प्रदेश की शिवराज सरकार व्यापमं घोटाले में पूरी तरह घिरती जा रही है इसके बावजूद सरकार में बैठे लोग चोरी और सीनाजोरी की कहावत चरितार्थ कर रहे हैं । बेशर्मी इस हद तक है कि एक चोर अपने दूसरे चोर भाई को क्लीन चिट देते हुए पीठ थपथपा रहा है । जब मामला उच्चतम न्यायालय के द्वारा सीबीआई को जांच के लिए सौंपा जा चुका है तब क्लीन चिट जारी करने का गंदा खेल बंद होना जरूरी है । लोकतंत्र में विरोध के स्वरों को दबाना सरासर गलत है । आज 16 जुलाई को प्रदेशव्यापी शांतिपूर्ण बंद का विरोध सरकार में बैठे लोग जिस निर्लज्जता से कर रहे हैं उससे लोकतंत्र कलंकित हुआ है । शासन-प्रशासन का काम कानून व्यवस्था की निगरानी करना है न कि बंद को विफल बनाने के लिए पूरे प्रदेश को पुलिस छावनी बनाकर दहशतगर्दी पैदा करना । व्यापमं घोटाले में सफाई देने की तथ्यात्मक स्थिति में नहीं होने के कारण अब मुख्यमंत्री चौहान कहते फिर रहे हैं कि मामले का खुलासा उन्होने किया था । सवाल यह है कि सरकार के नाक के नीचे का घोटाला फिर लम्बे समय तक कैसे दबा रहा । दरअसल घोटाले का खुलासा होने पर सीबीआई जांच को रोकने के लिए एसटीएफ को शिवराज सरकार ने आगे किया । वहीं अब भाजपा सरकार के द्वारा कांग्रेस शासनकाल के समय के मामले उछालकर अपना बचाव करना चाहा है जो सही जवाब नहीं है । शिवराज सरकार ने शुरू से ही व्यापमं घोटाले को लेकर सीबीआई जांच की मांग को नजरअंदाज किया था । लेकिन जब सीबीआई जांच की मांग की याचिका पर उच्चतम न्यायालय ने सुनवाई शुरू कर दी तो हवा का रुख भांपते हुए शिवराज सिंह चौहान ने पलटी मारते हुए कहा कि उन्हें उक्त जांच पर कोई आपत्ति नहीं है । व्यापमं घोटाला काफी बड़ा है और इसका प्रभाव क्षेत्र कई राज्यों तक है लेकिन इसके बाद भी राज्य स्तरीय जांच एजेंसी एसटीएफ को सक्षम बताकर लम्बे समय तक गुमराह किया जाता रहा । आखिरकार उच्चतम न्यायालय द्वारा सारी जांच सीबीआई को सौंपे जाने से यह बात साफ हुई कि जांच एजेंसियों एसटीएफ और सीबीआई की कार्यप्रणाली में भी बहुत फर्क होता है । लोकतंत्र को सफल तभी माना जाएगा जब सत्ता के साथ व्यवस्था भी बदले । व्यक्ति विशेष को महिमामंडित करने वाली किसी भी शासन व्यवस्था से लोकतंत्र नहीं तानाशाही आती है । वैसे भी लम्बे समय तक किसी व्यक्ति का खासतौर से कोई बड़े पद विशेष पर बने रहना लोकतंत्र के लिए शुभ नहीं है ।(समाजवादी जनपरिषद के नेता साथी अजय खरे की वाल से )

हिंदी के इस कवि के जनगीत न जाने हम में से कितने लोगों ने स्कूलों से लेकर आंदोलनों तक गाए। गाते रहे और आज भी गा रहे हैं, लेकिन सबसे दुखद पहलू ये है कि पूछने पर हम में से ही ज़्यादातर लोग 'जवाब दर सवाल है, इंक़लाब चाहिए'के इस रचयिता का नाम भी नहीं जानते हैं। 1938 में जन्मे और 2000 में दुनिया से कूच कर गए, शलभ श्रीराम सिंह के रचे पर शायद कभी भी उतनी बात नहीं हुई, जितनी हो सकती थी। कामरेड नछत्तर सिंह जैसी अजब कविता से लेकर दिल्लियां जैसी मारक रचना करने वाले इस कवि की रचनाओं को याद करने का यह एक अहम समय है…ऐसे समय में पूरा देश की मज़हबी उन्माद से लेकर पूंजीवादी धोखे की अफ़ीम में मदमस्त है…किसी को कुछ सही-ग़लत समझ नहीं आ रहा है…ऐसे वक़्त में जब दरअसल हम इतनी नींद में हैं कि जागने का भ्रम हो रहा है…इस जैसी कविताओं की बहुत ज़रूरत है…पढ़िए कि डॉ. दाभोलकर से लेकर तीस्ता सेतलवाड़ तक वो कौन लोग हैं…और आखिर क्यों अपनी ज़िंदगी ख़तरे में डाल कर लड़ रहे हैं…दरअसल कई बार ज़िंदगी हमेशा की तरह छोटी ही होती है, लोग इसलिए बड़े हो जाते हैं…क्योंकि वो अपने विचार और मक़सद को ख़ुद की ज़िंदगी से बड़ा बना लेते हैं…

राष्ट्रगान, टैगोर और कॉमन सेंस

राजस्थान के राज्यपाल कल्याण सिंह ने राष्ट्रगान से 'अधिनायक'शब्द को हटाने की बात कहकर जो विवाद छेड़ा है, वह नया नहीं है। यह सवाल पूछा जाता रहा है कि राष्ट्रगान में किस अधिनायक की बात की गयी है। एक तबका साफतौर पर मानता है कि यह अधिनायक और कोई नहीं इंग्लैंड के सम्राट जार्ज पंचम हैं जो 1911 में भारत आये थे और कलकत्ता में हुए कांग्रेस के अधिवेशन में उनके स्वागत में ही 'जन-गण-मन'गाया गया। सोशल मीडया के प्रसार के साथ यह प्रचार और भी तेज़ हो गया है।
तो क्या सचमुच भारतीय स्वतंत्रता संग्राम का नेतृत्व करने वालों ने अंग्रेज सम्राट का गुणगान करने वाले गीत को राष्ट्रगान का दर्जा दे दिया? क्या नोबेल पुरस्कार से सम्मानित कविगुरु और जलियांवाला बाग कांड के बाद नाइटहुड की उपाधि लौटाने वाले रवींद्रनाथ टैगोर ने जॉर्ज पंचम की स्तुति की थी? कल्याण सिंह के बयान और सोशल मीडिया के वीरबालक पूरी ताकत से इसका जवाब "हाँ'में देते हैं, जबकि इस पर खुद टैगोर का स्पष्टीकरण मौजूद है। उनके हिसाब से राष्ट्रगान में अधिनायक शब्द, राष्ट्र की जनता, उसका सामूहिक विवेक या फिर वह सर्वशक्तिमान है जो सदियों से भारत के रथचक्र को आगे बढ़ा रहा है। मूल रूप से संस्कृतनिष्ठ बांग्ला में लिखे गये इस पांच पदों वाले इस गीत का तीसरा पद ग़ौर करने लायक है-
पतन-अभ्युदय-वन्धुर पन्था, युग युग धावित यात्री।
हे चिरसारथि, तव रथचक्रे मुखरित पथ दिनरात्रि।
दारुण विप्लव-माझे तव शंखध्वनि बाजे संकटदुःखत्राता।
जनगणपथपरिचायक जय हे भारतभाग्यविधाता!
