    सिनेमा हाल जाकर फिल्म देखे अरसा हो गया. पर अब 'दिलवाले' देखने जाना ही होगा. मोदी जी, जेटली जी और भागवत जी को भी सिनेमा हाल जाकर देखना चाहिये. उनके ऐसा करने से सत्ताधारी पाटी॓ और उसके मातृ संगठन को फायदा होगा. इन संगठनों के 'फसादवादी'(चाहें तो इसके लिये अंग्रेजी के F अक्षर से शुरू होने वाले एक बहुचर्चित शब्द का भी इस्तेमाल कर सकते हैं) होने या न होने पर समाज में कुछ समय के लिये आगे भी कन्फ्यूजन जारी रहा सकता है! फिल्म पर तोड़फोड़ करने वालों को सरकार उग्रवादी-अपराधी मानते हुए कड़ी कार॓वाई क्यों नहीं करती? क्या भारत को हिन्दुत्व के झंडे के नीचे 'बनाना रिपब्लिक' बनाने का एजेंडा है?

    What we have lost,the agrarian India,peasantry deeply rooted in folk ,folklore and music,I have discussed the Bengal Ballads with all its color and shades.

    The Nepali language media last week was rife with reports that Indian officials told Foreign Minister Kamal Thapa during his recent visit to New Delhi that the bottom line for ending the blockade was that the word 'secular' should be removed from the preamble of the newly-adopted constitution and the whole of the Tarai should be one province.

    While the advantage of Nepal being declared Hindu Rastra once again for the BJP's domestic audience is understandable in the meantime, what is puzzling is the purported insistence on the whole of the Tarai delineated as a single province. Incidentally, the same demand was raised by the Loktantrik Madheshi Morcha back in 2007 during the first Madhes Movement. The similarity between that demand then and the Indian conditionality now, if true, is  intriguing.

    That proposal makes absolutely no sense from whichever angle you look at it. The Tarai is a narrow strip of land some 30km wide running 800km east-west, how can it ever be self-governing? What do the people of Jhapa have in common with those in Kanchanpur? They are much closer to their cousins in Ilam and Panchthar. Secondly, the Tarai is ethnically diverse with people of Madhes and Pahad background more or less equally represented at close to 40 percent each.

    There are other even more compelling reasons why a separate Tarai province would be potentially disastrous for its inhabitants. The massive extraction of groundwater across the border in the Indian plains has meant that the water table in the Tarai is receding fast.

    While only a few decades ago, a tubewell 6m deep would have water, it now needs to be at least 50m deep. The worse is yet to come. The only possible sources of water for the Tarai for drinking, irrigation and industrial development will be the rivers and streams flowing down from the northern mountains.

    Integrating the Tarai with the mountains makes common sense also from the development perspective. The West Seti project will submerge 2000 ha of land and displace 16,000 people in the four hill districts of Doti, Dadeldhura, Bajhang and Baitadi, but would irrigate 360,000 ha of farmlands in the three Tharu heartland districts of Bardia, Kailali and Kanchanpur, generate 750 MW of electricity to be used mostly in the factories of the Tarai yielding an annual revenue of Rs 15 billion that could be used for the overall development of  the country including the districts upstream.

    So, why would even the Madhesis want the whole of the Tarai to be a provincial strip in the plains only? Why would New Delhi also push that? A plausible answer was provided recently by Indian columnist Ananda Swarup Vermawho wrote that India could be 'trying to turn Nepal into another Jaffna'. The Tamil separatist conflict in northern Sri Lanka sucked India into a bloody and unwinnable war that New Delhi barely extricated itself from.

    True, India hasn't been as blatant in the Nepal Tarai as it had in northern Sri Lanka, but we must learn fromIndia's mistakes to protect Nepal's national integrity. While, with all the behind-the-scene activities going on and the growing criticism within India of the Modi government for blockading Nepal the siege could come to an early end. Or, it may not.

    Either way, the Nepal government would do well to use this opportunity to bolster political and trade ties withChina. Not to thumb our noses at India, but to restore balance in our bilateral ties with the northern and southern neighbours. This would raise hackles in India, but New Delhi will realise that it was its folly that pushed Nepal to the north.  

    Nepal's logic as a buffer between India and Chinapresupposes that it benefits from its interaction with both the countries socially and economically even as we stay away from becoming either country's satellite. This must constitute the crux of Nepal's foreign policy from here on: a redefinition of the older doctrine of a 'yam between two boulders'.

    It is preposterous in the part of that Indian official who even talked of Jaffanaization of Nepal's Madhesh, if at all he did. It is in the verge of being stupid, if I may say so, because India has learnt its lessons in Sri Lanka well and will not resort to such adventurism. It will be diplomatic Hara-kiri. And India is not so stupid to do so.

    I therefore request all the Nepalese media and leaders of Nepal who are devoting considerable time to shape India-Nepal future relation to be more careful in their utterances and arouse the negative sentiments in the minds of people in both countries.

    Why the Mother should need Miracles for sainthood?


    I believe that she always had been a saint.Most of us believe it,believer or not!


    I dare to ask the  question and expect the answer from no other person,but the Pope!


    We might never know whether blind nationalism or governance of fascism would allow us to celebrate the event as proud Indian as well as the Hindu,by birth!

    While the Nation and people,both vertically divided and the environment is most volatile for survival as a conscious human being at least,just before happy Christmas the Vatican confirmed that Mother Teresa would be the next sent!


    We might never know whether blind nationalism or governance of fascism would allow us to celebrate the event as proud Indian as well as the Hindu,by birth!


    Because Mother Teresa is a Christian and she has been a missionary charged with conversion and the hate campaign continues.


    I believe that she always had been a saint.Most of us believe it,believer or not!


    I want to ask a question and expect the answer from no other person,but the Pope!


    Why the Mother should need Miracles for sainthood?


    For us,excluding the blind Hindu nationalist Bajrangi Brigade which never consider anyone other than Hindu as Indian or at least human being to celebrate life and liberty and spares non irrespective to the role played by any individual in any sphere of Indian life,we have always been considered the Mother as Saint.The Pope has only confirmed her sainthood.


    Personally, I am neither a Christian nor a religious man but I had never been against the values,ideals,ethics,morality and inherent pluralism and tolerance, public welfare,the fight for good against evil,the struggle to sustain the truth.


    As a Nation we are very very religious and Indian religion is all about love,tolerance and pluralism.


    Hatred is the widget and gadget of the Free Market Economy and I never consider the flag bearers issuing Fatwa and crying Jihad as religious at all.


    In fact,they are the most destructive fascist elements which not only kill the pluralism and tolerance,love and fraternity,they have launched a monopolistic aggression against nature and humanity.


    While Religion is all about the ultimate spiritual association with nature and those associated with nature,for example the peasantry across the border live with their faith and they want peace for every sacrifice.They have been deprived of everything they have and they have nothing but their religious faith and we must respect it,I believe.It is the theme song of any religion worldwide.


    It is all about the idea of India,its inherent pluralism and tolerance!

    Do Miracles Prove the Existence of God?


    This definition separates "true miracles" from events that are simply statistically unlikely. These latter events are noteworthy because of their rarity, but they exist within natural laws. For example, a person surviving a disease believed to be terminal only shows that the disease may not be fully understood or that the prognosis was not accurate. Our understanding of the natural world can be modified by new knowledge without needing to throw out our understanding of the laws of the universe entirely.

    An Unknown Cause Is Not the Same as Divine Intervention

    As a case study of perceived miracles, let's examine the belief in thunder gods within certain cultures. Throughout history, there have been many thunder gods, spread out across multiple continents and civilizations (1). In most cases, the god created thunderstorms directly through his actions, whether this meant Zeus throwing lightning bolts or the beating of a thunderbird's wings. Today, when the scientific causes of thunder are well-known, such myths seem absurd and antiquated. At the time, though, believers likely felt that thunder was a miraculous event requiring such divine explanation.

    This phenomenon of ascribing supernatural causes to mysterious events is a case of "argument from ignorance"(2). This is a fallacy where a person claims that a statement is true simply because there is no evidence to the contrary, even when there is also a total lack of supporting evidence. The argument takes the form "There is no argument against P, therefore P." In other words, "There is no explanation for this event, so God did it."

    Imagine this analogy: let's say that I claim that the sun runs on trillions of AA batteries. You claim that this is ridiculous. In response, I ask you to explain where the sun gets its energy from. Perhaps you don't know the answer or assume that no one yet knows the source of sun's energy. Would it be reasonable to consider this lack of understanding to be proof of my claim?

    Another problem with ascribing supernatural causes to mysterious events is that they are unfalsifiable, meaning that they can't be disproved. Unfalsifiable claims hold no merit without evidence. For example, there is no way to disprove that there is not a heat-resistant population of giant rhinos living close to Earth's core. Yet, the inability to disprove such a claim does not make it likely to be true. If a claim is unfalsifiable, the burden of proof for the claim lies on whoever is making the claim.

    For any given event without an explanation, an unlimited number of unfalsifiable explanations could be offered, but none of them would necessarily be true. One person might ascribe a miracle to God while someone else claims that space aliens are responsible. Without evidence to back up their claims, these explanations are equally meaningless.

    Time and again, events that may initially seem miraculous later turn out to have a reasonable explanation. For example, near-death experiences are often held up as proof of the afterlife. During such an experience, a person may feel as though she is outside of her body, looking down on it, or she may experience the feeling of traveling down a dark tunnel toward a source of light. Some people report hearing the voices of departed loved ones, with these disembodied voices sometimes urging them back away from the light, which some believe may be the afterlife.

    These accounts can be compelling and, for the person experiencing them, very real. However, scientific evidence suggests a biological mechanism behind these responses, and the results can be triggered manually by doctors stimulating parts of a person's brain (3).

    Just because an event's cause is not immediately apparent or understandable does not mean that it must have a supernatural origin. It might simply mean that more research should be completed to understand it or even that we may never fully understand it.

