A day after meeting with Chief Minister Manohar Lal Khattar, nearly 100 Dalit families of the district's Bhagana village claimed to have converted to Islam in a ceremony at Jantar Mantar in Delhi today.

Dalit leaders alleged that incessant persecution and harassment at the hands of the upper-castes and failure of the authorities to address their concerns drove them to take the step.

Bhagana Kand Sangharsh Samiti president Virender Bagoria told The Tribune over phone Dalits were feeling disenchanted and thus embraced Islam. "Our four-year-old struggle to get justice failed to bear any result. The administration and society have let us down," he said, adding Dalits did not hope for a solution after meeting Khattar yesterday in Delhi.

His aide Satish Kajla, who is named Abul Kalam after conversion, said Maulvi Abdul Hanif from Jharna Masjid near Qutbu Minar completed the formalities in a ceremony. "We read 'kalma' and 'namaz'. We will not re-convert," he said.

Kajla, who was part of the delegation that met the CM, said Dalits would launch a campaign in Haryana, urging other members of the community to convert to Islam so that they could lead a dignified life.

Bhagana village had, in April 2012, witnessed tension between Jats and Dalits after the panchayat constructed a wall, blocking access to some Dalit houses.

Naxals kill father, son now fighting to get irri in village

Nagpur: The Naxals brutally killed a man five months back, because he was fighting to bring lift irrigation facility to their nondescript village Damrancha in Aheri town of Gadchiroli district. The project would have changed the economy of the Maoist-hit area situated on the confluence of two rivers — Bandiya and Indravati — by irrigating around 1,000 hectares. Today, the man's son is working hard to complete his father's dream project, despite facing threats from Naxals.

Located near the Chhattisgarh border, Damrancha village is usually cut off from the rest of Aheri town due to a lack of roads. It even lacks basic amenities like a school, primary health care centre and bus service, with the only access being by private taxi or on foot. Patru Durge, deputy sarpanch and prominent Dalit leader in the area, wanted to change this with the lift irrigation scheme.

Now, his son Prithviraj has stepped into his shoes. "Despite having studied till just standard IV, my father took efforts to study the geographical situation and prepared maps and documents required for the irrigation project. It's ironic that we could manage to get only one crop in a year in spite of being at the confluence of two rivers. The project can usher in a new era of development in our region, as we can get four crops in a year with water availability," he says.

The Nagpur-based Bhumkal Sanghatan is helping Prithviraj realize his father's dream project. He also plans to meet chief minister Devendra Fadnavis and other ministers to follow up on the issue. His father had taken the pains to travel all the way to Mumbai on March 16, with the designs and maps he had prepared with his little knowledge, to try and convince the government to implement the irrigation project. Besides the CM, he met finance and planning minister Sudhir Mungantiwar and water resources minister Girish Mahajan.

It had not been easy for his father to prepare the documents that would pass scrutiny for the government's scheme of providing lift irrigation facility. When he had raised the demand with Gadchiroli officials, he came to know that they needed a minimum 1,000 hectares for implementation. He had then convinced farmers from adjoining villages, and even made them pass a resolution in this regard at their Gram Sabha. However, his brutal killing was a big setback for the project, whose prospects now looked dim.

"My father was working on this project since 2011. But the Maoists didn't want development in the area as it would affect their cadre base. OnApril 19, about 10-12 of them came to our home and told him to come out as they wanted to talk about something important. We were told to stay inside. Naturally, all family members were frightened. Suddenly, we heard gun shots. They then smashed his head with a boulder. When we came out, the Naxals warned against lodging a police complaint," Prithviraj recalls with moist eyes.

Ironically, the police station is just a few meters away, but the cops didn't dare to come out at night fearing an ambush by the rebels, who usually attack at this time. The family members could see his body only in the morning when the police arrived. "They killed him as they suspected he was a police informer. In the past too, they had butchered many people fighting for development of their areas in this backward district. They deliberately make these killings look brutal to create terror among poor villagers. They have realized that their movement is fading away as people are fed up of violence and want development," says Bhumkal general secretary Datta Shirke.

Never met Saibaba, only heard his seminars: Hem Mishra

Nagpur: Alleged Naxal 'courier' Hem Mishra, a student of Chinese language at JNU, said on Tuesday that he has never met former Delhi University English professor Saibaba, except hearing him on a couple of occasions at seminars. Mishra was speaking after his release on bail granted by the high court last week, after spending two years and 19 days in jail. His statement is in stark contradiction to the police charge that he was working as a courier for Saibaba, taking information to the Naxals.

Mishra, whose father KD Mishra and brother G Mishra along with a legal team were waiting outside the jail, said he had never personally interacted with Saibaba, who had a sound reputation in not only academic circles but in the society also. "The police version is a figment of their imagination to frame me. I did not have any pen drive or microchip on me when arrested, which my legal team is also highlighting repeatedly before the judiciary," he said. Mishra's counsel Surendra Gadling said that the legal team would fight to prove his innocence. Advocate Anil Kale and others were also present when Mishra interacted with the media after his release.

"In a vibrant campus like JNU, activism and movements are common, with students drawn into different fights for rights and justice. The government is inclined to label anyone who wants to express his or her dissent against the establishment as a Naxal," said Mishra.

Regarding his arrest, Mishra said he was picked up from Ballarshah railway station while on the way to meet Dr Prakash Amte on August 20 in 2013. He wanted to meet the philanthropist not only to discuss a congenital problem in his left hand, but also seek inspiration for social work. "I had complained about ill-treatment, illegal confinement and inhuman behaviour of police before the magistrate at the Aheri court, but he preferred to send me to 10-day custody remand. It was in the remand that I met Prashant Rahi, who had been placed in a cell opposite mine at the police camp at Aheri," he said.

Recalling the plight of other inmates, Mishra said that several youngsters from tribal, Dalit and other backward classes are languishing in jail with a number of fabricated cases of carrying out antinational activities thrust upon them. "The youngsters, who should have been in colleges and other institutions, are rotting behind bars. Several inmates are facing up to 50-55 cases, leaving one surprised," he said.

Mishra, who aims to continue his education and also keep fighting for different causes, said he had participated in a nine-day hunger strike to fight for the rights of inmates not being produced before courts or not being granted bail even when they have such a right. "The hunger strike yielded some positive result as inmates are being taken to court more regularly and many of them also got bail," he said. Mishra had been dumped into the 'anda cell' to stay in isolation along with 20 others on the first day of the hunger strike, which had taken place in February last year.

Bihar polls: Jitan Ram Manjhi versus Ram Vilas Paswan over who is the bigger Dalit leader

Two major NDA partners in Bihar, Ram Vilas Paswan and Jitan Ram Manjhi, are flexing their muscles over whose party represents the state's Dalits better and deserves a higher share. Paswan (LJP) has already called himself a national leader of Dalits and described former Bihar CM Manjhi as a "state leader". Manjhi, who has launched a party called HAM, has responded with a series of attacks, culminating Tuesday with "Paswan is not a leader of Dalits". On Monday, Manjhi had accused Paswan of nepotism and promoting only members of his family in politics over the years, an allegation he repeated Tuesday. "I am saying with due respect that Paswan has been unable to raise himself and his party above his son and brothers. His entire politics revolves around them," Manjhi said.

LUCKNOW: After an explosive meeting of the Congress Working Committee in New Delhi, Congress president Sonia Gandhi will be on a two-day tour of her parliamentary constituency Rae Bareli. Sonia will arrive in Rae Bareli on Wednesday morning and unveil a statue of former prime minister Rajiv Gandhi at the district's Tehsil Bhavan. She will also chair the meeting of the district vigilance monitoring committee, following which she will meet people from the constituency at the Bhuvemau guest house.

Day two of her visit, will see Sonia undertaking surprise visits to blocks in the constituency to inspect development work carried out with her local area development funds.

On Wednesday, Congress' scheduled caste department toured Rae Bareli before completing the first phase of its Bhim Jyoti Yatra across 19 districts, an initiative by the SC cell to create awareness about Congress' contribution to promoting Dr Bhimrao Ambedkar in his political career. The exercise, first-of-its-kind initiative to build Congress' base among the Dalit community, was aimed at cadre building, communication and creating awareness about the party's Dalit strategy, said AICC SC department programme convener Christopher Tilak. Congress UP SC cell chairman Bhagwati Chaudhary said the party will start the next phase of the Bhim Jyoti Yatra after the completion of UP's panchayat polls.

NHRC will probe medical negligence complaints in Mumbai

MUMBAI: In a major breakthrough for the patient rights movement, the National Human Rights Commission (NHRC) will conduct a national-level probe into complaints of medical negligence in the public and private health sectors. The first public hearing for the western region will be held at the Tata Institute of Social Sciences (TISS), Deonar, on November 18 and 19.

The six hearings, which will be completed by March 2016, have been organized by the Jan Swasthya Abhiyan (JSA), a national network of civil society organizations. Members of the NHRC, the Union ministry of health & family welfare, state health officials and municipal corporations will attend the hearings.

"The main objective will be to review human rights violations in healthcare services. The NHRC will take steps to ensure action on serious cases, and recommend ways to protect health rights of patients," said JSA's Kamayani Mahabal.

Dr Abhijeet More of JSA said, "In times of sickness, people don't go to public hospitals as they are poorly equipped. But in private hospitals, there is little transparency, people are overcharged and forced to buy medicines from their own pharmacy or undergo tests at their diagnostic laboratories."

At a briefing on Tuesday, JSA members invited people to write or email their complaints along with relevant papers. "We hope the hearings will lead to recognition of patient rights and the setting up of a special redressal system that will offer time-bound solutions instead," said More.

Dr Noorjehan Niaz of the Bharatiya Muslim Mahila Andolan said, "Muslim ghettos have fewer healthcare posts and almost no anganwadis. At public hospitals, Muslim women face neglect, denial, abuse and even violence."

The NHRC hearings will focus on issues related to women, Dalits, Adivasis and workers. Denial of benefits under the Rajiv Gandhi Jeevandayee Arogya Yojana will also be probed.

Killing a Rationalist: Silencing Reason

The killing of Professor Maleeshappa Madhivallapa Kalburgi on 30^th August 2015 came as a severe jolt to all those who are for an open, liberal society, who uphold the values of reason and are against blind faith. Prof. Kalburgi was a renowned scholar with over 100 books to his credit. He had brought to fore the ideology of Basavanna; the 12^th Century poet saint of Kannada; and had supported the idea that Lingyats, the followers of Basavanna be given the status of religious minorities as they do not belong to the Vedic tradition. His study of Vachanas, the teachings contained in the verses of Basavanna, was a profound contribution to the rational though.

It was his forthright reminder of Basavanna's teachings, criticism of idol worship and Brahmanical rituals, which earned him the wrath of Hindutva groups like Bajrang Dal. As there are many traditions within the broad pantheon of Hinduism, the atheist tradition has its own existence from centuries, Charvak being the one from ancient times. Even opposition of idol worship is not new to Hindu traditions as Swami Dayanand Sarswati, founder of Arya Samaj, had given the call to stop the idol worship.

Incidentally as we are receiving the news of this killing, the neighboring Bangla Desh has witnessed the murder of three young secular bloggers in recent times (2015). In Syria a Scholar Khaled al-Assad has been put to death by ISIS fanatics. Maharashtra was shaken by the murder of a rationalist of repute Dr. Narendra Dabholkar nearly two years ago. He was instrumental in getting the law against black magic and practices related to blind faith passed in Maharashtra. Another well respected activist, Comrade Govind Pansare was killed just a year ago. Pansare was working on many issues; anti-blind faith campaign being one of them. He is also the author of well known tract on Maharashtra's revered king Shivaji. Contrary to the communal presentation of Shivaji as anti Muslim king, Pansare shows that Shivaji was the king who was very sympathetic to the farmers (rayyat) and that he was respecting all religions. This interpretation of Shivaji is a great eyesore to the Hindutva politics.

On the back of the murders of these two rationalists, comes the murder of Dr. M.M. Kalburgi on 30^th August 2015 in his home in Dharwad. Prof Kalburgi was a very well accomplished man, ex Vice Chancellor of Kannada University in Hapmi, and recipient of National and Karnataka Sahitya Academy Awards for his writings. The learned professor had deep study of Virshaiva, Basavanna tradition amongst others. The opposition to him was due to his criticism of idol worship, Brahmanical rituals and ritualization of Basavanna tradition by Lingyats. Controversies followed him and so did the threats from conservative forces. The first one of which, was the publication of Marga treatise on Kannada folklore including articles on Virshaiva, Basavanna. Due to the death threats to him time and over again police protection was given. This police protection was withdrawn on his request recently. He supported U.R. Anathmurthy on the issue of stopping idol worship. When he invited VHP leaders and the pontiff of Vishveshra Tirtha Swami for a public debate; another controversy followed. His support to Karnataka bill against practices of superstition invited anger of Bajarang Dal and associate organizations and he had to face protest; where his effigy was burnt.

