UN SDGs Need U-Turn On Governance For Health

The 2030 Agenda for Sustainable Development, to be adopted this week at UN Headquarters, could fall short of its health targets unless the governments embark on "U-turn" changes to rectify the dysfunctions in global governance that undermine health-

In today's world landscape, which is torn by dis-alignment, litigations and frictions among the involved parties, the root causes of health inequities are to be found in weaknesses in political domains at the supranational level. As reported, these include: democratic deficit, weak accountability, institutional stickiness, missing institutions and restricted policy space for health.

This context entails that unbiased solutions for global health only hinge on political will to improve equity, coherence, coordination, collaboration, transparency and accountability both at domestic and international level.

Unfortunately, the current governments' directions and trade agreements, largely by the European Union (EU) and the United States (US), run contrary to these principles while turning intellectual property (IP) agendas into policies which protect monopolistic interests at the expense of equitable access to care and lifesaving treatments in resource-limited settings.

In this connection, since the incentives of the current patent system are driven by profits, where short-term maximization of returns to shareholders is prioritized, the lower-income countries lacking profitable pharmaceutical markets are all the more discriminated.

Overall, this represents the failure of the current policies for global health as featured, just for example, by the mismanaged containment of current Ebola epidemic.

Meanwhile a 2030 Agenda for Sustainable Development is to be adopted this week at UN Headquarters. The Agenda consists of 17 Sustainable Development Goals (SDGs) and 169 targets that aim … to be a charter for people and the planet in the twenty-first century. They will stimulate action over the next 15 years in areas of critical importance towards building a more equitable and sustainable world for all.

As highlighted, …..In that scheme, the health goal ranks high as an overarching aim amidst the other 16 SDGs. It includes nine targets: three relating to MDGs, three to non-communicable diseases and injuries, and three cross-cutting or focusing on systems encompassingUHC, universal access to sexual and reproductive health care services, and also to reduced hazards from air, water and soil pollution.

Furthermore, the health goal strictly entwines with a number of the other 16 proposed goals. For example, health is a contributor to (and a beneficiary from) poverty reduction, hunger relief and improved nutrition, safer cities, lower inequality, sustainable consumption, affordable and clean energy, toxic chemicals management, clean water and sanitation, and to the efforts to combat climate change and safeguard aquatic and terrestrial ecosystems as well.

Relevantly, what expectations on the world landscape mentioned above? Hopes that comprehensive, non-discriminatory health goals could easily be reached are hardly credible with the load of unresolved issues still on the table. As argued "…Achieving health equity is not just a matter of coming up with technical solutions and providing the means to finance them. We have to consider the political landscape and rectify the dysfunctions in global governance that undermine health…

Admittedly, governments in the most affluent countries look like they wouldn't be ready to embark on these gaps as an opportunity to advance public health over political and commercial interests.

Call for Common Governance Agenda

As such, prospects for global health goals only depend on non-stop, multi-sector engagement worldwide to pressure governments into making "U-turn" changes by common measures on a shared agenda that include:

Rejecting pressures towards adopting heightened IPRs and strengthened enforcement mechanisms as the keys to foreign investments and innovation. Reportedly, …inclusive evidence typically shows that most low- and middle-income countries do not benefit economically from IP maximization since they are net importers of IP goods and since the path to technological development is ordinarily through copying and incremental innovation-development tools that are severely undermined by IP monopoly rights and their related restrictive licensing agreements…

Rejecting World Bank income classification to measure a country's capacity to afford high-priced medicines. As argued, ...the World Bank classification dates back to the 1980s and only measures a country's per-capita average of total income. However, the map of poverty has changed since the 1980s. Today, the majority of the world's poor no longer live in poor countries, but rather in places where there is greater wealth along with higher inequality.

Relevantly, MSF recently contended that ….the US Medicaid-defined poverty line ($21.50/person per day) would be a far more reliable tool to estimate how many millions will live below it once countries cross the high-income threshold. As regards TPP countries, MSF also highlighted that …In eight of the 12 TPP countries for which there is data, more than a quarter of a billion people will live below the US Medicaid line when their country is classified as high income. By the time Malaysia and Mexico reach high income designation, more than 80 percent of their populations will still fall below this poverty line. Among current high-income TPP countries, the percentage of the population under this poverty line ranges widely, going as high as 69 percent in Chile.

Rejecting privatization policies, including by publicly funded insurance packages using networks of private providers. As reported, ….while reinforcing the notion thathealthcare is a commodity and not a basic human right, this approach, proposed by the World Bank and their allies, has several problems and side effects: fragmentation of care, higher cost, precedence of procedures over preventive medicine and further dismantling of the public healthcare system. At the same time, insurance packages divert attention and funds from a more comprehensive approach directed at modifying the root causes of disease, through socioeconomic interventions aimed at increasing equity.

Inherently, as per a report from the Philippines, …the current privatization policies of the Philippine government do not provide an answer to the enormous health needs. Despite the name of the Philippine "Universal Health Care" program that claims to "bring equity and access to critical health services to poor Philippinos", commercialization of health services will do exactly the opposite. Unfortunately, the European Commission is supportive of these policies and formerly approved a contribution of euros 33 million in support of the Health Sector Reform Agenda of the Philippinegovernment….

Rejecting closed doors negotiations since they blur transparency.

Banning the non-violation nullification of benefits (NV) clause under TRIPS.

Banning TRIPS-plus clauses, including investor state dispute settlement (ISDS) provisions, that could negatively affect health and worsen inequalities in access to care and treatments.

Withdrawing pressures on LMICs to jeopardize the use of TRIPS safeguards and flexibilities relevant to the price of medicines.

Pushing for open knowledge and new approaches to pharmaceutical innovation that do not rely on the patent system and de-link the costs of R&D from the price of medicines.

Promoting technology transfer with least-developed countries without exporting excessive IP standards through assistance programs.

Backing generic competition as the most effective way to lower medicine prices in a sustainable way.

Backing governments that make use of TRIPS safeguards and flexibilities to protect and promote public health.

Linking together patent offices and legislators worldwide to develop evidence-based reforms of the patent regime of medicines. As contended, …[I]f countries set higher standards for incremental innovation patenting, and permit citizen or third-party review of patents before and after examination, then we will likely see increased generic competition in the …..market, new combination therapies, and lower … prices. In the longer term, higher inventiveness standards will help clear the patent thicket to allow new products to develop, and push industry towards genuine innovations….

Calling on companies to join the Medicines Patent Pool.

Actively supporting partnership agendas (as per DNDI and GAVI examples among others) that are devoted to the development of new medicines and vaccines for neglected diseases that disproportionately affect poor population settings.

Ensuring that the Global Fund to Fight AIDS, Tuberculosis and Malaria continues to use generic medicines and support UNITAID work to make quality medicines and diagnostics available and affordable.

Ensuring that revenues from a Financial Transaction Tax (FTT), whose approval is in slow progress in Europe, will be substantially committed to development and for the fight against health scourges, diseases of the poor and pandemics. FTT revenues would be a resource for the EU to channel towards the WHO and Global Fund needs. An FTT would be instrumental to the spirit and resolutions of latest WHO Assemblies. Hence, it should be up to the EU to push that non-discriminatory access to health and lifesaving medicines becomes a substantial objective for FTT revenues.

Ensuring that leading institutions and organizations enhance working with health ministries to strengthen national systems, invest in infrastructures, improve transparency and accountability, and boost needs-driven rather than market-driven rules. This would mean giving up "closed doors"negotiations and adopting multi-sector participatory models for decisions affecting national health, growth, employment and budgets.

Ensuring that international agreements include clauses whereby donors must strengthen WHO-aligned quality clauses in tender transactions with non-governmental organizations, while purchasers must insist that manufacturers and distributors supply medicines that meet WHO requirements, and governments must authorize export only of products meeting WHO quality, efficacy and safety standards.

Ensuring that research and innovation for health is linked to improving economic prosperity and is critical to eradicating poverty, since poor health and disability contribute substantially to poverty.

Ensuring that indicators for R&D for health tools that primarily affect LMICs address a comprehensive set of outcomes including financing, infrastructure and human resources needs, enabling policies, necessary partnerships, capacity strengthening, and access requirements.

Ensuring that any research and innovation indicators measuring progress against the goals and targets outlined in the post-2015 agendaalso increase accountability of researchers, governments, and funders, and inform research processes. Ultimately, the success or failure of the post-2015 agenda relies just as much on how the goals and targets are implemented as it does on how progress will be measured. In support of the inclusion of research and innovation for health in the post-2015 agenda, over 150 organizations and individuals last year signed a petitionto Secretary General Ban Ki-Moon and Member States urging the UN to keep the research, development, and delivery of new and improved health tools for diseases and conditions impacting LMICs at the heart of the post-2015 development agenda.

Seeking synergies among global level institutions to address global health challenges, support stronger leadership by the WHO to improve global health, enhance dialogue and joint action with key players, including UN agencies involved in global health, international financing institutions, regional organizations, regional health networks, and countries, in order to coordinate actions, advance in the achievement of commitments, and avoid overlapping and fragmentation.

Seeking synergies for equitable health access with fast growing, including BRICS and N-11, middle-income country economies.

Pushing for more complementaryrelations among World Bank, IMF, ADB, AFDB, AIIB and the BRICS Development Bank as regards the development and health needs of marginalized population settings in LMICs.

Pushing for full exemption of out-of-pocket expenses for the poor; poor-friendly pathways towards universal health coverage; heavy taxation on tobacco and other harmful substances; and reduction or elimination of agricultural export subsidies and energy subsidies on air-polluting fuels.

Opposing land grabbing, deforestation and state-managed food reserve dismantling policies.

Reversing "brain drain", health worker shortage by a transformation of the present training approach, as to adapt curricula to local needs, promote strategies to retain expert faculty staff, expose trainees to community needs during training, promote multi-sector approach to education reforms, and strengthen links between the educational and health care delivery system. Western academic institutions' role is to facilitate the process.

Asking for the European Medicines Agency (EMA) to be financed only throughEU budget as per application fees channeled to the European Commission. This would improve transparency and accountability.

Asking for anti-counterfeit laws and law enforcement policies not to substitute for effective national regulatory frameworks.

Asking for organizations with potential conflicts of interests and IP perspectives to issue statements eschewing the use of IP law to counter generic medicines.

Asking for investment in technologies to detect "bad medicines"to be followed upwith provisions to increase public awareness and incident reporting, along with regulations on medicine quality that include definitions as per shared WHO terms.

Why India Must Take Seriously the Right to Dissent

The following are edited excerpts from the First Ram Manohar Lohia Memorial lecture delivered by Vice President Hamid Ansari at Gwalior on September 23, 2015.

No single adjective, or set of adjectives, can adequately describe Ram Manohar Lohia. For over two decades he was the 'stormy petrel' of Indian politics. He was erudite and had a passionate interest in all matters relating to human freedom, justice and dignity. He earned recognition of his knowledge of law from none other than the British magistrate trying him for preaching against the war effort in 1939. Earlier, in November 1936, he joined Jawaharlal Nehru when the latter founded the Indian Civil Liberties Union (ICLU) with Rabindranath Tagore as its president. The concept of civil liberties, Lohia said on that occasion, "defines state authority within clear limits. The task of the State is to protect these liberties. But States usually do not like the task and act contrarily. Armed with the concept of civil liberties, the people develop an agitation to force the State to keep within clear and well defined limits".

Dr. Lohia was an idealist and had his icons in the early period; Mahatma Gandhi represented his "dream", Nehru his 'desire" and Subhash Bose his "deed". This idealism led him to request Gandhi ji to propose to world leaders a four point program: (1) cancellation of all past investments by one country in another (2) unobstructed passage and the right of settlement to everybody all over the world (3) political freedom of all peoples and nations of the world and constituent assemblies and (4) some kind of world citizenship.

Gandhi ji was indulgent but did not act on the suggestion.

Lohia was a socialist and an avowed anti-communist. He was amongst the few who struggled with the difficulty of transferring the ideology of socialism from Europe to non-European cultural locations. He differed with the Congress leadership on a whole range of issues. These included the acceptance of the decision on Partition in 1947 and he wrote a detailed monograph entitled The Guilty Men of India's Partition. He had pronounced views on the caste system and the damage it has done to Indian psyche. These were candidly, albeit brutally, expressed in another monograph, The Caste System…

Lohia's life of protest

Despite the adulation of earlier years, Lohia's criticism of Nehru and his policies after the early 1940s was trenchant. His articulation of the principles of the Congress Socialist Party transmuted itself in the 1950s into the Praja Socialist Party which, as he put it, "is as distant from the Congress party as it is from the communist and the communalist parties." He had a nuanced view of the parliamentary form of government and advocated alongside the option of direct mass action. He told his party colleagues in 1955 that instead of an insurrectionary path they ought to choose a balanced mix of constitutional action and civil resistance where necessary.

