Trade in Services Agreement
WikiLeaks releases today 17 secret documents from the ongoing TISA (Trade In Services Agreement) negotiations which cover the United States, the European Union and 23 other countries including Turkey, Mexico, Canada, Australia, Pakistan, Taiwan & Israel -- which together comprise two-thirds of global GDP. "Services" now account for nearly 80 per cent of the US and EU economies and even in developing countries like Pakistan account for 53 per cent of the economy. While the proposed Trans-Pacific Partnership (TPP) has become well known in recent months in the United States, the TISA is the larger component of the strategic TPP-TISA-TTIP 'T-treaty trinity'. All parts of the trinity notably exclude the 'BRICS' countries of Brazil, Russia, India, China and South Africa.

ڈھاکہ میں دہلی کی وائسرائے....حسینہ واجد
بنگلہ دیش کی خونی ڈائن حسینہ واجداپنے بھارتی آقاؤں کو خوش کرنے کیلئے اپنے ہی ملک میں جمہوریت کوختم کرنے پر تلی ہوئی ہے۔جماعت اسلامی کے بزرگ اورنیک سیرت رہنماؤں کوظالمانہ طورپرتختۂ دارپرلٹکانے کاسلسلہ ہنوزجاری ہے ،اس کے علاوہ اپوزیشن کوزچ کرنے کیلئے مذموم حربے استعمال کرتے ہوئے اپنے ملک کے عوام کی اکژیت کو احتجاج کی راہ پرلگاچکی ہے۔سب سے بڑی اپوزیشن جماعت بنگلہ دیش نیشلسٹ پارٹی(بی این پی)کی سربراہ خالدہ ضیاء قیدوبندکی صعوبتیں برداشت کررہی ہیں۔بی این پی نے گزشتہ دنوں منعقدہ بلدیاتی انتخابات کے بائیکاٹ کااعلان کردیاہے۔پارٹی اوراس کے ہم نواؤں کے مطابق ان انتخابات میں دھاندلی کی جارہی ہے۔ بی این پی کی جانب سے اعلان کیاگیا ہے کہ وہ ملک کے دو بڑے شہروں ڈھاکہ اورچٹاگانگ میں انتخابات میں حصہ نہیں لے گی ۔یہ اعلان بلدیاتی انتخابات کے آغازسے چارگھنٹے بعدہی کردیاگیاتھا۔ بی این پی کامؤقف ہے کہ حکمران جماعت عوامی لیگ ان انتخابات میں وسیع پیمانے پردھاندلی میں مصروف ہے ۔متوازن ومیانہ رو مبصرین کا کہناہے کہ کہ سیاسی طورپرغیرمستحکم اورعدم تحفظ کے شکار ملک میں اپوزیشن کے اس اعلان کے بعد سیاسی مفاہمت کی راہیں اب توبالکل مسدودہوکررہ گئیں ہیں۔ان انتخابات کووزیراعظم حسینہ واجدکی مقبولیت کے ایک امتحان کے طورپربھی دیکھاجارہاہے تاہم بی این پی کے مطابق حکمران جماعت آمرانہ طرزحکومت میں مصروف ہے۔بنگلہ دیش کے جلاوطن اپوزیشن رہنماء طارق الرحمان نے حسینہ واجدکی حکومت پرریاستی دہشتگردی کاالزام عائد کیاہے۔انہوں نے بنگلہ دیش کے تجارتی پارٹنراوراقوام متحدہ سے ١٦کروڑکی آبادی والے جنوبی ایشیاکے اس ملک میں حقیقی جمہوریت کی بحالی کیلئے دباؤ ڈالنے کامطالبہ کیا۔طارق رحمان نے ان خیالات کااظہارفنانشل ٹائمزسے گفتگوکرتے ہوئے کیا۔گزشتہ ہفتے دارلحکومت ڈھاکہ میں بی این پی کی سربراہ اورطارق رحمان کی والدہ خالدہ ضیاء کے قافلے پرحکمران جماعت عوامی لیگ کے وفادار ڈنڈابردار غنڈوں نے دھاوابول دیاجس کے نتیجے میں ١٥/افرادزخمی ہوگئے جبکہ ٦گاڑیوں کونقصان پہنچا۔ طارق رحمان نے مزیدکہاکہ یہ لوگ ریاستی دہشتگردی کی سرپرستی کر رہے ہیں جس سے ریاستی دہشتگردی کوفروغ مل رہاہے۔واضح رہے کہ طارق رحمان نے برطانیہ میں سیاسی پناہ لی ہوئی ہے۔
