Dadri reminds us how PM Modi bears responsibility for the poison that is being spread

If you wanted an example of how vile, nauseating and morally odious our public discourse has become, you need look no further than Tarun Vijay's 'Death in Dadri' in these pages (October 2).Mohammad Akhlaq's death is a tragedy. It exemplified the depths of the barbarity that lurks behind the veneer of our civilisation. Vijay's words, and those of many in the party he represents, have given that barbarism full rein in the highest circles of power.

It is astonishing that this piece was meant to distance Hinduism from violence. It instead represents the way in which violence is inscribed into the self-appointed votaries of Hinduism. Vijay has accomplished the astonishing feat of even making apology look almost homicidal. The sentiments he represents are now becoming the moral common sense of our public culture.

The article gives full display to the moral twistedness of what passes as BJP thinking. First, enunciate a seemingly moral claim that leaves the door open for a deeper barbarism. "Lynching a person merely on suspicion is absolutely wrong," Vijay informs us with all sincerity. It is almost as if lynching is fine so long as it is not based on mere suspicion. It is saying, in effect, that if Akhlaq had actually been guilty of eating beef, it would have been fine to lynch him.

Second, there is the canard: You people who eat beef, or oppose the ban, you are responsible for the death of Akhlaq. You are the provocation, you are the extremists. This confusion will leave anyone petrified. Vijay clearly does not understand the idea of rights. He also equates differences as tantamount to provocation to murder: If I don't eat beef because of my  and you do, or if I hold the cow sacred and you don't, I have the right to treat you as a provocation. He clearly does not understand the limits of offence in a liberal society: You cannot take offence at what others do pursuant to the exercise of their rights. You have the right to persuade them to do otherwise, but you do not have the right to coerce them. Third, there is the drawing of false equivalences. What is the crime of secularists?

They did not protest when Tika Lal Taploo was killed by jihadists. This is false as a description. On even the vaguest understanding of secularism, any murder is wrong. But even if, for argument's sake, we grant Vijay more rope to strangle Indian civilisation with and admit certain political inconsistencies in the positions of some groups, does that make them liable for murder? Evidently it does. "The secular brand of communalism is more lethal sometimes than the bullets of violent people," Vijay intones. And then there is the final canard:Liberal Muslims never stand up for Hindus.

The list of falsehoods could go on: Seculars don't care for Dalits, as if most of society does. "Fanatic regions in our neighbourhood… have become barren lands, devoid of the flowering of any kind of creativity." Perhaps Vijay should read more novels, watch more television and listen to more music from our fanatic neighbourhood. It might reassure him about their creativity. It will certainly calm his soul more than the asinine and creative pronouncements on history and science that his ilk from the RSS trots out. But a country that is now murdering or threatening rationalists, where power and violence is hollowing out all sense of value, is hardly in a position to lecture about "fanatic neighbourhoods".

One could go on. But the likes of Vijay have made the atmosphere so suffocating that you know this is a fool's errand. The issue is no longer facts or morality. There is a strange alchemy that turns even good things into the opposite: Vegetarianism is an excuse for violence, tradition is an excuse to assault freedom, ideas are an excuse to curb debate, disagreement is an excuse for provocation, and facts are an excuse for mendacity. It is as if the nation is acting out the violent convulsions of a deranged being, with no calm light of reason, or compassion, or values to restrain it.

The question of whether these are fringe elements is practically irrelevant. These elements are highly consequential. Such morally odious speech comes from the highest levels of . The minister of culture, for example, whose praise for A P J Abdul Kalam was accompanied by a congenital suspicion — "despite being a Muslim"— and who described Akhlaq's death as an "accident", prefigures the moral blindness that Vijay represents. Saying that these views do not represent the majority is cold metaphysical comfort to those being killed and threatened.

No one had expected this morally odious part of the  — and it is part of the  — to vanish easily. But there was the hope that opportunism would tame fanaticism, that the need to take India into the 21st century would have enough momentum to overcome many of these nasty folks. Vijay himself seems to acknowledge this. He seems to think Akhlaq's killing can derail Prime Minister Narendra Modi's agenda, as if only an instrumental reason should make us worry about this death. But the truth is that a lot of nasty people within the BJP and the Sangh Parivar are feeling empowered to the point of shamelessness. No one in the party is willing to signal an intolerance of the intolerant.

The blame for this has to fall entirely on Modi. Those who spread this poison enjoy his patronage. This government has set a tone that is threatening, mean-spirited and inimical to freedom. Modi should have no doubt that he bears responsibility for the poison that is being spread by the likes of Culture Minister Mahesh Sharma and Vijay — whether through powerlessness or design is irrelevant. But we can be grateful to Vijay for reminding us that the threat to 's soul emanates from the centre of power, almost nowhere else. It is for that centre, and Modi in particular, to persuade us otherwise.

The Inspector General for the Social Security Administration (SSA) is warning the public, and  beneficiaries in particular, to be aware of fraud scams that target personal information.  Criminals use phone calls, emails, and other methods to obtain personal information, then use it to commit identity theft.
In the most recent scam, identity thieves obtain the personal information of Social Security beneficiaries and use that information to attempt to open a 'my Social Security' account on SSA's website.  If successful, they then use that account to redirect the beneficiary's direct deposit benefits to an account controlled by the thief.
This should in no way discourage people from using SSA's 'my Social Security' feature, which enables the public to view their earnings history and estimated benefits, and allows beneficiaries to obtain a host of services online; in fact establishing your account eliminates the risk of a new account being opened by an identity thief.  This type of crime does, however, serve as a reminder to protect your personal information as you would any other thing of value.  Once thieves have your personal information, they can use it to open credit accounts, buy homes, claim tax refunds, and commit other types of fraud.
If you receive information from SSA indicating that you have opened a 'my Social Security' account, and you did not open an account, you should contact Social Security so that appropriate action may be taken, and the matter may be referred to the Office of the Inspector General. You can do so by visiting or calling a local SSA office or calling SSA's toll free customer service at 1-800-772-1213. Deaf or hearing-impaired individuals can call Social Security's TTY number at 1-800-325-0778.
Identity thieves obtain personal information in any number of ways.  They may pose as  officials in an attempt to convince you to provide personal and financial information.  They may also claim that you have won a lottery or other prize, but you must provide personal information or even send money to pay "fees,""taxes," or other expenses before you can claim your winnings.
To help prevent this type of fraud, the Inspector General recommends that you:
  • never provide your personal information when receiving unsolicited calls or contacts
  • never agree to accept pre-paid debit cards or credit cards in another person's name
  • never agree to send or wire money to an unknown person
  • always contact your local SSA office if you receive a call from a person claiming to be from SSA, and that person asks you to provide your Social Security number or other information.

To verify the legitimacy of a caller who claims to be an SSA employee, call your local Social Security office, or Social Security's toll-free customer service number at 1-800-772-1213. If you find that someone has stolen or is using your personal information to open credit accounts or for other non-SSA-related purposes, you should report that to the Federal Trade Commission at www.ftc.gov/idtheft or 1-877-ID-THEFT.  You can also find more tips on protecting your personal information on that FTC website.  And you can report suspicious activity involving Social Security programs and operations to the Social Security Fraud Hotline, or by phone at 1-800-269-0271. Deaf or hearing-impaired individuals can call OIG's TTY number at 1-866-501-2101.

Criminal Background

  • Candidates with Serious Criminal Cases:130 (22%) candidates have declared serious criminal cases including cases related to murder, attempt to murder, communal disharmony, kidnapping, crimes against etc.Candidates with Criminal Cases: Out of all the 583 candidates, 174 (30%) candidates have declared criminal cases against themselves.
  •        Candidates with cases related to murder16 candidates have declared cases related to murder (Indian Penal Code Section-302)Pradeep Kumarof the Janata Dal (United) (JD(U)) from Warsaliganj constituency has declared 4 charges related to murder while rest of the candidates face one charge each. 7 Independent candidates have declared cases related to murder.

  • Candidates with cases related to Crimes against Women:11 candidates have declared cases related to crimes against women. Nityanand Kumar, an Independent candidate from Suryagarha constituency and Rajiiv Nayak, an Independent candidate from Jamalpur constituency have each declared 1 charge related to rape (IPC Section-376) against them. Suman Kumar Singh, an Independent candidate from Kahalgaon constituency has declared an offence of dowry death (IPC Section-304B).
  • Candidates with cases related to causing Communal Disharmony:candidates have declared cases relating to causing communal disharmony. Shakuni Choudhary of Hindustani Awam Morcha (Secular) from Tarapur constituency has declared a case related to injuring or defiling place of worship with intent to insult the  of any class (IPC Section-295). Rambalak Singh of JD(U) from Bibhutipur constituency has declared a case related to  promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony (IPC Section-153A).
  • Candidates with cases related to Robbery and Dacoity:candidates have declared cases related to robbery and dacoity. Ram Lakhan Singh of BJP from Teghra constituency has declared 1 charge each related to making preparation to commit dacoity (IPC Section-399) and assembling for purpose of committing dacoity (IPC Section – 402). Baiju Kumar Rai, an Independent candidate, from Ujiarpur constituency has declared charge each related to dacoity (IPC Section-395)making preparation to commit dacoity (IPC Section-399) and voluntarily causing hurt in committing robbery (IPC Section – 394).
  • Candidates with cases related to Kidnapping: candidates have declared cases related to Kidnapping. 5 candidates have declared offence related to kidnapping or abducting with intent secretly and wrongfully to confine person (IPC Section-365), and candidates have declared offence related to kidnapping or abducting in order to murder (IPC Section-364)candidates have declared more than charge related to kidnapping against themselves.
  • Party wise Candidates with Criminal Cases:14 (52%) out of 27 candidates from BJP14 (56%) out of 25 candidates from Communist Party of  (CPI)8 (20%) out of 41 candidates from BSP11 (46%) out of 24 candidates fielded by JD(U), 9 (50%) out of 18 candidates from Samajwadi Party (SP), 8 (47%) out of 17 candidates of Rashtriya Janata Dal (RJD), 6 (75%) out of 8 candidates fielded by Indian National Congress (INC), 8 (62%) out of 13 candidates of Lok Janshakti Party (LJP) along with 8 (67%) out of 12 candidates of the Communist Party of India (Marxist) (CPI(M)) and 45 (23%) out of 192 Independent candidates have declared criminal cases against themselves in their affidavits.
  • Party wise Candidates with Serious Criminal Cases10 (37%) out of 27 candidates from BJP7 (28%)out of 25 candidates from CPI6 (15%) out of 41 candidates from BSP(38%) out of 24 candidates fielded by JD(U), 7 (39%) out of 18 candidates from SP, 6 (35%) out of 17 candidates of RJD, 4 (50%) out of 8 candidates fielded by INC, 6 (46%) out of 13 candidates of LJP along with 5 (42%) out of 12 candidates of the CPI(M) and 38 (20%) out of 192 Independent candidates have declared criminal cases against themselves in their affidavits.
  • Red Alert Constituencies*:37 constituencies in the first phase of Bihar assembly elections have 3 or more candidates with declared criminal cases.

Financial Background

  • Crorepati Candidates: Out of the 583 candidates, 146 (25%) are crorepatis.
  •          Party wise Crorepati Candidates: 18 (67%) out of 27 fielded by BJP19 (79%) out of 24 candidates from JD(U)11 (65%) out of 17 candidates from RJD, 6 (33%)out of 18 candidates fielded by SP, 6 (75%) out of 8 candidates of INC, 8 (62%) out of 13 candidates of LJP, 3(7%) out of 41 candidates of BSP and 42 (22%) out of 192 Independent candidates have declared assets worth more than Rs. 1 crore.
  •          Average Assets: The average of assets per candidate contesting in the first phase of Bihar assembly elections is Rs.1.44 crores.
  •         Party wise Average Assets: Among major parties, the average assets per candidate for 27 BJP candidates is Rs 2.15 crores41 BSP candidates have average assets of Rs 1.63 crores, 24 JD(U) candidates have average assets worth of Rs 4.63 crores, 8 INC candidates have average assets worth Rs 8 crores17 RJD candidates have average assets worth of Rs 4.08 crores, the average assets per candidate for 18 SP candidates is Rs 78.27 lakhs, 13 LJP candidates have average assets of Rs 2.7 crores and 192 Independent candidates have average assets of Rs. 1.23 crores.

MM Kalburgi murder: 6 Kannada writers return awards to Sahitya Academy over delay in arrests

Condemning the delay in the process of arresting the accused in MM Kalburgi murder case, six Kannada scholars who were conferred with the prestigious Aralu Sahitya award have returned it to Kannada Sahitya Academy on 3 October.

Veeranna Madiwalar (Belagavi), T Satish Javare Gowda (Mandya), Sangamesh Menasinakai (Dharwad), Hanumanth Haligeri (Bagalkot), Sridevi V Aloor (Ballari) and Chidananda Sali (Raichur) had received the awards on November 22, 2011.

Kalburgi was also conferred with the Nrupatunga award during the same time. According to a report in The Hindu, Prof Chandrashekhar Patil, who has already returned the Pampa award in protest, was to accompany the six writers.

Kalburgi was shot dead at his residence in Dharwad, Karnataka on 30 August 2015.

VADODARA/CHANDIGARH/NEW DELHI: Gujarat-based writer Ganesh Devy and five other eminent writers on Sunday decided to return their Sahitya Akademi awards while Kannada writer Aravind Malagatti resigned from the body's general council, joining the growing protest by litterateurs over "rising intolerance" and "communal" atmosphere.

Devy, who hails from Vadodara, said he was returning the award to express solidarity with Nayantara SahgalAshok Vajpeyi and others who have given up their awards to condemn the "shrinking space for free expression and growing intolerance towards differences of opinion" in the country.

