The hidden injuries of caste: south Indian tea workers and economic crisis


Economic crisis has pushed Indian tea workers to seek employment outside the plantations, forcing them to re-engage with the caste hierarchy from which their ancestors attempted to escape.

Tea plantation workers are one of the most stigmatised and marginalised communities in India. While the majority of workers on the plantations in the northeast were originally brought from Bihar, Orissa and Nepal, it was Tamil-speaking Dalits (so-called untouchables/outcasts) who constitute majority of the labour force inKerala, south India. Their outcast social status has combined with their identities as manual labourers—also known as Tamil coolies—to perpetuate their economic underdevelopment and social marginality. Although Kerala has undertaken many reforms to address marginalised populations, those who entered into the indentured plantation labour system have remained excluded and marginalised from Indian society as a whole.

On plantations themselves, however, the picture is more complicated. Until recently, plantations operated as semi-autonomous socio-economic systems that were largely separate from the wider economic and cultural contexts in which they operated. This isolation afforded tea workers some protection from direct, daily exposure to stigma and discrimination on the basis of caste. Plantation workers, after years of struggle, were even provided with certain welfare measures such as housing and healthcare. Such privileges are not enjoyed by informal sector workers, even those who belong to less stigmatised and excluded groups, and access to these rights gave tea workers a sense of worth within the plantation system.

Caste and crisis: isolated no more

Indian tea production has been in severe crisis since mid nineties largely due to neo-liberal structural adjustments in the Indian economy. The size of the tea industry, which is second only to China and accounts for 25 percent of global tea production, has made this a huge blow to the country's agrarian economy. The industry employs 1.26 million people on tea plantations and two million additional people indirectly. As such, the economic crisis has had an enormous impact on the lives of local residents. In Kerala where I have been conducting research, there have been eight cases of suicide and twelve deaths due to starvation on tea plantations since 2001. Along with utter poverty and famine, tea plantation workers have faced increasingly unhygienic work environments, shattered social life/community relations, and withdrawal of the welfare measures previously enjoyed.

The crisis punctured the isolated environments of the plantations and precipitated neoliberal reforms that closed down production in many areas either partially or completely. While many families remained on the plantations, large numbers of workers who had lived there for more than five generations were now compelled to seek work outside. Some went with their families to either their ancestral villages or regional industrial townships such as Coimbatore and Tirupur in Tamil Nadu.

These plantation workers have now joined the ranks of the massive Dalit workforce powering India's unorganised and informal sectors. In joining that pool of workers, Tamil Dalit labourers are exposed to aspects of a caste-ridden society from which they had previously been shielded. The situation of Saraswathi, a female retired worker in her early sixties, illustrates the dilemma and struggles of the workers who moved out the plantations.

Saraswathi moved to her ancestral village in southern Tamil Nadu in the wake of the crisis. In the village, the 'untouchable' Dalits do not have the right to sit inside the teashop and drink tea nor do they have the right to drink tea in a glass cup (kuppi glass). The Dalits have to stand outside the teashop and have to drink either from a coconut shell or a steel cup depending upon the availability. Having always lived on a plantation where job title rather than caste identity was more significant in shaping social relations, Saraswathi and her family were not used to these explicit everyday forms of untouchability rooted in the ritual aspects of the caste system. They had grown up enjoying the relatively egalitarian social relations that existed on plantations, where the caste status did not necessarily yield more power to the higher castes. The caste humiliation they experienced in Kallupetti was thus intense. In other words, the economic crisis and the consequent denial of livelihood forced the plantation Tamil Dalits to return to the caste atrocities from which their forebears had escaped by migrating to the plantations.

Saraswathi couldn't conceal her caste identity in the village where everybody knows each other. For Gokul, a 27-year-old tea plantation worker who migrated to the bustling city of Chennai, the story has been different. Gokul found a job in the biggest retail shop in Chennai as a sales boy in the bags section. To do this Gokul disguised his caste, introducing himself as a Christian and refusing to answer any questions that would reveal his real caste identity. Since Gokul presented himself as a Christian, the owner of the shop might have thought that he was from Nadar caste (there is a significant percentage of Christians among the Kerala Nadars, unlike their counterparts in Tamil Nadu). Gokul reported that the owner and other staff in the shop always spoke highly of their own caste yet used degrading racial slurs against the other lower castes in Gokul's presence, as if Gokul shared such attitudes. His projection of an alternative identity to hide his Dalit identity, as I understood from observing and talking to him, was necessary for him to avoid what he said were "certain unnecessary experiences in the workplace".

The urban migration of youth can be seen as a step towards upward social mobility. However migration and settlement can, at the same time, reassert a stigmatised identity and thwart ambitions of social advancement. Using other identities as a mask (as a way to "pass" in Gokul's words) echoes the situation of blacks in colonial-racial contexts, discussed by Frantz Fanon in Black Skins, White Masks. Fanon proposed a radical denial of oneself (self-alienation) as a way to escape racial discrimination and oppression. In the Indian context, the plantation Dalits are forced to become other than themselves in order to make their way through the system. For tea workers, caste—both as an identity and as a relational organising principle—has been revitalised by processes of neoliberal economic reform.

अधिकतर मुकदमो मे पैरवी न होने के कारण अपराधी अदालतों से बरी हो जाते है लेकिन गुजरात दंगे में तीस्ता और उनकी टीम द्वारा पैरवी करने के कारण ही 117 दोषियों को अदालत द्वारा आजीवन कारावास की सजा हुई है | जिसमे बड़े राजनैतिक नेता, आईपीएस अधिकारी समेत अन्य प्रशासनिक अधिकारी भी है | अभी भी कुछ  लोगो के खिलाफ अदालत में मामला लंबित है | जिसकी पैरवी तीस्ता द्वारा किया जा रहा है | जिसके कारण पूर्व में भी तीस्ता को सांप्रदायिक ताकते धमकिया दे रही थी कि इस केस में पैरबी बंद कर दे| लेकिन तीस्ता द्वारा लगातार पैरवी जारी रखी गयी | इसी कारण उनको कभी झूठे केस में फसाया जा रहा है तो कभी फंड्स की हेरा फेरी मे| इसके पूर्व में भी कई सामजिक कार्यकर्ताओ ने कई वर्ष झूठे केस के आरोप में जेल में गुज़ारे है और बाद मे अदालत ने उन्हें बाईज्जत बरी भी किया है 

हम गुजरात 2002 मे हुए जनसंहार मे मारे गए व उजाड़ दिए गए पीडितो के न्याय के लिए लड़ रही तीस्ता  को साजिशन फ़साने व उनके काम मे रुकावट डालने की मंशा से लगातार जाँच पर जाँच होने के इस कृत्य की कड़े शब्दों में निन्दा करते है  लोकतंत्र मे इस तरह का कृत्या अभिव्यक्ति की आज़ादी पर हमला है हम इस लोकतांत्रिक देश में अराजकता का हर स्तर पर विरोध करेंगे और एकजुट होकर इस तरह की साजिश को नाकाम करने का पूरा प्रयास करेंगे |

AGRA: An upper caste man and his son, angry that a Dalit woman dared ask for her fair wages, thrashed her and set her house on fire. The miscreants also pushed the woman's son into fire. The boy escaped with injuries. An FIR has been lodged. 


Police said Badami Devi, wife of Vijay Singh, a resident of Bamoori village in Mathura district was thrashed by her employer Pappu Singh. The woman was a labourer at a construction site. Contractor Pappu Singh had paid her half her wages a few days ago and asked her to return later for the rest of the money. 


The woman arrived at Pappu Singh's house on Wednesday to seek the pending wages. Singh abused her and threw her out, police said. 


SP City Shailesh Kumar Pandey said, "The accused and his son reached the victim's fields later Wednesday and thrashed her son, Gulab. The woman rushed to her son's help, and the two dragged her and her son to the village and set the house on fire." 


Villagers told police that they could not intervene in the matter as the contractor was a powerful upper-caste man. The victim's son, who was thrown into the fire, is under treatment for burn injuries. 


The SP said an FIR was lodged against Pappu Singh and his three sons under provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. "Raids are being made to arrest the accused, who are absconding," the police officer said.