انہوں نے بنگلہ دیش کے تجارتی شراکت داروں سے حسینہ واجدپرسفارتی اور معاشی دباؤ ڈالنے کامطالبہ کیا۔ مثلاً پولیس کیلئے امداداورآلات کی برآمد بندکی جائے۔انہوں نے اقوام متحدہ پر زوردیا کہ بین الاقوامی امن آپشنزسے جن میں بنگلہ دیش کانمایاںکردارہے،سیکورٹی فورسز کے بدنام ارکان کے جاری غیرقانونی ظلم وستم کی وجہ سے ان پرپابندی عائد کی جائے۔ طارق رحمان نے انسداددہشتگردی اورجرائم کی خاص یونٹ ریپڈایکشن بٹالین کی طرف اشارہ کرتے ہوئے کہاکہ ان میں بہت سے لوگ اپنی ہی ملک میں سیاسی کارکنوں کواغواء اورقتل میں ملوث ہیں،یہ دوسرے ملک میں کیاامن قائم کریںگے ۔بنگلہ دیش میں انسانی حقوق کی تنظیم ادھیکارکے مطابق ٢٠٠٩ء سے ریپڈ ایکشن بٹالین اوردیگرگروپس کے ہاتھوں٢٠٠سے زائد افرادلاپتہ ہوچکے ہیں۔بنگلہ دیش ایک مسلم اکثریتی ملک ہے جس کی ١٩٧١ء میں پاکستان سے علیحدہ ہونے کے بعداب تک تشددکی ایک تاریخ رہی ہے۔حسینہ واجدکے والدشیخ مجیب الرحمان کے قتل کے بعدطارق رحمان کے والد ضیاء الرحمان نے فوجی آمرکے طورپرملک میں حکومت کی لیکن چھ سال بعدانہیں بھی ہلاک کردیاگیا۔
شیخ حسینہ عوامی لیگ کی اورخالدہ ضیاء بی این پی کی سربراہ ہیں ۔دونوں کولڑاکابیگمات کے نام سے پکاراجاتاہے۔ دونوں نے وزیراعظم کی حیثیت سے اقتدارکامزہ چکھاہے لیکن کئی بنگلہ دیشیوں کاکہنا ہے کہ بودی جمہوریت جس نے کسی نہ کسی طرح گزشتہ دودہائیاں نکال لی ہیں اب شدید خطرے سے دوچارہے کیونکہ حسینہ واجدنے اپنی حکومت کے سامنے کسی بھی اپوزیشن کوبرداشت کرنے سے انکارکر دیا ہے۔بی این پی نے پچھلے انتخابات کابائیکاٹ کیاتھاجن میں حسینہ واجدکوفتح حاصل ہوئی،جنوری میں متنازع الیکشن کوایک سال ہونے کے بعدسے حالات بہت خراب ہوگئے ہیں ۔ بی این پی کے رہنماء مسلسل ہڑتالوں اورٹرانسپورٹ بندرکھنے کی کال دے رہے ہیں جبکہ حکومت اپنے مخالفین کوظلم وستم اورمیڈیا کو کریک ڈاؤن کانشانہ بنارہی ہے۔چندماہ سے کم عرصے میں سوسے زیادہ لوگ مارے جا چکے ہیں جن میں بعض لوگ بسوں کو آگ لگانے کے واقعات میں ہلاک ہوئے جس کاالزام بی این پی کے اتحادیوں پرلگادیا، نیز ملک کی اہم ترین گارمنٹ برآمدات کی تجارت ٹھپ پڑی ہے۔بی این پی کی زیرقیادت ٢جماعتی اپوزیشن اتحادنے خالدہ ضیاء کے قافلے پرحملے کے بعدایک اورہڑتال کی اپیل کی۔ طارق رحمان نے بتایاکہ میرے ٥٠ہزارسے زائد کارکن جیلوں میں بندہیں۔ گزشتہ چھ سال سے ان میں سے ١٥٠٠ کارکن پولیس نے یاریپڈایکشن والوں نے ماردیے۔ انہوں نے کرپشن اورعدلیہ کے غلط استعمال کے متعلق انسانی حقوق کی تنظیموں کی شکایات کاحوالہ دیتے ہوئے بتایاکہ شیخ حسینہ واجد کے مخالفین کے خلاف مختلف الزامات میں ٦لاکھ ٤٠ہزارجھوٹے مقدمات ہیں۔
طارق نے بتایاکہ شیخ حسینہ واجدکی ایک آمرکی طرح حکومت کررہی ہیں اورجمہوری اپوزیشن جماعتوں کوکچل رہی ہیں۔حکومت کے اس ہتھکنڈے کی وجہ سے ان کے مخالفین زیر زمین چلے جائیں گے اورحفاظت اسلام جیسی نئی بنیادپرست تنظیمیں تقویت پکڑیں گی۔انہوں نے بتایاکہ شفاف الیکشن کرانے کاتقاضہ سارے مسئلے کی اصل وجہ ہے کہ حالات نہ صرف بنگلہ دیش کے لیے خطرناک ہیں بلکہ آہستہ آہستہ اورتدریجاًپوری جمہوری دنیاکے لیے خطرہ بنتے جارہے ہیں۔طارق نے کہااگرحسینہ واجد نے ردّعمل ظاہرنہ کیاتودیگر ممالک کوسخت اقدامات کرنا چاہئیں،ان پردباؤ ڈالنا چاہئے۔خود طارق رحمان پراپنی والدہ کی حکومت میں کرپشن کرنے کاالزام لگایاجاتاہے اورانہیں لندن میں اپنے مرکزسے سیاسی تشددپراکسانے کاذمہ دارٹھہرایا جا رہاہے،عوامی لیگ کی حکومت نے انہیں انٹرپول کے ذریعے اشتہاری ملزم قرار دیا ہواہے۔ان پر ٢٠٠٤ء میں بنگلہ دیش میں عوامی لیگ کی ریلی پردستی بم حملے میں ملوث ہونے کاالزام ہے جس میں شیخ حسینہ بچ گئی تھیں مگر ٢٤/ افرادہلاک ہوگئے تھے۔ طارق رحمان نے فنانشل تائمزکے وکٹرمالٹ کو اس حوالے سے بتایا کہ یہ اوردوسرے تمام الزامات سادہ زبان میں حقارت کے ساتھ مستردکیے جانے کے لائق ہیں اصلاً میرے خلاف سیاسی مقدمات قائم کیے گئے ہیں۔
