Holistic Hate Crimes? 8 Florida Doctors Dead and 5 Missing in Past Month --Holistic medicine: What a dangerous profession! Another Florida Doctor Murdered, Bringing Total to 8 Dead and 5 Missing in Just the Last Month | 24 July 2015 | Last week we reported on a number of doctors, many from the Southeastern U.S., who had been killed, died under questionable circumstances or had simply vanished without a trace. Just one week later, another three doctors have been reported dead, with one being found shot to death inside of his Florida home...Information about the five missing doctors can be found here. While all of these deaths could be nothing more than strange coincidences, we'd be remiss in not noting the fact that all of the doctors mentioned, sans Dr. Gonzales, practiced in the Southeastern United States, specifically in the Florida/Georgia region.
 
7th Dead Doctor: Victim Found Among Five Slain in California| 22 July 2015 | A tragic rash of dead or missing doctors has happened over one month's time. Seven have either died under strange circumstances or were victims of brutal murders. There are also five who have simply vanished along with one medical lawyer...The previous dead or murdered doctors are as follows: Autism researcher Dr. Jeff Bradstreet; Dr. Bruce Hedendal D.C., Ph.D.; Dr. Teresa A. Sievers; Lisa Riley D.O. (Doctor of Osteopathic); young Dr. Baron Holt; and Dr. Ronald Schwartz. Five took place in Florida. Dr. Fitzpatrick M.D. and Dr. Jeffrey R. Whiteside simply vanished (update: body found next to a gun). Three doctors and one hospital lawyer vanished in Mexico - law enforcement there allegedly attempted to pass off other dead bodies for the missing people in order to close the case. No sooner had I posted information about a sixth doctor found dead in one month's time, when someone sent me an Associated Press report about five female victims of a tragic massacre in Modesto, California.
 
Doctor found murdered inside Florida home. This makes 6 in 30 days; 5 still missing | 21 July 2015 | Yet another doctor was just found murdered inside his home here on the East Coast of Florida. This makes six doctors to be found dead in the last month just from this region of the country alone. Four out of the six were found dead here in Florida. We lost the holistic Dr. Teresa Sievers, M.D., who was found murdered in her Florida home just weeks ago. We've also lost the alternative Dr. Jeff Bradstreet, M.D., who was found in a river with a gunshot to his chest. He'd recently moved to Georgia from Florida. We've also lost the Osteopath, Dr. Lisa Riley, D.O. (Doctor of Osteopathic), who was found in Georgia at her home, just a few hours from the Florida border. She was found with a gunshot wound to her head. Now we've lost Dr. Schwartz, M.D., who was found murdered in his home on Sunday, July 19, 2015.
 
Pentagon to expand training to Ukraine's Ministry of Defense troops; security assistance to regime will reach $244M (but not one penny provided for America's crumbling infrastructure) | 24 July 2015 | The United States will expand its training program for the Ukrainian armed forces [of Nazis, war criminals, and terrorists], the Pentagon announced Friday. Currently around 300 soldiers from the Army's 173rd Airborne brigade are training Ukrainian national guard troops in the western part of the country. Those troops fall under Ukraine's Ministry of Interior and are not front line soldiers. This fall, however, the U.S. will begin training Ministry of Defense troops -- front-line units that have been fighting against separatists in the east of the country. The new training would bring the total security assistance provided to Ukraine to 244 million.
 
U.S. to expand support in Kenya, Somalia for counterterrorism; increase training and funding for Kenya's security forces --In 2015, Kenya received 100 million in U.S. counterterrorism assistance (but not one penny provided for America's crumbling infrastructure) |25 July 2015 | President Obama on Saturday committed the United States to an intensified fight against terrorists in East Africa, announcing here that his administration would expand support for counterterrorism operations in Kenya and Somalia, including increased training and funding for Kenya's security forces. In 2015, Kenya received100 million in U.S. counterterrorism assistance -- more than doubling the amount allocated the previous year. As a result of this weekend's talks, the Massachusetts National Guard and the Kenyan government will sign a partnership agreement, a senior administration official said, and the administration has pledged to work with Congress to provide additional counterterrorism aid to Kenya.
 
Turkey joins US-led coalition against ISIS, provides jets and air bases | 24 July 2015 | Ankara will join the anti-ISIS [I-CIA-SIS] coalition by providing jets and airbases as part of an agreement with the US, the country's foreign ministry said in a statement citing the growing threat to Turkey's security posed by the jihadists. "Turkey and the US have decided to deepen ongoing cooperation in the fight against Daesh [Arabic acronym for ISIS]," the Turkish Foreign Ministry statement said on Friday. President Recep Tayyip Erdogan confirmed on Friday that Ankara has agreed to let the US use the Incirlik air base located near the city of Adana in southern Turkey for the coalition's military operation against the jihadists. The US Air Force contingent of about 5,000 airmen has been stationed there under an agreement between the two states as of 2002.
 
Well, knock me over with a medium-sized feather! Israeli think tank with GOP ties at center of Iran deal opposition --Top contributor to center is also big spender on Republican campaigns | 22 July 2015 | With the U.S. Congress beginning hearings on the nuclear accord with Iran, Israeli opponents of the agreement are readying a full-court press to persuade that the deal has too many loopholes that would allow Iran to build a nuclear weapon. One Israeli think tank at the center of the campaign is the Jerusalem Center for Public Affairs, whose largest donor is U.S. [business] magnate and Republican benefactor Sheldon Adelson. Adelson and his wife, Miriam, gave 465,000 to political candidates and parties in 2014 -- all to Republicans, according to the Center for Responsive Politics. Recipients in recent years included Republican presidential candidates Sens. Marco Rubio of Florida and Lindsey Graham of South Carolina, and both House Speaker John Boehner of Ohio and Senate Majority Leader Mitch McConnell of Kentucky.
 
FBI director reveals hidden threat of ISIS at Aspen Security Forum | 22 July 2015 | The Islamic State group poses a more challenging terror threat within the U.S. than al-Qaida [al-CIAduh] because it's so effective at recruiting impressionable and "troubled souls" through social media, the director of the FBI told an Aspen audience Wednesday night. Director James Comey credited the U.S. military with "significantly diminishing" threats within America by killing Mushin al Fadhli in a targeted strike in Syria earlier this month. He was the leader of the Khorasan Group of al-Qaida, which was allegedly plotting attacks on the West. But Comey said ISIS [I-CIA-SIS] "is not your parents' al-Qaida. It's a very different model."
 
Free these heroes *now:* Animal activists face 'domestic terrorism' charge in freeing 5,740 minks | 25 July 2015 | Two animal rights activists have been charged with terrorizing the fur industry during cross-country road trips in which they released about 5,740 mink from farms and vandalized the homes and businesses of industry members, the FBI said on Friday. The FBI's Joint Terrorism Task Force arrested Joseph Brian Buddenberg, 31, and Nicole Juanita Kissane, 28, both of Oakland, California, and federal prosecutors charged them with conspiracy to violate the Animal Enterprise Terrorism Act. A federal grand jury indictment unsealedon Friday said the two caused hundreds of thousands of dollars in damages [Good!] during 40,000 miles of cross-country trips over the summer and into the fall of 2013.
 
Report of gunman opening fire prompts massive LAPD response in Studio City | 24 July 2015 | Reports of a man with a gun opening fire in Studio City on Friday afternoon prompted a massive Los Angeles Police Department response and closed both Ventura and Laurel Canyon boulevards. Police received reports of gunshots at 3:20 p.m. after the man was seen near Vantage Avenue and Cantura Street in Studio City, Los Angeles police Officer Matthew Ludwig said...TV reports show the bomb squad on scene. They are are apparently looking at an item near the body.
 
Police seek motive in Louisiana movie theatre shooting | 24 July 2015 | An Alabama drifter opened fire inside a crowded movie theatre, killing two women in Lafayette, Louisiana, on Thursdayevening, police said, in the latest act of random gun violence to shock the United States. The gunfire erupted during a showing of the film "Trainwreck" before the 59-year-old suspect, identified as John R. Houser, killed himself with a .40 caliber handgun as officers rushed to the scene, police told a morning press conference. The shootings took place almost three years to the day after 12 people were killed at a cinema in Aurora, Colorado, and follows several mass shootings in the United States in recent weeks. Authorities said seven people were wounded, three of them critically.
 
Pharma-terrorism: European drug makers give positive review of malaria vaccine for 'Africa only' with efficacy rates as low as 15% | 24 July 2015 |The World's first malaria vaccine got a major push forward on Friday morning. Drug maker GlaxoSmithKline announced that a European Medicines Agency (EMA) committee has given a positive recommendation for the company's vaccine for malaria called Mosquirix (scientifically known as RTS,S). The drug is intended for children ages six weeks to 17 months living in Sub-Saharan Africa. After 18 months, GSK reported that the vaccine had about 46% efficacy against clinical malaria and 36% efficacy against severe malaria in kids ages five to 17 months. In babies ages six to 12 weeks, the drug had a 27% efficacy against clinical malaria and 15% against severe malaria.
 
Missouri nuclear plant shut down 2nd time in 8 months --NRC: Radiation levels in the containment building 'slightly above normal' | 23 July 2015 | The Ameren Corp. nuclear power plant [the Callaway Nuclear Generating Station] in central Missouri is shut down for the second time in eight months after a "non-emergency" leak in the reaction control system. The shutdown occurred at 1:15 a.m. Thursday at the plant near Fulton. Jeff Trammel of St. Louis-based Ameren called it a "minor steam leak." Ameren officials are investigating the cause of the leak.
 
Fukushima radiation causes daisies to grow strangely in Japan --Deformed daisies are growing near the Fukushima nuclear plant in Japan | 23 July 2015 | It will surprise no one but mutant daisies with two connected flowers and four stems have been found growing near the Fukushima nuclear plant in Japan. Four years after the tragic disaster saw the meltdown[s] of six nuclear reactors at the plant following a tsunami, the area is still being affected by radiation that came after the tragedy. The mutilated plants were captured by the Japanese Twitter user Sain_Kaidu who lives in the city of Nasushiobara, about 110 km from the nuclear plant.
 
Greek parliament approves next phase in bailout reforms | 22 July 2015 | Greece's prime minister easily won a crucial vote on a third bailout programme for the debt-stricken nation early on Thursday, hours after the European Central Bank infused c-sh-starved Greek banks with further emergency liquidity. A total of 230 MPs backed the economic reforms programme demanded by Greece's creditors, while 63 voted against the plan at the late-night vote. Alexis Tsipras again faced down rebels within his own party who oppose a third bailout. Thirty-six Syriza MPs either voted no or abstained, three fewer than at a similar vote last week.
 
The Dawn of Privacy-Driven Social Networks | 17 June 2015 | Privacy concerns in the wake of Edward Snowden disclosures have prompted new social networks to offer alternatives with a focus on user privacy. These companies are abstaining from selling user data and offering encrypted apps for their customers' communications. Manhattan-based Minds, which has run an alternative social media website for two years, just launched a lightweight social-network app for mobile...that encrypts all communications – so they are secure and anonymous (able to be read only by the intended recipient).
 
Senators defeat Obamacare repeal before highway funding debate --The Obamacare amendment was offered to please Republican senators. | 26 July 2015 | Senators, meeting in a rareSunday session, defeated another Republican attempt to repeal the Affordable Care Act and approved reviving the Export-Import Bank as it scrambled to renew the federal Highway Trust Fund before it runs out of money Friday. Forty-nine senators voted in favor of the Obamacare repeal, while 43 opposed the amendment, which needed 60 votes to overcome a Democrat[ic]-led filibuster threat.
 
AFL-CIO may delay endorsement of Clinton as 2016 presidential candidate - sources | 25 July 2015 | In a possible setback for Hillary Clinton, the AFL-CIO's political committee has recommended the nation's largest labor union federation delay endorsing a candidate for the 2016 presidential race as it seeks to push her to be more supportive of its policies on issues such as 'trade' and wages. The committee on Monday voted unanimously to support the proposal, three union sources told Reuters. The recommendation will be presented at a July 29-30 meeting of the executive council of the federation, which will make the final decision. The move highlights the pressures Clinton is facing to take a tough stand against the Trans-Pacific Partnership, a proposed free trade corporate takeover deal backed by President Barack Obama but vigorously opposed by unions who see it as detrimental to jobs and wages in the U.S. Unions also want her to back labor-friendly policies on other issues, such as the minimum wage and the Federal Reserve.
 
Inquiry Is Sought in Clinton Email Account | 23 July 2015 | Two inspectors general have asked the Justice Department to open an investigation into whether sensitive government information was mishandled in connection with the personal email account Hillary Rodham Clinton used as secretary of state, senior government officials said Thursday. The request follows an assessment in a June 29 memo by the inspectors general for the State Department and the intelligence agencies that Mrs. Clinton's private account contained "hundreds of potentially classified emails." It is not clear if any of the information in the emails was marked as classified by the State Department when Mrs. Clinton sent or received them.
 
Huckabee: Barack Obama will march Israelis 'to the door of the oven' with Iran Deal | 26 July 2015 | Republican presidential candidate Mike Huckabee this weekend escalated the rhetoric over President Obama's nuclear deal with Iran, saying that the pending agreement "will take the Israelis and march them to the door of the oven." The reference to the Holocaust -- in which Jews were killed in Nazi gas chambers and their bodies cremated in ovens -- created a backlash Sunday on Twitter, with numerous users condemning Huckabee's remarks. Huckabee, who is scrambling to gain attention in a 2016 presidential race dominated recently by GOP candidate Donald Trump, is known for being especially pro-Israel, even among a field of Republican candidates who voice support for the country. Donald Trump bans Des Moines Register from Iowa campaign event | 24 July 2015 | Donald Trump courted further controversy on Friday by banning the Des Moines Register from attending his Iowa campaign event Saturdayaccording to the Register. The real estate mogul and Republican 2016 candidate was unhappy with an editorial published by the newspaper that called on Trump to pull out of the race. "We're not issuing credentials to anyone from The Des Moines Register based on the editorial that they wrote earlier in the week," Trump's campaign manager Corey Lewandowski told the newspaper.

Ex-prosecutor who claims Christie had allies' charges dropped wins battle for records | 23 July 2015 | In the latest chapter of a lengthy, expensive court battle, a former Hunterdon County assistant prosecutor who claims he was fired for objecting to the dismissal of indictments against supporters of Gov. Chris Christie has been granted access to secret documents that he says will help prove his case. A state Superior Court judge ruledWednesday that the state must provide the former prosecutor, Bennett Barlyn, access to sealed grand jury transcripts related to the indictments. The matter has cost taxpayers nearly 2 million in legal fees as the state sought to block the release of the documents, according to figures obtained by the Associated Press.
 
Sandra Bland laid to rest as questions arise | 25 July 2105 | Mourners gathered on Saturday to lay Sandra Bland to rest, as questions about the circumstances of her death continue to rise. Bland was arrested on July 10 after failing to use a turn signal and becoming combative with a state trooper in Waller County, Texas, authorities said. Three days after she was arrested, Bland was found dead, hanging from a noose made from a plastic bag in her Texas jail cell.

She had asked him for the animal in an email during the annual Direct Line on April 16, 2015. Dasha Yaitskaya said she wanted a dog of that exact breed. Dasha says she once saw a picture of Vladimir Putin with a dog and assumed he loved animals. Beltangady, Jul 27: Fingers of a Dalit youth were allegedly cut off by a landlord at Neriya in the tauk on the night of Sunday July 26.

 

Fingers of Sundar Malekudiya (45), son of Babu Malekudiya from Kataje in Neriya got severed in this incident. Sundar's hands also suffered injuries. He has been admitted into a hospital at Mangaluru.

 

On behalf of the injured, locals complained that a local land owner named Gopal Gowda had committed this dastardly act.

 

Gopal Gowda was cutting the weeds at a place with the help of a weeding machine. It is learnt that Sundar and Gopal had pre-existing enmity relating to land dispute. Sundar objected about conducting weeding operation in the disputed land.

 

Gopal, angered at this objection, lifted the weeder that was in operation, and poked it at Sundar. Sundar tried to block the machine from hitting him, and in the end, lost fingers of his right hand. His left hand too is injured, it is gathered.

 

A complaint was made to the police about this incident. The police are expected to act on this complaint in a day or two, it is said.