There is a pattern in the murders of Dabholkar, Pansare and Kalburgi. Though there are some differences in the broad range of field of their social engagement, the similarity is very striking. They were rational, they made their voice abundantly clear and many threats were received by them. Another stark similarity is that all these three murders took place in early mornings by those who came on motor cycles, one person driving the bike and the second one pumping bullets. Strangely despite a long lapse of time the killers of Dabholkar and Pansare have not been nabbed so far.

After the murder of Kalburgi one Bajrang Dal activist Bhuvith Shetty tweeted, ***"Then it was UR Ananthamurthy and now MM Kalburgi. Mock Hinduism and die dogs (sic.) death. And dear KS Bhagwan you are next" .*** This tweet was later withdrawn. Also many a person's related to Hindu right wing organizations started saying that Kalburgi had insulted Hindu gods, so anger among Hindus and so such murders. This is a subtle justification of the intolerance which our society is being gripped with. As such the attitude of communal elements in different religions is very similar. One recalls the threat to Salman Rushdie, the type of intolerance shown to Taslima Nasreen and the murder of bloggers in Bangla Desh and also murder of Salman Taseer in Pakistan. Taseer had stood in defense of a Christian woman who was accused of blasphemy.

The opposition to the voices of reason has been going on in History all through. One can as well begin with Charvak, who opposed the Brahmanical understanding about the world, divine nature of Vedas in particular. Charvak said Vedas are manmade, social in nature, and was persecuted. Gradually with the power of clergy the imposition of faith on society became more institutionalized. Even teachings of Gautam Buddha, who was agnostic, and talked about the social nature of human problems, were attacked. This had led to the wiping out of Buddhism from India. The medieval Bhakti saints were also more for rational thinking, critical of the imposition of various social practices-rituals in the name of faith. Many saints like Tukaram in Maharashtra had to face persecution at the hands of those who were close to social power, the clergy.

Globally one can see the same pattern in Europe. In Europe the scientists, rational thinking had to face the opposition from organized Church, which condemned Galileo to hell for stating that the Earth is round etc. Similar was the fate of many scientists who had to face inquisitions and punishments of various types. Clergy hid behind the façade of 'divine authority': faith, and tried to stall the process of social change and halt the scientific thinking. The society over a period of time overcame the opposition to the rational thinking and so we saw the rooting of science and scientific inquiry. Clergy had maintained that they are the repository of whole knowledge; as knowledge is already there in our 'Holy books'. This is a part generalization and it manifested in different cultures and religions in diverse ways. In Pakistan, some Maulanas asserted that the problems related to power can be solved by doing research on djinns, who are power houses of infinite energy; this was presented as part of the religious knowledge.

In India with freedom movement, those standing for social change and transformation did stand for rational thinking and critiqued the scriptures from that angle. The traditionalists, who wanted to retain the old social equations; resorted to 'our glorious heritage of knowledge'. Faith based understanding was counterpoised against the spirit of scientific inquiry. With independence, with Nehru being at the helm of affairs, the notion of 'scientific temper' came up in a big way paving the way for establishment of institution of higher learning and research; leading to the national growth and transformation towards democratic structures. This was the time when the nation was looking forward to all round progress and rational thinking was duly promoted. The national science resolution; based on reason and logic was passed unanimously in 1958.

Things start changing in the decades of 1980s. The politics in the name of religion came up in a very assertive manner and faith not only continued to be the emotional support system in the times of social anxiety but some political forces started asserting identity politics, faith based politics. Identity issues and faith based politics started getting more legitimacy. The social conservatism and undermining of rational thought went hand in hand. Incidentally it is around this time also when the groups promoting rational thought, scientific temper, groups to oppose blind faith, came up. The most prominent of these groups was Kerala Sastra Sahitya Parishad. Later in Maharashtra Narendra Dabholkar took the lead to establish Andhshraddha Nirmulan Samiti (Committee to oppose Blind faith).

This took the Maharashtra conservative elements by storm as the volunteers of this organization started going from village to village and started demonstrating the science behind the magic tricks which were being practiced by hoards of God men and other of their tribe, who were taking full advantage of the social insecurity of poor villagers and exploiting them. Pansare, in addition to opposing blind faith was also disseminating the values of Shivaji, presenting him as a person respecting all religions, which Shivaji was. The right wingers could not stomach it; neither could they oppose the logical formulations presented by him. In Karnataka individual like U.R. Ananthmurthy articulated against idol worship and blind faith. Kalburgi not only supported U R Anathmurthy; he also went on the support the bill against the practices promoting blind faith. He did author papers/books to disseminate his ideas.

Slightly back in time when the first NDA Government came to power with Dr. Murli Manohar Joshi as the MHRD minister, he introduced the courses like ritualism (paurohitya) and astrology (jyotish shastra) in the universities. This gave a big boost to the 'faith' based groups who were politically close to the politics in the name of Hindu religion. With the new Government coming to power (2014) again now the mythology is being promoted as history, the Pushpak viman, 'plastic surgery in ancient India' etc. is being promoted; at the same time so called fringe elements, which as such are part of the Hindutva politics, are becoming more assertive. The liberal open space is shrinking and the place of debate is being taken by physical violence. The liberal values which accept the validity of differences is being eliminated by force, intimidation and even partly by state support. The murder of these 'saintly' figures , Dabholkar, Pansare and Klaburgi, just goes to show that we are landing in a situation where those entrenched in the conservative values are becoming dominant and do not want the rational thinking to exist in our society.

The aggressive stance by the Hindutva right wing on those who are putting forward the rational thought, criticizing the ills of caste system, idol worship etc. is ideological supplement to the politics of Hindu right wing. The march of this politics in recent years has been built around identity issues like Ram temple or cow slaughter. Their whole assertion is built around the Brahmanical Hinduism, which upholds the caste hierarchy. The ideology being propounded by the likes of Dabholkar, Pansare and Kalburgi stands closer to the ideology for liberation from the caste hierarchy, which is the root of HIndutva politics. This politics does target the religious minorities, while ironically Hinduism is so diverse with contradictory tendencies within same religious umbrella. Kalburgi's murder is part of the larger scheme of things where the ideologies opposed to the present status quo are being hounded along with persecution of those who are struggling to uphold these values.

On the other hand there has been a tremendous opposition to these brutal acts. The social groups upholding pluralism and rationalism have been agitating against these murders and the ideology of those involved in these killings. Opposition of sections of society to the murders of Daholkar, Pansare and Kalburgi shows that there are still large numbers of people who are willing to uphold rational values and that gives a ray of hope for the times to come. In last couple of years after the murder of Dabholkar, various social groups have been coming together with a determination not only to oppose the intolerant conservative aggressive right wing politics, but also to take up the unfinished task of these slain pioneers committed to social change.

Acting Ameer of Bangladesh Jamaat-e-Islami, Maqbul Ahmed has issued the following statement on 7th September, 2015 protesting and condemning the unjust arrest of 13 leaders and activists of Jamaat-e-Islami including its central Nayeb-e-Ameer, Central President of Bangladesh Sramik Kollan Federation and former lawmaker Professor Mujibur Rahman and party's central Assistant Secretary General Professor Mia Ghulam Parwar.
"Professor Mujibur Rahman was holding a meeting of the central executive committee of the Sramik Kollan Federation in a house in the capital. The law enforcers arrested them from there. Such an arrest of Jamaat leaders from a domestic meeting is totally unlawful and unjust. The law enforcers did not arrest these 13 leaders and activists only; rather they have staged a drama of recovering 20 bombs from the detainees. The government is carrying out torture and repression against Jamaat-e-Islami and Chhatrashibir like a fascist authority just to make the party leaderless in a bid to launch one party rule in the country. It is a democratic and constitutional right of a citizen to hold meeting or to attend rally or procession. I am vehemently protesting and condemning the undemocratic activities, staged drama, harassment, repression and crackdown of the government.
I am declaring nationwide peaceful demonstration on 8th September, Tuesday protesting against the government's repression and demanding the unconditional release of the detained leaders. I am calling upon the wings and front organizations of Jamaat-e-Islami and seeking the assistance of the countrymen to make the declared peaceful demonstration program succesful.

आज देशातील समाज व्यवस्थाता दोन वादा मध्ये विभागली गेली आहे. हे काही आजचे नाही. या समाज व्यवस्थेता येथिल शासनकर्ती जमात जबाबदार आहे. त्यामुळे हे विषारी वातावरण आज निर्माण झाले आहे. गेल्या 60-65 वर्षात ज्या काही शासन व्यवस्थाता होती ति त्यामुळेच असे घडले आहे. येथिल प्रत्येक समाजाला त्याच्या वेगळया स्वरुपात वावरण्याचा हक्क आहे, परंतु त्याचा आज अतिरेक होत असता आपण सर्व पाहत आहोत. हि परिस्थिती कोणी तर येऊ आपल्यासाठी बदुल देणार नाही. तर आपणच काही तरी हालचाल केले पाहिजे. या देशात आज कोणही सुरक्षीत नाही, येथे दिवसा ढवळया आपणास गोळया घालुन मारले तरी कोणाचे काहीच बिगडणार नाही. फक्त एक दिवसापर्यंत आपले सगेसोईरे येथिल व दोन तासासाठी आपल्याला शेवटया वाटेवर सोडुन जातील, त्या नंतर कोणास वेळ राहणार नाही. समाजाच्या नावावर येथे चालत आलेला नाच आपण आपल्या उघडया डोळयाणी न बघता पुढे चाल आहोत. याची मात्र शर्म वाटते. म्हणे अन्याय करणा-या पेक्षा अन्याय सहन करणारा मुर्ख असतो. मग आपला सर्व समाजात महामुर्खांच्या पंगतीती बसला आहे. हे सिध्द करण्यासाठी वेगळे काहीच करावे लागत नाही. चार दोन वेळा फेसबुकावर निषेध, नंतर उगार टवाळ पोष्ट टाकणे, म्हणे अन्याय सहन करणारे, 60-65 वर्ष काय करत आहोत ? अन्याय सहनच करत आहोत ना. आरे जाऊ दया एक दोघांना गजाआड, सांडु घ्या रक्त त्या शिवाय काय स्वातंत्र मिळणार आहे. म्हणे 1 जानेवारी ला भिमाकोरेगांवी मोठी जत्रा भरते, कोणाची हि जत्रा भित्रया सशांची का मलाकांचे पाय चाटणाऱ्या कुत्रयांची ? हेच समजत नाही. दरोराज कुठेणा कुठे बलात्कार, मारजोड, बळी दिले जातात. कोणाचे बळी दिलेजातात. बकऱ्यांचे बळी दिला जातो. मग काय करणार असे बकऱ्यांच्या कळपाचे जे फक्त कत्तल करण्यासाठी असतात. विचार करा.

-- বাংলাদেশি হিন্দুরা ভারতের রেড কার্পেটে পা রাখবেন ?

বাংলাদেশে যে সংখ্যালঘু হিন্দুরা কোনও কারণে নিরাপদ বোধ করছেন না, তারা কি নিশ্চিন্তে ভারতে পাড়ি দিতে পারেন? আর যদি বা ভিটেমাটি ছেড়ে ভারতে চলেও যান তাহলে কি সেখানে সোনালী দিন অপেক্ষা করছে?

