कुल तीन दिन पहले जब भारतीय वैज्ञानिकों ने इंग्लैंड के पांच उपग्रह अंतरिक्ष में प्रेक्षेपित करके विज्ञान और तकनीक के क्षेत्र में अभूतपूर्व उपलब्धि प्राप्त की थी, आज उड़ीसा के आदिवासी अंचल से आने वाली इस खबर ने कलेजा चीर दिया. अंधविश्वास से ग्रस्त समाज ने एक ही परिवार के छः लोगों की गला काट कर हत्या कर दी, पिछले एक वर्ष में अंधविश्वासी-कर्मकांडों के चलते २४८ लोगों की हत्याएं इस प्रदेश में हो चुकी हैं. क्या वैज्ञानिक उपलब्धियां आख़िरी आदमी के जीवन में कभी प्रकाश ला पाएंगी ? इण्डिया और भारत का भेद क्या कभी मिट सकेगा ?

दो महीने पहले 14 मई 2015 को राजस्थान के नागौर जिले के डांगावास गाँव में प्रात्त 11 बजे गाँव की एक अवैध खाप पंचायत ने हमसलाह हो कर अमानवीय तरीके से अपने ही खातेदारी खेत में मकान बना कर रह रहे दलित परिवार पर निर्मम हमला कर दिया था ,जिसके चलते पांच दलित मारे गए और 11 लोग घायल हो गए थे .यह दलित संहार मानवता की सारी हदों को पार करने वाला था ,दलित स्त्रियों के साथ यौन उत्पीड़न हुआ तथा दलित पुरुषों पर ट्रेक्टर चढ़ा कर उन्हें कुचल दिया गया ,गंभीर रूप से घायल दलितों की ऑंखें फोड़ दी गयी ,लिंग नौंच लिए गए ,हाथ पांव काट दिये गए या तोड़ दिये गए और दलित महिलाओं के यौनांगों में लकड़ियाँ घुसाने की हिमाकत की गयी.एक दलित पांचाराम को गोली मार दी गयी .इसी दिन डांगावास के निवासी रामपाल गोस्वामी की भी बहुत नज़दीक से सीने पर गोली मार कर हत्या कर दी गयी तथा उसका सारा दोष दलितों पर मढ़ दिया गया .गंभीर रूप से घायल लोगों को जब मेड़तासिटी के हॉस्पिटल में ले जाया गया तो वहां पर भी पुलिस की मौजूदगी में ही उन पर हमला किया गया और वहां भी लोगों की बुरी तरह से पिटाई की गयी ,अजमेर के लिए रेफर किये गए घायलों को ले कर जा रही एम्बुलेंस पर भी हमला किया गया तथा उस पर भी पथराव कर भय और आतंक का वातावरण बनाया गया .
पुलिस थाने से महज़ पांच किमी दूर स्थित इस घटना स्थल पर पुलिस किसी घुमावदार रास्ते के ज़रिये तब पंहुची ,जबकि आततायी अपनी मनमानी करके वापस घरों को लौट गए .इस तरह इस दलित संहार को पुलिस ,स्थानीय राजनेताओं ,प्रशासनिक अधिकारीयों और अपराधियों ने मिलजुलकर अंजाम दिया .इस निर्मम नरसंहार के विरोध में पुरे राजस्थान के न्याय पसंद लोग सडकों पर उतर आये तथा मजबूरन राज्य सरकार को इसकी जाँच सीबीआई को सौंपनी पड़ी है,तब से अब तक मेड़तासिटी के बिजली विभाग के गेस्टहाउस में बने हाईटेक केम्प कार्यालय में दो पुलिस अधीक्षकों सहित तक़रीबन 26 लोगों की एक विशेष सीबीआई टीम ने इलाके में डेरा डाल रखा है और अनुसन्धान जारी है ..