जय हे, जय हे, जय हे, जय जय जय जय हे।।
इस बंद में एक भीषण विप्लव की कामना कर रहे टैगोर भाग्यविधाता के रूप में कम से कम जार्ज पंचम की बात नहीं कर सकते। न अंग्रेज सम्राट की कल्पना भारत के चिरसारथी के रूप में की जा सकती है। जाहिर है, टैगोर ऐसे आरोप से बेहद आहत थे। वे इसका जवाब देना भी अपना अपमान समझते थे। 19 मार्च 1939 को उन्होंने 'पूर्वाशा'में लिखा– 'अगर मैं उन लोगों को जवाब दूंगा, जो समझते है कि मैं मनुष्यता के इतिहास के शाश्वत सारथी के रूप में जॉर्ज चतुर्थ या पंचम की प्रशंसा में गीत लिखने की अपार मूर्खता कर सकता हूँ, तो मैं अपना ही अपमान करूंगा।'
टैगोर की मन:स्थिति का कुछ अंदाज़ 10 नवंबर 1937 को पुलिन बिहारी सेन को लिखे उनके पत्र से भी पता चलता है। उन्होंने लिखा- "मेरे एक दोस्त, जो सरकार के उच्च अधिकारी थे, ने मुझसे जॉर्ज पंचम के स्वागत में गीत लिखने की गुजारिश की थी। इस प्रस्ताव से मैं अचरज में पड़ गया और मेरे हृदय में उथल-पुथल मच गयी। इसकी प्रतिक्रिया में मैंने 'जन-गण-मन'में भारत के उस भाग्यविधाता की विजय की घोषणा की जो युगों-युगों से, उतार-चढ़ाव भरे उबड़-खाबड़ रास्तों से गुजरते हुए भारत के रथ की लगाम को मजबूती से थामे हुए है। 'नियति का वह देवता', 'भारत की सामूहिक चेतना का स्तुतिगायक', 'सार्वकालिक पथप्रदर्शक'कभी भी जॉर्ज पंचम, जॉर्ज षष्ठम् या कोई अन्य जॉर्ज नहीं हो सकता। यह बात मेरे उस दोस्त ने भी समझी थी। सम्राट के प्रति उसका आदर हद से ज्यादा था, लेकिन उसमें कॉमन सेंस की कमी न थी।"
टैगोर इस पत्र में 1911 की याद कर रहे हैं जब जॉर्ज पंचम का भारत आगमन हुआ था। इसी के साथ 1905 में हुए बंगाल के विभाजन के फैसले को रद्द करने का ऐलान भी हुआ था। बंगाल के विभाजन के बाद स्वदेशी आंदोलन के रूप में एक बवंडर पैदा हुआ था। 1857 की क्रांति की असफलता के बाद यह पहला बड़ा आलोड़न था जिसने पूरे देश को हिला दिया था। आखिरकार अंग्रेजों को झुकना पड़ा था। उस समय कांग्रेस मूलत: मध्यवर्ग की पार्टी थी जो कुछ संवैधानिक उपायों के जरिये भारतीयों के प्रति उदारता भर की मांग कर रही थी। ऐसे में अचरज नहीं किबंगाल विभाजन रद्द करने के फैसले के लिए सम्राट के प्रति आभार प्रकट करने का फैसला हुआ। 27 जुलाई 1911 को इस अधिवेशन में सम्राट की प्रशंसा मे जो गीत गाया गया था वह दरअसल राजभुजादत्त चौधरी का लिखा "बादशाह हमारा"था। लेकिन चूंकि अधिवेशन की शुरुआत में जन-गण-मन भी गाया गया था इसलिए दूसरे दिन कुछ अंग्रेजी अखबारों की रिपोर्ट में छपा कि सम्राट की प्रशंसा में टैगोर का लिखा गीत गाया गया। भ्रम की शुरुआत यहीं से हुई।
समय के साथ यह भ्रम राजनीतिक कारणों से बढ़ाया गया। कहा गया कि वंदे मातरम को राष्ट्रगान होना चाहिए था, लेकिन जन-गण-मन को यह दर्जा दिया गया जो अंग्रेज सम्राट के स्वागत में रचा गया था। आशय यह बताना था कि आजाद भारत को मिला पं.नेहरू का नेतृत्व कम राष्ट्रवादी था और उसने असल राष्ट्रवादियों को अपमानित करने के लिए ऐसा किया। यह बात भुला दी जाती है कि 24 जनवरी 1950 को जब डा.राजेंद्र प्रसाद ने संविधान सभा के सामने जन-गण-मन को राष्ट्रगान घोषित किया था तो अपने बयान में वंदे मातरम को भी
समान दर्जा देने का ऐलान किया था।
जाहिर है, कल्याण सिंह का बयान अनायास नहीं है। आरएसएस के पुराने स्वयंसेवक और यूपी के मुख्यमंत्री बतौर अयोध्या में बाबरी मस्जिद ढहाने के लिए दोषी ठहराये जा चुके कल्याण सिंह ऐसे तमाम विवाद उठाते रहे हैं जो आरएसएस के एजेंडे में हैं। महात्मा गाँधी के राष्ट्रपिता कहे जाने पर भी वे सवाल उठा चुके हैं। राष्ट्रगान के बाद राष्ट्रध्वज पर भी सवाल उठ सकता है। 14 अगस्त 1947 को आरएसएस के मुखपत्र आर्गनाइजर में छपा ही था—"वे लोग जो किस्मत के दांव से सत्ता तक पहुंचे हैं, भले ही हमारे हाथों में तिरंगा थमा दें, लेकिन हिंदुओं द्वारा न इसे कभी सम्मानित किया जा सकेगा, न अपनाया जा सकेगा। तीन का आंकड़ा अपने आप में अशुभ है और एक ऐसा झंडा जिसमें तीन रंग हों, बेहद खराब मनोवैज्ञानिक असर डालेगा और देश के लिए नुकसानदेह साबित होगा। "
राष्ट्रगान में अधिनायक शब्द पर चर्चा करते हुए सोचना होगा कि यह अधिनायकवादी अभियान के निशाने पर क्यों है? यह तो नहीं कह जा सकता कि सवाल उठाने वालों में उतना भी कॉमन सेंस नहीं जितना कि टैगोर के मित्र में था।

According to the complaint of girls, district panchayat vice president Ajay Jaiswal, janpad president Ganraj Singh Kanwar, Pali Congress MLA representative Shankar Das Mahant, their aids Rasia Singh, Dinesh Rathore with two others had barged in girls' rooms and have molested and touched private parts of three girls.
RAIPUR: About 10 minor tribal girls have alleged of sexual assaulted at the government-run girls' hostel at Pali in Korba district of Chhattisgarh when a group of local politicians forced entry into girls' rooms on pretext of inspecting the hostel on Tuesday evening in absence of hostel superintendent.
According to the complaint of girls, district panchayat vice president Ajay Jaiswal, janpad president Ganraj Singh Kanwar, Pali Congress MLA representative Shankar Das Mahant, their aids Rasia Singh, Dinesh Rathore with two others had barged in girls' rooms and have molested and touched private parts of three girls.
