The Pentagon is in the process of finalizing a $1 billion arms deal with Saudi Arabia for the delivery of a cache of weapons, consisting primarily of missiles to arm the fleet of F-15 fighter jets it had previously purchased from the US. While this latest weapons transfer, first reported by the New York Times, is being presented in the media as part of a bid by the administration of President Barack Obama to assuage the Saudi monarchy's concerns over the US-Iran nuclear deal, it also facilitates the continuation and escalation of the bloody assault on Yemen that Saudi Arabia has been carrying out along with its allies since March

On Sunday, 30 August 2015, more than 100,000 Japanese protested in the vicinity of the Japanese parliament against new security bills tabled in the upper legislative chamber by the Shinto Abe government. About 300 similar rallies were held in different cities all over the country. One television station estimated that perhaps a million people had participated in the mass protests. There is overwhelming opposition to the bills which allow the Japanese armed forces to engage in overseas combat if that was required to protect Japanese interests

The condition of Government Tribal Hostels in Maharashtra are very pathetic, in December 2014 around 200 students from Palghar district government tribal hostel had gone on a hunger strike demanding basic facilities like toilets and library in their hostel and against the sexual harassment by some locals. Their hunger strike had lasted few days and number of girls students had collapsed and were hospitalized. Though they were given assurances by the police no one was booked. Once again tribal students have started an indefinite hunger strike in front of the Government Tribal Hostel at Panvel, Mumbai

My political awareness started out in September 1970 when I was 13 years
old. That is the first time I saw my late father cry. My parents had tried
t isolate us from the miseries of the world but in this case he could not
help it as he watched how politics results in innocent people massacred.
The quarrel between the PLO and the Jordanian monarchy had peaked into a
war. Jordanian troops with tanks entered refugee camps killing perhaps
thousands (no one knows the number) of Palestinian refugees as they
uprooted the PLO armed factions from Jordan. My father still would not talk
much politics so I turned to my mother who gave me a brief history lesson
much of it personal. For example she told me about her school friend Hayah
Balbisi who was murdered with her students in Deir Yassin. The images on TV
of flattened shaggy shantytowns over dead bodies still haunts me. I began
to educate myself of things they do not teach us in school about our own
history: that British invasion of Palestine September 1918 was a direct
result of Zionist lobbies that gave the Balfour and the Jules Cambon
declarations 1917 and learned of the British imposition of apartheid
through the first Zionist ruler here Herbert Samuels.


In September 1982, it was my turn to cry uncontrollably as I saw images of
the massacres at the refugee camps of Sabra and Shatila (Israeli paid proxy
militias). By September 2001, I had been living and working at Yale
University for 1.5 years and I had been in the US for 22 years. In those
1.5 years in Connecticut, we had held over 20 events for Palestine and I
had published dozens of letters and opinion articles on Palestine. We were
happy we succeeded in pressuring Yasser Arafat not to sign onto the
humiliating agreement offered him at Camp David that abrogated the right of
Palestinians to return to their homes and lands (I cofounded a group that
managed to collect over 800,000 signatures for refugee rights between 1997
to 1999). We were planning moe actions and more events especially in
protest of the ongoing massacres committed by the war criminal Ariel Sharon
in the occupied Palestinian territories. That was what some people had
called the second Intifada 2000-2005 (my book on Popular resistance
actually shows it is number 14 or 15). We planned events, held rallies,
organized protest and also cared for the injured. We had already brought a
girl who was 8 years old who lost her eye to an Israeli rubber-coated steel
bullet and gave her a prosthetic eye (Hiam was one of hundreds of children
to lose eyes and limbs in 2000-2003). Another girl Marwa Alsharif was
coincidentally with us in September 2001. Marwa Al-Sharif had a bullet in
her head which was just removed by neurosurgeon in Hartford and she was
recovering (I acted as translater for her and her mother). On 10 September
2001 I was dealing with Zionist back lash and media distortions about the
Israeli targeting of these children. On September 4, 2001, the Zionist
group CAMERA posted to their members one of our media alerts and added "As
you will see, pro-Palestinian activists are very focused and energetic and
are using sophisticated and diverse methods to press their case. We can do
no less!" An article by Rhonda L Maacarty and me appeared in Q magazine
about the growing role of international solidarity in the struggle for
freedom in Palestine. The struggle was plodding along but then it came to
the USA in a big way on 11 September 2001. My first message after I
recovered from the shock of the news was this sent at 11:30 AM on Tuesday
11 September 2001:


