सारा अपराध मुसलमानों,दलितो,पिछड़ों और आदिवासियों का है।इन्हें छोड़कर हिसाब लगाइये कि दुनियाभर में कितने विशुद्ध हिंदू बचते हैं।लेकिन अंध देशभक्ति और धर्म कर्म के नाम पर जो कटकटेला अंधियारा का कारोबार है,उसमें सियासत,मजहब और हुकूमत का त्रिशुल धारण किये हम ऐसे बजरंगी बन गये हैं कि मुहब्बत की बात किसी ने कर दी तो उसकी फिर खैर नहीं।जुबान लंबी हो गयी,फतवा जारी होगा तुरंत और फिर जो हो रहा है,वही होगा।थोड़ी शर्मिंदगी होगी तो निंदा विंदा हो जायेगी और फिर नफरत का वही खुल्ला खेल फर्रूखाबादी।


टाइटैनिक बाबा अपने घर पहुंचे हुए हैं और दुनियाभर के मातबर वहां अमेरिकी कंपनियों के मालिकान से गुफ्तगू कर रहे हैं कि कैसे और कितनी जल्दी मेहनतकशों का सफाया हो तुरत फुरत।ताजा एजंडा शिक्षा क्षेत्र के निजीकरण अभियान है।


अब देख लीजिये कि दिल्ली में डेंगू से मौतें हो रही हैं तो हर कोई मौतों की गनिती में लगा है और कोई देख नहीं रहा है कि जनता बिना इलाज शुगर से भी मर रही है थोक भाव में।तनिको दूसरी तमाम बीमारियों से मरने वालों की संख्या.बिना इलाज मरते बच्चों और औरतों की संख्या तो गिना दीजिये।

हकीकत यह है कि इलाज अब सरकारी अस्पतालों में होता नहीं है।सरकारी अस्पतालों के लोग भी निजी बिजनेस की खुली छूट का मजा ले रहे हैं और निजी अस्पतालों में जाने का मतलब है पैसा।जिनके पास हुआ पैसा वे मर कर भी जी जाते हैं।और पैसे हुए नहीं तो फिर जीकर भी मर जाते हैं।


दो टुक शब्दों में यह खेल राजनीतिक है कि दिल्ली की चुनी हुई सरकार का बाजा बजाना है क्योंकि जेएनयू के लालकिले में भगवा फहरा गया है तो बाकी दिल्ली और बाकी देश में भगवा फहराना है।


डेंगू पर बवंडर तो बहाना है,टीक वैसे ही जैसे दुनियाभर में यहूदियों के बाद सबसे धनी समुदायआरक्षण मांग रहा है और उनका नेता बंदूक ताने कह रहा है कि हमें आरक्षण नहीं दिया तो आरक्षण खत्म कर दो।वही बच्चा अब अगला अरविंद केजरीवाल है और कारपोरेटहितों के माफिक न होने की वजह से मौलिक केजरीवाल को मटिया दिया जाना है और मडियाना से पहले उसकी छवि गुड़गोबर कर देनी है।


वैसे हमें अरविंद केजरीवाल की राजनीति से कुछ लेना देना नहीं रहा है और उनके उत्थान की वजह भी हम जान रहे थे।हम बता रहे हैं कि किसी को अर्श से फर्श पर और फिर फर्श से अर्स पर ले जाने का मतलब आकिर क्या होता है।


कल अमलेंदु ने सुधर विद्यार्थी की हमारे नाम चिट्ठी हस्तक्षेप पर लगा दी है और इसका कुछ असर किसी पर हुआ या नहीं मालूम नहीं है। बंगाल में रवींद्र ,बंकिम,विवेकानंद,टैगोर वगैरह वगैरह पवित्र गाय हैं जिनकी आलोचना मना है।


व्यक्ति पूजा के लिए तमिल और बंगाली एक दूसरे से बढ़कर है।इस बंगाल को फिर बारत को आजाद करवाने का गर्व है और देश के बंटवारे में बंगाली हिंदुत्ववादियों की निर्णायक भूमिका के बारे में उसे कोई जानकारी भी नहीं है।


बंटवारे पर चर्चा का मतलब सीध गांधी,नेहरु और कांग्रेस को गरियाना है और सारे लोग जानरहे हैं कि इन लोगों की भूमिका क्या रही है और हम उसे महिमामंंडित भी नहीं कर रहे हैं।


हकीकत यह है कि नेताजी भारत छोड़ने से पहले तक फासिज्म के खिलाफ लड़ रहे थे और हिंदुत्ववादियों को बंगाल में एक इंच जमीन नहीं छोड़ रहे थे और वे चाहते थे कि कांग्रेस के मंच पर पूरे देश को लामबंद किया जाये।चूंकि ऐसा हुआ नहीं तो उन्हें देश भी छोड़ना पड़ा।नेताजी ने आजाद हिंद फौज का गठन करके आजादी के मकसद से भारत में दाकिल होने से पहले,मणिपुर में तिरंगा फहराने से पहले गांधीजी से इजाजत मांगी थी।


उन नेताजी को बंगाल और देश में कितने लोग ठीक से समझते हैं ,हमें मालूम नहीं है।लेकिन उनकी जीवित होने न होने का रहस्य सात दशकों से खुला नहीं है और पहले तो लोग उनको हिटलर से जोड़ते हैं और फासीवाद से,जो वे नहीं थे,हमने यहपहले ही लिखा है।


अबतक नेताजी के हत्यारे बतौर पंडित नेहरु को कठघरे में खड़ा किया जाता रहा है और पुलिसिया रिकार्ड के 64 दस्तावेज दीदी ने खोल दिये तो एकमुश्त लोग यह साबित करने लगे हैं कि नेतजी को नेहरु ने स्टालिन सा मरवाया है।लेकिन सबूत कुछ भी नहीं है।


नेताजी की यह भक्ति भी राजनीतिक है।नेताजी पर इतना बवाल है तो सुधीर विद्यार्थी के पत्र ने खुलासा कर दिया है कि बंगाल और कोलकाता ने बाकी क्रांतिकारियों को कैसे भुला दिया है और कैसे उनका नामोनविशां मिटा दिया है।


सुधीरजी और चमनलाल कितनो ही क्रांतिकारियों की याद दिलाये न गाय पट्टी में,न बंगाल में और न पंजाब में और न खंडित देश के सरहदों के आर पारकिसी को आजादी की लड़ाई के इतिहास की कोई परवाह है और न शहीदो की विरासत की किसी को कोई परवाह है।


होता तो ब्रिटिश हूकुनत की पीढ़ी दर पीढ़ी गुलामी करने वालों को हमने सत्ता में लगातार लगातार न बिठाया होता और पहले के जमींदारक प्रजा उत्पीड़िकों को चुन चुनकर अपना नुमाइंदा न बनाया होता।


और न वे लोग देश,देस के तमाम संसाधनों को बेच रहे होते धर्म कर्म और विशुद्धता के नाम पर और न मेहनतकशों के हक हकूक सिरे से खत्म होते और न अनंत बेदखली के लिए यह कयामत का सिलसिला चलता और न  कयामतों का वसंत बहार हमारे मक्तबाजारी जीवन में संभोग से लेकर समाधि का किस्सा होता।


हमने तो रब को हत्यारा बना डाला मजहब के नाम।

हमने फिर हत्यारों को रब बना डाला सयासत के नाम।


अब प्रवचन हम भी देने लगे हैं क्योंकि पढ़े लिखे लोग सबसे जियादा धोखा दे रहे हैं।

विजुअल में लोग जियादा समझते हैं,लोग ऐसा कह रहे हैं,सो हमने बी प्रवचन के मुकाबले प्रवचन शुरु किया है।क्योंकि इस देश में प्रवचन का असर ज्यादा हो रहा और तकनीक के सिवाय न ज्ञान,न इतिहास,न अर्थव्यवस्था,न धर्म कर्म,न संस्कृति की किसी को कोई परवाह है।पढ़ने का वक्त बी किसी के पास नहीं है।सो,थ्रीजी परो जी उड़ान पर हम भी प्रवचन आजमा रहे हैं और क्रांतिकारियों की गत पर आज का प्रवचन है।


प्रवचन सुनने से पहले समझ लीजिये कि धर्म कर्म ,कर्मपल और विशुद्धता के नाम पर कैसी मनुस्मृति लागू है और किस तरह नस्ली सफाये अभियान के तहत देश बेचने का कारोबर फल फूल रहा है।


टायटेनिक बाबा के इस दफा अमेरिका दौरे पर जाने से पहले हथियारों का बड़ा सौदा हुआ है।खबर भी आप पढ़ चुके होंगे।


बिजनेस और इंडस्ट्री वाले भी बहुत ज्यादा समझदार हैं ,ऐसा मान लेने की कोई वजह नहीं है,ब्याज दरों में कटोती के सिवाय वे अर्थशास्त्र कितना समझते हैं और उनके कारिंदे और भाड़े के टट्टू उन्हें क्या समझाते हैं,हमारी समझ से बाहर है।


सर्विस सेक्टर को प्राथिमिकता देनेसे इंडस्ट्री का कितना भला हुआ,कितना भला हुआ प्रोमोटर,बिल्डर माफिया राज,एफडीआई और पूंजी से ,बेहतर है कि वक्त रहते वे समझ लें कयोंकि उत्पादन प्रणाली कोई बची नहीं है।

किसान,खेती और जनपद तबाह हैं तो इंडस्ट्री और बिजनेस का भला कितना हुआ है,वह बी हमारी समझ से बाहर है।


रिलायंस और अदाणी और कुछ गुजरात के कारोबारियों के अलावा किसी का भला हुआ नहीं है।


विदेशी निवेशकों और विदेशी पूंजी को हर छूट औरसहूलियतों से उनसे जुड़ी कंपनियों का भला जरुर हुआ है लेकिन स्टार्ट अप कोई इंडस्ट्री नहीं है और न बिजनेस हैं।हवा हवाई किले हैं।

Top CEOs eager to support PM's initiatives like `Make in India' & `Digital India', but want govt to step up the game
Prime Minister Narendra Modi, during his meetings here with top corporate leaders, has pitched for stronger inflows of foreign capital into India while assuring reforms, prompt decisions and transparency.The chief executives were impressed but wanted the pace of reforms to be hastened.