    Many Events Are Inherently Meaningless

    The human brain is hardwired to recognize patterns, even in random, meaningless noise. Michael Shermer calls it patternicity in his 2008 Scientific American article, "Patternicity: Finding Meaningful Patterns in Meaningless Noise" (4). According to Shermer, this tendency toward identifying patterns and assigning causal relationship is crucial regarding our ability to survive in nature, and it's something we've evolved to do very well. As Shermer explains in a 2010 TedTalk, "[Imagine] you are a hominid three million years ago walking on the plains of Africa, and you hear a rustle in the grass. Is it a dangerous predator, or is it just the wind? Your next decision could be the most important one of your life. Well, if you think that the rustle in the grass is a dangerous predator and it turns out it's just the wind, you've made an error in cognition…but no harm. You just move away. On the other hand, if you believe that the rustle in the grass is just the wind, and it turns out it's a dangerous predator, you're lunch. You've just won a Darwin award. You've been taken out of the gene pool." This example helps demonstrate how natural selection can favor assigning causality between events (5). In a 2008 paper in the Proceedings of the Royal Society B, "The Evolution of Superstitious and Superstition-like Behaviour," Kevin R Foster and Hanna Kokko conclude that "the inability of individuals—human or otherwise—to assign causal probabilities to all sets of events that occur around them will often force them to lump causal associations with non-causal ones. From here, the evolutionary rationale for superstition is clear: natural selection will favour strategies that make many incorrect causal associations in order to establish those that are essential for survival and reproduction" (6).

    This type of learning by association is prevalent in all types of animals. In the case of humans, our ability to spot patterns is quite sophisticated. Unfortunately, the brain can also be easily tricked into seeing patterns where none exist (e.g., shapes in the clouds, faces in wood grain or voices in white noise).

    We're also quick to attribute meaning to things we experience, even if the event itself is inherently meaningless. As emotional human beings who form strong personal ties to one another and may care deeply for others, we cling to falsely perceived patterns possibly as a way to make sense of both tragedy and success and to, in some way, feel like we have some kind of reliable solution in situations where we sense a lack of control (7).

    All of this explains why many people are so prone to believe in miracles. It does not make those miraculous experiences true. Without hard evidence to prove both the existence and cause of miracles, such events say little about the existence of God.

    Improbable Events Are Not Proof of the Supernatural

    Many people turn to the supernatural when they witness a highly improbable event and consider it to be a miracle rather than looking for a natural explanation. Yet an understanding of basic properties of probability laws shows that even extremely improbable events happen all the time (8). There are many examples that show that events with very small probability are not miraculous. In fact, they're commonplace. Mathematician J.E. Littlewood suggested that each one of us should expect one-in-a-million events to happen to us about once every month. Failing to recognize this is due to us ignoring the astronomically high number of events that occur which we find insignificant. Events that we do find significant, such as winning a lottery or dreaming about your mother calling you right before waking up to her call are just a tiny fraction of many other insignificant events with the same or even lower probability of occurring, such as the chance that you had a dream of your mother calling you and also running out of milk five days after at 7:21 am. As statistician David J. Hand explains, "Lives are full of events, minor and major. With so many events to choose from, it's only to be expected that some surprises will occur, even though they are incredibly unlikely when taken by themselves."

    After witnessing events with very small probabilities, we might think that the laws of nature have been broken and attempt to use supernatural explanations to make sense of observing such events. But no matter how unlikely an event is, it doesn't mean that a supernatural explanation would be more likely, especially when you consider the fact that in order for us to accept such an explanation, we have to agree that scientific models of nature that have consistently and accurately explained and predicted many natural events are completely wrong simply because we have witnessed an unlikely event. Yet close analysis of such "miracles" have never led to any proof for a supernatural explanation, and, in fact, many have proven to be cheap magic tricks, hallucinations or primitive misunderstandings of natural phenomena (9).

    Despite strict orders from party high command, BJP leader and former cricketer Kirti Azad on Sunday addressed a press conference to expose corruption in Delhi cricket body – DDCA. Azad alleged huge corruption in the DDCA during the tenure of Arun Jaitley, as its chief.

    Ignoring his party's warning Azad said, "This is not a fight against any individual, we are only fighting against corruption."

    He also said that he is a big fan of Prime Minister Narendra Modi and praised his government's action against corruption.

My campaign is against corruption," said Azad in the conference which was also attended by former Test skipper Bishan Singh Bedi.

    During the conference, Azad released a video that claimed DDCA had given contracts to various companies, but the addresses given for these were found to be false. The video also alleged that the DDCA hired office and other equipment, at Rs. 16000 for a laptop per day, Rs. 3000 for printer per day, Rs. 5000 for 'puja ki thali'.

    Azad also claimed that fourteen companies whose bills were mostly cleared by DDCA in cash, found to be fake.

    देश का दुश्मन नहीं है भारतीय मुसलमान  ! आइसिस पर भँवर मेघवंशी का जरुरी आलेख।अवश्य पढ़ें।


