চার বছরে অনুদান বেড়েছে ১০০ গুণ! আয়কর দফতরে দাখিল করা তৃণমূলের হিসেব ঘেঁটে এমনই তথ্য পেয়েছেন সিবিআই গোয়েন্দারা। আনন্দবাজারেরও হাতে আসা সেই হিসেব বলছে, ২০১০-'১১ আর্থিক বছরে অনুদান খাতে তৃণমূলের আয় ছিল ১০ লক্ষ টাকা। এর পরের বছরে (২০১১-'১২) তা বেড়ে হয় ১৩ লক্ষ টাকা। ২০১২-'১৩ সালে অনুদানের পরিমাণ ছিল ৩৫ লক্ষ টাকা।

Hereby,Tripura Leader of Opposition Sudip Roy Burman on Monday alleged that Chief Minister Manik Sarkar holds association with various chit fund companies and demanded a CBI probe into the ponzi scams in Tripura.

The Congress has accused Tripura chief minister Manik Sarkar of providing land at subsidized rates to Rose Valley for setting up an amusement park in Agartala.

Two days after Sarkar's denial of his association with Rose Valley and other non-banking financial companies (NBFC), leader of the opposition, Sudip Roy Barman, on Friday released the land documents of the park.

"The Rose Valley Park was built in 16.5 hectares of land in Agartala. The government provided them half of the land at a cheaper price and allowed another half to be encroached," alleged Roy Barman alleged. He said the land which was encroached by Rose Valley belonged to tribals.

The Central Bureau of Investigation (CBI), probing the multi-crore Saradha chit fund scam, on Monday sent a notice to the ruling Trinamool Congress (TMC) seeking income and expense details from the party during 2010-14, which includes donations, advertisements, sale of party mouthpiece 'Jaago Bangla' and "sale of paintings".According to media reports, the notice is sent to the TMC's national general secretary Subrata Bakshi through a speed post, asking him to reply within seven days.

The development comes days after West Bengal Chief Minister and TMC chief Mamamta Banerjee had expressed her strong displeasure over the CBI's phone call to TMC Bhavan here.

According to reports, the notice has been served under Section 91 (summons to produce document or other thing) of the Criminal Procedure Code.

Reacting to this, Trinamool secretary general Partha Chatterjee said the party would reply if it saw the notice.

On the other hand,Tripura Opposition leader Sudip Roy Burman on Monday accused the Manik Sarkar government in the state of shielding Rose Valley company, whose chairman is now in judicial custody here in connection with an Enforcement Directorate probe.

"The Manik Sarkar government did not specify the amount of money involved in the scam while writing to the CBI to probe the Rose Valley Group in 2013, only to ensure that it was not investigated," Tripura Opposition leader Sudip Roy Burman alleged while speaking to the media here.

The Congress leader claimed that the state government had written to the CBI following a clamour over the activities of several ponzi fund companies operating in Tripura.

This was done, Burman claimed, only after the Saradha chit fund scam came to light and the Assam government suo motu sought a CBI probe into the scam there.

"The state government had conducted raids on the offices of some such companies, including Rose Valley, but took little action," Burman alleged.

The companies were allowed time to wind up operations in the state and flee, thus leaving lakhs of hapless investors in the lurch, Burman claimed.

"Tripura chief minister and other ministers have been present at functions of Rose Valley Group and various other chit fund companies," he alleged, adding that Sarkar was also present at the launch of Saradha Group's newspaper in the state.

He alleged that chit fund companies had flourished whenever the Left Front was in power in the state.

"Democracy is being throttled in Tripura and it is a one- man show there," Burman said.

As the CBI prepares to file a fresh chargesheet in the Saradha chit fund scam, it plans to question ousted Trinamool Congress leader Mukul Roy again. Top sources said Roy attended Saradha group meetings at "someone's instance". During his previous examination in January, Roy had told CBI that "he had done nothing wrong".

Earler,the CBI questioned Assam Congress president and legislator Anjan Dutta at its office in Kolkata in connection with the multi-crore Saradha chit fund scam.

Mind you,Roy earlier even before he entered CBI office to be questioned,spilled the beans admitted to meeting Saradha CEO Sudipta Sen at Delo guest house in Kalimpong and Nizam Palace in Kolkata. But he denied having met him after the Ponzi mastermind slipped out of Kolkata in April 2013.

Media reports,after calling up Trinamool general secretary Subrata Bakshi at the Trinamool Bhawan last week, the CBI has finally sent a notice to him seeking details of the accounts of the ruling party as part of its ongoing investigations into the Saradha scam.

In the notice, the agency has sought details about the party's income and expenditure since 2010 right up to 2014, asking Bakshi to reply within seven days. Interestingly, the notice has tried to encompass the entire gamut of Trinamool's income sources, including the profit from selling chief minister Mamata Banerjee's paintings. CBI refused to see the development as a "political move".