The Maharashtra Government will involve village-level officials and prominent local residents to check atrocities on Dalits, a move that comes in the backdrop of cases of violence reported against Scheduled Caste members in Ahmednagar district. Social Justice Department has started an initiative in this regard to maintain harmony and protect Dalit communities, which are vulnerable to caste violence. Social Justice Minister Rajkumar Badole today instructed his department officials to form a village level committee in districts to intervene and prevent cases of atrocities on Dalits. Each committee will comprise talathis (revenue officials), sarpanch (village head) and gram sevaks (village development officers) besides members from all sections of society, he said, adding, the step will help reduce incidents of violence and harassment against Dalits. The panel will be formed under the Government's 'Tanta Mukti' scheme which seeks to make villages free of disputes. Badole was presiding over a review meeting of his department at Mantralaya (Secretariat) on cases of Dalit atrocities reported from Ahmednagar district. "The village level committee will submit its report after every 15 days to district officials. Later, District Collector and Superintendent of Police will submit a report to the Government based on gravity of such cases," he said. The State Government will allocate sufficient funds to implement schemes for Dalit welfare, the Minister said. Elaborating on reasons for atrocities, Badole said, "Small issues like building a road to 'shamshan bhumi' (cremation ground), common water supply schemes and (taking out cultural or religious) processions hurt egos of some people. This results in differences between Dalits and other communities."

Through common experiences of oppression and the struggle against it, there should be a global initiative of Dalits in India and African-Americans in the U.S. against discriminatory practices, said a cross-section of social researchers here on Thursday.

 

The seminar, 'Dalits and African-Americans in 21st century: Learning from Cross-Cultural Experiences', organised by the National Law School of India University (NLSIU), saw prominent American and Indian researchers deliberating on the need to define and provide solutions to continuing discrimination against the communities.

 

Sukhadeo Thorat, chairperson, Indian Council for Social Science Research, said though discrimination had reduced in public spaces, such as fair price shops, police stations, among others, it continued to remain unchanged in private spaces — in homes and religious practices — of rural India. He further warned:"Affirmative action suffers in privatisation. Though reservation is voluntary for the private sector, less than 12 per cent of a commerce body had consented to it," said Prof. Thorat.

 

Kevin D. Brown, American author and academic, who has researched race-based discrimination, believed the deep-entrenched caste system could only be tackled by targeting the belief that still upholds caste hierarchy: the belief in reincarnation.

BENGALURU: The government should come forward to implement reservation in private firms, former union minister Oscar Fernandes said. He was speaking at the inauguration of the two-day international seminar on 'Dalits and African-Americans in 21st century: Learning from cross-cultural experiences'.

 

The Centre for Study of Social Exclusion and Inclusive Policies (CSSEIP), Dr Ambedkar Studies Centre and National Law school of India University (NLSIU) organised the seminar at the International Training Centre of NLSIU on Thursday.

 

Fernandes said, "Governments are giving contracts to agencies to fill vacancies and the agencies do not follow reservation."

 

He said, "Ambedkar was not the first person from the backward community to miss out on social privileges. Karna and Ekalavya are some historical examples who did not get educational privileges due to their background."  Speaking about people from the weaker sections who are being ill treated in both India and America, he said, "It is evident that people from backward communities in both the countries have been kept away from decision making or higher posts. Though an Anglo-African is the president of the US, the condition of his community has not changed in a big way."

After successfully winning the right to take land on lease, Dalit activisits are now backing the cause of other small farmers who have also been pushed to the margins.

 

A beginning has been made. With 32 per cent population share, the highest among developed states, Dalits have started asserting themselves in Punjab. A movement has begun to take shape in the countryside, where they have been living on the margins.

 

It is difficult to gauge what momentum it will gain in the days to come but Sangrur's example certainly has the potential to take roots. Reason: It has not only produced an amazing success story but opened up opportunities for a new experiment in Punjab's predominantly agriculture-based rural economy.

 

The first seed of the movement was sown at Malwa region's Balad Kalan village in Sangrur district, where Dalits strived hard for about a year to win their legal right to till panchayat land. Yielding to the resolve and persisting struggle launched by 132 Dalit families in the village, the Panchayats Department has handed over about 84 acres of Panchayat land to them on lease for the current fiscal year (2015-16).

 

The successful endeavour to secure land on lease just turned out to be a medium for Dalits to unite at one platform. A surprising element is this is the first time the Malwa region is witnessing such a development among Dalits. Otherwise, Doaba is known as a stronghold of Dalits, especially in Hoshiarpur, Nawanshahr and Jalandhar districts, where the Dalit population is close to 40 per cent. In Malwa, Faridkot and Muktsar have a similarly high percentage of Dalits. "Various Government schemes for the so-called welfare of Dalits have not been reaching them. At the social level, there has been discrimination with them at all levels because of the pronounced problem of untouchability and casteism", says a Dalit activist involved in the movement. 

 

For how long the community would continue to suffer was the question bothering the young Dalit brigade for quite some time. Dalits have been facing oppression since ages but their exclusion at the social level, especially in rural areas, is quite evident. The land controversy at Balad Kalan provided them a legitimate opportunity to fight for their rights. Connected to land are other issues such as social prejudices faced by the community.  "The younger generation of Dalits is not prepared to tolerate discrimination. Our elders have suffered a lot but we are not prepared to take such humiliation in our stride", says Dalit activist Umesh.  

 

Though the Panchayat Department is duty bound to give at least one-third of panchayat lands to Dalits on lease, mischief was being played at the official level in connivance with influential people in the villages. Well-off people used to take the share of Dalits in panchayat land, creating dummy parties when offering bids for it. To counter this phenomenon, Dalits formed a "Zameen Prapati Sangarsh Committee" (A committee to struggle to take the land) last year.

 

After a long struggle, which turned violent at times, leading to the registration of criminal cases and even arrests of Dalit activists, the district administration finally agreed to lease land only for the Rabi crop, which means for only six months. But this year, it has been leased out to Dalits for the entire year.

 

 Another encouraging development is their tilt towards cooperative farming, which, if replicated, could bring about far-reaching changes in the pattern of agriculture in the state.

 

When they got the land for growing Rabi crops last year, the 132 Dalit families pooled together Rs 14.99 lakh,  some as loan from commission agents and others, as lease money. They also collected an additional Rs 11 lakh to nurse the crop. The outcome of this collective effort was 2,500 quintals of wheat. Each shareholder family was given two quintals of wheat and one full trolley of wheat chaff, besides green fodder for six months as a share from the divisible proceeds. The remaining wheat was sold in the market for Rs 24 lakh. "Our total expenditure on taking the land on lease and growing crops etc was Rs 26.50 lakh. We have repaid the loan after selling the surplus wheat in the market. Besides, each family got wheat, chaff and green fodder", says Bhag Singh, a member of the Committee. "Though last year we were allowed to grow only one crop, we earned money by doing collective farming which saved lot of money in various ways. This year, we will be growing two crops and will certainly earn good sum if nature does not play the villain. Moreover, the lease amount is 10 per cent less compared to the last year," he adds. Meanwhile, the Zameen Prapati Sangharsh Committee has spread its wings in almost the entire Sangrur district and some villages of adjoining Patiala district. The other important development is the Committee's backing to the cause of non-Dalit small and marginal farmers who have been pushed to the edge due to rapid increase in agricultural related inputs. "We feel the pain and problems being encountered by non-Dalit small and marginal farmers and are making an effort to take them along", asserts Mukesh. Interestingly, the large Dalit population has never been a dominant player in state politics but determines which party should come to power. For decades, Dalits stood by the Congress. With the rise of the Bahujan Samaj Party (BSP) in the 1990s, they gravitated towards it. The founder and builder of the BSP, the late Kanshi Ram belonged to Punjab. Following the decline of the BSP, Dalits, by and large, turned towards the SAD for the past some years. No one can guess at this stage as to what will happen next. However, with the assertion of Dalits in the politically significant Malwa region, there can be a decisive shift in the state's politics during the next Assembly election.

You are 13, kidnapped from your street along with three friends, drugged, raped, and dumped 150km away. No one could possibly blame you, but they do. The authorities investigate you instead of the accused men. What appeal does a young Dalit girl from Bhagana, Haryana bring to a nation that thinks it has now become sensitive to sexual assault? Is it enough to live on the pavement at Jantar Mantar for months on end, hoping someone will notice your call for justice? How long will your fight for a new life last?

On July 21, 2014 the parents of three of the four girls were sitting inside Room No 434 of the lawyers' area situated in the Hisar mini-secretariat. They had woken up at 3 am at their Jantar Mantar camp in Delhi. Then they walked to Kashmiri Gate and got on the cheapest bus available to reach Hisar in Haryana. The girls' case was listed for hearing that day in the Haryana trial court.

 

When I arrive in the morning, the families are sitting in the protest camp outside the mini-secretariat. Over the last two years, some of the families have made do at the camp. Others have started living in small rented rooms in Hisar. The families from the Chamar and Khanti communities who have been in Hisar for two years helped the Dhanuk families find daily wage work and cheap places to live. All of them take turns to sit at the Hisar protest site.

 

Later in the lawyer's chamber, the girls' lawyer Jitendra Khush told the parents about recent developments in the case. None of it was good news.

