राष्ट्रीय आंचलिक यात्राओं का भोपाल में स्वागत


शिक्षा के बाज़ारीकरण व सांप्रदायीकरण के खिलाफ़ और 'केजी से पीजी तक'पूरी तरह मुफ़्त व सरकार द्वारा वित्त-पोषित 'समान शिक्षा व्यवस्था'की स्थापना के लिए, 'अखिल भारत शिक्षा अधिकार मंच' (अभाशिअम),इसके  45 सदस्य व सहयोगी संगठनों व 200 से भी ज्यादा बिरादराना संगठनों द्वारा आयोजित 'अखिल भारत शिक्षा संघर्ष यात्रा-2014'देश के 25 से अधिक राज्यों में अनेक गांवों, कस्बों और शहरों से होते हुए समापन के लिए भोपाल आ रही हैं जहां यात्रा का समापन कार्यक्रम 2-4 दिसंबर 2014को आयोजित किया जाएगा।  

'अखिल भारत शिक्षा संघर्ष यात्रा'के समापन कार्यक्रम के अंतर्गत देश के पांच हिस्सों से आने वाली राष्ट्रीय आंचलिक यात्राओं का स्वागत 2 दिसंबर को, बोर्ड ऑफिस चौराहा (बड़ी स्क्रीन के नीचे)किया जाएगा। इसमें इंफाल (मणिपुर) से आने वाली उत्तर-पूर्वी आंचलिक यात्रा, कन्याकुमारी (तमिलनाडु) से आने वाली दक्षिणी आंचलिक यात्रा, म्हापुसा (गोआ) से आने वाली पश्चिमी आंचलिक यात्रा, भुवनेश्वर (ओडिशा) से आने वाली पूर्वी आंचलिक यात्रा और जम्मू (जम्मू-कश्मीर) से आने वाली उत्तरी आंचलिक यात्रा शामिल है।

  • A chemical gas spill on December 2, 1984 from Union Carbide Corp, a US-owned factory, resulted in one of the worst chemical disasters in human history. An accidental leakage of more than 40 tonnes of methyl isocyanate gas (MIC) killed thousands of people in Bhopal, a city in central India and affected millions more.

  • For me.Bhopal Gas Tragedy continues still today and would continue in future as we may not find any escape route from the continuous holocaust of the divided geopolitics bleeding and bleeding and bleeding…Not even born 30 years ago when the gas tragedy struck the city, yet the third generation of Bhopal is now bearing the brunt of toxic leak of Methyl Isocyanate from the carbide factory on the December 2, 1984.

For me,it is the phenomenon fountainhead wherefrom the millionaire billionaire class emerged to sell of the nation practicing brutal apartheid with fatal Methyl Isocyanate  which killed our fellow fellow Indian citizens for whom no bell tolls no where.


Dr Satpathy conducted over 800 autopsies within days after the tragedy. He had also examined the foetuses of pregnant women who died that night and had concluded that the toxins would be passed on for generations.


"Union Carbide had said in its manual that the methyl isocyanate (MIC) would not cross the plancental blood barrier level. But the same toxin in the pregnant ladies who died that night was also found in their foetuses. MIC had clearly crossed the placental barrier. It would have adverse effect even in the future generations," Dr Satpathy claimed.


A study conducted by the Indian Council of Medical Research (ICMR) had conducted a study between 1985-94 and found that psychiatric disorders in children exposed to the toxic gas was 12.66 per cent as compared to just 2.4 per cent among children not exposed to the gas.


  • Whatever compensation the victims managed to get,no one would get in future as India signed Nuclear agreements with all developed nations modifying the liabilities of the multinational companies involved with industrial disaster and the modified minimum governance taking over helms does ensure to bail out every war criminal against humanity so that no Union Carbide,no Dow Chemicals and No Anderson would be tried anywhere on this earth.

  • Thus,Bhopal Gas tragedy remains the foundation of the glittering India at sale and we,the miserable Indian biometric digital citizens are predestined to die as the people died in Bhopal to seek eternal abode and it is all about our business friendly neo liberal blind religious nationalism,the infinite capital of global imperialism unipolar.

  • Two days before world's worst industrial disaster's 30th anniversary, Amnesty International Secretary General Salil Shetty on Sunday said that the Narendra Modi-led NDAgovernment should raise issues pertaining to the Bhopal Gas tragedy with US PresidentBarack Obama during his visit to India in January next year.

  • "It is time to give victims and survivors the compensation they deserve. It is time to clean up the site and toxic wastes. And it is time to ensure justice and bring Dow Chemicals and Carbide to book," he told reporters here.

  • Dow Chemicals had taken over Union Carbide Corporation, US, years after the December 1984 toxic gas leak from its plant here killed thousands of people and affected more than 5.5 lakh people.

  • Shetty said previous governments let Union Carbide off the hook by underestimating the number of people killed and maimed.

  • "The Indian government has to urgently re-verify the data against health records and make the figures credible and in the line with Indian Council of Medical Research (ICMR) and even state government records. The recent announcement by Union Minister in this regard is a welcome move," he said.

  • "Most importantly, for three decades, Union Carbide has used USA as a safe haven from criminal charges to dodge culpable homicide. The Bhopal Chief Judicial Magistrate has called Union Carbide six times but because of their consistent no show, has called it an 'absconder'," Shetty said.

  • Demanding that the top rung US officials of Dow and Union

  • Carbide be brought to book, Shetty said after 25 years, only seven Union Carbide India officials have been convicted and not a single American employee who was on top of the chain of the command has been brought to justice.

  • He said that a foreign company's disregard for Indian judicial system is outrageous.

  • "It is time that the Modi government takes Bhopal tragedy as a serious issue with Obama when he visits India on January 26," the global human rights watchdog member said.

  • Shetty recalled the US government's response to BP oil spill in Gulf of Mexico in 2010 where the oil major was held liable and had to pay a whopping USD 20 billion as fine and for the cleanup.

  • "The double standards are outrageous. If the same disaster was caused by an Indian company on US soil, there is no way they would have got away with it. The US has to show that it treats all human lives as equal, whether you are poor Muslim woman in Bhopal or a US citizen in Louisiana who suffered from the BP oil spill.

  • "We know that the safety standard in the West Virgina plant of Union Carbide was much higher than Bhopal. It is time to right these wrongs," he said.

  • The activist dubbed USD 470 million paid by Union Carbide in an out of court settlement in 1989 for the Bhopal Gas tragedy as just tip of the iceberg.

  • "On behalf of Amnesty International, I am here to say the victims and survivors of the worst industrial disaster of our times can't be asked to wait any longer. 30 years ago about 20,000 people died, up to half a million affected. They can't wait any longer," he said.

  • Contrary to the capricious idea that Warren Anderson's recent death in Florida, USA this year would bury all answers on Bhopal, survivors of Bhopal gas tragedy are not ready to give up easily in demanding answers and justice. In the past thirty years they now have more supporters in favour of their demands.

  • They now want John Mcdonald, present secretary Union Carbide Corporation US and Dow Chemical Company to come to Bhopal district court. The court has issued summons against Dow recently.

  • Anderson who was seen as villain of 1984 Bhopal gas disaster, died in Florida, USA on September 29. The non-government organisations and survivors regret that the 92 year old Anderson died unshackled making their pain severer.

  • They would now never be able to see a possibility that he could have answered to the mystery as to who ensured his safe passage from Bhopal. Throughout his life he kept on changing his residences to avoid subpoenas.

  • Four days after the disaster, Anderson appeared in Bhopal and was arrested immediately. But he was let off within hours of his arrest, allegedly after some senior government leader in Delhi called up then chief minister Arjun Singh. He managed to escape allegedly under safe passage of few officials and politicians. The controversy imbibed Rajiv Gandhi, PV Narsimha Rao, former chief minister of Madhya Pradesh Arjun Singh and the then US president Ronald Regan. None of them is alive to authenticate that day's dramatic account.

  • Arjun Singh always refused to name the caller that triggered many speculations. Even in his autobiography he kept the subject of Anderson's possible arrest under ambiguity. "It is a state secret that I shall carry to my grave," he wrote.

  • Washington rejected extradition of Anderson first in 1992 and later the Indian government's request in 2011 remained pending.

  • Survivors like Champa Devi and Rashida Bee burst out with anger and poignancy as both had lost their family members to the tragedy.

  • "Instead of putting that murderer of Bhopal behind bars for the rest of his life, our governments not only provided him safe passage but also failed to bring him to justice during the past thirty years," they rued.

  • The joint recipient of the 2004 Goldman Environmental Prize, also known as "Green Nobel" both the courageous ladies have not lost their hopes that the new government will at least bring the absconding Union Carbide Corporation and its secretary John Macdonald and officials of Dow Chemical Company to Bhopal district court for fixing liabilities against the grave criminal negligence.

  • Another activist Satinath Sarangi, also known as Satyu; who left his PhD in Metallurgical Engineering mid-way during 1984 and joined the struggle of survivors, says, "We cannot give up easily. Had the government made proper efforts to ease the pain of the Bhopal gas tragedy survivors, we should not be required here. This is not the question of issues, but of human lives and that too of our next generations?"

  • Even after three decades, Satyu, Champa Devi and Rashida Bi have not lost an ounce of strength in raising their voices against injustice. Their struggle is punctuated by talks with higher authorities, media, social activists across the globe and demonstrations at Delhi and Bhopal. Besides, they render support to the victims in ensuring them medical care and welfare through their organisations.

  • All the three have withstood against all odds during the last three decades.

  • They have a detailed account of day-to-day sufferings of people, while their fellow survivors and activists wave posters and shouted slogans outside the abandoned Union Carbide factory the three keep on raising issues that come up as an outcome of disaster.

  • The poisonous gas methyl isocyanate leaked from the factory on December 2-3 night, 1984, is estimated to have claimed 5295 (according to official figures) and 25,000 lives (activists' and other records) and left more than half-a-million injured. The struggle is continued against the second disaster -- soil and water contamination -- the long-term effects of the tragedy. Rachna Dhingra, another activist who also has covered a long distance to show her solidarity for survivors, is engaged in a survey that has startling findings.

  • "They are dying at young, say, between 45-50 years age bracket," she says, "Our primary findings in one kilometer radius of the factory reveal that surviors died of diseases like cancer, pulmonary, liver and kidney disorders; birth deformities at early age. What continue to torment and kill them is a well-known fact."

  • All the activists and those who are determined to fight want nothing as a fresh dole but employment and medical support.

in a very busy shcedule somehow I managed to visit union carbide plant from inside of boundaries. Some boys were playing cricket inside the premises of Plant. It was looking like an ugly compund the only thing was making it walkable was cricket match of boys.

Tens of thousands of victims of India's worst ever industrial disaster are still waiting for justice, and women are suffering disproportionately.

