Let Me Speak Human!
Thanks Mr.Prime minister to spare what`sup and social media from encryption policy!Though right to privacy and sovereignty of the citizens are violated by UID project!
But I may not endorse Economic Blockade of Nepal just because Nepal has refused to go back to past and become a Hindu Nation once again.
I was worried that the new encryption policy would stop me to work as a scribe as we might not hold information.
What we write is equally important for governance also.
If you stop us,you would never know the grass root truth and would never be able to govern!
I am happy that you considered the issue and rolled back this draconian policy.
I wonder,if Netaji returned in this scenario what the Hindutva Brigade would have done of him as the conscience of the Nation is being attacked again and again to pursue the agenda of making India a Hindu Nation within 2020 and the globe,a hindu globe within 2030.
It is physically impossible until Kashmir remains in India with its Muslim Majority demography.
Already three iconic personalities of Indian conscience Pansaare, Dabholkar and Kulbergi had been killed.
Now Mr.Nikhil Wagle, the iconic journalist from Maharashtra is threatened with life and Bajrangi Brigade has issued a Fatawa that any journalist speaking against the Hindutva agenda would be treated in the same manner and their tongues would be chopped off!
It is quite inhuman.
As far as Nepal is concerned ,it is quite alarming that Nepalese people and Nepalese media has launched GO BACK India Campaign afresh after the massive earthquake.
We would not like any third party interference in kashmir,North East or Central India or in any part of India.
Why should we be so adamant to make Nepal a Hindu Nation, it is beyond any logic.
Nepal has adopted new constitution and we should respect a free sovereign country and its people!
Let Nepal address their internal problem of conflict which is nowhere related to the so much so hyped demand of making Nepal Hindu Rashtra again on RSS line.
The problem is that only thirty percent demography of Nepal concentrated in and around kathmandu consists the ruling hegemony which is high caste hegemony as it is the same case in India.
The rest of seventy percent population is not all Madheshi.
The Janjati Adivasi people also demand democratic and civic rights, representation, equality and justice.
In democratic secular Nepalese constitution ,the issue has been addressed and the Madheshi and Janjati people are not satisfied.
Simply that`s it.
Let Nepal resolve the problem why India or any other nation should indulge in interference just because Indian State is behaving Hindutva?
Mr.Prime Minister,Politics is different from diplomacy and diplomacy is different from politics.
Just remember how SAARC Summit failed just because you pushed your Hindutva agenda in Nepal.
Economic Blockade deserves to be condemned just because it is INHUMAN!
It is anti national as it relaunched GO BACK INDIA campaign yet again

Wednesday, September 23, 2015

Youth's death sparks clashes in Indore, several injured
ZoomBookmarkSharePrintListenTranslate
INDORE: Several people including policemen were injured on Monday when slum- dwellers clashed with security personnel, vandalised government offices and torched vehicles in Indore following the death of a 24-year-old man in a wall collapse.
SHANKAR MOURYA/ HT Riot police confront residents of CP Shekhar Nagar after violence erupted in the locality, in Indore on Monday.
Officials said security forces were forced to lob tear gas shells and cane the mob after they were pelted with stones, which left several policemen injured at the Pandrinath police station.
The mob was demanding registration of an FIR against the Indore Municipal Corporation for alleged negligence, leading to the death of Anil Totaram at CP Shekhar Nagar, a slum situated on the banks of Kahn river.
The IMC has been demolishing houses at the slum after relocating most of its residents to low-cost houses built in another part of the city. However, several families, including the deceased, had refused to shift.
IMC officials, however, later said there was no demolition on Monday and added that the wall which fell on Totaram was demolished by other residents of the slum.
Several people including Adivasi rights activist Madhuri Krishnaswamy were taken into custody by police after the violence.
District collector P Narahari ordered a magisterial enquiry into the death of the man and also announced an ex- gratia relief of Rs 25,000 to the kin. The body was cremated amidst tight security later in the evening.
