Mind you,Chief minister Arvind Kejriwal has ordered a feasibility report on the options for a referendum on full statehood for Delhi, taking his Aam Aadmi Party (AAP) government in the state into uncharted territory over its longstanding demand.
However,Some experts said holding a referendum would require amending the Constitution, which does not provide for a referendum. "Referendum has to have legal backing. It requires you to cast your vote, for which you have to make provisions under law," said Shailaja Chandra, former chief secretary of Delhi.
She said a bill has to be introduced and passed by Parliament to bring about such a law and did not think this was "in the realm of possibility".
This referendum bid in not branded as sedition though.

What is your complaint with the Chief Minister on the issue of statehood? Wasn't it among your most significant demands in the 1990s?
The Congress party has no objections to full statehood for Delhi but one must understand that it will come at a significant cost which the people of Delhi will have to bear. The Government should have first explained this to the people before raking the issue which it didn't. Just take the Rs.5,000 crore financial grant allocated to the Delhi Police this fiscal, for instance. The Delhi Government will have to dedicate similar grants not only to the police but the medical sector among many others; where will the money come to sustain the full state of Delhi?
Shouldn't the people of Delhi, then, be allowed to decide whether they are for or against statehood through a referendum?
There is not only no provision for a referendum in the Constitution, but allowing one to be conducted can have serious implications for internal security. If the people of Delhi are allowed to vote, what can the law of the land do to prevent the people of Kashmir from secession or the creation of a Gorkhaland and Bodoland, which might trigger flare-ups all across the country?

Pro-freedom camp to commemorate martyrs day jointly Geelani, Mirwaiz, Malik to lead rally from Jamia Masjid to Naqshband Sahab shrine. Srinagar, July 08: Many resistance groups, including Hurriyat Conference factions and the Jammu and Kashmir Liberation Front (JKLF) will lead a pro-freedom rally from the historic Jamia Masjid to the shrine of Naqshband Sahab to commemorate the anniversary of 22 people, who were shot dead by the forces of autocratic Dogra rulers on July 13, 1931.
The pro-freedom camp will lead a joint march to the martyrs' graveyard in Srinagar on Monday, July 13, to pay homage to the martyrs of the 1931 massacre by Dogra rulers.
In a statement, Hurriyat (G) said that the pro-freedom leadership of Jammu and Kashmir will lead a joint march from Srinagar's Jamia Masjid to the martyr's graveyard at Khanqah-i-Naqshband Sahab.
On the occasion, it said, the leaders will address the public gathering about the "importance of the cause for which our nation has sacrificed about six lakh precious human lives so far".
The spokesman said that there will be no shutdown call on the day.
He appealed people to participate in the proposed march in large numbers and "give a message to the world that till the achievement of the right to self-determination, the Kashmiri nation will continue their fight against the illegal and forced occupation of India at any cost and in any way".

