Dalit boy charged with theft found dead in Haryana, family accuses cops
CHANDIGARH: Barely two days after two dalit children were burnt alive in a Haryana village, a 14 year-old boy was allegedly killed by cops hours after he was questioned for theft of pigeons in Sonipat's Gohanapolice station on Wednesday.

The body of Govinda was found near his home at a vacant plot inGovindpura locality of Gohana on Thursday morning but the family members blamed cops for his death. The police have lodged an FIR against two cops of Gohana police station under murder charges after local residents blocked a road and local railway track for more than three hours which affected the train and transport services.

Deputy superintendent of police Satish Kumar, who is looking after law and order situation at Gohana after the incident, told TOI that FIR has been registered against Subhash and Ashok — both assistant sub inspector (ASI) of police — on the complaint of deceased's brother Gautam.

The police said that Gautam had produced Govinda in connection with theft of pigeons from his neighbourer. Police sources claimed that both parties had also reached on a compromise after their dialogue at the police station.

However, Govinda's family members alleged that he was killed by the cops. "The cops had even taken Rs 10,000 as bribe also from us to release him. But they did not release him," said Gautam while talking to the local media.

Soon his family members and other protesters gathered on Gohana-Jullana road on Thursday morning. First, they blocked road and then shifted to the railway track. Sources said that the police used force to disperse the protesters when they were blocking road and railway track. However, the cops had to run away from the spot following retaliation by the protesters.

The police officials have termed it a case of hanging, though, they have avoided on reaching on any conclusion before a probe into the matter.

A beef lynching in Kashmir went unnoticed in India, like the continued violence and repression

Just as Kashmir is coming to terms with yet another brutal end to an innocent life, this time lynching of the young Zahid, many in  are aloof of this ghastly crime. The level of outrage seems to shrink as the information descends from the valley. The horrific stories of tragic end, the cries of young men and  and the wailing of grief-stricken Mothers of Kashmir have constantly failed to get empathetic ears in. Their trauma and pain somehow don't get registered to our collective conscience. Be it the killing of 3 year old Burhan or this heinous lynching; life carries on in  even when the Kashmiris try to make peace with their predicament. They have learnt to mourn and contain their rage as deaths usually come with the restrictions of a curfew.

Kashmir, India's 'Atoot Ang' has always been extremely important to our sense of nationalism. Protecting it is our national pride and we expect the inhabitants of the valley to oblige us in our daily endeavour to uphold our sovereignty, which is under constant threat. The only problem is that we are not aware of the repercussions of turning someone's courtyard into a battlefield. We don't know what it means to live in one of the world's most densely militarized zones. Watching the news channels at prime time showing how Kashmir is suffering at the hands of a few leaders who are on a pay roll of  is a far cry from the tragedy that is unfolding there every day. This one-sided, beaten to death narrative is further alienating the youth that has grown up seeing the mass uprisings and the subsequent brazen use of force on them which has taken the death toll to 90,000.

It would be immature to assume that the Kashmiris have accepted democracy with open arms given the highest turnout of voters ever recorded in J&K. Upon being enquired, the inhabitants of places with the highest turnout shared that the primary reason they came out to vote this time, without being pressurized, was to elect someone to take care of their water, electricity and other basic needs. The 'healing touch' strategy of PDP's  has a long way to go to win the faith of Kashimiris. Jumping at every statement; pressurizing the central and the state  every night on national debates to tighten their grip on the various leaders of other parties, who have a following in the region, will only enrage the masses. Shaming the leaders of different parties is a sure shot way to widen the trust deficit. This will have serious repercussions on the relationship between the Indian state and the people of Kashmir, especially the youth; educated young men and women who are aware of all the constitutional rights which they have always been devoid of. Our rhetorical and spiteful view of Kashmiris who express themselves is only adding more fodder to the fire, making it burn more intensely.

We live in a different world of 24 hour news coverage and due to its nature of focusing on a particular story for long; it ends up forming strong opinions. The youth of Kashmir have often being demonized as stone-pelters and disloyal enemies of the state. In order to bridge the divide it is important to interact with them and get acquainted with their side of the story instead of shunning them every time they state their demands. It is important to take into account that student councils are not allowed in Kashmir. The youngsters are spied upon; all their accounts on social networking sites are constantly under surveillance. In this claustrophobic atmosphere the young minds and voices are getting stifled under fear psychosis.

A nation that takes pride in being the world's largest democracy owes a huge debt to the people of Kashmir, who have been bearing the excesses of the Indian armed forces for long. The real voices from the valley have always been drowned under the vociferous call for nationalism. The stories of violent deaths don't see the light of the day, and if they do, they get added to the ever-increasing statistics of collateral damage.

Peace is a two way street. A huge part of the valley's population is already wary of the government and its many broken promises. The brutal use of power on local inhabitants and  violations have left an indelible mark on their psyche. Now that insurgency has gone down, it is important to let the people of Kashmir feel secure and part of a civil society with a free claim to their rightful liberties. The civilians are languishing for a normal life, with all its simple pleasures that are taken for granted in other parts of India.

Acknowledging the loss and empathizing with those who have suffered the consequences of many years of mismanagement, use of brute force and sheer ignorance will go a long way in at least setting a steady ground for dialogue. The entire history of Kashmir has been concealed by a generous dabbing of the claim to fight the terror movement and to protect the peace. This tactic has obscured the destruction of the very spirit of Kashmir. A history of resistance crippled by lack of the very basic of civil liberties is a far cry from 'normalcy'. We are fighting for Kashmir by not giving the much needed attention to the Kashmiris who have suffered heinous human rights violations, which have been condemned by the various humanitarian watchdogs like International Commission of Jurists, Amnesty International and Human Rights Watch. Appalling crimes like mass rapes, mass killings and forced disappearances have escaped our legal and moral scanner all in the name of counter-insurgency.

Kanun Poshpora Mass Rape Case, The Gawkadal Massacre and theSopore Massacre, 1993 are some of the accounts of atrocious attacks on many innocent civilians who not only bore the brunt of armed forces, but are also still waiting for justice.

The investigations that gave clean chit to the army drew criticism from Watch,  Department of Justice and Human Rights Watch, which wrote:

"While the results of the examinations by themselves could not prove the charges of rape, they raised serious questions about the army's actions in Kunan Poshpora. Under the circumstances, the committee's eagerness to dismiss any evidence that might contradict the government's version of events is deeply disturbing. In the end, the committee has revealed itself to be far more concerned about countering domestic and international criticism than about uncovering the truth."

Not to forget, the 8000 missing men and boys whose families are still awaiting their return, extra-judicial killings and reports of extortions rackets run by Police who ask for bribes from the families of young men threatening to implicate them of false charges.

To achieve the much sought-after normalcy, there is an urgent need to take humane steps to make the civilians feel as valued members of a civic society whose aspirations matter. Kashmiris must be heard instead of being judged and handed with a predicament.

There is a need for both the state and the central government to work in tandem to address this long impending humanitarian crisis by showing great resolve. Due to the imposition of draconian laws like AFSPA, PSA and many others providing legal impunity to the forces, the very right to a dignified existence is under perpetual threat. Constant checks, harassment (both physical and verbal) meted out to all makes the very simple job to go out to work an arduous task. AFSPA can be revoked in areas where insurgency has reduced to a small percentage in order to curb casualties. Following the example of Tripura would be a good approach where the state increased the number of local police stations instead of deploying the army. People generally have more faith in the local policemen rather than on a force comprising of men mostly from other states of India.

Secondly, use of non-lethal weapons to crush protests must be a norm which should be adhered to. As per Manan Bukhari, a prominent RTI activist from the valley, "Almost 350 people particularly the youth have received Pellet injuries since the Pellet Gun was introduced in Kashmir during the 2010 agitation". Hundreds of youngsters have lost their eyesight due to the use of these infamous pellet guns.

Kashmir requires immediate attention. A single incident has the ability to blow up into fire as the spirit of Kashmir has been brutally crushed for so long. Every day adverse treatment of the local population has been pushing the Kashmiris towards the edge. The moment they reach their tipping point, the lid to a bubbling cauldron will go off, culminating in a legacy of bloodshed. It has happened in the past. Out of the many recent protests, the mass demonstrations of 2010 have been the bloodiest, where the use of overpowering force was unleashed on huge gatherings out on the streets protesting for their freedom. It ended up taking the lives of at least 125 teenagers. The protests started after the encounter of three young men from their Nadihal Village, however it later gained momentum and the entire valley was engulfed in the movement for Azadi. Now curfews are imposed every year during the death anniversaries of the victims to prevent unrest due to any impulsive  march.

The voices from Kashmir that have been strangulated by a strategic use of military power combined with appointed leaders should be heard. There is an immediate need to acknowledge that the treatment meted out to Kashmir is a blot on our democracy and Kashmiris have merely been used as pawns by various political parties.

It is about time to take inspiration from the Father of our Nation, who very succinctly shared one of the most profound teachings on peace.

"There is no way to peace, peace is the way."

Violence is a vicious circle and we can't afford to run in loops endangering more lives in the process.

Statement by Sociologists on the Need to Maintain Constitutional and Academic Freedoms

We, as sociologists and concerned citizens, feel extremely concerned about the lynching at Dadri, and the murders of scholars and thinkers like MM Kalburgi, Narendra Dabholkar, Govind Pansare and others, and wish to register our strong protest.