तीन दिन पहले 11 जुलाई की सुबह मैं फिर से डांगावास पंहुचा यह देखने के लिए कि अब वहां के क्या हालात है ,जब पहली बार घटना के तुरंत बाद के दिनों में गए तब गाँव में कोई भी कुछ भी बोलने के लिए तैयार नहीं था ,पीड़ित परिवार के ज्यादातर लोग अजमेर के जवाहर लाल नेहरु होस्पीटल में भर्ती थे अथवा घायलों की सेवा शुश्रषा में लगे हुए ,तब गाँव में मरघट सा सन्नाटा था ,दोनों पक्ष चुप थे ,दलित डर के मारे और जाट समुदाय जाति पंचायत द्वारा जुरमाना और जाति बहिस्कृत ना कर दे इस भय से ..इस बार चुप्पी टूटने लगी है ,गाँव में दलित समुदाय तो अब भी दशहत में ही है ,खास तौर पर मेघवाल समुदाय के वे परिवार जिन पर हमला किया गया था ,मगर अन्य समुदायों के लोग सामान्य जीवन यापन करते नज़र आये ,गाँव के चौराहे पर कुछ लोग ताश खेल रहे थे ,दुकाने खुली हुई थी ,प्रथम दृष्टिया लगता ही नहीं कि इसी गाँव में दो महीने पहले छह लोग मार डाले गए थे .पर दुःख और डर की छाया मेघवाल और गोस्वामी परिवारों पर देखी जा सकती है .मेघवाल परिवार के लोगों की सुरक्षा के लिए गाँव के रामदेव मंदिर के पास एक अस्थायी पुलिस चौकी लगायी हुयी है ,जिसमे 20 जवान आर ए सी और 15 जवान राजस्थान पुलिस के लगाये गए है ,जिन लोगों को दलितों की सुरक्षा में तैनात किया गया है वो सभी गैर जाट है ,दलित अथवा मूल पिछड़ी जातियों के जवान .कुछ हद तक यह कौशिस की गयी है कि दलितों की सुरक्षा में दलित पुलिसकर्मी ही तैनात किये जाये ,हालाँकि पुलिस फ़ोर्स का यह जातीय विभाजन एक अलग तरह के खतरे की ओर संकेत करता है कि भविष्य में उन्हीं लोगों की सुरक्षा सरकार कर पायेगी जिनकी जाति का प्रतिनिधित्व पुलिस फ़ोर्स में होगा .
सबसे पहले दलित बस्ती में द्वितीय वर्ष कला के छात्र नरेंद्र मेघवाल से मुलाकात हुयी ,17 वर्षीय नरेंद्र गंभीर रूप से घायल हुए खेमाराम मेघवाल का बेटा है . उसके बड़े भाई गणेश राम की इस जनसंहार में जान चली गयी थी ,नरेन्द्र घटना के वक्त मेड़तासिटी में गया हुआ था ,उसे उसके एक दोस्त ने फ़ोन पर बताया कि उसके परिवार पर जानलेवा हमला हो गया है ,नरेन्द्र अपने दोस्त के साथ मोटर साईकल पर सवार हो कर घटना स्थल की तरफ भागा ,उसने गाँव के सैंकड़ों लोगों को हथियारों के साथ जश्न मनाते हुए गाँव की ओर लौटते देखा ,वह उनमे से कईओं को पहचानता भी है ,लेकिन उस समय नरेंद्र को अपने खेत तक पंहुचने की जल्दी थी ,वह घटनास्थल पर सबसे पहले पंहुचने वालों में से एक था ,उसके पहुँचने के बाद पुलिस भी एक लम्बे घुमावदार रास्ते से घटनास्थल पर पंहुची .नरेंद्र कहता है –अगर पुलिस सही रास्ता लेती तो उसे सारे आरोपी सामने मिल जाते ,मगर जानबूझ कर उन्होंने देरी की और दूसरा रास्ता लिया .मैंने नरेन्द्र से पूंछा कि उन लोगों ने तुम्हें नहीं पहचाना ? उसने मासूमियत से जवाब दिया –मैं बहुत जल्दबाजी में मोटर साईकल चलाते हुए उनके बीच में से रास्ता बनाता हुआ निकल गया ,अगर वो मुझे पहचान जाते तो जिंदा नहीं छोड़ते .नरेन्द्र ने जाते ही वहां का जो हाल देखा तो उसकी रुलाई फुट पड़ी ,वह फफक फफककर रोने लगा .नरेन्द्र बताता है –हमारे घर के लोग पूरे खेत में यहाँ वहां पड़े हुए थे ,मेरे बड़े पिताजी रतनाराम जी मर चुके थे ,पोकररामजी भी जिंदा नहीं थे ,पांचाराम जी दर्द के मारे कराह रहे थे ,बाकी लोग बेहोश थे ,मेरे पापा खेमाराम जी भी लहूलुहान पड़े हुए थे ,मगर उन्हें होश था ,मैं जोर जोर से रोने लगा तो वो बोले –रो मत ,हिम्मत रख .तब तक पुलिसवाले आ गए ,मैंने पुलिस के साथ मिलकर सबको इकट्ठा करवाया और उनके साथ अस्पताल पंहुचा .इकहरे बदन का यह बच्चा उस दिन सबसे हिम्मतवाला साबित हुआ ,उसके सामने आततायी भी पड़े ,उसने अपने परिजनों की लाशें देखी ,उसने दर्द से बिलबिलाते अपने घरवालों को इकट्ठा करवाया और अस्पताल तक पहुँचाया ,शुरूआती रुलाई के बाद उसने खुद को संभाल लिया और पूरी बहादुरी से काम में जुट गया .उसे देख कर लगता ही नहीं है ,मगर वह भी अपने पिता खेमाराम की ही तरह निडर बालक है ,मैंने पूंछा –डर नहीं लगता ? उसने कहा –नहीं ,अब मैं फिर से कोलेज जाना शुरू कर दूंगा .उसके पिता खेमाराम की दोनों टांगे ट्रेक्टर चढ़ा दिये जाने से जगह जगह से टूट गयी है ,मगर उनका हौंसला नहीं टुटा है ,मैंने जब उनसे कहा कि कहीं आप लोग घबरा कर समझौता तो नहीं कर लेंगे ? तमतमाते हुए खेमाराम ने कहा –भले ही मेरी दोनों टांगे कट जाये या जान ही क्यों ना चली जाये ,समझौता करने का सवाल ही नहीं उठता है .
