I am ashamed to see Matua Maata,Bina Pani Devi aged over nineties being prompted to disown her own younger son and declaring her support to Mamata Bala Thakur,the TMC candidate from Bangao and she said that she had to stand with Mamata bala.I am ashamed for the helpless mother and the legacy of Harichand Thakur and Guruchand Thakur completely degenerated and disintegrated which resisted East India Company,united Bahujan Samaj in united Bengal and initiated real renaissance right in early eighteenth century.
The grand lady happen to be related to my dearest aunt,Jethima who brought me up and named me with a blooming forest fire.Bina Pani Devi along with her son Kapil Krishna Thakur visited our home in Naintal Tarai at Basantipur in sixties while I was a child and late Kapil Krishna Thakur remembered this as his father PR Thakur also did respect his cousin`s relation.The community earlier voted for the CPM but later shifted its allegiance to the TMC after Mamata paid several visits to the community's 95-year-old head, Binapani Debi, who is known as "Boroma".
The head of the Thakur clan and the Matua community Boroma Binapani Devi declared that she would support her daughter-in-law Mamata Bala Thakur, the Trinamool Congress candidate of upcoming Bangaon Loksabha by-poll. On Friday, before the media she also said she has no connection with Manjul Krishna Thakur who left Trinamool Congress ministry to join BJP on Thursday. Manjul Krishna Thakur's son Subrata Thakur has also joined BJP.
Matua community holds a major vote share in Bengal politics. Manjul Krishna Thakur's switching from Trinamool Congress to BJP is expected to create a split in the Matua community. Against this backdrop Boroma' support to TMC candidate will give some air of relief to the party. Before the thousands of supporters Baroma said her blessings are with Mamata Bala Thakur.
I am ashamed that the Matua Family has betrayed the movement which saw Baba Saheb DR BR Ambedkar in the constitution draft committee and for which we utter the words like equality and social justice.The family which demanded land reform and have been also involved in the Left Rule in Bengal has been disintegrated and divided for the brutal betrayal just for nothing.For nothing!
Just see,right after Thakur family's head Baroma Binapani Devi's declaration of support to TMC candidate Mamata Bala Thakur, new BJP inductee of Thakur family Manjul Krishna claimed Baroma was forced to make such comment. Manjul Krishna who switched to BJP on Thursday and resigned from TMC ministry, also alleged that Trinamool Congress is playing the divisive politics.
Earlier on Friday morning Baroma Binapani Devi said she does not have any relation with Manjul Krishna Thakur. Before the media persons and the hordes of her disciples she blessed her daughter-in law, the candidate of Trinamool Congress of Bagoan Lok Sabha by-poll.
As Manjul Krishna exploded the bomb to expose the self styled Matua Chief minister`s Matua Vote Bank equation,she made them ministers with insignificant ministries but never allowed them to work in the interest of the Bahujan Samaj.However,the fact is that Manjul as the state minister of refugee affairs in Mamata Maa Maati Manush government never dared to utter a word to empower either Matua communities across political border and identities.
Not only this,Ex CBI joint director Upen Biswas who is remembered to send OBC icon Lalu Prasad to jail happened to be the state minister of SC welfare affairs and we could not contact him since he took the oath.We have not seen him in public.Now,the ex joint CBI director is pitted against CBI to defend all ministers,MPs and Political leaders and icons alleged to be involved in Sardha scam and some of them have been in Jail,some are waiting to go behind the bars.
What about the refugees?What about the citizenship of Partition victim Hindu Refugees ,the potential Vote bank?
I have no to comment.The refugee leaders are posting their photos with all kinds of politician ,national and local.Then,it the refugee movement at last.
Mind you,with the community's godmother Binapani Devi - revered as Boroma by her followers - blessing Mamata since 2008, Trinamul has reaped dividends in successive elections in the two 24-Parganas, Nadia and parts of north Bengal. Earlier, the community had sided with the Left. Against this backdrop, today's development ... Thakurnagar in North 24-Parganas became the headquarters of the Namasudra refugees from Bangladesh. The Namasudras were also settled in Dandakaranya in Chhattisgarh and the Andaman,all over central India,resettled under Dandakaranya project,Uttarakhand and UP,MP and Maharashtra,Tamilnadu and Karnataka,Bihar and Assam,Rajsthan and Andhra.

'I think my elder brother did not die a natural death. There was some conspiracy. I demand a CBI (Central Bureau of Investigation) inquiry to ascertain the exact cause of death,' Manjul Krishna said here Thursday.
Manjul Krishna Thakur, who held the refugee, relief and rehabilitation portfolio in Chief Minister Mamata Banerjee's cabinet, announced his resignation from the ministry and the Trinamool Congress and joined the Bharatiya Janata Party (BJP) alongside his son Subrata Thakur.
Kapil Krishna Thakur's wife, however, questioned the timing of the demand.
'If he (Manjul Krishna Thakur) felt so, then a CBI inquiry should have been held soon after my husband died. Just because he has left the party, is that the reason he is saying all these,' asked Kapil Krishna Thakur's widow Mamata Bala Thakur, who has been named the Trinamool candidate for the coming Bongao Lok Sabha by-polls Feb 13.
Kapil Krishna Thakur, the eldest son of the influential Matua community leader Binapani Debi Thakurani (Baroma) and the 'sanghadhipati' of Matua Mahasangha, died at a private hospital her Oct 13 last year.
Nevertheless,the Trinamool Congress on Thursday ruled out any adverse impact on the party because of the exit of its minister Manjul Krishna Thakur, who joined the BJPalleging that the TMC was functioning in a "whimsical" way.
"Trinamool's organisation will not be affected in any way by their exit," TMC secretary-general and education ministerPartha Chatterjee told a press conference. Thakur's son Subrata Thakur too joined the saffron party, which has hinted that many Trinamool Congressleaders were ready to switch over. "If Manjul Krishna Thakur is so concerned about ideology and morality, why did he not resign as an MLA? Chatterjee said.
"We will take action against Manjul Krishna Thakur and Subrata Thakur as per procedure," Chatterjee said. Earlier, Manjul told reporters, "I have decided to join the BJP today along with my son as I feel that the TMC is no longer a party for honest and good politicians. The TMC government has not allowed me to work for the benefit of my Matua community." The development came ahead of a crucial by-election to Bongaon parliamentary constituency in West Bengal on February 13.
TMC minister Upen Biswas, who was also present at the press conference, announced that Mamata Bala Thakur would be the TMC's candidate for Lok Sabha By-poll in Bongaon parliamentary constituency. Mamata Bala Thakur is the sister-in-law of Manjul and wife of Kapil Krishna Thakur, a sitting TMC MP, whose demise had necessitated the by-election.

নিরুপম সাহা: বনগাঁ, ১৫ জানুয়ারি– সারা ভারত মতুয়া মহাসঙেঘর (মঞ্জুলপম্হী) পদাধিকারীদের রাজনৈতিক পরিচয় নিয়ে রাজ্য জুড়ে আলোড়ন তৈরি হওয়ায় তার আঁচ পড়ল সঙেঘর অন্দরেও৷ বৃহস্পতিবার সঙেঘর একটি পক্ষের সঙঘাধিপতি মঞ্জুলকৃষ্ণ ঠাকুর তৃণমূলের মন্ত্রী থাকাকালীন বি জে পি-তে যোগ দেওয়ায় বিতর্ক আরও বেশি হয়েছে৷ মঞ্জুলপম্হী মতুয়া মহাসঙেঘর কার্যকরী সভাপতি পৃথ্বীশ দাশগুপ্ত বৃহস্পতিবার বলেছেন, মতুয়া মহাসঙঘ একটি অরাজনৈতিক ধর্মীয় সংগঠন৷ সেখানে সংগঠনের সঙঘাধিপতি মঞ্জুলকৃষ্ণ ঠাকুর এবং সাধারণ সম্পাদক সুব্রত ঠাকুর ব্যক্তিগত সিদ্ধাম্তে বেশি করে রাজনীতিতে জড়িয়ে পড়েছেন৷ তাঁদের দল বদল নিয়ে মতুয়া ভক্তদের মধ্যে বিরূপ প্রতিক্রিয়ায় সঙেঘর ওপর প্রভাব পড়বে৷ এই পরিস্হিতিতে তাঁরা দু'জন সংগঠনের পদ থেকে পদত্যাগ না করলে তিনি তাঁর পদ থেকে পদত্যাগ করবেন৷ অন্যদিকে, কপিলপম্হী মতুয়া মহাসঙেঘর সঙঘাধিপতি মমতাবালা ঠাকুর (কপিল ঠাকুরের স্ত্রী) জানান, মঞ্জুলকৃষ্ণ ঠাকুরের বি জে পি-তে যোগদান তাঁর ব্যক্তিগত ব্যাপার৷ সাধারণ ভক্তরা এর বিচার করবে৷ তিনি আরও অভিযোগ করেন, মন্ত্রী হওয়া সত্ত্বেও মঞ্জুলকৃষ্ণ ঠাকুর দেড়-দু'মাস ধরে অসুস্হ হয়ে পড়ে থাকা সত্ত্বেও নিজের দাদা কপিলকৃষ্ণকে একবারের জন্য দেখতে যাননি৷ এদিকে, মঞ্জুলকৃষ্ণের বি জে পি-তে যোগদান এবং তাঁর ছেলেকে বনগাঁ লোকসভা কেন্দ্রের উপনির্বাচনে দলের প্রার্থী করার সিদ্ধাম্তের বিরুদ্ধে এদিন বিকেলে ঠাকুরনগর স্টেশন এবং সংলগ্ন এলাকায় অবরোধ, বিক্ষোভ মিছিল করলেন বিক্ষুব্ধ বি জে পি কর্মীরা৷ তাঁদের অভিযোগ, এই আসনটি তৃণমূলের কাছে বিক্রি করে দেওয়া হয়েছে৷ এ ব্যাপারে প্রদেশ কংগ্রেস সম্পাদক সম্রাট তপাদারের অভিযোগ, আর্থিক লেনদেনের মাধ্যমে ব্যক্তিস্বার্থে মঞ্জুল দলত্যাগ করেছেন৷ তাঁর যদি ধর্মনিরপেক্ষ দল হিসেবে অন্য কোথাও যোগদানের ইচ্ছে থাকত, তাহলে বি জে পি-র মতো সাম্প্রদায়িক দলের বদলে কংগ্রেসে যোগ দিতে পারতেন৷ এদিন সন্ধেয় মঞ্জুলকৃষ্ণের বাড়ির সামনে বিক্ষোভ দেখায় তৃণমূলের বাইক বাহিনী৷ 'মঞ্জুলকৃষ্ণ গো ব্যাক, সুব্রত গো ব্যাক'ধ্বনিও তোলেন৷ বিক্ষোভকারী তৃণমূল সমর্থকদের বক্তব্য, মঞ্জুলবাবুর জন্য ভোটে খেটেছিলাম৷ তাঁকে জিতিয়ে মন্ত্রী করিয়েছিলাম৷ দল ছাড়ার ব্যাপারে আমাদের সঙ্গে কথা বলা উচিত ছিল৷ তীব্র প্রতিবাদ করছি৷ ভোট রাজনীতিকে কেন্দ্র করে ঠাকুরবাড়িতে আগেই ভাঙন ধরেছে৷ মঞ্জুলের দলত্যাগে সেই প্রভাব মতুয়া মহাসঙেঘর ওপর পড়ল বলে মনে করা হচ্ছে৷ ঠাকুরবাড়ির সদস্যদের এহেন আচরণে ক্ষুব্ধ সাধারণ মতুয়া ভক্তরা৷ বনগাঁ লোকসভা-সহ রাজ্যের অনেকগুলি বিধানসভা এবং লোকসভা আসনে মতুয়াদের ভোট একটা ফ্যা'র কাজ করে৷ আর সেই কারণে তৃণমূল প্রথমে ঠাকুরবাড়ির ছোট ছেলে মঞ্জুলকৃষ্ণকে গাইঘাটা বিধানসভা কেন্দ্রে টিকিট দিয়ে মন্ত্রীও করে৷ ঠাকুরবাড়ির উন্নয়নে বিভিন্ন প্রকল্পে অর্থ দান করেন তৃণমূলের বিধায়ক, সাংসদ এমনকি খোদ মুখ্যমন্ত্রীও৷ পরবর্তীতে বনগাঁ লোকসভা আসনে ঠাকুরবাড়ির বড় ছেলে কপিলকৃষ্ণ ঠাকুরকে প্রার্থী করেও মতুয়াদের অন্য অংশের মন কেড়ে নেয় তৃণমূল৷ আর তারই বিরূপ প্রতিক্রিয়া দেখা দিল কপিলকৃষ্ণের মৃত্যুর পর৷ এই কেন্দ্রের প্রার্থী হিসেবে লোকসভা নির্বাচনের আগে তৃণমূলের সর্বোচ্চ নেত্রীর দ্বারস্হ হয়েছিলেন মঞ্জুল-পুত্র সুব্রত ঠাকুর৷ কিন্তু শেষ পর্যম্ত সুব্রতর বদলে কপিলকৃষ্ণকে প্রার্থী করা হয়৷ তাঁর অকাল প্রয়াণে এই আসনে ফের নির্বাচন হওয়ার কারণে ফের প্রার্থী হওয়ার জন্য তৃণমূলের কাছে বার্তা পাঠান সুব্রত৷ যদিও দল সেই বার্তায় সাড়া না দিয়ে কপিলকৃষ্ণের স্ত্রী মমতাবালার দিকে ঝোঁকায় সুব্রত বি জে পি-র দিকে ঝুঁকে পড়েন৷ বি জে পি-ও এই সুযোগ হাতছাড়া করতে চায়নি৷ সুব্রতর সঙ্গে সঙ্গে তাঁর বাবা, রাজ্যের মন্ত্রী মঞ্জুলকৃষ্ণ ঠাকুরকেও দলে টেনে নিয়ে বনগাঁ কেন্দ্রের উপনির্বাচনে এই আসনটি মতুয়া ভোটের ওপর নির্ভর করে নিজেদের দখলে রাখতে চাইছে বি জে পি৷ যদিও মঞ্জুলের এই দলত্যাগ মতুয়াদের ভোট-বাক্সে কী প্রভাব ফেলে, তা নির্বাচনের পর বোঝা যাবে৷ তবে এদিনের ঘটনা যে মতুয়া মহাসঙেঘর অন্দরে ধাক্কা মেরেছে, তা নিশ্চিত করে বলা যায়৷ ১৮ জানুয়ারি মঞ্জুলপম্হী মতুয়া সঙেঘর কেন্দ্রীয় কমিটির বৈঠক এ ব্যাপারে সরগরম থাকবে বলে মনে করছেন কেন্দ্রীয় কমিটির সদস্যরা৷

