फासीवाद हो बर्बाद, इंकलाब जिंदाबाद के जोशीले नारे के साथ मार्च की शुरुआत हुई। लेखक-बुद्धिजीवियों की हत्या क्यों, मोदी सरकार जवाब दो के नारे भी गूंजे। प्रतिरोध मार्च आरा रेलवे स्टेशन परिसर में पहुंचकर सभा में तब्दील हो गया।

उत्पादकता के सिद्धांत के नाम पचास पार करते न करते काम नहीं तो नौकरी नहीं,के तहत किसी की भी नौकरी जायेगी।
वैसे रियायरमेंटकी आयुसीमा 60 से घटाकर 50 करने का ऐलान हो गया है।फिर यह सफाई बी आ गयी कि किसी की नौकरी तैंतीस साल से लंबी नहीं खींचेगी।हर हाल में उस हद के बाद सेवा समाप्त।
समझें कि किसी ने बीस साल की उम्र में नौकरी ज्वाइन की तो तेपन्न में ही उसे अलविदा।
फिर शिक्षा क्षेत्र में 65 साल तक नौकरी जो चल रही है,अब वह गयी।रेलवे के बाद नौकरियां एजुकेशन सेक्टर में सबसे ज्यादा है।
वहां क्या नजारा होगा ,इससे समझें कि महाराष्ट्र में सिर्फ मराठी और गुजराती स्कूलों में एक लाख शिक्षकों का काम तमाम है।
अपने सूबे का हिसाब जोड़ लें।
रतन टाटा अब रेलवे के भी मालिक हैं।
कायाकल्प भी वे ही कर रहे हैं और हादसों पर अफसरों से जवाब तलब भी वे ही कर रहे हैं।

और मेरे ख्याल से बाजार में स्त्री देह का कारोबार सभ्यता और मनुष्यता के विरुद्ध है और यह साम्राज्यवादी सामंती उत्पादन प्रणाली में सबसे बेहतरीन,सबसे खूबसूरत,सबसे सक्रिय,सबसे लोकतांत्रिक, सबसे उदार,सबसे त्यागी स्त्री के शोषण उत्पीड़न और उसके अस्मिता विरुद्ध निरंतर बलात्कार का तिलिस्म है यह समूचा विज्ञापन तंत्र मुक्ता बाजार का ग्लाम ब्लिट्ज।
मुझे लगता है कि अतुल अनजान से गलती यह हुई है कि उनने निशाना सनी लिओन पर साधा और यह हमारे वाम दोस्तों की खास तहजीब है कि वे शख्सियत की बातें करते हैं और उसी में उलझे रहते हैं,तंत्र जस का तस बना रहता है।वे तंत्र का विरोध नहीं करते।

सामाजिक सुरक्षा की चहारदीवारी में आजन्म कैद और मरदों की पहचान,मरदों की जंदगी जीती तिल तिल घिस घिसकर मर रही गुलामी को अपनी चमकदार हैसियत समझ रही स्त्रियों के मुकाबले वे ज्यादा समझदार हैं और श्रम का मूल्य वसूल लेने से वे परहेज भी नहीं करते।

देश अभी नये सिरे से बंटा नहीं है।
बाबरी विध्वंस के बाद दंगे हुए हैं खूब।
आतंकी हमले भी कम नहीं हुए।