Talking points on the catastrophe

Many have already been contacted by the media for commentary on the attacks
in NYC and Washington. Here are possible talking points:

1) This is an awful catstrophe

2) Our first thoughts must be with the victims.

3) We condemn acts of terror in the strongest possible ways.

4) It is important not to jump to conclusions about who or how this was
caused and to wait for the situation to be clear.

No need to say anything else.

I checked on my friends in New York (an area only 40 minutes from our home
in Orange, CT) and we held vigils for the victims at Yale (hundreds of
victims were also Arab and/or Muslim Americans). I was interviewed at least
10 times in the next few hours. That night was sleepless night as we
addressed emails and made phone calls etc. Marwa Al-Sharif and her moher
were at the Friday prayers called for by all the mosques in the US after
this catastrophic event to pray for the victims and pray for peace.


In the next few weeks I gave over 50 talks dealing with this issue. In
these talks and in my writings (including a book I published soon after) I
warned that unless the west changes its foreign policy in the Arab world
(stop supporting dictatorships like "Saudi Arabia" and the apartheid
colonial system in Palestine "the Jewish state of Israel", that we will
have many more black Septembers. I warned of a potential refugee flood much
worse. We even mobilized a roving bus called the "Wheels of Justice Bus
Tour" which talked about Palestine and Iraq and the importance of changing
policies. We spoke at in 4 years in 48 states of the USA. We protested, we
marched, we did civil disobedience etc. My contract at Yale was not renewed
in September 2005 and I left the USA in September 2008 to try and make a
bigger difference in Palestine. September 2015, we see more suffering, more
refugees, children washing ashore in the Mediterranean. We still cry, we
still mourn, but we must still act. It is not enough to tell the callous
western leaders "we told you so". They still make horrible catastrophes.
Please act to stop them (e.g. the USA/Saudi collusion to attack Yemen is
creating another catastrophe).


Here in Palestine in the past 7 years, I adapted methodologies and changed
directions to push for change. I donated much of what I made working at
Duke and Yale to Palestine. I was detained, arrested, and harassed but
luckily much better off than 95% of other Palestinians with a conscience.
Now I spend a majority of my time "lighting candle better than cursing the
darkness" and "having joyful participation in the sorrows of this world". I
am blessed to be surrounded by good active people, volunteers of all
backgrounds and from many countries. Our email colleagues are in the tens
of thousands. A luta continua – the struggle continues. I want to take this
opportunity to thank those thousands of you who act for peace and justice.
You donate of your time and money but most important you give of yourself.
As the great Kahlil Jubran once wrote:

give of yourself that you truly give. For what are your possessions but
things you keep and guard for fear you may need them tomorrow? And
tomorrow, what shall tomorrow bring to the overprudent dog burying bones in
the trackless sand as he follows the pilgrims to the holy city? And what is
fear of need but need itself? Is not dread of thirst when your well is
full, the thirst that is unquenchable?*


*There are those who give little of the much which they have--and they give
it for recognition and their hidden desire makes their gifts unwholesome.
And there are those who have little and give it all. These are the
believers in life and the bounty of life, and their coffer is never empty.
There are those who give with joy, and that joy is their reward. And there
are those who give with pain, and that pain is their baptism. And there are
those who give and know not pain in giving, nor do they seek joy, nor give
with mindfulness of virtue; They give as in yonder valley the myrtle
breathes its fragrance into space. Through the hands of such as these God
speaks, and from behind their eyes He smiles upon the earth.It is well to
give when asked, but it is better to give unasked, through understanding;
And to the open-handed the search for one who shall receive is joy greater
than giving. And is there aught you would withhold? All you have shall
someday be given; Therefore give now, that the season of giving may be
yours and not your inheritors'.*




