लखनऊ 14 मई 2015। रिहाई मंच ने मार्च में पीलीभीत के कलीनगर कस्बे में
सांप्रदायिक तनाव में मुस्लिम समुदाय की दुकानों में लूटपाट, फायरिंग और
आगजनी करने वाले पांच भाजपा व दो लोजपा समेत 10 व्यक्तियों के खिलाफ
नामजद एफआईआर होने के बाद भी गिरफ्तारी न होने पर प्रदेश सरकार पर
सांप्रदायिक तत्वों के सरंक्षण का आरोप लगाया है। मंच ने केन्द्रीय
मंत्री मेनका गांधी द्वारा पीलीभीत में वनकर्मचारी को थप्पड़ मारने की
घटना की कड़ी भत्र्सना की है।

रिहाई मंच अध्यक्ष मुहम्मद शुऐब ने कहा कहा कि 11 अपै्रल को पीलीभीत के
कलीनगर कस्बे में जिस तरीके से मुस्लिम समुदाय की दुकानों में लूटपाट कर
आग के हवाले किया गया जिसमें भाजपा से जुड़े अरविंद मिश्र, नरेन्द्र
गुप्ता, अजय गुप्ता, विष्णुकांत, राम प्रकाश और लोजपा से जुड़ी महारानी व
सोनू समेत 10 के खिलाफ नामजद मुकदमा दर्ज होने के बाद भी एक महीने गुजर
जाने के बाद भी गिरफ्तारी नहीं की गई वह साफ करता है कि सपा सरकार न
सिर्फ सांप्रदायिक तत्वों को संरक्षण दे रही है बल्कि उनके मनोबल को
बढ़ाकर प्रदेश को सांप्रदायिकता की आग में झोक रही है। मंच ने कलीनगर
कस्बे में हुए सांप्रदायिक तनाव के बाद हुई लूटपाट व आगजनी के पीडि़तों
को मुआवजे की मांग की है।

रिहाई मंच नेता जैद अहमद फारुकी ने बताया कि कलीनगर के पीडि़तों की
पीलीभीत प्रशासन द्वारा सुनवाई न करने पर डीजीपी से मिलकर लिखित शिकायत
की गई है। उन्होंने बताया की शिकायत में पीडितों ने कहा है कि 11 अपै्रल
को बलात्कार मामले में कुछ असमाजिक तत्व सामाजिक माहौल को बिगाड़कर दंगा
भड़काने में लगे थे इसलिए कस्बा कलीनगर थाना माधौटांडा जिला पीलीभीत के
कुछ मुस्लिम दुकानदार अपनी दुकानों से डर वश हट गए। उस दिन लगभग 8 बजे
रात वो असामाजिक तत्व कलीनगर पुलिस चैकी के सामने स्थित मंदिर के प्रांगण
में एकत्रित होकर लाऊडस्पीकर से सांप्रदायिकता भड़काने वाले भाषण देने
लगे। थोड़ी ही देर में वहां पर काफी भीड़ इकट्ठा हो गई जिसके कारण वहां
के मुसलमान दुकानदार छुपकर घटना देखते रहे और थोड़ी देर में लूटपाट,
फायरिंग तथा आगजनी की घटनाएं आरंभ हो गई जिसकी रिपोर्ट थाना माधौटांडा
जिला पीलीभीत के थानाध्यक्ष राजेन्द्र सिंह ने थाने में दर्ज कराई। जो
प्रथम सूचना रिपोर्ट संख्या 0496 दिनांक 12 अपै्रल को दर्ज हुई। मामले की
विवेचना उपनिरीक्षक वीरेन्द्र सिंह को दी गई। थाना अधिकारी ने अपनी प्रथम
सूचना रिपोर्ट में 1- श्रीमती महारानी, 2- रामअवतार यादव, 3- विष्णुकांत,
4- अरविंद मिश्रा, 5- सोनू, 6- नरेन्द्र गुप्ता, 7- लाला राम, 8- धर्म
सिंह, 9- अजय गुप्ता तथा 10- राम प्रकाश को नामजद किया किन्तु आज तक कोई
अभियुक्त गिरफ्तार नहीं किया गया। सारे अभियुक्त खुल्ला छोड़ दिए गए हैं
और उनपर प्रशासन का इतना वरदहस्त है कि वे खुलेआम अपने खिलाफ गवाही देने
वालों को जान से मारने की धमकी देते फिर रहे हैं और लगातार कस्बे के
सांप्रदायिक सद्भाव बिगाड़ने में लगे हैं जिससे किसी भी समय मुसलमानों के
खिलाफ सांप्रदायिक हिंसा से इनकार नहीं किया जा सकता।

पीलीभीत के वन कर्मचारी रूपलाल द्वारा केन्द्रीय मंत्री मेनका गांधी
द्वारा उन्हें थप्पड़ मारने की घटना पर रिहाई मंच नेता हरे राम मिश्र ने
कहा कि मेनका गांधी जिस तरीके से पशु-पक्षियों की सुरक्षा के लिए बातें
करते हुए सुनी जाती हैं ठीक उसी तरह उन्हें इंसानों की भी इज्जत करनी
चाहिए। उन्होंने कहा कि जिस तरीके से इसी पीलीभीत में भाजपा नेता व उनके
पुत्र वरुण गांधी द्वारा मुसलमानों की गर्दन काटने की खुली धमकी दी गई और
अब खुद एक वन कर्मचारी को थप्पड़ मारने का उनपर आरोप लगने के बाद वे इसे
गैर जरुरी वाकया मानते हुए ऐसे आरोपों का जवाब भी देना गैर जरूरी समझती
हैं वो यह साफ करता है कि उनमें मानवीयता के मूल्य भी नहीं हैं। मिश्र ने
केन्द्रीय मंत्री के खिलाफ कार्रवाई की मांग करते हुए प्रदेश सरकार पर
आरोप लगाया कि जिस तरीके से अभी तक एफआईआर तक दर्ज नहीं हुआ है ऐसे में
सपा सरकार वरुण गांधी की तरह मेनका गांधी को भी बचाने की फिराक में है।

           In the aftermath of recent series of earthquakes in Nepal, there are apprehensions that the vulnerable orphaned children and girls in Nepal might be trafficked through INB in large numbers. Hence, as a proactive measure a one day Workshop on Human Trafficking will be held at 1000 hours on 15th May 2015 at SSB Training Centre Ranidanga for sensitization of SSB personnel regarding various matters pertaining to Human Trafficking.

 

The matter pertaining to various modes of Human trafficking, legal issues, detection of traffickers, rescue and operation issues, protection of victims, networking, follow up of cases, strategies to improve performance of the Force to curb Human trafficking would be discussed during the day long workshop.

               

            Resource person from various NGOs including, an NGO from Nepal and representatives from Siliguri Metropolitan Police Commissionerate and Foreigners Registration Regional Office, Bagdogra will deliver lectures during the day long workshop. 

 

             Shri Kuldiep Singh,IPS, Inspector General, SSB, Siliguri Frontier will grace the occasion as Chief Guest and address the trainees.

एक कत्लेआम, एक फैसला और हाशिमपुरा में दिन और रातें

दिल्ली से महज 70 किमी दूर मेरठ शहर के दिल में है हाशिमपुरा. बंद पड़े, उजड़े हुए गुलमर्ग सिनेमा के सामने उतना ही उजाड़, उतना ही बंद एक मुहल्ला. गंदी, भरी हुई नालियों के बीच खड़े घरों में जिंदगी का उतना भी शोर नहीं है, जितना पावरलूम और कढ़ाई की भारी मशीनों की खटरपटर.

इन नीचे, छोटे और बंद घरों में चेहरों को रोशन करने भर जो थोड़ी सी रोशनी है, उम्मीद की उतनी भी रोशनी नहीं है.

अदालत का फैसला हाशिमपुरा के सीने में एक धारदार खंजर की तरह पैबस्त है.

लोग सांसें ले रहे हैं, लेकिन उनकी जिंदगी रिस कर बह रही है.
   


65 बरस की हाजरा को याद है, किस तरह वे ईद की तैयारियों में लगी थीं. घर के सभी लोगों के लिए कपड़े सिलने को दिए गए थे. उनके भतीजे नईम की ख्वाहिश थी कि वे इस ईद पर चप्पलें लेंगे. अगले हफ्ते आने वाली ईद, ज्यादातर मुस्लिम परिवारों की तरह हाजरा के घर में भी आनेवाले पूरे साल के लिए नए कपड़े और जूतों का बहाना लेकर आ रही थी.

तब हाजरा का परिवार बहुत संपन्न नहीं था, और उनके राजमिस्त्री पति को जो मजदूरी मिलती थी, वह इतनी थी कि घर का खर्च चल जाए. उनके चार बेटे बड़े हो रहे थे और उम्मीद थी कि वे भी जल्दी ही पिता के काम में हाथ बंटाने लगेंगे. 

हाजरा 28 बरस पहले की उस दोपहर को याद करती हैं, जो आनेवाली ईद से महज एक हफ्ते दूर थी. वह शुक्रवार की दोपहर थी और रमजान का आखिरी जुमा (अलविदा) था.  मर्द लोग अभी अभी नमाज पढ़ कर आए थे और घरों में बैठे बातें कर रहे थे. मेरठ शहर में घटी पिछले कुछ दिनों की घटनाओं की वजह से लोग अनहोनी की आशंका से डरे हुए थे. 

तीन बजे के बाद का वक्त होगा कि घर के बाहर हलचल और ढेर सारे पैरों की धमक सुनाई दी. हाजरा और उनके घर के लोग कुछ समझ पाते कि उनके घरों की दीवारें और दरवाजे फांदते हुए वर्दीधारी नौजवान घुस आए. उनके सिर पर हेलमेट और हाथों में बंदूकें थीं और उन्होंने बहुत सख्त लहजे में बताया कि उन्हें घरों की तलाशी लेनी है. 

उन्होंने यह भी कहा कि मर्दों से 'दो बातें' पूछनी हैं, इसलिए उन्हें उन जवानों के साथ चलना होगा.

हाजरा को यह बात बाद में जाकर पता लगी थी कि वे जवान जिला पुलिस, पीएसी और फौज से आए थे.

वो हैरान रह गईं कि ऐसा क्या पूछना है कि फौज के इतने सारे जवानों को उनके घर पर धावा बोलना पड़ा. तब वे यह नहीं जानती थीं, कि उनके मुहल्ले के ज्यादातर घरों के लोगों में यही सवाल उठ रहे हैं.

बच्चों को छोड़ कर जवान उनके घर के सभी मर्दों को ले गए: नौ लोग, जिनमें उनके पति अब्दुल हमीद, दो बेटे और चार देवर शामिल थे. उन्होंने अपने बेटे जावेद को आखिरी बार तब देखा, जब वह अपने दोनों हाथ उठाए हुए, पैरों से निकल गई चप्पल को पहनने की कोशिश कर रहा था और एक जवान ने उसे धकेल कर कहा था, 'चल, चल, वहीं मिलेंगी चप्पलें.'

उनके लोगों को भर कर ले जानेवाला वह पीला ट्रक जब गुलमर्ग सिनेमा के सामने वाली सड़क पर धुआं छोड़ता हुआ रवाना हुआ, तब शाम ढलने लगी थी. पीछे छूट गई औरतें और बच्चे घर के लोगों के आने के इंतजार में बैठ गए. वे डरे हुए थे, आशंकित थे, रो रहे थे, लेकिन उन्हें उम्मीद थी कि घर के लोग आ जाएंगे और सब ठीक हो जाएगा.

लेकिन उस रात कोई नहीं लौटा. सुबह आई. और फिर बुरी खबरों का जैसे गट्ठर खुल गया.

मुहल्ले का जुल्फिकार जख्मी हालत से अस्पताल से लौटा और तब लोगों को पता चला कि ट्रक में भर कर ले जाए गए लोगों को पीएसी के जवानों ने गोली मार कर मुरादनगर की गंग नहर में फेंक दिया था. वह जैसे तैसे बच कर निकल आया था. बाद में मुहल्ले के चार लोग और बच कर आए. यह भी पता लगा कि काफी लोगों को फतेहगढ़ की जेल ले जाया गया था. लेकिन इसकी कोई पक्की खबर कहीं से नहीं मिल पा रही थी कि कौन लोग मारे गए थे, कौन बच गए थे और कौन जेल में थे.

दिन बीत रहे थे. हाजरा को समझ में नहीं आ रहा था कि वे क्या करें. परेशानी सिर्फ घर के लोगों की खबर के बारे में ही नहीं थी. यह भी थी, कि जो औरतें और बच्चे घर में थे उनका पेट कैसे भरा जाए. हालांकि बाहरी मदद आनी शुरू हो गई थी, मुहल्ले के लोगों को चने, आटा, चायपत्ती, मोमबत्तियां बांटी जा रही थीं. थोड़ी बहुत आर्थिक मदद भी पहुंचाई जा रही थी. लेकिन इससे गुजारा नहीं चलने वाला था. उन्हें लग रहा था, अगर कुछ नहीं किया गया तो बच्चे भूखे मर जाएंगे.

उन्होंने काम की तलाश शुरू की. पहले पहल उन्हें सूट पर नग और सितारे लगाने और कढ़ाई किए हुए कपड़ों में से धागे काटने के काम मिले. इस तरह दिन भर की मेहनत से वे हफ्ते में 30-40 रुपए कमा लेती थीं. जलावन के लिए आरा मशीन से लकड़ियों के टुकड़े उठा कर लाए जाते.

लेकिन जल्दी ही हाजरा को लगने लगा कि यह पर्याप्त नहीं है. तो उन्होंने घरों के निर्माण के काम में मजदूरी करनी शुरू कर दी. मजदूरी थी 2 रुपए रोज.

इस बीच यह साफ हो गया था कि हाजरा के एक बेटे, एक देवर और उनके भतीजे नईम को मार डाला गया था. पुलिस उन्हें अपने परिजनों की शिनाख्त के लिए लेकर गई थी, जहां उन्होंने अपने घर वालों के कपड़ों और हाथ और गले में पहने जानेवाले धागों के जरिए उनकी मौत की तस्दीक की. उनकी लाशें वे कभी नहीं देख पाईं. जो लोग 22 मई की उस दोपहर को छीन लिए गए थे, आखिरी बार उन्होंने उनके कपड़े देखे और पुलिस को लौटा दिए, जिसे अदालती कार्रवाई के लिए सबूत के बतौर उन्हें सील करके रख लेना था. हाजरा को यह भी पता नहीं कि उन्हें दफनाया कहां गया. उन्होंने कभी तलाशने की कोशिश भी नहीं की.




क्योंकि हाजरा को मुर्दों से ज्यादा जिंदा बच रहे लोगों की फिक्र थी. पुलिस की कैद से लौट आए उनके घर के छह लोगों में से उनके पति की जेल में पुलिस ने इतनी पिटाई की थी कि उनके सिर में गहरे जख्म हो गए थे और उनमें कीड़े पड़ गए थे. अगर पर्याप्त इलाज नहीं होता, तो उनका बचना भी नामुमकिन था.

तबसे 28 साल गुजर गए, हाजरा के हाथ से काम नहीं छूटा. उन्होंने अपने घर को संभाले रखा, अपने बच्चों को बड़ा किया. अपने बीमार पति का इलाज कराया. 