Following an interaction with the leaders in the financial sector in the morning, the prime minister held two more such engagements -an hourlong interface with the top brass of media and entertainment industry and a 90-minute dinner meet with 42 of the world's top corporate leaders.

Indian interlocutors said those at the meetings were eager to support Modi's initiatives -like on `Make in India', `Digital India', `Skill India' and `Startup India' -and also viewed the South Asian country among their top five markets to do business with.

"Foreign direct investment all over the world has fallen but in India it increased by 40%. This reflects confidence in the Indian economy," the prime minister said during the interaction over dinner with the chief executives, drawn from Fortune 500 companies.

Government readies a 15-year plan and budget of Rs.10,000 cr to develop shipping, port and tourism infrastructure on the Andaman and Nicobar Islands after assessing impact on Jarawas, habitat. Rajat Arora reports
India has drawn up an ambitious, `10,000 crore plan to transform the Andaman and Nicobar Islands into the country's first maritime hub, taking advantage of its strategic location and making it the base for infrastructure that will include an expanded dry dock and ship repair industry in the capital Port Blair.

The Narendra Modi government has readied a blueprint of the plan that also entails protection of the original Jarawa inhabitants while boosting the tourism potential of locations such as limestone caves and mud volcanoes.

"Plans for the projects that are to be undertaken over the next two years have already been formulated," shipping Minister Nitin Gadkari told ET. "Action is being initiated."

Projects that entail an investment of `2,000 crore have been sanctioned and work on the rest of the programme will start soon.

The shipping ministry has prepared a 15year perspective plan for the development of shipping and port infrastructure on the islands, which are home to India's eastern and southern tips, putting them within close distance of an international shipping route.

Apart from ship repairs, the plan includes the development of port infrastructure, the acquisition of vessels to run mainland-island services, the purchase of tugs for safe berthing and sprucing up docking capacity .

"Andaman is a very sensitive zone. So, all these projects will have to be undertaken after assessing the impact on environment," said a senior government official. "Tribal areas and tourist areas would be bifurcated.We are creating sea routes so that these areas are not disturbed."

Over the past decades, the Jarawa indigenous peoples have been hit by the arrival of settlers from elsewhere in India and the limited development that has taken place, especially the construction of the Andaman Trunk Road and the rise in tourism. As is typical in such instances, this has meant the spread of disease among the Jarawa, sexual and other forms of abuse by outsiders, incursions into their territory and rampant poaching.

Campaigners have demanded that the government shut the trunk road and that there should be no forcible attempts to `mainstream' them.

To be sure, the islands are a big tourist draw because the pristine waters make it ideal for diving.

To promote the area as a destination, the government has sanctioned a `50 crore project on the development of a sea route from Port Blair to Baratang, one of the islands and home to the mud volcanoes. The project is being implemented by Andaman Lakshadweep Harbour Works and will be completed by October 2017. To augment the dry docking capacity in Port Blair, the existing facility will be expanded with an investment of about `120 crore. The government doesn't want to be the sole participant in creating modern port and shipping infrastructure in the islands.

"For the ship repair industry, we are expecting private participation. The government has also set aside `1,000 crore for the same," said the official cited above.

Around the islands, 23 sites have been identified for development into ports, with seven of these being small facilities. The government plans to spend about `4,000 crore on this project and also to create direct connec tivity with Chennai and Vizag ports.

The Andaman and Nicobar Islands are a chain of 572 islands of which a little more than 30 are inhabited. They constitute 0.2% of India's land mass but provide for 30% of the country's 200-nautical-mile exclusive economic zone (EEZ).

In keeping with their strategic location, the ministry is also collaborating with the ministry of defence through the Andaman and Nicobar Command to undertake some of the projects. The islands are scattered between the Bay of Bengal and the Andaman Sea and are closer to Myanmar and Indonesia than the Indian mainland. Parts of the islands were devastated by the 2004 tsunami that originated off the Indonesian coast.

The ministry of defence is undertaking three different projects in the islands that will be of key strategic importance to India.Officials, however, didn't provide details about the projects, saying all of them were critical in nature.

The southern islands lie near the Malacca Straits, a gateway to the Indian Ocean through which China gets some of its oil.

The southernmost tip, known as Indira point and located in the Greater Nicobar area, is 100 nautical miles away from Sumatra and 200 miles from Singapore. It's an overnight journey to Phuket through the sea route from Greater Nicobar. However, no ship currently operates on this route.

"This region has huge potential for us as the international trading route that originates from Singapore and connects with the east-west corridor is hardly 15 nautical miles from Indira point," said another government official.

The government has also planned a container transhipment terminal in the area to tap into the potential of the international trading route to cut down on freight costs.However, getting environmental clearance will be tough as the Greater Nicobar area has dense forests.

The Andaman and Nicobar administration is also planning to declare Port Blair a freetrade area. But only clean, non-polluting industries will be allowed. The move is aimed at boosting employment opportunities, said an officer of the Andaman administration.

The government aims to acquire 60 small and large passenger and cargo ships for around `5,000 crore.

"These ships would provide better connectivity with Chennai and Vizag port," said one of the officials cited above. "We have already ordered two ships with capacity of 1,200 passengers and 100 tonnes of cargo each. Four small ships with capacity of 500 passengers each for inter-island connectivity are also being acquired."

There is a plan to buy luxury cruise ships for wealthier visitors, to replace the aging, basic vessels that are available.

पहले एक बात साफ कर दूं कि हमने प्रवचन शुरु क्यों किया है।मेरे पिता मुझसे बहुत जियादा मजबूत आदमी थे,जिनकी रीढ़ कैंसर में सड़ गल जाने के बावजूद मुझसे सीधी रही है।उन्हें दरअसल किसी चीज की कोई परवाह नहीं थी।उन्होंने अपनी झोपड़ी के बदले में महल सजाने का ख्वाब कभी नहीं देखा और बुनियादी जरुरतों के लिए भी कभी फिक्रमंद नहीं थे वे।


हमने कई दफा इस सिलसिले में उनसे कहा भी कि आप इस तरह दौड़ते हैं देशभर में,आपकी उम्र हो रही है और हम कभी नहीं जानते कि आप कब कहां होते हैं।आपको कुछ हो गया कभी तो हमें पता ही नहीं चलने वाला है कि कहां आपके साथ क्या हो गये।


हर बार पिताजी ने यही कहा कि नौकरी करते हो और तुम अपने को बेहद सुरक्षित महसूस करते हो उनके बीच जो तुम्हारे कोई नहीं होते,जिनके हित अलग अलग है और जिनकी राजनीति अलग अलग है।


फिर वे कहते,तनिको सड़क पर उतरकर देखो,यहां सब बराबर हैं।यहां जो लोग हैं,उनके पास कुछ भी नहीं है। लेकिन इत्मीनान है।यकीन है।मुहब्बत है।नफरत नहीं है।


उनने कहा कि जब आप जनता के बीच होते हैं,तब आपको किसी चीज की परवाह करने की जरुरत नहीं होती और जनता आपकी जरुरतों को पूरा करती है।न पैसों की कमी होती है और न संसाधनों की ।शर्त यह है कि आप जनता के लिए जिये मरे भी और जनता के बीच आपकी साख भी बनी रहे और उस साख को भुनाकर आपमहल कोई खड़ा न करें और अपने मतलब कोई साधे नहीं।


पिताजी हमेशा जनता के बीच रहे।जनता के लिए जीते मरते रहे।तो उन्हें कोई फिक्र थी नहीं।हम अपने पिता की तरह नहीं हैं।कुल मिलाकर हम पेशेवर हैं।


अपने पेशा में हमने कैद होकर जिंदगी जी ली और जनता के बीच होने का अहसास कभी जी ही नहीं सके।अब उस पेशे को अलविदा कहने के बाद जब जमीन पर खड़ा होने की घड़ी सामने है,तो सड़क पर आ जाने की भी नौबत नहीं है।

हमारे पास पिता की झोपड़ी भी नहीं है।


पिताजी की सीख पर अमल करना उतना ही मुश्किल है जितना गुरुजी ताराचंद्र त्रिपाठी के सबक पर अमल करना मुश्किल है।