Lohia's advocacy of issues relating to farmers took a practical shape in 1954 when the UP government increased irrigation rates for water supplied from canals to cultivators. In his speeches in the area, he incited cultivators not to pay "the enhanced irrigation rates". He was severely critical of the state government. He was arrested and charged under Section 3 of the UP Special Powers Act, 14 of 1932. In a habeas corpus petition in the High Court, he contended that the Act, and particularly Section 3 of it, stood repealed under Article 13 of the Constitution on account of its being inconsistent with the provisions of Article 19. The Court, in its judgment, addressed two questions: firstly, that Section 3 of the Act, making it penal for a person by spoken words to instigate a class of persons not to pay dues recoverable as arrears of land revenue, was inconsistent with Article 19 (1) (a) of the Constitution and secondly, that the restrictions imposed by this section were not in the interests of public order. The court ordered that he be released, and costs paid.

Throughout the fifties and early part of 1960s, Lohia's critique of government policies was unrelenting. He was elected to the Lok Sabha in August 1963 and a few days later delivered a sharply focused speech in an adjournment motion expressing dissatisfaction with the government's policies and postures…

Rammanohar Lohia's political legacy and the impulses generated by it are very much in evidence today and has been so for over two decades. "In the world of politics," as one of his ardent scholar-activist followers has put it, "Lohia is remembered today as the originator of OBC reservations; the champion of backward castes in the politics of north India; the father of non-Congressism; the uncompromising critic of the Nehru-Gandhi dynasty; and the man responsible for the politics of anti-English."

Principle of dissent

Commentary on this graphic summing up is unnecessary. Time and experience will tell if Lohia would have urged a greater measure of flexibility in the strategies of affirmative action currently underway. My purpose this afternoon is to focus on the principle of dissent in democracy that Dr. Lohia personified and its relevance for the continuing success of functioning democracies anywhere in the world.

In 1950 the people of India gave themselves a Constitution that promised to secure to all citizens, inter alia, "liberty of thought, expression, belief, faith and worship." This was given a concrete shape by the specific rights guaranteed by Articles 19 and 25 and the associated framework ensuring their implementation. The past six and a half decades have witnessed the manner, and the extent, of their actualization.

The Constitution was not crafted in a vacuum. It was preceded by the Freedom Movement and the values enunciated in it. These were formally encapsulated in the Objectives Resolution of January 22, 1947. At the same time the Constitution-makers, or some amongst them, were not unaware of the pitfalls. In his speech at the end of the drafting process in the Constituent Assembly, Ambedkar had warned about the impending "life of contradictions."

Ambedkar spoke of the danger posed to political democracy by disconnect between political equality and socio-economic inequality. A few decades later two eminent sociologists commented on some of its underlying aspects… They said "the use of the coercive power of the State for effecting homogenization in the society and the counter-violence by the political-cultural entities resisting such incursions by the state constitute the problem of the political system in India today." They enquired "whether the institutional imperiousness of the liberal state can be effectively countered by the popular movements" and felt the challenge in India "is to discover and press on the softer edges of the space within which the transformative, democratic movements find themselves enclosed. In this sense, the challenge for these movements is as much intellectual as political."

The quest for correctives often found expression through assertions relating to freedom of expression and its concomitant, the concept of dissent. It is a concept that contains within it the democratic right to object, oppose, protest and even resist. Cumulatively it can be defined as the unwillingness in an individual or group to cooperate with an established authority – social, cultural or governmental. In that sense, it is associated with critical thinking since, as Albert Einstein put it, "blind faith in authority is the greatest enemy of truth".

Right to dissent, duty to dissent

It has been observed with much justice that the history of progress of mankind is a history of informed dissent. This can take many forms ranging from conscientious objection to civil or revolutionary disobedience. In a democratic society, including ours, the need to accept difference of opinion is an essential ingredient of plurality. In that sense, the right of dissent also becomes the duty of dissent since tactics to suppress dissent tend to diminish the democratic essence. In a wider sense, the expression of dissent can and does play a role in preventing serious mistakes arising out of what has been called "social cascades" and "group polarization" which act as deterrent on free expression of views or sharing of information.

Dissent as a right has been recognized by the Supreme Court of Indiaas one aspect of the right of the freedom of speech guaranteed as a Fundamental Right by Article 19(1) (a) of the Constitution. The court has observed that "the restrictions on the freedom of speech must be couched in the narrowest possible terms" and that the proviso of Article 19(2) is justiciable in the sense that the restrictions on it have to be 'reasonable' and cannot be arbitrary, excessive or disproportionate…

In the globalising world of today and in most countries having a democratic fabric, the role of civil society in the articulation of dissent has been and continues to be comprehensively discussed; so does the question of its marginalisation or suppression.

Despite the unambiguously stated position in law, civil society concerns about constraints on the right of dissent in actual practice have been articulated powerfully. "On the surface," wrote one of our eminent academics some time back, "Indian democracy has a cacophony of voices. But if you scratch the surface, dissent in India labours under an immense maze of threats and interdictions." Referring to the then new reporting requirements for NGOs, he said:

"Nothing is more fatal for disagreements and dissent than the idea that all of it can be reduced to hidden sub-texts or external agendas… The idea that anyone who disagrees with my views must be the carrier of someone else's subversive agenda is, in some ways, deeply anti-democratic. It does away with the possibility of genuinely good faith disagreement. It denies equal respect to citizens because it absolves you of taking their ideas seriously. Once we have impugned the source, we don't have to pay attention to the contents of the claim…This has serious consequences for dissent."

This was written in 2012. It is a moot point if, given the Pavlovian reflexes of the Leviathan, things would have changed for the better since then. Informed commentaries suggest the contrary.

Every citizen of the Republic has the right and the duty to judge. Herein lies the indispensability of dissent."

Prime minister Narendra Modi's second Pvisit to the US from September 24 to 28 is driven by a vision to advance both na tional and collective international inter ests. It stands on three legs: pursuing our crucial bilateral relationship with the US, fulfilling our multilateral ambition of steering the United Nations in a new di rection, and keeping the faith of the American private sector and our hi-tech diaspora in Silicon Valley to motor In dia's economic march.
Modi's third one-on-one meeting with US president Barack Obama is meant to deepen strategic ties. The contrast between Modi's reception in the corridors of power in the US and Chinese President Xi Jinping, who hap pens to be simultaneously in town, en capsulates how valuable India has be come in American eyes.
Views That Matter
Xi has been greeted by the American establishment with suspicion and apprehension regarding Chinese threats in cyber security, aggression in the Asia-Pacific, and lack of a level playing field for American businesses in the Chinese market. The unspoken word on every official American lip vis-à-vis Xi is `rival'.
On the other hand, Modi is viewed as a genuine partner who is not antithetical to the US on each and every issue.Alluding to the juxtaposition between China and India, US secretary of state John Kerry has hailed the India-US relationship as "a bright spot on the international landscape".
Prior to the Obama-Modi summit, the two governments conducted strategic dialogue on counterterrorism, maritime security, the Indian Ocean and the South China Sea. While broadening defence sector coordination, Modi will emphasise India's expectations that the US must do more than merely reiterating common concerns about Pakistan-sponsored jihadism and Chinese military expansionism.
The unsettled issue is whether the US hopes to outsource security functions to India or if it will share the burden and beef up India's capabilities to jointly protect the region. We would prefer the latter and Modi should have this larger goal in his mind in our engagement by holding America to its words of enabling India's rise.
Climate change is on both Modi and Obama's minds and it is also on the menu at the UN. Modi has brushed off suggestions that India will be "pressurised" by the US on carbon emission cuts but has promised to introduce carbon taxes. He also donned India's traditional role as a spokesperson of poorer countries by demanding at the UN that the "developed world should fulfil its financing commitments" and execute green technology transfer.
Leading the Troops
One of Modi's achievements during this US sojourn is that he reinforced India's role as a leader of the Global South. The adoption of the sustainable development goals (SDG) at the UN was shaped by Indian diplomacy, which fought on behalf of the G-77 group of developing nations to ensure that richer countries do not chicken out of their responsibilities for development finance and capacity building.
On reforming UN peacekeeping, Modi is lobbying to increase the decisionmaking power of troop contributing countries (of which India is a giant) in all aspects of mission planning. For too long, the agenda-setting of the mandate and limitations of peacekeepers on the ground has been determined by donors and major powers, rendering senders of blue berets into obedient servants carrying out orders. His quip that India has transcended talk of public and private sectors and moved on to nurturing the "personal sector", meaning "individual enterprise and innovation", and his presence at unique events like `hackathons' connecting India-based and Silicon Valley-based ideation, will inspire Indian youth.
The Indian-origin chief executive of Google, Sundar Pichai, welcomed Modi by mooting a linkage between the IT revolution that has already happened in Silicon Valley and the digital revolution that the PM desires to implement in rural and small town India. Modi's diaspora diplomacy in the US West Coast is to build a bridge between the most successful community of non-resident Indians and the hidden creative geniuses who are yet to emerge to limelight from India's nooks and crannies.
Critics mock Modi's foreign travels as high in theatrics and low in concrete takeaways. But apart from the horde of FDI plans reconfirmed by Fortune 500 chief executives after meeting Modi in New York, the PM has obtained a intangible gain. He has fused the American dream with the Indian one at the people-to-people level. `Inderica'-a confluence of talent and originality between India and America -is on the anvil.

ऐसा लगता है कि दिल्‍ली की बौद्धिक संस्‍कृति में तेज़ी से बदलाव आ रहा है। आज उसके दो अलग चेहरे देखने को मिले। आज दोपहर Gail Omvedt का स्‍त्रीवाद की क्रांतिकारी परंपरा पर लेक्‍चर था तो शाम को Felix Padel का जनांदोलनों और पूंजीवाद के ऊपर एक व्‍याख्‍यान था। दोनों अव्‍वल दरजे के विद्वान, अपने-अपने विषय के जानकार और लंबे समय से इस देश में सबाल्‍टर्न पर काम करने वालों के बौद्धिक मार्गदर्शक। मंडल और उदारीकरण के बाद जो लोग भी पब्लिक डोमेन में काम करते रहे हैं, वे इन दोनों के नाम और काम से ज़रूर परिचित होंगे। शनिवार भी था। गर्मी भी कम थी। बावजूद इसके, दोनों ही व्‍याख्‍यानों में राजधानी के हिंदी और अंग्रेज़ी के वे तमाम बुद्धिजीवी एक सिरे से नदारद रहे जो आम तौर से ऐसे कार्यक्रमों में पाए जाते हैं। हिंदी के लेखकों की तो पूछिए ही मत, जाने कहां लिप्‍त(लुप्‍त) हैं सब एक साल से।

बहरहाल, कांस्टिट्यूशन क्‍लब में इसके बावजूद कुर्सियां कम पड़ गईं तो शायद इसलिए कि वहां नौजवानों की तादाद सबसे ज्‍यादा थी। मेरा अनुमान है कि सभागार को भरने और कार्यक्रम को संचालित करने में Dilip C Mandal के चाहने वालों और उनके पिछले कुछ वर्षों में छात्र रहे पत्रकारों का ज्‍यादा योगदान रहा। इस भीड़ का कोई एक राजनीतिक चेहरा नहीं था। बाकी, अपने जैसे कुछ लिफाफे कुछ लिफाफा मित्रों के साथ हमेशा की तरह मौजूद थे, लेकिन व्‍याख्‍यान की प्रति पहले ही मिल जाने के कारण सारी उत्‍सुकता जाती रही। इसके उलट गांधी शांति प्रतिष्‍ठान में फेलिक्‍स को सुनने के लिए अपनी लिफाफा बिरादरी को मिलाकर चालीस से ज्‍यादा लोग नहीं थे। एक तिहाई सो रहे थे। यहां का राजनीतिक चेहरा फिर भी साफ़ था क्‍योंकि यह समाजवादी जन परिषद का कार्यक्रम था।

बीते वर्ष सरकार बदलने के बाद से कुछ ऐसा घटा है कि दिल्‍ली में अच्‍छी उपस्थिति वाले बौद्धिक कार्यक्रमों का ज्‍यादा लेना-देना उसके प्रचार मूल्य या आयोजक के निजी संबंधों से रहा है जबकि ज्‍यादा गंभीर और सुस्‍पष्‍ट राजनीतिक दिशा वाले कार्यक्रमों में सामान्‍य भागीदारी जबरदस्‍त घटी है। कुछ साल पहले तक हिंदी और अंग्रेज़ी के जो चेहरे ऐसे आयोजनों में आम होते थे, वे अब गूलर का फूल हो गए हैं। ऐसे में सिर्फ एक शख्‍स पूरी दिल्‍ली में है जो हर बार आस बंधाता है- महेश यादव। आप उन्‍हें हर जगह पाएंगे। हमेशा की तरह झोला लटकाए और देखते ही बढ़कर हाथ मिलाते। महेशजी आज भी दोनों जगह थे। अपनी पुरानी भूमिका में। उन्‍हें देखकर निराशा छंटती है लेकिन पढ़े-लिखे धोखेबाजों पर गुस्‍सा भी आता है। जानने वाले जानते हैं, समाजवाद का वह ''धोखेबाज़'' कौन है। जाने दीजिए...।

- Panini Anand कल सुबह स्थानीय गुंडों और पुलिस ने मिलकर मानेसर में मारुति मजदूरों को बुरी तरह पीटा है. कई को उठा ले गए हैं और अब पुलिस कुछ बता नहीं रही है. इन कार्यक्रमों में आए और न आए लोगों की एक टीम वहां जाए तो ठीक रहेगा. वैसे, इन कार्यक्रमों में से सूचना एक की भी नहीं थी. पता ही नहीं लगने दिया जा रहा है.

