"... সিভিল সার্ভিসে দলাদলি তীব্র থেকে তীব্রতর হয়ে উঠলো। শেখ মুজিবর রহমানের আমলেই এই দলাদলি তীব্র হয়ে উঠেছিল তার ভগ্নীপতি প্রাক্তন ইপিসিএস অফিসারের জন্য। অনেককে টপকে তিনি হয়েছিলেন সংস্থাপন মন্ত্রণালয়ের অতিরিক্ত সচিব। সরকারের সব অফিসারের নিযুক্তি তার প্রভাবেই হত এবং স্বাভাবিকভাবেই তিনি প্রাক্তন সিএসপি-দের দাবি অগ্রাহ্য করে প্রাক্তন ইপিসিএস-দের স্বার্থ দেখতেন। তার অনায্য পদোন্নতি, প্রভাব-প্রতিপত্তি আমলাদের একাংশ বিশেষ করে সিএসপি-দের ক্ষুব্ধ করে তুলেছিল।

...  কিছুদিনের মধ্যেই দেখা দিয়েছিল আওয়ামী শাসনের অভিঘাত। পার্টির বিভিন্ন স্তরের কর্মী, নেতাদের উচ্ছৃঙ্খল আচরণ, রক্ষীবাহিনীর নির্যাতন, দ্রব্যমূল্যের উর্ধগতি, দুর্ভিক্ষ সব মিলিয়ে জনজীবন হয়ে উঠেছিল দুর্বিষহ। শেখ মুজিবের মতো নেতারও সমালোচনা করা হচ্ছিল। নিয়ন্ত্রণ হারাচ্ছিলেন তিনি সব-কিছুর ওপর, বোধহয় বিশ্বাসও। 

কিন্তু এ সময় একই সঙ্গে আমলাতন্ত্রেও অসন্তোষ বৃদ্ধি পাচ্ছিল। ঐ সময় মুজিব যাদের সচিব পদে উন্নীত করেছিলেন তাদের অনেকেই ছিলেন পুলিশ সার্ভিসের যা প্রাক্তন ইপিসিএস বিশেষকরে সিএসপিরা পছন্দ করেননি। শেখ মুজিব বাইরে থেকেও পছন্দসই ব্যক্তিদের এনে উচ্চপদে বসিয়েছিলেন যেটা আমলাতন্ত্রের কেউই পছন্দ করেনি। তার ভগ্নীপতি [প্রাক্তন ইপিসিএস] অনেককে ডিঙ্গিয়ে উন্নীত হয়েছিলেন সংস্থাপন মন্ত্রণালয়ের অতিরিক্ত সচিব হিসেবে এবং প্রধানমন্ত্রী, প্রেসিডেন্টের আত্মীয় হিসাবে তার দাপট ছিল অসম্ভব। প্রাক্তন ইপিসিএস ছাড়া অন্য ক্যাডারের আমলারা এটা পছন্দ করেননি। একটি বড় অভিযোগ ছিল, 'যিনি কয়েকদিন আগেও আমার সেকশন অফিসার ছিলেন [ অর্থাৎ ইপিসিএস ক্যাডারের ], তার অধীনে আমি কাজ করি কিভাবে?' আমলাতন্ত্রের এক বড় অংশকে শেখ মুজিব এভাবে নিজের শত্রু করে তুলেছিলেন॥"

আন্দোলন বাঁচিয়ে রাখতে পালন হবে যাদবপুরে কলরবের বর্ষপূর্তিআন্দোলন বাঁচিয়ে রাখতে পালন হবে যাদবপুরে কলরবের বর্ষপূর্তি

বুধবার হোক কলরবের বর্ষপূর্তি পালন করবেন যাদবপুরের ছাত্রছাত্রীরা। ১৬ তারিখ বিকেল পাঁচটা থেকে ১৭ তারিখ বিকেল পাঁচটা পর্যন্ত চলবে কর্মসূচি।


মীডিযার খবরঃভোট বড় বালাই। তাই মুখে কর্ম সংস্কৃতি ফেরানোর কথা বললেও পিছিয়ে এলেন মুখ্যমন্ত্রী। কোটি টাকা খরচ করে নবান্নে বায়োমেট্রিক মেশিন বসিয়েও ভোটের আগে তা চালু না করার সিদ্ধান্ত নিল রাজ্য সরকার।


অথচ সাধারণ মানুষের রেহাই নেই

বায়োমেট্রিকপরিচয়ের নাম্বার না থাকলে সুপ্রীম কোর্টের আদেশ গেইল চুলোয়,চালচুলো কিছুই থাকবে নানে

টাটকা খবর বাজারে কেনাকাচি রমরম,মা দুগ্গা অসুরে বধিতে ঘোড়ার পিঠে আসছেন,বাজারে বিকিকেনা রম রম,ট্রাফিকও ধুঁকে ধুঁকে চলছে যেমনি বেঁচে থাকা কল কারখানা,জুটমিল,চাবাগান চলছে


বিশ্বকর্মা রহিছেন সেই তিমিরেই,গণেশপুজোর ধুম আজি এ বঙ্গে,বন্দে মাতরমতারা রম পমগেরুযাকরণ রমরম





হাতে গরম খবর হইলঃফেসবুক ব্যবহারকারীদের দীর্ঘদিনের ইচ্ছে পূরণ করতেই আসছে ডিসলাইক অপশন। লাইক অপশনের পাশাপাশি থাকবে ডিসলাইক অপশনও।


মজা দ্যাখছো,মনকি বাতেঁ ডিসলাইক করার অপশননেই,যদিও ফেসবুকে ডিসলাইক আসছে


সংবাদে প্রকাশ,কংগ্রেস চাইলেও সাধারণভাবে মোদীর মন কী বাতের ওপর নিষেধাজ্ঞা জারিতে করছে না নির্বাচন কমিশন। মোদীর ওই রেডিও অনুষ্ঠান আদর্শ নির্বাচনী বিধি লঙ্ঘণ করছে বলে অভিযোগ তুলেছে কংগ্রেস। তাই বিহার ভোট শেষ না হওয়া পর্যন্ত ওই অনুষ্ঠান বন্ধ রাখার দাবি তুলেছে তারা। সাধারণভাবে ওই অনুষ্ঠান বন্ধ করা না গেলেও বিধি অনুযায়ী সেখানে কোনও সরকারি নীতির ঘোষণা করা যাবে না বলে কমিশন সূত্রে জানানো হয়েছে।

বিহার ভোট শেষ না হওয়া পর্যন্ত বন্ধ করা হোক মোদীর মন কী বাত। দাবি তুলেছিল কংগ্রেস। এই দাবি জানিয়ে আজই নির্বাচন কমিশনের দ্বারস্থ হন কংগ্রেস নেতারা।

প্রধানমন্ত্রী নরেন্দ্র মোদীর ওই রেডিও অনুষ্ঠান আদর্শ নির্বাচনী আচরণ বিধির লঙ্ঘণ করছে বলে মনে করছে কংগ্রেস। ১২ অক্টোবর থেকে ৮ই নভেম্বর বিহারের ভোট। সেই ভোট না মিটে যাওয়া পর্যন্ত এবারে মন কী বাতে বন্ধ রাখার দাবিতে কংগ্রেস সরব হয়েছে।

বিহারের নির্বাচনে মোদীর মন কী বাত সাধারণ মানুষকে রাজনৈতিকভাবে প্রভাবিত করবে বলে মনে করছেন, রাজনৈতিক বিশেষজ্ঞদের একাংশ। এর আগে দিল্লি ও মহারাষ্ট্র নির্বাচনে মোদীর রেডিও অনুষ্ঠান নিয়ে নির্বাচন কমিশনের কাছে অভিযোগ করেছিলেন বিরোধীরা।

সারা ভারতে কাশ্মীরই একমাত্র প্রদেশ,যেখানে মুসলমান সংখ্যাগুরু,সারা দেশে যদিও সংখ্যালঘু!


সারা জাহান হিন্দু হোক্ না হোক্,কাশ্মীর বাদে বাকি ভারত হিন্দু রাষ্ট্র!হিন্দু রাষ্ট্র কি জিনিষ গুজরাতে ও অসমে,ইউপি ও মহারাষ্ট্রে হাড়ে হাড়ে বুঝছে সংখ্যালঘুরা!