আজকালের প্রতিবেদন: আমি তো মুখ্যমন্ত্রীকে কবেই সতর্ক করেছি, ঘর সামলান৷ তবে তৃণমূল থেকে বি জে পি-তে যাওয়া বা বি জে পি থেকে তৃণমূলে যাওয়া, ফের তৃণমূল থেকে বি জে পি-তে যাওয়া হতেই পারে৷ কোনও পার্থক্য তো নেই৷ তৃণমূল কংগ্রেসের মন্ত্রী মঞ্জুলকৃষ্ণ ঠাকুরের বি জে পি-তে যোগ দেওয়া প্রসঙ্গে এই মম্তব্য করেছেন বিরোধী দলনেতা ডাঃ সূর্যকাম্ত মিশ্র৷ প্রায় একই সুরে বামফ্রন্ট চেয়ারম্যান বিমান বসু বলেছেন, তৃণমূল কংগ্রেসকে আমি কোনও ধর্মনিরপেক্ষ দল বলে মনে করি না৷ সাম্প্রদায়িক বি জে পি-র মতো ওরাও ধর্মকে ব্যবহার করেই রাজনীতি করে৷ ফলে কে কোন দল ছেড়ে কোন দলে গেলেন, তা মানুষ বিচার করবে৷ তৃণমূল কংগ্রেস প্রসঙ্গে তিনি বলেন, এ তো সবে শুরু৷ আরও অনেক কিছু ঘটবে৷ তবে আমি নিশ্চিত, আজ হোক কাল হোক, তৃণমূল কংগ্রেসের বি জে পি-র সঙ্গে যাওয়া ছাড়া কোনও পথ নেই৷ বৃহস্পতিবার সি পি এমের কলকাতা জেলা সম্মেলনের উদ্বোধন করতে এসে সূর্যকাম্ত মিশ্র সাংবাদিকদের প্রশ্নের উত্তরে বলেছেন, বি জে পি যেমন পার্টি, তৃণমূলও তেমন পার্টি৷ ফলে তৃণমূল থেকে বি জে পি-তে রূপাম্তর আর এমন কী! এদিন মুকুল রায়ের সি বি আই দপ্তরে না-যাওয়া নিয়ে সূর্যকাম্ত মিশ্র বলেন, বি জে পি নেতারা তো দাবি করছেন মুকুল রায় নাকি দেখা করতে চাইছেন! এ রাজ্যে বি জে পি-কে মুখ্যমন্ত্রীই ডেকে এনেছিলেন৷ বিমান বসু এ প্রসঙ্গে বলেছেন, অনেক আগে থেকেই বি জে পি-র সঙ্গে মুকুল রায়ের কথা হচ্ছে বলে মনে হয়৷ হয়ত একটা লাইন 'ওপেন'করতে চাইছেন৷ বি জে পি-র সঙ্গে যাওয়া ছাড়া তৃণমূলের আর পথ নেই বোধহয়৷ তিনি বলেন, তৃণমূলের সর্বভারতীয় সাধারণ সম্পাদক নাকি অনৈতিক বেআইনি কাজ করেন না! দিল্লিতে নিজেই বলেছেন, শুনলাম৷ তাহলে সি বি আইয়ের সঙ্গে দেখা করবেন বলেও কেন এলেন না? এটা কি নৈতিক কাজ হল? বিমান বসু বলেন, মুকুল রায়ের হাতে ৬টি আংটি ছিল৷ সি বি আই ডাকার পর নাকি আরও ২টো যোগ হয়েছে৷ মঞ্জুলকৃষ্ণ প্রসঙ্গে এদিন বিমান বসু বলেছেন, যাঁরা একদিন সততার প্রতীক ছাপ্পা দেখে গিয়েছিলেন, তাঁরা আজ দেখতে পাচ্ছেন গোটা রাজ্যে সেই হোর্ডিংটা আর নেই৷ যাঁরা একদিন দেওয়ালে দেওয়ালে ড. মমতা ব্যানার্জি লেখা দেখতেন তাঁরা দেখলেন 'ড.'উধাও৷ তাই এখন ভুল ভেঙে অন্য দলে যাচ্ছেন৷ সূর্যকাম্ত মিশ্রের কাছে জানতে চাওয়া হয়েছিল, যাঁরা তৃণমূল ছেড়ে সাম্প্রদায়িক বি জে পি-তে যাচ্ছেন তাঁদের কি বামপম্হীদের কাছে আসতে বলবেন? সূর্যকাম্ত বলেন, যাঁরা বুকে 'আমরা সবাই চোর'লিখে মিছিল করেছেন, তাঁদের ডাকার প্রশ্ন নেই৷ কিন্তু তৃণমূল কংগ্রেসেও তো অনেকে আছেন, যাঁরা চোর নন, নয়া উদারনীতির বিপদ, সাম্রাজ্যবাদের বিপদ বুঝতে পারছেন৷ তাঁদের সোচ্চার হওয়ার আবেদন জানাচ্ছি৷ বেরিয়ে আসার আবেদন জানাচ্ছি৷ আমাদের দলে এভাবে যখন তখন কাউকে সদস্য করে নেওয়া যায় না৷ গঠনতন্ত্র মেনে চলতে হয় আমাদের৷ তবে সম্মিলিত লড়াইয়ের পথ তো খোলা আছে৷ মুকুল রায় আজ কথা দিয়েও সি বি আই দপ্তরে যাননি৷ এর পেছনে কী কারণ আছে বলে মনে হয়? এ প্রশ্নে সূর্যকাম্ত বলেন, দিল্লিতে বসে বলেছিলেন, যাবেন৷ কিন্তু এখানে এসে তো দলনেত্রীর সঙ্গে দেখা করে ধমক খেয়েছেন৷ ওঁর সঙ্গে যা সম্পর্ক তাতে মাঝেমধ্যে ধমকটমক খেতে হয়৷ কিন্তু রেলের সঙ্গে সারদা ট্যুরস অ্যান্ড ট্রাভেলসের চুক্তি প্রসঙ্গে তো মুকুল বলেছিলেন, আমার সময় হয়নি৷ কার সময় হয়েছে তা সবাই বুঝতে পেরেছেন৷ আর এবারে তো সাফ বলে দিয়েছেন ডেলো বাংলোয় বৈঠকের কথা৷ এতদিন আমরা বলছিলাম৷ দেরিতে হলেও কথাটা মুকুল বলে দিয়েছেন৷ দলনেত্রীর মাথাব্যথা তো আগেই করে দিয়েছেন!
আজকালের প্রতিবেদন: রাজ্যের মন্ত্রী মঞ্জুলকৃষ্ণ ঠাকুর তৃণমূল মন্ত্রিসভা থেকে পদত্যাগ করে বি জে পি-তে যোগ দিলেন৷ যোগ দিলেন তাঁর পুত্র সুব্রত ঠাকুর৷ বি জে পি রাজ্য সভাপতি রাহুল সিন্হা এ খবর জানিয়ে বৃহস্পতিবার বলেছেন, 'পুত্র-সহ মঞ্জুলকৃষ্ণ ঠাকুরের এই যোগদানে তৃণমূলের বিদায় ঘণ্টা বেজে গেল৷ ৩ দিনের নোটিসে আমরা তৃণমূল মন্ত্রীদের (কয়েক জনকে) বি জে পি-তে যোগদান করাতে চাই৷'এদিকে মঞ্জুলকৃষ্ণ ঠাকুর পদত্যাগ করার পর বি জে পি অফিসে বসে বলেন, 'তৃণমূলে কোনও ভাল লোক থাকতে পারছে না৷ যাঁদের বিবেক বা মনুষ্যত্ব আছে, তাঁরা তৃণমূলে থাকতে পারেন না৷ আমি আমার দপ্তরের (উদ্বাস্তু) কোনও কাজ গত সাড়ে তিন বছরে করতে পারিনি৷ মতুয়াদের স্বার্থ দেখতে পারিনি৷ এ কথা মুখ্যমন্ত্রীকে জানিয়ে কোনও ফল হয়নি৷ তাই বি জে পি-তে যোগ দিলাম৷'এই প্রথম রাজ্যে শাসক দলের কোনও মন্ত্রী পদত্যাগ করে বিরোধী দলে যোগ দিলেন৷ এমন ঘটনার গুরুত্ব রাজ্য রাজনীতিতে অপরিসীম৷ একে তৃণমূল সারদা কেলেঙ্কারি নিয়ে বিপর্যস্ত, তার ওপর তাদের এক মন্ত্রী বিরোধী দলে যোগ দেওয়ায় দল আরও বেসামাল হয়ে পড়ল৷ মতুয়ার ঠাকুর পরিবারের ভাঙন সেখানকার রাজনীতিতেও প্রভাব ফেলবে, সে প্রভাব তৃণমূলের পক্ষে যাওয়া অসম্ভব৷ বুধবার থেকেই সাংবাদিক মহলে খবর চলছিল যে, বি জে পি-তে একজন বড়সড় কেউ তৃণমূল থেকে যোগদান করবেন৷ বৃহস্পতিবার সকালে জানা যায়, একজন মন্ত্রী পদত্যাগ করছেন৷ বিকেলে রাহুল সিন্হা সাংবাদিক সম্মেলনে বলেন, 'এই যোগদানের ফলে মতুয়াদের সঙ্গে বি জে পি-র যোগাযোগ নিবিড় হল৷ তৃণমূল থেকে আরও অনেকে বি জে পি-তে যোগ দেওয়ার জন্য পা বাড়িয়ে আছেন৷ মঞ্জুলকৃষ্ণ ঠাকুর তৃণমূলের বিদায় যাত্রার প্রথম ফিতেটা কাটলেন৷ প্রথম মন্ত্রী হিসেবে তিনি ক্ষমতা ছেড়ে সাধারণ মানুষের জন্য লড়াইয়ের অঙ্গীকার করলেন৷ দল ছেড়ে যাওয়া এক জিনিস, মন্ত্রিত্ব ছাড়া আর এক জিনিস৷ এই মাসে তৃণমূল থেকে আরও অনেকেই বি জে পি-তে যোগদান করবেন৷'প্রসঙ্গত উল্লেখযোগ্য, রাহুল সিন্হা এর আগেও এ কথা জানিয়েছিলেন এবং বলেছিলেন, বি জে পি-র জয়যাত্রা দ্রুততর হবে৷ রাহুল সিন্হা জানান, 'আমরা নন-সারদা তৃণমূলিদের দলে নেব৷ যাদের বিরুদ্ধে অর্থ তছরুপের অভিযোগ আছে, তাদের আমরা দূরে রাখব৷ মঞ্জুলকৃষ্ণ ঠাকুর এবং তাঁর পুত্র– দু'জনেই স্বচ্ছ মানুষ৷ সুব্রত চটপটে, ছটফটে ছেলে৷ ওকে দিয়ে অনেক কাজ হবে৷ এঁদের পরিবার মতুয়াদের জন্য কাজ করেছে৷ বি জে পি এবার মতুয়াদের মধ্যে শক্তিশালী হবে৷ এর ইতিবাচক প্রভাব পড়বে মতুয়া সমাজের ওপর৷'এর আগে মঞ্জুলকৃষ্ণ ঠাকুর পদত্যাগপত্র লিখে একটি পাঠান মুখ্যমন্ত্রীকে, একটি বিধানসভার অধ্যক্ষকে এবং অপরটি দলের সভাপতিকে৷ অর্থাৎ, তিনি মন্ত্রিত্ব থেকে পদত্যাগ করার সঙ্গে সঙ্গেই স্বাভাবিক নিয়মে বিধায়ক পদ এবং দলের প্রাথমিক সদস্য পদ থেকে পদত্যাগ করলেন৷ পদত্যাগপত্রে তিনি লিখেছেন, রাজ্যের সামাজিক এবং রাজনৈতিক পরিবেশের এখন প্রচণ্ড অবনতি হয়েছে৷ তিনি সকাল ৯টা নাগাদ তাঁর একাম্ত সচিব পি এস মুখোপাধ্যায়কে ফোন করে বলেন, 'আজ আমি অফিসে যাচ্ছি না৷ গাইঘাটা চলে যাচ্ছি৷'বিকেলে তিনি কলকাতায় বি জে পি অফিসে ছিলেন৷ ছিলেন তাঁর ছেলে সুব্রত ঠাকুর৷ সুব্রত গাইঘাটার পঞ্চায়েত সমিতি থেকে পদত্যাগ করেছেন৷ তিনি বি ডি ও-কে পদত্যাগপত্র দিয়েছেন৷ এদিকে বি জে পি অফিসে রাহুল সিন্হার পাশে বসে মঞ্জুলকৃষ্ণ ঠাকুর জানান, আমার ছেলে নির্বাচনে দাঁড়াবে কি না, তা ঠিক করবে দল৷ বি জে পি ঐতিহ্যবাহী দল, অনেক মনীষী এই দল করে গেছেন৷ আমি সাড়ে তিন বছরে কোনও কাজ করতে পারিনি৷ আমার বাবাও বিধান রায়ের আমলে উদ্বাস্তু দপ্তরের মন্ত্রী ছিলেন৷ তিনিও ভিন্ন কারণে পদত্যাগ করেন৷ তৃণমূলের যা অবস্হা হয়েছে, তাতে কোনও ভাল লোক থাকতে পারে না৷ আমার বড়দা কপিলকৃষ্ণ ঠাকুরের মৃত্যু স্বাভাবিক ছিল না৷ আমি এই মৃত্যুর সি বি আই তদম্ত চাই৷ তিনি বাড়িতে মারা যাননি৷ আমার বৌদি মমতা ঠাকুর তৃণমূলের প্রার্থী হয়েছেন৷ তিনি ক্লাস থ্রি পাস৷'
তাঁকে জিজ্ঞেস করা হয়, পদত্যাগের পর মুখ্যমন্ত্রী কি আপনাকে কিছু বলেছেন?
তাঁর জবাব, ওঁর দম্ভ আছে৷ উনি কিছু বলেন না৷
ল্আপনি কি কথা বলার চেষ্টা করেছেন?
মঞ্জুলকৃষ্ণ: আমি কী কথা বলব? উনি খেয়ালি মানুষ৷ জানিয়েছিলাম, মতুয়াদের জন্য কাজ করতে পারছি না৷ কিন্তু উনি কিছুই করেননি৷ ল্কেন পারছিলেন না?
মঞ্জুলকৃষ্ণ: গোষ্ঠীদ্বন্দ্ব ছিল৷ সে কথা নেতৃত্ব জানত৷ তাতেও যদি নেতৃত্ব কিছু না করে তো আমি কী করতে পারি?
সুব্রত ঠাকুর বলেন, মতুয়াদের জন্য যেভাবে কাজ করা উচিত ছিল, তার ধারেকাছেও আমরা যেতে পারিনি৷ দলে কোনও গণতন্ত্র নেই৷ মুষ্টিমেয় কয়েকজনের কথায় কাজ চলে৷ কিছু মানুষ ষড়যন্ত্র করে ঠাকুরবাড়ির বদনাম করতে চাইছে৷ তাতে কোনও লাভ হবে না৷