"The great idea of  is based on a profound tolerance for diversity and difference. They far surpass everything else in importance. That we have come to a stage when the honourable Rastrapatiji had to remind the nation that these must be seen as non-negotiable foundations of  should be enough of a reason for the Sahitya Akademi to act," Devy said in a letter topresident of Sahitya Akademi Prof Viswanath Pratap Tiwari.

Delhi-based Aman Sethi said he too was returning the Sahitya Award he got in 1993, as the "spirit of inquiry is clearly under threat".

Akademi protest grows; writer returns award, 3 others quit posts 

Noted Kannada writer Kum Veerabhadrappa said in Bengaluru that he has decided to return the award condemning Akademi's "silence" over the killing of rationalist M M Kalburgi and Dadri lynching.

"I'm condemning the killings of Narendra Dabholkar, Govind Pansare and M M Kalburgi, and Akademi's silence on the issue; also against Dadri lynching," he said.

With the writers' protest over its "silence" on rationalist MM Kalburgi's murder growing louder, Sahitya Akademi chairperson Vishwanath Prasad Tiwari came out with a statement saying the apex literary body stands for freedom of expression and condemns attack on any writer or artist anywhere. It asserted its commitment to the "core secular values" enshrined in the Constitution and the "right to life of all".

Eminent writers from Punjab, Gurbachan Bhullar, Ajmer Singh Aulakh and Atamjit Singh, also announced that they were returning their Sahitya Akademi awards like several other authors including Sara Joseph and Uday Prakash, demanding that the Akademi speak out against the killing of its member Kalburgi and other rationalists and the "communal" atmosphere in the backdrop of the Dadri lynching incident.

I am Aslah, 21 years old, a post-graduate student in history. I have few things to tell this world.

During our school days, we had history to study learn. World's largest country Russia, smallest country Vatican, most populated country China - all these we had by hearted then.

Also when asked about the largest democracy in the world, we would enthusiastically write India.

During school assemblies, the National anthem was being sung, not just did we keep quiet but also smacked the nearby friend on the head when he created nuisance. Watching police and army in cinemas gave us Goosebumps. In my school days, I have always dreamed with open eyes of becoming a collector and serving my India.

However, I have something different to tell all of you. This is someone else's country now. Not ours. Yes. That's what the people who rule us say. That's what we have experienced.

This is a student who has lived in India for 21 years telling the world, "This country is not mine.". I don't intend to open bundles of history. Just a few incidents that took place within the last week.

A 50 year old man was beaten to death by a mob in a place called Dadri, near to the country's capital. His son was brutally attacked. Why was Muhammad Akhlaq beaten to death? Because he was a Muslim and a rumor mill started that he had consumed beef. Who had killed him? Followers of the Hindu powers ruling India. Yes, He stored mutton in his refrigerator and it was rumored that what was stored was beef, and he was killed because he was a Muslim and he purposely ate 'beef'.

Oh, and then what did this country's government do? They sent the meat to forensic laboratory to confirm what it actually was and even the ministers justified the murder. The Prime Minister seems busy and has nothing to say.

The ruling party's ideological brains continue to convey in their stages and pages that anyone consuming beef would have the same fate.

The second day after this cruel incident, a 90 year old man was burned to death in Uttar Pradesh an Indian state. Burned to death alive. You must have heard of temples in India. He was a Dalit and he tried entering a temple. As he was considered to be lower caste, he entering the temple would only make it impure; they burned him alive on the entrance.

Again, the second day after this incident, in the same state, a Dalit family was seen being stripped naked on the public road by the police. Because, according to Hindu Varna system, they belonged to the lower caste.

Same day , a 12-year-old Dalit student was severely beaten by a teacher for touching a plate "meant for non-Dalits" during the mid-day meal at his school
All these happened in this country within 6 days. And the response of those who rule India to these, frighten humanity. Whoever responds is killed. They shot and killed M.M.Kalburgi, prominent writer and Kannada University vice chancellor, because he responded.

The other day, renowned ghazal singer from Pakistan Gulam Ali was prevented from singing in Mumbai by Shiv Sena. This was a concert to honour another renowned ghazal singer from India, Jagjit Singh, on his death anniversary.

They jail people for years without a trial using horrific laws. There exist thousands of Muslim andDalit youths in Indian jails.

Sometimes the government may directly kill. They killed Ishrat Jahan, a Muslim lady, in a fake encounter and they dealt with Afsal Guru by hanging him to death.

It is very difficult for a Muslim to own a home in the renowned city Mumbai.

This is the country where a young Dalit man was killed because his Ringtone praised Dr.B.R. Ambedkar, father of Indian constitution.

No, this land and country is not ours anymore. I don't have any security in this country being a Muslim with an Arabic name. My Dalit friend's honor has no value in this country.

Because I am a Muslim, I have no right to choose my food in this country.

The world has to know. India is no more a democracy. This country's prime minister is on a world tour praising India. You need to stand up and ask. Whether what your brother said was the truth.

The prime minister himself is the inner energy for this violence against humanity. When he was the State chief minister of Gujarat, it was his party that gave leadership to the Muslim genocide. He even compared Muslims to helpless puppies caught under wheels.

I don't know what I would have to face after writing this. But whatever it is, It doesn't matter to me. This is the truth.

Bhullar said he was perturbed by the attempts to "disrupt the social fabric of the country""During recent past, the attempts at disrupting the social fabric of the country, targeting particularly the area of literature and culture, under an orchestrated plan of action, has been perturbing me," he said.

The 78-year-old author born in Bathinda in Punjab had been awarded the Sahitya Akademi for his 2005 book of  Agni-Kalas.

A renowned Punjabi playwright, Aulakh said he was very pained by the attacks on "progressive writers, leaders of the rational movement and the forcible saffronisation of  and culture". He said he was "very upset over the communal atmosphere being created in the country and the central  was not performing its duty as the representative of a secular and democratic country".

Punjabi theatre personality Atamjit Singh said he was returning his Akademi Award as he "is very upset over the incidents communal hatred in the country for the last some months".

 

In more embarrassment for the Akademi, Aravind Malagatti resigned from its general council, condemning its 'silence' over the killing of progressive thinker and scholar Kalburgi. "Killing of personalities like Kalburgi, (Govind) Pansare and incidents like Dadri lynching are an attack on the Constitutional rights in this country. They are highly condemnable," Malagatti said.

Friends and fellow writers,

The social and political scenario of our beloved country is worsening with every passing day. Right wing forces have polarized nation in the name of , caste and ethnicity for political gains.  Dissent is systematically crushed and rational thinkers and writers are threatened and brutally killed in broad daylight.  The central and state governments don't show any eagerness to hold and punish murderers of Narendra Dabholkar, Comrade Govind Pansare and Prof Kalburgi. The State is seemingly hesitant and hiding behind various excuses from banning organizations, which had reportedly played clandestine role in heinous crimes.

Against this rampant violence, intolerance and anarchy Hindi writerUday Prakash, English novelist Nayantara Sahgal, Hindi poet Ashok Vajpeyi have returned Sahitya Academy Awards. Nayantara Sahgal had said yesterday that returning award was a protest against 'vicious assault' on Indian's diversity, whereas Ashok Vajpeyi had reacted that 'It is high time that writers take a stand.' Vajpeyi had further said that Sahitya Academy had failed to rise to the occasion and respect its autonomy.

Moreover, on the 4 October six Kannada writers had returned literary awards in protest over delay in the inquiry into murder of Prof Kalburgi. The Kannada writers, Veeranna Madiwalar, T. Satish Javare Gowda, Sangamesh Menasinakai, Hanumanth Haligeri, Shridevi V Aloor and Chidanand Sali were conferred state Sahitya Academy Awards in the year 2011. These authors had returned awards to put pressure on the state govt to hasten the probe and nab the culprits behind the murder of Prof Kalburgi.

This is high time, as said by Ashok Vajpeyi, and we cannot remain voiceless. Hence, I request senior Urdu writers, poets and critics including Nida Fazli, Salam Bin Razzak, Abdus Samad, Javid Akhtar, Gulzar, Munawwar Rana, to register protest against murder and killing of creative writers by returning Sahitya Academy Awards. This might be a small step but in such volatile times, it is inescapable. It is our duty to raise voice against fascism, right wing intolerant forces and lawlessness which was promoted as a strategy to divide country on the lines of religion, sentiments of segments and dogmatic cultural doctrines.

I am an ordinary person. However, in the year 2013, I was awarded by State Sahitya Academy on my third novel 'Khuda Ke Saaye Mein Ankho Micholi' (Hide and Seek in the Shadow of God), hereby I announce that I am going to return this award to the state. I demand that the state punish forces who had killed Narendra Dabholkar and Comrade Pansare. I demand central govt to hold forces responsible who had instigated mob who killed Mr Akhlaq in Dadri. I urge senior Urdu writers to take a stand as this is high time and our secular democracy is under attack.

My friends and fellow writers, history will judge you for your stances taken at such high times. Don't disappoint me.

WHY NARAYANTARA SAHGAL?

Last week, Nayantara Sahgal, renowned writer and niece of Jawaharlal Nehru, returned the Sahitya Akademi award she had won in 1986 for her political novel Rich Like Us. In an open letter, she said she was returning the award "in memory of the Indians who have been murdered, in support of all Indians who uphold the right to dissent". Citing the murders of Kannada writer M M Kalburgi and anti-superstition activists Govind Pansare and Narendra Dabholkar, besides the lynching of a Muslim man in Dadri over rumours that he ate beef, Sahgal criticised the Prime Minister for remaining "silent about this reign of terror". Always opposed to authoritarianism, Sahgal fell out with her cousin Indira Gandhi at the time of the Emergency. Her writings have been critical of both the BJP's Hindutva politics as well as the dynastic rule in the Congress

Pratik Kanjilal: Has the idea of India changed in the past year?

With the RSS coming to power, every side is now making an attempt to blow up the idea of India and to put in its place a kind of travesty of Hinduism, a kind of monoculture, which has nothing do with Hinduism.

Pratik Kanjilal: But wasn't this made possible, to some extent, by the failure of the Congress?

Yes. I think the Congress is very responsible for giving the RSS the first big opportunity to come to power with this majority. You'll notice that I'm saying RSS because that is what is ruling us.

Pratik Kanjilal: Yes, but in newspapers, we tend to make a distinction between the political party and the cloud organisation.

There's no such distinction any more. That's my view.

Pratik Kanjilal: Was there ever a distinction?

Yes, very clearly. The RSS, or rather the Hindutva philosophy, had to lie low after Independence, after Nathuram Godse murdered Mahatma Gandhi. For a while, the RSS was outlawed. It lay low because it had no opportunity for coming to power in a democratic fashion. In fact, the very first opportunity came during Jayaprakash Narayan's (JP) movement in the mid-1970s. At the time, I had many opportunities to talk to JP. He knew my family very well. I had known him since I was a child. He said he had agonised long before admitting the Jan Sangh into the combined movement which they organised. Finally, he realised that because it was a political movement and coming together of all opposition parties, he could hardly keep them out. But that was their first entry into respectability.

Rakesh Sinha: So how do you explain the mandate for the BJP?

There are a few reasons. One is the failure of the Congress to meet its challenges. Another would be anti-incumbency. And the third, in my view, would be that the population has changed. A large part of the voting population is young, many of them first-time voters probably, and they are perhaps not very connected with our recent history, or with humanities generally. The accent on commerce and technology, on jobs, was a very big issue.

Pratik Kanjilal: What do you fear? What do you worry will happen?

I am an optimist. I strongly believe that the foundations of modern India rest on sound principles. I would not call it a Nehruvian idea, but an idea built up by the national movement led by Mahatma Gandhi. That is the foundation modern India rests on. An earthquake might destroy the upper storeys of a building, but it's much harder to uproot the foundations. Though I am extremely worried about the attacks being made on those foundations, I believe that in the long term, Indians are not going to give up on the secularism or democracy our country is built on. Those are not negotiable for modern Indians. The attacks that are taking place today have to be countered, have to be opposed in a loud, clear voice, not the muted voices we are hearing from very diplomatic commentators on TV programmes. There are times in history when you have to stand up and be counted. And this is one of them.

Maneesh Chhibber: Do you think under the present leadership, the Congress has any hope of revival? Second, if the BJP is communal, isn't the Congress too — the party had opened the doors of the so-called temple?

I have been opposing dynasty since Indira Gandhi first promoted it by putting Sanjay Gandhi forward as her successor. From that time, I have been opposing Ms Gandhi. It was wrong for a great democratic party, which democratically elected its leaders from the ground up, to become dynastic. I don't think if it carries on in this way, it can revive to the extent it's required. I hope it is going through a big process of reinvention, and I'm convinced that it can revive. There's a huge amount of talent in the Congress, its young leaders are articulate, well-informed and committed to Congress ideals. And there's no reason why it can't reinvent itself through them. About the second question, the Congress is absolutely against communalism. That is the main difference between the Congress and BJP.

Maneesh Chhibber: The PM says he wants development for all. The Congress, on the other hand, when it suited its interests, brought different quotas, like for Muslims during UP elections. Isn't that communalism?

It's not communalism, I wouldn't call it that. But certainly, quotas have gone on for too long. Originally, quotas were meant to last 15 years, and then they were renewed and renewed, and they became a political vote-getting gambit for all parties. I think our greatest failure since Independence has been primary education. University education has thrived, but when it comes to education at the primary school level, we have failed greatly. Countries like Russia and China have achieved much greater success than we have. This would have solved the quota problem, because if you have an educated population, you don't need quotas. So that has been the great failure of the Congress.

But as to Mr Modi having declared himself inclusive, I'm not sure I know what you mean.

Rakesh Sinha: How do you see Rahul and Priyanka Gandhi as leaders?

I don't see them as leaders. I don't believe in dynasty.

