. For the United States, who hope to be able to move their troops from the Near East to the Far East, this opportunity had to be accompanied by specific guarantees that Teheran would not profit from the agreement to extend its influence even further.
The US team was directed by two first-rate negotiators, Jake Sullivan and William Burns. We don't know who composed the Iranian delegation. Mr. Sullivan was one of Secretary of State Hillary Clinton's main consellors, but did not share her blind support of Israël, nor her fascination for the Muslim Brotherhood. He organised the wars against Libya and Syria. When Mrs. Clinton was thrown out by President Obama, Mr. Sullivan became a counsellor for Vice-President Biden's National Security Agency. It is under these auspices that he engaged in talks with Iran. As for Mr. Burns, he is a career diplomat - and, it is said, one of the best in the United States. He joined the discussions in his quality as adjutant of State Secretary John Kerry.
At least two decisions have come from these talks. Firstly, the Supreme Leader of Iran, ayatollah Ali Khamenei, agreed to take care to exclude Esfandiar Rahim Mashaie – ex-head of the Intelligence Services of the Revolutionary Guards, now Cabinet Chief and related by marriage to Mahmoud Ahmadinejad – from the Presidential race. In this way, Iran will be lowering its profile in the face of international instances. Following that, the US will take care to lower the profile of their anti-Iranian allies, and will unlock the 5+1 negotiations about the nuclear issues in such a way as to put an end to the sanctions.
And in fact, to everyone's surprise, the Council of the Guardians of the Constitution (half of whose members were nominated by ayatollah Khamenei) censored the candidacy of Esfandiar Rahim Mashaie, when polls clearly projected him as winning from the first ballot. Thanks to division among the ranks of the Revolutionaries, skillfully cultivated by the Supreme Leader, Cheikh Hassan Rohani was elected instead. He was the man of the situation, a nationalist clergyman, and had been the head negotiator for the nuclear issue from 2003 to 2005. He had accepted all the European demands before being relieved of his functions by Mahmoud Ahmadinejad when he became President. Mr. Rohani had studied constitutional law in Scotland, and was the first Iranian to be contacted by Israël and the United States during Irangate. During the attempted 'colour revolution' of 2009, organised by the CIA with the aid of ayatollahs Rafsanjani and Khatami, he took the pro-Western stance against President Ahmadinejad. At the same time, his position as a clergyman enabled the mollahs to reclaim the State from the Guardians of the Revolution.
In turn, the United States also gave instructions to their Saudi allies to lower their profile and offer a benevolent welcome to the new Iranian governement. For a few months, Riyad and Teheran were all smiles, while Cheikh Rohani made personal contact with his US counterpart.
The White House's plan
The idea of the White House was to take notice of the Iranian successes in Palestine, Lebanon, Syria, Iraq and Bahreïn and leave Teheran to enjoy its influence in these countries in exchange for renouncing the expansion of its Revolution. Having abandoned the idea of sharing the Near East with the Russians, Washington was now looking at the possibility of distributing it between Saudi Arabia and Iran before retiring its troops.
The announcement of this possible division suddenly reinforced the analysis of regional events as a Sunni (Saudi) - Chiite (Iranian) conflict, which is absurd, since the religions of the leaders often does not correspond to the religions of the supporting rank-and-file.
However, this division brought the Near East back to the period of the Bagdad Pact [1], in other words, the Cold War, except for the fact that Iran now played the part of the URSS, and the zones of influence were shared differently.
Apart from the fact that this could only annoy the present Federation of Russia, this new distribution dragged Israël back to the period when it had no US umbrella. From the point of view of Prime Minister Benjamin Netanyahu, a partisan of the expansion of his country « from the Nile to the Euphrates », this was unacceptable. He therefore tried eveything in his power to sabotage the continued implementation of the programme.
This is why, although an agreement on the nuclear issue had been reached in Geneva at the beginning of 2014, the US negotiator, Wendy Sherman, pushed for the Israëli demands in order to raise the stakes. She suddenly affirmed that Washington would not simply accept guarantees that it would be impossible for Iran to build an atomic bomb, but also demanded guarantees that it would give up its development of ballistic missiles. This astonishing demand was rejected by China and Russia, who pointed out that such a demand was not covered by the Non-Proliferation Treaty or the competence of the 5+1.