উত্তরটা একইসঙ্গে হ্যাঁ এবং না। এটা ঠিক, বাংলাদেশ বা পাকিস্তান থেকে যে ধর্মীয় সংখ্যালঘুরা ভারতে চলে এসেছেন, ভারত তাদের পাকাপাকিভাবে সে দেশে থাকতে দেওয়ার সিদ্ধান্ত নিয়েছে।

কিন্তু ভারতের স্বরাষ্ট্র মন্ত্রণালয় এও জানিয়েছে, এই হিন্দু-শিখ বা বৌদ্ধদের দীর্ঘমেয়াদী ভিসা দেওয়া হবে মানবিক কারণে। তবে শর্ত একটাই, ২০১৪-এর ৩১ ডিসেম্বর বা তার আগে যারা ভারতে প্রবেশ করেছেন তারাই কেবল এ সুযোগ পাবেন। ফলে সোজা কথায়, এখন যদি কোনও হিন্দু বাংলাদেশ থেকে ভারতে যাওয়ার সিদ্ধান্ত নেন, তার কপালে এই সুবিধা জুটতে নাও পারে।

সবচেয়ে বড় কথা, যে বেশ কয়েক লাখ হিন্দু এর আওতায় পড়ছেন, শরণার্থীদের প্রাপ্য সব সুযোগ-সুবিধাই তাদের মিলবে, তবে নাগরিকত্বের ব্যাপারে ভারত তাদের এখনই কোনও প্রতিশ্রুতি দিচ্ছে না। ফলে ভারতে থাকতে পারলেও তাদের কতদিন সে দেশে কার্যত শরণার্থী হিসেবে থেকে যেতে হতে পারে তারও কিন্তু কোনও নিশ্চয়তা নেই। হয়তো এমনও হতে পারে, তাদের পরবর্তী প্রজন্ম কখনও পূর্ণ ভারতীয় নাগরিক হতেই পারলেন না!

ভারত সরকারের বক্তব্য, ধর্মীয় কারণে নির্যাতনের শিকার হয়ে বা নির্যাতনের ভয়ে বেশ কয়েক লক্ষ সংখ্যালঘু মানুষ প্রতিবেশী বাংলাদেশ বা পাকিস্তান থেকে ভারতে এসে আশ্রয় নিয়েছেন। এই হিন্দু-বৌদ্ধ-শিখ-জৈনরা কেউ কেউ ভিসা নিয়ে ভারতে ঢুকলেও ভিসা শেষ হওয়ার পরও আর দেশে ফেরেননি, অনেকেই আবার কোনও কাগজপত্র ছাড়া হয়তো স্রেফ দালালকে ধরে সীমান্ত পেরিয়েছেন।

এখন ভারতের স্বরাষ্ট্র মন্ত্রণালয়ের সিদ্ধান্ত, গত বছর পর্যন্ত যারা এভাবে ভারতে এসেছেন তাদের দীর্ঘমেয়াদী ভিসা দিয়ে ভারতেই থাকার সুযোগ করে দেওয়া হবে। আসলে ক্ষমতাসীন দল বিজেপি এর মাধ্যমে তাদের পুরনো একটি প্রতিশ্রুতিই রক্ষা করল।

প্রধানমন্ত্রী নরেন্দ্র মোদি নির্বাচনি প্রচারে বারবার বলেছিলেন সারা দুনিয়ার হিন্দুদের নির্যাতিত হলে যাওয়ার জায়গা একটাই– ভারত। বিজেপি নেতাদের কথায়, 'ভারত সব ধর্মেরই। কিন্তু এই সিদ্ধান্তের মাধ্যমে ভারত সারা বিশ্বের হিন্দুদের প্রতিই তাদের দায়িত্ব পালন করল।'প্রকারান্তরে বিজেপি নেতৃত্ব এটাও বলতে চাইছেন যে বাংলাদেশ বা পাকিস্তানের মুসলিমদের এর আওতায় রাখা হয়নি। কারণ প্রয়োজন হলে তাদের যাওয়ার জন্য আরও নানা দেশ আছে!

সরকার আসলে এই নির্বাহী আদেশটি জারি করেছে ১৯২০ সালের পাসপোর্ট আইন ও ১৯৪৬ সালের ফরেনার্স অ্যাক্টের আওতা থেকে ওই সংখ্যালঘুদের বাইরে রেখে। যদিও তাদের নাগরিকত্ব দেওয়া নিয়ে বিবৃতিতে কিছু বলা হয়নি। বাংলাদেশ থেকে আসা হিন্দুদের পূর্ণ নাগরিকত্ব দেওয়ার জন্য বহুদিন ধরে ভারতের সুপ্রিম কোর্টে একটি জনস্বার্থ মামলা লড়ছে স্বজন নামে একটি এনজিও। তাদের পক্ষে আইনজীবী শুভদীপ রায় অবশ্য প্রথম পদক্ষেপ হিসেবে সরকারের এ উদ্যোগকে স্বাগত জানিয়েছেন।

তিনি বাংলা ট্রিবিউনকে বলেছেন, 'বাংলাদেশি হিন্দুদের পূর্ণ নাগরিকত্ব দিতে গেলে ১৯৫৫ সালের নাগরিকত্ব আইনে পরিবর্তন আনতে হবে। কিন্তু পার্লামেন্টে যে অবস্থা তাতে সেটা কবে সম্ভব হবে কে জানে। বর্ষাকালীন অধিবেশনে তো সংসদের ৯০ শতাংশরও বেশি সময় স্রেফ নষ্ট হয়েছে, রাজ্যসভাতেও সরকারের গরিষ্ঠতা নেই – ফলে এক্ষুণি আমরা নাগরিকত্ব পাওয়া নিয়ে খুব আশাবাদী হতে পারছি না!'

তিনি সে সঙ্গেই যোগ করেছেন, 'এই সিদ্ধান্তে আমাদের দাবি পুরোপুরি মিটছে না ঠিকই। তবে সরকারের রাজনৈতিক সদিচ্ছার পরিচয় অন্তত মিলছে। আপাতত নির্বাহী আদেশে যেটুকু করা যায় সরকার সেটাই করেছে।'ভারত সরকারের এই সিদ্ধান্তে সম্ভবত সবচেয়ে বেশি রাজনৈতিক প্রভাব পড়বে আসামে। যেখানে বাংলাদেশি অনুপ্রবেশ একটি প্রধান ইস্যু এবং যে রাজ্যে ভোট আর কয়েক মাসের মধ্যেই। সুপ্রিম কোর্টের নির্দেশে ইতিমধ্যেই সেখানে বিদেশি নাগরিকদের চিহ্নিতকরণের কাজ চলছে ও অনেককেই বিদেশি বলে ডিটেনশন ক্যাম্পে আটক রাখা হয়েছে।

ঘটনা হল, আসামে বিরোধিতাটা মূলত বাংলাদেশের মুসলিম অনুপ্রবেশকারীদের বিরুদ্ধে। যদিও ডিটেনশন ক্যাম্পে আটকদের মধ্যে অনেক হিন্দুও আছেন। আসামে শিলচরের এমপি ও কংগ্রেস নেত্রী সুস্মিতা দেব মনে করছেন এই সরকারি নির্দেশনামা সেই সঙ্কটের কোনও সুরাহা করতে পারবে না।

তিনি এই প্রতিবেদককে বলছিলেন, 'দিন দশেক আগেই আমি শিলচরের বহু ক্যাম্পে গিয়ে দেখেছি বাংলাদেশ থেকে আসা হিন্দুরাও সেখানে দীর্ঘদিন ধরে আটক আছেন এবং তারা দেশে ফিরতে চান। কিন্তু তাদের আমি বোঝাতে পারিনি ভারত-বাংলাদেশের মধ্যে একটি অর্থপূর্ণ ডিপোর্টেশন চুক্তি না-থাকলে তাদের ফেরত পাঠানো সম্ভব নয়। ফলে তারা কেউ ছমাস, কেউ দুছর ধরে ক্যাম্পেই আটকে আছেন।'

আসামের বরাক উপত্যকার কংগ্রেসি দিকপাল সন্তোষমোহন দেবের কন্যা সুস্মিতা দেব তাই মনে করছেন এই অসহায় মানুষগুলো শিবির থেকে মুক্তি পাবেন কি না তার কোনও জবাব কিন্তু নির্বাহী আদেশে নেই। তিনি আরও বলছেন এই সিদ্ধান্তে বাংলাদেশি হিন্দুরা কেউ সান্ত্বনা পেলে তার বলার কিছু নেই, তবে এটা কোনও সর্বাত্মক সমাধান নয় – বরং আসামের নির্বাচনের আগে ঝুলিয়ে দেওয়া একটা 'ললিপপ'মাত্র!

এই সিদ্ধান্ত বিজেপিকে আসামে কোনও নির্বাচনি ফায়দা দিক বা না-দিক, বাংলাদেশ বা পাকিস্তানের যে হিন্দু বা শিখরা দিনের পর দিন ভারতে অবৈধভাবে বাস করছিলেন তারা যে সাময়িক স্বস্তি পাবেন তাতে কোনও সন্দেহ নেই। তবে সরকার একটা কাট-অফ তারিখ বেঁধে দিলেও এর পর নতুন করে বাংলাদেশ বা পাকিস্তান থেকে ভারতে সংখ্যালঘুদের আসার ঢল নামতে পারে, এমন একটা সম্ভাবনাও কিন্তু দিল্লি নাকচ করছে না।

भारत ही संसार का एकमात्र देश है जहाँ बॉक्स-ऑफिस पर सफल अभिनेताओं-अभिनेत्रियों तथा स्टेडियम में कामयाब क्रिकेटरों को ब्रह्माण्ड के किसी भी विषय का विशेषज्ञ मान कर चला जाता है.आप सल्मान ख़ान को सौर-ऊर्जा और ईशांत शर्मा को ईशावास्योपनिषद पर परामर्श देते देख-सुन सकते हैं.उन जैसों की सेलेब्रिटी आड़ में अपना बौद्धिक दीवालियापन और अलोकप्रियता छिपाने, भीड़ तथा स्पाँसर जुटाने और मीडिया-कवरेज सुनिश्चित करने के लिए सरकारें और संस्थाएँ किसी-न-किसी बहाने उन्हें मंच पर अपनी बग़ल में बैठाल ही लेती हैं.

इस भोपाली विश्व हिंदी सम्मेलन को ही लीजिए.पिछले एक-दो में मैं गया हूँ और बाक़ी के बारे में बतौर पत्रकार पढ़ा-सुना-छापा है.नागपुर के बाद ही मेरा विश्वास दृढ़ हो गया था कि इस सम्मेलन सहित हिदी के नाम पर चल रहे ऐसे सारे आयोजनों और संस्थानों को,जिन्हें आढ़तें और दूकानें कहना अधिक उपयुक्त होगा, अविलम्ब और स्थायी रूप से बंद कर देना चाहिए. मेरे अनेक विदेशी हिंदी विद्वान मित्र इस विश्व सम्मेलन से बहुत दुःखी और निराश रहते हैं.हाँ,मुफ़्तखोर हिन्दीभाषी हिंदी ''विद्वानों''के लिए यह विभिन्न जुगाड़ों की एक स्वर्ण-संधि रहती है.और इस बार तो अवतार-पुरुष अमिताभ बच्चन के ऐतिहासिक दरस-परस, सैल्फ़ी-सान्निध्य की प्रबल संभावना है.देखते हैं कौन बनता है करोड़पति.

यूँ अमिताभजी की हिंदी पैडिग्री शंकातीत है.वह हिंदी के ''मधुशाला''जैसे लोकप्रिय काव्य और ''क्या भूलूँ क्या याद करूँ''सरीखे दिलचस्प,भले ही नैतिक रूप से कुछ संदिग्ध, आत्मकथा-खंड के प्रणेता,लेकिन अंग्रेज़ी के एम.ए.पीएच.डी. इलाहाबादी प्राध्यापक हरिवंशराय ''बच्चन''के बेटे हैं,हिंदी उनकी मातृभाषा है,जो कि बहुत कम फिल्मवालों के लिए कहा जा सकता है, और हिंदी साहित्य के सभी छोटे-बड़े हस्ताक्षर इलाहाबाद या दिल्ली में उनके निवास पर अत्यंत मिलनसार और डेमोक्रेटिक पिता बच्चन और अनिन्द्य सुन्दर किन्तु उतनी ही सख्त माँ तेजीजी के सान्निध्य हेतु आते-जाते रहते थे.एक ''नमश्कार''को छोड़कर इतनी सही और अच्छी हिंदी बोल पानेवाला इतना बड़ा अभिनेता मुंबई में अमिताभ से पहले कोई नहीं हुआ.

लेकिन यह अपवाद नहीं,नियम होना चाहिए था.जिस तरह हम अपने इन्फ़ीरिऑरिटी कॉम्प्लेक्स में किसी विदेशी को हिंदी बोलते सुनकर धन्य या कृतकृत्य होते हैं,वैसे किसी बड़े या छोटे हिन्दुस्तानी एक्टर को देखकर क्यों हों ? फिल्म उद्योग अब तक हिंदी से कई खरब रुपये कमा चुका है.हिंदी-उर्दू-हिन्दुस्तानी में अँगूठा-छाप,नामाक़ूल एक्टर-एक्ट्रेस अरबपति हैं.खाते हिंदी की हैं,बोलते ग़लत-सलत ख़ानसामा-अंग्रेज़ी में हैं और उसे भी ठीक से लिख नहीं सकते.