Police said that trouble started soon after the man died at around 11 am following which slum residents vented their ire on a nearby office of IMC, damaging several vehicles parked there.
According to IMC official Vijay Narole, the mob damaged five vehicles of the civic body including three earth-movers and two dumper-trucks. One of the trucks was set on fire.
Several private four-wheelers and motorcycles owned by IMC employees and parked at the zonal office were also damaged.
The mob then moved to the Pandrinath police station demanding that an first information report be lodged against the Indore Municipal Corporation (IMC). When police refused saying they would verify the matter, a heated argument ensued.
Officials said the mob then resorted to stone-pelting at the policemen and also started damaging vehicles parked outside. A motorcycle of a journalist on also set fire.
The situation was brought under control after police dispersed the mob with tear gas shells and a baton-charge.
Superintendent of police (west) Kalyan Chakrabarthy said that they were trying to identify people involved in stone-pelting and arson.
Hemant Parmar, a law officer of the Human Rights Law Network, is also said to be among those injured in the police action. The Indore District Bar Association later demanded action against police for assaulting a lawyer who was in uniform.

PRESS RELEASE: Delhi citizens protest against complete breakdown of health services and apathy of private hospitals
PRESS RELEASE: Delhi citizens protest against complete breakdown of health services and apathy of private hospitals
Mass organisations, public health activists and civil society groups demand Delhi Govt. to declare dengue an epidemic and ensure that no hospital refuses to admit dengue patients
Members of over 16 mass organisations, public health and civil society groups came together at the Delhi Secretariat today to protest against the rapidly deteriorating health situation and apathy of private hospitals. The city has been witnessing a spate of tragic dengue deaths where private hospitals have been refusing to admit desperate patients and public hospitals are overburdened and under-prepared. Dengue has now reached epidemic proportions in Delhi as also experienced for the last decade. The number of reported cases so far is a record high (over 2500 cases by 19th Sep), though the actual number is likely to be much higher than what is being reported.
Despite it being a known fact that Dengue generally peaks during the post monsoon season (during the months of August to October), the lack of preparedness of State agencies, the negligence and extremely weak response, blatant denial of health care reflect the apathy of the State and its disregard for people's health rights and lives. The stories of Avinash Rout and Aman Sharma are unfortunate illustrations of this - they were citizens who had fallen prey not only to the disease, but also to the heinous acts on the part of the (only for profit) private health care institutions, and to the non-vigilance and non-preparedness of the State.
Annie Raja of NFIW demanded that the Delhi Government declare an epidemic and action a comprehensive epidemic control and response plan especially for the needy, economically weak and vulnerable communities. Joe Verghese of Jan Swasthya Abhiyan said 'there is an urgent need for acitizen's fact finding commission lead by public health experts to understand and draw wider attention to the systemic issues that lead to collective failure to manage the recent dengue epidemic in the state.' Prof. Dinesh Varshney of Delhi University spoke of the corruption involved in medical education pointing out that 'the Vyapam scam is happening in every state, not just in Madhya Pradesh'. He also stressed the need to declare an epidemic and immediate measures be taken including stringent action on private hospitals that are not adhering to rules. 'In several countries around the world, it is compulsory for private hospital doctors to treat patients in public hospitals in an epidemic situation', he said.
Citizens gathered protested against the extremely disorganised response by the state machinery which has only been passing the buck between state and central government and municipal agencies. A delegation of four representatives met the Health Minister Satyendra Jain with a memorandum of demands (attached) including long-term commitments to ensure fundamental and structural changes in the uncaring, inhumane and profit-driven health system.

Job for kin of deceased Dalit student
STAFF REPORTER
Social Welfare Minister Ravela Kishore Babu on Tuesday announced a suitable government job for the mother of a 15-year-old dalit student who allegedly committed suicide by hanging himself in Darsi last week.
Mr. Kishore Babu, who is also the Minister in-charge of Prakasam district, promised a fair probe into the death of the boy under mysterious circumstances.