    राजस्थान के दौसा में पाकिस्तानी झण्डा फहराये जाने तथा टौंक के मालपुरा में आई एस आई एस के पक्ष में नारे लगाये जाने और जयपुर में आतंकी नेटवर्क खड़ा करने में जुटे मोहम्मद सिराजुद्दीन को गिरफ्तार किये जाने के बाद यह चर्चा बहुत आम हो गई है कि राजस्थान  प्रदेश
    आतंकवादी गतिविधियों को संचालित करने की सबसे सुरक्षित जगह बन गया है ! 
    उत्तरप्रदेश के एक स्वयंभू हिन्दू महासभाई कमलेश तिवाड़ी द्वारा हजरत मोहम्मद को अपमानित करने वाली टिप्पणी करने के विरोध में हुये देशव्यापी प्रदर्शन राजस्थान के भी विभिन्न शहरों में आयोजित किये गये.साम्प्रदायिक रूप से अतिसंवेदनशील मालपुरा कस्बे में भी मुस्लिम युवाओं ने अपने बुजुर्गों की मनाही के बावजूद एक प्रतिरोध जलसा किया.हालांकि शहर काजी और कौम के बुजुर्गों ने बिना मशवरे के कोई भी रैली निकालने से युवाओं को रोकने की भरपूर असफल कोशिस की.जैसा कि मालपुरा के निवासी वयोवृद्ध इकबाल दादा बताते है कि -' हमने उन्हें मना कर दिया था और शहर काजी ने भी इंकार कर दिया था ,मगर रसूल की शान के खिलाफ की गई अत्यंत गंदी टिप्पणी से युवा इतने अधिक आक्रोशित थे कि वे काजी तक को हटाने की बात करने लगे थे '
    अंतत: मालपुरा के युवाओं की अगुवाई में 11दिसम्बर को एक रैली जामा मस्जिद से शुरू हो कर कोर्ट होते हुये तहसीलदार को ज्ञापन देने पहुंची .शांतिपूर्ण तरीके से ज्ञापन दे दिया गया मगर दूसरे दिन सोशल मीडिया में वायरल हुये एक वीडियो के मुताबिक रैली से लौटते हुये मुस्लिम नवयुवकों ने 'आर एस एस- मुर्दाबाद' तथा 'आई एस आई एस- जिन्दाबाद' के नारे लगाये.
    जब मुस्लिम समाज के मौतबीर लोगों को पुलिस के समक्ष यह वीडियो दिखाया गया तो उन्हें पहले तो यकीन ही नहीं हुआ ,फिर उन्होंने अपने बच्चों की इस तरह की हरकत के लिये तुरंत माफी मांग ली और मामले को तूल नहीं देने का आग्रह किया,ताकि सौहार्द बरकरार रहे,मगर
    मालपुरा के हिन्दुवादी संगठन इस  मांग पर अड़ गये कि दोषियों के खिलाफ मुकदमा दर्ज कर उनको तुरंत गिरफ्तार किया जाये.सूबे में सत्तारूढ़ विचारधारा के राजनैतिक दबाव के चलते किसी व्यक्ति विशेष द्वारा बनाये गये विडियो को आधार बना कर मुकदमा दर्ज कर लिया गया तथा सलीमुद्दीन रंगरेज ,फिरोज पटवा ,वसीम ,शाहिद ,शाकिर ,अमान तथा वसीम सलीम सहित 7 लोगो को गिरफ्तार कर जेल भेज दिया गया.
    गिरफ्तार किये गये 60 वर्षीय राशन डीलर सलीमुद्दीन के बेटे नईम अख्तर का कहना है कि-' मेरे वालिद एक जमीन के सौदे के सिलसिले में कोर्ट गये थे ,वे रैसी मैं शरीक नहीं थे  ,मगर पुलिस कहती है कि उनका चेहरा वीडियो में दिख रहा है जहां नारे लगाये जा रहे थे ,इसलिये उन्हें गिरफ्तार किया गया है'
    मालपुरा के मुस्लिम समुदाय का आरोप है कि पुलिस जानबूझकर बेगुनाहों को पकड़ रही है.इतना ही नहीं बल्कि धरपकड़ अभियान के दौरान सादात मौहल्ले में पुलिस द्वारा मुस्लिम औरतों के साथ निर्मम मारपीट और बदसलूकी भी की गई.
    पुलिस दमन की शिकार 50 वर्षीय बिस्मिल्ला कहती है कि हम बहुत सारी महिलायें कुरान पढ़कर लौट रही थी ,तब घरों में घुसते हुये मर्द पुलिसकर्मियों ने हमें मारा . वह चल फिरने में असहाय महसूस कर रही है.सना  ,जमीला ,फहमीदा ,नसीम आदि महिलाओं पर भी पुलिस ने लाठियां भांजी ,किसी को चोटी पकड़ कर घसीटा तो किसी को पैरों और जंघाओं पर मारा एवं भद्दी गालियां दे कर अपमानित किया.पुलिस तीन औरतों -फरजाना ,साजिदा और आरिफा को पुलिस पर पथराव करने  और राजकार्य में बाधा उत्पन्न करने के जुर्म में गिरफ्तार कर ले गई.जहां से फरजाना को शांतिभंग के आरोप में पाबंद कर देर रात छोड़ दिया गया ,वहीं आरिफा और साजिदा को जेल भेज दिया गया .
    उल्लेखनीय है कि मालपुरा में आतंकवादी संगठनों के पक्ष में कथित नारे लगाने के वीडियो को वायरल किये जाने के बाद राज्य भर में इसकी प्रतिक्रिया हुई.हिन्दुत्ववादी संगठनों ने कुछ जगहों पर इसके विरूद्ध में ज्ञापन भी दिये और देशविरोधी तत्वों पर अंकुश लगाने की मांग की.जो विडियो लोगो को उपलब्ध है उसे देखने पर ऐसा लगता है कि वापस लौटती रैली में नारे लगाते एक युवक समूह पर ये नारे सुपर इम्पोज किये गये है .क्योंकि नारों की घ्वनि और रैली में चल रहे लोगो के मध्य कोई तारतम्य ही नहीं दिखाई पड़ता है .जिस जगह का यह विडियो है ,वहां के दुकानदारों का जवाब भी स्पष्ट नहीं है ,वे यह तो कहते है कि मालपुरा में पाकिस्तान जिन्दाबाद के नारे आम बात है ,मगर ये नारे कब और कहां लगते है तथा उस दिन क्या उन्होंने आई एस आई एस के पक्ष में नारे सुने थे ? इसका जवाब वे नहीं देते ,इतना भर कहते है की शायद आगे जा कर लगाये हो या कोर्ट में लगा कर आये हो.
    विचार योग्य बात यह है कि ज्ञापन के दिन ना किसी समाचार पत्र ,ना  किसी टीवी चैनल और ना ही गुप्तटर एजेंसियों और ना ही पुलिस या प्रशासन को ये नारे सुनाई पड़े .लेकिन अगले दिन अचानक एक वीडियो जिसकी प्रमाणिकता ही संदिग्ध है ,उसे आधार बना कर पुलिस मालपुरा के मुस्लिम समाज को देशप्रेम की तुला पर तोलने लगती है तथा उनमें देशभक्ति की मात्रा कम पाती है और फिर गिरफ्तारियों के नाम पर दमन और दशहत का जो दौर चलता है ,वह दिन बदिन बढ़ते ही जाता है.हालात इतने भयावह हो जाते है कि लोग अपने आशियानों पर ताले लगा कर दर ब दर भागने को मजबूर कर दिये जाते है.
    मालपुरा का घटनाक्रम चर्चा में ही था कि एक बड़े समाचार पत्र में दौसा के हलवाई मौहल्ले के निवासी 'खलील के घर की छत पर पाकिस्तानी झण्डा' फहराये जाने की सनसनीखेज खबर साया हो जाती है .खलील को तो प्रथम दृष्टया ही देशद्रोही घोषित करने में कोई कसर बाकी नहीं रखी गई ,मगर दौसा के मुस्लिम समाज ने पूरी निर्भिकता से इस शरारत का मुंह तोड़ जवाब दिया और पुलिस तथा प्रशासन को बुलाकर स्पष्ट किया कि यह चांद तारा युक्त हरा झण्डा इस्लाम का है ,ना कि पाकिस्तान का ! पुलिस अधीक्षक गौरव यादव को इस उन्माद फैलाने वाली हरकत करने की घटना पर स्पष्टीकरण देना पड़ा तथा उन्होनें माना कि यह गंभीर चूक हुई है ,एक धार्मिक झण्डे को दुश्मन देश का ध्वज बताना शरारत है.मुस्लिम समुदाय की मांग पर चार मीडियाकर्मियों के विरूद्ध मुकदमा दर्ज किया गया और खबर लिखने वाले पत्रकार को गिरफ्तार कर लिया गया.खबर प्रकाशित करने वाले मीडिया समूह ने इसे पुलिस की नाकामी करार देते हुये स्पष्ट किया कि उनकी खबर का आधार पुलिस द्वारा दी गई सूचना ही थी ,पुलिस ने अपनी असफलता छिपाने की गरज से मीडिया के लोगों को बलि का बकरा बना दिया है.
    जैसा कि इन दिनों ईद मिलादुन्नबी की तैयारियों के चलते घरों पर चांद तारे वाला हरा झण्डा लगभग हर जगह लगा हुआ दिखाई पड़ जाता है ,उसे पाकिस्तानी झण्डे के साथ घालमेल करके मुसलमानों के खिलाफ दुष्प्रचार का अभियान चलाया जा रहा है .
    भीलवाड़ा में पिछले दिनों एक मुस्लिम तंजीम के जलसे के बाद ऐसी ही अफवाह उड़ाते एक शख्स को मैने जब चुनौती दी कि वह साबित करे कि जिला कलक्ट्रेट पर प्रदर्शन में पाकिस्तानी झण्डा लहराया गया है तो वह माफी मांगने लगा.इसी तरह फलौदी में पाक झण्डे फहराने सम्बंधी वीडियो होने का दावा कर रहे एक व्यक्ति से विडियो मांगा गया तो उसने ऐसा कोई वीडियो होने से ही इंकार कर दिया.तब ये कौन लोग है जो संगठित रूप से ' पाकिस्तानी झण्डे ' के होने का गलत प्रचार कर रहे है.यह निश्चित रूप से वही अफवाह गिरोह है जो हर बात को उन्माद फैलाने और दंगा कराने में इस्तेमाल करने में महारत हासिल कर चुका है.
    इन कथित राष्ट्रप्रेमियों को मीडिया की बेसिर पैर की खबरें खाद पानी मुहैया करवाती रहती है.भारत का कारपोरेट नियंत्रित  जातिवादी मीडिया लव जिहाद ,इस्लामी आतंतवाद ,गौ तस्करी ,पाकिस्तानी झण्डा ,सैन्य जासूसी और आतंकी नेटवर्क के जुमलों के आधार पर चटपटी खबरें परोस कर मुस्लिम समुदाय के विरूद्ध नफरत फैलाने के विश्वव्यापी अभियान का हिस्सा बन रहा है . आतंकवाद की गैर जिम्मेदाराना  पत्रकारिता का स्वयं का चरित्र ही अपने आप में किसी  आतंकवाद से कम नहीं दिखाई पड़ता है.हद तो यह है कि हर पकड़ा ग़या 'संदिग्ध' मुस्लिम दूसरे दिन  'दुर्दांत आतंकी ' घोषित कर दिया जाता है और उसका नाम 'अलकायदा' 'इंडियन मुजाहिद्दीन ' 'तालिबान ' अथवा 'इस्लामिक स्टेट ऑफ ईराक एण्ड सिरिया ' से जोड़ दिया जाता है.आश्चर्य तो तब होता है जब मीडिया गिरफ्तार संदिग्ध को उपरोक्त में किसी एक आतंकी नेटवर्क का कमाण्डर घोषित करके ऐसी खबरें प्रसारित व प्रकाशित करता है ,जैसे कि सारी जांच मीडियाकर्मियों के समक्ष ही हुई हो.अपराध सिद्ध होने से पूर्व ही किसी को आतंकी घोषित किये जाने की यह मीडिया ट्रायल एक पूरे समुदाय को शक के दायरे में ले आई है .इसका दुष्परिणाम यह हो रहा है कि आज इस्लाम और आतंकवाद को एक साथ देखा जाने लगा है.इसी दुष्प्रचार का नतीजा है कि आज हर दाढ़ी और टोपी वाला शख्स लोगों की नजरों में 'संदिग्ध आतंकी ' के रूप में चुभने लगा है.
    हाल ही में जयपुर में इण्डियन ऑयल कार्पोरेशन के मार्केटिंग मैनेजर सिराजुद्दीन को 'एन्टी टेरेरिस्ट स्क्वॉयड' ने आई एस आई एस के नेटवर्क का हिस्सा होने के आरोप में गिरफ्तार किया .मीडिया के लिये यह एक महान उपलब्धि का क्षण बन गया.पल पल की खबरें परोसी जाने लगी-" आतंकी नेटवर्क का सरगना सिराजुद्दीन यहां रहता था ,यह करता था ,वह करता था.सोशल मीडिया के जरिये 13 देशों के चार लाख लोगों से जुड़ा था ,अजमेर के कई युवाओं के सम्पर्क में था.सुबह मिस्र ,इंडोनेशिया जैसे देशों में रिपोर्ट भेजता था ,तो शाम को खाड़ी देशों तथा दक्षिणी अफ्रिकी देशों को रिपोर्ट भेजता था.फिदायनी दस्ते तैयार कर रहा था.आदि इत्यादि " 
    दस दिन आतंक की खबरों का बाजार गर्म रहा ,सिराजुद्दीन को इस्लामिक स्टेट का एशिया कमाण्डर घोषित कर दिया गया ,जबकि जांच जारी है और जांच एजेन्सियों की और से इस तरह की जानकारियों का कोई ऑफिशियल बयान जारी नहीं हुआ है.गिरफ्तार किये गये मोहम्मद सिराजुद्दीन के पिता गुलबर्गा कर्नाटक निवासी मोहम्मद सरवर कहते है कि उनका बेटा पक्का वतनपरस्त है ,वह अपने मुल्क के खिलाफ कुछ भी नहीं कर सकता है.सिराजुद्दीन की पत्नि यास्मीन के मुताबिक -' उसने कभी भी  उसको कुछ भी रहस्यमय हरकत करते हुये नहीं देखा ,वह एक नेक धार्मिक मुसलमान के नाते लोगो की सहायता करनेवाला इंसान है.उसके बारे में यह सब सुनकर मैं विश्वास ही नहीं कर पा रही हूं '
    खैर ,सच्चाई क्या है ,इसके बारे में कुछ भी कयास लगाना अभी जल्दबाजी ही होगी और जिस तरह का हमारी खुफिया एजेन्सियां ,पुलिस और आतंकरोधी दस्तों का पूर्वाग्रह युक्त साम्प्रदायिक व संवेदनहीन चरित्र है ,उसमें न्याय या सत्य के प्रकटीकरण की उम्मीद सिर्फ एक मृगतृष्णा ही है.यह देखा गया है कि इस तरह के ज्यादातर मामलों में बरसों बाद 'कथित आतंकवादी' बरी कर दिये जाते है ,मगर तब तक उनकी जवानी बुढ़ापा बन जाती है.परिवार तबाह हो चुके होते है .
    कुछ अरसे से पढ़े लिखे ,सुशिक्षित ,आई टी एक्सपर्ट भारतीय मुसलमान नौजवान खुफिया एजेन्सियों और आतंकवादी समूहों के निशाने पर है ,उन्हें पूर्वनियोजित योजना के तहत तबाह किया जा रहा है.इस तबाही या दमन चक्र के विरूद्ध उठने वाली कोई भी आवाज देशद्रोह मान ली जा रही है ,इसलिये राष्ट्र राज्य से भयभीत अल्पसंख्यक समूह अब बोलने से भी परहेज करने लगा है और बहुसंख्यक तबका मीडियाजनिक विभ्रमों का शिकार हो कर राज्य प्रायोजित दमन को 'उचित' मानने लगा है.जो कि अत्यंत निराशाजनक स्थिति है.
    राजस्थान में गोपालगढ़ में मुस्लिम नरसंहार के आरोपी खुलेआम विचरण करते है.नौगांवा का होनहार मुस्लिम छात्र आरिफ जिसे पुलिस ने घर में घुसकर एके सैंतालीस से भून डाला ,उसके हत्यारे पुलिसकर्मियों को सजा नहीं मिलती है.भीलवाड़ा के इस्लामुद्दीन नामक नौजवान की जघन्य हत्या करने वाले हत्यारों का पता भी नहीं चलता है.गौ भक्तों द्वारा पीट पीट कर मार डाले गये डीडवाना के गफूर मियां के परिवार की सलामती की कोई चिन्ता नहीं करता है.हर दिन होने वाली साम्प्रदायिक वारदातों की आड़ में मुस्लिमों को लक्षित कर दमन चक्र निर्बाध रूप से जारी है.कहीं भी कोई सुनवाई नहीं है.लोग थाना ,कोर्ट कचहरियों में चक्कर काटते काटते बेबसी के कगार पर  है और उपर से शौर्यदिवस के जंगी प्रदर्शनों में 'संघ में आई शान -मियांजी जाओ पाकिस्तान ' या ' अब भारत में रहना है तो हिन्दु बन कर रहना होगा ' जैसे नारे जख्मों पर नमक छिड़क रहे है.
    हर दिन दूरियां बढ़ रही है,बेलगाम बयानबाजी ,दिन प्रतिदिन गांव गांव में बढ रहे संचलन और हथियारों को लहराती हुई रैलियां किसी गृहयुद्ध के बीज बोती दिख रही है.
    आश्चर्य की बात तो यह है कि हम अपना घर नहीं सम्भाल पा रहे है ,अपने ही लोगों का भरोसा नहीं जीत पा रहे है और हमारे रक्षामंत्री अमेरिका की सैर से लौट कर कह रहे है कि -संयुक्त राष्ट्र कहेगा तो हमारी सेना "इस्लामिक स्टेट" से लड़ने को तैयार है .समझ नहीं आता कि हम आ बैल मुझे मार का काम क्यों करना चाहते है.हमें समझना होगा कि हथियारों का  सौदागर अमेरिका कभी किसी का यार नहीं  हुआ है.उसके बहकावे में आकर हमें किसी युद्ध में अपनी सेना को झौंकने की गलती क्यों करनी चाहिये ? हम अपने इर्द गिर्द के सभी मुल्कों को वैसे भी दुश्मन बना ही चुके है.हाल ही में हमने अपनी असफल विदेश नीति के चलते नेपाल जैसे  स्वभाविक पड़ौसी मित्र तक को अपना विरोधी और चीन को दोस्त बना डाला है .अब हम क्या सारी मुस्लिम दुनिया को भी अपना दुश्मन बना लेंगे ? गंभीरता से सोचने की जरूरत है कि कहीं हम अमेरिका जैसे देशों के बिछाये जाल में तो नहीं फंसते जा रहे है ? हमारा अमेरिकी प्रेम हमें डुबो भी सकता है .स्थिति यह होती जा रही है कि वाशिंगटन ही पूरा विमर्श तय कर रहा है.इस्लामिक आतंकवाद जैसी शब्दावली से लेकर किनसे लड़ना है और कब लड़ना है ? ईराक से लेकर अफगानिस्तान तक और सिरिया ये लेकर लीबिया तक आतंकी समूहों का निर्माण ,उनके सरंक्षण -संवर्धन में अमेरिका की हथियार इंडस्ट्री और सत्ता सब लगे हुये है .वैश्विक वर्चस्व की इस लड़ाई में पश्चिम का नया दुश्मन मुसलमान है ,मगर भारतीय राष्ट्र राज्य के लिये मुसलमान दुश्मन नहीं है .वे देश के सम्मानित नागरिक है.राष्ट्र निर्माण के सारथी है ,उनसे दुश्मनों जैसा सलूक बंद  होना चाहिये .उनके देशप्रेम पर सवालिया निशान लगाने की प्रवृति से पार पाना होगा.झण्डा ,दाढ़ी ,टोपी ,मदरसे ,आबादी ,मांसाहार जैसे कृत्रिम मुद्दे बनाकर किया जा रहा उनका दमन रोकना होगा.उन्हें न्याय और समानता के साथ अवसरों में समान रूप से भागीदार बनाना होगा ,ताकि हम एक शांतिपूर्ण तथा सुरक्षित विकसित राष्ट्र का स्वप्न पूरा कर सकें .