Posted by Reyaz-ul-haque on 1/17/2015 07:45:00 PMफ्रांस के दक्षिणी इलाके के एक गांव में रहने वाले ब्रिटेन के चर्चित लेखक जॉन बर्जर का यह लेख सिर्फ नाजिम हिकमत की याद को ही ताजा नहीं करता, एक नाउम्मीदी भरे वक्त में उम्मीद की पड़ताल भी करता है. प्रतिलिपि-9 में प्रकाशित यह अनुवाद भारत भूषण तिवारी का है और यह निबंध बर्जर के निबंधों की किताब होल्ड एवरीथिंग डियर में संकलित है. बर्जर अपनी किताब वेज ऑफ सीइंग के लिए जाने जाते हैं, जो मूलत: बीबीसी पर प्रसारित एक डॉक्युमेंटरी है.

रात में तार मिला
सिर्फ तीन लफ्ज़:
'वह नहीं रहा.'[1]
मैं मातम मना रहा हूँ अपने दोस्त ह्वान मून्योस के लिए. वह नक्काशियाँ और इन्स्टलेशन बनाने वाला एक अद्भुत कलाकार था.कल अड़तालीस की उम्र में स्पेन के किसी समुद्र-तट पर मर गया.
एक बात जो मुझे हैरान करती है वह मैं तुमसे पूछना चाहता हूँ. किसी चीज़ का शिकार हो जाने, मार दिए जाने या भूख से मर जाने से अलहदा एक कुदरती मौत के बाद पहले तो एक झटका लगता है. और अगर मरने वाला लम्बे समय तक बीमार न रहा हो, तो फिर भयावह किस्म का हानि-बोध होता है खासकर जब मरनेवाला जवान हो-
दिन निकल रहा है
पर मेरा कमरा
एक लम्बी रात से बना है.[2]
- और उसके बाद आता है दर्द जो अपने बारे में कहता है कि वह कभी ख़त्म न होगा.फिर दर्द के साथ चोरी-छुपे कुछ और आता है जो लगता तो मज़ाक है मगर है नहीं (ह्वान बहुत मजाकिया था). कुछ ऐसा जो छलावा पैदा करे, करतब दिखाने के बाद के किसी जादूगर के रूमाल जैसा कुछ, एक किस्म का हल्कापन जो सर्वथा विपरीत है उसके जो आप महसूस कर रहे होते हैं. तुम समझ रहे हो न कि मैं क्या कह रहा हूँ? यह हल्कापन एक ओछापन है या कोई नई हिदायत?
तुमसे यह पूछने के पाँच मिनट बाद ही मेरे बेटे इव का फैक्स आया जिसमें कुछ पंक्तियाँ हैं जो उसने ह्वान के लिए अभी-अभी लिखी हैं.
तुम हमेशा एक हँसी
एक नई तरकीब के साथ
नमूदार हुए.

अपने हाथ
हमारी मेज़ पर छोड़ कर.