The Darsi Police, based on a complaint filed by the boy's parents, has already registered a murder case against the School Principal, Physical Science teacher and Physical Education teacher.
Later in the day, the Minister also gave Rs. 1 lakh compensation each to the family members of the four persons who were struck dead by lightning in the district during the recent rains.

Punjab Cong to seek probe into scholarship delay for SC students
TNN | Sep 23, 2015, 12.36 PM IST
CHANDIGARH: Punjab Congress will demand a CBI inquiry into alleged delay in disbursal of post-matric scholarships for scheduled caste students in the state. Congress Legislature Party (CLP) leader Sunil Jakhar said details of the scholarships procured by him showed that entire fund received from the Centre had not been passed on to the departments concerned in the same financial year. The Congress will raise the issue in the Punjab assembly session on Thursday.
"Resultantly, students are being made to run from pillar to post seeking what was due to them 3-4 years back. To confuse, the state government has been showing the total amount disbursed in a year and not what was actually received from the Centre. The Centre received Rs 28,081 lakh was under the post-matric scholarship for children from SC category during 2013-14 but the disburse amount for the period was only Rs 3,175 lakh," alleged Jakhar.

Tirumala to train dalits, make them priests
Sribala Vadlapatla,TNN | Sep 23, 2015, 12.34 AM IST
TIRUPATI: In a sharp departure from tradition, the Tirumala Tirupati Devasthanams has decided to train non-Brahmins in temple rituals and practices. About 200 people from dalit and backward communities will be given rigorous training for three months as part of a pilot project. To begin with, the beneficiaries will be selected from Chittoor and West Godavari districts.
This is the first time that the administration of the world's richest temple is offering a certificate course in Vedic rituals for dalits and backward classes. Earlier, the TTD had conducted several short training sessions for tribal priests in Vedic rituals. But now, the training will be full-fledged with a certificate awarded at the end of the programme.
"The TTD will train youths from downtrodden sections of society in temple rituals. We will focus on people living in remote and backward areas. The endowments department, in association with the TTD, will also build temples in far-flung villages. Once the training session is over, these youths will be handed over the task of daily rituals in those proposed temples," AP endowments minister P Manikyala Rao said.
The TTD had earlier launched a similar initiative, Dalita Govindam, to spread the Hindu Dharma in Dalit hamlets by training the youths in offering 'prasadam' to the deity. "It was a week-long programme. They were simply trained in offering 'prasadam' and a couple of rituals. There was no follow-up action either. Now we will take up a comprehensive training program," said an official in the endowments department. The TTD will conduct the certificate program in Sri Venkateswara Vedic University.
According to TTD officials, 'Agamas' (traditional doctrine for temple ritual) are of three types. While the highest form of these rituals is practised by traditional priests, the other two forms can be performed by the general public.
As part of the certificate program, about 100 youth each from West Godavari and Chittoor districts will be trained in 'Smartha' traditions. Smartha deals with all types of common rituals in a family including fixing muhurthams for weddings. The training programme will focus on the general tenets of the Vedic religion, evolution of temple system, the dos and don'ts of idol worship and rituals, and conduct of festivals among other things. During the training session, the priests-to-be should wake up before the sunrise, perform yoga and recite the prescribed mantras before attending to the classroom. The TTD will, however, not employ the trained youth.

The merits of affirmative action
http://infochangeindia.org/human-rights/analysis/the-merits-of-affirmative-action.html
By Meher Gadekar
An important pillar of affirmative action in the US has been the preferential allotment of tenders and contracts in the corporate sector to blacks. What have opinion-makers and industry in India done to build a just society for dalits? Most recently, industry turned down the government's request for reservations in the private sector.