This new development shows that the atomic bomb was never the preoccupation of the United States in this affair, even though they used the pretext to contain Iran with a terrible economic and monetary siege. Morover, President Obama implicitly recognised this during his speech of the 2nd of April, alluding to the fatwa of the Supreme Leader which forbids this type of weapon [2]. In reality, the Islamic Republic of Iran abandoned its military nuclear programme shortly after the declaration by ayatollah Khomeiny against weapons of mass destruction in 1988. As from that moment, Teheran only continued its civil research, even though certain elements of this research could have military implications, for use to power warships, for example. The position of imam Khomeiny became law with the fatwa of ayatollah Khamenei, the 9th August 2005 [3].
In any event, although Washington considers Benjamin Netanyahu to be a « hysterical fanatic », it spent 2014 working on finding agreement with Tsahal. The idea progressively imposed itself that in the regional distribution between Saudi Arabia and Iran, there had to be a system of protection for the Jewish colony. This gave form to the project of creating a sort of new Bagdad Pact – the regional instances of NATO, officially placed under the presidence of Saudi Arabia in order for it to be acceptable by the Arabs, but in reality presided by Israël - just as the old Pact was de facto presided by the United States, who were not even members. This project was made public by President Obama in his National Security Doctrine, on the 6th February 2015 [4].
The nuclear agreement and the end of the sanctions were thus postponed. Washington organised Tsahal's revolt against Benjamin Netanyahu, convinced that the Prime Minister would not stay in power for long. But, despite the creation of Commanders for Israel's Security and the calls from almost all the old superior officers to abstain from voting for Netanyahu, he managed to convince his electorate that he was the only man to protect the Jewish colony. He was re-elected.
Concerning Palestine, Washington and Teheran agreed to freeze the Israëli situation and create a Palestinian state in conformity with the Oslo agreements. Mr. Netanyahu, who was spying not only on the 5+1 negotiations, but also on the secret bilateral talks, reacted violently by publicly announcing that as long as he was alive, Israël would never accept the recognition of a Palestinian state. He thus declared that Tel-Aviv had no intention of respecting its signature on the Oslo agreements, and had been continuing negotiations with the Palestinian Authority over the last twenty years only to gain time.
The Joint Arab Forces
Impatient to get this over with, Washington and London chose the Yemenite rebellion as a conclusion. The Houthi Chiites, allied with soldiers faithful to ex-President Saleh, had demanded and obtained the resignation of President Hadi, who suddenly changed his mind. In fact, Hadi had no longer been either legal or legitimate for a long time. He had extended his power at the end of his mandate on the basis of engagements which he had never considered respecting. Neither the United States nor the United Kingdom had any particular sympathy for either side, whom they had supported alternatively at different times. They allowed Saudi Arabia to affirm that this revolution was a coup d'etat, and to try once again to annex the country. A military operation was organised by London to support Aden from the pirate state of Somaliland. At the same time, using the Yemeni crisis as a pretext, the Arab League made public the Arab part of the new regional NATO – the Joint Arab Force.
Three days later, the 5+1 agreements, which had been negotiated a year earlier, were also made public [5]. However, in the meantime, Secretary of State John Kerry and his Iranian opposite number, Mohammad Javad Zarif, spent a whole day reviewing all the political points in discussion. It was decided that Washington and Teheran would lower the tensions in Palestine, Lebanon, Syria, Iraq and Bahreïn for the next three months, and that the Geneva agreement would not be signed until the end of June, and would remain valid for the next ten years if both parties had kept their word.
Consequences
It is probable that over the next three months, Mr. Netanyahu will make another attempt to sabotage the US plan. It would therefore not be surprising if we were to see further unclaimed terrorist actions or political assassinations, the responsibility of which could be attributed to Washington or Teheran, in order to stop the signature intended for the 30th June 2015.
It would therefore be logical for Washington to encourage political evolution in Israël which could limit the Prime Minister's powers. The very tough speeeh by President Reouven Rivlin, when he charged Mr. Netanyahu with forming the next government, should be read as such.
Yemen has never been examined in the bilateral discussions. If the agreement is signed, Yemen may therefore be the only remaining point of conflict in the region over the next ten years.