*You often say, "I would give, but only to the deserving." The trees in
your orchard say not so, nor the flocks in your pasture. They give that
they may live, for to withhold is to perish. Surely he who is worthy to
receive his days and his nights, is worthy of all else from you. And he who
has deserved to drink from the ocean of life deserves to fill his cup from
your little stream. And what desert greater shall there be, than that which
lies in the courage and the confidence, nay the charity, of receiving? And
who are you that men should rend their bosom and unveil their pride, that
you may see their worth naked and their pride unabashed? See first that you
yourself deserve to be a giver, and an instrument of giving.For in truth it
is life that gives unto life while you, who deem yourself a giver, are but
a witness.*

gratitude, lest you lay a yoke upon yourself and upon him who gives. Rather
rise together with the giver on his gifts as on wings; For to be over
mindful of your debt, is to doubt his generosity who has the freehearted

I do not think our intelligentsia are so naive that they do not realize this fact of corrupt tion but may be they are mum to get few post ,the CEO of the construction and rehabilitation is now in limbo and to expect good work from such status is nothing but foolishness. It is not difficult to join in with you in your impatience with the
breed of corrupt politicians who now rule our country.

But, for a difference lately, the statue of historically the
corrupt-est politician in Nepal has finally been brought down at
Birgunj, Saddam Hussain style. It was such an obscene insult on the
people of Nepal that of all the people who sacrificed their lives in
the service to the nation, this thug of a man should be immortalized
by erecting a statue at Nepal's door to the outside world,  Birgung.
But we also know that the statue itself was an act of servitude
performed by fellow NC thugs who were also allowed to  make enormous
sums of money themselves due to the chief thug's policy that in order
to subdue any possible opposition to you, you have to get everybody
around you corrupted too. This has been the sum and substance of the
Nepali Congress as a "political" party as it has also been of other
parties as well that otherwise masquerade as ideologically inspired
entities.

That said, the fact remains that when Girija Koirala was in his later
teens and trying to follow the footsteps of his elder brother, BP
Koirala, one of the very few statesmen to be borne to Nepal, he
certainly did not envision that when he would grow up and go on to
become the prime minister of the country, he would turn the government
of Nepal into the machine for utmost corruption that the country has
ever known.  Most possibly, he too was as inspired himself by genuine
democratic ideals and by his urge to do the utmost good to suffering
humanity of his motherland.

The reason most of these well-meaning, ideologically inspired and
devoted politicians resort to corruption is because the voters are not
and cannot be made ideologically as inspired too due to their poverty
and lack of education. T he situation is made worse for the people by
the fact that the supporters of these national leaders at the local
level are no other than the feudal crooks who have always dispossessed
them of whatever they have in this chronically feudalistic society.
So, right from the start after the 1990 restoration of multiparty
system, the so-called democratic election had degenerated into buying
and selling votes. Since this became the basic rule of the game, just
about everybody in the structure of a political party had to become
corrupt. The richer you are the greater your capability of buying
supporters  and voters in the communities. For your information,
during the last couple of years, I had the opportunity of addressing
gatherings of senior politicians which included ex-prime ministers and
ex-ministers. When I told them, based on my feudalism-based framework
of analysis, that a successful politician in Nepal was necessarily a
corrupt man, nobody was angry; I was greeted by resounding laughter.
Since everybody in their ranks is corrupt, there is no shame
associated with being corrupt or branded as such publicly.
Conceptually speaking, it is the manifestation of the
incompatibilities between the demands of the Westminster-style
democracy for rational voters and the chronically feudalistic nature
of the Nepali society that cannot provide them.