Over the past few years the debate and discourse on the issue of empowerment of dalits by providing them equal opportunities for their development, and the government's reservations policy, has come under sustained criticism in the mainstream media by the intelligentsia, educationists, industry and other elite who are the major opinion-makers in society. The main argument against the policy of reservations is that merit is being compromised, implying that in the absence of reservations society is governed only by rational, objective, optimal, merit-based decisions that are devoid of nepotism, corruption and ulterior motives. Also implied (though not so obviously) is the hypothesis that merit rests with the so-called "forward" castes and communities.
Is there any data/logic to support either of these two hypotheses?
What is 'merit'?
According to the Random House Dictionary, merit is "claim to commendation; excellence; worth". It is also "something that entitles a reward or commendation; a commendable quality, act, etc". In addition, "it is the state or fact of deserving". It is also "that which is well deserved; to be worthy of; deserve". The word is generally used in a favourable sense and signifies inherent value or goodness.
Why do dalits (includes scheduled castes and scheduled tribes) lag behind?
Dalits lag behind other "forward" sections of society for the following reasons:
· They were deprived of opportunities for development as they lacked opportunities and access to education, employment, etc; they faced discrimination, segregation, untouchability and were looked down upon.
· Many dalit communities were/are artisans and hence never put a premium on getting an education.
· Tribal people's culture is governed by principles of reciprocity and redistribution. They do not believe in creating surplus but, rather, live from day-to-day. What they collect, hunt or gather from nature is always within limits. Hence it is sustainable (from a resource utilisation point of view) and does not place a burden on nature. They do not have the concept of privately owning land or waterbodies, or generating profits. They believe in co-existence rather than "ownership" or "control".
· Many dalit castes were engaged in occupations (if you can call it that!) like scavenging, flaying the skins of dead carcasses, making shoes, carrying night soil (on their heads!) and other activities considered demeaning and polluting in Indian society and culture. Obviously, getting an education would not help them further their career prospects! Today, for obvious reasons, many communities have given up these vocations.
· In contemporary India, while untouchability is not overtly practised it has taken newer and more sophisticated forms. Thus, housing societies, cooperative banks, cooperatives, clubs and other membership-based organisations dissuade dalits from gaining membership. Occasionally, dalits do manage to become members of these organisations, but they are exceptions to the norm. In rural areas, efforts to dominate and discriminate against dalits are carried out more vigorously and systematically. Dalits are denied minimum wages, their lands are encroached upon; if they try to assert their rights they may face boycott and segregation. Often, they are threatened and even beaten up. They are hit where it hurts most: their women are threatened, abused, molested and even raped. So what if there is an Act to prevent atrocities against dalits?! This has never been a major deterrent to the more powerful forces of domination, orthodoxy and communalism in rural and semi-urban areas. The incident at Khairlanji is the latest in a long list of such events that take place all over India. It can be surmised from this that India's record vis-Ã -vis the human rights of dalits is not one to be proud of.
One way to get ahead of the pack and make progress is to work hard over sustained periods of time, do quality work, and remain motivated to do both over the long run. The dominant (or "forward" communities) have found a smarter way to avoid this difficult path with a much simpler alternative. Baptise large sections of society as "dalit" and thus devoid of merit and talent. Segregate, discriminate, subjugate, exploit and tread over them for a period of time. This breaks their spirit, their self-respect and self-belief. Perpetuate the myth that merit is intrinsic in a few communities (due to the accident of birth) and create a society which, while grossly violating the human rights of dalits, paves the way for a smooth, hassle-free ride on the expressway of growth, development and wealth for India's elite, the so-called "forward" castes.
What policy options does the State have? And what is it doing?
The State has the following policy options for developing and empowering dalits:
· Provide reservations in education, jobs etc, as is the practice today.
· Provide opportunities to dalits through scholarships, freeships, etc.
· Make it mandatory, through legislation, that a certain percentage of all contracts and tenders, whether government or private, is allotted to dalits.
· Work on changing the mindset of society at large towards dalits, so that dalits are treated as equals, with dignity and fairness and are not subjected to discrimination, segregation and untouchability.