ग़ज़ालां देखना दिलदार तारों की अटारी में
हमारी जान जायेगी तुम्हारी इंतिज़ारी में

दो तीन रोज़ से देख रहा हूँ कि दुष्ट धर्मांध ईद की वजह से गंद मचाये हैं । इनका मक़सद मुस्लिमों को उत्तेजित और अपमानित करना है । एक बकरे का वीडियो बार बार वायरल किये दे रहे हैं । इन नराधमों का अहिंसा बोध जाग उठा है । सत्य यह है:-
1- सौ में से 1 मुसलमान ही ईद पर बकरे की कुबानी देने की हैसियत रखता है । बाक़ी अपनी निम्न तम माली हालत की वजह से दलित हिंदुओं की तरह सस्ता मोटा मांस खाते हैं ।
2- भारत के 1857 में हुए प्रथम स्वाधीनता संग्राम में हम्मारी पराजय के बाद फिरंगियों का क़हर मुस्लिमो पर ही अधिक टूटा । उनकी जागिरीं और ज़मींदारियां छीन ली गयीं । अधिसंख्य को सूली लगी ।
3- प्रतीकात्मक ही सही , लेकिन 1857 की गदर से पूर्व वे भारत के शासक थे । अतः अंग्रेजों ने उन्हें ही सर्व प्रथम ठिकाने लगाया ।
4- इस अज़ाब से वह अब तक न उबर पाये । अपनी धार्मिक कट्टरता और अंग्रेजों की नाइंसाफी के कारण उनमे अधिसंख्य आज भी दरिद्र है ।
5- 1947 के विभाजन के बाद भारत में रह रहे मुस्लिम यहां भावनात्मक कारणों से रहते हैं ।
नराधम , पतित , रक्त पिपासु और कायर धर्मान्धों का मुक़ाबला करो । अपने कमज़ोर अल्प संख्यक पड़ोसी को सुरक्षा और सम्मान दो ।

यूनान में जो हुआ,वही हूबहू भारत में हो रहा है।बाकी ग्रीक ट्रेजेडी है।मजा बहुत है। जाहिर है। लेकिन फूल कैथार्सिस का मजा लेने को कौन जिंदा रही कौन ना रही,कउनो गारंटी नाहीं।

मसलन सातवां वेतन आयोग लागू हो जाने के बाद वेतन तो बढ़ जायेगा,लेकिन किसकी नौकरी बची रहेगी,किसकी नहीं,कुछउ पता नइखे ।

इतना बता दें कि जिस जर्मनी की वजह से यूनान पर संकट गहराया है और जो जर्मनी यूनान का कर्ज भुलाकर महाजनी पर आमादा है और जिस जापान ने कोरिया और चीन पर कहर बरपाया,भारत और ब्राजील के साथ वे जीफोर है।इसके अलावा इन्हीं जापान और जर्मनी की छूत से अभी उबरे नहीं हैं इस महादेश के महानायक नेताजी और फासीवाद के खिलाफ उनकी जंग बेमतलब हो गयी और हम सिर्फ यही बहस कर रहे हैं कि वे जिंदा हैं या मुर्दा है या उन्हें जवाहर ने मारा या स्टालिन ने या दोनों ने।

बाकी जनगणमन वंदेमातरम खूब हो रहा है लेकिन जिस हिंदुस्तान को आजाद कराने के लिए शहादतें दी गयीं और नेताजी ने आजाद हिंद फौज बनायी,देश छोड़ा,वह हिंदुस्तान कहीं नहीं है।

हिंदूराष्ट्र अब इंडिरेका मुक्त बाजार बा।

नौकरी की हदबंदी तैंतीस साल है।मैक्सिमम सर्विस 33 साल,फिर तुरंत रिटायर और वेतनमान उत्पादकता से जुड़ा है,फतवा हो गया कि काम के ना है,तो बिना कैफियत तुरंत छंटनी।

निजीकरण के जरिये रोजगार अब प्राइवेट सेक्टर के हवाले है।जात पांत धर्म के बहाने समीकरण चाहे जो साधकर सत्ता में हिस्सेदारी लेकर अपना अपना घर भर लें,लेकिन अब आरक्षण कोटा से रोजगार मिलनेवाला नहीं है।

कोई लायाबिलिटी किसी भी सेक्टर में प्राइवेट सेक्टर की न रहे,न औद्योगिक दुर्घटना में, न परमाणु विकिरण में और सारा समुंदर रेडियो एक्टिव हो,ऐसा चाकचौबंद इंतजाम है और डिजिटल इंडिरेका में कोई चूं न बोल सके,इसलिए सारे के सारे नागरिक और मानवाधिकार निलंबित हैं।लगातार सलवा जुड़ुम है।लगातार आफसा है।कामगारों और मेहनतकशों के हकहकूक खत्म हैं सिरे से।

हम का कहें।जो कुछ समझना है ,मीडिया समझाई दे रिया है।रात दिन सातों दिन,चौबीसों घंटे मीडिया के मोदियापे मा कछु बुझाय नाही,तो कौनो ससुर चरचा उरचा ठीकठाक कर सकें।

वीरेन डंगवाल (५ अगस्त १९४७ - २८ सितंबर २०१५) साहित्य अकादमी द्वारा पुरस्कृत हिन्दी कवि हैं। उनका जन्म कीर्तिनगर, टेहरी गढ़वाल, उत्तराखंड में हुआ। उनकी माँ एक मिलनसार धर्मपरायण गृहणी थीं और पिता स्वर्गीय रघुनन्दन प्रसाद डंगवाल प्रदेश सरकार में कमिश्नरी के प्रथम श्रेणी अधिकारी। उनकी रूचि कविताओं कहानियों दोनों में रही है। उन्होंने मुजफ्फरनगर, सहारनपुर, कानपुर, बरेली, नैनीताल और अन्त में इलाहाबाद विश्वविद्यालय से शिक्षा प्राप्त की। उन्होंने १९६८ में इलाहाबाद विश्वविद्यालय से एम॰ए॰ और तत्पश्चात डी॰फिल की डिग्रियाँ प्राप्त की।

वीरेन १९७१ से बरेली कॉलेज में हिन्दी के अध्यापक रहे। साथ ही शौकिया पत्रकार भी। पत्नी रीता भी शिक्षक। स्थाई रूप से बरेली के निवासी। अंतिम दिनों में स्वास्थ्य संबंधी कारणों से दिल्ली में रहना पड़ा और २८ सितम्बर २०१५ को ६८ साल की उम्र में बरेली में देहांत हुआ।^[1]

बाईस साल की उम्र में उन्होनें पहली रचना, एक कविता, लिखी और फिर देश की तमाम स्तरीय साहित्यिक पत्र पत्रिकाओं में लगातार छपते रहे। उन्होनें १९७०-७५ के बीच ही हिन्दी जगत में खासी शोहरत हासिल कर ली थी। विश्व-कविता से उन्होंने पाब्लो नेरूदा, बर्टोल्ट ब्रेख्त, वास्को पोपा, मीरोस्लाव होलुब, तदेऊश रोजेविच और नाज़िम हिकमत के अपनी विशिष्ट शैली में कुछ दुर्लभ अनुवाद भी किए हैं। उनकी ख़ुद की कविताओं का भाषान्तर बाँग्ला, मराठी, पंजाबी, अंग्रेज़ी, मलयालम और उड़िया जैसी भाषाओं में प्रकाशित हुआ है।

वीरेन डंगवाल का पहला कविता संग्रह ४३ वर्ष की उम्र में आया। इसी दुनिया में नामक इस संकलन को रघुवीर सहाय स्मृति पुरस्कार (१९९२) तथा श्रीकान्त वर्मा स्मृति पुरस्कार (१९९३) से नवाज़ा गया। दूसरा संकलन 'दुष्चक्र में सृष्टा'२००२ में आया और इसी वर्ष उन्हें 'शमशेर सम्मान'भी दिया गया। दूसरे ही संकलन के लिए उन्हें २००४ का साहित्य अकादमी पुरस्कार भी दिया गया।^[2] उन्हें हिन्दी कविता की नई पीढ़ी के सबसे चहेते और आदर्श कवियों में माना जाता है। समालोचकों के अनुसार, उनमें नागार्जुन और त्रिलोचन का-सा विरल लोकतत्व, निराला का सजग फक्कड़पन और मुक्तिबोध की बेचैनी और बौद्धिकता एक साथ मौजूद है।

पत्रकारिता[संपादित करें]

वे शौकिया तैर पर पत्रकारिता से भी जुड़े रहे थे और एक लंबे अरसे तक अमर उजाला के ग्रुप सलाहकार और बरेली के स्थानीय संपादक रहे। वर्ष २००९ में एक विवाद के चलते उन्होंने इस पद से इस्तीफा दे दिया था।

वीरेन डंगवाल के निधन पर शोक संदेशों का तांता लगा हुआ है. उनके जानने वाले स्तब्ध हैं. वीरेन डंगवाल की सर्वप्रिय शख्सियत के कायल लोग उनके अचानक चले जाने पर मर्माहत हैं. जाने-माने कवि और पत्रकार Vishnu Nagar ने सोशल साइट पर अपनी संवेदना यूं व्यक्त की है: ''हमारे समय के महत्वपूर्ण कवि और बेहद जिंदादिल इनसान वीरेंद्र डंगवाल कैंसर से जूझते-जूझते अंततः आज चार बजे इस दुनिया से विदा हो गए। वह अपनी कर्मभूमि बरेली गए थे, जहाँ जाते ही उन्हें अस्पताल में भर्ती करना पड़ा,ऐसीसूचना उनके घनिष्ठ मित्र मंगलेश डबराल ने आज अभी-अभी दी है। इतने खरे और इतने सच्चे कवि हमारे बीच कम ही हैं, जैसे वे थे। अभी इतना ही।''

वीरेन डंगवाल बरेली कालेज में प्रोफेसर रहे. इसके अलावा वह समय-समय पर अमर उजाला, बरेली और अमर उजाला, कानपुर के संपादक भी रहे. करीब तीन दशकों से वह अमर उजाला के ग्रुप सलाहकार, संपादक और अभिभावक के तौर पर जुड़े रहे. मनुष्यता, धर्मनिरपेक्षता और लोकतंत्र में अटूट आस्था रखने वाले वीरेन डंगवाल ने इन आदर्शों-सरोकारों को पत्रकारिता और अखबारी जीवन से कभी अलग नहीं माना. वे उन दुर्लभ संपादकों में से रहे हैं जो सिद्धांत और व्यवहार को अलग-अलग नहीं जीते थे.