Kalburgi Murder- How many deaths will it take till we know that too many rationalists have died?
It was the winter of 1993. A sick patient was wrapped up in a dripping wet cloth. In Chhota Jagulia, a village 30 km from Kolkata in West Bengal, a 'holy man' often known as 'Fakir Saheb' was offering miracle cures, and was quite a rage in the state. On the morning, people had gathered at the premises hoping to see a miracle cure. Fakir Saheb had begun the show, chanting and throwing hands full of dust at the patient.
In his other hand he held a small metallic stand that had a small fire burning. The dust seemed to light up on its own. Suddenly, in the middle of this performance, a group of five lads led by a man of around 45 entered the premises.
They thrust their hands in their trouser pockets in a threatening gesture, suggesting the draw of firearms. The older man grabbed the centre stage, inspected the dust and found camphor mixed in it. As he demonstrated the same fireball trick in front of the people gathered, there was chaos and soon the Fakir Saheb, Sheikh Punjab Ali, was arrested by the police.
The 45-year-old who exposed the fakir was Prabir Ghosh, now 68 and president of the Kolkata-based Science and Rationalists' Association of India. Over the years, Ghosh has had similar run-ins with miracle-men, but it's the one in Chhota Jagulia he recollects most vividly. He had the police with him as well as a BBC television crew team led by noted producer Robert Eagle.
"As we entered the temple the fakir's men pointed me out as a 'dangerous man'. Such a reputation helps," he says, stressing that carrying of firearms is mandatory for activists.
Even today Ghosh laments the death of his activist friends Mahesh and Sarita, who were shot dead in 2004 in a village called Shabdo, near Gaya in Bihar, on the eve ofRepublic Day. Ghosh had met them a week earlier and had for the umpteenth time asked them to keep firearms for self-defence.
While Sarita and Mahesh were social sector activists, Ghosh shares Sarita's ultra-leftist roots. Both had worked with the Maoist and Marxist-Leninist organisations. "I left the CPI (ML) because I realised that many of the leaders were God-fearing men," says Ghosh, who has armed himself with lethal weapons in his chosen battle against superstition.
Dealing in Deaths
A couple of years ago Ghosh could have been easily branded an extremist, especially in India where activism is often expected to have Gandhian roots. However, after the murder of three well known rationalists in a space of two years, Ghosh's strategy starts to make sense. "Why couldn't Narendra Dabholkar carry a gun," asks Ghosh. Dabholkar was the first prominent rationalist to be shot dead in Pune on August 20, 2013, at age 68.
In February this year, in Kolhapur, it was the turn of Dabholkar's mentor Govind Pansare, 83, and his wife. Pansare, a rationalist and a CPI leader, succumbed to the bullet wounds. And then, last week, further south in Karnataka, MM Kalburgi, 77, a rationalist scholar and a former vice-chancellor of Hampi University, was shot dead by two assassins on a motorcycle.
Three murders of elderly rationalists, in two years, in three towns that almost form a north-south 400-km long straight line, by assassins who seem to disappear after the crime, is alarming enough. However, there could have been more.
Shyam Manav, an old compatriot of Dabholkar based in Mumbai, says that he himself has faced at least two assassination attempts. Kolkata's Ghosh talks of nine attempts on his life. Narendra Nayak, president of the Federation of Indian Rationalist Associations based in Mangaluru, says the cable of his two-wheeler has been tampered with twice.
Sanal Edamaruku, 60, another wellknown rationalist, had to pay a price for revealing that the miracle of holy water dripping from a statue of Jesus Christ in Mumbai was due to bad plumbing and that the water itself was probably from a toilet.
Edamaruku says: "I heard that 27 cases were filed against me in various police stations using a Colonial law against blasphemy. On online forums, statements were made that if I spent even one night in jail, any amount would be paid to a fellow inmate to kill me." Edamaruku fled to Finland in 2012 and has been there ever since.
Like Edamaruku, Bangladeshi writer Taslima Nasreen has also been living in exile in India for many years for writing against the tenets of Islam. Even while in India she faced hostility in Kolkata from Islamic organisations and had to shift her base to Delhi. She told ET Magazine in an interview that if the government protects religious leaders it must also protect the people who point out bad effects of blind faith.
The year 2015 in Bangladesh has been a bad one for atheists like Nasreen. At least four atheist bloggers have been hacked to death (one more death was reported in the first week of September).
Ghosh laments that none of these bloggers thought of arming themselves.
"If you have a pistol no one will think of attacking you with a knife," he says.
While Bangladesh has suffered for the rise of an extremist brand of Islam that has altered the original secular DNA of the nation born in 1971, the battle between the atheist bloggers and fundamentalists is clearly a symptom of a nation at war with itself.
