You missed the basic issue. Federal states is Not the demand of Nepalese people. It is imposed from outside interests. There must be public debate on the pros and cons of federal states and referendum for people's mandate. Imposing such issues without people's mandate constitute treason and unacceptable.

We have over 100 ethnic groups. Which ethnic group gets state and which does not? Which districts go to Newa rajya and which go to Tamasaling? Do you realize the way is to breaking our nation. When in fact, we never had ethnic problems in Nepal. Yes, some ethnic groups are marginalized than others. But problem can be handled with decentralization and targeted application of a. education, b. job diversification, and c. inclusive politics. But ethnic federal states is a recipe national division. 
Maoists intrinsically are not for federal states. They would rather have a very strong centralized government where Maximum leader has full control. However, to impose communism, they are willing to play any dirty games including potential division of the country, They are aided by Churches to weaken our nation to facilitate conversions. 
Nationalist Nepalese must stand up against these divisive forces. Thanks!

[A federal structure is proposed here which can go a long way to fulfill many such desirable qualities, including the aspirations of the Utpidit Pesha Karmi, Madhesis and the ethnic communities for having identity based autonomy – and also the agenda of the Maoists' party for federating Nepal into identity-based autonomous regions – without compromising the unification of the country so that parties like NC and UML may also find it acceptable.]