We are not just shocked by Prime Minister Narendra Modi's late response, but also by the implications of the victim-blaming statement he made. To say that 'Hindus and Muslims should not fight each other but should fight poverty instead' puts the onus for peace and fighting poverty entirely on civil society and communities and absolves the state of any responsibility for both. As Prime Minister, he should have asserted that the state would defend the rule of law.

In a country with some 4693 communities and over 415 living languages, each community is bound to have its own customs, including dietary choices. Individuals may also follow practices different from the ones followed by the majority of their community. Any attempt to impose a uniform belief or practice, on either individuals or communities, is antithetical to the freedom enshrined in the Constitution. It is the state's responsibility to ensure this freedom.

Further, as scholars, we are extremely worried about the implications of these recent developments for our ability to study and write about different life ways, and to critically analyse society, including social phenomena like .

NEW DELHI: Even as Haryana reels from the gruesome murders of two dalit children who were burned alive on Tuesday, allegedly by upper caste men, new statistics show that crimes against dalits, or Scheduled Castes (SCs), rose 19 percent last year, on top of a 17 percent increase in 2013. 


In addition, as many as 744 dalits were murdered last year, up from 676 in 2013. In Haryana alone, 21 dalits were murdered in 2014.

 

According to statistics compiled by the National Crime Records Bureau (NCRB), crimes against SCs rose to 47,064 in 2014 from 39,408 in 2013. In 2012 there were 33,655 crimes against dalits, about the same as in 2011. 

In fact, the rate of such crimes against SCs surpassed the national average in as many as 10 states in 2013 and 2014. The rate of crime is the number of crimes reported against SCs per one lakh of their population. In 2014, the rate of crime against dalits was 23.4 and in 2013 it was 19.57. 

 

NCRB statistics show that 2,233 dalit women were raped in 2014, up from 2,073 in 2013, 1,576 in 2012, 1,557 in 2011, 1,349 in 2010 and 1,346 in 2009. Kidnappings and abductions also went up in these years, barring in 2012 when there was a marginal decline. Against 755 kidnappings/abductions in 2014, there were 628 in 2013, 490 in 2012, 616 in 2011, 511 in 2010 and 512 in 2009.

It is unlikely. But the query too was overlaid with cynicism, reflecting the weariness of a community bearing the brunt of recurring atrocities. Sunped under BJP follows the shameful trend set by Mirchpur and Gohana under Congress. 

In Mirchpur and Gohana, altercations between Jats and Dalits resulted in mobs razing down and burning Dalit houses, medieval style. No one died in Gohana but 50 houses were torched by a 1,000-strong mob. But Mirchpur saw a lynch mob set on fire a handicapped girl and her grandfather in their house, like Faridabad. In Sunped, Rajputs settled scores with Dalits. 


At the root of the brutal crimes is the newfound independence of Dalits and a questioning of the status quo. Observers say the brutal retribution inflicted by the upper castes is aimed to deliver a strong reminder to Dalits on who dominates socially. 


Karamvir Baudh, an activist in Haryana, said, "Jobs and small businesses are a growing trend among SCs. Cars and good houses in their neighbourhoods are visible. They refuse to work in landlords' fields. It is enough of a provocation."

 If the fault lines existed for ages, its incendiary eruption in medieval lynchings and immolations in the last decade results from fearless assertion by Dalits riding on job reservations and market economy. 


"The dominant peasant proprietors who were used to having their way are unable to take the resistance from Dalits. That is leading to brutality," said Yogendra Yadav, a sociologist with roots in Haryana. 


The questioning of status quo is the trigger. And the oppressor changes with the turf, it could be Jats in Rohtak, Yadavs in Mahendragarh, Rajputs and OBC Rors in Yamunanagar. 


Dr Gulshan, who heads the Ambedkar missionaries society in Rohtak, recounted how every atrocity was accompanied by the incredulous "ek SC ne aisa kar diya" — it could refer to refusal to work in landlords' fields or challenging the harassment of a Dalit girl. "In a wrestling game, the taunt is that you lost to a Dalit boy," he said, talking about provocation. 


Sexual assault of Dalits has emerged as a new weapon to assert domination. Haryana, according to the NCRB, ranks seventh in assaults on SC women, fourth in sexual harassment, sixth in rapes.

Following the attack on a Dalit family in Faridabad, the lower caste community feel they would be safer from the upper caste if they converted to Islam.

The arson in Sunped village of Faridabad has created fear among people, especially the lower caste community, in the adjoining villages. Due to the continuous threat posed by upper castes, a section of people from the lower caste have expressed their desire to convert to Islam.

 

"The upper caste people used to humiliate us over petty incidents like pulling out a mobile phone from the drain. They would often threaten and dishonour us and also the women from our community. We do not feel secure as the current government has failed to protect our pride. We have no other option than to convert to Islam," said Rohtash, a villager.

 

"At least we know few leaders who represent the minority community. There is no leader for the lower caste here," Rohtash added.

 

Villagers have demanded that Faridabad police commissioner Subhash Yadav be sacked as he has failed to control the law and order situation.

 

"The district police and local administration have ignored us and our complaints," alleged another villager Ramesh Kumar.

 

In adjoining Asawati village, a teenage girl was abducted by an upper caste youth and was later found unconscious in UP's Bulandshahr district. Despite a complaint of sexual assault at the Ballabhgarh police station, cops dismissed the matter saying that the girl had eloped with her boyfriend.

 

"One of the reasons behind the police apathy is the majority of the upper caste people. Sunped village has a population of 1,400 with 75 per cent belonging to the upper caste community. They have strong political connections with local leaders," said another villager Sunil Kumar.

Tension gripped Uthapuram when a garland offered by the Dalits to a pipal tree at the Muthalamman temple was pulled down by caste Hindus on Wednesday. A huge posse of police has been deployed in the village near Usilampatti as a precautionary measure.

 

The Dalits preferred a police complaint against the caste Hindus for practising untouchability.

 

The district administration had reversed its prohibitory order on celebration of the Muthalamman festival organised by the caste Hindus on Tuesday night after they pleaded for permission and agreed to allow the Dalits to offer worship at the temple.

 

"We had given the orders on the condition that the rights of the Dalits to worship at the temple should be upheld," Usilampatti Revenue Divisional Officer M. Balasubramanian, said.

 

After permission was given, an earthen idol of Muthalamman was brought in procession from Elumalai on Tuesday night. In the morning, the caste Hindu devotees brought 'mulaippari' and offered prayers.

 

Later, some 40 Dalits led by C. Sankaralingam and Ponnaiah, came to the temple and worshipped the deity. Deeparathana and puja were performed by the priest amidst the 'kulavai' raised by the women devotees.

 

Just as they were coming out, the Dalits put two garlands on the pipal tree on the temple premises and offered their prayers. Suddenly, over a dozen of caste Hindus present at the temple objected to it.

 

Even as both sides started arguing over the issue and the police tried to pacify them, an unidentified person pulled down one of the two garlands and threw it on the ground.

 

This angered the Dalits, including women, who squatted on the Elumalai Road. However, a large posse of police managed to remove them and took them to their hamlet. Meanwhile, the police restored the garland on the Pipal tree.

 

While the caste Hindus demanded that the garlands be removed from the tree, Superintendent of Police Vijayendra Bidari said he could not allow any such thing and warned that those who tried to remove them would be arrested.

 

Later, the earthen idol and the sprouts were taken in procession and immersed in a nearby water body amidst police security. However, Dalit leader Sankaralingam said R. Muniyandi lodged a complaint with the police against caste Hindus for pulling down the garland put by them at the pipal tree.

 

Five vehicles set on fire

Meanwhile, people of two different groups from Elumalai and nearby Athankaraipatti clashed while completing the Muthalamman festival ritual of breaking the earthen idols near Elumalai on Wednesday evening. The police said five motorbikes and a cargo vehicle were set on fire. 

 

 The problem started when a chappal was thrown from the crowd from one group at another.  It led to a clash following which the police chased them away. Even as the crowd was melting, unidentified persons set on fire the vehicles.   

 

 The Deputy Inspector General of Police, Anand Kumar Somani and the Superintendent of Police, Vijayendra Bidari, rushed to the spot.

The death of two conservancy workers owing to asphyxiation last week when they were cleaning (rather forced to clean) an underground drainage at a housing colony in TN's Madurai was reported by the Hindu on Oct 21, 2015.

 

In a similar incident occurred in 2009, a contract worker of the City Corporation died while removing blockage with two others without wearing protective gear. Another worker succumbed at a hospital two days later. Needless to say they were all Dalits.

 

Though there has been a ban on manual scavenging under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 and the earlier Act brought into the statute in 1993, there is little or no monitoring to prevent the practice and the consequent deaths.

The corporations and municipalities across India have on rolls tens of thousands of contract workers who are required to remove blocks in the underground drainage system by entering into the drains through manholes. It is not uncommon to see conservancy workers unclogging manholes with sticks and rods without wearing shoes, gloves or masks.

 

A conservancy worker admitted that they never receive these protective gears from their contractors. Many of the contractors either do not know about such protective gears or chose not to give them. This being the case for conservancy workers, their counterparts who clear dust and debris off roads also work without masks or gloves.

 

Since the workers are engaged by the contractors, the municipal bodies do not take manual scavenging seriously. It is the duty of the municipal authorities to step in and ensure that manual scavenging is not practised and the workers wear the protective gears and use machinery. In many cases, families of the deceased workers do not get compensation for the loss of the breadwinner.