5 अगस्त सन 1947 को कीर्तिनगर, टिहरी गढ़वाल (उत्तराखंड) में जन्मे वीरेन डंगवाल साहित्य अकादमी द्वारा पुरस्कृत हिन्दी कवि रहे. वे अपने चाहने जानने वालों में वीरेन दा नाम से लोकप्रिय रहे. उनकी शिक्षा-दीक्षा मुजफ्फरनगर, सहारनपुर, कानपुर, बरेली, नैनीताल और अन्त में इलाहाबाद विश्वविद्यालय में हुई. इलाहाबाद विश्वविद्यालय से वर्ष 1968 में एमए फिर डीफिल करने वाले वीरेन डंगवाल 1971 में बरेली कालेज के हिंदी विभाग से जुड़े. उनके निर्देशन में कई (अब जाने-माने हो चुके) लोगों ने हिंदी पत्रकारिता के विभिन्न आयामों पर मौलिक शोध कार्य किया. इमरजेंसी से पहले निकलने वाली जार्ज फर्नांडिज की मैग्जीन प्रतिपक्ष से लेखन कार्य शुरू करन वाले वीरेन डंगवाल को बाद में मंगलेश डबराल ने वर्ष 1978 में इलाहाबाद से निकलने वाले अखबार अमृत प्रभात से जोड़ा. अमृत प्रभात में वीरेन डंगवाल 'घूमता आइना' नामक स्तंभ लिखते थे जो बहुत मशहूर हुआ. घुमक्कड़ और फक्कड़ स्वभाव के वीरेन डंगवाल ने इस कालम में जो कुछ लिखा, वह आज हिंदी पत्रकारिता के लिए दुर्लभ व विशिष्ट सामग्री है. वीरेन डंगवाल पीटीआई, टाइम्स आफ इंडिया, पायनियर जैसे मीडिया माध्यमों में भी जमकर लिखते रहे. वीरेन डंगवाल ने अमर उजाला, कानपुर की यूनिट को वर्ष 97 से 99 तक सजाया-संवारा और स्थापित किया. वे बाद के वर्षों में अमर उजाला, बरेली के संपादक रहे.

वीरेन का पहला कविता संग्रह 43 वर्ष की उम्र में आया. 'इसी दुनिया में' नामक इस संकलन को 'रघुवीर सहाय स्मृति पुरस्कार' (1992) तथा श्रीकान्त वर्मा स्मृति पुरस्कार (1993) से नवाज़ा गया. दूसरा संकलन 'दुष्चक्र में सृष्टा' 2002 में आया और इसी वर्ष उन्हें 'शमशेर सम्मान' भी दिया गया. दूसरे ही संकलन के लिए उन्हें 2004 का साहित्य अकादमी पुरस्कार भी दिया गया. वीरेन डंगवाल हिन्दी कविता की नई पीढ़ी के सबसे चहेते और आदर्श कवि माने गए. उनमें नागार्जुन और त्रिलोचन का-सा विरल लोकतत्व, निराला का सजग फक्कड़पन और मुक्तिबोध की बेचैनी व बौद्धिकता एक साथ मौजूद है. वीरेन डंगवाल पेशे से रुहेलखंड विश्वविद्यालय के बरेली कालेज में हिन्दी के प्रोफेसर, शौक से पत्रकार और आत्मा से कवि रहे. सबसे बड़ी बात, बुनियादी तौर पर एक अच्छे-सच्चे इंसान. विश्व-कविता से उन्होंने पाब्लो नेरूदा, बर्टोल्ट ब्रेख्त, वास्को पोपा, मीरोस्लाव होलुब, तदेऊश रोजेविच और नाज़िम हिकमत के अपनी विशिष्ट शैली में कुछ दुर्लभ अनुवाद भी किए. उनकी खुद की कविताएं बांग्ला, मराठी, पंजाबी, अंग्रेजी, मलयालम और उड़िया में छपी हैं. कुछ वर्षों पहले वीरेन डंगवाल के मुंह के कैंसर का दिल्ली के राकलैंड अस्पताल में इलाज हुआ. उन्हीं दिनों में उन्होंने 'राकलैंड डायरी' शीर्षक से कई कविताएं लिखी. वीरेन डंगवाल ने पत्रकारिता को काफी करीब से देखा और बूझा है. जब वे अमर उजाला, कानुपर के एडिटर थे, तब उन्होंने 'पत्रकार महोदय' शीर्षक से एक कविता लिखी थी, जो इस प्रकार है-

पत्रकार महोदय

'इतने मरे'
यह थी सबसे आम, सबसे ख़ास ख़बर
छापी भी जाती थी
सबसे चाव से
जितना खू़न सोखता था
उतना ही भारी होता था
अख़बार।
अब सम्पादक
चूंकि था प्रकाण्ड बुद्धिजीवी
लिहाज़ा अपरिहार्य था
ज़ाहिर करे वह भी अपनी राय।

वरिष्ठ पत्रकार Om Thanvi ने फेसबुक पर वीरेन दा के निधन की सूचना के बाद यह लिखा है:

अनूठे कवि वीरेन डंगवाल लम्बे अरसे से रोगशैया पर थे। उन्हें अब जाना था। चले गए। पर सुबह उनके न रहने की टीस बार-बार कहती है कि उन्हें अभी नहीं जाना था।

हिंदी कविता और पत्रकारिता के बेहद सम्मानित नाम हैं वीरेन डंगवाल। अपनों के बीच 'वीरेनदा' नाम से विख्यात वीरेन डंगवाल ने पिछले दिनों अमर उजाला की संपादकी से इस्तीफा दे दिया। वे इन दिनों अपने छोटे बेटे की शादी की तैयारियों में व्यस्त हैं। बरेली में उनके घर में पुताई चल रही है। सामान अस्त-व्यस्त है। तभी इसमें से उन्हें एक चिठ्ठी मिली। असल में वह सेना के एक अधिकारी का संस्मरण था, इलाहाबाद का वह अधिकारी काफी पहले उनसे मिलने बरेली पहुंचा था। यह उसी मुलाकात का संस्मरण था। जो उसने वीरेन दा के एक मित्र को लिखा था और मित्र ने वीरेन डंगवाल को भेज दिया था। वीरेन डंगवाल ने वह पत्र मुझे दिखाया। उसमें एक जगह लिखा है- 'वीरेन दा फक्कड़ और खुशमिजाज आदमी हैं। उनके जैसा आदमी कोई और काम क्यों करता है? क्या वह हमेशा सिर्फ बोलते नहीं रह सकते।' (यानी उनको सुनते रहना बहुत अच्छा लगता है)

वीरेन डंगवाल का इंटरव्यू करने मैं (भड़ास4मीडिया की तरफ से अशोक कुमार) दिल्ली से बरेली पहुंचा। वीरेन डंगवाल को खुद के पहुंचने की सूचना दी तो उन्होंने अपने घर ठहरने का निमंत्रण दे दिया। उनके अधिकारपूर्ण निमंत्रण को पाकर मैं होटल की सीढ़ियों पर ठिठक गया। पीछे मुड़ा और बरेली के सिविल लाइन स्थित उनके आवास की ओर बढ़ने लगा। एक स्वार्थ भी था कि अधिक देर तक साथ रहूंगा तो अधिक बातें हो पाएंगी। संस्मरण का जिक्र इसलिए किया क्योंकि वीरेन डंगवाल से एक मुलाकात के बाद ही हर किसी के लिए वो 'वीरेन दा' हो जाते हैं। मेरे पहुंचते ही उन्होंने हिदायत दे दी कि वह अधिक कुछ नहीं बोलने वाले। रात को खाने के बाद उन्होंने एक कमरा दिखाते हुए कहा- 'यह मेरे पिताजी का कमरा है, अब वो नहीं हैं, सो जाओ सुबह बात करेंगे।' दूसरे दिन सुबह नाश्ते के बाद, फिर कॉलेज जाते समय रास्ते में और दोपहर खाने के बाद मेरे वापस दिल्ली लौटने तक कई चरणों में बातचीत होती रही। पेश हैं इंटरव्यू के अंश-

वीरेन डंगवाल से बातचीत करते भड़ास4मीडिया के अशोक कुमार

-पत्रकारिता में ढाई दशक तक सक्रिय रहने के बाद फिलहाल आपने खुद को इससे अलग कर लिया है। कैसा रहा यह सफर?

--खूब दिलचस्प। बहुत अच्छा। ज्ञानवर्धक और तृप्त करने वाला रहा। इस दौरान खूब सीखा। जो सीखा, उसे नए लोगों को सिखाया। टेक्नॉलाजी, मानवीय व्यवहार और लोगों की जानकारी के प्रति पिपासा को नजदीक से देखा। उसका माध्यम बना। कुल मिलाकर बहुत संतोषजनक रहा।

वीरेन डंगवाल -इतने वर्षों की पत्रकारिता में सबसे मुश्किल दौर कौन सा रहा?

--बाबरी मस्जिद का विध्वंस कांड। वह आत्मा को पीड़ित करने वाला था। पत्रकारिता में झूठ और निर्लज्जता का दौर था वह। हक्का-बक्का करने वाला था। हिंदी अखबारों ने पूरे समाज के सांप्रदायिकता के उत्प्रेरक के तौर पर काम किया। जब मस्जिद टूटी तो काफी शर्म महसूस हुई। दूरदर्शन पर रामलला के जन्म का गीत चल रहा था। लगा कि अकेला हो गया हूं। शून्य बढ़ाकर मृतकों की संख्या बढ़ाई जा रही थी। जिन लोगों ने इसे किया, उन्होंने बाद में आधुनिकता का चोला पहन लिया। आज वही राजनीति और पत्रकारिता को सुशोभित कर रहे हैं। मगर मैंने अमर उजाला में रहते हुए उसका विरोध किया। अखबार के मालिक अशोक अग्रवाल ने कहा कि हिंदू अमर उजाला के विरोध में हो रहे हैं। मैंने उनसे कहा कि बाद में इसका लाभ मिलेगा और अमर उजाला को इसका फायदा मिला भी। उस समय देश मे वैश्वीकरण का प्रवेश हो रहा था। इसी वजह से धुएं और धुंध जैसी स्थिति की तैयारी की गई, ताकि लोगों का ध्यान इस ओर न जाए।

आज भी वैसा ही दौर है। आम लोगों के लिए अखबार में जगह कम हो गई है। अखबार आम लोगों के संघर्ष की ओर ध्यान नहीं दे रहे हैं। आज एक छिछलापन हो गया है। आपको हर पन्ने पर स्त्री की एक तस्वीर दिखेगी। हां, अंग्रेजी के अखबार सुशिक्षित हैं। हिंदी के अच्छे लोग हाशिये पर जा रहे हैं। आज चाह कर पर भी हिंदी के अच्छे लोगों का नाम जल्दी याद नहीं आता। वैश्वीकरण जरूरी है, मगर इसके लिए डेमोक्रेसी को नजरंदाज नहीं कर सकते। अखबार में समाज के हर व्यक्ति के लिए जगह होनी चाहिए। अखबारों को समाज के बारे में पता नहीं है। वह अपने पाठक के बारे में नहीं जानते। हिंदी के अखबारों के बारे में मेरा ऐसा खास तौर पर मानना है।

बरेली स्थित अपने घर में पत्नी रीता डंगवाल के साथ वीरेन दा

-वह क्या बात थी, जिसने आपको अचानक अमर उजाला से अलग होने के लिए बाध्य कर दिया?

--फौरी तौर पर वरुण गांधी का प्रकरण था। उस दिन मैं दफ्तर नहीं गया था। उस प्रकरण में अखबार ने 3-4 पन्ने छापे। संजय गांधी बड़े नेता थे। वरुण कोई इतने बड़े नेता नहीं हैं। वह किसी का हाथ-पैर काटने की बात करें और अखबार उसका सेलिब्रेशन करे, मुझे यह मंजूर नहीं था। अखबार मेरे नाम से निकल रहा था। जो बातें अखबार में आ रही थीं, उससे मैं सहमत नहीं था। मुझे लग रहा था कि डेमोक्रेटिक स्पेस घट रहा है। मेरे विचार नहीं मिल पा रहे थे। मैंने झगड़ा नहीं किया, खुद को अलग कर लिया। अखबार को मेरी शुभेच्छा है। वहां मेरे प्रिय हैं। मैं कभी भी अमर उजाला का नौकर नहीं रहा। मुझे आग्रहपूर्वक बुलाया गया था तो मैं गया था। मुझे दिक्कत हुई, मैंने छोड़ दिया। राजुल माहेश्वरी हों या अतुल महेश्वरी, इन लोगों से एक ममत्व है। मैंने अखबार छोड़कर अपने निजी संबंधों को बचाया।

-आप उससे पहले भी एक बार अमर उजाला से अलग हो चुके थे?