  • Just read as Indian Express reports:Along Berasiya Road, one of the many leading to the now derelict pesticide plant, the landscape is dotted with the exoskeletons of industrial units that shut down after that night killed and maimed thousands. Then, along the New Bhanpur Bridge road that leads away from the factory site, signboards spring up every 20 metres or so announcing the distance up to the Bhopal Memorial Hospital.

  • There have been many blips across the country since, including one just 18 km away from Bhopal where 500 tonnes of Basmati rice went up in flames at Mandideep industrial area on June 8 this year.

  • Taken together, those blips add up to this number: 1174. That was the total number of documented fatalities from industrial accidents in 2012 in just 11 states — in only the organised sector —according to figures collected by the Labour Ministry's Directorate General, Factory Advice Service and Labour Institutes (DGFASLI) from the chief inspector of factories of states and union territories. These official statistics have been updated only till 2012,and there are no credible figures available for the vast unorganised sector, even though ensuring industrial safety will be a crucial factor in making Prime Minister Narendra Modi's 'Make in India' dream become a reality.

  • The issue of disposal is one of the most controversial fallouts of the tragedy, the lack of resolution of which has led to an estimated 350 tonnes of solid waste continuing to lie inside the ruins of the Union Carbide plant.

  • It has been stuck in court cases and agitations ever since an NGO first highlighted in 2004 through a PIL in Madhya Pradesh High Court that soil sample tests carried out in and around the closed plant showed waste was continuing to pollute the air and water in the surroundings areas.

  • Beyond the iron gates of the derelict pesticide plant where one of the world's worst industrial disasters occurred, administrative buildings lie in ruins, vegetation overgrown and warehouses bolted.

As one enters old Bhopal's Arif Nagar area, there are two enduring reminders of the city's toxic legacy that goes back to a fateful winter night three decades ago, when 30 tonnes of Methyl Isocyanate gas leaked out of the Union Carbide factory.

Along Berasiya Road, one of the many leading to the now derelict pesticide plant, the landscape is dotted with the exoskeletons of industrial units that shut down after that night killed and maimed thousands. Then, along the New Bhanpur Bridge road that leads away from the factory site, signboards spring up every 20 metres or so announcing the distance up to the Bhopal Memorial Hospital.

Take the accident six months ago near Bhopal, for instance. The fire at Daawat Foods Ltd resulted in an estimated loss of rice worth Rs 180 crore. Fortunately, there were no casualties as the fire happened in the storage area early in the morning.

M K Varshney, Principal Secretary in Madhya Pradesh's Department of Labour, told The Indian Express that incidents take place despite the administration's best efforts and repeated mock tests on factories and units conducted by senior officers in the state government's labour and industrial safety wings, including Varshney himself.

Denying the charge that the state's factory inspectors are diploma holders, as was the case at the time that the Bhopal leak happened, Varshney said, "All our factory inspectors are engineers. Other states too may have stepped up the vigil after the tragedy, but we are the sufferers. So the vigil is even higher."

He added that all district magistrates in Madhya Pradesh have been given the additional responsibility to carry out inspections at industries categorised as "hazardous" in nature.

The next step forward for Bhopal is an expected trial run of an incinerator plant at Pithampur in Madhya Pradesh's Dhar district, using 10 tonnes of waste from the Union Carbide factory site, that has been tentatively scheduled for December 30.

The issue of disposal is one of the most controversial fallouts of the tragedy, the lack of resolution of which has led to an estimated 350 tonnes of solid waste continuing to lie inside the ruins of the Union Carbide plant.

It has been stuck in court cases and agitations ever since an NGO first highlighted in 2004 through a PIL in Madhya Pradesh High Court that soil sample tests carried out in and around the closed plant showed waste was continuing to pollute the air and water in the surroundings areas.

According to Pravir Krishn, MP's Principal Secretary, Health, and the officer overseeing the crucial 'Bhopal Gas Tragedy Relief and Rehabilitation Department', if the trial run were to go through successfully, the remaining 340? tonnes of UCIL waste can then be incinerated over the next five weeks or so.

"The company (Ramky Group) has said they will finish it in five weeks after the trial. Once we take away the waste, the process of remediation on the structure will happen. A firm from Mumbai has been tied up for this project that entails an estimated cost of Rs 110 crore," Krishn said.

"There is no gas now at the site. The medical emergency and trauma is also largely over. The problem is now poverty of the third generation survivors, which is as much a part of the remediation process," he added.

Coming 30 years after that December 2, the waste disposal could also mark the beginning of a closure of sorts. For activists such as Abdul Jabbar, who are working for the tragedy's survivors, the people near the defunct factory, the tragedy will linger till the time "they continue to face air and water pollution from the leaching of the solid waste lying in the factory".

The Union government did take some steps over the last 30 years to avoid another Bhopal. Four years after the tragedy, the Factories Act 1948 was amended and a new chapter - Chapter IVA that relates to hazardous processes - was added to the legislation, which clearly spelt out the responsibilities of every occupier of an industrial premise, including the need to draw up an 'On-site Emergency Plan' and detailed disaster control measures for his factory with the approval of the Chief Inspector of Factories.

These were changes introduced subsequently to the Environmental Protection Act in 1986 and the 'Manufacture, Storage and Import of Hazardous Chemical' rules in 1989.

Safety experts, though, say this still falls short of what is needed and point to proactive steps taken in other countries after Bhopal.

In the US, for instance, two years after the leak, the Congress passed the Emergency Planning and Community Right-To-Know Act, which laid out specific monitoring and reporting systems to beef up safety protocols. This includes the Toxic Releases Inventory, which requires companies to report if they produce more than 25,000 pounds of a listed chemical or handle more than 10,000 pounds of it.

In 1990, amendments to the Clean Air Act, known as "Bhopal" provisions, established the Risk Management Program to help prevent chemical accidents an authorised the Chemical Safety Board to investigate such accidents and recommend safety procedures.

Among other refurbishments was the US Department of Labor's Hazard Communication Standard, issued by the Occupational Safety and Health Administration (OSHA), which is based on a simple concept ? that employees have both a need and a right to know the hazards and identities of the chemicals they are exposed to when working. They also need to know what protective measures are available to prevent adverse effects from occurring.

These are still grey areas in the Indian industrial safety scenario.

DEC 2, 1984: WARNING SIGNS WERE IGNORED

For India's industrial sector, the run-up to the Bhopal disaster holds several lessons, considering that the deadly accident was preceded by several warning signs that should have set off the alarm bells well before the tragedy unfolded.

1976: Eight years before the accident, two trade unions complained of pollution inside the plant.

1981: A worker died after inhaling a large amount of phosgene gas.

1982: A phosgene leak forced 24 workers to be admitted to a hospital. A month later, a methyl isocynate leak affected 18 workers.

1983-84: By 1982-end, during 1983 and the initial months of 1984, there were leaks of MIC, chlorine and phosgene.

Dec 2, 1984: Water entered a side pipe that was missing its slip-blind plate and entered a tank that contained 42 tonnes of MIC. A runaway exothermic reaction forced the emergency venting of pressure from the MIC holding tank, releasing a large volume of toxic gases. About 30 tonnes of MIC escaped from the tank into the atmosphere and were blown in southeastern direction over Bhopal by the winds.

Even as the 30th anniversary of the Bhopal gas disaster is being observed in India, its victims continue to be plagued with a number of problems that have not been resolved over the years.

The pyres have died, but the memories of 1984 still smoulder.

In film making, the 180-degree rule[1] is a basic guideline regarding the on-screen spatial relationship between a character and another character or object within a scene. An imaginary line called the axisconnects the characters, and by keeping the camera on one side of this axis for every shot in the scene, the first character is always frame right of the second character, who is then always frame left of the first. The camera passing over the axis is called jumping the line or crossing the line.

The object that is being filmed must always remain in the center, while the camera must always face towards the object.

As it is the rule of cinema,beyond cinema,in life also,on-screen spatial relationship between a character and another character or object within a scene is most important.It is all about the plight of the Northeast.

I have two most respected friend who understand the Northeast more than any one of us,I believe.


First,Joshy Joseph an award winning film maker for whom I wrote dialogues for his first feature film,Imaginary line.Joshy has been concentrating on Northeast since he began his career as a film director.His films are all about the plight of the North East people and I rate him as much high as I rate the Iron lady from Manipur,our beloved,our dearest Irom Sharmila.


Second,Mr.Anil Sarkar,seniormost minister in Tripura government who should have been the chief minister if CPIM had opted to ensure representation of SC,ST and minorities in leadership.Incidentally ,Anil Sarkar is a more a Dalit poet than a Dalit politician.Thus,he banks on culture and talks about the philosophy of love while campaigning for any election in Tripura.


I had to be with Joshy in Manipur right in the heart of Naga as well as Maitai humanscape.I have witnessed Army actions all over Manipur and also witnessed the plight of the mostly tribal and Dalit people all over Tripura.I may feel the warmth of different communities living in harmony there despite the presence of insurgency.


Yes,I had visited Tripura as well as Assam with Anil Sarkar and had been in continuous contact with him irrespective of my worsening relationship with Marxists at every level.


Anil Sarkar was the real man behind the dalit agenda adopted in Hyderabad congress of CPIM which was never to be implemented.


Anil Sarkar has very good network and he always locate me anywhere countrywide where I visit.


But this time,while he managed to arrange a Dalit Sammelan in New Delhi,most surprisingly he just forgot to call me.CPIM insiders told me that I was omitted out of his invitee list as I am neither considered as a Dalit nor a sympathiser of the left.


I know that Anil Sarkar never cared for any restriction whatsoever and he had been warned for my friendship and specifically for my writing against Bengal CPIM hegemony,most communal.


Rather it should be something else and it might be that perhaps Mr,Sarkar has deleted my name from his list.


I know some other ministers in Tripura government and Mr.Sarkar introduced me to Mr.Tarun Gogoi in Guwahati but I could not meet Mr Manik Sarkar for reasons unknown.


We attended beach festival in 2003 and Bhogali Bihu together hosted by Mr.Gogoi. where we addresses the meeting of the intelligentsia Northeast and I pointed out apartheid the root cause of all the problems in Northeast and the meeting was presided by the Dalit Poet,Mr Anil Sarkar.


I am discussing my links to the Northeast to emphasise on the racial apartheid which continues to remain the root cause of all the problems of the Northeast.


We may not understand the politics of Tribal,Muslim or Himalayan or Northeast leaders until we consider the distance between New Delhi and the humanscape in which they have to deal with the masses and their problems.


Much ado is hyped in national media about the reported Tripura cabinet meeting joined by Prime minister of India,Narendra Bhai Modi during his visit to Tripura.So much so that comrade Sitaram yechuri had to clarify that it is some protocol matter hitherto unprecedented in Indian federal system.