Modi government now keen on tougher SC/ST Atrocities Act

After sitting on a key Bill to strengthen the law against atrocities on people belonging to the Scheduled Castes and Scheduled Tribes, the Modi government now appears keen on pushing it through during the Monsoon Session of Parliament, possibly with an eye on the forthcoming Bihar Assembly elections.

 

The United Progressive Alliance government had promulgated the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Ordinance on March 4, 2014, just before the Lok Sabha elections. But the new government, after bringing the Bill in Parliament in July that year, ensured that it was sent to a Standing Committee. The ordinance has since lapsed.

 

The Congress argued against sending the Bill to the committee as most parties supported the legislation. "The other ordinance that the BJP got from the UPA, on empowering the financial watchdog SEBI, was passed as a Bill in August 2014. And the BJP doesn't send even the most contentious Bills to standing committees unless forced to," pointed out a member of the Congress SC/ST Cell.

 

RSS opposition

Sections in the Congress allege that that the BJP is delaying the introduction of the Bill because the RSS believes that it can be misused to file false cases against members of the upper castes.

 

The Bill seeks to strengthen the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, by adding new categories of actions to be treated as offences. For instance, forcing an individual from a Scheduled community to vote or not to vote for a candidate unlawfully and occupying land belonging to such individuals wrongfully will now be treated as offences.

 

The Bill specifies punishment for public servants from other communities who neglect their duties relating to Scheduled Caste and Scheduled Tribe people, such as not registering a complaint or a First Information Report. The Bill mandates the setting up of special courts at the district level, with exclusive public prosecutors for each special court, to speed up the trial process.

 

A contentious clause, even during the UPA regime, is one that states that mere acknowledgement of the Scheduled Caste and Scheduled Tribe status of a victim is sufficient to establish guilt.

 

These measures were thought necessary since the original Act had failed to deter crimes. National Crime Records Bureau figures show that cases registered under the Act in conjunction with Indian Penal Code provisions increased from 38,449 in 2010 to 46,114 in 2013. More worryingly, the conviction rate under the law stands at below 30 per cent in several States.

 

Tabled in December

The Standing Committee tabled its report on the Bill last December, affirming most of its provisions and adding some important clauses on special courts for atrocities against women, which would be presided over by a woman judge.

 

The government, however, did not table the Bill for discussion during the Budget Session, prompting Congress president Sonia Gandhi to write to the Prime Minister, pointing to a distressing rise in the incidence of atrocities against Dalits and urging the government to act.

 

A senior BJP MP denied that the government's decision to list the Bill for the Monsoon Session had anything to do with Ms. Gandhi's letter or that anyone in the BJP had reservations about the Bill. The delay, he said, was simply to study the recommendations of the Standing Committee and see if they could be incorporated.

NAMAKKAL: It is over a month since Gokulraj, a  young Dalit engineer had fallen victim to honour killing perpetrated by a core group of a fanatic, fringe caste outfit 'Dheeran Chinnamalai Gounder Peravai.' Apparently, the police are still groping in the dark over the elusive mastermind behind the murder.

 

Yuvaraj, the kingpin of the heinous crime committed allegedly to protect the pride of Gounder community, is still on the run. A caste chauvinistic gang led by him abducted Gokulraj as he was spotted with a caste-Hindu girl, believed to be his lover, at the Arthanareeswarar temple atop a hill in Thiruchengode, on June 23.

 

The following afternoon his mother Chitra got a phone call from the Government Railway Police saying Gokulraj was lying on the railway track at Pallipalayam. Police initially registered a case of suspicious death.

 

Even as the police claim to have taken 'all the steps' to nab the culprits, the engineer's family members and Dalit organisations accused them of lethargy

 

"Police are struggling to nab the culprits. We doubt whether they are taking earnest steps to nab him," a Dalit leader said.

 

It is alleged that Yuvaraj, facing charges of abduction (Section 363 of IPC), murder (302 IPC) and atrocity against Dalit  Sections 3(2) (5) of SC/ST Act), had reached a safe abode, which he was constantly changing.  A police official said, "He slips out whenever we come close to his whereabouts."

 

He even challenged the police through an audio clipping circulated through WhatsApp. They expected him to surrender before a court somewhere but that too did not happen. The public outcry to entrust the probe to CB-CID has fallen only on deaf ears.

The Mangaluru City police have registered 12 cases against unauthorised moneylenders in the past four-five days.

 

While some cases were registered based on complaints, some were done suo motu , said Deputy Commissioner of Police (Law and Order) Shantharaju on Sunday.

 

He was presiding over a grievance redressal meeting for the Scheduled Castes and Scheduled Tribes here. Responding to a suggestion from Dinappa Bangera, to act suo motu against moneylenders, Mr. Shantharaj said they were doing so. Mr. Bangera said many were afraid to come out openly against unauthorised moneylenders.

 

S.P. Anand, district convener of the Karnataka Dalit Sangharsha Samiti, complained about continuation of a home-based food making unit in a Dalit colony in Urva in the city despite the Mangaluru City Corporation ordering its closure.

 

The unit uses cashewnut husk as the fuel and was causing air pollution. He said the proprietor of the unit, Uday Kumar, had been threatening complainant Purushottam and issuing death threats.

 

He had even filed a police case against the complainant.

 

The DCP said the jurisdictional police inspector would take suitable action in consultation with the MCC.

Another participant complained about safety threats being faced by Dalit women who work as daily wage workers for the Railways at the Central Railway Station. He said about 40 Dalits work as daily wage workers undertaking house keeping and other works.

 

Those on the night shift have to complete the work by 11 p.m. While returning home, Dalit women are abused by drunkards on their way back and he sought suitable directions to the contractor as well as the Railways.

Mr. Shantharaju said he would bring the matter to the notice of the Railways.

COIMBATORE:  Four persons were booked under the SC/ST (Prevention of Atrocities) Act by the Madukkarai police after they allegedly assaulted five members of a tribal community near Marapalam, Madukkari on Saturday morning.

 

Police said two of the assault victims - R Mathivanan (23) and his brother, R Boopathy (18), had entered a Caste-Hindu neighbourhood on a bike, when they fell off their vehicle due to speeding. The four accused, identified as V Selvaraj (31), M Balakrishnan (38), C Thirumoorthy (26) and V Karthik (26) began quarreling with the siblings following the mishap.

 

Although the cops said the two parties subsequently compromised and dispersed, the siblings have claimed they were assaulted during the altercation.

 

Following this incident, the quartet allegedly assaulted another tribal man, identified as K Subash Chandra Bose. When the victim's parents - P Kulanthaivelu (50) and K Pushpa (42) questioned their actions, the middle-aged couple were also allegedly beaten with sticks by the accused.

 

Based on a complaint by Kulanthaivelu, the four Caste-Hindus were booked for voluntarily causing hurt with dangerous weapons, criminal intimidation and under the SC/ST (Prevention of Atrocities Act).

 

Police said one of the accused registered a counter complaint against four members of the tribal community. As a result, Mathivanan, Boopathy, P Karthik and S Raja were booked under various sections of the Indian Penal Code. No arrests have been made thus far.

BENGALURU: A Union government-backed survey has revealed a disturbing trend: in the six years since the Right to Education Act, around 60 lakh children between ages six and 13 years remain unschooled in the country.


While children from Scheduled Castes and Tribes form 49% (29.73 lakh) of the deprived kids, those from Other Backward Classes constitute 36%, which shows RTE has brought little change in the lives of marginal groups. At 77%, a majority of out-of-school (OOS) children are in rural areas. Besides, 15.57 lakh Muslim children too are out of school, comprising 25% of unschooled children.


In all, around 3% of the total 20.4 crore school-going children in the country are deprived of their right to education.

Speaking to TOI from Delhi, Rakesh Senger, director, Victim Assistance and Campaign at Bachpan Bachao Andolan, said: "It's not necessary that even this number is accurate as a recent study by us shows that many children who continue to work as labourers in Delhi are being marked present in schools. That is just dubious. There is a long way to go in this regard."


Activists argue that families from backward communities fail to send their children to school largely because doing so reduces the family's earnings. It means even with subsidized education for these children, families believe their earnings suffer if their kids go to school, thus neutralizing the government's efforts to incentivize children's education.


The only silver lining lies in gender parity: at 29 lakh, girls constitute about 48% of unschooled children. It means fewer girls are out of school than boys.


What's the right figure?


The number of OOS children has always been the bone of contention. A July 2015 Unesco report saying India "has made impressive progress provision of primary education it notes," is based on the 2012 figures provided by India according to which 1.7 million (17 lakh) children are out of school. The number was borrowed from various agencies.


The Unesco report clubs India with some of the worst performing nations. "At least 1 million children were denied the right to education in each of the following countries: India, Indonesia, Kenya, Niger, Nigeria, Pakistan, the Philippines, South Sudan, Sudan and the United Republic of Tanzania," it notes.

Bringing a law is easy, but following it up with concrete action to fulfill its spirit is more important. Instead of focusing on children in rural areas and wooing them to government schools, now most discussions on RTE seem to revolve around the role of private institutions, which are mainly in urban areas. Instead of playing the blame game, authorities must take urgent steps to not only enroll poor children in schools, but also ensure that they continue to attend classes so that the country will have a brighter future.

COIMBATORE: Members of the Kuravar community allege harassment by people from a dominant caste in Marapalam village near Madukkarai in Coimbatore on Saturday.


A few days ago, four motorcycle bound men from the Kuravar community were waylaid and verbally abused for riding in a rash manner in an area where several children lived. Several women who were fetching water also admonished them. Some time later, when a few Gounder men were travelling without their headlights on at night, were questioned by the Karuvar community.


They were asked if they had any traffic sense.


V Selvaraj, 31, a member of the Gounder community, had filed a complaint at the Madukkarai police station at 2pm on Saturday stating that a few Karuvar men assaulted him with a pen knife. A case was registered against R Mathivanan, 23, R Boopathy, 18, P Karthick, 23 and S Raja, 32 who are all mat sellers.


At 5pm the same day, Selvaraj, accompanied by Balakrishnan, Thirumoorthy and Karthick, visited the Karuvar area and abused them using their caste name.


They also assaulted them using sticks and rods, said police officials. Mathivanan, Boopathy, Karthick and two others sustained injuries on their hands and legs. They also registered a complaint at the Madukkarai police station. "We are investigating the case and would arrest the guilty at the earliest," said M Sudhakar, superintendent of police. Tnn

Modi's India: Caste, Inequality and the Rise of Hindu Nationalism

When Aakash was a young boy, his family lost their small plot of land in the Indian state of Maharashtra to make way for a government dam-building project.

 

The Indian government is legally required to compensate people it has displaced from their homes, but Aakash's father, a virtually illiterate low-caste farm laborer, was compelled to sign theirs away without fully understanding what he was doing.

 

The family eventually settled on the outskirts of a village, where Aakash's father was never able to earn enough money to support the family, let alone pay his son's school fees of 100 rupees—less than two dollars a year.

 

His mother never went to school. His father left after the fourth grade. Aakash (whose name has been changed out of respect for his privacy) got lucky. TheRashtriya Swayamsevak Sangh (RSS), the nation's predominant Hindu nationalist organization, took him under its wing and paid his annual school tuition.

 

He, in turn, spent his summers and weekends in RSS camps and training sessions, learning the tenets of the Hindu Right, which include Hindu supremacy and advocacy of a strong caste system. The other young recruits came from similarly poor backgrounds, attracted by a stable source of food and financial support.

 

Aakash's origins resemble those of India's prime minister, Narendra Modi. The son of a tea seller, Modi was born into a low caste, joined the RSS as a teenager, and gained a new sense of purpose. But whereas Aakash grew increasingly uncomfortable with the organization's ideological extremism and eventually left, the young Modi flourished in the RSS, which provided an outlet for his political ambition.

 

The RSS thrives in the gap between the needs of the poor, urban and rural, and what limited services the government provides. Its political arm, the Bharatiya Janata Party (BJP), gains support for its political agenda through the RSS's wide-ranging social programs: schools, health centers, rural development projects and disaster relief.

 

The RSS also cultivates loyalty through its local branches, like the one with which Aakash was involved. It addresses India's human needs—physical, educational and spiritual—providing the kind of comprehensive social and political project that the Congress party, which has largely dominated Indian national politics since independence in 1947, has failed to provide.

 

In the five-week-long 2014 national elections, India's electorate, 815 million strong, voted overwhelming for Modi, the BJP candidate. It was an impressive feat, successful in part because Modi drew national attention away from his social record and RSS ideology to focus it on economic growth in Gujarat, the western state where he served as chief minister.

 

The massacre in Gujarat

That he not only survived the political fallout from the 2002 massacre of Muslims in Gujarat—which happened under his watch and some argue was sanctioned by him—but rebuilt his political image so effectively that he became prime minister only 12 years later, is a testament to India's obsession with its economic promise.

 

It is not clear, however, that the Hindu Right's comprehensive project can hold together. Will Modi's focus on economic growth mean that India's social problems—caste, poverty, illiteracy, religious violence, sexual violence—again be neglected? Might economic prosperity provide an opening for more robust campaigns for social reform, or will Modi's Hindu nationalism resurface at the expense of the lower castes?

 

The disparity between political institutions and social reality is one of the defining features of contemporary India, expressed most starkly in the gap between de jure equality and de facto inequality. "Equality of status and of opportunity" is enshrined in the preamble to the constitution of India, alongside justice, liberty and fraternity.

 

One manifestation of this push for equality is a quota system that reserves a given number of political posts for women and members of specific castes and tribes, and has resulted in real political mobilization and power-sharing.

Yet in spite of the country's liberal political foundations and the representation of lower-caste groups in government, Indian society remains rigorously hierarchical and unequal. Many elites—even those who collaborate politically with lower-caste leaders—would never consider their political colleagues social equals, nor allow their children to marry out of caste.

 

And though the lower castes are increasingly conscious of their political rights, societal acceptance of their social inferiority remains widespread.

 

Day laborers and domestic workers, most of whom come from lower castes, are not in a position to protest their exploitation. Lower-caste women face the constant threat of sexual violence. Many poor students grow accustomed to having their teachers not show up at school; others are too poor to attend in the first place.

 

Darker-skinned Indians, more likely to come from lower castes, see in advertisements for skin-whitening products another reminder that fairer skin is a mark of beauty. So ubiquitous is caste-based discrimination that even the personal ads in the Times of India are organized in descending order by caste, with a small "Caste No Bar" subsection at the end.

 

This troubling divide has its roots both in the development of the modern Indian state and in the nature of Hinduism and Hindu society. Before political independence and self-determination were on anyone's agenda, Indian thinkers and public figures were already considering what social democratization would look like in a nation so fundamentally shaped by social hierarchy. And the 19th and 20th centuries saw numerous attempts to bring Indian tradition, especially Hinduism, in line with a vision of a modern liberal—and sometimes explicitly egalitarian—society.

 

Bhimrao Ambedkar, the chief architect of the Indian constitution and the nation's first law minister, anticipated the problems that inequality would pose to the development of independent India as a modern democratic state.

Ambedkar's experience as a Dalit, or "untouchable," as well as his remarkably rigorous and international education, led him to advocate for social reform, broader access to education and the abolition of the caste system. And when much of that activism proved unsuccessful, he rejected Hinduism altogether.

 

For those who dreamed of social democratization, the Hindu tradition, so deeply hierarchical, seemed ill suited to modern egalitarian and democratic society. Could Hindu social practices be adapted to a modern democratic world? Or, as Ambedkar finally concluded, was that an impossible task?

 

The caste system denounced

Like earlier movements that sought to break with orthodox Hinduism (most notably Buddhism and Jainism), reform efforts in the 19th century emphasized direct, unmediated interaction between individuals and the gods—undermining the power of the Brahmins (the highest, priestly caste).

 

Two major reform movements, the Brahmo Samaj and the Arya Samaj, went further, offering critiques of religious, caste and gender hierarchy and promoting a vision of a more egalitarian and communal faith.

 

The Brahmo Samaj, founded in 1828, embraced a version of Millian liberalism while seeking to reform Hinduism for modern times. It established a canon of Hindu scripture and denounced many Hindu practices, including the caste system.