"The notice is part of our investigation, a status report of which has been submitted before the Supreme Court on Monday. Based on the reply, we might summon a couple of people," said a CBI spokesperson. The CBI had earlier made it clear that the auditors of the ruling party might be asked at some point later to cooperate in the probe. The central agency has not yet ruled out the prospect of summoning the former Trinamool Congress number 2 Mukul Roy again.

Reacting to the development, Trinamool secretary general Partha Chatterjee said in Siliguri that the party would reply once it sees the notice. "Every day we get thousands of letters and we reply to those which are worthy of a reply. If we come across such a notice and if it deserves a reply, we will do that," Chatterjee said iterating the party's stand that the CBI was working at the behest of the BJP which is ruling at the Centre.

"CBI has lost all credibility. It is acting at the behest of a political party before the civic elections. We announced a protest programme against the land bill on April 8. Shortly after that, CBI called up our office," Chatterjee had said on April 2, the day Bakshi got a phone call from the agency on the issues related to the party's accounts. The education minister went on to slam the Centre over the CBI move. "CBI is working under instructions of a particular party to put Trinamool in trouble," Chatterjee had said.

The agency had earlier sent the notice to Trinamool leader Mukul Roy who was the general secretary of the party before his eventual removal from the post in February. Roy, a Trinamool Rajya Sabha member, had reportedly asked the CBI to contact Bakshi over the issue as he was no more the general secretary.

On March 18, Bakshi wrote to Roy asking for documents and statements relating to the party's communications with the state and central election panels and original copies of the party's audited accounts among other documents.

Replying to Bakshi's letter, Roy on April 3 gave details of the party's audited accounts between 2005 and 2014. He also asked Bakshi to contact one "Shri Chakrabarty" who he said was handling all accounts-related matters of the party.

কলকাতা: বেআইনি আর্থিক প্রতিষ্ঠানকাণ্ডে এবার একেবারে কলকাতায় এসে সুর চড়াল ত্রিপুরা কংগ্রেস। আক্রমণের লক্ষ্য, দেশের একমাত্র সিপিএম শাসিত রাজ্যের মুখ্যমন্ত্রী তথ্য দলের পলিটব্যুরোর সদস্য মানিক সরকার।

সোমবার, প্রেস ক্লাবের সাংবাদিক বৈঠকে করে ত্রিপুরার বিরোধী দলনেতা সুদীপ রায়বর্মন দাবি করেন, রোজভ্যালি তাদের রাজ্যে যে পার্ক তৈরি করেছে, তা বেআইনি ভাবে তৈরি হয়েছে। এর অর্ধেকই সরকারি জমি বলে দাবি তাঁর।

ত্রিপুরা কংগ্রেসের দাবি, শুধুমাত্র রোজভ্যালিই নয়, অন্যান্য বেসরকারি সংস্থার অনুষ্ঠানেও উপস্থিত থেকেছেন মুখ্যমন্ত্রী মানিক সরকার। বলেন, 'সকালবেলার উদ্বোধনী অনুষ্ঠানে ছিলেন, কসমিক গ্রুপ অফ ইন্ডাস্ট্রিজের বার্ষিক অনুষ্ঠানে ছিলেন, মঙ্গলম অ্যাগ্রো প্রোডাক্টস-এ সিএম ছিলেন।' নিজের দাবির স্বপক্ষে ছবিও তুলে ধরেন ত্রিপুরার বিরোধী দলনেতা।

ত্রিপুরার বিরোধী দলনেতার আরও দাবি, মুখ্যমন্ত্রীর পাশাপাশি সিপিএম মন্ত্রী ও বিধায়করাও বেআইনি আর্থিক সংস্থার অনুষ্ঠানে উপস্থিত থেকে এমন বক্তব্য পেশ করতেন, যাতে সাধারণ মানুষ ওই সব সংস্থায় বিনিয়োগ করতে ভরসা পান। কংগ্রেসের অভিযোগের প্রেক্ষিতে, মানিক সরকার আগেই দাবি করেছিলেন, বেআইনি আর্থিক প্রতিষ্ঠানগুলির বিরুদ্ধে ত্রিপুরা সরকারই প্রথম সিবিআই তদন্তের সুপারিশ করেছিল। ত্রিপুরার মুখ্যমন্ত্রীর এই দাবিও উড়িয়ে দিয়েছেন বিরোধী দলনেতা।