جب مشہورٹی وی چینل الجزیرہ نے طارق رحمان سے اپنے وطن کے حالات پراستفسارکیاتوان کاکہناتھاکہ بنگلہ دیش سیاسی بحران سے دوچارہے اوریہ بحران وقت گزرنے کے ساتھ ساتھ قابوسے باہرہوتاجارہاہے ۔ حزبِ مخالف کی قائدسابق وزیراعظم اورمیری ماں خالدہ ضیاء پراس ہفتے تین الگ الگ مواقع پرمسلح جتھوں نے حملہ کیا۔گزشتہ پیرکے روز ان پرفائرنگ کی گئی ،ان کی کارپرحملہ کیاگیااورکارکی کھڑکیاں توڑدی گئیں۔ یہ صورت حال نہ صرف بنگلہ دیش کی گندی سیاست کی مثال ہے بلکہ اب توملک عملی طور پرواحد پارٹی کی حکومت کی طرف بڑھ رہاہے ۔خالدہ ضیاء اورمیں ، دونوں موجودہ حکومت کی طرف سے اس قسم کے الزامات کاسامنا کر رہے ہیں جن کا مقصدیہ ہے کہ تمام حزبِ اختلاف کاصفایا کر دیاجائے ۔موجودہ وزیراعظم شیخ حسینہ پرجب سے ملک میں ایک انتہائی ناقص اوردھاندلی شدہ انتخابات کرانے کاالزام عائدکیاگیاہے۔ہم ایک ایسے موڑتک پہنچ چکے ہیں جہاں مرکزی مخالف جماعت کی قائدمقدمے بازی کاسامناکررہی ہیں اورحزبِ مخالف کے دیگرتمام قائدین قید میں ہیں یاسزاؤں کاسامناکررہے ہیں۔اگریہ صورتحال جاری رہی توبنگلہ دیش میں بدترین آمریت کا دور طویل ترہو جائے گا۔
بنگلہ دیش میں سیاست ہمیشہ ہی سے پیچیدہ اورمشکل رہی ہے ۔آزادی کے بعدسے ٢٠برس تک ہمیں فوجی انقلاب کی ١٥کوششوں کاسامنا کرناپڑاہے لیکن ١٩٩١ء میں جمہوریت بحال ہونے کے بعدصرف دوبرس کے وقفے کے علاوہ ہم نے ضیاء کی بی این پی اورحسینہ کی عوامی لیگ کوانتخابات کے ذریعے سے حکومت میں آتے دیکھا ہے۔ بہرحال جب سے عوامی لیگ ٢٠٠٨ء میں اقتدارمیں آئی ہے ملک کا استحکام سکڑتاجارہاہے اوردنیاکے دوسرے بڑے مسلمان ملک میں سیاست ایک دفعہ پھر خطرے میں دکھائی دے رہی ہے۔ اس وقت عوامی لیگ ،مغربی ممالک کے ان خدشات سے فائدہ اٹھارہی ہے کہ یہ انتہاپسندی کے سامنے رکاوٹ ہے اوریہ ملک ایک ایسے خطے میں امن کا جزیرہ ہے جہاں ہرطرف عدم استحکام پھیلاہواہے۔بہرحال شیخ حسینہ سیکولرجمہوریت کی چیمپئن نہیں ہیں ،درحقیقت اپنے مفادپرستانہ اور خودغرضانہ کوششوںکے ذریعے سے کہ ہرصورت میں اقتدارمیں رہا جائے،وہ ملک کوخطرات کی طرف لے جارہی ہیں۔
انہوں نے چاہاکہ بنگلہ دیش کے پرچم سے خودکوڈھانپ لیں،اپنی جماعت سے وفاداری کوہی اپنے ملک سے وفاداری سمجھ لیں،ان کی ملک سے وفاداری کااس امرسے اندازہ کیا جا سکتاہے کہ انہوں نے امن کے نوبل انعام یافتہ محمدیونس کوملک سے نکال باہرکیااورآئین میں اس ترمیم کوختم کردیاجس کے مطابق انتخابات کے انتظام کے لیے نگران حکومت کی گنجائش موجود تھی۔اس وقت میڈیابھی حکومتی نشانے پر ہے اورصحافی دھڑادھڑگرفتار کیے جارہے ہیں۔گزشتہ ماہ بی این پی کے ایک سابق وزیرصلاح الدین جواغواء کر لیا گیااور اس کے بعدآج تک ان کوئی پتہ نہیں چلاکہ وہ کہاں اورکس حال میں ہیں۔اب ہیومن رائٹس واچ کی جانب سے بدنام زمانہ ''ریپڈایکشن بیٹالک''کے متعلق اعتراضات اٹھائے جارہے ہیں جس پر ایک ہزارسے زائدمخالفین افراد کوہلاک کرنے کاالزام عائدکیاجارہاہے ۔
اس وقت حقیقت یہ ہے کہ بنگلہ دیشیوں کی نصف ملین تعدادبرطانیہ میں رہائش پذیرہے،اب یہ ممکن ہے کہ![clip_image003]( "clip_image003")
ڈھاکہ کاکاسلیٹ کے ایک گاؤں میں پیدا ہونے والابحران لندن یابرمنگھم میں بحران پیدا کر دے ۔ خالدہ ضیاء پرحملوں کانیاسلسلہ بنگلہ دیش کی جمہوریت کیلئے ایک نیاخطرہ ہے۔ایسااتفاق ہرگزممکن نہیں کہ خالدہ ضیاء پر تسلسل کے ساتھ تین الگ الگ مواقع پرحملے کیے جائیں ،ان حملوں سے صاف ظاہرہوتاہے کہ ملک اب نئے بحران کی طرف گامزن ہے ۔وقت ہاتھ سے نکلتاجارہاہے اوراب یہ لازم ہے کہ بنگلہ دیش بحران پیداہونے سے قبل ہی امن کے راستے پرچل پڑے ۔اب ہمارے مغربی دوستوں کافرض ہے کہ وہ موجودہ حکومت کومذاکرات پر قائل کریں تاکہ ملک ایک حقیقی جمہوریت کی راہ پر گامزن ہوسکے۔ملک میں جواس وقت صورتحال موجود ہے ہمارے عوام اس کے مستحق نہیں ۔اگربنگلہ دیش کے ایک بیٹے اور جمہوریت پسندنوجوان کے ساتھ اس قسم کی صورت حال پیش آرہی ہے تواس میں کون شک ظاہرکرسکتاہے کہ میرے ملک میں جمہوریت کی بقا سنگین خطرات سے دوچارہے۔
