WASHINGTON: Rape is the fastest growing crime in India, but still remains under-reported, according to the a US report on human right violations released on Friday.
According to official statistics, there were 33,707 cases of rape nationwide in 2013, the latest year for which data were available. This was an increase of 35.2 Per cent over 2012.
Women in conflict areas, such as in India-held Jammu and Kashmir, the north-east, Jharkhand and Chhattisgarh, as well as vulnerable women, including Dalit or tribal women, were often victims of rape or threats of rape.
National crime statistics indicated that, compared with other caste affiliations, rape was most often perpetrated against Dalit women.
Although the law prohibits child abuse, it remained common in schools and institutional settings. The government failed to educate the public adequately against child abuse or to enforce the law.
The Armed Forces Special Powers Act (AFSPA) remained in effect in Nagaland, Manipur, Assam, and parts of Tripura. The AFSPA allows Indian security agencies to use deadly force to "maintain law and order" if the central government declares a state or union territory as a "disturbed area".
Non-governmental agencies claim that due to immunity provisions of the AFSPA, the armed forces were not held responsible for the deaths of civilians in India-held Jammu and Kashmir.
Insurgents in the north-eastern states and the Maoist belt also committed serious abuses and were responsible for numerous cases of murder, kidnapping, torture, rape, extortion, and the use of child soldiers, the report said.
According to India's Internal Displacement Monitoring Centre, 540,000 persons were displaced by conflicts and instability in Kashmir, the north-eastern states and the Maoist belt.
The most significant human rights problems in India were police and security force abuses, including extra-judicial killings, torture, and rape.
Widespread corruption contributed to ineffective responses to crime, including those against women and members of scheduled castes or tribes. Societal violence based on gender, religious affiliation, and caste or tribe also continued, the US report said.

New Delhi, June 28: A joint parliamentary panel examining the Narendra Modi government's land acquisition bill has been flooded with objections to the proposed legislation from those who have deposed before it so far, sources have said.
The Confederation of Indian Industry is the only one among 34 individuals and organisations to have supported the changes the bill seeks to make to the current law, passed in December 2013 under UPA rule, the sources added.
"An overwhelming majority among the 502 email representations the committee has received too have opposed the bill," a source said.
The 30-member panel, drawn from both Houses and headed by BJP member S.S. Ahluwalia, will hold a last round of public interactions on June 29 and 30. It has to hand its report in before the monsoon session starts on July 21.
In the previous session, the government failed to get the bill through the Rajya Sabha, where it lacks the numbers, in the face of a largely united Opposition that has dubbed the bill "anti-farmer". It had, therefore, to reissue it in ordinance form.
Most of the objections the panel has received relate to the provisions that make the social impact assessment (SIA) and landowners' consent optional for certain kinds of projects and dilute the five-year deadline after which any unused land must be returned. (See chart)
Sources said Ram Singh, a Delhi School of Economics professor, was one of those who had deposed before the committee.
Contacted by The Telegraph, Singh refrained from going into the specifics of the position he had taken before the committee but explained his general concerns about the bill.
He said that dropping the SIA and the five-year deadline to begin land utilisation could lead to excess acquisition.
An SIA surveys the families living in and around the project area and identifies those that would be affected by the project and to what extent. An SIA is mandatory for all land acquisitions under the current law.
"One key objective of the SIA is to ascertain whether a project indeed serves the public interest. There's no other way to find that out," Singh said.
The dilution of the provision for land-losers' consent has been tagged "undemocratic" by the All India Democratic Women's Association (AIDWA), the women's wing of the CPM.
"It removes people's right to have a say in land acquisition. The SIA and consent (requirements) should apply to all projects," said Archana Prasad, a JNU professor who was part of the AIDWA delegation that met the panel.
Singh said the government should not acquire land for public-private-partnership (PPP) or private projects. In a research paper, he has cited instances of direct land purchase by industry, such as the Kakinada Special Economic Zone in Andhra Pradesh buying over 4,000 acres directly from farmers.
Singh said multi-national companies produce different parts of a product in different countries and assemble them later but Indian companies tend to do everything at one place and therefore need more land.
P.S. Krishnan, a former secretary in the erstwhile welfare ministry and an expert on issues of social justice, has written to the panel saying acquisition of tribal land in scheduled areas should be avoided.