इन्हीं हौंसलों के बीच डांगावास दलित संहार के पीड़ितों की जिंदगी रफ्ता रफ्ता वापस पटरी पर आ रही है ,खेमाराम अभी भी खाट पर ही है ,उन्हें दो लोग उठा कर इधर उधर रखते है ,एक पांव में अभी भी स्टील रोड्स लगी हुयी है ,प्लास्टर चढ़ा हुआ है .उनकी ही तरह सोनकी देवी ,बिदामी देवी ,जसौदा देवी ,भंवरकी देवी और श्रवणराम खाट पर ही है ,वे कुछ भी स्वत नहीं कर सकते लोग इन्हें उठा कर इधर उधर रखते है .अर्जुनराम की रीढ़ की हड्डी में गंभीर चौट है ,इसलिए वह ज्यादातर वक़्त सोते रहता है .डॉक्टर ने आराम की सलाह दी है ,ये वही अर्जुन राम है ,जिनके नाम से पुलिस ने पर्चा बयान को आधार बना कर प्राथमिकी दर्ज कर ली थी ,जबकि अर्जुनराम का कहना है कि मुझे होश ही नहीं था कि वो क्या पूंछ रहे थे और मैं क्या जवाब दे रहा था ,पुलिस ने अपनी मनमानी से कुछ भी लिखवा दिया और मुझसे दस्तख़त करवा लिए .मेड़तासिटी का तत्कालीन पुलिस स्टाफ किस कदर मामले को बिगाड़ने और दलितों को फ़साने में मशगूल था ,उसकी परतें अब खुलने लगी है ,हालाँकि अब लगभग पूरा थाना निलम्बित किया जा चुका है ,थानेदार नगाराम को सस्पेंड किया गया है और डीवाईएसपी पुनाराम डूडी को एपीओ कर दिया गया है ,मामले की जाँच पहले सीआईडी सीबी और बाद में सीबीआई को सौंप दी गयी , साज़िश की परतें अब उगड़ रही है .
गाँव में यह चर्चा भी सामने आई कि कथित रूप से दलितों की गोली के शिकार हुये रामपाल गोस्वामी की हत्या एक पहेली बन गयी है .मृतक रामपाल की विधवा माँ कहती है –हमारी तो मेघवालों से कोई लड़ाई ही नहीं है ,वो मेरे बेटे को क्यों मारेंगे ? दलितों पर दर्ज प्राथमिकी में बतौर गवाह सज्जनपुरी का कहना है कि वो तो उस दिन डांगावास में था ही नहीं .गाँव में तो कुछ लोगों ने यहाँ तक बताया कि सुरेशपुरी ने यह प्राथमिकी लिखी ही नहीं थी ,उसके नाम पर इसे दर्ज कराया गया है ,सच्चाई तो सीबीआई की जाँच से ही सामने आने की सम्भावना है ,पर इसमें झूठ के तत्व ज्यादा ही है ,जिन लोगों पर आरोप है उनमे गोविन्दराम ,बाबुदेवी ,,सत्तुराम ,दिनेश ,सुगनाराम ,कैलाश ,रामकंवरी और नरेन्द्र सहित 8 जने तो घटनास्थल पर मौजूद ही नहीं थे ,ये लोग तो होस्पीटल ही पंहुचे थे सीधे ,फिर भी हत्या के मुकदमें में आरोपी बना लिए गए है .
घायलों में किशनाराम ,मुन्नाराम ,शोभाराम और पप्पुड़ी की हालत अब ठीक है और वे अपने तथा घर के कामकाज खुद करने की स्थिति में है .लेकिन बच्चों और महिलाओं के चेहरों पर खौफ साफ देखा जा सकता है ,पप्पुड़ी देवी कहती है कि हम लोग डर के मारे मेड़तासिटी भी नहीं जाते है ,वह अपने बच्चों की सुरक्षा को लेकर भी बहुत चिंतित है ,अपने बेटे को उसने अजमेर पढ़ने भेज दिया है ताकि उसको किसी प्रकार का खतरा नहीं हो .पप्पुड़ी बेहद निराशाजनक स्थिति में बुझे स्वर में कहती है कि हमारा तो सब कुछ चला गया है ,यहाँ के परिवार को भी मार डाला और पीहर में हम पांच बहनों के बीच दो ही भाई थे ,उनको भी मार डाला.मेरा भाई गणपत तो गुजरात में ईंट भट्टों पर काम करता था ,मजदूरों के लिए लड़ता था ,अभी अभी ही घर आया और मुझ अभागी बहन से मिलने चला आया ,मुझे क्या पता था कि मेरे दोनों भाई मारे जायेंगे ,मैं पीहर में मुंह दिखाने और बोलने लायक भी नहीं बची .पप्पुड़ी को अपने बच्चों के भविष्य की चिंता खाए जा रही है ,वह अपने परिवार की सुरक्षा को लेकर भी बहुत आशंकित है .