মনে রাখা দরকার এই মহাদেশে যারা মুসলমানের জন্য আবার হিন্দুদের জন্য,যে যেখানে সংখ্যালঘু তাঁদের সবার জন্য কেয়ামতের বন্দোবস্ত চান না,তাঁদের জন্য কাশ্মীরের এই আগুন অশনিসংকেত!গোমাংসের কারোবার যারা করছেন তাঁদের হিন্দুত্বের বলি শুধু কাশ্মীর নয়,এই গোটা মহাদেশটাই হতে যাচ্ছে!


মনে রাখা দরকার যতদিন কাশ্মীর ভারতে থাকছে,ভারত হিন্দু রাষ্ট্র হবে না যেমন নেপালকে হিন্দু রাষ্ট্র করা হলনা আবার!


পছন্দ হলেই লাইক দেয়া যায় কিন্তু অপছন্দ হলে কমেন্ট করা ছাড়া কোন উপায় থাকে না। সেই সমস্যার কথা বিবেচনা করেই আসছে ডিসলাইক অপশন।


ফেসবুক ব্যবহারকারীদের অনেকেই এতদিন হয়তো কোনও পোস্ট, মন্তব্য বা শেয়ার পছন্দ না হলে ভেবেছেন 'ডিসলাইক'অপশন থাকা দরকার ছিল।


বিষয়টি নিয়ে ফেসবুক কর্তৃপক্ষও বেশ কিছুদিন আগেই ভাবনা-চিন্তার কথা জানিয়েছিল। এবার ফেসবুক নিশ্চিত করলো তারা শিগগিরই নিয়ে আসছে 'ডিসলাইক'অপশন। অর্থাৎ এখন আর মন্তব্য করে বোঝাতে হবে না। 'লাইক'বাটনের মতই 'ডিসলাইক'বাটনে 'ক্লিক'করলেই হবে।


ফেসবুকের প্রতিষ্ঠাতা মার্ক জুকারবার্গ বলছেন, ডিসলাইক অপশনের দাবি দীর্ঘদিনের। শিগগিরই এটি চালু করা হবে।


সামাজিক যোগাযোগের এই জনপ্রিয় ওয়েবসাইটটির প্রতিষ্ঠাতা মার্ক জুকারবার্গ এমনটাই জানিয়েছেন। মঙ্গলবার ফেসবুকের সদরদপ্তরে আয়োজিত এক প্রশ্নোত্তর সেশনে ৩১বছর বয়সী জুকারবার্গ বলেন, অনুভূতি প্রকাশের একটি মাধ্যম হিসেবে এই ডিসলাইক অপশনটি চালু করা হচ্ছে।

যাঁরা মার খেল, তাঁদের বিরুদ্ধেই দেওয়া হল জামিন অযোগ্য ধারা। মালদহে সিভিক ভলেন্টিয়ারদের ওপর লাঠিচার্জের ঘটনায়, আরও একবার প্রশ্নে পুলিসের ভূমিকা। এঘটনায় ধৃত বারো জন সিভিক ভলেন্টিয়ার। তাঁদের বিরুদ্ধে 332, 333, 353-র মতো ধারায় মামলা রুজু হয়েছে। যার মানে, সরকারি কর্মীকে কাজে বাধা দিতে গুরুতর আঘাত। সবকটিই জামিন অযোগ্য ধারা। এছাড়াও বেআইনি জমায়েত, সরকারি সম্পত্তি ভাঙচুর, জাতীয় ও রাজ্য সড়ক অবরোধের দায়ে আরও একাধিক ধারায় মামলা হয়েছে ধৃতদের বিরুদ্ধে।

India is considering raising foreign ownership in private banks to 100 percent, the Economic Times reported on Thursday, citing a senior government official.

The measure to hike foreign ownership in private banks from the current 74 percent is being discussed by the finance ministry, the department of industrial policy & promotion (DIPP) and the Reserve Bank of India, the newspaper said.

One of the options being considered is allowing an additional 26 percent increase through the approval route, the newspaper said.

A response from the finance ministry is awaited, the newspaper reported the official as saying.

Media reports:


The Centre is planning to act tough against officials of doubtful integrity and those poor at work. The Department of Personnel and Training (DoPT) has asked all departments to identify such public servants and move proposals for their premature retirement.

The decision comes following a meeting held by Cabinet Secretary PK Sinha recently on the mechanism to be adopted to ensure probity among the Government servants. The DoPT has asked all the departments to invoke provisions of Fundamental Rule (56-J) to compulsorily retire such officials. Under Fundamental Rule 56-J, the Government has the "absolute right" to retire, if necessary in public interest, any Group A and B employee, who has joined service before the age of 35 and has crossed the age of 50.

The decision, third such in a row, came after the DoPT last week said that IAS, IPS and India Forest Service officers may lose their job if they overstay on foreign assignments for more than a month without permission. Tightening the noose further, the DoPT early this month said that the Government servants will face disciplinary action if they raise service matters related grievances directly to the PMO.

In the latest directives for forced retirement, a Group C Government servant, who has crossed the age of 55 can be retired prematurely if found corrupt or ineffective. Group A comprise officers of All India Services like IAS, IPS, Indian Forest Service, IRS, while Group B consists of non-gazetted officers and Group C clerical and ministerial staff.

The action can be taken only against such officers whose annual increments have been frozen and they have not got promotion in the past five years. The meeting emphasised rotation of officers on sensitive and non-sensitive posts and their review and screening under Fundamental Rule 56-J. The DoPT has been asked to monitor implementation and obtain compliance from all Ministries in this regard.

"As this activity is to be completed in a time-bound manner, it is requested that priority attention may be paid to it and inputs sent to the internal vigilance section at the very earliest," said the circular issued to all departments of Central Government.

The Cabinet Secretariat has been issuing such orders from time to time. In February 2012, the UPA Government notified a rule making it compulsory for IAS, IPS and officers from other all-India services to retire in "public interest" if they fail to clear a review after 15 years of service.

Last week speaking at induction training programme for newly bureaucrats, DoPT MoS Jitendra Singh had indicated that the bureaucrats will be expected to have a high level of accountability with constant media and public scrutiny.

Smelling the Bigger Rot

The question begs an answer as to what is the big script behind this play. There is no doubt, as veteran sociologist Ghanshaym Shah has observed ("The Shrinking, the Rage", The Indian Express August 28, 2015) that all Patels are not rich and a majority of them, as could rather be axiomatically said of any forward community, belong to the lower end of the middle class. A majority of them are small and medium farmers in rural areas  and in urban areas, barring a few professionals and entrepreneurs, the majority are white or blue-collar employees, or self-employed or casual, skilled labourers in textile or diamond factories. The diamond industry, which had been their mainstay, has been in deep crisis with closure of many units and the rest on the verge of it, leading to huge job losses. Agricultural growth has been spectacular in Gujarat, clocking 8 per cent of growth; due mainly to advances in irrigation, but it has not benefitted the small and marginal farmers, which constitute one-third of the Patidar households. The aspiration level in the community has been extremely high; every Patel aspiring to migrate to the US and make it big as their predecessors. The prerequisite for which, unlike in olden days, is the professional qualification, requiring academic orientation, which the community lacked because of its love for business. That they do not get admission in government college and have to pay many times more for the inferior education in private colleges therefore can be exploited to externalise the blame on the reservations.

This is all  certainly true insofar as there has been a build-up of resentment in the community but then which community has not suffered during the last three neoliberal decades? Going by the earlier agitations of Patels, the reservations just served as an alibi to accomplish a clear rightist political agenda. If one observes the anatomy of the current stir, one cannot miss a similar sinister agenda at the core. And, make no mistake; this agenda is the long cherished agenda of the RSS to abolish the caste-based reservations. The choice of Patels as the actors and Gujarat as the theatre is strategic for its controlled enactment. Patels in Gujarat have most to flaunt any bravado (as Hardik Patel speaks of guns and swords) without incurring state repression, as could be seen from the attitude of the administration towards the build-up and the execution of the Kranti rally. It is incidental that it went a little out of gear, entailing some loss of life. It is simply impossible for anybody, partcularly a novice like Hardik, to organise such a massive mobilisation of middle class people unless there is well-oiled machinery backing it. No movement, least a middle class movement, can acquire such a sweep, and depth simply on the basis of anger, financial resources, and numerical strength. It has to have access to organisational skills, honed over years of experience in crafting popular protests. Not alone organisation, the manner in which Hardik conducted and has been conducting himself is not without a script. And the script strives to create a nationwide discourse against caste-based reservations.