He suggested extending the same provision to the Dalits as well as tribals living outside the scheduled areas -that is, areas dominated by tribals in central, eastern and northeastern India.

0 commentsShare | The much-hyped International Yoga Day (IYD) passed but not with the ease as well as response its proponents had expected from all quarters. The filing of a case against Prime Minister Narendra Modi, BJP president Amit Shah and RSS supremo Mohan Bhagwat in a court in Patna just a day before the "event" for giving a "religious colour" to yoga and thereby hurting people's sentiments, Goa Education Department's withdrawal of its controversial circular asking all schools in the State to send their students for a yoga drill, Nagaland, Mizoram and other church leaders' call to Christians not to observe IYD, Muslim groups' fatwa calling it "un-Islamic", and above all the row over BJP general secretary Ram Madhav questioning Vice-President Hamid Ansari's "absence" at the Yoga Day celebrations in the Capital have all gone to sour the controversial event.
The IYD observance has cost our public exchequer millions of rupees. Reports confirm that the Tourism Ministry has spent about Rs 10 crore on marketing the event in India and around the world. The marketing exercise included publicity on TV, radio, hoardings and billboards, brochures, besides in print media, etc. Besides, the Ministry of AYUSH, which is spearheading the project, allotted Rs 5.5 crore to the Information and Broadcasting Ministry for publicity. In a country where, to mention only a few challenges, 14 crore poor people are fighting hunger, where potable water is scarce in thousands of villages, where poor, landless farmers are committing suicides on being unable to pay debt, where millions of children belonging to downtrodden families drop out or remain totally unlettered, and where poor labourers and villagers have still to defecate in the open, this misuse of public money on a controversial exercise is nothing short of sheer wastage.
As we said last week, yoga coupled with surya namaskar is a typical ritual of Hindu religion and culture and this should not be imposed on the minorities of our plural nation as it is 'detrimental to the respective beliefs of the minorities as well as to the secular ethos of the nation'. It is a good sign that Muslims and Christians have to a large extent kept from participating in this political exercise. As for those who proved gullible enough to participate therein, they should know for certain that there is no use of appeasing the powers-that-be as the Master and Sustainer of the world is Allah and He will make us accountable for our deeds done here in the Day of Judgement. They should stick to their beliefs and practices.