 

It is not surprising that a Madurai Corporation official says that many workers do not wear the protective gear issued to them. If a worker dies in a factory for want of wearing necessary protective gear, can the factory owner plead not guilty because the worker failed to wear the gear though provided? Will the administration, police and court admit such a plea and let the factory owner off?

 

Will the officer offer such an irresponsible response if his kith and kin are the conservancy workers? The administration must book the officers concerned in case of such deaths under the SC/ST Atrocity Act and treat the deaths as murders. If such proactive steps are taken, the killing of Dalits in gutters will vanish overnight. The crime committed by a law enforcer is much more serious than the one committed by an ordinary citizen. Not a single public servant is punished for such killings in all these years.

 

Dalit family set afire

According to the media reports, a Dalit family of four, including two children, was set afire inside their house allegedly by members of the Rajput community in Sonped village in Ballabgarh, Faridabaddistrict (Haryana), in the early hours ofTuesday.

 

While Vaibhav (2 years) and Divya (10 months) died before reaching the Safdarjung Hospital in Delhi, their mother Rekha (22) admitted to the ICU with serious burns died later. Rekha's husband, Jitender (26), a medical attendant at a hospital, escaped with minor burns on his hands.

 

The attack on the Dalit family has its history in the murder of three persons of the Rajput community on Oct 5, 2014 following an altercation over a mobile phone. Eleven members of Jitender's family were named in the case and are currently in jail. Two weeks ago, the accused had allegedly threatened Jitender's family with dire consequences if they did not leave the village.

 

The police have booked 11 persons in the case and arrested three so far. "A case has been registered under the IPC and the SC & ST Act against 11 persons and three have been arrested," said a police official reportedly.

This case will also follow the course of similar cases (Mass Dalit burning at Keezhavenmani village in TN's Thanjavur district in 1968, the massacre of Dalits by the landlord-controlled Ranvir Sena in the late 1990s in Bihar and the rape and murder of Priyanka Bhotmange and her mother at Kheirlanji in Maharashtra's Bhandara district in 2006), thanks to the obliging upper caste-friendly administration and court. Please note Haryana is now being ruled by a super Khap after another equally notorious Khap was booted out in the last election.

 

Vedas order killing of sinners who kill cows

A recent article in the RSS organ Panchjanya said, "The Vedas order killing of anyone who slaughters the cow. Cow slaughter is a big issue for the Hindu community. For many of us it's a question of life and death." The piece written by Vinay Krishna Chaturvedi adds, "But what should one say about those people and their leaders who, while living among 80 per cent Hindus, have no concerns for the majority sentiment."

 

The Dalits burnt to death or murdered inside the gutters were also Hindus. Even the converted ones were earlier in the Hinduism. Chaturvedi, RSS and BJP are also living among 80 per cent Hindus. Why they have no concern for these Hindus?

 

Chaturvedi must tell us whether there is any provision in the Vedas that orders killing of anyone who slaughters the Dalits either by burning them alive or killing them inside the gutters. If there is no such provision, is it not time for Chaturvedi and his patrons in the RSS to rewrite Vedas incorporating similar provision that mandates killing of the butchers of Dalits?

 

Chaturvediji, please note the society "glorifies and remembers" such persons "martyred to prevent Hindu-slaughter."

एक तरफ देश के कमजोर और अल्पसंख्यक तबके को सुरक्षा व सम्मान से जीने नहीं मिल रही है। वहीं, इस पर सवाल करने पर हैरान करने वाले जवाब मिलते हैं। दादरी मसले पर केंद्रीय मंत्री महेश शर्मा की बयानवाजी से हुआ घाव भरा भी नहीं था।

दूसरे केंद्रीय मंत्री वीके सिंह ने हरियाणा के दलित परिवार के मासूम बच्चों की दर्दनाक मौत का माखौल उड़ाया है। देश को झकझोर देने वाले बल्लभगढ़ के घटनाक्रम की तुलना उन्होंने 'कुत्ते पर पत्थर मारने' से कर डाली। ऊपर से सवाल करने वाली मीडिया को पागल करार दिया। हैरानगी होती है, इस सरकार की संवदेनशीलता, अहंकार में डूबे मंत्रियों की बयानवाजी पर।

लेकिन आम आदमी पार्टी आम लोगों का दमन बर्दाश्त नहीं करेगी। पार्टी हर उस जुल्म के खिलाफ लड़ती रहेगी, जहां आम आदमी के मौलिक अधिकारों को छीना जायेगा, उनकी आवाज दबाई जायेगी। इसी कड़ी में पार्टी ने न सिर्फ वीके सिंह के खिलाफ दिल्ली पुलिस में शिकायत दर्ज कराई है। बल्कि एससी/एसटी आयोग तक भी मामले को ले गयी है।

Two young children from a Dalit family were burnt alive and their parents suffered injuries after their home in a Haryana village about 40 km from the Indian national capital New Delhi, was set afire allegedly by some persons from upper caste community deep in the night on Monday while the family were sleeping. इस वीडियो में हमने ग्राम बांग्ला के कवि जसीमुद्दीन की कविता के विश्लेषण बांग्लादेशी आलोचक अबू हेना मुस्तफा कमाल की जुबानी पेश की है।इसमें बांग्ला कविता से ग्राम बांग्ला के बहिस्कार और साहित्य संस्कृति के नगरकेंद्रित बन जाने की कथा है।

जागो भारत तीर्थ।सच कहा है वीके सिंह ने।गुस्सा न करें और सोचें कि कैसे हम इतिहास,भूगोल,विरासत से बेदखल प्रभु के गुण गाते हुए दाल रोटी से भी बेदखल हैं और कुत्तों की मौत मारे जा जा रहे हैं।हमारी स्त्रियां बलात्कार की शिकार हैं और हमारे बच्चे बंधुआ मजदूर हैं।हर जरुरत सेवा और इंसानियत से भी बेदखल।यह जागरण का वक्त है।

दलितों के सारे राम अब हनुमान हैं और खामोश हैं।

बाबासाहेब के नाम दुकाने जो चला रहे हैं,वे सारे लोग खामोश हैं।

हमारे सांसद,मंत्री,विधायक वगैरह वगैरह खामोश हैं और हम कुत्तों की जिंदगी जीते हुए कुत्तों की मौत मर रहे हैं।


दिल्ली में जब सफाई कर्मियों की सुनवाई नहीं है।तो समझ लीजिये कि यह संसद और यह केंद्र सरकार ,राज्य सरकारें,सांसद विधायक किसके लिए हैं।समझ लीजिये,फिर कश्मीर,मणिपुर और पूर्वोत्तर,मध्यभारत में लोकतंत्र का किस्सा ,कानून के राज का माहौल कैसे नरसंहार ,सलवा जुड़ुम और आफस्पा है


दिल्ली में शरणार्थियों की रैसली होगी नवंबर में और देश के कोने कोने से लोग आयेंगे।असुरक्षा बोध की वजह से मुसलमानों की तरह सत्ता वर्ग के संरक्षण के बिना वे जी नहीं सकते और वे मोबाइल वोट बैंक हैं।दिल्ली में भाजपा और आरएसएस के नेता मंच पर होंगे।हम वहां हो ही नहीं सकते ।लेकिन हम अपने लोगों की हर लड़ाई में शामिल हैं और रहेंगे।

Close on the heels of two Dalit children being burnt alive in Faridabad, a 21-year-old Dalit youth was allegedly burnt to death by a former village head and his family members here over some old rivalry, police said today. The incident took place in Daulatpur village of the district on Tuesday. An old rivalry is suspected to be the reason behind it, police said.

The family of the Sonepat victim on Friday refused to cremate the 15-year-old Dalit boy's body after Chief Minister Manohar Lal Khattar claimed it was a suicide. Two police officers have even been booked for murder in the case of the death of the boy who was charged with theft of a pigeon. Khattar has ruled out any caste conflict in the death of the boy in Gohana town in Sonepat district. The Chief Minister has claimed that it was a case of suicide.

Delhi Chief Miniter Arvind Kejriwal has refused to allot funds to three municipal corporations of the city saying the central government has not given enough funds to the state government.