It is this context against which I have been arguing for the
redefinition of Nepal's polity, because at the grassroots we are able
to promote robust democracies as evidenced by the brilliant successes
of forest user groups and mothers' groups. Briefly put, when the users
themselves get to participate in decision making, there is
transparency of management and accountability of leaders, the twin
critical conditions of the genuinely democratic setup. The point of
departure for such far-reaching redefinition of polity would, however,
has to be demanding by its very nature. Briefly put, we will have to
do away with the parasitic constituent assembly and the current
constitution making process, and that can be done only with the
President taking over the reins of administration for managing this
transition. But that does not seem to be on the cards.

As our country is sandwiched between the two vast world powers, one
would expect that they help the small buffer with political
development too. However, that has not been the case either.  India's
foreign policy, according to an Indian analyst himself (S Shah, 2004)
has always been designed to keep Nepal "intrinsically unstable". While
with the advent of Modi at the helm in India, that policy initially
seemed to be changing. But recent events have shown that that may not
be the story yet after all. Besides, with the Lipu Lekh controversy
raging in Nepal, India is even seen as an "occupying power" that is
unlawfully in control of a part of Nepal's sovereign territory.  While
China is hailed as a better neighbor, her help in political
development has been limited too, even as her own country's speedy
transition to being a world power was helped mainly by visionary
leadership and control of corruption.

So, dear Kalyanjee, this is where our nation is stuck. So, cursing the
politicians is one of our bounden duties. But we have to look beyond
and try to find out how to bring about the redefinition of our polity
without which there is very little hope for getting rid of the vicious

Nepal Has Yet to Spend $4 Billion in Relief Funds

After earthquakes, 2.5 million are still in need of food, shelter, medical care

Four months after two earthquakes killed upwards of 8,800 people in Nepal, and two months after international agencies agreed to donate $4 billion to help the country rebuild, the Nepali government hasn't spent any of that money on reconstruction, Reuters reported Wednesday.

Govind Raj Pokharel, chief executive officer of the National Reconstruction Authority, told Reuters that the Nepali government, which hasn't made arrangements to receive the funds, probably won't spend the relief money until October. He said there were concerns about building during monsoon season, as well as delays in approving reconstruction plans.

About 2.5 million people in the country are still in need of food, shelter, and medical care, including many in remote areas, according to the United Nations. Maili Pariyar, 50, who is living in a tent in Kathmandu, told Reuters she has not received aid from the government.

"We have lost everything. We are desperate," she said. "How much longer do we have to wait for help?"

19 सितंबर, शनिवार को यूपी प्रेस क्लब, लखनऊ में आयाजित होने वाले
सेमिनार की तैयारी को लेकर लाटूश रोड स्थित रिहाई मंच कार्यालय में एक
बैठक हुई। संगोष्ठी का विषय 'सरकारी आतंकवाद और वंचित समाज'तय किया गया।
सेमिनार को सांप्रदायिक राजनीति के मुखर विरोधी, मशहूर रंगकर्मी,
इतिहासकार व दिल्ली विश्वविद्यालय के प्रोफेसर शमशुल इस्लाम द्वारा
संबोधित किया जाएगा।