There are some puzzling details which mislead one to construe it as being against Modi and his camp. For instance, exposing the hollowness of Modi's Gujarat model; its beginning from Mehsana district to which all three, Modi, his proxy, Anandiben Patel, and Amit Shah, belong; and its timing, to embarrass him on the eve of the Bihar elections, do point towards some such scheming. But, on careful analysis, it may be seen as a strategic ploy, characteristic of the RSS, to hoodwink people with regard to its real design.

Govt May Now Ask `Inefficient' Babus to Take Early Retirement

MESSAGE LOUD & CLEAR Department of Personnel and Training issues guidelines to all ministries to review officers' reputation and performance for compulsory retirement

Sending a clear message that inefficiency or a bad reputation on account of probity would mean retirement kicking in almost a decade in advance for senior government officials, the Narendra Modi government has now strengthened the review processes to compulsorily retire such officers.

Issuing four-page long guidelines to all ministries last Friday, the PM-led Department of Personnel and Training (DoPT) has said that services of those government officials "which are no longer useful to the general administration" or whose "integrity and reputation" is doubtful, must be compulsorily retired from service. As per an existing rule FR 56 (J) which has been rarely enforced, the performance of Group A and B officials who have completed 50 years and junior officials who have completed 55 years of service must be reviewed and a decision taken whether to compulsorily retire them before turning 60.

ET reported on September 14 that Cabinet Secretary PK Sinha had chaired a meeting on August 10 with senior officers of different ministries asking for strengthening of the review system of screening of officers under the existing rule. The DoPT missive is a fall-out of the same.

Citing SC judgments, DoPT has said that "integrity of an employee, action or decisions taken by the employee which do no appear to be above board, complaints received against him or suspicious property transactions, for which sufficient evidence may not be there to initiate departmental proceedings" should be the factors considered to decide on prematurely retiring an officer."Similarly , reports of conduct unbecoming of a government servant may also form basis for compulsorily retirement," the DoPT says, citing a 2002 SC judgment that said government has absolute right to compulsorily retire an official who obstructs the efficiency in public services."The officer would live by reputation built around him," DoPT says citing another SC order which says conduct and reputation of an officer must not be such that his continuance "would be a menace to public service and injurious to public interest."

"For better administration, it is necessary to chop off dead wood," says another 2001 SC order cited by DoPT in its letter, saying it should be seen if recent promotions of the officer in last five years were on basis of seniority cum fitness and not on the basis of merit.

The government has reconstituted review committees to look into cases of officers turning 5055 as the case may be saying Secretary of the concerned department will head a review committee in case of ACC appointees while in case of senior appointees in boards like CBDT and CBEC, the review committee will be headed by the Chairman of such Board. An additional secretary or joint secretary will head review committees in cases of junior officials.The Central Vigilance Officer will be a part of the committee if an integrity issue is involved. All reviews must be done six months before the official turns 50 or 55 as the case may be.

Ramesh Kumar Bhantu is in his sixties. He looks like the archetypal school teacher - he wears thick glasses and talks deliberately and didactically.

But he was never a school teacher. For decades, he worked at Kanpur's ordnance factory, which made parachutes for the Indian military.

Bhantu's personality and professional background defies his address. He was born, grew up and still lives in the Criminal Tribe Settlement, or CTS Basti, a colony meant for criminals, in the Kalyanpur neighbourhood of Kanpur.

Nothing about Bhantu's personality is a giveaway that his forefathers were criminals, and before that, warriors.

Rana Pratap's allies

Robby Sharma, a social activist in Kanpur who has chronicled the lives of people living in the CTS Basti, has found they have an interesting history.

"Their history begins with the battle of Haldighati that was fought between Akbar and Rana Pratap in the 16th century," he told Catch.

According to him, many tribes had joined Rana Pratap in his fight against the Mughal emperor. They remained loyal to Rana Pratap and moved with him when he was exiled from his kingdom.

When Rana Pratap died, the tribes got scattered and moved towards north India - what is now Uttar Pradesh.

Sharma says many kings and chieftains of north India were eager to have the tribes in their army as they were skilled warriors.

But they kept moving from place to place, as they had vowed they would never settle at one place till Rana Pratap had regained his kingdom.

The tribes were patriots and took up arms once again when Indians fought against the British in the country's First War of Independence in 1857.

As the British subdued the Indian forces and consolidated their position, their attention turned towards the tribes.

Sharma explains, "The British realised that the tribes were a menace for them. The tribes had fighting skills and could get united under their leader on a short notice. Hence to destroy the force of the tribes, they were declared criminals."

Isolation in open jails

In 1871 that the British passed the Criminal Tribe Act. There were six main tribes under the purview of this act, four of which were Solanki, Pawar, Dabi and Makwana.

"There were two more tribes but, after Rana Pratap died, they migrated to Europe and nothing is known about them at present," Sharma says.

The British restrained the tribes in forts in different places. Later, in 1922, the British decided to settle the tribes in open jails.

Places selected for the jails included Kanpur, Moradabad, Lakhimpur Kheri, Lucknow and Gorakhpur.

The warrior tribes were labelled 'criminal' by the British and kept in open jails like the CTS Basti

In Kanpur, the open jail was named the Criminal Tribe Settlement (CTS).

On one side of CTS flows the Ganges and on the other side is the GT Road, the highway that connects Delhi and Kolkata.

Covering 159 acres of land, CTS has agricultural fields, planned houses, schools, hostels and wide streets.

Sharma says, "The settlement gained notoriety as a colony of criminals. But the only crime of the tribes was that they had fought against the British. Even a child born in the settlement was branded a criminal. The tag of criminal stuck to him when he became an adult. Even today, the very name CTS evokes fear and hatred."

The settlement also came to be known as Habuda Basti. "People think Habuda is the name of a tribe. But the origin of Habuda is bura, the Hindi word which means bad. The British would say the tribesmen were bura and the name Habuda got coined." says Sharma.

Following age-old customs

Though the battle of Haldighati took place over four centuries back, the tribes still follow some of the customs they did back then.

Salina Devi, one of the inhabitants of Habuda Basti, says, "Women and girls, to avoid being kidnapped by the Mughal soldiers, disfigured their faces with tattoos. Even today, tattoos are common among the women and girls of the tribes."

Many branches of the tribes keep moving from place to place and live in tents.

While in exile along with Rana Pratap, the tribes would cook their dinner before sunset, as lighting fires in the night for cooking could have attracted Akbar's soldiers. Even today, many tribal families have dinner before sunset.

Muslims consider pigs as unclean. To keep Mughal soldiers away, the tribes would rear pigs and release them whenever they were attacked.

Once the tribes made swords and spears. But now they have switched on to making hoes, axes and trowels.

Wedding processions were often raided by Mughal soldiers. To evade the attack, the groom would carry the head of a slaughtered pig on his shoulder .

Under the British

Apart from homes, the open jail had facilities like a kindergarten, a school and a sewing school for women.

The British did not want the tribals to mingle with the locals even for last rites of the dead. Hence, the settlement had a graveyard as well in one corner.

The tribals earlier buried the dead, but now, like Hindus, have started burning the corpses.

Salina Devi is not sure of her age. "May be I am 50," she says.

It was her great grandmother who was first settled in CTS. She says, "I have heard from my mother and grandmother that the CTS during the British rule was well managed."

The creche and school had lock ups and people who did not send their children to school regularly were briefly imprisoned as punishment. Cleaners cleaned their toilets twice in a day. Wells were regularly sprayed with disinfectants.

The land provided by British in the settlement for agriculture was the main source of income for the tribes. The women also used to stitch police and army uniforms at the sewing school. Every morning, the men were taken to British-run factories as labourers.

Nehru and the SC/ST question

Around the time India was to gain independence, a delegation from CTS went to meet Jawaharlal Nehru.

Bhantu says Nehru promised the delegation that CTS residents would become free the day India had its own Constitution, which came into force on 26 January 1950.

"A delegation again went to meet Nehru. But he was wary of releasing people who had been branded as criminals. The delegation was able to make Nehru realise that even children born in the settlement, who were innocent and had committed no crime, were being branded as criminals.