 

The Arya Samaj was heavily influenced by the work of the Brahmo Samaj; in 1875, it translated the Vedas, Hinduism's ancient Sanskrit holy texts, into vernacular languages and pushed for literacy as a way of building an inclusive religious community. The Arya Samaj favored merit-based castes and social welfare as the vehicles of its egalitarian, pluralistic vision and emphasized the importance of individual religious morality and an attendant social mobility.

 

The Brahmo and Arya Samaj laid a foundation later built upon by Hindu leaders Swami Vivekananda and Mahatma Gandhi.

 

Vivekananda, a much-beloved nineteenth-century Hindu monk and philosopher, saw the potential for divinity in every individual and preached the importance of mass education and material improvement to the development of a vibrant, modern Hindu society. Gandhi sought to shift the focus of Hinduism away from the ideal of spiritual renunciation towards a practical commitment to improving society.

 

Ultimately, the prominence of upper-caste leaders in social reform efforts tempered the movements' critiques of Hinduism. The more radical movements were led by lower-caste leaders. Most notable among these was the "non-Brahmin" movement in western India during the 1870s and 1880s.

 

Jotirao Govindrao Phule and his Satyashodhak Samaj ("truth-seeking society") were the most radical incarnation of this movement, with an emphasis on the lower castes as a moral and historical community that transcended conventional religion. Phule's rejection of the upper castes and their traditionalist Hinduism placed him in opposition to the Brahmin-led Indian National Congress, which was founded in 1885 as a pro-independence political organization and later came to dominate the political scene.

 

Even though the Congress drew on the efforts of 19th-century social reformers, it focused its efforts on opposition to British rule rather than on internal reform. This anti-imperial focus also meant that the brand of secularism developed byJawaharlal Nehru, India's first prime minister and a member of the Congress party, never adequately addressed India's deep-seated religious and social contradictions.

 

Ambedkar participated in Nehru's project, but also drew on those earlier 19th-century social reform movements that the Congress had sidelined. Consequently, he saw clearly the contradictions that resulted from the constitution he helped to write.

 

India's constitution did not establish an official religion, nor did it not offer any kind of uniform civil code. Untouchability was banned, but caste hierarchy remained largely intact. Discrimination against women and Muslims went unaddressed.

 

Neutrality, not separation

The constitution's framers studiously avoided using the word "secular" (the term was later inserted by amendment in 1976), and in so doing they initiated a brand of secularism in which the state maintains a neutrality toward India's different religions instead of complete separation from them.

 

Ambedkar believed that this constitutional structure would, in practice, promote Hindu interests in government while perpetuating the caste system in society. In 1948, proposals for a "Hindu Code" sought to establish a civil code in the place of traditional Hindu practice.

 

In the long debate that followed, Ambedkar proposed major reforms, including the abolition of the caste system; the enactment of property inheritance for women; the legalization of divorce; and the inclusion of Sikhs, Jains and Buddhists under the code's jurisdiction. His proposals were gutted and the resultant bills were ultimately defeated.

 

For Ambedkar, it was the final outrage. He resigned as India's law minister in 1951.

 

After that defeat, Ambedkar concluded that even if political equality were achieved for Dalits, they would never be accorded dignity and recognition within a Hindu social sphere. In the last five years of his life, he turned his efforts toward a larger project of social reform.

 

Although he rejected Hinduism, he understood that the Dalits could not cut themselves off from Indian tradition entirely; they needed something to connect them with the project of creating an Indian modernity. In the last months of his life, Ambedkar converted to Buddhism—along with almost 40,000 Dalit followers—out of hope that his social egalitarian reworking of the faith would provide a more stable foundation for Dalit political participation in Indian democracy.

 

Although caste and social equality persist in modern India, the poor are now political in a way unheard of in the first several decades after independence.

At independence, India had a small, highly educated urban population, which dominated the political sphere and was quite separate from the largely rural, staunchly traditionalist majority. But with the expansion of the Indian state in the 1980s and the dismantling of the planned economy in the early 1990s, that dynamic began to change.

 

Until the 1980s, Indian democracy was marked by the simultaneous existence of modern and traditional sectors. Different elites—industrial capitalists, rural landowners, urban managerial classes—grappled for political power. As the urban middle classes grew in power and began to focus their energies on the business sector at the expense of political involvement, the government extended its services into the impoverished countryside.

 

The new Indian elite—urban, commercial, single-mindedly dedicated to business—left a vacuum in government, and by the 1980s the rural poor increasingly found themselves engaged in politics through the struggle for adequate government services.

 

The 1980s also saw the decline of Jawaharlal Nehru's secular nationalist vision for the country and, as a consequence, the rise of caste-based politics. In 1980, the Indian Parliament's Mandal Commission issued a report recommending quotas in public education and state employment, reserving 27 percent of openings for members of lower castes (also referred to as "other backward classes" or "OBCs").

 

The commission's recommendations were not implemented until 1990, and even then, the introduction of quotas drew heated public debate and violent demonstrations. The increasing political mobilization of the lower castes threatened the dominance of traditional elites. To appease the elites, the government began to rearticulate the question of equality in terms that promoted merit as a political principle, precluding any real consideration of social condition and caste.

 

The debate surrounding caste quotas has been further complicated by the question of quotas for women. Along with the development of caste politics, the 1980s saw the emergence of nonpartisan women's rights groups, which have sought to bring public attention to issues such as marriage dowries and sexual violence.

 

Cast and gender

In 1993, two constitutional amendments established a 33 percent minimum quota for women in village and district councils. And in 1996, the Women's Reservation Bill (WRB) was introduced to extend that quota to the lower house of the Indian Parliament and all state legislative assemblies.

 

Nineteen years later, the bill is still pending. Critically, the most powerful opposition to the WRB has come from OBC and Dalit parties, which fear that quotas for women would limit the lower castes' newfound political power. For many, caste identification is stronger than gender identification, and the women's movement has long been criticized for being overly focused on the concerns of upper-caste women and insufficiently sensitive to the problem of caste.

 

Some critics assert that in basing political representation on caste, India has made caste identity inescapable. Upward social movement does not change caste identity; an individual who improves his or her economic status is still marked by his or her caste.

 

Although quotas have opened up the possibility of political representation—and even higher education—for some lower-caste individuals, they have not brought about increased equality in the social sphere. Caste persists in the social realm in part because caste identity is the path to political recognition and power. And as long as caste identity is the key to political recognition, the pernicious social aspects of caste will continue to define Indian society.

 

At the end of the debate in the Constituent Assembly that approved the Indian constitution in 1950, Ambedkar warned, "We are going to enter a life of contradictions. In politics, we will have equality, and in social and economic life, we will have inequality.… We must remove this contradiction at the earliest possible moment, or else those who suffer from inequality will blow up the structure of political democracy which this assembly has so laboriously constructed."


Indian democracy has not blown up. But Ambedkar's contradiction persists, and the caste foundation of India's political structure maintains the hierarchy at the root of the country's tremendous inequality of status and condition.

 

Much of the careful thought of the 19th-century reformers and the founding generation has been shunted aside by the force of caste-based politics on the one hand and capitalist materialism on the other. The political principles on which the Indian state is founded have not been sufficient to create an inclusive, egalitarian society.

 

Although the post-independence generation of Congress politicians promoted a secular vision of the Indian nation, they did not pursue the kinds of reforms that might have brought social reality closer to their political ideal. In doing so, they opened the way for the ascendance of caste-based politics and, ultimately, the more reactionary rise of religion in politics.

 

Hindu nationalism, with its dual focus on cultivating traditional social practices and providing social services afforded neither by the state nor economic growth, would seem to provide the strongest alternative to a modern capitalist society.

 

But Hindu nationalism itself has adapted to India's increasing wealth. The upper castes, particularly the Brahmins, once prided themselves on simple, even ascetic, living; they now hold up material success as another sign of caste superiority. The traditional Hindu elite is no longer distinguishable from the modern economic elite.


Prime Minister Modi is the living embodiment of this troubling marriage of Hindu nationalism and capitalism, of traditional social hierarchy and modern materialism. While he has maintained the support of his elite urban business constituents, he has proven himself to be as much a disciple of the Hindu Right as he was in his youth.

Even as the RSS offers hope and basic services to thousands of poor, lower-caste youth like Aakash, we cannot take the organization's apparent social egalitarianism at face value. At its core remains the inequality that has long marked Indian life.

अपनी अमरीका यात्रा के ठीक पहले, अन्तर्राष्ट्रीय समाचार चैनल सीएनएन के फरीद ज़कारिया को दिए अपने एक साक्षात्कार में प्रधानमंत्री नरेन्द्र मोदी ने कहा था कि भारत के मुसलमान, भारत के लिए जियेगें और मरेंगे और वे भारत का कुछ भी बुरा नहीं करेंगे। इसके बाद, गत 8 जुलाई को, कजाकिस्तान में एक सभा को संबोधित करते हुए उन्होंने मध्य एशिया और भारत की साँझा इस्लामिक विरासत की चर्चा की और कहा कि यह विरासत, अतिवादी ताकतों और विचारों को हमेशा खारिज करेगी। प्रधानमंत्री ने फरमाया कि भारत और मध्य एशिया, दोनों की इस्लामिक विरासत प्रेम और समर्पण के सिद्धांतों पर आधारित और इस्लाम के उच्चतम आदर्शों ज्ञान, पवित्रता, करुणा और कल्याण से प्रेरित है। गृहमंत्री राजनाथ सिंह ने भी यह दावा किया कि भारतीय मुसलमान देशभक्त हैं और इस्लामिक स्टेट (आईएस) उन्हें आकर्षित नहीं कर सका है।

इन्हीं मोदी ने सन 2001 में दावा किया था कि ''सभी मुसलमान आतंकवादी नहीं होते परन्तु सभी आतंकवादी मुसलमान होते हैं''। गुजरात के मुख्यमंत्री बतौर अपने चुनाव अभियानों में उन्होंने इस जुमले का जमकर इस्तेमाल किया था। सन 2002 के मुसलमानों के कत्लेआम के बाद, गुजरात का मीडिया मुस्लिम और इस्लाम विरोधी उन्माद भड़काने में लगा था। मोदी ने इस उन्माद को कम करने की कोई कोशिश नहीं की। उन्होंने काफी बाद में ''सद्भावना उपवास''रखे परन्तु यह कहना मुश्किल है कि वे कितनी ईमानदारी और निष्ठा से उपवास कर रहे थे। मोदी ने दंगाईयों की वहशियाना हिंसा को औचित्यपूर्ण ठहराया था। उनके अनुसार, दंगे, साबरमती एक्सप्रेस के एस-6 कोच में आगजनी की घटना - जिसे उन्होंने किसी भी जांच के पहले ही मुसलमानों का षड़यंत्र निरुपित कर दिया था - की प्रतिक्रिया थे।

गुजरात में मुसलमानों के नरसंहार के बाद, मोदी ने 'गुजरात के गौरव'को पुनर्स्थापित करने के लिए 'गौरव यात्रा'निकाली थी। उनका कहना था कि धर्मनिरपेक्षतावादियों द्वारा 2002 के दंगों के लिए सभी गुजरातियों को दोषी ठहराने से गुजरात के गौरव को चोट पहुँची है। मोदी के मुख्यमंत्रित्वकाल में, गुजरात की पुलिस ने अनेक मुसलमानों को सीमा के उस पार के आतंकी संगठनों से जुड़े आतंकवादी बताकर गोलियों से भून डाला था। सोहराबुद्दीन और इशरत जहां की हत्या की जांच हुई और इस मामले में गुजरात के तत्कालीन गृहमंत्री अमित शाह सहित कई पुलिस अधिकारी आरोपी बनाये गए।

प्रधानमंत्री मोदी यह स्पष्ट नहीं कर रहे हैं कि भारतीय मुसलमानों के उनके अलग-अलग, बल्कि विरोधाभासी आंकलनों में से किसे वे सही मानते हैं। उनकी मुसलमानों के बारे में असली, ईमानदार राय क्या है? या, क्या उनकी सोच बदल गयी है? यदि हाँ, तो उन्हें ऐसी कौनसी नई जानकारी प्राप्त हुई है, जिसके चलते उनकी सोच में परिवर्तन आया है?

केंद्रीय गृहमंत्री राजनाथ सिंह ने पुलिस महानिदेशकों, महानिरीक्षकों और केंद्रीय पुलिस संगठनों के मुखियाओं के सम्मेलन को संबोधित करते हुए नवंबर 2014 में कहा था कि आईएस, भारतीय उपमहाद्वीप में पैर जमाने की कोशिश कर रही है और अलकायदा ने गुजरात, असम, बिहार, जम्मूकश्मीर व बांग्लादेश की बड़ी मुस्लिम आबादी को देखते हुए, भारतीय उपमहाद्वीप में अपनी शाखा स्थापित कर दी है।

भारतीय मुसलमान और आतंकवाद

उपरलिखित प्रश्नों के उत्तर चाहे जों हों, इसमें कोई संदेह नहीं कि वैश्विक आतंकी नेटवर्कों में भारतीय मुसलमानों की उपस्थिति और भागीदारी बहुत कम है। भारत में 14 करोड़ मुसलमान रहते हैं। दुनिया में इंडोनेशिया को छोड़कर इतनी संख्या में मुसलमान किसी अन्य देश में नहीं रहते। इसके बावजूद, भारतीय सुरक्षाबल और गुप्तचर एजेंसियां अब तक केवल चार ऐसे भारतीय मुस्लिम युवाओं की पहचान कर सकी हैं, जिन्होंने आईएस के स्वनियुक्त इस्लामिक खलीफा अबुबकर बगदादी द्वारा शुरू किए गए युद्ध में हिस्सा लिया है। ये चार युवक हैं अरीब मज़ीद, शाहीन तनकी, फरहाद शेख और अमन टण्डेल।

इन चार युवकों के अतिरिक्त, समाचारपत्रों की खबरों के अनुसार, बैंगलुरू में रहने वाले, भारतीय बहुराष्ट्रीय कंपनी के एक 24 वर्षीय कर्मचारी मेंहदी मसरूर बिस्वास पर आरोप है कि वह अपने ट्विटर हैंडल के जरिए, आईएस के आतंकी मिशन का प्रचार कर रहा था और बगदादी के नेतृत्व वाली सेना में भर्ती होने के लिए युवकों को प्रेरित कर रहा था। मेंहदी को चैनल 4 को दिए गए उसके एक साक्षात्कार के आधार पर पकड़ा गया।

अब इसकी तुलना 90 देशों के 20,000 विदेशियों से कीजिए, जो बगदादी की सेना में भर्ती हुए हैं। नेशनल काउंटर टेरोरिज्म सेंटर के निदेशक निकोलस रासम्यूसेन के अनुसार, इनमें से 3,400 पश्चिमी राष्ट्रों से हैं। अमेरिका की नेशनल इंटेलिजेंस के निदेशक जेम्स क्लेपर के अनुसार, इनमें 180 अमेरिकी, 130 केनेडियन, 1200 फ्रांसीसी, 600 ब्रिटिश, 50 आस्ट्रेलियाई और 600 जर्मन शामिल हैं। इसके मुकाबले, भारत से मात्र चार और बांग्लादेश से मात्र 6 लोगों को आईएस का युद्ध लड़ने का दोषी पाया गया है।  

वैश्विक आतंकी संगठनों में क्यों शामिल नहीं होते भारतीय?