अब उनके बेटे कय्यूम उनका हाथ बंटाते हैं. वे बच गए, क्योंकि वे तब बारह साल के थे. उनका काम स्थायी नहीं है और जब मिलता है तो उन्हें 300 रुपए की मजदूरी मिलती है. जब कोई काम नहीं मिलता तो वे काम की तलाश करते हैं और यह अपने आप में बहुत थका देने वाला काम है. उनके छह कमरों के घर में उनके बड़े-से परिवार के 80 लोग रहते हैं, जिसमें हमेशा नाले का पानी पाइप के जरिए घुस आता है और गंदगी और बदबू को पूरे घर में भर देता है. उनके पति, पुलिस की यातनाओं के बाद, कोई काम करने लायक नहीं रह गए थे. उन्हें लगता है, अगर चीजें वैसी ही चलती रहतीं, जैसी ईद की तैयारियों वाली उस दोपहर के पहले तक चल रही थीं, तो उनकी जिंदगी कुछ और भी हो सकती थी. 

और इतने बरसों के बाद, अब उन्हें याद नहीं कि वह ईद कैसी थी. हाशिमपुरा में किसी को याद नहीं. किसी ने उसका स्वागत नहीं किया, गलियों में पीछे छूटी हुई लावारिस चप्पलों और टोपियों के सिवाए.

नसीम को ईद के अलावा भी किसी बात का इंतजार था. उनके भाई सिराज अहमद की ईद के अगले हफ्ते में शादी होने वाली थी. सिराज अपनी चार बहनों के अकेले भाई थे. उन्होंने एम.ए. का इम्तहान दिया था और वे टाइपफेस बनाने का काम भी करते थे, जबकि उनके अब्बा चूड़ियां बेचते थे. तब वे लोग शाम के लिए इफ्तार की तैयारियों में जुटे थे, कि हथियारबंद जवानों ने उनके घर में घुस कर उनके भाई को 'गिरफ्तार' कर लिया.

फिर वे कभी नहीं लौटे. 

नसीम के अब्बा बीमार पड़ गए. वे हमेशा यही दोहराते रहते थे कि सिराज आएगा. उनकी अम्मी पागल हो गईं और घर चलाने की जिम्मेदारी के साथ नसीम अकेली रह गईं.

उन दिनों सभी बहनों में सिर्फ नसीम की शादी हुई थी। सबके गुजारे के लिए और अपनी बाकी बहनों की शादी के लिए नसीम को बहुत मेहनत करनी पड़ी. उन्होंने किताबों के फर्मे मोड़ने, कपड़े पर सितारे चिपकाने काम किया. आगे चल कर नसीम एक निजी प्राइमरी स्कूल में पढ़ाने का काम करने लगीं. बहनों की शादी में वे दहेज नहीं दे पाईं, और जैसा कि होता है, इसका असर उनकी बहनों की शादीशुदा जिंदगी पर पड़ा. एक बहन को तो उसके पति ने छोड़ दिया है, जो अब नसीम के साथ रहती है. 

नसीम अब अपने पुराने घर की जगह नए कमरे बनवा रही हैं. उन्होंने अपनी और अपनी बहनों की जिंदगी को एक तरतीब देने की कोशिश की है.

लेकिन उनकी यादों में, घरघराते इंजन वाला एक पीला ट्रक अभी भी आता है.

उसी ट्रक में जरीना के पति और उनका एक बेटा भी गया था. फिर कभी न लौट आने के लिए. तब जरीना के आठ लड़के और दो लड़कियां थीं। घटना के दिन सबसे छोटा बेटा सिर्फ चार दिन का था। इतने बड़े परिवार का गुजारा जिस इंसान की मेहनत पर टिका था, वह मारा जा चुका था। 

फिर यह जिम्मेदारी जरीना ने अपने ऊपर ली. उन्होंने सूत कातने का काम शुरू किया। उन्हें अपने बच्चों के भविष्य से भी समझौता करना पड़ना, जिनकी पढ़ाई छुड़ा कर मजदूरी पर लगा दिया गया.

नसीबन अब अपनी जिंदगी के नब्बे बरस पार कर चुकी हैं, और उस खौफनाक दोपहर को गुजरे हुए भी अब अठाईस साल होने को आए, लेकिन वे अभी भी बुरे सपनों से निजात नहीं पा सकी हैं. रातों में अब भी वो चिल्ला उठती हैं: 'मेरे बेटों को मत लेकर जाओ.'

दो बेटों की मां नसीबन के पास आज उनका एक भी बेटा नहीं है. उस कत्लेआम में बच गए उनके एक बेटे, सलीम ने उन खौफनाक दिनों के छब्बीस साल बाद, 2013 की सर्दियों में एक दिन फंदे से फांसी लगा कर अपनी जान दे दी. उन्हें भी बुरे सपने आते थे, जिनसे छुटकारा पाने के लिए उन्होंने बहुत पीना शुरू कर दिया था. वे उन खौफनाक दृश्यों को अपने जेहन से नहीं निकाल पाते थे, जो उन्होंने अपनी आंखों से देखी थीं. फतेहगढ़ जेल में, उनकी आंखों के सामने, पुलिस ने उनके पिता की पीट-पीट कर जान ले ली थी.

22 मई 1987 को हथियारबंद जवान उनके घर से तीन लोगों को लेकर गए थे, जिनमें से सिर्फ सलीम ही लौट कर आ पाए. उनके पति जमील को जेल में और उनके दूसरे बेटे नसीम को नहर पर मार डाला गया. 

उसके दो साल के बाद सलीम की शादी कर दी गई. अंजुम बारहवीं तक पढ़ी-लिखी थीं और उन्होंने घर को संभालने में काफी मेहनत की. वे कहती हैं, 'जब मैं आई तो घर में कोई रौनक नहीं थी. सदमा इतना गहरा था.' उनके आने के बाद घर फिर से पटरी पर चलने लगा था.

परिवार के पास अपना हथकरघा था. लेकिन उसे चलाने वाले नहीं बचे, तो उसे बंद कर दिया गया. सलीम ने बाजार में हार्डवेयर की दुकान चलानी शुरू कर दी. परिवार के पास कार आई, बाइक आई और कढ़ाई की मशीनें आई. 

लेकिन उस दिन ने कभी सलीम का पीछा नहीं छोड़ा. गहरा तनाव और अवसाद उनके साथ हमेशा बना रहा और उन्होंने दो बार खुदकुशी करने की कोशिश की. दूसरी बार, वे बच नहीं पाए. 



अब पांच बेटियों और दो बेटों के साथ अंजुम को अपनी बूढ़ी सास का खयाल भी रखना था. उन्होंने अपने पति की मौत (5 जनवरी 2013) से इद्दत के चार महीने दस दिन गिनने के बाद अपने पति की हार्डवेयर की दुकान पर बैठना शुरू किया. पहले पहल तो उन्हें काफी शर्म आती थी. मुख्य बाजार में वे शायद पहली औरत थीं, जो दुकान चला रही थीं और वह भी हार्डवेयर जैसी दुकान. लेकिन उन्हें यह देख कर खुशी हुई कि लोगों ने उनकी परेशानी समझी और उनकी मदद की. हालांकि जहां से उन्हें सबसे ज्यादा मदद की उम्मीद थी, वहां से उन्हें सबसे ज्यादा परेशानियां उठानी पड़ी हैं. उनके पति के चाचा, (जो 1987 में घटना के वक्त पाकिस्तान में थे) के परिजनों की मंशा बच्चों समेत उन्हें घर और दुकान से बेदखल करने की है. वे कई बार कह चुके हैं कि अंजुम का अब इस घर में क्या है, उन्हें छोड़ कर चले जाना चाहिए. अंजुम ने पति के रहते कंप्यूटर और एंब्रॉयडरी की मशीन खरीदी थी, लेकिन पति के जाने के बाद उनके चाचा के घरवालों ने एक दिन उन्हें गली में पीटा और उनका काम जबरदस्ती बंद करवा दिया. इसके बाद अंजुम ने उनके खिलाफ एक मुकदमा दर्ज करा रखा है.

लेकिन उनकी मुश्किलें खत्म नहीं हुई हैं. 16 से 19 साल के दोनों बेटे विशेष रूप से सक्षम बच्चे हैं और उन्हें अधिक देख रेख की जरूरत होती है. उम्मीद बस उन्हें अपनी बेटियों से है, जो पढ़ रही हैं. बड़ी बेटी बी.कॉम कर रही है और बाकी सभी भी पढ़ाई कर रही हैं. हालांकि अभी वे जिस दशा में हैं, वे सारे बच्चों का पालन-पोषण नहीं कर सकतीं, इसलिए एक बेटी उन्होंने अपनी बहन को दे रखी है.

मुश्किल में होने के बावजूद, अंजुम के पास एक उम्मीद है, लेकिन शकीला बेगम जानना चाहती हैं कि 'क्या कोई उम्मीद है भी?' अंधेरा सिर्फ उनके दड़बे जैसे बंद कमरे में ही नहीं है, उनकी जिंदगी में भी है. वे तिरासी बरस गुजार चुकी हैं, लेकिन गुजारे के लिए उन्हें अभी भी घर घर भटकना पड़ता है: वे औरतों की मालिश करती हैं, चूल्हा-चौका करती हैं, बरतन धोती हैं. 22 मई 1987 को जब हथियारबंद फौजी उनके पति मो. हनीफ को लेकर गए, उसके बाद से शकीला को अपनी जिंदगी गुजारने के लिए अपने हाथों का ही सहारा रहा है. यह पक्का हो जाने के बाद, कि मारे गए लोगों में उनके पति भी थे, उन्होंने मालिश सीखी और जिससे उन्हें महीने में दो सौ रु. की आमदनी होती थी. उनके दो छोटे-छोटे बेटे और चार बेटियां थीं. इसी आमदनी से उन्होंने अपनी बेटियों की शादी की और बेटों को अपने पिता का सिलाई का काम शुरू करने के लिए जरूरी पूंजी जुटा कर दी.


आज उनके दोनों बेटे दर्जी का काम करते हैं. लेकिन बीमारी, इलाज और फिर बीमारी का फंदा उनके परिवार पर इस कदर छाया है, कि मौजूदा आमदनियां पूरी नहीं पड़तीं. उनकी बड़ी बहू को सात साल पहले यहां के सरकारी अस्पताल (पी.एल. शर्मा अस्पताल) में इलाज के दौरान खून चढ़ाना पड़ा, जिससे वे एक ऐसी बीमारी से संक्रमित हो गईं कि अब उसके इलाज में ही सारी आमदनी चली जाती है. वे जो दवा खाती हैं, उसका खर्च 3000 रुपए प्रतिमाह आता है. बीमारी की जब भी जांच करानी होती है, उसमें आठ से दस हजार लगते हैं. वे सरकारी अस्पताल से इतनी डरी हुई हैं, कि वे निजी डॉक्टरों के यहां ही जाती हैं, हालांकि यह बहुत महंगा पड़ता है. 



शकीला के बड़े बेटे का दम भी फूलने लगा है लेकिन वे अपना इलाज नहीं करा पाते. परिवार को सही से भोजन तक नहीं मिल पाता. घर बहुत छोटा, अंधेरा और बंद सा है, और हर बारिश के वक्त शकीला को डर लगा रहता है कि वह गिर न जाए. 



खुद शकीला भी बीमार रहती हैं. उन्हें आंखों से नहीं दिखता. उनकी आंत में कोई खराबी है. लेकिन वे काम बंद नहीं कर सकतीं. एक जनसंहार की विधवा को यह सुख नसीब नहीं होता. वे 75 रुपए की दिहाड़ी पर पोलियो की दवा पिलाने और बरतन धोने निकल पड़ती हैं तथा अपने कुर्ते की जेब में एक छोटी सी नीली पुड़िया में अपने मरहूम पति की छोटी सी तस्वीर की बगल में बीस रुपए का नोट रखना नहीं भूलतीं. वे कहती हैं कि अगर रास्ते में कहीं गिर कर मर जाऊँ, तो कोई भला आदमी उनकी लाश को उनके घर तक पहुंचा जायेगा और उसे अपने पैसे खर्च नहीं करने पड़ेंगे.

उनका नाम भी शकीला ही है, और बीमारियों ने उन्हें भी नहीं बख्शा है. उनके एक गुर्दे में कभी पथरी हुआ करती थी, जिसे कभी निकाला नहीं गया और आखिर में उस गुर्दे को ही निकाल देना पड़ा. अब उनके दूसरे गुर्दे में दिक्कत है. लेकिन अब शायद वे इसका इलाज नहीं करा पाएं.


शकीला वे अपने पति के घर में ब्याह कर आई थीं तो उनकी उम्र सत्रह-अठारह रही होगी. अब वे 58 साल की हैं. अपनी जिंदगी का करीब आधा हिस्सा उन्होंने एक विधवा के रूप में बिताया है. उनके पति सलीम की कैलेंडरों और छपाई का ब्लॉक प्रिंट का कारोबार था. लेकिन नहर पर पीएसी की गोलियों से अपने पति की मौत के बाद, शकीला के लिए उसे जारी रखना मुमकिन नहीं था. उन्होंने घर में खाली रह गए कमरों को किराए पर उठा दिया, जिससे थोड़ी बहुत आमदनी होने लगी. वे अभी भी किराए पर चलते हैं. जनसंहार के बाद, राहत के बतौर उन्हें एक सिलाई मशीन मिली थी, और उसने भी उनकी काफी मदद की.

शकीला के परिवार में उनकी गोद ली हुई बेटी और उनके देवर का परिवार है. उनकी अपनी कोई संतान नहीं हुई. आज उनके घर में रौनक है, क्योंकि उनके देवर के बेटे और बहू उनसे मिलने आए हैं. वरना, उनकी जिंदगी में, नीचे बंद पड़े छपाई कारखाने की बेरौनकी और अकेलापन पसरा रहता है.

पति (मो. उस्मान) के मारे जाने के बाद, हनीफा इतनी अकेली पड़ गई थीं कि उन्होंने मानसिक संतुलन खो दिया. उनके बच्चों ने ही उनकी देख भाल की, मेहनत मजदूरी की और अपना खयाल रखा. लेकिन इसका नतीजा यह हुआ कि बच्चे पढ़-लिख नहीं पाए. घर चलाने के लिए पूरा वक्त उन्हें काम करना पड़ा. रेहाना को बहू के रूप में इस परिवार में आए तेईस साल हो गए, लेकिन वे अब भी महसूस करती हैं कि उस कत्लेआम के नतीजों से परिवार अब तक उबरने की ही कोशिश कर रहा है. वे जब आईं, घर संभालने के लिए उन्हें कढ़ाई का काम शुरू करना पड़ा. उन्होंने इस काम के लिए एक मशीन खरीदी, लेकिन आगे चल कर वह भी नकारा हो गई, क्योंकि शहर में कंप्यूटर से चलने वाली, कढ़ाई की बड़ी मशीनें आ गई थीं और उनकी छोटी सी पुरानी मशीन उनके आगे टिक नहीं सकती थी. अब वह मशीन उनके आंगन में एक तरफ खड़ी धूल और जंग खा रही है, क्योंकि उसके लिए अब खरीदार भी नहीं मिलते हैं. रेहाना कहती हैं, 'अब उसे कौन लेगा? उसके लिए रेट (मांग) ही नहीं है.'