After independence, the tribes opted to be classified as SCs, owing to a bigger reservation quota

"Nehru took up the matter and finally on 31 August 1952, we were declared free and denotified," says Bhantu.

According to Bhantu, Nehru asked the Centre's scheduled caste/scheduled tribe commission to suggest steps to assimilate people of CTS into the mainstream.

"Commission officials visited the settlement in Moradabad, as it was closest to Delhi. The CTS inhabitants were given a choice to declare themselves as scheduled caste or scheduled tribe. They were told scheduled castes had 18% reservation in government jobs and educational institutes while scheduled tribes had only 4%. The CTS inhabitants, lured by the 18% reservation, declared themselves as scheduled castes. That has become a bane for us," says Bhantu.

"Isn't it ridiculous that we were earlier notified as tribes but later declared as scheduled castes? Shouldn't the government have done some homework?" he asks.

Twenty years later, Indira Gandhi, as the Prime Minister, said that each family in CTS Kanpur was to be given one acre of land for agriculture.

"We were given the land but it was not entered against our names in the records of government departments, like the excise department or social welfare department. This despite the fact that we continued paying revenue for the crops we grew year-after-year," says Bhantu.

Legal battle for land

Sharma is now fighting a legal battle to see that the tribal people get their land.

"The inhabitants of CTS are vulnerable. Whenever the state government needs land, it usurps from CTS. The settlement initially covered 159 acres of land. But in the last 20 years or so, 30 acres has already been taken by the government. The state government had promised that those whose land was taken would be compensated. But years have passed and that has never happened," he says.

The state government now wants to build a hospital over an area of 25 acres in CTS, and has served eviction notice to many of its inhabitants.

Bhantu says, "Once we lived as nomads. But the British settled us. Then Prime Minister Indira Gandhi said we should be given land. Why does the state government want us to become nomads once again? Are we not citizens of India?"

Kanpur's district magistrate Roshan Jacob told Catch, "Land is being misused by the people in CTS. It was meant for agriculture but people are building houses or shops. The land is close to GT Road, hence very prized. Land sharks want to usurp it. The land belongs to the state government and we want to use it wisely. Hence, a hospital has been proposed at CTS, but a final decision is yet to be taken."

Righting past wrongs

Tej Bahadur Singh, head of the social science department at PPN College, Kanpur, says, "The government should take steps to see that the inhabitants of CTS join the mainstream. They are also Indians and there should be no discrimination against them. They have already been discriminated against for a long time."

Sharma says there is still much discrimination against the tribal people of CTS. He says, "They are yet to shed the tag of 'criminals'. Whenever a crime incident takes place in Kanpur, the needle of suspicion always points towards Habuda Basti."

He says the condition of the tribes in Kanpur was most pathetic. "The settlement in Kanpur was the biggest. Today, the population is around 10,000. The district administration claims it owns the land. It should be transferred to the inhabitants legally.

"CTS inhabitants in other places are pretty well off. For example, each CTS family in Moradabad has six acres of agriculture land."

The Central government's Ministry of Social Justice and Empowerment, in 2006, constituted a group to look into the condition of the tribes that were earlier declared criminal.

The group noted in its report, "As a way of some moral compensation to the community as a whole, the government may install at some selected locations having a substantial tribal population, memorials on the lines of war memorials.

"The memorials will be symbolic of public admission of the historical and collective injustice caused to these people for a century-and-a-half. The memorials will also serve the purpose of reminding the public of the collective responsibility of the state and the society to ensure that the atrocities are not perpetrated again."

Sharma says that's a distant dream.

*UID: from inclusion to exclusion*

AMONG the many stated goals of the Unique Identification (UID) project,
which aims to provide a unique number to all residents identified by their
biometric features, was to facilitate and promote inclusion into government
programmes. It hoped to facilitate inclusion by providing a recognized ID
to all residents and to promote inclusion through 'de-duplication' of
beneficiary databases.

One of the most appealing claims of the UIDAI project was to enable
inclusion of the millions of Indians into various government programmes
from which they were often wrongly excluded. Any project that helps
overcome the problem of exclusion from social welfare programmes is
welcome, especially since these programmes can play an important role in
narrowing social inequalities. A closer scrutiny shows that the UID
project's initial claims were based on a basic misunderstanding of the
causes for exclusion. Worse, the experience of the past five years of the
project suggests that the project itself has become a source of exclusion
from government programmes.

As far as the inclusion agenda of the UIDAI project is concerned, there
were two important objectives: one, to facilitate inclusion by providing
identification documents to all residents. In UIDAI's documents, the lack
of an ID was seen as an important source of exclusion. Thus, the provision
of ID documents was closely tied to improving access to government
benefits. Two, the project aimed to promote inclusion by reducing
corruption (especially duplication in databases). There can hardly be any
argument about the desirability of either of these two objectives.



*A* commonly held perception is that the lack of ID documents is very
widespread. However, the UIDAI does not provide any reliable data on how
many Indian residents are without ID documents. As far as I am aware, there
is no reliable estimate of this even today. To get a sense of this issue,
in a small survey of 2200 rural households in ten states in 2013, we asked
about possession of different identity cards (such as a voter ID, ration
card, NREGA job card, etc.). Between 85-95% of respondent households had
one of these IDs. Just over 80% had either a bank or post office passbook.
(At that time, only around 15% had aadhaar numbers.)

Even if the proportion of population without any ID is very large, there is
the question of what might be the best way to remedy the situation. One
option could be to launch a new ID-giving project (such as the UID
project). Another option is to focus on existing ID-giving procedures:
e.g., improving the birth registration system,1 enhancing the accuracy of
other ID databases, such as voter ID or ration cards, and then mandating
that these be accepted for various purposes, such as opening bank accounts.
Intriguingly, these options were never debated.

The UID project was designed to give aadhaar numbers to both categories of
people: those who had no prior ID documents and those who could produce
proof of ID and of residence (to get their third, an aadhaar number). To
reach out to those individuals who did not have any ID documents, the UIDAI
put in place an 'introducer system'. The UIDAI's own records on how many
aadhaar numbers were issued through the introducer system are damning. Out
of nearly 850 million aadhaar numbers issued so far, only 0.219 million
(i.e., 0.03%) have been issued to people through the introducer system.2 The
remaining aadhaar numbers were issued to people who already had two
pre-existing ID documents.

The small number of those who got aadhaar without any prior ID document
could mean one of two things: that the number of people without any ID is
quite small (less likely) or that the proportion of such people is large
but that the UIDAI has (so far, at least) failed to reach out to them. The
circularity of the ID-giving exercise and contradiction in claims versus
the actual experience has received little attention so far.



*A*part from the provision of ID documents, another concern for the UID
project was exclusion from government social welfare programmes such as the
PDS, NREGA, social security pensions, among others. UIDAI documents suggest
that they perceived the lack of identity documents to be the root cause of
exclusion from government programmes.

As pointed out by Khera,3 this understanding of the UIDAI is flawed.
Eligibility for these programmes requires a person to satisfy the
conditions of these schemes: e.g., for social security pensions such as old
age or widow pensions, the elderly are required to produce proof of age and
a widow will be required to produce a death certificate of her husband. A
widow with, say, an aadhaar number, but without her husband's death
certificate will continue to be excluded. Possession of *any* ID does not
guarantee inclusion; applicants need to possess the scheme-specific
document.

Further, even among those who did have these documents, a major source of
exclusion – perhaps more than the lack of ID documents – is that the scale
of these programmes is capped by the government. Even if a person meets the
eligibility criteria and is able to produce all the necessary ID documents,
she/he may not be included simply because the government has already
exhausted its target coverage for that particular scheme. The cure, then,
is to expand these schemes.

The only way in which the UID project could have contributed to this was by
de-duplication. Here again, there are no reliable estimates of the extent
of duplication in government records. In the PEEP Survey of 2013, a
door-to-door verification of 3789 pensioners in ten states found only one
case of duplication.4



*W*e have seen how the UIDAI project had two important goals – provision of
ID documents to everyone, and better inclusion into government programmes.
While both goals are desirable, the experience so far tells a different
story. On the first (providing ID documents to the ID-less), the project
has achieved next to nothing so far (only 0.22 million out of nearly 830
million aadhaar numbers were issued to the ID-less). On the second, the UID
project cannot do much. The UIDAI's understanding of the source of
exclusion was inaccurate. The agenda of greater inclusion is better served
by expanding the scope and reach of government programmes by removing the
artificial caps on their coverage, which are driven by financial concerns.
To some extent, this has happened over the past decade.