--हां, बाबरी मस्जिद वाले मसले पर मतभेद के बाद छोड़ा था। तब लगभग पांच साल तक अलग रहा था। फिर वो मना कर ले गए थे।

-क्या इस बार भी मनाने की कोशिश की गई?

--पहले लोगों को लगा कि भाई साहब गुस्सा हैं। मेरे ऑफिस जाना बंद करने के बाद भी कई दिनों तक मेरा नाम छपता रहा। फिर मैंने मोबाइल से लगातार मैसेज भेजना शुरू किया। तब जाकर बीस दिनों के बाद मेरा नाम हटाया गया। मेरी राजुल और अतुल से हमेशा बात होती है, लेकिन इस मुद्दे पर नहीं। मेरे अंदर काफी गुस्सा है, मैं क्रोधित हूं। इस बारे में कोई और बात नहीं करना चाहता।

वीरेन डंगवाल -आप शिक्षक थे, अचानक पत्रकारिता के प्रति कैसे आकर्षित हो गए?

--सन् 77 में यूजीसी के प्रोग्राम में फेलो बनकर चार साल के लिए इलाहाबाद गया। वहां से 'अमृत प्रभात' निकला करता था। मंगलेश जी साहित्य संपादक हुआ करते थे। मैं अखबार के दफ्तर में जाने लगा। तब वहां प्रयोग होने वाले गोंद की खूश्बू और स्याही की महक का चस्का लगने लगा। पांच मिनट में अखबार छोड़ना है, जल्दी खबर दो। वहां फैली रहने वाली इस तरह की अफरा-तफरी काफी रोमांचक लगती। बचपन से लिखने का शौक भी था। भीतर एक प्रक्षन्न कीट घुसा था। अमृत प्रभात में 23 अप्रैल 1978 को पहली बार 'घूमता आईना' नाम से स्तंभ लिखा। उसे मैं 'सिंदबाद' नाम से लिखता था। वह काफी लोकप्रिय हुआ। मैं वहां सेलिब्रिटी बन गया। उस स्तंभ को सन् 80 तक लिखता रहा था।

-और किन-किन पत्र-पत्रिकाओं से जुड़े रहे?

--फरवरी, 80-81 के आसपास 'अमृत प्रभात', लखनऊ में बुला लिया गया। वहां स्पेशल कॉरेस्पांडेंट के तौर पर गया। रोज एक फीचर और स्तंभ लिखता था। वक्त याद नहीं पर आपातकाल के बाद जब इंदिरा गांधी दुबारा प्रधानमंत्री बनीं, तब तक वहां था। उससे पहले आपातकाल के दौरान जार्ज फर्नांडिस दिल्ली से साप्ताहिक पत्र 'प्रतिपक्ष' निकाल रहे थे। उसके संपादक गिरधर राठी जी थे। वहां भी स्वतंत्र लेखन किया। तेरह साल तक पीटीआई के लिए खबरें दीं। पायनियर के लिए भी बरेली और रुहेलखंड की खबरें दीं। दो-चार बार टाइम्स ऑफ इंडिया, लखनऊ के लिए भी लिखा। अमर उजाला ने आग्रह पूर्वक बुलाया तो 1 जनवरी 1982 को अमर उजाला, बरेली से जुड़ा। यहां साहित्य संपादक रहते हुए मैंने नागार्जुन और हरिशंकर परसाई जैसी हस्तियों से लिखवाया। तब हमारा साहित्यिक पन्ना जनसत्ता को टक्कर देता था। सलाहकार संपादक सहित कई रूपों में अमर उजाला से जुड़ा रहा। वहां रहते हुए अखबार में जहां जरूरत महसूस हुई, हस्तक्षेप किया। मैंने कभी वहां नौकरी नहीं की। आखिर तक मैंने अमर उजाला से दस हजार रुपये से ज्यादा किसी महीने पारिश्रमिक नहीं लिया।

-आप स्पेशल करेस्पांडेंट रहे हैं, ऐसी कोई खास रिपोर्ट, जिसकी आप चर्चा करना चाहें?

--तब मैं 'अमृत प्रभात', लखनऊ में था। आपातकाल के बाद इंदिरा गांधी लखनऊ आई थीं। तब वह किसी पत्रकार से बात नहीं कर रही थीं। लखनऊ के सभी पत्रकारों को लगा कि वह बात नहीं करेंगी, सो कोई भी एयरपोर्ट नहीं गया। मुझे भी पता था कि वह आ रही हैं। मैं एयरपोर्ट पहुंच गया। मैंने उनसे बातचीत करने की कोशिश की और सफल रहा। वह एक अच्छा अनुभव था। वह खबर पहले पन्ने पर छपी। मुझे 'बाइलाइन' मिली थी। तब 'बाइलाइन' मिलने पर काफी खुशी होती थी। (मुस्कराते हुए) हां, जब पता चला तो एक वरिष्ठ पत्रकार मुझे कॉफी पिलाने ले गए और जानने-पूछने की कोशिश की थी। भारतीय किसान यूनियन के सुप्रीमो महेंद्र सिंह टिकैत का पहला इंटरव्यूह मैंने ही किया था।

-सर, आपके बचपन की बात करते हैं। आपके जन्म, शिक्षा आदि पर।

--कीर्तिनगर मुहल्ला, टिहरी (गढ़वाल)। वहीं 5 अगस्त 1947 में मेरा जन्म हुआ था। पिताजी एमए एलएलबी थे। मजिस्ट्रेट थे। जब टिहरी रियासत का विरोध हुआ तो पिताजी भी उसमें शामिल थे। जब मैं लगभग दो वर्ष का रहा होऊंगा, तब पिताजी सन् 49 में मुजफ्फरनगर आ गए। कई स्थानों पर उनकी बदली होती रहती थी और हम उनके साथ घूमते रहते थे। पिताजी काफी गुस्सैल और ईमानदार थे। हमेशा आर्थिक संकट में रहे। कई बार चपरासी तक से उधार लेते थे। मेरी पढ़ाई की शुरुआत मुजफ्फरनगर में हुई। सहारनपुर में 6वीं तक पढ़ा। सातवीं से नौवीं तक की शिक्षा जीएनके इंटर कॉलेज, कानपुर में हुई। दसवीं से बारहवीं तक बरेली में। फिर बीए नैनीताल से किया। एमए और डी.फील इलाहाबाद विश्वविद्यालय से किया। सन् 71 में पिताजी ने बरेली बुला लिया। 15 अगस्त 1971 में बरेली कॉलेज के हिंदी विभाग में लेक्चरार बना।

-हर किसी की जिंदगी में युवावस्था के दिन अलग-अलग तरह से संस्मरणीय होते हैं। आपने अपनी युवावस्था में काफी समय इलाहाबाद में गुजारा। उस दौरान की कुछ यादें?

--(रोमांचित होते हुए) इलाहाबाद से मेरा संबंध दो भागों में रहा। पहली बार सन् 66 में मैं साहित्य शोध छात्र के रूप में वहां गया। उस समय साहित्य ही प्रियोरिटी पर था। 66 से 71 के बीच का समय प्रेम, उल्लास और फ़ाकामस्ती का था। साहित्य के प्रति एक उल्लास था। तब मैंने कई मित्र बनाए। फक्कड़पन के दिन थे। किसी बात की चिंता नहीं थी। दूसरे ट्रिप में पत्रकारिता की शिक्षा ली। उस समय साहित्य के साथ पत्रकारिता से भी रिश्ता बना। इमरजेंसी के बाद वह विस्फोटक दौर था। उसी समय पाठकों में पढ़ने की भूख बढ़ रही थी। नए प्रयोग हो रहे थे। अखबारों के सर्कुलेशन खूब बढ़ रहे थे। मैंने तभी जान लिया था कि अखबार व्यक्तिगत कृत्य नहीं बल्कि सामूहिक कृत्य है। पत्रकारिता की प्रवृति ही सामूहिकता की है। तब कई रातें संगम के किनारें दोस्तों के साथ गुजारी। रसूलाबाद में इंजीनियरिंग कालेज इलाके में खूब घूमे। किसी से स्कूटर मांग कर तीन-तीन लोग उस पर लद लेते और संगम किनारे मस्ती करते। गजब के दिन थे वो। तभी सांस्कृतिक रिपोर्टिंग की। उसी समय कुंभ का मेला लगा था। मैंने एक रिपोर्ट लिखी 'मीलों फैला मेला, मीलों फैली वीरानी'। वहां एक बड़े टेंट वाले थे लल्लू जी एंड संस। वो मेले में बांस-बल्लियां, शामियाना आदि लगवाने का काम करते थे। मेरी उस रिपोर्ट पर उन्होंने नोटिस भी दिया था।

वीरेन डंगवाल -आपके रोल मॉडल कौन रहे हैं?

--(सोचते हुए) रोल मॉडल जैसा कोई नहीं रहा। लेकिन यह कह सकता हूं कि कई लोगों ने प्रभावित किया। सबसे पहले बड़े भाई शिवनंदन प्रसाद डंगवाल ने प्रभावित किया। वह मध्य प्रदेश में पुलिस महानिदेशक रहे हैं। एक समय तक गांधी का असर रहा। मार्क्स का भी गहरा प्रभाव रहा। भारत की मुक्ति के लिए नया रास्ता चाहिए, इस पर सोचता रहता हूं।

-आप खुश कब होते हैं?

--आमतौर पर मेरी खुश रहने की प्रवृत्ति है। मैं भरसक खुश रहने की कोशिश करता हूं। दोस्तों के साथ गप्पे करना, युवाओं के साथ चर्चा करना काफी सुख देता है।

-दुःख कब होता है आपको?

--जब कोई दगा दे जाता है तो काफी दुख होता है। 'दगा देने' को आप कई रूपों में देख सकते हैं। मसलन, अगर आपका कोई अपना असमय दुनिया छोड़ जाए। यह भी दगा देने जैसा ही होता है। वह समय काफी दुख देने वाला होता है। बहुत पीड़ादायी होता है।

-आपके समकालीन पत्रकार मित्र कौन हैं?

--(असमंजस में पड़ते हुए) यह बड़ा मुश्किल सवाल है। किसका नाम लें, किसका छोड़ें। बहुत मित्र हैं। आनंद स्वरूप वर्मा (वामपंथी पत्रकार) घनिष्ट मित्र हैं। मंगलेश डबराल (संपादक, पब्लिक एजेंडा पत्रिका), अजय सिंह (स्वतंत्र पत्रकार, लखनऊ), मनोहर नायक (आज समाज), राजीव लोचन शाह (नैनीताल समाचार), त्रिनेत्र जोशी (स्वतंत्र पत्रकार), हरिवंश जी (समूह संपादक, प्रभात खबर)। हरिवंश जी की बहुत कद्र करता हूं। उन्होंने मुझे रांची में काव्यपाठ करने के लिए बुलाया था। तब मैंने प्रभात खबर ऑफिस के छत पर कविता पाठ किया था। वह मूल्यबद्ध पत्रकारिता से कभी अलग नहीं हुए। वह घटिया पत्रकारिता को मुंह चिढ़ा रहे हैं।

वीरेन डंगवाल -आपको फिल्में पसंद हैं?

--पसंद हैं। मजेवाली फिल्में बहुत पसंद है। पिछले दिनों 'जब वी मेट' फिल्म आई थी। गजब की फिल्म थी। इसका गाना 'नगाड़ा बजा' में तो कमाल का संगीत है। यह फिल्म अखबारों को भी सबक देती है। उसमें कुछ भी नंगापन नहीं। साफ-सुथरी फिल्म है। उसने साबित किया कि सुरूचिपूर्ण होने पर भी लोकप्रियता मिलती है। अखबारों में भी सर्कुलेशन के लिए फूहड़ता जरूरी नहीं है।

-क्या जीवन में कभी संघर्ष का सामना करना पड़ा, कैसे थे वो दिन?