While Washington concludes an agreement with Teheran and promotes a military alliance around Saudi Arabia, it is at the same time carrying on the opposite policy with the societies in these states. On the one hand, it favours dividing the region between states, and on the other, it is fragmenting the societies by means of terrorism, going so far as to create a terrorist sub-state, the Islamic Emirate (« Daesh »).
Originally, the United States had planned to constitute the Joint Arab Force with the Gulf States and Jordan, perhaps even Morocco later on. There is a coherence between the regimes concerned. However, Oman has kept its distance, despite being a member of the Gulf Cooperation Council. And Saudi Arabia is attempting to use its influence to offer membership to Egypt and Pakistan, despite the fact that the latter is not an Arab country.
Concerning Egypt, Cairo enjoys no room to manouver and must agree to all requests without ever engaging in action. The country has no means of subsistence, and is only able to feed its population with the help of international aid, in other words, thanks to Saudi Arabia and the United Arab Emirates, Russia and the United States. Egypt was dragged into the operation « Decisive Tempest » in Yemen, once again on the side of the South, just as during the civil war (1962-1970), except that the ex-Communists have since become members of al-Qaïda, and that Cairo is now the ally of the Saudi monarchy. Clearly, Egypt needs to get out of this mess as quickly as possible.
Beyond the Levant and the Gulf, the evolution of the regional situation is going to pose problems for Russia and China. For Moscow, while the ten-year cease-fire is good news, it is galling to have to abandon its hopes to the profit of Iran simply because it took too long to rebuild its forces after the dissolution of the USSR. This is the point of the agreement with Syria to develop the military port of Tartous. The Russian navy has to regain a durable place in the Mediterranean, both in Syria and in Cyprus.
Concerning China, the US-Iran cease-fire will quickly lead to a transfer of GI's from the Gulf to the Far East. Already, the Pentagon is envisaging the construction of the greatest millitary base in the world in Brunei. For Beijing, it has become a race to bring its armed forces up to scratch - China has to be ready to confront the United States Empire before the US is ready to attack them.

Stop Police Brutality and Act Against the Guilty
The All India Kisan Sabha strongly condemns the police firing and lathi-charge on hundreds of Dalits and Adivasis who were peacefully protesting against the illegal construction of the Kanhar dam in Sonbhadra. In gross violation of the order of the National Green Tribunal (NGT) the construction is being carried on and the police have once again unleashed brutality. It is to be noted that there was a firing on the peaceful protestors on Ambedkar Jayanti in which many people including women were injured badly. The Uttar Pradesh Government has not made any effort to resolve the situation or take action against the police. Details of the firing and prevalent situation are still coming in but several people have received serious injuries.
At dawn today the PAC completely smashed the two dharna sites where people were peacefully protesting. People were fired at and reports suggest that there were serious injuries on women, old and children. The PAC also forced entry into Sundari and Bhisur villages and vandalised many of the tribal houses and their other belongings. The situation is quite tense in the area and the attack is still going on in the village. AIKS demands that the police atrocities be stopped forthwith.
The AIKS demands immediate compliance with the NGT order by the Uttar Pradesh government and stringent action against those responsible for the illegal construction. It also calls for action against the police officers and other government functionaries responsible for the police brutality. The state government must also provide immediate relief, compensation and medical care to all those affected. The Kisan Sabha expresses solidarity with the people fighting resolutely to protect their land. We empathize with them in their suffering and express solidarity to their struggle. We will work in a coordinated way with our comrades to ensure justice is done.

किसी भी शिक्षण संस्थान के फीस बढ़ोतरी को मामले को आलू-प्याज़ के दाम की बढ़ोतरी तथा बढ़ते हुए महँगाई से जोड़ कर नहीं देखा जा सकता है। यह एक जाति-वर्ग के शिक्षा के अधिकारों तथा उनके उत्थान से जुड़ा मामला होता है।
** हमें सोचना होगा, कि कहीं सरकार फीस बढ़ोतरी कर शिक्षा को प्राइवेटाइज़ करने की तरफ कदम बढ़ते हुए इसे कॉर्पोरेट के हाथों बेचने की साजिश तो नहीं कर रहा है?