अब चूंकि इस देश में लिखने पढ़ने का माहौल सिरे से खत्म है और बाजार में खड़ा हर शख्स अपनी पसंद की जर जोरु जमीन के लिए हर दूसरे तीसरे की जान लेने पर आमादा है और हर किसी के दिल में सियासत मजहब हुकूमत का त्रिशुल गहराई तक बिंधा हुआ है,सच कहने की कोई विधा हमारे कब्जे में नहीं है और न कलाकौशल है हमारे पास कोई चामत्कारिक।


नागरिक कोई इस देश में हैं नहीं हैं।न नागरिक अधिकार हैं और मनुष्य के अधिकार हैं।हम अस्मिताओं में कैद अलग अलग जहां हैं,अलग अलग तन्हाई का सिलसिला हैं।हम असहिष्णु हैं नख से सशिक तक।मनुष्यता के लिए सामाजिकता बेहद जरुरी है और सामाजिकता के लिए सहिष्णुता अनिवार्य है।


सियासत,मजहब,हुकूमत के त्रिशुल बिंधे दिलोदिमाग में कोई सहिष्णुता इन दिनों बची नहीं है दरअसल।


हम लोग बिनचेहरे के ,बिन दिलोदिमाग के कबंध हैं और अस्मिताओं के रंग बिरंगे मुखौटे से हमारी पहचान है।


मनुष्य हम हैं या नहीं या हम सामाजिक हैं या नहीं,हम ईमानदार वफादार वगैरह वगैरह हैं या नहीं,हम सहिष्णु या असहिष्णु जो भी हों,किसी को कोई फर्क नहीं पड़ने वाला है।


मुल्क अब फ्री मार्केट है।

केल अब खुल्ला फर्ऱूखाबादी हैं।

किसी की काबिलियत या ईमानदारी वगैरह वगैरह की किसी को परवाह नहीं है।बशर्ते कि आपके पास बाजार में रंगदारी के लिए बाहुबल धनबल और सत्ता की ताकत पर्याप्त हो।


यही समामााजिक यथार्थ है।

दरअसल हम मिथकों और मिथ्याओं में जीन के अभ्यस्त हैं।

हमें प्रतीकों की बहुत परवाह होती है।


हमें मुल्क की परवाह हो न हो,इस मुल्क के लोगों की परवाह हो न हो,हमें सरहद और देश के नक्शे की बहुत परवाह है।

हमें इस देश की जनता की रोजमर्रे की बुनियादी जरुरतों की,उनकी तकलीफों की,उनके रिसते हुए जख्मों की,उनपर रोजाना ढाये जा रहे जुल्मोसितम की परवाह हो या नहीं,जमीन और आसमान ,पहाड़ और समुंदर की परवाह हो या नहीं,देश के अंदर बाहर बहती खून की परवाह है या नहीं,तिरंगे और वंदेमातरम और जनगणमन की बहुत परवाह है।हवा हवाई है हमारा यह अंध राष्ट्रवाद,जिसकी कोई हकीकत की जमीन है ही नहीं।


हम परेशां परेशां हैं कि किसीने तिरंगे पर ठोंक कर दस्तखत दाग दिये और अमेरिका से लेकर हिंदुस्तान की सरजमीं पर हंगामा बुत बरपा है।हमें कोई फर्क भी नहीं पड़ा कि गुजरात में इंसानियत पर क्या कयामत बरपा दी गयी और कैसे मां के गर्भ से पेट चीरकर बच्चे के खून सा नहला हुआ हमारा यह अंध राष्ट्रवाद है।


हमारी आंखें देख नहीं रही हैं कि कैसे अमेरिका की सरजमीं पर हिंदुस्तान के चप्पे चप्पे का सौदा हो गया।


हमारी आंखें देख नहीं रही हैं कि कैसे विकास का एजंडा नये सिरे से बना है और किसका क्या कार्यक्रम आखेट का है,किसका क्या कार्यक्रम नरसंहार का है और कहां कहां नये सिरे से बेदखली या छंटनी का चाकचौबंद इंतजाम है।


क्योंकि सरहद की हिफाजत के लिए बोलना बहुत आसां है।  


कश्मीर,या लहूलुहान हिमालय या पूर्वोत्तर या मध्यभारत में कारपोरेट शिकंजे में कसमसाती इंसानियत के खिलाफ जारी अनंत सलवाजुड़ुम और आफसा के खिलाफ बोलना उतना आसां भी नहीं है।अगवाडा़ पिछवाड़ा खुला,बेरीढ़ लोग हुए हमलोग।


किसी मजलूम के हक में खड़ा होना ताकतवर के खिलाफ बगावत की हिम्मत करना या सियासत मजहब हुकूमत के त्रिशुल को हवा में थाम देने की जुर्रत हम यकीनन कर ही नहीं सकते।


फिरभी हम देशभक्त हैं।


दरअसल हम उतने ही देश भक्त हैं जितने पठन मुगल और अंग्रेजी हुकूमत के दौरान हमारे शासक राजे रजवाड़े,उनके तमाम सिपाहसालार और कारिंदे और फिर जमींदार देशभक्त रहे हैं।जिनके वंशज हमारे राष्ट्रीय नेता और हुक्मरान हैं।


जनगणमन या वंदेमतरम गाने में कोई खून बहाना होता नहीं है।बाबुलंद आवाज में गाते रहो वंदेमतरम या जनगणमन और आपके तमाम धंधे भी चलते रहे साथ साथ।


यही दुनिया का दस्तूर है कि मूतो कम और हिलाओ जियादा जियादा।न खुद हगो और न किसी को हगने दो,दस्तूर यही।


हम चूंकि आगे लिखने पढ़ने की हालत में न हों,तो प्रवचन बहुत मौजूं है।अनंत प्रवचन का सिलसिला जारी है और किसी को फर्क नहीं पड़ता कि बोले कौन हैं और कितनासही बोले हैं।


मानुष अमानुष सभी कुछ भी बोल सकत है।फतवा जारी कर सकते हैं बोल बोलकर और राष्ट्र और जनमानस बी बदल सकते हैं बोल बोलकर।कोई मंकी बात जब तब बोल सकत है तो हमउ बोलत ह।


जवाबी प्रवचन बेहद जरुरी है।

बहुत अच्छा होता कि पेशेवर प्रवचन की तरह हम या तो विशुद्ध देवभाषा में बोलते,लेकिन यह किसी अछूत को शोभा नहीं देता और विशुद्ध देवभाषा में प्रवचन देने की विशुद्धता हमारी है ही नहीं।


बहुत अच्छा होता कि हम कबीर सूर या तुलसी या मीराबाई या दादु या लालन फकीर की बोली बोल रहे होते।हम जड़ों से कट हुए लोग हैं और भोजपुरी मैथिली छत्तीसगढ़ी गोंड या संथली में बोलने की हमारी आदत नहीं है और न हम उर्दू कायदे से जानते हैं और न गुर्खाली,कुमायूंनी,गढ़वाली,डोगरी या राजस्थानी में बोल सकते हैं।


बहुत अच्छा होता कि हम सिर्फ हिंदी में या सिर्फ बांग्ला में बोलते या मराठी,गुजराती,पंजाबी असमिया या तमिल या मलयालम या कन्नड़ में बोलते।लेकिन हम खाली मुली हिंदुस्तानी है और हिंदुस्तानियों की भाषाओं और बोलियों से मुहब्बत नहीं है।


अब हालात इस महादेश का यह है कि कोई किसी और की बोली में न बात कुछ कर सकता है और न कोई किसी की कुछ सुन सकता है।अस्मिताओं में अलग अलग हर भारतीय भाषा और बोली एक दूसरे के खिलाफ लामबंद है।सारी भाषाएं इसीतरह खत्म हैं और सारी विधायेें और सारे माध्यम बेदखल है।हम उत्सव मना रहे हैं।


मजा और भी है कि एक ही भाषा और एक ही बोली में भी सत्ता की लड़ाई भी अजब गजब है।मसलन हमें हिंदी से प्यार है लेकिन हिंदी में लिखे जनपक्षधर साहित्य से हमें प्यार कतई नहीं है।


हमें हिंदी से इतना प्यार है कि छत्तीस इंच की छाती पीट पीटकर हम हिंदी की सत्ता कायम करके बाकी भाषाओं के खिलाफ और हिंदी में भी सियासत मजहब और हुकूमत तके कामकाज के लिए बोलने वालों की जुबान तुरंत फुरंत काट लेने पर आमादा हैं।


अगर बेपरवाह है कोई इतना और इंसानियत के हक में उसकी आजाज बुलंद है बहुत तो उसका काम तमाम करना हिंदी हिंदुस्तान और हिंदुत्व के त्रिशुली अंध राष्ट्रवाद के तहत देशभक्ति की सर्वोत्तम अभिव्यक्ति है।


मजा यह है कि बांग्ला वाले या जो तमिल हैं.वे हिंदी में कुछ भी सुनना नहीं चाहते।फिर कश्मीर तक हिंदुत्व की आग धक धक भले जल रही हो,लेकिन हिंदी वहां पहुंची ही नहीं है और पूर्वोत्तर में तो हिंदी सत्ता का पर्याय है और उनके लिए हिंदी राजधानी दिल्ली है।


मुक्त बाजार के शिकार  तमाम लोगों के साथ हम खड़े हैं और हमारे लिए इंसानियन न किसी भाषा में कैद है और न किसी धर्म या जाति में और न किसी मिथ्या अस्मिता में कैद है इंसानियत और दरअसल इंसानियत के मुल्क का कोई सरहद कहीं होता नहीं है।


हम दरअसल इंसानियत को,इंसानियत के मुल्क को संबोधित कर रहे हैं और हम अपनी भाषाओं और बोलियों के मुकाबले अंग्रेजी को तरजीह कुछ जियादा ही देते हैं या अंग्रेजी में लिखे बोले शब्दों पर कुछ ज्यादा ही तरजीह देते हैं तो अपने प्रवचन की भाषा हमने फिलहाल अंग्रेजी चुनी है।


अगर जिंदगी थोड़ी औरखिंची और सड़क पर उतरने की हिम्मत मेरी भी हो गयी अपने पिता की तरह तो यकीन मानिये हम आपके मुखातिब आपकी भाषा और आपकी बोली की जमान पर ही होंगे।

Allahabad / New Delhi : Once again the Uttar Pradesh government has shown its anti people face by curbing free movement, detaining activists, arresting protesting farmers, including children, and levelling false charges, all in the name of development. The wounds of police firing on people protesting against the construction of Kanhar Dam have not healed and yet again UP government has resorted to repression against people protesting destruction of their livelihood. Late last night, Allahadbad police, firstly, denied the police permission to hold a meeting in village Kachri, tehsil Karchana and then later detained 16 activists, trade unionists, left leaders and others since early afternoon at Police Line.