India isn't anywhere near that same path but, then, why are old men, easily in the twilight years of their lives, being silenced?
Dabholkar had been at the forefront of the antisuperstition movement in Maharashtra for at least two decades. He founded the Maharashtra Andhashraddha Nirmoolan Samiti (MANS) in 1989 and had made fighting superstition and miracle-making his life's mission. His challenge to miracle-healer Narendra Maharaj is the stuff of legends. The spiritual leader has a substantial following in the areas adjoining Pune and Dabholkar had worked to debunk all claims about miracles performed by him. He had also helped the state government draft a law against superstition that was promulgated as an ordinance the day after he was killed.
Raids on the Faith Factory Pansare was a fellow-rationalist, apart from being a trade union leader. He had actively opposed Hindu rituals in the region that supposedly lead to the birth of a son and had written books against black magic.
After the murder of Kalburgi, a Bajrang Dal activist actually tweeted a warning for another scholar KS Bhagavan. A tweet he later deleted. Bhagavan, another Karnataka-based scholar, had called for burning of some lines from the Bhagavad Gita and had challenged the Pejawar seer to an open debate on the holy book.
Roughly a year ago, Kalburgi had read out in a public function UR Ananthamurthy's autobiography where the author spoke about his own experiments at denigrating idols as a boy and seeking divine punishment. Kalburgi had suggested the audience could try similar experiments themselves.
Bhagavan, a former professor of English at Maharaja's College in Mysuru, remains unfazed. "These threats are not something new.
I had received them when I published my works on Shankaracharya, too. I welcome discussion but, unfortunately, there is no discussion," he says.
G Ramakrishna, an associate of Kalburgi, talks about an interview he had done with Pansare after Dabholkar's death, where Pansare had stressed that since all his writings were based on material and incontrovertible evidence, there was nothing to fear. While that is the way for logic or reason, miracle-makers have a different view of reality.
Ramakrishna puts it succinctly. "When you start tackling the irrational, those who stand to gain through irrational beliefs will fight against you."
One of India's holy men who has been controversial for his penchant for miracles was Sathya Sai Baba, who passed away in April 2011.
It was common for him to conjure up gold chains and other such goodies for his devotees, ostensibly out of thin air. Rationalists alleged these were cheap magic tricks.
A Anantharaman, a spokesperson of the Sri Sathya Sai Central Trust, says these miracles were performed to attract people so he could spread his message. He says: "Sai Baba himself had explained about these materialisations when he said 'I will give you what you want so that you will want what I have come to give you'." The goal, Anantharaman claims, was to achieve transformations at a much deeper human level.
Sathya Sai Baba, whose followers have ranged from Sachin Tendulkar to the late jazz pianist Alice Coltrane, has been a favourite for challenges by rationalists, the most famous being that by magician PC Sorcar Junior, who matched the holy man trick for trick, before being evicted. Ghosh too had once challenged the followers of Sathya Sai Baba who had claimed gold coins would be formed inside the stomach of anyone ingesting the holy ash that was distributed by the Baba. The stunt fell through after Ghosh insisted that the ash has to be scientifically examined for poison. In Kolkata, Ghosh also questioned the miracles of Mother Teresa and the legacies of Sri Ramakrishna Paramahansa.
Emails ET Magazine sent to the Hindu Janajagruti and Sanatan Sanstha, which had taken up cudgels with Dabholkar and Kalburgi, were not responded to. The police had questioned members of the Sanatan Sanstha after the Dabholkar murder but the investigation did not make much progress.
Nigel Barrett, spokesperson for the Archdiocese of Bombay, responded to questions on the holy water controversy and Edamaruku's exile.
He stressed that the Catholic Church respects the views of rationalists who speak out against miracles. About the complaint against Edamaruku, Barrett emphasises that the church itself never filed a complaint against him. "Those individuals who did file the complaint were advised to withdraw it in the spirit of Christian reconciliation. However, they cannot be compelled to do so as it is their personal choice to accept the advice or not," he added.
Divided by God
Edamaruku's plight also calls out the lack of heft in the rationalists movements in India — especially as it has never been a single or united movement. There are various labels that they go by, sometimes as rationalists, and at other times as science activists and then humanists.
Within the movement there is a dilemma on whether to accept God or to negate religion totally. There are organisations aplenty. Ghosh himself heads three.
Most are built around a powerful personality. Shyam Manav and Narendra Dabholkar were together in their early days in this fight but parted when differences of opinion surfaced.