रिहाई मंच कार्यालय पर आयोजित बैठक में वक्ताओं ने कहा कि इस दौर में जब
दलित, आदिवासी और देश के अल्पसंख्यक तबके पर हिन्दुत्ववादी राजनीति
द्वारा चैतरफा हमले किए जा रहे हैं और मोदी सरकार के केन्द्र की सत्ता
में आने के बाद जिस तरह से इनमें अप्रत्याशित बढ़ोत्तरी हुई है, उसे
देखते हुए इस दिन को हमें प्रतिरोध के एक दिन के बतौर देखना चाहिए। विगत
वर्षों की तरह इस साल भी बाटला हाउस फर्जी मुठभेड़ कांड की सातवीं बरसी
पर फासीवादी ताकतों के खिलाफ यह जन एकजुटता लोकतांत्रिक मूल्यों की रक्षा
के प्रति जारी हमारी लड़ाई और वचनबद्धता को और मजबूत करेगी। वक्ताओं ने
कहा कि दाभोलकर, पनसरे की हत्या के बाद पिछले दिनों जिस तरह से कन्नड़
लेखक प्रो एमएम कालबर्गी की हत्या की गई वह पूरे तर्कशील समाज को खत्म
करने की फासीवादी कोशिश है। वक्ताओं ने महाराष्ट्र की भाजपा सरकार द्वारा
जनप्रतिनिधियों की आलोचना, उनके खिलाफ बोलने व लिखने पर देशद्रोह लगाने
संबंधी शासनादेश का तीखा विरोध करते हुए इसे फासीवादी हिन्दुत्व का
लोकतंत्र पर हमला करार दिया। देश में बढ़ रही सांप्रदायिक हिंसा और ऐसे
दौर में जबकि फासीवादी ताकतों के निशाने पर वंचित समाज है ऐसे दौर में
उसके मूल सवाल और राजनीति में उन पर बहस का दायरा क्या होगा, पर विस्तृत
चर्चा की जाएगी।

रिहाई मंच नेता हरे राम मिश्र ने समाजवादी पार्टी सरकार द्वारा
सांप्रदायिक और भड़काऊ पोस्टों की सूचना के लिए जारी किए गए व्हाट्स एप
नंबर को महज एक धोखा बताते हुए कहा कि यह सरकार असल में सांप्रदायिक
तत्वों का संरक्षण कर रही है। उन्होंने कहा कि अगर सरकार सच में इस दिशा
में तनिक भी गंभीर होती तो मुजफ्फरनगर सांप्रदायिक हिंसा के बाद भाजपा
नेता संगीत सोम द्वारा जेल से फेसबुक एकाउंट संचालित कर जिस तरह भड़काऊ
पोस्ट किए जा रहे थे इस पर रिहाई मंच द्वारा शिकायत दर्ज कराने के बावजूद
आज तक कोई मुकदमा दर्ज नहीं किया गया। यहीं नहीं इसके अतिरिक्त
हिन्दूवादी संगठनों द्वारा भड़काऊ और आपत्तिजनक पोस्ट करने के खिलाफ
सरकार को कई बार रिहाई मंच सूचित किया लेकिन कभी कोई कारवाई नहीं की गई।

रिहाई मंच कार्यालय पर आयोजित बैठक में मोहम्मद शुऐब एडवोकेट, अतहर
हुसैन, अखिलेश सक्सेना, रामकृष्ण सिंह, ओपी सिन्हा, मोहम्मद मसूद,
मोहम्मद वस़ी, अनिल यादव, जियाउद्दीन, राजीव यादव, हरे राम मिश्र आदि

मेवात की अरावली पर्वत शृंखला पर गहराता संकट

उच्चतम न्यायालय के निर्देश पर वन एवं पर्यावरण मंत्रालय ने अरावली अधिसूचना मई 1992 में अरावली पर्वत शृंखला के पर्यावरण के संरक्षण के लिए जारी की, जिस की अनुपालना करते हुए बर्ष 2005 में अलवर मास्टर प्लान बनाया गया और यह संवेदनशील क्षेत्र घोषित हुआ। राज्यपाल द्वारा जारी 26 अगस्त 2011 की अधिसूचना के मुताविक, अब अलवर जिला की सभी विकास परियोजनाओं को इस मास्टर प्लान में निर्धारित दिशानिर्देशों के अनुसार संचालित करना बाध्यकारी कर दिया गया।   