हिन्दू राष्ट्रवादी संगठनों ने कभी इस प्रश्न पर विचार नहीं किया कि आखिर क्या कारण है कि भारत के 14 करोड़ मुसलमानों में से आईएस में केवल चार भर्ती हुए। इस प्रश्न पर विचार करने की बजाए, वे यह आरोप लगाने में जुटे रहते हैं कि सभी मुसलमान आतंकवादी हैं। भारतीय मुसलमान देशभक्त हैं और भारत के हितों के खिलाफ नहीं जाएंगे, ये बातें मूलतः मुस्लिम-बहुल देशों की यात्राओं के दौरान कहीं गईं या विदेशी मीडिया से बातचीत में। और इनका उद्धेश्य अपनी उदारवादी छवि प्रस्तुत करना था।

जो भी हो, मूल प्रश्न यह है कि भारतीय मुसलमान, वैश्विक आतंकी संगठनों की ओर आकर्षित क्यों नहीं हुए? आईए, हम कुछ संभावित कारणों की चर्चा करें।

1. भारतीय मुसलमानों का धार्मिक नेतृत्व मुख्यतः दारूल उलूम देवबंद और कुछ अन्य मदरसों जैसे नदवातुल उलेमा, लखनऊ से आता है। दारूल उलूम देवबंद का देश भर में फैले हजारों छोटे मदरसों और मकतबों पर नियंत्रण है। देवबंद के उलेमाओं के संगठन जमायत उलेमा-ए-हिन्द ने दिल्ली के रामलीला मैदान में हजारों मौलवियों और विद्यार्थियों की मौजूदगी में आतंकवाद के विरूद्ध फतवा जारी किया था। उन्होंने आतंकवाद को जड़मूल से उखाड़ फेंकने की शपथ भी ली थी। दारूल उलूम के रेक्टर हबीबुर रहमान के अनुसार, ''इस्लाम हर तरह की अन्यायपूर्ण हिंसा, शांति भंग, खून खराबा, हत्या और लूटपाट का निषेध करता है और किसी भी स्वरूप में इनकी अनुमति नहीं देता।''जमायत ने लखनऊ, अहमदाबाद, हैदराबाद, कानपुर, सूरत, वाराणसी और कोलकाता में मदरसों के संचालकों की बैठकें और सम्मेलन आयोजित कर अपने आतंकवाद विरोधी संदेश को उन तक पहुंचाया। जमायत ने एक ट्रेन बुक की, जिसमें उसके सदस्य और समर्थक देशभर में घूमे और शांति और आतंकवाद-विरोध का संदेश फैलाया।

2.इस्लाम, भारत में मुख्यतः शांतिपूर्ण ढंग से फैला है। भारत में इस्लाम पहली बार 7वीं सदी में केरल के तट पर अरब व्यवसायियों के साथ पहुंचा। इसका नतीजा यह है कि मुसलमान आज भी स्थानीय परंपराओें का पालन करते हैं औेर स्थानीय संस्कृति में घुलेमिले हैं। उनकी व गैर मुस्लिमों की सांस्कृतिक विरासत एक ही है। उदाहरणार्थ, लक्षद्वीप के मुसलमान मात्रवंशी परंपरा का पालन करते हैं और केरल के मुसलमानों के लिए ओणम उतना ही बड़ा त्यौहार है, जितना कि गैर मुसलमानों के लिए। अमीर खुसरो ने होली पर रचनाएं लिखी हैं, मौलाना हसरत मोहानी नियमित रूप से मथुरा जाते थे और उन्हें भगवान कृष्ण से बेइंतहा प्रेम था। रसखान ने भगवान कृष्ण पर कविताएं रची हैं, बिस्मिल्ला खान की शहनाई भगवान शिव को समर्पित थी और दारा शिकोह ने उपनिषदों का फारसी में अनुवाद किया था। ये हमारे देश की सांझा सांस्कृतिक परंपराओं के कुछ उदाहरण हैं, जिन्हें समाप्त करने की असफल कोशिश अंग्रेजों ने साम्प्रदायिक आधार पर देश को विभाजित कर की।

भारत में इस्लाम के प्रभाव में वृद्धि मुख्यतः समावेशी सूफी परंपराओं के कारण हुई, जिनकी ओर समाज के वंचित और हाशिए पर पड़े वर्ग सबसे अधिक आकर्षित हुए। सूफी (और भक्ति) संतों का मूलधर्म प्रेम था। वह्दतुलबूजूद (संसार में केवल एक ईश्वर है) और सुल्हकुल (पूर्ण शांति) - ये सूफी परंपरा के मूल सिद्धांत थे। सूफी केवल ब्राह्य शांति की बात नहीं करते बल्कि अंतर्मन की शांति पर भी जोर देते थे। निजामुद्दीन औलिया रोज सुबह राम और कृष्ण के भजन गाया करते थे।

कई नगरों और गांवों में ताजियों के जुलूस के दौरान हिन्दू महिलाएं आरती उतारती हैं। इस तरह की सांझा सांस्कृतिक जड़ों के चलते, भारतीय मुसलमानों के दिमागों में जेहाद का जहर भरना नामुमकिन नहीं तो बहुत मुश्किल जरूर है।  भारतीय मुस्लिम चेतना पर सूफी मूल्यों का गहरा प्रभाव है। एक आम भारतीय मुसलमान, अरब और दूसरे देशों के मुसलमानों की संस्कृति और अपनी संस्कृति में कुछ भी समानता नहीं पाता। वहाबी-सलाफी इस्लामिक परंपराओं को ''सही परंपराएं''सिखाने के नाम पर फैलाने के लिए काफी संसाधन खर्च किए गए और गहन प्रयास हुए परंतु ये परंपराएं आज भी बहुत सीमित क्षेत्र में प्रभावी हैं। अलबत्ता हिन्दू राष्ट्रवादियों और उनके विमर्श के मजबूत होते जाने से भारतीय मुसलमानों के अरबीकरण की प्रक्रिया शुरू हो सकती है।

इसके विपरीत, कुछ पश्चिमी देशों में मुसलमानों में अलगाव का गहरा भाव है। उनमें से अधिकांश एशियाई मूल के हैं और पश्चिमी संस्कृति में घुलमिल नहीं पाते। एशियाई मूल के लोग अपने समुदायों के बीच रहना पसंद करते हैं। युवाओं का सांस्कृतिक अलगाव, 'सभ्यताओं के टकराव''के सिद्धांत के वशीभूत नस्लवादी शक्तियों द्वारा इस्लाम को निशाना बनाए जाने व ईराक और अफगानिस्तान के खिलाफ युद्ध में पश्चिमी सेनाओं की भागीदारी के कारण, इस्लामवादियों के लिए अपनी सेना में पश्चिमी देशों के युवकों को भर्ती करना अपेक्षाकृत आसान है।

3.भारतीय मुसलमानों द्वारा की गई आतंकी गतिविधियों के लिए मुख्यतः प्रतिशोध की भावना जिम्मेदार है। 12 व 18 मार्च 1993 को मुंबई के झवेरी बाजार व अन्य स्थानों पर बम हमले, 28 जुलाई 2003 को इसी शहर के घाटकोपर में बेस्ट बस में बम धमाके और 11 जुलाई 2006 को लोकल ट्रेनों में हुए बम धमाके, वे कुछ आतंकी घटनाएं हैं जिनमें मुस्लिम युवक शामिल थे। परंतु इनमें से अधिकांश का उद्धेश्य मुंबई में 1992-93 के दंगों और सन्  2002 के गुजरात कत्लेआम का बदला लेना था। दिनांक 12 मार्च 1993 के बम धमाकों के दोषी पाए गए कई आरोपियों ने मुकदमे के दौरान अपने बयानों में बताया कि उन्होने इस षड़यंत्र में हिस्सा इसलिए लिया था क्योंकि उन्होंने मुंबई में 1992-93 के दंगों में अपने प्रियजनों को मरते देखा था। न्यायमूर्ति श्रीकृष्ण आयोग ने अपनी रपट (1998) में सांप्रदायिक दंगों और बम धमाकों के परस्पर संबंध को इन शब्दों में व्यक्त किया था, ''सिलसिलेवार बम धमाके, अयोध्या व बंबई के दिसंबर 1992 व जनवरी 1993 के घटनाक्रम की प्रतिक्रिया थे।'' मुस्लिम युवकों के गुस्से और निराशा के भाव का कुछ पाकिस्तानी एजेसिंयों ने दुरूपयोग किया।

परंतु इसमें कोई संदेह नहीं कि कई अन्य मुस्लिम देशों की तुलना में, भारतीय प्रजातंत्र बहुत बेहतर ढंग से काम कर रहा है। यद्यपि न्यायप्रणाली धीमी गति से काम करती है परंतु तीस्ता सीतलवाड जैसे मानवाधिकार कार्यकर्ताओं के अथक प्रयासों से गुजरात दंगों के पीडि़तों को न्याय मिला है। कुछ अपराधियों को अदालतों ने सजा सुनाई हैं और वे अब जेल में हैं। इशरत जहां और सोहराबुद्दीन मामलों के आरोपियों पर मुकदमे चल रहे हैं। मानवाधिकार संगठनों के कड़े रूख के चलते, सुरक्षा बलों द्वारा फर्जी मुठभेड़ों में निर्दोषों को मार गिराने की घटनाओं में तेजी से कमी आई है। चूंकि भारत में पीडि़तों को न्याय मिलने की उम्मीद रहती है इसलिए वे प्रतिशोध की आग में नहीं जलते और यही कारण है कि आईएस को यहां से अपनी सेना के लिए लड़ाके नहीं मिल पा रहे हैं।

यह दुर्भाग्यपूर्ण है कि भारत में हाशिए पर पड़े वर्गों के लिए प्रजातांत्रिक स्पेस घटता जा रहा है। हिन्दू राष्ट्रवादी संगठनों को लग रहा है कि अब सैयां कोतवाल हो गए हैं और इसलिए वे बिना हिचक के मुसलमानों पर बेसिरपैर के आरोप लगा रहे हैं, उनका मताधिकार छीनने की मांग कर रहे हैं, उन्हें पाकिस्तान जाने को कह रहे हैं और मदरसों को आतंकवाद के अड्डे बता रहे हैं। अगर यही कुछ चलता रहा तो मुसलमानों को आईएस और अन्य आतंकवादी संगठनों के चंगुल से लंबे समय तक दूर रखना संभव नहीं होगा। (मूल अंग्रेजी से अमरीश हरदेनिया द्वारा अनुदित)

Masaan: Beautiful and Authentic – Kenny Basumatary


It doesn't take long to judge a film. One can tell within 2-3 minutes, which was all it took for me to really start liking Masaan. The first thing to win me over was its authenticity and detailing. Finally, a film that shows the heartland, as TVF's Arunabh Kumar said, without the hero stalking the heroine or heroes sending villains flying into the air, or as another friend, Neeraja Sahasrabudhe, said, "a non-exotic Banaras, not equating UP/Bihar with gaali/galauj". The small-town antics of giving girls gifts, having to explain the gifts, borrowing friends' bikes, making bahanas to meet up – all were deliciously authentic. (Of course, when I was a teenager, we didn't have Facebook.)

Indian-Film-Masaan-at-Cannes

Masaan is one of those films where the writer-director partnership has produced exquisite results. How you tweak a scene you've seen before, or a moment that exists in thousands of other films and has occurred in millions of people's lives, is what sets a writer or director apart. Varun and Neeraj have created numerous wonderful, authentic moments in Masaan – the first kiss, the rooftop shayari, going to meet Piyush's parents, the baap-beti exchanges, the bonus day conversations… It's almost maddening. How! How can some people write such good stuff!

And the performances – wah! Every single actor was absolutely wonderful! Sanjay Mishra the old reliable warhorse is finally getting his due with wonderful roles. I'm generally suspicious of actors who're somebody's beta, but Vicky Kaushal deserves all the praise he's earning for his very very natural performance. Pankaj Tripathi – what range! From bloodthirsty villain Sultan Khan in Gangs of Wasseypur to always-trying-to-be-nice Sadhya ji.

My favourite photo from the Cannes film festival is not of some heroine wearing some designer outfit sponsored by some cosmetics brand, but of Richa Chadda's middle finger, which she put up just after the standing ovation, while asking pardon for her French, dedicated to all those people who told her she shouldn't do low-budget arty-farty films. I've been a fan of hers right since her Oye Lucky days, and I'm terribly happy she's getting recognized at an international level for good work and not trying to be another meaningless glamorous prop in oversized films.

DoP Avinash Arun is one of the men of the year, creating some truly beautiful images of Banaras for Masaan, which we're seeing just a month or so after his magnificent directorial debut Killa, National Award winner for best Marathi film. The boat ride where Vicky's character apologizes and suddenly wants to get back home and study was a sublime scene, both in the way it was shot and the moment of the story.

Writing and editing interconnecting multiple stories is really tricky, as I'm discovering in the process of writing my own ensemble rom-com. Where and how and when do you let the characters intersect? And after you've shot it all and are putting it together, it must be quite a task to make decisions about the points at which to cut to another story. I think Nitin Baid has done a fantastic job here; at no time did I feel jerked around from one story to another or one emotion to another.

I'm generally suspicious of festival films, and to be honest, from the trailer, I was dreading that Masaan might just turn out to be another feel-bad festival film. But this is what actually happened: I'd had a really long, tense, day, standing for nearly 4-5 hours. But eventually things worked out and we decided to drag ourselves to IMAX Wadala for a small celebration. Watching Masaan brought back the joie de vivre. I loved where Vicky's character ends up, because that is a theme I frequently think of exploring too: that real herogiri sometimes lies in just doing the mundane stuff and persistently studying hard. And I absolutely loved the ending! We came out feeling refreshed and the 5 of us who'd watched it decided to celebrate life and love and a couple of pegs in between.

नई दिल्लीः पंजाब में हुए आतंकी हमले के बाद बीसीसीआई ने पाकिस्तानी क्रिकेट बोर्ड को चेतावनी दी है कि भारतीय सुरक्षा से समझौता करके कोई क्रिकेट सीरीज नहीं खेली जा सकती। बीसीसीआई सेक्रेटरी अनुराग ठाकुर ने कहा है कि अगर देश की सुरक्षा और शांति पर कोई असर पड़ता है तो हम कोई खेल साथ नहीं खेल सकते।

हमने कभी पाकिस्तान के साथ खेलने के लिए मना नहीं किया है। लेकिन जब तक पाकिस्तान ऐसी हरकत करेगा सीरीज नहीं होगी। ये मेरी व्यक्तिगत राय है। लेकिन अगर बोर्ड में इस विषय पर चर्चा होगी तो मैं अपनी राय रखूंगा।  

अनुराग ठाकुर ने पीसीबी को साफ निर्देश दिए है कि वह फिलहाल टीम इंडिया का पाकिस्तान में दौरा करने के मूड में कतई नहीं है। आपको बता दें‌ कि 26 नवम्बर मुंबई में हुए आतंकी हमले के बाद भारत सरकार ने बीसीसीआई को पाक में किसी भी तरह का क्रिकेट दौरा करने से परहेज करने के आदेश दिए थे।

अनुराग ने भारत सरकार का हवाला देते हुए पाक क्रिकेट बोर्ड की उन सभी अटकलों को विराम लगा दिया है जिसमें पीसीबी की ओर से भारतीय टीम के पाक में दौरे की संभावनाओं की बात की गई थी।

बता दें कि आईसीसी-यूएई में भारत-पाक सीरीज आयोजित कर रहा है, लेकिन हमले के बाद अब इसकी संभावना पर असर पड़ सकता है। बीसीसीआई साफ कर चुकी है कि वह पाकिस्तान के खिलाफ क्रिकेट मैच खेलने को लेकर साफ है, लेकिन उसके लिए शांतिपूर्ण वातावरण सबसे जरूरी है। भारत और पाकिस्तान के बीच आखिरी टेस्ट मैच 2007 में खेला गया था।

गौरतलब है कि पंजाब के गुरदासपुर में आज आतंकी हमला हुआ। इस हमले के दौरान पंजाब पुलिस और आतंकियों के बीच तकरीबन 12 घंटे मुठभेड़ चली। इस मुठभेड़ में एसपी बलजीत सिंह शहीद हो गए। इस आतंकी हमले में 3 आतंकी सहित कुल 9 लोगों की मौत हुई है।

नयी दिल्ली : पूर्व कप्तान मोहम्मद अजहरूद्दीन के नाम के साथ साल 2000 में भारतीय क्रिकेट को हिला कर रख देने वाली मैच फिक्सिंग की समस्या का जिक्र करते हुए यहां की एक अदालत ने रोष जाहिर किया कि इन हालातों को कवर करने के लिए अब तक कोई कानून नहीं बनाया गया है।
अदालत ने कहा कि यहां यह जिक्र करना लाजमी होगा कि साल 2000 में मैच फिक्सिंग के बारे में ऐसी ही एक स्थिति बनी थी जिसके साथ अजहरूद्दीन और अन्य के नाम जुड़े थे।
अदालत ने कहा कि सीबीआई ने शुरूआत में जांच की लेकिन यह बताया गया कि भारतीय कानून के मुताबिक कोई आरोप इन खिलाड़ियों के खिलाफ नहीं बनता है जो मैच फिक्सिंग में संलिप्त रहे हैं। अतिरिक्त सत्र न्यायाधीश नीना बंसल कृष्णा ने कहा, हालात से अवगत होने के बावजूद इन हालातों को कवर करने के लिए आज की तारीख तक कोई कानून नहीं बना है।

In Gujarat, Muslim population is about 9%. However, it is high in Godhra. Majority of those Muslims consist of Bohras and Ghanchi; many of them are comparatively well off. However, other sects and groups like Qasai, Pathan, Sheikhs, Kunjda, etc. are very poor. Many Muslims men are jail after 2002 riots. Their families are in pathetic condition. Again, there are slum dwellers living along Misri River; they live in perpetual poverty for generations, more after India Pakistan partition. Muslims living in Godhra and villages around suffered immensely during 2002 riots. They have not recovered from those losses.