--हां, मगर वो दिन भी हंसते-गाते गुजार दिये। याद आता है कि मैं एक अन्य मित्र के साथ इलाहाबाद से दिल्ली गया। जेब में खाली साठ-सत्तर रुपये थे। दिल्ली में शमशेर बहादुर सिंह लाजपत नगर में रहते थे। हम वहीं ठहरे। सभी बेरोजगार थे। एक पराठे में दो-दो आदमी खाते थे। पैसे नहीं थे तो 10-10 किलोमीटर तक पैदल चलते थे। मगर कभी आत्मदया नहीं आई। अगर कभी कुछ पारिश्रमिक मिलता तो सभी मिलकर खाते और खर्च करते थे। उस दौरान हमारी मित्र मंडली में आनंद स्वरूप, मंगलेश डबराल, रमेंद्र त्रिपाठी, अजय सिंह, नीलाभ आदि थे। सबका पॉजीटिव एटीट्यूड रहता था।

-आप अपनी पीढ़ी के स्थापित कवि के रूप में विख्यात हैं, आपके दूसरे कविता संग्रह को भी साहित्य अकादमी का पुरस्कार मिल चुका है। कविता लिखना कब शुरू किया आपने? प्रेरणा कब मिली?

--मेरा एक दोस्त था। पवित्रो कुमार मुखर्जी। बंगाली था। वह काफी बढ़िया ड्राइंग बनाता था। एक बार उसने गांधी जी का चित्र बनाया। मेरी उम्र तब सात साल थी। उसकी अतिरिक्त योग्यता ने मुझे प्रभावित किया। तब मैंने गांधी पर कविता लिख डाली। उनकी जो छवि मन में थी, उसे लिख दिया। बड़े भाई ने उसे देखा तो बड़े खुश हुए। उन्होंने मुझे काफी प्रोत्साहित किया। विधिवत रूप से कविता लेखन की शुरुआत नैनीताल पहुंचने पर हुई। तब मैं बीए करने गया था। इलाहाबाद जाने का मकसद भी वही था। हिंदी में एमए करने की महत्वाकांक्षा थी। पहला कविता संग्रह 'इसी दुनिया में' सन् 90 में आया। इसकी भी रोचक कहानी है। मैंने तमाम कविताएं लिख रखी थीं, मगर इन्हें छपवाने का साहस नहीं जुटा पा रहा था। तब मित्र नीलाभ बरेली आया हुआ था। उन्होंने उन कविताओं की पांडुलिपियां निकालीं और छपवा दिया। इसे दो-दो पुरस्कार मिले। मैं हक्का-बक्का रह गया। ये सब मेरी कल्पना में भी नहीं था। इसके बाद मैं और गंभीर हो गया। दूसरा कविता संग्रह 'दुष्चक्र में सृष्टा' सन् 2002 में आया। इसमें जो छायाएं हैं, वह नब्बे के दशक की हैं। यह पूरे भारतीय इतिहास को बदल देने वाला समय था। उस दौरान सिर्फ बाबरी मस्जिद का विध्वंस नहीं हुआ, बल्कि कई चीजें विध्वंस हुईं। भारतीय संस्कृति कलंकित हुई। इसमें हताशा और क्रोध भी है। इस संग्रह को पंजाबी भाषा में तरसेम ने 'कुचक्कर विच कर्ता' और उड़िया में सुचित्रा पाणिग्रही ने 'दुष्चक्रारे सृष्टा' नाम से अनुवाद भी किया है। तीसरा संग्रह 'स्याही ताल' है। यह हफ्ते-दो हफ्ते में आ जानी चाहिए।

वीरेन डंगवाल -और कौन-कौन-सी किताबें लिखी हैं आपने? कौन-कौन से पुरस्कार मिल चुके हैं?

--पुस्तकें ज्यादा नहीं लिखी हैं। 'हिंदी कविता के मिथक और प्रतीक' नामक एक शोध ग्रंथ लिखा है। एक 'आधुनिक कविताओं का संचयन' किया है। तुर्की के एक कवि नाज़िम हिकमत हैं। उनकी कविताओं को अंग्रेजी से अनूदित किया है। जहां तक इनाम की बात है तो पहले ही कविता संग्रह 'इसी दुनिया में' को सन् 92 का रघुवीर सहाय सम्मान और 94 का श्रीकांत वर्मा पुरस्कार मिला। दूसरे संग्रह 'दुष्चक्र में सृष्टा' को 2004 का साहित्य अकादमी पुरस्कार और शमशेर सम्मान मिला। पत्रकारिता के लिए 'रज़ा पुरस्कार' मिल चुका है।

अपने पहले कविता संग्रह को इनाम मिलने के बाद मैं जोश में आ गया था। लेकिन कविता की कुलीन दुनिया में कभी शामिल नहीं हुआ।

-हर कवि अपनी कविताओं में कई चीजों को जीता है, आपने क्या जीया?

--मैंने हमेशा खुद से बाहर की दुनिया के बारे में लिखा है। यह सचेत कार्य है। सचेत रहकर ही अभिव्यक्ति के मायने हैं। मेरे लिए सामाजिक परिप्रेक्ष्य काफी मायने रखते हैं। मैंने दूसरी अनदेखी कर दी जाने वाली कई चीजें को देखने की कोशिश की है। जो नगण्य है, उसको भी समझना-जानना चाहिए। क्योंकि शून्य से ही अन्य संख्याओं की ताकत बनती है।

-कवि-लेखक जीवन में कोई दिलचस्प घटना घटी है?

--जब मैं बीसेक साल का था, तभी हिंदी दैनिक हिंदुस्तान, दिल्ली को छपने के लिए एक कहानी भेजी। तब मनोहर श्याम जोशी उसके मुख्य संपादक हुआ करते थे। कहानी का शीर्षक था 'अगली कहानी से पहले'। इसे जोशी जी ने लौटा दिया। साथ में एक पत्र भी लिखा कि इसमें निर्मल वर्मा की कहानी के तत्व हैं। तब हम लोग अल्मोड़ा में थे और लिफाफे पर वहीं का पता था। कुछ दिन बाद मनोहर श्याम जोशी अल्मोड़ा पहुंचे। वह पता पूछते हुए मेरे घर पहुंच गए। मैं घर पर नहीं था। वह मां से शाम को मुझे एक स्थान पर भेज देने की बात कह कर चले गए। मैं घर पहुंचा तो मां ने मुझे इसके बारे में बताया। मैं एक दोस्त को लेकर बताई जगह पर पहुंच गया। तब मारे डर के मेरे घुटने बज रहे थे। उन्होंने मुझे बैठाया, चाय पिलाई और आगे लिखते रहने के लिए कहा। लेकिन मैंने लिखा नहीं। मेरी एक फितरत है कि मैं बड़प्पन और कुलीनता का द्रोही हूं। लेकिन जोशी जी से अपनी चिठ्ठी का जवाब पाकर मैं काफी खुश हुआ था। उसी घटना से प्रभावित होकर अमर उजाला में साहित्य संपादक बनने के बाद मैंने कहानी-कविता भेजने वालों को खुद पत्र लिखा।

वीरेन डंगवाल की एक कविता की कुछ लाइनें -बरेली में आपने लगभग चार दशक का वक्त गुजारा है। एक वरिष्ठ पत्रकार के रूप में, एक शिक्षक के रूप में। अगर आपके योगदान की बात पूछी जाए तो क्या कहना चाहेंगे?

--अपने बारे में क्या कहना, यह तो दूसरे लोग ही बता सकते हैं। बरेली में रहते हुए मैंने रविवारीय परिशिष्ठ निकाले। जुझारू पत्रकार पैदा किए। ('पैदा किये' शब्द पर खुद ही एतराज करते हुए कहते हैं कि वो लोग खुद भी प्रतिभावान थे) उनके साथ खड़ा रहा। (मेरी ओर इशारा करते हुए) जैसे आपके यशवंत सिंह (भड़ास4मीडिया)। उसने एक नई चीज पैदा कर दी है। पंकज श्रीवास्तव (आईबीएन7), विपिन धूलिया (समय), सुनील शाह (समय), दिनेश जुयाल (हिंदुस्तान, मेरठ), विजय त्रिपाठी (दैनिक जागरण, मेरठ), दिनेश श्रीनेत (बंगलोर), विश्वेश्वर कुमार, राजीव कुमार सिंह (रायपुर), देशपाल सिंह पंवार (हरिभूमि), प्रभात सिंह (स्थानीय संपादक, दैनिक भास्कर, चंडीगढ़)। प्रभात सिंह सिर्फ फोटोग्राफर था, मैंने उसे लिखने को उकसाया। बतौर शिक्षक मैंने रूहेलखंड विवि में पत्रकारिता की पढ़ाई शुरू कराई। काफी लड़कों को हिंदी में पीएचडी कराया। श्यौराज सिंह बैचेन उनमें से एक हैं। मैं उनके संघर्ष का साक्षी रहा हूं। बरेली विवि के 150 साल होने पर एक स्मारिका निकाली। उसके सभी चित्र प्रभात ने खींचे थे।

-आप बरेली जैसे शहर में रहे। क्या कभी ऐसा नहीं लगा कि दिल्ली में रहते तो अधिक सफल होते। कभी यह बात खली?

--हां, दिल्ली रहता तो दोस्तों के बीच जाता रहता। कभी-कभी लगा कि जो काम करना चाहते थे, उस पर बरेली में संवाद करने वाले नहीं थे। तो मित्रों की वजह से जाना चाहता था। यह है कि वहां रहते तो मजा आता। एक्सपोजर बढ़ जाता। उसका अभाव खला। उत्प्रेरक की कमी महसूस हुई। मगर इन सबके बावजूद ज्यादा मिला। कोई शिकायत नहीं है। नागार्जुन की कविता है-

'जो नहीं हो सके पूर्ण काम,

मैं उनको करता हूं प्रणाम।'

-आमतौर पर पत्रकारिता दिल्ली बनाम आउटसाइडर, दो पार्टों में बंटी है। आप इसको कैसे देखते हैं?

--कस्बों ने भी श्रेष्ठ पत्रकार दिये हैं। ऐसे बहुत-से लोग हैं। हां, दिल्ली की पत्रकारिता में साधन मिलता है। एक्सपोजर मिलता है। इसका फर्क तो पड़ता ही है। दिल्ली का पत्रकार मंत्रियों के साथ बैठता है तो उसका जलवा अलग हो जाता है। कस्बाई पत्रकार को तो डीएम के साथ ही खुश रहना होता है।

--आप अमर उजाला, कानपुर के भी संपादक रहे। सुना है कि वहां का सरकुलेशन आपके कार्यकाल में ही बढ़ सका?

-कानपुर की जिम्मेदारी जब मैंने ली, उस समय साढ़े सात सौ प्रतियां अमर उजाला की बिकती थीं। शहर का कोई रिक्शावाला भी अमर उजाला दफ्तर को नहीं जानता था। जब मैंने कानपुर छोड़ा तो 82 हजार कापियां बिकती थीं और इतवार के दिन 96 हजार। ये सिर्फ साथियों की वजह से हुआ। यह टीम वर्क था। एक-एक आदमी काम में लगा था। कानपुर की ढेर सारी यादें हैं। बहुत दिलचस्प और सनसनीखेज वक्त था। हम लोगों ने समवेत का आनंद लिया। पत्रकारिता के लिहाज से भी जबरदस्त काम किया।

-राजेंद्र यादव ने पिछले दिनों कहा था कि कविता का भविष्य नहीं है, आप सहमत हैं?

--बहुत चूतियापे की बात है। (अपने आने वाले कविता संग्रह 'स्याही ताल' की पांडुलिपि मुझे देते हुए, इसमें लिखे एक कविता की ओर इशारा करते हैं, जिसमें उन्होंने राजेंद्र यादव के सवाल का जवाब दिया है) शीर्षक है 'कविता है यह'।

जरा संभल कर,

धीरज से बढ़,

बार-बार पढ़,

ठहर-ठहर कर,

आंख मूंद कर आंख खोल कर,

गल्प नहीं है,

कविता है यह।

वीरेन डंगवाल -पिछले दिनों उदय प्रकाश ने योगी आदित्यनाथ से सम्मान लिया। साहित्यिक जगत में इसकी काफी आलोचना हो रही है। आपकी क्या राय है?

--मेरे से फोन पर किसी ने कहा था कि ऐसा हुआ है। मुझे भी एतराज है। हम विरोध करते हैं। इतने बड़े लेखक को टुच्चे आदमी से पुरस्कार नहीं लेना चाहिए था। हम जातिवाद और सांप्रदायिक लोगों का विरोध करते हैं। इस मुद्दे पर मैंने पहले भी प्रतिक्रिया दी थी तो उदय जी के कई समर्थकों ने मुझसे नाखुशी जताई।

-आज पत्रकारिता की जो स्थिति है, आप उस पर क्या सोचते हैं। दलित पत्रकारिता और विकास पत्रकारिता जैसी चीजें कम नहीं हो गई है?