 

On July 8, Jitendra Khush and his senior Ram Niwas had filed an application in the Hisar court for a re-investigation, arguing that the Haryana police had been biased and negligent. They also argued that the magistrate had violated the provisions of Section 164 (CrPC) by not giving the girls the mandatory warning that they only had to make the statement if they felt unafraid and comfortable, that there was no compulsion for them to make it right then in the middle of the night. Despite the victims mentioning that they knew three of the assailants, the magistrate did not ask the girls to identity them, nor did he mention any names in the recorded statement.

 

The lawyers' application further argues that there was a caste bias on the part of the authorities towards the Dalit girls. Despite corroborating the statements of the victims and their families who accuse sarpanch Rakesh Panghal and his uncle Virendra of conspiring in the abduction and gang-rape of the victims, the police have not filed any charges against them. Moreover, the application questions the Haryana police for trying to discredit the allegations of the survivors by dropping Section 328 of the IPC from the charge-sheet.

In a written reply that had arrived the morning of July 21, the Haryana police categorically denied all charges and asserted that the investigation was done properly. And brought in a shocking new red herring. In their response, the police said they had looked at the "call details of the victims." To sum up, they found a phone, which they say, belonged to one of the girls. They say that the GPS data indicated that before Bhatinda Railway Station, the phone was last located at a place called Sathrod. The police argued that the girls would have had to change two trains to reach Bhatinda, and this could not have been possible if they were unconscious. The police also say that the girls' medical reports do not prove the presence of any sedatives (considering the medical examination was done almost two full days after their abduction, this is unsurprising).

 

I have been here before with police massaging the evidence of difficult sexual violence cases into a story of romance, youthful high spirits or honor killings – shifting the blame to the victim or the victim's family. As I was following the story of the girls of Bhagana, another gang-rape case I had reported on, one that had ended in murder, was taking that direction in Uttar Pradesh.

 

I asked Khush how the mobile phone location of one girl confirmed the presence of other three with her. And at a more fundamental level, where had the police found this phone and how had they established that it belonged to the girls?

 

Khush was firm. "But the police are right. The eldest girl had a phone! Don't you see the call records? 99.9 % rape cases here are like that only. They are all consensual," he added. The parents were puzzled and quiet. Part of it was that they had trouble following non-Haryanvi Hindi.

 

I asked why he didn't believe his own client, and how he could say that most rapes in Haryana were consensual. "So what do you think about those numerous cases in which women file a complaint after one or two years of being raped? And sometimes they say that they were being raped continuously for months? How is it possible? I think first they form relations with consent and then file charges of rape later if they feel cheated or neglected. And in this case, call records show that the girls went on their own."

 

Back in Delhi, a team of lawyers from the non-profit group Human Rights Law Network (HRLN) has been fighting a separate case in the Supreme Court for the compensation and proper rehabilitation of the Bhagana Dalits. They believe that the gang-rape is a new extension in crimes against Dalits in that region.

 

I went to see the Hisar SP Vikas Dhankar, who also has an office in the mini-secretariat. He emphasized that they have been diligent in their investigations. And unbiased, of course. With a distressed expression, he said, "Lower caste? You should know that these lower caste people are now coming out and filing complaints against the atrocities happening to them. The situation is not like how it used to be years ago. And I tell you, wait for next 10 years. This whole caste system will get finished itself. You see, with all these inter-caste marriages happening around, how can caste survive?"