इसलिए जब अर्ध-विश्वसनीय,अनर्गल हिंदी अखबारों में कहा जा रहा है कि अमिताभ बच्चन विश्व हिंदी सम्मेलन के मंच से आख़िरी दिन युवा पीढ़ी को हिंदी वापरने के लिए प्रेरित करेंगे और उसे सीखने के गुर बताएँगे,जबकि ऐसी युवा पीढ़ी वहाँ निमंत्रित ही नहीं है, तो इब्तिदा में ही लाचारी से कहने का दिल करता है कि मियाँ हकीम साहब पहले अपने कुनबे का तो इलाज कीजिए.जया बच्चन तो जबलपुर-भोपाल की और लेखक-पत्रकार तरुणकुमार भादुड़ी की बेटी होने के कारण उम्दा हिंदी बोल लेती हैं,लेकिन उनके बेटे-बहू की हिंदी ?

दरअसल अमिताभ बच्चन,और उनसे पहले दिलीप कुमार,ने फिल्म इंडस्ट्री में तहजीब और ज़ुबान के साथ खयानत की है.उन्होंने निजी तौर पर तो हुनर के नए मयार कायम किए लेकिन अपने रोब-दाब के बावजूद अपनी बिरादरी को वह रूहानी रहनुमाई नहीं दी जो वह दे सकते थे.इन्होने अपना एकांत निर्वाण पा लिया लेकिन मूसा,बुद्ध,मुहम्मद,गाँधी,नेहरू,आम्बेडकर की तरह अपनी कौम को मुक्ति नहीं दिला सके.उनमें एक कृपण स्वार्थपरकता है.आज सिने-उद्योग में उर्दू का फ़ातिहा पढ़नेवाला कोई नहीं है और खराब हिंदी ग़लत रोमन में लिखी जा रही है.

बच्चनजी ने श्रद्धालु या मित्र-लेखकों के समर्पित दस्तखतों वाली स्वयं को भेंट की गई सैकड़ों साहित्यिक पुस्तकों को घर में स्थानाभाव के कारण दरियागंज दिल्ली के फ़ुटपाथी कबाड़ी बाज़ार में बिकवा कर बरसों पहले ऐसा स्कैंडल बरपा किया था जो अब तक एक दुस्स्वप्न की तरह याद किया जाता है.लेकिन अमिताभजी के पास अपनी या ग़ैरों की सौ हिंदी किताबें भी होंगी इसकी कल्पना कठिन है.हिंदी की किसी साहित्यिक पत्रिका का तो कोई सवाल ही नहीं उठता.

उन्होंने अपने पिता की आत्मकथा के पहले खंड का अनुवाद रूपर्ट स्नैल से करवा कर छपवाया ज़रूर था,उनकी अन्य रचनाओं को लेकर भी उनकी कुछ योजनाएँ हैं,लेकिन उनकी स्मृति में कोई महत्तर साहित्यिक पुरस्कार या न्यास स्थापित नहीं किया,इलाहाबाद या दिल्ली यूनिवर्सिटी को हरिवंशराय बच्चन चेयर या फ़ैलोशिप नहीं दी, न अपने शेरवुड स्कूल या किरोड़ीमल कॉलेज में कोई हिंदी लेखन,भाषण या वाद-विवाद प्रतियोगिता ही स्थापित की,जबकि पैसा है कि उनके सभी पारिवारिक बँगलों में चतुर्भुज बरस रहा है.उन्होंने यदि हिंदी भाषा या साहित्य पढ़े हैं तो किस स्तर तक,इसकी कोई जानकारी हासिल नहीं है.अमिताभ बच्चन का कोई भी सम्बन्ध मुंबई की या वृहत्तर हिंदी साहित्यिक दुनिया से नहीं है.उनका सम्बन्ध साहित्य से ही नहीं है.

तब उन्हें इस विश्व हिंदी सम्मेलन के अंतिम दिन के शायद अंतिम सत्र में हिंदी को स्वीकार्य और लोकप्रिय बनाने का उपक्रम और आह्वान करने का जिम्मा प्रधानमंत्री ने क्यों सौंपा? प्रधान मंत्री इसलिए कि हर स्तर पर कहा जा रहा है कि इस सम्मेलन का एक-एक ब्यौरा ख़ुद नरेनभाई देख और तय कर रहे हैं.सब कुछ टॉप सीक्रेट है.हम जानते ही हैं कि अमितभाई चैनलों और अखबारों में न जाने क्या-क्या,उन्हें खुद याद नहीं होगा कि क्या, बेचने के अलावा गुजरात के ब्रांडदूत भी हैं,भले ही पता नहीं कहाँ से प्रकट होकर इस हार्दिक पाटीदार-पटेल ने आठ आदमी मरवा डाले और गर्वीले गुजरात का गुड़-गोबर कर दिया.

भाजपा करे भी तो क्या ? उसके पास न सही बुद्धिजीवी हैं न असली लेखक.अटलजी बहुत खराब कवि हैं लेकिन सुपर स्टार नरेनभाई तो बदतर कहानीकार हैं और महान गुजराती कथा साहित्य और आलोचना को बदनाम कर रहे हैं.समझ से परे है कि नेताओं को कवि-लेखक बनने का शौक़ क्यों चर्राता है ? लेखकों के नाम पर भाजपा के पास उन्हीं-उन्हीं मीडियाकर प्रतिक्रियावादी जोकरों की गड्डी है,उसे जितना भी फेंटो वही निकर कर आते हैं.इसीलिए इस सम्मेलन में प्रासंगिक सर्जनात्मक हिंदी लेखन के लिए कोई गुंजाइश नहीं रखी गई है. जैसे भी हैं,जहाँ भी हैं,आज हिंदी के अधिकांश साहित्यकार कम-से-कम अपने लेखन और घोषणाओं के अनुसार सेक्युलर,प्रतिबद्ध और वामपंथी तो हैं.सुना है आर.एस.एस. के पास उनकी एक लम्बी,काली सूची भी है जो अस्पृश्यता की चेतावनी के साथ मंत्रालयों-विभागों के पास रख दी गई है,हालाँकि मुझे लगता है कि इसमें नाटकीय अतिशयोक्ति है क्योंकि लुम्पेन हिन्दुत्ववादी तत्व हिंदी के लेखकों को फ़िलहाल इतना ख़तरनाक नहीं समझते हैं.इसीलिए नागपुर के उत्तर में अभी तक दाभोलकर या पानसरे नहीं हो पाया है.

हॉलीवुड,ब्रॉलीवुड या यूरोवुड में सैकड़ों एक्टर-एक्ट्रेस हैं जिनके पास आर्ट्स,साइंस और कॉमर्स-बिजनेस-आइ.टी. में स्नातकोत्तर तथा पीएच.डी तक की डिग्रियाँ हैं, अपनी मातृभाषा और अन्य ज़ुबानों पर असाधारण अधिकार है.उनमें से कई तो असली लेखक हैं.वहाँ साहित्यकारों और उनकी कृतियों पर फ़िल्में बनती हैं.''लॉस्ट इन ट्रांसलेशन''सरीखा बहुअर्थी फिल्म-शीर्षक हिंदी में असंभव है,जिसका सन्दर्भ अधिकांश हिंदी लेखकों-पत्रकारों तक की जानकारी और समझ से परे है.विदेशों में सरकारी या निजी कोई विश्व देशभाषा सम्मेलन नहीं होते हैं और होते भी तो उनमें न तो नेता जाते,न एक्टर बुलाए जाते न वह खुद जाते.वह अपनी भद्द नहीं पिटवाते.यहाँ तो जितने छिछले और छिछोरे नेता, उतने ही मतिमंद, मौक़ापरस्त और मुसाहिब अभिनेता.अब तनी द्याखौ अइसन सरउ बिस्व हिंदी सम्मेलन मा हमका हिंदी सिखैहैं.

जिस भाषा में हम बिलखते हैं
और बहाते हैं आंसू
वे उस पर करते हैं सवारी
भरते हैं उड़ान उत्तुंग आसमानों में

एक कहता है मैं नहीं गया
मुझे गिना जाए त्यागियों में
एक कहता है मैं चला गया
मुझे गिना जाए भागियों में

एक आसमान से गिरा रहा था सूचियां
हिन्दी पट्टी के सूखे मैदानों पर

हिन्दी के एक नए शेख ने
बना रखा था सरकारी कमेटियों का हरम
एक से निकलकर
दूसरे में जाता हुआ

एक मूल में नष्ट हो रहा था
दूसरा ब्याज में और तीसरा लिहाज़ में

एक चिल्लाता था
मैं जीवन भर होता रहा अपमानित
अब मुझे भी किया जाए सम्मानित

एक कहता था
मुझे दे दिया जाए सारा पैसा
मैं उसका डॉलर में अनुवाद करूंगा

यह एक अजीब शामिल बाजा था
जिसमें एक बाजारू गायक
अश्लील भजन गा रहा था

एक सम्पादक
विदेश राज्य मन्त्री के जूते में
निर्जनता ढूंढ रहा था
एक पत्रकार का
शास्त्री भवन की एक दराज़ में
स्थाई निवास था

एक कहता था मैं इतालवी में मरूंगा
एक स्पेनिश में अप्रासंगिक होना चाहता था
एक किसी लुप्त प्राय भाषा के पीछे
छिपता फिरता था

एक रूठ गया था
एक को मनाया जा रहा था
एक आचार्य जवाहरलाल नेहरू विश्वविद्यालय
में कराह रहा था
एक मसखरा
मुक्तिबोध पर व्याख्यान दे रहा था

एक मृतक

ब्रिटिश एअरवेज़ के पंखों से लिपटा हुआ था

दूसरा मृतक
भविष्य में होने वाली
सभी गोष्ठियों की अध्यक्षता कर चुका था
एक आत्मा
आगामी बरसों के
सभी प्रतिनिधि मण्डलों में घुसी हुई थी

यह भूमण्डलीकरण का अजब नज़ारा था कि
सोहो के एक भड़कीले वेश्यालय में
हिन्दी का लंगोट लटक रहा था

और दूर पूरब में
और धुर रेगिस्तान के किसी गांव में
जन्म लेता हुआ बच्चा
जिस भाषा में तुतलाता था
उसे हिन्दी कहा जाता था

कहां खो गया प्रतिरोध !
क्या भविष्य में सिर्फ़
भिखारियों के काम आएगी
यह महान भाषा !

इसी भाषा में एक कवि
दो टूक कलेजे के करता पछताता
लिखता जाता था कविता
और फाड़ता जाता था।

नीलाभ जी,मैं आपसे सहमत हूं।
मेरी समस्या यह है कि में भाषा,साहित्य,कला और संस्कृति को विशुद जनसंस्कृति मानता रहा हूं,जिसपर हक सिर्फ जनता का होना चाहिए।सियासत,हुकूमत या मजहब के दायरे में बाजार के हक में जो आयोजन होते हैं,उसमें मेरी कोई दिलचस्पी नहीं है और यह कमसकम मेरे लिए नकोई मसला है और न मुद्दा।ऐसे किसी भी आयोजन से कुछ बनता बिगड़ता नहीं है और न सभ्यता का विकास पार्टीबद्ध हुआ है।बुनियादी मसले तो कुछ और हैं जो सिर से नजरअंदाज हो रहे हैं।

विष्णु खरे की यह टिप्पणी अरसे बाद बहुत सटीक ढंग से कथित "विश्व" हिदी सम्मेलन की पोल खोलती है. मगर अफ़सोस न तो वे चेतेंगे जिन्हें यह टिप्पणी सम्बोधित है, न वो जिनके लिए यह लिखी जा रही है, कोढ़ में खाज की तरह भाजपा सांसद सेनापति वी के सिंह का वह बयान भी आया है कि हिन्दी लेखक मुफ़्त की दारू पीने के लिए ही ऐसे आयोजनों में जाते हैं, जबकि कौन नहीं जानता कि कितने दारू वी के सिंह और उनके फ़ौजे साथी डकार गये.