--एक जमाने में कांशीराम कहा करते थे कि मैं अखबार निकालूंगा। हालांकि ऐसा हो नहीं पाया। आज दलितों की समस्या को एक सजा के तौर पर उठाया जा रहा है। जैसे किसानों की समस्या। सब यशोगान में लिप्त हैं। इतनी निर्ममता, इतनी संवेदनशून्यता पिछले 150 सालों की पत्रकारिता में कभी नहीं देखी-सुनी। आज अखबार बुनियादी समस्याओं से दूर जा रहे हैं। अखबार चलाने वाले प्रबंधन के लोग अपनी इच्छा को पाठकों की इच्छा समझते हैं। ये लोग काफी फर्जी सर्वे करवाते हैं। अब तो जातिवाद अखबारों के दफ्तरों में घुस गया है और यह शर्मनाक है। ऐसे में दलित पत्रकारिता की उम्मीद किससे की जाए। पत्रकारिता का काम लोगों को समकालीन बनाना है, मगर हमारी पत्रकारिता लोगों को परकालीन बना दे रही है। हालांकि अंग्रेजी के अखबारों ने इन चीजों के लिए अब भी जगह बचा रखी है।

-टीवी पत्रकारिता के बारे में आपकी राय क्या है?

--यह विधा पत्रकारिता का उन्नत रूप है। कोई भी खबर तुरंत मिल जाना काफी अच्छी बात है, लेकिन हम शब्द के प्रेमी हैं। इलेक्ट्रॉनिक मीडिया में राजदीप सरदेसाई, देवांग (एनडीटीवी), पंकज श्रीवास्तव (आईबीएन7), प्रियदर्शन (एनडीटीवी) और पूण्य प्रसून वाजपेयी (जी न्यूज) अच्छा कर रहे हैं।

-अशोक चक्रधर को हिंदी अकादमी का उपाध्यक्ष बनाने पर काफी विरोध हो रहा है। कुछ लोगों ने इस्तीफा दे दिया है। इस मुद्दे पर आप क्या सोचते हैं?

--इन पचड़ों में मुझे मत घसीटो। यह चाय के प्याले में हलचल है। यह गंभीर साहित्य और लोकप्रिय साहित्य का विभाजन है। यह सही है कि अशोक चक्रधर का गंभीर साहित्य में कोई योगदान नहीं है। मगर अशोक चक्रधर के आने के पहले इस पद पर कौन था, बहुत कम लोग जानते हैं। ऐसे में अगर कोई सुपरिचित नाम आ गया तो क्या दिक्कत है। जहां तक कुछ लोगों के छोड़ने की बात है तो अकादमी सचिव ज्योतिष जोशी अच्छा काम कर रहे थे। अगर उन्होंने इस्तीफा दिया है तो जरूर कोई बात होगी। इससे नुकसान हुआ है।

-क्या हिंदी अकादमी जैसी संस्थाओं को राजनीति का अखाड़ा बनना चाहिए?

--अगर संस्थाएं स्वायत्त हों तो यह ज्यादा अच्छा है। मगर मौजूदा समय में यह संभव नहीं है। अशोक चक्रधर को मुख्यमंत्री शीला दीक्षित से नजदीकी के कारण यह पद मिलने की बात कही जा रही है। हर कोई अपने लोगों को महत्वपूर्ण पदों पर बैठाने की कोशिश करता है।

-आप शिक्षक, पत्रकार और कवि तीनों हैं, तीनों को साथ लेकर चलने में कभी दिक्कत नहीं हुई?

--नहीं। बल्कि एक-दूसरे ने मुझे हर वक्त सहारा ही दिया, मदद ही की। अखबारों में काम करने में कविता ने मदद की। तो कविता लिखने में अखबारों ने मदद की। अखबारों में रहने के चलते तमाम जगहों से हर तरह की सूचनाएं आती थीं, उन्होंने मुझे कविता में खास दिशा दी। शिक्षक होने के कारण युवाओं से संवाद बना रहा। इससे अखबारों में भी युवाओं से काम लेने में दिक्कत नहीं हुई। बल्कि मेरे मित्रवत व्यवहार के कारण सबने क्षमता से अधिक काम किया।

-भविष्य की क्या योजना है?

--अभी किया ही क्या है! पत्रकारिता और अध्यापन पर एक उपन्यास लिखना है। पत्रकारिता और अध्यापन का काम है सूचना और ज्ञान का वितरण करना। आज दोनों ही अपने काम में नाकाम हैं। उसी विषय पर लिखना चाहता हूं। पत्रकारिता में स्तंभ लेखन करना चाहता हूं। खूब घूमना चाहता हूं। घूमना अच्छा लगता है। इसी 05 अगस्त को नौकरी के 62 साल पूरे हो गए हैं। 31 अगस्त को कार्यमुक्त हो जाऊंगा। हालांकि साहित्य अकादमी अवार्ड मिलने के कारण मुझे तीन साल का एक्सटेंशन मिल सकता है। मंगलेश ने कहा भी कि बढ़वा लीजिए। मैंने कहा-

आगे किसू के क्या करें, दस्ते तमां दराज़

वो हाथ सो गया है, सिरहाने धरे-धरे।

वीरेनदा का जाना और एक अमानवीय कविता की मुक्ति

वीरेन डंगवाल यानी हमारी पीढी में सबके लिए वीरेनदा नहीं रहे। आज सुबह वे बरेली में गुज़र गए। शाम तक वहीं अंत्‍येष्टि हो जाएगी। हम उसमें नहीं होंगे। अभी हाल में उनके ऊपर जन संस्‍कृति मंच ने दिल्‍ली के गांधी शांति प्रतिष्‍ठान में एक कार्यक्रम करवाया था। उनकी आखिरी शक्‍ल और उनसे आखिरी मुलाकात उसी दिन की याद है। उस दिन वे बहुत थके हुए लग रहे थे। मिलते ही गाल पर थपकी देते हुए बोले, ''यार, जल्‍दी करना, प्रोग्राम छोटा रखना।'' ज़ाहिर है, यह तो आयोजकों के अख्तियार में था। कार्यक्रम लंबा चला। उस दिन वीरेनदा को देखकर कुछ संशय हुआ था। थोड़ा डर भी लगा था। बाद में डॉ. ए.के. अरुण ने बताया कि जब वे आशुतोष कुमार के साथ वीरेनदा को देखने उनके घर गए, तो आशुतोष भी उनका घाव देखकर डर गए थे। दूसरों से कोई कुछ कहता रहा हो या नहीं, लेकिन वीरेनदा को लेकर बीते दो साल से डर सबके मन के भीतर था।

मैं 2014 के जून में उन्‍हें कैंसर के दौरान पहली बार देखकर भीतर से हिल गया था जब रविभूषणजी और रंजीत वर्मा के साथ उनके यहां गया था। उससे पहले मैंने उन्‍हें तब देखा था जब वे बीमार नहीं थे। दोनों में बहुत फ़र्क था। मैं घर लौटा, तो दो दिन तक वीरेनदा की शक्‍ल घूमती रही थी। मैंने इस मुलाकात के बाद एक कविता लिखी और पांच-छह लोगों को भेजी थी। अधिकतर लोग मेरी कविता से नाराज़ थे। मंगलेशजी ने कहा था कि वीरेन के दोस्‍तों को यह कविता कभी पसंद नहीं आएगी और वीरेन खुद इसे पढ़ेगा तो मर ही जाएगा। विष्‍णु खरे ने मेल पर टिप्‍पणी की थी, ''जब मुझे यह monstrosity मिली तो बार-बार पढ़ने पर भी यक़ीन नहीं हुआ कि मैं सही पढ़ रहा हूं। यह आदमी, यदि इसे वैसा कहा जा सकता है तो, मानसिक और बौद्धिक रूप से बहुत बीमार लगता है, जिसे दौरे पड़ते हैं। इसे सर्जनात्मकता की अनुशासित, तमीज़दार मानवीयता के बारे में कुछ पता ही नहीं है। यह किसी horror film से बाहर आया हुआ कोई zombie या imbecile है।''

इन प्रतिक्रियाओं के बाद मैंने कविता को आगे तो बढ़ाया, लेकिन फिर किसी और को पढ़ने के लिए संकोचवश नहीं भेजा। मुझे लगा कि शायद वास्‍तव में मेरे भीतर ''सर्जनात्‍मकता की अनुशासित, तमीज़दार मानवीयता'' नहीं रही होगी। एक बात ज़रूर है। रंजीत वर्मा के कहे मुताबिक इस कविता को मैं आशावादी नहीं बना सका गोकि मैंने इसकी कोशिश बहुत की। मैंने चुपचाप ज़ॉम्‍बी बने रहना इस उम्‍मीद में स्‍वीकार किया कि वीरेनदा ठीक हो जाएं, कविता का क्‍या है, वह अपने आप दुरुस्‍त हो जाएगी। उन्‍हीं के शब्‍दों में कहूं तो- ''एक कवि और कर भी क्‍या सकता है / सही बने रहने की कोशिश के सिवा''।

मेरा डर गलत नहीं था, उसकी अभिव्‍यक्ति चाहे जैसी भी रही हो। अब वीरेनदा हमारे बीच नहीं हैं और मैं उन पर लिखी इन कविताओं के तमीज़दार व मानवीय बनने का इंतज़ार नहीं कर सकता। ऐसा अब कभी नहीं होगा। बीते डेढ़ साल से इन कविताओं की सांस वीरेनदा के गले में अटकी पड़ी थी। जीवन का डर खत्‍म हुआ तो कविता में डर क्‍यों बना रहे फिर? वीरेनदा के साथ ही मैं उन पर लिखे इन शब्‍दों को आज मुक्‍त कर रहा हूं।

एक

मरे हुए आदमी को देखकर डर नहीं लगता

डर लगता है

एक मरते हुए आदमी को देखकर।

मरता हुआ आदमी कैसा होता है?

फर्ज़ करें कि सिर पर एक काली टोपी है

जो कीमो थेरेपी में उड़ चुके बालों

और बचे हुए खड़े सफेद बालों को

ढंकने के लिए टिकी हो बमुश्किल।

मसलन, चेहरा तकरीबन झुलसा हुआ हो

और दांत निकल आए हों बिल्‍कुल बाहर।

आंखों पर पुराना चश्‍मा भी सिकुड चुके चेहरे में

अंट पाने को हो बेचैन।

होंठ-

क्षैतिज रेखा से बाईं ओर कुछ उठे हुए,

और जबड़े पर

शरीर के किसी भी हिस्‍से, जैसे कि जांघ

या छाती से निकाली गई चमड़ी

पैबंद की तरह चिपकी, और

काली होती जाती दिन-ब-दिन।

वज़न घट कर रह गया हो 42 किलो

और शर्ट, और पैंट, या जो कुछ कह लें उसे

सब धीरे-धीरे ले रहा हो शक्‍ल चादर की।

पैर, सिर्फ हड्डियों और मोटी झांकती नसों का

हो कोई अव्‍यवस्थित कारोबार

जो खड़े होने पर टूट जाए अरराकर

बस अभी,

या नहीं भी।

पूरी देह ऐसी

हवा में कुछ ऊपर उठी हुई सतह से

कर रही हो बात

सायास

कहना चाह रही हो

डरो मत, मैं वही हूं।

और हम, जानते हुए कि यह शख्‍स वो नहीं रहा

खोजते हैं परिचिति के तार

उसके अतीत में

सोचते हुए अपने-अपने दिमागों में उसकी वो शक्‍ल

अपनी आखिरी सामान्‍य मुलाकात

जब वह हुआ करता था बिल्‍कुल वैसा

जैसा कि सोचते हुए हम आए थे

उसके घर।

क्‍या तुम अब भी पान खाते हो?

पूछा रविभूषण जी ने।

कहां यार?

वो तो भीतर की लाली है...

और बमुश्किल पोंछते हुए सरक आई अनचाही लार

ठठा पड़ा खोखल में से

एक मरता हुआ आदमी

अंकवार भरके अपने रब्‍बू को...

हवा में बच गया

फि़राक का एक शेर।

यह सच है कि मैं वीरेन डंगवाल के पास गया था

यह भी सच है कि उन्‍हें देखकर मैं डर गया था।

एक सच यह है कि मैं वीरेन डंगवाल के पास गया था

दूसरा यह, कि उन्‍हें देखकर मैं डर गया था

तीसरा सच मुझे मंगलेश डबराल ने अगली सुबह फोन पर बताया-

''वो तो ठीक हो रहा है अब...