आईएएस संवर्ग में शीर्ष पर रहने वाली इरा सिंघल परिणाम घोषित होते ही देश
भर में लोकप्रिय हो गईं। समाज का हर वर्ग न सिर्फ उन्हें जान गया, बल्कि
इरा सिंघल को लेकर गर्वानुभूति करने लगा, इस बीच उन्होंने अपने एक
साक्षात्कार में यह कह दिया कि उन्हें ज्योतिष पर प्रचंड विश्वास है और
उन्हें पहले से ज्ञात था कि उनका आईएएस में चयन होगा, इस के बाद वे सनातन
विरोधियों और प्रगतिशीलों के निशाने पर आ गईं। कुछ लोग उनकी कड़ी आलोचना
करने लगे, उन्हें पुरातन सोच का बताने लगे, साथ में ज्योतिष पर भी सवाल
उठाने लगे।
सवाल यह उठता है कि ज्योतिष में विश्वास करने वाला क्या पुरातन सोच का
होता है? ज्योतिष विकास विरोधी है क्या? आईएएस टॉप करने वाली इरा सिंघल
और ज्योतिष की आलोचना करने वाले हाईस्कूल, इंटर, ग्रेजुएट पास और
अशिक्षित लोग ज्यादा बुद्धिमान हैं क्या?, इन सब सवालों के पीछे मूल कारण
ज्योतिष है, इसलिए ज्योतिष के संबंध में ही चर्चा करते हैं कि वास्तव में
ज्योतिष है क्या।
ज्योतिष शब्द दो शब्दों ज्योति और ईश से मिल कर बना है। ज्योतिष के दो
अर्थ हैं नक्षत्रों और ईश्वर से संबंध रखने वाली विद्या। प्रकाश शब्द
नक्षत्रों और ईश्वर दोनों के लिए कहा गया है। वैज्ञानिक नक्षत्र से संबंध
मान कर चलते हैं और फलित ज्योतिष के जानकार ईश्वर से संबंध मानते हैं,
लेकिन दोनों ही तरीकों में अंतर कुछ नहीं है। शरीर के बाहर और अंदर की
जानकारियों को प्राप्त करने के कई वैज्ञानिक साधन और माध्यम हैं, वैसे ही
संपूर्ण ब्रह्मांड का गहन अध्ययन करने के बाद ज्योतिष का निर्माण हुआ है।
जैसे सोनोग्राफी, एक्स-रे और सिटी स्केन से जानकारी ली जाती है, वैसे ही
ज्योतिष से भी जानकारी ली जाती है। मनुष्य के दिमाग में चलने वाले कब,
क्यूं, कैसे और क्या जैसे सवालों का हल ज्योतिष दे सकता है।
ज्योतिष शास्त्र के सूर्य, पितामह, व्यास, वशिष्ट, अत्रि, पाराशर, कश्यप,
नारद, गर्ग, मरीचि, मनु, अंगिरा, लोमश, पौलिश, च्यवन, यवन, भृगु और शौनक
सहित कुल 18 प्रवर्तक माने जाते हैं। ज्योतिष शास्त्र के तीन स्कंध हैं,
जिसके प्रथम स्कंध ''सिद्धान्त"में सृष्टि से लेकर प्रलय काल तक की
गणना, सौर मंडल, मासादि, काल, मानव का प्रभेद, ग्रह संचार का विस्तार तथा
गणित क्रिया की उत्पति के साथ पृथ्वी की स्थिति का वर्णन किया गया है, यह
सब ग्रह लाघव, मकरन्द, ज्योर्तिगणित, सूर्य सिद्धांति ग्रंथों में पढ़ा जा
सकता है। द्वितीय स्कंध ''संहिता"में अंतरिक्ष, ग्रह, नक्षत्र,
ब्रह्माण्ड आदि की गति, स्थिति एंव विभिन्न लोकों में रहने वाले
प्राणियों की क्रिया विशेष का वर्णन किया गया है, जिसे वाराह मिहिर की
वृहत् संहिता, भद्र बाहु संहिता में विस्तार से समझा जा सकता है। तृतीय
स्कंध ''होरा"में जातक, जातिक, मुहूर्त से संबंधित वर्णन हैं, जिसे
वृहत् जातक, वृहत् पाराशर होरशास्त्र, सारावली, जातक पारिजात, फलदीपिका,
उतरकालामृत, लघुपाराशरी, जैमिनी सूत्र और प्रश्नमार्गादि ग्रंथों में पढ़ा
जा सकता है। ज्योतिष की उत्पत्ति की बात करें, तो कोई निश्चित समय नहीं
है। मूल रूप से ज्योतिष को वेद का नेत्र माना जाता है और वेद संसार के
सबसे प्राचीन ग्रंथ हैं, इसलिए ज्योतिष को भी उतना ही प्राचीन माना जाता
है। वेद के शिक्षा, कल्प, व्याकरण, निरूक्त, छंद, और ज्योतिष छः अंग हैं,
लेकिन ज्योतिष को समस्त विद्याओं का उद्गम भी माना जाता है।
फलित ज्योतिष के अंतर्गत मनुष्य और पृथ्वी पर ग्रहों और तारों के शुभ तथा
अशुभ प्रभावों का अध्ययन किया जाता है। ग्रहों तथा तारों के रंग
भिन्न-भिन्न प्रकार के दिखलाई पड़ते हैं। ग्रहों व नक्षत्रों से निकलने
वाली किरणों और रंगों का पृथ्वी व मानव पर भिन्न-भिन्न प्रभाव पड़ता है,
जिसका अध्ययन विद्वानों ने प्राचीन काल में ही शुरू कर दिया था। पृथ्वी
सौर मंडल का ही एक ग्रह है, इस पर मुख्य रूप से सूर्य तथा सौर मंडल के
ग्रहों और चंद्रमा का ही विशेष प्रभाव पड़ता है। पृथ्वी जिस कक्षा में
चलती है, उसे क्रांतिवृत्त कहते हैं। पृथ्वी पर रहने वालों को सूर्य इसी
कक्षा में चलता दिखाई पड़ता है। इस कक्षा के आसपास कुछ तारामंडल हैं,
जिन्हें राशियाँ कहते हैं, इनकी संख्या 12 है, इनसे भी विशेष प्रकार की
किरणें निकलती हैं, उसी आधार पर इनका नामकरण किया गया है। 12 राशियों के
27 विभाग किए गए हैं, जिन्हें नक्षत्र कहते हैं। फलित ज्योतिष मंे गणना
के लिए सूर्य के साथ चंद्रमा के नक्षत्र का भी विशेष उपयोग किया जाता है।
ज्योतिष से ही खगोल विज्ञान विकसित हुआ है और अठारहवीं सदी तक ज्योतिष ही
गणना का आधार था। बाद में नये वैज्ञानिक आये, तो ज्योतिष को अंधविश्वास
कहने लगे, जबकि विज्ञान यहाँ तक ज्योतिष के सहारे ही पहुंचा है। ज्योतिष
को मानने वाले न सिर्फ भारत, बल्कि दुनिया भर में हैं। विकसित और
वैज्ञानिक रूप से जीवन जीने वाले अमेरिकी भी ज्योतिष को मानते हैं।
अमेरिका में हुए एक मतदान में 31% अमेरिकियों ने ज्योतिष पर विश्वास
जताया था, साथ ही 39% अमेरिकियों ने ज्योतिष को वैज्ञानिक भी माना था।
भारत में ज्योतिष को मानने वालों की आज भी बड़ी संख्या है, लेकिन ज्योतिष
के जानकार अब कम हैं, जिससे ज्योतिष के नाम पर अधिकांश लोग आम जनता के
विश्वास के साथ खिलवाड़ करते नजर आ रहे हैं। ज्योतिष की जानकारी के अभाव
में लोगों को सवालों के सटीक जवाब नहीं मिल पाते, जिससे उनका विश्वास
डगमगा जाता है।
ज्योतिष शास्त्र के ज्ञाता को ''दैवज्ञ''के नाम से भी जाना जाता है।
दैवज्ञ दो शब्दों से मिलकर बना है। दैव व अज्ञ। दैव का अर्थ होता है
भाग्य और अज्ञ का अर्थ होता है जानने वाला, अर्थात् भाग्य को जानने वाले
को दैवज्ञ कहते हैं। वाराह मिहिर ने वाराह संहिता में दैवज्ञ के संबंध
में लिखा है कि एक दैवज्ञ का आंतरिक व बाह्य व्यक्तित्व सर्वर्था उदात,
महनीय, दर्शनीय व अनुकरणीय होना चाहिये। शांत, विद्या विनय से संपन्न,
शास्त्र के प्रति समर्पित, परोपकारी, जितेन्द्रीय, वचन पालक, सत्यवादी,
सत्चरित्र, आस्तिक व परनिन्दा विमुख होना चाहिये। वास्तविक दैवज्ञ को
ज्योतिष के तीनों स्कन्धों का ज्ञान होना चाहिए। अगर, शास्त्र की बात
करें, तो ऐसे ज्योतिषी आज कल खोज पाना भी मुश्किल हैं, लेकिन जानकार न
होने का अर्थ यह नहीं हो जाता कि ज्योतिष निरर्थक, अथवा अन्धविश्वास है।
यूं तो कई जन्मों के कर्म और फल के आधार पर ज्योतिष चलता है, लेकिन
वर्तमान जीवन की बात करें, तो माँ के गर्भ में शिशु पर गुरुत्वाकर्ष और
नक्षत्र आदि का प्रभाव नहीं पड़ता। जन्म के बाद शिशु वातावरण में आता है,
तभी उस पर ग्रहों व नक्षत्रों का प्रभाव पड़ता है, उसी क्षण शिशु की
प्रकृति व भविष्य निश्चित हो जाता है। जन्मकाल के अनुसार ही शिशु पर
ग्रहों व राशियों की गति का प्रभाव पड़ना शुरू हो जाता है, जो जीवन
पर्यन्त रहता है। जन्म समय के आधार पर कुंडली चक्र बनता है, जिसके द्वारा
भविष्य काल की स्थिति का ज्ञान हो जाता है। स्थानीय स्पष्टकाल को इष्टकाल
कहते हैं। इष्टकाल में जो राशि पूर्व क्षितिज में होती है, उसे लग्न कहते
हैं। जिस भाव में जो राशि हो, उसका स्वामी उस भाव का स्वामी होता है। एक
ग्रह राशि चक्र पर विभिन्न प्रकार से किरणें फेंकता है। कुंडली में ग्रह
की दृष्टि भी पूरी, या कम मानी जाती है।  जिस स्थान पर ग्रह का अत्यधिक
प्रभाव रखता है, उसे उच्च तथा उससे सातवें भाव को उसका नीच कहते हैं।
किसी-किसी कुंडली में सूर्य के करीब वाले ग्रह दिखाई नहीं पड़ते, उन्हें
अस्त माना जाता है, अर्थात प्रभावहीन। कुल मिला कर ज्योतिष एक गणित पर
आधारित विधा है, जिसके परिणाम सटीक आते हैं। ज्योतिष लगभग हर देश और हर
धर्म के अनुयायी मानते हैं। भारत के अलावा समय की गणना सिर्फ चन्द्रमा,
या सिर्फ सूर्य से करते हैं, इसलिए उनकी भविष्यवाणी सटीक नहीं बैठतीं,
लेकिन भारतीय ज्योतिष में सूर्य और चन्द्रमा दोनों को मिला कर समय की
गणना की जाती है, जिससे विदेशी भी भारतीय ज्योतिष को ज्यादा सटीक मानने
लगे हैं। ज्योतिष प्राचीन और महत्वपूर्ण विधा है, जो अज्ञानता के अभाव
में अंधविश्वास का रूप लेती जा रही है, साथ ही लुप्त होने की अवस्था में
है, इसलिए सरकार को इस ओर गंभीरता से ध्यान देना चाहिए। ज्योतिष को
शिक्षा में पाठ्यक्रम का हिस्सा बनाना चाहिए, ताकि लोग अंधविश्वास से बच
सकें।

PUDR report on SIMI's saga with UAPA tribunals released

New Delhi: Banned and Damned: SIMI's Saga with UAPA Tribunals, a report presenting an analysis of the Unlawful Activities (Prevention) Act (UAPA) Tribunals' through a detailed study of two recent judgements (2010 and 2012) and argues against the ban provisions, was released here on Wednesday.
The report/analysis builds a strong case as to why the UAPA should be repealed and demands repeal of the Act, a release from the People's Union for Democratic Rights (PUDR) said.