The detained activists include Medha Patkar (NBA-NAPM); Amarnath Bhai of Sarv Seva Sangh; Ramjee Rai, Editor, Janmat; Anshu Malviya, Utpala Shukla, Prema, and Anuradha of Shahri Gareeb Sangharsh Morcha; Harishchandra Ji of CITU; O. D. Singh and K K Pale of Daman Virodhi Manch; Avinash ji of LIC Employees Union; Krishna Swaroop Anandi of Azadi bachao Andolan; Rajesh Sachan of Indian People's Front; and Vijay Yadav, Satyapal Yadav and Abhishsek Singh. Earlier in the morning, police even refused to let them come out of the University guest house and told them categorically to not proceed to the meeting venue in Kachri village, citing imposition of Sec 144 and fear of violence. Activists and organisers very clearly said the meeting was being organised on occasion of third death anniversary of eminent activist Shri Banwari Lal Sharma and in support of the ongoing struggle in the area.   

 

Background to the ongoing Struggle

For years farmers and farm workers have been protesting against three thermal power plants being constructed within a distance of 20 Kms, near Allahabad. These plants of 1320 MW each Karchana and Bara (Jaypee) and Bara (NTPC and UP Power Corporation) will together impact more than 20 villages and nearly 5000 families. All three projects since beginning have been mired in protests and court cases due to irregularities in land acquisition processes. They have tried to avoid the due process of land acquisition, either by old land acquisition act or the new land act. In 2012, deciding a case filed by the PAFs of Karchana Power Plant, High Court ordered the government to return the forcibly acquired land, give back land, if farmers return the compensation amount, and follow the due procedures for any further land acquisition. Farmers have been demanding the implementation of this High Court order, however, district administration has refused that in complete violation of the order. In fact the authorities have been forcibly seeking consent from the farmers and refusing to implement the land act 2013, which would mean seeking of farmers consent for the project, given that two of these are private power projects to be implement by Jaypee group. In fact, within a distance of 60 Kms near Allahabad and around six power plants cumulatively amounting for 7000+ MW are to be constructed, all geared towards meeting the demands of Dedicated Freight Corridor. However, no comprehensive social or environmental impact assessment has been done till date.

 

Continued Police Repression

Tehsil karchana has been converted in to a police camp for sometime now. People have been terrorised and brutalised since September 9thwhen project affected families of the Karchana power plant were beaten up by police and 42 people, including 13 children put behind bars. They have been denied bail are being punished for extending support to the resistance by Meja PAFs to forcible acquisition of their land on September 9. Dr. Raj Bahadur Patel, leader of Punarvas Kisan Kalyan evam Sahayata Samiti has been declared absconding and a gangster and any one providing information will be awarded with Rs 12,000. Many of the farmers have been implicated in false charges and their family members are being targeted and harassed since then.

Not only this, the district administration in complete violation of all laws have acquired more than 3500+ acres of land, as opposed to the 1100 acres which was needed for the Meja power plant. This includes the Gram Sabha land, forest land, and even Bhoodan land, on which nearly 1000+ labourers were working in the stone quarries. They have all been left out of the project affected families count and denied any benefit and compensation.

 

Uttar Pradesh government shows its autocratic face in name of socialist rule

UP government today stands exposed for its double speak. Nationally they oppose forcible acquisition and any changes to the Land Act 2013 but when it comes to their own state, they bring in police to terrorise and arrest anyone opposing forcible land acquisition. Earlier this year on Ambedkar Divas they opened fire on people protesting against Kanhar Dam in Sonbhadra and now it's the people of Karchana Tehsil. UP government seems not to learn from its past mistakes and only continue to show its ugly face.

The rule of police and goondas continue unabated in the state and those challenging the state are often at the receiving end of the law, facing false charges, arrests, illegal detention and restriction on their freedom of movement.

We demand that Chief Minister Shri Akhilesh yadav urgently intervene and release all the detained activists in Allahabad and also release the protesting farmers who are languishing in jail for more than ten days on false charges. Action also must be taken against the police officials who used high handed methods and have arrested 12 juveniles and are being kept in prison. Government also must implement the High Court Order and stop all forcible land acquisition in the area immediately.

NAPM condemns the action of UP government and will continue to support the struggle of the project-affected families unless and until government addresses their legitimate demands as per the order of the Allahabad High Court

Sub: HRD Alert - India – Urgent Appeal for Action - Seeking Hon'ble National Human Rights Commission's intervention in respect of continuing prosecution and harassment of human rights defenders, Teesta Setalvad and Javed Anand of Citizen of Justice and Peace–Regarding

 

Greetings from Human Rights Defenders Alert - India!

HRD Alert - India is a Forum of Human Rights Defenders for Human Rights Defenders. It endeavors to initiate actions on behalf of Human Rights Defenders under threat or with security concerns.

On behalf of HRDA, we express our grave concern regarding the latest development in the investigation against social activists, journalist and human rights defenders Teesta Setalvad and her husband Javed Anand. In the latest move the Central Bureau of Investigation (CBI) has approached the Supreme Court of India seeking the cancellation of anticipatory bail provided to social activist Teesta Setalvad and her husband Javed Anand by the Bombay High Court in August 2015. The CBI has sought custodial interrogation of both, charging them with failing to cooperate in the probe in a case of alleged FCRA violation by misusing foreign funds received by them and posing a threat to communal harmony. The allegations made by the CBI come despite both Teesta Setalvad and Javed Anand cooperating completely with the investigation.

CBI has sought cancellation of their anticipatory bail claiming that the high court had erred in giving relief after "prima facie" finding that Foreign Contribution Regulation Act (FCRA) provisions were violated, as their company, Sabrang Communication and Publishing Pvt Ltd (SCPPL), had received Rs. 1.8 crore from US-based Ford Foundation without mandatory approval from the Centre.

While granting them anticipatory bail in August 2015 the Bombay High Court observed that their custodial interrogation was not necessary as the case was based on documentary evidence of accounts and they were not likely to flee from justice. Repeated allegations of violation of FCRA against Teesta Setalvad, Javed Anand and the CJP were found to be without substance. According to section 3 of the FCRA, 2010 certain categories, including political parties and registered newspapers are barred from receiving foreign donations. However, Section (4) says that it will not apply if the foreign contribution is received in the form of salary or wages. Sabrang Communications, which published the monthly Communalism Combat, signed a consultancy agreement with the Ford Foundation in 2004 and 2006 to address the issues of caste and communalism through a clearly defined set of activities which had nothing whatsoever to do with Communalism Combat or remuneration to Javed Anand or Teesta Setalvad towards discharging editorial/managerial functions. The consultancy was signed by Sabrang Communications and the agreement was covered under the exclusion stipulated under Section 4 of the Act and, therefore, the consultancy fees (not grant or donation) received would not be in violation of the Act.

It is necessary to mention here that the accounts of Sabrang Trust and Citizens for Justice and Peace has already been inspected by the investigators of CBI and Teesta Setalvad and her organisations have submitted over 25,000 pages of documentation to the agency answering every query about funding. The CBI move is an attempt to intensify the harassment of the human rights defenders to prevent them to carry out their human rights work. Teesta Setalvad, Javed Anand and others of CJP have been in the forefront in defending the legal, constitutional and human rights of the victims of Gujarat Riots of 2002 and their intervention before the Hon'ble Supreme Court and other courts could obtain 117 convictions so far.

 

Considering that they are completely cooperating with the investigation, charges that need not require custodial interrogation and earlier observations made by the Bombay High Court, this act of CBI is no less than harassment and restricting HRDs to carry out their work.

 

Therefore, in the light of above mentioned facts and circumstances, HRDA most respectfully appeals that this Hon'ble Commission to urgently:

 

  • Intervene in the matter referred above, against human rights defenders Teesta Setalvad and Javed Anand under section 12(b) of the Protection of Human Rights Act (1993) which empowers the NHRC to intervene in any proceedings involving any allegation of violation of human rights pending before a court, with the approval of such court.