*H*aving analyzed the intent of the UID project and outlined the limited
extent to which it could contribute to greater inclusion, we now look at
its actual record of implementation. Perhaps to the horror of its promoters
(and in ways unimaginable to them), there is now a lot of anecdotal
evidence showing that the UID has become a source of *exclusion* from these
programmes – the very opposite of what it set out to achieve.

Under UPA-II, following the announcement of 'direct benefit transfers' in
late 2012, there was massive pressure to make aadhaar *de facto* compulsory
in various government programmes involving transfer of cash – including
scholarships, pensions, NREGA wages and, to an extent, even in the PDS. The
idea was that cash would be transferred into bank accounts (often opened
with the help of aadhaar numbers) and beneficiaries would authenticate
themselves at the last mile using aadhaar-biometrics, using banking
correspondents wherever required. Letters were issued by concerned
ministries to states and districts asking them to enter the aadhaar number
against the name of each beneficiary of these schemes (referred to as
'aadhaar-seeding'). Often the pressure took the form of imposing impossible
deadlines to complete 'aadhaar-seeding' of beneficiaries.

In September 2013, the Supreme Court intervened and directed the government
to ensure that benefits were not denied for lack of an aadhaar number.
However, the court's message, either intentionally or unintentionally, did
not adequately percolate down to the field. After the Supreme Court's
interim orders (in September 2013, March 2014 and 2015), government letters
have carefully avoided the use of the term 'compulsory' or 'mandatory', but
between the lines the message is clear (e.g., instead of entirely removing
aadhaar as a requirement, the circulars now state that those without
aadhaar should be helped to enrol). Some state officials claim that the
pressure is now conveyed orally at review meetings (e.g., video
conferences) that take place between the Centre and states.



*B*ureaucrats in favour of the aadhaar linkage maintain that its use is
necessary for de-duplication of government records. They point to a
reduction in the number of beneficiaries since aadhaar-seeding began as
proof of duplicates who have been weeded out. On the other hand, there are
field reports which suggest that at least some of the reduction in numbers
is the result of a pressure to show that 100% aadhaar-seeding has been
achieved. When beneficiaries of various schemes do not present their
aadhaar numbers to add to the database, the response of field staff has
been to simply strike off their names.

In Jharkhand, due to the pressure for aadhaar-seeding the NREGA database,
job cards were cancelled for workers who did not have aadhaar numbers.5 The
cancellation or deletion of names from databases is the first way in which
aadhaar has become a source of exclusion from NREGA. This was applicable to
the PDS in Delhi where aadhaar was compulsory for new ration card holders
under the National Food Security Act.6 This has also happened in the case
of scholarships and pensions in several states.7



*I*n Andhra Pradesh, it has become a source of exclusion due to the errors
in the aadhaar-seeding process.8 The third reason why aadhaar is a source
of exclusion is when biometric authentication is made compulsory but there
are issues with matching biometrics. For example, if the electronic point
of the sale machine at the ration shop erroneously rejects a person's
fingerprint, it may become necessary to re-enrol their biometrics.

The insistence on showing the aadhaar number to register demand for work
under NREGA is the fourth source of exclusion. In Bihar (Katihar and
Araria) and Jharkhand (Latehar), reports from the field show that demand
for work under NREGA is not registered unless aadhaar numbers are provided.

In many cases, while people have not been excluded, the process has caused
some hardship – getting an aadhaar number (often paying money to get
enrolled), having it seeded with the relevant administrative authority,
making repeated trips when biometric authentication fails (either due to
lack of connectivity or biometric mismatch) and so on. People are routinely
illegally charged for enrolment into the UID database.9 In a nutshell, the
UID project has ended up excluding some people from existing entitlements
and has complicated paperwork for accessing government programmes rather
than simplifying it.

The role of social welfare programmes in reducing social inequalities is
well recognized. In India, legal entitlements under the National Rural
Employment Guarantee Act (NREGA) and the National Food Security Act (NFSA),
as well as welfare schemes such as social security pensions and
scholarships, have played an important role. The UID project was expected
to be an enabling technology which would contribute to this goal by
enhancing inclusion in welfare programmes, simplifying access and improving
implementation. However, the experience of the past five years with UID has
shown that it has not done well as far as enhancing inclusion is concerned.
On the contrary, perhaps unintentionally, it has ended up being another
source of exclusion from these crucial programmes.

The unintended consequences of the UID project point to a larger concern.
It is important to remind ourselves that the UID project continues to
operate without any binding legal framework. (The bill prepared by the
UPA-II government was rejected by the concerned standing committee.) This
opens up the possibility of the project being used in unanticipated and
unintended ways.10 If the project is to continue, the very least that must
be done immediately is to put an adequate legal framework in place in order
to prevent its abuse in the future.

Himalaya Niti Abhiyan is organizing two days convention ( 19th & 20th  September) at Bilaspur Himachal Pradesh on Land rights and Forest Right Act (community Forest rights and Individual Forest rights). In the state of Himachal Pradesh the state government is not realizing the FRA in the state true to its spirit and words, HNA through its massive campaigns, formed the FRC in the six districts of the state, through capacity building of the gram Sabha's could able to filed the claims of more than 1000 habitations. The state government didn't respond through its SDLC's and DLC's on the same, but taking the advantage of the High court orders on encroachment; demolishing the houses and destroyed the hundreds of hectare horticulture crops of farmers in the state and process is going on, in the move state government will cover every inch of the encroached land and oust the farmers from the such land without recognizing the rights of the forest dwellers and schedule tribes. Thus taking the situation and move of the state government HNA continuously fighting against such move of the state. In such situation there is dire need to launch a massive people campaign against such move of the government. Thus HNA is organizing the two days conventions on the Land right's and forest Right act.

 

Agenda:  

1. Take note of FRA implementation and eviction proceeding initiated against forest dwellers in HP and elsewhere.

2. Status of land acquisition, issue of ordinances on it and rules made by state governments thereon.

3.  Future planning of movements on above issues.

Launch of Indian Council of Food and Agriculture on 18 Sep

With the increasing globalization, there are newer challenges demanding proactive response for the Indian agriculture and agri-food trade to compete globally. While major industry chambers have larger economic and business development agenda, agriculture is not their priority. Industry plays crucial role in Indian agriculture, but the sector is beyond the industry to include the stakeholders such as farmers, academic, research, policy, development, extension system. They need their issues and agenda to be effectively articulated at the district, state, national and international levels. While there are sector specific bodies in food and agriculture, both for input side and for output side, but cutting across the compartmentalized approach, there is none. While the target group remains the same, i.e., farmer at the supply side and the consumer at the end.
With the new Government at the centre, there is increased interest among the major countries about engaging with India and exploring opportunities for trade and cooperation. There is need for a dedicated body to facilitate such engagement while promoting India's interests. We also need institutional mechanism at the district levels, wherein various stakeholders could meet and deliberate upon issues and agenda. ICFA proposes to provide that mechanism, and become a mass-based organisation with large scale membership through state and district chapters, while maintaining the class character for working at the national and international level.
The first meeting to deliberate upon creating such body took place in 2002 at the residence of the then power minister, Mr. Suresh Prabhu (Railway Minister in Modi Government). Later on many deliberations took place over the years. Finally, the name Indian Council of Food and Agriculture was registered in March 2015, with the operationalisation meeting conducted in July 2015. Details are enclosed below for your kind perusal. ICFA launch function is organised as part of the Agriculture Leadership Summit on 18th Sept. 2015, at hotel Taj Palace, New Delhi. Kindly find the details of the Summit, and make it convenient to join at 9.30 am. ICFA will be launched after the presentation of the Leadership Awards starting at 7.15 pm. The honour will be done by Rajnath Singh, Home Minister of India, in the august presence of Chief Minister of UP, Akhilesh Yadav, Governor of Haryana & Punjab, KS Solanki, Pioneer of India's Green Revolution, MS Swaminathan, and a galaxy of other persons, including ministers, top government officials, industry CEOs, diplomats etc. among others.