Seema Chishti: In 1947, Jawaharlal Nehru faced a difficult moment, with Partition, with the possibility of a resurgence of communal elements before Mahatma Gandhi's assassination. Since then India emerged as a democratic, secular republic. Now, there is a similar kind of resurgence from the right. How is this India different from the one Nehru may have seen in 1947? Why does the idea of a modern India seem much tougher now?

Only the leader could ensure that, could set that example and we were lucky that we had really great leaders then.

But I have to say again that it did not begin with Nehru, it began with our first countrywide movement. There were many patriots earlier who fought for Independence in different ways. But the Indian National Congress was the first countrywide movement which crossed all borders of region, language, religion, gender. It had never happened before in Indian history. And this was the example before the country at the time of Independence. When the Congress formed the government, this was the creed that was put forward. It was a unique situation, where a devoutly religious country chose to become a secular republic with an atheist prime minister, which had never happened before in the world. And fortunately for us, Nehru had 17 years in power, in order to lay a solid foundation for this creed. That's the foundation I refer to when I say it's not very easy to destroy.

The difference between then and now is what we have seen happening in many countries. There's a decline in idealism as you face problems as you go along. So it is not something we should be very surprised about. If enough of us believe that the idea of India which we have cherished  is important to our being, it will revive.

You were right in a way when you mentioned 1947-48. There was an enormous fear of communal violence getting out of hand. But there was a committed leadership which was determined that azaadi should not become barbaadi. Take the question of refugees. They came post the creation of India and Pakistan, from the west and east. India is the only country that insisted that refugees be a part of the nation-building process. This is something extraordinary.

Refugees are generally considered to be a burden, a liability. Nehru was the only statesman of the time who said that refugees are a part of the nation building project, which is why he put someone like S K Dey in charge of rural development, mainly to involve refugees in rehabilitation. There are many reasons why the situation managed to contain itself. That is what is absent today. In this crisis situation, a crisis of confidence and identity, who are we after all, what identity do we want to adopt? That crisis is accentuated by the fact that we do not have a rallying point anymore.

Vandita Mishra: The idea of the Congress is as much under siege as the idea of India. That idea has involved looking at the Congress as a coalition of interests, idea, ambitions, agendas and then the family, which has for all its other problems, served as a binding glue for the party over the years. If not the dynasty, what do you see as the binding glue for that large coalition?

I will not call it a coalition; I would call it very much a party united on a strong basis and belief. I will not say it was a collection of ideas. The principles we have been talking about — democracy, secularism, multiculturalism  — form the basis of the single character of the Congress. As far as the family rule is concerned, I do not think that it is any kind of glue. They have to win elections from the ground up and the party has to make use of the considerable talent it has.

Rakesh Sinha: Can you recount some instances, conversations with your uncle that you cherish the most?

I was very young when he died. He had been a father to me whenever he was not in jail. He and my father were great educators. They gave us what I see as true education. In school, the education was British history, British culture, religion. I was like an alien in my country. It was at home that I received from my father and my uncle education about the history of our past and present problems, of what Gandhi was doing in the country and a lot of other things.

Seema Chishti: When there is a strong political authority at the Centre, like during the Emergency or when you have a strong majority government, has the Indian elite done itself proud in the way it behaves?

They have done themselves disgustingly. Long before the Emergency, there was a tilt towards authoritarianism and Sanjay (Gandhi) was being pushed forward. The Indian elite and bureaucracy just bowed down before it, instead of saying that it is not right and we will not agree to it. Refusing to obey things that are unjust was expected but neither our elite nor academia or judges rose to the occasion. Most people just kept quiet.

Seema Chishti: How do you see them behaving now?

Exactly the same way. There are not enough loud and clear voices among those who can speak out. They prefer to speak very softly or not speak at all.

Seema Chishti: Why do you think that is the case with people whose job it is to speak, articulate and reflect?

You know self-censorship is a spontaneous response of a lot of people who you would think would speak for the opposite. Let's take the Dinanath Batra case and many others. There is a tendency among the elite to protect itself.

There have been very few occasions in the past — it has nothing to do with the present government, it has happened for at least 20 years now — when people do not come out vocally in support of either an individual, or a group or a product that has come under attack. There are two reasons for it. One is that the protection or security that is bound to be given to the individual or the group by the law-enforcing agencies is absent. Let's not forget that most attacks come with physical violence. A mob cannot be held liable, which is why mobs are used. An FIR cannot be filed against a mob. So the mob dissolves and the individual remains.

Aranya Shankar: Some Congress leaders like Mani Shankar Aiyar have said that one of the fundamental flaws in the Congress is that it discarded its socialist nature, which is why it did not do so well in the Lok Sabha elections. Do you agree?

In a country where millions are below the poverty line, how can one discard the socialistic approach to solve economic problems? Even today, if you look around the world, the only country that has risen to solve the health needs of the poor is Cuba. A tiny country against which America imposed huge sanctions. It is the only country that sent doctors all over the world and also to Ebola-hit countries to serve them. No rich country has done that. I never joined any ism but I would like to call myself a socialist. I don't think the Congress abandoned its socialism. I do not know in what sense Mani said it.

Amrita Dutta: What is your new novel about?

My novels have reflected on political scenes, hopes and fears of the times. This one will be about Hindutva and the great leaps of Hindutva. One was when Nathuram Godse killed Gandhi, second was when LK Advani did a Rath Yatra which led to the demolition of the Babri masjid and the third was Gujarat. I had all these in mind. I am sure when Godse killed Gandhi, he did not realise the glory he was bringing to Hindutva in 2014. I think there is a great sequential connection there.

Three eminent writers from Punjab, Gurbachan Bhullar, Ajmer Singh Aulakh and Atamjit Singh, on Sunday announced that they were returning their Sahitya Akademi awards, joining the growing protest by litterateurs against "rising intolerance" and the "communal atmosphere".

Gujarat-based writer Ganesh Devy and five other eminent writers on Sunday decided to return their Sahitya Akademi awards while Kannada writer Aravind Malagatti resigned from the body's general council, joining the growing protest by litterateurs over "rising intolerance" and "communal" atmosphere.


Devy, who hails from Vadodara, said he was returning the award to express solidarity with Nayantara Sahgal, Ashok Vajpeyi and others who have given up their awards to condemn the "shrinking space for free expression and growing intolerance towards differences of opinion" in the country.

G N Devy,Aman Sethi returns Sahitya Akademi Awards

Full text of their letters to the president of the literary institution explaining their decisions to return the national honour.

It is with utmost regret that I convey to you that I wish to return the 1993 Sahitya Akademi  Award given in the category of books in English to my  work After Amnesia(1992). I do this as an expression of my solidarity with several eminent writers who have recently returned their awards to highlight their concern and anxiety over the shrinking space for free expression and growing intolerance towards difference of opinion.

These eminent writers have already stated their concerns in statements sent to you as well as through media interviews and discussions. I need not, therefore, state again what has already been conveyed to you. However, I would like to add that I visited Dharwad in the first week of August, just three weeks before the shocking attack on the late Dr MM Kalburgi which resulted in his death. I was there to deliver the First VK Gokak Memorial Lecture.

You may recall that the high office that you hold at present, on behalf of the literary community of our country, was at one time held, among many other mighty predecessors, by VK Gokak. He was the Principal of Willingdon College during the years of the Independence movement. On one occasion, when the police came to arrest students, he stood at the entrance of the college, blocked their entry and asked them to first arrest him before they touched the students. It was this kind of concern for freedom that he brought to the institutions he headed. I hope you do not think that he was not sufficiently pragmatic.

When I gave the Gokak lecture, Dr Kalburgi was still alive. Alas, he had to fall to the forces of intolerance. A week after his killing, I participated in a Seminar organised by the Sahitya Akademi. This was in Nagpur. I was to preside over the Inaugural Session. I was quite dismayed to see that the seminar began without a word of reference to the recent attack on a scholar honoured by the Akademi. Therefore, when my turn to speak came at the end of the session, I asked the audience if they would object to my observing a two-minute silence to mourn the dastardly killing. Please note that all of them stood up in silence with me. If our writers and literary scholars had the courage to stand up in Nagpur, I fail to understand why there should be such a deafening silence at Ravindra Bhavan about what is happening to free expression in our country.

I have personally known both of you as my seniors, and have admired your writings and imaginative powers. May I make bold to say that your moment of reckoning has come? I hope you will give this country the assurance that it is the writers and thinkers who have come forward to rescue sense, good-will, values, tolerance and mutual respect in all past ages. Had this not been so, why would we be remembering the great saint poets who made our modern Indian languages what they are today?   The great idea of India is based on a profound tolerance for diversity and difference.  They far surpass everything else in importance. That we have come to a stage when the honourable Rastrapatiji had to remind the nation that these must be seen as non-negotiable foundations of India, should be enough of a reason for the Sahitya Akademi to act.  – GN Devy

Aman Sethi's letter

In 2012, I was awarded the Sahitya Akademi Yuva Puraskar, an award given by the Akademi for writers under the age of 35. At the time, I was conflicted about accepting the award as I wondered if I should accept an award conferred by the state.

I chose to accept the award as I believed the Akademi's official charter that states that the institution is an autonomous, publicly funded body registered as a society under the Societies Registration Act of 1980. Thus, the Akademi, to use an analogy, is an autonomous institution much the same way that public universities are autonomous – they are state-funded, i.e. they are run on public money, but are not government run. The Akademi award is thus a state honour, not a "government" honour – and this is an important distinction.

We, as citizens, have as much a claim on the Sahitya Akademi as any government of the day. Accepting the award, I thought at the time, would be a way of asserting our claim on this space of collective articulation, and acknowledging the efforts of the Akademi's members in carving out an autonomous space for arts and letters in India.

Today, I would like to return my award and have sent an email to the institution, informing them of my decision. While I believe the arguments I have listed above are still valid, recent events suggest that the Akademi is neither interested in supporting writers in their fight to push the boundaries of expression and thought, nor in asserting its autonomy at a time when the spirit of critical inquiry is clearly under threat.

I am shocked by the Akademi's refusal to take a firm stance on the assassination of scholar, rationalist and Sahitya Akademi Award winner M.M. Kalburgi (a condolence meeting is not the same as a statement of solidarity) and its silence in the face of attacks on writers like U.R. Ananthamurthy, and Perumal Murugan in the past. This appears to be in line with what Akademi President Vishwanath Prasad Tiwari calls the institution's "tradition" of staying silent on "political controversies".

The Akademi cannot simultaneously draw its legitimacy of purpose and existence by celebrating writers like Kaliburgi, while shying clear of standing in solidarity when they are targeted. Here, the idea of a workers union offers a useful analogy in that a union is relevant only for as along it is autonomous and serves its members. When a union becomes a tool for management – as many unions eventually become – workers break away and form their own associations that may, or may not, choose the union form.

In this instance, I think, a number of writers (some of whom have written books I admire) feel that the Akademi has failed in its primary purpose of supporting authors. While I may or may not agree with all the views and politics of all those who have returned their awards, I stand with them on this specific issue.

Institutions like the Sahitya Akademi need writers, authors, and journalists much more than we need them. We are fortunate that our primary loyalties reside with our readers. It is to our readers that we are answerable, not to institutions of state.

Open letter from Maharashtra Sahitya Academy winner to fellow writers

Friends and fellow writers,

The social and political scenario of our beloved country is worsening with every passing day. Right wing forces have polarized nation in the name of religion, caste and ethnicity for political gains.  Dissent is systematically crushed and rational thinkers and writers are threatened and brutally killed in broad daylight.  The central and state governments don't show any eagerness to hold and punish murderers of Narendra Dabholkar, Comrade Govind Pansare and Prof Kalburgi. The State is seemingly hesitant and hiding behind various excuses from banning organizations, which had reportedly played clandestine role in heinous crimes.

Against this rampant violence, intolerance and anarchy Hindi writerUday Prakash, English novelist Nayantara Sahgal, Hindi poet Ashok Vajpeyi have returned Sahitya Academy Awards. Nayantara Sahgal had said yesterday that returning award was a protest against 'vicious assault' on Indian's diversity, whereas Ashok Vajpeyi had reacted that 'It is high time that writers take a stand.' Vajpeyi had further said that Sahitya Academy had failed to rise to the occasion and respect its autonomy.

Moreover, on the 4 October six Kannada writers had returned literary awards in protest over delay in the inquiry into murder of Prof Kalburgi. The Kannada writers, Veeranna Madiwalar, T. Satish Javare Gowda, Sangamesh Menasinakai, Hanumanth Haligeri, Shridevi V Aloor and Chidanand Sali were conferred state Sahitya Academy Awards in the year 2011. These authors had returned awards to put pressure on the state govt to hasten the probe and nab the culprits behind the murder of Prof Kalburgi.

This is high time, as said by Ashok Vajpeyi, and we cannot remain voiceless. Hence, I request senior Urdu writers, poets and critics including Nida Fazli, Salam Bin Razzak, Abdus Samad, Javid Akhtar, Gulzar, Munawwar Rana, to register protest against murder and killing of creative writers by returning Sahitya Academy Awards. This might be a small step but in such volatile times, it is inescapable. It is our duty to raise voice against fascism, right wing intolerant forces and lawlessness which was promoted as a strategy to divide country on the lines of religion, sentiments of segments and dogmatic cultural doctrines.

I am an ordinary person. However, in the year 2013, I was awarded by State Sahitya Academy on my third novel 'Khuda Ke Saaye Mein Ankho Micholi' (Hide and Seek in the Shadow of God), hereby I announce that I am going to return this award to the state. I demand that the state punish forces who had killed Narendra Dabholkar and Comrade Pansare. I demand central govt to hold forces responsible who had instigated mob who killed Mr Akhlaq in Dadri. I urge senior Urdu writers to take a stand as this is high time and our secular democracy is under attack.