** हमें सोचना होगा, कि कहीं फीस बढ़ा कर सरकार किसी खास जाति-वर्ग के लोगों को शिक्षा से दूर तो नहीं रखना चाहता?
** हमें सोचना होगा, कि क्यों रक्षा सहित कई सारे बजट बढ़ाए जा रहे हैं तथा शिक्षा के सारे बजटों में कटौती की जा रही है?
** हमें सोचना होगा, कि क्यों सरकार हमें सिर्फ साक्षर बनाना चाहती है शिक्षित नहीं?
आज जब देश भर में छात्र, मजदूर, किसान, दलित, आदिवासी तथा महिलाओं पर सत्ता का दमन तेज हो रहा तथा उन्हे उनके अधिकारों से वंचित रखने की साजिश रची जा रही है, उसी कड़ी में ही महात्मा गाँधी अंतरराष्ट्रीय हिंदी विश्वविद्यालय (वर्धा) का यह फैसला आया है जिसमें नए सत्र के सभी कोर्स के फीस लगभग 200-400% बढ़ा दिये गए हैं।
लेकिन तमाम दमन-शोषण के विरुद्ध जिस तरह दुनिया भर के लोग गोलबंद हो कर लड़ रहे हैं ठीक उसी प्रकार Mgahv के छात्र भी संघर्ष कर रहें हैं। आज उन्होने विश्वविद्यालय के कुलपति कार्यालय के सामने धरना दिया। उनकी मांग है कि "बिना देर किए तथा बिना किसी शर्त के तत्काल फीस बढ़ोतरी के फैसले को वापस लिया जाए"।
साथियों इस संघर्ष में हम आपके साथ हैं तथा विश्वविद्यालय प्रशासन के इस कदम की निंदा करते हैं। मुझे विश्वास है जीत हमारी होगी। परंतु हमें अपने आँख-कान खुले रखने होंगे तथा देश-दुनिया भर के तमाम तरह के दमन-शोषण के खिलाफ गोलबंद होने की आदत डालनी पड़ेगी क्योंकि दुनिया के हर एक शोषण के तार आपस में जुड़े होते हैं।

State Violating Fundamental Rights of Dr. G. N. Saibaba
DUTA demands Immediate Release
In the eleven months that DU's teacher-activist Dr. G.N. Saibaba has been incarcerated, under UAPA provisions, in the Nagpur Central Jail, he has been subjected to barbaric treatment by the jail authorities and the Maharashtra Police. Dr. Saibaba's acute physical disability and life-threatening conditions have been disregarded and he has been denied basic facilities including toilet facilities and helper, prescribed nutrients and medicines necessary for his survival. He is 90% disabled and bound to a wheelchair. He is also suffering from a deteriorating heart-illness and has been medically advised to undergo immediate angiography. Despite this, he has been deliberately confined in circumstances that have only speeded up the further deterioration of his health condition. This amounts to a deliberate slow poisoning and judicial murder by the State. The DUTA believes that the State, under no pretext, has the prerogative to withdraw a citizen's Fundamental Right to Life. However, that is precisely the case in relation to Dr. Saibaba's present situation.
It is tragic enough that despite being required to safeguard and uphold constitutional democracy, the State has chosen to deny a person the right to hold on to his political beliefs. Further, it is nothing short of a monstrous travesty of justice to presume his guilt even before the law has had the opportunity to study the entirety of evidence and reach any conclusion on the charges that have been levelled against Dr. Saibaba. The DUTA reiterates its sense of outrage at the unlawful and utterly undemocratic manner in which his 'arrest' was carried out in May 2014. The police have trampled upon the civil rights of Dr. Saibaba and his family members. Its impunity merits widespread disapproval and protest from all civilised and democratic sections of society. The DUTA expresses its shock that Dr. Saibaba had to resort to a hunger-strike in the Nagpur Central Jail in order to draw attention to the barbaric conditions in which he was being kept. After six days of hunger strike, during which there was no response from the jail authorities, he became unconscious and had to be admitted to hospital. Now that he has been brought back to the jail, the DUTA expresses grave concern for his safety and condemns the Jail authorities and Maharashtra Police for attempting to deviously eliminate him in custody.
The DUTA demands an immediate release of Dr. G.N. Saibaba and urges the State to grant him the right to face trial under relevant sections of the Cr.pc, including Section 437. It also calls upon all civil liberties and democratic rights organisations to collectively strive to secure justice for Dr. Saibaba.

The IMF will also be looking to obtain more 'back-casted' historical data in addition to 'forecasted' data on the basis of the new methodology used by the Central Statistics Office.