हसीना बेगम रोना नहीं चाहतीं. लेकिन आखिर में वे नाकाम रहती हैं. उनके पति, मो. सदरुद्दीन अपनी छोटी बेटी को बड़ा होता नहीं देख पाए. वे नहीं देख पाए कि उनकी छह बेटियों और एक बेटे ने किस तरह की जिंदगी पाई. वे यह भी नहीं देख पाए, कि हसीना बेगम को, उन बच्चों को जिलाए रखने के लिए कैसे कैसे दिन गुजारने पड़े.



हसीना बेगम जब इस परिवार में आई थीं, तब वे छोटी ही थीं. हालांकि उन्हें ठीक ठीक याद नहीं, लेकिन उनकी शादी 'बचपन' में ही हो गई थी. उनकी सबसे छोटी बेटी के जन्म बारे में भी उन्हें ठीक ठीक याद नहीं, लेकिन वह 22 मई की उस दोपहर से एकाध महीने आगे या पीछे पैदा हुई थी. 

हसीना के घर से दो लोग ले जाए गए: मो. सदरुद्दीन और उनके छोटे भाई. हसीना के देवर फतेहगढ़ की जेल से दो महीने के बाद लौट आए थे, लेकिन उनके पति इतने खुशकिस्मत नहीं निकले.

हसीना अब हैरान होती हैं, कि हत्यारों ने क्या यह नहीं सोचा कि वे जिनकी जानें ले रहे हैं, घर पर उनकी बीवियां, उनके छोटे-छोटे बच्चे इंतजार कर रहे हैं. क्या उन्होंने यह नहीं सोचा कि उनके पीछे उनकी देखभाल कौन करेगा?

वह रात हसीना को अब भी याद है, जो उन्होंने अपने घरवालों के इंतजार में गुजारी थी. मुहल्ले में बची रह गई औरतें समझ नहीं पा रही थीं कि वे क्या करें और अपने बच्चों के साथ तब के एक बड़े से मकान में जमा हुई थीं, ताकि एक दूसरे के डर और अकेलेपन को बांट सकें. उन्हें लग रहा था कि फौज उनके घरवालों कों सिर्फ गिरफ्तार करके ही ले गई है, और वे शायद लौट आएं. लेकिन उनकी उम्मीदें, नहर पर से बच कर आने वाले पहले आदमी के साथ ही खत्म हो गईं. उन्होंने बताया कि उनके पति को मार डाला गया था.

तब अपने घर में बच्चों के साथ अकेली रह गईं हसीना बेगम को आम तौर पर आने वाली राहत सामग्री ने, रिश्तेदारों की मदद ने और मुहल्ले की दूसरी औरतों के दुख ने सहारा दिया. लेकिन बच्चों को पालने के लिए उन्हें रात-रात भर, दिन-दिन भर कढ़ाई और सितारों का काम करना पड़ता. वे दूसरों के कपड़ों पर मोती और नग लगातीं, उनके अपने बच्चे फटेहाल कपड़े पहना करते. कई सालों तक ऐसा होता रहा कि कई बार बच्चों को दिन में एक ही बार खाना मिल पाता था, 'वो ऐसे दिन थे, कि हमें चाय तक नसीब नहीं होती थी. दो हंडियां पक जाएं, तो आठ  आठ दिन तक उसी को खाते थे.'

उन्हें मोती और सितारों का जो काम मिलता था, वह मुहल्ले से ही मिलता था. उसकी मजदूरी इतनी नहीं होती कि खास बचत हो पाती. इसी में बीमारियां थीं, घर की मरम्मत थी, उनके दो-दो ऑपरेशन थे. ऐसी हालत में बच्चे पढ़ नहीं पाए. ससुर को फालिज थी, और उनकी देखभाल भी करनी थी.

15 बरस तक बदहाली और मेहनत से भरी जिंदगी गुजारने के बाद हसीना आज उससे थोड़ी बेहतर हालत में हैं. उनके बेटे कपड़ों की कटिंग का काम करते हैं और उन्हें अपेक्षाकृत अच्छी आमदनी हो जाती है. लेकिन अब उनका अपना परिवार है, जिसके अपने खर्चे हैं.

यानी हसीना के लिए फुरसत के दिन अभी नहीं आए हैं.

हाशिमपुरा में ऐसी 43 कहानियां मिलेंगी. या शायद इससे भी ज्यादा. 

इन औरतों ने बहुत बुरे दिन देखे. अपने सामने अपने पतियों, बेटों और भाइयों को कत्लगाह की तरफ ले जाए जाते देखा. उन्होंने देखा कि किस तरह इंसान की जिंदगियों को ऐसा बना दिया जाता है, कि वो किसी भी लायक नहीं रह जाए. उन्होंने अपमान सहा, बदहाली देखी, अपने आगे पसरते हुए अंधेरे को देखा. लेकिन उन्होंने टूटने से इन्कार किया. उन्होंने अपने कंधों पर जिम्मेदारियां उठाईं और अपनी जिंदगी की लड़ाई खुद लड़ी. दूसरे के हिस्सों की लड़ाई भी. वे आज भी लड़ रही हैं.



हाशिमपुरा में कभी हथकरघे हुआ करते थे, आज पावरलूम है. यहां सिलाई, कढ़ाई और कपड़ों में सितारों और नगों की जड़ाई का काम बहुत मिलता है. इसने ज्यादातर महिलाओं के लिए बहुत बड़े सहारे का काम किया. ये काम मुस्लिम परिवारों में परंपरागत रूप से औरतें ही करती आई हैं और इसी तरह, घर-घर में अलग अलग काम होते हैं. इसने भावनात्मक और आर्थिक रूप से टूटी हुई औरतों को अपनी बिखरी हुई जिंदगी को समेट कर फिर से खड़ा करने में काफी मदद की.

हाशिमपुरा कत्लेआम में कम से कम 43 लोग मार दिए गए, अनेक लोगों ने जेल में यातनाएं सहीं. पीछे रह गई औरतों में से कुछ की कहानियां हमने देखीं. लेकिन तब जो बच्चे थे, उनका भविष्य हमेशा के लिए शारीरिक मेहनत और बदहाली के साथ बंध गया. उनके लिए बाकी सारे दरवाजे बंद हो गए थे. क्योंकि उनको अपने परिवार के दूसरे सदस्यों के साथ, मजदूरी शुरू करनी पड़ी और उनकी पढ़ाई हमेशा के लिए बंद हो गई. हाशिमपुरा में जो मर्द मारे गए, उनमें अनेक पढ़े लिखे थे. लेकिन उनके घर के बच्चों को यह सुविधा नहीं मिल पाई. हालांकि अब कुछ परिवारों से बच्चे पढ़ने जाते हैं. 

हाशिमपुरा में जख्म नहीं भरे हैं. यादें इतनी पुरानी नहीं पड़ीं कि वो मिट जाएं. इंसाफ अभी मिला नहीं, कि नाइंसाफी का बोझ हल्का हो जाए. लेकिन उन्हें कहा जाता है, हसीना बताती हैं, कि 'हाशिमपुरा वालों को दुख किस बात है? सड़कें पक्की बन गईं. एकमंजिला मकान चार-चार मंजिलों वाले बन गए.' हसीना नाराजगी में पूछती हैं, 'क्या इन सब चीजों ने हमारे मार दिए गए लोगों को लौटा दिया है?'

इन औरतों के संघर्ष की कहानियां पढ़ते हुए, यह तथ्य भी ध्यान में रखिए कि उन्होंने यह सब एक हमेशा बने रहने वाली असुरक्षा और आतंक के साए में किया. यह बाबरी मस्जिद के खिलाफ लगातार चल रहे फासीवादी अभियानों का दौर था, जब देश के अलग अलग हिस्सों में अल्पसंख्यक तबके पर हमले चल रहे थे. बेदखली और बलात्कारों की घटनाएं हो रही थीं. आखिर में मस्जिद भी तोड़ दी गई, और अल्पसंख्यकों के खिलाफ हमलों का एक ताजा दौर शुरू हुआ.

ये औरतें ठीक इस उथल पुथल, हिंसा, असुरक्षा और तबाही के दौर में, अपने परिवारों को फिर से बटोरने और संभालने में लगी हुई थीं. हम सिर्फ अनुमान ही लगा सकते हैं, कि वे किस तरह के तनावों से गुजरी हुई होंगी.

और ऐसा करते हुए, उन्होंने उम्मीद को कभी भी छोड़ा नहीं. मेहनत-मजदूरी से, पेट काट कर, बच्चों को भूखा रख कर, बीमार रह कर वो पैसे पैसे जोड़तीं, ताकि अपने परिजनों के हत्यारों को सजा दिलाने के लिए चल रहे मुकदमे में भागीदारी कर सकें. कि जब जरूरत हो, लखनऊ और दिल्ली में रैलियों में जा सकें. प्रदर्शनों में हिस्सा ले सकें.

और अब, यह सब कर चुकने पर, इतने सारे दिनों के बाद, 'अठाइस साल बाद, वे हमसे पूछते हैं कि क्या हम उन हत्यारों के चेहरों को पहचानते हैं? इतने दिनों के बाद हम उन्हें कैसे पहचान सकते हैं? उन्होंने हेलमेट पहन रखे थे. और फिर हम आतंकित थे. क्या सरकार नहीं जानती कि उसने किनको ड्यूटी पर लगा रखा था?' 

अपने भाई को खो चुके कय्यूम कहते हैं, 'आज देश में ऐसा हो गया है कि लोग सोचते हैं, चलो मुसलमानों को मार देते हैं. सजा तो कुछ होनी नहीं है.'

अपने भाई को खो चुकी नसीम कहती हैं, 'ऐसे फैसले आने लगेंगे, तो कानूनी लड़ाई कौन लड़ेगा?'

हसीना और कय्यूम और नसीम जो जानना चाहते हैं, वही पूरा मुल्क जानना चाहता है. कातिलों को सजा. मजलूमों को इंसाफ. इन्हें कब तक मुर्दा चीजों में शुमार किया जाता रहेगा?

नेपाल के महाभूकंप में हिंदू साम्राज्यवाद का विस्तावादी एजंडा का पर्दाफाश हो गया है।गाय की हत्या पर दस साल की जेल,लेकिन मुसलमानों और दलितों,महादलितों के हत्यारों को छुट्टा घूमने की आजादी ही लोकतंत्र है इन दिनों।


बंग विजय के बाद संघ परिवार का बिहार जीतने का शाही प्लान यह है कि संघ परिवार बिहार की जड़ों से उखाड़कर डेढ़ हजार दलित और अतिदलित कैडरों को मोदी की बहुजन कल्याणकारी नीतियों के सघन जन जागरण अभियान प्रशिक्षित करेगा।


अब संघ परिवार के जो प्रथम स्वयंसेवक संघ हैं,उनके पंद्रह लाख रुपये के सूट के हिसाब से उन्हें क्या मिलेगा या नहीं मिलेगा इसका खुलासा लेकिन अभी नहीं हुआ है।लेकिन मोदी की बहुजन कल्याणकारी नीतियां बेपर्दा जरुर हो गयी हैं।



दलितों महादलितों की औरतें देश के कोने कोने में बलात्कार की शिकार हैं और एफआईआर तक दर्ज नहीं होता,अपराधियों को सजा देने की बात अलग।


मध्यबिहार में नरसंहार कांडो के सारे अपराधी रिहा हैं तो बाबरी विध्वंस,सिख नरसंहार,भोपाल गैस त्रासदी,गुजरात नरसंहार से लेकर देश भर में फर्जी मुठभेड़, हिंदुत्व आतंकवाद और रंग बिरंगे दंगोें के तमाम गुनाहगार फिर अपना मनुष्यताविरोधी अपराध दोहराने के लिए आजाद हैं और समरसता का अभियान संघ परिवार चला रहा है जो मुक्तबाजार हिंदू राष्ट्र में तब्दील करना चाहता है यह महादेश।


सब्सि़डी खत्म और पूंजी के लिए हरसंभव छूट।अनुसूचितों,महिलाओं,बच्चों,शिक्षा और चिकित्सा के लिए कोई बजट नहीं है लेकिन रोज रोज खैरात बांटने की स्कीम शुरु की जारी है पहले से चालू मनरेगा समेत तमाम योजनाओं को क्तम करने के लिए।


विदेशी पूंजी के लिए सारा टैक्स माफ।सारा कर्ज माफ।


करों का केंद्रीयकरण करके पुणे करार से पैदा सत्ता वर्ग जो मुक्तबाजार और कारपोरेट  फंडिंग से मिलियनर बिलियनर तबका है,विदेशी पूंजी विदेशी हितों के लिए इस महादेश को सबसे बड़ा बाजार बनाने पर तुला हुआ है।


संघ परिवार का केसरिया कारपोरेट एफडीआई प्रोमोटर बिल्डर माफिया मनुस्मृति  राज किसानों, मजदूरों, युवाओं, महिलाओं, बच्चों, कर्मचारियों,आदिवासियों से लेकर पिछड़ों,विधर्मी अल्पसंख्यकों, शरणार्थियों, खानाबदोश तबकों के साथ साथ दलितों और महादलितों के सत्यानाश के लिए रोज रोज कारपोरेट केसरिया मनुस्मृति राजकाज के तहत नई नई जनसंहारी नीतियां बना रहा है।


नवुदारवाद की आड़ में मनुस्मृति की संतानें बाबासाहेब के संविधान और गौतम बुद्ध के सिद्धांतों के विपरीत इस महादेश के कोने कोने में अश्वमेधी नरमेध अभियान ही नहीं चला रही है,प्राकृतिक संसाधनों के लूटखसोट के सलवाजुड़ुम और आफसा के तहत इस कायनात को खत्म करने के लिए सुनामी,सूखा,भुखमरी,अतिवृष्टि,भूस्खलन और भूकंप महाभूंकप जैसी आपदाओं का सृजन कर रही है।


मनुष्यता,सभ्यता,पृथ्वी और समूची कायनात के खिलाफ अमेरिका और इजरायल के सहयोगी ग्लोबल हिंदू साम्राज्यवाद का मनुस्मृति शासन की पैदल सेना दलितों और महादलितों को बनाने की तैयारी है।



बंगाल के केसरियाकरण का एजंडा  दीदी के सौजन्य से हुए ध्रूवीकरण से कमल कमल खिलखिला रहा है।आसार यही है कि वाम और बहुजनों के हाशिये पर हो जाने से,कांग्रेस के साइन बोर्ड में बदल जाने से बंगाल में जलवा मोदी दीदी गठबंधन का जलवा दिखता रहेगा और वाम वापसी हो ही ना।


इस पर तुर्रा कि अस्पृश्य छोटा बंगाल जो त्रिपुरा है,उसे जीतने के लिए बंगाल के संघी नेता तथागत राय आगरतला राजभवन में तैनात किये जा रहे हैं।


मतुआ आंदोलन जो दो फाड़ हो गया था,अगले विधानसभा चुनावों में दीदी की अपराजेय चुनावी हैसियत के मद्देनजर फिर नये सिरे से एकताबद्ध है ,जिसका न कभी इस देश के बहुसंख्य जनगण से पीआर ठाकुर के जमाने से कोई लेना देना है,न होगा।