Since 2001, the Students Islamic Movement of India (SIMI) has remained banned as an 'unlawful' organization under the UAPA for allegedly pursuing anti-national activities. The ban provision under UAPA mandates setting up of a Tribunal, which is expected to adjudicate the government's notification and also offer the banned organization a chance of challenging its proscription. "SIMI challenged the ban seven times and seven successive Tribunals have upheld the government's decision," the release said.
Some of the salient points raised in the report are as follows:
1. The context: Historicizing the case of SIMI's repeated bans, the opening chapter presents the contradiction between Tribunal verdicts and those of trial courts. Unlike the Tribunal judgements, which routinely affirm the ban on SIMI, the trial courts have acquitted a large number of SIMI activists in the last 14 years. This trend of acquittal which has continued in recent times, including the Hubli conspiracy case, begs the question as to why the Tribunals remain unaffected by the trial court verdicts while pronouncing their ban orders?
2. Repeated violations: Since 2001, as per law, a single High Court judge has presided over the UAPA Tribunals. However, in 2008 under Justice Gita Mittal, the ban on SIMI was lifted as the judge pointed out that the necessary 'grounds' supporting the ban notifications had not been provided by the Government in its submissions before the Tribunal. The three previous Tribunals – of 2001, 2003 and 2006 – had violated the Act as they merely ratified the Government notification without perusal of the necessary grounds. No action was ever taken against these violations and even the cancellation of ban order was reverted by the Supreme Court, which stayed the Tribunal's judgment for the entire period of two years, till 2010.
3. Partisan provisions: The UAPA sections 3-9 deal with the ban provisions meant for unlawful organizations and mandate the procedural safeguards necessary for the functioning of the Tribunal. However, a closer look at the repeated phraseology in the judgments, "against public interest"/ "immediate effect"/ "sufficient cause"/ "as far as practicable"/ "so far as may be", confirms that the fine print of the Act contains several caveats which ensure the dilution of safeguards. This erosion enables the government to implement bans with "immediate effect", nullifying the need for any check or ratification. Additionally, the prosecution can withhold information before the Tribunal on the grounds of "public interest" and not show concrete evidence. Furthermore, the Tribunal's pliant judicial character can restrict the grounds to only "one ground" for fulfilling the sufficiency cause and disregard mandated procedures of normal law on the plea of "as far as practicable" or "so far as may be".
4. Prejudiced proceedings: Since the process of adjudication is meant to adhere to those of a civil suit, the Tribunal offers wide latitude to the prosecution in building its case against SIMI. In keeping with the rhetoric of Islamic terrorism, the prosecution demonstrates country-wide "terror plots" hatched by SIMI suspects; denounces several organizations as "front organizations" which work subversively in favour of SIMI; and produces a sweeping range of "banned literature" which are said to circulate in the form of songs, poems, leaflets, receipts, books, CDs, DVDs and emails etc. In short, the prosecution's case is that despite the ban, SIMI has been working clandestinely and grown through its proximity with Islamic terror organizations. Given the Tribunal's lowered threshold for admitting evidence, the prosecution easily submits "decade old cases" with minor modifications as legitimate ones; furnishes police confessions as testimonies; and, withholds evidence on grounds of "public interest".
5. Unfair judgments: The ban provision along with Section 41 of the Act, which insists that an organization continues despite any "formal act of dissolution", prevents any possible fair chance for the aggrieved organization. SIMIs claim that it had ceased to function after the ban was never accepted as the prosecution repeatedly rehearses its clandestine activities. Further, the locus standi of the erstwhile SIMI activists who appeared before the 2012 Tribunal as "aggrieved persons" allowed for under Section 6 of the Act was challenged by the government counsel on the grounds that the said the erstwhile activists had to admitted as "members of a continuing organization", a claim which was upheld by the Tribunal judge.
6. The intent: Contrary to their role of providing checks and balances, the Tribunal judges' readily concur with the prosecution's case and the proceedings offer enough space for admitting personal biases in the name of adjudication. The role of the Tribunal is adjusted to suit the Governments' needs as it cannot seek authenticity of the documents provided by, or ascertain the nature of the cases presented by the prosecution. Nor can it intervene in the situation of wide-scale arrests that happen with the declaration of bans with "immediate effect".
7. Review Committees: While the analysis is restricted to a study of Tribunals meant for 'unlawful' organizations, the report urges for a need to challenge the review process meant for 'terrorist' organizations. The inherent arbitrariness of the Act is evident in its distinction between 'unlawful' and 'terrorist' organizations and a delegation of a Review Committee instead of a Tribunal for dealing with 'de-notification' of terrorist organisations. The Review Committees are but euphemism for Advisory Boards which were rejected by the Supreme Court in the VG Row judgement (1952) and subsequently by the Jamaat-e-Islami Hind judgment in 1995.
8. Why UAPA must be repealed?: Among the recent amendments of the Act, the enhancement of the ban period from two to five years on the suggestion of the 2012 judge has effectively confirmed a permanent ban on SIMI. Yet, the successive Tribunals have admitted that these bans have been ineffective in curbing SIMI. Why then are bans sought, particularly since they engender a culture of proscription and clandestine activities? If the official argument is that bans are meant to curb violent actions and ideologies, then it is legitimate to question why only certain dissenting organizations are targeted in the name of national security. The discriminatory application is compounded by the fact that laws like the UAPA invent new categories of crimes based on intention through which the Government can target organizations and their members. The most routine charges levelled against SIMI is that of membership and of 'unlawful' activities and both carry stiff punishment ranging from two years to life imprisonment, including death penalty. The several case studies in the report show the sectarian nature of the Act as it has generated numerous social and economic hardships for Muslim men who stand accused under it. The report calls for the repeal of the Act as it generates sectarian politics, creates new classes of offenders based on their organizational affiliation and attacks them with legislated violence.
9. In defense of political freedoms: The report emphasises the need to safeguard the Constitutionally guaranteed political freedoms, of speech, association and assembly, which stand threatened under the Act. Today, more than before there is a greater need to challenge the proviso, "reasonable restrictions" with its infamous history dating back to 1951 as large ambits of our political life are restricted by it.
The report concludes by affirming that it is better to err, if at all, on the side of freedoms than to get trapped in the 'discrete charm' of security phobia which thrives on fear and falsifications.

[Notwithstanding the above points of view, let us remind ourselves that we, as a Nation, have freely chosen to join the WTO in 2004 and are, thus, bound by our international treaty obligations. Indeed, after we signed the WTO treaty we began to think afresh towards engaging proactively with all our neighbours through such conceptual innovations as SAGQ/SASEC/BBIN, BIMSTEC and, lately, China, India and Nepal Trilateral Cooperation.]

Political and social revolutions can be ushered in through violence or non violence. However, neither gains will be peaceful, and self sustaining, unless garnered and nourished by factors and forces of economics.

First and foremost, the long winded Preamble envisioning a "socialist state" must be expunged. For the simple reason that the Constitution must be neutral to any political ideology — capitalism, socialism, communism, pragmatism.

After all, it is the right of the political party in power, with or without a coalition government, to rule the country as per its election manifesto. And who knows what new political ideologies can appear in the 21st century as the world is :

a) battered by climate change and global warming that threatens the very existence of planet Earth;

b) threatened by unprecedented inequality of income and wealth where the so called 'sovereign individuals' own more assets and income than sovereign nation states calling for a new national and international economic structures and financial architecture for democratic governance;

c) undeniably facing a clash of civilisations and cultures where individuals, nations and regions seek their own identities.   

Furthermore, as a vision statement it is faulty. What is the sought after final destination envisaged by the phrase "socialist state"? This is unknown. Hence the phrase only specifies a journey which may be perfectly acceptable as mission statements of all manner socialist parties but quite inappropriate in the Constitution's preamble.

The reason why we joined the WTO is to be part and parcel of the globalisation process by opening our economy and society to the outside world inviting global technology, human and intellectual and financial capital; as well as having Nepalese workers to join the international labour market. And Nepalese businesses to trade and invest abroad and, hopefully, invent our very own MNCs in the process.

All these international economic goals calls for robust multilateral, regional and sub-regional economic diplomacy and passionate patriotism—not  narrow minded nationalism as imbibed so glaringly in the draft Constitution. It smacks of a geo-psychological inferiority complex in our political leadership forgetting that we are the 45th largest country amidst the 200 nations around the globe.

Inward looking nationalism is out of tune with the emerging new world order of the 21st century since it is going to be an international order built on a balance of power between regional blocs. This hypothesis will be soon tested as post Referendum Greece will not be exited by Germany and France from either the Euro or EU. Greece's civilisational contribution and geography are far too vital for the people of Europe as a whole, as well as US' interest and NATO.

It is humbly submitted that a new Nepal be built on the Market as the  5th Pillar of the new State. This needs to be duly recognised and enshrined in the Constitution. The market, as an institution, not only allows for poverty eradication, as historically proven, but guarantees economic freedom to all. Also, it gives due legal space, when appropriately regulated by the State to safeguard against all manner of anti competition behaviour, including protecting consumer sovereignty, rights and individual welfare though creation of Consumer Courts.

Socialists and Communists dislike Adam Smith, the Father of Modern Economics, conveniently forgetting that it was his intellectual contribution that ended feudalism in Europe by ushering in the Industrial Revolution in UK that later spread all over Europe and North America. They dislike the fact that it is not through the benevolence of the State and the political masters that we progress materially as a Nation; but actually do so by pursing our own self-interest in a spirit of free competition with freedom of entry and exit in compliance with the rue of law.

This is not to say that Adam Smith believed business people to be like angels. Very frequently he warns us of their tendency to avoid competition though collusion to extract maximum rent by controlling production, distribution and compromising on quality and standards. He also recognised that a business-dominated political system would be at the cost of public welfare since they would influence public policies and laws.

This is the rationale behind why we need a Competition Commission as a constitutionally chartered autonomous institution. And a Competition Act duly promulgated by the Parliament on which basis the Competition Commission is empowered to make judgement to protect the Market as a Fundamental Institution of Nepal.

Adam Smith does not argue for laissez faire. His free market is one where there is free competition in product, labour, land, capital or any other market. With the government limiting itself to enforcement of laws to protect competition and to strongly ensure rectification of all manner of inequality in bargaining power between labour, capital, land and other resources owners.