As per the complaint of a 15-year-old girl, accessed by TOI, main alleged accused Ganraj entered her room in hostel and hugged her tightly after which he started fondling her to which she resisted. "Ganraj pushed her onto the bed and tried to force himself upon her, when I started screaming. He immediately withdrew and tried explaining that being a Christian, such gestures were common and that I shouldn't mind. Ganraj said that it was because of him that I got admission in the hostel and that I should keep mum about the incident. He tried to give me Rs 100 to keep my mouth shut," the complaint said.
On enquiring with hostel superintendent Manjulata Uikey, she told TOI that she had reported the matter to police after the girls complained her about politicians' activities.
"I was 60 kilometers away from Pali in Korba when Ganraj called me saying that he wasn't to visit hostel for inspection. I told him not to visit in my absence. Few minutes later, I received a call from homeguard Jankuwar that Ganraj with seven others was forcibly trying to enter the hostel. Though I had alerted other security guards to follow the visitors and take care of girls, the incident of assault was reported to me by girls and I rushed back to Pali," she mentioned in the complaint to police.
Uikey told TOI that as of now, three girls have reported sexual assault and others were too horrified to reveal much but total 10 girls have complained of wrong behaviour. "It is illegal for any public representative to barge in girls' hostel in my absence in the evening. They have to understand, it's not a public place but girls' hostel."
Speaking to TOI, Korba SP Amreesh Mishra said that an FIR was lodged against seven persons of which five were arrested while others remain at large. Ganraj was arrested late in the evening.
"Cases under Section 448, 354, 186, 147 of IPC and 34, 7, 8 under Protection of Children Against Sexual Offences Act and 3 (1/11) of ST/ SC atrocities Act were registered based on the complaint," he said.
Korba ASP Kirtan Rathore assured that the hostel was being guarded by a female homeguard as per Chhattisgarh government's rules.
Though ASP didn't reveal who were the other two accused, local sources indicated there were two media persons among those visited the hostel.
Meanwhile, Ganraj has circulated a hand-written letter via Whatsapp refuting the charges against him in defense.
"I am being framed on wrong charges as it is a routine job for me to visit hostels and other institutions along with few media persons. While I went with media persons to hostel, there were lots of irregularities found in hostel where 100 girls reside and superintendent remains absent most of the time, specially during night. I had been receiving complaints against her since long. Hence, to save herself from facing action, she has framed me into wrong allegations," he wrote.
Condemning the act, former chief minister Ajit Jogi said that it was a serious crime that reminds of Jhaliamari incident of Kanker where 11 minor girls were assaulted at a residential school, two years ago. Though the accused are Congressmen, they deserve tough action, else tribal parents and girls will have no scope for study in safe environment in tribal hostels.
During the day, tension erupted when ABVP workers and other associations in large staged massive protest and gheraoed collectorate, demanding arrest of the accused. Heavy police force had to be pressed in during the protest.

Today, Indian state is behaving like an autocratic tyrant that will allow no room for democratic dissent. Any attempt at raising objections and questions about what government calls development and growth is met with unprecedented aggression on the part of state: those who object or do not fall in line are being branded as anti-nationals, foreign agents, anti-development and so on.
A situation of all-pervading state terror is being unleashed so that people become afraid of expressing any kind of dissent. Emanating from the highly centralized, anti-democratic as well as coercive government at the centre, this mantra of unbridled and thoughtless corporate land grab in the name of economic growth is being picked up by the states, even those which claim to oppose the centre's land acquisition policy and other pro-reform measures. State violence has become the order of the day: peaceful democratic protests have to face consistent police persecution, security personnel are killing innocent forest dwellers, adivasis and workers with impunity, activists are being randomly picked up from their offices and homes and thrown into jail, apparently for no reason.