My friends and fellow writers, history will judge you for your stances taken at such high times. Don't disappoint me.

I am Aslah, 21 years old, a post-graduate student in history. I have few things to tell this world.

During our school days, we had history to study learn. World's largest country Russia, smallest country Vatican, most populated country China - all these we had by hearted then.

Also when asked about the largest democracy in the world, we would enthusiastically write India.

During school assemblies, the National anthem was being sung, not just did we keep quiet but also smacked the nearby friend on the head when he created nuisance. Watching police and army in cinemas gave us Goosebumps. In my school days, I have always dreamed with open eyes of becoming a collector and serving my India.

However, I have something different to tell all of you. This is someone else's country now. Not ours. Yes. That's what the people who rule us say. That's what we have experienced.

This is a student who has lived in India for 21 years telling the world, "This country is not mine.". I don't intend to open bundles of history. Just a few incidents that took place within the last week.

A 50 year old man was beaten to death by a mob in a place called Dadri, near to the country's capital. His son was brutally attacked. Why was Muhammad Akhlaq beaten to death? Because he was a Muslim and a rumor mill started that he had consumed beef. Who had killed him? Followers of the Hindu powers ruling India. Yes, He stored mutton in his refrigerator and it was rumored that what was stored was beef, and he was killed because he was a Muslim and he purposely ate 'beef'.

Oh, and then what did this country's government do? They sent the meat to forensic laboratory to confirm what it actually was and even the ministers justified the murder. The Prime Minister seems busy and has nothing to say.

The ruling party's ideological brains continue to convey in their stages and pages that anyone consuming beef would have the same fate.

The second day after this cruel incident, a 90 year old man was burned to death in Uttar Pradesh an Indian state. Burned to death alive. You must have heard of temples in India. He was a Dalit and he tried entering a temple. As he was considered to be lower caste, he entering the temple would only make it impure; they burned him alive on the entrance.

Again, the second day after this incident, in the same state, a Dalit family was seen being stripped naked on the public road by the police. Because, according to Hindu Varna system, they belonged to the lower caste.

Same day , a 12-year-old Dalit student was severely beaten by a teacher for touching a plate "meant for non-Dalits" during the mid-day meal at his school

All these happened in this country within 6 days. And the response of those who rule India to these, frighten humanity. Whoever responds is killed. They shot and killed M.M.Kalburgi, prominent writer and Kannada University vice chancellor, because he responded.

The other day, renowned ghazal singer from Pakistan Gulam Ali was prevented from singing in Mumbai by Shiv Sena. This was a concert to honour another renowned ghazal singer from India, Jagjit Singh, on his death anniversary.

They jail people for years without a trial using horrific laws. There exist thousands of Muslim andDalit youths in Indian jails.

Sometimes the government may directly kill. They killed Ishrat Jahan, a Muslim lady, in a fake encounter and they dealt with Afsal Guru by hanging him to death.

It is very difficult for a Muslim to own a home in the renowned city Mumbai.

This is the country where a young Dalit man was killed because his Ringtone praised Dr.B.R. Ambedkar, father of Indian constitution.

No, this land and country is not ours anymore. I don't have any security in this country being a Muslim with an Arabic name. My Dalit friend's honor has no value in this country.

Because I am a Muslim, I have no right to choose my food in this country.

The world has to know. India is no more a democracy. This country's prime minister is on a world tour praising India. You need to stand up and ask. Whether what your brother said was the truth.

The prime minister himself is the inner energy for this violence against humanity. When he was the State chief minister of Gujarat, it was his party that gave leadership to the Muslim genocide. He even compared Muslims to helpless puppies caught under wheels.

I don't know what I would have to face after writing this. But whatever it is, It doesn't matter to me. This is the truth.

একটি জটিল অস্ত্রোপচার সম্পন্ন করে পরিপূর্ণ বিশ্রাম-শয্যায় শায়িত অবস্থায় এ নিবন্ধটি লেখার উপক্রমণিকায় আমার সুহৃদ, শুভাকাঙ্ক্ষী, শুভানুধ্যায়ী এবং দেশবাসীর কাছে 'সাফেয়া-কামেলা-আজেলা' প্রাপ্তির জন্য করুণাময় আল্লাহতায়ালার কাছে দোয়া করার বিনম্র অনুরোধ করছি। রোগশয্যা থেকে আবার বিদেশে যাওয়ার প্রচণ্ড সম্ভাবনা।

এ অসুস্থতার কারণে দীর্ঘদিন রাজনৈতিক গুমোট আবহাওয়া হৃদয়ের মর্মে মর্মে অনুধাবন করা সত্ত্বেও আমি আমার উপলব্ধি ও মননশীলতাকে তুলে ধরতে পারিনি। এ নিস্তব্ধতা গলার কাঁটার মতো আমার অনুভূতিকে কুরে কুরে খাচ্ছিল, এ দুর্ভাবনায় যে, আমি কি কাছিমের মতো মুখ লুকিয়ে নিলাম? যারা আমাকে বুকের সব অনুভূতির আবির মাখিয়ে ভালোবাসেন, তাদের বিবেকের কাঠগড়ায় দাঁড়িয়ে আমার নির্ভয় উক্তি- না; আমি জ্ঞান থাকা পর্যন্ত দেশের মানুষ ও রাজনীতির প্রতি দায়বদ্ধতার আঙ্গিক থেকে অকুতোভয়ে হৃদয়ের অনুভূতি প্রকাশ করে যাব। আমার একজন ঐকান্তিক শুভাকাঙ্ক্ষী আমাকে জিজ্ঞেস করলেন, এ অস্থির রাজনৈতিক পরিবেশে এত দুঃসাহসী কথা বলা ও লেখার শক্তির উৎস কী? আমি তাকে বলেছি, আল্লাহর প্রতি তাকওয়া (বিশ্বাস)-এর মূল উৎস এবং তারই ধারাবাহিকতায় প্রাপ্তি প্রত্যাশাহীন মননশীলতা এবং স্বাধীনতা আন্দোলনের সঙ্গে আমার সম্পৃক্ততাই এ নির্ভীকতার কারণ। আমার এ নির্ভীক চেতনার সঙ্গে দেশি-বিদেশি কোনো শক্তির সম্পর্ক নেই।

সম্প্রতি ইতালিয়ান ও জাপানি নাগরিকের মৃত্যুকে কেন্দ্র করে দেশের অভ্যন্তরে এবং আন্তর্জাতিক আঙ্গিকে নানা ধরনের গুজব ছড়ানো হচ্ছে- বাংলাদেশ আজ সন্ত্রাস ও জঙ্গিবাদমুক্ত দেশ নয়। বাংলাদেশ সম্পর্কে এ ভ্রান্ত ধারণার জন্য আমাদের প্রশাসনের অদূরদর্শিতা ও বিচক্ষণতার অভাবও অনেকাংশে দায়ী। প্রায়ই সন্ত্রাসী গ্রেফতারের পর যে বিপুল পরিমাণ অস্ত্রশস্ত্র উদ্ধারের দৃশ্য প্রদর্শন করা হয়েছে, তাতে এ ধরনের বিরূপ প্রতিক্রিয়া হওয়াটা অস্বাভাবিক কিছু নয়। শুধু তাই নয়, ওই ঘটনার পর পাশ্চাত্যের অনেক দেশ তাদের স্ব স্ব জাতীয় ক্লাবগুলোকে বন্ধ রাখতে পরামর্শ দিয়েছে এবং বাংলাদেশে অবস্থানরত তাদের নাগরিকদের উদ্দেশে সর্বোচ্চ সতর্কতা জারি করেছে। এটাও উল্লেখ করা প্রাসঙ্গিক, ২০-দলীয় জোটের আন্দোলনের প্রাক্কালে গাড়ি পোড়ানো, পেট্রলবোমা ও বিভিন্ন প্রক্রিয়ায় নৃশংসভাবে মানুষ হত্যা দেশে-বিদেশে এমন নেতিবাচক ধারণা সৃষ্টিতে ভূমিকা রেখেছে। পোশাকশিল্পের সঙ্গে যেসব বিদেশি ক্রেতা দীর্ঘদিন ধরে এ দেশের পোশাকশিল্পকে বাঁচিয়ে রেখেছেন, তারাও আতঙ্কিত ও উৎকণ্ঠিত। বাংলাদেশ পরিভ্রমণে তারা ভীতসন্ত্রস্ত। তাত্তি্বকভাবে যে যে বিশ্লেষণই দিক না কেন, রপ্তানিমুখী শিল্পপতিরা আজ চিত্তের উৎকণ্ঠার মধ্যে অবরুদ্ধ। সর্বোচ্চ গুরুত্ব প্রদানসাপেক্ষে এ পরিস্থিতির অবসান ঘটানো আশু প্রয়োজন। আমি স্থির প্রত্যয়ে বিশ্বাস করি, এ দেশের মানুষ জঙ্গিবাদ ও সন্ত্রাসী কর্মকাণ্ডকে অন্তর থেকে ঘৃণা করে। পৃথিবীর সবচেয়ে সম্প্রীতিকামী জাতি হিসেবে আমরা সব সময়ই নিজেদের দাবি করতে পারি। শতাব্দীর পর শতাব্দী ধরে বাঙালি জাতির সম্প্রীতি ও সামাজিকতার বন্ধন এতটাই নিগূঢ় যে, পাকিস্তান আমলে চেষ্টা করেও এখানে কেউ সাম্প্রদায়িক দাঙ্গা বাধাতে চেয়ে সফল হতে পারেনি; আজও কেউ পারবে না। পৃথিবীর বৃহত্তম গণতান্ত্রিক দেশ হওয়া সত্ত্বেও পাশের দেশ ভারতের বাঙালি অধ্যুষিত পশ্চিমবঙ্গ ছাড়া অন্যান্য প্রদেশে ধর্মে-ধর্মে, বর্ণে-বর্ণে অনেক সাম্প্রদায়িক দাঙ্গা হয়েছে।

সম্প্রতি মেডিকেল কলেজে ভর্তি পরীক্ষার প্রশ্নপত্র ফাঁস হয়েছে। শুধু মেডিকেলের ভর্তি পরীক্ষাই নয়, প্রতিটি পাবলিক পরীক্ষা থেকে শুরু করে প্রতিযোগিতামূলক সব পরীক্ষার প্রশ্নপত্র ফাঁস নিয়মিত ও স্বাভাবিক ব্যাপার হয়ে দাঁড়িয়েছে। এটা শুধু মেধা বিকাশে বাধা নয়, বরং প্রতিভাপ্রদীপ্ত, প্রাণচঞ্চল তারুণ্যের বিকাশের পথে বিরাট অন্তরায়। সংসদ, প্রশাসন, বিচারব্যবস্থা যখন অবক্ষয়ের অতলান্তে নিমজ্জিত তখন এ ঘটনাগুলো মানুষকে বর্ণনাতীত আতঙ্ক এবং অস্থিরতার মধ্যে রেখেছে।

বঙ্গবন্ধু স্বাধীনতার স্থপতি- এ দেশের মানুষের উদ্বেলিত চিত্তের মহামিলন তার শানিত অস্ত্র এবং বাঙালি জাতীয় চেতনায় উজ্জীবিত ছাত্রলীগ তার নিখুঁত কারিগর। বঙ্গবন্ধুর চেতনার আদর্শ, মন ও মননশীলতার শুধু উত্তরাধিকার নয়, স্বাধীনতা অর্জনে দিগন্তবিস্তৃত সাফল্যের দাবিদার ছাত্রলীগ। মুক্তিযোদ্ধা ও তাদের সন্তানরা শুধু আমাদের প্রচণ্ড অহংকার নয়, তাদের অবিস্মরণীয় আত্দত্যাগে, বুকনিঃসৃত রক্তে, সতীত্ব হারানোর নির্মম, নিষ্ঠুর যন্ত্রণার মধ্য দিয়ে পরাধীনতার বক্ষ বিদীর্ণ হয়। সম্মাননা, স্বীকৃতি তাদের ন্যায্য পাওনা। তাদের যে কোনো ধরনের ভাতা, বিনামূল্যে চিকিৎসা, এমনকি তাদের সন্তানদের পুরো শিক্ষাজীবনকে বিনামূল্যে বহন করা রাষ্ট্রের নৈতিক দায়িত্ব বলে আমি মনে করি। কিন্তু যে কোনো ধরনের পরীক্ষার ক্ষেত্রে বিন্দুমাত্র নমনীয়তা বা আপসকামিতা বাঞ্ছনীয় নয়।

ক্ষমতাসীন নেত্রী জাতিসংঘের অধিবেশনে যোগদানের আগে ব্রিটিশ দৈনিক গার্ডিয়ানকে দেওয়া এক সাক্ষাৎকারে যে উক্তিটি (মৌলিক অধিকার নয়, উন্নয়নই আমার লক্ষ্য) করেছেন, এটি সন্দেহাতীতভাবে একটি স্বৈরাচারী মানসিকতার বহিঃপ্রকাশ। এমনিতেই কী সংসদ, কী প্রশাসন, কী বিচারিক ব্যবস্থা- আজ মূল্যবোধের অবক্ষয়ের অতলান্তে। রাষ্ট্রের সব প্রতিষ্ঠানের শৃঙ্খলা শূন্যের কোঠায় এসে দাঁড়িয়েছে। দুর্নীতি একটি স্বাভাবিক কর্মকাণ্ডের রূপ নিয়েছে। দুর্নীতিবাজরা আজ বুক চিতিয়ে রাষ্ট্রের সর্বেসর্বা এবং তারা দর্পভরে সমাজে ছড়ি ঘোরাচ্ছে। মনে হয় তারাই যেন রাষ্ট্রের মূল কর্ণধার। আমি বহু আগে থেকে বার বার একটি কথা বলে চলেছি- বিশেষ ট্রাইব্যুনাল গঠন করে শেয়ারবাজার, হলমার্ক, ডেসটিনি, যুবক, বেসিক ব্যাংকের দুর্নীতির সঙ্গে জড়িতদের জরুরি ভিত্তিতে দৃষ্টান্তমূলক শাস্তি প্রদান করুন। মায়ের গর্ভের শিশুও যখন বুলেটবিদ্ধ হয়, ছেলের সামনে মাকে সম্পূর্ণ উলঙ্গ করে ধর্ষণ করা হলে, এমনকি প্রকাশ্য দিবালোকে ধর্ষণের মর্মান্তিক দৃশ্য অবলোকন করেও যখন মানুষ প্রতিহত করতে এগিয়ে আসে না, তখন মানুষের হৃদয়ের দৈন্যদশা, হতাশার বিবর্ণ চিত্রটি প্রকট হয়ে দেখা দেয়।