All three corporations, ruled by BJP, are asking for funds from the state government. In the state assembly, Kejriwal said, "give us at least Rs 6000 crore or Rs 7000 crore. Rs 325 crore is like a charity to the people of Delhi. दलितों-मुसलमानों और लेखकों पर फासीवादी हमलों और हत्याओं के विरोध में लेखकों द्वारा पुरस्कार लौटाए जाने और अपना सख्त विरोध दर्ज कराने के संदर्भ में कैच के सीनियर असिस्टेंट एडीटर, कवि, गायक और चित्रकार पाणिनि आनंद का लेख. अनुवाद: अभिषेक श्रीवास्‍तव
 
इसमें कोई संदेह नहीं है कि भारत के लेखकों और कवियों ने साहित्‍य अकादमी से मिले पुरस्‍कार (और एक मामले में पद्मश्री) लौटा कर इतिहास बनाया है। 

यह इसलिए और ज्‍यादा अहम है क्‍योंकि पुरस्‍कार लौटाने वाले लेखक किसी एक पंथ या विचारधारा के वाहक नहीं हैं, वे किसी एक भाषा में नहीं लिखते और किसी जाति अथवा धर्म विशेष से नहीं आते। इनका खानपान भी एक जैसा नहीं है। कोई सांभरप्रेमी है, कोई गोबरपट्टी का वासी है तो कोई द्रविड़ है। 

ये सभी अलग-अलग पृष्‍ठभूमि से आते हैं। इनकी संवेदनाएं भिन्‍न हैं और इनकी आर्थिक पृष्‍ठभूमि भी भिन्‍न है। बावजूद इसके, ये सभी एक सूत्र से परस्‍पर बंधे हुए हैं। यह सूत्र वो संदेश है जो ये लेखक सामूहिक रूप से संप्रेषित करना चाहते हैं, ''मोदीजी, हम आपसे अहमत हैं, हम आपकी नाक के नीचे आपकी विचारधारा वाले लोगों द्वारा अभिव्‍यक्ति की आज़ादी पर किए जा रहे हमलों से आहत हैं।''

कैसे सुलगी चिन्गारी

इस ऐतिहासिक अध्‍याय की शुरुआत कन्‍नड़ के तर्कवादी लेखक एम.एम. कलबुर्गी की हत्‍या से हुई थी।   

इस घटना के सिलसिले में हिंदी के प्रतिष्ठित लेखक उदय प्रकाश के साथ पत्रकार और प्रगतिशील कवि अभिषेक श्रीवास्‍तव की बातचीत हो रही थी। कलबुर्गी और उससे पहले नरेंद्र दाभोलकर व गोविंद पानसारे की सिलसिलेवार हत्‍या पर दोनों एक-दूसरे से अपनी चिंताएं साझा कर रहे थे। नफ़रत और गुंडागर्दी की इन घटनाओं के खिलाफ़ दोनों एक भीषण प्रतिरोध खड़ा करने पर विचार कर रहे थे। 

उदय प्रकाश इस बात से गहरे आहत थे कि साहित्‍य अकादमी ने कलबुर्गी की हत्‍या पर शोक में एक शब्‍द तक नहीं कहा। उनके लिए एक शोक सभा तक नहीं रखी गई। प्रकाश कहते हैं, ''आखिर अकादमी किसी ऐसे शख्‍स को पूरी तरह कैसे अलग-थलग छोड़ सकती है जिसे उसने कभी अपने सबसे प्रतिष्ठित पुरस्‍कार से नवाज़ा था? यह तो बेहद दर्दनाक और हताशाजनक है।'' 

फिर उन्‍होंने विरोध का आगाज़ करते हुए पुरस्‍कार लौटाने का फैसला लिया और अगले ही दिन इसकी घोषणा भी कर दी। इस घोषणा के बाद दिए अपने पहले साक्षात्‍कार में उदय ने कैच को (''नो वन हु स्‍पीक्‍स अप इज़ सेफ टुडे'', 6 सितंबर 2015) इसके कारणों के बारे में बताया था और यह भी कहा था कि दूसरे लेखकों को भी यही तरीका अपनाना चाहिए।

विरोध का विरोध

अब तक कई अन्‍य लेखक और कवि अपने पुरस्‍कार लौटा चुके हैं। बीते 20 अक्‍टूबर को दिल्‍ली के प्रेस क्‍लब ऑफ इंडिया में आयोजित लेखकों व कवियों की एक प्रतिरोध सभा ने अभिव्‍यक्ति की आज़ादी पर हमले की कठोर निंदा की। 

फिर 23 अक्‍टूबर को कई प्रतिष्ठित लेखकों, कवियों, पत्रकारों और फिल्‍मकारों की अगुवाई में एक मौन जुलूस साहित्‍य अकादमी तक निकाला गया और उसे एक ज्ञापन सौंपा गया। 

इनका स्‍वागत करने के लिए वहां पहले से ही मुट्ठी भर दक्षिणपंथी लेखक, प्रकाशक और अखिल भारतीय विद्यार्थी परिषद के कार्यकर्ता जमा थे जो ''पुरस्‍कार वापसी तथा राजनीतिक एजेंडा वाले कुछ लेखकों द्वारा अकादमी के अपमान'' का विरोध कर रहे थे। 

साहित्‍य अकादमी के परिसर के भीतर जिस वक्‍त ये दोनों प्रदर्शन जारी थे, मौजूदा हालात पर चर्चा करने के लिए अकादमी की एक उच्‍चस्‍तरीय बैठक भी चल रही थी। 

बैठक के बाद अकादमी ने एक संकल्‍प पारित किया जिसमें कहा गया है: ''जिन लेखकों ने पुरस्‍कार लौटाए हैं या खुद को अकादमी से असम्‍बद्ध कर लिया है, हम उनसे उनके निर्णय पर पुनर्विचार करने का अनुरोध करते हैं।''

और सत्‍ता हिल गई

जिस देश में क्षेत्रीय भाषाओं के लेखक और कवि इन पुरस्‍कारों से मिली राशि के सहारे थोड़े दिन भी गुज़र नहीं कर पाते, वहां ''ब्‍याज समेत पैसे लौटाओ'' जैसी प्रतिक्रियाओं का आना बेहद शर्मनाक हैं।

राष्‍ट्रीय स्‍वयंसेवक संघ और उसकी अनुषंगी संस्‍थाओं के सदस्‍यों और नेताओं की ओर से जिस किस्‍म के भड़काने वाले बयान इस मसले पर आए हैं, उसने यह साबित कर दिया है कि लेखक सरकार का ध्‍यान इस ओर खींचने के प्रयास में असरदार रहे हैं। 

और हां, जेटलीजी, जब आप कहते हैं कि यह प्रतिरोध नकली है, तो समझिए कि आप गलत लीक पर हैं। लेखक दरअसल इससे कम और कर भी क्‍या सकता है। सत्‍ता प्रतिष्‍ठान के संरक्षण में जिस किस्‍म की बर्बरताएं की जा रही हैं, हर रोज़ जिस तरह एक न एक घटना को अंजाम दिया जा रहा है और देश का माहौल बिगाड़ा जा रहा है, यह एक अदद विरोध के लिए पर्याप्‍त कारण मुहैया कराता है।

अब आगे क्‍या?

लेखकों व कवियों के सामने फिलहाल जो सबसे अहम सवाल है, वो है कि अब आगे क्‍या? 

यह लड़ाई सभी के लिए बराबर सम्‍मान बरतने वाले और बहुलता, विविधता व लोकतंत्र के मूल्‍यों में आस्‍था रखने वाले इस देश के नागरिकों तथा कट्टरपंथी गुंडों के गिरोह व उन्‍हें संरक्षण देने वाले सत्‍ता प्रतिष्‍ठान के बीच है। 

इस प्रदर्शन ने स्‍पष्‍ट तौर पर दिखा दिया है कि लेखक बिरादरी इनसे कतई उन्‍नीस नहीं है, लेकिन अभी लेखकों के लिए ज्‍यादा अहम यह है कि वे व्‍यापक जनता के बीच अपनी आवाज़ को कैसे बुलंद करें। ऐसा महज पुरस्‍कार लौटाने से नहीं होने वाला है। यह तो फेसबुक पर 'लाइक' करने जैसी एक हरकत है जिससे कुछ ठोस हासिल नहीं होता। 

एकाध छिटपुट उदाहरणों को छोड़ दें, तो बीते कुछ दशकों के दौरान साहित्‍य में कोई भी मज़बूत राजनीतिक आंदोलन देखने में नहीं आया है। कवि और लेखकों को सड़कों पर उतरे हुए और जनता का नेतृत्‍व किए हुए बरसों हो गए। 

मुझे याद नहीं पड़ता कि पिछली बार कब इस देश के लेखकों ने किसानों की खुदकशी, दलितों के उत्‍पीड़न, सांप्रदायिक हिंसा और लोकतांत्रिक मूल्‍यों व नागरिक स्‍वतंत्रता पर हमलों के खिलाफ कोई आंदोलन किया था। वे बेशक ऐसे कई विरोध प्रदर्शनों का हिस्‍सा रहे हैं, लेकिन नेतृत्‍वकारी भूमिका उनके हाथों में कभी नहीं रही। न ही पिछले कुछ वर्षों में कोई ऐसा महान साहित्‍य ही रचा गया है जिसने किसी सामाजिक सरोकार को मदद की हो।

पिछलग्‍गू न बनें, नेतृत्‍व करें

एक लेखक आखिर है कौन? वह शख्‍स, जो समाज के बेहतर और बदतर तत्‍वों की शिनाख्‍त करता है और उसे स्‍वर देता है। 

एक कवि होने का मतलब क्‍या है? वह शख्‍स, जो ऐसे अहसास, भावनाओं और अभिव्‍यक्तियों को इस तरह ज़ाहिर कर सके कि जिसकी अनुगूंज वृहत्‍तर मानवता में हो। 

मेरे प्रिय लेखक, आप ही हमारी आवाज़ हैं, हमारी कलम भी, हमारा काग़ज़ और हमारी अभिव्‍यक्ति भी। वक्‍त आ गया है कि आप आगे बढ़कर चीज़ों को अपने हाथ में लें। 

अब आपको जनता के बीच निकलना होगा और उसे संबोधित करना ही होगा, फिर चाहे वह कहीं भी हो- स्‍कूलों और विश्‍वविद्यालयों में, सार्वजनिक स्‍थलों पर, बाज़ार के बीच, नुक्‍कड़ की चाय की दुकान पर, राजनीतिक हलकों में, समाज के विभिन्‍न तबकों के बीच और अलग-अलग सांस्‍कृतिक कोनों में। 