Many like Dabholkar have roots in the Pune-based Rashtra Seva Dal with socialist leanings. Others like Ghosh (and Pansare) also have close links with the leftists.
However, the movement seems to revolve around the activities of the 'stars' who take it upon themselves to personally confront gurus and godmen.
Federation of Indian Rationalist Associations, for instance, has close to 1,00,000 members but they are all volunteers and may not all be active, says Raksha Kumar, a journalist who is wrapping up her documentary film An Invisible Minority: Rationalists In Contemporary India. The well known local chapters include the Maharashtra Andhashraddha Nirmoolan Samiti, founded in 1989 by Dabholkar, and Kerala Yukthivadi Sangham ( Kerala Rationalist Association), formed in 1969.
Then there is the theist/atheist divide. Avinash Patil, who has taken over as the executive president of Dabholkar's MANS, feels that rationalists should not try and negate religion itself and believes that common people need religion and one should not question their basic belief.
There is often confusion about the term rationalism itself. "Rationalism is a way of looking at things while atheism is a conclusion," says Narendra Nayak. G Ramakrishna describes it as an evaluation of things on the basis of a methodology prescribed by logic, whichever sphere it is — not just religion.
"But it's largely been understood as fighting against known superstitious beliefs," he says. Raksha Kumar, too, says the rationalist way of thought goes much beyond myth-busting and is a way of life.
People are drawn to this way of life for various reasons. Some have progressive families that encourage such thinking, while others turn to rationalism when they get disillusioned with their society's conservative practices.
Nayak says he became an atheist at age 10 and a rationalist at 18, when he decided he needed to investigate things before accepting them. But the sacrifice of a 12-year-old girl in a village in north Karnataka made the former professor of biochemistry at Manipal University quit and devote all his time to rationalism, travelling extensively and conducting demonstrations to burst the bubble of superstitious beliefs.
"For the common man, what matters is seeing his neighbourhood baba dipping his hand in boiling oil. When you show that anybody can do this, you convince people and they start thinking about these things," says Nayak, whose current target is a scam titled "mid-brain activation" the proponents of which claim to train children to be able to see through a blindfold.
However, scholars like Kalburgi or Bhagavan are again in a different league, taking the question to a more philosophical level. Though a theist, Kalburgi never hesitated to speak his mind, especially when it came to researching the history of the Lingayats, the dominant caste to which he belonged, and coming out with conclusions that drew their ire, including death threats. But being philosophical did not help Kalburgi stay alive.
A New Resistance
Kalburgi's assassination, however, may have served a purpose, with the rationalist movement seemingly getting a fresh lease of life.
For one, the draft of the proposed antisuperstition bill in Karnataka, which Kalburgi supported, has been dusted and brought out of the closet.
G Ramakrishna had chaired the committee at the National Law School of India University in Bengaluru tasked with drafting the Karnataka Prevention of Superstitious Practices Bill, 2013.
The focus, he says, was against superstitions that undermine the dignity of an individual, practices used for monetary exploitation and anything that amounts to inflicting violence on oneself or others. But those opposed to it started whipping up public sentiment against the bill, claiming women would not be allowed to wear vermilion or a mangalsutra.
Ultimately, the bill was not even tabled in the Assembly.
However, in clear signs of a break with the past, on Monday, August 31, the seer of the Nidumamidi Mutt seminary, Veerabhadra Channamalla Swamy, demanded that the Congress government in the state introduce an anti-superstition bill in honour of Kalburgi. Bringing in wider support, on Friday, September 4, Sahitya Academy award winner for 2011 Uday Prakash decided to return the award and said this is no time to stay silent.
Avinash Patil, from Dabholkar's organisation, travelled to Dharwad earlier this week with the goal of forging deeper ties between rationalist forums across Maharashtra and Karnataka. Both Nayak who heads the Federation and Edamaruku who heads Indian Rationalist Association, are confident that the rationalist movement is gaining momentum, helped by social media.
Edamaruku says that after Kalburgi's murder, he received several mails from people asking how they could become part of the rationalist movement. But the reality is stark; as Edamaruku points out, no rationalist had been killed in India before 2013. The culture of intolerance has been nurtured in our country, almost consciously, says Ramakrishna.
"Earlier, we had been talking about rationalism mostly at the intellectual level and there was no harm if it is confined to such debates." Not any longer. Three murders in the past two years are evidence of the harm rationalists are up against.