ڈھاکہ کاکاسلیٹ کے ایک گاؤں میں پیدا ہونے والابحران لندن یابرمنگھم میں بحران پیدا کر دے ۔ خالدہ ضیاء پرحملوں کانیاسلسلہ بنگلہ دیش کی جمہوریت کیلئے ایک نیاخطرہ ہے۔ایسااتفاق ہرگزممکن نہیں کہ خالدہ ضیاء پر تسلسل کے ساتھ تین الگ الگ مواقع پرحملے کیے جائیں ،ان حملوں سے صاف ظاہرہوتاہے کہ ملک اب نئے بحران کی طرف گامزن ہے ۔وقت ہاتھ سے نکلتاجارہاہے اوراب یہ لازم ہے کہ بنگلہ دیش بحران پیداہونے سے قبل ہی امن کے راستے پرچل پڑے ۔اب ہمارے مغربی دوستوں کافرض ہے کہ وہ موجودہ حکومت کومذاکرات پر قائل کریں تاکہ ملک ایک حقیقی جمہوریت کی راہ پر گامزن ہوسکے۔ملک میں جواس وقت صورتحال موجود ہے ہمارے عوام اس کے مستحق نہیں ۔اگربنگلہ دیش کے ایک بیٹے اور جمہوریت پسندنوجوان کے ساتھ اس قسم کی صورت حال پیش آرہی ہے تواس میں کون شک ظاہرکرسکتاہے کہ میرے ملک میں جمہوریت کی بقا سنگین خطرات سے دوچارہے۔بی این پی سے زیادہ جماعت اسلامی حسینہ واجد کی جمہوریت کشی بلکہ انسانیت سوزی کاشکارہے۔حسینہ کے ہلاکت آفریں حسن کاشکار اصلاًبھارتی آشیرآبادکاکیادھراہے،اس کے اقدامات سے ظاہرہوتاہے کہ وہ بنگلہ دیش کی وزیراعظم نہیں بلکہ ڈھاکہ میں دہلی کی وائسرائے کا کرداراداکررہی ہیں اور انہوں نے عملاًبنگلہ دیش کوبھارت کی کالونی بنادیاہے۔اس پر طرہ یہ کہ انہیں بنگلہ دیش کی انتہاپسندہندو تنظیموں، سیکولرحلقوں اورغیرملکی فنڈزپر چلنے والی تنظیموں کی حمائت حاصل ہے حالانکہ ان کاعہدحکومت جمہوریت کی بجائے بدترین قسم کی فسطائیت کا مظہر ہے۔حسینہ واجداپنی حکومت کی مخالف سیاسی جماعتوں اوران کے سربراہوں کے ساتھ نازیانہ مظالم روارکھے ہوئے ہے ۔ان کے کے اقتدارمیں بنگلہ دیش میں بدترین قسم کی سفاکیت اوربہیمت کوروارکھے ہوئے ہزاروں کی تعدادمیں سیاسی کارکنوں کوجرم اختلاف رائے میں پابندسلاسل کیاگیااوریہ سلسلہ اب تک جاری ہے۔اس کے فسطائی طرزِ سیاست کے مخالف شہری آج بھی ڈھاکہ سمیت کئی شہروں میں سزائے موت کے غیرمنصفانہ اورقتلِ عدل کے آئینہ دارفیصلوں کے خلاف سراپااحتجاج ہیں۔ جماعت اسلامی،بی این پی اوردیگر اپوزیشن جماعتوں کی طرف سے زبردست احتجاجی مظاہروں نے حسینہ کے مذموم عزائم کی قلعی کھول کررکھ دی ہے مگرافسوس کہ استعماراوراس کے بغل بچوں کے ساتھ ساتھ حکومت پاکستان نے بھی اپنی ذمہ داریاں پوری کرنے میں مجرمانہ غفلت کامظاہرہ کیاہے۔

करोडों वंचित लोगों की जिंदगी मे क्रांति लाने का श्रेय भारतरत्न, संविधान के शिल्पि डॉ. बाबासाहब आंबेडकर को ही जाता है. उनकि 125 वे जयंती वर्ष को धुमधाम से मनाने का पहले कांग्रेस ने ऐलान किया तो संघ के कान खडे हो गए और कुछ ही दिनों मे संघी मोदी सरकारी घोषणा हो गई की सरकार भी इसे मनाएंगी.
बात तो अच्छि है, और यह सच है कि किसी भी महापुरुष को किसी समुदाय, राजनैतिक पार्टी या सरकार की जागीर नही माना जा सकता. वे जो चाहे उनके लिए महान ही है.
पर रा.स्वं.संघ तो कभी बाबासाहाब को मानता ही नही था. इसकि वजह भी है. आरएसएस चार्तुवर्ण की वकालत करता है तो बाबासाहाब समानता का. ऐसे मे संघ और बाबासाहाब कभी भी एक साथ नही चल सकते है, यह निर्विवाद सत्य है. फिर संघ की क्या मजबूरी है कि वह जयंती वर्ष मनाने के लिए अपनी सरकार को कह रही है.
फेसबुक के कई बुद्धिजीवी मित्र इस बात से भलिभांती परिचित है. फिर भी जो नही है, उन्हे यह बात बताना आवश्यक हो जाता है.
सवाल है सत्ता का. कुछ ही महिनों के बाद बिहार मे चुनाव होने वाले है. और एक साल बीत जाने के बाद भी मोदी सरकार "अच्छे दिन"लाने मे सफल नही हो पाई है. ऐसे मे सामान्य लोगों से वोट पाना हो तो उनके आराध्यों को अपनाना शुरु कर देना होता है. वंचितो के मसिहा डॉ. आंबेडकर को भी इसी रणनिति के तहत संघ अपना रहा है. अब यह आंबेडकरी जनता को समझना चाहिए कि आज तक कांग्रेस ने जिस तरह उन्हे अपनाने का विरोधाभास पैदा किया और सत्ता पर कायम रहते रही है, ठिक उसी तरह संघी भारतीय जनता पार्टी भी कर रही है. एक बार सत्ता मे आने की देर है, फिर वही फासीवादी चाले चली जाएंगी.