जब मैंने दलितों से जानना चाहा कि जिस जमीन को लेकर यह जंग हुयी उसकी क्या स्थिति है ,क्या आप लोग वापस उस पर गए है ,तो गोविन्दराम ने बताया कि राज्य सरकार ने धारा 145 की कार्यवाही करते हुए जमीन को कुर्क कर लिया है ,जबकि समझौते की शर्त में यह भी शामिल था कि दलितों को उनकी जमीन पर अधिकार दिया जायेगा .अब ऐसी हालात में हम कैसे उक्त जमीन पर जाएँ ,हमें हमारी जमीन पर हक़ मिलना चाहिए .राज्य सरकार ने दलितों के आक्रोश को शांत करने के लिए जो वादे किये ,उनमे से आधे अधूरे वादे भी नहीं निभाए है ,मृतकों के आश्रितों को नौकरी देने का वचन दे कर सरकार भूल गयी है ,घायलों को मुआवजा देते समय किशनाराम को मुआवजा देने की कार्यवाही ही नहीं की गयी है ,पक्का मकान गिराने और झौंपडी जलाने तथा एक ट्रेक्टर ट्रोली और चार मोटर साईकल जलाने का मुआवजा भी नहीं दिया गया है .पीड़ित दलितों को सिर्फ एक बार रसद विभाग की ओर से खाने पीने के सामान की मदद दी गयी है ,जबकि जब तक पीड़ित लोग चलने फिरने में सक्षम नहीं हो जाते है ,तब तक उन्हें राशन दिया जाना चाहिए .अवैध खाप पंचायत करनेवालों के विरुद्ध कोई कार्यवाही नहीं की गयी है .सबसे बड़ी चिंता तो डांगावास के पीड़ित दलित परिवारों की सुरक्षा को ले कर है ,अभी तो सीबीआई का भी डेरा वहां है और अस्थायी चौकी भी लगी हुयी है ,लेकिन सुरक्षा का स्थायी बंदोबस्त होना भी बहुत जरुरी है ,इसके लिए आवश्यक है कि पीड़ित दलित पक्ष को आत्मरक्षार्थ हथियारों के लायसेंस दिये जाएँ और पुलिस की एक स्थायी चौकी वहां पर स्थापित कर दी जाये.
राज्य शासन को दलितों के प्रति जैसी संवेदशीलता अपनानी चाहिए वह नहीं अपनाई गयी है ,ऐसी कोई पहल डांगावास में नज़र नहीं आती है जो यह उम्मीद जगाती हो कि दलित वहां पर सुरक्षित है ,इस पुरे प्रकरण में आरोपियों को राजनितिक संरक्षण प्राप्त होने और प्रशासन में एक ही समुदाय का बाहुल्य होने की स्थितियां सामने आ चुकी है .सीबीआई ने अब तक जेल में बंद आरोपियों से पूछताछ की है ऐसा मीडिया रिपोर्ट्स कहती है ,डांगावास पंचायत क्षेत्र के भूमि सम्बन्धी रिकार्ड्स भी खंगाले है ,जिनसे खसरा नंबर 1088 की पूरी कहानी सामने आ सके और घटना के दिन के काल डिटेल्स भी निकाले गए है ,ऐसी भी जनचर्चा है .रामपाल गोस्वामी की हत्या के संदिग्ध मुकदमे के मुख्य आरोपी बनाये गए गोविन्दराम मेघवाल ने बताया कि सीबीआई ने उससे और किशनाराम से नार्को टेस्ट कराने की सहमती के लिए पत्र पर हस्ताक्षर करवाए है ,इन दोनों के मन में नार्को टेस्ट के साइड इफेक्ट को लेकर गहरी चिंता है ,वो कहते है कि हमें बताया गया है कि कभी कभी व्यक्ति इससे कोमा में चला जाता है ,क्या यह बात सही है ? मैंने उनसे कहा कि मैं नहीं जानता कि इसके चिकित्सीय प्रभाव क्या होते है पर कोई भी जाँच एजेंसी किसी से भी कोई भी टेस्ट उसकी सहमती के बिना नहीं कर सकती है ,लेकिन पता चला है कि सीबीआई दलितों द्वारा पहले गोली चलाये जाने की एफआईआर की सच्चाई को सामने लाने के लिए गोविन्दराम और किशनाराम का नार्को टेस्ट करवाना चाहती है .सीबीआई ने पीड़ित दलितों से भी अलग अलग बयान लिए है .