एक टमटम प्राग में-
एक ही घोड़े वाली गाड़ी
पुराने यहूदी कब्रगाह के आगे से गुज़रती है.
टमटम भरी है किसी दूसरे शहर की हसरतों से
गाड़ीवान मैं हूँ.[3]
बोलने के लिए खड़े होने से पहले जब वे चबूतरे पर बैठे हुए थे, तब भी यह देखा जा सकता था कि वे असामान्य तौर से लम्बे-चौड़े आदमी हैं. 'नीली आँखों वाला दरख्त'यह नाम उन्हें यूं ही नहीं दिया गया था. जब वे खड़े हुए, तो ऐसा महसूस होता था कि वे बहुत हल्के भी हैं, इतने हल्के कि उनके हवा में उड़ जाने का खतरा है.
शायद मैंने उन्हें कभी नहीं देखा. क्योंकि यह मुमकिन नहीं कि लन्दन में इंटरनेशनल पीस मूवमेंट द्वारा आयोजित बैठक में हिक्मत को कई जहाज़ी तारों की मदद से चबूतरे से बाँध कर रखा गया हो जिससे कि वे ज़मीन पर बने रहें. फिर भी यह मेरी स्पष्ट स्मृति है. उनके शब्द बोले जाने के बाद आसमान में ऊपर उठ जाते थे – वह बैठक बाहर खुले में हो रही थी- और उनका शरीर मानो उनके लिखे शब्दों के पीछे पीछे जाने के लिए ही बना था, जैसे वह शब्द उठाते जाते थे स्क्वेयर के ऊपर और थियोबाल्ड्स रोड की उन पूर्ववर्ती ट्रामों की चिंगारियों से ऊपर जो तीन-चार साल पहले चलनी बंद हो गई थीं.
तुम अनातोलिया के
एक पहाड़ी गाँव हो,
तुम मेरे शहर हो,
बेहद खूबसूरत और अत्यधिक दुखी

बीसवीं सदी के दौरान, कविता की कई विवस्त्र पंक्तियाँ अलग-अलग महाद्वीपों के बीच, परित्यक्त गाँवों और दूरस्थ राजधानियों के बीच टाँगी गई थीं. तुम जानते हो यह बात, तुम सभी; हिक्मत, ब्रेष्ट, वायेखो, अतिल्ला योज़ेफ़, अदोनिस, ह्वान गेलमन…
सोमवार की दोपहर
उस समय तक मायरहोल्ड को मास्को में मौत की सजा दे दी गई थी. अब मैं खासकर मायरहोल्ड के बारे में सोचता हूँ तो इसलिए कि हिक्मत उनके प्रति श्रद्धा भाव रखते थे, और 1920 के दशक के शुरूआती सालों में जब वे पहली बार मास्को गए थे तब वे मायरहोल्ड से खासे प्रभावित भी थे.
'मायरहोल्ड के थिएटर का मैं बहुत ऋणी हूँ. 1925 में जब मैं तुर्की वापिस लौटा तो मैंने इस्तंबुल के एक औद्योगिक जनपद में पहले श्रमिक रंगमंच का गठन किया. इस थिएटर के साथ निर्देशक और लेखक के तौर पर काम करने पर मुझे महसूस हुआ कि दर्शकों के लिए और उनके साथ काम करने की नई संभावनाएं हमारे लिए मायरहोल्ड ने खोलीं.'
1937 के बाद, उन नई संभावनाओं की कीमत मायरहोल्ड को अपनी जान देकर चुकानी पड़ी, पर उस पत्रिका के लन्दन स्थित पाठकों को यह बात मालूम नहीं हुई थी.
जब मैंने पहले-पहल हिक्मत की कविताएँ पढ़ीं तो जिस चीज़ ने मुझे आकृष्ट किया वह थी उनकी स्पेस; तब तक मेरी पढ़ी हुई अन्य कविताओं में मुकाबले उनमें सबसे ज़्यादा स्पेस मौजूद थी. उनकी कविताएँ स्पेस को बयान नहीं करती थीं बल्कि उस स्पेस से होकर आती थीं, वे पहाड़ों को लाँघती थीं. वे एक्शन के बारे में भी थीं. वे संदेहों, तन्हाई, वियोग, उदासी को जोड़ती थीं. ये भावनाएँ कर्त्तव्य का एवज नहीं थीं, बल्कि कर्त्तव्य उन भावनाओं का अनुगमन करता था. स्पेस और एक्शन साथ साथ चलते हैं. जेल उनकी प्रतिपक्षता है, और तुर्की की जेलों में ही राजनीतिक कैदी के तौर पर हिक्मत ने अपना आधा साहित्य रचा.
बुधवार
इस टेबिल हर समय बहुत सारे कागज़ पड़े होते हैं. हर सुबह सबसे पहले मैं कॉफ़ी की चुस्कियां लेते हुए इन कागज़ों को तरतीब से रखने की कोशिश करता हूँ. मेरी दाहिनी तरफ गमले में एक पौधा है, जो मुझे यकीन है तुम्हें पसंद आएगा. इसकी पत्तियाँ बेहद गहरे रंग की हैं. नीचे की तरफ पत्तियों का रंग डैम्सन जैसा है, ऊपर की तरफ रौशनी ने रंग को थोडा मटमैला कर दिया है. पत्तियां तीन-तीन के समूह में हैं, जैसे कि वे रात को मंडराने वाली तितलियाँ हों- उनका आकार तितलियों जितना ही है- जो उस फूल से अपना खुराक हासिल करती हैं. इस पौधे के फूल छोटे-छोटे, गुलाबी रंग के और गाना सीखते प्राइमरी स्कूल के बच्चों कि आवाज़ों की तरह मासूम हैं. यह एक बड़े से तिपतिया घास की तरह है. खासकर यह पोलैंड से मँगाया गया है जहाँ इस पौधे को कोनिकज़िना कहा जाता है. यह मुझे एक मित्र की माँ ने दिया था जिन्होंने यूक्रेन की सरहद के पास स्थित अपने बगीचे में इसे उगाया था. उनकी नीली आकर्षक आँखें हैं और वे बगीचे में टहलते हुए और घर में चहलकदमी करते हुए पौधों को वैसे ही छूती रहती हैं जैसे कुछ दादियाँ अपने नन्हे नाती-पोतों के माथों को छुआ करती हैं.

दास्तानगोई में सब कुछ इस बात पर निर्भर करता है कि क्या पहले आएगा और क्या बाद में. वास्तविक क्रम तो शायद ही ज़ाहिर हो पाता है. ट्रायल एंड एरर. कई कई बार. और इसलिए कैंची और स्कॉच टेप की एक रील भी टेबिल पर है. टेप की रील उस चीज़ में नहीं फिट की गई है जिससे टेप की पट्टी को काट कर अलग करना आसान हो जाता है. मुझे टेप पट्टी कैंची से काटनी पड़ती है. मुश्किल काम है टेप का सिरा खोजना और फिर उसे खींचना.
मैं बेसब्री से, खीजते हुए अपने नाखूनों से खुरचकर ढूँढता हूँ. नतीजतन जब मुझे सिरा मिल जाता है तो उसे टेबिल के सिरे से चिपका देता हूँ और रील को तब तक खुलने देता हूँ जब तक वह फर्श को न छूने लगे. और फिर उसे वैसे ही लटकता छोड़ देता हूँ.
कभी कभी मैं इस बरामदे से उठकर बगल वाले कमरे में चला जाता हूँ जहाँ मैं बतियाता हूँ, खाता हूँ या अखबार पढता हूँ. कुछ दिनों पहले इसे कमरे में जब मैं बैठा तो एक हिलती सी चीज़ की और मेरा ध्यान गया. टेबिल के सामने रखी मेरी खाली कुर्सी के पैरों के पास बरामदे की फर्श पर टपक रहा था झिलमिलाते पानी का बेहद छोटा सा सोता, हिलोरे लेता हुआ. आल्प्स से निकलने वाली नदियों का उद्गम भी इस टपकन से ज़्यादा कुछ नहीं होता.
खिड़की से अन्दर आते हवा के झोंके से झकझोरी जाने वाली टेप की रील भी कभी कभी पहाड़ों को हिला देने के लिए काफी होती है.
गुरुवार की शाम
उस इमारत का ढाँचा किसी कैदखाने की तरह नहीं बल्कि एक विशाल प्रशासकीय दुर्ग की तरह बनाया गया था. यह इमारत अविनाशी प्रतीत होती है और ईंटों और ख़ामोशी से बनी है. वैसे तो कैदखानों की मनहूस मगर अक्सर मायूस कामचलाऊ सी फिजा भी होती है. मसलन, बुर्सा के जिस कैदखाने में हिक्मत ने दस साल बिताये उसे अपनी अजीब सी बनावट के कारण 'पत्थर के हवाई जहाज़'के नाम से जाना जाता था. इसके विपरीत इस्तंबुल में स्टेशन के पास वाले जिस अचल दुर्ग को मैं देख रहा था उसमें मौन के स्मारक की तरह एक निश्चय और प्रशांति थी.
यह इमारत संयत स्वरों में घोषणा करती है कि जो भी इसके अन्दर है या इसके भीतर जो कुछ भी होता है, वह भुला दिया जाएगा, रिकार्ड से हटा लिया जायेगा, योरप और एशिया के बीच की दरार में दफन कर दिया जाएगा.
और उस वक़्त मैंने उनकी कविता की अनोखी और अनिवार ऊर्जा को समझा; उसे लगातार अपने कारावास से पार पाना होता था. दुनिया भर के कैदियों ने हमेशा ग्रेट एस्केप के ख्वाब देखे हैं, मगर हिक्मत की कविता ने कभी नहीं.
उनकी कविता ने, शुरू होने से पहले ही, कैदखाने को दुनिया के नक़्शे पर एक बिंदु की तरह रख दिया.
सबसे खूबसूरत समंदर
अब तक पार नहीं किया गया.
सबसे खूबसूरत बच्चा
अब तक बड़ा नहीं हुआ.
सबसे खूबसूरत दिन हमारे
हमने अब तक देखे ही नहीं.
और सबसे खूबसूरत लफ्ज़ जो मैं तुमसे कहना चाहता था
वो मैंने अब तक कहे ही नहीं.
उन्होंने हमें कैद कर लिया है,
बंद कर दिया है:
मुझे दीवारों के अन्दर
और तुम्हें बाहर.
मगर यह कुछ भी नहीं है.
सबसे बुरा तब होता है
जब लोग- जाने अनजाने
अपने अन्दर कैदखाने लिए चलते हैं
बहुतेरे लोगों को ऐसा करने के लिए मजबूर किया गया है.
ईमानदार, मेहनतकश, भले लोग
जिन्हें प्यार किया जाना चाहिए
उतना ही जितना कि मैं तुमसे करता हूँ.[7]
उनकी कविता ज्यामितीय कम्पास की तरह वृत्त बनाती थी, कभी नज़दीकी तो कभी चौड़े और वैश्विक, जिसका सिर्फ नुकीला बिंदु जेल की कोठरी में गड़ा होता था.
शुक्रवार की सुबह
आख़िरकार जब वह आया, मैंने उसे कारों के नीचे पीठ के बल लेटने की बात कहकर छेड़ा. और बाद में उसने मुझे एक चुटकुला फैक्स किया जो मैं तुम्हें सुनाना चाहता हूँ, नाजिम. पता नहीं क्यों. क्यों यह जानना शायद मेरा काम नहीं. मैं तो सिर्फ दो मृत व्यक्तियों के बीच के एक डाकिये का काम कर रहा हूँ.
'आपको मैं अपना परिचय देना चाहूँगा – मैं एक स्पैनिश मैकेनिक हूँ (सिर्फ कारें, मोटर-साइकिलें नहीं) जो अपना ज़्यादातर समय इंजिन के नीचे पीठ के बल लेटे हुए उसे देखने में गुजारता है. मगर, और यह महत्त्वपूर्ण मुद्दा है, मैं कभी कभी कलाकृतियाँ भी बना लेता हूँ. ऐसा नहीं कि मैं कोई कलाकार हूँ. ना. मगर मैं चीकट कारों के अन्दर और नीचे रेंगने का बकवास काम छोड़ना चाहता हूँ और कला की दुनिया का कीथ रिचर्ड बनना चाहता हूँ. और अगर यह संभव न हो तो मैं पादरियों की तरह काम करना चाहूँगा, केवल आधे घंटे के लिए, और वह भी वाइन के साथ.
यह ख़त मैं तुम्हें इसलिए लिख रहा हूँ क्यों कि मेरे दो दोस्त (एक पोर्टो में और एक रोतेर्दम में) तुम्हें और मुझे पुराने शहर पोर्टो के बॉयमंस कार म्यूजियम और दीगर बेसमेंट्स ( उम्मीद है जो अधिक मदिर होंगे) में आमंत्रित करना चाहते हैं.