আমি প্রত্যয়দৃপ্ত চিত্তে বলতে পারি, জীবনে অনেক অগি্নপরীক্ষায় প্রমাণ করেছি, আমার চিত্ত কেবল নির্লোভই নয়, বঙ্গবন্ধুর আদর্শ ও মননশীলতার প্রশ্নে আমি সব প্রাপ্তি-প্রত্যাশা, ভয়ভীতি, ও নির্যাতন-নিগ্রহের পরোয়া করিনি, করব না। দেশের অভ্যন্তরে এমনকি জাতিসংঘের সাধারণ পরিষদের অধিবেশনে ব্যতিক্রমহীনভাবে শেখ হাসিনা তার পিতা-মাতাসহ স্বজন হারানোর বেদনাপ্লুুত চিত্তে, অশ্রুসিক্ত নয়নে উদ্ধৃতি প্রদান করেন, একমাত্র বঙ্গবন্ধুর রক্তের উত্তরসূরি হিসেবেই তিনি বাংলার মানুষের কাছ থেকে অনেক কিছু পেয়েছেন। কিন্তু বঙ্গবন্ধু তো শুধু তার একার পিতা নন, সমগ্র জাতির পিতা। এটি শুধু তার একার নয়, সমগ্র জাতির শোক।

জাতিসংঘের সাধারণ পরিষদের অধিবেশনে যোগদানের জন্য সরকারিভাবে ২২৭ জনের বিশাল ও ব্যয়বহুল অভিযাত্রায় রাষ্ট্রের যে বিপুল অর্থের অপচয় হলো তা শুধু সাধারণ মানুষকে ব্যথিতই করেনি, বিস্ময়াভিভূতও করেছে।

বেগম খালেদা জিয়া রাজনীতিতে আজ নীরব, নিস্তব্ধ, নিঃস্পৃহ ও বিকলাঙ্গ। নিজ সন্তান-সন্ততির সঙ্গে ঈদ উদ্যাপন করার অধিকার তিনি রাখেন। কিন্তু বিশাল মার্সিডিজে যেভাবে তারেক জিয়া গাড়ি চালিয়ে তাকে নিয়ে গেলেন, তাতে লন্ডনপ্রবাসীরা কতটুকু সংগঠিত হয়েছেন জানি না, কিন্তু বাংলাদেশে তার দলের নেতা থেকে শুরু করে সাধারণ কর্মীদের প্রকাশ্য জিজ্ঞাসা- বেগম খালেদা জিয়া ও তার ছেলে, স্বজনরা ঐশ্বর্য, প্রাচুর্য ও বিলাসিতার উত্তাল তরঙ্গে গা ভাসাবেন আর সাধারণ কর্মীরা রাস্তায় প্রতিরোধ গড়বেন, গুলি খাবেন কোন যুক্তিতে? শুধু দুই জোটের প্রধান নেত্রীই নন, রাজনীতির সঙ্গে সংশ্লিষ্ট সবার বিলাসবহুল ঐশ্বর্য ও প্রাচুর্যের উচ্ছ্বসিত ঊর্মিমালায় গা ভাসিয়ে দেওয়া- এ বল্গাহীন জীবন, মানুষের মনে আজ বদ্ধমূল ধারণার সৃষ্টি করেছে যে, রাজনীতি আজ পুঁজিবিহীন, ঝুঁকিবিমুক্ত, রাতারাতি শত শত কোটি টাকার মালিকানা লাভের একমাত্র নিমিত্ত।

দুই জোটের দুই নেত্রীর উদ্দেশে বলি, উত্তরাধিকারসূত্রে প্রাপ্ত ক্ষমতা অনেক দিন তো ভোগ করলেন, এখন জাতির প্রতি ঔদার্য ও আত্দত্যাগের মহান দৃষ্টান্ত স্থাপন করে এ দুর্ভাগা দেশটির শেষ রক্ষার জন্য পদক্ষেপ গ্রহণ করুন। দুই নেত্রীর স্বতঃপ্রণোদিত ঘোষণা হোক- আমরা ক্ষমতার রাজনীতি থেকে অবসর নেব। মহাত্মা গান্ধী, হোসেন শহীদ সোহরাওয়ার্দী, শেরেবাংলা ও বঙ্গবন্ধুর আদর্শে উদ্ভাসিত হব। মুক্তিযুদ্ধকালীন বাঙালি জাতীয় চেতনার প্রত্যয়দৃপ্ত ঐক্যের বন্ধনে সমগ্র জাতিকে উজ্জীবিত করে সামনের দিকে এগিয়ে যাব। কোনো নেত্রী, জোট বা দল নয়; দেশের মানুষ আপামর জাগ্রত জনতা। তাদের হৃদয়ের স্পন্দনকে উপেক্ষা করে এ থমথমে স্থবির অনিশ্চিত পরিবেশ দীর্ঘায়িত করলে যে ঝড় উঠবে, তার থেকে পরিত্রাণ তারাও পাবেন না।

অন্যদিকে জাতীয় পার্টিকে গৃহপালিত বিরোধী দল বললেও কম বলা হবে। প্রতি মুহূর্তেই জেনারেল এরশাদের ভিন্ন ভিন্ন বক্তব্য দলটিকে শুধু হাস্যস্পদই নয়, ক্রমাগত বিলুপ্তির দিকে টেনে নিচ্ছে।

আজকের উন্মুক্ত বিশ্বের অর্থনৈতিক প্রতিযোগিতায় ক্ষমতাসীনদের বুঝতে হবে, বৈদেশিক অর্থ তো বটেই, এমনকি দেশীয় পুঁজির লগি্নর জন্যও মৌলিক অধিকারসহ রাজনৈতিক স্থিতিশীলতা একান্ত প্রয়োজন। ক্ষমতাসীন জোটের অদূরদর্শিতার কারণে বাংলাদেশের সঙ্গে আমেরিকাসহ পাশ্চাত্যের দেশগুলোর সম্পর্ক ক্রমেই শীতল হচ্ছে। এটা সব অবস্থাতেই অনভিপ্রেত। ভিয়েতনাম আজ আমেরিকার অর্থে একটি উন্নয়নশীল দেশে পরিণত হয়েছে। অথচ তারা সশস্ত্র যুদ্ধে লিপ্ত ছিল দীর্ঘ ১৭ বছর। তার নিষ্পত্তিও হয়েছে যুদ্ধক্ষেত্রে নয়, আলোচনার টেবিলে। কিউবা আজ অর্ধশতাব্দীরও বেশি সময় পর আমেরিকার সঙ্গে কূটনৈতিক সম্পর্ক স্থাপন করেছে। বারাক ওবামা, পুতিন, ক্যামেরন, অ্যাঙ্গেলা মার্কেল- আন্তর্জাতিক অনেক বিষয়েই আজকে প্রায় অভিন্ন সুরে কথা বলছেন। কিন্তু পাশ্চাত্যের সঙ্গে বাংলাদেশের এমন কী অজানা সমস্যা যে, সম্পর্ক ক্রমেই অবনতির দিকে যাচ্ছে!

পাশের দেশ ভারত আমেরিকা তো বটেই, চিরবৈরী পাকিস্তান ও চীনের সঙ্গে সম্পর্ক উন্নয়নে অক্লান্ত প্রচেষ্টা চালিয়ে যাচ্ছে। কিন্তু দুর্ভাগ্য এ দেশের, দুর্ভাগ্য স্বাধীনতার যে, শুধু ক্ষমতা দখলের প্রতিযোগিতায় প্রতিহিংসাপরায়ণতা এমন পর্যায়ে গিয়ে পৌঁছেছে যে, তারা বল্গাহীনভাবে পরস্পরের বিরুদ্ধে কথা বলতে গিয়ে দেশের বিরুদ্ধে অবস্থান নিতেও কুণ্ঠাবোধ করছেন না। শুধু এ উপমহাদেশেই নয়, সারা বিশ্বে এটি একটি অস্বাভাবিক ঘটনা। পৃথিবীর সব গণতান্ত্রিক দেশেই ক্ষমতা দখলের লড়াই আছে, দলমতের ভিন্নতা আছে, নির্দিষ্ট সময় পরে সরকারের পরিবর্তন ঘটে। কিন্তু দেশের পররাষ্ট্রনীতির কোনো ব্যত্যয় ঘটে না এবং আইনের দৃষ্টিতে সব নাগরিক সমান।

রোগশয্যায় থেকে রাজনীতির সব জোট ও দলের প্রতি আমার বিনম্র আহ্বান- ব্যক্তিবন্দনা, অর্চনা, স্তুতি ও স্তাবকতা বন্ধ করে দুর্নীতির বিরুদ্ধে ঐক্যবদ্ধ হোন। চূড়ান্ত অবক্ষয়ের হাত থেকে দেশটাকে বাঁচান। প্রশ্নপত্র ফাঁসের মতো সর্বনাশা ব্যাধি থেকে ভবিষ্যৎ প্রজন্মকে রক্ষা করুন।

আমার এ নিবন্ধের উপসংহার হলো এই- বাংলাদেশ এতই দুর্ভাগা যে, আমরা সহজ কথাটাকে আত্দম্ভরিতার আঙ্গিকে ভিন্ন দৃষ্টিতে দেখি। মৌলিক অধিকারবিবর্জিত উন্নয়ন দুর্নীতি, দুর্বিচারের সীমানা বিস্তৃত করে। আজকে সরকার ও বিরোধী জোটের যাদের জীবনের একমাত্র লক্ষ্য ক্ষমতা; এবং যারা আজকে ঐশ্বর্য, বৈভব, প্রতিপত্তির গড্ডলিকা প্রবাহে গা ভাসিয়ে দিয়েছেন, তাদের উদ্দেশে আমি স্মরণ করাতে চাই বিশ্বজয়ী মহাবীর আলেকজান্ডারের জীবনের অন্তিমলগ্নে দিয়ে যাওয়া শিক্ষাটি (তিনি মহান দার্শনিক অ্যারিস্টটলের ছাত্র ছিলেন)। মাত্র ২০ বছর বয়সে গ্রিসের সিংহাসনে আরোহণ করা আলেকজান্ডার খ্রিস্টপূর্ব ৩২৩ সালে মাত্র ৩৩ বছর বয়সে মৃত্যুবরণ করেন। মৃত্যুশয্যায় শায়িত অবস্থায় তিনি তার সেনাপতিদের ডেকে অন্তিম অভিপ্রায় ব্যক্ত করেছিলেন, আমার কফিন বহনের সময় আমার দুই হাত কফিনের বাইরে ঝুলিয়ে রেখ। সেনাপতিরা তার এ অভিপ্রায়ের কারণ জানতে চাইলে তিনি মৃদু হেসে বলেছিলেন, এর মধ্য দিয়ে আমি পৃথিবীর মানুষকে জানাতে চাই যে আমি খালি হাতে পৃথিবীতে এসেছিলাম, আবার খালি হাতেই পৃথিবী থেকে বিদায় নিচ্ছি।

अब अच्‍छा लग रिया है। थोक के भाव में लेखकों ने सरकार से लिए पुरस्‍कार वापस कर दिए। उदय प्रकाश से शुरू हुआ यह काम मंगलेश डबराल, राजेश जोशी, कृष्‍णा सोबती, अशोक वाजपेयी, सच्चिदानंदन, पंजाब, कश्‍मीर व कन्‍नड़ के लेखकों तक जा पहुंचा है। इससे भी सुखद यह है कि कल मंडी हाउस से निकली रैली में नीलाभजी, पंकज सिंह, सविता सिंह, रंजीत वर्मा, इरफान,अनिल चमडि़या, अनिल दुबे, राजेश वर्मा समेत तमाम लेखक-पत्रकार शामिल रहे। पत्रकार अमन सेठी ने भी साहित्‍य अकादमी का युवा पुरस्‍कार वापस कर दिया है। हिंदी के नौजवान कहां छुपे हैं? उमाशंकर चौधरी, कुमार अनुपम, कुणाल सिंह, खोह से बाहर निकलो। सेटिंग-गेटिंग से उबरो। अकादमी का युवा पुरस्‍कार तत्‍काल लौटाओ।

माहौल तगड़ा बन रिया है। इतने बड़े-बड़े लोगों के विरोध में आने से साहेब का इकबाल दक्खिन लग गया है। जनता की निगाह में इकबाल गया, तो समझो सब गया। अब दो काम बाकी है। पहला, विनोद शुक्‍ल, जगूड़ी, अरुण कमल, अलका सरावगी, काशी बाबा, ज्ञानेंद्रपति, नामवरजी और केदारजी तत्‍काल अपने पुरस्‍कार लौटावें। रमेश चंद्र शाह या गिरिराज किशोर से कहने का कोई मतलब नहीं है... फिर भी यही आग्रह। दूसरा काम यह हो कि अगले कदम के तौर पर ये सारे लेखक एक साथ एक मंच पर आवें और नारा लगावें।

भारतीय भाषाओं और खासकर हिंदी के साहित्‍य के लिए यह ऐतिहासिक मौका है जनता से जुड़ने का। एक बार सब लोग सड़क पर उतरिए। साहस बटोर कर। गरियाइए दम भर साहेब को। हमारे जैसे कार्यकर्ता टाइप लोगों को आप अपने पीछे सदैव खड़ा पाएंगे, इसकी गारंटी कम से कम मैं दे सकता हूं। जिन लोगों को पढ़कर हम लोग बड़े हुए, उन्‍हें अपने जीवन में सड़क पर उतरते देखना हमें एक बार फिर से बैरिकेड तोड़ने वाला साहस दे पाएगा। हमारी भी उम्र बढ़ जाएगी और आपकी भी। बस एक धक्‍का ज़ोर से...।

साहित्य अकादमी के अध्यक्ष का यह कहना कि विचारकों की हत्या,या बढ़ती असहिष्णुता के विरोध में अकादमी पुरस्कार लौटाने वाले साहित्यकार पुरस्कार पाने से हुए यश,प्रतिष्ठा को वापस कैसे करेंगे.अर्थात वे उसे भी लौटाएँ. 