খুলনা অফিস ঃ খুলনায় ইফতার মাহফিল থেকে গৃহবধূ ও শিক্ষার্থীসহ ২৪ জনকে গ্রেফতার করা হয়েছে। রোববার দুপুরে কয়রা উপজেলা সদরের গোবরা গ্রামের মাওলানা আব্দুর হাই এর বাড়ি থেকে তাদেরকে গ্রেফতার করা হয়। পরে পুলিশ তাদেরকে থানায় নিয়ে ৩টি হাত বোমা ও বোমা তৈরির সরঞ্জাম দিয়ে মিডিয়াকর্মীদের ডেকে নিয়ে প্রচার করেছে। তবে প্রত্যক্ষদর্শীরা জানায়, পুলিশ যখন তাদেরকে ধরে নিয়ে গেছে তখন কোন বোমা-টোমা ছিল না। ইফতারির জন্য তৈরি সামগ্রী পুলিশ নিয়ে গেছে। এ সময় মহিলাদের সাথে থাকা শিশু-কিশোরদের কান্না ও চিৎকার শোনা গেলেও পুলিশের ভয়ে কেউ এগিয়ে আসতে সাহস পায়নি। পুলিশ যখন বাচ্চাদের কাছ থেকে তাদের মাকে টেনে হেঁচড়ে নিয়ে যায় তখন তাদের কান্নায় এলাকার পরিবেশ ভারী হয়ে উঠলেও পুলিশের মারমুখী আচরণে কোন পরিবর্তন দেখা যায়নি।

গোবরা গ্রামের বাসিন্দা মকবুল হোসেন, জাহাঙ্গীর ও বাচ্চু জানায়, বাচ্চাদের সামনে থেকে মাকে যেভাবে টেনে হেঁচড়ে পুলিশ নিয়ে গেছে তা ভাষায় বর্ণনা করা যায় না। মনে হচ্ছে, পুলিশ প্রতিযোগিতায় নেমেছে কে কত গ্রেফতার করতে পারে। আর ঈদ-পূজা আসলে এ ধরনের গ্রেফতার বাণিজ্য বেড়ে যায়। মহিলাদের উপর এ ধরনের বর্বরতা আর কখনো দেখিনি।
কয়রা থানার ভারপ্রাপ্ত কর্মকর্তা হরেন্দ্রনাথ সরকার জানান, জামায়াতের নারীকর্মীরা ওই বাড়িতে গোপনে বৈঠকে বসেছে এমন সংবাদের ভিত্তিতে বাড়িটি ঘেরাও করে ২৮ জনকে আটক করা হয়। ২৮ জনের মধ্যে ৪ জনের বয়স কম হওয়ায় তাদেরকে ছেড়ে দেয়া হয়। ওসি জানান, ঘটনাস্থল থেকে ৩টি বোমা ও বোমা তৈরির সরঞ্জাম উদ্ধার করা হয়েছে। এ ঘটনায় বিস্ফোরক আইনে মামলা দায়ের করা হয়েছে। এ মামলায় আটককৃত ২৪ জনকে বিস্ফোরক মামলায় গ্রেফতার দেখানো হয়েছে।
কয়রা উপজেলা চেয়ারম্যান আ খ ম তমিজ উদ্দিন বলেন, পবিত্র রমযান মাসে গ্রামের মহিলারা একত্রিত হয়ে ইফতার মাহফিলের আয়োজন করে। গৃহস্থালির কাজের কারণে দুপুরের মধ্যেই তারা ইফতার মাহফিলের কার্যক্রম শেষ করে। আলোচনা চলাকালে বাড়িটি পুলিশ ঘিরে ফেলে বাড়ি থেকে গৃহবধূ, স্কুল, কলেজ ও মাদরাসা পড়ুয়া শিক্ষার্থীদের আটক করে। পরে তাদেরকে থানায় নিয়ে শুনেছি বোমা ও বোমা তৈরীর সরঞ্জাম দিয়ে মামলা সাজিয়েছে। তিনি রোযাদার মহিলা ও শিক্ষার্থীদের উপর পুলিশের এ ন্যক্কারজনক ঘটনার তীব্র নিন্দা ও প্রতিবাদ জানিয়েছেন।
ইফতার মাহফিল থেকে গৃহবধূ ও শিক্ষার্থীসহ ২৪ জনকে গ্রেফতার করায় তাদের নিঃশর্ত মুক্তির দাবি ও সাজানো ঘটনার তীব্র নিন্দা ও প্রতিবাদ জানিয়েছেন বাংলাদেশ জামায়াতে ইসলামীর কেন্দ্রীয় কর্মপরিষদ সদস্য ও খুলনা মহানগরী আমীর মাওলানা আবুল কালাম আজাদ ও সেক্রেটারি অধ্যাপক মাহফুজুর রহমান, খুলনা উত্তর জেলা আমীর মাওলানা ইমরান হোসেন, খুলনা দক্ষিণ জেলা সেক্রেটারি এডভোকেট মোস্তাফিজুর রহমান, কয়রা উপজেলা আমীর অধ্যাপক সোহরাব হোসেন ও সেক্রেটারি মাওলানা মিজানুর রহমান।
বিবৃতিতে নেতৃবৃন্দ বলেন, পুলিশের এই ন্যক্কারজনক ঘটনায় প্রমাণ হয় ধর্মপ্রাণ কোন নারী-পুরুষ এ সরকারের কাছে নিরাপদ না। নিজ ঘরে বসে যখন মহিলারা কুরআন-হাদিসের কথা বলে তখনও তাদের উপর নির্যাতন চালাবার মধ্য দিয়ে আরেকবার প্রমাণিত হলো আওয়ামী ফ্যাসিবাদী এই সরকার ও তার লালিত পুলিশ বাহিনী ইসলামের বিপক্ষে অবস্থান নিয়েছে। নেতৃবৃন্দ অবিলম্বে রোজাদার মহিলাদের মুক্তি দিয়ে তার শিশু সন্তানদের কাছে ফেরত দেয়ার দাবি জানান।