The latest instance of state violence against activists and democratic people's protests comes from Uttar Pradesh, where the Samajvadi Party government currently in power continue flexing its muscles to repress a democratic and non-violent movement by oustees of the Kanhar Dam project in the Sonbhadra district of Uttar Pradesh, against illegal land acquisition and forest clearance. Police fired on peaceful adivasi and dalit protestors, which included large numbers of women and children, on the morning of Ambedkar Jayanti (14 April). Many women were injured. Four days later, on 18 April, there was a second instance of police firing in which once again several people were seriously injured and some of the key activists of the movement arrested. These activists are still languishing in Sonbhadra jail since April 14, 2015.
The National Green Tribunal judgment of 7 May 2015 clearly indicates that the construction of the Kanhar dam is illegal and has in effect proved that the demands of the dalit adivasi people protesting from 23 December 2014 were correct. That the project has no appropriate Forest clearance and that the claims of the Uttar Pradesh government are incorrect has also been accepted by the court. The court has also accepted that the project cannot continue without obtaining these Clearances. Sonbhadra district administration's submission that an insignificant percentage of adivasi population would be affected by this dam has also been proven to be wrong by the court which has categorically said that the project will cause displacement to a large population, the majority of whom are tribal and is likely to evict nearly 7,500 families from 25 villages and that it would be necessary to arrange for their rehabilitation. The NGT has in this judgment expressed serious concern on environmental issues and has pointed out that Kanhar river is a major tributary of Son river which is a major tributary of Ganga and due to construction of several dams and water diversion structures on Son including Rihand Dam and Bansagar dam, the river Son is facing great threats in terms of its riverine characteristics – loss of fish species and invasion of exotic fishes in the river, with adverse affects on the river flow, velocity, depth, substratum, pools, ecology and fish habitats of the area.
No consent of the Gram Sabhas of the affected villages have been taken under the Forest Righst Act, 2006.
In a bid to terrorize the activists further and continuing with its repressive tactics, Uttar Pradesh police raided the office of All India Union of Forest Working People (AIUPFW) in Robertsganj, Sonbhadra, on 30 June morning, and after grossly abusing and insulting the activists present in the office, arrested Roma and Sokalo, the two prominent women leaders of the anti Kanhar Dam Movement. Since then, they have been produced in the local Court, where they have been denied bail.
On behalf of various social movement groups, civil society activists and citizens in India and also elsewhere in the world, we demand:
- Immediate halt to the harassment of activists and local people: we demand an immediate and independent enquiry into the massive irregularities in Kanhar dam project as well as incidents of police excesses and stop the illegal land acquisition process. The enquiry should specifically cover the wrongful arrests, false and fabricated cases slapped against the activists, and police brutality. The right to peaceful protest is part of the fundamental right guaranteed by the Constitution of India and no government can take away or infringe upon this sacred right.
- Unconditional and immediate release of all villagers and activists, including Roma and Sukolo, arrested in connection with the agitation against Kanhar Dam
- Immediate punitive action against the police personnel involved in the firing incidents and the 30 June raid on AIUFWP office at Robertsganj.
The Uttar Pradesh government and its district administration at Sonbhadra, instead of initiating dialogue with the affected people, have taken recourse to violently suppressing peoples' voice. Constitutional and democratic rights which are the core of our political and social fabric have been wantonly violated at the behest of local land mafia who are eyeing a loot of hundreds of crores of project money, and supporting the administration in going ahead with the illegal construction of the dam.
We hold the Samajvadi Party Government of UP politically and administratively responsible for whatever atrocities have taken place in Sonbhadra. We express our solidarity to the people of Kanhar who are facing the brunt of state aggression for standing up for people's rights, and against wrongful procedures and illegalities in the name of development.

सरकार ने किया जातिगत जनगणना के आंकड़ें जारी करने का फैसला
नई दिल्ली : केन्द्र सरकार ने जातिगत जनगणना के आंकड़ें जारी करने का फैसला किया है. सरकार 46 लाख जातियों, उपजातियों और गोत्रों आदि की समीक्षा करने के बाद यह आंकड़ें जारी करेगी. इसके लिए योजना आयोग के उपाध्यक्ष अरविंद पनगडिया की अध्यक्षता में एक समिति गठित करने का निर्णय लिया गया है. केन्द्रीय वित्त मंत्री अरूण जेटली ने प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल की बैठक के बाद यह जानकारी दी.
राज्य सरकार के पाले में डाली गेंद
उन्होंने बताया कि जातिवार जनगणना के आंकड़ों में 46 लाख जातियों, उपजातियों, गोत्रों और कबीलों का जिक्र है लेकिन कई जातियों के उपनामों को लेकर असमंजस है. इसलिए इन जातियों की समीक्षा की जाएगी और इसके लिए राज्यों से रिपोर्ट मांगी गयी है लेकिन अब तक बहुत कम राज्यों ने रिपोर्ट दी है. समिति आंकड़ों को लेकर तमाम कार्यवाही पूरी करेगी और उपयुक्त समय इन आंकड़ों को जारी किया जाएगा.
लालू ने निकाला था विरोध मार्च
उल्लेखनीय है कि जनता दल यूनाइटेड के अध्यक्ष शरद यादव, राष्ट्रीय जनता दल के अध्यक्ष लालू यादव और समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने इस जनगणना के आंकड़ें सार्वजनिक करने की मांग की थी. लालू यादव ने इस संबंध में मार्च भी निकाला था और बिहार बंद का भी आह्वान किया था. गौरतलब है कि देश में 70 साल बाद जातिगत गणना की गई थी. इससे जुड़े कुछ आंकड़ें सरकार ने तीन जुलाई को जारी किए थे.