शायद उनके मन में उस तलाकशुदा महिला की याद से उपजा तर्क हो जिसे उसके खाविंद नें मेहर की रकम चुका दी और महिला जायज़ शिकायत कर रही है कि उसकी जवानी भी मेहर के साथ लौटाए.

सभी स्वतंत्र सोचने वालों,मानवाधिकारों के हामी लोगों और हिंसा का विरोध करने वालों की यह अपेक्षा जायज़ है कि अकादमी को इस विषय पर स्टेंड लेना चाहिये और बढ़ती सांप्रदायिकता और विचारकों की हत्याओं का सशक्त विरोध करना चाहिये.

Mumbai Slum-Dwellers hold Awareness Rally

Against Cut-off-date! Against Demolition! Safeguard our homes!

 

सरकार का 2022 तक घर देने का वादा,

फिर क्यों है गरीबों के घर तोड़ने का इरादा?

 

Mumbai, 12 October, 2015: A 300 strong rally rocked Andheri today as slum-residents poured in to demand the safety of their homes from reckless demolition by the government. Recently, homes of the people living in Malvani, Mandala and Mankhurd slums were brutally demolished citing various reasons and vague excuses. Thousands of people including senior citizens and children were rendered homeless overnight. Still unsatisfied, the government is now planning demolition drives in Sidhartha Nagar, Chaar Bangla (Andheri West) where there is massive unrest among the people. 


Sometimes slums are demolished in the name of cut-off dates, sometimes citing forest land or sometimes encroachment but there is no procedure for alternative shelter or rehabilitation for the displaced. On the other hand, grand promises are made by Prime Minister, Narendra Modi in the name of "Housing for all by 2022". If the government is serious about providing housing then why has Maharashtra government declared 1.1.2000 as the cut off date which will decide the legality of the slums and shelters of the poor?

While slums are being razed in order to protect mangroves, the same spaces are being parceled to builders who are building complexes and multi-storeyed in these protected lands causing more environmental damage. 


In a megapolis like Mumbai cost of livelihood is so high that a poor person cannot buy a house or even rent a decent house. Facing the brunt of unemployment in their respective states, many landless labourers and skilled artisans migrate to the city looking for a livelihood and are ready to work even for wages below the minimum rates. After they set up small shacks in lands and make them habitable, they are uprooted and the lands are given off to builders.

Slum-residents across Mumbai have organised themselves against these attrocities and have held massive demonstrations in the city bringing it to a standstill. These are the same people who understake the most menial of jobs and make the city tick round the clock and won't tolerate any infringment upon their rights.


Jamil Akhtar, GBGB Karyakarta and tailor by profession criticized the government mentality that slum-dwellers are a burden on the city. For every Rs. 250/- of a minimum wage that a labourer is paid, the business owners earn a profit of Rs. 2500-3000. The government is paid tax through this money. Domestic workers from bastis take care of the homes and food of people who work in white collar jobs. How can their invaluable contribution to the society be denied, he lamented. Girija Gupte and Mary from Jagruk Kamgar Manch exposed the hypocrisy of politicians who woo slum dwellers for their votes and later ruin their homes and livelihood. Zubaida and Asha also extended solidarity on behalf of Ghar Haq Committee. The triumphant rally will now assemble for a General Body Meeting in Sidharth Nagar. 


Ghar Bachao Ghar Banao Andolan demands,

1.      - Give legal rights to slums where they are based

2.     -  Provide basic necessities like water, toilets, electricity to slums

3.     -  Manage migration by providing employment equitably in villages and towns

4.     -  Withdraw cut-off date clause and provide right to shelter to all

5.     -  Rehabilitate in the same location as before

6.      - Provide PDS services in slums

7.     -  Build Primary Schools and Health Centers

Around 30 persons allegedly attacked three brothers of a Virar Dalit family after the 25-year-old brother protested and confronted them for abusing Dalit leaders Dr Babasaheb Ambedkar, Aahilyabai Holkar and Savitri Phule. One of the victim is a scribe from a reputed news channel. The cops are now on the lookout of the culprits.

 

According to Virar police, Sagar Ingale, 25, a resident of Virar East, was with friends when they started insulting and abusing Dalit leaders for framing laws for the backward class people. When Ingale confronted them and asked to stop insulting the Dalit leaders they attacked him, leading to severe injuries. He was rushed to Sanjivani hospital for treatment. 

 

Meanwhile his brother Prasenjeet Ingale, 30, a journalist with reputed news channel, along with his brother Chetan,22, confronted the assaulters. However, 20-25 persons stripped them half naked and assaulted them with iron rods and bamboos. The duo managed to escape from their clothes and reached the Virar police chowki to file complaint.

 

"They were abusing our Dalit leaders and I did not like it and so I confronted them. They attacked me and later held my brothers and assaulted them", said Sagar Ingale, victim. "They were beating us inhumanly and did not stop until we fled", he added.

 

The Virar police have registered the case under sections 326,143,147,148,149 of the Indian Penal code and under relevant sections of the SC/ST atrocities act. They are yet to make arrest in the case.

 

"We have registered the case and have conducted medical examination on the complainant and his brothers while further investigation would be conducted by the DySP of Vasai region", said Sunil Mane, Police Inspector, Virar police station.

Non-government organisations —Dalit Media Watch, Innovative Institute for Development and Education of All (IIDEA) and Dr Ambedkar NRI Association (DANRIA) — have come forward to help Jyoti Rani, who is being forced to quit studied because Haryana Roadways has refused her student bus pass.

 

The Dalit girl from Ratia (Fatehabad) studies MA (English) in Chaudhary Devi Lal University (CDLU), Sirsa. She spends Rs 120 every day to commute from her home to Sirsa and back. Her differently abled father is unable to bear the cost of travel. She said if bus pass was not issued to her, she would be forced to quit studies.

 

The NGOs offered her Rs 63,000 that she could use for her bus travel for two years. She, however, declined the offer, asking the NGO to help her get the bus pass if they could. "Getting the bus pass is my right," Jyoti said.

Dr Bachchu Lal, a representative of the NGOs and member of the faculty at the Department of Neurology, Johns Hopkins University, Baltimore, US, contacted The Tribune a Punjab-based journalist after The Tribune published the report — "Ratia Dalit girl victim of roadway rules". He expressed desire to help the girl.

 

"I have talked to Miss Jyoti Rani on her mobile phone. When I offered to provide her with money, at first instance she said, no sir, I just need a bus pass. When I told her it was not in our power to force anyone to issue bus pass for you but our organisation can pay for your bus travel for a year, she said I will try to get the pass first," Bachchu Lal later told The Tribune over an email.

 

He said the NGOs he represented still stood by their offer and they would like to fund her studies so that she did not have to quit studies.

 

Meanwhile, CMO Haryana Shadow, a constructive criticism and opposition shadow account of Chief Minister Office (CMO), Haryana, has tweeted "Jumla#2 BJP promised security guards and no ticket in roadways for girl students. The promise remains unfulfilled." (sic)

VARANASI: Ausanpur village in Prime Minister Narendra Modi's constituency and 16 km from Varanasi city has hogged the spotlight of local media for an alleged 'ghar wapsi' (conversion) of over 300 people. The alleged conversion under the banner of 'Dharm Jagran Samnvaya Vibhag', took place on Thursday. Police detained the convener of the alleged 'ghar wapsi' ritual on Saturday evening while the other members of the organizing committee were absconding.


Cops swung into action on Saturday evening after a handwritten note written on the letterhead of Darma Jagran Samanvya Samiti (DJSV), Kashi Prant and an alleged photograph of a 'shuddhikaran' (cleansing) ritual started doing the round in the rural parts of Varanasi. It was claimed in the note that 'under the supervision of Gram Devta Pujan Samiti's convener Chandram Bind 315 members of 38 families, who had gone away from the Sanatan Dharma, were brought back to the religion of their forefathers." 


Although the note didn't mention the religion of the villagers who were converted, it says that the 'their foreign religious books were taken away and they were handed over Gita and Hanuman Chalisa'. When TOI went to the village on Sunday, people said that those who have been mentioned in the note would indeed go to a church that had come up nearby a few years ago. 


Local RSS leaders accepted that Darma Jagran Samanvya Samiti was affiliated to the sangh, but denied any knowledge about the Ausanpur incident. RSS chief Mohan Bhagwat was in Varanasi a few days ago and is now in Varanasi for a three-day meeting of Sangh affiliates. 


Bind, who was mentioned as convener of the conversion show is in custody of local Badagaon police. He is now claiming that he held a religious prayer meet as he had been blessed with a son after four daughters. "I had hosted a religious function at the temple to mark the celebration of the birth of my son. But, someone propagated that it was an event for converting those who had converted to Christianity in the past," Bind told TOI at Badagaon police station on Sundayafternoon. 


Other two people mentioned in the DJSV letterhead, pranth pariyojana pramukh (unit project head) Madhuban Yadav, who is also the pradhan of nearby Chakka village, and project head Shivbachan Gupta are absconding and their mobile phones were switched off. 


When TOI contacted those who were allegedly converted, they claimed that they had never converted in the first place. Ausanpur natives however revealed that after the opening of a church near Aaloo Mill of Harahua about eight years back, many families had started visiting there to take part in weekly prayers and discourses due to which they were considered as converted. "Most of them are dalits. They say that they have changed their faith but not the religion, fearing that by doing so they would lose their SC status and the benefits that come with it," says a villager on the condition on anonymity. 


SP (rural) SP Singh also reiterated there was no conversion. However, quoting Bind and a probe by station officer, Badagaon, he did say that there was 'shudhikaran' (cleansing) ritual at the function organized by him.

Arguing that the BJP had done more to preserve the legacy of Dr B.R. Ambedkar than its political rivals, Prime Minister Narendra Modi on Sunday, ruled out scrapping of reservation system and attacked BJP's political opponents for spreading malicious propaganda that reservations could end if BJP is voted to power.

 

Mr. Modi's remark comes a day before 49 Assembly segments in Bihar will go to polls on Monday in the first of the five-phased State elections, and rivals JD(U) and the RJD Dal have made reservations for backward classes a poll issue. "Jo bhi Ambedkar ne diya usko koi rok nahi sakta (Whatever Ambedkar has given us, and no one can take it away)," Mr. Modi said .

 

He was speaking at a public rally at MMRDA grounds after laying the foundation stones for two new Mumbai metro projects that will decongest western suburbs.

 

The BJP leader, who paid homage to Dr. Ambedkar at Chaityabhoomi, and laid the foundation stone of Dr Ambedkar memorial at Indu Mills in Dadar, devoted a considerable part of the speech to Dr Ambedkar. Describing him as "Mahapurush", Mr. Modi said the social reformer faced a life of hardship and constant struggle, but harboured no bitterness or sought revenge when he wrote the Constitution.

 

"If Babasaheb Ambedkar wasn't there, where would Modi be? Where would ordinary people like us be without Dr Ambedkar?" he said describing BJP's recent initiatives to invoke Dr Ambedkar's legacy as an attempt to pay back with gratitude.

 

Mr. Modi announced that November 26, the day the Constitution came into force, would be celebrated in a big way as the Samvidhan Divas in all schools across the country. "If we call Ambedkar as belonging to Dalits in the absence of a long term vision, it will be a great injustice to him. He belonged to everyone," he said.

 

Mr. Modi said his government had planned to develop and preserve five landmarks in Dr Ambedkar's life, referring to them as "Panchteerth".

 

Apart from Indu Mill memorial, he named Dr Ambedkar's birthplace in Mau, Madhya Pradesh, his Alipur Road residence in New Delhi, his parents'village in coastal Maharashtra, and his London house where he stayed during his stint at the London School of Economics now purchased by the Maharashtra government.

 

Chief Minister Devendra Fadnavis also announced that his government would scrap the criminal cases lodged against Ambedkarite groups who staged several agitations demanding the memorial at Indu Mill.

The state government has decided to withdraw all criminal cases registered against Dalits who had agitated for building the Ambedkar memorial at Indu Mills compound over the last 15 years, Chief Minister Devendra Fadnavis said on Sunday.

 

"All those who took to the streets to see the grand memorial of Ambedkar should be thanked for their contribution, But the earlier government tried to silence their voices by slapping criminal cases against them and holding them in prisons," Fadnavis said.

 

The chief minister said that his government has set aside a budget for social justice and skill development to pursue Ambedkar's path. While thanking Prime MinisterNarendra Modi for helping to facilitate the transfer of land at Indu Mills to the state government for the memorial, Fadnavis said that the previous Congress-NCP government had been

 

"They cited how land for the Ambedkar memorial would require an amendment in the Act which had to be passed in Parliament. They cited environmental hurdles. But the BJP-led government raised the issue with the
Prime Minister who called Union textiles minister Santosh Gangwar and other officials and got it sanctioned. In
three days, I was called to Delhi and an MoU was signed. Today, all environmental clearances have been given." Fadnavis added.