    I belong to the Himalayas and I have been flowing across the Nation from Gomukh to Gangotri and thus ,I have been watching the merger of waterbodies along with the peasantry into free flow of foreign capital to make in the Doom`s day.


    Chennai is the latest example! We have been watching the seacoast line encroached all the way violating the sea coast line act,we have been watching the forests translated into luxury resorts,we have been watching all the green valleys and altitudes being attacked by monopolistic multinational capital to make it electrocuted.


    Latest reports confirm that Chennai is a victim of man-made disaster. Its soil and rock types suggest that the city is historically a flood plain, says Chennai-based research Institute, Care Earth. The city is dotted with wetlands and natural channels where excess water from the city that is essentially a very flat area can be drained off.

    Currently, the city in Tamil Nadu is experiencing rains that have broken a record of about hundred years. With more rainfall in store, the city needs to relearn its water management system.

    I am happy the Sunday Economic Times has focused on Chennai floods.I would be sharing the key points raised in these issue in my video talk today!


    Media reports claim,amidst demonstrations and campaigns at the CoP21 venue by activists, the multilateral issue that has gone to the wire is differentiation — the part of the agreement that will make obligations heavier for the developed world to both cut emissions and fund the developing countries, and give lighter responsibilities to developing nations.


    The hope that the voluntary pledges made by 186 countries would make the Paris deal a simple and straight affair has been belied, as oil producing countries and their allies are opposing the 1.5°C tighter temperature target over the 2°C favoured originally by many emerging economies. In UNFCCC parlance, this number is the ambition to be included in the deal.

    The Hindu raised the question already how much money would be raised by the developed world by 2020 with $100 billion as the floor and how that is to be earmarked is also hanging fire, as is the question of addressing loss and damage caused by the historical emissions accumulated in the atmosphere, mostly due to "dirty fuel" past of the rich nations. The West has ruled out a regime of damage and compensation in the agreement.

    After the truce in Parliament, the Modi government is hopeful about a substantial portion of pending legislative business being completed in the remaining three days of the Winter Session beginning Monday.


    After disruptions in both Houses, particularly the Rajya Sabha, over the last three weeks, the government and opposition arrived at an agreement on Saturday at an all-party meeting called by Rajya Sabha Chairman Hamid Ansari to pass those bills on which there is a general consensus, skipping the contentious GST bill.


    In the Upper House, where the Winter Session has been a near washout so far, 18 bills are pending. No new bill could be introduced in Rajya Sabha during the session, while the only one that was passed was the The Negotiable Instruments (Amendment) Bill, which deals with cheque bounce cases.


    Legislative and financial items entailing 43-and-a-half-hours of business are pending before the House, including key bills like The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, The Real Estate (Regulation and Development) Bill and The Whistle Blowers Protection (Amendment) Bill are to be taken up.


    There is a broad political consensus to pass the the SC/ST bill, which is a politically-sensitive issue.


    Apart from it there is also a general consensus to pass the Appropriation Bills, the Anti-Hijacking Bill, the Atomic Energy (Amendment) Bill, the Commercial Courts Ordinance Bill and the Arbitration and Conciliation (Amendment) Bill.


    The SC/ST Amendment Bill, which was moved in the House on December 14, has already been listed for discussion on Monday. The government has also listed two appropriation bills the same day.


    Two other bills — The Arbitration and Conciliation (Amendment) Bill and The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill have also been listed for Monday.


    The major bills like The Whistle Blowers Bill, The Atomic Energy (Amendment) Bill and the The Anti-Hijacking Bill have been listed for Tuesday.


    At the all-party meeting, it was decided that three bills – the Child Labour (Prohibition and Regulation) Amendment Bill, the Whistle Blowers Protection (Amendment) Bill and the Juvenile Justice (Care and Protection of Children) Bill – will be discussed during the remaining period but the course of action will be decided later.


    The opposition is insisting on sending the Whistle Blowers Bill to a Select Committee.

    Rajya Sabha is also likely to take up discussion on the issue prices of essential commodities and foodgrains in the country and "growing intolerance endangering the unity and diversity of the country". Ever since the Winter Session got underway on November 26, proceedings in the Upper House were disrupted over a variety of issues, with Congress accusing the Modi government of "political vendetta" in the wake of the National Herald case. The Arunachal Pradesh imbroglio and Union Minister V K Singh's 'dog' remarks also triggered uproar in the House.


    In Lok Sabha, Finance Minister Arun Jaitley will on Monday introduce The Insolvency and Bankruptcy Code, 2015 that seeks to consolidate and amend the laws relating to reorganisation and insolvency resolution of corporate persons, partnership firms and individuals in a time-bound manner for maximisation of value of assets.


    Union Minister Nitin Gadkari will move the National Waterways Bill, which seeks to make provisions for existing national waterways and to provide for the declaration of certain inland waterways as national waterways and also to provide for regulation and development of waterways.


    On Tuesday, Labour Minister Bandaru Dattatreya will move The Payment of Bonus (Amendment) Bill that seeks to amend the Payment of Bonus Act, 1965.