और बेशक उन मोर्चों पर भी जहां जनता अपने अधिकारों के लिए लड़ रही है- दिल्‍ली की झुग्गियों से लेकर कुडनकुलम तक और जैतापुर से लेकर उन सुदूर गांवों तक, जहां ज़मीन की मुसलसल लूट जारी है। 

आपको उन ग्रामीण इलाकों में जाना होगा जहां बहुराष्‍ट्रीय कंपनियां संसाधनों को लूट रही हैं: उन राजधानियों व महानगरों में जाइए, जहां कॉरपोरेट ताकतों ने कानूनों और नीतियों को अपना बंधक बना रखा है और करोड़ों लोगों की आजीविका से खिलवाड़ कर रही हैं; कश्‍मीर और उत्‍तर-पूर्व को मत भूलिएगा जहां जम्‍हूरियत संगीन की नोक पर है। इस देश के लोगों को आपकी ज़रूरत है।

सबसे कमज़ोर कड़ी

इन लोगों के संघर्षों को महज़ अपनी कहानियों और कविताओं में जगह देने से बात नहीं बनने वाली, न ही आपका पुरस्‍कार लौटाना जनता की अभिव्‍यक्ति की आज़ादी को बहाल कर पाएगा। अगर आप ऐसा वाकई चाहते हैं, तो आपको इसे जीवन-मरण का सवाल बनाना पड़ेगा। आपको नवजागरण का स्‍वर बनना पड़ेगा। 

ऐसा करना इसलिए भी ज़रूरी है क्‍योंकि सरकार अब इस सिलसिले की सबसे कमज़ोर कडि़यों को निशाना बनाने की कोशिश में जुट गई है। उर्दू के शायर मुनव्‍वर राणा, जिन्‍होंने टीवी पर एक बहस के दौरान नाटकीय ढंग से अपना साहित्‍य अकादमी पुरस्‍कार लौटा दिया था, कह रहे हैं कि उन्‍हें प्रधानमंत्री कार्यालय से फोन आया था और अगले कुछ दिनों में उन्‍हें मोदी से मिलने के लिए बुलाया गया है। 

राणा एक ऐसे लोकप्रिय शायर हैं जिन्‍होंने सियासी मौकापरस्‍ती की फसल काटने में अकसर कोई चूक नहीं की है। उनके जैसी कमज़ोर कड़ी का इस्‍तेमाल कर के सरकार लेखकों की सामूहिक कार्रवाई को ध्‍वस्‍त कर सकती है। 

ऐसा न होने पाए, इसका इकलौता तरीका यही है कि जनता का समर्थन हासिल किया जाए। लेखक और कवि आज यदि जनता के बीच नहीं गया, तो टीवी की बहसें और उनमें नुमाया लिजलिजे चेहरे एजेंडे पर कब्‍ज़ा जमा लेंगे। 

जनता का समर्थन हासिल करने, अपना सिर ऊंचा उठाए रखने, इस लड़ाई को आगे ले जाने और पुरस्‍कार वापसी की कार्रवाई को सार्थकता प्रदान करने के लिए हरकत में आने का सही वक्‍त यही है। मेरे लेखको और कवियो, बात बस इतनी सी है कि अभी नहीं तो कभी नहीं। किसका इंतज़ार है और कब तक? जनता को तुम्‍हारी ज़रूरत है!

Returning award only way to protest, Gulzar says!


Noted lyricist Gulzar has come out in support of authors returning their Sahitya Akademi awards in protest of the growing religious intolerance in the country, saying this is the only way a writer can register protest.


Many writers have returned their Akademi awards to protest the killing of Kannada writer MM Kalburgi and other growing instances of attacks on intellectuals.


Gulzar, 81, said in Patna while the killing was not Akademi's fault, the authors wanted the institution to recognize and protest against the incident.


"The murder that has hurt us all is somewhere the fault of the system/government ... Returning the award was an act of protest. Writers don't have any other way to register their protest. We have never witnessed this kind of religious intolerance. At least, we were fearless in expressing ourselves," Gulzar said.


Expressing concern over the growing instances of communal intolerance, he rubbished claims that the writers decision to return the award was politically motivated.


Rather I am ashamed of progressive,secular Bengal Intelligentsia which has not echoed the voice of dissent hithertoo except one young lady Mandakranta Sen.


The 1793 Permanent Settlement Act enatcted by British Raj in the best interest of East India Company created this Bengali intelligentsia so much so hyped for its so called renaissance,has always been in support of the foreign rule,foreign capital and foreign interest.


The indigenous,aborigine and folk roots in every sphere of life,in every medium and genre including art,literature and culture were uprooted with this turnaround and Bengali intelligentsia dubbed the first revolt of indigenous rulers from all over India as Chuar Vidroh,the revolt by the criminals just after the War of Plassy.


Mirjafar had been the Nawab replacing Siraj,but Umi Chand and Jagat Seth Ruled Bengal and the new lot of landlords known as Zamindar,the new caste Hindu middle class uprooted the common people in every sphere of life.Europe opted for industrial production system and we were enslaved in a feudal production system and we never reached the stage of industrialization and Independent India ruled by Manusmriti hegemony killed the production system and Indian econonomy,Agrarian India,Indian retail business and small industries and Industries opting for free flow of foreign capital and foreign interests.This governance of fascism is all about economic reforms to kill Humanity and Nature bidding for Sale India.

I have spoken on this turnaround in my latest videom how the aesthetics became so urban and how Bengali intelligentsia had not supported the BHASHA Biplab in nineties,first struggle of freedom in 1957,Indigo Revolt,Santhal and Bheel and Munda insurrections.Not enough, the dubbed the original uprising right in 1750 to 1760 as Chuar Rebellion as a criminal offence and the original uprising of Indian peasantry led by Hindu,Muslim and Tribal leaders as sanyasi Vidroh.


The demise of Zamindari was the inspiration of Swaraj or Ramrajya as it is well described in the novels of Tara Sahnkar Bandopathyaya with inherent hatred for the untouchables and tribal people.


While it was Tagore only who represented pluralism and diversity,humanity and nature,the Bhatrat Tirth in his creative activism which protested  the racist apartheid blatant and brute,the untouchability and the discrimination.

Close on the heels of two Dalit children being burnt alive in Faridabad, a 21-year-old Dalit youth was allegedly burnt to death by a former village head and his family members here over some old rivalry, police said today. The incident took place in Daulatpur village of the district on Tuesday. An old rivalry is suspected to be the reason behind it, police said.

देश में दलितों पर बढ़ते हमलों के खिलाफ रिपब्लिकन पार्टी ऑफ इंडिया (आरपीआई) ने कड़ी प्रतिक्रिया दी है. पार्टी ने मांग की है कि दलितों को आत्मरक्षा के लिए हथियार दिए जाएं. आरपीआई के अध्यक्ष रामदास अठावले ने नागपुर में कहा कि अगर पुलिस और सरकार दलितों पर हमले नहीं रोक सकतीं तो इन्हें आत्मरक्षा के लिए दलितों को हथियार का लाइसेंस देना चाहिए. उन्होंने कहा कि 'पहले भी दलितों पर हमले हो रहे थे और अब भी ये जारी हैं. इसलिए दलितों के पास अपनी आत्मरक्षा करने के अलावा कोई और विकल्प नहीं है.' अठावले और आरपीआई के कार्यकारी अध्यक्ष उत्तम खोबरागडे ने हरियाणा के फरीदाबाद .

मेरे लेखको! किसका इंतज़ार है और कब तक?

दलितों-मुसलमानों और लेखकों पर फासीवादी हमलों और हत्याओं के विरोध में लेखकों द्वारा पुरस्कार लौटाए जाने और अपना सख्त विरोध दर्ज कराने के संदर्भ में कैच के सीनियर असिस्टेंट एडीटर, कवि, गायक और चित्रकार पाणिनि आनंद का लेख. अनुवाद: अभिषेक श्रीवास्‍तव
 
इसमें कोई संदेह नहीं है कि भारत के लेखकों और कवियों ने साहित्‍य अकादमी से मिले पुरस्‍कार (और एक मामले में पद्मश्री) लौटा कर इतिहास बनाया है।

यह इसलिए और ज्‍यादा अहम है क्‍योंकि पुरस्‍कार लौटाने वाले लेखक किसी एक पंथ या विचारधारा के वाहक नहीं हैं, वे किसी एक भाषा में नहीं लिखते और किसी जाति अथवा धर्म विशेष से नहीं आते। इनका खानपान भी एक जैसा नहीं है। कोई सांभरप्रेमी है, कोई गोबरपट्टी का वासी है तो कोई द्रविड़ है।

ये सभी अलग-अलग पृष्‍ठभूमि से आते हैं। इनकी संवेदनाएं भिन्‍न हैं और इनकी आर्थिक पृष्‍ठभूमि भी भिन्‍न है। बावजूद इसके, ये सभी एक सूत्र से परस्‍पर बंधे हुए हैं। यह सूत्र वो संदेश है जो ये लेखक सामूहिक रूप से संप्रेषित करना चाहते हैं, ''मोदीजी, हम आपसे अहमत हैं, हम आपकी नाक के नीचे आपकी विचारधारा वाले लोगों द्वारा अभिव्‍यक्ति की आज़ादी पर किए जा रहे हमलों से आहत हैं।''