 

The chief minister attacked the Congress and the NCP saying, "They could never treat Dalits beyond vote bank politics. They failed to allocate even 1.25 inch of land for the Ambedkar memorial."

On the eve of the 125th birth anniversary of Ambedkar, the state government has set aside Rs 125 crore for the development of socially oppressed and suppressed sections of society. The memorial will be built at an estimated cost of Rs 475 crore.

State government raises slab from Rs. 1.5 lakh to Rs. 5 lakh

 

Giving a major boost to land development activities and material component works involving Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Tamil Nadu government has enhanced the ceiling of the MGNREGS works on individual land from Rs. 1.5 lakh to Rs. 5 lakh.

 

Acting on the recommendations of several District Collectors, including Ramanathapuram Collector K. Nanthakumar, the government issued a Government Order on September 3 (GO No. 119) fixing the maximum ceiling limit per job holder at Rs. 5 lakh, official sources here said.

 

The labour-material ratio should be maintained at 60: 40 and the selection of private land for taking up developmental works should be made in a transparent manner, the GO said.

 

The MGNREGS guidelines with regard to labour-material ratio, initially insisted that only 100 per cent labour-oriented works should be taken up and material components should be dovetailed with other schemes of Rural Development and other departments.

 

The State amended the guidelines and issued a GO in July 2012 stating that along with labour-oriented works, material component works could also be taken up on the lands of Scheduled Caste, Scheduled Tribe farmers, small and marginal farmers and other beneficiaries.

 

Now, the State government issued a fresh GO amending a guideline in respect of the ceiling limit. The District Rural Development Agency (DRDA) could now take up construction of more material component works, said A. Palani, Project Director, DRDA.

"Now we can take up construction of foodgrain godowns, anganwadis, block panchayat service centres, village panchayat service centres, cattle shelters, and goat and poultry shelters for beneficiaries belonging to the vulnerable category, he told The Hindu .

 

The DRDA could focus on material component works as the labour-material ratio of 60: 40 should be maintained for the district as a whole and not for individual works. It also ensured wages (for assured 100 days in a year) to the individual job car holders without any pilferage, he added.

KOZHIKODE: The SC/ST students' hopes of pursuing education in the various self-financing arts and science colleges have been dealt a major blow by the state government's failure to reimburse the fee stipulated for these courses. 

 

Consequently, the students, majority of whom belong to indigent families,are forced to cough up the entire fee as in the case of the others. And those unable to bear the economic burden have no option other than to opt out. In the case of Calicut University alone,where the number of self-financing arts and science colleges had shot up to 140 from a mere 10 in the last four years, there were few if any takers for SC/ST reserved seats, which had witnessed a corresponding increase.

 

Incidentally, the state government's earlier order granting fee concession to the SC/ST students in the professional colleges in the self-financing stream, along with the government and aided colleges,did not specify the case of the arts and science colleges, which also charge comparatively huge fee for several of the courses offered by them.

 

"The semester fee for the biotechnology course comes to around Rs 18,000 for a student and for the BCom course, it is Rs 11,000. For an entire year, the course fee alone comes to nearly Rs 40,000. This will not be feasible for students hailing from economically backward families. I have talked to the managements of several self-financing arts and science colleges under Calicut University and found that the SC/ST students had not joined those colleges, especially in the last four years owing to the  lack of an existing system for fee reimbursement," said Calicut University Syndicate member P K Supran, who urged  Vice-Chancellor Khader Mangad to probe the matter. The varsity, on its part, is looking into the issue to come up with appropriate remedial measures.

 

Self-financing College Teachers and Staff Association state joint secretary Abdul Azeez K confirmed that seats were indeed lying vacant both in the reserved and unreserved category. He added that the teachers, who receive a comparatively low salary here, view these institutions as a makeshift workplace before going in search of greener pastures.

 

It was also pointed out that the colleges were often forced to compromise on quality and that the students scouted around for institutions with a better brand recall. Principal of Blossom Arts and Science College, Kondotty, T P Ahemmed said that there was a decline in the number of students joining the college. "We will not charge the fee once the government brings in an amendment, extending the fee concession to the arts and science stream SC/ST students also. Their benefits are to be recorded at the respective SC/ST Offices at the district level. Already, the amount for their uplift is lying unutilised in the district offices and this could be effectively utilised if an amendment were to be brought in," he added.

Ambedkar family not satisfied with memorial design

A grand memorial for Dr. B.R Ambedkar at the 12.5 acre site of the now defunct Indu Mill here has been a long-standing demand of Ambedkarites and Dalit groups in Maharashtra.

 

However, prominent Ambedkarities, in particular the Dalit icon's descendants, are not satisfied with the way the memorial has shaped up. While some had concerns over the practical details of the design, others thought the memorial was not befitting the stature of Dr. Ambedkar.

 

"It's a national waste," Prakash Ambedkar, Dr. Ambedkar's grandson and former MP, told The Hindu. Though Mr. Prakash Ambedkar accepted the State government's invitation to be present at the foundation laying ceremony of the memorial, presided over by Prime Minister Narendra Modi, he said he had made it clear to Chief Minister Devendra Fadnavis that his attendance should not be considered as an approval.

 

Mr. Ambedkar said the whole idea behind allotting the land, which was done under the Vajpayee regime, for a memorial was to have a "think tank institution" in place named after Babasaheb. "The idea was to construct an intellectual centre of international standards, where scholars across the globe come for intellectual activity. Babasaheb was an intellectual giant who contributed to many fields and in many ways. A mere garden is a waste," he said.

 

His brother Anandraj Ambedkar said he was "unsatisfied" with the design aspects of the monument. In 2011, Mr. Anandraj Ambedkar led a seize upon the Indu Mills and took over it for 24 days while agitating for the memorial. He threatened to lead another agitation if the Ambedkarities' suggestions to the design were not incorporated by the Fadnavis government.

 

The Ambedkars spoke to Mr. Fadnavis, who assured them that their concerns would be considered.

 

"The memorial is built from public money, so how can they finalize the design, based on one man's idea, without any consultation or suggestions from those interested in Babasaheb? The design is nothing special, there is nothing international about it," Mr. Ananadraj Ambedkar said. He also expressed dissatisfaction at the lack of enclosures at the site, saying it would be a deterrent for people during rainy seasons.

 

The memorial, which will consist of a 150-feet tall statue of Dr Ambedkar and costing over Rs. 425 crore, has been designed by well-known architect Shashi Prabhu.

 

Mr. Anandraj Ambedkar said he had also sometime back suggested a design to the State government, which was not considered. His design consisted of a 360-feet tall statue of Dr. Ambedkar, titled the "Statue of Equality," to represent the Dalit icon's struggle for human emancipation and human rights.

 

To mark the laying of the foundation stone for the memorial, Mr. Modi unveiled a plaque at Indu Mill. Mr. Modi also inspected the replica of the grand memorial, which includes a 140-feet tall stupa, a vipassana (meditation) hall, a library spread over 50,000 sq feet, an auditorium and galleries depicting the various struggles of Dr. Ambedkar's life.

 

Earlier in the day, he visited paid homage to the Dalit icon at Chaityabhoomi, where Dr. Ambedkar's ashes are interred. Each year on December 6, Dr. Ambedkar's death anniversary, the Mahaparnirvan Diwas, thousands of Ambedkarites travel to Mumbai and pay homage at the site.

 

Raja Dhale, one of the original members of Dalit Panthers, said the government lacked vision and had earmarked a "small corner" (of land) "just to keep Dalits happy.""To do justice to Dr. Ambedkar, we need to consider the aim of the design.

Is India Free to Oppress Dalits?

The government insists India must be answerable to none outside its borders on caste-based discrimination and atrocities. With UN sustainable development goals excluding the factor that decides threats and opportunities for most Indians.

 

Why do nation states try to treat social issues that transcend boundaries as their "internal matter"? Can the fight to do away with oppressive social hierarchies such as caste that have restricted free choice for individuals in various ways down the centuries be confined to the boundaries of the nation state — especially when the nation state itself is the creation of a much later time?

 

When the United Nations General Assembly adopted the 2030 Agenda for Sustainable Development in September, it inadvertently raised these issues once again. According to UN Secretary General Ban Ki-Moon, it is "an agenda for people to end poverty in all its forms — an agenda for the planet, our common home". Ostensibly aimed at reducing inequality in all its forms, it's no surprise that rights movements in India are agitated over the exclusion of caste — the religion-sanctioned ideology and practice of discrimination based on birth that has been central to social organisation in India from ancient times, centuries before the formation of the Republic of India in 1947.

 

Most Dalit activists are appalled by the absurdity of any agenda to reduce inequality in India (and, as some point out, even in other countries with a substantial Indian-origin population) without addressing caste. After all, caste based atrocities continue to be reported with alarming regularity from all over the country. Yet, activists across South Asia allege that it was on India's insistence that the mention of caste was omitted in the UN document.

 

The Agenda for Sustainable Development comprises 17 goals and 169 targets for alleviating poverty, reducing inequality and tackling climate change over the next 15 years. It is part of the plans for achieving the Millennium Development Goals (MDGS) adopted in 2000. A new phrase that has been brought into the discourse with the 2030 document is "indignity of poverty". The General Assembly hailed the document as the blueprint for a better future that would "leave no one behind". After it was adopted, Ban Ki-Moon said, "The 2030 document compels us to look beyond national boundaries and short-term interests and act in solidarity for the long term."

 

The agenda document explains the measures to be undertaken and the problems to be overcome as the international community moves towards a world where there is 'No Poverty', 'Zero Hunger' and 'Reduced Inequalities'. Clearly, in setting the goals that are to be achieved by 2030, the UN has underlined the need to make growth inclusive.

 

Goal No. 10 specifically addresses the issue of inequality. It seeks to "empower and promote the social, economic and political inclusion of all irrespective of age, disability, race, ethnicity, origin, religion or economic or other status" by "ensuring equal opportunity and reduce inequalities of outcome, including the thorough elimination of discriminating laws, policies and practices".

 

Dalit activists in various South Asian countries allege that it would be impossible to achieve the sustainable development goals in the entire region without addressing caste as a social system that perpetuates inequality and deprivation. In fact, soon after the draft of the document was made public, the Asian Dalit Rights Forum (ADRF) headquartered in Kathmandu had suggested to the UN that caste-based discrimination should be included in the final agenda but the suggestion was ignored.

 

"'Leave no one behind' encapsulates a holistic development framework," reads a statement issued by the ADRF "However, this framework needs to take into account the situation of Dalits as those vulnerable and are affected by intergenerational poverty due to inherent systems of hierarchy and exclusion that prevent, discriminate and prohibit access to development and rule of law. Dalits have been victims of discrimination and hate crimes for centuries and have been considered as impure and polluting. Significance of caste in social exclusion is indeed recognized by Post 2015 development agenda (working committee) but seems to have failed to make into the Sustainable Development Goals or its Targets (sic)."

 

Activists from South Asia gathered in New York in the last week of September when the UN was in session, to press their demand to include caste as a factor to be addressed in the document. "India appears to block all efforts to allow caste to be recognised as a major cause for exclusion," Meen Bishwakarma, an activist who is also an mp in Nepal, told the media. The activist-mp argued that caste discrimination could not be seen only as an internal problem of India, adding that Dalits living in other South Asian countries, too, are historically deprived.

According to a study done by the International Dalit Solidarity Network for the European Commission in 2009, 260 million people are affected by caste discrimination, making it one of the most serious human rights issues in the world today. According to the study, the geographic spread of caste discrimination in practice in various forms is not limited to India, but covers not just the entire South Asian region but also other parts of Asia. Moreover, similar systems of discrimination affect certain sections of the people in some African countries and the Middle East.

 

Despite caste being one of the key factors behind discrimination against individuals on the basis of birth, just like race in the US, India has consistently objected to treating caste as a question of universal human rights at par with race. This approach had snowballed into a major controversy in 2001 during the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa.

 

At the time of the Durban conference, the then BJP-led NDA-I under Atal Bihari Vajpayee had taken the official position that treating caste on the same lines as race would dilute the fight against racial discrimination. Activists and scholars studying caste and race, however, argue that both are institutionalised forms of hierarchy based on birth, with privileges and handicaps transmitted down the generations. No wonder India's opposition to treating caste as a hereditary system of discrimination just like race did not go unquestioned.

 

Now, the adoption of Sustainable Development Goals has rekindled that old debate. "India has been in denial about caste for too long already in international forums," Dalit writer and activist Anand Teltumbde tells Tehelka. "To treat caste as India's internal matter is nonsense, since it affects Indians wherever they are, even outside the country's borders. A world body such as the UN should have taken into account the social realities of the societies where the caste system prevails, to make its sustainable development agenda a comprehensive one."

The argument, however, is not easy to clinch as there are among scholars studying caste in India also those who refuse to see it as reflecting a similar social reality as race. During the Durban conference when the issue was being widely debated, New Delhi-based sociologist André Béteille wrote, "Identifying the races in the population of India will be an exercise in futility. It is true that many forms of invidious discrimination do prevail in the contemporary world. But to assimilate or even relate them all to racial discrimination will be an act of political and moral irresponsibility."

 

So, even while sociologists debate over the similarities and differences between caste and race as hereditary systems of discrimination, there is no doubt that caste does play a big role in perpetuating inequality in India. So why is India adamant about not allowing caste to be treated by the world as just another issue of universal human rights, such as race in the case of the US?

 

This refusal not just indicates the unwillingness of the government to be held accountable for its failure to eradicate the caste system, but could also undermine its efforts to meet the other commitments it has made at the international level on human rights issues.