The State has, by and large, only exercised the first two options; the last two have not been addressed at all. Hence the first two options create a tremendous amount of animosity and hatred in the minds of people at large who feel that the State pampers dalits and provides them opportunities that they (dalits) do not deserve. And so dalits face further repression, discrimination etc, and the vicious cycle continues...
Comparison with the situation of blacks in the US (and other places)
Many scholars have compared the situation of dalits in India with the situation of blacks in the US and other places. While there are a number of similarities in the plight of these two communities, one basic fact needs to be mentioned. Unlike the blacks, the dalit community in India is indistinguishable from society at large. There are no outward ways to identify a dalit. Dalits are as tall, short, dark, fair, stout, thin, intelligent or unintelligent as other sections of society. They are not a separate race or people. And anyway, anthropologists now debunk the concept of race as being unscientific and incomplete. Some tribal people have certain prominent physical features, but these are largely location- and geography-specific. With large-scale migration in search of livelihoods, dalit (and, to a lesser extent, tribal) communities are indistinguishable on the basis of physical characteristics.
To the best of my knowledge there is no research that proves that there are any genetic differences between the "forward" castes and dalits. Nor are there any studies showing that "forward" castes have higher IQs than dalits.
Towards a just society
What steps have the government, industry, the intelligentsia, educationists, elites and other opinion-makers in society taken for the development of dalits, and to create a just and inclusive society?
We know what steps the government is taking (they are constantly being criticised by opinion-makers at all platforms!). But besides the government none of the other stakeholders -- industry, the intelligentsia, educationists, elites and other opinion-makers -- have done anything that's worth mentioning. Rather, there is the constant buzz in the mainstream media about how merit is compromised by reservations, how reservations hinder the achievement of world-class quality, how India is falling behind because of such regressive State policy.
Although much of this comment is muted, implied and often not implicitly stated, of late it has become more strident. One example is industry's categorical and unequivocal "No" to the government's request/polite suggestion to initiate reservations in the private sector. The fact that affirmative action has been practised vigorously in the US for many years is conveniently ignored by industry mandarins who otherwise idolise all things Western (including the US). An important pillar of affirmative action in the US is industry's role and efforts in providing opportunities to blacks for self-development and empowerment, through preferential allotment of tenders and contracts.
There's the mistaken belief that reservation was for an initial period of 10 years only. But this applies to political reservations, ie reservations in governance, which is ratified and extended by Parliament every 10 years. There is no time limit set for reservations with regard to education, employment, promotions etc for dalits. Systematic efforts are made to confuse these two types of reservations; this needs to be addressed once and for all.
Achievements of dalits
The achievements of dalits in all spheres of public and private endeavour are remarkable, especially considering the limited opportunities available to them and also the hostile environment in which they have been made. Listed below are a few of them:
· Dalits have performed excellently in sports like hockey, archery, etc. Anybody who has the slightest doubt should race with the numerous "Tirkeys" who are a regular and permanent feature in Indian hockey! If dalits and tribals are systematically selected and groomed for endurance events and for the middle distance events in athletics, archery (communities like the Bhils are traditionally excellent archers), javelin-throwing, hockey, wrestling, marathons, swimming etc, they would make world champions.
· Many dalit communities have an innate sense and understanding of music and rhythm. If they are selected at a young age, groomed and trained for a career in these vocations at world-class institutions, they would become exceptional performers and artistes.
· Most of the roads, bridges, railway networks and tunnels in post-Independence India (even in earlier times) have been built by the sweat, blood and tears of the dalit people. The "forward" communities have been too soft and well-to-do to participate in such exhausting and non-remunerative, but nevertheless vital, nation-building activities. This does not stop them from driving/travelling or using them, while constantly criticising the drop in "quality" and "merit" due to the government's efforts to empower dalits by providing them opportunities through a sub-optimal policy option like reservations.