I am not a party spokesperson writing on behalf of CPIM neither I enjoy a status as Mr Yechury has.I should not be politically correct all the time as his compulsion might be.

But knowing a little bit the people and the landscape of Northeast, I may say that Mr Manik Sarkar proved himself rather more democratic and pragmatic as well and he has expressed his keen desire for the development of undeveloped ,untouchable Tripura,hitherto neglected by New delhi,


Nevertheless,irrespective of the contrast of the political ideologies as well as political equations,Tripura needs funding from the central government and it should be understood,the best person to accomplish the task remains the prime minister of India who in fact remains the Prime Minister of India and reduced to the status of the first RSS man.


But this contradiction which amounts to personality disorder at the part of Mr.Modi should not come as a hinderance as far as the development of underdeveloped Tripura is concerned.

Rather we should treat the history of the communist governments in India which always chose to disconnect with the centre crying  aloud constantly and accusing discrimination by the centre.


Ms Mamata Banerjee seems to have become a radical Marxist in her jihad against the centre.But it is not helping Bengal,neither personally her,nor the people of Bengal.


It,of course,helped politics to agitate the masses at some level but it never did help the causes of the concerned states and the people concerned.


No wonder,Bengal and kerala continued to lag far behind in every sphere.


Manik Sarkar just has broken the suicidal legacy and whoever is concerned with the apartheid practiced against Northeast and the insurgency due to lack of development,should welcome this gesture from an honest and committed Marxist Chief Minister whose political commitment and understanding of Marxist ideology remain out of question.


However,Communist Party of India (Marxist has issued an official press statement to deny Prime Minister`s attendance in Tripura Cabinet Meeting.

Press Release

The Times of India report dated December 1, 2014 that Prime Minister Narendra Modi is going to attend the State Cabinet meeting in Tripura is misleading.

The actual fact is that during the Prime Minister's visit to Tripura, the Chief Minister and state ministers are going to meet him at the State Guest House. They will submit a memorandum and discuss with him issues concerning the state. This has been clarified by the Chief Minister, Shri Manik Sarkar.

It may be recalled, that such a meeting of state ministers had taken place when Prime Minister Manmohan Singh had visited Tripura.

To represent this as a Cabinet meeting to be addressed by the Prime Minister is incorrect and misplaced.

The DSMM will fight against untouchability, social oppression, caste discrimination and attacks on Dalits in various states and for economic upliftment of socially oppressed sections.    These organisations are:  •    Pattikajathi Kshema Samithi in Kerala,  •    Tapasili Jati Samanway Samiti in Tripura,  •    Tamil Nadu Untouchability Eradication Front (TN)  •    Kula Vivaksha Vyatireka Porata Sangham in Andhra Pradesh and           Telangana  •    Dalit Utpeedan Virodhi Morcha in Himachal Pradesh,  •    Karnataka Dalit Hakkagala Committee  •    Jaathi Antha Sangharsh Samiti in Maharashtra  •    Dalit Adhikar Manch in Haryana    And various other organisations in many states have been taking up issues of untouchability and atrocities on Dalits and waging struggles. They have been organising various activities promoting the cause of social justice. The DSMM will also include people who have been consistently raising issues of social justice. This Platform will also join the other socially oppressed groups and work in solidarity with those who are fighting for social justice.    This Platform will be focussing and campaigning on the following issues:    •    Untouchability  The inhuman practice of untouchability is still prevalent across the country making it impossible for the sense of brotherhood to prevail among the people. The eradication of untouchability is an important step towards attaining social justice.  •    Caste discrimination  Various forms of caste based discrimination are practiced in our country. Right from tea stalls in villages to higher education institutes like universities, to disallowing Dalits into temples, we find caste based discrimination on the people.  •    Atrocities  Violence and atrocities on Dalits are increasing. Whenever and wherever there is an assertion by the Dalits for their rights, we see that they are being attacked. Incidents of 'Honour' killings are increasing across the country.  •    Inequity and issues of land, wage and employment  There is a huge gap between the Dalits and other sections of the society in terms of possessing assets. A large number of Dalits are landless. They are economically exploited as a majority of them are agricultural labourers and there is discrimination in paying equal wages to Dalits.  •    Safeguarding MGNREGA  The rural employment guarantee Act has provided some amount of relief for the socially oppressed groups in the villages. To an extent, it paved way for lesser dependence on the upper caste/landlord sections. Now the Government of India has decided to dilute it which is inimical to the interests of Dalits. We need to protect MGNREGA and strive to ensure that the Act is further strengthened.  •    Implementation of Civil Rights  Although the Constitution grants equal civil rights to all sections of the people, we witness that the situation in practice is not so. Dalits are denied these rights at every stage of life. Still many uncivilised practices are going on against the spirit of the Constitution.  •    Issues of Reservation  There are many instances where the policy of reservations is not implemented properly. The rules are being flouted. Even now, there is no legislation for providing reservations in private sector.  •    Recruitment  There are many posts lying vacant in the departments. A special drive must be undertaken to fill up all backlog posts.  •    Non-implementation of SC/ST Prevention of Atrocities Act and Scheduled Caste Sub-Plan  There are many instances where the PoA Act has not been implemented and there is laxity on the part of the authorities to invoke this Act. The SCSP is also not implemented as we see that the mandated allocations are never made in the budgets. For effective implementation of SCSP a law should be enacted to make this as a statutory one.  •    Issues of Dalit women  The Dalit women face the worst forms of attacks and caste violence. Gang-rapes and rapes on Dalit women are increasing.  They face the triple oppression based on caste, class and gender.  This should end.

গত মাসের সাতাশ তারিখ থেকে মতুয়া ও উদ্বাস্তুদের নাগরিকত্বের দাবিতে আমরণ অনশনে বসেছিলেন  একূশ জন মতুয়া।রাজ্য ও কেন্দ্র সরকার করণপাত করেনি,রাজনৈতিক সমর্থন আসেনি তৃণমুলিদের তরফ থেকেও।

রেল অবরোধেও কাজের কাজ কিচ্ছু হল না

আগের দফা মতুয়াদের আমরণ অনশন লেবু জল খাইয়ে ভেঙ্গেছিলেন রিপাবলিকান সাংসদ রামদাস আঠাওয়ালে,এবার তিনিও নেই

বিজেপির তপসিলি মোর্চার সভাপতি দত্তা কৃষ্ণমুর্তি মান্ডিরনেতৃত্বে রাজ্যও জেলারনেতাদের সঙ্গ রুদ্ধদ্বার বৈঠকের পর অনশন শেষকেন্দ্রীয় কোনো নেতা অবশ্যছিলেন না কেউ,কেন্দ্র সরকারে ক্ষমতাধীন বিজেপিরই পাশ করা আইন বাতিলের দাবিতে  রাজ্যও জেলা বিজেপির নেতারা সুব্রত ঠাকুরকে ঠিক কি ভরসা যোগাতে পেরেছেন,তা নিয়েও ধোঁয়াশা থাকল।অবশ্য বাবার সম্মতিতেই বিজেপির সঙ্গে তাঁর এই রুদ্ধদ্বার বৈঠক,একথা জানিয়ে তৃণমুলে মন্জুলকৃষ্ণ ঠাকুরের ভবিষত নিয়েও রহস্য তৈরি করে দিলেন সুব্রত ঠাকুর।





ইতিমধ্যে নরেন্দ্র ভাই মোদী পাকিস্তান ও আফগানিস্তান থেকে আগত পাঁচ সাল আগের হিন্দু ও শিখ শরণার্থিদের নাগরিকত্ব দেওযার অজুহাতে আবার যে নাগরিকত্ব সংশোধনী আইন তৈরি করতে যাচ্ছে ,তার প্রস্তাবিত খসড়া বিলে এদেশে সেই ভারতভাগের পর থেকে বসবাসকারী পূর্ববঙ্গীয় বাংলাদেশি উদ্বাস্তুদের নাগরিকত্ব দেয়ার কোনো বার্তা নেই তাতে। উত্তর ২৪ পরগণা, দক্ষিণ ২৪ পরগণা, নদিয়া, হাওড়া, হুগলি, বর্ধমান এবং কোলকাতাযছাড়াও সারা বাংলায়এবং সারা ভারতে বসবাসকারী নাগরিকত্বহীন মানুষদের বড় অংশই তপসিলি এবং তাঁদের অনেকেই মতুয়া সম্প্রদায়ভুক্ত।


উদ্বাস্তু ও অনুপ্রবেশকারি,হিন্দু ও মুসলিম বিভাজনসত্বেও মোদীকে ধন্যবাদ যে তিনি বাংলার নেতা নেত্রীদের মুখোশ খুলে দিতে পেরেছেন। নাগরিকত্ব সংশোধণী আইন পাশে যাদের সবারই সমান ভূমিকা। সেই আইন অনুযায়ীই মোদী 1947 সালের পর সব্বাইকে তল্পি তল্পা গুছিয়ে নিতে বলেছেন এবং সে আইন বলবত থাকছেই শুধু নয় সেই আইনের পরিপ্রেক্ষিতে হিন্দুত্ব বাহিনী সারা দেশে বাঙালি হিন্দু শরণার্থীদের বিতাড়ন অভিযান নূতন করে শুরু করে দিয়েছে।

যারা 1971 সালের পর এসেছেন,তাঁরাও অনেকে এ রাজ্যে মন্ত্রী এমএলএ এমপি হয়ে সব সুবিধা ভোগ করেছেন,করছেন,সংরক্ষণে জমিয়ে চাকরি করছেন, তাঁরা নিজেদের চামড়া বাঁচাতে 1947 এর আগে পরে আসা সর্বস্বহারাদের বলির পাঁঠা করে দিচ্ছেন সারা ভারতে।