ত্রিপুরার বিরোধী দলনেতার এও দাবি, প্রথমে যে সব আর্থিক প্রতিষ্ঠানের বিরুদ্ধে তদন্তের আর্জি জানিয়ে রাজ্য সরকার সিবিআইকে চিঠি দিয়েছিল, তাতে রোজভ্যালির নামই ছিল না। পরে, বিরোধীদের চাপে, তালিকায় এই সংস্থার নাম ঢোকানো হলেও, কত টাকার তছরুপের অভিযোগ, তার উল্লেখ ছিল না। এ রাজ্যে সিপিএম যখন সারদাকাণ্ডে তৃণমূলকে কোণঠাসা করার আপ্রাণ চেষ্টা চালাচ্ছে, তখন তাদের নাকের ডগায় বসে মানিক সরকারের বিরুদ্ধে একগুচ্ছ অভিযোগ ছুঁড়ে দিয়ে তাদের অস্বস্তি বাড়িয়ে দিল ত্রিপুরা কংগ্রেস। এমনটাই মত রাজনৈতিক মহলের একাংশের।

রোজ ভ্যালিতেও কুণাল টানলেন মুখ্যমন্ত্রীর নাম

কলকাতা: সারদা কাণ্ডে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে জড়িয়ে লাগাতার অভিযোগের তির ছুড়েছেন কুণাল ঘোষ। এ বার অর্থলগ্নি সংস্থা রোজ ভ্যালির কাজ কারবারেও মুখ্যমন্ত্রীর 'যোগ'নিয়ে সরব হলেন তৃণমূল থেকে সাসপেন্ড হওয়া এই রাজ্যসভার সাংসদ। রোজ ভ্যালি-কাণ্ডে তিনি জড়িয়ে দিয়েছেন পরিবহণমন্ত্রী মদন মিত্র ও তৃণমূল সাংসদ তাপস পালের নামও।

সোমবার সারদা ট্যুরস অ্যান্ড ট্র্যাভেলস মামলায় সারদা-কর্ণধার সুদীপ্ত সেন ও তাঁর 'ছায়াসঙ্গিনী'দেবযানী মুখোপাধ্যায়ের সঙ্গে কুণালকে কলকাতার নগর দায়রা আদালতে হাজির করানো হয়েছিল। বিকেলে জেলে ফেরানোর জন্য গাড়িতে তোলার সময় সাংবাদিকেরা রোজ ভ্যালি-কাণ্ড প্রসঙ্গে তাঁর মতামত জানতে চান। কুণাল বলেন, ''রোজ ভ্যালি নিয়ে কিছু জানি না। যাঁরা জানেন, তাঁদের জিজ্ঞাসা করুন।''

তাঁরা কারা? কুণাল তাপস পাল, মদন মিত্র ও মমতা বন্দ্যোপাধ্যায়ের নাম করেন। কেন তিনি এমন বলছেন, তা জিজ্ঞাসা করা হলে কুণাল আরও কিছু বলতে যাচ্ছিলেন। কিন্তু পুলিশ তাঁকে ঠেলে প্রিজন ভ্যানে ঢুকিয়ে দেয়।

কুণালের এ হেন মন্তব্য প্রসঙ্গে তৃণমূলের কোনও নেতা আনুষ্ঠানিক ভাবে মুখ খুলতে চাননি। যদিও তৃণমূল সূত্রের দাবি, কুণালের কথায় দল গুরুত্ব দিচ্ছে না। তাপস পালের সঙ্গে যোগাযোগ করা হলে তাঁর প্রতিক্রিয়া, ''আমি শ্যুটিংয়ে ব্যস্ত। এ সব ব্যাপারে আমার কিছু জানা নেই।''আর মদন মিত্রের কৌঁসুলি মিলন মুখোপাধ্যায়ের বক্তব্য, এক জন অভিযুক্তের মুখে এই সব কথাবার্তার তথ্য-প্রমাণগত মূল্য নেই। রোজ ভ্যালি সংশ্রব প্রসঙ্গে তৃণমূলের সদ্য প্রাক্তন সাংসদ সৃঞ্জয় বসুর নামও এ দিন কুণালের মুখে শোনা গিয়েছিল। সৃঞ্জয়বাবু জানান, নেহাত পেশাগত সূত্রেই তিনি রোজ ভ্যালি কর্ণধার গৌতম কুণ্ডুকে চিনতেন, তার বাইরে কোনও সম্পর্ক ছিল না।

সারদা-মামলায় ধৃত কুণাল ঘোষ একাধিক বার প্রকাশ্যে দাবি করেছেন যে, সারদা-কাণ্ডে মমতা বন্দ্যোপাধ্যায় জড়িত। এক বার আদালত থেকে সল্টলেকের সিজিও কমপ্লেক্সের সিবিআই অফিসে ঢোকার সময় তিনি বলেছিলেন, ''সারদার সংবাদমাধ্যম থেকে কেউ যদি সব চেয়ে বেশি সুবিধা পেয়ে থাকেন, তাঁর নাম মমতা বন্দ্যোপাধ্যায়।''