भारत ही संसार का एकमात्र देश है जहाँ बॉक्स-ऑफिस पर सफल अभिनेताओं-अभिनेत्रियों तथा स्टेडियम में कामयाब क्रिकेटरों को ब्रह्माण्ड के किसी भी विषय का विशेषज्ञ मान कर चला जाता है.आप सल्मान ख़ान को सौर-ऊर्जा और ईशांत शर्मा को ईशावास्योपनिषद पर परामर्श देते देख-सुन सकते हैं.उन जैसों की सेलेब्रिटी आड़ में अपना बौद्धिक दीवालियापन और अलोकप्रियता छिपाने, भीड़ तथा स्पाँसर जुटाने और मीडिया-कवरेज सुनिश्चित करने के लिए सरकारें और संस्थाएँ किसी-न-किसी बहाने उन्हें मंच पर अपनी बग़ल में बैठाल ही लेती हैं.
इस भोपाली विश्व हिंदी सम्मेलन को ही लीजिए.पिछले एक-दो में मैं गया हूँ और बाक़ी के बारे में बतौर पत्रकार पढ़ा-सुना-छापा है.नागपुर के बाद ही मेरा विश्वास दृढ़ हो गया था कि इस सम्मेलन सहित हिदी के नाम पर चल रहे ऐसे सारे आयोजनों और संस्थानों को,जिन्हें आढ़तें और दूकानें कहना अधिक उपयुक्त होगा, अविलम्ब और स्थायी रूप से बंद कर देना चाहिए. मेरे अनेक विदेशी हिंदी विद्वान मित्र इस विश्व सम्मेलन से बहुत दुःखी और निराश रहते हैं.हाँ,मुफ़्तखोर हिन्दीभाषी हिंदी ''विद्वानों''के लिए यह विभिन्न जुगाड़ों की एक स्वर्ण-संधि रहती है.और इस बार तो अवतार-पुरुष अमिताभ बच्चन के ऐतिहासिक दरस-परस, सैल्फ़ी-सान्निध्य की प्रबल संभावना है.देखते हैं कौन बनता है करोड़पति.
यूँ अमिताभजी की हिंदी पैडिग्री शंकातीत है.वह हिंदी के ''मधुशाला''जैसे लोकप्रिय काव्य और ''क्या भूलूँ क्या याद करूँ''सरीखे दिलचस्प,भले ही नैतिक रूप से कुछ संदिग्ध, आत्मकथा-खंड के प्रणेता,लेकिन अंग्रेज़ी के एम.ए.पीएच.डी. इलाहाबादी प्राध्यापक हरिवंशराय ''बच्चन''के बेटे हैं,हिंदी उनकी मातृभाषा है,जो कि बहुत कम फिल्मवालों के लिए कहा जा सकता है, और हिंदी साहित्य के सभी छोटे-बड़े हस्ताक्षर इलाहाबाद या दिल्ली में उनके निवास पर अत्यंत मिलनसार और डेमोक्रेटिक पिता बच्चन और अनिन्द्य सुन्दर किन्तु उतनी ही सख्त माँ तेजीजी के सान्निध्य हेतु आते-जाते रहते थे.एक ''नमश्कार''को छोड़कर इतनी सही और अच्छी हिंदी बोल पानेवाला इतना बड़ा अभिनेता मुंबई में अमिताभ से पहले कोई नहीं हुआ.

भाजपा करे भी तो क्या ? उसके पास न सही बुद्धिजीवी हैं न असली लेखक.अटलजी बहुत खराब कवि हैं लेकिन सुपर स्टार नरेनभाई तो बदतर कहानीकार हैं और महान गुजराती कथा साहित्य और आलोचना को बदनाम कर रहे हैं.समझ से परे है कि नेताओं को कवि-लेखक बनने का शौक़ क्यों चर्राता है ? लेखकों के नाम पर भाजपा के पास उन्हीं-उन्हीं मीडियाकर प्रतिक्रियावादी जोकरों की गड्डी है,उसे जितना भी फेंटो वही निकर कर आते हैं.इसीलिए इस सम्मेलन में प्रासंगिक सर्जनात्मक हिंदी लेखन के लिए कोई गुंजाइश नहीं रखी गई है. जैसे भी हैं,जहाँ भी हैं,आज हिंदी के अधिकांश साहित्यकार कम-से-कम अपने लेखन और घोषणाओं के अनुसार सेक्युलर,प्रतिबद्ध और वामपंथी तो हैं.सुना है आर.एस.एस. के पास उनकी एक लम्बी,काली सूची भी है जो अस्पृश्यता की चेतावनी के साथ मंत्रालयों-विभागों के पास रख दी गई है,हालाँकि मुझे लगता है कि इसमें नाटकीय अतिशयोक्ति है क्योंकि लुम्पेन हिन्दुत्ववादी तत्व हिंदी के लेखकों को फ़िलहाल इतना ख़तरनाक नहीं समझते हैं.इसीलिए नागपुर के उत्तर में अभी तक दाभोलकर या पानसरे नहीं हो पाया है.
हॉलीवुड,ब्रॉलीवुड या यूरोवुड में सैकड़ों एक्टर-एक्ट्रेस हैं जिनके पास आर्ट्स,साइंस और कॉमर्स-बिजनेस-आइ.टी. में स्नातकोत्तर तथा पीएच.डी तक की डिग्रियाँ हैं, अपनी मातृभाषा और अन्य ज़ुबानों पर असाधारण अधिकार है.उनमें से कई तो असली लेखक हैं.वहाँ साहित्यकारों और उनकी कृतियों पर फ़िल्में बनती हैं.''लॉस्ट इन ट्रांसलेशन''सरीखा बहुअर्थी फिल्म-शीर्षक हिंदी में असंभव है,जिसका सन्दर्भ अधिकांश हिंदी लेखकों-पत्रकारों तक की जानकारी और समझ से परे है.विदेशों में सरकारी या निजी कोई विश्व देशभाषा सम्मेलन नहीं होते हैं और होते भी तो उनमें न तो नेता जाते,न एक्टर बुलाए जाते न वह खुद जाते.वह अपनी भद्द नहीं पिटवाते.यहाँ तो जितने छिछले और छिछोरे नेता, उतने ही मतिमंद, मौक़ापरस्त और मुसाहिब अभिनेता.अब तनी द्याखौ अइसन सरउ बिस्व हिंदी सम्मेलन मा हमका हिंदी सिखैहैं.

विकास का कोढ़ फूटने लगा है यूरोप में जिसे आप अभूतपूर्व शरणार्थी सैलाब कह रहे हैं।

फासीवाद का यह कायाकल्प है जो मुक्तबाजार बहार है।

हमारे यह तो यह सैलाब कभी थमा ही नहीं है।

ग्लोबीकरण और मुक्त बाजार ने इस कायनात में तमाम ज्वालामुखियों के मुहाने खोल दिये हैं और प्रकृति, मनुष्यता और सभ्यता खून की नदियों में तब्दील हैं सरहदों के आर पार,महादेशों के आर पार।

मैं पिर वही आइलान हूं जिसका हाथ पिता के हाथ से छूट गया है न जाने कब से।न जाने कब तक जारी रहना है उसका यह भसान और लोगों की सहानुभूति,करुणा और घृणा का बोझ बनकर न जाने कब तक समुंदर की लहरों से टकराता रहेगा आइलान।

महसे घना,हमसे ज्यादा टूटकर मुहब्बत कोई नहीं कर सकता क्योंकि हमें मुहब्बतों का कोई हक नहीं है और न हमें मुहब्बतों का शौक है और न मुहब्बतें हमारे लिए सीढ़ियां हैं।

फिरभी सच यही है कि दुनिया में कोई शरणार्थी मुहब्बत के लिए पैदा होता नहीं है।दुनियाभर कि जिल्लत किल्लत और नफरत उसके बैग बैगेज के साथ टैग है,कुछ न मिले कहीं तो नफरत मुकम्मल मिलती है और कोी नहीं मानता कि अपने हकहकूक की जमीन,जल जंगल जमीन से बेदखल कोई इंसान नागरिक है या एक अदद मनुष्य है।यही शरणार्थी समस्या है.यही सत्ता का किस्सा है।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।मैं भारत का बंटवारा देखता हूं।बंगाल और चीन का अकाल देखता हूं।मराठवाड़ा में दुष्काल देखता हूं।सरहदों के आर पार जारी दंगा फसाद का अनंत सिलसिला देखता हूं।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।मेरे ख्बाबों में होते हैं मोहनजोदोड़ो और हड़प्पा के तमाम बेदखल खंडहरों को देखता हूं और तन्हाई में एकदम अकेला हड़प्पा और मोहनजोदोडो़ं से लेकर इनका और माया सभ्यताओं के दरो दीवार से टकराकर लहूलुहान होता हूं।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।मैं आफसा में कैद अपना जन्नत काश्मीर देखता हूं।डूब में तब्दील देश,हिमालय देखता हूं और समुंदर की मौजों को कच्छ के रण में तब्दील देखता हूं।रायपुर के पुरखौती के आसपास सैकड़ों उजाड़े गये आदिवासी गांवों की तलाश में निकलकर आदिवासी भूगोल के चप्पे चप्पे पर चुस्त चाकचौबंद सैन्य राष्ट्र देखता हूं।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।यूरोप में शरणार्थी सैलाब को देखते हुए मुझे तमाम सामंती और साम्राज्यवादी तचेहरे नजर आते हैं।दुनियाभर में उत्पादक मनुष्यों के कटे हुए हाथ पांव दीखते हैं।दुनियाभर के अनाथ और बंधुआ,मांस एक दरिया में तब्दील खून से लथपथ बच्चे दीखते हैं।बेरोजगार युवा कंबंधों का जुलूस दीखता है।जूट मिल, चाय बागान और बंद कल कारखाने,बेदखल,उजड़े खेत दीखते हैं।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।राम रावण युद्ध,महाभारत,इलियड से लेकर दुनिया के तमाम युद्ध महायुद्ध और वहां से अब भी जारी खून की नदियां और समुंदर दीखते हैं। मुझे वियतनाम दीखता है।लातिन अमेरिका और अफ्रीका नजर आते हैं।आस्ट्रेलिया और न्यूजीलैंड भी।इराक,अफगानिस्तान, लीबिया,इथोपिया,सीरिया,जार्डन,फिलीस्तीन,लेबनान और इजराइल नजर आते हैं।

लोग सरहदों में कंटीली बाड़ देखते हैं और में सरहदों में अपने शरणार्थी पिता का बिंधा हुआ दिलोदिमाग फैलानी की लाश देखता हूं।मैं भूल नहीं पाता ,तोमार नाम आमार नाम वियतनाम।भूल नहीं पाता बंगालके खोये हुए बेदखल लोक गीत।भूल नहीं पाता चंगेज की तलवार,सिकंदर के हमले,हिटलर का जलवा और यहूदियों का कत्लेआम और वे कत्लेआम जो जायनी यहूदियों का काम है,जिसे मुक्त बाजार दुनिया में बाकी दुनिया का काम तमाम है।

हमसे जितनी नफरत है लोगों को,उससे निजात पाने को कायनात की सारी बरकतें नियामतें भी कम है।हम टूटकर मुहब्बत करते हैं लेकिन किसी को दरअसल हमसे मुहब्बत होती नहीं है।इसीलिए हमारा कोई मजहब भी नहीं है।हमारा कोई मुल्क नहीं है।और न हमारा कोई रब है।

मेरे पिता से ज्यादा मुहब्बत मुझसे किसी ने नहीं की।जिनने बचपन में मेरी हाथों में लाल किताब देखकर छीना नहीं,जिनने मुझे कुछ भी पढ़ने या देखने के लिए कभी मना नहीं किया,जिसने मुझ पर कोई पाबंदी नहीं लगायी और मैंने जब भी आसमान का चांद मांगा,उनने तभी आसमान में सीढ़ियां तोड़कर सितारे तोड़कर ला दिये।

मेरे पिता पूर्वी बंगाल के चंडाल नमोशूद्र अछूत किसानों की तेभागा विरासत लेकर आखिरी दम तक किसानों और शरणार्थियों के हकहकूक के लिए,मेहनतकशों के हकहकूक के लिए सरहदों के आर पार बिना पासपोर्ट,बिना वीसा दौड़ लगाते रहे,जेल जाते रहे,मार खाते रहे और अपनी तमाम हदें तोड़कर सत्ता,सियासत और मजहब की दीवारं तोड़ते रहे।मैं उनका उत्तराधिकारी भी नहीं।