Bumper cotton production of 400 lakh bales likely as rains revive in key areas

The revival of monsoon augurs well for the cotton crop in Marathwada and Vidarbha regions of Maharashtra as well as the rest of the country. Industry experts maintain that the country is heading for a bumper cotton crop at around 400 lakh bales with nearly 120 lakh hectares coming under cotton cultivation. Dr KR Kranthi, director, Central Institute of Cotton Research ( CICR), says except for some spots such as Telangana and Mahbubnagar,the crop is so good across the country. "The rains have returned and according to the IMD will continue till the first week of October which is very good. Except for parts of north interior Karnataka and Telangana, the rains have been good in Central Maharashtra as well. In fact, Vidarbha is heading for a very good crop something that does not happen every year. So far, the rainfall pattern has been good in this region. Normally around 16 lakh hectares in the region comes under the crop, yielding an output of 30-32 lakh bales. This time it could be in the region of 37-38 lakh bales,"  he explained. Ironically, some 32 farmer suicides have been reported in  Marathwada region in the first week of September alone. Responding to this, Dr Kranthi says a good crop can stall  an agrarian crisis for farmers since the market prices are not so good.  "Higher yields can force stress on the market. China has not importing and therefore the exports are down. Even if the overall crop is good, for some farmers even a two- to-three day delay in planting crops could lead to stunted growth and this is paradoxical leading to such deaths," he explained.
Cotton prices are currently low at  Rs 4,000 per quintal and in July the stocks were around 183 lakh bales. Even if the domestic consumption is around 250 lakh bales there is still a surplus, he said. Until September 3, sowing operations were completed on some 114.5 lakh hectares and planting is expected on some 5 lakh hectares by the end of September, taking the total 119-120 lakh hectares, he pointed out. Among the 84-odd cotton growing nations, Indian productivity is  at 32nd place. This has been the case for the last 10 years, Kranthi pointed out, adding that yet India is the world's highest cotton producer. This year, after China stopped imports, there has been a glut of cotton in the Indian market with a carryforward stock of some 138-148 lakh bales. Cotton Corporation of India is selling its stock of 25 lakh bales and expects to cut inventory to 5 lakh bales before September-end, the close of cotton year 2014-15, even as it gears up for new season.

Coonoor tea sales drop on higher price

As much as 22 per cent, worth Rs 2.61 crore, of the 15.60 lakh kg on offer remained unsold at Sale No: 37 of Coonoor Tea Trade Association auctions when average prices rose to Rs 67.28 a kg from previous week's Rs 66.51. The Broken Pekoe grade of Homedale Estate, auctioned by Global Tea Brokers, topped the leaf auction and CTC market, when TRP Tea and Commodities bought it for Rs 205 a kg. The Red Dust of Homedale Estate topped the dust auction fetching Rs 202 while the Pekoe Dust of Homedale Estate came next at Rs 200. Darmona Estate got Rs 198. In all, 33 marks got Rs 125 and more per kg. Kairbetta topped orthodox market fetching Rs 246, followed by Kodanad at Rs 242, Havukal Rs 241 and Chamraj Rs 227. In all, 42 marks got Rs 125 and more per kg. On the export front, Pakistan bought selectively in a wide range of Rs 42-110. Quotations held by brokers indicated bids ranging Rs 40-43 a kg for plain leaf grades and Rs 100-125 for brighter liquoring sorts. They ranged Rs 40-48 for plain dusts and Rs 110-170 for brighter liquoring dusts.

EID Parry introduces Amrit sugar brand

Murugappa Group company EID Parry India, on Monday, announced that it would introduce a new branded sugar Amrit, described as 100 per cent natural cane sugar, as part of its strategy to boost retail sugar sales with value-added products in the fledgling branded sugar market. Amrit, the company's fourth branded sugar, is manufactured through a process which is completely different from how normal white sugar is made, according to the company. The product will be sold in a half kilogram pack, priced at Rs.30. Though the sugar has a brown tinge, it is different from most of the other brown sugars available in the market as it doesn't use molasses. "Parrys Amrit conforms to all food safety standards and is fully hygienic," V.Ramesh, Managing Director of the company said. "It has 10 per cent lower calories than a normal white sugar, retains natural nutrients of potassium, calcium, magnesium and phosphorous and iron." Amrit, which will be formally released on September 18, will initially be sold in Chennai and Bangalore and become available across India by January.

India to assist Ghana in tomato production

Soon, expertise from India will help boost the ailing tomato-growing sector in Ghana. A combination of high-yielding varieties and latest farm techniques will be tested on the West African nation's soil. The Ghanaian government has allotted three plots of five acres each in three different regions to the National Research Development Corporation (NRDC), which is leading the Indian effort.
With the Centre launching a major Africa policy and set to host the Indo-Africa Summit in October in New Delhi, with 54 African nations expected to take part, this is one of the many projects on the anvil. The Ministry of External Affairs had firmed up the bilateral, $2-million project. "A team from NRDC will be going to Ghana on September 29 to kick-start the project in collaboration with the CSIR-Ghana, which runs a string of national institutes on the lines of the Indian CSIR (Council for Scientific &Industrial Research)," said H Purushotham, Chairman & Managing Director of NRDC. Ghana, traditionally a gold and cocoa economy with a population of 27 million with a good Indian presence, has a diversified economy with a growing agriculture sector and industry. It has, however, been struggling with its tomato farming over the past two decades.
The International Food Policy Research Institute in a study pointed out Ghana has not been able to sustain processing plants, and is also finding the going tough in terms of improving livelihoods of those households involved in tomato production. Despite government interventions that include establishment of tomato-processing factories, tomatoes of the right quality and quantity for commercial agro processing are not being grown. Many farmers still prefer to plant local varieties, typically with high water content. Low average yield, lack of access to markets and competition from imports make life difficult for the tomato farmers.

Inflation continues to drop, but onions, pulses still bite

Helped by slipping oil prices, inflation continued to fall in August but the drop masked higher rates for common household items like onions and pulses. The wholesale price index (WPI) fell for the tenth straight month to 4.95% compared with a 4.05% decline in July. Retail prices, too, moderated to 3.66% from 3.69%, official data released on Monday showed, raising hopes of an interest rate cut. The Reserve Bank of India holds its next monetary policy review on September 29. "Both categories of inflation indicate that inflation continues to moderate and seems to be under control," finance minister Arun Jaitley said. Cheaper fuel may h ave brought down inflation but several items in the food basket, restaurant bills, education and housing remain pricey, keeping the cost of living high in most regions of the country. Onions and pulses continue to weigh on household budgets. Wholesale onion prices grew 65.29% in August compared with last year, while pulses were costlier by 36.40% during the month. Onions are retailing at around ` 70 a kg, while a kilo of Arhar dal is selling for more than ` 130. "Prepared meals, snacks and sweets"— a component in the consumer price index (CPI) that indicates the cost of eating out — rose 7.31% in August, probably mirroring costlier rentals as well as higher service tax rates. "The RBI needs to reduce interest rates sharply to drive a recovery in demand. CII expects the RBI to reduce interest rates by 50 basis points (0.50 percentage points) in the forthcoming policy with statements supporting further easing in the near future," said Chandrajit Banerjee, director general, Confederation of Indian Industry (CII). Industry leaders had expressed similar sentiments during a meeting called by Prime Minister Narendra Modi on September 8 to discuss the global economic scenario. Bankers and economists were also in attendance as the Prime Minister urged industrialists to take risks and invest in India.