डिजिटल इंडिया का कमाल है कि गैस बुक कराने के लिए टेलीफोन पर शून्यदबाने को कहा जा रहा है और वैसा करते ही तुरंत गैस सब्सिडी खत्म।
पेंशन,पीएफ,बीमा वगैरह बाजार में डालने के लिए इस धोखाधड़ी की जरुरत भी नहीं है जैसे संपूर्ण निजीकरण,संपूर्ण बेदखली के लिए,संपूर्ण एफडीआई विनिवेश,संपूर्ण विनियंत्रण,संपूर्ण विनियमन के तहत अमन चैन और जान ओ माल बाजार के हवाले करने को न जनता की,न संसद या विधानसभी की किसी इजाजत की जरुरत है क्योंकि हम सत्ता उस महाजिन्न को सौंप दी है जो दरअसल बिररिंची बाबा है।

हमारे लिए दरअसल यह मामला नेपाल का मामला है ही नहीं।यह इंसानियत के भूगोल का मामला है और इस कायनात की फिजां का मामला है जिस सबसे बड़ा खतरा विदेशी महाजनी पूंजी के कंडोम आस्था कारोबार से है।
जो लोग भारत को हिंदू राष्ट्र बनाने को हिंदुत्व की सुनामी से लथपथ है,वे हाल में समूची अरब दुनिया में और अमेरिका में भी,यूरोप में और दुनिया के दूसरे हिस्सों में फासिज्म की मुक्तबाजारी दस्तक के साथ धर्मोन्माद की वजह से मचे तहलका और बेगुनाह आवाम पर बरपाये गये कहर से शायद अनजान हैं।
लातिन अमेरिका बुहत दूर है।सोवियत विखंडन के बाद उसके हर टुकड़े का क्या क्या अंजाम हुआ और उन किरचियों पर आबाद इंसानियत का क्या हश्र हुआ जाहिर है कि विचारधारा और इतिहास के अंत की घोषणा के बाद हमें उसकी कोई खबर नहीं होनी है और हम पूंजी को ही अंतिम नियति मान चुके हैं जो दरअसल मृत्युनिदान है।
अमेरिका के गिरते हुए ट्विन टावर के साथ साथ इंसानियत के भूगोल का्ंत हो गया है और दुनियाबर में जिहादी कंडोम कारोबार मुक्त बाजार का खुल्ला खेल फर्रूखाबादी है।
इस्लामी जिहाद का नाम अगर अफगानिस्तान, इराक, ईरान, मिश्र, सीरिया, जार्डन, सूडान, सोमालिया,वगैरह वगैरह है तो ग्लोबल हिंदुत्व का अकंड साम्राज्य भारत है और तबाही का मंजर फिजां में हर तरह की,हर रंग की कयामत है।
नेपाल कल तक हिंदू राष्ट्र था जहां राजतंत्र था।उस राजतंत्र के अवसान की लड़ाई में भारत शामिल रहा है तो हिंदू राष्ट्र को लोकतांत्रिक बनाने में भी भारत की लोकतांत्रिक ताकतों की बड़ी भूमिका है।
विडंबना यह है कि अखंड हिंदुत्व की महासुनामी उस लोकतांत्रिक नेपाल के आखेट के लिए बेचैन हैं और हिंदुत्व का यहसाम्राज्यवादी एजंडा बेहद तेजी से भारत को इस्लामी जिहाद के अंजाम तक पहुंचाने में लगा है।
नेपाल हमारे लिए समझने का मसला है कि जिस हिंदू राष्ट्र के लिए हम गुले गुल बहार है,उससे निजात पाने के लिए नेपाल को कितना बड़ा संग्राम करना पड़ा और विडंबना यह कि धर्मनिरपेक्ष लोकतांत्रिक भारत नेपाल में फिर हिंदू राष्ट्र और राजतंत्र की बहाली के लिए सबसे सक्रिय है।
गौर करें नेपाल में इन दिनों हिंदू राष्ट्र पर बहस चल रही है और जाहिर है कि हिंदू राष्ट्र से लोकतांत्रिक धर्मनिरपेक्ष नेपाल की लड़ाई जिन ताकतों ने नेपाल की जनता को गोलबंद करके ,राष्ट्र की सैन्यशक्ति के साथ विदेशी ताकतों और खासतौर पर ग्लोबल हिंदुत्व और अविराम भारतीय हस्तक्षेप राजतंत्र और हिंदू राष्ट्र का अवसान कर दिया,वे हिंदुत्व की इस नई सुनामी के खिलाफ भी हैं।
सबसे गड़बड़ यह है कि आजादी की लड़ाई में जो लोग साथ साथ थे,वे सत्ता की लड़ाई में अब अलग अलग हैं।
मधेशी और बहुजन जनसमुदाय को नेपाल में जो प्रतिनिधित्व पहलीबर मिला है,हिंदुत्व के पुनरूत्थान के जरिये उसे फर मनुस्मृति शासन में निष्णात कर देने के लिए ग्लोबल हिंदुत्व बेहद सक्रिय है और नेपाल में हुए हाल के महाभूकंप की त्रासदी के दौरान वे ताकतें सिरे से नंगी भी हो गयीं और नेपाल की जनता का गुस्सा भी फूट पड़ा।हम उसका एक एक ब्यौरा आपको देते रहे हैं।
नेपाल के पूर्व प्रधानमंत्री, प्रखर-प्रचंड माओवादी नेता पुष्प कमल दहल प्रचंड इन दिनों भारत में हैं। नेपाल की एकीकृत कम्युनिस्ट पार्टी (माओवादी) के मुखिया प्रचंड भारत सरकार से नेपाल के साथ रिश्तों, खासतौर से नेपाल के संविधान निर्माण में भारत के सहयोग संबंधी कई स्तरों की चर्चा करने के लिए आए हुए हैं। उन्होंने आज प्रधानमंत्री नरेंद्र मोदी अौर गृह मंत्री राजनाथ सिंह से मुलाकात की है। इसके बाद वह गुजरात के भुज में भूकंप के बाद के पुनर्वास को देखने जाएंगे। भारत के प्रधानमंत्री नरेंद्र मोदी जब नेपाल गए थे, तो प्रचंड और मोदी ने जिस तरह से एक दूसरे की तारीफ की थी, उस पर गरमा-गरम चर्चा रही थी।