कैसे सुलगी चिन्गारी

इस ऐतिहासिक अध्‍याय की शुरुआत कन्‍नड़ के तर्कवादी लेखक एम.एम. कलबुर्गी की हत्‍या से हुई थी।  

इस घटना के सिलसिले में हिंदी के प्रतिष्ठित लेखक उदय प्रकाश के साथ पत्रकार और प्रगतिशील कवि अभिषेक श्रीवास्‍तव की बातचीत हो रही थी। कलबुर्गी और उससे पहले नरेंद्र दाभोलकर व गोविंद पानसारे की सिलसिलेवार हत्‍या पर दोनों एक-दूसरे से अपनी चिंताएं साझा कर रहे थे। नफ़रत और गुंडागर्दी की इन घटनाओं के खिलाफ़ दोनों एक भीषण प्रतिरोध खड़ा करने पर विचार कर रहे थे।

उदय प्रकाश इस बात से गहरे आहत थे कि साहित्‍य अकादमी ने कलबुर्गी की हत्‍या पर शोक में एक शब्‍द तक नहीं कहा। उनके लिए एक शोक सभा तक नहीं रखी गई। प्रकाश कहते हैं, ''आखिर अकादमी किसी ऐसे शख्‍स को पूरी तरह कैसे अलग-थलग छोड़ सकती है जिसे उसने कभी अपने सबसे प्रतिष्ठित पुरस्‍कार से नवाज़ा था? यह तो बेहद दर्दनाक और हताशाजनक है।''

फिर उन्‍होंने विरोध का आगाज़ करते हुए पुरस्‍कार लौटाने का फैसला लिया और अगले ही दिन इसकी घोषणा भी कर दी। इस घोषणा के बाद दिए अपने पहले साक्षात्‍कार में उदय ने कैच को (''नो वन हु स्‍पीक्‍स अप इज़ सेफ टुडे'', 6 सितंबर 2015) इसके कारणों के बारे में बताया था और यह भी कहा था कि दूसरे लेखकों को भी यही तरीका अपनाना चाहिए।

विरोध का विरोध

अब तक कई अन्‍य लेखक और कवि अपने पुरस्‍कार लौटा चुके हैं। बीते 20 अक्‍टूबर को दिल्‍ली के प्रेस क्‍लब ऑफ इंडिया में आयोजित लेखकों व कवियों की एक प्रतिरोध सभा ने अभिव्‍यक्ति की आज़ादी पर हमले की कठोर निंदा की।

फिर 23 अक्‍टूबर को कई प्रतिष्ठित लेखकों, कवियों, पत्रकारों और फिल्‍मकारों की अगुवाई में एक मौन जुलूस साहित्‍य अकादमी तक निकाला गया और उसे एक ज्ञापन सौंपा गया।

इनका स्‍वागत करने के लिए वहां पहले से ही मुट्ठी भर दक्षिणपंथी लेखक, प्रकाशक और अखिल भारतीय विद्यार्थी परिषद के कार्यकर्ता जमा थे जो ''पुरस्‍कार वापसी तथा राजनीतिक एजेंडा वाले कुछ लेखकों द्वारा अकादमी के अपमान'' का विरोध कर रहे थे।

साहित्‍य अकादमी के परिसर के भीतर जिस वक्‍त ये दोनों प्रदर्शन जारी थे, मौजूदा हालात पर चर्चा करने के लिए अकादमी की एक उच्‍चस्‍तरीय बैठक भी चल रही थी।

बैठक के बाद अकादमी ने एक संकल्‍प पारित किया जिसमें कहा गया है: ''जिन लेखकों ने पुरस्‍कार लौटाए हैं या खुद को अकादमी से असम्‍बद्ध कर लिया है, हम उनसे उनके निर्णय पर पुनर्विचार करने का अनुरोध करते हैं।''

और सत्‍ता हिल गई

जिस देश में क्षेत्रीय भाषाओं के लेखक और कवि इन पुरस्‍कारों से मिली राशि के सहारे थोड़े दिन भी गुज़र नहीं कर पाते, वहां ''ब्‍याज समेत पैसे लौटाओ'' जैसी प्रतिक्रियाओं का आना बेहद शर्मनाक हैं।

राष्‍ट्रीय स्‍वयंसेवक संघ और उसकी अनुषंगी संस्‍थाओं के सदस्‍यों और नेताओं की ओर से जिस किस्‍म के भड़काने वाले बयान इस मसले पर आए हैं, उसने यह साबित कर दिया है कि लेखक सरकार का ध्‍यान इस ओर खींचने के प्रयास में असरदार रहे हैं।

और हां, जेटलीजी, जब आप कहते हैं कि यह प्रतिरोध नकली है, तो समझिए कि आप गलत लीक पर हैं। लेखक दरअसल इससे कम और कर भी क्‍या सकता है। सत्‍ता प्रतिष्‍ठान के संरक्षण में जिस किस्‍म की बर्बरताएं की जा रही हैं, हर रोज़ जिस तरह एक न एक घटना को अंजाम दिया जा रहा है और देश का माहौल बिगाड़ा जा रहा है, यह एक अदद विरोध के लिए पर्याप्‍त कारण मुहैया कराता है।

अब आगे क्‍या?

लेखकों व कवियों के सामने फिलहाल जो सबसे अहम सवाल है, वो है कि अब आगे क्‍या?

यह लड़ाई सभी के लिए बराबर सम्‍मान बरतने वाले और बहुलता, विविधता व लोकतंत्र के मूल्‍यों में आस्‍था रखने वाले इस देश के नागरिकों तथा कट्टरपंथी गुंडों के गिरोह व उन्‍हें संरक्षण देने वाले सत्‍ता प्रतिष्‍ठान के बीच है।

इस प्रदर्शन ने स्‍पष्‍ट तौर पर दिखा दिया है कि लेखक बिरादरी इनसे कतई उन्‍नीस नहीं है, लेकिन अभी लेखकों के लिए ज्‍यादा अहम यह है कि वे व्‍यापक जनता के बीच अपनी आवाज़ को कैसे बुलंद करें। ऐसा महज पुरस्‍कार लौटाने से नहीं होने वाला है। यह तो फेसबुक पर 'लाइक' करने जैसी एक हरकत है जिससे कुछ ठोस हासिल नहीं होता।

एकाध छिटपुट उदाहरणों को छोड़ दें, तो बीते कुछ दशकों के दौरान साहित्‍य में कोई भी मज़बूत राजनीतिक आंदोलन देखने में नहीं आया है। कवि और लेखकों को सड़कों पर उतरे हुए और जनता का नेतृत्‍व किए हुए बरसों हो गए।

मुझे याद नहीं पड़ता कि पिछली बार कब इस देश के लेखकों ने किसानों की खुदकशी, दलितों के उत्‍पीड़न, सांप्रदायिक हिंसा और लोकतांत्रिक मूल्‍यों व नागरिक स्‍वतंत्रता पर हमलों के खिलाफ कोई आंदोलन किया था। वे बेशक ऐसे कई विरोध प्रदर्शनों का हिस्‍सा रहे हैं, लेकिन नेतृत्‍वकारी भूमिका उनके हाथों में कभी नहीं रही। न ही पिछले कुछ वर्षों में कोई ऐसा महान साहित्‍य ही रचा गया है जिसने किसी सामाजिक सरोकार को मदद की हो।

पिछलग्‍गू न बनें, नेतृत्‍व करें

एक लेखक आखिर है कौन? वह शख्‍स, जो समाज के बेहतर और बदतर तत्‍वों की शिनाख्‍त करता है और उसे स्‍वर देता है।

एक कवि होने का मतलब क्‍या है? वह शख्‍स, जो ऐसे अहसास, भावनाओं और अभिव्‍यक्तियों को इस तरह ज़ाहिर कर सके कि जिसकी अनुगूंज वृहत्‍तर मानवता में हो।

मेरे प्रिय लेखक, आप ही हमारी आवाज़ हैं, हमारी कलम भी, हमारा काग़ज़ और हमारी अभिव्‍यक्ति भी। वक्‍त आ गया है कि आप आगे बढ़कर चीज़ों को अपने हाथ में लें।

अब आपको जनता के बीच निकलना होगा और उसे संबोधित करना ही होगा, फिर चाहे वह कहीं भी हो- स्‍कूलों और विश्‍वविद्यालयों में, सार्वजनिक स्‍थलों पर, बाज़ार के बीच, नुक्‍कड़ की चाय की दुकान पर, राजनीतिक हलकों में, समाज के विभिन्‍न तबकों के बीच और अलग-अलग सांस्‍कृतिक कोनों में।

और बेशक उन मोर्चों पर भी जहां जनता अपने अधिकारों के लिए लड़ रही है- दिल्‍ली की झुग्गियों से लेकर कुडनकुलम तक और जैतापुर से लेकर उन सुदूर गांवों तक, जहां ज़मीन की मुसलसल लूट जारी है।

आपको उन ग्रामीण इलाकों में जाना होगा जहां बहुराष्‍ट्रीय कंपनियां संसाधनों को लूट रही हैं: उन राजधानियों व महानगरों में जाइए, जहां कॉरपोरेट ताकतों ने कानूनों और नीतियों को अपना बंधक बना रखा है और करोड़ों लोगों की आजीविका से खिलवाड़ कर रही हैं; कश्‍मीर और उत्‍तर-पूर्व को मत भूलिएगा जहां जम्‍हूरियत संगीन की नोक पर है। इस देश के लोगों को आपकी ज़रूरत है।