कुल मिलाकर सीबीआई जाँच जारी है,गाँव में फ़िलहाल शांति है और सीबीआई के अस्थायी कार्यालय में अक्सर हलचल देखी जाति है .घायल दलितों को रोज मेडिकल सहायता के लिए चिकित्साकर्मी सँभालते है . दूसरी ओर जो दलित और मेघवाल जाति के संगठन आन्दोलन में जुटे थे अब वे सीबीआई जाँच का श्रेय लेने के लिए अपने अपने प्रभाव क्षेत्र में रस्साकस्सी में लगे हुए है,वहीँ दलित राजनीती के सितारों को ना डांगावास दलित संहार के पीड़ितों से पहले कोई लेना देना था और ना ही अब है ,सब अपने अपने ढर्रे पर लौट गए लगते है ,पर डांगावास के दलितों की ज़िन्दगी अपने ढर्रे पर कब लौट पायेगी ,यह बड़ा सवाल है ,अभी तो डांगावास के दलित पीड़ितों की जिंदगियां डरी डरी सी ,सहमी सहमी सी और टूट फूट कर बिखरी बिखरी सी दिखाई पड़ती है ,जिन्हें सबके सतत सहयोग और संबलन की जरूरत है .

1) What led to the protests?
A few groups in Imphal, the capital of Manipur, have for long been demanding an imposition of 'Inner Line Permit' in the state. They have also been demanding the withdrawal of the Manipur Visitors, Tenants and Migrant Workers Bill, 2015. Recently, protests and rallies escalated on the streets of Imphal and spread to all four districts in the plains.
The police tackled the protests with a rough hand. A 16-year-old schoolboy, Sapam Robinhood, dies after being hit by tear gas shells on July 8. The Congress government in the state immediately imposed an indefinite curfew in the Greater Imphal area, comprising two districts of Imphal West and Imphal East.
In reaction, the protesting groups imposed a general strike. Since then, violence has escalated as people continue to protest on the streets, fighting pitched battles with the police. Due to this, more citizens have been injured, some critically. Several policemen have been injured too.
2) Was the violence avoidable?
Some observers suggest it was possible if the state government had reacted better, and more urgently. There is also a history of armed state forces using violent tactics with greater impunity than they would in, say, Delhi. There is no proof that the Centre intervened in time to control the protests. The crisis in Imphal also fell on the blind spot of the mainstream Delhi-based media for days and then found a footnote mention in some outlets.
3) What is the Inner Line Permit?
The Inner Line Permit regulates the entry of non-domicile citizens into a restricted region. The British used this to safeguard their revenue-generating regions in the Northeast against raiding tribal communitiesfrom the hills. Today, ILP is seen as a way to protect the demographic, cultural, political and social integrity of the small tribal populations in the hill states. At present, it is imposed in Arunachal Pradesh, Mizoram and Nagaland. Arunachal Pradesh recently tightened its ILP system. Of about 2.7 million people in Manipur, about 700,000 are of non-Manipur origins.
4) What is the Manipur Visitors, Tenants and Migrant Workers Bill, 2015?
The Manipur state assembly passed the Bill claiming it addressed issues that the demand for ILP had raised. But the governor has not given ascent to the Bill and the Joint Action Committee (JAC) of groups demanding ILP has deemed it ineffective. The state government has now promised to withdraw it through a special session of the state Assembly.
5) Will this bring the protests and curfew to an end?
The JAC has said it will continue protests till the Assembly session to withdraw the Bill is held and a proper timeline for ILP is decided. The curfew imposed on July 8 continues to be in place, though it has now been lifted for some parts of the day. The JAC has called for a general strike in Manipur on Tuesday.
6) Is the demand for restricting free movement of Indian citizens in Manipur xenophobic?
There is a palpable fear of small communities being inundated by outsiders. This has previously happened in Sikkim and Tripura. In the latter, tribal people now account for a small minority and have politically lost control of the state. There also are streaks of xenophobia that play in to the demand, but there are progressive voices in the state that look at ILP and such demands as symptoms of real issues surrounding possible tribal marginalisation.
7) Many photographs show women in similar traditional dresses protesting along with students and youth. Who are they?
In the Meitei community that dominates the valley region of the state, they are called the Meira Peibi — literally, women with torches. It is a traditional network comprising almost the entire adult woman population in the Meitei community, known for being leaders as human rights defenders in the valleys of Manipur. Their clanging of electric poles in a locality is taken as a warning of trouble and call to all. They can always be trusted to be at the forefront of any protest against state-sponsored violation of rights.

NEW DELHI: The plight of farmers in Maharashtra has turned so miserable that seven of them, including three women, have now asked the authorities for "permission" to commit suicide.
Kishore Ingale, Bhanudas Wadadkar, Pankaj Gawande, Shankar Khadse, and the women farmers – Kundabai Lonkar, Kamala Warhade and Vasanta Gingavkar – from Wadad village in Wardha District have been made to shuttle between one department to another for their compensation money, to which every farmer is entitled in situation of crop destruction as a result of hailstorm or any other natural contingency.