इसी दौरान DMRC की प्रस्तावित पर्यटन परियोजना के लिए हजारों हेक्टर भूमि इसी पर्वत शृंखला में इस्माइलपुर में चयनित की गई। दिल्ली मेट्रो रेल निगम की इस परियोजना के तहत त्वरित रेल ट्रांज़िट व्यवस्था (RRTS) के अंतर्गत दिल्ली पानीपत से अलवर मेरठ तक कॉरिडोर  बनाने की है। साथ ही चुपचाप DRDO के लिए अलवर के पास 850 हेक्टर वन भूमि का हस्तांतरण कर दिया गया। जिस में साथ लगती कई ग्राम पचायतों;जाजोर,किथुर, खोहबास, पहाड़ा, मेहरामपुर, घासोली इत्यादि के कई गावों की बर्तनदारी वन भूमि, स्थानीय वन निवासियों की मंजूरी व जानकारी के बिना हस्तांतरण कर दी गई। पाँच किलोमीटर चौडे व 12 किलोमीटर लंबे इस  पहाड़ पर 13 पंचायतों के चालीस से अधिक गावों की 65 हजार से भी अधिक आवादी के परंपरागत वन अधिकार हैं, जिन्हें नजरदाज़ किया गया।

यह वन भूमि किस उदेश्य के लिए DRDO को दी गई, इसका स्पष्ट जानकारी कहीं भी सरकारी तौर पर ग्रामीणों को उपलव्ध नहीं कारवाई गई। परंतु अखवारों से मालूम होता है कि रक्षा शोध एवं  विकास संगठन (DRDO) यहाँ पर मिसाइल लॉंच पैड बनाने जा रहा है। जबकि साथ में लगते पाली जिला में मिसाइल interseption base प्रस्तावित किया गया है। जिस के लिए दोनों जगह हजारों हेक्टर वन भूमि हस्तांतरित की जा चुकी है।

इन तीनों प्रस्तावित परियोजनाओं के लिए अति संवेदनशील अरावली पर्वत शृंखला की बलि दी जा रही है। हालत यह है कि किसी भी पर्यावरणीय कानूनों के प्रावधानों को सज्ञान में लिए बिना यह कार्य किया जा रहा है तथा स्थानीय लोगों के वन अधिकारों को नजरंदाज कर दिया है।

स्थानीय जनता से बात करने पर मालूम हुआ कि सरकार ने इस परियोजना के लिए वन हस्तांतरण की प्रक्रिया में कहीं भी पर्यावरणीय व वन मंजूरी तथा पर्यावरणीय प्रभाव आंकलन का हवाला नहीं दिया है। न ही कोई DPR(Detail Project Report), EIA (पर्यावरण प्रभाव आंकलन) व EMP के कागजात उपलब्ध है। पर्यावरणीय जनसुनवाई भी नहीं की गई। ऐसे में वन हस्तांतरण की प्रक्रिया को कैसे स्वीकृति दी गई, यह प्रश्न सब के सामने है।DRDO के लिए ऐसे कोई भी विशेष कानून तो है नहीं जिस के तहत सभी कानूनी प्रक्रियाएँ निरस्त की जा सकें। यह वन हस्तांतरण पहली नजर में ही गैर कानूनी लगता है। लोगों को पूछने पर मालूम हुआ कि  यह कोई मिसाल भंडारण की परियोजना है जो 16 हजार करोड़ रुपय से भी अधिक की परियोजना हो सकती है। ऐसे में इस की पर्यावरणीय व वन मंजूरी कानून बांछित है। पर्यावरणीय जन सुनवाई भी करनी होगी। इस से पहले DPR,EIA व EMP की रिपोर्ट की प्रति लोगों को स्थानीय भाषा में उपलब्ध करवानी होगी। स्थानीय लोगों के मुतविक इस मुद्दे पर ऐसी कोई भी प्रक्रिया नहीं अपनाई गई।