सबसे कमज़ोर कड़ी

इन लोगों के संघर्षों को महज़ अपनी कहानियों और कविताओं में जगह देने से बात नहीं बनने वाली, न ही आपका पुरस्‍कार लौटाना जनता की अभिव्‍यक्ति की आज़ादी को बहाल कर पाएगा। अगर आप ऐसा वाकई चाहते हैं, तो आपको इसे जीवन-मरण का सवाल बनाना पड़ेगा। आपको नवजागरण का स्‍वर बनना पड़ेगा।

ऐसा करना इसलिए भी ज़रूरी है क्‍योंकि सरकार अब इस सिलसिले की सबसे कमज़ोर कडि़यों को निशाना बनाने की कोशिश में जुट गई है। उर्दू के शायर मुनव्‍वर राणा, जिन्‍होंने टीवी पर एक बहस के दौरान नाटकीय ढंग से अपना साहित्‍य अकादमी पुरस्‍कार लौटा दिया था, कह रहे हैं कि उन्‍हें प्रधानमंत्री कार्यालय से फोन आया था और अगले कुछ दिनों में उन्‍हें मोदी से मिलने के लिए बुलाया गया है।

राणा एक ऐसे लोकप्रिय शायर हैं जिन्‍होंने सियासी मौकापरस्‍ती की फसल काटने में अकसर कोई चूक नहीं की है। उनके जैसी कमज़ोर कड़ी का इस्‍तेमाल कर के सरकार लेखकों की सामूहिक कार्रवाई को ध्‍वस्‍त कर सकती है।

ऐसा न होने पाए, इसका इकलौता तरीका यही है कि जनता का समर्थन हासिल किया जाए। लेखक और कवि आज यदि जनता के बीच नहीं गया, तो टीवी की बहसें और उनमें नुमाया लिजलिजे चेहरे एजेंडे पर कब्‍ज़ा जमा लेंगे।

जनता का समर्थन हासिल करने, अपना सिर ऊंचा उठाए रखने, इस लड़ाई को आगे ले जाने और पुरस्‍कार वापसी की कार्रवाई को सार्थकता प्रदान करने के लिए हरकत में आने का सही वक्‍त यही है। मेरे लेखको और कवियो, बात बस इतनी सी है कि अभी नहीं तो कभी नहीं। किसका इंतज़ार है और कब तक? जनता को तुम्‍हारी ज़रूरत है!

We had New Wave Cinema in seventies and even now Bollywood films represent social realism with scientific special effects,folk rooted songs and stories and day to day life in different ways.

Returning award only way to protest, Gulzar says!


Noted lyricist Gulzar has come out in support of authors returning their Sahitya Akademi awards in protest of the growing religious intolerance in the country, saying this is the only way a writer can register protest.


Many writers have returned their Akademi awards to protest the killing of Kannada writer MM Kalburgi and other growing instances of attacks on intellectuals.


Gulzar, 81, said in Patna while the killing was not Akademi's fault, the authors wanted the institution to recognize and protest against the incident.


"The murder that has hurt us all is somewhere the fault of the system/government ... Returning the award was an act of protest. Writers don't have any other way to register their protest. We have never witnessed this kind of religious intolerance. At least, we were fearless in expressing ourselves," Gulzar said.


Expressing concern over the growing instances of communal intolerance, he rubbished claims that the writers decision to return the award was politically motivated.


Rather I am ashamed of progressive,secular Bengal Intelligentsia which has not echoed the voice of dissent hithertoo except one young lady Mandakranta Sen.


The 1793 Permanent Settlement Act enatcted by British Raj in the best interest of East India Company created this Bengali intelligentsia so much so hyped for its so called renaissance,has always been in support of the foreign rule,foreign capital and foreign interest.


The indigenous,aborigine and folk roots in every sphere of life,in every medium and genre including art,literature and culture were uprooted with this turnaround and Bengali intelligentsia dubbed the first revolt of indigenous rulers from all over India as Chuar Vidroh,the revolt by the criminals just after the War of Plassy.

Close on the heels of two Dalit children being burnt alive in Faridabad, a 21-year-old Dalit youth was allegedly burnt to death by a former village head and his family members here over some old rivalry, police said today. The incident took place in Daulatpur village of the district on Tuesday. An old rivalry is suspected to be the reason behind it, police said.

Khattar has ruled out any caste conflict in the death of the boy in Gohana town in Sonepat district. The Chief Minister has claimed that it was a case of suicide.

दलितों-मुसलमानों और लेखकों पर फासीवादी हमलों और हत्याओं के विरोध में लेखकों द्वारा पुरस्कार लौटाए जाने और अपना सख्त विरोध दर्ज कराने के संदर्भ में कैच के सीनियर असिस्टेंट एडीटर, कवि, गायक और चित्रकार पाणिनि आनंद का लेख. अनुवाद: अभिषेक श्रीवास्‍तव
 
इसमें कोई संदेह नहीं है कि भारत के लेखकों और कवियों ने साहित्‍य अकादमी से मिले पुरस्‍कार (और एक मामले में पद्मश्री) लौटा कर इतिहास बनाया है।

यह इसलिए और ज्‍यादा अहम है क्‍योंकि पुरस्‍कार लौटाने वाले लेखक किसी एक पंथ या विचारधारा के वाहक नहीं हैं, वे किसी एक भाषा में नहीं लिखते और किसी जाति अथवा धर्म विशेष से नहीं आते। इनका खानपान भी एक जैसा नहीं है। कोई सांभरप्रेमी है, कोई गोबरपट्टी का वासी है तो कोई द्रविड़ है।

ये सभी अलग-अलग पृष्‍ठभूमि से आते हैं। इनकी संवेदनाएं भिन्‍न हैं और इनकी आर्थिक पृष्‍ठभूमि भी भिन्‍न है। बावजूद इसके, ये सभी एक सूत्र से परस्‍पर बंधे हुए हैं। यह सूत्र वो संदेश है जो ये लेखक सामूहिक रूप से संप्रेषित करना चाहते हैं, ''मोदीजी, हम आपसे अहमत हैं, हम आपकी नाक के नीचे आपकी विचारधारा वाले लोगों द्वारा अभिव्‍यक्ति की आज़ादी पर किए जा रहे हमलों से आहत हैं।''

कैसे सुलगी चिन्गारी

इस ऐतिहासिक अध्‍याय की शुरुआत कन्‍नड़ के तर्कवादी लेखक एम.एम. कलबुर्गी की हत्‍या से हुई थी।  

इस घटना के सिलसिले में हिंदी के प्रतिष्ठित लेखक उदय प्रकाश के साथ पत्रकार और प्रगतिशील कवि अभिषेक श्रीवास्‍तव की बातचीत हो रही थी। कलबुर्गी और उससे पहले नरेंद्र दाभोलकर व गोविंद पानसारे की सिलसिलेवार हत्‍या पर दोनों एक-दूसरे से अपनी चिंताएं साझा कर रहे थे। नफ़रत और गुंडागर्दी की इन घटनाओं के खिलाफ़ दोनों एक भीषण प्रतिरोध खड़ा करने पर विचार कर रहे थे।

उदय प्रकाश इस बात से गहरे आहत थे कि साहित्‍य अकादमी ने कलबुर्गी की हत्‍या पर शोक में एक शब्‍द तक नहीं कहा। उनके लिए एक शोक सभा तक नहीं रखी गई। प्रकाश कहते हैं, ''आखिर अकादमी किसी ऐसे शख्‍स को पूरी तरह कैसे अलग-थलग छोड़ सकती है जिसे उसने कभी अपने सबसे प्रतिष्ठित पुरस्‍कार से नवाज़ा था? यह तो बेहद दर्दनाक और हताशाजनक है।''

फिर उन्‍होंने विरोध का आगाज़ करते हुए पुरस्‍कार लौटाने का फैसला लिया और अगले ही दिन इसकी घोषणा भी कर दी। इस घोषणा के बाद दिए अपने पहले साक्षात्‍कार में उदय ने कैच को (''नो वन हु स्‍पीक्‍स अप इज़ सेफ टुडे'', 6 सितंबर 2015) इसके कारणों के बारे में बताया था और यह भी कहा था कि दूसरे लेखकों को भी यही तरीका अपनाना चाहिए।

विरोध का विरोध

अब तक कई अन्‍य लेखक और कवि अपने पुरस्‍कार लौटा चुके हैं। बीते 20 अक्‍टूबर को दिल्‍ली के प्रेस क्‍लब ऑफ इंडिया में आयोजित लेखकों व कवियों की एक प्रतिरोध सभा ने अभिव्‍यक्ति की आज़ादी पर हमले की कठोर निंदा की।

फिर 23 अक्‍टूबर को कई प्रतिष्ठित लेखकों, कवियों, पत्रकारों और फिल्‍मकारों की अगुवाई में एक मौन जुलूस साहित्‍य अकादमी तक निकाला गया और उसे एक ज्ञापन सौंपा गया।

इनका स्‍वागत करने के लिए वहां पहले से ही मुट्ठी भर दक्षिणपंथी लेखक, प्रकाशक और अखिल भारतीय विद्यार्थी परिषद के कार्यकर्ता जमा थे जो ''पुरस्‍कार वापसी तथा राजनीतिक एजेंडा वाले कुछ लेखकों द्वारा अकादमी के अपमान'' का विरोध कर रहे थे।