পূর্ববঙ্গ থেকে ভারতভাগের বলি এবং পরে বাংলাদেশ থেকে সংখ্যালঘু উত্পীড়নের জেরে  আসা উদ্বাস্তুদের নাগরিকত্বের দাবিতে চলা আমরন অনশন নিয়ে কেন্দ্র সরকারের মাথা ব্যথা হওয়ার কোনো কারণ নেই।কেন্দ্র সরকারের হেল দোল না দেখে মতুয়ারা ধ্যান আকর্ষণের জন্য রেল অবরোধও করে ফেলেছেন,এখন সম্মান জনক ভাবে অনশন শেষ করার পালা,যেমনটি আগেও হয়েছে।ইতিমধ্যে বিজেপির সর্বভারতীয় সভাপতি প্রবল পরাক্রমী নরেন্দ্র মোদী কোলকাতায় প্রকাশ্যজন সমাবেশ হাইকোর্টের হস্তক্ষেপে প্রবল শাসকীয় আপত্তির পর সফল করে দেখিয়েছেন এবং অমিত বিক্রমে বাংলা দখল অভিযান শুরু করেছেন।ডাক দিয়েছেন তৃণমূল কে নির্মূল করার।কিন্তু ভোটের অন্ক এখনো বাংলার অন্ততঃ তিরিশ শতাংশ ভোটের সমর্থনের পর নির্ভর করে ,তাই আজানের সময় চুপ করে ছিলেন হিন্দুত্বের ধর্মোন্মাদকে শিল্পের পর্যায়ে নিয়ে যাওয়া অমিত শাহ।কাশ্মীরে অভূতপূর্ব ভোটের রহস্যবিজেপিকে ক্ষমতা থেকে বাইরে রাকার জন্য মুসলমান জনসংখ্যার প্রবল মতদান।এই নিরিখে বলাই যায় রাজনৈতিক উচ্চাকাঙ্খা নিয়ে দু চারজন মুসলমান যদি বিজেপিতে যোগ দেন বা রাজনৈতিক দলগুলির সমস্থ বিক্ষুব্ধ গোষ্ঠিও গৌরিক পতাকার শরণে চলে আসেন,বাংলা দখল এখনো দুর অস্ত।


গত লোকসভা ভোটের প্রচারে নরেন্দ্র মোদি একসময় বাংলাদেশি অনুপ্রবেশকারীদের বিরুদ্ধে কঠোর মনোভাব পোষণ করেছিলেন। তিনি অনুপ্রবেশকারীদের পোটলা-পুটলি বেঁধে দেশ ছাড়ার জন্য তৈরি থাকার হুঁশিয়ারি দিয়েছিলেন। পরে অবশ্য মতুয়া ভোটের কথা মাথায় রেখে খানিকটা বদলে যান তিনি। নরেন্দ্র মোদি পরবর্তীতে ঘোষণা করেছিলেন,'মতুয়ারা ভারতমাতার নামে স্লোগান দেন। তা সত্ত্বেও তাদের অনেকেই আজও ভোটাধিকার পান নি কেন? আমরা ক্ষমতায় এলে মতুয়াদের নাগরিকত্ব দেয়ার ব্যবস্থা করব। অন্য দলগুলো এদের নিয়ে শুধু রাজনীতিই করে।'


এখন দেখা যাচ্ছে যে মতুয়া ও উদ্বাস্তু ভোটই বিজেপির বাংলা দখলের তুরুপের তাস এবং নাগরিকত্বের টানাপোড়েনে যেমন বাংলার বাইরের বাংলার চেয়ে অনেক ভোট তাঁরা নিযমিত উদ্বাস্তু বিতাড়ন অভিযান চালিযে আতন্ক ও নিরাপত্তাহীনতায় মুসলমানদের সমান অবস্থানে ফেলে দিয়ে তাঁরা দখল করতে সফল হয়েছেন,সেই পথেই বিজেপি হাঁটছেঅনুপ্রবেশকারিরা তল্পি তল্পা নিয়ে বাংলা সীমান্ত না পেরোলেও কেন্দ্র সরকার উদ্বাস্তু বিতাড়ন অভিযান সমান তালে চালূ রেখে নিরাপত্তাহীন বাংলার মতুয়া ও উদ্বাস্তুদের ভোট দখল করতে চলেছে

নাগরিকত্বের দাবি না মেনে মতুয়া উত্তরাধিকারি সুব্রত ঠাকুরের সঙ্গে বিজেপি নেতাদের রুদ্ধদ্বার বৈঠকের রহস্য এটাই।তাঁর পিতা মন্জুল কৃষ্ণ ঠাকুর পশ্টিম বঙ্গ সরকারের উদ্বাস্তু মন্ত্রী এবং তিনি নিজে তাঁর প্রয়াত জ্যাঠা মশায়ের জায়গায বনগাঁ সংরক্ষিত সিটের উপনির্বাচনে তৃণমূল কংগ্রেসের টিকিটের প্রবসল দাবিদার, এমত পরিস্থিতিতে বিজেপি নেতাদের সঙ্গে তাঁর রুদ্ধদ্বার বৈঠকের পর  প্রশ্ন উঠছে কি তাহলে মতুযারা কি এবার বিজেপিতে এবং তাতে কি উদ্বাস্তু সমস্যার সমাধান হবে?

প্রসঙ্গতঃ উল্লেখ্য,  বনগাঁর প্রয়াত তৃণমূল এমপি ও তৎকালীন মতুয়া মহাসঙ্ঘের সঙ্ঘাধিপতি কপিলকৃষ্ণ ঠাকুর অবশ্য মোদির বক্তব্যকে সেই সময়  নস্যাৎ করে ঠাকুর বাড়িতে সাংবাদিক সম্মেলন করে বলেছিলেন, 'নরেন্দ্র মোদি 'মতুয়া'শব্দের অর্থই জানেন না। উনি  কাকাতুয়ার মত শেখান বুলি আওড়াচ্ছেন। মোদি যে উক্তি করেছেন, আমি তার তীব্র প্রতিবাদ করছি। উনি ভোটে চমক সৃষ্টি করার জন্যই এসব কথা বলছেন।'

কপিল বাবু আরো বলেছিলেন, 'এতদিন এসব কথা বলেননি কেন মোদি? মতুয়াদের সম্পর্কে উনি কিচ্ছু জানেন না। তার সব কথাই মস্ত ভেক মাত্র।'#


উদ্বাস্তুদের নাগরিকত্বের দাবিতে আজ (বৃহস্পতিবার) অনশন ও গণকনভেনশন অনুষ্ঠিত হয়। আজ থেকে আমরণ অনশন শুরু হয়েছে উত্তর ২৪ পরগণার ঠাকুর নগরের মতুয়া ধামে। সারা ভারত মতুয়া মহাসংঘের পক্ষ থেকে এই অনশন শুরু হয়েছে। মোট ২১ জন আজ প্রথম দিনের অনশনে উপস্থিত ছিলেন। অন্যদিকে সারা ভারত ফরওয়ার্ড ব্লক –এর পক্ষ থেকে উত্তর ২৪ পরগণা জেলা কমিটির ডাকে এক গণকনভেনশন অনুষ্ঠিত হয় বনগাঁয়।   



অনশনের তৃতীয় দিনেই শনিবার অনশনে অংশগ্রহণকারীদের মধ্যে ৪ জন অসুস্থ্ হয়ে পড়ে। অসুস্থরা চিকিৎসার জন্য হাসপাতালে যেতে চাচ্ছে না।  মতুয়া মহাসঙ্ঘের পক্ষ থেকে তাদের জন্য স্যালাইনের ব্যবস্থা করা হয়েছে।

এনিয়ে শনিবার বনগাঁর মহকুমা শাসক সুদীপ বন্দ্যোপাধ্যায়ের দৃষ্টি আকর্ষণ করা হলে তিনি জানান,'গাইঘাটার বিডিও স্পটে রয়েছেন। অনশনে অংশগ্রহণকারী দের রুটিন চেকআপ করা হচ্ছে।'গাইঘাটার বিডিও পার্থ মন্ডলের সঙ্গে যোগাযোগ করা হলে তিনি জানান,'একজনের শারীরিক অবস্থা খারাপ মনে হওয়ায় তাকে হাসপাতালে ভর্তি করার জন্য চেষ্টা চলছে। বিষয়টি নিয়ে জেলা মুখ্য স্বাস্থ্য আধিকারিকের সঙ্গে কথা বলে প্রয়োজনীয় ব্যবস্থা নেয়া হবে।'

সারাভারত মতুয়া মহাসঙ্ঘের সাধারণ সম্পাদক সুব্রত ঠাকুর বলেছেন,'এই অনশনে সামিল হয়ে গোঁসাই হরিদাস রায় (৫৮),গোঁসাই বিজিত মণ্ডল (৬৫),গোঁসাই নিত্যানন্দ সিকদার(৬৪) এবং গোঁসাই রবীন্দ্রনাথ(৬৫) অসুস্থ হয়ে পড়েছেন। এদের মধ্যে হরিদাস রায় বেশি অসুস্থ হওয়ায় তাকে নিজেদের পক্ষ থেকে স্যলাইনের ব্যবস্থা করা হয়েছে। গাইঘাটা বিডিও'র নেতৃত্বে সরকারি চিকিৎসকরা বার বার প্রেসার, পালস এবং অন্যান্য পরীক্ষাও করছেন বলেও সুব্রত ঠাকুর জানিয়েছেন।

এদিকে, নাগরিকত্বের দাবিতে অনশন কর্মসূচিকে সমর্থন জানিয়ে ওপার বাংলার ওড়াকান্দি থেকে বার্তা এসেছে বলে সুব্রত বাবু জানিয়েছেন।

বৃহস্পতিবার থেকে আমরণ অনশন শুরু হয়েছে উত্তর ২৪ পরগণার ঠাকুর নগরের মতুয়া ধামে। সারা ভারত মতুয়া মহাসংঘের পক্ষ থেকে এই অনশনে মোট ২১ জন প্রথম দিনের অনশনে উপস্থিত ছিলেন। দুজন পারিবারিক কারণে বাড়ি যাওয়ায় এখন ১৯ জন অনশন মঞ্চে রয়েছেন।

  

বাংলাদেশ থেকে আসা উদ্বাস্তুদের নাগরিকত্বের দাবি, ওপার বাংলায় সংখ্যালঘুদের ওপর অত্যাচারের প্রতিবাদসহ ৬ দফা দাবিতে আমরণ অনশন শুরু হয়েছে সারা ভারত মতুয়া মহা সংঘের পক্ষ থেকে।

সঙ্ঘের সাধারণ সম্পাদক সুব্রত ঠাকুর জানান, দাবিগুলোর মধ্যে রয়েছে,'পূর্ববাংলা থেকে আসা হিন্দু, মতুয়া, বৌদ্ধ, খ্রিস্টানদের নাগরিকত্ব দেয়ার জন্য ২০০৩ সালের নাগরিকত্ব আইন সংশোধন করা, বাংলাদেশে সংখ্যালঘুদের ওপর অত্যাচারের বিরুদ্ধে সরকারকে প্রতিবাদ জানাতে হবে, মতুয়া ধর্মকে স্বাধীন, স্বতন্ত্র ধর্ম হিসেবে সরকারি স্বীকৃতি দেয়া, হরিচাঁদ ঠাকুরের জন্মদিনে সরকারি ছুটি ঘোষণা করা, গুরুচাঁদ ঠাকুরের জীবনী ও কর্মধারাকে পাঠ্যপুস্তকে অন্তর্ভুক্ত করা ও হরিগুরু চাঁদ ঠাকুরের নামে কলেজ, বিশ্ববিদ্যালয় স্থাপন করা প্রভৃতি।'ঠাকুর নগরের ঠাকুর বাড়িতে এসব দাবি নিয়ে ২৭ নভেম্বর থেকে আমরণ অনশন শুরু হয়েছে।