कभी कभी मुझे लगता है कि बीसवीं सदी की महानतम कविताएँ – चाहे वे पुरुष द्वारा लिखी गई हों या स्त्री द्वारा- शायद सर्वाधिक भ्रातृत्व वाली भी हैं. अगर ऐसा है तो इसका राजनीतिक नारों से कोई लेना-देना नहीं है. यह बात लागू होती है रिल्के के लिए जो अराजनीतिक थे, बोर्हेस के लिए जो प्रतिक्रियावादी थे और हिक्मत के लिए जो ताउम्र कम्युनिस्ट रहे. हमारी सदी अभूतपूर्व नरसंहारों वाली रही, फिर भी जिस भविष्य की इसने कल्पना की (और कभी कभी उसके लिए संघर्ष भी किया) उसमें भाईचारे का प्रस्ताव था. पहले की बहुत कम सदियों ने ऐसा प्रस्ताव रखा.यह लोग, दीनो

मैं तुमसे पूछना चाहता हूँ इस दौर के बारे में जिस में हम जी रहे हैं. जो कुछ भी तुम मानते थे कि इतिहास में हो रहा है, या समझते थे कि होना चाहिए, वह भ्रामक साबित हुआ. तुम्हारी कल्पना का समाजवाद कहीं नहीं बनाया जा रहा. कार्पोरेट पूँजीवाद बेरोक आगे बढ़ रहा है- यद्यपि उत्तरोत्तर प्रतिरोध के साथ – और वर्ल्ड ट्रेड सेण्टर के टावर उड़ा दिए गए हैं. अत्यधिक भीड़ से भरी दुनिया दिन पर दिन गरीब होती जाती है. अब कहाँ है वह नीला आसमान जो तुमने दीनो के साथ देखा था?
तुम जवाब देते हो, हाँ, वे उम्मीदें तार-तार हैं, फिर भी वास्तव में इससे फ़र्क क्या पड़ता है? न्याय अब भी एक शब्द वाली प्रार्थना है, जैसा कि आज के तुम्हारे समय में ज़िगी मारली गाता है. सारा इतिहास ही उम्मीदों के बचे रहने,खो जाने और फिर नए होने का है. और नई उम्मीदों के साथ आते हैं नए विचार.
मगर भारी भीड़ के लिए, उनके लिए जिनके पास बहुत थोड़ा है या कभी-कभी साहस और प्यार के सिवाय कुछ भी नहीं है, उनके लिए उम्मीद अलग तरह से काम करती है. फिर उम्मीद दाँतों के बीच रखकर चबाने की चीज़ हो जाती है. यह बात मत भूलो. यथार्थवादी बनो. दाँतों के बीच में उम्मीद रखे हुए ताक़त आती है उस वक़्त आगे बढ़ने की जब थकन उठने नहीं देती. ताक़त आती है ज़रुरत पड़ने पर असमय न चीख पड़ने की. और सबसे बढ़कर ताक़त मिलती है किसी पर न गुर्राने की. ऐसा व्यक्ति जो अपने दाँतों के बीच उम्मीद रखे है, उस भाई या बहन की सभी इज्ज़त करते हैं. वास्तविक दुनिया में बिना उम्मीद वाले लोग अकेले होने के लिए अभिशप्त हैं. वे ज्यादा से ज्यादा दया दिखा सकते हैं. और जब रातें काटने और एक नए दिन के तसव्वुर की बात आती है तो क्या फर्क पड़ता है कि दाँतों के बीच रखी उम्मीदें ताज़ा हैं यार तार-तार. तुम्हारे पास थोड़ी कॉफ़ी होगी?
मैं बनाता हूँ.
मैं बरामदे से निकलता हूँ. जब तक मैं दो कप लिए रसोईघर से लौटता हूँ- और कॉफ़ी तुर्की है- तुम जा चुके हो. मेज़ पर, जहाँ स्कॉच टेप चिपका है उसके एकदम पास, एक किताब है जिसमें उघरी है एक कविता जो तुमने 1962 में लिखी थी.
गर मैं होता गूलर का पेड़ तो उसकी छांह में दम लेता

Recent Changes in Labour Laws and their implications for the Working Class

Introduction
Sweeping changes in labour laws are taking place in India. While launching the "Shramyev Jayate" (i.e. only hard work will win) programme, the Prime Minister urged us to take a compassionate view on "Shram Yogi" (worker) and use them as a source of "Rastra Nirmaata" (nation builder). It would therefore appear from this, that the current government is championing the cause of labour. Curiously, according to the media reports on the event, the industry lobby (CII, FICCI, ASSOCHAM etc.) unanimously applauded the proposed changes in labour laws, while the central trade unions (including Bharatiya Mazdoor Sangh, the trade union affiliated with the Bharatiya Janata Party [BJP]) complained about not being consulted at all and threatened to launch a nationwide protest on December 5, 2014 (see 17 October 2014, The Hindu). Therefore, clearly there is some confusion over the realcontent of the labour reforms. Thus, it becomes imperative to analyze the class character of the reforms and identify their possible impact on different sections of society. This is precisely what the present article seeks to do, in order to clear some confusion that currently prevails.
Self certification by Manufacturing firms and their Inspection
Mr. Modi's emphasis on building a robust manufacturing sector in India is well-known from his "Make in India" campaign. Towards that end he launched a couple of policy measures aimed at increasing the ease of doing business in India: "Ease of business is the first and foremost requirement if Make in India has to be made successful" (see17 October 2014, The Indian Express). India's rank in the "Ease of Doing Business" index actually slipped from 140 to 142 in 2014-15 (out of 189 countries) and Modi's measures are primarily aimed at improving India's ranking next year.
A significant move in that direction is the unveiling of Shram Suvidha Portal, which would allow employers to submit a self-certified single compliance report for 16 Central labour laws. This reform is expected to simplify business by putting the onus of compliance with the firms through self-certification. The Prime Minster described this reform as follows: "These facilities are what I call minimum government, maximum governance". He justified these in the following terms: "Let's start with trust" (ibid.). However, self-certification suffers from a basic drawback of non-revelation of truthful information, if there are incentives for doing so (like saving on a range of compliance cost in this case) [For a different critique see the article by Jesim Pais in 06 November 2014, The Hindu].
One might argue that the problem of non-revelation of truthful information may be largely curbed if there is a rigorous inspection mechanism in place. It is precisely here that Mr. Modi announced another radical change. In the name of ending the 'Inspector Raj' from now on labour inspectors would not be allowed to decide on their own, the establishments to be inspected. Instead, they would be sent to randomly selected establishments (administered centrally through computerized draw of lot; similar to those done during random scrutiny of income tax returns) and have to upload their reports within 72 hours, without future scope of modifying them. However, since labour inspectors generally have better ground level information about establishments and their functioning, centralized selection of enterprises for inspection even if randomly chosen, is certainly going to compromise on the effectiveness of inspection.
In fact trade unions are apprehensive that even if there are complaints of violation of safety norms by workers, even then labour inspectors might not inspect the offending factories – since now inspection of factories can only be done through random draw of lots. In any case, centralized controlling of inspections violates the International Labour Organization's (ILO) labour inspection convention 81 (1947) – to which India is a signatory. This is because according to Article 12 of the labour inspection convention 81, labour inspectors are empowered inter alia, "to enter by day any premises which they may have reasonable cause to believe to be liable to inspection; and to carry out any examination, test or enquiry which they may consider necessary in order to satisfy themselves that the legal provisions are being strictly observed" (emphasis mine). The new stipulation, by regulatinginspectors' visit to establishments curbs the freedom of inspectors to visit any enterprise, thus violating the provisions of ILO convention.
Moreover, the above move is expected to bring down annual labour inspections (currently 3 lakhs; see, 17 October 2014, The Indian Express) very sharply. But cutting down on labour inspections will adversely impact industrial safety, in a country where the culture of adhering to industry safety standards is already abysmal. It does not need mentioning that the workers will be at the receiving end of such deteriorating industrial safety norms. Moreover, this is introduced at a time when there is clear evidence to show that inspection standards in establishments relating to labour and industrial regulations have declined drastically. In the last two decades especially there has been serious under reporting of accidents – only fatal accidents are reported, since they are difficult to conceal, whereas non-fatal accidents go unreported (06 November 2014, The Hindu). This is reflected in the secular rise in share of fatal injuries in total injuries (Figure: 1).