केसरिया तो हो ही गया है मतुआ आंदोलन और पूर्व मंत्री मंजुल कृष्ण ठाकुर पिछले बनगांव संसदीय उपचुनाव में भाजपा उम्मीदवार अपने बेटे सुब्रत ठाकुर के साथ फिर दीदी की शरण में हैं।


जो मतुआ बहुजन नेता केसरिया हो गये थे,वे अब दीदी के साथ होंगे लेकिन केसरिया रंग अब उतरेगा नहीं।




जाहिर है कि सारी गायपट्टी को जीतने के लिए कितने हजार और दलित अतिदलित कैडर लगाये जायें,खासतौर पर बहुजनसमाज पार्टी का असर खत्म करने के लिए यूपी से लेकर पंजाब,पंजाब से लेकर मध्यप्रदेश और महाराष्ट्र में ऐसे दलित अतिदलित कैडरों की संख्या क्या हो सकती है,अंदाजा लगाना मुश्किल है।


दलितों अतिदलितों के सारे राम लेकिन इस बीच संघ परिवार के हनुमान बन चुके हैं।अतिदलितों का मसीहा जीतन राम मांझी को बहुजनों के नये नेता के रुप में स्थापित करने का समरसता कार्यक्रम भी धूमधाम से चल निकला है।


इसी बीच गौतम बुद्ध और अंबेडकर का नये सिरे से मूल्यांकन करके उन्हें हिंदू साम्राज्यवाद के सिपाहसालार बनाने का कार्यक्रम अलग से चल रहा है।


हम लगातार इस मुद्दें पर तमाम तथ्यों और सबूतों को पेश करके बता रहे हैं कि जिस समता,शांति,न्याय और लोककल्याणकारी अहिंसक नीतियों के पैरोकार थे गौतम बुद्ध और बाबासाहेब भीमराव अंबेडकर,संघ परिवार जनमजात उसका प्रबल विरोधी रहा है।


मनुस्मृति लिखा ही गया मनुष्यता के इतिहास में पहली क्रांति को प्रतिक्रांति में बदलने के लिए।घृणा,अस्पृश्यता,बहिस्कार और नरसंहार के स्थाई बंदोबस्त के तहत जाति व्यवस्था मुकम्मल वर्ण वर्चस्वी नस्ली अर्थ व्यवस्था के मनुस्मृति शासन बतौर तब से इस महादेश के सत्तावर्ग का धर्म है और वही अब मुक्त बाजारी अर्थव्यवस्था है।


बाबासाहेब ने मनुस्मृति को न सिर्फ जला डाला बल्कि भारतीय संविधान की सीमाओं के बावजूद मनुस्मृति तंत्र के मुकाबले बहुजनों के हक हकूक बहाल किये और मनुष्यता और सभ्यता  के हित में जाति उन्मूलन का एजंडा दिया,जबकि भाबासाहेब के रचे संविदान को खारिज करके पुरुषवर्चस्वी वर्णवर्चस्वी जनसंहार संस्कृति के मुक्तबाजारी मनुस्मृति शासन ही संघ परिवार का राजकाज है।


स्त्रियों को पुरुषों के बराबर संपत्ति और शिक्षा के अधिकार, वैवाहिक संबंधों के तमाम हकहकूक,कामकाज में बराबर वेतन और जीवन के हर क्षेत्र में बराबरी का दर्जा देने वाले बाबासाहेब के हिंदू कोड बिल के खिलाफ संघियों ने देशभर में उनके पुतले जलाये तो उनके दिये मेहनतकश तबके के सारे हकहकूक भी यह बिजनेस फ्रेडली सरकार छीनने में कोई कसर नहीं बाकी छोड़ रही है।


संसाधनों स समृद्ध भारत नाम की सोने की चिड़िया बेचने वाली राष्ट्रद्रोही मनुस्मृति सरकार शिशुओं  को भी बंधुआ मजदूर बनाये रखने के लिए कानूनी  फेरबदल केसरिया सर्वदलीय सहमति से कर रही है।


दूसरी ओर,संविधान के सारे मौलिक अधिकार खत्म किये जा रहे हैं।आर्थिक सुधारों के नाम पर विदेशी पूंजी के लिए हर दरवाजा हर खिड़की ओपन है ,कृषि के साथ साथ उद्योगजगत को चूना लगाया जा रहा है और देशी कारोबार खत्म है।नागरिकअधिकार खत्म है और नागरिकों को बायोमैट्रिक जडिजिॉल क्लोन बनाया जा रहा है।


उदारीकरण,निजीकरण और ग्लोबीकरण के तहत विनिवेश,निजीकरण,विनियमन और विनियंत्रण के तहत संविधान के दिशानिर्देशों के उलट,संवैधानिक ठांचा के विपरीत बुनियादी जरुरतों और बुनियादी सेवाओं को क्रयशक्ति से जोड़कर अर्थव्यवस्था से बाहर तेजी से कर दी जा रही है इस देश की बहुसंख्य आबादी,जिसमें बहुजन सबसे ज्यादा और उनमें भी दलित और अतिदलित और ज्यादा हैं।


खुदरा कारोबार को विदेशी पूंजी के हवाले करके कृषि के बाद सबसे ज्यादा रोजगार देने वाले खुदरा बाजार से भी आम जनता कोखदेड़ दिया गया है।


इसके अलावा भारत के समुद्र तट,जंगल और हिमालय में जो देसी जनता है,उनकी आजीविका भी रेडियोएक्टिव परमाणु विकास के तहत उन्हें जल जंगल जमीन से संविधान के तमाम प्रावधानों,पांचवीं और छठी अनुसूचियों के खुल्लम खुल्ला उल्लंघन के तहत छिनी जा रही है।


प्रकृति और पर्यावरण से इस देश को महाभूकंप का खतरनाक महाश्मशान बनाया जा रहा है जहां केसरिया सुनामी का मतलब कयामती सुनामी है।


अब बताइये कि कब गौतम बुद्ध ने या बाबासाहेब भीमराव अंबेडकर ने विधर्मियों,जिनमें बौद्ध भी शामिल हैं,के सफाये के तहत शत प्रतिशत हिंदुत्व का नारा दिया है। इसके उलट बाबासाहेब ने तो हर कीमत पर हिंदू राज को रोकने की अपील की है।

आरएसएस, भाजपा और भारतीय राज्य एक बार फिर बाबासाहेब आंबेडकर को अपनी राजनीति को जायज ठहराने के लिए उनको 'अपनाने' की कोशिश कर रहा है. उन्हें एक 'हिंदू राष्ट्रवादी' बताना इसी साजिश का हिस्सा है. लेकिन जातियों के उन्मूलन और ब्राह्मणवाद के ध्वंस के लिए लड़ने वाले  बाबासाहेब का जीवन, चिंतन, उनके संघर्ष और उनका लेखन उन सभी चीजों के खिलाफ खड़ा है, जिनका प्रतिनिधित्व संघ, भाजपा या भारतीय राज्य करते हैं. मिसाल के लिए देखिए कि उन्होंने हिंदू राज के बारे में क्या कहा था. उनकी किताब पाकिस्तान ऑर द पार्टीशन ऑफ इंडियासे. बाबासाहेब की जयंती पर उन्हें याद करते हुए.

BIHAR BATTLE Over 1,500 members to trained in the next three months

In a bid to woo dalit and mahadalit voters of Bihar, the BJP has started training its party members belonging to these two communities in a series of workshops at a training centre on the Delhi-Haryana border.

The training programme is part of the party's plans to take on the formidable consolidation of OBC-Muslim votes by JD(U)-RJD in the forthcoming Bihar assembly elections by aggressively wooing the sizable population of Dalits and Mahadalits (the poorest of Dalits) of the state, to supplement its upper caste votes. Dalits comprise 15% of Bihar's population.

The first of such training that went on for a fortnight got over last week and there are plans to train over 1,500 of such members in the next three months, said Mangal Pandey , Bihar BJP president.

In batches of 250, these members of BJP are being brought to Surya Foundation, a place on the outskirts of Delhi that has organised many training camps for BJP members, and trained in `election management' strategies the party will deploy in the Bihar elections."In the last few months, we have had many people from dalit communities joining the BJP , thanks to Narendra Modi's governance. But many of them are not educated or experienced in handling party affairs. We are training thesepeopleinpartyideology ,organisationandstrategysothattheycanattract votesfromtheircommunities,"Pandey added.

These trained party members will campaign in villages and take forward the message that "BJP is not only inclusive of all communities but will also make their lives better.""Our focus is on telling every person, especially of these communities how Modi's every policy is aimed at making the lives of poor better," Pandey added.

The training sessions are largely centred around driving home the con Antyodhya' meaning `serving cept of ` the last man in the queue', a concept developed by party ideologue Deen Dayal Upadhyaya.

Located in the heart of Meerut, Hashimpura is about 70 kilometers from Delhi. The desolate cinema hall, Gulmarg opposite Hashimpura uncannily resembles the forlorn locality where the weaving machines painfully mourn the denial of justice.

Sixty five years old Hazara reminiscenced her wait for the appearance of moon to celebrate Eid. Along with her family, her nephew was most excited about buying a new pair of slippers. For most of the Muslim families, Eid is an occasion to stock up on your clothes.

Her husband was a mason who earned enough to sustain a family. They looked forward to the day when their sons would be contributing to the family's earnings.

She vividly remembers the sequence of events which unfolded, twenty eight years ago. Eid was just a week away and it was the last Friday of the month of Ramzan. Men were just back after offering their Friday prayers.

It was three pm in the afternoon when people suddenly heard the tap of footsteps marching towards the locality. Before Hazara could register anything, armed and uniformed men jumped inside the house. These helmeted men sternly said that they had to conduct an investigation.

They had specifically asked men to come out for interrogation. Hazara couldn't understand what these uniformed men were looking for?

Much later she figured that these armed men were from PAC, army and district police station had been conducting this surprise investigation in every other house of Hashimpura.

The armed men had asked woman and children to stay behind. Amongst the nine men they took, one was her husband, Abdul Hamid, two sons and four brother-in laws. That was the last time she saw her son Javed, his hands held up trying to wear his slippers. The police took jibes at him by saying that they were taking him to a place where he would have ample time to wear his slippers.

The yellow van vanished in front of their eyes but they held on to their hope of reuniting with their fathers and husbands. But their hope breathed its last when the wounded Zulfikar returned from the hospital. He told them that the police had taken them to Muradnagar where the rest were shot and thrown in the canal. He along with four people had managed to escape. Some of them had been taken into Fatehpur jail but the families remained clueless about the status of their loved ones. The fear of their death lingered after hearing the painful trial of Zulfikar.

Hazara knew that the pain of separation and loss could not feed her remaining sons. She along with other wailing mothers knew that something had to be done to make the ends meet. People were sending stuff like flour, peas, tealeaves and candles but these could not sustain the families.

Her first job was to fix the embellishments on the clothes. She got 30-40 rupees a week for this job. Knowing that this would not suffice she started working as a building construction worker which earned her two rupees a day.

Over a period of time, she got to know that one of her sons, brother in law and nephew Naeem had been killed. When police took her to identify her relatives, she identified them by the fabric and stitches of the clothes. She was never given the last remnants of her loved ones as it had to be produced in the court as evidences. It was a different thing that she never wanted the remnants which would remind her of the people she could never get back.

While nursing the wounds of her heart she was also bowed down by the responsibility of nursing the wounds of the people who had come back. Six members had come back. Her husband was beaten up badly and the wound needed immediate medical intervention. The head wound was particularly bad as it was festering with insects.

It has been twenty years since then and Hazara till date works to keep her family together. She has managed to grow her sons and treat her husband. One of the sons, Qayyum who managed to stay behind was 12 years old then. He had been helping his mother to support the family. However, there is no regular job and he only manages to earn 300 rupees.

Their life has never been the same since then, her husband is too weak to take up any job and they still continue to struggle with difficulties of day to day existence like incessant inflow of drainage water. Along with the day to day struggle, their struggle against those bitter memories of bullets, searches and uncelebrated Eid on a hungry stomach continues.

Nassim had been eagerly waiting for Eid and the marriage of her brother, Siraj Ahmad. Siraj, was the only brother of the four sisters. He had done his MA and use to make typeface. Their father use to sell bangles. When the family was busy preparing for Iftaar, they were suddenly halted by the raid of the policemen who 'arrested' their brother.

He never came back.

But his father could never come to terms with the fact that his son would never come back. His mother lost her sanity in the endless wait, while the sister Nassim, the only one left behind, is still paying the price for being 'sane' in this insane world.

Nassim was the only married sibling. She took up odd jobs like folding text books and embroidery to make ends meet. Later she joined as a primary teacher in a private school. She wanted to marry off the rest of her sisters but the society never allowed it to happen. One of her sisters had to stay with her as she couldn't give her in-laws the desired dowry.

Nassim has picked up broken pieces of life and put them together. She is constructing a room in the old house. But she knows that her life can only be a disjointed whole.

Zarina's husband and son were also taken in that yellow truck. They like others went away to never come back again. At the time she had eight sons and two daughters. The youngest one was four days old.

She took up odd jobs like cutting ropes to sustain her family. The hope of building the lives of her remaining children died along with the hope of getting her son and husband back when the former were forced into child labour.

Ninety years old Nasseban still screams in her sleep. 'Don't take my son away from me', these are the lines which accompany her at night. She had once been a mother of two sons but the 28years old incident has left her only with scarred memories.

Her two sons were picked up during the raid. One of the two sons had succumbed to the police torture while the other committed suicide on a cold winter night in 2013. Being unable to deal with trauma, she has started drinking heavily. But even alcohol is not helping her forget the custodial killing of her husband in Fatehpur jail.

Both of her sons and her husband were taken by the PAC in 1987. Only Salim came back, her husband Jamil was taken to the jail while Nassem was shot and drowned in the canal.

Salim was married off after he came back. His bride, Anjum studied till 12th standard and was adept in household chores. She kept complaining that the house lacked life. It appeared to her that they were living because they had to.

The family had a hand weaving machine but there was no one to run it. Salim had opened a hardware shop and the family gained some financial stability and they bought a scooter, car and a sewing shop. But none of this could make him get over his haunted past. He lost his life in the second suicide attempt.

Salim was survived by his wife, five daughters, two sons and his mother. His wife runs the hardware shop he has left behind. She was initially a little inhibited but through the support and cooperation of people around she was able to run the shop. Destiny had its own plans for her. When things were running smooth, her husband's uncle (during the 1987 incident he was in Pakistan) interference forced her precarious life in disarray. He made claims on the house and business saying that after her husband, the property rightfully did not belong to her. After her husband's death she had bought an embroidery machine and took computer classes. Despite her attempts to bring the life back in order, she was pushed into the corner by her husband's uncle family. They managed to throw her out of the house. She has lodged a police complaint against them.

She is struggling with her life. Both of her sons need special attention because of their illness. Her hopes are pinned on her daughters. One of them is doing B.com while the other has been sent to her sister's house.