मैंने अपने लोगों के न लाठियां खायी है और न जेल गया हूं और न सरहद लांघने की हिम्मत की और न एकमुश्त सियासत,मजहब और हुकूमत के मुकाबले रीढ़ सीधी करके किसी के हकहकूक की लड़ाई में जमीन पर तनकर खड़ा हुआ हैं।उनकी रीढ़ में कैंसर था और मेरी रीढ़ में महानगर है।वे खेत पर खेत हुए।मेरी किस्मत खेत खोने या खेत बेच देने की है।वे आजीवन लड़ते रहे और मैं लड़ाई से पहले ही मैदान से बाहर हूं।

उनने तेभागा देखा।

उनने बंटवारा देखा।

सरहदों के आर पार दंगों की आग में कबाब बनकर भी वे हंसते रहे और लड़ते भी रहे।

वे तजिंदगी कंटीले तारों की बाड़ से लहूलुहान वजूद की मरम्मत की।

उनने फजलुल हक औय जोगेन मंडल,बाबासाहेब और ज्योति बसु,मुजीब और इंदिरा गांधी को देखा।

हमने मौकापरस्त बिना रीढ़ बददिमाग संपादकों के सिवाय किसी को नहीं देखा इस दुनिया में।हम उस दुनिया में है जहां किसी से किसी की दोस्ती नहीं है।हर शख्स पीठ पर सीढ़ी लेकर चल रहा है और उन सीढ़ियों के अलावा उन्हें किसी भी चीज की परवाह नहीं है।रुह की भी नहीं और रब की भी नहीं।उन सीढ़ीदार लोगों के साथ मैंने अपनी जिंदगी रेत की तरह फिसलते हुए देखा है।

बचपन से मुझे पिता से कभी बनी नहीं कि क्योंकि वे अपने लोगों को शरणार्थी मानकर उनके हकहकूक की लड़ाई लड़ रहे थे और उनके जीते जी मैंने शरणार्थी पर कोई बात नहीं की।

क्योंकि मैं यह नहीं मान पाया ,न तब और न अब कि कोई मनुष्य शरणार्थी भी होता है।हर बार हमारा झगड़ा इसी बात पर होता रहा कि इंसान नागरिक होता है,शरणार्थी कभी नहीं होता।

मैंने एक पल के लिए भी खुद को वंचित कभी नहीं माना।

मैंने एक पल के लिए भी खुद को अछूत कभी नहीं माना।

मैंने एक पल के लिए भी खुद को शरणार्थी कभी नहीं माना।

मैं जन्मजात खुद को नागरिक मानता रहा।

नागरिक न वंचित होता है,

नागरिक न अछूत होता है

और न नागरिक शरणार्थी होता है।

शरणार्थी शब्द मेरे लिए एक बेहूदा गाली है।

मैं वह पल कभी भूलता नहीं हूं जब कोलकाता में अखबार निकालने के लिए माननीय प्रभाष जोशी ने मुझे सतह से नीचे से उठाकर कोलकाता ले आये थे और कहा था कि मगलेश और अमित पर्काश सिंह तुम्हे जानते रहे हैं और समझो कि मैं भी तुम्हें जानता हूं।

मैं वह पल कभी भूलता नहीं हूं जब कोलकाता में अपने गांधीवादी समाजवादी मशहूर मित्र से हम सबका परिचय करा रहे थे प्रभाष जोशी और उन सजज्न ने मेरी बारी आते ही कहा कि इन्हें मैं अच्छी तरह जानता हूं।ये पूर्वी बंगाल के नमोशूद्र अछूत शरणार्थी हैं।

मेरा इतना बड़ा अपमान आजतक किसीने कभी नहीं किया।जो मैंने कभी नहीं माना कि मैं अछूत नमोशूद्र शरणार्थी हूं,उसी मैं को आखिरकार मानना पड़ा कि मैं वहीं हूं।उससे पहले मैं विशुध यूपीवाला था।उत्तराखंडी था विशुध।पहाड़ी था सौ टका।

गांधीवाद ने एक झटके से मुझे शरणार्थी और अछूत बना दिया।

उसी के साथ पत्रकारिता में मेरा कैरीयर हमेशा के लिए खत्म हो गया और कहीं कोई सीढ़ी नहीं रही मेरे लिए।सीढ़ियां खत्म।

मुझे तब समझ में आया कि कि ढिमरी ब्लाक और तेलेंगाना में पार्टी ने जब किसानों से गद्दारी की तो पिता को कितना गुस्सा आया होगा।

मुझे तब समझ में आय़ा कि जेल में सड़ कर मरनेवाले अर्जुनपुर शरणार्थी सिख गांव के बाबा गणेशा सिंह की चिता जब बसंतीपुर और अर्जुनपुर की मरी हुई नदी के उसपार उनके खेत में जला दिया गया तब क्यों कि पिता के लिए एकमुश्त जल गया तेभागा, तेलंगाना और ढिमरी ब्लाक और वे विशुध शरणार्थी रह गये।

मुक्त बाजार में सबसे बड़ा फरेब सियासत हुकूमत और मजहब का त्रिशुल है,जो रुह और रब को एकमुश्त बिंधकर हर इंसान को शरणार्थी बना रहा है।जैसे मुझे कभी मालूम न था और मैं मान भी नहीं रहा था कि आखिरकार मैं फिर वही वंचित अछूत शरणार्थी हूं,उसी तरह किसी को नहीं मालूम,कोई मान नहीं रहा कि वे भी आखिर फिर वही वंचित अछूत और शरणार्थी है।

बोलियां जब सत्ता की भाषा बन जाती है,तब भाषा भी जनता के खिलाफ कड़ी हो जाती है।बेदखली से पहले सबसे पहले बोलियां बेदखल होकर फरेब के आखर में तब्दील हो जाती है,जिन्हें बांचकर हम सबजानता बड़बोला तो बन जाते हैं,इंसान रह नहीं जाते।

इसीलिए भाषा,साहित्य, कला संस्कृति के सियासती मजहबी हुकूमती सम्मेलनों,उत्सवो,पुरस्कारों और सम्मान,प्रतिष्ठा से मुझे उतनी ही नफरत है जितनी कि उन्हें जो दुनिया का सबसे बड़ा बेहूदा गाली रंडी किसी औरत के साथ चस्पां करते हैं या फिर किसी इंसान को शरणार्थी कह देते हैं और उसके नागिरक मानवाधिकार एकमुश्त खत्म।सारी सीढ़ियां एकमुश्त गायब।

हमारे यह तो यह सैलाब कभी थमा ही नहीं है।

आइलान के भसान के बाद मीडिया में यूरोप के शरणारथी सैलाब की बहुत चर्चा हो रही है।फिरभी इस मुद्दे पर बहस नहीं हो रही है कि यूरोपीय समुदाय के लिए इस वक्त शरणार्थी सैलाब सरदर्द का सबक क्यों बना हुआ है और क्यों दूसरे विश्वयुद्ध की याद आ रही है।

मुक्त बाजार में अबाध पूंजी और विकासकथा के नाम पर जो विस्थापन का अनंत सिलसिला भारतीय महादेश का सच है ,वही सच दुनिया के सबसे बेहतरीन चमकदार हिस्से का सच भी है।

अबाध पूंजी के लिए देश का कायदा कानून खत्म है तो संविधान की हत्या हो रही है रोज रोज।

न लोकतंत्र का वजूद है और कानून का राज है।

देश के हुक्मरान खुल्ला निवेश की गुहार लगा रहे हैं विदेशी लंपट पूंजी के लिए और देश के सारे संसाधन और खुदै देश बिकाऊ है।

विदेशी पूंजी निवेश के लिए जल जंगल जमीन से बेदखली को जायज ठहरा रहे हैं देशभक्ति और स्वभिमान स्वदेश के तमाम झंडेवरदार और मेहनतकशों और आदिवासियों,किसानों के हकहकूक के हक में हर आवाज राष्ट्रद्रोह है।

विकास और पूंजी का यह खेल यूरोप में उतना नया भी नहीं है।

यूरोपीय साहित्य और इतिहास पर नजर रखें तो उत्पादन प्रणाली में बदलाव के साथ साथ औद्योगीकरण से जब खेत खलिहान उजाड़े गये,तभी से बेदखली का सिलसिला चल पड़ा और यूरोप के विस्थापित न जाने कहां न कहां छितरा दिये गये।

उत्तर अमेरिका और लातिन अमेरिका,आस्ट्रेलिया और न्यूजीलैंड से लेकर अफ्रीका में इन विस्थापितों की ही सभ्यता है,जिनके पूर्वज रोजगार की तलाश में वहां पहुंचे थे।

चूंकि वे विकसित समाज के दबंग गोरे लोग थे,तो उनने वहां फिर मार काट मचाकर अश्वेत मूलनिवासियों का सफाया करके अपने झंडे गाड़ दिये।उन्हीं गोरे शरणार्थियों ने अखंड भारत पर दो सौ साल तक राज भी किये।

शरणार्थी सैलाब अंधाधुंध औद्योगीकरण और शहरीकरण का मुक्त बाजार कार्निवाल है।

कृषि समुदायों का कत्लेआम ग्लोबल सच है जिसतरह,उत्पादकों का, मेहनतकशों, स्त्रियों, बच्चों और बेरोजगार युवाजनों का सच भी शरणार्थी है।

खास इंग्लैंड में थामस हार्डी के वेसेक्स उपन्यासों को देख लें या स्काटलैंड और आयरलैंड के विस्थापितों का हाल जान लें तो यह बहुत नया भी नहीं है।

सोवियत संघ के पतन के बाद पूर्व यूरोप के बिखराव में उतना कून नहीं बहा है जितना अब विशुद्ध आर्थिक कारणों से बह रहा है।

लोग रोजगार के लिए कहां कहां नहीं भटक रहे हैं तो मध्यपूर्व में अरबिया वसंत से तेलकुओं की आग अब यूरोप को भी शरणार्थी सैलाब की शक्ल में झुलसाने लगी है।

ग्लोबीकरण और मुक्त बाजार ने इस कायनात में तमाम ज्वालामुखियों के मुहाने खोल दिये हैं और प्रकृति,मनुष्यता और सभ्यता खून की नदियों में तब्दील हैं सरहदों के आर पार,महादेशों के आर पार।

ग्लोब से खेलने वाले लोग इंसानियत को हर कहीं आग में झोक रहे हैं और दुनियाभर की अर्थव्यवस्था मुनाफावसूली का स्थाई बंदोबस्त है जहां उत्पादकों और उत्पादक समुदायों का कत्लेआम विकास है।

अबाध पूंजी के हित में हर राष्ट्र अब सैन्य राष्ट्र है और हर देश में सुरक्षा और प्रतिरक्षा दरअसल सलवा जुड़ुम है।

मजहबी सियासत का बोलबाला इसी अंध राष्ट्रवाद का नतीजा है जो अंद राष्ट्रवाद की आड़ में सैन्यराष्ट्र और अबाध पूंजी के गठबंधन को जायज ठहराता है और मेहनतकशों के हकहकूक की हर लड़ाई को दमन का सबब बनाता है।

फासीवाद का यह कायाकल्प है जो मुक्तबाजार बहार है।

अद्वेैत है मुक्तबाजार जो आखिर फासीवाद है और उत्पादन का निषेध है और भोग का कार्निवाल है।

इस मसले पर गौर करना बेहद जरुरी है कि भोग के कार्मिनवाल में यह कैसी फिजां है कि दरिया में आइलान की लाश है।

दुनियाभर में बेगुनाह बच्चा दांव पर है और मुहब्बत का भसान है।

अभूतपूर्व हिंसा है।

गांधी ने इसीको पागल दौड़ कहा है और वैज्ञानिक तरक्की के भोग कार्निवाल में सब्यता फिर वही मध्ययुगीन अंधियारा है,यह युद्ध और शांति और अन्न कैरेनिना के रचयिता तालस्ताय का कहना है।

जाहिर है कि इस मसले पर गौर करने का माहौल हिंदू राष्ट्र में है ही नहीं,जिसे हासिल करने के लिए सत्तर साल पहले जनसंख्या स्थानांतरण के नाम पर दूसरे विश्वयुद्ध और हाल के यूरोपीय शरणार्थी सैलाब के मुकाबले खून की सुनामियां इस महादेश में बह रही थी।

बाबरी विध्वंस,भोपाल गैस त्रासदी,गुजरात नरसंहार,सिख संहार,सलवा जुडु़म आफसा काकटेल में सबसे भयानक रसायन ग्लोबीकरण का है और मुक्तबाजा की कोख से शरणार्थी सुनामियां का पिर पुनर्जन्म है हिंदुत्व के पुनरूत्थान की तरह।

इस महादेश में विस्थापन विकास है और पुनर्वास किसीका होता नहीं है।किसी शरणार्थी से किसी को कहीं कोई सहानुभूति नहीं है।

यह विकसित यूरोप का जो सच है,वह भारतीय महादेश का उससे बड़ा सच है।

সুমদ্রের তটে মুখ থুবড়ে পড়ে থাকা ছোট্ট শরীরটা দেখে থমকে গিয়েছে বিশ্ব। সিরিয়ার সন্তান ৩ বছরের ছোট্ট আইলান কুর্দি। লাল টি-শার্ট, নীল প্যান্ট অক্ষত। ছোট্ট পায়ে সযত্নে পরানো রয়েছে জুতোজোড়াও। শুধু দেহে নেই প্রাণ। সমুদ্রের ঢেউয়ের আওয়াজ মিলিয়ে যাচ্ছে বাবার কান্না। অসহায় স্বাকারোক্তি, "আমার হাত পিছলেই পড়ে যায় আইলান।"

একদিন বাংলা থেকে নির্বাসিত হয়েছিল কোটি বাহালি ভিটেছাড়া, ছন্নছাডা়,পাহাড়ে জহঙগ্লে,মরুভূমিতে দ্বাপান্তরে তাঁদের নির্বাসন!!!