वीरेन के दोस्‍तों को अच्‍छा नहीं लगेगा

जो तुमने उसे लिखा है मरता हुआ आदमी

कविता को दुरुस्‍त करो।''

तो क्‍या मैं यह लिखूं

कि मरे हुए आदमी को देखकर डर नहीं लगता

डर लगता है

एक ठीक होते हुए आदमी को देखकर?

मंगलेशजी की बात में अर्थ है।

मरता हुआ आदमी क्‍या होता है?

वो तो हम सभी हैं

मैं भी, मेरे साथ गए बाकी दोनों लोग

और खुद मंगलेशजी भी।

हम

जो कि मौत को कम जानते हैं

इसलिए उसी से डरते हैं

हमें जिससे डर लगता है

उसमें हमें मौत ही दिखती है

जबकि बहुत संभव है

पनप रहा हो जीवन वहां

नए सिरे से।

तो वीरेनदा ठीक हो रहे हैं

यह एक बात है

और मुझे डरा रहे हैं

यह दूसरी बात।

मेरे डर

और उनकी हंसी के बीच

एक रिश्‍ता है

जिसे काफी पहले

खोज लिया था उदय प्रकाश ने

अपनी एक कविता में।

उन्‍हें देखकर

मैं न बोल सका

न कुछ सोच सका

और बन गया उदयजी की कविता का मरा हुआ पात्र

अपने ही आईने में देखता अक्‍स

ठीक होते हुए एक आदमी का

जिसे कविता में लिख गया

मरता हुआ आदमी।

कुछ तो है जो डराता होगा

वरना

रंजीत वर्मा से उधार लूं, तो

वीरेनदा

जो हमेशा दिखते रहें उतने ही सुंदर?

क्‍या मेरा डर

वीरेनदा को सिर्फ बाहर से देख पा रहा था?

यदि ऐसा ही है

(और सब कह रहे हैं तो ऐसा ही होना चाहिए)

तो फिर

अमिताभ बच्‍चन क्‍यों डरा हुआ था

अंत तक खूबसूरत, हंसते

राजेश खन्‍ना को देखकर?

जिंदगी और फिल्‍म में फ़र्क है

जि़ंदगी और कविता में भी।

यह फ़र्क सायास नहीं है।

मैंने जान-बूझ कर रंजीतजी की कही बात

नहीं डाल दी रविभूषणजी के मुंह में।

मैं भूल गया रात होने तक

किसने पूछी थी पान वाली बात।

जैसे मैं भूल गया

फि़राक का वह शेर

जो वीरेनदा ने सुनाया था।

मुझे याद है सिर्फ वो चेहरा

वो देह

उसकी बुनावट

अब तक।

जो याद रहा

वो कविता में आ गया

तमाम भूलों समेत...

अब सब कह रहे हैं

कि इसे ही दुरुस्‍त कर लो।

अब,

न मैं कविता को दुरुस्‍त करूंगा

न ही वीरेनदा को फोन कर के

पूछूंगा फि़राक का वो शेर।

और देखकर समझ लेना

क्‍या इतना ही आसान है?

रंजीत वर्मा दांतों पर सवाल करते हैं

वीरेनदा होंठों पर जवाब देते हैं

यही फ़र्क रचता है एक कविता

जो भीतर की लाली से युक्‍त

बाहर से डरावनी भी हो सकती है।

फिर क्‍या फ़र्क पड़ता है

कि किसने क्‍या पूछा

और किसने क्‍या कहा।

क्‍या रविभूषणजी के आंसू

काफी नहीं हैं यह समझने के लिए

I have been insisting that RSS is doing everything to cut off Kashmir,specifically Kashmir valley out of Indian Map! I have always been writing and speaking the story of partition in First Person version,the version of the a partition victim,the story of the continuous bloodshed,continuous holocaust and continuous refugee influx worldwide.The official history as well as the so called mainstream literature voice the third person description of the Greek Tragedy in India.It is the story of the rulers defending the interest of the class rule,caste hegemony of blatant racial apartheid.

Thanks Ms Mamata Banerjee to declassify the cabinet documents on Netaji between 1938-1947.These documents are very important to know Fazlul Haq whom no indian citizen does not know these days.

The first prime minister of Bengal,Fazlul Haq was the leader of Parja krishak Party of the Hindu Muslim Tribal peasantry united since the demise of Buddhist Bengal who had been fighting against East India Company and British Raj and this grand alliance of the majority agrarian communities,the real bahujan samaj continuously fought for workers the right to land and rights of the workers in a feudal production system captured by feudal lords, the Zamindars who aligned with British Raj and later converted themselves swadishi to national leaders.

It is the story of chuar, munda, bheel, santhal insurections,Sanyasi rebellion,Indigo revolt,freedom struggle in 1857 to Tebhaga and food movement turminated in Naxalismand Maoism!

Praja Krishak Party was formed to push for their demand of land reforms and it had been also the demand of Matua Movement led by Harichand and Guruchand Thakur which saw Jogendra nath Mandal to become the face of untouchable Bengal.

This story is very important to understand the incarnation of Dr BR Ambedkar as the chairman of the draft committee of Indian Constitution.

The supporters of Fazlul Haq and Harichand Guruchand Thakur and the untouchables of East Bengal empowered babasaheb to ensure constitutional safeguards for SC, ST, OBC, Minorities, Workers and Women!

I am waiting for the fine prints of those documents.

One document deals with the riots named Direct Action in Kolkata in 1946 which is believed to be decisive for

partition and population transfer in 1947 confirming Two Nations theory to sustain and revive Hindutva as well as Manusmriti rule with reservation quota eternal sanctity to the losing hell of Hindutva,the caste system,the permanent settlement of brutal,blatant racial apartheid to divide the workers and toiling masses,the agrarian communities in identity politics as we watch the LIVE Mahabharta,the caste war in a KURUKSHETRA renamed and relaunched as BIHAR!

Hitherto we had been blaming SUHARWARDI for Direct Action and RSS hitherto has made it a content full of blood and meat that Islam and Muslims were responsible for every riot and for the partition and we. the Indian people treat Muslims and Non Hindus as second class third class mankind like we demonise every other community other than the ruling castes rooted in Aryan PURITY!

These documents prove that Hindutva forces including Congress had a greater role in Direct action as we have already witnessed in bleeding punjab,Sikh Genocide,Gujarat Killings,Babri Mosque demolition and the latest in Mujaffarnagar.

One of the documents expose the details of the meeting held in Kolkata to finalize the strategy to stop Netaji to enter India and the ruling hegemony ensured that Netaji must not return to Kolkata.

I belong to the refugee,scattered worldwide,those wanted to return to their original home just because someone like comrade Jyoti Basu called them back home like the waves.Their returned and the the first LefT Front Government ,known better for land reforms and Dr,Ashok Mitra as the FM of that government massacred them in Marichjhapi.Since then MRICHJHANPI people denied justice.

Didi,you visited Marichjhanpi time and again and you promised justice.But you just forgot.You reopened every file of Genocide in Bengal except Marichjhanpi Genocide.Why?

Mamata Banerjee declassifies files on Netaji and allied cabinet meetings held during 1938-47

On September 18, after 67 years, as many as 64 Netaji files with the Bengal government were made public in the Kolkata Police museum.

After declassifying the intelligence files on Netaji Subhas Chandra Bose, the Mamata Banerjee-led West Bengal state government declassified files on cabinet meetings that were held during the pre-independence era between 1938-47. "We have declassified state cabinet papers from 1938 to 1947 today. Total 401 cabinet files of the pre-independence era were declassified. The declassification of these files will throw light on the history of pre-independence era. The files will be available with the state library and public archive. I will hand over a copy of the CD containing digital data of Netaji files to the President of India, Lok Sabha and Rajya Sabha speaker," said Banerjee while addressing reporters at Nabanna – state secretariat, before leaving for Delhi.

The Chief Minister will be leaving for Delhi today to attend Chief Minister Arvind Kejriwal-convened Chief Minister's meet. Banerjee also highlighted that the digitisation of files is a step towards Digital India program. "Digitisation of files is one such step taken by us towards Digital India program. Digitisation of files after independence will be done in a phase wise manner in future. In this age of internet and social media, we believe in transparency. That is why we declassified files. People must know the truth. We hope the stand taken by our government regarding declassification of files will be adopted by other governments also," she added.

On September 18, after 67 years, as many as 64 Netaji files with the Bengal government were made public in the Kolkata Police museum. While the hard copies of the Netaji files were placed inside the wooden and glass cabinets, ten desktops were installed inside the museum, where visitors can browse through the data of the files in digital format.

All 64 intelligence files, 55 with the then Special Branch of Calcutta Police and nine with the state's IB, were thrown open for public from September 21. The 12,744-page dossier, however, opened up new avenues about Netaji's interactions with people, his personal life and his dreams about freeing India from the British rule.

Apart from climate change, the much-awaited meeting between Prime Minister Narendra Modi and President Barack Obama on Monday touched upon a host of other subjects, including terrorism.

Making a reference to his weekend visit to Silicon Valley, Modi said the two countries were bound by technology, enterprise and innovation, and described the economic partnership as a key driver of the relationship and said the two countries would continue to work towards a stronger bilateral framework of economic cooperation, including the Bilateral Investment Treaty and Totalisation Agreement

"There was a broad acknowledgement of the progress made in bilateral relations" since the meeting in January of the two leaders, Ministry of External Affairs spokesperson Vikas Swarup said of the one-hour discussion in the UN building after the US President's address to the General Assembly.

To a question on whether Pakistan figured in the discussion, the Swarup said "Pakistan came up in the discussion with one of the three leaders" with whom Modi had bilateral meetings "in the context of terrorism".

Apart from Obama, Modi also met French President Francois Hollande and British Prime Minister David Cameron.

অভ্যন্তরীণ বিষয়ে হস্তক্ষেপের প্রতিবাদে নেপালে ভারতীয় টেলিভিশনের প্রচার বন্ধ করে দিয়েছে দেশটির কেবল টিভি অপারেটররা।

নেপালের কাঠমান্ডু পোস্টের খবরে বলা হয়েছে, মঙ্গলবার সকাল ১০টা থেকে নেপালে ভারতীয় টিভিচ্যানেলের প্রদর্শন বন্ধ করে দেয়ার ঘোষণা দেওয়া হয়।

সোমবার ফেডারেশন অব নেপাল কেব্‌ল টেলিভিশন অ্যাসোসিয়েশন সভা করে এ সিদ্ধান্ত নেয়।অ্যাসোসিয়েশনের সভাপতি সুশীল পারাজুলি বলেন, এটি প্রতীকী। ইতিমধ্যে নেপালের পোখারা, চিতোয়ান ও মহেন্দ্রনগরে ভারতীয় হিন্দি চ্যানেল বন্ধ করে দেয়া হয়েছে।নতুন সংবিধান প্রণয়নকে কেন্দ্র করে নেপালের ওপর অনানুষ্ঠানিক অবরোধ আরোপ ও দেশটির অভ্যন্তরীণ বিষয়ে ভারতের নাক গলানোর প্রতিবাদে এ সিদ্ধান্ত বলে জানান তিনি।বিবিসি অনলাইনের খবরে বলা হয়েছে, নতুন সংবিধান নিয়ে প্রভাবশালী প্রতিবেশী ভারতের সঙ্গে নেপালের খানিকটা তিক্ততার সৃষ্টি হয়। যদিও দেশটিতে নতুন সংবিধান প্রণয়ন প্রক্রিয়ায় কয়েক দশক ধরেই অন্যতম সমর্থনকারী দেশ ভারত।তবে নতুন সংবিধানের বিষয়ে ভারতের মত, এটা যথেষ্ট ব্যাপকতার ভিত্তিতে হয়নি। সংবিধানকে কেন্দ্র করে দেশটিতে যে সহিংসতা ছড়িয়ে পড়ছে, যার আঁচ লাগবে ভারতেও।ভারত বরাবরই বলে আসছে, আরও আলোচনার ভিত্তিতে সংবিধানটি প্রণয়ন করা হোক, যাতে বিরোধ কমে আসে। সংবিধানের বিরোধিতাকারীদের সঙ্গে আলোচনায় বসারও আহ্বান জানিয়েছে ভারত।