Dalits fume over fine on their women for entering temple in Karnataka

The Scheduled Castes community at Sigaranahalli in Holenarsipur taluk is furious after the 'upper caste' people of the village imposed a penalty on four Dalit women for entering a temple.
The women have refused to pay the penalty arguing that they too have rights to enter the temple as they contribute money to organise its festival.
When The Hindu visited the village on Sunday, Thayamma, in her late 50s, came down heavily on the 'upper castes' for questioning her entry into the Sri Basaveshwara Temple, constructed in 2001. It was on August 31 that the four women entered the temple for a special puja held on behalf of Sri Basaveshwara Stree Shakti Sangha, a self-help group consisting of 20 members.
"There were about nine women from the Vokkaliga community and four from Dalit families. Devaraja, a Vokkaliga, raised his voice opposing our entry into the temple. He said SCs are not allowed in the temple. I questioned him. He attempted to beat one of us," said Thayamma, a former member of the Hariharpur Gram Panchayat. The next day, the 'upper caste' people held a meeting and resolved to impose a penalty of Rs. 1,000 on the self-help group, besides insisting that the sangha hold rituals meant for 'purification' of the temple, arguing that it had lost its 'sanctity' with the entry of the SC women.
Community hall
Sigaranahalli is about 2-km away from Haradanahalli, the native place of the former Prime Minister H.D. Deve Gowda. A few years ago, a community hall was built here by the Hassan Zilla Panchayat.
Mr. Deve Gowda also contributed funds from his MP Local Area Development Fund. But now, the community hall has been converted into Vokkaliga Bhavan, restricting the entry of Dalits.
Thayamma recalled that she was denied permission to organise her daughter's marriage in the community hall in 2001. "They did not handover the keys of the hall, though they had earlier agreed to rent it out. It was a tough time for me. I had to organise the marriage outside my house," she said.
Padmamma, another woman in the Scheduled Castes colony, said last year a teenage boy, who had gone inside the community hall to have food at a function organised by the 'upper caste' people, was driven out mercilessly. "The hall was built using government funds. We Dalits do not have an alternative place to hold our programmes. We need the right to enter community hall," she added.
When The Hindu brought the issue to the notice of N.R. Purushottam, district social welfare officer, said restricting the entry of Dalits into a temple or a community hall amounts to violation of laws. "I will get details from the people concerned and take appropriate action," he said.

Cops blame RSS man for clashes

MEERUT: Police say they suspect Arun Jindal, an RSS pracharak hurt inSaturday's clashes at Haathikhana area of Lalkurti, to be the man behind the violence that broke out as Janmashtami was celebrated. Policemen are now on alert and taking no chances as WhatsApp messages have been circulating, calling people to join a "mahaarti" at the very site of the violence.
Two platoons of the Provincial Armed Constabulary (PAC) have been deployed in the area. Four police pickets have been set up.
"There was disagreement over where idols would be placed for Janmashthami aarti. One side wanted to place them at Haathikhana Crossing. Only two families in the area are from the majority community. Most of the shops and houses near the crossing belong to people from the other community. The disagreement snowballed into a clash," SP (City) Om Prakash told TOI.
He said Meerut had been roiled by clashes at this time last year too. "Last year there was violence over the same issue in this area. It was decided that idols would not be placed near the communally sensitive Haathikhana Crossing. We have a document signed by local residents from both communities, agreeing that they would not place idols there. However, we got information that preparations were being made for aarti this year. We sent senior police officers, including assistant superintendent of police (ASP) Sankalp Sharma, to the spot to dissuade people from fomenting trouble. However, Arun Jindal defied the police and chose that very spot for the aarti. He does not even live near the crossing. We anticipated that there would be some trouble, so we posted two constables and a sub-inspector there. We were proved right, and we needed to rush a force to the area once clashes erupted."
Om Prakash said he suspected that Jindal was behind the WhatsApp messages that invite people to gather for a mahaarti at the very site of the violence. "We have not booked him yet but we may do so after a meeting of top police officers," he said.
Speaking to TOI, Jindal said "religious freedom" was his right. "In a free country like India, do we need permission to pray to the gods we believe in? This is not Pakistan. This is India. It is a free country. When we were organizing the 'aarti', some people from another community came and told us that we could not do so since they were in a majority in the area. That is not logic that works in a secular country." He also denied having anything to do with the WhatsApp messages about the "mahaarti".
Meanwhile, the man accused of beating Jindal has been taken into custody.
Pradeep Kumar Tripathi, station officer at Lalkurti police station, said, "Jindal was attacked by about 30 people. We booked the accused under Sections 147 (punishment for rioting), 148 (rioting, armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) and 153 (wantonly provoking riot) of the IPC and Section 310 of the SC/ST Act."