এদিকে,'জয়েন্ট অ্যাকশন কমিটি ফর বাঙালী রিফিউজিস-এর সর্বভারতীয় প্রেসিডেন্ট সুকৃতিরঞ্জন বিশ্বাস অনশনরত অবস্থায় আজ (শনিবার) এক সাক্ষাৎকারে জানিয়েছেন, '১৯৫০ সালের যে আইন ছিল তাতে বাংলাদেশ থেকে সাম্প্রদায়িক দাঙ্গা হাঙ্গামার কারণে হিন্দু,বৌদ্ধ, খৃস্টান, মতুয়া উদ্বাস্তুরা নাগরিকত্বের সুবিধা পেতেন। কিন্তু ২০০৩ সালে বিজেপি সরকার নতুন আইনে সেই পুরনো ব্যবস্থা তুলে দিয়েছে। এতে বিনা পাসপোর্টে যারাই বাংলাদেশ থেকে আসুক না কেন তাদের সবাইকে অনুপ্রবেশকারী হিসবে গণ্য করা হবে। ফলে, হিন্দু, বৌদ্ধ, খৃস্টান বা মতুয়া যারা ১৯৫০ সালের আইন বলে নাগরিকত্ব লাভ করার সুবিধা পেতেন তা থেকে বঞ্চিত হচ্ছে। এখানে বিশেষ করে হিন্দুদের যে 'রক্ষা কবচ'ছিল তা বিজেপিই তুলে দিয়েছে।'

সুকৃতি রঞ্জন বাবু বলেন,'এখন বিজেপি যেটা বলছে, অনুপ্রবেশকারী হিন্দুরা শরণার্থী এর কোনো ভিত্তি নেই। হিন্দুদের শরণার্থী বলে যে প্রচার চালানো হচ্ছে; ২০০৩ সালের আইন অনুযায়ী তার কোনো ভিত্তি নেই। মানুষকে বিভ্রান্ত করার জন্য বিজেপি এসব কথা বলছে। এই 'দ্বিচারিতা'কে আমরা মানুষের সামনে তুলে ধরতে চাই।'

লোকসভা নির্বাচনের প্রচারের এক সময় নরেন্দ্র মোদি বলেছিলেন, 'আমি দিল্লিতে গিয়ে মতুয়াদের নাগরিকত্বের অধিকার দেব'।এ প্রসঙ্গে সুকৃতি রঞ্জন বিশ্বাস জানান, 'কেন্দ্রে ৬-৭ মাস হয়ে গেল, নরেন্দ্র মোদি প্রধানমন্ত্রী হয়েছেন, এনিয়ে আর কোনো কথা বলেন নি। বরঞ্চ শীতকালীন অধিবেশনে নাগরিকত্ব সংশোধনী বিল নিয়ে যেটি করা হচ্ছে তাতে বাংলাদেশি উদ্বাস্তুদের নাগরিকত্ব দেয়ার বিষয়টি নেই। সুতরাং, বিজেপি হিন্দু উদ্বাস্তুদের নাগরিকত্ব দেবে বলে যে প্রতিশ্রুতি দিয়েছিল, তা সম্পূর্ণ মিথ্যা।'


উল্লেখ্য খবরে প্রকাশ,রবিবার হাবরার সভামঞ্চে দাঁড়িয়ে বিজেপির রাজ্য সভাপতি রাহুল সিংহ নাম না করে তীব্র আক্রমণ শানালেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্দেশে। বললেন, "আগে বারবার উনি মতুয়াদের অফিসে আসতেন মায়ের (মতুয়া মহাসঙ্ঘের প্রধান উপদেষ্টা বীণাপাণিদেবী, 'বড়মা'নামেই যিনি পরিচিত) আশীর্বাদ নিতে। এখন মুখ্যমন্ত্রী হওয়ার পরে আর মাকে মনে পড়ে না। কাজ তো সারা হয়ে গিয়েছে।"ঘটনাচক্রে, রাহুলের সভার ২৪ ঘণ্টার মধ্যেই বনগাঁয় সরকারি কাজে আসছেন মমতা। তৃণমূল সাংসদ তথা সারা ভারত মতুয়া মহাসঙ্ঘের সঙ্ঘাধিপতি কপিলকৃষ্ণ ঠাকুরের মৃত্যুতে বনগাঁ লোকসভা কেন্দ্রে উপনির্বাচন আসন্ন। এই পরিস্থিতিতে বনগাঁয় মমতা সরকারি সফরে এসেও উপনির্বাচন কেন্দ্রিক বার্তা দেবেন বলেই অনেকের মত। এখন দেখার, তিনি রাহুলের অভিযোগের জবাব দেন কি না।

মতুয়াদের অভ্যম্তরীণ বিরোধ বুঝতে গেলে একটু অতীতে ডুব দেওয়া দরকার৷‌ তারও আগে মতুয়া শব্দটির উৎপত্তি জানা দরকার৷‌ এই ধর্মভাবের জন্মদাতা শ্রীশ্রীহরিচাঁদ৷‌ তিনি কপিলকৃষ্ণের ঠাকুরদা শশিভূষণের ঠাকুরদা৷‌ তাঁকে ঘিরে ঠুংরি তালে রচিত এক নগর কীর্তনের বোল এরকম– 'আয় কে যাবি, হরিচাঁদের আনন্দ মেলায়, ভবপারের ভেলায়,৷‌ আমরা এমন তো আর দেখি নাই রে, নামে প্রেমে জগৎ মাতায়৷‌'যারা মাতে তারাই মতো মতুয়া৷‌ হরিচাঁদ ও তাঁর স্ত্রী শাম্তি মা আরাধ্য জ্ঞানে পুজো পান৷‌ যেমন পান হরিচাঁদ পুত্র ও পুত্রবধূ গুরুচাঁদ ও সত্যভামা৷‌ ঠাকুরনগরে পাশাপাশি দুটি মন্দির৷‌ তিন বছর আগেও দুটি মন্দিরই ছিল অনুচ্চ সাধারণ দেবালয়৷‌ এখন হরিচাঁদের মন্দিরটি আকাশ ছোঁয়া শ্বেতপাথরের৷‌ ওদের মন্দিরের চূড়া থাকে না৷‌ এক্ষেত্রেও নেই৷‌ কল্যাণী বিশ্ববিদ্যালয়ে মতুয়াদের ওপর গবেষণা করে স্বীকৃতি প্রাপক ড. নন্দদুলাল মোহম্ত বলেছেন, মতুয়াদের প্রধান কোনও নারী হতে পারবেন না, এমন কোনও বিধি সাংগঠনিক বিধিতে লেখা নেই৷‌ তাছাড়া হরিচাঁদ, গুরুচাঁদের স্ত্রী পুজো পান৷‌ পি আর ঠাকুরের স্ত্রী বীণাপাণি অঘোষিতভাবে মতুয়া প্রধান৷‌ তাহলে মমতা ঠাকুরের ক্ষেত্রে মঞ্জুল ঠাকুর আপত্তি তুলছেন কেন? মঞ্জুল-পুত্র শাম্তনু বলছেন, জেঠিমার প্রয়োজনীয় শিক্ষাগত যোগ্যতা নেই৷‌ তাছাড়া যে দক্ষতা, বিচক্ষণতা দরকার তা-ও নেই৷‌ আমরা পুরোপুরি সহযোগিতা করি বলেই ওনার ওইটুকু প্রতিপত্তি আছে৷‌ উনি বোধহয় নির্বাচনে প্রার্থী হতে চাইছেন৷‌ মতুয়া মহাসঙেঘর প্রধান হয়ে যাবতীয় সম্পদের কর্তৃত্ব চাইছেন৷‌ আমাদের অভ্যম্তরীণ কাজকর্মের যে বিধি তাতে কোনও নারী সঙঘ প্রধান হতে পারেন না৷‌ নগর কীর্তনে 'হরিচাঁদের আনন্দমেলা'বলে যেটাকে উল্লেখ করা হয়েছে, সেটাই রাসমেলা৷‌ এবার এই রাসমেলার দুদিন আগে মমতা ঠাকুর মতুয়া মহাসভার একটি কমিটি গঠন করেন৷‌ যেখানে মঞ্জুল ঠাকুর নেই৷‌ আর রাসমেলার দিন বড়মা বীণাপাণি দেবীকে সামনে রেখে মঞ্জুল ঠাকুর মতুয়া মহাসভার একটি কমিটি ঘোষণা করেছেন, যার মাথায় মঞ্জুল নিজে৷‌ পরে বীণাপাণি বলেছেন, আমাকে দিয়ে মঞ্জুল ওই কমিটির কথা বলেছে, আমি নিজে বলিনি৷‌ কপিলের ওপর আমার ভরসা ছিল৷‌ মমতার ওপর আছে৷‌ আমি ওর কাছেই থাকতে চাই৷‌ এই পটভূমিতে শনিবার দুপুরে ঠাকুরনগরে হাজির হলাম৷‌


বনগাঁর দশ কিলোমিটার আগে যশোর রোড ছেড়ে সামান্য ঢুকলেই ত্রিকোণপাড়া, ইথাপুর, শিমুলপাড়া– এই তিনটি এলাকা নিয়ে ঠাকুরনগর৷‌ কপিলের বাবা প্রমথরঞ্জন ঠাকুর স্বাধীনতার কিছু আগে ঠাকুরল্যান্ড ইন্ডাস্ট্রির পত্তন করেন৷‌ এখানে বেশির ভাগ জমিতেই মতুয়াদের বাস৷‌ প্রায় পুরো গ্রামটাই মতুয়া মহাসভা কিংবা ঠাকুরবাড়ির ভূ-সম্পত্তি৷‌ ভক্তরা জানে সবই হরিচাঁদ, গুরুচাঁদ ঠাকুরের নামে সমর্পিত৷‌ বাস্তব কিন্তু উল্টো কথা বলে৷‌ এই যে লক্ষ লক্ষ বিঘা জমি, এমনকী গড়চিরোলি, চাঁদা বা চন্দ্রপুরে (মহারাষ্ট্র) যে ভূ-সম্পত্তি তা সবই ঠাকুর পরিবারের জ্ঞাতিগুষ্টির নামে সরকারি দপ্তরে নথিভুক্ত৷‌ জন্মের অনেক পরে মতুয়া মহাসভার নামে সামান্য জমি (কেউ কেউ বলে ৬ কাঠা) নথিভুক্ত৷‌ শুধু রাসমেলা, চৈত্র মাসের আমবারুনি কিংবা অন্য কোনও অনুষ্ঠানে নয়, সারা বছরই প্রচুর দান, প্রণামীর অর্থ, সোনা, দ্রব্যসামগ্রী জমা পড়ে মন্দিরে মন্দিরে৷‌ কিন্তু তার হিসেব কখনও কোনও স্বীকৃত সংস্হাকে দিয়ে করানো হয়নি৷‌ ব্যাঙ্কেও টাকা সোনাদানা রাখা হয় না৷‌ যদিও মঞ্জুল ঠাকুর এক সময়ে ব্যাঙ্ককর্মী ছিলেন৷‌ তিনি ও শাম্তনু ঠাকুর বললেন, ভক্তরা চায় না ব্যাঙ্কে রেখে আমরা সুদে টাকা রোজগার করি৷‌ আমরা চাইলেও হবে না, কারণ মতুয়া নীতি বিরোধী৷‌ আশ্চর্য মতুয়াদের বিক্ষুব্ধ নেত্রী মমতাও সম্পত্তি ব্যাঙ্কে রাখার কথা বলছেন না৷‌ বলছেন, সবই দেবোত্তর৷‌ তবে চন্দ্রপুর, গড়চিরোলির সম্পত্তি কপিলকৃষ্ণের নিজের৷‌