    Lok Sabha is likely to take up discussions on the situation in Nepal and Indo-Nepal relations, besides Sustainable Development Goals.


    Lok Sabha has allotted three hours and two hours each to discuss and pass The National Waterways (Amendment) Bill and The Payment of Bonus (Amendment) Bill respectively.

    James Hansen, one of the first scientists to warn about global warming, calls the just-completed Paris climate summit a "fraud."

    And, of course, he is right.

    Strictly speaking, the summit was fraudulent. It committed none of the 195 nations attending to do anything substantive to combat global warming.

    It recycled goals of past United Nations climate-change summits without providing a mechanism for attaining them.

    It was welcomed by countries that emit large quantities of greenhouse gases because, ultimately, it required nothing of them.

    Still, the Paris agreement could end up being a useful fraud.

    Certainly, it is easy to see why the summit's results have come under attack from both right and left.

    The agreement itself is largely empty. It requires signatories to "communicate and maintain" plans to combat climate change. It doesn't say these plans must be sufficiently robust to meet the summit's minimum goal of keeping average global temperature increases since the late 19th century to less than 2 degrees Celsius.

    This is important since, according to the UN, the 188 national plans submitted to date (including Canada's) are far too weak to meet either this target or the summit's more ambitious goal of 1.5 degrees Celsius.

    Similarly, the agreement calls on member nations to reduce carbon emissions to a level where the amount produced is offset by the amount absorbed — all by the end of the century.

    But it does not require signatories to achieve this goal.

    Indeed, the only legally binding element of the agreement is a requirement that nations update their unenforceable carbon reduction plans every five years.

    If they don't, there are no penalties.

    A companion document repeats a pledge, first made in 2009, to have rich nations transfer at least $100 billion annually to developing countries to help them combat climate change.

    Here, too, reality does not live up to the rhetoric. The UN's Green Climate Fund (to which Canada's new Liberal government has just promised an extra $2.65 billion) is supposed to be the key vehicle for these transfers. But so far, it has received pledges totalling only $13 billion.

    Moreover, reports Scientific American, only $1 billion of the promised $13 billion has materialized. Of this, just $363 million has been allocated.

    The Organization for Economic Co-operation and Development is more optimistic. It calculates that when other public and private monies are added in, the developing world received about $62 billion in climate mitigation payments last year.

    But critics say this figure is vastly exaggerated — that it includes aid that has little to do with climate change, as well as repayable loans.

    In short, if greenhouse gases are the problem, Paris is not the solution. In spite of Paris, India plans to double coal output by 2020. In spite of Paris, Alberta's New Democratic Party government still plans to expand production in the province's tarsands.

    Climate change may be a global scourge. But the onus remains on national governments to address it.

    Which is why, in a roundabout way, the Paris summit may have been a useful fraud. It put global warming back in the public spotlight. At Paris, leaders were forced to talk about the idea of fighting climate change. That, in turn, created expectations in their home countries.

    In Canada, successive federal governments have done little on this file. While provincial governments have done more, they have not done enough.

    What will the new Liberal government do? The Paris agreement requires it to do no more than it has done — which is submit the insubstantial plan produced by the former Conservative government.

    Environment Minister Catherine McKenna has indicated that the new government might produce a more ambitious carbon-emission target after Prime Minister Justin Trudeau confers with premiers. Foreign Affairs Minister Stéphane Dion has hinted that it might not — that the Liberals might stick with the Conservative target (which, incidentally, Canada is not on track to meet).

    Ironically, the hoopla surrounding the climate summit puts more pressure on Trudeau to deliver real results. A lot of Canadians are under the impression — however mistaken — that something of substance happened in Paris. They will expect more.

    Terming three days in politics a long time, Union Finance Minister Arun Jaitley on Saturday said that during the current Parliament session, the government planned to introduce some reform Bills. These include the insolvency and bankruptcy law for India and the Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill and Arbitration and Conciliation (Amendment) Bill

    The Minister also indicated that the Constitutional 122nd Amendment Bill, meant for the Goods and Services Tax (GST), is unlikely to clear Parliament in the ongoing session which ends on Wednesday. A delayed GST is better than a flawed GST, he said.

    Addressing the annual general body meeting of the FICCI, Mr. Jaitley said that while two of the three demands raised by the Congress on the GST could be worked out, the third wasn't acceptable. Constitutionally-prescribed rates don't work for the GST, he said.

    The Congress was delaying the GST for "collateral reasons", the Minister said adding the forces opposing the GST were are doing so because they feel that if they couldn't bring it, why should someone else. "Some people do get sadistic pleasure in seeing India slow down… But then, it's a sadistic pleasure at a very severe national cost…We cannot allow that."

    Mr. Jaitley also said that "there is no point saying that GST is good and we brought in the GST proposal, but, I think this 'but' is a terrible phrase as far as Indian politics is concerned".

    In the midst of the global slowdown, the biggest challenge for the government is to get the Indian politics to support its economic reforms agenda. "Is the Indian politics going to be a support in this adverse global situation, to add the extra per cent or two to our current level of GDP or is it going to be an obstacle?"

    No GST for now: Cong.

    Later, Congress leader Anand Sharma in his address to the gathering said: "It [GST] is not going to happen in this session… We will engage with them, but this is not the right time. April 1, 2016, is not sacrosanct and not achievable at all."

    He said the Opposition's cooperation is not rubber stamping of what the government wants.

    "We are authors of GST and this country will have GST," he said.

    Why Chennai floods are a man-made disaster

    An analysis shows that in just four decades, urbanisation in the city increased by almost 20 times

The city is dotted with wetlands and natural channels where excess water from the city that is essentially a very flat area can be drained off.

    Currently, the city in Tamil Nadu is experiencing rains that have broken a record of about hundred years. With more rainfall in store, the city needs to relearn its water management system.  

    Heaps of problems

    The city that is bordered by the sea in the east and the state of Andhra Pradesh in the north could grow only in the west and south. In 2000, southern Chennai became an information technology hub. In the process of expansion, the city engulfed several fishing and agricultural villages and hamlets, thus paving way for several ecological and environmental challenges that the administration could not tackle. By 2011, the city corporation area increased four times its original size, says a 2014 report by Indian Institute of Science, Bangalore. The Chennai Metropolitan Area (CMS) has a size of 1,189 sq km and comprises of eight districts, including the Chennai city district. The population has increased from 5.8 million in 2001 to 8.9 million in 2011 in CMA. Industrial developments and establishments at Sholinganallur and Perugudi, Special Economic Zone (SEZ) at Ennore and Nadambakkam attracted many investors to Chennai. The city almost changed to a concrete jungle. The open areas decreased drastically and the built up and paved areas, according to an analyses by IISC, increased from 29.53 per cent in 1991 to 64.4 per cent in 2013.

    The problem area

    There has been total disconnect between hydrology and urban planning in the city that has been experiencing a drop in water table, with saline intrusion due to unplanned extraction of groundwater. Moreover, the groundwater is highly polluted due to unplanned solid waste dumping; the effluents leached from these solid heaps and contaminated the groundwater. The recharge structures like lakes, tanks, ponds and other wetlandsin the city have been disregarded and the natural course of water has been tampered. This is one reason for urban flooding in the urban and peri-urban areas.

    Fractured flood sink

    The city has large marsh in the south (about 20 km south of the city centre), smaller satellite wetlands around it and large tract of pasture land. The southern marshland called Pallikarni marshland is known as the flood sink area of the city as it drained about 250 sq km of the city in the eighties. The marshland is housed in CMA. There were smaller wetlands around the marshland that served as a source of irrigation in the area that cultivated only paddy. The marshland that was around 5,000 hectares (ha) during independence got reduced to almost 600 ha around 2010-11. The only reason for all this was rapid urbanisation.


    During this time, along with the marshland, all other wetlands of Chennai became sites of waste disposal, housing, commercial and industrial purposes. As the city expanded in the south, Pallikarni marsh became fragmented. As any other city, the state of Tamil Nadu only valued the land and not the water body which came to be treated as wasteland. The city found this marsh most suitable place for urban development. The area was allotted to the Mass Rapid Transport System of the Ministry of Railways, the National Institute of Ocean Technology, the Chennai Corporation, and the Centre for Wind Energy Technology. In 2002, a survey by the Tamil Nadu Pollution Control Board showed that that the marsh lost around 90 per cent of its original extent. This is also the year when the city observed a big flood event. The most affected areas were the adjoining areas around the marsh. Citizens started movement to save the marsh land.

    According to Sakthivel of Department of Geography, University of Madras, this marshland is also helpful in recharging the natural aquifer in the region. Sakthivel also explains that the groundwater in the marshland is highly polluted due to garbage dumping in the marshland area. For example, the most prominent Perungudi dump yard that spans over 75.22 ha is located on the north-eastern part of the marsh. The area of the dump yard has doubled over the last decade with an increase from 32 ha in 2002-03 to about 75 ha in 2013, according to Tamil Nadu State Land Use Research Board. The Board also shows that in addition to the sheer location of the dump yard within the wetland, the edge effect of the dump yard has been increasing from 2.34 ha in 2002, leading to a loss of 51 per cent of the wetland. The research by Sakthivel shows that around 273.50 ha was allotted to different institutions by 2010. Over and above this, there are other allotments that made the total allotment area of 474 ha area already allotted or occupied.

    Can we stop this devastation?

    The conversion of wetlands into lands for other purposes was very easy in the state until it amended the Tamil Nadu Town and Country Planning Act to prevent the conversion of wetlands for other purposes. Under this act, the permission of conversion of wetlands to other residential purposes is to be done by district collector and not the tehsildars, as before. But this did not stop the encroachment of the wetlands, say the citizens.