এর পরেও আদালতের ভিতরে-বাইরে একাধিক বার মুখ্যমন্ত্রী ও তাঁর মন্ত্রিসভার অনেকের দিকে আঙুল তুলেছেন কুণাল। তিনি যাতে এজলাসের বাইরে কিছু বলতে না পারেন, এবং বললেও যাতে তা সংবাদমাধ্যমের কানে না যায়, সে জন্য পুলিশও কোমর বেঁধে নামে। কুণাল সাংবাদিকদের সামনে মুখ খুললেই তাঁর কণ্ঠস্বর চাপা দিতে একযোগে চিৎকার কিংবা গাড়ির গায়ে চাপড় মেরে ধাঁই ধপাধপ আওয়াজ তুলতেও কসুর করেননি আইনরক্ষকেরা।

এ দিনও কুণাল মুখ্যমন্ত্রীর নাম তুলতেই তাঁকে সরিয়ে নিয়ে যেতে পুলিশকর্মীরা তৎপর হয়ে ওঠেন। বেলা এগারোটা নাগাদ কুণালকে যখন প্রেসিডেন্সি জেল থেকে কলকাতার নগর দায়রা আদালতে নিয়ে আসা হয়, তখন অবশ্য তিনি কিছু বলেননি। আগে বিভিন্ন হাজিরার দিনে এজলাসের ভিতরে নানা বিষয়ে যে ভাবে তাঁকে মুখর হতে দেখা গিয়েছে, এ দিন তাতেও ব্যতিক্রম! এজলাসে কুণাল কার্যত মুখে কুলুপ এঁটে ছিলেন!

এ দিন সারদার অন্যতম কর্তা মনোজ নাগেলের হাজিরা নিয়ে দমদম জেল কর্তৃপক্ষ কার্যত আদালতের ক্ষোভের মুখে পড়েন। সুদীপ্ত-কুণাল-দেবযানীর সঙ্গে মনোজকেও এজলাসের কাঠগড়ায় দাঁড় করানো হয়েছিল। তা দেখে মনোজের কৌঁসুলি অনির্বাণ গুহঠাকুরতা প্রশ্ন তোলেন, সারদা ট্যুরস অ্যান্ড ট্র্যাভেলস মামলায় মনোজ এখনও অভিযুক্ত নন। তা হলে তিনি কোর্টে কেন? বিচারক কি ওঁকে হাজির করতে বলেছেন? বিচারক অরবিন্দ মিশ্র বলেন, এমন নির্দেশ তিনি দেননি। বিচারক সিবিআইয়ের বক্তব্য জানতে চাইলে কেন্দ্রীয় ব্যুরোর কৌঁসুলি অঙ্কুশ সরকার বলেন, মনোজকে হাজির করার কোনও নির্দেশ তাঁরাও জেলকে পাঠাননি।

এমতাবস্থায় মনোজকে অবিলম্বে কোর্ট লক-আপে নিয়ে যাওয়ার নির্দেশ দেন বিচারক। ঘটনাটির ব্যাখ্যা চেয়ে দমদম সেন্ট্রাল জেলের সুপারকে আগামী ২০ এপ্রিল আদালতে তলব করা হয়েছে। সুদীপ্ত-কুণাল-দেবযানীর জেল হেফাজতের মেয়াদও বেড়েছে ২০ এপ্রিল পর্যন্ত।

ওয়েব ডেস্ক: সারদা ছাড়া অন্য কোনও বেআইনি অর্থলগ্নি সংস্থার ব্যবসা নিয়ে তদন্ত করতে চাইছে না সিবিআই। আজ সুপ্রিম কোর্টে এই আবেদন জানিয়েছে তারা। সারদা-সহ অন্যান্য চিটফান্ডের বিরুদ্ধে তদন্তের জন্য ২০১৩ সালের ৯ মে সিবিআই-কে নির্দেশ দেয় সুপ্রিম কোর্ট।

সিবিআই-এর দাবি, পরিকাঠামো ও লোকবলের অভাবে দেশজুড়ে ৪০টির বেশি সংস্থার বিরুদ্ধে তদন্ত চালিয়ে যাওয়া তাদের পক্ষে সম্ভব নয়। সুপ্রিম কোর্টের নির্দেশের পরিবর্তন চেয়ে সুপ্রিম কোর্টেই আবেদন জানিয়েছে তারা। সিবিআই চাইছে সারদা বাদে অন্য চিটফান্ডগুলির বিরুদ্ধে সংশ্লিষ্ট রাজ্যের পুলিসই তদন্ত করুক। এমাসের সাতাশ তারিখ সিবিআইয়ের আর্জির শুনানি হবে সুপ্রিম কোর্টে।