ভারতের বিভিন্ন মন্দির, মঠ, কর্তৃপক্ষের অর্থ ও সোনা ব্যাঙ্কে না রেখে, গোপন ভান্ডারে রাখার অভ্যাস নতুন নয়৷‌ এজন্যই নাদির শাহ সোমনাথের মন্দির লুট করেছিলেন৷‌ হালেও দক্ষিণ ভারতের এক স্বল্পখ্যাত মন্দিরের গর্ভগৃহে প্রচুর ধনরত্ন পাওয়া গেছে৷‌ এজন্যই মন্দির কর্তৃপক্ষের মধ্যে দলাদলি, খুন পর্যম্ত হয়েছে৷‌ কিন্তু তাঁরা তো সংসদীয় রাজনীতিতে জড়িয়ে পড়েননি৷‌ সংসদীয় রাজনীতির সুযোগ-সুবিধা নেব অথচ আইন ও গণতান্ত্রিক রীতিনীতি মানব না– এটা তো হতে পারে না৷‌ মতুয়া প্রধান ঠাকুর বাড়ির মাননীয়৷‌মাননীয়ারা চিরকাল সেটাই করে এসেছেন৷‌ বাংলার নিম্নবর্ণের চাঁড়াল সম্প্রদায়ের সরল মানুষেরা তাঁদেরই বিশ্বাস করে চলেছেন৷‌ আর কাশ্মীরি তালে গেয়ে চলেছেন৷‌...৷‌ (দাদা গো) আমায় ভাই বলে রাখিও স্মরণ.. আমি ভুলি না যেন ওই রাঙা চরণ৷‌ বলা হয়, 'রাঢ়দেশে ছিল রাস৷‌নাম তার রামদাস৷‌'


এই রামদাসই নাকি সকুর বংশের প্রথম পুরুষ৷‌ ওদের দাবি তিনি ছিলেন মৈথিলী ব্রাহ্মণ৷‌ নিম্নবর্ণের মানুষদের সঙ্গে মেলামেশা করতেন বলে উচ্চবর্ণের ব্রাহ্মণের কুনজরে পড়েন৷‌ প্রথমে ছিলেন যশোরে নবগঙ্গা নদীর তীরে লক্ষ্মীপাসা গ্রামে৷‌ সেন রাজাদের আমলে পরিব্রাজক রামদাস ফরিদপুরের (বাংলাদেশ) ওরাইকান্দিতে চলে যান৷‌ তাঁর পুত্র চন্দ্রমোহনকে নাকি কোনও ব্রাহ্মণ কন্যা বিয়ে করতে রাজি হননি৷‌ চাঁড়াল কন্যা রাজলক্ষ্মীর সঙ্গে বিয়ে হয়৷‌ অতঃপর এই বংশের উত্তম পুরুষ শুকদেব, কালিদাস, নিধিরাম, মুকুন্দরাম কেন ব্রাহ্মণত্ব হারালেন, গবেষকরা তার জবাব পাননি৷‌ মুকুন্দপুত্র যশোবম্ত৷‌ যশোবম্তের দ্বিতীয় পুত্র হরিচাঁদ৷‌ ১৮৭১-৭২ সালে অবিভক্ত বাংলার বিভিন্ন জায়গায় সামাজিক মর্যাদার দাবিতে চণ্ডাল আন্দোলন হয়৷‌ বাখরগঞ্জ, বরিশাল, ওয়াইকান্দি, ফরিদপুর– সর্বত্র আন্দোলন ছড়িয়ে পড়ে৷‌ এর সঙ্গে ইংরেজ-বিরোধী স্বাধীনতা আন্দোলনের সরাসরি সম্পর্ক নেই৷‌ তখন তো চণ্ডালদের সঙ্গে জল অচল সম্পর্ক৷‌ ভারতবাসীর স্বাধিকারের লড়াই কিংবা কংগ্রেসি অনেককাল আগে শুরু হলেও, মোহনদাস করমচাঁদ গান্ধী পরে এমন নেতৃত্ব দেন যে মহাত্মা হয়ে যান৷‌ ঠিক এভাবেই হরিচাঁদ, গুরুচাঁদ এমন নেতৃত্ব দিলেন যে চণ্ডাল মুভমেন্ট তাদের নামে মাতোয়ারা হল৷‌ সেই সময়ে অস্ট্রেলীয় পাত্রী সেসিল (ন্তুন্দ্বন্তুন্প্ত) সিলাস (ব্দন্প্ত্রব্দ) মিড (ত্তন্দ্ব্রস্তু) ফরিদপুরে গিয়েছিলেন খ্রিস্টধর্ম প্রচারে৷‌ গুরুচাঁদ তাঁর সঙ্গে বন্ধুত্ব করেন৷‌ অস্ট্রেলীয় সাহেব ইংরেজ শাসকদের বোঝাতে পেরেছিলেন চণ্ডালদের সামাজিক মর্যাদা দেওয়া ভাল৷‌ দরকারে আইন করে৷‌ নইলে এই আন্দোলনই স্বদেশি আন্দোলনের চেহারায় নেবে৷‌ সেই থেকে চণ্ডালরা নমঃশূদ্র৷‌ জল অচল ঘুচল৷‌ দলিত জাগরণ ও মতুয়া আন্দোলন এক সুতোয় বাঁধা হয়ে গেল৷‌ গুরুচাঁদের পৌত্র প্রমথরঞ্জন কংগ্রেসের টিকিটে সংরক্ষিত আসনে বিধায়ক হন৷‌ তারও আগে কনস্টিটিউয়েন্ট অ্যাসেমব্লির সদস্য হন৷‌ অথচ বংশতালিকায় লিখে রাখেন মৈথিলী ব্রাহ্মণ রামদাসের বংশধর৷‌ একই কথা বললেন মঞ্জুল ঠাকুর৷‌ নির্বাচনী বিধি অনুসারে তো শাস্তিযোগ্য অপরাধ৷‌ বিধায়ক বা সাংসদ পদ চলে যাওয়া উচিত৷‌ ১৯১০ সালের একটি দলিলে মতুয়া গবেষক নন্দদুলাল মোহম্ত দেখেছেন, শশিভূষণ লিখেছেন পিতার নাম গুরুচাঁদ বিশ্বাস৷‌ ঠাকুর পদবি কীভাবে জুড়ে গেল তা স্পষ্ট নয়৷‌ শশিভূষণের পুত্র প্রমথরঞ্জন বনগাঁয় এসে ডালপালা ছড়ান৷‌ তার ভাই সুধন্যকুমার পুত্র শ্রীপতি ওয়াইকাম্তির আশ্রমের দখল নেন৷‌


এদের দু'জনের মধ্যেও লড়াই ছিল৷‌ প্রমথর পাশে দাঁড়ন বিধান রায়ের আমলের নাকাশিপাড়ার বিধায়ক মহানন্দ হালদার৷‌ তিনি লেখেন শ্রীশ্রীগুরুচাঁদ চরিত৷‌ শ্রীপতির কথায় বীরেন সান্যাল লেখেন হরিগুরুচাঁদ চরিতসুধা৷‌ ফরিদপুরের মতুয়া মহাসঙঘ এখন দু'টুকরো৷‌ শ্রীপতির জ্যেষ্ঠ পুত্র অংশুপতির মৃত্যুর পর আর দুই ভাই হিমাংশুপতি ও সতীপতি লড়াই করছে৷‌ মুখে বলে ভক্তিতে মুক্তি৷‌ আসলে শক্তিতে আসল আসক্তি৷‌ মঞ্জুলের স্ত্রী ছবিরানী বললেন, আমার শাশুড়িকে কাউকে দেখতে হয় না৷‌ তিনিই দেখেন৷‌ দুর্গাপুজো করতেন৷‌ এখনও ছিন্নমস্তা, শ্যামার পুজো হয়৷‌ মঞ্জুলের বাড়িতে গণেশ, শিবের বিশাল মূর্তি৷‌ গৌরাঙ্গ মহাপ্রভু নাকি বলেছিলেন, নিচ হয়ে করিব আমি নিচের উদ্ধার, অতি নিচে না নামিলে কীসে অবতার৷‌ ওদের দাবি গৌরাঙ্গই হরিচাঁদ৷‌ তাহলে কেন ব্রাহ্মণ বংশলতিকা তুলে ধরে৷‌ জাতপাতের অদ্ভুত খেলায় কপিল এক সময়ে ফরওয়ার্ড ব্লক নেতা হরিপদ বিশ্বাসকে ধরেছিলেন৷‌ আর মঞ্জুল ধরেন জ্যোতিপ্রিয় মল্লিককে৷‌ এখন সবাই তৃণমূল৷‌ তাই তৃণমূলই সমস্যায়৷‌ বীণাপাণি ৯২ বছরে শোকাতুর বৃদ্ধা৷‌ ঘরের মধ্য সবসময় তিন মহিলা পুলিস৷‌ এরকম জীর্ণ, দীর্ণ অবস্হা কোনও মধ্যবিত্ত বাঙালি পরিবারেও বিশেষ দেখা যায় না৷‌ অনেকটা বন্দিদশার মতো৷‌ শাম্তনুকেই পুলিসের অনুমতি নিয়ে ঠাকুমার সঙ্গে কথা বলতে হচ্ছে৷‌ একতলা বাড়ির টালির ছাদ৷‌ পাশে মমতার ঘরও তাই৷‌ ছবিরানী বলছিলেন, শাশুড়ির এখন কথার ঠিক নেই৷‌ তাহলে মহাসভার অনুষ্ঠানে তাঁকে দিয়ে মঞ্জুলের নাম বলানো হল কেন? কপিলের প্রথম পক্ষের স্ত্রী এখন সুইৎজারল্যান্ডে৷‌ তাঁর একমাত্র সম্তান সিলভিয়া এখানেই থাকেন৷‌ তাঁকে নিয়েও দু'পক্ষে টানাটানি৷‌ মমতা বললেন, আমার সম্তানকে কতবার ওরা মারতে গেছে!