    Too late to learn

    The 2014 analyses of IISC showed that in just past four decades the urbanisation increased almost 20 times at the cost of open and green areas. The areas got converted to urban impervious surfaces that increase the runoff and create water logging in absence of proper drainage. The research suggested use of analytical studies of urban sprawl in the city of Chennai with the help of remote sensing data. D M Mahajan of University of Pune who had studied the effects of changed land use pattern of wetlands of Pune, Maharashtra, in 2014, said that a better understanding of aquatic ecosystem is needed to enable development of best management practices, thus transforming the way the land and water are being used. He also explained that rapid changes in habitat and land use are major threats to wetlands. This needs proper management plan for restoration of wetlands at landscape level. The unplanned urbanisation not only makes a city prone to urban flooding but also decreases its groundwater recharge. The researchers of Indian Institute of Roorkee in 2014 studied the effect of change of land use on groundwater recharge. They commented that proper planning and management is required for aquifer recharge. It further says that there is a need to understand the land use pattern in the past and present to understand the potential changes.


    Professor Saswat Bandyopadhyay, Head of Department of Environmental Planning, Centre for Environmental Planning and Technology University, Ahmedabad, says that the devastation occurred due to complete disrespect of basic urban planning and hydrological cycle. The city needs to rework its urban planning and the planners need to go back to their board and think of resilient planning along low lying areas. The water channels that can be made encroachment-free should be restored at war footing. Around Rs 400 crore has already been pumped in for stormwater drainage network in the city under Jawaharlal Nehru National Urban Renewal Mission. But the high intensity rainfall indicates that the design exercise of the drains has been messed up. The rain intensity was very high as compared to peak intense rainfall of last 30 years, based on which the diameter of the stormwater drains is calculated, says Bandyopadhyay. Hence, the drains are incapable to carry the runoff and the only saviour to such problems can be good urban planning along with hydrological understanding opines the planner.

    Eight lessons from the Paris climate change conference


    With so many parties involved in highly technical and political discussions about how to limit emissions from fuels that drive their economies, it's remarkable anything is ever agreed.

    The last time envoys attempted such a sweeping deal, the meeting in Copenhagen in 2009 dissolved in finger pointing over who should do what to combat global warming.

    Here are the eight lessons the UN and key delegates involved in brokering the Paris deal learned from Copenhagen that led to the success this year:

    1. MAKE IT VOLUNTARY

    The 1997 Kyoto Protocol was a legally binding treaty setting limits for emissions of greenhouse gases but only for industrial nations. After signing the deal, the US backed out because developing nations had no obligations, leaving Kyoto covering just 37 mostly European nations and 12 per cent of global emissions.

    The Paris deal reaped pledges from 186 nations by making the system essentially voluntary. That meant more were willing to sign up, even the U.S.

    The new approach has proved a "game-changer," Indian Environment Minister Prakash Javadekar said.

    2. PREPARE THE GROUND

    French Foreign Minister Laurent Fabius and his team made more than 100 official visits and held more than 400 bilateral meetings with 140 different countries over the past two years. Half of those meetings were at the level of presidents and prime ministers.

    "I'm impressed with Fabius's leadership," said International Emissions Trading Association chief executive Dirk Forrister, a climate adviser in US president Bill Clinton's administration.

    "His sheer presence and seriousness and experience helped to provide some discipline."

    3. THE BIG PLAYERS NEED TO AGREE

    It's a deal uniting 195 countries, but the US and China are the most important since they account for 35 per cent of emissions. The two countries didn't coordinate positions in Copenhagen, where China stood with Brazil, India and South Africa in wanting to preserve distinctions in the way the talks deal with rich and poor nations.

    In 2009, President Barack Obama had to force his way into a meeting of that bloc to have his voice heard. This time, he and Chinese President Xi Jinping came to an agreement in November 2014, spurring other developing nations to join in on taking action.

    "The United States has invested enormously in a better dialog with China and the other major economies," said Global Green Growth Institute director-general Yvo de Boer, who as UN climate chief in 2009 oversaw the failed talks.

    4. CHOREOGRAPHY COUNTS

    Almost 150 heads of state and government attended the December 1 opening of the summit in the biggest single-day gathering of world leaders in history. Their job? To provide the political momentum and then get out of the way. In Copenhagen, more than 100 leaders came at the end of the conference, paralysing the work of lower-level envoys who are experts in the forensics of treaty negotiation.

    "All the negotiators had to babysit the ministers and at the same time their heads of state, so they didn't have any time to spare for the actual negotiations," Japanese envoy Kuni Shimada said of the 2009 meeting.

    5. ATMOSPHERICS MATTER

    Logistical snafus in Copenhagen helped poison the atmosphere of the talks. There were long lines to accredit and pass through security, leaving many negotiators standing in the cold while it snowed. The French ensured the little things worked. The food was a notch above previous meetings, with pastries and bottles of Mouton Cadet reserve wine. Water stations were ubiquitous, and the toilets were clean. Shuttle buses ran like clockwork and public transport was free. During the final days, daybeds came in handy for tired delegates shuffling between round-the-clock sessions.

    6. LEARN FROM PAST APPROACHES

    France used the tactics that worked at previous climate conferences. They copied a formula from the meeting in Cancun, Mexico, in 2010 by using pairs of ministers from developed and developing countries to help work through the thorniest topics. They held open informal meetings open to all negotiators called "indabas," named for a traditional gathering of village elders that South Africa first used with great success in Durban in 2011. And they brought on board Claudia Salerno, one of the envoys who helped sink the Copenhagen deal, to work on a part of the text.

    "Engaging former critics is what good diplomacy is all about," said Paul Bledsoe, a former Clinton adviser.

    7. TRANSPARENCY IS ESSENTIAL

    In Copenhagen, the Danish presidency that ran the meeting picked a group of countries to work on an accord. The countries left out lost trust in the process, accusing the hosts of drawing up a "secret text." France was careful to include everyone at each stage; logistically difficult but politically necessary.

    "When we've seen the presidency straying from the right path, we've immediately told them, and they've listened and corrected," said Salerno from Venezuela. In Copenhagen, she called the Danish efforts "a coup d'etat" on the UN charter.

    8. INVOLVE BUSINESS

    Companies were given a portal to register their own efforts to slash emissions, making them far more supportive than in Copenhagen. More than 2400 companies and investors have posted pledges so far. Ultimately, it's business that will have to deliver many of the emissions cuts and technological solutions to climate change, so involving industry made reaching a deal seem possible or even desirable.

    "In Copenhagen business was more bad cop than good cop," said Ikea Group chief sustainability officer Steve Howard. "Now it's more good cop than bad cop."

    Breaking News!The Supreme Court on Monday dismissed the plea against the release of the juvenile convicted for the 2012 December gang-rape case.


    The juvenile convict of the horrific 2012 Delhi gang-rape case was on Sunday released and sent to an NGO.

    A vacation bench comprising Justices AK Goel and UU Lalit dismissed the plea filed by the Delhi Commission for Women (DCW) seeking a stay on juvenile's release!

    सात अश्वों वाले स्यंदन के स्वामी ओ अति रथी देव ! बर्फ और तुषार वृष्टि होने दो , पर कोहरे की यह उलझन दूर करो दिन मणि । ठण्ड से भय नहीं , धुंध से समस्या है । ओ ऊष्मा के महा सागर , हिमालय की सम्पूर्ण बर्फ तुम्हारे मुकुट की ही मणि है । गेहूं और जौ के प्रौढ़ होते पौधों को अच्छे स्वास्थ्य का वरदान दो । दिल्ली में बैठ कर 20 हज़ार रूपये के लैपटॉप का 16 सहस्र किराया प्रति दिन दर्शाने वाले फ्राडे - आज़म को गठिया के प्रकोप से त्रस्त करो । शेष प्रजा के लिए रात के अलाव की लकड़ी दिन भर खूब सुखा तपा कर रखो सूर्य देव । जिनके पास कपड़े कम हैं , उनकी शाश्वत शरण इन दिनों तुम्ही हो । तुम समतावादी देवता को मुझ नास्तिक का अवनत नमन ।


    मैंने वर्षों से कोई फ़िल्म नहीं देखी । भविष्य में देखने का भी कोई इरादा नहीं है । फ़िल्म देखना मैंने तब छोड़ा जब मुझे यह भान हुआ कि मैं तीन घण्टे तक एक अँधेरे हाल में मूर्खों , जेबकतरों और काम कुंठितों से घिरा हुआ बैठ कर स्वयं को उल्लू बनाता हूँ । इसी तरह मुझे क्रिकेट खेलना तो क्या , देखना भी नहीं आता । उससे भी मुक्त हूँ । जब मैं किसी को क्रिकेट देखते हुए चीखते , उछलते और सर पीटते पाता हूँ , तो उसे मनो चिकित्सक के पास जाने की सलाह देता हूँ । जब मैं भुत प्रेत में यकीन रखता था , तो मुझे पक्का विश्वास होता था कि क्रिकेट के दीवाने पर किसी प्रेत की छाया पड़ चुकी है ।इस तरह स्वयं को देश भक्त साबित करने का मेरे पास कोई ज़रिया नहीं है ।

    The United Democratic Madhesi Front of Nepal is on a war path against the Constitution Amendment Bill which they feel is discriminatory. Widespread protests have disrupted normal life and the Nepal Government now feels India has fuelled this agitation.     In a significant development, Nepal government has decided to amend the new Constitution to address two key demands of agitating Madhesis regarding proportional representation and constituency delimitation.Mind you,the agitating Madhes-based parties have been protesting for over four months • At least 50 people have been killed in protests by Madhesis since August.


    Nepal government took the decision at an emergency cabinet meeting held at Singha Durbar here on Sunday night.


    The meeting also agreed to set up a political mechanism to recommend solutions to disputes over the proposed provincial boundaries within three months of its formation.


    I have to see the feedback from the ground zero to understand the development and I am waiting for those feedback.Let me understand the nature of celebration at home!If the Hindutva alchemistry worked in Nepal at last ,I am not sure.I am not sure whether it would resolve the Nepal Crisis at all if the outsider intervention continues as it had been!

    Mind you,senior leader and former Prime Minister Jhalanath Khanal has said that the unofficial border blockade imposed by India would be lifted soon.

    In an interaction programme with the party cadres in his constituency in the district today, leader Khanal expressed the hope that the ongoing blockade would end soon as it has badly affected the Indian sides as well.

    He added that by imposing the blockade, India has damaged the historical bilateral relations.

    Similarly, leader Khanal further said that the new constitution was issued with the unity of all major political parties and it was the best one in the world.