Baghpat khap row: 2 months after HC orders his bail, Dalit man still in jail

MEERUT: The Dalit man who allegedly eloped with a married Jat woman from Sankrod village of Baghpat district is still behind bars even after the Allahabad high court issued his bail orders on June 25. According to sources, his family couldn't arrange the two guarantors that were needed for him to be freed. Besides, he also fears a threat to his life and feels safer in prison, sources said.
The matter has gained international attention with Amnesty International publishing an online petition to save the man's sisters who were allegedly sentenced to be raped and paraded naked in the village by a khap panchayat. Villagers as well as the district administration have denied that such a panchayat took place or such an order was ever passed.
According to the man's father, "My son eloped with the girl on April 10, but when he phoned me on April 22 and asked for money, I informed the police, who traced them and brought them back to the village. They eloped again on May 19 and on May 27 my son called me from Meerut. This time again I informed the police, who brought the couple to Baghpat. However, my son was booked under the Narcotic Drugs and Psychotropic Substances Act and sent to jail."
The father claimed that people from the Jat community are threatening to kill the Dalit man as soon as he comes out of jail. He also said that although the HC had ordered him to be bailed, due to fear of jats, no one was ready to be a guarantor, so he was still behind bars. "Last week, when we asked two villagers to be guarantors, they had agreed, but did not reach the court on time, so my son could not be released. I have asked some other people to help," the father added.
Talking to TOI over the phone, the man's elder brother said that the family would try to bail him out on Monday and hoped the guarantors they had arranged would accompany them without fear.

SANGRUR: A day after dalits in a Sangrur village made upper caste farmers tender an apology for allegedly passing vulgar comments against them and threatening them, sleuths from crime investigation agency (CIA) staff of Sangrur Police picked two dalit youths, one of whom was leading the agitation against members of the upper caste.
Lachhman Singh and Raju Singh from Namol village were picked by the police on Sunday and released after a few hours following dharna and blocking of traffic outside the office of Sunam deputy superintendent (DSP).
"Three members of upper caste community had openly threatened dalit families around four days ago after the latter objected to their frequent visits to a dalit locality in the village. A day later, an Akali leader visited home of Lachhman Singh and threatened his parents with dire consequences. On Sunday, he was picked up by police without any reason," said Jagseer Singh Namol, who ledSunday's protest.
Although the police maintained that they had rounded up the youths after receiving inputs of their involvement in a crime, villagers allege they were targeted as they were leading the agitation against rich peasants, who were led by a senior Akali leader from Sangrur district.
DSP Sunam Jagatpreet Singh, said, "The youth were picked up by CIA sleuths as they were suspecting their involvement in some crime. But now they have informed us that the youths are innocent and are being released."
Eighteen-year-old Raju Singh told TOI, "We had a scuffle with a boy around a month ago. He told the police that I possessed a pistol. CIA had picked me and tortured me to recover the pistol. However, they had released me after finding that I was innocent. Later, it had come to light that one of the boys in our group had a toy pistol, which the police assumed to be a real one. Despite this, cops picked us again to interrogate about it."