हाल ही मे आई.आई.टी.- मद्रास के छात्रों द्वारा चलाए जाने वाले "आंबेडकर-पेरियार स्टडी सर्कल"को प्रतिबंधित कर दिया गया. यह संघ, भाजपा और मोदी का सही रुप है. मिडिया ने जब तक भाजपा और संघ का साथ दिया तब तक मिडिया को खुब सराहा गया. पर जैसे ही मोदी सरकार बहुमत से सत्ता मे आई, इसी मिडिया को तुरंत ही आईना दिखा दिया गया. सिधे शब्दो मे कहा जाए तो धमकाया गया कि क्यों न मिडिया पर सरकारी अंकुश लगा दिया जाए ?
ऐसा ही कुछ एन.जी.ओ. के साथ भी हुआ. चुंकि एन.जी.ओ. सरकारी नियंत्रण से बाहर होते है और वे अपने कार्य स्वतंत्र रुप से करते है. उनके द्वारा संघ, भारतीय जनता पार्टी तथा मोदी के विरोध मे कोई सच्चाई, शिकायत, रिपोर्ट आदि ना होने पाए, इसके लिए उन्हे भी धमकाया गया.
अब सरकार तो माय-बाप होती है. यानी की सर्वेसर्वा. ऐसे मे किसी तिसलावाड को झुंठे आरोपो मे दो-चार साल जेल की हवा खिलाना कोई बडी बात नही होती है. यही बात मिडिया के लिए भी लागु है.
"आंबेडकर-पेरियार स्टडी सर्कल"भी एक स्वायत्त संगठन है. फिर ऐसा क्या हुआ कि एका-एक ही इस पर सरकार द्वारा बंदी लाई गई. एक तरफ बाबासाहब का जयंती वर्ष मनाने की घोषणा करने वाली संघी-मोदी सरकार दुसरी तरफ उनके अनुयायियों पर ऐसा अत्याचार क्यों कर रही है? वह भी एक मानव संसाधन विकास मंत्रालय को मिली गुमनाम शिकायत के बदले में.
इस सर्कल के खिलाफ शिकायत यह थी कि उसने आई.आई.टी.-एम के दिशानिर्देशों का उल्लंघन किया है. इस झटके को नरम करने के लिए यह भी जोडा गया कि यह प्रतिबंध अस्थाई है और सर्कल को छात्रों की प्रतिनिधि संस्था के सामने अपनी बात रखने का मौका दिया जाएगा तथा उसका निर्णय अंतिम होगा.
कोई भी इसके संदेश को अनसुना नही कर सकता है. जयंती वर्ष मनाने का आवरण पहनने वाली संघी सरकार बाबासाहब को मानने वाले युवाओं को सजा दे रही है. क्योंकि वे अपने विचारों और आदर्शों के प्रति सच्चे है. यह विरोधाभास संघ की कार्यशैली की विशिष्टता है. गुमनाम शिकायत को औजार बनाकर अपने राजनीतिक उद्देश्य को प्राप्त करने के लिए यह बिल्कुल सटीक है और फुसफुसाहट के माध्यम से दुष्प्रचार फैलाने की संघ की शैली का प्रतीक है.
आई.आई.टी., मद्रास कोई साधारण संस्थान नही है. 1959 मे इसे जर्मनी के सहयोग से स्थापित किया गया था. यह सुपर कम्प्युटिंग के सबसे महत्वपूर्ण केंद्रो मे से एक है. सुचना प्राद्योगिकी मे व्यापार मे इसके छात्र दुनिया मे सबसे सामने होते है. इसे अकादमिक उत्कृष्टता के लिए जाना जाता है और इसकि अकादमिक स्वंतंत्रता इसके रचनात्मक कार्यों की जड मे है. न कि संघ जैसी विध्वंसक कार्यो मे. इसके अनेक स्टडी सर्कल है और वे न तो संस्थान द्वारा वित्तपोषित है, न ही उन्हे किसी तरह का कोई अनुदान ही मिलता है.
फिर वे कौनसे दिशा-निर्देश है, जिसका उन्होंने उल्लंघन किया है? क्या यह कि उन्होंने अपने लेटरहेड और फेसबुक पेज पर "आईआईटी मद्रास"लिखने के लिए अनुमति हासिल नही की थी? यदि आईआईटी मद्रास के छात्र अपने स्टडी सर्कल के लिए उसके नाम का उपयोग नही करेंगे तो उनके पास और क्या विकल्प है?
प्रतिबंध का वास्तविक उद्देश्य राजनीतिक है. समस्या संस्थान के नाम के उपयोग मे नही है. सरकार और संघ के लिए समस्या उन विचारों मे निहित है जिनका यह आंबेडकर-पेरियार स्टडी सर्कल प्रचार-प्रसार कर रहे है. अगर यही स्टडी सर्कल यदि संघ या मोदी सरकार की प्रशंसा करता तो निश्चितही कोई भी गुमनाम शिकायत नही आती और न ही दिशा-निर्देशों के उल्लंघन का कोई सवाल ही उठता. फिर प्रतिबंध का तो कोई काम ही नही था.
भारतीय संविधान द्वारा पोषित वैचारिक स्वतंत्रता के अधिकार का यह खुला उल्लंघन है, जो कर भी कोई और नही रहा है तो खुद सरकार ही कर रही है. आंबेडकर की कल्पनाओं के भारत और संघ के भारत मे बहुत विषमता है फिर भी यह कहा जाना कि आंबेडकर का 125 वा जयंती वर्ष हम धुमधाम से मनाएंगे, बेशर्मि की हद है.
इतने से संघ, भारतीय जनता पार्टी और मोदी साहाब की कथनी और करनी की बात बहुतों के समझ मे नही आई हो, पर जानने वाले तो जान ही गए है.