শাম্তনু বললেন, ওরা জ্যাঠার ঠিকমতো চিকিৎসা করায়নি৷‌ জেঠিমার ধর্ম ছেলে সুখেন অধিকারী৷‌ এই অশৌচের মধ্যেই তার সঙ্গে মেয়ের বিয়ে দিয়েছে জ্যেঠিমা৷‌ আয়কর বিভাগে কাজ করে৷‌ তার কথাতেই চলছে জ্যেঠিমা৷‌ আর এক মেয়ে চন্দ্রলেখা সবসময়ে ঠাকুমা, মাকে পাহারা দিচ্ছে৷‌ দু'দিকেই কিছু ভক্তের ভিড়৷‌ বাকিরা ইতস্তত চরে বেড়াচ্ছে৷‌ তারা আবার কোনও রা কাটছে না৷‌ বাংলাদেশ থেকে একদল মতুয়া এসেছে৷‌ মন্দিরে বসে উলুধ্বনি দিয়ে ভিডিও তোলাচ্ছে৷‌ নাটমন্দিরের চাতালে সদ্য কাটা ধানের ছরা৷‌ এক মতুয়া গান ধরেছে–


গুরুকৃপা রসে ভরি,


আমায় সাজায়ে দিয়াছ তরী


কর্মদোষে যেন ডুবে না মরি

বিজেপি-র কেন্দ্রীয় কমিটির সঙ্গে বৈঠক করে অনশন প্রত্যাহার করলেন রাজ্যের উদ্বাস্তু পুনর্বাসন মন্ত্রী মঞ্জুল কৃষ্ণ ঠাকুরের ছেলে সুব্রত ঠাকুর সহ মতুয়া সংঘের ২১ জনের প্রতিনিধি দল। নাগরিকত্বের দাবিতে গত মাসের ২৭ তারিখ থেকে উদ্বাস্তু মতুয়া সম্প্রদায়ের সকলের নাগরিকত্বের দাবিতে অনশনে বসেছিলেন ২১ জন। রাজ্য ও কেন্দ্রীয় সরকার সহ বিষয়টি সব দলকে চিঠিতে জানানো হলেও বিজেপি ছাড়া কেউই তাতে কর্ণপাত করেনি। তাই মঙ্গলবার দলের নেতা সুব্রত ঠাকুর বিজেপি দলের তপসিলি মোর্চার সভাপতি দত্তা কৃষ্ণ মূর্তি মান্ডির নেতৃত্বাধীন রাজ্য ও জেলার বিজেপির ২৫ জনের প্রতিনিধি দলের সঙ্গে প্রায় ৩ ঘণ্টা রুদ্ধদ্বার বৈঠক করেন। বৈঠকের পর মান্ডি জানিয়েছেন, আগামী কয়েকদিনের মধ্যে মোদীর সঙ্গে মতুয়া সম্প্রদায়ের নাগরিকত্বের বিষয়টি নিয়ে আলোচনা হবে। সুব্রত ঠাকুর জানিয়েছেন, তিনি বাবা মঞ্জুল কৃষ্ণ ঠাকুরের সম্মতিতেই বিজেপি-র সঙ্গে বৈঠক করেছেন। এ দিনই ফেসবুকে দলের নাম না করে সুব্রতর কটাক্ষ, 'সংসদে কালো টাকা, লাল ডায়েরি, কালো শাল নিয়ে আন্দোলন হলেও বাঙালি হিন্দু, মতুয়া, বৌদ্ধ উদ্বাস্তুদের নাগরিকত্ব নিয়ে কোনও আন্দোলন হল না।'ঘটনাটিকে তিনি দুঃখজনক বলে মন্তব্য করেছেন। তাঁর এই মন্তব্যের পর বিজেপি প্রতিনিধিদের সঙ্গে তাঁর এই বৈঠক নিয়ে রাজনীতিতে তোলপাড় শুরু হয়েছে।

মতুয়া

মতুয়া হিন্দুধর্মীয় একটি লোকসম্প্রদায়। গোপালগঞ্জ জেলার ওড়াকান্দি নিবাসী  হরিচাঁদ ঠাকুরপ্রেমভক্তিরূপ সাধনধারাকে বেগবান করার জন্য যে সহজ সাধনপদ্ধতি প্রবর্তন করেন, তাকে বলা হয় 'মতুয়াবাদ'। এই মতবাদের অনুসারীরাই 'মতুয়া'নামে পরিচিত।

মতুয়া শব্দের অর্থ মেতে থাকা বা মাতোয়ারা হওয়া। হরিনামে যিনি মেতে থাকেন বা মাতোয়ারা হন তিনিই মতুয়া। মতান্তরে ধর্মে যার মত আছে সেই মতুয়া; অর্থাৎ ঈশ্বরে বিশ্বাস, গুরু-দেবতা-ব্রাহ্মণে ভক্তি-শ্রদ্ধা, নামে রুচি ও প্রেমে নিষ্ঠা আছে যার, সে-ই মতুয়া।

মতুয়া সম্প্রদায় একেশ্বরবাদে বিশ্বাসী; তারা বৈদিক ক্রিয়া-কর্মে আস্থাশীল নয়। তাদের ভজন-সাধনের মাধ্যম হচ্ছে নাম সংকীর্তন; তাদের বিশ্বাস ভক্তিতেই মুক্তি। এই সাধনপদ্ধতির মাধ্যমে সত্যদর্শন অর্থাৎ ঈশ্বরলাভই তাদের মূল লক্ষ্য। প্রেম ঈশ্বর লাভের অন্যতম উপায়। পবিত্রতা শরীর-মনে প্রেম জাগ্রত করে; ফলে প্রেমময় হরি ভক্তের হূদয়ে আবির্ভূত হন। এখানে কোনো জাতি-ধর্ম-বর্ণ ভেদ নেই, ধনী-দরিদ্র নেই; সকলেই ঈশ্বরের সন্তান এই মনোভাব নিয়ে পারস্পরিক সৌহার্দ্যের মধ্যে সকলে মিলিত হয়।

আদর্শ গার্হস্থ্য জীবনযাপনের মধ্য দিয়েই মতুয়া ধর্মের চর্চা করা যায়। মতুয়াদের বারোটি নিয়ম পালন করতে হয়, যা 'দ্বাদশ আজ্ঞা'নামে পরিচিত।

মতুয়া উৎসব

এই ধর্মে নারী-পুরুষের সমান অধিকার স্বীকৃত এবং এতে বিধবা-বিবাহকে উৎসাহিত ও বাল্যবিবাহের বিরোধিতা করা হয়েছে। নারী-পুরুষ নির্বিশেষে এই ধর্মের প্রচার করতে পারে; ধর্মপ্রচারককে বলা হয় 'গোঁসাই'।

মতুয়ারা প্রতি বুধবার একত্রিত হয়ে হরিস্মরণ করে; একে বলা হয় 'হরিসভা'। তারা নারী-পুরুষ নির্বিশেষে নাম-কীর্তন করে এবং ভাবের আবেগে অনেক সময়  কীর্তনকরতে করতে বাহ্যজ্ঞানহীন হয়ে পড়ে। কীর্তনের সময় তারা জয়ডঙ্কা, কাঁসর, শঙ্খ, শিঙ্গা ইত্যাদি  বাদ্যযন্ত্রব্যবহার করে।

গোঁসাইদের হাতে থাকে সওয়া হাত দীর্ঘ একটি দন্ড, যার নাম 'ছোটা'। এই ছোটা নিয়ে তাঁরা আগে আগে যান এবং ভক্তরা তাঁদের অনুসরণ করে। তাঁরা সাদা রঙে বেষ্টিত লাল নিশান ও গলায় করঙ্গের মালা ধারণ করেন। মতুয়াদের প্রধান ধর্মগ্রন্থ শ্রীশ্রীহরিলীলামৃত। মতুয়া ধর্মের কয়েকটি মূল বাণী হলো: 'হরি ধ্যান হরি জ্ঞান হরি নাম সার। প্রেমেতে মাতোয়ারা মতুয়া নাম যার\; জীবে দয়া নামে রুচি মানুষেতে নিষ্ঠা। ইহা ছাড়া আর যত সব ক্রিয়া ভ্রষ্টা\; কুকুরের উচ্ছিষ্ট প্রসাদ পেলে খাই। বেদ-বিধি শৌচাচার নাহি মানি তাই\

বাংলাদেশের সর্বত্রই মতুয়ারা বাস করে। ভারতের পশ্চিমবঙ্গ, উত্তর প্রদেশ, মধ্যপ্রদেশ, আন্দামান প্রভৃতি স্থানেও মতুয়ারা রয়েছে। গোপালগঞ্জের ওড়াকান্দিতে মতুয়াদের প্রধান মন্দির অবস্থিত। প্রতি বছর ফাল্গুন মাসের ত্রয়োদশী তিথিতে হরিচাঁদ ঠাকুরের জন্মদিন উপলক্ষে সেখানে মেলা বসে। তাতে সমগ্র দেশ থেকে হাজার হাজার ভক্ত প্রণামী হিসেবে ধান-চাল-ডাল, তরি-তরকারি ইত্যাদি নিয়ে উপস্থিত হয়।  [মনোরঞ্জন ঘোষ]

In the post-election period, so far you have conducted yourself with dignity and magnanimity. The awe of the responsibility seems to have had a sobering effect on your demeanour and speech. You have sounded humble and responsible with a deep sense of duty towards the nation. You have so far also not said anything which will further compound the fears the minorities appeared to harbour if NDA under your leadership comes to power. If you have a clearer view of Raj Dharma than in 2002 when you had claimed its knowledge on being reminded by Vajpayee, you can certainly hope to enhance your popularity even among those who did not vote for you. If you fail, even those who shouted "Modi Modi" during your campaign will have second thoughts.  
  