JACAMFU demands Agricultural Policy in State

The Joint Action Committee of All Meghalaya Farmers Union (JACAMFU) on Thursday requested the State Government to implement an Agricultural Policy in the state during the upcoming Assembly session. The Joint Action Committee of All Meghalaya Farmers Union includes the Hills Farmers Union (HFU), Ri-War Sepngi Farmer Union (RWSFU), Seng Synroplang Ri-Bhoi District (SSRBD) and Warsan Lyngdoh Farmer Association WLFA). Chairman of the newly formed Joint Action Committee of JACAMFU Commander Shangpliang, while speaking to media person said that the main reason the committee was formed is to make the voices of the farmers in the state heard since so far many of the problems and issues faced by the farmers in the state has not yet been addressed. "We have also submitted a memorandum to the Office of the Chief Minister and we hope that he considers our request to implement an Agricultural Policy in the state for the betterment of all farmers in Meghalaya," Shangpliang said. He said that they are optimistic that the MLAs across Meghalaya will take the issues of the farmers seriously by raising their voices to implement an Agricultural Policy in the state during the Assembly session schedule on September 16.  "We want the government to help the farmers in term of channeling marketing for their products since as of right now the farmers in the state are being crushed by the middlemen," he said. Meanwhile, T Suting, vice chairman of JACAMFU who is also the President of the SSRBD said, "We have also submitted a memorandum to the Deputy Commissioner East Khasi Hills District since the middle men in the market are deducting 8 to 9 kgs from 60 kgs of tomatoes, 4-5 kgs from 70 kgs of potatoes and 10 kgs from one quintal of ginger which has resulted in great losses for farmers,"

MMTC to float tender for processing of imported pulses

State-owned trading firm MMTC would soon float tender for processing of 10,000 tonne of unmilled pulses — tur and urad — being imported for augmenting domestic supplies. This follows states expressing their inability to process the unmilled pulses being imported to curb the sharp spike in prices.
"As states have indicated their inability to process the imported unmilled pulses, MMTC was advised to float a tender for milling the imported pulses," an official statement on Monday said following the meeting of Inter Ministerial Committee on Prices and Availability of essential food item.Around 5,000 tonne of tur or arhar dal is being imported at Rs 77 per kg and the Centre will make it available to states at Rs 67 a kg, giving a subsidy of Rs 10 per kg.

Mufti asks Banks to lend more to agriculture, SMEs

Chief Minister Mufti Mohammad Sayeed called for improving lending by premier banks to boost the State's low Credit Deposit Ratio (CDR) and bring it at par with RBI's stipulated level of 60 per cent. "The premier banking institutions of the country need to lend more to enterprises, especially in the agriculture, craft and small and medium enterprises (SME), keeping in view the low CDR of 46 per cent in the State," Sayeed said speaking at a luncheon meeting with the RBI Governor Raghuram Rajan here. Heads of leading premier banks of the country including HDFC, ICICI, PNB and the Canara Bank attended the special State Level Bankers' Committee (SLBC), convened by the RBI Governor at SKICC in the summer capital, pursuant to his commitment made to the Chief Minister earlier this year. Finance Minister Haseeb A Drabu, Advisor to the Chief Minister Prof Amitabh Mattoo, Chief Secretary B R Sharma, Principal Secretary to Chief Minister B B Vyas and Commissioner Secretary, Finance, Navin Chaudhary, also attended the meeting, an official spokesman said. The Chief Minister also raised with RBI the issue of recapitalisation plan of the three cooperative banks at Jammu, Anantnag and Baramulla, which are facing threat of getting de-licensed by the RBI. The State has proposed approaching NABARD to advance the State share of Rs 139 crore as loan, paving way for capital infusion of the three cooperative banks from the RBI. Asking the banks to increase their credit flow in housing and education sectors, the Chief Minister particularly stressed upon advancing loans for restructuring of orchards for high-density farming as well as laying of agriculture infrastructure like setting up of CA stores, van chains and packing and grading lines.

Munnar may Stir Up Discontent in Other Tea Estates

Workers of Kanan Devan Hill Plantations (KDHP) in Munnar ended their strike after nine days on Sunday, with the company agreeing to their demand for higher bonus, but the repercussions of it are now being felt in other tea estates in Kerala. The woman workers who led the strike at the largest tea plantation company in south India had kept trade union leaders away, accusing them of being hand-in-glove with the management. The workers of other tea companies are also threatening to go on agitation without the assistance of trade unions. Harrisons Malayalam (HML), another major tea company having around 6,000 hectares and more than 7,000 workers, has now become the prime target."We have already started receiving strike threats from our tea estates spread over Wayanad and Idukki regions. They (workers) feel that they can get what they demand without the help of any trade union," said Chief Executive C Vinayaraghavan. HML, which suffered a Rs 35 crore loss in 2014-15, had declared the statutory bonus of 8.33%. "Rubber prices are at a rock bottom level and tea prices have also fallen. In the last few years, the government hasn't allowed us to cut and sell rubber trees in our estates, which used Rs 11 crore ` to fetch us Rs 12 crore," said Vinayaraghavan. HML is the largest rubber plantation company. AVT is another big tea company with estates in Kerala. Though the KDHP management had announced a 10% bonus, after intense negotiations with Chief Minister Oommen Chandy, it was forced to pay an 8.33% statutory bonus and 11.67% as ex-gratia. "The total outgo from 20% bonus and ex-gratia payment should be around Rs 10 crore. Due to the agitation, the company Rs 30 crore," said suffered a loss of ` a KDHP spokesman.

Onion prices drop as new, cheaper produce hits mkt

With new crop arriving at the APMC from Karnataka, imports from Egypt and consumers cutting down on consumption due to high cost, prices of onions at retail markets have dipped to Rs 55Rs 65 per kg from Rs 60 to Rs 75 per kg last week. Consumers can now consider themselves spoilt for choice, having three varieties to choose from--old, new and imported. While old onions are retailing at Rs 55 to Rs 65, fresh onions from the south and the Egyptian imports are being sold at Rs 50 to Rs 55. Everyday , eight truckloads of Egyptian onions and 10 truckloads of Karnataka onions are arriving at the wholesale market and being sold at a price lesser than that of their Nashik counterparts. According to an APMC trader, a few truckloads of Egyptian onions have been untouched for two days as consumption crashed significantly. Seventy truck loads seem to be sufficient for Mumbai market at this juncture as opposed to the the normal requirement of 100-125 truckloads daily. Fresh onions from Karnataka have a slightly higher moisture content as compared to dry onions from the old winter stock of the Nashik crop. In sharp contrast, Egyptian onions are bigger in size and reddish in colour, but domestic users prefer the indigenous bulb. The wholesale market recorded the price of Karnataka and Egyptian onions at Rs 40 to Rs 48 per kg whereas old onions are being sold at Rs 50 to 53 per kg.

Paddy price dips by 60%, Karnal farmers worried

Farmers who planted paddy variety-1509 across the state are a worried lot as the price has taken a sharp hit due to a fall in prices of the crop this year by 50 to 60 per cent, compared to last year. The variety is being sold at Rs1,200-1,300 per quintal, while it was sold for Rs 2,800-3,400 per quintal last year. Similarly, farmers, who have cultivated other paddy varieties including hybrid-3325, 834, 222, are also in deep trouble as they too are not getting a proper price of their produce. Farmers and commission agents have demanded that the government fix a price of these varieties and to start government auctioning at the earliest. They alleged that with a game plan several rice millers have been purchasing these varieties at a less price resulting in huge losses to farmers. Rajinder Kumar, a commission agent at the Karnal grain market, said it was a strategy of the rice sellers and the government should keep a check on such buying.

Rice millers threaten to boycott milling

Accusing state-owned procurement agencies of harassing them by demanding "unjustified dues," Punjab-based rice millers on Monday threatened to boycott milling for the upcoming paddy procurement season. Agitating millers under the banner of Punjab Rice Millers' Association sought a meeting with state Food and Civil Supplies Minister Adesh Partap Singh Kairon to resolve their issues. "State-owned procurement agencies have started harassing us unnecessarily by demanding unjustified payments from rice millers," Punjab Rice Millers Association President Tarsem Saini said on Monday. He added that millers are being asked to pay charges for deviating from the monthly schedule of rice delivery. "As per usual practice, we were never asked to pay any charges for any monthly delay in rice delivery once the rice is delivered at the end of milling season. But now they are asking to pay charges on the same," he said, adding VAT was also being asked to pay.

Rs10 crore for relief to Malwa farmers

Chief Minister Parkash Singh Badal announced to release Rs10 crore for compensation to farmers who have uprooted their cotton crop damaged due to whitefly over an area of 11,780 acres in six districts of Malwa belt. A decision to this effect was taken by Badal during a high-level meeting with a delegation of the Bharti Kissan Union (Sidhupur) led by its president Pishora Singh at Punjab Bhawan. Badal was told by revenue officials that of 11780 acres affected area,5,000 acres was in Muktsar district, 3,727 Fazilka, 2,090 Bathinda, 539 Mansa, 398 Faridkot and 26 Barnala. Referring to the damage caused to the standing cotton crop due to whitefly, the Chief Minister asked the Revenue Department to complete girdawari in the affected districts by September 17.
The Chief Minister directed the Revenue Department to cover other crops such as guar and vegetables that too were affected by whitefly for compensation on the similar pattern. Subsequently, after disposing of the objections raised by farmers in this regard, the revenue officials would release the compensation amount to the affected farmers as per the assessment report by the end of this month.
The Chief Minister also told the Revenue Department officials to issue directions to make the payment of compensation directly to the cultivators in case land was given to the cultivators by the owners on lease/contract.