The Haryana government has requested Chandigarh-based Panjab University, the Centre for Research in Rural Development (CRRID) and Kurukshetra University to conduct sample surveys on the issue of caste-based conflicts in the state. The three institutions have been asked to send their recommendations to the state government.
This move comes in the wake of recommendations made by Justice (retd) Iqbal Singh Commission of Inquiry (CoI) in its report on Mirchpur violence in April 2010, tabled in the state assembly on September 4.
An elderly dalit Tara Chand and his teenaged handicapped daughter Suman were killed as their house was set ablaze in caste-related violence.
Several persons were also injured in the violent clashes between Balmikis and Jats communities.
The episode originated as a result of a petty altercation in village on April 19, 2010, when some upper caste youth passing through a Balimiki basti threw stones at a barking dog. This incident took an ugly turn on April 21 morning, when the two communities indulged in violent clashes with each other.
In its recommendations, the report said while research was essential for guiding policy-making and having action plans to effectively deal with such problem, there has been very little research on the issue of caste-based conflict in Haryana.
The report added that sample surveys should be held at regular intervals and data made available for analysis.
"Besides, the police and the court records should contain information on victims and the relationship of victims and offenders. A better understanding of victimisation — including the dynamics of the victim-offender relationship — and polarisation of the community will help in support services and providing justice,'' the commission
said.
Recognise social boycotts as atrocity
The report said that officials should recognise social boycotts as a grave form of economic and social violence and a violation of livelihood rights, and was therefore, an atrocity under the SC &ST (Prevention of Atrocities) Act.
The district collector should visit the village promptly and provide compensation, relief and a comprehensive rehabilitation packages. as provided under the SC and the ST Act.
The state government in its ATR said that all the deputy commissioners have been directed to recognise social boycotts as an atrocity under the SC and ST Act.
Doctors not trained in preparing MLRs
The inquiry report said that medical evidence recorded by the commission showed doctors were not well-trained with regards to medical examinations. "They have not shown the seat of injuries in the diagrams in the medico legal report (MLR) which is a major default on their part. There is a need to make them aware of this important aspect of medico-legal examination,'' the report said.
It also said that it was necessary to videograph the post mortem examination in cases of SC &ST Act.
With this collaborative medical evidence the case can be strengthened and it should be ensured that it is effectively produced. The licence of medical practitioner should be taken away in case of medical negligence, malpractice and destruction of evidence in the case of atrocities against dalit women, it recommendedx.
The state government in its ATR said that a manual had been prepared on post-mortem and medico-legal examination and all concerned have been instructed to prepare MLRs in a computerised formats.
Teachers asked to spot any caste unease
The state government also said that all educational institutions have been asked to be display notices regarding zero-tolerance on the issue of caste based division and discourage practice of disparity based on caste. Besides, teachers would be instructed to communicate with students during lectures to find out any anticipated situation where students from scheduled castes would feel caste based uneasiness.
'No atrocity-prone areas in state'
Responding to the Commission of Inquiry's (CoI's) recommendations, the state government in its action-taken report tabled in the state assembly said while the district magistrates had been directed to analyse the records of the cases registered under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act for the last five years and identify atrocity prone areas in the state but as per the information available no area in the state can be termed as atrocity prone area.
The CoI had recommended that in view of the increase in crime against dalits the state government was required to declare atrocity prone areas after conducting a survey.

Amnesty plea on khap rape diktat gets over 2.6 lakh signatures

MEERUT: An online petition to Uttar Pradesh chief minister Akhilesh Yadav by human rights group Amnesty International, seeking protection and justice for two Dalit sisters allegedly threatened with rape by a khap panchayat in Sankraund village of Baghpat district has so far gathered over 2.60 lakh signatures, mostly on its British website since the petition was launched last week. Meanwhile, from the vernacular press to the national media and even British public broadcaster BBC have reported that no such kangaroo court was held in Sankraund.
The story of ordering the rape of two Dalit sisters because their brother eloped with a Jat woman gained international attention after Amnesty International published a petition to save the girls. Meanwhile, the villagers of Sankraund village, across all the castes including Dalits reportedly said that no such panchayat had been held at the village.
Amnesty International launched its petition on August 24, in which it says: "Two Dalit sisters were ordered to be raped and paraded naked by an unelected all-male village council in Baghpat, Uttar Pradesh. Their house was ransacked and they are now in New Delhi, too scared to go home. Why are they being punished? Because their brother eloped with a married woman from a Jat (dominant caste) family."
Himanshi Matta from Amnesty International India told agencies that the petition called on the government to take all steps to ensure the safety of the family so they can return home and for an investigation into the rape order and prosecution if necessary.
According to Amnesty International, the petition to CM Akhilesh Yadav has so far attracted the attention of over 2,60,000 people. Only 17 people had signed the petition on Amnesty's India site till September 3, said Matta.
Meanwhile, BBC expressed its disappointment over the issue stating that the world is concentrating on something that did not happen instead of young people who cannot choose who they marry. The BBC reached out to Amnesty International only to discover the human rights organization did not confirm the story before they set up a petition.
"We have not been on the ground, we have not visited the village," explained spokesperson Gopika Bashi to BBC. Amnesty, however, stated that it has no plans to withdraw the petition. "We will continue to push for protection for the family," Bashi said.