Noted consumer activist and founder of the Healthy You Foundation, Bejon Misra told Firstpost, "Some years ago, MSG was found in the samples of Maggi in Jamshedpur, but the packets carried no advisory. A case was registered against the manufacturer. In our country no one is scared of law; cases are registered, offenders get bails and they move on. Had there been strict adherence to safety laws and regulatory authorities followed a strict quality check, such incidents wouldn't happen. Many ready-to-eat products use MSG. The regulatory authorities should check all other ready-to-eat products available in the market besides Maggi, on whether there's MSG or any other additives beyond the permissible limits."
Ashim, Sanyal, COO, Consumer Voice, said, "Why is it restricted to a single brand? The government should get other products checked and ensure that the companies must follow national standards laid down by the Bureau of Indian Standards (BIS) and Food Safety Standards. However, it would be a challenge for the government to prove the contamination of lead and excess use of MSG, because the MNCs generally adhere to rigorous policies and testing protocols."
Besides the ethical aspect of the issue, the consumer activists are also not thoroughly convinced with the technical aspects of the tests.
"I'm skeptical about the issue. No one is talking about the technical aspect. The quality of the tests conducted is paramount. The central agency --Food Safety and Standards Authority of India (FSSAI) should have immediately got the testing of Maggi samples done by the NABL accredited labs and its verdict would have been final. Several testing laboratories at state-levels fail to conform to standards. The equipment used by these labs is often not upgraded and not properly calibrated. This leads to variation in results," Sanyal added.
Meanwhile a Nestle India source said, "We had meetings with the Delhi government and we've apprised them with the situation."
But, the Delhi government is apparently not happy with Nestle's explanation.
"We're not happy with Nestle's explanation. More samples have been collected across Delhi and have been sent for testing. Once we get the results, we'll take action as per rules," Delhi's Health Minister Satyendra Kumar Jain said in a press conference.
Even though Maggi continues to dominate the instant noodles market, the entry of multiple brands and the increasing aggression of existing brands have affected Maggi's market share. According to market research reports, Maggi's share across urban market slipped consistently since December 2009 on an all-India basis.
"Due to various players in the market, who too manufacture instant noodles, there has been a decline in Maggi's share in the urban market. As a result, Nestle has begun targeting Tier-III towns and rural India. We get to see new ads promoting Maggi in the rural sector with new strategy to enhance its sales," said Indrajit Deb, an ad and brand professional.
In midst of the growing controversy, the share of Nestle India Ltd has plunged 10%, causing serious concern for the MNC.

কুমিল্লা জেলার চান্দিনায় একটি যাত্রীবাহী বাসে দুর্বৃত্তদের পেট্রোল বোমা হামলায় ৭ ব্যক্তি দগ্ধ হওয়ার নৃশংস ঘটনার তীব্র নিন্দা ও প্রতিবাদ জানিয়ে বাংলাদেশ জামায়াতে ইসলামীর ভারপ্রাপ্ত সেক্রেটারি জেনারেল ডাঃ শফিকুর রহমান গতকাল বুধবার এক বিবৃতি দিয়েছেন। বিবৃতিতে তিনি বলেন, "গত ২ জুন দিবাগত রাতে কুমিল্লা জেলার চান্দিনায় একটি যাত্রীবাহী বাসে দুর্বৃত্তদের পেট্রোল বোমা হামলায় ৭ ব্যক্তি অগ্নিদগ্ধ হয়েছেন। এই নারকীয় নৃশংস ঘটনার নিন্দা জানানোর কোন ভাষা নেই। যারা এই হামলা চালিয়েছে তারা মানুষ নামের পশু। আমরা অত্যন্ত উদ্বেগের সাথে লক্ষ্য করছি যে, কুমিল্লার অতিরিক্ত পুলিশ সুপার তদন্ত করে দোষীদের সনাক্ত করার পূর্বেই'নাশকতার লক্ষ্যে জামায়াত-শিবিরের নেতা-কর্মীরা এই হামলা চালাতে পারে'মর্মে বক্তব্য রেখে মূলতঃ প্রকৃত অপরাধীদের আড়াল করার চেষ্টা করছেন। দেশের কোথাও কোন ঘটনা ঘটলেই তা জামায়াত-শিবিরের ওপর চাপানো সরকার ও এক শ্রেণীর কর্মকর্তাদের বদ অভ্যাসে পরিণত হয়েছে। আমরা স্পষ্ট ভাষায় বলতে চাই, কোন ধরনের সন্ত্রাসী কর্মকা-ের সাথে জামায়াত ও ছাত্রশিবিরের কোন সম্পর্ক নেই। তদন্ত করার আগেই পুলিশের পক্ষ থেকে জামায়াত-শিবিরকে দায়ী করা একটি দুরভিসন্ধি ছাড়া আর কিছু নয়।

"Students, how would you go about drawing a map of India? Do you know that countries like Pakistan, Afghanistan, Nepal, Bhutan, Tibet, Bangladesh, Sri Lanka and Burma are part of undivided India? These countries are part of Akhand Bharat." Tejomay Bharat (Shining India) by Dinanath Batra.
Tejomay India (Shining India) is just one of six of Batra's books made "must read" by education ministry for students at all of 42,000 primary and secondary schools in the State of Gujarat, the home of India's Hindu Nationalist prime minister Mr. Narendra Modi.
Batra, the man who oversaw revisions in Indian history textbooks for the country's National Council of Education, Research and Training (NCERT), recently forced Penguin India to recall and destroy all copies of "The Hindus: An Alternative History" by University of Chicago scholar Wendy Doniger published by Penguin Books about 5 years ago. Explaining his opposition to Doniger's book, Batra told Time magazine: "The entire book is objectionable, but yes, that is one of our main objections. She is insulting our gods and goddesses and religious leaders and texts and even our freedom fighters. I don't have any objection to sex and neither does our religion, as long as it's within the parameters of religion."