ফিরে এসেছিল মরিচঝাঁপিতে যারা,আগুনে দগ্ধ হয়েছিল যারা,সুন্দরবনে জলে ডুবে যাদির শিশুরা মরেছিল,নারীরা ধর্ষিতা হয়েছিল,তারা সব,

সব ব্যাটা বাঙালের পো!!!

আজও বিচার হয়নি সেই নির্লজ্জ গণসংহারের!!!

কলিজাতে শরণার্থীর বুকে বুকে আলোর মালা হয়েছিল বুলেটের গুলিতে রক্তধারা!!!

শরণার্থীদের আলো দিতে নন্দিনী কোথাও দাঁড়ায না!!!

রক্তধারা বহিয়া যায়,মুক্তধারা বহে না,নদীরা কান্না হইয়া বহিয়া যায়!!!

তবু ত রয়ে গেছে আরও কোটি কোটি বেনাগরিক বাচাল!!!

খাট ভাঙ্গা মীডিয়ায় ঔ বাঙালপোদের তবু কোনো খবর হয় না!!!

যদিও শাশ্বত সত্য অকৃত্তিমঃআমাগো কোনো দ্যাশ নাই,মোরা শরণার্থী,মোদের মাতৃভাষা নেই,ইতিহাস নাইআমাগো কোনো দ্যাশ নাই,মোরা শরণার্থী!!!

আহা কি আনন্দ! প্রথম ৩০ মিনিটের মধ্যে ৫ হাজার ডলার জমা পড়ে ফান্ডে। পরবর্তী ১৬ ঘণ্টার মধ্যে ৪৫ হাজার ডলার জোগাড় হয়ে যায়! শরণার্থী বাবা, ঘুমন্ত মেয়ে আর কয়েকটি কলম : এক ছবিতে টুইটারে 'বিস্ফোরণ'. আবদুল নামের ওই প্যালেস্টানিয়ানসিরিয়ান শরণার্থী বর্তমানে ইয়ারমোক রিফিউজি ক্যাম্পে রয়েছেন। তার সঙ্গে আছেন ৪ বছরের মেয়ে রিম।

আহা কি আনন্দ!খবরের কাগজ যখন রগরগে নারী দেহের কোলাজ,শয্যা সঙ্গিনীর ছবি যখন সর্বশ্রেষ্ঠ বিজ্ঞাপন,এখবরে বিটলিত হওয়া মানে নেই কোনো কি বিবিসির বিশ্লেষণে উঠে শরণার্থী দুর্ভোগের কিছু চিত্র। জর্ডানে সিরিয়ার শরণার্থী শিবিরের অনেক নারীই কার্যত বিক্রি হয়ে যাচ্ছেন।

সীমান্তর এপারে ওপারে রমরমে কুটির শিল্পের নাম নারী ও শিশু পাচার।

তাদের শরণার্থী তকমাও জোটেনা।

ডলার আসে না ভারতবর্ষে শরণার্থীদের নামে যেহেতু ভারত আন্তর্জাতিক শরনার্থী চুক্তিতে আদৌ দস্তখত করে নি কোনোদিন।

সারা বিশ্বে ক্ষমতা দখলের হুড়োহুড়ুতে যদিও ইতিহাসে জনসংখ্যা বেনজির স্থানান্তরণে রক্তাক্ত সীমানার এপার ওপার।পূর্ব পশ্চিমে,উত্তরে দক্ষিনে সর্বত্রই কাঁটাতারে শুধু টাঙানো প্যালানির শবদেহ।

বিচলিত হওয়ার কথা নয় আদৌ যদিও বাবা-মা নিজ হাতে চুক্তিনামায় সই করে কিশোরী মেয়েদের তুলে দিচ্ছেন সৌদি ব্যবসায়ীদের হাতে। তারা কনট্রাক্ট ম্যারিজ করে ৬ মাস থেকে ১ বছরের জন্য এসব মেয়েদের ব্যবহার করে শিবিরে আবার ফেরত পাঠাচ্ছেন।

তুরস্কের সমুদ্র তীরে মুখ থুবড়ে পরে থাকা ছোট্ট নিথর দেহ কাঁপিয়ে দিয়েছে মানবসভ্যতার ভিতটাই। এত দিন পর্যন্ত সিরিয়ার গৃহযুদ্ধে দীর্ণ, বাস্তু হারা মানুষদের কথা যারা দেখেও নিজের সুখী গৃহকোণের আড়ালে এড়িয়ে গেছেন, আজ তাদের ঘুণ ধরা মনন-মস্তিষ্কেরো ঝড় তুলেছে ওই একটা দেহ। এই এত্ত বড় পৃথিবীতে বড়রা সীমান্ত নিয়ে এতই ব্যস্ত ছিলেন যে কেউই এক ফালি ছাদের জোগান দিতে পারেনি ৩ বছরের আয়লান কুর্দিকে। বদলে দিয়েছে কবরের অন্ধকার।

তুরস্কের সমুদ্রের তীরে মুখ থুবরে পড়েছিল তার ছোট্ট নিথর দেহটা। এত দিন পর্যন্ত যারা সিরিয়ার উদ্বাস্তু সমস্যা নিয়ে নিশ্চুপ ছিলেন, পুঁচকে আয়লানের এই ছবি হয়ত এক ধাক্কায় ভেঙে দিয়েছে তাদের সুখী ঘুম। নিজের ৩ বছরের জীবনের মূল্যে আজ পৃথিবীর চর্চার কেন্দ্রে সিরিয়ার উদ্বাস্তু সমস্যা।

(প্রিয়.কম) ডুবে যাওয়ার আগে বাবাকে সতর্ক করেছিল তিন বছর বয়সী সিরীয় শরণার্থী আয়লান। বলেছিল ''বাবা, মরে যেও না।'' চিরতরে চলে যাওয়ার আগে এই ছিল আয়লানের শেষ কথা। আয়লানের এক ফুপু, কানাডার টরন্টোর বাসিন্দা ফাতিমা কুর্দির বরাতে আয়লানের শেষ আকুতির খবর জানিয়েছে ব্রিটিশ সংবাদমাধ্যম মেইল অনলাইন। গৃহযুদ্ধের বিভীষিকা থেকে বের হয়ে সম্প্রতি পরিবারের সঙ্গে সাগরপথে গ্রিসে পালাবার সময় নৌকাডুবিতে মৃত্যু হয় আয়লানের। তুরস্ক উপকূলে উপুড় হয়ে পড়ে থাকা তিন বছর বয়সী শিশু আয়লানের মরদেহের ছবি প্রকাশের পর তা নাড়া দিয়ে যায় বিশ্ব বিবেককে। প্রশ্ন ওঠে ইউরোপের দেশগুলোর মানবতাবোধ নিয়ে।

আয়লানের ফুপু ফাতিমা জানান, সামনে যখন একটার পর একটা বিশাল ঢেউ আসছিল আর তারই মধ্যে ভিড়ে ঠাসা শরণার্থী বোঝাই নৌকায় কোনরকমে বাবার হাত ধরে গুটিসুটি মেরে দাঁড়িয়েছিল একরত্তি আয়লান। দুই ছেলে এবং স্ত্রীকে ঢেউয়ের দাপট থেকে রক্ষা করতে গিয়ে যখন নিজেই ডুবতে বসেছিলেন আবদুল্লা কুর্দি, তখন বাবাকে দেখে চিৎকার করে বলে উঠেছিল ছোট্ট আয়লান, ''বাবা, মরে যেও না।''

আয়লানের এক ফুপু, কানাডার টরন্টোর বাসিন্দা ফাতিমা কুর্দি এক সাক্ষাৎকারে সাংবাদিকদের জানিয়েছেন, চিরতরে চলে যাওয়ার আগে এই ছিল আয়লানের শেষ কথা। কান্না ভেজা গলায় ফাতিমা বলেছেন, ''এক দিকে দুই ছেলে ও স্ত্রী। আর অন্য দিকে, নিজেকে বাঁচানোর মরিয়া চেষ্টা। এই দুইয়ের মধ্যে প়ড়ে যখন হাঁসফাঁস করছিল আবদুল্লা, সে সময়ই আয়লান বাবাকে বাঁচানোর জন্য চেঁচিয়ে ওঠে।''

ফাতিমা জানান ঘটনার সময় আবদুল্লার সঙ্গে ফোনে কথা হয়েছে তার। তখনই আবদুল্লা বোনকে জানিয়েছেন, আয়লান ও গালিপের হাত ধরে দাঁড়িয়েছিলেন তিনি। যখন উথালপাথাল ঢেউয়ের থেকে বাচ্চাদের আড়াল করার চেষ্টা করছিলেন, তখনই বুঝতে পারেন যে বড় ছেলে গালিপ আর নেই। ছোট ছেলের দিকে তাকিয়ে দেখতে পান, আয়লানের চোখ থেকে রক্ত ঝরছে। ওই দৃশ্য দেখে চোখ বুজে ফেলেন আবদুল্লা। অন্য দিকে তাকিয়ে দেখতে পান, জলের মধ্যে নাকানিচোবানি খাচ্ছেন স্ত্রী। আবদুল্লার কথায়, ''সর্বশক্তি দিয়ে আমি ওঁদের বাঁচানোর চেষ্টা করেছিলাম। কিন্তু পারিনি।''

ফাতিমা জানিয়েছেন, গ্রিস পর্যন্ত আসার খরচ আবদুল্লাকে দিয়েছিলেন তিনি। ফতিমার আক্ষেপ, ''আমি যদি ওঁদের ওই সাহায্য না পাঠাতাম, তা হলে হয় তো এই দুর্ঘটনা ঘটত না।''

আবদুল্লার আর এক বোন টিমা কুর্দি, যিনি আবদুল্লাদের জন্য কানাডায় থাকার বন্দোবস্ত করেছিলেন, তিনি ব্রিটিশ কলম্বিয়ার বাড়িতে বসে জানিয়েছেন, ভাইকে আর কোবানে থাকতে দেবেন না তিনি। তাঁকে কানাডায় নিজের কাছে নিয়ে আসবেন। তবে এই মুহূর্তে কোবান ছাড়তে রাজি নন আবদুল্লা। স্ত্রী ও দুই ছেলের স্মৃতি সম্বল করেই বাকি জীবনটা কোবানেই কাটিয়ে দিতে চান তিনি।

राजस्थान विधानसभा के सभी सम्माननीय अजा, अजजा एवं ओबीसी के विधायकों को जनहित में सोशल मीडिया के माध्यम से अवगत करवाया जाता है कि—14 मार्च, 2015 को मैंने ''सावधान आर्यों की साजिश : 12 % आर्यों की 1 % गरीब आबादी को 14 % आरक्षण!'' शीर्षक से आगाह किया था, लेकिन दु:ख का विषय है कि आप में से किसी को भी आर्यों को आरक्षण का दुष्चक्र समझ नहीं आया। या आप सभी सवर्ण समर्थक सरकार के दबाव में हैं। जिसका दु:खद दुष्परिणाम यह है कि राजस्थान सरकार के मंत्रीमंडल ने दिनांक : 08.09.2015 को 1 फीसदी गरीब सवर्ण आबादी को आर्थिक आधार पर 14 फीसदी आरक्षण प्रदान करने की मंजूरी प्रदान कर दी है। जिसे आगामी विधानसभा सत्र में पेश कर पारित करना प्रस्तावित है।