दिल्ली में 16 जुलाई को समकालीन तीसरी दुनिया द्वारा आयोजित एक कार्यक्रम में प्रचंड ने दोहराया कि उन्हें मोदी सरकार से बड़ी उम्मीदें है। नेपाल में क्रांति के भविष्य, प्रंचड के हस्तक्षेप, नेपाल के हिंदू राष्ट्र बनने जैसे तमाम ज्वलंत सवालों पर आउटलुक की ब्यूरो प्रमुख भाषा सिंह ने उनसे विस्तृत बात की।
समकालीन तीसरी दुनिया हर महीने एकबार निकलता है लेकिन हम नेपाल महाभूकंप के बाद पूरे दक्षिण एशिया और भारत के कोने कोने से जनसुनवाई के मंच बतौर हस्तक्षेप को गढ़ने के काम में लगे हुए हैं और आपसे लगातार गुजारिश कर रहे हैं कि जनपक्षधर मीडिया के मोर्चे पर आप हमारे साथ जरुर खड़े हों।
हम लगातार इसकी जानकारी देते रहे हैं।हमारे अग्रज आनंद स्वरुप वर्मा के नेतृत्व में हम नेपाल की जनता के हक हकूक की लड़ाई में हमेशा उनके साथ रहे हैं और हमारी कोशिश रही है कि भारत और नेपाल समेत पूरे एशिया में अमन चैन का माहौल कायम रहे और फिजां मुहब्बत से लबालब हो।फिर कहीं नफरत का कारोबार न हो।

नेपाल में माओवादी आंदोलन की इतनी बड़ी जीत, जिसमें आपने वहां से राजसत्ता को उखाड़ फेंका, उसके बाद आपकी पार्टी को गहरा धक्का लगा। आप अपना जनाधार खो बैठे, विपक्ष में चले गए। अब आगे का क्या रास्ता सोच रहे हैं?
आपकी बात तो सच है। हमने गलतियां की और उसका परिणाम सामने हैं। अब चुनौती फिर से खड़े होने और नेपाल की जनता के सामने एक मजबूत विकल्प देने की है। इसके लिए हम तैयारी कर रहे हैं। हमारी रणनीति में परिवर्तन आया है। यह बेहद जरूरी था। नेपाल में बुर्जुआ लोकतांत्रिक क्रांति का दौर राजशाही की समाप्ति के बाद से खत्म हो गया है। अब हमें समाजवादी क्रांति की तैयारी करनी है। इसके लिए वामपंथ के तमाम धड़ों को साथ लेने की कोशिश करनी है। हम इसकी तैयारी कर रहे हैं। अलग-अलग धड़ों में बंटे वामपंथ की मारक शक्ति कमजोर होगी।
समाजवादी क्रांति को किस तरह से व्याख्यित करते हैं, प्रधान शत्रु कौन है?
अब नेपाल में न तो उस तरह की राजसत्ता है और न ही उस तरह का सामंतवाद। हमारी पार्टी के नेतृत्व में चले 10 साल लंबे जनयुद्ध में भूमि संबंधों में बहुत परिवर्तन आया। बहुत बड़े जमींदार पहले भी नेपाल में नहीं थे, जो थे भी, उनका खात्मा हो गया। नेपाल में पहाड़ी क्षेत्र में 3-4 हेक्टेयर जमीन और तराई में 10 बीघा से अधिक जमीन कोई नहीं रख सकता है। हम इसे संविधान में भी रख रहे हैं।
भारत नेपाल मैत्री समझौते को खत्म करने की मांग बहुत पुरानी है, इस बार भी क्या आप भारतीय पक्ष से इस बाबत बात करेंगे?
यह समझौता पूरी तरह से एकतरफा है। यह 1950 में राणा के काल में हुआ था। हम इसे खत्म करना चाहते है। पर भारत कहता है कि इसे हम अपनी तरफ से खत्म कर दें, यह सही नहीं है। दोनों पक्षों को मिलकर खत्म करना चाहिए। इस पर हमारी बात जारी है।
नेपाल पर हिंदू राष्ट्र बनने का खतरा कितना तगड़ा है ?
यह नेपाल का सबसे संवेदनशील मुद्दा है। इसे लेकर पूरे नेपाल में बड़ी बहस छिड़ी हुई है। प्रलोभन देकर, डरा-धमका कर लोगों का धर्म परिवर्तन कराने के हम भी खिलाफ हैं। इस बारे में हमने संविधान में प्रावधान भी रखा है कि इस तरह कराए जाने वाला धर्म-परिवर्तन अपराध घोषित होना चाहिए।
यानी आप हिंदू राष्ट्र के समर्थकों की प्रमुख मांग को स्वीकार करते हैं। वे तो संविधान में इस प्रावधान से बहुत खुश हैं?
देखिए, नेपाल में में हिंदू आबादी ज्यादा है। नेपाल में ईसाइयत का बढ़ना हमारे लिए खतरा है। हमारा एक पड़ोसी चीन है, तो दूसरा भारत। दोनों देश नेपाल की आबादी की संरचना बदलने से परेशान होंगे। चीन के लिए तो यह पश्चिमी शक्तियों का प्रभाव है। हमारे राष्ट्रीय हित में भी नहीं है। लेकिन साथ ही यह भी तय है कि हम नेपाल को हिंदू राष्ट्र नहीं बनाना चाहते। हमारी पूरी कोशिश है कि यह धर्मनिरपेक्ष देश बना रहे। हालांकि नेपाली कांग्रेस सहित कुछ अन्य पार्टियां हिंदू राष्ट्र बनाने के लिए जोर लगाए हुए हैं।
नेपाल में संविधान निर्माण की प्रक्रिया बेहद लंबी और जटिल हो गई है। आप भी सत्ता से बाहर है, कैसे नेपाल का संविधान गरीब और हाशिये पर खड़े समुदाय का प्रतिनिधित्व करेगा?