 

  • Intervene using the section 18(b) of the Protection of Human Rights Act (1993) which empowers the NHRC to approach the Supreme Court, in this case appeal and represent itself through an eminent lawyer on behalf of human rights defenders Teesta Setalvad and Javed Anand against the CBI's appeal of quashing the anticipatory bail provided by the Bombay High Court.

 

Take all other appropriate and necessary actions in respect of protecting human rights defenders, as per international and national human rights obligations.

 

At this juncture, we most humbly would like to recall to the hon'ble commission about the recommendation by the previous UN Special Rapporteur on HRDs, Ms. Margaret Sekaggya after her visit to India in 2011. Specific to the functioning of NHRC and its responsibility to protect HRDs she recommended that –

  • (153) The supportive role of the Commissions for human rights defenders should be strengthened by inter alia, conducting regular regional visits; meeting human rights defenders in difficulty or at risk; undertaking trial observations of cases of human rights defenders wherever appropriate; denouncing publicly on a regular basis violations against defenders and impunity. The defenders focal point should play a leading role in that regard. This focal point should be a member of the Commission, and have a human rights defender background to fully understand the challenges faced by defenders. A fast-track procedure for defenders within the National Human Rights Commission and State Human Rights Commissions should be considered.
  • (156) The National Human Rights Commission should intervene on the issue of the Foreign Contribution Regulation Act and should monitor the denial of registration and permission to receive foreign funding for NGOs, with a view to amending or repealing the bill.

In this particular case concerning HRDs Teesta Setalvad and Javed Anand, we appeal to the NRHC to stand by the HRDs. HRDA is not appealing the NHRC to intervene in the FCRA matter which is being investigated completely cooperated by the HRDs but to intervene in the Supreme Court against CBIs plea of quashing of the anticipatory bail. The matter already being investigated by the CBI need not require custodial interrogation of the HRDs also when all the information has been submitted and already available with the CBI.

MYSURU: Upper caste men of Kuruburu Village in T Narasipur Taluk near here allegedly refused to give a dalit boy his reward for winning a competition organised in the village, on Thursday night.

 

It is also alleged that upper caste individuals assaulted the dalit boys who participated in the competition and allegedly showed disrespect to a portrait of Dr B R Ambedkar.

 

According to sources, the upper caste residents had put up a Ganesha pandal and had organised a gundu kallu (stone lifting) competition in the village for Gowri-Ganesha festival. They had also declared that the winner will get a cash award of `2,000. Dalit boys Narayan, Chinnaiah, Rangaiah, Puttaswamy and Mahesh took part in the contest, which Narayan won.

 

When Narayan claimed the cash prize, the men allegedly refused to hand it over. They also allegedly hit Narayan with sticks and chased him and the other boys till their locality. According to sources, the villagers even broke the drinking water pipes in the dalit area. T Narasipur police personell rushed to the spot and diffused the situation.

 

Cases for harassment of dalits have been slapped against 14 people —Jagadish, Prashanth, Swamy, Nagaraju, Bullimara, Shivu, Anil, Karthik, Guruswamy, Babu, Yogesh, Subbu and Shantha.

Nagpur: The so-called gangster Sumeet Thakur's ploy of lying low for past few months to script a subtle shift to his newly adopted political patronage under BJP leadership took a serious jolt as a skirmish with a professor in the neighbourhood of Friends Colony on September 16 once again brought him under police scanner. The latest incident also leaves a surprise behind as one of professor's car was set on fire in the early hours of Friday by unidentified persons outside his residence despite two police constables being posted inside the house.

 

Professor Malhari Maske may be now petrified for having locked horns with Sumeet after their cars collided in the narrow lanes of their locality. The ambition of this former accused under Maharashtra Control of Organized Crime Act (MCOCA) to emerge from his past shadow to cast a political avatar now, has gone for a toss as city police's top officers are after him and his gang. Sumeet's father Rajkumar has been already arrested in the case.

Deputy commissioner of police, Zone-II, Sanjay Latkar said that he has already registered two offences against Sumeet, his elder brother Amit, their father Rajkumar and their accomplices which included one after the latest incident of a car being gutted by unidentified persons parked outside the professor's car.

 

"Maske was hesitant to register an offence against Sumeet and his family despite being counselled by senior cops from Gittikhadan police station. He felt comfortable after speaking to me which helped police register the first offence last week and now we encouraged him to lodge a second complaint too," said Latkar. He said that now there is no way police would spare Sumeet and his gang. "An offence under Scheduled Tribes and Scheduled Castes (Prevention of Atrocity) Act was also registered against Sumeet and others," said the DCP.

 

It is learnt that Maske and Sumeet had an altercation on September 16 after their cars collided. An upset Sumeet learnt to have damaged Maske's car during the heated argument. Sumeet's gang later barged into Maske's house where they damaged a bike apart from giving threats to the professor's family. The matter had come to fore after a section of media reported the matter. DCP Latkar learnt to intervened to get an offence registered on September 22. Police constables were also deployed on guard duty at the residence of Maske.

 

The matter took a fresh turn on Friday after someone set a car parked outside Maske's residence on fire. The matter came to fore after a woman from the neighbourhood noticed the smoke and fire. "The high boundary wall of Maske's residence likely to have blocked view of the cops who were deployed inside as the car was set on fire outside the house," said an officer.

If there is only one post in a cadre, no reservation can be provided for SC/ST/OBC as such a quota will amount to 100 per cent reservation which is not permissible, the Supreme Court has held.

 

Giving this ruling, a bench of Justices Dipak Misra and Prafulla C. Pant said "until there is plurality of posts in a cadre, the question of reservation will not arise because any attempt of reservation by whatever means and even with the device of rotation of roster in a single post cadre is bound to create 100 per cent reservation of such post whenever such reservation is to be implemented."

 

Writing the judgement Justice Misra, however, said "if a singular post in the clerical cadre is there, it would be filled up by promotion from amongst the eligible candidates from the feeder cadre. Adopting such a method or taking such route does not remotely touch the idea of reservation".

 

In this case, the appellant Akhilesh Kumar Singh was appointment for the post of clerk by direct recruitment in Kisan Uchchatar Madhyamic Vidyalaya, Hidra, Kanwar, Uttar Pradesh.

 

The respondent Basti Ram, who was eligible for promotion to the clerk post, was not promoted on the ground that he belonged to reserved community. A single judge of Allahabad high court rejected Basti Ram's claim for promotion but a division bench allowed his appeal. The present appeal is by Akhilesh, who was a direct recruit.

No notices issued before initiating action, say farmers

 

A section of Dalits at Mukunduru Hosahalli in Hassan taluk are up in arms against the taluk administration for allegedly damaging standing crops by digging trenches in the name of clearing encroachment of a road.

 

The residents allege that the taluk administration neither issued prior notices to them nor allowed the farmers to harvest the crop before bringing earthmovers.

 

Based on a complaint by a few Dalits in the village that an eight-feet road had been encroached upon by the "upper caste", the officials of Hassan taluk administration arrived at the village on August 5 with earthmovers and tree-cutting equipment.

 

The officials removed the fencing set up by a couple of "upper caste" people, but dug trenches on the adjacent plots, belonging to farmers of a Scheduled Caste.

 

Worried farmers

Gundaiah and Chikkaiah, brothers, had been granted bagair hukum land in the village, where they had cultivated jowar and potato. As the earthmovers dug trenches on their land, the crops on that land were damaged, leaving both families worried.

 

About 20 fully-grown trees were cut in the name of clearing the road. "As per the official sketch, an eight-feet wide road was existing, adjacent to our land. If the administration had issued notices, we would have agreed to part with the land after harvesting the crop. But the officials came and dug trenches for the construction of a 30 ft road, without issuing notices to us," said Mr. Chikkaiah.

 

Mr. Chikkaiah claimed he had requested the officials not to cut trees and requested them to allow some time to harvest the crop.

 

"They pushed me down and damaged the crop. Moreover, we have records to show our ownership on the land," he said.

 

Members of fhese families are suspecting the role of a person, also a relative, in targeting their crop because of a panchayat election-related dispute.

 

Following a protest staged by the family members, E. Vijaya, Assistant Commissioner (Hassan), visited the village and issued notices to five officials, including Hassan tahsildar V. Manjunath.

 

'Not responsible'

When contacted over phone, Mr. Manjunath said the officials were not responsible for the damage caused to the crops or the cutting of trees.

 

"A section of people in the village had filed a complaint with the taluk-level SC-ST grievances committee alleging that a road had been encroached upon. Being the chairman of the committee, I ordered to clear the encroachment. We have not damaged the crops," he said.

CHENNAI:The National Commission for Scheduled Castes (NCSC) has directed IIT-Madras to provide a reply to the commission based on a representation made by a Chennai resident regarding the non-implementation of scheduled caste reservation in the appointments at the institute. 

 

The complainant, Dr E Muralidharan, has alleged that the institute does not follow the reservation policy as mandated by the Central government, which 'is a serious matter of grave concern' and has requested the NCSC to take severe action against the people involved in the discrimination and the atrocities. Muralidharan has also linked the non-compliance of the reservation policy in the appointment of staff at IIT-Madras to the de-recognition of the Ambedkar Periyar Study Circle (APSC) earlier this year. Responding to this, the NCSC has directed IIT-Madras to provide a para-wise counter to the complaint within 15 days.