· The achievements of giants like Dr Ambedkar, Jagjivan Ram and Dr K R Narayanan and others are testimony to the inherent talent of dalits. It is important to note that Ambedkar received invaluable support in the form of patronage from two kings -- Sayajirao Gaekwad and Shahu Maharaj. It is only because of this that the otherwise poor Ambedkar was able to pursue higher education, develop his inherent talents, interact with world leaders, study at world-class institutions and attain self-empowerment. Shahu Maharaj even supported his newspapers and journals. Most dalits could never hope for access to such opportunities. Hence their latent talent withers away without achieving fruition. Society at large is ignorant of the lives, work and achievements of dalits because the mainstream media has never bothered to cover them, being obsessed with Page 3 events and personalities.
· There is an active section of dalits who occupy the highest positions in industry, education, government, and research institutions in India. There is also a vibrant dalit diaspora that is active all over the world. The diaspora thrives abroad without reservations, unhampered by prejudice and able to develop and bloom to the full extent that their talent, merit, hard work and education allows them to. Many members of the dalit intelligentsia, elite and leaders have reached positions where they do not need the support of reservations. Many can compete with the best, globally. The reason they do not advocate the abolition of reservations, though they themselves do not need it or use it, is in order not to deprive their brethren who still require support for their growth and development.
· Artisan dalits like potters, weavers, shoemakers etc are known all over India (even abroad) for their talent and fine skills in manufacturing artefacts of the highest quality and beauty.
Poverty of logic, reasoning and substance in the discourse on dalit empowerment
From the above it is obvious that the discourse and dialogue on the issue of development and empowerment of dalits and the popular criticism of reservations as undermining merit and quality in the meritocracy that is India (sarcasm intended!) is devoid of logic, reasoning and substance. The sooner opinion-makers realise this (and it stops being reported in the mainstream media, which in any case supports the status quo and acts as a handmaiden of dominant castes, communities and mindsets), the sooner India will develop. And be accepted by the comity of nations as a nation where human rights are not routinely violated for the section of society categorised as "dalits".

Saudi Arabian beheadings poised to double in 2015 --Under King Salman's reign [of terror], someone is publicly executed every two days, including minors and the disabled. | 12 Sept 2015 | In the first six months of 2015, Saudi Arabia's governmentregime executed more people--102--than all of 2014 combined. At its current trajectory, the nation's execution rate will be at its highest level in years. The rise of these public deaths--most often beheadings, though occasionally firing squads or stoning are implemented--could, in part, be attributed as backlash toward recent criticism from the international community. Saudi Arabia's theocratic justice system of Sharia Law permits capital punishment for a host of offences from murder to "sorcery" or converting to another religion. [Notice the US media is generally *silent* on the human rights abuses waged by US ally Saudi Arabia? Only I-CIA-SIS beheadings are 'fair game' for media discussion, even as the Islamic State army is a wholly-managed subsidiary of the CIA, Mossad, and the Saudi sociopaths -- unleashed to overthrow democratically-elected secularist, Dr. Bashar al-Assad of Syria. --LRP]

Serious Journalism? Paying For “Nothing” Is Paying For Something By Romi Mahajan

For years I have seen the degradation of journalism world-wide and more broadly, the extent to which the "content" readily available from most sources has become increasingly trivial and below the standard on which any of us should base important decisions. Though there are notable exceptions --usually the product of heroic and valorous attempts by courageous and under paid people—the preponderance of what we have available is little better than pabulum.
A "form factor" that has paid the price dearly is the serious magazine. Tabloids sell well and indeed much of print has become little better than tabloids, but serious magazines have been badly hit by the "changes" in media. Some have adapted, others are struggling and living, while many perished. Worse still is the fate of the investigative element of content-development, the type of follow-the-money, expose-the-powerful journalist and content development that has all but disappeared in the mainstream.
The race to the bottom continues as serious and deep content developers (authors) are fired from their roles and are forced to factory-farm content simply to feed their families. They produce "by the piece" and as prices go down and content serves largely as "clickbait," they have to produce more. The more a person produces in a day the more the gravity and quality erodes and the race continues until we have clickbait pap as the mode and decent content as the exception.