Terming India's recently revised gross domesticproduct (GDP) growth data as "puzzling" and prima facie one with "discrepancies", the InternationalMonetary Fund (IMF) has said it will send a team of its statistics experts to NewDelhithis week to better understand the new methodology of calculation and ensure the data is error-free.
The IMF will also be lookingto obtain more 'back-casted' historical datain addition to 'forecasted' dataon the basis of the newmethodology used by the CentralStatistics Office (CSO) so that it can find out India's potential output and thereby forecast the country's medium-term growth rate.
Paul Cashin, IMF Mission chief for India told FE: "We are seeing discrepancies or puzzles regarding some of the highfrequency data. It has become a problem not justfor us, but for the Indianfinance ministry, the Reserve Bankof India(RBI) and allentities using the data."
Besides, the IMF team will giveits suggestions on the newConsumer PriceIndex (CPI) based inflation dataand the methodology of its calculation (base year was shifted from 2004-05 to 2011-12 and weights of many foodand non-food items were changed). The RBI has made CPI, instead of wholesalepriceindex, the key factor in monetary policy decisions.
In the newGDP calculation method, the CSO shifted the base year from 2004-05 to 2011-12. For making the country's growth ratesinternationally comparable, the calculation was shifted from GDP at factor costto GDP at marketprices(to arrive at GDP at marketpricesfrom factor cost indirect taxes — netof subsidies — are added).
According to the CSO, the newmethodology also captured value added attributable to efficiency in a better way and used more representativecorporatedatafrom the ministry of corporateaffairs database.
After the revision, the GDP growth in 2012-13 was revised 4.7% as per old seriesto 5.1%, while the 2013-14 databaffled many as the upward revision was huge — to 6.9% from 5%. Manufacturingand financialsector datalooked much better though the corresponding industrialoutput and bankcredit datadid not show such robustness.
Incidentally, 2013-14 was a difficult fiscal which witnessed tight monetary policy and capital outflows. Besides, despite rising bad loans and several stalled projectsin 2013-14, the newdatashowed increased privatecorporateinvestment. Growth in 2014-15 was pegged by CSO at 7.4%.
Taking this datainto account the IMF projected India's growth at 7.5% both in 2015 and 2016 (up from 7.2% in 2014).
Cashin said the CSO had sought the IMF's 'technical assistance' (TA), which, among other things, aims to improve India's quality of economicstatistics.
However, he said the IMF is pleased that Indiahas shifted to the 'System of National Accounts (SNA) 2008′, 'the latestversion of the internationally accepted statistical standard for national accounts that helps in compiling measures of economicactivity'.
"Being SNA 2008 compliant is a stamp of goodquality in terms of statistics," he added. When countries move on to SNA 2008, typically they getan outside entity — like another country's statistical authority or the IMF — to review their calculation and givesuggestions on
improvements.
On the importance of back-casting of data Cashin said so far the CSO has given the IMF the GDP growth data(on the basis of newmethodology) only for the previous four years.
"This means, we are trying to compare an apple and an orange. We don't quite have historical dataon the orange yet to speak quite definitively on that. But if I am telling you the growth will be 7.5% (in 2015 and 2016), Indiawas obviously growing much faster than that before 2008.
Therefore, it is consistent with what our researchdepartment colleagues are saying, which is that India(like mostother emerging markets) is growing potentially slower than what it was before 2008," he said.
Cashin added that it was hard to figure out the potential output rightnow. "It is as if we have an old Indiarunning on old numbers and a newIndia running on newnumbers. It is hard to figure out what medium term growth rateis now for India. Though we would peg it at 7.75%-8%, we will have to do more workon this by lookingat newnumbers .

Without net neutrality the richest 1% will control what we see online. Download speeds for sites that don't pay the telecom companies will become so slow that we'll give up in frustration and any dynamic start-ups will be killed off trying to compete with giants with deep pockets.
Some argue that telecom companies are after all profit-making businesses so they should be allowed to charge what they like. But a free and open Internet is a public utility and a global consensus is emerging to keep it that way.
The US Communications regulator recently ruled against telecom companies saying there should be no discrimination in terms of speed, access or cost. Tim Berners Lee, the originator of the world wide web also called for any discrimination by Internet services providers to be outlawed.