अत: आप अजा, अजजा एवं ओबीसी के सभी विधायकों को फिर से सार्वजनिक रूप से अवगत करवाया जा रहा है कि 'हक रक्षक दल सामाजिक संगठन' आर्थिक आधार पर सवर्ण वर्गों को 14 फीसदी आरक्षण प्रदान करने के असंवैधानिक प्रस्ताव का कड़ा विरोध करता है। आप सभी अजा, अजजा एवं ओबीसी के जन प्रतिनिधि हैं, इस कारण आपको इस असंवैधानिक विधेयक का कड़ा विरोध करके इसे पारित नहीं होने देना चाहिये। जिसके निम्न न्यायसंगत कारण हैं :—

1-भारत में सवर्णों (आर्यों) की अधिकतम कुल आबादी करीब 10 से 12 फीसदी है, जिसमें से बमुश्किल कोई 01 फीसदी ग़रीब होंगे।

2-जिन आर्यों की देश में अधिकतम कुल 12 फीसदी आबादी बताई जाती है, वे अपनी 01 फीसदी गरीब आबादी के कथित संरक्षण के बहाने 14 फीसदी संवैधानिक पदों, सरकारी सेवाओं और शिक्षण संस्थानों पर अ-संवैधानिक कब्जा करने का षड्यंत्र रच रहे हैं।

3-देश के सभी वर्गों में समानता स्थापित करने के मकसद से संविधान की सामाजिक न्याय की अवधारणा के अनुसार केवल उन वंचित वर्गों को आरक्षण प्रदान किया जा सकता है, जिनका राज्य सत्ता और प्रशासन में पर्याप्त प्रतिनिधित्व नहीं हो, जबकि भारत की राज्य सत्ता और प्रशासन में तो सर्वत्र केवल और केवल आर्य—सवर्णों का ही सम्पूर्ण और एकछत्र कब्जा है। आर्य—सवर्णों ने तो अन्य वर्गों के हकों पर भी कब्जा जमाया हुआ है। इसलिये उनको आरक्षण प्रदान करने की कोई संवैधानिक आवश्यकता नहीं है।

4-अन्य पिछड़ा वर्ग (ओबीसी) को उनकी कुल आबादी के बराबर आरक्षण प्रदान करने के प्रस्ताव/सवाल पर मनुवादी सुप्रीम कोर्ट यह कहकर रोक लगा देता है कि ओबीसी की जनसंख्या के वास्तविक आंकड़े उपलब्ध नहीं हैं। जबकि गरीब सवर्णों को आंकड़े उपलब्ध नहीं होने पर भी 14 फीसदी आरक्षण प्रदान करने का निर्णय लिया जा चुका है।

5-इसी प्रकार अजा एवं अजजा वर्गों को उनकी जनसंख्या के अनुपात में आरक्षण प्रदान किये जाने की संवैधानिक मांग/सवाल पर इस सरकार द्वारा इस कारण ध्यान नहीं दिया जाता, क्योंकि सत्ता पर काबिज आर्यों का कहना है कि न्यायपालिका द्वारा पचास फीसदी से अधिक आरक्षण प्रदान करने पर रोक लगा रखी है।

6-ऐसे में सबसे पहला सवाल तो ये है कि सरकार द्वार भारत की जनसंख्या की जातिगत आधार पर निष्पक्ष जनगणना करवाकर जनसंख्या के आंकड़े तत्काल प्रभाव से प्रत्येक जातिवार सार्वजनिक क्यों नहीं किये जाते? जिससे सभी जातियों की वास्तविक जनसंख्या सामने आ सके।

7. अजा, अजजा एवं ओबीसी के सभी विधायकों को उक्त विधेयक का विधानसभा में इस कारण विरोध करना चाहिये कि सरकार का पहला संवैधानिक दायित्व है कि सबसे पहले ओबीसी, अजा एवं अजजा वर्गों को उनकी नवीनतम जनसंख्या अनुपात में सभी क्षेत्रों में आरक्षण प्रदान किया जाना संवैधानिक जरूरत है। इसके बाद सभी वर्गों को प्रदान आरक्षण का 100 फीसदी क्रियान्वयन सुनिश्चित किया जाना जरूरी है। सरकार की यह संवैधानिक जिम्मेदारी पूर्ण होने से पहले सवर्णों को आरक्षण प्रदान करने का प्रस्ताव वंचित वर्गों के साथ अन्याय है।

8. आप सभी विधायकों को ज्ञात होना चाहिये कि सवर्ण गरीबों के नाम पर देश के 12 फीसदी आर्य लोग, 14 फीसदी आरक्षण पाने का असंवैधानिक और घिनौना षड्यंत्र रच रहे हैं। जिसकी हक रक्षक दल सामाजिक संगठन कड़े शब्दों में निंदा और भर्त्सना करता है। हर इंसाफ पसन्द और संविधान में विश्वास करने वाले व्यक्ति को इस असंवैधानिक प्रस्ताव का कड़ा विरोध करना चाहिये।

9. हक रक्षक दल सामाजिक संगठन के लाखों समर्थकों की मांग है कि आप अजा, अजजा एवं ओबीसी के सभी विधायक दलगत भावना से ऊपर उठकर राजस्थान विधानसभा में एकजुट होकर सवर्ण—आर्यों की इस असंवैधानिक साजिश का कडा विरोध करें और वंचित अजा, अजजा एवं ओबीसी वर्गों के संवैधानिक हितों की रक्षा करें।

10. आगामी विधानसभा सत्र में उक्त विधेयक को पेश किये जाते समय यदि आप सब चुप रहे और उक्त असंवैधानिक विधेयक पारित हो गया तो सवर्ण—आर्यों की 01 फीसदी कथित गरीब आबादी को 14 फीसदी आरक्षण प्रदान करने के बहाने 14 फीसदी संवैधानिक पदों अवैध कब्जा जमाया जायेगा और सभी शिक्षण संस्थानों और सरकारी सेवाओं में वंचित वर्गों के हकों को छीना जायेगा। जिसके लिये सीधे—सीधे आप सभी अजा, अजजा एवं ओबीसी के सभी विधायक जिम्मेदार होंगे।

11. हक रक्षक दल सामाजिक संगठन द्वारा आप सभी अजा, अजजा एवं ओबीसी के सभी विधायकों को सार्वजनिक रूप से अवगत करवाया जाता है कि यदि आप उक्त असंवैधानिक और मनमाने विधेयक का विधानसभा में विरोध नहीं करेंगे और यदि यह विधेयक पारित हो गया तो 'हक रक्षक दल सामाजिक संगठन' आप सभी के निर्वाचन क्षेत्र में जाकर, आपके मतदाताओं को अवगत करवायेगा कि आपने वंचित वर्गों के संवैधानिक हकों की परवाह नहीं हैं। इस कारण भविष्य में आपको कभी भी विधानसभा में नहीं चुना जावे।

9^th Sep, 2015: A two-day visit by the Expert Committee appointed by the Union Ministry of Environment and Forests to monitor the environmental aspects of the Indira Sagar (ISP) and Omkareshwar (OSP) canals concluded its visit to some of the canal areas on the 7^th and 8^th September, 2015. The Committee which was on its 7^thmonitoring visit toured some of the 'command / beneficiary areas' of the canal, many of which also proved to be canal-affected!

The Team of Experts included the Chairperson, Dr. B.P. Das, Hydrologist; Mr. B.B. Barman, Director, MoEF and Mr. Lakhwinder Singh, Member-Secretary & Regional Director, MoEF, Bhopal. The team was accompanied by a large number of senior officials of the Narmada Valley Development Authority (NVDA) from Bhopal, Indore as well as field officers from the project-areas. Numerous farmers and activists of NBA followed the team as they went to different villages and inspected the work. The Committee wad constituted by the MoEF, empowered by an order from the Supreme Court in Aug, 2011.

The visit began with a presentation to the Committee by NBA at Indore on the 7^th morning, wherein the claims and exaggerations by NVDA and realities of actual areas receiving canal irrigation as well as the true status of environmental compliance was established. It was pointed out that the so-called Action Taken Report by the NVDA on the 6^th Monitoring Report of the Expert Committee did not respond to the major issues / violations pointed out by the Committee itself in the previous reports including inadequate, poor quality canal construction and on-farm development (ODF) as well as command area development (CAD) works leading to canal breaches, seepage, water logging; all causing severe crop losses to the farmers worth lakhs of rupees for the past few years.

NBA also asserted that construction of field channels is part of the Project and the NVDA cannot escape from its responsibility. It was pointed out that while other network of canals are prioritized, the minors and sub-minors are delayed and the field channels as well as OFD (protective measures) are altogether left off, very meagre budgets are allotted and no remedial measures undertaken, despite the clearance condition of MoEF dt. 28/8/2011 mandating that "in no event must there be any water logging or seepage and project-authorities must allocate separate budgets for all eventualities".

The Committee visited a few canal sites covered by the Omkareshwar Project on the first day. The first part of the day was spent at the Phase-I areas such as Omati Distributary, Satajana, Bediya distributary etc. As the Committee moved further to Mogava, Londhi, Barlai, Palsud etc. the problems of cracks alongside the canals, incomplete lining, broken siphons, cropped up where farmers complained of water logging. It was also seen all over that poor siphoning lead to deposits of huge silt in the canal tracks that would ultimately reduce the life of the canals itself. Farmers informed the Committee that lining from Village Nazarpur (Tehsil Maheshwar) to Village Badvi (Maheshwar) upto end of Phase II of OSP is pending over a stretch of 50 kms. Much work of sub-minors and field channels is also yet to be done here.

While on the one hand, officials tried every possible way to mislead the Committee, take longer routes, skip key problematic areas, waste time in sapling-plantation and sweet-distribution activities etc, on the other, many farmers who followed the Committee at every spot, tried their best to make sure that the Committee which has a primary mandate to investigate the "environmental violations" does not spend time only on the engineering aspects of the irrigation projects. NBA objected to the manner in which the meetings venue was misinformed, schedules were not even shared, despite NVD having pre-planned programmes at some places where even pandals were erected.

While NVDA made tall claims of "newer areas under irrigation", NBA pointed out that much of the sub-minor and field channels work remained and NVDA cannot claim completion of Phase-wise work without this. This was also exposed by the hundreds of private pipelines that the Committee itself saw all along the main canal. NBA demanded that phase-wise information should be sought from engineers of the actual area under irrigation through direct lifting from canals and through surface / canal irrigation.

Taking to the Committee at the Sanavad Rest House, farmers from the Punasa, Khargone (ISP) and Sasliya (OSP) lift-irrigation project-areas demanded that the Committee should visit their villages as well where also the problems of tank-induced seepage is a major issue.

The second day of the visit, covering the Phase-II and Phase-III of the Indira Sagar Project areas was quite revealing. Once again, as the NVDA tried to avoid the key areas and lead the Committee to the only areas of their choice such as the Junapani and Kuwa distributaries. However, at the instance of the affected farmers, the Committee had to go back and visit village Bither (which was infact promised by the Chairperson in the morning), where other villagers from Patiyapura, Sadlai, Ojhra, Balyapura, Kharipura, Sangvi (Tehsil Kasravad, Khargone) gathered and pointed out massive crop losses in the wheat season of Feb-2015 and the previous seasons due to the poor and incomplete lining. The silence of NVDA's ATRs on all these problems were questioned by the farmers and NBA.

In Phase-III, despite the Committee's assurance that it would pass through the main canal, officials led to the Committee through the main highway, leaving aside the canal area. Yet again, adivasi women and men and other farmers stopped the Committee at the Khadkal bridge and protested in front of the Committee's beeline of vehicles. They had to ultimately relent and go back to the spot at Mundla, where it was shown that despite 7 years of muck deposited on the un-acquired farm of Babu Bau, neither compensation has been paid, nor has a pathway been constructed in his field, as part of OFD. The only reward he and his family members got from NVDA was a few weeks of jail and endless court dates now. Farmers of Sangoda, Khadal stated that despite the Committee's own directions to put in place permanent OFD structures, only temporary measures are being taken up by the NVDA.

Over the two day's NVDA's attempts to suppress vital facts and the farmer's efforts to draw the Committee's attention to continuing violations as well as the Committee's own weak approach towards monitoring, was more than evident. The farmers are keen to pursue the matter and raise the issues of canal-related before the Expert Committee, the High Court of M.P. as well as Jst. N.K. Jain Committee appointed by the Court to inquire into various other violations.