It is easy to see that these policy changes are detrimental to labour rights. The rest of the article is devoted to evaluating the possible implications of the recently changed labour laws in Rajasthan. We chose Rajasthan for discussion since this is the first state to change the labour laws and so far is the only case in point.
Recent labour law changes in Rajasthan
The subject of labour being in the concurrent list, the BJP government in Rajasthan led by Ms. Vasundhara Raje recently proposed amendments to three key labour legislations namely, the Contract Labour (Regulation and Abolition) Act (CLRA), 1970; the Factories Act, 1948 and the Industrial Disputes Act (IDA), 1947. Her cabinet approved these amendment bills. The proposals then went for Centre's approval and faced no hurdle – as the BJP in its election manifesto promised to amend the labour laws. Finally, it went to the President seeking his approval and acquired so – thereby turning them into law (see 8 November 2014, Business Standard). These changes are supposed to set off a domino effect as other states are likely to follow suit [According to the media reports the states of Haryana and Madhya Pradesh are already moving along these lines]. This would in effect decentralize the Indian labour market, with 29 states each vying to offer the most lucrative labour regime to attract industries.
The concrete change in case of Contract Labour Act, 1970 is that it would now be applicable only in case of establishments employing 50 or more workers instead of the earlier threshold of 20 workers. Before amendment the Factories Act, 1948 covered those factories employing 10 or more workers (using power) or 20 or more workers (without using power). The recent amendment increased this threshold to 20 workers (using power) and 40 workers (without using power). Finally, according to Chapter VB of the Industrial Disputes Act (IDA), 1947 previously it was necessary to obtain prior government permission to retrench, layoff workers and closedown factories in an establishment employing 100 or more permanent workers1. The recent amendment raised the employment threshold to 300 workers. In this article we shall comment on each of these labour law changes seriatim.
With regard to the Contract Labour Act our observation would be limited to the following implication: making Contract Labour Act (restricting the use of contract workers) applicable to establishments employing 50 or more workers instead of 20 workers would mean that all regular jobs in establishments below 50 workers (but above 20 workers) would be abolished. According to 2010-11 data, around one-third of 2.15 lakh regular workers in the manufacturing sector of Rajasthan were located in establishments employing less than 50 workers. This move would bring in insecurity in the lives of these workers. Moreover, this employer-friendly move would also implicitly encourage the use of contract workers more liberally in establishments employing more than 50 workers.
Let us now discuss the implications of the amendment to the Factories Act, 1948. Any firm engaged in manufacturing activity and registered under the Factories Act comes under the organized segment of manufacturing. Therefore, by increasing the workers' threshold in establishments that is required to register under the Factories Act, some of the factories erstwhile registered under the Factories Act (namely, factories employing 10-19 workers using power and 20-39 workers not using power) would no longer be required to do so. Thus, at the stroke of a pen, these manufacturing establishments would now be categorized under the unorganized sector. Consequently, workers in these establishments now being placed in the unorganized segment of manufacturing would stand to lose on various rights like social security benefits, old age benefits and other benefits (Chandru, 2014).
Additionally, this would deteriorate the quality of manufacturing sector data. This is because Annual Survey of Industries (ASI) conducts survey every year only for the organized manufacturing sector i.e. only those manufacturing establishments registered under the Factories Act, 1948. Because survey is carried out every year therefore data on organized manufacturing is considered to be reliable/firm. However, the same cannot be said for the unorganized manufacturing sector data – since survey in this segment is conducted in five years interval – and for non-survey years estimates are obtained by updating the survey year's figures by the Index of Industrial Production (IIP) (see Roychowdhury, 2005 for details). With the recent amendment, since some of the erstwhile organized manufacturing firms would be pushed into the unorganized segment therefore, as things stand, they would not be surveyed every year by ASI – leading to deterioration of data quality. Next we turn to the most contentious move of amending the IDA, 1947 and try to examine its rationale.
It is normally argued in the literature that Chapter VB of IDA creates unnecessary obstacle in adjusting the workforce of an establishment (and its closure) and consequently hinders employment creation in the manufacturing sector (Kapoor, 2014). Also notice that this particular legislation gives some bargaining power to the working class vis-à-vis employers, by conferring security of livelihood even in midst of a vast pool of unemployed workers.
The reason typically put forward as to why supposedly rigid labour regulations result in stymied employment growth, is succinctly captured by the following observation: "In face of adverse shocks employers have to reduce the workers' strength; but they are not able to do so owing to the existence of stringent job security provisions. On the other hand, when the going is good and the economic circumstances are favourable, the firms may want to hire new workers. But they would hire only when they would be able to dispense with workers as and when they need to. Thus, separation benefits accruing to workers become potential hiring costs for the employers. This affects the ability and the willingness of firms to create jobs" (Shyam Sundar, 2005). This piece of legislation is also identified to be the main reason for India's inability to build a proper manufacturing base.
However, there is neither proper theoretical backing nor any empirical evidence to suggest that the slow employment growth in Indian manufacturing is primarily due to the labour laws. The two most quoted empirical studies in favour of undertaking labour reforms are Fallon and Lucas (1993) and Besley and Burgess (2004). The first study has been criticized thoroughly on grounds that the results are not statistically sound (Bhalotra, 1998). With regards to the second study Bhattacharjea (2006 and 2009) noted that the labour regulation index constructed by Besley and Burgess suffers from a number of shortcomings. Besley and Burgess classified the states of India (pro-worker, pro-employer and neutral) according to their constructed regulatory index and it is precisely here that the shortcoming of their index comes out most starkly. Among various shortcomings in the construction of the index, one important aspect is to neglect the implementation of law. For example, according to their index Kerala is designated as a pro-employer state whereas Gujarat and Maharashtra are demarcated as pro-worker states. This is so even though a World Bank (2003) study [quoted in Anant et. al. (2006) p.256] reports that small and medium enterprises in Kerala receive twice as many factory inspections per year as in Gujarat and Maharashtra.
Such anomalies arise because Besley and Burgess, by putting excessive emphasis on legal statutes, missed out on important counts like implementation of the law and larger macroeconomic issues during their sample period (1958-92). For example, Anant et. al. (2006) noted that reading off directly from state amendments to measure rigidities could be exceedingly misleading because the effect of laws could only be fully realised into labour market outcomes through proper implementation. Implementation in turn depends upon a range of intermediate factors like enforcement environment, culture of governance and compliance, among others. Limited consideration of these aspects can very easily deflect or nullify the presumed effect of the statutes – and hence impair accurate construction of the regulatory index. Now, Bhattacharjea pointed out that since the study profusely used this evidently flawed regulatory index in deriving its results, the outcome of the study is open to question. In fact, there is no study at the all India level conclusively showing manufacturing employment to be adversely affected by restrictions on hiring and firing (the content of Chapter VB).
Alternatively, many micro-level studies document large scale employment adjustments in face of adverse demand shocks. For example, Breman (2004) provides evidence on thousands of workers having lost their jobs in the collapse of Ahmedabad's textile factories in 1980s and 1990s; specifically, restrictions on retrenchment did not stand in the way of adjusting the workforce when about 36000 workers lost their jobs due to closure of several mills in Ahmedabad during 1983 and 1984 (see Papola 1994). Similarly, Sharma and Sasikumar (1996) studying 233 manufacturing firms in the Ghaziabad and Noida industrial belt found that neither employment growth nor fixed capital investments of firms were constrained by labour laws. In fact, at the all India level Nagaraj (2004) noted that, "Between 1995-96 and 2001-02, 1.3 million employees (13 per cent of workforce) lost their jobs". Now, if restrictions on hire and fire really operated as a constraint, how is it that the firms could retrench such large sections of the workforce in such short period of time?
On the other hand, there is evidence on systematic downsizing of the workforce through innovative means like the voluntary retirement schemes (VRS). Indian government constituted a dedicated fund to that end namely, National Renewal Fund (NRF) as part of its 1991 reform process "to provide funds [among others] …. for compensation of employees affected by restructuring or closure of industrial units both in the public and private sector" (Zagha, 1999). It is estimated that until July 1995 the dedicated fund enabled firms to retrench 78,000 labourers from the public sector and further aimed to reduce 2 million workers (ibid).
On top of this there is evidence on firms already introducing reform in the labour market through the back door or, to use Nagaraj's term "reform by stealth". This is through the route of creating informal employment within the formal sector. Commentators have pointed out that employers enjoy enough de facto flexibility through the employment of contract workers in the organized manufacturing sector (Guha, 2009). This is easy to understand; Chapter VB of the IDA applies to only permanent workers of an establishment and not to workers employed through contractors (contractual workers). Thus, there is no prior permission needed to retrench contractual workers of an establishment. Let us see in figure2 what happened to this contractual workforce in the organized manufacturing sector.

It is clear that the contractual, contingent workers sharply increased in the last two decades, precisely coinciding with the period when India went ahead with liberalization policy. Thus, according to the 2010-11 data, one-third of the organized manufacturing sector workforce is out of the ambit of IDA requiring no prior permission for retrenchment. However, the share of contract workers in total workers is an underestimate of the proportion of workers not covered by Chapter VB – this is because even the regular workers employed in establishments employing less than 100 workers are out of the ambit of law. Thus, if we add the number of regular workers below the employment threshold to the contractual workforce then in 2010-11 the proportion of workers for whom no prior permission from the government was necessary for carrying out separation stood at almost 60 percent of the total workforce (Roychowdhury, 2014). Therefore, with such large proportion of workforce not covered by IDA it is difficult to argue that the organized manufacturing sector is crippled by stringent restrictions on hiring and firing.
Conclusion
The foregoing discussion shows that the recent labour law changes, while strengthening the hands of capital, would bring in its bogie uncertainty and insecurity in the lives of millions of workers. Also, they are not based on sound economic logic but are rather gifts to the corporate sector, which has reportedly spent huge sums of money on BJP's election campaign. It is payback time to the corporate sector and the BJP, it seems, is keeping its promise well.

कैश सब्सिडी से जो बांसो उछल रहे हैं कि खाते में आ गयी रे नकदी,उनकी जानकारी के लिए सब्सिडी की वजह से जो रिलायंस समूहे के पेट्टोल पंप देश भर में बंद पड़े पड़े जंग खाने लगे थे वे वैश्विक बाजारों में तल की कीमतें घटने के बहना अपने सारे पंप खोल रहे हैं।बीस फीसद खुल भी गये हैं।डीजल कीमतों को नियंत्रणमुक्त किए जाने से उत्साहित रिलायंस इंडस्ट्रीज ने अपने बंद पेट्रोल पंपों को फिर खोलना शुरू कर दिया है। कंपनी ने अपने 1,400 बंद पेट्रोल पंपों में से 20 प्रतिशत शुरू कर दिए है, शेष को भी वह एक साल के भीतर चालू करेगी। इसी के मध्य उच्चतम न्यायालय ने मुकेश अंबानी की रिलायंस इंडस्ट्रीज को नियंत्रक एवं महालेखा परीक्षक (कैग) की अंतिम रिपोर्ट पर जवाब देने के लिए छह सप्ताह का समय दिया है। कैग ने कृष्णा गोदावरी बेसिन में डी 6 कुओं की खुदाई के लिए कॉन्ट्रैक्टरों को किए गए भुगतान में अनियमितताएं पाई हैं। शीर्ष अदालत ने इस मामले की सुनवाई की अगली तारीख 20 मार्च तय की है। इस दौरान न्यायालय कैग की रिपोर्ट पर रिलायंस के जवाब की समीक्षा करेगा। कैग ने अपनी रिपोर्ट में रिलायंस इंडस्ट्रीज को कुओं की खुदाई व केजी-डी 6 में कॉन्ट्रैक्टरों को किए गए भुगतान के 35.71 करोड़ डॉलर यानी लगभग 2,179 करोड़ रुपये के अनियमितताें पायी हैं।
पेट्रोल पंप नये सिरे से रिलायंस तब खोल रहा है जबकि रिलायंस इंडस्ट्रीज (आरआईएल) का संचयी शुद्घ मुनाफा चालू वित्त वर्ष की दिसंबर तिमाही में 4.5 फीसदी घटकर 5256 करोड़ रुपये रहा। पिछली तिमाही में कंपनी को 5,502 करोड़ रुपये का मुनाफा हुआ था। एकल आधार पर कंपनी का शुद्घ मुनाफा 7.72 फीसदी घटकर 5085 करोड़ रुपये रहा। कंपनी के मुनाफे में तिमाही और सालाना दोनों आधार पर गिरावट आई है। रिलायंस इंडस्ट्रीज के मुख्य वित्त अधिकारी आलोक अग्रवाल ने कहा, 'यह कठिन तिमाही रही। जिंस कारोबार में इस तरह का उतार-चढ़ाव काफी चुनौतीपूर्ण होता है और मार्जिन पर दबाव बनता है। बाजार में उतार-चढ़ाव जारी रह सकता है लेकिन हमारा रुख सतर्कता के साथ आशावादी है।' तेल कीमतों में सालाना आधार पर 40 फीसदी की गिरावट से कंपनी की आय पर व्यापक असर पड़ा है।
मोदी के एकल चुनाव प्रचार में सात सौ करोड़ खपाने की खबर आयी है,तो खर्च जाहिर है कई गुणा ज्यादा है क्योंकि मोदी निरंतर प्रचार अभियान पर है और पूरा भारत जीते बिना उनका प्रचार खत्म नहीं होने जा रहा है।जूत लेंगे तो हिंदुत्व का राजकाज कायम रखने के लिए फिर होगा लगातार प्रचार।