It is on the foundation of classical Smith that we now universally invoke Private Public Partnerships (3Ps) for optimal economic management in the wake of huge risks and uncertainties in the 21st century global world economic order. It is in this context that we argue here that there should now be room for People Private Public Partnerships (4Ps) in the management of our national economy. After all natural resources in Nepal are mostly owned by the local People.

It is often forgotten how intensely moral Adam Smith was. He was a pre eminent moral philosopher. Faced with the ill repute that 21st century financial capitalism has generated for itself, it may be time now for the State to promote the new concept of 'compassionate capitalism' where Moral Markets are promoted through sound and firm legal and judicial systems, as well as well as good corporate and entrepreneurial ethical behaviour.

28 जून की सुबह मैंने 'सेल्फी विद डॉटर'पर अपनी राय रखकर संगीन जुर्म सी गलती कर दी। कई लोगों ने इस अभियान को बेटियों के लिए अच्छा बताया। लेकिन मुझे ठीक नहीं लगा। मेरी भी 11 महीने की बेटी है। मैंने उसे ही दिमाग में रखते हुए कहा था कि सिर्फ सेल्फी खींचकर ही बेटियों का सम्मान नहीं बढ़ाया जा सकता। बस! मेरे इस कमेंट ने तो मानो मेरे लिए नर्क के द्वार खोल दिए। लोगों के नफरत भरे ट्वीट्स की बाढ़ आ गई। दो दिन तक ये सिलसिला चला। सिर्फ मुझे ही नहीं, मेरे परिवार, पति और बच्ची तक को गालियां दी गईं।
मैंने तो सिर्फ प्रधानमंत्री की योजना में सुधार पर ध्यान देने को कहा था। क्या मैं गलत थी? मैं देश की नागरिक हूं, टैक्स देती हूं। क्या मेरा इतना भी हक नहीं? कितने दुख की बात है कि सिर्फ पुरुष ही नहीं, मुझे भद्दी-भद्दी बातें कहने वालों में महिलाएं भी शामिल थीं। आप सभी ने मुझसे एक बेटी, एक पत्नी, एक मां और सबसे महत्वपूर्ण एक महिला होने का जो सम्मान था, वो छीन लिया। जो पुरुष कुछ मिनट पहले बेटियों के साथ सेल्फी पोस्ट कर रहे थे, एक ही मिनट बाद वो मेरे बारे में अपमानजनक बातें कह रहे थे। मुझसे पूछ रहे थे कि क्या मुझे अपने असली पिता का नाम पता है? बचपन में यौन शोषण तो नहीं हुआ जो सेल्फी विद डॉटर का विरोध कर रही हूं? महिलाएं, पूछ रहीं थीं कि क्या मैं प्रॉस्टीट्यूट हूं? क्या मैं बेटी को भी ऐसा ही बनाना चाहती हूं? मैं ये सोचकर ही कांपती हूं कि आपके बेटों के मन में महिलाओं के प्रति कितना सम्मान होगा।

एक तरफ आप बेटियों की संख्या बढ़ाने की बातें करते हैं, दूसरी तरफ ऐसा व्यवहार! जो भी लोग 48 घंटों तक मेरे पीछे पड़े रहे, वे एक पल के लिए सोचें कि अगर आपकी बेटी के साथ ऐसा होता तो कैसा लगता? मुझे इसका जवाब पता है। इसका जवाब 'ना'ही होगा क्योंकि आप सब तो फोटो खिंचाने में और उस पर लाइक और रिट्वीट बटोरने में बिजी थे। मैं अपने प्रधानमंत्री से कहना चाहती हूं कि डियर सर, हकीकत में आप महिलाओं को सशक्त बनाना चाहते हैं तो ऐसी बातें जो आपके नाम से फैलाई जा रही हैं उनकी निंदा करें। देश में सेल्फी से नहीं, सुधारों से बदलाव आएगा।

"There should be no doubt that exit from the Euro would be extremely costly for Greece and its creditors," said the International Monetary Fund's (IMF) Chief Economist Olivier Blanchard, writing in his blog on imfdirect, the Fund's global economy forum.

Underlining the Fund's commitment to providing assistance, Mr. Blanchard ruled out further IMF funding for Greece until old arrears are cleared. Greece defaulted on a loan repayment of €1.55 billion due to the IMF on June 30. Greece owes a total of €6.95 billion to its creditors in July alone, of which €452 million is owed to the IMF.

Taking on the main critiques of the 2010 bail-out programme for Greece, Mr. Blanchard said he wanted to clarify points of contention and support a way forward.

Refuting the claim that the 2010 programme only raised debt levels and demanded excessive fiscal adjustment, Mr. Blanchard argued that without assistance, Greece would have had to make fiscal cuts of between 20-25 per cent of GDP, leading to more severe adjustments and higher social costs than under the five-year bail-out programme. 'Mr. Blanchard also countered the criticism that finance provided to Greece was simply used to pay back foreign banks, saying that while it was correct to say that Greece's debt was not restructured for two years, it was due to fears of contagion risk — the risk that macro-economic shocks in once country are transmitted through price-level changes, for example, to other countries.

"Whether these reasons were good enough can be argued one way or the other," he said, adding, "In real time, the risks were perceived to be too high to proceed with restructuring."

A portion of the bail-out funds were allocated to paying off short-term creditors – so households and individual depositors were paid back in addition to foreign banks, Mr. Blanchard argued.

Responding to the widely held view that growth-destroying structural reforms and fiscal austerity have caused economic depression, Mr. Blanchard said the "dismal productivity record" of Greece required reforms — including in tax administration, collective bargaining, the judicial system, pensions and reducing barriers to entry for professions, and these were not undertaken to a sufficient degree.

Fiscal consolidation only explained a fraction of the output decline, according to the economist. "Output above potential to start, political crises, inconsistent policies, insufficient reforms, Grexit fears, low business confidence, weak banks, all contributed to the outcome," he said.

Greece's Prime Minister, Alex Tsipras, drew up a new bail-out plan which he shared with the "Troika"— the IMF, the European Commission (EC) and the European Central Bank (ECB) — by the creditors' deadline of Thursday night.

The new proposal has many similarities to the old proposal, and includes increases in value-added tax, increases in retirement age, dismantling tax breaks for most Greece islands, defence spending cuts of €300 million, and phasing out 'solidarity grants' for retires. "The room for agreement is extremely narrow, and time is of the essence," Mr. Blanchard said. The Greek parliament will vote on the new proposal later Thursday evening.


The measures, which received an initial green light from the European Union and International Monetary Fund before a crucial meeting of the 19 euro zone finance ministers in Brussels, were passed with the support of pro-European opposition parties.

With Greece's banks shut and completely dependent on a credit lifeline from the European Central Bank, the measures were seen as a last chance to avert financial collapse and prevent Greece from being pushed out of the euro.

Euro zone sources said bailout talks are now very likely after the European Commission, European Central Bank and IMF told euro zone governments after a review of Tsipras's proposals that they were sufficient basis to start negotiating conditional loans from the currency bloc's ESM bailout fund.


Prominent leftwingers in his Syriza party signaled before the vote that they could not support the mix of tax hikes and spending cuts proposed by Tsipras, following the rejection of similar austerity measures by voters in Sunday's referendum.

Energy Minister Panagiotis Lafazanis, Deputy Labour Minister Dimitris Stratoulis as well as the speaker of parliament, Zoe Constantopoulou, all called "Present", in effect abstaining from the vote and withholding their support from the government.

"The government is being totally blackmailed to acquiesce to something which does not reflect what it represents," Constantopoulou said.

Following the vote, where many leftists in his own party were stunned by his acceptance of previously spurned austerity measures, Tsipras said he would now focus on securing a deal.

"The parliament today gave the government a strong mandate to complete the negotiations and reach an economically viable and socially fair agreement with its partners," he said.

"The priority now is to have a positive outcome to the negotiations. Everything else in its own time."

The European Commission, European Central Bank and International Monetary Fund have told euro zone governments that proposals from Greece for a bailout loan are a basis for negotiation, an EU official said on Saturday.

"The three institutions have made a first joint assessment of the Greek reform proposals submitted Thursday night. Under certain conditions, they jointly see the proposals as a basis for negotiating an ESM program. This assessment was sent to the Eurogroup president last night," the official said.

That recommendation is an important step before the Eurogroup of euro zone finance ministers meets at 1300 GMT in Brussels to decide on Athens' request for help from their European Stability Mechanism bailout fund. Ministers' advisers are due to meet in the Euro Working Group at 0800 GMT.

The EU official said the three institutions gave their assessment of economic reform proposals made by Greece, which would be conditions for receiving a loan, and also gave an opinion on whether Athens met eligibility criteria for help.