Batra shares something in common with Nigeria's Boko Haram for his vehement opposition to western education. He calls western-educated Indians "children of Marx and Macaulay" who are "defaming Hinduism", according to India's First Post. He also feels that there is no need for English language education and instead advocates the teaching of Sanskrit to students along with a an emphasis on the mother tongue ("with 20 percent for Sanskrit") with Hindi as a second language.
Hindu nationalists have been battling scholars over history for decades. They tried to do in California what their Indian counterparts have already done in India. They attempted to change California history textbooks in 2006, when they argued unsuccessfully to include their claims like the indigenous origins of Aryans and tried to deny the terrible impact on hundreds of millions of Indians of the caste system and misogyny prevalent in Hindu texts and Aryan culture. Hundreds of history scholars from US and South Asia helped defeat this attempt by Hindu American Foundation (HAF) and its allies in the United States.
India's textbooks suffer from many problems ranging from deliberate distortions to outright incompetence. The errors range from misspelling "Suez" Canal as "Sewage" Canal and referring to Africans as N---ers" to false stories of India's Muslim rulers' atrocities on Hindus.
With regard to anti-Muslim propaganda in Indian textbooks, Dr. D.N. Pande, author of "History in the Service of Imperialism", summarized his conclusions in a lecture to members of the Rajya Sabha in 1977 when he said: "Thus under a definite policy the Indian history textbooks were so falsified and distorted as to give an impression that the medieval period of Indian history was full of atrocities committed by Muslim rulers on their Hindu subjects and the Hindus had to suffer terrible indignities under Islamic rule."
Retired Justice Katju of the Indian Supreme Court has said that Dr. Pande came upon the truth about Tipu Sultan in 1928 while verifying a contention — made in a history textbook authored by Dr. Har Prashad Shastri, the then head of the Sanskrit Department in Calcutta University — that during Tipu's rule 3,000 Brahmins had committed suicide to escape conversion to Islam. The only authentication Dr. Shastri could provide was that the reference was contained in the Mysore Gazetteer. But the Gazetteer contained no such reference, according to a report in The Hindu newspaper.
Further research by Dr. Pande showed not only that Tipu paid annual grants to 156 temples, but that he enjoyed cordial relations with the Shankaracharya of Sringeri Math to whom he had addressed at least 30 letters. Dr. Shastri's book, which was in use at the time in high schools across India, was later de-prescribed. But the unsubstantiated allegation continued to masquerade as a fact in history books written later.
The Hindutva project to rewrite South Asian history appears to be gaining new momentum with the rise of Narendra Modi. If allowed to proceed unchecked, this revisionism could prove to be very destabilizing and dangerous for India, Pakistan and the entire region.

With regard to anti-Muslim propaganda in Indian textbooks, Dr. D.N. Pande, author of "History in the Service of Imperialism", summarized his conclusions in a lecture to members of the Rajya Sabha in 1977 when he said: "Thus under a definite policy the Indian history textbooks were so falsified and distorted as to give an impression that the medieval period of Indian history was full of atrocities committed by Muslim rulers on their Hindu subjects and the Hindus had to suffer terrible indignities under Islamic rule."
Retired Justice Katju of the Indian Supreme Court has said that Dr. Pande came upon the truth about Tipu Sultan in 1928 while verifying a contention — made in a history textbook authored by Dr. Har Prashad Shastri, the then head of the Sanskrit Department in Calcutta University — that during Tipu's rule 3,000 Brahmins had committed suicide to escape conversion to Islam. The only authentication Dr. Shastri could provide was that the reference was contained in the Mysore Gazetteer. But the Gazetteer contained no such reference, according to a report in The Hindu newspaper.
Further research by Dr. Pande showed not only that Tipu paid annual grants to 156 temples, but that he enjoyed cordial relations with the Shankaracharya of Sringeri Math to whom he had addressed at least 30 letters. Dr. Shastri's book, which was in use at the time in high schools across India, was later de-prescribed. But the unsubstantiated allegation continued to masquerade as a fact in history books written later.
The Hindutva project to rewrite South Asian history appears to be gaining new momentum with the rise of Narendra Modi. If allowed to proceed unchecked, this revisionism could prove to be very destabilizing and dangerous for India, Pakistan and the entire region.

Normally disruption brings change.
The political disruption of 2007, 2015, 2036, 2046, 2062 brought structural change of institution: Democracy (07), democratic election (2015), referendum, Monarchy-democracy (2046), Republican democracy (2062)
In each of these disruptions, political leaders and parties claimed that this will bring peace and prosperity.
Did these disruptions bring peace and prosperity?
No. These disruptions made Nepal one of the most corrupt and poor nation on earth.
Do you think, this new constitution will change the corrupt behavior of political leaders and parties?
Constitution is not a medicine for corrupt political behaviors and mismanagement?
There are countries doing excellent job without written constitution--i think it is UK
My guess is---even after the constitution: the same corrupt practices, dirty horse trading for political power grabbing, and racial and regional factionalism (we will not allow that group to come and live in our territory: racist, segregationist, separatists) will continue. There are no basis not to believe so.
If the same dirty practice is going to continue, then why we wasting our time for constitution building? Why we making constitution as excuse for doing nothing?
Nepal's experience shows that only by changing structure and form of democracy or constitution-------will not bring the real democracy (peace, prosperity and social justice)---Rather that may lead to dark age of corruption, chaos and mismanagement---as is the case in Nepal
Disruption (political and earthquake disruptions) opens the opportunity for reconstruction but that requires strongly committed political leaders and civil society---------work day and night to utilize this opportunity for reconstruction.
If politicians and civil societies are not committed---even the new constitution would do nothing--they will do dirty horse trading as usual breeding instability.
But the reality is, in Nepal only (or mostly) corrupt or less committed politicians and parties are available. We cannot import good ones from other country.