इंपास्ट्राक्चर में रिलायंस इंफ्रा का हिस्सा कितना होगा क्योकि अर्थव्यवस्था फिर बीस ट्रिलियन डालर की होनी है और डालरों के बेताज बादशाह बिना शक दरअसल मुकेश अंबानी हैं जो कल्कि अइवतारके राजसूययज्ञ में मुख्य पुरोहित हैं।गौरतलब है कि रिलायंस इंडस्ट्रीज के चेयरमैन मुकेश अंबानी ने आगामी एक से डेढ़ साल में अपने विभिन्न प्रकार के कारोबार में एक लाख करोड़ रुपये के नए निवेश की रविवार को घोषणा की। उन्होंने यह भी कहा कि भारत दुनिया में सबसे तेजी से वृद्धि करने वाली अर्थव्यवस्था बनने की राह पर है। रिलायंस अपने इस निवेश से पेट्रोरसायन कारोबार की उत्पादन क्षमता का विस्तार करने के साथ-साथ चिर प्रतीक्षित 4-जी ब्राडबैंड नेटवर्क सेवा शुरू करेगा और सरकार के 'मेक इन इडिया' और 'डिजिटल इंडिया पहल' में योगदान करेगा।

देश में निजी क्षेत्र की रिफाइनरी कंपनियों में रिलायंस इंडस्ट्रीज के अलावा एस्सार आयल लि शामिल है। 2006 तक इन कंपनियों ने डीजल के 17 प्रतिशत व पेट्रोल के 10 प्रतिशत घरेलू खुदरा बाजार पर कब्जा कर लिया था। लेकिन इसके बाद सार्वजनिक क्षेत्र की कंपनियों द्वारा भारी सब्सिडी वाला ईंधन बेचे जाने की वजह से निजी क्षेत्र की कंपनियों को भारी नुकसान उठाना पड़ा।
रिलायंस इंडस्ट्रीज ने तीसरी तिमाही के नतीजों के बाद निवेशक प्रस्तुतीकरण में कहा, 230 पेट्रोल पंप पहले ही खोले जा चुके हैं। हमारी योजना एक साल में पूरे नेटवर्क को चालू करने की है। रिलायंस इंडस्ट्रीज ने मार्च, 2008 के आसपास भारी नुकसान की वजह से अपने 1,432 पेट्रोल पंप बंद कर दिए थे। सरकार ने जून, 2010 में पेट्रोल कीमतों को नियंत्रणमुक्त किया था। उसके बाद एस्सार खुदरा क्षेत्र में फिर उतर गई थी। वह अपने 1,400 आउटलेट्स से मुख्य रूप से पेट्रोल की बिक्री कर रही है। देश में सबसे ज्यादा खपत वाले ईंधन डीजल को पिछले साल नियंत्रणमुक्त किया गया था। उसके बाद से निजी क्षेत्र की कंपनियां एक बार फिर खुदरा बाजार में उतरने लगी हैं।

सैफई महोत्सव की शुरूआत 1997 में स्व. रणवीर सिंह यादव ने किया था। 2002 में उनकी मृत्यु के पश्चात् उनको याद करते हुए हर वर्ष 26 दिसम्बर से 8 जनवरी तक सैफई महोत्सव का आयोजन किया जाता है। यह आयोजन पिछले साल सुर्खियों में रहा जब उ.प्र. में दंगे प्रभावित लोग ठंड में मर रहे थे और सैफई का आयोजन चल रहा था। इस साल यह राष्ट्रीय मीडिया में मुख्य खबर नहीं बन पाई। यह महोत्सव सरकारी आयोजन नहीं माना जाता है लेकिन इस आयोजन में जिस तरह से 14 दिन पूरा शासन-प्रशासन लगा रहता है उससे तो यही लगता है कि यह सरकारी आयोजन ही है।2013-14 के आयोजन में मीडिया में 300 करोड़ रू. खर्च होने की बात बताई गई थी जबकि मुख्यमंत्री ने 1 करोड़ रु. खर्च होने की बात कही थी। सैफई में उ.प्र. के मुख्यमंत्री सहित दर्जनों मंत्री डेरा जमाये रहते हैं। प्रदेश में ठंड से सैकड़ों लोगों की जानें जा चुकी हैं। इटावा जनपद में जिस दिन सैफई आयोजन की शुरूआत हुई उसी दिन इसी जनपद के महेन्द्र कुमार की ठंड लगने से मौत हो गई। महेन्द्र खेत में पानी लगाने गए थे जहां पर वह ठंड की चपेट में आ गये। अपने को मजदूर-किसानों की हितैषी कहने वाली सपा सरकार, जिनकी पार्टी का नाम समाजवाद पार्टी है और लाल-हरा रंग के झंडा उठाई हुई सत्ता में काबिज हैं, उनको इस मौत से कुछ लेना देना नहीं रहा। सैफई महोत्सव को सफल बनाने के लिए जया बच्चन व आजम खां बालीवुड के कलाकारों को सैफई भेजने में दिन-रात लगे हुए थे।
सैफई महोत्सव के उद्घाटन में मुलायम सिंह यादव ने कहा: ''आयोजन से ग्रामीण क्षेत्रों की सभ्यता, संस्कृति बढ़ती है। लोक कला व संस्कृति के प्रोत्साहन के लिये ही सैफई महोत्सव किया जाता है। बड़े कलाकार मुंबई व लखनऊ के लोगों को ही देखने को मिलते हैं। सैफई महोत्सव में किसान-मजदूर व ग्रामीण छात्र-छात्राओं को भी बड़े कलाकारों को देखने का मौका मिलता है। सैफई के नाच-गाने की आलोचना की जाती है। क्या ग्रामीण क्षेत्रों के किसान-मजदूर नाच-गाना नहीं देख सकते हैं? महोत्सव में लोक गीतों के माध्यम से लोगों में मेल-मिलाप बढ़ेगा।'' मुलायम सिंह ने उपस्थित छात्रों से अपील की कि वे ''शिक्षा पर ध्यान दें और आगे चलकर जया बच्चन जैसा अपना नाम देश में रोशन करें।''
मुलायम सिंह जी, यह बात सही है कि मनोरंजन करने का अधिकार ग्रामीण क्षेत्र के लोगों का उतना ही है जितना शहरी क्षेत्र के लोगों का। लोक गीतों की जगह बालीवुड,हालीवुड के गानों का बोल बाला है। सैफई महोत्सव में मोनिका बेदी, मल्लिका सेरावत से लेकर चारू लता तक के शो होते हैं। इसमें 'मुन्नी बदनाम हुई' से लेकर 'तेरी चिकनी कमर पर मेरा दिल फिसल गया' जैसे गाने गाये जाते हैं। यह किस लोकगीत के अन्दर आता है? इससे आप युवाओं में किस तरह की संस्कृति को पैदा कर रहे हैं? आप के महोत्सव में अन्तिम दिन बालीवुड नाइट मानाया जाता है जिसमें मुम्बई से दर्जनों अभिनेता, अभिनेत्री बुलाये जाते हैं। इनको देखने के लिए भीड़ इतना बेकाबू हो जाती है कि पुलिस को लाठी चार्ज करना पड़ता है। सैफई में चार्टड प्लेनों का तांता लगा रहता है। इन 14 दिनों में लगता है कि उ.प्र. सरकार सैफई से ही चल रही है। जिस जया बच्चन का उदाहरण आप छात्रों के सामने दे रहे हैं वैसे ही लोग बालीवुड को बढ़वा दे रहे हैं । इससे लोकगीतों या लोककला को प्रोत्साहन कैसे मिलेगा? क्या आपके पास भगत सिंह, चन्द्रशेख आजाद, रामप्रसाद विस्मिल के उदहारण नहीं मिले? आप जयप्रकश,लोहिया के विचारधारा को मानने वाले हैं! क्या उनका उदाहरण आप छात्रों को नहीं दे सकते थे? आप जया बच्चन का उदाहरण इसलिए दिये ताकि आप उसी बालीवुड की पश्चिमी संस्कृति को अपना चुके हैं। यही कारण है कि आप अपने जन्म दिन पर ब्रिटेन से मंगाई हुई बग्घी पर बैठेते हैं, 75 फीट और 400 किलो वजन का केक काटते हैं। क्या यही विचारधारा जयप्रकाश और लोहिया की थी? उ.प्र. में सबसे योग्य आपका ही परिवार है जिससे 5 सांसद, मुख्यमंत्री और मंत्री हैं? यह तो अधिकार प्रदेश की जनता को भी है लेकिन उ.प्र. की राजनीति पर तो अपके परिवार का पैतृक अधिकार बन गया है जिसके कारण भाई, भतीजा, बहु, नाती-पोते ही लोकसभा, विधानसभा में आ रहे हैं।
डी एम, एस पी सहित तामम अधिकारी व हजारों संख्या में पुलिस बल की तैनाती सैफई में रहती है और प्रदेश की सुरक्षा....! इटावा सैफई का जिला हेडक्वार्टर है। वहां पर दो रिपोर्टर, जो कि सैफई महोत्सव कवरेज करने गये थे, उनको चाणक्य होटल के पास मारपीट कर लूट लिया जाता है तो बाकी जगहों की बात ही छोड़ दीजिये। सैफई में पुलिस हथियारों की प्रदर्शनी लगाई गई थी, जिसको देख मुख्यमंत्री ने सराहना की और निर्देशित किया कि इस तरह की प्रदर्शनी भविष्य में और जगहों पर लगाया जाये। मुख्यमंत्री ने पुलिस को आधुनिक बनाने के लिए किसी भी संसाधन की कमी नहीं आने का आश्वासन भी दिया। मुख्यमंत्री जी, पुलिस को आधुनिक बनाना अच्छी बात है। लेकिन यह आधुनिकीकरण किसके लिये किया जायेगा? क्या पुलिस आधुनिक होकर और तेजी के साथ अपराधियों का साथ देगी और महिलाओं के साथ बलात्कार करेगी? अच्छा होता कि आप हथियार प्रर्दशनी की जगह पुलिस को मानवीय दृष्टकोण से काम करने के लिए कैम्प लगाते जिसमें वे अपने कर्तव्य का पालन करना सीखते।
जैकलीन को 3 मिनट के परफार्मेंस देने के लिए 75 लाख रु. देने के बजाय सड़कों पर अलाव जलाते, रैन बसेरा बनाते तो कुछ लोगों की जिन्दगी ठंड से बचायी जा सकती थी। पुलिस, अधिकारी, मंत्री जिस तेजी से ड्युटी बजा रहे थे अगर वे इतनी तत्परता अपने कामों में दिखलाते तो लोगों की समस्याएं कुछ कम होती, अपराध कम होते। लेकिन आप का उ.प्र. बालिवुड का प्रदेश और आपका समाजवाद आपके वंशवाद के लिए मौजवाद बन चुका है।