While money and corporate profit maximization is the root of much of this derogatory turn of events, we as consumers cannot escape our own role in this race to the bottom. Put simply, many of us have decided to demand free content while remaining seemingly oblivious to the fact that indeed we pay with our time, privacy, and often dignity when we avoid paying a few dollars for the intellectual labor of others.
As I discuss this with many people, I am told, more often than one might imagine, that there indeed should be an aversion to "paying for nothing." While the very people who say these things seem to be the base for Netflix's growing subscriber base (for which one pays) or the success of the Amazon Kindle (for which one pays), the idea that one should pay for great journalism or great investigative content seems to be absent.
But "paying for nothing" is indeed paying for something- something very dear. While as consumers we should absolutely be willing to pay for content the onus is all the more so if we consider our main incarnation—as citizens.
We all hate "being advertised to" but we invite that fate by being unwilling to part with a few dollars to support the authors and publishers of serious content so that indeed we can avoid being advertised to. This is an abdication, both an economic and a philosophical one. And it's self-destructive to boot.
So even if you aren't receiving a physical "good" for your money, try subscribing to publications that seek to get to the bottom of things, from which you can learn and via the learning evaluate the best choices for you, your society, and your ecosystem. And even if you can't read every article in the media to which you subscribe, remember that your dollars help others gain the same insights they need to benefit not only themselves but the world we all share.
Paying for nothing is absolutely paying for something.

Are SCs, STs and OBCs less talented?
Are SCs, STs and OBCs less talented?
Mahitosh Mandal
Often I notice people degrading, sometimes publicly, the SCs, STs, and OBCs as inefficient at their workplaces. Be it an SC doctor or an SC professor or even an SC student, the person in question is not an individual human being but a 'reserved category candidate', and hence promptly to be dismissed as weak, inferior, and incapable. The question which bothers me is:are SCs, STs and OBCs less talented?
Ordinary people, who are not really 'caste conscious', have always found many doctors, professors, and students – irrespective of which caste they belong to – to be incapable. That is to say, we can find students/doctors/professors belonging to the so-called 'general' category, who are quite insincere, unethical, and inefficient. I know of a 'general' doctor who asked his lady patient to call him up in the night to report her health, and instead of talking medical matters he started flirting with her to the extent that she had to take recourse to another doctor. I know of 'general' professors who have wasted the students' time in class by talking irrelevant things or teaching nothing, or casually absenting themselves from class. I know of 'general' students who have been insincere to the extreme and have failed to prove themselves.
Can I generalize, on the above ground, that everybody belonging to the 'general' category is incapable? If I do so, you would call it absurd. Just because a few people are insincere and incapable, does not mean everybody belonging to the general category is incapable. But, my dear friend, why don't you use the same logic when it comes to judging people belonging to the lower castes? Just because a few SC candidates are apparently inefficient cannot exclude the possibility that many others belonging to the lower castes might be highly capable. You know what? When it comes to judging a Brahmin guy, you point out his personal flaws and don't say that he is bad because he is Brahmin. But when it comes to assessing a candidate who is accidentally born in a lower caste, you do not consider him as an individual with personal flaws. You end up blaming, wittingly or unwittingly, the entire community of people to which he belongs. Remember, to debase an entire community of people is to commit violence against humanity. And history will not forgive you for that.
Not all lower caste candidates are incapable. There are many who are more capable than any general category candidate. Think of B R Ambedkar, whom I am sure many of you never cared, or shall I say, never dared, to read. You guys would read Marx, Freud, and Derrida, and you would pose as intellectuals. You guys would fight in the name of Che Guevara and pose as revolutionaries. But you won't read Ambedkar. Let me tell you, if there has ever been any original thinker in India, it is Ambedkar. If any thinker has genuinely cared for the downtrodden men and women of India, it is Ambedkar. If you have not read Ambedkar you should be ashamed of yourself. I am sure, the preceding statements of mine would be ridiculed by some as 'arrogant' and 'misleading'. People who would pour such ridicule are people who are extremely prejudiced. They are being requested to read Ambedkar's works and get back to me.