"The situation has become so bad that these seven peasants have approached the district officials requesting their green signal to end their lives," said Kishore Tiwari, president of the Vidarbha Jan Andolan Samiti, an NGO working for farmers' rights.
It was around 10 days ago that these farmers wrote the 'pre-suicide letter' to their local 'tehsildar' and even walked up to his office, the bemused official gave his acknowledgement to the bizarre plea and forwarded it to the Collector's office which too gave its official acknowledgment, said Tiwari.
The government allows a compensation of Rs 4000 to every farmer whose crop was destroyed in the previous year. But getting the officials to disburse that money is quite a hard job for these farmers, some of whom decide to end their lives instead of waiting for the frugal and incredibly delayed payments.
"For over six months, the money remains locked up in bank accounts as the district authorities are not clearing the disbursal. This is now forcing the farmers to write letters and ask for 'clearance' before committing suicide," Tiwari said.
Meanwhile, the ongoing dry spell in the region has claimed 35 lives in last 12 days. These include seven from Yavatmal, five from Amravati, four from Wardha, two each from Akola and Buldhana, one each fromBhandara, Chandrapur and Washim districts.

The increasingly hostile environment for journalists, sanctioned by official inaction, means muscle may win out over truth

The varied manifestations of Indian journalism are visible in the violence inflicted upon muckrakers by those who fear scrutiny. With freelance journalists using social media like Facebook to publish stories that might otherwise be squashed by editors, the potential for violence is greater than ever.
The vernacular press tells a different story from the English dailies and TV channels. In satellite towns, or 'purs', journalism operates within an opaque realm of extortion, blackmail and personal vendettas. It is this world that is deemed unsafe by the International Federation of Journalists (IFJ) in their annual report, "Freedom Frontier: South Asia Press Freedom Report 2014-2015". The report assesses the freedom and safety of journalists in the region. It claims Pakistan is the least safe place for journalists, but India is also high on the list.
The deaths of two journalists—Jagendra Singh and Sandeep Kothari —in the past few months from have brought this disturbing reality into public scrutiny. At no point can these deaths be justified, but they bring to light everyday life in highly-politicised inner India. Shahajahapur of Uttar Pradesh and Katangi tehsil from Madhya Pradesh respectively,
Jagendra Singh owned a kirana store and moonlighted as a freelance journalist in the town of Shahjahapur, Uttar Pradesh. He was burned alive on the first of June and succumbed to the injuries a week later.
His death has officially been called a suicide, but Jagendra's son vociferously claims that he would not have
killed himself.
The English language press, including even the New York Times, has referred to Singh as a freelance journalist. A peek into his life illustrates what that means in the hinterland. Unable to keep a job with a newspaper or magazine because of his temper and his problems with authority, he started his own publication on Facebook: the 'Shahjahpur Samachar'. He reported on a variety of topics, but his dal-roti was exposing discrepancies in government schemes. One of his targets was Minister of Backward Class Welfare, Ram Murti Singh Verma, who allegedly ordered his murder.
Disputing claims that he committed suicide, Singh's family claims that Jagendra was burnt alive by the police, acting on Verma's orders. Singh, on his deathbed, maintained that Verma was incensed over a report that suggested Verma was embezzling funds from a scheme to issue Above Poverty Line cards to 27,500 people. However, Jagendra's Facebook reports comprised little more than allegations based on information purportedly obtained from unnamed sources. Verma says the reports have no basis in fact, stating that Singh never bothered to get his side of the story.
During this period, another journalist in Shajahpur was kidnapped. When he was released, he stated that he believed that Jagendra was behind it. Jagendra also had another five cases registered against him, though none ever went to trial.
In Katangi Tehsil, Madhya Pradesh, rumours surrounded Sandeep Kothari, as well. Though never convicted of any crime, Kothari spent 17 months in jail and had 20 criminal cases filed against him, including rape, blackmail and extortion. Before his own brush with the law, however, Kothari had written and filed cases against local manganese and sand mining operations. Sandeep Kothari went missing on June 19, and police discovered his burnt body on June 22. Police have registered a case, though no formal charges have been made.
Another bone-chilling case has made bigger waves. Senior TV reporter with the India Today group, Akshay Singh, was investigating the so-called Vyapam admissions scam when he died suddenly, following an interview with Om Prakash Damor, whom Singh believed could shed some light on the case. The autopsy report claims he died of a heart attack, but Damor saw him frothing at the mouth. With the mainstream media's tally of some 46 deaths connected to the alleged scam since the investigation began, the journalist's death, too, seems
overly convenient.
Om Prakash, father of Namrata Damor—a medical student whose death in 2012 was instrumental in bringing the Vyapam scam under scrutiny—claims that just after their meeting, Akshay's lips began shaking violently and then he collapsed, frothing at the mouth.. When he was rushed to a local private hospital, the nurses on examination found he had no pulse.