डी एम, एस पी सहित तामम अधिकारी व हजारों संख्या में पुलिस बल की तैनाती सैफई में रहती है और प्रदेश की सुरक्षा....! इटावा सैफई का जिला हेडक्वार्टर है। वहां पर दो रिपोर्टर, जो कि सैफई महोत्सव कवरेज करने गये थे, उनको चाणक्य होटल के पास मारपीट कर लूट लिया जाता है तो बाकी जगहों की बात ही छोड़ दीजिये। सैफई में पुलिस हथियारों की प्रदर्शनी लगाई गई थी, जिसको देख मुख्यमंत्री ने सराहना की और निर्देशित किया कि इस तरह की प्रदर्शनी भविष्य में और जगहों पर लगाया जाये। मुख्यमंत्री ने पुलिस को आधुनिक बनाने के लिए किसी भी संसाधन की कमी नहीं आने का आश्वासन भी दिया। मुख्यमंत्री जी, पुलिस को आधुनिक बनाना अच्छी बात है। लेकिन यह आधुनिकीकरण किसके लिये किया जायेगा? क्या पुलिस आधुनिक होकर और तेजी के साथ अपराधियों का साथ देगी और महिलाओं के साथ बलात्कार करेगी? अच्छा होता कि आप हथियार प्रर्दशनी की जगह पुलिस को मानवीय दृष्टकोण से काम करने के लिए कैम्प लगाते जिसमें वे अपने कर्तव्य का पालन करना सीखते।
जैकलीन को 3 मिनट के परफार्मेंस देने के लिए 75 लाख रु. देने के बजाय सड़कों पर अलाव जलाते, रैन बसेरा बनाते तो कुछ लोगों की जिन्दगी ठंड से बचायी जा सकती थी। पुलिस, अधिकारी, मंत्री जिस तेजी से ड्युटी बजा रहे थे अगर वे इतनी तत्परता अपने कामों में दिखलाते तो लोगों की समस्याएं कुछ कम होती, अपराध कम होते। लेकिन आप का उ.प्र. बालिवुड का प्रदेश और आपका समाजवाद आपके वंशवाद के लिए मौजवाद बन चुका है।

Thank you for your compliments for my work in the government back then when I was one of its officials. However, while I agree with you that I had been meted out injustice by a bunch of corrupt politicians who had no qualms carrying out what I think was the behest of their mentors, a certain foreign power in our region, I have difficulty linking it with and blaming it on Prithvi Narayan Shah just because the former happened to share the same ethnicity, the Hindu high caste category, with the latter.
Regarding this "Jwajalapaa" fellow, I assume that he is also a Newar like me. As a fellow Newar, I would have very much liked to see him take on me on my reasoning in a more dignified manner than what he has done. I have difficulty responding to such communications that fails to maintain a certain decorum that, I think, should go with any inter-personal exchanges, particularly in a public forum like this.

The most unfortunate thing happened to the people fighting for justice had been Prime Minster Sushil Koirala attended the tea party held by Mr. Thapa in honoring the injustice done to the Nepalese people for more than two-and-a-half centuries. Mr. Koirala himself had been the victim of injustice. His mentor BP Koirala had suffered the whole life from the injustice done to him and his party. Sushil himself had suffered, too but unfortunately he forgot that injustice done to him and his party. He forgot that the NC leaders and cadres had repeatedly shed their precious blood to fight against the injustice. Attending the tea party, Mr. Koirala had disgraced the brave people that had died for justice, and that had recently suffered from injustice for the thirty years of the Panchayat regime.
Unfortunately, Mr Koirala wanted to revive the injustice joining hands with the Panchayat leaders that had demanded the capital punishment to BP Koirala and Ganeshman Singh. That would not be tolerable to the Nepalese and disgraceful to Mr Koirala himself, too. Nepalese had done justice to Mr. Sushil Koirala giving him a chance to run the administration justly and sincerely. He needed to explain to the people why he attended the tea party held for honoring the injustice otherwise he would be abusing the people's mandate.
Subhas Nemwang had been the victim of injustice, too. He had been the Chairman of the constituent assembly or the Speaker of the parliament as a favor done by his CPN-UML bosses otherwise he would not have betray his fellow people attending the tea party held for reviving the injustice. What Nemwang had done justice to the constituent assembly not dong his duty as the chairman but following the orders of his CPN-UML bosses? Nemwang would learn his mistake of doing injustice to the fellow citizens.
Now, KP Oli did not want to do justice to the people that had been repressed for more than 240 years of the rule of injustice. He wanted to use his power of the two-thirds majority again to impose the rule of injustice. Poor Oli did not realize that the time was not of the 240 years ago but of the 21st century. The people had developed different mindset and they would not tolerate any injustice anymore. Imposing injustice would break the country into pieces if Oli were to do so with the power not only of the two-thirds majority but also of bullets and ammunition. He would certainly kill some brave people but he would not be able to kill all the fighters for justice.
Bihari Krishnajee: I had a great respect for you as you did a great job for the people suffered from injustice when you were a joint secretary to the Ministry of Local Development. After the NC party came to power in 1990, do you remember you had once complained bitterly about the injustice done to you by the Girija administration firing you from the job of additional secretary? How painful to be the victim of injustice, you certainly know. I am talking nothing but about injustice done even to the top bureaucrat like you. So, why don't we fight for justice rather than defending the injustice?
Living in UK or USA or any other countries and shouting at me in the emails for fighting against injustice, those guys would be brought to justice if they were to continue to have such mindsets in the respective country, as those countries have the rule of law and rule of justice.

Sri Siddhi Ranjitkar normally writes well-argued papers, although one
does not agree with him all the time. The point is that he deals with
a subject generally quite exhaustively. But this one on Prithvi
Narayan Shah is vastly different, just pouring venom not only on the
late ruler belonging to an era of some two and half centuries ago,
branding him "monster of injustice" without going into why he thought
it was so. Mr. Ranjitkar was also furious with every single politician
who attended the tea party organized by Kamal Thapa. As a media person
who writes for a larger readership, the writings must read as an
objective account of a given subject or situation, discernibly free
from personal emotive excesses. While historical figures are always
viewed from many different angles, both positive and negative--and
Prithvi Narayan Shah should be no exception--it is still necessary
that such assessments be based on the interpretation of facts. In this
case, Mr. Ranjitkar has failed to honour the norms of a public writer,
and by doing so, he has only managed to climb down several notches in
the esteem and popularity he otherwise enjoyed among his audience. The
bottom line of norms for any public writing should be that it remains
dignified in its mode of expression and choice of words. While one may
disagree with a certain point of view, one has to do that without
being disagreeable himself, and this demand is particularly germane in
an email forum like this where there are no "editors".
While I, as a Newar, belong to a tribe that King Prithvi Narayan Shah
vanquished, I hold that ruler in great esteem and consider him to be a
great statesman of his time in South Asia. When he said, he would like
to make Nepal "asali Hindustan", in my view, as a devout Hindu, he
meant it in every sense of the term. While the undivided India then
was more popular as "Mughlaan" with Islam steadily spreading in the
subcontinent at the hands of the Persian and Muslim rulers,
Christianity was spreading its wings particularly in the eastern
region at the hands of the invading Westerners. And given Nepal's
geographical location as the bridge to Tibet for trans-Himalayan
trade, Prithivi Narayan Shah must have thought that it was only a
matter of time that these little kingdoms in the Himalayan range would
fall to invading East India Company sooner than later, thus putting
Hinduism at great risk. So, as the ambitious ruler that he was, it was
little wonder that he would set out to conquer and put together a
larger kingdom that could possibly resist the northward push of the
alien rulers. That is what ambitious rulers did the world over in
those days anyway.
But Prithivi Narayan Shah's greatness manifests itself after he had
put together his larger kingdom. Unlike the Sen rulers of Palpa before
him, he did not want to partition his new kingdom to his descendants.
He not only wanted the new enlarged state to remain intact (and
expanding), he, unlike most other victorious rulers in other parts of
the world, bequeathed his new kingdom to the people of all caste
ethnic groups living therein by envisioning it as a "garden" to be
owned by them all. Of his many acquisitions, Kathmandu valley was by
far the richest and most attractive of all. While we have known
through history books such victors engaging in the loot and plunder of
the vanquished, Prithvi Narayan Shah just made himself a part of the
Newari culture by letting the Kumari chariot procession to proceed
normally. The Kathmandu Newars themselves seem to have acquiesced
without much resistance, one possible reason being that in those days,
like in Europe, there was a special category of people who became
kings. History tells us that Newars had "Thaku juju" or Thakuri kings
even before Prithvi Narayan Shah descended on Kathmandu. The last
Newar king was a Malla, a Thakuri clan and not one of those many Newar
caste categories whose nomenclature mainly derives from agriculture or
livestock products such as pamyae (a bean) who now call themselves
"Pradhan", or MaeKen (black bean, or kalo dal) now calling themselves
Maskey to make it sound more respectable. Most clan names have
remained unchanged too. Bajimaya is "I don't like Chyura", or
Nyachhyon is the head of a fish. I myself am a Gonga (a rooster) and
in my younger days, chose to go for a more generic Shrestha. In any
case, Newars of Kathmandu owe a special debt of gratitude to Prithvi
Narayan Shah. It is because of him Kathamndu is now Nepal's capital,
with its land price steadily skyrocketing and making them the richest
community in the country.