Shipments of fresh pulses to arrive next week 

The Centre will receive 5,000 tonnes of tur (arhar) and urad imports by October 20 to help ease prices of these key pulses by improving the supply situation of the key protein source in the country. The MMTC has also been advised to float a tender for milling the imported pulses after States indicated their inability to process the unmilled ones. Two shipments of 2,500 tonnes will arrive at Chennai and JNPT ports in different tranches beginning September 23, the Consumer Affairs Ministry informed on Monday. The MMTC had floated the tender for tur procurement on September 11 and the bid has an opening date of September 21. Tur is mainly imported from Myanmar and African nations such as Tanzania, Mozambique and Malawi. "The entire consignment of 5,000 tonnes of tur would be received at the two ports by October 20. To further improve the availability, import of additional 5,000 tonnes has also been approved," the statement added. The shipments of urad from Myanmar will reach both ports by the same date. Typically, India produces about 18-19 million tonnes (mt) of pulses each year and imports about 3-4 mt to meet domestic demand. Average retail price of tur was Rs  132/kg in New Delhi on Monday, up 48 per cent from six months ago (Rs  89/kg) and 61 per cent from a year ago (Rs  82/kg). Tea workers end 9-day agitation amicably

Bowing to the clout of women estate workers, Kanan Devan Hills Plantations Company Ltd (KDHP) conceded to the demands of the strikers at its Munnar tea estates.
The week-long agitation has turned out to be a historic one, with the hill station witnessing a resurgence of the women workforce fighting for their rights by keeping at bay trade union leaders and political parties.  umbering more than 3,000, the workers resorted to a 'sit-in agitation' before the KDHP sales outlet, disrupting movement of vehicles on the Kochi-Dhanushkodi highway in Munnar. Thanks to the intervention of the Kerala government, it has agreed to pay the bonus at 20 per cent, a major demand of the workers, which was earlier rejected by the KDHP management. This involves 8.33 per cent bonus and 11.67 per cent ex gratia. A decision in this regard was reached on Sunday night following marathon talks convened at the behest of Kerala Chief Minister Oommen Chandy. With the decision to enhance the bonus, the women workers have called off their nine-day strike. On the demand for wage increase, the Chief Minister later told reporters the issue will be discussed at the Plantation Labour Committee meeting scheduled for September 26.

Urea imports surge 43% to 30.62 lakh tone

 India's urea imports have increased 43 per cent to 3.06 million tonnes in the first five months of the current financial year. Urea imports during the same period of the previous fiscal stood at 2.13 million tonnes, according to official data. The government imports urea through state trading enterprises -- STC, MMTC and IPL -- for direct agricultural use to bridge the gap between assessed demand and the local production. India also imports urea from Oman India Fertiliser Company (Omifco) under a long-term urea offtake agreement between the government and the company. India's annual urea demand is about 30 million tonnes while the domestic production has stayed stagnant at 22 million tonnes. The rest is met through imports.Urea is a controlled commodity in India as it is imported by the government itself. The soil nutrient's maximum retail price is fixed at Rs 5,360 per tonne, and the difference between the cost of production and the retail price is paid as subsidy to the manufacturers.

Whitefly devours cotton crop on PAU campus, humbles experts

Cotton crop grown on research fields on the campus of Punjab Agricultural University has come under the attack of whitefly. The development has come as an embarrassment for the PAU Vice-Chancellor who had blamed farmers for damage to their crops. During a visit to the PAU campus, it was observed that despite proper care and spray of recommended insecticides, the crop got damaged by the whitefly. Various departments had sown the cotton crop on the campus for research. The number of insects under each leaf is more than 10 in most of the fields and the crop has turned black. The cotton fields prepared for exhibition during the upcoming Kisan Mela are also affected by whitefly. Dr Baldev Singh Dhillon, Vice-Chancellor, had blamed the growers for mismanagement while sowing the cotton crop. While addressing a gathering at Kisan Mela in Jalandhar on September 12, Dr Dhillon had said the farmers did not take recommendations of PAU into consideration while sowing the crop that resulted in loss. Contrary to vice-chancellor's views, Dr Balwinder Singh, Director, Research, PAU, said hot, humid and dry weather had led to whitefly attack on cotton crop."The temperature in the third week of July was recorded 32 degree Celsius to 35 degree Celsius in southern Punjab. The farmers delayed the spray of insecticides due to the fear of rain. As far as our fields are concerned, we did not spray on some of the research fields to study the effect on crop that has not been sprayed. The attack of whitefly is rampant in the region. How could PAU campus remain unaffected?" said Dr Balwinder Singh.

রামপালে বিদ্যুৎকেন্দ্র সুন্দরবনের জন্য বড় হুমকি

সুন্দরবনের ১৪ কিলোমিটারের মধ্যে বিদ্যুৎকেন্দ্রটি নির্মিত হলে সেখানকার প্রাকৃতিক বৈচিত্র্য হুমকিতে পড়বে বলে পরিবেশবিদদের আশংকা


সুন্দরবন সংলগ্ন রামপালে কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণ করা হলে সুন্দরবনসহ ওই এলাকার প্রাকৃতিক বৈচিত্র্য হুমকির মুখে পড়বে বলে জানিয়েছে সাউথ এশিয়ানস ফর হিউম্যান রাইটস। কয়লাভিত্তিক কেন্দ্রটিতে কয়লা পরিবহন, আবর্জনা পরিষ্কারের মতো বিষয়গুলো এখনো স্পষ্ট নয়।তবে পরিবেশবাদীদের এ ধরণের অভিযোগ সরকারের তরফ থেকে বরাবরই নাকচ করা হয়েছে।বিদ্যুৎকেন্দ্র নির্মাণের পরিবেশগত প্রভাব নিয়ে তথ্যানুসন্ধানের পর আজ সাউথ এশিয়ানস ফর হিউম্যান রাইটস নামে একটি বেসরকারি সংগঠন যে প্রতিবেদন তৈরি করেছে সেখানেই এসব বিষয় উঠে এসেছে।আজ প্রতিবেদনটি প্রকাশ করা হবে।

বাংলাদেশ ও ভারতের যৌথ উদ্যোগে রামপালের ওই কয়লাভিত্তিক বিদ্যুৎকেন্দ্রটি সুন্দরবনের সীমানার ১৪ কিলোমিটারের ভেতরে নির্মাণের প্রক্রিয়া চলছে।

বাংলাদেশে সাউথ এশিয়ান ফর হিউম্যান রাইটসের সদস্য সুলতানা কামাল বলছেন, যে দূরত্বের মধ্যে বিদ্যুৎ কেন্দ্রটি তৈরি করা হচ্ছে, সেটি আসলে নিষিদ্ধ দূরত্বের মধ্যেই। সুন্দরবনের কাছাকাছি এরকম একটি প্রকল্প বনটির জন্য বড় হুমকি।
তিনি বলেন, কয়লা কোথা থেকে আসবে, কিভাবে পরিবহন করা হবে, কয়লার যেসব আবর্জনা নদীতে জমবে, সেগুলো কিভাবে পরিষ্কার হবে, এসব প্রশ্নের উত্তর এখনো স্পষ্ট নয়। এসব কারণে সুন্দরবনের উপর বিরূপ প্রভাব পড়বে বলেই আশংকা হচ্ছে। সেখানকার মানুষের স্বাস্থ্যের বিষয়টি নিয়েও পরিবেশবিদদের মধ্যে প্রশ্ন রয়েছে।
এর মধ্যেই সেখানকার জলজ প্রাণীর উপর এর প্রভাব পড়তে শুরু করেছে বলে সুলতানা কামাল জানান। কারণ সেখানের শুশুক বা ডলফিনগুলো সেই এলাকা ছেড়ে চলে যাচ্ছে।

বিভিন্ন মহলের এত আপত্তির পরও কেন সরকার বিষয়টি আমলে নিচ্ছে না, তা নিয়েও তিনি প্রশ্ন তোলেন।বরং পর্যালোচনা করে রামপালের পরিবর্তে অন্যত্র কেন্দ্রটি সরিয়ে নেয়ারও পরামর্শ দিয়েছে এই সংস্থাটি।