    He added that some unscrupulous forces in Tarai were creating illusions over the constitution but that should be clarified as it has incorporated the rights of all Nepalese.

    On the occasion, locals had complained that they were not getting fuel even for agricultural purposes.

    Meanwhile,Nepalese President Bidya Devi Bhandari has urged all to help implement the new constitution, adding that the execution of the new constitution would make Nepal prosperous as it was issued through elected body incorporating the aspirations of all people.

    Inaugurating the First Labour Parliament meeting of different 12 trade unions coordination centre in the capital today, President Bhandari noted that the new constitution has highly honoured labour and the labour force.

    Similarly, President Bhandari suggested the labour force to join in the nation building mission realizing the duty and responsibility of all. Social security system could inspire in the national building mission therefore such system should be established, President Bhandari added.

    She drew the attention of the government to reconstruct the quake damaged infrastructures. President Bhandari stressed on the unity of government, employers and labourers to create employment inside the nation.

    "A hurriedly promulgated Constitution that ignores the rights of about a third of Nepal's citizens can hardly end political disarray without being amended," says strategic affairs expert Brahma Chellaney. He argues that "The main issue currently wracking Nepal relates not to India but to a domestic political and constitutional crisis."New Delhi, however, seems to have failed to understand the level of cohesion the new political dispensation in Nepal under Prime Minister KP Oli was marshalling against what they perceive as Indian interference. "What India missed to notice is that all major political parties in Nepal were united in their stand that India is trying to interfere in their internal affairs. The government should have seen this coming," says MK Bhadrakumar former career diplomat and commentator.


    Those who feel India is mounting unnecessary pressure on Nepal also point out that 105 of 116 Terai representatives have voted in favour of the Constitution.


    Four months after angry Madhesi protesters blocked Nepal's border trade points with India, hitting the supply of essential goods into the land-locked country, the Nepal government has decided to amend the new Constitution and address two of the  key demands of agitating Madhesis regarding proportional representation and constituency delimitation, a move that has been welcomed by India.


    "Government of India welcomes these developments as positive steps that help create the basis for a resolution of the current impasse in Nepal," the external affairs ministry said on Monday reacting to the developments.


    "We urge all Nepali political forces to now demonstrate necessary maturity, flexibility to find a satisfactory solution to the Constitutional issues through constructive dialogue in an agreed timeframe," the MEA said.

     Constitutional Monarchy plus King Gyanendra's
     Dictatorial Regime failed too serially.  I reported to the
     Durbar Marg (Palace Road) on the 1st of Poukh early
     afternoon and watched the hilarious program staged below the
     colossal statue of King Mahendra.  There were barely 10
     people attending the Mahendra Memorial Day.  One short mad
     guy in his quaint attire climbed the ladder to garland King
     Mahendra.  Down below another guy gave a speech holding the
     portable loud-speaker in praise of the late monarch.  It
     was not properly audible at all.  The heavy traffic went on
     and was never controlled, you see.  What a sheer mockery
     imposed on the 9th incarnation of Lord Vishnu right in front
     of his old Narayanhiti Royal Palace.  (This monarchial
     building or the palatial structure has today been
     transformed into Narayanhiti National Museum because it
     belongs to the people and no more to the kingly family.)  
     A few citizens standing on the side-walk were watching the
     funny amusement seriously and skeptically but with shunning
     smiles expressed by their faces.  For me, it was just a
     "Gai-Jatra" program disturbing the busy life of
     the innocent people around for a while.  No one has treated
     the 1st of Poukh as the "Mahendra Jayanti."  Thus
     this stands as one of the latest news from Kantipur.  The
     Constitution Day, the Loktantra Divas and the Ganatantra
     Divas are distinctly celebrated on three different days for
     sure in sound support of new Nepal which is none other than
     an independent sovereign non-aligned democratic secular
     federal republic .  King Mahendra's statue will too be
     pulled down soo

    Optics plays a key role in diplomacy. And during his first visit to Nepal in August 2014, Modi had warmed more hearts in the land-locked Himalayan country wedged between India and China, than most would have imagined. "You should not think about the party but the country. Nepal needs a Constitution at the earliest," Modi had told both President Ram Baran Yadav and Prime Minister Sushil Koirala then, in a tone that was consistent with his neighbourhood first policy. Modi had also conveyed what India expected in the new Constitution. "I request all political stakeholders to draft the Constitution by early next year as committed through consensus, which will reflect aspirations of all communities, including Madhesis, Pahadis and Maoists...," Modi had said.

    There are any number of evidence, or instances that suggest that the Modi government was keen on bringing a new high in ties with Nepal. But a year on, New Delhi is battling a growing anti-India sentiment in Nepal, the reason for which is Indian empathy with the Madheshis and Tharus — communities that constitute 70% of the Terai population and who believe they got a raw deal in the new Constitution. For Nepali leaders, the way India has made its unhappiness known amounts to interference in the country's internal affairs.


    Hindustan Times reports:

    Since October external affairs ministry spokesperson Vikas Swarup has consistently emphasised that "officially or unofficially there has been no blockade by India." But Nepal feel differently. "Blockade is a war-time word," reminds former Indian ambassador to Nepal Deb Mukherjee, and adds, "the problem is on the Nepal side of the border owing to which supplies of essential commodities have been hit."

    Many feel, however, that India cannot simply wash off its hands by denying the blockade. "India has to dispel the feeling that there is a blockade. Any action that affects the common people of Nepal is not good for India. Neither is the feeling that India has been mounting such pressure on Nepal," says Yechury. As Chellaney points out, Nepal is symbiotically tied to India, yet Nepali nationalism usually takes the form of India baiting. China, for its part, has in the past decade significantly enlarged its footprint in Nepal. Meanwhile, India continues to engage with the Madhesi leaders. There is a view that if left unattended, the problem of Madhesis and others can create an ethnic strife that would be akin to the Tamil minority issue in Sri Lanka. There is, however, one key difference. "Don't forget whether it was MGR (MG Ramachandran) or Karunanidhi (Tamil Nadu leaders), they took a strident position on the Tamil nationalism, which played on the minds of the central government in Sri Lanka. But Bihar politicians are different in their attitude," contends Bhadrakumar.

    While India can take up the issue of the Madhesis, it needs to be more subtle in its approach. "In a neighbourhood which has both India and China, all small countries naturally follow a policy of hedging," reminds Bhardrakumar. While Mukherjee feels that the way out of the current situation is that the two sides in Nepal talk to each other and find a solution to their problem, the challenge before the Indian government is how to address the sense of interference that has heightened the nationalistic rhetoric in Nepal. "Greater turmoil in the southern belt of Nepal will exacerbate India's security challenges," reminds Chellaney. In his address to the constituent assembly in Nepal in August 2014, Modi had said that "Nepal is a truly sovereign nation. We have always believed that it is not our job to interfere in what you do but to support you in the path you decide to take."

    It is now time for India to engage with Nepal in a way that assures them of the sincerity of his words.

    Nepal has accused India of enforcing a blockade on roads to Nepal through India. The blockade, they say, has stopped the flow of essential commodities to the country and brought untold miseries to the ordinary people. India has denied the charge. What remains unanswered, however, is why India failed to read the constitution-writing process right, and fell short in letting Kathmandu know its concerns in a more subtle, yet effective way. "This is a classic example of the left hand not knowing what the right is doing. Even before the new Constitution was passed, there were ample indications of what was to happen. We discussed this matter in the relevant Parliament committees too", says CPM general secretary Sitaram Yechury, who played an important role in the peace process of Nepal not so long ago.

    It seems from many accounts, that the Indian embassy in Kathmandu had been sending messages to the external affairs ministry about the need for a diplomatic intervention to press for an all-inclusive Constitution. But New Delhi was undecided on how to go about it. Finally, foreign secretary S Jaishankar was sent to Nepal as a special envoy, 37 hours before the new Constitution was to be promulgated. It was too late in the day. Dashing the foreign secretary across also left many counter-questions in its wake.

    "Our foreign secretary is an able diplomat, but he is no Nepal expert. A political envoy, or an all-party team of Indian political leaders with well-established contacts in Nepal should have been dispatched," says Shashi Tharoor, a former minister and Congress MP who heads the parliamentary standing committee on external affairs. Alternately, why didn't India, with a Constitution that has been amended over a hundred times, show patience and wait for Nepal to roll out the new Constitution and address some of the concerns in due course?

    I am afraid it might be yet another fantasy that loved so much in Nainital!Nainital celebrated its Birthday recently,where I landed having passed High School from a resettled partition victim refugee colony in the Terai! My father was the leader of Dhimri Block Peasant uprising near Lalquan Junction.He had been tried for ten years and had to visit Nainital Often.


    While reading in class two,in 1963 I accompanied my father and I was in love with the beautiful lake at first sight.Moreover,my father and his comrades lost the case in the session court while I was present in the court and of course,they were bailed out immediately.


    Thereafter,my BABA got me right into DSB college and it proved to decide my life as I decided to study there.


    I visited Nainital yet again in 1970 and 1971 while I was representing Dineshpur High School and Shaktifarm High School for debate in the District School and College Rally.


    Family friend Freedom fighter Basant Kumar Banerjee from the famous Martyr Manindra Nath Banerjee wanted me to get admission in BHU as I passed High School from UP Board and ensured  place in the merit list.


    But I decided to pursue my childhood fantasy and landed in Nainital at the age of 15.


    I was in love and would dream in sequel so habitual I had been,so romantic!


    I wrote my first short story on Free Market Economy, Udan SE Thik Pahle ka Kshan with an encounter with the Madonna face to face in fantasy. The story was a fantasy in which Sexi and beautiful Madonna posed NUDE as the brand ambassador of the Free Market Blitz and wanted all the children to be marketing agent.


    Finally,I got rid of all dreams and fantasies as the Free Market was the social political economic and religious realism in India and I based in Kolkata in 1991.


    But you never recover from your instinct as Nainital remains a fantasy for me these days and I dare not touch the water in its deepest soul physically yet again and the love is intact as Nainital celebrated BirthDay.


    It had been yet another Fantasy while I was sleeping sound at home having returned home late in the night from office.Someone was screaming in my ears! I thought it might be the Porter of the Hell losing!