Everyday has been the same for Shakeela Begum. Every day she has to work round the clock to make ends meet. In despair and hopelessness she believes that there is nothing much to look forward to in life. She has spent lonely and fearful days in her small room since her husband, Mohammad Shakeel, was picked by the police in 1987. Since then she has been doing odd jobs of working as a domestic help in various households of the locality. These jobs only fetch around 200 rupees a month. She raised two sons and four daughters in this meager earning. The sons have picked up their father's job of sewing while her daughters got married.

Her travails of life did not end with settling her children. After some years, her daughter in law contracted some disease in the process of blood transfusion in the municipal hospital (P.L Sharma Hospital). Since then she has been spending 3000 rupees a month in medicine and 8000-9000 rupees in check ups. Private hospital charges are difficult to afford but she does not want to take any more chances with government hospitals.

Shakeela's eldest son has been suffering from asthma but they don't have enough money to treat it. All their pain and agony is trapped in their old and forlorn house. Shakeela fears that the dilapidated house might just come down in a torrential rain someday.

She been working for the past thirty years but she is tired now and her body has been asking for rest. She cannot see properly and her intestines have also been troubling her. Despite of all the tiredness, she cannot stop working. She is not being able to avail the widow allowance, so she sustains the family by giving polio drops and working as a help in neighborhood households.

She carries a photo of her husband in a violet paper in her pocket. Along with the photo there is a twenty rupee note. She says that it's for the stranger who might find her dead body somewhere. 'I don't want him to pay for the ride to my home' she says.

Another Shakeela has been fighting the battle of survival in Hashimpura. Her husband had also been picked by PAC. He too left her to never come back again.

She got married to him when she was just eighteen years old. She is now 58 years old and more than half of her life was spent in widowhood. Her husband used to run a small printing set up which had to be shut down after his death. She is surviving by giving rooms for rent and through the sewing machine which she acquired through the relief scheme.

She has been keeping unwell for a very long period. One of her kidneys had stone which was left untreated, later her other kidney also got affected. But now she neither has the means nor the will power to treat her illness. She is surviving because of her adopted daughter and her brothers in law. Sometimes her brother in law's family comes to visit her but mostly she stays alone.

Haseena lost her sanity after her husband; Mohammad Usman was picked by the PAC. Her children took it upon themselves to take care of her. In the process they could never finish their studies.

It has been twenty three years since Rehana has come to the house as a daughter in law. She says that she feels the palpable effect of the incident in the house till date. A small sewing machine was bought by her to support the family but now the machine has been outmoded by computer run sewing machine which has come in the family. The machine does not even have a resale value. It rusts in the balcony, leaving her desperate for survival.

Haseena held back her tears to narrate one of the worst nightmares of her life. She was amongst those women whose husbands were picked by the police who believed that they were coming back but the surviving men narrated a different story. Along with her husband, Md. Sadaruddin her brother in law was also taken away. By some stroke of luck, her brother in law came back from the Fatehpur jail but her husband did not. He did not live to see his six daughters and one son grow.

Haseena got married at a younger age. She cannot recollect much about her initial days at the house. She faintly remembers the birth of her youngest daughter who was born in the afternoon of 22nd May.

Haseena still cannot comprehend the action of the uniformed men. She cannot understand how could these men not think about the lives of women and children who would be left behind?

Hassena still remembers the wait of that night. All the women decided to stay in one big hall after their husbands were picked up. They provided support to each other at the dark hours of the day. Their hope of the comeback of their husbands was dashed when one of the picked up men came back to tell them how their husbands were shot dead.

Since then Haseena has been working overtime to feed her family. Initially some support was provided by the colony, relatives and relief grocery but later she had to find her own means to survive. She started doing odd jobs like stitching embellishments on clothes. However, this job did not even provide meager sustenance. There was a time when it was difficult to manage a cup of tea and they had to survive on little or no food for days.

In addition to food she also had to pay for maintenance of the house. Medical expenses were also an added burden. She had to undergo two operations in the last few years. Her father in law has also not been keeping well. In this entire process, she couldn't send her children to school.

After fifteen years of hard work, her financial status is a little better as her sons have started earning. But they have their own respective families to fend. For Hassena life has since that fateful night never been the same.

These women have gone through a lot in their lives. They have seen their loved ones, fathers, brothers and husbands been taken away by the murderers. In one flash their life changed forever. In order to survive they picked up the broken pieces of their lives and put it together piece by piece. They fought against memories and pain for the sake of their families. The resilience and resistance of these women gave food and shelter to the children and survivors of the deceased.
Hashimpura now has a power loom which stitches and designs clothes. The power loom has provided employment opportunity to the women. Muslim women have been doing this work for long and so it was easier for them to take up this work. These power looms provided support to the women who had nothing to fall back upon.

Around 43 men from Hashmpiura have been killed. We have narrated some of the stories of the families who had lost their people in the incident. The women, who were left behind, struggled to survive. The children who were left behind lost their childhood after the incident. They did not have the luxury of school education. They had to fill in for their fathers and brothers. Many of the children worked long with their mother to make ends meet.

Hashimpura has not yet recovered from the loss and trauma of suddenly losing scores of people. Probably, they will never recover. Justice has yet not been delivered to the people. Haseena says that many people tell her that they should not complain as now the areas have roads and they have four storey buildings. Haseena retorts "will the building and road give us, what we have lost".

These women managed to survive not only deaths but also hostile circumstances. They were not only fighting memories but a situation where the minorities were being persecuted during the Babri mosque controversy. All around India, minorities were butchered by the mercenaries of the state. Finally, the mosque was brought down setting ground for another round of persecution of the minorities.

One can only imagine the mental state of women who had to battle death, destruction and the constant fear of attack.

In all these difficult circumstances they hoped for justice. There was no way of getting back their husbands, sons and brothers, but punishing those who were guilty of taking them away from them was what they were fighting for. Women of Hashimpura are working hard and saving money for the legal and political battle against the unjust killing of their family members. They travel to Delhi and Luckhnow to participate in rallies to raise their voices to demand justice.

After all this, the verdict was a cruel and ruthless joke. They said, "They are asking us to recognize the faces of the policemen. How will we be able to recognize them? It happened years ago. They were wearing helmets. The state knows them as they were appointed by them only".
Kayyum, who lost his brother sadly says, "In our country, the message which is being sent across is that nothing will happen to you if you kill Muslims"

Nassema, has lost her brother. She says, "Who would want to fight legal battles if such judgments are given"

Kayyum, Naseema and Haseena do not know for how long they will have to wait for justice to be delivered.

सरकार, हामी मरेका छैनौं

नेपाल आमा  नरोऊ तिमी  दिंदैनौ हामी त्यो शीर झुक्न
ज्युँदो छ अझै सन्तान तिम्रो बगेका तिम्रा ती आँसु पुछ्न। 

धेरै भूमिका नबाधौं । देश–विदेशमा बस्ने हामी सबैलाई थाहा छ, देशमा के भयो ? जीउधनको क्षति कति भयो ? अझै अनुमानमात्र छ । संख्या थपिंदै छ । महाविपद् आइलाग्यो । एकाएक लाखौं जनताको क्रन्दन सडकभरि गुन्जियो । भोकै–प्यासै जनता लड्न बाध्य भए । सरकारसँग केही थिएन । एकथान त्रिपाल, एकपोका चाउचाउ, एक बोतल पानी पनि सरकारले जनतालाई समयमा दिन सकेन । 
होस् पनि कसरी ? त्रिपालको कुरै छोडौं, एक बोतल पानी किन्दा पनि दलदेखि दलदल बनेको कर्मचारीतन्त्रसम्म कमिसन र भागबण्डा मिल्नुपर्छ । ट्रान्सपरेन्सी इन्टरनेसनलको रंगीन चार्टमा देखिने नेपालको नक्सामा गाढा रातो त्यसै थपिंदै गएको हैन । अपवाद छोडेर भ्रष्ट नेता र कर्मचारीको देश भनेर चिनिएको नेपाल अहिले दैवीय वज्रको प्रहारले पनि चिनिएको छ । विदेशी सदाशयता व्यवहारमा भन्दा प्रचारमा बढी छ । 
अब पनि हामीले नगरे कसले गर्छ ? 
प्रश्नको सीधा उत्तर आउन सक्छ– सरकारले । देश हाँकेका हैन, सत्तामा बसेकाहरूको स्वर एउटै छ । निर्माण–पुनर्निमाण गर्ने । विदेशी दातासामु हात फैलाउने, माग्ने । 
सरकारले आफ्नै जनताको विश्वास जित्न सकेन । विदेशीले पनि खासै पत्याएका छैनन् । प्रधान मन्त्री राहत कोषमा रकम जम्मा गर्न अगुल्टाले हानेको कुकुर बिजुली चम्किंदा तर्सिने जस्तो गरी जनतादेखि विदेशी दातासम्म तर्सिए ।
सरकार नाउँको झुण्ड छ, तर सरकारजस्तो छैन । सरकारमा कस्तासम्म मान्छे छन्, अहिले सामाजिक सञ्जालमा छ्याप्छ्याती भएको एउटा भिडियो अन्तर्वार्ता हेरे थाहा हुन्छ । 'वामदेव–धमला'चरित् त्यो भिडियो हेर्ने हरेक नेपालीलाई आज लज्जाबोध भएको छ । 
देशको उप प्रधान तथा गृह मन्त्रीलाई आफ्ना जनता, राष्ट्रसेवक प्रहरी–सेना–कर्मचारी, छिमेकी राष्ट्र, मित्रराष्ट्र, सहयोगी तथा दातालाई सम्बोधन गर्ने उपयुक्त र शालिन शब्दको समेत ज्ञान छैन । सार्वजनिकरूपमा उनी 'उनोरु'र 'तिनोरु'जस्ता लाजमर्दा शब्द लगाएर बोल्छन् ।  
भागबन्डा र त्यसभित्र पनि ठूलो धम्की, घुर्की र बपौतीबापत लिएको गृहको नेतृत्वले एमालेलाई लज्जाबोध गराएको छ कि छैन तर देश र जनताको बेइज्जती भने मजाले भएको छ । दोष एमालेको मात्र छैन, सबैको छ । अहिले सबै दलका नेतृत्वप्रति जनतामा कुनै आशा छैन । विश्वास छैन । भरोसा छैन । यसका लागि दोषी दलमात्र छैनन्, हामी जनता पनि छौं । जसले यस्तैलाई नेतृत्व सुम्पियौं । 
अब पनि पार्टीगत भागबन्डा, पालोपैंचोमा सत्तारोहण गर्ने हो भने त्यो नेतृत्वलाई पनि न जनताले विश्वास गर्छन्, न शुभचिन्तक दाता र सहयोगी देशले । अहिले देशले विकल्प खोजेको छ । युवा र गतिशील नेतृत्व चाहेको छ । दूरदर्शी, पारदर्शी र प्रेरणादायक मूलीको खाँचो छ देशलाई । 
सरकारले केही गर्ला तर हामीलाई दयाको पात्र बनाउँछ । भीख माग्छ । दाताहरु दिन्छन् तर त्योभन्दा बढी लिन्छन् । राहतमा बाइबल पनि बाँडियो भन्ने सुनिन्छ । डेशमण्ड टुटुको आवाजले सन्देश दिइरहेको छ । सुन्न र बुझ्न जरुरी छ–  'जब मिसिनरिजहरु अफ्रिकामा आए, उनीहरुसँग बाइबल थियो, हामीसँग देश थियो । उनीहरुले भने– हामीलाई प्रार्थना गर्न देऊ ! हामीले आँखा बन्द गर्यौं । जब हामीले आँखा खोल्यौ, बाइबल हामीसँग थियो, देश उनीहरुसँग ।
विदेशी दाता चाहिँदैन  
नीति र निष्ठा चाहिएको छ । संकल्प र इमानदारिता चाहिएको छ । कुनै विदेशी दाता चाहिएको छैन । हाम्रो देश हामी आफैं बनाउन सक्छौं । सरकार, हामी मरेका छैनौं !
दक्षिण कोरियाबाट प्रेरणा लिऊँ देश बनाऊँ । पचास वर्षअघिसम्म दक्षिण कोरियाको अवस्था नेपालको भन्दा खराब थियो । हामी जस्तै जीविकोपार्जनका लागि लाखौं कोरियाली बाहिरिएका थिए । भनिन्छ– विदेशिएका कोरियालीले आफ्नो गाँस काटेर देश निर्माणमा सहयोग गरे ।
किन गरे ? असल सरकार पाए । कोरियालीहरुमा देश निर्माणको उत्साह जाग्यो । त्यो उत्साहले आजको समृद्ध कोरिया निर्माण ग¥यो । राष्ट्रिय स्वाभिमान उँचो बचायो । 
हामीभित्र पनि त्यो उत्साह नभएको हैन तर सरकारले जगाउन सकेको छैन । तैपनि धेरै स्वस्फूर्त हात र मन अगाडि बढेका छन् । कोरियालीहरुले जस्तै हामी आफ्नो देश आफैं बनाउन सक्छौं । संसारमा धेरैले आफ्नो देश आफँै बनाए, हामी किन सक्दैनौ ? भावना छ, ऊर्जा छ, साहस छ तर वातावरण छैन । त्यसैले उत्साह छैन । 
अहिले अखबारतिर अएका केही विज्ञका सोच र सल्लाह हेर्ने हो भने जनताका लागि पाँच लाख रुपियाँको हाराहारीमा घर बनाउन सकिन्छ । यदि हो र सकिन्छ भने विज्ञहरुसँग सल्लाह गरेर सरकारले नीति ल्याओस्, आह्वान गरोस्, चार–पाँच लाख घर बनाउन कुनै दाता चाहिँदैन । हामी विदेशमा बस्ने नेपाली मरेका छैनौं । भूकम्पमा धेरै नेपाली मरे तर बाँचेको नेपालीको साहस मरेको छैन । मुठी खोल्ने धेरै हुन्छन् । 
विदेशिएका झण्डै पैतीस लाख नेपालीमध्ये आधाभन्दा बढीको बसोबास जापान, अमेरिका, अस्ट्रेलिया, क्यानडा, युरोप, हंगकंग, सिंगापुरमा होला । यो क्षेत्रमा बस्ने नेपालीका लागि दुई–चार लाख भनेको दुई तीन हजार डलर हो । सरदर नेपालीको दुई–चार महिनाको बचत हो । 
मेरो मातृभूमिलाई परेको यो विपद्मा मेरो सहयोग आवश्यक छ । मेरो जीवनको दुई–चार महिना मातृभूमिलाई दिन्छु भन्ने एउटा मानवतावादी सोच उमार्न सके नेपाल पुनर्निर्माण हुन्छ । म सक्छु, म गर्छु भन्ने एउटा संकल्प चाहिन्छ । मैले संकल्प गरेको छु । यद्यपि अहिले मेरा लागि दुई–चार हजार डलर भनेको दुई–चार महिना हैन, वर्षभरिको बचतभन्दा बढी हुन सक्छ । तर पनि मेरो जीवनको एक वर्ष मातृभूमिका लागि ।  
एक घरको लागत पाँच लाख हैन, दश लाख नै होस् । सक्नेले बीस–तीस–पचास पनि बनाइदेलान् । नसक्नेले पाँच–दश मिलेर एक बनाइदेलान् । एनआरएनहरु भनिरहेका छन्– हामी बनाउँछौ । देशका उद्योगी–व्यापारी पनि तयार हुँदैछन् । देशभित्रकै दाता र समाजसेवी पनि अघि बढ्दैछन् । धेरै मनकारी मन उदाउन सक्छन् । मलाई लाग्छ, हामी विदेश बस्ने नब्बे प्रतिशत नेपाली हातमा हात, काँधमा काँध र साथमा साथ मिलाउन तयार हुन्छौं । विदेशमा भएका नेपालीले जुन तदारुकता र उत्साह राहत संकलनमा देखाए, त्यही 'स्पिरिट'मा देश निर्माण–पुनर्निर्माणमा पनि नेपाली जुट्छन् तर सरकार, सरकार जस्तो हुनुपर्छ । आँटिलो, विश्वासिलो, भरपर्दो । सरकार भनेको जनताको संरक्षक हुनुपर्छ । श्रद्धा र सम्मान गर्न लायकको हुनुपर्छ । 
असहाय जनताका घर बनाउन देश/विदेशका नेपालीलाई आह्वान गरोस् । स्कुल–कलेजको जिम्मा सेना र सशस्त्र प्रहरीको संयोजनमा छिटोभन्दा छिटो गरोस् । पुरातात्विक क्षेत्रको जिम्मा सरकार आफूले लेओस् । सुन्दर नेपालको परिकल्पना टाढा छैन । 
मातृभूमिको माया कसलाई छैन ? त्यो धरहरा ढल्दा म आफैं ढले जस्तो भएको छ । त्यो काष्ठमण्डप भत्कँदा आफ्नै जीवन भत्किए जस्तो भएको छ । वसन्तपुरको नौ तले खस्दा आफ्नै शिर खसेजस्तो भएको छ । त्यहाँका इँटा र ढुङ्गाले आफैँलाई पुरेजस्तो भएको छ । नेपाल आमाको छाती चिरिँदा आफ्नै छाती चिरिएजस्तो भएको छ । धेरैलाई गहिरो पीडा अनुभूत भएको छ । यस्तो मानसिक पीडामा डुबेका सबै नेपाली सहयोग गर्न तयार छन् । 
तर देश–विदेशमा बस्ने हामी नेपालीको एउटा अर्को प्रश्न र सर्त पनि छ– संविधान कहिले बनाउँछौ ? आठ वर्षसम्म देशलाई संविधान नदिएर बन्धक बनाउने ६०१ को बगाललाई अझै किन पाल्ने ? अब केले पाल्ने ? तपाईँहरुले कुन नैतिकताका आधारमा देशको वार्षिक अरबौं रुपियाँ खाने ? 
म यहाँ पनि दोहो¥याउन चाहन्छु । सभासद्ज्यूहरु, भन्नुस् कहिले दिनुहुन्छ संविधान ? कि संविधान दिनुस् कि त्यो गरिब देशको ढुकुटीबाट तलबभत्ता नखानुस् । तपार्इँहरुभित्र नैतिकता भन्ने तत्व जिउँदो छ भने छनोट गर्नुस् ? हैन, नैतिकताको मर्मलाई आफ्ना फोहोरी पैतालाले थिच्छु भन्नुहुन्छ भने भोलि तपाईँहरु मानवताबिहीन घृणाको पात्र मान्छे मात्र बाँकी रहनुहुन्छ । आजै संकल्प गर्नुस्, संविधान नबनेसम्म तलबभत्ता लिन्नांै भनेर । त्यो पैसाले जनताको घरबार जोडिदिनुस् । त्यसमा थप्न हामी पनि तयार छौं, जोड्न तयार छौं । 
एउटै मान्छे एकै समयमा नेता र असल नेता किन हुन सक्दैन ? समस्या एउटै छ– नैतिकता । त्यो नभएपछि मान्छे, मान्छेमात्र बाँकी रहन्छ । मानव हँुदैन । मानव बन्ने प्रयत्न गर्नुस् । मानवताको आभूषण हो, नैतिकता । सबैभन्दा महँगो उपहार हो, नैतिकता । जसले पहिरिन्छ त्यही महान् हुन्छ ।  अर्को महत्वपूर्ण कुरा, काठमाडांै उपत्यकाभित्र भत्किएका आधुनिक घरमध्ये पचास प्रतिशत मापदण्डभन्दा बाहिरका भएको कुरा प्रकाशमा आएको छ । लाखौं घर मापदण्डविपरित बनाइएको अनुमान छ । 
गोंगबुमा एउटै घरमा पचासौं मान्छे मारिए । जुन घर 'गोंगबुको ज्यानमारा घर'कहलियो । तीन आनामा बनेको पाँचतले त्यो घरमा पिलर पनि उठाएको थिएन रे । यस्ता कति हो कति छन् । कति ढले, कति बाँकी नै छन् । जनता मार्ने ती ज्यानमारा घरको स्वीकृति दिने को हुन् ? मापदण्ड नाघेर बनाउने को हुन् ? कसले ग¥यो यो लापरबाही ? कसले ग¥यो यो जघन्य अपराध ?
अब छिटोभन्दा छिटो प्राविधिकसहितको जाँचबुझ आयोग बनाएर ती सबैको खोजी गरिनु जरुरी छ । कति ढले कति बाँकी छन् ? बाँकी रहेका मापदण्डभन्दा बाहिरका घर तुरुन्त भत्काउन लगाउनुपर्छ । भोलिका दिनमा बाँकी मान्छे सुरक्षित हुन् । मापदण्ड विपरित निर्माण गरिएका घरको खोजी गर्न सरकाले टोलछिमेकीबाट उजुरीसमेतको आह्वान गरेर छानबिन गरे सजिलो हुन सक्छ ।  मापदण्ड नाघेर बनाउन स्वीकृति दिने र बनाउने सबैलाई कडाभन्दा कडा कारबाही गरिनुपर्छ । ताकि त्यो दुस्साहस फेरि कसैले गर्न नसकोस् । फेरि ज्यानमारा घर नठडिउन् । फेरि जनताले ज्यान गुमाउनु नपरोस् ।