દેશમાં માર્ગ અકસ્માતોમાં જાનહાનિના ઊંચા દરથી ચિંતિત વડાપ્રધાન નરેન્દ્ર મોદીએ આજે રાષ્ટ્રજોગ રેડિયો સંબોધન 'મન કી બાત'માં જણાવ્યું કે સરકાર ટૂંક સમયમાં માર્ગ પરિવહન અને સુરક્ષા ખરડો લાવશે અને માર્ગ અકસ્માતોના ઇજાગ્રસ્તો માટે શરૃઆતના ૫૦ કલાક સુધી કૅશલૅસ ટ્રીટમેન્ટ લૉન્ચ કરશે. ૧૫ મિનિટના તેમના ભાષણમાં મોદીએ રાજકારણ અંગે કે 'લલિતગેટ' તથા વ્યાપમ કૌભાંડ સહિતના મુદ્દાઓને લઇને સંસદમાં જારી મડાગાંઠ અંગે બોલવાનું ટાળ્યું હતું. તેમણે સ્વાતંત્ર્ય દિનના તેમના ભાષણ માટે દેશવાસીઓ પાસેથી સૂચનો પણ માગ્યા હતા. વડાપ્રધાને નોંધ્યું હતું કે ભારતમાં દર મિનિટે એક માર્ગ અકસ્માત થાય છે અને માર્ગ અકસ્માતમાં દર ચાર મિનિટે એક વ્યક્તિનું મોત થાય છે, જે પૈકી ત્રીજા ભાગનાં મૃતકો ૧૫થી ૨૫ વર્ષના હોય છે. આ સ્થિતિને ધ્યાનમાં રાખીને સરકાર ટૂંકમાં માર્ગ પરિવહન અને સુરક્ષા ખરડા ઉપરાંત રાષ્ટ્રીય માર્ગ સુરક્ષા નીતિ તથા રોડ સેફ્ટી એક્શન પ્લાન લાવશે. આ સંબંધમાં એક પ્રોજેક્ટ અંતર્ગત અકસ્માતના ઇજાગ્રસ્તોએ કે તેમના પરિવારે સારવારના નાણા ક્યાંથી લાવવા તેની પહેલા ૫૦ કલાક સુધી ચિંતા કરવાની રહેશે નહીં. પહેલા ૫૦ કલાક સુધી ઇજાગ્રસ્તોને કૅશલૅસ ટ્રીટમેન્ટ મળશે. આ પ્રોજેક્ટ ટૂંકમાં લૉન્ચ કરાશે. 'મન કી બાત'ની સાથે સાથે... - પોતે શનિવારે બિહારમાં જાહેર કરેલી દીનદયાળ ઉપાધ્યાય ગ્રામ જ્યોતિ યોજના અંતર્ગત દેશના તમામ ગામોમાં ૨૪ કલાક વીજળી આપવાનું મોદીનું વચન. - ઉત્તર-પૂર્વના રાજ્યોના વિકાસ માટે સંબંધિત મંત્રાલયના અધિકારીઓ તે રાજ્યોમાં સાત દિવસના કેમ્પ કરીને સ્થાનિક સમસ્યાઓ અંગે ત્યાંના રહેવાસીઓ પાસેથી વિગતો મેળવશે. - કઠોળ અને બિયારણોના ઉત્પાદનમાં અનુક્રમે ૫૦ ટકા અને ૩૩ ટકા વધારા અંગે મોદીએ ખુશી વ્યક્ત કરી. - વડાપ્રધાને કારગિલ વિજય દિવસ નિમિત્તે ૧૯૯૯ના કારગિલ યુદ્ધમાં દેશની રક્ષા કાજે પોતાના પ્રાણની આહુતિ આપનારા વીર શહીદોનું પણ સ્મરણ કર્યું હતું. - આજના યુવાનોની વિજ્ઞાાન અને ટેક્નોલોજીમાં રૃચિ ઘટી રહી હોવા અંગે મોદીએ ચિંતા વ્યક્ત કરી. - ૧૫ ઓગસ્ટના તેમના રાષ્ટ્રજોગ ભાષણ માટે દેશવાસીઓ પાસેથી સૂચનો માગ્યા.

યાકુબને ફાંસીનો વિરોધઃ પિતાની �કિક� બાદ સલમાને બિનશરતી માફી માગી
મુંબઈ - ૧૯૯૩ના મુંબઈ સિરીયલ બોમ્બ બ્લાસ્ટ્સ કેસના અપરાધી યાકુબ મેમણની ફાંસીની સજાની વિરુદ્ધમાં પોતે ગઈ કાલે રાતે કરેલી શ્રેણીબદ્ધ ટ્વીટ્સને લીધે વિવાદનો વંટોળ ફૂંકાયા બાદ એક્ટર સલમાન ખાને પોતાની ટ્વીટ આજે પાછી ખેંચી લીધી છે અને બિનશરતી માફી પણ માગી છે. સલમાને અગાઉ એમ કહ્યું હતું કે મુંબઈ બ્લાસ્ટ્સ કેસનો ખરો અપરાધી ટાઈગર મેમણ છે અને તેના ગુનાની સજા તેના ભાઈ યાકુબને આપવી ન જોઈએ. ટાઈગરને ભારત પાછો લાવી તેને જ ફાંસી આપવી જોઈએ. દબંગ, કિક, બોડીગાર્ડ, બજરંગી ભાઈજાન જેવી ફિલ્મોના અભિનેતા સલમાનની આ ટ્વીટનો શાસક ભારતીય જનતા પાર્ટી, શિવસેના તથા સોશ્યલ મિડિયા પર જોરદાર વિરોધ થયો છે. એટલું જ નહીં, તેના પિતા, જાણીતા ફિલ્મ પટકથાલેખક સલીમ ખાને પણ સલમાનની ટ્વીટને વખોડી કાઢી હતી. તેમણે કહ્યું કે સલમાનની ટ્વીટ સંપૂર્ણપણે અર્થહીન છે. હું તેને ટેકો આપતો નથી, એની ટ્વીટ્સ ખોટી છે. અંતે, સલમાને પોતાની ટ્વીટ્સને એમ કહીને પાછી ખેંચી લીધી છે કે આનાથી ગેરસમજ ઊભી થશે એવું તેના પિતાએ તેને કહ્યું છે. સલમાને કહ્યું છે કે તેના કહેવાનો મતલબ એવો નથી કે યાકુબ નિર્દોષ છે. મને દેશના ન્યાયતંત્ર પર પૂરો વિશ્વાસ છે. મારાથી કોઈ પ્રકારના ઈરાદા વગર જે કોઈ ગેરસમજ ઊભી થઈ છે તે બદલ હું બિનશરતી માફી માગું છું. જોકે સલમાન ટાઈગર મેમણ વિશેની પોતાની કમેન્ટ્સને વળગી રહ્યો છે. તેણે કહ્યું છે કે, ટાઈગર મેમણને તેના ગુનાઓ બદલ ફાંસીએ લટકાવી જ દેવો જોઈએ. ૧૯૯૩ના મુંબઈ સિરીયલ બોમ્બ બ્લાસ્ટ્સ કેસમાં ફાંસીની સજા પામેલા એકમાત્ર અપરાધી યાકુબ મેમણ પ્રત્યે દયા બતાવવા માટે થઈ રહેલી બૂમરાણમાં ગઈ કાલે સલમાન ખાન પણ જોડાયો હતો. યાકુબને આવતી ૩૦ જુલાઈએ નાગપુર સેન્ટ્રલ જેલમાં ફાંસી આપવાનું નિર્ધારિત છે. સલમાને શનિવારે રાતે અનેક ટ્વીટ કરી હતી. જેમાં તેણે યાકુબ પ્રત્યે દયા બતાવવાની અપીલ કરી હતી અને અસલી ગુનેગાર યાકુબના ભાઈ ટાઈગર મેમણ (જે પાકિસ્તાનમાં રહેતો હોવાનું મનાય છે) તેને ગણાવ્યો છે. તેણે લખ્યું છે કે ટાઈગરને ભારત પાછો લાવીને ફાંસીએ ચડાવી દેવો જોઈએ. સલમાને આ ટ્વીટ્સ ગઈ કાલે રાતે લગભગ ૧.૨૨ મિનિટે કરી હતી. તેણે ૪૯ મિનિટમાં ૧૪ ટ્વીટ કરી હતી. સલમાને ટ્વીટ્સ મારફત કહ્યું છે કે અસલી ગુનેગાર યાકુબ નહીં, પણ ટાઈગર મેમણ છે. ફાંસી આપવી હોય તો ટાઈગર મેમણને આપો, યાકુબને નહીં. સલમાને પહેલી ટ્વીટમાં લખ્યું હતું કે, �ટાઈગર કે લિયે ભાઈ ફાંસી પર લટક રહા હૈ. અરે ટાઈગર કહાં હૈ.� સલમાન ત્યાંથી અટક્યો નહોતો અને પછી લગભગ એક કલાક સુધીમાં બીજી કેટલીક ટ્વીટ પણ કરી. તેણે લખ્યું કે, હું ત્રણ દિવસથી ટ્વીટ કરવા માગતો હતો, પણ ડરતો હતો, પણ આમાં એક શખ્સનો પરિવાર સામેલ છે. ભાઈ કો મત લટકાઓ, ઉસ લોમડી કો ફાંસી દો, જો ભાગ ગયા હૈ. ટ્વીટ પરથી સલમાનનો ગુસ્સો વધતો જોઈ શકાયો છે. તેણે વધુમાં લખ્યું કે, ફાંસી કે ફંદે પર ચઢને વાલા હૈ, કોઈ સ્ટેટમેન્ટ, કોઈ એડ્રેસ, કુછ તો બોલો� વાહ ભાઈ હો તો ઐસા� મતલબ યાકુબ મેમન. સલમાન વધુમાં લખે છે, �કૌન સા ટાઈગર, કિસકા ટાઈગર, કિધર હૈ ટાઈગર, સમઝ રહા હૈ ટાઈગર, ક્યા સોચ કર નામ દિયા થા ઔર ક્યા માયના નિકાલ લિયા ઉસકા� કિધર છુપા હૈ ટાઈગર? હૈ કોઈ ટાઈગર, નહીં હૈ� હે હે હે� બિલ્લી ઔર હમ એક બિલ્લી કો નહીં પકડ સકતે.� સલમાને કહ્યું છે કે, ભારતમાં ટાઈગરની જ તો કમી છે. ટાઈગરને લાવો� ટાઈગર તુમ્હારા ભાઈ કુછ દિનો મેં તુમ્હારે લિયે મર જાયેગા� ભાઈ હો તો ઐસા. સલમાને પાકિસ્તાનના વડા પ્રધાન નવાઝ શરીફને વિનંતી કરી છે કે, શરીફ સાહબ એક દરખ્વાસ્ત હૈ, અગર યે આપકે મુલ્ક મેં હૈં તો પ્લીઝ ઈક્તિલા કર દીજિયે.

 ગુજરાતભરમાં મેઘમહેર ઃ હજુ આગામી ત્રણ દિવસ ભારે વરસાદની આગાહી
સમગ્ર ગુજરાતમાં છેલ્લા ૨૫ દિવસ સુધી વરસાદ ખેંચાતા ખેડૂતો સહિત સમગ્ર જનજીવનમાં ચિંતા હાવી થવા લાગી હતી. જોેકે, મેઘરાજાએ 'દેર આયે પર દુરસ્ત આયે' જેમ બીજા રાઉન્ડમાં ધમાકેદાર એન્ટ્રી લીધી છે અને રવિવારે સમગ્ર રાજ્યના ૨૧૯ તાલુકાઓમાં અનરાધાર વરસાદ નોંધાતા સર્વત્ર આનંદનું મોજું ફરી વળ્યું છે. રાજ્યમાં ખાસ કરીને ઉતર ગુજરાત, મધ્ય, પૂર્વ, દક્ષિણ ગુજરાતના મોટાભાગના વિસ્તારમાં મેઘરાજા મન મૂકીને વરસ્યા છે. માત્ર સૌરાષ્ટ્રમાં છૂટોછવાયો વરસાદ નોંધાયો છે. હવામાન ખાતા પાસેથી પ્રાપ્ત થયેલી માહિતી અનુસાર ઉતરપશ્ચિમ મધ્યપ્રદેશ, પૂર્વ રાજસ્થાનમાં દબાણ સર્જાતા ગુજરાતમાં આગામી ત્રણ દિવસ સૌરાષ્ટ્ર સહિત રાજ્યના મોટાભાગના વિસ્તારમાં મધ્યમથી અતિભારે વરસાદ પડી શકે છે. અલબત્ત, ત્રણ દિવસ બાદ ગુજરાતમાંથી નોર્થ ગુજરાત-કચ્છને બાદ કરતા વરસાદનું જોર ઘટી જશે. રાજ્યના ફ્લડ કન્ટ્રોલની કચેરી પાસેથી મળેલી માહિતી અનુસાર હજુ પાંચ દિવસ અગાઉ બનાસકાંઠાના સુઇ ગામ જેવા અંતરિયાળ તાલુકામાં સિઝનનો શૂન્ય ટકા વરસાદ નોંધાયો હતો. પરંતુ શનિવારે ૮ઃ૦૦થી રવિવારે સાંજે ૬ઃ૦૦ એમ ૩૪ કલાકમાં કુલ ૭ ઇંચ વરસાદ પડતા સિઝનની કુલ વરસાદની ટકાવારી ૧૨૦ ટકાથી વધી ગઇ છે. રવિવારે અમદાવાદ જીલ્લામાં વીરમગામમાં સૌથી વધુ ૧.૫૩ ઇંચ, માંડલમાં ૧.૨૯ ઇંચ વરસાદ નોંધાયો છે. છોટા ઉદેપુરના ક્વાંટ ખાતે છેલ્લા ૩૪ કલાકમાં ૮ ઇંચ વરસાદ ખાબક્યો છે. ગાંધીનગરના દહેગામમાં ૪ ઇંચ, ગાંધીનગરમાં બે ઇંચ, માણસામાં ૩ ઇંચ વરસાદ નોંધાયો છે. રવિવારની રજા હોવાથી ભારે વરસાદને લીધે જનજીવન ઉપર ખાસ અસર પડી નહોતી. અમદાવાદમાં નાગરિકોએ રિવરફ્રન્ટ, એસજી હાઇવેમાં જઇ વરસાદની મજા માણી હતી. વરસાદને પગલે દહેગામ ઉત્કંઠેશ્વર મહાદેવના પાલુન્દ્રા પાસે એક વૃક્ષ ધરાશાયી થતા થોડા સમય માટે વાહન વ્યવહાર ઠપ થઇ ગયો હતો.