हमने तय किया है कि हम सरकार में रहकर, सदन में रहकर, सड़क पर रह कर संघर्ष करेंगे। नेपाल हमारा है, हमने इसे बनाया है और आगे भी इसे बेहतर बनाएंगे। संविधान में बहुत अच्छे सकारात्मक प्रयोग हमने किए हैं। किसी भी तरह की राजशाही का निषेध किया है। समानुपातिक प्रतिनिधित्व की बात कही है। महिलाओं, दलितों, समुदायों की बराबर की हिस्सेदारी की बात कही है। हम संसदीय प्रणाली के खिलाफ है। इससे कभी अराजकता खत्म नहीं होगी।
क्या दोबारा सशस्त्र क्रांति की जरूरत महसूस होती है ?
अभी तो नहीं। अभी शांतिपूर्ण संघर्ष का दौर है। क्रांतिकारी आंदोलन में अलग-अलग चरण होता है रणनीति का। समाजवादी क्रांति के लिए जब स्थितियां परिपक्व होंगी तो बिना बल प्रयोग के सत्ता हस्तांतरण नहीं संभव।

COIMBATORE: In a shocking incident that smacks of the level of inequality that exists in our society, a 40-year-old dalit was bound to an iron pole and severely thrashed by non-dalits for walking through an agricultural land owned by the latter, near Udumalpet in Tirupur district.The arms of A Palani, of Chinna Bommansalai in Udumalpet, was tied behind his back and his legs were bound by the trousers he wore. He was then tied to a pole and beaten until he fell unconscious. Palani has been admitted to hospital. The incident that happened four days ago has come to light after human rights activists took up the issue. Police have registered cases against two men, but have not arrested them yet.
The attack happened on July 9 at about 5.30 pm when Palani walked through the agricultural land belonging to Thirumalaisamy, a non-dalit, as it was a short cut to reach the next street. "As soon as Thirumalaisamy spotted me, he was furious and started threatening me. Though all villagers use the short cut through his land, Thirumalaisamy asked, how can a dalit walk on his land," Palani told TOI over phone from the hospital bed.
"I retorted saying that the land will not be spoilt if a dalit walks on it. Immediately, Thirumalaisamy and his son Senthilkumar started beating me. They tied my hands behind and bound me to an iron pole. They then started attacking me with wooden logs. I have cut injuries on my head and my teeth are also broken," Palani alleged.
The duo assaulted Palani until he fell unconscious 30 minutes later. Thirumalaisamy then called an ambulance to send him to hospital.
His wife P Lakshmi was allegedly driven away when she rushed there and questioned the non-dalits. Meanwhile, a police team from Thali reached the spot and arranged for Palani to be admitted to the Udumalpet Government Hospital.
"We have registered cases against Thirumalaisamy and Senthilkumar under SC/ST (Prevention of Atrocities) Act 1989. But the two are on the run. We have formed special teams to nab them," deputy superintendent of police A Kanageswari, Udumalpet sub-division, Tirupur district. "The non-dalits levelled allegations that Palani entered the land to steal a rooster. But we have found out that allegation is false," she said.
There are about 100 dalit and 1,300 non-dalit families in Chinna Bommansalai. "Dalits are not treated as equals, but never in the past was a dalit beaten up so badly," said S Rangasamy, an Arunthathiyar Makkal Munnetra Kazhagam functionary, who has planned to stage a protest against the attack on July 17.
In a similar incident that happened in Coimbatore on July 12, K Rajeswari (38), a dalit woman from Anna Nagar near Perur was beaten up for entering the Hindu Religious and Charitable Endowments Department's land taken on lease by a non-dalit. Two men have been arrested and search is on for two more.
M Thangavel, co-ordinator of Vizhuthugal, an NGO said discrimination against dalits continues in several villages in Coimbatore and Tiruppurdistricts.

Save Sharmila Solidarity Campaign, that is continuously working since last many years against AFSPA advocates for its repeal from all areas. Campaign keeps its faith upon non violence struggle of Irom Sharmilaand consider her as its leader. SSSC has worked nationwide in last years to highlight struggle of Irom Sharmila and have organised numerous events, public demonstrations and other activities in almost all states of India and in few other countries to advocate Repeal of AFSPA from all regions, including state of North East Region and of J&K, SSSC believes that its struggle is against state repression that anyone can see through AFSPA that is imposed in J&K and states of North east region, and therefore struggle will continue against all human rights violations by security forces in these regions.
SSSC see that extension of AFSPA in Nagaland shows that despite clear verdict in centre, BJP shows itself as weak political party and does not have courage to repeal the act in respect of people. It seems that it is military that is ruling the democracy in these regions and state democracy has failed itself by adopting such repressive paths of handing over powers in military hand. It is nothing more than a surrender. Also, state government of Nagaland is similarly incapable in handling of situation and in advocating the voice to Repeal AFSPA. Even elected MPs from North East and local assembly representatives are not coming forward with full courage and strength to voice for Repeal of AFSPA.
We also condemn that Kiren Rijiju, a minister in Central government and a citizen from North East, also has not come against the order of MHA and by this way, he only proved himself as an opportunist politician rather than being a true representative of people. It was also told in media reports that probably Rijiju was bypassed in this decision, however if it is true, Rijiju must clarify and should come in front to advocate what is right for Nagaland.
Ravi Nitesh, convener of SSSC told that SSSC appeals with the government to re consider its orders and to adopt measures and strategies that can save people of AFSPA imposed region from human rights violations. SSSC will continue its efforts to advocate for Repeal of AFSPA.

Rose Valley Group's CMD Gautam Kundu has 700 acres spread across 12 states, 23 hotels, 150-odd cars, including a dozen imported luxury vehicles, 900 branch offices and 3,078 bank accounts, according to the Enforcement Directorate.According to records of the investigating agency, Kundu's empire is spread over West Bengal, Odisha, Bihar,Assam, Punjab, Delhi, Rajasthan, MP , Tripura, Rajasthan, Jharkhand and Andhra Pradesh. The directorate has started listing the landed properties and other assets of Kundu, but investigators claim that his assets could be much more. They claim that the quantum of land Kundu owns could be over 1,000 acres.