We are getting feedbacks from the Himalayas round the clock.Tej kumar Karki wrote the comment this time responding to Mr.Shreshtha.I have to intervene as this afternoon I just stumbled on Bangla DD and coincidentally saw the film Herbert from the beginning to the end.The conclusion of Nabarun Bhattacharya penned Novel as well as the film is ditto which this Mahabhukap  teaches us that no one may predict where the explosion would take place.Herbert created a grand Explosion with his death and he did not plan it.I would reather write a detailed story in Hindi or Bengali on this film.

About 15 years ago, I was in Laprak for a while which was a village of

its own kind in the whole of hill Nepal. It was one single compact

village comprising of some six hundred households that constituted all

the nine wards of its VDC. While it was a very nice table land, its

physical situation was slightly projecting out to the south, thus,

generating constant concerns for the locals as well as the

"development visitors" if the whole of the village might one day come

crashing down to the valley below. So, what happened to the Laprak

people during the recent quake was only to be expected. They certainly

need to be resettled in a better location.


However, the Laprak case is only part of the story. In most of the

affected hills, it is mostly the poor who suffered extensively. Most

of them have been living in makeshift dwelling units, eking out an

existence from marginal lands that hardly met their need for more than

half a year in most cases. There are thousands and thousands of such

victims, and they too need to be resettled properly so that they could

get to live a more decent human life for themselves in New Nepal. If

some serious relief and rehab do not get underway more or less

instantaneously, the monsoon that would be here in full swing about a

month from now would take its own toll due to lack of food, medical

help and protection from rain. But we have seen it time and time again

that the government--composed of corrupt politicians and similarly

able bureaucrats--is only painfully incompetent to deliver any such

aid, let alone in a scale that the current situation demands. There is

only one institution in Nepal that has the organizational discipline

and capability to undertake such a mission--and that has also amply

demonstrated its competence in the relief work in recent quake--is the

Nepal army, aided by other security forces. My own suggestions have

been that (1) in order to make it a top priority emergency

undertaking, the task should be led by the President of the Republic

himself. After all, he is already leading a task of much lesser

magnitude and importance, the Churia Forest protection and

conservation. Therefore, the government must request the President to

take over this task of averting further disaster for the million of

victims of this 2072 Great Quake. To that end, the donor community too

which would be providing most resources for the task should proffer

their own suggestion to and impress upon the government and the

President their own concerns and sense of urgency. (2) Secondly, the

army which alone has the strength of some 100,000 people should be

asked to manage the whole undertaking of relief and rehab in all the

affected districts. (3) Thirdly, since most of the quake victims would

be rebuilding their lives in their own areas, they themselves should

be organized into their own user groups and put in charge of their own

relief and rehab with the support of t he army personnel. While this

would enable them to devise solutions in keeping with the

location-specific nature of the catastrophe that affected them, it

will also the relief and rehab work get underway simultaneously in all

places, thus helping the victims to avert the possible misery to which

they would otherwise be exposed after the onset of the monsoon in

particular. In all this, we must make sure that the politicians almost

all of whom are corrupt to the bone must be kept completely out of the

loop. Let them shed crocodile tears in the form of "sankalpa prastav"

etc in their overcrowded Constituent Assembly--most of them have no

business being there--where they have been mercilessly consuming the

precious scarce resources that should have gone to the disaster

victims just now. I hope it makes sense to you.

Dear Ravi Raj jee,

Your querry in the NNSD forum today, "Is this country a loktantra,
prajatantra or going to be an Ektantra?" is a very apt and timely one,
particularly in view of the fact that even after three long weeks of
the Great Earthquake of April 25 followed a week later by another
great one, the government has not been able to put its act together.
In the meantime, media reports abound as to the disarray in the
government and political system. For instance, the Chief Secretary who
has been one of the finest leaders in the nation's bureaucracy and had
initially put in his effort as the main coordinator in the government
in rescue and relief, has since been sidelined with individual
sectoral organisations asserting to act on their own that was bound to
add chaos to the inaction and lack of organisation. The heart-rending
TV visuals are sufficient testimony to the incompentence and lack of
sense of accountability on the part of the political leaders in the
government in particular.Besides, this is not a recent phenomenon.
Expressing her indignation at the politically-correct suggestion that
all donations should go to the PM's Disaster Relief Fund, a
distinguished social worker and reformer, Dr. Aruna Uprety has
recently written about the pathetic situation even in nearby places
like Bhaktpur and Lalitpur where, according to her, there has been
"very few government effort" and where no political leader has even
bothered to go to comfort the victims. She further went on to remind
the readers about the established incompetence of the PM's Fund by
drawing attention to the fact that even after years of suffering, "the
flood victims of Dang and Surkhet" continue to live "under tent
without having any proper livelihood " The point here is that the
government's capacity to deliver has been tardy historically with
boundless corruption and blatant lack of sense of accountability to go
with it. Bhagbanda politics has been the rule of the game which has
already shown its disruptive effect in what little the government has
tried to do to deliver aid to the districts. Besides,as reminded by
Kanak Mani Dixit jee earlier in the NNSD forum, the government alone
"does not have the monopoly" over corruption. We know that the NGOs
too could be obscenely corrupt irrespective of the fact that they may
be led of highly educated and very wealthy people who, however, dare
to cotninue to masquerade as scholars and do-gooders in the society
and more so in front of the patently gullible donor officials.

The critical issue is accountability and it is basically a structural
problem. Despite our country remaining "desperately poor"--a term
widel used lately to denote it in international dispatches for quake
reporting--and "least developed" in the world, Nepal has distinguished
herself in two areas: restoration of Nepal's forest wealth through
Forest User Groups (now numbering 18000) and getting to the top of the
table in world ranking in meeting MDGs in child survival and maternal
mortality reduction through Mothers' Groups, now numbering 52,000 all
across the country. Their distinctive features that makes
accountability so very compelling have been that all users participate
in the decision-making of the groups that ensures transparency of
management that, in turn, assures accountability of leaders. Thus, it
is the structure of the organisations that have assrured good
governance conditions in them. Besides, once the users themselves have
been organised to manage their own programmes, then, whether it be
foestry development or promotion of mothers' and child health, it can
happen all over the country at the same time. Empowering the
communities makes simultaneous development possible all over the
country. It is this factor that has helped Nepal excell other
countries in the world in those two areas..

However, Nepal has been even without elected local bodies for the last
decade and half which otherwise are the institutions that are mandated
by law to manage disasters at the local level. So much for the
country's disaster-preparedness, and the utility of support of the
large multitude of donor agencies that have spent hundreds of millions
organising seminars in luxury hotels in Kathmandu on the subject.

Therefore, if the government and donor agencies mean well about
organising the relief and rehab initiative in support of the million
of quake victims with necessary sincerity of purpose and sense of
urgency, then, the endeavour should be characterised by the following
three essential features.

Firstly, in order to depoliticise the whole initiative--that would
otherwise subject it to Bhagbanda and all the distortions that
accompany it--the President of the country should be requested to take
over the programme.

Secondly, the Nepal army, assisted by other security wings, is the
only organisation that has the demonstrated capability to bring relief
and rehab support to all the affected areas timely and effectively.
The programme therefore should be implemented on war-footing under the
command of the Nepal army.

Thirdly, the relief and rehab supports needed for the victims in
different parts of  the country are location and individual-specific
in nature. Therefore in order to customise the support package to the
needs of specific individuals and communities, the victims themselves
should be organised into user groups and put in charge of planning and
implementing their own relief and rehab initiatives in an effective,
inclusive and sustainable manner.

The donors must transfer funds to a common pool that would be managed
by the Nepal army for the purpose.

China and India 'water grab' dams put ecology of Himalayas in danger

The future of the world's most famous mountain range could be endangered by a vast dam-building project, as a risky regional race for water resources takes place in Asia.

New academic research shows that India, Nepal, Bhutan and Pakistan are engaged in a huge "water grab" in the Himalayas, as they seek new sources of electricity to power their economies. Taken together, the countries have plans for more than 400 hydro dams which, if built, could together provide more than 160,000MW of electricity – three times more than the UK uses.

In addition, China has plans for around 100 dams to generate a similar amount of power from major rivers rising in Tibet. A further 60 or more dams are being planned for the Mekong river which also rises in Tibet and flows south through south-east Asia.

Most of the Himalayan rivers have been relatively untouched by dams near their sources. Now the two great Asian powers, India and China, are rushing to harness them as they cut through some of the world's deepest valleys. Many of the proposed dams would be among the tallest in the world, able to generate more than 4,000MW, as much as the Hoover dam on the Colorado river in the US.

The result, over the next 20 years, "could be that the Himalayas become the most dammed region in the world", said Ed Grumbine, visiting international scientist with the Chinese Academy of Sciences in Kunming. "India aims to construct 292 dams … doubling current hydropower capacity and contributing 6% to projected national energy needs. If all dams are constructed as proposed, in 28 of 32 major river valleys, the Indian Himalayas would have one of the highest average dam densities in the world, with one dam for every 32km of river channel. Every neighbour of India with undeveloped hydropower sites is building or planning to build multiple dams, totalling at minimum 129 projects," said Grumbine, author of a paper in Science.

China, which is building multiple dams on all the major rivers running off the Tibetan plateau, is likely to emerge as the ultimate controller of water for nearly 40% of the world's population. "The plateau is the source of the single largest collection of international rivers in the world, including the Mekong, the Brahmaputra, the Yangtse and the Yellow rivers. It is the headwater of rivers on which nearly half the world depends. The net effect of the dam building could be disastrous. We just don't know the consequences," said Tashi Tsering, a water resource researcher at the University of British Columbia in Canada.