You have vowed to work for the poor. Hopefully, the "poor" includes all those Indians who are powerless irrespective of their religion, caste or region. Thanks to the historic triumph of BJP under your powerful leadership, the political empowerment of minorities has become the first casualty. The BJP parliamentary party has a single minority member from Sikh community; NDA has a Muslim in addition. 2 out of 335 do not even make 1 percent for minorities that form around 20 pc of the population. With the passage of time, Rajya Sabha too can be expected to have a decreasing percentage of Muslims and other parties unless your party takes an extraordinary step of nominating a large number of them. This is indeed a sad commentary on India's democratic system, which has constantly failed to give adequate representation to all the sections of society. What is sadder is the fact that this is being justified by your party in the name of "not giving tickets on the ground of religion and caste". The truth is that it is not the question of giving but denying on the ground of religion which is hunting the Muslim community in the country. If the deprived Hindu sections like SCs and OBCs get the preferences while the deprived Muslims are neglected, it becomes a case of denying on the ground of religion. If this is what the Constitution implies or is thus interpreted, there is an urgent need to rethink. Your position on the issue will certainly be the first test of your slogan of "Sab ka saath, sab ka vikaas". And of course "sab ka vikaas" cannot be possible unless everyone feels secure and safe under your government. Till everyone does not feel safe you cannot hope for "Sab ka Saath".  
  
Your assertion on working for the poor will be another challenge.  Who knows it better than you that the single-minded support of the corporate has been one of the biggest if not the biggest factor in your stupendous win. The corporate found the "welfare economics" of the emerging leadership pf UPA and the "aam aadmi" approach of AAP as unacceptable and chose you and your party as the only one deserving support. If you start doing more than simply talking about the poor, the corporate India will fume with anger. Can you cope with their disfavour is a big question. Time will tell the answer. The nation is waiting to see how you control the inflation and bring cheers on the faces of the poor.  
  
Muslims of India are bound to be apprehensive considering the ideology your party has and considering your past record. The onus is on you and not on them to reduce these apprehensions. They will wait and watch, and will react accordingly. Hopefully, you prove their apprehensions wrong and after 5 years you can claim "Sab ka saath, sab ka vikaas".

That is a timely warning to Modi at the  very outset and you have caught him through his own Election slogan. Have you please mailed it to him or will deliver it personally with due emphasis for his action on the lines you have suggested or ventilated. 
 
But how you will react if he ignores it and follows his party Agenda to force the Muslims  to become  Hindu, leave thinking even like a Muslim.and make every effort to force Muslims to keep and run with the flow of the Hindu Raj. 
 
That is the a hardest nut to crack.  Hence please develop your strategy on emergency  basis as I have no trust in him, seeing his post elections activities of just last week.  however, you cannot do it alone till you get the entire Muslim leadership of India  at one platform.

A day after Akhil Bharat Hindu Mahasabha demanded that girls be restricted from wearing jeans, the general secretary of its UP unit Naveen Tyagi told Times Now the outfit was going to move the Supreme Court to declare "item girls" as prostitutes."We're holding talks with our functionaries. Once the Supreme Court declares them prostitutes, they (item girls) will obviously be boycotted by society," Tyagi told a Times Now correspondent.
Claiming to be working for the safety of women, Tyagi said all item girls and heroines who wear skimpy clothes are prostitutes. This matter, he said, is with their "capable" lawyers — the reason he wasn't willing to speak about it in public— but added that the Mahasabha's Meerut unit is helping in compiling video clips of item girls for the Supreme Court.
He went on to say that airing of women in such clothes leads to heinous crimes.
"The girls who perform item numbers in films and remove clothes should be de clared prostitutes. We feel the women who earn money by indulging in obscenity are prostitutes. They are spreading filth in society ," Tyagi said. National secretary of the outfit, Swami Chakrapani, however, distanced himself from the controversial remarks.
Meanwhile, another functionary contested Monday's reports that had said the Mahasabha was against girls wearing jeans. The outfit's Haryana spokesman Lalit Bhardwaj clarified, "We're not against girls wearing jeans, but against girls wearing skimpy clothes." The outfit had demanded a dress code for girls in schools and colleges and a ban on mobile phones on their premises "to check increasing obscenity".
Asked about the Mahasabha's stand, BJP spokesman Sambit Mahapatra told Times Now, "BJP can't speak on their behalf. BJP is for the freedom of society. Let the women of the country decide what they study, what they wear, and how they choose to live their lives. India is proud to have women who've led from the front and made the country proud. Any organization that speaks in a demeaning way of women will have to face fire."

The Hindu Mahasabha leader's comments on what kind of clothes women should wear and why item girls should be treated as prostitutes smack of the medieval mindset that is exhibited by outfits like the Taliban or ISIS. What is alarming is that such statements are becoming increasingly frequent in India from right wing groups of all hues, some citing religion and others caste traditions as their justification for moral policing. The prime minister should be aware that at least some of these groups feel emboldened by the perception that there is now a government that is sympathetic to their viewpoint. Mr Modi has repeatedly emphasized that he wants to build a modern India that can hold its head high in the global community. Unless such groups are reined in, India's image can only take a beating, at home and abroad.

REASSESSING `NO-FIRST USE' POLICY - RSS Body Wants Govt to Revisit Nuke Doctrine

"The Narendra Modi government is working on a plan to revisit India's nuclear doctrine, and we are appreciative of our political leadership that is sensitized to this reality and heading in that direction," Indresh Kumar, RSS leader and chief patron of a Sangh-affiliated think-tank, has told ET.Last Saturday , Kumar was the chief speaker at a National Executive meeting of the Forum for Integrated Security (FINS) held in Chhattisgarh where it was proposed that India revisit its nuclear doctrine -essentially reassess its "no-first use" policy -besides adopting a `pro-active' approach on Chinese incursions.
When asked if he had any discussions with the PM and National Security Advisor on this subject, Indresh Kumar refused to comment, but he said nuclear power has to be used for welfare and world peace, it cannot be the sole prerogative of any superpower.
ET has accessed a booklet, meant for in-house circulation among FINS office-bearers. The preface by FINS President Lt Gen DB Shekatkar says that "the new government at the Centre needs to revisit the Nuclear Doctrine as has been mandated by the Doctrine itself, reconsider probable changes if necessary and strengthen the strategic and security infrastructure of the country ."
"Should we still remain captive to No First Use (NFU) commitment, what should be our response to our hostile neighbor, who possesses tactical nuclear weapons and whose declared philosophy and doctrine is that the nuclear bombsMissiles in possession of this neighbor is only against India? Should we wait for the first strike against us or do we need to formulate a doctrine and policy to prevent such strike at all costs?..We must remember that in 21st century philosophy of survival of fittest must be replaced by survival of fastest, unless we can preempt, we cannot survive," Lt Gen Shekatkar says in the preface.
In April, BJP in its manifesto had stated that it will "study in detail nuclear doctrine, and revise and update it, to make it relevant to challenges of current times...Maintain a credible minimum deterrent that is in tune with changing geostatic realities."
One of the participants at National Executive meeting, Pravesh Khanna, who is also general secretary of FINS (Delhi), confirmed the developments. "We have shortlisted eight issues and made special cells, which will be taken up with the government.These include a need to revisit nuclear doctrine, Indian defence programme, India-China relations, Naxal problem, ISIS, terror groups and its spread, maritime security , neighboring countries and foreign relations, we shall have inputs from scholars and defence experts and present it to the government," he told ET.

Once a storyteller by profession, BJP leader Jyoti was influenced by Vishwa Hindu Parishad ideology and particulary by the Ram Janmabhoomi movement before taking plunge into complex electoral politics
Much before she shot into national notoriety, Minister of State for Food Processing Sadhvi Niranjan Jyoti, a "katha vaachak" or storyteller by profession was known for her "all weather" song which went thus: "aaj mahasangram ho jaaney do, aar ya paar ho jaaney do" (let there be a battle, let it be decided once and for all).On Tuesday morning her hate speech at a public meeting in Delhi had turned Parliament into the site for a loud mahasangram, with the Opposition demanding her re signation for a hate speech she had delivered the night before. Some Delhi BJP leaders who had invited her to the programme were heard muttering that Jyoti would have done well to stick to her oft-repeated leitmotif than attempt the hate speech that landed her in trouble.
The minister's speech termed the electoral battle in Delhi between the progeny of Lord Rama and `illegitimate children'. Her strong words are not surprising as she counts Sadhvi Ritambhara (of the Ram Janmabhoomi movement fame) as her mentor and guide."Niranjan Jyoti was born in a Dalit family in Partaura village of Uttar Pradesh in 1967. She has three brothers. In her youth, during the Ram Janmabhoomi movement, she came under the influence of the Vishwa Hindu Parishad and Didimaa (Sadhvi Ritambhara) in particular," said a senior BJP leader from Uttar Pradesh.
In what seems like a natural trajectory, Jyoti contested three assembly polls unsuccessfully before winning in 2012. With BJP determined to break BSP chief Mayawati's Dalit vote bank in the 2014 polls, Jyoti got a ticket to contest from the reserved Fatehpur constituency in the Uttar Pradesh.She won the seat and stuck to her second row place in the Lok Sabha till she was handpicked to be minister, despite having a case under Section 497 (adultery) a particularly tricky charge to stick on a woman in India and not surprisingly charges related to intentional insult with intent to provoke breach of peace (IPC section 504).
As Parliament was repeatedly adjourned over the `hate speech', it goes without saying that this was probably not the Mahasangram that Niranjan Jyoti had in mind while invoking one.

Gieogita Plans to Popularise Gita in Schools

Gieogita, a global organisation founded to promote the message of Gita, has devised a plan to popularise the book and send it to every school, office and organisation, even as Prime Minister Narendra Modi gifts it to world leaders.

On the occasion of the 5151st anniversary of the Bhagwad Gita organised by Gieogita at the Red Fort on Tuesday, RSS sarsanghchalak Mohan Bhagwat said it was an universal book meant for everybody regardless of caste or religion. "When Krishna gave the address, the word Hindu did not even exist. All of us were one and there was no discrimination of the sort that exists today. It teaches you to do your duty, not run away. Even armies from China had come to fight for duty and make a decision."

Continuing with his discourse, Bhagwat claimed that the moral fabric of Indian society had weakened deeply and it was necessary to take Gita's lessons to every household. "The world has lost its balance today. Every time our society has had problems, Gita and its tenets have been recalled. There are hundreds of people in our country who know all the chapters of the Gita by heart. Many martyrs who died during the freedom struggle had a copy of Gita in their hands when they were being hanged."

A week-long celebration of the scripture will see regular Gita Paath in households, temples and institutions, exhibitions of various books written on the Gita, recitation of shlokas and lighting of lamps every evening. Members of Gieogita said Gita would be taken to educational institutions to impart, "concentration, discipline and value lessons" and will be used to promote nation building, Indian values, prevent cow slaughter and even to prisons to reforms the lives of prisoners. "Ghar ghar Gita" is the slogan we will stand by, said the organisers, who said the Red Fort was chosen because there could be no better venue for the historic occasion as it has been a witness to history for many years now.