From Proxies To Politicians: Bihar's Female MLAs

Thirty five years ago, Bhagirathi Devi was a sweeper in the block development office in Narkatiyaganj, a town in Bihar's West Champaran district. Today, she is a third-term member of the legislative assembly (MLA) of the Bharatiya Janata Party (BJP), representing the Ramnagar (formerly Shikarpur) constituency in northwestern Bihar, one of 34 female MLAs in the 243-member vidhan sabha.

 

Mahadalit–as the Bihar government started calling the poorest of low-caste Dalits in 2007– Bhagirathi Devi joined politics as a reaction to what she saw around her.

 

"I was angry at the injustice and cruelty meted out to the poor, especially poor women, who came to the block development officer's office," said Bhagirathi Devi, 65. "Us din hum soch liye ki rajneeti mein jayenge aur babu logon ko sabak sikhayenge (That was the day I decided to enter politics and teach the officers a lesson)," she said.

 

Since 1980, when she quit her job as sweeper, Bhagirathi Devi spent the next several years creating mahila sangathans(women's groups) in Narkatiyaganj block, organising women and stirring awareness around issues that included domestic violence, violence against dalits and fair wages.

 

Gradually, she expanded her political activism to other blocks in the district, going to jail in 1991 for organising demonstrations. Bhagirathi Devi's decision to enter politics was not easy for a poor Mahadalit family with six children (her husband is a railway employee). It was particularly challenging to organise her household before she set off every day, travelling to nearby villages.

 

Her husband was doubtful. "Ghar dekhogi ki rajneeti karogi?" (Will you take care of the house or do politics?) he asked. She answered, as she recalled: "Ghar bhi dekhenge aur rajneeti bhi karenge" (I will take care of the house and do politics as well). Such was the strength of her conviction that Bhagirathi Devi separated from her husband for the next five years, taking him back only when he realised that there was no turning back for her.

It took a decade of grassroots organising before she entered party politics, and 10 more years before she got a BJP election ticket. Today, she is seen in the legislative assembly, the vidhan sabha, as an MLA who will not be easily silenced.

 

Bhagirathi Devi's political journey, while being one of grit and determination, is also a reminder of the difficult choices women politicians, especially from marginalised groups, have to make and yet be consigned to the margins of political landscape, always spoken of as "proxies" of a male relative. It is also a reminder of the restricted spaces for women in Bihar's–and India's–political parties, unless they are backed by political lineage.

 

Why Bihar's women MLAs are not proxies

Bhagirathi Devi represents, as IndiaSpend reported, a remarkable surge in female MLAs that otherwise backward Bihar has witnessed over the last decade. Yet, the question that is often asked is: "Are these women MLAs really empowered or are they proxies for powerful male relatives?"

 

The term 'proxy' was largely used for women in panchayats (village councils), put forward by male relatives to contest seats they had to vacate following the 33% reservation for women, announced in 1992 under the 73rd amendment of the constitution, or when the men became ineligible after criminal convictions. The term was further made infamous by Lalu Yadav, who installed his wife Rabri Devi as Bihar's chief minister after his imprisonment in a fodder scam. If proxies were defined as women put forward to contest elections because their male relatives had to step down, mostly due to criminal convictions, Bihar data now dispels this widely held myth.

Of Bihar's 34 female MLAs, only six have contested seats vacated by male relatives, usually husbands, according to data published on Myneta.in, a public-interest website run by Association for Democratic Reforms (ADR), an advocacy, that tracks political candidates nationwide. The majority, 82% of women MLAs, have won elections of their own merit.

Yet, the term 'proxy' is used for women MLAs with its undertones of gender and class bias.Media stories on female political candidates have often furthered this narrative.

 

The female proxies who shook off their proximity to men

Leshi Singh,an MLA from Dhamdaha in eastern Bihar and  widow of Butan Singh (against whom many criminal cases have been filed), was called his proxy long after his death, while the well-educated, male politicians who stepped in after the death of their fathers are seen as  carrying forth their legacy. Yet, for some women who enter politics sphere as 'proxies', it is an opportunity for political and personal advancement.

 

Bima Bharti, a JD(U) MLA from Rupauli in Purnia district in eastern Bihar, is a good example. She entered politics as an independent MLA in 2000, at the behest of her husband Avdhesh Singh Mandal, with pending criminal cases against him.

 

Barely literate, in 2010 she filed a criminal complaint against her husband for domestic violence. It led to his arrest, an uncommon occurrence in a state where politicians usually browbeat the police. Bharti went on to become a minister in the cabinet of chief minister Nitish Kumar.

 

Critics also assume that women with poor educational qualifications are almost always akin to puppets, with real power with male relatives. Like Bhagirathi Devi, a fifth-class passJyothi Devi, the MLA representing Barachatti constitutency in  Gaya district of Southern Bihar, disproved that assumption.

 

From Bihar's most backward community, the rat-catching Musahars – with literacy rates between 2% and 10%, according to this paper – Jyothi Devi has a long history of organising Musahar women and children, creating anganwadis (child care centres) and self-help groups. Yet, she is often spoken of as a relative of former chief minister Jitan Ram Manjhi, someone she must owe her political career to.

 

Some women are poorly educated but many are not

If educational qualifications alone were an indicator to empowerment, then female MLAs in Bihar vidhan sabha are not doing badly: As many as 32% of them have graduate degrees and above, while 41% have some form of formal school education. Five female MLAs have doctoral degrees. Of these, Prof. Sukhada Pandey (BJP) and Usha Sinha (Janata Dal-United), were former college principals.

 

Of the rest, 17% of female MLAs have declared themselves 'literate', a category that could range from being able to read and write to being home schooled or self-taught.

Of 34 MLAs, three have been ministers at various times over the past five years: Leshi Singh, Bima Bharti and RanjuGeeta. Neeta Chowdhry of the JD(U) is the deputy chief whip of her party.

 

A battle that has only just been joined

"Hum toh zabardasti bolte hain. Hum na Lalu se darte hain na Nitish se. Vote janta deta hai. Bus hum sirf usi se darte hain (I insist on speaking. I am neither afraid of Lalu Yadav nor Nitish Kumar. I am only accountable to the electorate that elects me)" said Bhagirathi Devi, when asked about the space for women to speak and intervene in the assembly.

 

Women MLAs in Bihar appear to have restricted speaking time in the House. On International Women's Day, Chief Minister Nitish Kumar had to intervene to ask the speaker to allow women members to be allowed to speak. Lalu Yadav had famously told Bhagirathi Devi in the House that she was "like his aunt", a polite way of asking her to shut up.

 

While some female MLAs are indeed fronts for male relatives, they are – as we noted – a minority. Dismissing the rest as proxies will not serve the cause of governance.

Resolution on Sri Lanka tabled at UN Human Rights Council; 'credible justice process' with 'Commonwealth and other foreign judges' agreed on

-- A resolution calling for a "credible justice process" with "Commonwealth and other foreign judges" in order to prosecute for mass atrocities committed during the final stages of the island's armed conflict has been tabled at the UN Human Rights Council in Geneva.

It calls for a "credible justice process" with "independent judicial and prosecutorial institutions led by individuals known for integrity and  impartiality" and"Commonwealth and other foreign judges, defence lawyers, and authorized prosecutors and investigators".

It also requests the Office of the High Commissioner to "present an oral update" to the Council at the 32nd session in June 2016 and present a "comprehensive report followed by discussion on the implementation of the present resolution at its 34th session" in March 2017. The OHCHR will also continue to assess progress on implementation of the recommendations listed in the OISL report.

The current text is a consensus resolution, which has been agreed on by the Sri Lankan government. It is due to be adopted by the Council by the end of this session.

The resolution "takes note with appreciation" the OISL report and supports the government commitment to engage in "broad national consultations with the inclusion of victims and civil society, including non-governmental organizations, from all affected communities that will inform the design and implementation of these processes, drawing on international expertise, assistance and best practices".

It also encouraged Sri Lanka to "reform its domestic law" to allow for "the trial and punishment of those most responsible for the full range of crimes under the general principles of law recognized by the community of nations relevant to violations and abuses of human rights and violations of international humanitarian law".


"The end of military involvement in civilian activities," was also highlighted in the resolution alongside "the resumption of livelihoods and the restoration of normality to civilian life". "The review and repeal the Prevention of Terrorism Act and replace it with anti-terrorism legislation in line with contemporary international best practices," was also noted.

The resolution, which has been negotiated since the draft was released last week, was tabled by the US, UK, Macedonia and Montenegro. Sri Lanka had 
dismissed the initial draft as 'repetitive, judgemental and prescriptive' and had called for several key elements of the resolution to be removed.

What makes Jharkhand the hunting ground ofIndia's human traffickers and why, despite key arrests, is it still business as usual for those who trade in humans?

Makeshift shops selling tobacco and mobile recharge cards are interspersed
with thatched huts and tamarind trees in the hamlet of Panna Lal Mahto,
allegedly one of India's biggest human traffickers.

Despite the scorching heat, girls play barefoot in a clearing by a rice
field. Nearby, a group of men sitting on a

charpoy drink hadiya or rice beer. Of late, the village has been nicknamed
Chora Ganloya — village of thieves — because of the growing number of young
men turning to crime, primarily the trafficking of girls to 'placement
agencies' in Delhi and the National Capital Region.

Khunti is one of five districts that form the Jharkhand belt — the others
are Gumla, Simdega, Lohardaga and Latehar. The Jharkhand belt supplies
domestic help to thousands of homes in Delhi and satellite towns such as
Noida, Gurgaon and Faridabad.