The changed face of militancy in the Kashmir Valley has led the Army to "completely review" its anti-infiltration and counter-insurgency strategies to tackle among other things the growing trend of youths, even educated ones, gravitating towards militant outfits.
"The likely attempts from across the border to again push in militants" are also being factored by the Army in its new approach.
With reports suggesting that nearly 50 youths have joined militant ranks this year, Lt Gen Subrata Saha, General Officer in Command of Army's 15 Corps, is a worried man.
"I will not like to get into numbers. What bothers me is that if any youth is joining the terror group, it is disturbing. And, if educated youth are joining, it is a cause of more concern to all of us," Gen Saha said.
Without getting into any blame-game, Gen Saha said: "It is worrisome and needs to be addressed. But while addressing this issue, one has to ensure that it has a permanent solution rather than adopting a quick-fix method with no guarantee of a breakdown again."
Gen Saha minced no words in sharing his concern over the situation in the Valley and said that though it was generally peaceful, there have been incidents of breakdown in mobile communication and selective killings in some parts.
"To an extent we can call it peaceful, and stable overall, but certainly there is a potential of fragile situation developing and it is something that as security agencies we have to be conscious about.
"We are working towards ensuring that these aberrations, if I may use that word, are checked and the situation continues to remain the way as it ought to be," said Gen Saha, who has earned the reputation of being a 'people-friendly General' for his spate of initiatives to keep the youth in the Valley engaged.
Known for mingling with the crowd to understand their problems, Gen Saha is credited for his adept handling of the situation in Sopore in north Kashmir after a spate of civilian killings. He held a meeting with top police and intelligence officials at ground zero itself.
The pattern of killings needed to be understood and it was better to be at the spot rather than drawing up maps and getting second-hand information from district police officials, he said.
"As security agencies, we are studying the possible grey areas which had got exploited in these incidents. In most of these cases, shots were fired from pistols and the targets were chosen in a way so that the attackers could get away very quickly. This shows that there is a change in strategy. As far as security forces are concerned, we are undertaking a complete review of our strategy," he said.
Gen Saha said that all the agencies which are dealing with the situation have come together.
"We have tried to figure out a strategy, we have tried to figure out the right disposition of the entire range of resources so that we are able to contain the emerging situation," he said.
On the issue of hoisting of Pakistani and ISIS flags in the Valley, he made it clear that it was a law and order problem which needed to be dealt with by the police. However, he commented that "even if it is isolated, it ought to be taken up very seriously. It has to be investigated and taken to its logical conclusion before any trend or pattern develops from that."
"The emergence of the ISIS flags deserves highest attention of the security agencies to prevent the youth of Kashmir from getting lured (into ISIS). The ability of ISIS to attract large number of volunteers is a matter of concern. There are believed to be 10,000 to 15,000 volunteers at present fighting for ISIS," he said.
As snow melts in the higher reaches, Gen Saha is concerned over the situation in the areas under his command.
"Most of the mechanisms which we use to prevent infiltration are active and more robust than in the previous year," he said, adding the Army is prepared to respond to any challenge.
Gen Saha, who is on the verge of completing his tenure, is credited by analysts for bringing the Army closer to people. His earlier stint was as Brigade Commander in Keran sector. He still visits the area often and interacts with the local people.
He responded with a smile when asked if he is scared of mingling with the crowd without any security cover, and replied: "I have helped them and they have helped me. I always believe that respect is commanded and not demanded and have been following that principle."

Despite repeated flood threats in the Valley, the government is yet to start the dredging process of the river Jhelum thereby putting the lives and properties of the people here at risk.The senior officials from the Irrigation and Flood Control (IFC) department had earlier said that the dredging of river Jhelum would be initiated on urgent basis by June first week.
By delaying the dredging of the river on small streams, the Government seems to be pushing itself to the brink as just a couple of days of moderate to heavy rains result in flood scare in the valley. The Government has still not made up its mind on when to start dredging despite prods by the Central government.
Sources in the IFC department informed that the authorities held a series of meetings in this regard. Nonetheless, nothing has been decided so far as they are yet to take any initiative."The delay in dredging of the river Jhelum occurred due to the farming season, but now almost the full season has passed, the government is yet to take any initiative in dredging the river," sources said.
Sources informed this newspaper that the authorities so far have discussed several times to raise the level of river embankments in most parts of the valley especially in Srinagar, adding, "The encroachments on the embankments of river Jhelum would be dealt with strictly."
Minister for Irrigation and Flood Control Sukhnandan Kumar had earlier admitted that the rainfall has been a spoiler in Jammu and Kashmir, however, despite admitting the facts, the government seems in inactive on the dredging front. This Government inaction is beginning to cause worries as only few weeks back incessant rains once again created a flood like situation.
According to the reliable sources, the plan of constructing an alternate flood channel in Srinagar is still at premature stage, adding, "Despite assurances and announcements, the government is yet to approve the works to strengthen the river embankments."
They informed The Kashmir Monitor that the senior officials have decided to hold meeting in coming days wherein they will press the higher ups to release the funds and decide the date of starting work of dredging the river and its embankments, adding, "the authorities have scheduled to decide the proposal of diverting the tributary rivers before they join river Jhelum in the meeting."
When contacted, Chief Engineer IFC, Javed Jaffar said that the tender has been passed in this regard and the dredging of river Jhelum would soon get started in Valley.
He said that there were some minor issues which delayed the work of dredging and may take some more time to start the process, adding, "We are in close contact with the concerned Minister and will soon work on it."
Jaffar said that they won't let people suffer again. "I believe that the process of dredging the river will end all the problems of people, which arises due to the one day wet spell in the state. We will start work most probably in August," he added.