लखनऊ, 28 जुलाई 2015। रिहाई मंच ने कहा है कि सर्वोच्च न्यायालय के
सेवानिवृत्त न्यायाधीश और सिविल सोसाइटी के बड़े हिस्से द्वारा याकूब
मेमन की फांसी की सजा रद्द किए जाने की मांग के बावजूद अगर उसे फांसी दी
जाती है तो इसे भारतीय लोकतंत्र द्वारा दिन दहाड़े की इंसाफ की हत्या
माना जाएगा। मंच ने सपा, बसपा, कांग्रेस, राजद, जदयू समेत कथित
धर्मनिरपेक्ष दलों से इस मसले पर संसद में अपनी स्थिति स्पष्ट करने की
मांग की है।

रिहाई मंच के अध्यक्ष मुहम्मद शुऐब ने कहा कि जस्टिस काटजू का यह कहना कि
टाडा अदालत के फैसले में याकूब के खिलाफ सबूत बहुत कमजोर हैं तथा इससे यह
भी अंदाजा लगता है कि उसने जो कुछ भी कहा है वह पुलिसिया टार्चर के कारण
कहा है, इस पूरे मुकदमें को ही कटघरे में खड़ा कर देता है। इसके फैसले को
खारिज किया जाना न्याय व्यवस्था में लोगों के यकीन को बचाने के लिए जरुरी
है। उन्होंने कहा कि याकूब मामले में उसे कानूनी तौर पर प्राप्त राहत के
सभी विकल्पों के खत्म होने से पहले ही उसके खिलाफ डेथ वारंट जारी कर दिए
जाने जैसी गैरकानूनी कार्रवाई के अलावां भी कई कारण हैं जिसके चलते उसे
फांसी पर नहीं लटकाया जा सकता।

रिहाई मंच नेता राजीव यादव ने याकूब मेमन की फांसी को लेकर पांच सवाल उठाए।

पहला- याकूब मेमन की गिरफ्तारी के दावों पर ही गंभीर अंतर्विरोध है। जहां
सीबीआई ने उसे दिल्ली रेलवे स्टेशन से पकड़ने का दावा किया था तो वहीं
उसके और तत्कालीन खुफिया अधिकारी बी रामन के मुताबिक उसे नेपाल से उठाया
गया था।

दूसरा- याकूब की सजा का आधार जिन छह सह आरोपियों का बयान बनाया गया है
उसमें से पांच अपने बयान से मुकर चुके हैं। यहां सवाल उठता है कि जो लोग
अपने बयान से पलट चुके हों उनके बयान के आधार पर किसी को फांसी तो दूर,
साधारण सजा भी कैसे दी जा सकती है?

तीसरा- यह भी सामान्य समझ से बाहर है कि जब बम प्लांट करने वाले आरोपियों
की सजाएं उम्र कैद में बदल दी गईं तो फिर कथित तौर पर घटना के आर्थिक
सहयोगी के नाम पर, जिससे उसने इंकार किया है, को फांसी की सजा कैसे दी
सकती है?

चैथा- जब वह इस मामले का एक मात्र गवाह है जिसनें जांच एजेंसियों को
सहयोग करते हुए तथ्य मुहैया कराए तब उसे कैसे फांसी की सजा दी जा सकती
है? क्योंकि किसी भी न्यायिक प्रक्रिया में मुख्य गवाह जो जांच एजेंसी या
उसे पकड़ने वाली एजेंसी के कहने पर गवाह बना हो को फांसी देने का परंपरा
नहीं है। अगर ऐसा होता है तो इसे उस शक्स के साथ किया गया धोखा ही माना
जाएगा। यानी अगर याकूब फांसी पर चढ़ाया जाता है तो यह विधि सम्मत फांसी
होने के बजाए धोखे से किया गया फर्जी एनकाउंटर है जो पुलिस द्वारा रात के
अंधेरे में किए गए फर्जी एनकाउंटर से ज्यादा खतरनाक है। क्योंकि इसे पूरी
दुनिया के सामने अदालत द्वारा अंजाम दिया गया होगा।

पांचवा- जब याकूब मेमन को भारत लाने वाले राॅ अधिकारी रामन यह कह चुके
हैं कि इस मुकदमें में अभियोजन पक्ष ने याकूब से जुड़े तथ्यों को
न्यायपालिका के समक्ष ठीक से रखा ही नही ंतो क्या अभियोजन पक्ष द्वारा

अदालत का फैसला खुद ब खुद कटघरे में नहीं आ जाता? वहीं याकूब जब पुलिस की
हिरासत में आ गया था और वह अपने परिवार को करांची से भारत लाने के नाम पर
गवाह बना तो ऐसे में यह भी सवाल है कि याकूब ने जो गवाही दी वह मुंबई
धमाकों से जुड़े तथ्य थे या फिर पुलिसिया कहानी थी। दरअसल होना तो यह
चाहिए कि बी रामन के लेख की रोशनी में अभियोजन पक्ष द्वारा तथ्य को छुपाए
जाने, उन्हें तोड़ मरोड़कर अदालत में रखने उनके द्वारा आरोपियों से बयान
लेने के लिए इस्तेमाल किए गए गैर कानूनी तौर तरीकों जिसका जिक्र जस्टिस
काटजू ने भी अपने बयान में किया है, की जांच कराई जाए। यह जांच इसलिए भी
जरुरी है कि इस मामले में अभियोजन पक्ष के वकील उज्जवल निकम रहे हैं जो
कसाब मामले में मीडीया में उसके खिलाफ झूठे बयान देने कि वह बिरयानी की
मांग करता था स्वीकार कर चुके हैं।

वहीं रिहाई मंच प्रवक्ता शाहनवाज आलम ने कहा कि जिस तरह फांसी के पक्ष
में संघ गिरोह माहौल बना रहा है उससे साफ है कि सरकार और भगवा ब्रिग्रेड
मीडिया ट्रायल के जरिए एक कम कसूरवार व्यक्ति का दानवीकरण कर उसे सिर्फ
मुस्लिम होने के नाते फांसी पर लटकाकर बहुंसंख्यक हिंदू समाज के
सांप्रदायिक हिस्से को खुश करना चाहता है। उन्होंने कहा कि याकूब पर
अदालती फैसले ने इस छुपी हुई सच्चाई को बाहर ला दिया है कि हमारी न्याय
व्यवस्था आतंकवाद को धर्म के चश्मे से देखती है। जो मुस्लिम आरोपी को
फांसी देने में यकीन रखती है और असीमानंद, साध्वी प्रज्ञा, बाबू बजरंगी,
माया कोडनानी, कर्नल पुरोहित जैसे आतंकवाद के हिंदू आरोपियों को जमानत
दिया जाना जरुरी समझती है।

रिहाई मंच नेता ने कहा कि मेमन की फांसी के सवाल पर सपा, बसपा, राजद,
जदयू जैसी कथित सेक्युलर पार्टियों की खामोशी साबित करती है कि वह इस
मसले पर वह संघ व भाजपा से अलग राय नहीं रखती।

हरियाणा में दलितों की पोषण पर स्थिति: नैकडोर ने चंडीगढ़ में जारी की दो रिपोर्टें 

आज दिन मंगलवार दिनांक 28 जुलाई को नेशनल काॅन्फेडेरेशन आॅफ दलित आॅर्गेनाइजेशन्स (नैकडोर) ने चंडीगढ़ स्थित अंम्बेडकर भवन में हरियाणा न्यूट्रिशन स्टेट्स रिपोर्ट और न्यूट्रिशन रिपोर्ट कार्ड जारी करते हुए, देश और प्रदेश के दलितों के न्यूट्रिशन पर ध्यान आकर्षित किया। 
बिहार के बाद हरियाणा दूसरा राज्य है, जिसमें दलितों के न्यूट्रिशन की स्थिति पर नैकडोर ने यह रिपोर्ट जारी की है । नैकडोर ने इस तरह की रिपोर्टें उन्नीस राज्यों के लिये की हैं और अब प्रत्येक संबंधित राज्य में जाकर दलित संगठनों के साथ मिलकर यह रिपोर्टें जारी की जा रही है। 
हरियाणा की कुल आबादी दो करोड़ तरेपन लाख है, जो देश की कुल आबादी का 2.1 फ़ीसद है। हरियाणा में दलितों की आबादी कुल आबादी का 20.17 फ़ीसद यानि पाँचवीं हिस्सा है। हरियाणा में दलितों की कुल आबादी का 2.5 फ़ीसद रहता है। 
हरियाणा में अन्य तबक़ों के मुक़ाबले दलितों में स्टटिंग या ठिगनापन 13 फीसद ज़्यादा है। पिछड़ें वर्गों में अन्य के मुक़ाबले ठिगनापन 11 फ़ीसद ज़्यादा है। 
अन्य वर्गों के बच्चों के मुक़ाबले दलितों और पिछड़े वर्गों में वेस्टिड या लंबाई के अनुसार कम शारीरिक वज़न के बच्चे 7 फ़ीसद ज्यादा हैं। 
वज़न के मामले में अन्य वर्ग के बच्चों के मुक़ाबले दलितों के 17 फ़ीसद और पिछड़े वर्ग के 14 फ़ीसद ज़्यादा बच्चे कम वज़न के हैं। 
अन्य वर्गों के 69 फ़ीसद बच्चों के मुक़ाबले दलितों के 80 और पिछड़े वर्गों के 72 फ़ीसदी ख़ून की कमी का शिकार हैं। 
बाल मृत्युदर के मामले में दलितों में प्रति हज़ार मौतों की संख्या 53 है, जबकि अन्य वर्गों में यह दर केवल 36 है। 

नैकडोर कुपोषण के मसले को क़ौम की क्वालिटी के नज़रिये से देखता है और मानता है कि यदि दलितों ने कुपोषण के मसले को गंम्भीरता से नहीं लिया तो हमारा समाज प्रतियोगिता में नहीं टिक पायेगा।

बसंती की मौत की पूरी जिम्मेदार शारदा राईस मिल प्रबधन है लेकिन अभी तक शरदा राईस मिल प्रबधन के खिलाफ किसी प्रकार का कोई कर्यवाही नहीं हुआ है एक आदिवासी युवती का शारदा मिल प्रबन्धन के शोषण कर्यो और नियम विरुद्ध कार्य कराने के चलते मौत हो गई है | उसके बाद भी धमतरी जिला प्रशासन और पुलिस प्रशासन आख कान मूंदे बैठी है| शारदा राईस मिल प्रबन्धन के खिलाफ कार्यवाही करने में धमतरी पुलिस प्रशासन के हाथ-पाँव पुल रहे है रसूखदार व्यापारी के नेताओं के गठ जोड़ के चलते मिल प्रबंधन के ऊपर अभी तक किसी प्रकार की कार्यवाही नहीं की गई है |
कांकेर-: आशिक्षा और जागरूकता की कमी के चलते अपने हित साधने आदिवासी युवती बसंती को शोषण के चलते मौत की बलि चढ़ा दी गई शारदा राईस मिल संचालाक द्वारा | परिजन न्याय की आस में बैठे है उन्हें उनकी बेटी की मौत का न्याय तो मिलेगा ही? लेकिन  पूंजीपति मिल व्यपारी के सामने प्रशासन ने घुटने टेक दिए है किसी भी प्रकार के कार्यवाही से पल्ला झाड रहे है श्रम कानूनों का उलखंन कर रात 1 बजे शारदा राईस मिल में आदिवासी युवती से शोषण भरा काम लिया जा रहा था, जिससे आदिवासी युवती बसंती मौत के मुंह में समा गई, रायपुर एमएमआई अस्पताल में गंभीर रूप से घायल आदिवासी युवती का नाम बदल कर बिना पुलिस को सुचना दिये इलाज कराया जा रहा था, वह कार्यरत चार अन्य आदिवासी युवतियों ने मिल प्रबन्धन के शोषण युक्त काम का आरोप लगाया है,  बसंती के परिजनों ने मिल प्रबन्धन को बसंती की मौत का जिम्मेदार ठहराया है, आदिवासी युवतियों से कोल्हू की बैल की तरह काम कराया जाता था | इसके  बाद भी धमतरी जिला प्रशासन और पुलिस प्रशासन की नजरो में शरदा राईस मिल प्रबन्धन जिम्मेदार नहीं ?
         बसंती की मौत की पूरी जिम्मेदार शारदा राईस मिल प्रबधन है लेकिन अभी तक शरदा राईस मिल प्रबधन के खिलाफ किसी प्रकार का कोई कर्यवाही नहीं हुआ है एक आदिवासी युवती का शारदा मिल प्रबन्धन के शोषण कर्यो और नियम विरुद्ध कार्य कराने के चलते मौत हो गई है | उसके बाद भी धमतरी जिला प्रशासन और पुलिस प्रशासन आख कान मूंदे बैठी है| शारदा राईस मिल प्रबन्धन के खिलाफ कार्यवाही करने में धमतरी पुलिस प्रशासन के हाथ-पाँव पुल रहे है रसूखदार व्यापारी के नेताओं के गठ जोड़ के चलते मिल प्रबंधन के ऊपर अभी तक किसी प्रकार की कार्यवाही नहीं की गई है | 
  शारदा राईस मिल के चंगुल से गाव लौटी युवतियों के अनुसार मिल प्रबंधन द्वरा रात –दिन उनसे काम लिया जाता था और मजदूरी भी मात्र 80  रूपया दिया जाता था, रहने के लिए वही मिल में है दिया गया था, जहा उनकी अस्मित्ता को खतरा था खाने का व्यवस्था भी वो 80 रूपये के मजदूरी से पूरा किया करते थे, जब भी वो घर जाना चाहते थे मिल प्रबंधन द्वारा उन्हें जाने नहीं दिया जाता था,डरी-सहमी आदिवासी युवतियाँ दिन रात एक कर कम मजदूरी में काम किया करती थी| 
  अभी तक मिल प्रबन्धन के खिलाफ किसी प्रकार की कर्यवाही न होना पुलिस को कठघरे में खडा करती है, मिल प्रबन्धन के ऊपर पुलिस मेहरबान साबित हो रही है, वही श्रम नियमो को ताक में रख कर लडकियों से काम लिया जाता था श्रम विभाग भी पुरे मामले में चुप्पी साधे बैठा है| 
सर्व आदिवासी समाज ने की थी बसंती की  मौत की जाँच की मांग 
सर्व आदिवासी समाज द्वारा बसंती की मौत को  प्रबंधन की लापरवाही और शोषण के कार्यो को दोषी ठहराते हुए मौत की जांच की मांग की गई थी, समाज के जांच की मांग को भी धमतरी जिला प्रशासन ने नाकर दिया है अभी तक किसी प्रकार की कर्यवाही नहीं की गई है जिससे सर्व आदिवासी समाज में काफी नाराजगी है और जल्द ही कड़े फैसले लेने का निर्णय लिया जा रहा है | 
अब भी बस्तर की युवतिया प्रदेश के राईस मिलो में..
जानकारी हो की बस्तर की आदिवासी लडकिया अभी भी प्रदेश के अनेक राईस मिलो में काम के बहाने शारीरिक और मानसिक रूप से प्रताड़ित किये जा रहे है उनका शोषण किया जा रहा है, उन्हें बहला-फुसला कर शहरो की अंधी गलियों में धकेला जा रहा है जहा उनका काम के बहाने शोषण किया जा रहा है|  जिन्दगी हर तरह की यातना की जीती-जागती तस्वीर बनकर रह जाती है। क्या आदिवासी बालाओं का पलायन और शोषण इसी तरीके से होता रहेगा?  वे आदिवासी जो कभी अपने मेहनत और परिश्रम से जंगलों, पहाड़ों और पेंड़-पौधों को काँट-छाँट कर अपने रहने लायक बनाया, खेत बनाया, जगह-जगह गाँव और शहर बसाया। आज वे ही लोग इतने बेबस और लाचार हो गये हैं, जो दो जून की रोटी जुटाने के लिए अपनी मान-मर्यादा का ख्याल रखे बिना किसी दूसरे जगह में पलायन कर रहे हैं, और अपने साथ-साथ पूरे आदिवासी समाज के ऊपर मटिया पलित कर रहे हैं। कैसे माँ-बाप हैं वे लोग, जो लड़की पैदा करने के बाद कर्तव्य की अनदेखी करते हुए अपनी फूल से बेटी को मुरझाने के लिए अंधी गलियों में फेक देते हैं।

No other financial organization has affected the lives of the majority of the world's population more profoundly over the past fifty years than the International Monetary Fund (IMF). Since its inception after World War II, it has expanded its sphere of influence to the remotest corners of the earth. Its membership currently includes 188 countries on five continents.

For decades, the IMF has been active mainly in Africa, Asia and South America. There is hardly a country on these continents where its policies have not been carried out in close cooperation with the respective national governments. When the global financial crisis broke out in 2007, the IMF turned its attention to northern Europe. Since the onset of the Euro crisis in 2009, its primary focus has shifted to southern Europe.

Officially, the IMF's main task consists in stabilizing the global financial system and helping out troubled countries in times of crisis. In reality, its operations are more reminiscent of warring armies. Wherever it intervenes, it undermines the sovereignty of states by forcing them to implement measures that are rejected by the majority of the population, thus leaving behind a broad trail of economic and social devastation.