கேள்விகேட்க ஆளில்லாமல் மீடியா முன்பு பேசுவதென்றால் நாக்கை நீட்டி முழங்கும் மோடி, கடந்த ஒருமாதமாக 
வசுந்தர,சுஷ்மா, முண்டே,வினோத் தாக்டெ, ராமன்சிங்,ஜெட்லி,ஸ்மிருதி இரானி, இப்போது ம.பி.முதல்வர் சௌகான்.

இதில் நிதின்கட்கரி,பட்னாவீஸ், அரியானா முதல்வர், சதானந்தா கவுடா,
ராஜ்நாத், சுதர்சன் இவர்கள் மீதும் குற்றச்சாட்டு உண்டு. ஆனால் ஆதாரத்தை முடக்கி தற்காலிகமாக தப்பித்துள்ளனர்.

இதுமட்டுமல்லாமல் பிஜேபி அல்லாத மாநிலக்கட்சிகளையும் ஊழல் வழக்கிலிருந்தும் விடுவித்துள்ளது மோடி அரசு.

மேலும், மக்களும் பத்திரிக்கைகளும் ஊழலென்று குறிப்பிடுவது கையோடு பிடிபடும் லஞ்சம், ஊழல்,கமிசனையே 
நினைத்துக் கொண்டிருக்கிறார்கள்.

மோடியும் அதன் அடிப்படையிலேதான் 
ஓராண்டுமஆட்சியில் ஊழல் இல்லை என்கிறார்.

ஆனால், மோடி அரசின் ஊழல்கள் 
முதல்வாரத்திலே தொடங்கிவிட்டது.
அதானியை ஆஸ்திரேலியாவுக்கு அழைத்துப் போனது, இந்து தீவிரவாதி களை எல்லாம் விடுவித்து,
தன்னையும்,அமித்ஷாவையும் விடுவித்துக் கொண்டது, மதவெறி பேச்சுக்களை பேசும்MPக்களை பாதுகாத்தது, கார்ப்பரேட் நாய்களுக்கு மானியம்,வரிச்சலுகை, வரிகுறைப்பாக
10லட்சம் கோடி சலுகை அறிவித்தது,
மதக்கலவர கொலைகாரர்கள் மீது வழக்குகூட பதிவு செய்யாதது

இதெல்லாம் மோடியின் பார்வையில் 
அதிகார முறைகேடு இல்லையாம்,
மோசடி இல்லையாம், ஊழல், முறைகேடில்லையாம்.

இதையெல்லாம் ஒதுக்கிவிட்டுப் பார்த்தால் கூட லஞ்ச ஊழலில் நாறிக் கிடக்கிறது RSS,BJP நாய்கள்.

ஊழல் என்றால் பைலை எரிப்பார்கள்
அதிகாரிகளை இடமாறுதல் செய்வார்கள், நீதித்துறையை விலைக்கு வாங்குவார்கள்.
தவிர்க்க முடியாத போது ஒன்றிரண்டு கொலை நடக்கும்.

ஆனால், 12ஆண்டுகளாக மத்திய பிரதேசத்தில் ஆண்டுவரும் பிஜேபி அரசு ,ஊழல் வழக்கில் வேலை வாங்கியவர்கள்,சாட்சி சொல்பவர்,வழக்கை விசாரிக்கப் போகும் பத்திரிக்கையாளர்கள்,
குற்றம்சாட்டப்பட்டோர் என வரிசையாக கொன்றடுக்கிக் கொண்டிருக்கிறார்கள்
இதுவரை 48பேர் கொல்லப் பட்டுள்ளனர்.

காரணம், முதல்வர்,கவர்னர்,MLA,MP,
IAS,IPS, போலீஸ்,RSSஎன எல்லா நாய்களும் பங்கெடுத்த ஊழல் என்பதால் வரைமுறையில்லாமல் யார் வாய் திறந்தாலும் கொல்கிறார்கள்.

பிஜேபியின் பத்து ஆண்டுகளில், குறிப்பாக 2011லிருந்து கொலைகள் தொடர்கின்றன.

இந்தியாவில் ஊழலில் முதலிடத்திலிருக்கும் ஜெயலலிதாவை யே விஞ்சி நிற்கிறது பிஜேபி கட்சி.

இந்தியாவில் நடந்த மற்ற ஊழல் வழக்கும் இதற்குமுள்ள வேறுபாடு

ஃப்ரீ மெடிக்கல் வேலையில்தான் அதிக பேரை சேர்த்துள்ளனர். இவர்களை 
சிறப்பு விசாரணைபடை விசாரித்துவிட்டு போன பிறகு 8பேரை காணவில்லை. இப்போதுவரை உயிரோடு இருக்கிறார்களா என்பதும் தெரியவில்லை. இப்படி காணாமல் போனதாக அரசு கூறுவதுமட்டும் 700பேரைத் தாண்டும்.

இத்தனை நடந்த பிறகும் இதெல்லாம்
தற்கொலை,உடல்நிலை சரியில்லாததால் மரணம். விபத்து மரணமென மபி முதல்வர் சௌகான் சாதிக்கிறார்.

10ஆண்டுகால ஊழல்,5ஆண்டுகால தொடர் கொலைகள். இத்தனை ஆண்டாக சிபிஐவிசாரணையை மறுத்துவந்த சௌகான் பாதி ஆதாரத்தை மூடியபிறகு இப்போது சிபிஐ விசாரணைக்கு உத்தரவிட்டுள்ளார்.

சிபிஐ என்பது மத்தியஅரசின் டாய்லெட் பேப்பர் என்பதும் காங்கிரஸ் ஆட்சியில் கூட மோடியை விசாரித்து க்ளீன் சீட் கொடுத்ததுதான் சிபிஐ என்பதும்
இப்போது சிபிஐயில் எல்லாம் RSS குரங்குகளையே நியமித்திருப்பதாலும்

RSSதலைவராக இருந்த சுதர்சனின் உதவியாளராக பணிபரிந்த மிகில் குமாரை RSSதுணைப் பொதுச் செயலாளர் சுரேஷ் சோனியும் சுதர்சனும் இவரை நேரடியாக தேர்ந்தெடுக்க பரிந்துரைத்தனர் அவரும் புட் இன்ஸ்பெக்டர் வேலையில் சேர்ந்தார்.

அங்குள்ள NGOக்களும் "அவசரக் கோலத்தில் RSSஆட்களையும்,பணம் கொடுத்தவர்களையும் வேலைக்கு நியமித்துள்ளனர் "என்கிறார்கள் .

இந்த வழக்கு உச்சநீதிமன்றத்தின் நேரடி பார்வையில் சிபிஐ விசாரணையில் நடைபெறுகிறதாம்.
ஏற்கெனவே உச்சநீதிமன்ற மேற்பார்வையில் நடந்த ஜெயலலிதா வழக்கு, 2ஜி, வழக்குகளின் லட்சணத்தை பார்த்து தெரிந்து கொள்ளலாம்.

அதுவும், வழக்கம் போல் மோடியின் கைப்புள்ள L.Kதத்து தானாக அவரே வழக்கை எடுத்து விசாரிக்கப் போகிறாராம்.

உச்சநீதிமன்றத்திலும்,உயர்நீதி மன்ற தலைமை நீதிபதிகளும் அரசியல் வாதிகளின் ஊழல் வழக்கை விசாரிக்கப் போட்டிபோட்டுக் கொண்டு வழக்கை எடுக்கிறார்களாம்.

நீதியைக் காப்பாற்ற அல்ல 
ஒரு வழக்கை விசாரித்தாலே லைப் செட்டிலாகிவிடுமென்கிறார்களாம்.
அதிலும் இந்த தத்து உலகிலேயே மோசமான நீதிபதி.
ஜெயாவுக்கு விடுதலை தரச் சொன்னவர்,ஜெயாவுக்கு விடுதலை தரப்போகின்றவர், இப்போது இந்த வியாபம் ஊழல் வழக்கையும் இவர்தான் விசாரிக்கப் போகிறாராம்.
அப்படியென்றால், இந்த வழக்கின் கதி என்னவாகுமென்பதை சொல்லவும் வேண்டுமா?

என்பதால் மட்டுமல்ல இந்த கொலைகள். பிஜேபி,RSSசில் உள்ளவர்கள் நேரடியாக தொடர்புடையது என்பதாலும்,
அவர்களது அரசியல் வாழ்வே முடிவுக்கு வந்துவிடும் என்பதால்தான் வெறி பிடித்து தேடித்தேடி கொல்கிறார்கள்.

இவ்வளவு நடந்த பிறகும் மவுனச் சாமியாராக ஊர்சுற்றிக் கொண்டிருக்கிறார். வந்ததும் காஷ்மீரில் நோன்பில் கலந்து கொண்டு சீன்காட்டப் போகிறாராம்.