Nearly 20 writers of different languages across the country have returned the award now, protesting that the Akademi has failed to perform its duty as the custodian of creative literature in the country.

Nearly 20 writers of different languages across the country have returned the award now, protesting that the Akademi has failed to perform its duty as the custodian of creative literature in the country.

Established by the first Prime Minister Jawaharlal Nehru who was also its first chairperson, the Sahitya Akademi is the premier institution of letters in the country. Every year it announces Sahitya Akademi awards for writers in 24 languages.

Over the years, the Akademi has included several Indian languages in the award category. Inducted in 2005, Bodo and Santhali languages are the most recent languages. Awards in English began in 1960, the first recipient being R K Narayan for his novel The Guide.

The award that was Rs 5,000 in 1956 is now Rs 1 lakh. The Akademi also gives away other awards like Bhasha Samman and Yuva Sahityakar. The Sahitya Akademi award is considered the most prestigious and coveted in the country.

Though the Akademi is under the Ministry of Culture, it performs as an autonomous body and a committee of writers selects the awardees every year.

Besides the award amount, the Akademi gets the work chosen for the award translated into several Indian languages, thus increasing its readership.

The Akademi organises programmes for winners in several parts of the country. However, if the Akademi award enhances the prestige of a writer, it also cements the credibility and worth of the institution to have a quality writer in its wings. The fact that a genuine work is being honoured establishes that it had its readers before the award. In that sense, an award makes the institution proud too.

Returning the Akademi award is therefore a major statement, considering that there has hardly been an instance when a writer returned the award in the Akademi's 60 years history. It challenges the Akademi's authority, questions its existence.

Nearly 20 writers of different languages across the country have returned the award now, protesting that the Akademi has failed to perform its duty as the custodian of creative literature in the country.

The writers want the Akademi to speak up against the present establishment, a task the Akademi's chairperson has been unable to do so far. His stand, writers believe, undermines the Akademi's autonomy and suggests that it is operating under pressure of the central government. While more writers seem to be preparing themselves to return the awards, the annual award announcement is just about a month away. If the situation continues, the awards this year might be jeopardised.

वीडियो जारी करने के बाद हमें खबर अभिषेकवा के हवाले सेपढ़कर राहत मिली कि कमसकम मंगलेशदा,राजेश जोशी,सोबती जी और मृदुला जी ने हिंदी का सम्मान बनाये रखा भले ही विश्वनाथ बाबू के मुताबिक वे न लेखकीय गरिमा और अकादमी की स्वायत्तता की रक्षा कर पाये हों जो केसरिया साम्राज्य केमुक्त बाजार के हितों से जुड़ी हैं,ऐसा हमारा मानना है।

अकादमी का हाल यह है कि सेक्स कथा लिखने वाले लेखक या सामाजिक यथार्थ की जगह आध्यात्म पेलने वाले,मिथक गढ़ने वाले या भूत प्रेत का कारोबार करने वाले या हिंदुत्व का महिमामंडन करने वाले लोग पुरस्कृत हो जाते हैं तो सामाजिक यथार्थ को रचना विषय बनाने वाले तमाम लोग कभी पुरस्कार के दावेदार नहीं माने जाते और विश्वनाथ बाबू और नामवर बाबू जैसे मछाधीस आलोचक प्रायोजित प्रवचन और आलोचना से उनका कायाकल्प करते हैं।

बहरहाल उस अकादमी के खिलाफ पुरस्कृत रचनाकारों के इस विद्रोह को हम सत्ता के खिलाफ अभूतपूर्व मानते हैं और रचनाकर्म में चाहे ये लोग जैसे भी हों,सामाजिक यथार्थ और फासीवादी सत्ता से टकराने के उनके इस जिगरे को हम सलाम करते हैं।हम इंतजार कर रहे हैं उनका भी जो भीड़ बढ़ते जाने के मुताबिक कारवां में अंततः अपनी साख बचाने के लिए कभी न कभी शामिल होेंगे।

गौरतलब है कि दिवंगत कवि नवारुण भट्टाचार्य ने नंदीग्राम नरसंहार के खिलाफ बंगाल सरकार के सारे पुरस्कार लौटा दिये थे और इस वक्त प्रगतिशील बंगाल के सारे साहित्यकार संस्कृतिकर्मी राज्य सरकार के सम्मान,पुरस्कार और ओहदे से सम्मानित हैं।वे कभी कोई पुरस्कार नहीं छोड़ते लेकिन अपनी जनप्रतिबद्धता मीडिया में दर्ज कराने का कोई मौका नहीं छोड़ते।

शंख घोष और आदरणीय महाश्वेता देवी ने अभीतक न प्रतिक्रिया दी है और न किसी से कोई बात की है।तो नंग राजा की कथा बताने वाले कवि नीरेंद्र नाथ चक्रवर्ती अभी यह तय नहीं कर पाये हैं कि राजा नंगा हैं,तो बताना चाहिए कि नहीं बताना चाहिए।वे हैमलेट के टू बी अर नाट टू बी के मोड में हैं।जबकि नक्सल आंदोलन पर तीन उपन्यास लिखकर बांग्ला साहित्य में अमरता और अकादमी पुरस्कार जीतने वाले समरेश मजुमदार फासिज्म के खिलाफ मुखर तो हैं लेकिन वे हर्गिज पुरस्कान न लौटाने।हमने प्रवचन में पूरा किस्सा बांचा हैं,मौका लगे तो देख भी ले और सुन भी लें।

इस प्रवचन में रवींद्र को उनके पूर्वजों के गोमांस की गंध सूंघ लेने की वजह से अस्पृश्यबानाये जाने के बाद कुनबे के एक हिस्से के मुसलमान बन जाने.दूसरे हिस्से के दलित बन जाने और तीसरे हिस्से के बंगाल में आकर ब्रह्म समाजऔर नवजागरण में शामिल हो जाने के बावजूद नोबेलिया बनने से पहले अस्पृश्य बने रहने,उनकी चंडालिका,नैवद्यऔर रूस की चिट्ठी में अस्पृश्यता के खिलाफ मुखर रचनाधर्म और मेहनतकशों के हक में बुलंद आवाज का भी ब्योरा दिया है।देख जरुर लें।कई मिथक टूटेंगे और भ्रांतिया टैगोर के कृतित्व के बारे में टूटेंगी।

इसीतरह हम लोग जिन काशीनाथ सिंह के दीवाने रहे हैं छात्रजीवन में और उनके अपने मोर्चे पर लगातार लोमबंद होते रहने की कोशिश करते हैं,बनारस में केसरिया उपनिवेश के मध्य वे भी चुप्पी साधे हुए हैं।बनारस के कवि ज्ञानेंद्रपति और हर पौधे को बंदूक की ऊंचाई देने वाले धन्वा जी भी सन्नाटा बुन रहे हैं।अरुण कमल कहां हैं पता उसी तरह नहीं चला रहा है जैसे विनोद शुक्ल या नामवर सिंह की आवाज कहीं दर्ज नहीं हो रही है।

 मीडिया के मुताबिक देश के नौ मशहूर लेखकों ने रविवार को साहित्य अकादमी पुरस्कार लौटा दिए। इन लेखकों का विरोध दादरी हिंसा और कन्नड़ लेखक एम.एम. कलबुर्गी की हत्या को लेकर है। कुल मिलाकर अब तक 15 लेखक साहित्य अकादमी पुरस्कार लौटा चुके हैं। पुरस्कार लौटाने वालों की लिस्ट में पहला नाम लेखक उदय प्रकाश का था। कन्नड़ लेखक अरविंद मालागट्टी ने साहित्य अकादमी की जनरल काउन्सिल से इस्तीफा दे दिया है।

रविवार को किन लेखकों ने लौटाए पुरस्कार
रविवार को कन्नड़ लेखक अरविंद मालागट्टी ने साहित्य अकादमी की जनरल काउन्सिल से इस्तीफा दे दिया। इसके अलावा, कुछ और लेखकों ने पुरस्कार लौटा दिए। इनके नाम हैं-
* मंगलेश डबराल (हिंदी कवि)
* राजेश जोशी (हिंदी कवि)
* गणेश देवी
* एन. शिवदास (कोंकणी लेखक)
* वीरभद्रप्पा (कन्नड़ लेखक)
* गुरबचन सिंह भुल्लर
* अजमेर सिंह औलख
* आत्मजीत सिंह
* वरयाम सिंह संधू
क्या कहा जोशी और डबराल ने
पुरस्कार लौटाने वाले जोशी और डबराल ने कहा, "हम साफ तौर पर लोकतंत्र, सेक्युलरिज्म और आजादी पर खतरा मंडराता देख रहे हैं। हालांकि, पहले भी अभिव्यक्ति की स्वतंत्रता पर खतरे रहे हैं, पर इस सरकार के आने के बाद यह खतरा तेजी से बढ़ता दिखाई पड़ रहा है।"
देवी भी नाराज
गणेश देवी ने कहा, "मैं अपने उन साथियों के साथ एकजुटता दिखाना चाहता हूं, जिन्होंने अलग विचार रखने की वजह से पुरस्कार लौटाए हैं।"कलबुर्गी की हत्या पर अकादमी की चुप्पी से देवी खासे नाराज हैं। उन्होंने कहा, "कलबुर्गी की हत्या के एक हफ्ते बाद ही साहित्य अकादमी के एक सेमिनार में शामिल हुआ। मुझे इस बात पर हैरानी है कि सेमिनार की शुरुआत में कलबुर्गी की नृशंस हत्या पर एक शब्द भी नहीं कहा गया।"देवी ने राष्ट्रपति के हालिया भाषण का भी जिक्र किया।
पीएम की चुप्पी पर औलख के सवाल
आत्मजीत सिंह ने भी देश के हालात को दुखी करने वाला बताया है। एक और लेखक अजमेर सिंह औलख ने कहा, "अलग सोच और विचार रखने की हमारी आजादी खतरे में है। प्रधानमंत्री और अकादमी के चेयरपर्सन अब तक चुप हैं।"वहीं, भुल्लर का कहना है कि साहित्य और संस्कृति पर सोचे-समझे तरीके से हमले हो रहे हैं। उन्होंने यह भी कहा कि पिछले वर्षों में किसी भी सरकार ने इन मामलों पर ध्यान नहीं दिया। भुल्लर ने भी हालिया घटनाओं को सोची-समझी साजिश करार दिया है।

कोंकणी लेखक शिवदास ने कहा कि वह सनातन संस्था के खिलाफ कोई कार्रवाई नहीं किए जाने की वजह से दुखी हैं और पुरस्कार लौटा रहे हैं। वीरभद्रप्पा ने दादरी की घटना और कलबुर्गी की हत्या को पुरस्कार लौटाने का कारण बताया।

In times when ink is smeared on a face during a book launch, writers are killed and a poor man is lynched for the food he has eaten, celebrated Ludhiana-based Punjabi poet Surjit Patar (70) kept the promise of protest that underlines his verses by returning on Monday the Sahitya Akademi award, which he received in 1993 for his poetry anthology 'Hanere Vich Sulagdi Kavita.'

Poets Jaswinder and Darshan Buttar, and prose writer Baldev Singh Sadaknama have also returned their Sahitya Akademi awards, taking the total number of such writers from Punjab to eight. Earlier, fiction writers Waryam Sandhu and Gurbachan Bhullar as well as playwrights Ajmer Aulakh and Atamjit had taken the lead by returning their awards on Sunday in protest against the 'growing intolerance'.

Patar, also a recipient of the Sarasvati Samman (2009) and Padma Shri (2012), says: "I am returning the award with a heavy heart because it is precious to me, but I am doing so in protest against the killing of writers and thinkers and the guilty escaping with the blessings of corrupt politicians. I am also pained by the silence of the Sahitya Akademi in condemning these acts. I hope the prestigious Sahitya Akademi will play a more meaningful, influential and pro-people role."

"Returning an award is also a form of protest. If need be, we will cross all barriers to save the country from religious fundamentalism," says Jaswinder, who won the award for his ghazal anthology, 'Agarbatti' (Incense stick), in 2014.

Sadaknama's Punjabi novel 'Dhaawaan Dilli De Kingrey' won him the Sahitya Akademi Award in 2011, while Nabha-based Buttar, known as the 'big poet of short poems', had won the national award in 2012 for his anthology of poems, 'Maha Kambani' (The ultimate trembling). The writers also appealed to other litterateurs to join the protest against the 'attack on freedom of expression'.

In solidarity, Chaman Lal, former professor at Jawaharlal Nehru University (JNU), announced in Jalandhar on Monday his decision to return the Hindi translation award of Punjabi poet Paash's collection 'Samay O Bhai Samay', given by the Sahitya Akademi in 2002. He also condemned the murder of Sahitya Akademi award-winner Kannada writer Prof MM Kalburgi.

"I also condemn the insults heaped on Nayantara Sahgal by the Sahitya Akademi president," he added.

Punjabi writer Hardev Chauhan, who writes for children, has returned the award he was given for children's literature by the National Council of Educational Research and Training (NCERT). Chauhan said he was pained by the current communal atmosphere in the country.

Meanwhile, Malayali poet and scholar K Satchidanandan, who is a National Fellow at the Indian Institute of Advanced Studies, Shimla, told HT, "This government is progressing the way Nazis did during Hitler's regime." He said in a democratic country like India, everyone had the right to freedom of speech, as enshrined in the Constitution.

"I am a Hindu and I am proud of it, but my Hinduism doesn't stop me from respecting others religion," he added. Earlier, Satchidanandan, who had a long association with the Sahitya Akademi, had severed all ties with the akademi for not speaking out against the killings of writers.

Senior Sahitya Akademi award-winning writers such as Gurdial Singh, who also won the Jnanpith Award, and Gulzar Singh Sandhu said the writers were adopting a valid method to bring attention to the issue.