Weltmacht IWFIn pursuing its objectives, the IMF never resorts to the use of weapons or soldiers. It simply applies the mechanisms of capitalism, specifically those of credit. Its strategy is as simple as it is effective: When a country runs into financial difficulties, the IMF steps in and provides support in the form of loans. In return, it demands the enforcement of measures that serve to ensure the country's solvency in order to enable it to repay these loans.

Because of its global status as "lender of last resort" governments usually have no choice but to accept the IMF's offer and submit to its terms – thus getting caught in a web of debt, which they, as a result of interest, compound interest and principal, get deeper and deeper entangled in. The resulting strain on the state budget and the domestic economy inevitably leads to a deterioration of their financial situation, which the IMF in turn uses as a pretext for demanding ever new concessions in the form of "austerity programs".

The consequences are disastrous for the ordinary people of the countries affected (which are mostly low-income) because their governments all follow the same pattern, passing the effects of austerity on to wage earners and the poor.

In this manner, IMF programs have cost millions of people their jobs, denied them access to adequate health care, functioning educational systems and decent housing. They have rendered their food unaffordable, increased homelessness, robbed old people of the fruits of life-long work, favored the spread of diseases, reduced life expectancy and increased infant mortality.

At the other end of the social scale, however, the policies of the IMF have helped a tiny layer of ultra-rich increase their vast fortunes even in times of crisis. Its measures have contributed decisively to the fact that global inequality has assumed historically unprecedented levels. The income difference between a sun king and a beggar at the end of the Middle Ages pales compared to the difference between a hedge fund manager and a social welfare recipient of today.

Although these facts are universally known and hundreds of thousands have protested the effects of its measures in past decades, often risking their lives, the IMF tenaciously clings on to its strategy. Despite all criticism and despite the strikingly detrimental consequences of its actions, it still enjoys the unconditional support of the governments of all leading industrial nations.

Why? How can it be that an organization that causes such immense human suffering around the globe continues to act with impunity and with the backing of the most powerful forces of our time? In whose interest does the IMF work? Who benefits from its actions?

It is the purpose of this book to answer these questions.

The Bretton Woods Conference:

Starting out with Blackmail

While the Second World War was still raging in Europe, in July 1944, the United States invited delegations from 44 countries to the small ski resort of Bretton Woods, New Hampshire. The official aim of the conference, held for three weeks in the luxurious "Mount Washington" hotel, was to define the basic features of an economic order for the post-war period and to provide the cornerstones of a system that would stabilize the world economy and prevent a return to the situation that had existed between the two world wars. The 1930s in particular were distinguished by high inflation, trade barriers, strongly fluctuating exchange rates, gold shortages and a decline in economic activity by more than 60 %. Furthermore, social tensions had constantly threatened to break down the established order.

The conference had been preceded by several years of secret negotiations between the White House and Downing Street which had already been working on plans for a new world monetary order since 1940. A recorded comment from the head of the British delegation, the economist Lord Keynes, sheds light on the former elite's attitude towards the interests and concerns of smaller countries: "Twenty-one countries have been invited which clearly have nothing to contribute and will merely encumber the ground… The most monstrous monkey-house assembled for years."

It did not take long before their contemptuous attitude rebounded on Lord Keynes and his compatriots. During the course of the conference, it became increasingly clear how much the global balance of power had shifted to the disadvantage of Great Britain. Excessive war spending had turned the country, already severely weakened by the First World War, into the world's biggest debtor and pushed it to the brink of insolvency. Great Britain's economy was on its knees and the rise of the liberation movements around the world already heralded the final breakup of its once global colonial empire.

The undisputed victor of the Second World War, however, was the United States. Having become the largest international creditor, it held nearly two-thirds of the world's gold reserves and commanded half of all global industrial production. In contrast to most European countries its infrastructure was intact and while its delegation engaged in negotiations at Bretton Woods, the US army's general staff planned a nuclear assault on the Japanese cities of Hiroshima and Nagasaki in order to emphasize America's claim to global dominion.

As a result of this new balance of power, Lord Keynes' plan for a new economic order was flatly rejected. Representing a country with substantial balance of payments problems, he had proposed an "international payments union" that would have given countries suffering from a negative balance of payments easier access to loans and introduced an international accounting unit called "Bancor" which would have served as a reserve currency.

The US, however, was unwilling to take on the role of a major creditor that Keynes' plan had foreseen for it. The leader of their delegation, economist Harry Dexter White, in turn presented his own plan that was finally adopted by the conference. This "White Plan" conceptualized a world currency system never before seen in the history of money. The US dollar was to constitute its sole center and was to be pegged to all other currencies at a fixed exchange rate while its exchange relation to gold was to be set at $ 35 per ounce of fine gold. The plan was supplemented by US demands for the establishment of several international organizations designed to monitor the new system and stabilize it by granting loans to countries facing balance of payments problems.

After all, Washington, due to its size and rapid economic growth, had to move ahead in order to obtain access to raw materials and create global sales opportunities for its overproduction. This required replacing the hitherto most widely used currency, the British pound, by the dollar. Also, time seemed ripe for replacing the City of London by Wall Street, thus establishing the US in its new position as the focal point of international trade and global finance.

The gold-dollar peg and the establishment of fixed exchange rates partially reintroduced the gold standard, which had existed between 1870 and the outbreak of World War I – albeit under very different circumstances. By fixing all exchange rates to the US dollar, Washington deprived all other participating countries of the right to control their own monetary policy for the protection of their domestic industries – a first step towards curtailing the sovereignty of the rest of the world by the now dominant United States.

The distribution of voting rights suggested by the US for the proposed organizations was also far from democratic. Member countries were not to be treated equally or assigned voting rights according to the size of their population, but rather corresponding to the contributions they paid – which meant that Washington, by means of its financial superiority, secured itself absolute control over all decisions. The fact that South Africa's racist apartheid dictatorship was invited to become a founding member of the IMF sheds a revealing light on the role that humanitarian considerations played in the process.

The US government sensed that it would not be easy to win over public opinion for a project so obviously in contradiction with the spirit of the US constitution and many Americans' understanding of democracy. The true goals of the IMF were therefore obfuscated with great effort and glossed over by empty rhetoric about "free trade" and the "abolition of protectionism". The New York Herald-Tribune spoke of the "most high-powered propaganda campaign in the history of the country."

The IMF's first task was to scrutinize all member states in order to determine their respective contribution rates. After all, the Fund was to exert a long-term "monitoring" function for the system's protection. The US thus claimed for itself the right to be permanently informed about the financial and economic conditions of all countries involved.

When half a year after the conference the British insisted on an improvement in their favor to the contracts, they were unambiguously made aware of who was in charge of the IMF. Without further ado Washington tied a loan of $ 3.75 billion, urgently needed by the U.K. to repay its war debts, to the condition that Great Britain submit to the terms of the agreement without any ifs, ands, or buts. Less than two weeks later Downing Street gave in to Washington's blackmail and consented.

On December 27, 1945, 29 governments signed the final agreement. In January 1946, representatives of 34 nations came together for an introductory meeting of the Board of Governors of the IMF and the World Bank in Savannah, Georgia. On this occasion, Lord Keynes and his compatriots were once again left empty-handed: Contrary to their proposal to establish the headquarters of the IMF, which had in the meantime been declared a specialized agency of the United Nations, in New York City, the US government insisted on its right to determine the location solely by itself. On March 1, 1947, the IMF finally took up its operations in downtown Washington.

The rules for membership in the IMF were simple: Applicant countries had to open their books and were rigorously screened and assessed. After that they had to deposit a certain amount of gold and pay their financial contribution to the organization according to their economic power. In return, they were assured that in the case of balance of payments problems they were entitled to a credit up to the extent of their contribution – in exchange for interest rates determined by the IMF and the contractually secured obligation of settling their debts to the IMF before all others.

The IMF finally received a starting capital of $ 8.8 billion from shares of its member states who paid 25 % of their contributions in gold and 75 % in their own currency. The United States secured itself the highest rate by depositing $ 2.9 billion. The amount was twice as high as Great Britain's and guaranteed the United States not only double voting rights, but also a blocking minority and veto rights.

The IMF was run by a Board of Governors, to whom twelve executive directors were subordinated. Seven were elected by the members of the IMF, the other five were appointed by the largest countries, led by the US. The offices of the IMF as well as those of its sister organization, the World Bank, were set up on Pennsylvania Avenue in Washington within walking distance from the White House.

The original statutes of the IMF state that the organization's objectives were, among others,

  • To promote international cooperation in the field of monetary policy,
  • To facilitate the expansion and balanced growth of international trade,
  • To promote exchange rate stability and assist in the establishment of a multilateral system of payments,
  • To provide member countries facing balance of payments difficulties with temporary access to the Fund's general resources and under adequate safeguards,
  • To shorten the duration and lessen the degree of disequilibrium in the international balances of payments of member countries.

These official terms make it seem as if the IMF is an impartial institution, placed above nations and independent of political influences, its main objective consisting in running the global economy in as orderly a manner as possible, swiftly correcting malfunctions. This is no coincidence. This impression was intended by the authors and has in fact achieved its desired effect: It is exactly this notion that has been conveyed to the global public for more than six decades by politicians, scientists and the international media.

In actual fact, the IMF has, from the very beginning, been an institution launched by, controlled by, and tailored to the interests of the United States, designed to secure the new military superpower economic world domination. To conceal these intentions even more effectively, the founding fathers of the IMF in 1947 started a tradition which the organization has held to this day – appointing a non-American to the post of managing director.

The first foreigner, selected in 1946, was Camille Gutt from Belgium. As finance minister of his country during World War II, the trained economist had helped the British cover their war expenses by lending them Belgian gold. He had aided the war effort by supplying his government's allies with cobalt and copper from the Belgian colony of Congo and supporting the US government with secret deliveries of Congolese uranium for its nuclear program. In 1944 he had carried out a drastic currency reform (later known as the "Gutt operation") that had cost the working population of Belgium large amounts of their savings.

Gutt headed the IMF from 1946 to 1951. During his time in office he largely focused on the implementation and monitoring of fixed exchange rates, thus ushering in a new era of hitherto unknown stability for US and international corporations when exporting goods and purchasing raw materials. He also paved the way for major US banks seeking to deal in credits on an international scale and opened up markets all over the world for international finance capital searching for investment opportunities.

The world's major political changes after World War II caused considerable headaches for the IMF, because they limited the scope of the organization. Above all, the Soviet Union took advantage of the post-war situation, characterized by the division of the world among the major powers and the drawing of new borders in Europe. Still relying on the socialization of the means of production by the Russian Revolution of 1917, Stalin's officials sealed off the so-called "Eastern bloc" from the West in order to introduce central economic planning in these countries. The Soviet bureaucracy's primary objective, however, was not to enforce the interests of working people, but to assure the subordination of the Eastern Bloc under its own interests for the purpose of pillaging these countries. In any case, the fragmentation of Eastern Europe meant that Poland, East Germany, Czechoslovakia, Hungary, Romania, Bulgaria and several other markets became blank areas for international financial capital.

The seizure of power by Mao Zedong in 1949 and the introduction of a planned economy in China by the Communist Party deprived Western investors of another huge market and eventually led to the Korean War. Implementing their policy of "containment" of the Soviet Union's sphere of influence, the US tacitly accepted the loss of four million lives only to deliver a clear message to the rest of the world: that the largest economic power on earth would no longer remain passive if denied access to any more global markets.

The Post-War Boom: The IMF Casts its Net

The post-war years were characterized by the rapid economic growth of all leading industrial nations, referred to as the "Wirtschaftswunder" ("economic miracle") in Germany. Although IMF lending played only a minor role during this time, the organization's leadership did not remain inactive. On the contrary: the second IMF chief Ivar Rooth, a former Governor of the Swedish Central Bank and ex-Director of the Basel Bank for International Settlements, set out on a course that was to acquire major significance in the later history of the organization – introducing conditionality, i.e. establishing obligatory requirements for granting loans.

Harry Dexter White had already made a proposal along these lines at the Bretton Woods Conference, but encountered fierce resistance from the British. Meanwhile, however, Britain's position had continued to deteriorate. Former colonies, mainly in Africa, were fighting for their independence, and in the Middle East the Suez crisis was looming – providing the US with an opportunity to advance its own interests in the IMF more forcefully.

By establishing so-called "stand-by arrangements", Ivar Rooth added the principle of "conditionality" to the IMF's toolbox. The granting of loans was now subjected to conditions that went far beyond the specification of loan deadlines and the level of interest rates.

In implementing these measures, which were tightened after Britain's defeat in Suez led to a rise of tensions in Anglo-American relations, the IMF's strategists developed a strategy that helped them to cleverly deceive the public. Starting in 1958, they obliged the governments of debtor countries to draw up "letters of intent" in which they had to express their willingness to undertake "reasonable efforts" to master their balance of payments problems. This made it seem as though a country had itself proposed the measures that were actually required by the IMF.

But even that did not go far enough for the IMF. As a next step, loans to be disbursed were sliced into tranches ("phasing") and thus made conditional upon the respective debtor country's submissiveness. In addition, the IMF insisted (and still insists) that agreements between the IMF and its debtors should not be considered international treaties and therefore should not be subject to parliamentary approval. Finally, the IMF decreed that any agreements with it were not intended for the public eye and had to be treated as classified information – a scheme that applies to this day.

Conditions were to be continually tightened in the course of the IMF's history and would prove to be a crucial mechanism for increasing foreign domination of developing countries. They also contributed to the growing power of the IMF, because the World Bank, most governments and the vast majority of international commercial banks from now on only granted loans to those countries which, on the basis of the fulfillment of the IMF's criteria, had received its "seal of approval".

In 1956 a meeting was held in Paris that was to win landmark importance for the later development of the IMF. Struggling to repay a loan, Argentina had to sit down with its creditor countries and representatives of the IMF in order to have new conditions dictated to it. The meeting took place in the offices of French Finance Minister Pierre Pflimlin, who also chaired it. It did not remain the only one of its kind. In subsequent years, meetings between IMF representatives, creditors and debtors were held frequently in the same place, gradually developing into fixed monthly conferences that were to become known as the "Paris Club". A scope of extremely important decisions were taken within this framework – without parliamentary consent and hidden from the eyes of the public. Commercial banks around the world soon recognized the importance of these conferences, and therefore started their own "London Club", whose meetings usually took (and still take) place simultaneously with those of the Paris Club.

Barely noticed by the global community, the IMF subsequently turned to a field of activity that was to boost its power massively in a relatively short time. The wave of declarations of independence by African states at the beginning of the 1960s marked the beginning of a new era. Countries that had been plundered for decades by colonialism and lay in tatters economically, now had to find their proper place in the world and especially in the world economy under rapidly changing conditions. Their governments therefore needed money. Since most of these countries offered commercial banks too little security due to social tensions, political unrest and barely existing infrastructure, the IMF took advantage of the situation and offered its services as a creditor.

Although most African countries were so poor that they were only granted relatively modest sums, even these had consequences. The maturity dates of interest and principal payments relentlessly ensured that states that had just escaped from colonial dependence were seamlessly caught in a new network of financial dependence on the IMF.

As credit lending required the debtor's membership in the IMF, the organization, whose founding members had only included three African countries – Egypt, Ethiopia, and South Africa – was joined by more than 40 additional African states between 1957 and 1969. In 1969, 44 out of 115 members were African. Although they made up more than one third of the overall organization, their voting rights that same year amounted to less than 5 %.

Chile 1973:

Embarking upon the Path of Neoliberalism

The beginning of the 1970s marked the end of the post-war boom, a twenty-five year period of economic expansion in which workers in the leading industrial nations had been granted great social concessions and experienced a hitherto unknown improvement of their living standards. It was the internal disintegration of the Bretton Woods system that brought about the end of that period. As a result of rising US investment abroad and escalating military spending – particularly for the Vietnam War – the amount of dollars globally in circulation had continually increased. All attempts by the US government to bring this proliferation under control had failed because US capital had blended with foreign capital and no nation on earth was capable of reining in this massive concentration of financial power.