Unlike the state's industrially developed districts, think Ranchi, Dhanbad
or Bokaro, endemic poverty marks these districts, with more than 35% of the
tribal population living below the poverty line. These pockets are also the
Naxal war zones of Jharkhand.

These factors make it prime hunting ground for traffickers such as
42-year-old Mahto, who had amassed assets worth over Rs 65 crore in Delhi
and Jharkhand, having allegedly trafficked about 3,000 girls and women by
the time of his arrest last October, the result of a joint operation by the
Delhi police Crime Branch and the Jharkhand Anti-Human TraffickingUnit
(AHTU).

"Most of these placement agencies are organised crime syndicates and they
regularly indulge in trafficking of women and children. The business of
placement agencies has been fuelled by huge demand of maids from eastern
tribal states in the National Capital Region of Delhi," noted the United
Nations Office on Drugs and Crime (UNODC) India Country Assessment Report,
2013.

About 4,000 children have gone missing in Jharkhand over the past 10 years.
Of these, 1,000 are yet to be traced, according to the CID. Approximately
42,000 girls have been trafficked from Jharkhand to metropolitan cities, as
per the NGO coalition Action against Trafficking and Sexual Exploitation of
Children (ATSEC), making it a major hub of human trafficking in .

'DILLI RETURN'

Anubhuti Nag*, a tribal girl who will turn 18 next month, was among the
first few girls in Patsera, a Naxal-affected village of about 100 families
in Gumla district, to make the trip to Delhi.

Within two weeks of her arriving in the city, a man named Mukesh Kumar, a
Jharkhand native in his late 40s running a placement agency, hired her for
Rs 5,000 per month. Anubhuti's job was to receive potential recruits at the
railway station, bring them to the office of the agency, keep a check on
about 50 girls placed across the city by the agency, and accompany the new
recruits on their maiden visits to the homes of their employers.

Gradually, Mukesh spotted a potential trafficker in Anubhuti and offered
her Rs 10,000 for each girl she could get from her village to Delhi. One
afternoon, Anubhuti discovered that the bag containing all her ID documents
was missing. She confronted Mukesh.

"Don't pay me, but please return my documents. I want to go home," she
reportedly said. When he wouldn't listen, she became angry and slapped him.
Enraged, Mukesh and two aides raped her, she says. The following week,
Anubhuti was rescued in a joint operation by the Jharkhand and Delhi
police, but the rape was not recorded or investigated, on her request.

Back in their villages, girls like Anubhuti find themselves out of place as
the government does not run any programmes for their rehabilitation.
Wearing branded jeans and a T-shirt, with a smartphone in her hand, she
looks starkly different from the rest of Patsera's inhabitants. She is more
confident, speaks fluent Hindi with a smattering of English words such as
'park', 'society', 'hello' and 'bye'.

The villagers call them 'Dilli return' girls. There are few prospects for
them here. Anubhuti supports her family of five on her savings of Rs
25,000. She hasn't thought about what she, or they, will do once that is
exhausted.

Alakh Singh, member of the district child welfare committee, a
quasi-judicial body, says that in addition to the financial insecurity,
Anubhuti and others like her find it difficult to readjust to village life.
This makes them vulnerable to re-trafficking, he adds.

A QUESTION OF SURVIVAL

The signs of distress are visible in the numerous child care institutions
that have mushroomed across the state. And in the fact that many families
do not come to claim daughters that have been rescued. Anjali Munda*, 15, a
tribal from a village in Khunti and a trafficking survivor, has lost hope
of ever being reunited with her parents. They were contacted by the police
three months ago, but have stayed away.

At her Sahyog Village (Sahyog is Hindi for assistance) facility alone,
there are more than a dozen survivors in the same predicament. "Some
parents are not willing to take them back. Others don't have the resources
to support them," says Altaf Khan of Sahyog Village.

As with most survivors, for Anjali too, the first point of contact in her
'life-changing' journey was an acquaintance based in the Capital — a
friend's cousin who worked in a jeans-manufacturing unit in Delhi. "He
asked me if I wanted to see the city. One day I left with him without
telling anyone. I think this is why my parents are angry with me and do not
come to get me," she says.

Weekly markets and village fairs, local buses, and crossroads in Ranchi
city where villagers gather in search of work are points of contact for
traffickers and potential victims.

"These chowks are also now becoming recruitment centres for agents who lure
women and girls to Delhi for work," noted a report on human trafficking in
Jharkhand prepared by Shakti Vahini (Vehicle of Strength), an NGO working
against organised crime.

While some leave without telling their families, there are parents who send
their children off with 'agents' in the hope that they will find employment
in a big city.

Even those that are placed in jobs as promised end up isolated and
dependent, forced to work as domestic help in slave-like conditions. Most
are never paid.

ATSEC found that only 25% of the women who leave the Jharkhand belt with
agents remain in contact with their families. "Usually, parents stop
hearing from their children and the agents stop taking their calls," says
Rishi Kant of Shakti Vahini.

Approaching police is a taboo in Naxalaffected villages, so many cases
remain unreported. The women just disappear, and there is no one equipped
to look for them.

BUSINESS AS USUAL

In Gumla's villages, the writing is literally on the wall. Messages warning
people about human trafficking are scribbled on the exterior walls of
houses and read, "Saavdhan. Kahin aapke bacche maanav

vyaapar ka shikaar toh nahin (Beware. May your child not fall prey to those
who trade in humans)."

Although the state government has taken some initiative to combat
trafficking, establishing district child protection forces and special
juvenile police units, implementation and enforcement are poor.

The result is that the trade continues unabated, even as Panna Lal Mahto
and 75 others are lodged in Khunti prison, facing charges of trafficking.

"It's like a flood. You stop the flow from one side, and it finds another
way," said Aradhna Singh, sub-inspector with the AHTU in Khunti, one of 225
such units set up across the country by the union home ministry in 2011-12.
"According to our information, Mahto's aides remain very active."

Earlier this month, Mahto's nephew, Manan*, a minor, was arrested at Ranchi
railway station with three girls. None of the arrests seems to have
deterred the rest of the trafficking network. The crackdown has just
prompted them to modify their operations.

"Recruiting minor traffickers is a new trend," Singh says. "It is difficult
to prove their criminality in such cases. Even if it is proved, they will
be tried under the Juvenile Justice Act and not the Indian Penal Code."

Many traffickers now opt for Ranchi-Delhi Rajdhani train to evade the task
forces that now watch the Jharkhand Sampark Kranti Express, dubbed the
Slavery Express. "On the Rajdhani, you don't raise suspicion. Who would
expect a trafficker to travel in the second class coach of an
air-conditioned superfast train?" says Baidnath Kumar, program officer at
Diya Seva Sansthan, a grassroot organisation in Ranchi.

The market has changed too. "Some of the victims are sent to Haryana where
there is a demand of brides… Jharkhand women and children have been also in
high demand to work as bonded labour in Haryana and Punjab," according to
the UNODC report.

Will Jharkhand ever tackle its trafficking menace? Mahto offered a worrying
perspective during his arrest. "I have given jobs to far more people than
the state government has," he reportedly said.

Why Masahun Khatun and 50,000 pregnant women died #Vaw

Last year, in eastern Bihar's Phulwari Sharif, 24-year-old Masahun Khatun was five months pregnant when she fell in the courtyard of her house. For the next three weeks, Masahun and her husband shuttled between  hospitals and private practitioners, spending over Rs.40,000 on , as they tried to get an abortion. Masahun did not survive and her husband, a daily-wage labourer, is struggling to raise their four kids. This is their story:

Almost a decade after the government launched the Janani Suraksha Yojana (JSY, Mothers' Protection Programme) to reduce maternal and infant mortality by promoting institutional delivery, too many Indian mothers die of causes related to childbirth.

India's MMR, or maternal mortality ratio (number of maternal deaths per 100,000 live child births), was 178 in 2010-12, worse than poorer countries such as Myanmar and Nepal, and about the same as Laos and Papua New Guinea, according to WHO data. As many as 50,000 pregnant  die every year in India during childbirth, according to this UN report.

The positive news is that the MMR has declined from 212 in 2007-09. Some states, such as Kerala (66), Tamil Nadu (90) and Maharashtra (87) have MMRs that match countries like  (69), the Philippines (89) and Cuba (80).

Assam (328), Uttar Pradesh (292), Uttarakhand (292), Rajasthan (255),Odisha (235), Madhya Pradesh (230),  (230), Bihar (219) and Jharkhand (219) have the eight worst maternal mortality rates in India. These numbers match some of the world's poorest countries, such as Mauritania (320), Equatorial Guinea (290), Guyana (250), Djibouti (230) and Laos (220).

The JSY gives pregnant women who deliver babies at home and live below the poverty line a cash assistance of Rs.500, irrespective of the woman's age and number of her children, to give birth in a government or accredited private  facility.

The scheme focuses on poor, pregnant women, with a special focus on states with low institutional delivery rates: Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Assam, Rajasthan,, and Jammu and Kashmir.

The scheme also provides performance-based incentives to women health volunteers known as ASHA (Accredited Social Health Activist) to promote institutional deliveries.