அடுத்தமாதம் சுற்றப் போகும் ஊர்களையும் அறிவித்து விட்டனர்

तितास एक नदी का नाम

मित्रवर

'तितास एकटि नदीर नाम' को बांग्ला के पहले दलित उपन्यास का दर्जा हासिल है। इसके लेखक अद्वैत खुद दलित मालो समुदाय से थे। 1956 में जब यह उपन्यास छपा था, तब तक अद्वैत मल्लबर्मन की मात्र सैंतीस साल की उम्र में अकाल मौत हो चुकी थी। वर्ण व्यवस्था और उसके भीतर से पैदा होनेवाली सामाजिक विकृतियों का मुखर प्रतिरोध इस उपन्यास को नया परिप्रेक्ष्य देता है। बंगाली समाज में मौजूद 'छुआछूत' और 'जातिप्रथा' के तमाम मार्मिक प्रसंग इस उपन्यास को व्यापक फलक और व्यापक परिप्रेक्ष्य की कथाकृति बनाते हैं। सबसे तात्पर्यपूर्ण यह है कि हाशिए के आदमी को लिखने की कोशिश में ही अद्वैत की यह रचना संभव हुई है। बांग्लाभाषी समाज की विषम संरचना ने सामाजिक दृश्य पट में जो कड़वाहट घोली है, उसकी तीखी और तिलमिला देनेवाली अनुभूति के लिए अद्वैत ने तितास किनारे बसे गाँवों को बैरोमीटर बनाया है जो पूरे बंगाल का बैरोमीटर बन गया है।

যুক্তরাষ্ট্রের টেনেসি রাজ্য। একজন মুস
যুক্তরাষ্ট্রের টেনেসি রাজ্য। একজন মুসলিম নারী অ্যাক্টিভিস্ট হিসেবে কাজ করাটা সেখানে সহজ ছিল না। ২০১১ সালে রাজ্য পরিষদে শরিয়া নিষিদ্ধ করে একটি বিল আনা হলো। তবে ভোটাভুটিতে সেটা প্রত্যাখ্যাত হলো। এরপর গভর্নর স্থানীয় ও ধর্মান্তরিত সমর আলীকে রাজ্যের অর্থনৈতিক উন্নয়ন বিভাগের আন্তর্জাতিক শাখার সর্বোচ্চ পদে নিয়োগ করলে সমালোচনা ওঠে। অভিযোগ ওঠে, গভর্নর নাকি শরিয়ার প্রতি সহানুভূতিসম্পন্ন। এটাও যৌক্তিকভাবে মোকাবিলা করা হয়েছিল।
তবে মুসলিম আমেরিকান হিসেবে এসব চ্যালেঞ্জের গুরুত্ব বুঝতে পেরে উদ্দীপ্ত হয়েছিলাম, আরো বেশি বেশি রাজনৈতিক-প্রক্রিয়ায় জড়িয়ে পড়েছিলাম।
টেনেসি প্রায় ৬৩ হাজার মুসলমানের বাস। এদের বেশির ভাগই নিবন্ধিত ভোটার। তাদের অনেকে ১৯৯০-এর দশক থেকে রাজ্যটিতে বাস করছেন। বিভিন্ন জাতিগোষ্ঠীর সদস্য তারা : কুর্দি, সোমালি, পাকিস্তানি, বাংলাদেশী, আফগান, তুর্কি, আফ্রিকান আমেরিকান। আবার অনেকে ধর্মান্তরিত।
রাজনৈতিক নেতারা যাতে মুসলমানদের কথা শোনেন কিংবা আরো ব্যাপক পরিসরে টেনেসি মুসলমানদের সম্পর্কে ভুল ধারণা দূর করার লক্ষ্যে সেজন্য গত বছরের শেষ দিকে আমি আমেরিকান সেন্টার ফর আউটরিচ (এসিও) প্রতিষ্ঠায় সহায়তা করি।
মুসলমানদের প্রয়োজন তুলে ধরা, তাদের সহায়তা করা, নির্দেশনা দেয়া হয়ে দাঁড়ায় এসিও'র মূল কাজ। তারা কোনো দলবাজির সাথে নেই। তবে ধর্ম, বর্ণ, জেন্ডার ও অর্থনৈতিক মর্যাদা-নির্বিশেষে সবাই যাতে গণতান্ত্রিক-প্রক্রিয়ায় অংশ নিতে পারে, সেটা সমুন্নত রাখার কাজ তারা হাতে নেন। এসব লক্ষ্য সাধনের জন্য মুসলিম সমাজ ও টেনেসি সরকারের সাথে সুসম্পর্ক বজায় রাখার সিদ্ধান্ত নেয়া হয়। তাছাড়া ব্যক্তিবিশেষ যাতে তার নিজ সমাজের পরিবর্তনে গুরুত্বপূর্ণ ভূমিকা রাখতে পারে, সে উদ্যোগও নেয়া হয়।
সমাজের সাথে পুরোপুরি সম্পৃক্ত না হলে সমাজে নিজের অবস্থান তুলে ধরা সম্ভব নয়। এ কারণে সব প্রক্রিয়ায় অংশগ্রহণ দরকার। অথচ অনেকে সহজেই হাল ছেড়ে দেয়। তারা মনে করে, সমাজ পরিবর্তনের প্রক্রিয়া বেশ কঠিন, কী দরকার বিফল প্রয়াসে জড়িত থাকার।
এই ধারণা দূর করে তাদেরকে নাগরিক কার্যক্রমে জড়িত করার দিকে আমরা মনোযোগী হয়েছি। আমারা তাদেরকে প্রতিটি স্তরে সম্পৃক্ত হতে বলেছি, কিভাবে সেটা সম্ভব সেটাও দেখিয়ে দিয়েছি। এখন প্রত্যেকেই নিজ নিজ বিষয়ে কথা বলতে পারে। আর সংগঠন হিসেবে এসিও প্রয়োজনের সময় আমাদের সম্প্রদায়কে রক্ষা করতে এগিয়ে আসছে।
এই প্রয়াসের ফলে শরিয়াবিরোধী আইন প্রণয়ন বন্ধ হয়। আইনটি এমনভাবে সংশোধন করা হয়েছে, যাতে ইসলামের উল্লেখ প্রত্যক্ষ বা পরোক্ষভাবে না থাকে।
মুসলমানরা যখন টেনিসির মুরফ্রেসবরোতে একটি মসজিদ কাম ইসলামি সেন্টার নির্মাণের উদ্যোগ নেয়, তখন তারা হুমকি, পেশিশক্তির মুখে পড়েছিল, এমনকি আদালতের নিষেধাজ্ঞার ভয়েও ছিল। কিন্তু তৃণমূল পর্যায়ে এসিও'র তৎপরতার ফলে গত বছরের ১০ আগস্ট উদ্বোধন করা সম্ভব হয়।
সংগঠনটির আরেকটি কাজ হয় প্রেসিডেন্ট নির্বাচনের সময় মুসলিমরা যাতে ভোট দেয়া থেকে বিরত না থাকে। সংগঠনটি কোনো প্রার্থীকে সমর্থন করবে না। কিন্তু প্রতিদ্বন্দ্বি প্রার্থীদের কাছে যাতে মুসলমানরা গুরুত্বপূর্ণ বিবেচিত হয়, সেজন্য তাদেরকে নির্বাচনী-প্রক্রিয়ায় সম্পৃক্ত করা জরুরি।
এসব কাজ করতে গিয়ে অনেক সময়ই হুমকির মুখে পড়তে হয়েছে। ঘৃণার শিকার হতে হয়েছে। এতে বোঝা গেছে, রাজ্য থেকে ইসলাম-ভীতি এখনো দূর হয়নি।
তবে তা দূর করতে হবে। সেটা সম্ভব সক্রিয় ভূমিকা পালনের মাধ্যমে।

महाराष्ट्रामधील राजकारण वेगळ्या वळणावर चाललय याचे चित्र दिसायला लागले आहे. बौद्ध ,दलित विरुद्ध सवर्ण आश्या दंगली महाराष्ट्र भर व्हाव्यात म्हणून काही नेते लोक प्रयत्न करताना दिसत आहेत . महाराष्ट्रातील सर्व जनतेला माझे विनंतीपूर्वक सांगणे आहे कृपया नेत्यांच्या भुलथापांना बळी पडू नका . सामाजिक समता प्रस्थापित करण्यासाठी जेव्हडा प्रयत्न करता येईल तेव्हडा सर्वांनी करायला पाहिजे बाकी आसमाजिक तत्वे करणाऱ्या लोकांना कायद्याने त्याच्यावर कारवाई केली पाहिजे या साठी सर्वांनी एकजुटीने कायदा मजबूत कसा होईल त्यासाठी प्रयत्न केला पाहिजे.