The Rose Valley Group of companies had raised `15,400 crore in last few years, at least six times higher than what the now defunct Saradha group collected from people in Bengal, Bihar and Odisha. ED that is now investigat ing complaints against the group is learnt to have accessed the software and bank data of the company. The data revealed that the group only returned `900 crore to investors on maturity . Yogesh Gupta, special director, ED, east confirmed to ET that ED has filed a chargesheet in the case and it is working on a supplementary one.
A glance at the list of Kundu's prop erties prepared by the directorate reveals that Kundu owns 15 acres in Assam, 10 acres in Madhya Pradesh, 110 acres in Tripura and around 100 acres in West Bengal. In Bengal, Kundu invested in East Midnapore, We s t M i d n a p o r e, B u r dw a n , Darjeeling, Jalpaiguri, Howrah,Bankura, North and South 24 Parag anas districts. In East Midnapore alone, he has 12 plots. The group had also claimed to have bought property in Kolkata, Port Blair,North Lakhimpur, Ranchi, Durgapur, Siliguri, Mondarmani, Lataguri, Falakata, Midnapore, Tarapith, Old Digha, Silchar, Haridwar, Goa, Gaya, Jaipur and New Delhi.
Some 23-odd hotels across the country includes luxury properties in Jaipur, Jalpaiguri, East Midnapore, Siliguri and Kolkata. It has seven premium residencies at the northern fringes of Kolkata; a 6,000 square feet villa in Ranchi and a gold and diamond jewellery mall. The group has 900 branches spread over West Bengal, Odisha, Bihar, Assam, Punjab, Delhi and Andhra Pradesh.
The unearthing of the Rose Valley scam has caused maximum tremors in Trinamool Congress and the ruling parties in Assam and Odisha, the Congress and BJD, respectively . The ED arrested Gautam Kundu on March 25 by ED. The company is said to have links with many leaders of TMC, including a couple of cabinet ministers, and at least three MPs.
Many Bollywood and Tollywood stars and men in power and position were also roped in by the company in various capacities. During investigation, it came to the fore that Kundu had held meetings with chief minister Mamata Banerjee in north Bengal in March 2012. Kundu termed it as `a courtesy call.' He is also learnt have purchased some of paintings of Banerjee.
The group has 27 companies of which activities could be found in six companies, while all other companies were on paper, said the investigators.

By revealing the rampant corruption in medical school admissions, the Vyapam scam has further eroded India's shaky faith in its doctors.
The ongoing Vyavsayik Pareeksha Mandal scam in Madhya Pradesh (commonly known by its Hindi acronym Vyapam) has seen the deaths of a number of people under suspicious circumstances. The rising body count has caused a national furore, forcing the government to hand over the case to the Central Bureau of Investigation to look further into the admissions and recruitment scandal that has been rocking the country. But besides the macabre deaths, the field of medicine in India must brace itself for one other negative fallout of the scam: the already declining trust in medical service providers has now fallen further.
Many medical students have been found to have used, or are suspected to have used, unscrupulous means to be admitted into medical colleges — getting their entrance answer sheets rigged or getting impersonators to write exams on their behalf. The enormity of the scale of such rigging in the Vyapam scam is shocking. One major fallout of the scam is that seats in medical colleges are being wasted. Several scam-tainted students have already been suspended or expelled mid-way through their courses from their colleges. And it is quite probable that there are a number of other medical students who cleared their entrance examinations through fake means and who will be identified in the continuing investigation and expelled.
Sadly, they can no longer be replaced by students who might have been in the waiting list for selection into the course. Losing preciousMBBS course seats adds to the criminality of the scam, for healthcare professionals are a scarce commodity in this country.
Ethics is a cornerstone of the medical practice. That several medical students entered medical school through false means has gained national attention. But what is worse is that many of the impersonators who wrote entrance exams for pecuniary benefits are also medical students or recent graduates from medical colleges. This means, unfortunately, that henceforth, the skills and morals of new medical graduates will be looked at with suspicion. Also, the existing trust deficit of patients towards doctors will further widen, and erode the sanctity of the doctor-patient relationship.
What's the answer?
While corruption in healthcare has garnered much interest, the unravelling of the modus operandi for cheating in medical entrance examinations has also served to bring the focus on the serious problems that medical education faces. At present, the entrance examinations to medical colleges are conducted by the central government (CBSE), State governments, private colleges and universities. This needs a rethink. The plans for an annual National Eligibility cum Entrance Test (NEET) were quashed by the Supreme Court as "unconstitutional". Even if a single entrance format throughout the country is not considered suitable in the Indian context, there needs to be better regulation and quality checks on the existing medical entrance system by some other trusted agency, whether such exams are conducted in the public or private sector.
Additionally, the time is also right for hastening the process of having a unified exit examination for all MBBS graduates in the country to ensure that a minimum quality threshold can be expected from all medical graduates, irrespective of the college that they graduate from. The much-beleaguered Medical Council of India (which itself needs to reform and emerge from allegations of corruption and favouritism) has to be overhauled and strengthened. MCI is the regulator of medical education, but needs to be regulated itself. This can be done if transparency and accountability are ensured, and there is a continuous evaluation of its efficacy in keeping the standards of medical education in the country high. A zero-tolerance approach to corruption in medical education is a non-negotiable and immediate requirement.
In a recent blog for the British Medical Journal on the eve of Doctors' Day, we had asked the medical profession to focus on, among other things, the need to rebuild the doctor-patient relationship and on public engagement. It is important that there be more information shared with patients and their families, supplemented by better communication skills. Mentorship from senior role models in the field of medicine is crucial in ensuring that medical students and junior doctors get timely guidance, and understand that an ethical patient-focussed practice should be the norm rather than the exception.
Medical colleges, both in the public and private sector, should also include ethics education and mentorship in their teaching — not only because the revised MCI curriculum requires a certain number of hours to be devoted to the subject, but primarily because we are facing a moral crisis and a huge loss of confidence in the field of medicine today.