Singh's death is being clubbed with other deaths linked to the scam. Though Chief Minister Shivraj Singh Chouhan has ordered the SIT to look into his death, the opposition is pressuring him to bring in the CBI. Meanwhile, the India Today group says the Chouhan-led government has claimed that there have been no questions raised about the circumstances of any of the 40-odd deaths linked to the scam. On the contrary, India Today says Namrata Damor's family has filed a court petition demanding a probe into the circumstances surrounding the death of their daughter.
Like the deaths of Jagendra Singh and Sandeep Kothari, Akshay's death remains a mystery. Whether or not foul play was involved, the case has drawn attention to what appears to be a worsening climate for investigative journalists, of any stripe. The thinly veiled official sanction of violence could lead to self-censorship and create an emergency-like situation where press freedom could find itself severely curtailed.

AHMEDABAD: Harappan site Lothal, which is believed to be the world's first naval dockyard located 80-km from Ahmedabad, has fallen into disrepair around six decades after archaeologist S R Rao had excavated it.
The archaeologist's daughter, Nalini, said she was heartbroken to see "monumental apathy and neglect" of her father's find when she visited Lothal this week ahead of the SR Rao Memorial Lecture at IIM-Ahmedabad on Sunday.
"I was pained to see crumbling bricks and no attempts to preserve the site," said Nalini, a world art professor at Soka University in the US.
"In countries like Egypt and China that are home to ancient civilizations one witnesses extreme regard for conservation, including restricted entry, hands-off directives and weather proofing."
Nalini said Lothal has none of this. "There are no guides or leaflets to educate visitors about Lothal's importance in India's history," she said.
"The site maybe on every tourist map, but one cannot find a bottle of water for several kilometers."
Nalini, who would release a booklet on Lothal remains at IIM-A, said she is planning a documentary on the ancient port town to highlight her father's legacy.
S R Rao, an Archaeological Survey of India archeologist, had ordered the excavation when he found a mound near Saragwala village inAhmedabad district in 1954.
The excavation lasted till 1962 and led to the unearthing of an acropolis that had earliest artifacts dating back to 2450 BC.
The site was named Lothal, the first Harappan site with a dock that remained operational till 1600 BC.

In Mumbai it is shocking and highly objectionable that a large contingent of CBI has been deployed for search operations the whole day.
In a press release issued today AIDWA has stated that the real motive of such hounding of Ms Setalvad is nothing but a clear cut vendetta of Modi Govt as a revenge for her active role against the 2002 GujaratProgram. She had been relentlessly continuing the legal fight for all these years so that politically influential culprits are brought to book and punished. Moreover such act of CBI can never be justified in view of Ms Setalvad already assuring her full cooperation in any investigation into transactions and functioning of her NGO.

New Delhi: Authorities at Tihar jail, the largest prison complex in South Asia, have been reluctant to lodge cases of same-sex rapes by jail inmates.
Tihar authorities are often unwilling to even share details of such incidents, said sources at west Delhi's Hari Nagar police station under whose jurisdiction the Central prison falls.
According to the recent police data, one case of rape with a male inmate was filed at the police station on May 10, 2015 while seven cases were registered last year.
Surprisingly, in 2013, 2011 and in 2010, no case of same sex rape was lodged. In 2012, police registered just one such case.
"Sexual abuse is a real nightmare in the prison," according to Tihar jail sources.
"In spite of several prison reform sessions organised for inmates by Tihar jail authorities, the prison is a cruel place, especially for those who cannot defend themselves against bullies and predators," said a former Tihar inmate, who was raped by other inmates during his jail term in a case of robbery.
Mukesh Prasad, the deputy inspector general of police (DIG), prisons, said, "Cases of sodomy do occur in Tihar but the number is very low unlike the assumption in the outside world that it's a rampant practice."
The DIG said the overcrowded prison did not have space for such abuse.
"As the jail is overcrowded, it is very difficult for such kind of incidents to take place. But whenever we get a complaint, we take action and lodge a complaint with the police station," he said.
A murder accused, who is out on bail, claimed that organised gangs were operating in Tihar jail who rape inmates at will.
"Rival gang members do not lose a single occasion to take revenge on other gang members. Inmates have to stay in groups while stepping out of cells to avoid getting caught by rival gangs or by an aggressive inmate," he said.
Former Tihar jail Director General (DG) Kiran Bedi, known for her prison reforms, blames the authorities for the rape cases inside jail premises.
"Incidents of coercive sex and sodomy do take place in Tihar. CCTV cameras installed inside the jails ensure that all inmate movements are recorded. If rapes still happen, it means that the CCTV footage is not being monitored properly," Bedi said.
She said prisoners from a prosperous background manage to pay their way through and stay safe. But it is a different story for the poor and the physically weak.
"We have used education, sports and yoga to keep prisoners busy. They (prisons officials) are distracted with too many rich people there (in jail). Their attention is diverted by these rich people.