A direct transfer of JSY benefits to the bank accounts of pregnant women started in 2013 and is now underway in 121 of 640 Indian districts. JSY beneficiaries have increased from 0.7 million in 2005-06 to 10.4 million in 2014-15, an indicator that many pregnant women know of the scheme.

About 900,000 ASHAs get performance-based incentives to motivate pregnant women to give birth in health facilities. Of the 10.4 million JSY beneficiaries in 2014-15, a large majority (nearly 87 percent) live in rural India.

As many as 60 percent of women in Uttar Pradesh acknowledged paying money from their own pockets for certain services, according to an assessment of JSY conducted by United Nations Population Fundin Bihar, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh in 2012.

Women in Madhya Pradesh reported the lowest out-of-pocket expenditure, Rs.299, followed by Bihar with Rs.719, and Uttar Pradesh at Rs.839. Those in Rajasthan spent Rs.1,350, and in Odisha Rs.1,639, the UNPF study showed. Households spent an average of Rs.5,544 per childbirth in rural areas, according to a recent survey by the statistics ministry.

(Express Photo by Sudarshan Sakharkar)Last week, during a meeting with leaders of the RSS, the Union culture minister committed himself to "cleanse every area of public discourse that has been Westernised and where Indian culture and civilisation need to be restored — be it the history we read or our cultural heritage or our institutes that have been polluted over years". This commitment was well in tune with previous declarations. Y. Sudershan Rao, who has been appointed chairman of the Indian Council of Historical Research has similarly been a forceful advocate of the Indianisation of the writing of history, for instance. In an interview to the Organiser, he declared: "I honestly feel that Indian social science research in general and history research in particular is dominated by Western perspectives, in the name of liberal or left perspectives. Most of us see  through [a] Western prism — may be because under British rule we began considering and understanding Indian history from their point of view… every nation has the right to write its own history from its own perspective, with certain national objectives. I call this process as 'Indianisation'. At best you can call it a patriotic approach."

The RSS has already set up a consultative body, the Bharatiya Shiksha Niti Ayog (BSNA, brainchild of the RSS-affiliated Shiksha Sanskriti Utthan Nyas) to "suggest corrective steps" to "Indianise" the system. Among the most prominent members of the BSNA was Dinanath Batra, the man responsible for the pulping of Wendy Doninger's book on Hinduism in 2013.

This rejection of "Western science" sounds somewhat paradoxical for two reasons. First, many RSS leaders have been trained as scientists in the Western way: K.B. Hedgewar was a doctor; his mentor, B.S. Moonje, was an ophthalmologist; M.S. Golwalkar studied and taught zoology; Rajendra Singh, who became sarsanghchalak in 1994, graduated in physics; H.V. Seshadri, who was to become general secretary of the organisation, in chemistry; and K.S. Sudarshan, predecessor of Mohan Bhagwat, in engineering. Bhagwat himself graduated in veterinary sciences.

Second, and more importantly, the ideology of the RSS itself draws inspiration from the Western social sciences, including political science, whose key concepts of state and nation have created within Hindu nationalism what Partha Chatterjee would call a "derivative discourse". This is evident from the ideological charter of the RSS, We, or Our Nationhood Defined, that Golwalkar, who was to become RSS chief in 1940, wrote a year before that. In this book, Golwalkar emphasises the necessity to emulate Western conceptions of nationalism and disregard those that were then dominant in India, under the influence of Gandhi: "We believe that our notions today about the nation concept are erroneous. They are not in conformity with those of the Western political scientists we think we are imitating. It is but proper, therefore, at this stage, to understand what the Western scholars state as the universal nation idea and correct ourselves."

The political scientists to whom Golwalkar repeatedly refers to are mostly German-speaking, like Johann Kaspar Bluntschli. He differentiated the German view of the nation, which is rooted in ethnic characteristics, from that of the English and French, who, according to him, regard as nationals all those who inhabit the territory of
their states.

Indeed, there are two variants of nationalism in the West, the ethnic and the territorial. The latter implies a kind of political contract: Nationals pay allegiance to their state, which, in return, recognises them as citizens and protects them. In contrast, the former is rooted in some ethnic identity, as Bluntschli himself suggests: "The essence of a people lies in its civilisation [kultur]… It may be called an organism in so far as its character has received a visible expression in the physique of the race and in language and manners". Golwalkar and his followers drew their inspiration from this school of thought; RSS thinkers use "sanskriti" in the sense of "kultur" and "samskar" in the sense of "manners".

The other Western political scientists referred to by Golwalkar, whose books were available at the Benares Hindu University, where he studied, adopted a similar view of the nation, even when they were not German — like John W. Burgess, Raymond Garfield Gettell, Arthur N. Holcombe and Ludwig Gumplowicz. Golwalkar read their books and cited them to support his anti-Congress arguments. While he came to be known as "guruji", he made it a point to learn the meaning of nationalism from Western political scientists. He rejected the territorial version of nationalism and criticised the Congress for adhering to it because it implied that all those who were born in India, including Muslims and Christians, were full-fledged nationals. He drew his inspiration from what he considered to be the "true" Western definition of the nation, which was rooted in the German approach.

This "cultural nationalism", to use a phrase that Golwalkar never used but which the RSS and the BJP use today, did not make  a priority. Golwalkar regarded it as merely a cultural manifestation that could be used to "cement" national unity. In this context, he considered the national  of the Soviet Union to be socialism, with Karl Marx as its "prophet"; it was irrelevant that this was "a which does not believe in god". For those who believe in "cultural nationalism",  is more a marker of identity than a spiritual necessity, as much in the West as in the East.

Anyway, as Rabindranath Tagore showed in a remarkable series of lectures in Japan and the US in 1916-17, neither the East nor the West can be identified with the "right" or "wrong" ("good" or "bad") form of nationalism. Both versions are present in every country, in the West as much as in the East — as is evident from the global rise of forms of xenophobia today. Similarly, "good" science, including history, is not the sole preserve of the West or the East. It is that which passes the test of reason. Countries that have ignored this simple reality have usually become obscurantist. Naturally, obscurantists or ideologues claim that their findings are based on scientific methods. On September 18, the Union culture minister inaugurated an exhibition at the Lalit Kala Akademi providing "astronomical references and scientific evidences" dismissing the theory of "Aryan invasions". If a scientific method has to be followed, this scientific evidence has to be confronted with other scientific evidence that supports divergent conclusions.

A "low caste" Indian woman has been awarded £184,000 in compensation from her employers who made her work 18 hours a day for an hourly rate of 11 pence.

Permila Tirkey brought the claim after being forced to work for a wealthier British-Indian family for more than four years.

Miss Tirkey worked seven days a week and was forced to sleep on the floor of Ajay and Pooja Chandhok's home in Milton Keynes.

Her lawyers said the case set a new legal landmark by establishing that workers in Britain who are treated poorly because they are from a lower Indian caste are protected by race  laws.

The employment tribunal hearingin Cambridge heard Miss Tirkey, now 39, was also barred from contacting her family and from bringing her Bible with her when the Chandhoks recruited her from Bihar, the poorest of the Indian states, in 2008.

Miss Tirkey said: "I want the public to know what happened to me as it must not happen to anyone else.

"The stress and anxiety that this sort of thing creates for a person can destroy them.

"I have not been able to smile because my life had been destroyed.

"Now I am able to smile again. Now I am free."

Victoria Marks, her solicitor from charity the Anti Trafficking and Labour Exploitation Unit, said: "This is a very useful judgment for victims of modern day slavery.

"We hope that it will give other victims the courage to come forward and seek redress."

The tribunal ordered Mr and Mrs Chandhok to pay their former employee £183,773 to make up the shortfall in what she should have received under the national minimum wage.

It ruled she was a victim of unlawful harassment and indirect religious discrimination.

Mrs Chandhok, who hired the employee, was born in  to Afghan Hindu parents and has been a British citizen since 2005.

Her husband was described as a Hindu born in Afghanistan whose parents sought refuge in Britain during the Afghanistan war in 1985 and has lived in Britain since 1999. He remains a German citizen.

Miss Tirkey, from from Bihar, the poorest of the Indian states, arrived in Britain in May 2008 and cared for the couple's twins, a boy and a girl, and performed other domestic duties such as cooking and cleaning.

The Chandhok's "concocted" a story about her working for them over an earlier period in order to circumvent immigration rules, the tribunal said.

After hearing evidence about Miss Tirkey's accommodation the tribunal found that she slept on the floor of several rooms within the house and on occasion had to sleep without a mattress.

The panel also accepted her evidence that she worked 18 hours a day, seven days a week, and outside those hours she was "on call" to do the family's bidding.

The Chandhoks had claimed Miss Tirkey's hours were five and a half or six hours a day only with either one or two days off per week.

Mrs Chandhok would call Miss Tirkey "girl", despite being younger than her, which the tribunal accepted was "demeaning".

Miss Tirkey left their employment in 2013 by resigning "in circumstances which amounted to a dismissal", the ruling said.

The tribunal said the Chandhoks "wanted a servant in the Indian style".

"They wanted someone who would be not merely of service but servile, who would not be aware of United Kingdom employment rights and whom they could treat in the United Kingdom as [Mrs Chandhok's] father treated his servants in India," the ruling concluded.

It found the employers had also breached the European Union working time directive over her rest hours and annual leave.

In addition to the compensation awarded by the tribunal a further hearing to determine remedies for the discrimination and other matters will be held later this year.