Now to get back to the question I am grappling with. Is an SC candidate inefficient because he was born in a lower caste? Any logical thinking would prompt an answer in the negative. What then could be the cause of such a candidate's inefficiency? One might say the cause of inefficiency would differ from case to case. That would be an irresponsible answer. I think one major reason why the lower caste candidates sometimes end up as 'inefficient' is that they do not receive the proper guidance, or the extra guidance, that they need. Now don't counter this statement by saying that there are many general candidates who too do not receive proper guidance. Read on what I am saying. Who would be responsible for the proper guidance of a student? Parents and teachers, of course! Now see what happens with the SC/ST candidates. In majority of cases such students are the first generation learners. That is to say, their parents did not go to colleges and universities, and left their schools at an early age to work for their families. Their parents might allow them to study but would ask for their getting a quick job and earning money for the family. Such parents have never known how one becomes doctors or professors or engineers. The ancestors of such parents have never been allowed to receive education. Such parents are incapable to guide their aspiring children.
Now let us turn to the teachers. I think teachers can, and teachers should, play an important role in the proper development of the lower caste students. I myself have witnessed, time and again, how teachers at different institutions have failed in this task. Often the teachers would complain that this or that student does not understand what is being taught, or that he gives vacant look in class, or that he cannot write a single sentence in correct English. I have seen how such students are, in majority of cases, lower caste candidates. I would ask these teachers: Have you yourself done anything to help the student improve himself? If a student cannot connect with what is being taught in class or writes a bad assignment, have you inquired why the student was inefficient? I have seen how the lower caste students feel ostracized in class, and feel afraid to approach the teachers because they, the students, think they won't be able to properly communicate, and hence would be ridiculed. Have the teachers taken special care for such students? Have the teachers talked to, and cared to listen to, such students? I am sorry, they haven't.
If a lower caste student is found inefficient it is neither because he is less talented nor always because he has been insincere. It is because neither in his childhood nor in his student life did he receive proper training. That he has got a chance to study at an academic institution or that he has got a government job may be due to the reservation. But that he is inefficient is because he has always been deprived of the proper academic environment and proper training.
Now the question is: should the SCs, STs, and OBCs stop studying, and stop applying for government jobs? That is, should they go back to cultivate lands, because some pundits consider them inefficient? Or, should they be helped to overcome the obstacles in the way of their development? I think this issue can be resolved by awakening what I have called 'caste consciousness' or an awareness of how historically the lower caste people have been systematically exploited and deprived of education and the means of self-preservation. The students who belong to the lower caste should from the beginning be conscious of the fact that they belong to the lower caste, that in the name of 'reservation' they have been offered an opportunity to develop themselves, or prove their potential. On the other hand, the teachers should also be 'caste conscious', that is, they should understand that in every batch of students there are some who have no academic background, who sometimes have no clue what is being taught in class, and who need extra care.
One should first understand that 'reservation' is a misnomer, and that 'representation' is the right word. That is to say, such 'lower caste' students are 'reserved category' students neither because they are economically weak (in majority of cases they are weak) nor because they are enjoying a 'privilege', but because they represent a community that has, for more than three thousand years, been deprived of education. The teachers should help the students not to feel ashamed because they belong to the lower castes or not to hide their caste identity. The teachers should tell the students that our birth is not in our hands and that one is not known by one's birth but rather by one's work. The teachers should train and inspire the students properly to develop efficiency in their respective fields.
The problem, however, is that most people do not have any clear idea about the 'what and why' of 'reservation'. Dear friends, do a little bit of research; and yes, read Ambedkar! Time is ripe to keep aside caste prejudice and to awaken a positive kind of caste consciousness.