Congress top leadership divided over caste reservation

The Congress party is divided over the issue of reservations. As the RSS-backed anti-reservation movement of Hardik Patel is gaining momentum, it has the tacit support of a large section of the upper caste particularly, the Brahmin lobby in the Congress The over 130 year old Congress party has always been known to be an upper caste party with a brahmanical mind set. It was because of this mind set Ambedkar formed his own party. it was the Congress who stalled Jagjivan Ram from becoming prime minister of India forcing the dalit leader to walk out of the Congress and form his own party the CFD. The last time the country witnessed the anti-reservation movement when V P Singh implemented Mandal panel recommendations and the then Congress PM Rajiv Gandhi surrounded by upper caste leaders like Arun Nehru and Arun Singh unleashed a violent anti-Mandal movement. The BJP also known for its upper caste ideology realising the need of the hour tried to counter the Mandal uprising by the temple movement. But at the same time it started to promote OBC leaders. Kalyan Singh, Uma Bharati and even Narendra Modi were born in post mandal era. It was only after Sonia Gandhi took over as the Congress president that some realization dawned upon the leadership who fielded a whole lot of backward candidates in UP. But it was too late by then as there was total polarization of the OBC and the dalits behind Mulayam Singh Yadav and Mayawati. Recently the flag of revolt hoisted was by Janardhan Dwivedi who opposed the caste reservation. He favours economic reservation for all. This triggered a furore within the party forcing the Congress president snubbing him. But poor Dwivedi is not the only one in the party who is a votary of economic reservation. The party's Brahmin lobby is also supporting it. Anand Sharma in his off the record briefing recently came out openly in support of Hardik Patel. Manish Tewari too has come out openly opposing caste reservation.
L C GOYAL ACTED AT THE INSTANCE OF DOVAL
The so called Naga accord is just an MoU. It does not have either cabinet approval or the signature of the home minister. Sources in the home ministry claim that it was when the home minister Rajnath Singh raised the issue with the PM in the cabinet, it led to the sacking of the home secretary LC Goyal. LC Goyal's exit from the home ministry is said to be the result of the tussle between Rajnath and NSA Ajit Doval. Rajnath has won the first round by ensuring that Goyal who was working on behest of Doval and was keeping the minister in dark about the decisions that were taken by the ministry, should go. The final breaking point came when Rajnath was not informed of the so called Naga accord. He raised the issue with the PM in the cabinet and demanded the resignation of Goyal.
CONGRESS ORGANISATIONAL ELECTIONS POSTPONED
Rahul Gandhi's anointment to the top Congress post has been deferred to early next year. The organizational elections which were to be held in September this year are likely to get an extension and may now be held sometime next year. The membership drive has been suspended and so the status quo remains. Sonia Gandhi will continue to be the Congress president. The thinking in the party is that when the next round of elections take place in West Bengal, Kerala, Assam, Tamil Nadu and Punjab, Sonia should lead the party.
SHAKEEL AHMAD WORKING TO NEUTRALISE OWAISI IN BIHAR ELECTIONS
Shakeel Ahmad, Congress general secretary in charge of Punjab and the party spokesperson, is the man to watch. Though he is looking after Punjab he is totally focussed on Bihar. Shakeel Ahmad has always been famous as a Lalu man but in the last Lok Sabha elections when he was denied a ticket by Lalu from Madhubani, he had turned against Lalu and had been advocating for an alliance with Nitish Kumar. But now he has again changed track and is again back to Lalu court. He has predicted a total sweep for BJP and defeat for the Congress-JD-U and -RJD alliance. Meanwhile, he is also engaged in a badminton diplomacy with Asaduddin Owaisi. Owaisi is planning to field candidates in Bihar. His move, if translated into action, may cut into the Muslim votes, thus damaging the Nitish-led alliance. It is alleged that Owaisi is being funded by the BJP to damage Nitish. But for the last several months Congress has put Shakeel Ahmad to work on him. Shakeel plays badminton with Owaisi and perhaps is brainwashing him against putting up more Muslim candidates in Bihar.(IPA)