     काबुल। अफगानिस्तान के जलालाबाद स्थित भारतीय वाणिज्य दूतावास पर तालिबानी हमले की योजना सुरक्षा बलों ने विफल कर दी। सूत्रों से मिली जानकारी के अनुसार, आतंकी यह आत्मघाती हमला 25 दिसंबर को करने वाले थे, जब भारत के प्रधानमंत्री नरेंद्र मोदी पहली बार क्रिसमस के मौके पर वहां उपस्थित होने वाले हैं।

    अफगानिस्तान के राष्ट्रीय सुरक्षा निदेशालय के अधिकारियों ने बताया कि सुरक्षा बलों ने रविवार को हमले की योजना बना रहे एक आत्मघाती हमलावर को गिरफ्तार किया। नांगरहार प्रांत के गवर्नर के प्रवक्ता अताउल्ला लुदीन ने बताया कि संदिग्ध हमलावर की पहचान नासिर के रूप में की गई है।

    नासिर उत्तर-पूर्व कपीसा प्रांत के तगाब जिले का निवासी है। वह हाल ही में तालिबान में शामिल हुआ था। हफ्ते भर में इस तरह की यह दूसरी घटना है। पिछले हफ्ते सुरक्षाकर्मियों ने दो आईएस आतंकवादियों को गिरफ्तार किया था, जिन्होंने जलालाबाद में वाहनों पर हमले की योजना बनाई थी।

    30 किग्रा विस्फोटक के साथ पकड़े गए अताउर रहमान और कारी इस्माइल ने बताया था कि उन लोगों को भारतीय दूतावास के वाहनों को निशाना बनाकर सड़क पर बारूदी सुरंगें बिछाने को कहा गया था। इन्हें वाणिज्य दूतावास के नजदीक से ही पकड़ा गया था।

    भारतीय विदेश मंत्रालय के प्रवक्ता विकास स्वरुप ने कहा कि इन गिरफ्तारियों ने एक बार फिर से अफगानिस्तान की सुरक्षा स्थिति उजागर कर दी है। ऐसी कोशिशों के खिलाफ हमेशा सतर्क रहने की जरूरत है।

    गौरतलब है कि इस साल जून में आतंकियों ने काबुल में एक गेस्ट हाउस पर हमला कर चार भारतीयों सहित 14 की हत्या कर दी थी। पिछले साल मई में हेरात और अगस्त 2013 में जलालाबाद में वाणिज्य दूतावास पर हमला किया गया था।

    Indian intelligence sources said NDS had identified the attacker as Qari Nasir, a religious studies student from Tagab district in the north-eastern province of Kapisa. In statements given to Afghan authorities, Nasir is alleged to have said he was trained in a camp across the border in Pakistan, and received final instructions at a Taliban facility in Peshawar.

    Afghan authorities have reported that the Taliban operative was equipped with a micro-camera, concealed inside his spectacles, to film security deployments around the mission as well as a watch fitted with a Global Positioning System unit.

    Indian officials said the attack appeared to have been planned by networks linked to Taliban chief Akhtar Muhammad Mansoor who had played a key role in aiding the hijackers of an Indian Airlines jet when it landed at Kandahar.

    Linked closely to Pakistan's Inter-Services Intelligence Directorate, Mansoor is known to work closely with two organisations, which have been involved in past strikes on Indian diplomatic missions in Afghanistan — the Lashkar-e-Taiba and Taliban deputy chief Sirajuddin Haqqani's network.

    An Indian intelligence officer said New Delhi was awaiting further details from Afghan authorities, but said the information shared so far "gave cause for grave concern".

    "India is a supporter of development and democracy in Afghanistan," said Amrullah Saleh, Afghanistan's former spy chief. "It is entirely predictable that enemies of Afghanistan should be seeking to target the upcoming visit in any way they can."

    India's National Security Advisor Ajit Doval had met earlier this month with his Pakistani counterpart Lieutenant-General Nasir Khan Janjua in Bangkok to hammer out terrorism-related issues between the two countries. Doval is believed to have confronted Janjua with detail on past Pakistani involvement in strikes on India.

    Prime Minister Modi is scheduled to inaugurate the new Indian-constructed Parliament building in Afghanistan. The building, which has missed three deadlines for completion since its original target of 2011, was to have cost India $45 million, but estimates of the expense now run at over $900 million.

    Indian diplomats in Kabul said last-minute preparations were underway to make sure that work on the building's facade were completed before the Prime Minister's arrival.

    Modi is also expected to finalise arrangements for the hand-over of four second-hand Mi25 ground-attack helicopters to Afghanistan's armed forces, concluding negotiations which have been underway since 2014.

    The country's 100,000-strong armed forces have been hard hit by mobility constraints, which have prevented them from responding to an unprecedented Taliban campaign that has seen the jihadist groups seize territory across the country.

    Hanif Atmar, Afghanistan's National Security Advisor, has pressed New Delhi to act on long-standing requests to pay for the refurbishment of six Ukranian Antonov An-32 transport aircraft, currently grounded at Kabul airport, and provide second-hand armoured personnel carriers, tanks and 120-millimeter howitzers.

    Pointing out that Afghanistan's ability to carry out surveillance on cross-border infiltration from Pakistan had been hard-hit because of the drawdown of United States air assets in the country, Atmar also pressed for India to provide technical intelligence equipment, highly-placed government sources said.

    Indian diplomatic facilities have been repeatedly targetted in Afghanistan the last, a strike on the consulate in Herat, was timed on the eve of the Prime Minister's swearing-in, in a bid to take officials hostage.

    The attack, a subsequent Indian security review concluded, may have succeeded but for an alert Indo-Tibetan Border Police commando who detected movement on the periphery of the mission building late at night.

    United States intelligence officials had blamed the attack on the Lashkar-e-Taiba, based on phone numbers inside Pakistan the attackers called prior to initiating the assault.

    The consulate in Jalalabad was last targetted in 2013, by a three-man Taliban-linked squad, which was stopped by an Afghan policeman who opened fire at the car carrying the suicide attackers, forcing them to prematurely detonate. Twelve people, all Afghans, were killed in the attack, and 20 injured.

    In 2008, a suicide attack targetting the Indian embassy in Kabul killed 58 people, and injured 141, including diplomatic personnel. The United States later confronted Pakistan with evidence that the attackers had been in contact with serving ISI officers.

    Earlier this week, the NDS had arrested two Islamic State operatives, Ata-ur-Rahman, code-named Hanzallah, and Abdullah, code-named Qari Ismail, who were arrested with a 30-kg improvised explosive device, which they intended to plant on the side of a road used by diplomatic personnel travelling to the Indian consulate.

    However, Indian intelligence sources said there was nothing to suggest this second plot was linked to the Prime Minister's visit, or to the Taliban's abortive suicide operation.

    और इस तरह एक और साइबर वार के बाद सुबह हो चली | रावण का मन पिघल गया और वह बहन शूर्पणखा को खोजने निकल गया | वाल्मीकि ने रावण के मृत्यु के कारण भी बताएं हैं अपने कविता संग्रह 'रामायण' में | मुझे वो कारण बहुत ही उलझाने वाले लगे| अंत होते-होते सारा दोष रावण के कंधे पर डाल दिया उन्होंने !
    लेडी दुर्गा जिन्होंने सरेआम महिषासुर नामक एक व्यक्ति का क़त्ल किया था | उनके खिलाफ़ भी किसी थाने में कोई FIR दर्ज नहीं ...रामबाबू भी स्वतंत्र हैं....वानर सेना के कुछ बहादुर जवान सेना भवन और नार्थ एवं साउथ ब्लोक के आस पास घूमते देखे जा सकते हैं और बाकी जिन्हें अयोग्य घोषित किया गया था वे कनाट प्लेस के कॉफ़ी हाउस और हनुमान मंदिर के पास तम्बू लगा बैठे हैं ....रामबाबू के भक्त उन्हें चना खिलाते हैं | पता चला कि वानर को चना खिलाने से बहुत पुन्य मिलता है | किसी मल बाबा ने टीवी पर बताया , भारत टीवी पर , हाँ वही टीवी जिसमें बाप की अदालत नामक एक टीवी शो चलता है उसी पर |
    अब हम जैसों को भी सरकारी खजाने से चने खिलाने की बात चल रही है ...लोकसभा और विधानसभा में जल्दी ही इस मामले में कानून भी पास हो सकता है....यदि ऐसा हुआ तो सभी वानरों को सुबह शाम चने चबाने को मिलेंगे |

    लक्ष्मण की बीवी रात भर रोती रही ....खबर है अपने बड़े भाई रामबाबू के साथ जंगल गया था ...और किसी लफ़ंगे से दोनों भाइयों का पंगा हो गया और फिर उस आदमी के चमचों ने लखन भैया की जमकर धुलाई कर दी | कुछ दिन बाद दोनों भाई घर लौटे तो देखा उनका घर जहाँ था वहां किसी उद्योगपति ने एक बड़ा सा शापिंग माल बना दिया है ...और उन्हीं के गाँव का प्रधान उस उद्योगपति का दोस्त है ...दोनों भाइयों ने कोर्ट में केस कर दिया ..घर वहीँ बनाएंगे....मामला चल रहा है ...चलता रहेगा

    आखिर दलित ऐसा अपमान कब तक सहन करते रहेंगे?
    इसी लिए तो डॉ. आंबेडकर ने कहा था, "सदियों से छिने अधिकार जालिमों के आगे हाथ जोड़ने से नहीं मिला करते। उन्हें तो निरंतर संघर्ष करके छीनना पड़ता है।" 
    इसी लिए उठो दलितो और संघर्ष करके अपने अधिकार वापस छीन लो! तुम्हें अपनी मुक्ति की लड़ाई स्वयं लड़नी होगी। कोई सरकार तुम्हें यह मुक्ति दिलाने वाली नहीं है। तुम्हें यह भी याद रखना चाहिए कि बाबा साहेब ने कहा था, "सिद्धांत अहिंसा का होना चाहिए पर अगर ज़रुरत हो तो हिंसा ज़रूर होनी चाहिए।"