"China is engaged in the greatest water grab in history. Not only is it damming the rivers on the plateau, it is financing and building mega-dams in Pakistan, Laos, Burma and elsewhere and making agreements to take the power," said Indian geopolitical analyst Brahma Chellaney. "China-India disputes have shifted from land to water. Water is the new divide and is going centre stage in politics. Only China has the capacity to build these mega-dams and the power to crush resistance. This is effectively war without a shot being fired."

According to Chellaney, India is in the weakest position because half its water comes directly from China; however, Bangladesh is fearful of India's plans for water diversions and hydropower. Bangladeshi government scientists say that even a 10% reduction in the water flow by India could dry out great areas of farmland for much of the year. More than 80% of Bangladesh's 50 million small farmers depend on water that flows through India.

Engineers and environmentalists say that little work has been done on the human or ecological impact of the dams, which they fear could increase floods and be vulnerable to earthquakes. "We do not have credible environmental and social impact assessments, we have no environmental compliance system, no cumulative impact assessment and no carrying capacity studies. The Indian ministry of environment and forests, developers and consultants are responsible for this mess," said Himanshu Thakkar, co-ordinator of South Asia Network on Dams, Rivers and People.

China and India have both displaced tens of millions of people with giant dams such as the Narmada and Three Gorges over the last 30 years, but governments have not published estimates of how many people would have to be relocated or how much land would be drowned by the new dams. "This is being totally ignored. No one knows, either, about the impact of climate change on the rivers. The dams are all being built in rivers that are fed by glaciers and snowfields which are melting at a fast rate," said Tsering.

Climate models suggest that major rivers running off the Himalayas, after increasing flows as glaciers melt, could lose 10-20% of their flow by 2050. This would not only reduce the rivers' capacity to produce electricity, but would exacerbate regional political tensions.

The dams have already led to protest movements in Uttarakhand, Himachal Pradesh, Sikkim, Assam and other northern states of India and in Tibet. Protests in Uttarakhand, which was devastated by floods last month, were led by Indian professor GD Agarwal, who was taken to hospital after a 50-day fast but who was released this week.

"There is no other way but to continue because the state government is not keen to review the dam policy," said Mallika Bhanot, a member of Ganga Avahan, a group opposing proposals for a series of dams on the Ganges.

Governments have tried to calm people by saying that many of the dams will not require large reservoirs, but will be "run of the river" constructions which channel water through tunnels to massive turbines. But critics say the damage done can be just as great. "[These] will complete shift the path of the river flow," said Shripad Dharmadhikary, a leading opponent of the Narmada dams and author of a report into Himalayan dams. "Everyone will be affected because the rivers will dry up between points. The whole hydrology of the rivers will be changed. It is likely to aggravate floods.

"A dam may only need 500 people to move because of submergence, but because the dams stop the river flow it could impact on 20,000 people. They also disrupt the groundwater flows so many people will end up with water running dry. There will be devastation of livelihoods along all the rivers."

The coming to power of Narendra Modi in a way gave an open license to all the affiliates of RSS combine to indulge in open hate speech against the religious minorities. The current agenda behind the hate speech is to consolidate the communal polarization of the society along lines of religion. The well known case of MIM's Akarbar Uddudin Owaisis' hate speech has been despicable and very rightly Akbarudin Owaisi had to be in jail for some time. The case against him should be pursued and the legal course of action must befollowed.  At the same time what about the hate speech indulged in by the likes of Pravin Togadia, Subramaniam Swami, Giriraj Singh, Sadhvi Niranjan Jyoti, Sadhvi Prachi, Sakshi Mahraraj, Yogi Adityanth, Sanjay Raut and company?

Apart from these associates of Hindu right wing patriarch, RSS, who are reported in the media, there are many more indulging in the divisive speech and worsening the communal situation. During this year they have started feeling emboldened as they know it is 'their' Government and they can get away with it. Day in and day out they are becoming more aggressive and vicious in their language. The hate speech against religious minorities has been stepped up.

One recalls even before Modi Sarkar assumed the seat of power the divisive activities of 'BJP associates' in the form of propaganda of love jihad and Ghar Vapasi were on, and they continued without any respite during this year. Soon after this Government came to power in Pune, Mohsin Sheikh, a person working in IT was hacked to death by activists of Hindu Jagran Sena, in the aftermath of morphed pictures of Bal Thackeray and Shivaji being posted on the social media. The attack on Churches was very glaring and the process which was dominant in Delhi and Haryana was also witnessed in places like Panvel near Mumbai, Agra in UP amongst other places.

Sakshi Maharaj not only said that Godse was a patriot; he also went on to say that Hindu women should produce four children, as Muslims are overtaking the population. Sadhvi Prachi went to prescribe eight children for Hindu women. She also gave a call that the Muslim film actors, Aamir Khan, Shahrukh Khan and Salman Khan should be boycotted. Pravin Togadia has been the leading person in making hate speeches; he has the highest number of cases regarding hate speech against him. Yogi Adityanath, BJP's MP keeps making very derogatory remarks, He said that in 'love jihad' if one Hindu girl is converted then 100 Muslim girls should be converted to Hinduism. The propaganda around love jihad keeps simmering and various small and big leaders keep using it to divide the society. Same Yogi went on to say that Mosques should be converted into den of pigs and that Muslims should not be allowed to come to Hindu holy places.

Two central ministers of Modi Sarkar, Sadhvi Niranjan Jyoti and Giriaj Singh made very insulting and humiliating remarks about non Hindus and the color of skin of UPA chief Sonia Gandhi. Niranjan Jyoti stated that all those who are non Hindus are illegitimate, Haramzade. Giriraj Singh had earlier said that those not voting for Modi should go to Pakistan. Interestingly he said this before the elections and despite such a record he was elevated to the level of minister in the Modi sarkar. He made racial comments about Sonia Gandhi recently. Sakshi Mahraj also held Godse as a patriot, while his another party colleague from Kerala, one Gopal Krishnan wrote in RSS mouth piece Keasri that Godse chose a wrong target in killing Gandhi, he should have killed Nehru instead. Subramaniam Swamy, one of the very senior leaders of BJP, said that God lives in temples alone, not in mosques and Churches, The hidden implication of this statement is fraught with danger. These are few of the samples from what all has been stated during this year. Its impact in increasing the sense of fear amongst religious minorities is more than obvious. BJP ally Shiv Sena's MP Sanjay Raut went to the extent of demanding that the voting rights of Muslims should be revoked.

As such one realizes that 'Hate speech' is the outcome of the politics of divisiveness, it is the concentrated expression of the 'social common sense' prevailing in the society, it is the forth right and blunt way of putting things, which communal parties propagate anyway. It is not out of the blue that these formulations suddenly crop up, their infrastructure, the base of these has already been made by a section of political outfits.

Also 'Hate Speech' in case of India is an accompaniment of the politics in the name of religion and language, and also many times it precedes the violence or helps in polarization of communities for electoral benefits. While BJP was on the upswing during Ram Temple campaign; one recalls that Sadhvi Ritambhara, was propped up for pravachans (religious discourses) by RSS combine. She was bluntly talking anti minority things, duly endorsed by communal political organizations. This took place around the Babri demolition period.

One has been hearing similar things from many a sadhus of VHP, small and sundry members of communal gang, some Muslim communalists and the ilk of Togadia. There has been a more sophisticated presentation of the similar formulations by many others. Modi, in his initial rise to power talked divisive language, but kept changing the form in a very subtle way to suit the needs of his political strategy. When he said that post Gujarat refugee camps should be shut down as they have become factories of production of children, he was reinforcing the propaganda about Muslims having more number of children.

In the wake of Mumbai riots Bal Thackeray had indulged in Hate speech, inciting his Shiv Sainiks to undertake violence. He also got away with it due to clever way of putting his vitriol and due to the lack of adequate laws which can distinguish the Hate speech from freedom of expression, which can distinguish between one's political opinion and painting the 'other' community in a negative light. Incidentally it is important to distinguish between criticizing a community and criticizing a political organization. While political organizations can and must be criticized, communities should not be humiliated or insulted. Also no political organization can be synonymous with the religious community, whatever its claims.

It is not only disturbing but totally against the values of our democratic society that such 'hate other' ideology and speeches have become the weapon in the hands of a type of politics, which thrives on exclusion, which identifies a particular religious community as synonymous with the nation state. Again this 'hate speech' is the language of a section of those who thrive on identity politics far away from the real issues of the society.

As such Hate speech in India entered the political arena with the rise of communal streams in politics, like Muslim League on one side and Hindu Mahasabha and RSS on the other. These streams believed in the nation based on one religious community. These streams came from the sections of earlier rulers, landlords, Nawabas and Rajas etc. The ideology of religion based nationalism is narrow and it excludes 'other' from its notion of nationhood. These beliefs then get converted into Hate other, and later turn in to 'Hate speech'. This did form the basis of many a communal violence in pre independence era and also during the last two decades. Varun Gandhi, allegedly said 'he will cut the hands', is a BJP MP.

In this atmosphere once a while the BJP spokespersons will say that the view expressed by the particular leader are 'personal' and stop at that. For BJP another escape clause is that its associated organizations like VHP, Vanvasi Kalyan Ashram and Bajrang Dal are formally different organizations though they are also part of RSS controlled Sangh Parivar. They all are working in tandem with BJP for actualization of agenda of Hindu Rashtra. So while BJP is not directly responsible for their actions, the direction of the actions is the same. Many a people call these organizations as fringe elements, while as a matter of fact there is a division of labor between these organizations. These have become more aggressive during this time. And surely after the Modi Sarkar coming to power their vitriol has become more intense

About 15 years ago, I was in Laprak for a while which was a village of
its own kind in the whole of hill Nepal. It was one single compact
village comprising of some six hundred households that constituted all
the nine wards of its VDC. While it was a very nice table land, its
physical situation was slightly projecting out to the south, thus,
generating constant concerns for the locals as well as the
"development visitors" if the whole of the village might one day come
crashing down to the valley below. So, what happened to the Laprak
people during the recent quake was only to be expected. They certainly
need to be resettled in a better location.

However, the Laprak case is only part of the story. In most of the
affected hills, it is mostly the poor who suffered extensively. Most
of them have been living in makeshift dwelling units, eking out an
existence from marginal lands that hardly met their need for more than
half a year in most cases. There are thousands and thousands of such
victims, and they too need to be resettled properly so that they could
get to live a more decent human life for themselves in New Nepal. If
some serious relief and rehab do not get underway more or less
instantaneously, the monsoon that would be here in full swing about a
month from now would take its own toll due to lack of food, medical
help and protection from rain. But we have seen it time and time again
that the government--composed of corrupt politicians and similarly
able bureaucrats--is only painfully incompetent to deliver any such
aid, let alone in a scale that the current situation demands. There is
only one institution in Nepal that has the organizational discipline
and capability to undertake such a mission--and that has also amply
demonstrated its competence in the relief work in recent quake--is the
Nepal army, aided by other security forces. My own suggestions have
been that (1) in order to make it a top priority emergency
undertaking, the task should be led by the President of the Republic
himself. After all, he is already leading a task of much lesser
magnitude and importance, the Churia Forest protection and
conservation. Therefore, the government must request the President to
take over this task of averting further disaster for the million of
victims of this 2072 Great Quake. To that end, the donor community too
which would be providing most resources for the task should proffer
their own suggestion to and impress upon the government and the
President their own concerns and sense of urgency. (2) Secondly, the
army which alone has the strength of some 100,000 people should be
asked to manage the whole undertaking of relief and rehab in all the
affected districts. (3) Thirdly, since most of the quake victims would
be rebuilding their lives in their own areas, they themselves should
be organized into their own user groups and put in charge of their own
relief and rehab with the support of t he army personnel. While this
would enable them to devise solutions in keeping with the
location-specific nature of the catastrophe that affected them, it
will also the relief and rehab work get underway simultaneously in all
places, thus helping the victims to avert the possible misery to which
they would otherwise be exposed after the onset of the monsoon in
particular. In all this, we must make sure that the politicians almost
all of whom are corrupt to the bone must be kept completely out of the
loop. Let them shed crocodile tears in the form of "sankalpa prastav"
etc in their overcrowded Constituent Assembly--most of them have no
business being there--where they have been mercilessly consuming the
precious scarce resources that should have gone to the disaster
victims just now. I hope it makes sense to you.

Afghanistan has not always been legendary for its conservatism. This whole incident would not have occurred at all in the Kabul of the 1960s or 1970s. Border Infrastructure Driving India's Link to Southeast Asia

In the idyllic Andaman and Nicobar islands ­ fast emerging as India's strategic and economic arm into the Indian Ocean ­ a small strip of sea separates Port Blair from the small but upcoming town of Bamboo Flat. On the mainland, up North the Jammu-Akhnoor road has for years been a choking point for traffic heading up to Poonch, including military convoys that service troops along the Line of Control. In the Northeast, trade connections with Myanmar and Bangladesh have for decades been held ransom to shoddy roads and poor infrastructure.

A radical new approach is now being adopted to accelerate projects to unclog these bottlenecks, along with work on hundreds of other strategic projects, as the Narendra Modi government sharpens focus on creating infrastructure along India's borders.

From the Bharat Mala project (it envisages a road network along India's land boundary , stretching from Gujarat to Mizoram) to Sagar Mala (under which a coastal infrastructure will be set up along the nation's vast shoreline), the government's intention is clear: bring about a road and infra construction boom to help drive trade.

While the idea is not new, the approach has been different ­ a newly created corporation has been empowered to execute projects worth Rs 34,300 crore and has been freed of red tape that traditionally binds government agencies on mega projects. And, execution has been rapid with road projects of nearly 3,200 km activated in the past year.

Central to the change has been the creation of the National Highways & Infrastructure Development Corporation Limited (NHIDCL), which last year took over several projects from the Border Roads Organisation (BRO), mostly in the Northeast but also in a few other strategic areas. Its agenda is simple: create 10,000 km of roads by 2020 and revitalise India's connections with the neighbourhood. The changeover from BRO has been crucial ­ there are endless tales of roads passing deadlines by several years and construction costs quadrupling during execution.

"Efficiency and transparency are the two key areas we are focusing on. Using e-tools for project monitoring and awarding of contracts, and an efficient dispute-resolution mechanism have been (the highlight of) our approach," says NHIDCL Managing Director Anand Kumar. Several critical projects have been fast-tracked, given the focus of the government on creating infrastructure.

Consider this: In Port Blair, a detailed study on what could be India's first undersea transportation tunnel is set to commence soon. The idea is to construct a 1.5-kilometre tunnel connecting the capital of the Andaman and Nicobar Islands to Bamboo Flat.Oversea connection is impossible due to the heavy naval activity in the area.A similar undersea project is also being planned in West Bengal, to connect Sagar Island and Kakdwip with a 3.5 km tunnel. In the Northeast, Union Minister Nitin Gadkari last month, dedicated the final Indian stretch of the Stilwell road, right up to the Myanmar border. The Asian Development Bank is preparing a project report on connecting Manipur's capital Imphal with the town of Moreh near the border.