So by whatever means we should----pressure, evoke, educate, expose these available leaders---to utilize disruption for reconstruction
How much we evoke--that matters----these leaders have to depend upon the external environment for their decisions (behaviors). Those environments are civil society, citizens, media, academics, business community, and various associations.
How much we voice that matters: Not only write in this list-serve. Talk to your neighbors, friends, relatives, professional colleagues, people living in poor housing and slums. Try to go and meet all the leaders who are silent observers in this email list and talk to them, that matters. Talk to CA members that matters. Go and educate college students, give them lectures, talk to other media people, use social media. Go and participate in meetings, seminars and government forum and raise your voice for action.
When all these opinion merge, it will erupt as mass opinion and that will pressure the available leaders to act responsibly.
We should also do out part. I am planning to do this when I will be back home. But those of you who are at home in the motherland, use all whatever means and ways we have. Let us not get frustrated if it is not working, it will take time--doing something more will have some chances for change than doing too little or nothing.
And next time, come up with the findings in media and in this list-serve and tell: how our external pressure building strategy to politicians worked? What further improvements we need to do?

New Delhi : Has the Directorate of Revenue Intellligence (DRI) ceased all enquiries into Adani global, the overseas company owned by corporate giant Gautam Bhai Adani ? Or the Customs and Revenue Intelligence officials are scared of Adani-Modi closeness and therefore have developed cold feet in pursuing such enquiries and intelligence gathering.
Sources said that DRI's overseas intelligent unit COIN (Custom Overseas Intelligence Network) has been gathering information on dealings of Adani Global FZE located at Jabel Ali, Dubai. The COIN had passed several crucial inputs relating to evasion of Customs duty to DRI by overseas companies of Adani, but of late such enquiries has been ceased.
The ADG of DRI in Mumbai, PK Dass has also been silenced by the Customs top authorities on the matter. ADG had unearthed a huge racket of over and under invoicing relating to import of machines by Adani group. On the basis of ADG DRI's report the CBI also registered an enquiry into Adani Group. However when Narendra Modi took over as Prime Minister of India, the customs were asked to go slow on probe against matters related to Adani, sources said.
Sources said on the tip off from COIN UAE, the agency was investigating gross overvaluation of import of equipment and machinery by various entities of Adani Group from a UAE-based intermediary. Sources within the agencies revealed that more than Rs 2,000 crore had been "siphoned off ". "An amount of Rs 2,322.75 crore has been siphoned off abroad by Adani Group by resorting to over-valuation of imports in the name of various group firms," a report of the DRI says.
The companies being investigated for over-valuation of imports are PMC Projects (India), Adani Enterprises Limited, Adani Renewable Energy, Adani Hazira Port Pvt Ltd, Adani International Container Terminal Pvt Ltd and Adani Vizag Coal Terminal Pvt ltd,"says the report.
The Directorate of Revenue Intelligence summoned Vinod Shantilal Adani as well two Dubai-based individuals, Mitesh Dani and Jatin Shah.
The Adani Group and its firms have not declared the correct value of imports and a show-cause notice is being issued under Sections 111 and 113 of the Customs Act, 1962. All top officials, including the Adanis themselves, were to be questioned by the DRI.
On the other hand a report earlier published in business newspaper says that on this matterr Adani Group had declined to respond. However a person close to the business house claimed it was the victim of a "witch-hunt" being conducted by the Congress during UPA rule against Adani who was perceived close to Modi. "We are facing extraordinary harassment. Old cases are being opened up and notices are being sent on a daily basis. In the DRI matter, no formal notice has come so far," said the person close to the group. In November 2013, the Central Board of Excise & Customs (CBEC) had reminded the Directorate General of Foreign Trade, part of the commerce ministry, to cancel import duty benefits issued to the Adani Group in 2004.
These benefits — essentially the right to import at concessional rates — were issued under the Target Plus Scheme, an export incentive which has since been discontinued. The person close to the Adani Group referred to CBEC's reminder as an example of old cases being revived.A number of DRI officials strongly defended their investigation, claiming to have unearthed substantial evidence of what they referred to as "money-laundering" by way of over-valuation of imports.

The study circle was reportedly derecognized following an anonymous complaint that it was spreading hatred against PM Modi.
CHENNAI: Distinguished American mathematicianDavid Mumford has expressed "deep shock" over the IIT-Madras's derecognition of student groupAmbedkar Periyar Study Circle.
In a letter to IIT-M director Bhaskar Ramamurthi, which was leaked to the media, Mumford said, "I believe campuses must allow open discussion of divisive issues even when it offends some people so that all its aspects are out in the open. Today's youth are tomorrow's leaders and one wants them to think deeply about the direction to which we are headed." Mumford, president of the International Mathematical Union and a former Harvard University professor, is also a Fields Medal winner (top mathematics prize).
The study circle was reportedly derecognized following an anonymous complaint that it was spreading hatred against PM Narendra Modi, which triggered protests.
"I have strong ideas about the importance of free speech and especially the importance of allowing students to discuss vital and difficult issues that confront society today ," he said, adding, "I have also become aware, during my nearly 50 years of visiting India, of the deep social struggles that quite possibly are coming to a head as India takes a central role in the world."
Acknowledging that it was difficult to understand complexities of local disputes as a foreigner, Mumford said he writes as a long term friend of many Indian academicians. Mumford added that said he saw many similarities between India's Dalit problems and the African-American problems that have rocked the US since the beginning. "For this reason, I take Dr Ambedkar as one of my heroes," he said.

The BJP has blood of Muslims in its hands, in hundreds of riots, of which the riot in Gujarat is known world-wide. People should not make a fool of themselves by any assurance of convenience, or false promises, from them. One should take a principled stand in politics, rather than get swayed by the twists and turns of international or regional situations, which we should observe from that principled position and, if needed, vary our tactics without compromising the strategy.