"Some people are bought out completely. When people are bought, what can the leadership do? Prisoners have to be kept in a normal routine to keep their focus away from negative thoughts," Bedi added.
She said the authorities should also interview each prisoner so that such criminal acts can be stopped.
Apart from the money and muscle power of gangs, the culture of hyper-masculinity in prisons makes a sodomy victim the target of derision among fellow prisoners.
"Many learn to live with the pain and abuse and keep silent because of being threatened with dire consequences. Others sometimes become 'prostitutes' trading their bodies for protection. Some do it to earn cash or drugs," a police officer said.
The source said prisoners are tortured in a variety of ways apart from sodomy. "Some dreaded and habitual offenders (inmates) always search for new victims. Other inmates cheer while watching the rapes," the source said.
For some unfortunate ones, the torture never stops.
A prison official, who handled the December 16, 2012 main accused Ram Singh, recalls him trembling while asking the guards about his safety.
Singh's lawyer complained a number of times to the court that his client was being routinely raped in prison. Vinay Sharma, another accused in the same case, also said that he was raped on several occasions.
Eventually, Singh committed suicide due to unknown reasons. Last year, the Delhi High Court had asked the Delhi government and Tihar authorities to hold consultations and suggest ways to improve the prisoners' condition.
A National Human Rights Commission (NHRC) report, based on data collected from Indian prisons between 2007 and 2011, revealed that a majority of suicides in the jails were because of same-sex rapes by fellow prisoners.
The report was prompted by the suicide of an accused in the Delhi gang rape case of December 2012 in Tihar jail.

PADS strongly condemns the CBI raids on 14 July 2015 at the premises of social activist Teesta Setalvad, her husband Javed Anand, Gulam Mohammed Peshimam and office of Sabrang Communications and Publishing in Mumbai. These raids are undertaken for purely vindictive reasons given the assurances of complete cooperation and submission of thousands of pages of documents to the CBI. It is by now an open secret that activists working for justice and truth with regard to the pogrom called 'Gujarat Riots' have earned the hatred and animosity of the Modi government; which does not hesitate to employ official state power to indulge in a witch-hunt.
Setalvad and Anand set up Sabrang Communications and began publishing Communalism Combat in 1993, and not after 2002. It was this company that published the Justice Srikrishna Commission Report on the Mumbai communal riots of 1992-1993 at a time when the state government would not make it available to the public. The state not only fails in its constitutional duty to protect all citizens from unlawful deprivation of life and liberty under Article 21, but hounds and intimidates all those who seek to uphold human rights and democratic values. It may also be noted that a senior Public Prosecutor, Rohini Salian, has accused the NIA of showing a bias in favour of certain persons accused of terrorist crimes. None other than the respected Julio Rebeiro, retired Police Commissioner of Punjab, has asked the public to take serious note of what Ms Salian has alleged.
Furthermore, a Gujarat special judge, Ms Jyotsna Yagnik, stated in May this year that she has received 22 threats since retirement, on account of her role in convicting those responsible for the Naroda Patiya massacre in 2002. Her security cover was not enhanced, but scaled down. It is also noteworthy that the final hearings in the Zakia Jafri Criminal Revision Application are due to begin on July 27. Mrs Jafri seeks to make top-level politicians, including the then Gujarat chief minister, and top-level policemen, including the present Commissioner of Police, Shivanand Jha, former joint CP, Crime Branch, AK Sharma (now in the CBI ) answerable for criminal and administrative culpability for their role in 2002. Seen together, in their entirety, the above facts are a cause for grave concern to all Indian citizens.
They portend nothing less than an undeclared Emergency. Lovers of democracy should resist the ruthless campaign of intimidation unleashed against Sabrang Communications. PADS demands that the Union Government abandon its hostile and vindictive stance towards human rights defenders and concentrate on upholding the rule of law and providing justice to innocent Indian citizens who have fallen victim to bloodthirsty communal politics.

बहरहाल मीडिया ब्लिट्ज का कमाल है कि भारत अमेरिकी परमाणु समझौते का इतना महिमामंडन हो गया और इसके विरोधियों को इस कदर खलनायक बना दिया गया कि कामरेड महासचिव प्रकाश कारत कहीं के नहीं रहे और वाम कैडर किसी को नहीं समझा सके अबतक कि इस समझौते का दरअसल मतलब का होवै है।
अब देखिये कि अंतरराष्ट्रीय कारोबार,राजनय और विदेश नीति का जलवा मुकम्मल परमाणु भट्टी है।

फर्क बस इतना है कि देश अब केसरिया है और हिंदुत्व का जंडा वाशिंगटन में भी फहरा रहा है।
भारत अमेरिका परमाणु संधि से हमारी जहां बदल गयी तो जरा सोचते रहिये कि ईरान अमेरिका परमाणु समझौते के अंजाम आखिर क्या होने हैं।
बुलबुले जो हैं चारों तरफ धुआंधार,वहीं लेकिन हकीकत नहीं है।