Insiders say doing away with the old is central to the project. The Ministry of Road Transport & Highways has, for example, created a new working group last month that has just one agenda: approve new infrastructure construction technologies for use in India. The committee has been empowered to approve within a month any new, internationally proven, technology for use in India, doing away from the archaic way of clearances that would require years if not decades for approvals by the government.

Old challenges still remain, though, the biggest being land acquisition, costs of which have gone through the roof. "While in the past locals would pool resources together and offer us free land to construct roads, the demands in the Northeast for land that is virtually worthless are astounding, in some cases as much as 40 times the market value," an official says. This may be a challenge that would take a lot to resolve. In fact, a lot depends on the ability of state governments to convince landowners on the value a road can bring to a region.

Another major focus of the new government agency is building regional connectivity to promote cross-border trade and commerce. The plan is to expand 500 km of roads in the northeastern region to enable transport with other South Asia Sub-regional Economic Cooperation member countries. The connection between Imphal and Moreh is part of these projects."All we need to connect Tripura to Chittagong is a bridge and a sea port would be available to the Northeast," says Vijay Chhibber, secretary at the roads transport & highways ministry .

India is now planning to use international funding through NHIDCL to push through these border connectivity projects. While the Asian Development Bank funds are to be utilised to connect Imphal to Myanmar, funding from the Japan International Cooperation Agency is being planned to connect the Assam and Meghalaya borders to Bangladesh. The crucial bridge that could connect Tripura to the Bay of Bengal port of Chittagong in Bangladesh is also being planned through JICA funding.

The next two years will be critical to evaluate whether this new approach is working and at stake are India's strategic linkages, and the future of trade in the region.

কৃষিজমি রূপান্তরিত হচ্ছে আবাসিক, বাণিজ্যিক বা শিল্পপ্লটে। একটি বেসরকারি সংস্থার হিসেব অনুযায়ী- আবাসন, শিল্পায়ন ও বাণিজ্যিক খাতে ব্যবহারের কারণে বছরে গড়ে ২ লাখ একর কৃষিজমি কমে যাচ্ছে। আবার পানির আধার তথা বিল-ঝিল ও হাওড়-বাঁওড় ভরাট করে থামিয়ে দেয়া হচ্ছে পানি প্রবাহের স্বাভাবিক ধারা। ফলে ভূপ্রকৃতি যেমন দিনদিন বিরূপ হচ্ছে, তেমনি হুমকি দেখা দিচ্ছে ভবিষ্যতের খাদ্য নিরাপত্তায়।
১৯৮৩-৮৪ সালের সরকারি হিসেব অনুযায়ী- দেশে মোট আবাদি জমির পরিমাণ ছিল ২ কোটি ২০ লাখ একর। কিন্তু ১৯৯৭ সালে পরিচালিত এক জরিপে দেখা যায় যে, মাত্র এক যুগের ব্যবধানেই কৃষিজমির পরিমাণ কমে গিয়ে ১ কোটি ৭৫ লাখ একরে দাঁড়ায়। এমন বেপরোয়া গতিতে কৃষিজমির ধ্বংস হওয়ার প্রেক্ষাপটে সরকার ২০০০ সালের গোড়ার দিকে জাতীয় ভূমি ব্যবহার নীতি নামে একটি নীতিমালা প্রণয়নের কাজ শুরু করে। পরের বছর ২০০১ সালের ২১ জুন আনুষ্ঠানিক গেজেট বিজ্ঞপ্তির মাধ্যমে জাতীয় ভূমি ব্যবহার নীতি ২০০১ জারি করা হয়। তাতে বলা হয়েছিল যে, গেজেট বিজ্ঞপ্তি জারির দিন থেকেই নীতিমালাটি কার্যকর হবে। কিন্তু বাস্তবে তা হয়নি। আর সেটা না হওয়ায় গত এক দশকে রাজধানীর পার্শ্ববর্তী বিভিন্ন অঞ্চলসহ সারাদেশেই আবাসন, শিল্পায়ন ও নগরায়নের জন্য ব্যাপকভাবে কৃষিজমি ধ্বংস করা হয়। অ্যাসোসিয়েশন ফর ল্যান্ড রিফর্ম অ্যান্ড ডেভেলপমেন্ট (এএলআরডি) নামের একটি বেসরকারি সংস্থার হিসেব অনুযায়ী- আবাসন, শিল্পায়ন ও বাণিজ্যিক প্রয়োজনে প্রতিদিন গড়ে ২২০ হেক্টর কৃষিজমি ধ্বংস করা হচ্ছে। সেই হিসেবে বছরে গড়ে ৮০ হাজার ২০০ হেক্টর (একরের হিসেবে যা ২ লাখ একর) কৃষিজমি হারিয়ে যাচ্ছে অপরিকল্পিত উন্নয়নের থাবায়।
স্বাধীনতার পর গত ৪৪ বছরে কমবেশি ৫০ লাখ একর কৃষিজমি ধ্বংস হয়েছে। সাম্প্রতিক বছরগুলোতে রাজউকের পূর্বাচল নতুন শহর প্রকল্পের সন্নিহিত এলাকায় কৃষিজমি ধ্বংস করে অনেকগুলো বেসরকারি আবাসন প্রকল্প বাস্তবায়নের কাজ চলাচ্ছে। এসব প্রকল্পের উদ্যোক্তারা আদৌ রাজউক বা সরকারের অন্যকোনো দফতরের অনুমোদন নেয়নি। এছাড়া গাজীপুর, টঙ্গি, সাভার, ধামরাই, কেরানীগঞ্জ, সিঙ্গাইর, মুন্সীগঞ্জ ও নারায়ণগঞ্জ জেলার বিভিন্ন অংশে বিপুলসংখ্যক আবাসিক প্রকল্প বাস্তবায়ন করা হচ্ছে কৃষিজমির উপর। কেবল আবাসিক প্রকল্পই নয়; শিল্পায়ন এবং নগরায়নের জন্যও কৃষিজমি ও বনাঞ্চল ধ্বংস এবং পানির আধার ভরাট করা হচ্ছে যথেচ্ছা।
কৃষি জমিতে গৃহ নির্মাণে নীতিমালার অভাবে যার যা ইচ্ছে মতো অট্টালিকা গড়ে তুলছে। এছাড়াও দরিদ্র পরিবারের লোকজন অভাবের তাড়নায় একদিকে কৃষি জমির উর্বর মাটি ইট ভাটায় বিক্রয় করছে, অন্যদিকে ইটভাটার মালিকরা দেদারসে আবাদি কৃষিজমির উপরের উর্বর মাটি কিনে ইট ভাটায় নিয়ে আসছে। এতে জমির উর্বরতা হারিয়ে কৃষি উৎপাদন ক্ষমতা হ্রাস পেতে শুরু করেছে। 
কৃষি জমি রক্ষার জন্য এই মুহূর্তেই পরিকল্পনা মাফিক জনবসতির জন্য আবাসন প্রকল্প নির্মাণ নীতিমালা ও বাস্তবায়ন করা অতীব জরুরী। এটা শুধু দেশের মধ্যে শহর কেন্দ্রীক হলেই চলবে না; বরং গ্রাম-অঞ্চলেও সুপরিকল্পিত আবাসন প্রকল্প নির্মাণ নীতিমালা ও সহজ কিস্তিতে বণ্টনের ব্যবস্থা গ্রহণের জন্য খোদ সরকারকেই যথাযথ প্রদক্ষেপ নিতে হবে। এছাড়া বে-সরকারি আবাসন প্রকল্প নির্মাণাধীন কোম্পানীর মালিকগুলোকে গ্রামে-গঞ্জে পরিকল্পিত আবাসন নির্মাণের জন্য সরকারকে উৎসাহিত করতে হবে। সর্বোপরি উর্বর জমির উপর শিল্প-কারখানা নির্মাণ না করাসহ ভূ-গর্ভস্থ খনিজ সম্পদ পাথর, বালু ও কয়লা ইত্যাদি উন্মুক্তভাবে খনন ও উত্তোলন বন্ধ করতে হবে। এছাড়া সরকারিভাবে কৃষি জমি রক্ষার্থে যথাযুক্ত নিয়মনীতি বাস্তবায়ন করতে হবে। এক্ষেত্রে ভূমি সংক্রান্ত বিষয়ে বর্তমান সরকার উন্নত ও দক্ষ ব্যবস্থাপনার মাধ্যমে জনগণকে ভূমি বিষয়ক সকল সেবা প্রদান এবং ভূমির সর্বোত্তম ব্যবহার নিশ্চিত করণের মাধ্যমে অর্থনৈতিক উন্নয়ন ও দারিদ্র বিমোচনে যথাযথ পদক্ষেপ নিতে হবে।

Next: যারা ছত্রধরকে দেশদ্রোহী বানিয়েছে তারাই আজকে ক্ষমতার শীর্ষে। যারা ছত্রধরদের হাতে বোমা পিস্তল তুলে দিয়েছিল তারাই আজ প্রশাসনের সর্বাধিনায়ক নায়িকা। যে বিদ্বজ্জনেরা ছত্রধরদের মাওবাদী পথ ধরার জন্য উৎসাহিত করেছিল আজ তারা সরকারী বদান্যতায় নানা পদে আসীন। এই সব নেতা নেত্রী, অভিনেত্রীরা প্রকাশ্যে ঘুরে বেড়ায়। পরিবর্তনের জন্য সম্মানিত হয় কিন্তু ছত্রধরদের জেল হয়। সত্যি সেলুকশ !! ছত্রধরেরা আর কবে বুঝবে যে তাদের যূপকাষ্ঠে ঠেলে দিয়েই বামনা-বামনীর রাজত্ব কায়েম হয়। সাইন বোর্ড পাল্টে গেলেও মনুবাদ কায়েম থাকে !!

অঙ্ক দৌড় প্রতিযোগিতা ও গ্রামাঞ্চলের শিক্ষা দীক্ষা

একবার প্রজাতন্ত্র দিবসের দিন আমি আমাদের কোম্পানিরই একটা চা বাগানে গিয়েছিলাম I চা বাগানে প্রজাতন্ত্র দিবস উপলক্ষে বাগানবাসী ছেলে-মেয়েদের জন্য নানা ধরনের খেলাধুলার আয়োজন করা হয়েছে I বিভিন্ন খেলাধুলার মধ্যে একটি খেলা হচ্ছে অঙ্ক দৌড় প্রতিযোগিতা I এই খেলার নিয়ম হচ্ছে বিভিন্ন শ্রেনীর প্রতিযোগীদের উপযোগী দুই/তিন সারির যোগ অঙ্ক ছোট ছোট কাগজে লিখে প্রত্যেক প্রতিযোগীর হাতে দেওয়া হবে I প্রতিযোগীদের মধ্যে যে অঙ্কটি শুদ্ধ করে দৌড়ে মাঠের অপর প্রান্তে দন্ডায়মান বিচারকের কাছে পৌছতে পারবে, সে-ই হবে প্রথম, তারপর যে পৌছাবে সে দ্বিতীয় আর তারপর তৃতীয় I এ ভাবেই প্রতিযোগীদের মান নির্ণয় করে পুরস্কার বিতরণ করা হবে I

দুর্ভাগ্যত: আমি ছিলাম ওই দিনের অঙ্ক দৌড় প্রতিযোগিতার একজন বিচারক I বিচারক হিসেবে জানুয়ারী মাসের কড়া রোদের মধ্যে মাঠের অপর প্রান্তে দাড়িয়ে রয়েছি, প্রায় আধ ঘন্টা কেটে গেছে একজন প্রতিযোগীও অঙ্ক নিয়ে মাঠের ঐ প্রান্ত থেকে আর আসে না I অথচ মাঠের এ প্রান্ত থেকে স্পষ্ঠ দেখতে পাচ্ছি প্রতিযোগীরা লাইন ধরে বসে মাথা গুজে অঙ্ক কষছে I প্রায় চল্লিশ মিনিট পর দেখতে পেলাম মাত্র দুইজন অঙ্কটি দেখতে দেখতে আমার দিকে এগিয়ে আসছে i প্রথম ও দ্বিতীয় দুইজনের কাছ থেকে অঙ্কের কাগজটি নিলাম, দেখলাম দুইজনের যোগই ভুল I তারপর ঝাঁকে ঝাঁকে প্রতিযোগীরা অঙ্কের কাগজ নিয়ে আমার দিকে ধেয়ে আসতে লাগলো I আমিও শৃঙ্খলার সাথে এদের কাছ থেকে ক্রমান্বয়ে কাগজগুলো নিতে থাকলাম I প্রায় ৫০ টি প্রতিযোগীর কাগজ আমার হাতে জমা হলো I কিন্তু কারো অঙ্কই শুদ্ধ নয় I সবকটি উত্তরই ভুল I

এখন সমস্যা হলো, পুরস্কার প্রদান করা হবে কিভাবে ?

অবশেষে খেলাধুলার দায়িত্বে থাকা বাগানবাবুকে ব্যাপারটি জিজ্ঞেস করলে তিনি বললেন-- অঙ্ক'র ব্যাপারটা ছাড়ি দেইন, যেগু দৌড়িয়া পয়লা আপনার ধারো আইছে, প্রথম পুরস্কার হিসাবে অগুর নাম, তারপরে যে আইছে দ্বিতীয় পুরস্কার হিসাবে হিগুর নাম লেখিয়া রাখৈন I

এই হচ্ছে আসামের বাগান অঞ্চলের শিক্ষা-দীক্ষার হাল i বাগান অঞ্চলের যেকোন শিক্ষার্থীকে যদি প্রশ্ন করা হয় তিন আর দুইয়ে কত ? তারা তার উত্তরে বলবে পাঁচ i কিন্তু তারপর যদি আবার বলা হয়ে দুই আরে তিনে কত ? তার উত্তরে ওরা হয় নিচের দিকে তাকাবে, নয়ত দৌড়ে পালাবে I এই হচ্ছে গ্রামাঞ্চল আর বাগান অঞ্চলের শিক্ষার মান I অথচ এসব অঞ্চলে স্কুল আর শিক্ষকের কোন অভাব নেই i প্রত্যেক বাগানেই কম বেশি ১০ টার মত বিদ্যালয় আছে, ৫০ জনের মত সরকারী বেতনভোগী শিক্ষকও আছেন, অথচ এরা কি করছেন, তা দেখার কেউ নেই I

গ্রামাঞ্চল বা বাগান অঞ্চলের যে কোন শিক্ষককে যদি প্রশ্ন করা হয়, আপনাদের স্কুলের ছাত্রদের গুণগত মান কেমন ? উত্তর হলো - "না, না, ইতার মত মাতোইন না যেন, সব কয়টা গর্দভ, সেভেনও পড়ে, কিন্তু নিজর নাম লেখত পারে না I " এই বক্তব্য শুনার পর ছাত্র গঠনে শিক্ষকদের ভূমিকা বুঝতে কোন অসুবিধা হওয়ার কথা নয় I লেখাপড়ার মূল কাঠামো সংস্কার না করে সর্বশিক্ষার এই যে অসার ধাপাদাপি তার পরিনাম ও প্রতিক্রিয়া কিন্তু পর্বতের মূষিক প্রসবের নামান্তর হতে বাধ্য I