In 1971, the United States, for the first time in its history, ran a balance of payments deficit. At the same time the imbalance between the global dollar supply and US gold reserves stored in Fort Knox assumed such dimensions that even raising the gold price to $ 38.00 and then to $ 42.20 could no longer guarantee its exchange against an ounce of gold. On August 15, 1971, US President Nixon pulled the brakes and severed the link between gold and the dollar, displaying the typical arrogance of a superpower by not consulting a single ally.

In December 1971, a conference of the G10 group, founded in 1962 by the world's top ten industrialized nations, decided on an alignment of exchange rates, which brought about a readjustment of the dollar's value against other currencies. This led to a devaluation of the dollar, ranging from 7.5 % against the weak Italian lira to 16.9 % against the strong Japanese yen. In February 1973, the dollar was devalued again, but it soon became clear that the system of fixed exchange rates could no longer be upheld. In March 1973, the G10 and several other industrialized countries introduced the system of flexible exchange rates to be established by the central banks – without consulting a single country outside the G 10 and despite the fact that the new regime blatantly contradicted article 6 of the founding document of the IMF on fixed exchange rates and monetary stability.

The abolition of fixed exchange rates historically terminated the core tasks of the IMF. The only role left for it was that of a lender in charge of the allocation of funds and their conditionality, entitled to inspect the accounts of applicants and thus exercise direct influence on their policies. However, it was exactly this function for which extremely favorable conditions would soon arise.

In 1973, the members of the Organization of the Petroleum Exporting Countries (OPEC), which had been founded in 1960, used the Yom Kippur War between Egypt and Israel to curb the amount of oil supplied to the West ("oil embargo") and drastically raise oil prices. This led to a huge increase in the profits of oil companies and oil-producing countries. These gains ended up in commercial banks, which in turn tried to use them for profitable investments. As the global economy slipped into a recession in 1974 / 75 and investment opportunities in industrialized countries dwindled, the lion's share of the money took on the form of loans to third world countries in Asia, Africa and South America, which – due to their increased expenditures after the rise in oil prices – urgently needed money. The IMF itself responded to the increased credit needs of developing countries by introducing the "Extended Fund Facility" in 1974, from which member countries could draw loans of up to 140 % of their quota with terms of four and a half to ten years.

Although the facility had been specifically set up to finance much-needed oil imports, the IMF – as well as the banks – cared little about what the money was actually spent on. Whether it went straight into the pockets of dictators such as Mobutu in Zaire, Saddam Hussein in Iraq or Suharto in Indonesia – who either squandered it, transferred it to secret foreign accounts or used it for military purposes, in each case driving up the national debt – did not matter to the IMF and the banks as long as they received their interest payments regularly.

However, the situation changed abruptly when Paul Volcker, the new chairman of the US Federal Reserve, raised its prime rate (the interest rate at which commercial banks can obtain money from central banks) by 300 % in order to reduce inflation in 1979. The United States slipped into another recession, which meant that fewer raw materials were needed due to lower economic activity.

For many developing countries the combination of receding demand, falling raw material prices and skyrocketing interest rates meant that they could not meet their payment obligations to international banks. A massive financial crisis loomed. The debt burden of developing countries at the beginning of 1980 amounted to a total of $ 567 billion. A payment default of this magnitude would have led to the collapse of many Western banks and therefore had to be prevented at all costs.

It was at this point that the IMF was given its first great chance to enter the stage as a lender of last resort. While its public relations department spread the news that the organization was working on bail-outs in order to "help" over-indebted countries, the Fund took advantage of its incontestable monopoly position and tied the granting of loans to harsh conditions. In doing so, it was able to draw on two different experiences gained in the preceding years.

Firstly, a CIA-supported military coup in Chile in September 1973 had ended socialist president Salvador Allende's rule and brought fascist dictator Augusto Pinochet to power. Pinochet had immediately reversed Allende's nationalizations, but found no remedy against galloping inflation. In an attempt to regain control of the situation, he had turned to a group of 30 Chilean economists (known as the "Chicago Boys" because they had studied at the Chicago School of Economics under Nobel Prize winner Milton Friedman) and proposed to them a clearly defined division of labor: He would provide for the suppression of any kind of political and trade union opposition and crush all labor disputes, while they were to carry out a radical austerity program on the basis of neoliberal ideas.

Within a few weeks an extensive catalog of measures was developed. It called for a drastic limitation of money supply, cuts in government spending, layoffs in the public sector, privatization in health care and education, wage cuts and tax increases for working people, while at the same time lowering tariffs and corporate taxes. The program was openly referred to as a "shock therapy" by either side.

Both Pinochet and his partners, who were presented to the public as a "government of technocrats", fulfilled their side of the agreement to the hilt. While the dictator violently smashed any opposition to the government's drastic measures and ensured that many political dissidents disappeared forever, the "Chicago Boys" launched a frontal assault on the working population. They drove up unemployment, which had stood at 3 % in 1973, to 18.7 % by the end of 1975, simultaneously pushing inflation to 341 % and plunging the poorest segments of the population into even deeper poverty. The impacts of the program actually aggravated the problem of social inequality for decades to come: In 1980, the richest 10 % of the Chilean population amassed 36.5 % of the national income, expanding their share to 46.8 % in 1989, while at the same time that of the poorest 50 % fell from 20.4 % to 16.8 %.

During his bloody coup, Pinochet had fully relied on the active support of the CIA and the US Department of State under Henry Kis­singer. When implementing the toughest austerity program ever carried out in a Latin American country, the "Chicago Boys" received the full backing of the IMF. Regardless of all human rights violations, IMF loans to Chile doubled in the year after Pinochet's coup, only to quadruple and quintuple in the following two years.

The IMF's other experience concerned the UK. Great Britain's inexorable economic decline over two and a half decades had made the country the IMF's largest borrower. From 1947 to 1971, the government in London had drawn loans totaling $ 7.25 billion. After the recession of 1974 / 75 and speculative attacks on the pound, it had come under even greater pressure. When in 1976, the British government once again turned to the IMF for help, the United States seized the opportunity to demonstrate their power. Allying themselves with the resurgent Germans, they forced the Labour government under Prime Minister Harold Wilson to limit public spending, impose massive cuts in social programs, pursue a restrictive fiscal policy, and refrain from import controls of any kind. This drastic intervention represented a hitherto unknown encroachment on the sovereignty of a European borrower country, resulting in the fact that no leading Western industrialized country ever again applied for an IMF loan.

Israeli Soldiers Shot Hundreds of Palestinian Children with Live Ammunition: The Devastating Impact of Life After an Injury

"Before I was shot I did not bother anyone or get angry with anybody," says Basel Kamal Safi from Deir Ammar refugee camp, near Ramallah in the occupied West Bank.

He was just 17 when an Israeli soldier shot him with live ammunition.

"Now I get angry because of the pain, especially when someone accidentally touches my injury," he says in the short video below.

It is one of two videos published recently by Defense for Children International–Palestine (DCI-Palestine), highlighting the experiences of children shot by Israeli occupation forces with live ammunition.


The second video, below, features Fadel Abu Odwan, a 14-year-old in Gaza whose injury will leave him unable to have children.

In 2014, live ammunition fired by Israeli soldiers killed 11 Palestinian children in the occupied West Bank.

Another 299 children sustained gunshot injuries, according to data from the UN Office for the Coordination of Humanitarian Affairs.

Israeli human rights group B'Tselem condemned in June Israel's continued use of live ammunition to kill and injure unarmed Palestinians.

The Israeli military's own regulations say that live ammunition must only be used in circumstances where a soldier is in direct, mortal danger.

But B'Tselem says that just this year it "has documented dozens of cases in the Ramallah area of the West Bank in which Palestinians were injured, some severely, by live ammunition fired by Israeli security forces."

The group says that "the large number of persons injured and the types of injury, indicates that live ammunition was used against demonstrators even when security forces were not in mortal danger."

But even in the gravest of cases, where Palestinian children are killed or permanently disabled, perpetrators are rarely brought to justice, DCI-Palestine notes.

While demonstrations against armed occupation forces do not provide a valid excuse to shoot and kill, in other well-documented cases Israeli occupation forces have ambushed, shot and killed Palestinian children without even that pretext.

In such cases too, occupation forces continue to enjoy impunity.

West Bank: Basel's story

On 4 December 2014, Basel Kamal Safi found himself in the midst of confrontations between Israeli occupation forces and Palestinian youths in the village of Beitillu in the West Bank.

Occupation forces fired tear gas and live ammunition at the youths.

Basel was hit with a live bullet on his left side, which lodged in his back.

This led to two surgeries, and now Basel must use a wheelchair to get around.

Bullet fragments scattered throughout Basel's lower abdomen, fracturing his pelvis and part of his spine.

The shrapnel, which cannot be removed, causes him pain, and he experiences nightmares. He is dependent on family members to help him move around.

Basel can no longer help his father's work to support the family.

As of the time the video was published in May, Israeli occupation forces had denied the permits requested by the family to take their son to al-Maqasid hospital in Jerusalem for treatment.

No Israeli soldier has been charged with any crime for his shooting.

Gaza: Fadel's story

"I wish I could go back in time and be the same boy I used to be," says Fadel Abu Odwan. "They've ruined my life."

The 11-year-old was shot in the groin by Israeli soldiers deployed near the Israel-Gaza border fence, near his village of Shokat in southern Gaza, on 21 February 2014.

"They left me there bleeding for about four hours," Fadel recalls, "with dogs trying to attack me."

Doctors placed him in intensive care before transferring him to surgery to extract the bullet lodged in his thigh and remove his testicles.

More than a year later, the shooting has had a devastating impact on his life.

He still has nightmares: "I dream of dogs coming to get me and eat me." Other children, he says, can be cruel to him because of his injury.

Fadel's mother Aisha says her son has lost all motivation to study and gets into trouble.

"He won't be able to have children," she says.

"Fadel needs therapy," Aisha says, "but I don't know from where to get it."

Israeli occupation forces continue to shoot and injure Palestinian youths across the Gaza boundary fence – despite last August's ceasefire agreement – for no apparent reason.

Behind the Obama Visit to East Africa. Imperialism with a "Human Face", Outright Militarization of the African Continent

Washington's foreign policy towards Africa was highlighted recently through the visit of President Barack Obama to Kenya and Ethiopia.

Also the president of the Federal Republic of Nigeria, Muhammadu Buhari, came to the United States the previous week and held high-level meetings with Obama along with other officials in the State Department and the Pentagon.

Obama's term ends next year and many have criticized him for not visiting the country where his father was born since he was elected to office in 2008. Kenya has been a longtime ally of the U.S. since the early days of independence in 1963 under the leadership of Jomo Kenyatta, the first president of the East African state.

The president attended a business development conference in Kenya. He emphasized during his trip the much-touted phenomenal economic growth on the continent.

Although there has been the enhanced exploitation of natural gas and other strategic resources in East Africa, economic problems persist. Kenya is a capitalist country that is heavily dependent upon the marketing of agricultural, clothing and tourism to the West.

Unemployment and poverty continues to trap millions while economic relations with the imperialist states do not offer any significant prospects for the absorption of large segments of the population into the urbanized labor market. Most people still work in the agricultural sectors of the economy through the production of tea, coffee, sisal and other products.

During the 1990s, Kenya was unable to pay its loans to the international financial institutions and instituted reforms which made the country more attractive to multi-national corporations and banks for investment. With the institution of the Africa Growth and Opportunity Act (AGOA) in the U.S. under the administration of President Bill Clinton, the country began to produce clothing for export to the western states.

The mineral exploitation taking place inside the country is limited at present.

Nonetheless, there has been exploration for offshore oil resources on the border between Kenya and Somalia. These new areas of potential investments by the multi-national petroleum firms may be clearly related to the Kenya Defense Forces (KDF) intervention in Somalia which was carried out in late 2011 at the aegis of Washington through the U.S. Africa Command (AFRICOM).

The Global Entrepreneurship Summit in Nairobi was opened by Obama who pledged over a billion dollars in investments from the U.S. government along with U.S.-based banks, foundations and donors. 50 percent of the investments will go to women and young people, who face obstacles when trying to start businesses, says Obama.

"If half of your team is not playing, you've got a problem," Obama told the conference, ostensibly referring to women who face gender oppression in Kenya.

Yet the major thrust of U.S. policy in Kenya, Somalia and other East African states has been militaristic along with extracting minerals, exploiting labor and exporting commodities from the these countries. The current crisis in Somalia is a direct result of failed U.S. policy during both the former Bush administration and the present government.

In an article published last year in Somalia Current it says that "what is currently taking place across the Somalia-Kenya offshore border where Kenya recently awarded six oil and gas blocks to the international oil companies (IOC), within Somali offshore territory approximately 120,000 km2. Italy, Norway, the USA and France are tended to be exploiting the trans-boundary area. It was apparent that those greedy alliances' aim is to plunder Somalia's offshore hydrocarbon resources and this has become more obvious since Kenya started invading southern Somalia in October 2011 while its allies such as France, Italy and Norway kept quiet about the invasion." Failed Imperialist Counter-terrorism Strategy

The counter-terrorism strategy of Washington through AFRICOM has still not stabilized the political situation in Somalia or Kenya. On July 26, the same day that Obama arrived in the neighboring Ethiopian capital of Addis Ababa, a car bomb exploded outside the Jazeera Hotel in Mogadishu, Somalia killing 13 people, at least one of whom was a Chinese national.

In December of 2006, under the previous administration of President George W. Bush, the U.S. encouraged the Ethiopian government to invade Somalia in order to overturn the growing influence of the Islamic Courts Union (ICU). After a two-and-a-half year occupation, the Al-Shabaab guerrilla movement emerged from the ICU and continued a war of insurgency against the U.S. and European Union (EU) supported regime in Mogadishu.

At present some 22,000 troops from the African Union Mission to Somalia (AMISOM) are still occupying the Horn of Africa state. The Central Intelligence Agency (CIA) and the Pentagon regularly conducts drone strikes in Somalia where they have bases of operation.

Ethiopian Post-Revolution Role

The 1974 Ethiopian Revolution and its socialist orientation were overthrown in 1991 just several months prior to the collapse of the Soviet Union. Under Gorbachev, support for national liberation movements and national democratic revolutionary governments in Africa was withdrawn creating a crisis throughout the international community.

The post-revolution government in Addis Ababa has been closely aligned with the U.S. and other western states. Ethiopian troops although withdrawn in early 2009 after defeats in Somalia, have re-entered the country.

The presence of both the KDF and Ethiopian troops are a cause for concern even within the Somalia Federal Government that is recognized by Washington and Wall Street.

Obama also addressed the security and political crisis in the newly-independent Republic of South Sudan. This state is a result of a western-supported secessionist movement which resulted in the partition of the Republic of Sudan based in Khartoum, which previously was the largest geographic nation-state in Africa.

South Sudan leaders have been split since December 2013 over the future course of the country. President Salva Kiir and former Vice-President Reik Machar have led separate factions within the ruling Sudan People's Liberation Movement/Army (SPLA/M) resulting in the displacement of hundreds of thousands of people and the deaths of several thousand in a civil war in the continent's and the world's most recent United Nations and African Union recognized state.

In a joint statement issued by Obama with Ethiopian Prime Minister Hailemariam Desalegn, it says that "We have agreed to intensify the campaign against terrorism in the region, and we both noted with satisfaction the progress AMISOM forces and Somali National Army are making, with the support of the U.S. and other partners, in their fight against al-Shabaab."

This same statement continues stressing "We have agreed to deepen our intelligence cooperation both bilaterally as well as regionally. We have both noted and underscored that this cooperation is essential to curb the menace posed by terrorism. The terrorist attack that was launched in Mogadishu yesterday is a stark reminder that we need to work even more in this respect." (White House Press Release, July 27)

Obama was scheduled to address the AU Commission based in Addis Ababa on July 28.

Nonetheless, there were no plans to meet with President Robert Mugabe of the Republic of Zimbabwe who is the sitting chair of the continental body. Instead he will likely meet with Dr. Nkosazana Dlamini-Zuma, the AU Commission Chairperson, who is originally from the Republic of South Africa.

Such a situation of not meeting with a head-of-state that leads the continental body is reflective of the character of U.S. imperialism even under Obama. Zimbabwe is not a favored state by Washington particularly since the land reform program of 2000 which redistributed white-owned farms to Africans who were expropriated during the colonial wars of the late 19th century.