साहित्‍य अकादमी के परिसर के भीतर जिस वक्‍त ये दोनों प्रदर्शन जारी थे, मौजूदा हालात पर चर्चा करने के लिए अकादमी की एक उच्‍चस्‍तरीय बैठक भी चल रही थी।

बैठक के बाद अकादमी ने एक संकल्‍प पारित किया जिसमें कहा गया है: ''जिन लेखकों ने पुरस्‍कार लौटाए हैं या खुद को अकादमी से असम्‍बद्ध कर लिया है, हम उनसे उनके निर्णय पर पुनर्विचार करने का अनुरोध करते हैं।''

और सत्‍ता हिल गई

जिस देश में क्षेत्रीय भाषाओं के लेखक और कवि इन पुरस्‍कारों से मिली राशि के सहारे थोड़े दिन भी गुज़र नहीं कर पाते, वहां ''ब्‍याज समेत पैसे लौटाओ'' जैसी प्रतिक्रियाओं का आना बेहद शर्मनाक हैं।

राष्‍ट्रीय स्‍वयंसेवक संघ और उसकी अनुषंगी संस्‍थाओं के सदस्‍यों और नेताओं की ओर से जिस किस्‍म के भड़काने वाले बयान इस मसले पर आए हैं, उसने यह साबित कर दिया है कि लेखक सरकार का ध्‍यान इस ओर खींचने के प्रयास में असरदार रहे हैं।

और हां, जेटलीजी, जब आप कहते हैं कि यह प्रतिरोध नकली है, तो समझिए कि आप गलत लीक पर हैं। लेखक दरअसल इससे कम और कर भी क्‍या सकता है। सत्‍ता प्रतिष्‍ठान के संरक्षण में जिस किस्‍म की बर्बरताएं की जा रही हैं, हर रोज़ जिस तरह एक न एक घटना को अंजाम दिया जा रहा है और देश का माहौल बिगाड़ा जा रहा है, यह एक अदद विरोध के लिए पर्याप्‍त कारण मुहैया कराता है।

अब आगे क्‍या?

लेखकों व कवियों के सामने फिलहाल जो सबसे अहम सवाल है, वो है कि अब आगे क्‍या?

यह लड़ाई सभी के लिए बराबर सम्‍मान बरतने वाले और बहुलता, विविधता व लोकतंत्र के मूल्‍यों में आस्‍था रखने वाले इस देश के नागरिकों तथा कट्टरपंथी गुंडों के गिरोह व उन्‍हें संरक्षण देने वाले सत्‍ता प्रतिष्‍ठान के बीच है।

इस प्रदर्शन ने स्‍पष्‍ट तौर पर दिखा दिया है कि लेखक बिरादरी इनसे कतई उन्‍नीस नहीं है, लेकिन अभी लेखकों के लिए ज्‍यादा अहम यह है कि वे व्‍यापक जनता के बीच अपनी आवाज़ को कैसे बुलंद करें। ऐसा महज पुरस्‍कार लौटाने से नहीं होने वाला है। यह तो फेसबुक पर 'लाइक' करने जैसी एक हरकत है जिससे कुछ ठोस हासिल नहीं होता।

एकाध छिटपुट उदाहरणों को छोड़ दें, तो बीते कुछ दशकों के दौरान साहित्‍य में कोई भी मज़बूत राजनीतिक आंदोलन देखने में नहीं आया है। कवि और लेखकों को सड़कों पर उतरे हुए और जनता का नेतृत्‍व किए हुए बरसों हो गए।

मुझे याद नहीं पड़ता कि पिछली बार कब इस देश के लेखकों ने किसानों की खुदकशी, दलितों के उत्‍पीड़न, सांप्रदायिक हिंसा और लोकतांत्रिक मूल्‍यों व नागरिक स्‍वतंत्रता पर हमलों के खिलाफ कोई आंदोलन किया था। वे बेशक ऐसे कई विरोध प्रदर्शनों का हिस्‍सा रहे हैं, लेकिन नेतृत्‍वकारी भूमिका उनके हाथों में कभी नहीं रही। न ही पिछले कुछ वर्षों में कोई ऐसा महान साहित्‍य ही रचा गया है जिसने किसी सामाजिक सरोकार को मदद की हो।

पिछलग्‍गू न बनें, नेतृत्‍व करें

एक लेखक आखिर है कौन? वह शख्‍स, जो समाज के बेहतर और बदतर तत्‍वों की शिनाख्‍त करता है और उसे स्‍वर देता है।

एक कवि होने का मतलब क्‍या है? वह शख्‍स, जो ऐसे अहसास, भावनाओं और अभिव्‍यक्तियों को इस तरह ज़ाहिर कर सके कि जिसकी अनुगूंज वृहत्‍तर मानवता में हो।

मेरे प्रिय लेखक, आप ही हमारी आवाज़ हैं, हमारी कलम भी, हमारा काग़ज़ और हमारी अभिव्‍यक्ति भी। वक्‍त आ गया है कि आप आगे बढ़कर चीज़ों को अपने हाथ में लें।

अब आपको जनता के बीच निकलना होगा और उसे संबोधित करना ही होगा, फिर चाहे वह कहीं भी हो- स्‍कूलों और विश्‍वविद्यालयों में, सार्वजनिक स्‍थलों पर, बाज़ार के बीच, नुक्‍कड़ की चाय की दुकान पर, राजनीतिक हलकों में, समाज के विभिन्‍न तबकों के बीच और अलग-अलग सांस्‍कृतिक कोनों में।

और बेशक उन मोर्चों पर भी जहां जनता अपने अधिकारों के लिए लड़ रही है- दिल्‍ली की झुग्गियों से लेकर कुडनकुलम तक और जैतापुर से लेकर उन सुदूर गांवों तक, जहां ज़मीन की मुसलसल लूट जारी है।

आपको उन ग्रामीण इलाकों में जाना होगा जहां बहुराष्‍ट्रीय कंपनियां संसाधनों को लूट रही हैं: उन राजधानियों व महानगरों में जाइए, जहां कॉरपोरेट ताकतों ने कानूनों और नीतियों को अपना बंधक बना रखा है और करोड़ों लोगों की आजीविका से खिलवाड़ कर रही हैं; कश्‍मीर और उत्‍तर-पूर्व को मत भूलिएगा जहां जम्‍हूरियत संगीन की नोक पर है। इस देश के लोगों को आपकी ज़रूरत है।

सबसे कमज़ोर कड़ी

इन लोगों के संघर्षों को महज़ अपनी कहानियों और कविताओं में जगह देने से बात नहीं बनने वाली, न ही आपका पुरस्‍कार लौटाना जनता की अभिव्‍यक्ति की आज़ादी को बहाल कर पाएगा। अगर आप ऐसा वाकई चाहते हैं, तो आपको इसे जीवन-मरण का सवाल बनाना पड़ेगा। आपको नवजागरण का स्‍वर बनना पड़ेगा।

ऐसा करना इसलिए भी ज़रूरी है क्‍योंकि सरकार अब इस सिलसिले की सबसे कमज़ोर कडि़यों को निशाना बनाने की कोशिश में जुट गई है। उर्दू के शायर मुनव्‍वर राणा, जिन्‍होंने टीवी पर एक बहस के दौरान नाटकीय ढंग से अपना साहित्‍य अकादमी पुरस्‍कार लौटा दिया था, कह रहे हैं कि उन्‍हें प्रधानमंत्री कार्यालय से फोन आया था और अगले कुछ दिनों में उन्‍हें मोदी से मिलने के लिए बुलाया गया है।

राणा एक ऐसे लोकप्रिय शायर हैं जिन्‍होंने सियासी मौकापरस्‍ती की फसल काटने में अकसर कोई चूक नहीं की है। उनके जैसी कमज़ोर कड़ी का इस्‍तेमाल कर के सरकार लेखकों की सामूहिक कार्रवाई को ध्‍वस्‍त कर सकती है।

ऐसा न होने पाए, इसका इकलौता तरीका यही है कि जनता का समर्थन हासिल किया जाए। लेखक और कवि आज यदि जनता के बीच नहीं गया, तो टीवी की बहसें और उनमें नुमाया लिजलिजे चेहरे एजेंडे पर कब्‍ज़ा जमा लेंगे।

जनता का समर्थन हासिल करने, अपना सिर ऊंचा उठाए रखने, इस लड़ाई को आगे ले जाने और पुरस्‍कार वापसी की कार्रवाई को सार्थकता प्रदान करने के लिए हरकत में आने का सही वक्‍त यही है। मेरे लेखको और कवियो, बात बस इतनी सी है कि अभी नहीं तो कभी नहीं। किसका इंतज़ार है और कब तक? जनता को तुम्‍हारी ज़रूरत है!

Savarnas of 9 villages had promised Dalits that they will be allowed in temples and would not be discriminated against. But when a young Dalit woman, Babli accompanied by Dinesh from Kanauta and Tarachand from Singota tried to enter Mahasu temple in Lakhsyar, they were pushed away. When Babli spoke about the panchayat decision, Maali Digpal Singh Tomar attacked her with a sharp weapon and Maali Shurvir Singh attacked her with kicks and punches. Similarly, Dinesh and Tarachand were attacked. Dalits present on the site admitted the injured in Vikasnagar Government Hospital