हस्तांतरित की गई उक्त भूमि वन भूमि है, ऐसे में कोई वन हस्तांतरण की प्रक्रिया तब तक नहीं चलाई जा सकती, जब तक वन अधिकार कानून 2006 के तहत स्थानीय लोगों (वन निवासियों) के परंपरागत वन अधिकारों के सत्यापन और मान्यता की कार्यवाही पूरी नहीं की जाती है। माननीय उच्चतम न्यायालय ने नियमगिरी के फैसले में भी इस की पुष्टि की है और स्पष्ट आदेश पारित किया है कि जब तक वन अधिकारों के मान्यता व सत्यापन की प्रक्रिया पूरी नहीं की जाती तब तक वन भूमि का इसी दूसरे गैर वानिकी कार्य के लिए हस्तांतरण नहीं हो सकता है। ऐसे में उक्त वन हस्तांतरण में कानूनी अवहेलना व न्यायालय के आदेशों का सरासर उलंघन हुआ है।

मेवात किसान पंचायत के नेतृत्व में वन भूमि की इस लूट के खिलाफ किसान पिछले कई दिनों से आंदोलन कर रहे हैं। 15 अगस्त को आंदोलन के नेतृत्व से प्रशासन की समझौता वार्ता भी हो चुकी है जो वेनतिजा रही। इस मुद्दे पर तीन सितम्बर को अलवर में किसान महा पंचायत की बैठक बुलाई गई थी, जिस में जिला के सभी राजनीतिक दलों व बर्तमान तथा भूतपूर्व जनप्रतिनिधियों को बुलाया गया था। बेहरहाल दो-तीन को छोड़ कर वाकि नेता लोग तो बैठक में नहीं पहुंचे, परंतु तकरिवन 30 ग्राम पंचायतों से पाँच सौ से अधिक स्थानीय लोग और पंचायत प्रतिनिधि जरूर बैठक में हाजिर थे।

मैं स्वयं इस बैठक में उपस्थित था। बैठक में मुझे मालूम हुआ कि उक्त हस्तांतरण के लिए वन विभाग ने 25 मई 2013 को ग्राम पंचायतों को वन अधिकार कानून 2006 के तहत अनापति प्रमाण पत्र देने का अनुरोध किया। बाद में अगस्त तथा सितम्बर 2013 में कुछ पंचायतों से अनापति प्रमाण पत्र विभाग ने हासिल कर लिए। परंतु पंचायतों का कहना है कि रेकॉर्ड के मुताविक किसी भी पंचायत ने ऐसे प्रमाण पत्र जारी नहीं किए हैं। इस बारे में जिला कैलेक्टर को शिकायत पत्र भी भेजा और झूठे प्रमाण पत्र जारी किए जाने की जांच के लिए लिखित मांग की है। ग्रामीण मांग कर रहे हैं कि पहाड़ का DRDO को हस्तांतरण गलत तरीके से हुआ है, इस लिए इस आवंटन को तुरंत रद्द किया जाए।

यह पूरा पहाड़ गौचर भूमि है, जिस में आज भी ग्रामीणों की चार हजार से भी अधिक गाय चरती है और भूत सी गायें जंगल में ही रहती हैं। बकरी व अन्य पालतू पशु भी इसी में चरते हैं। दूसरे क्षेत्रों के घुमंतू पशुचारी भी यहाँ मौसमी चरान करते हैं। इसी पहाड़ पर अनेकों मजार व सभी समुदायों के धार्मिक स्थल स्थित हैं। ग्रामीण इस पहाड़ के जंगल में उपलब्ध लघु वन उत्पाद तथा जड़ी-बुट्टी के लिए भी सदियो से निर्भर रहे हैं और अपनी आजीविका की जरूरतों को पूरा करते रहे हैं। जिस के दोहन का उन्हें परंपरागत अधिकार प्राप्त है। अरवली पर्वत शृंखला के ये पहाड़ जल संरक्षण के लिए अति महत्व पूर्ण हैं, जिस पर तराई में बसी लाखों की आवादी को पानी मिलता रहा है। लोगों व सरकार द्वारा पहाड़ पर जल संरक्षण के लिए सदियों से जोहड़ और तलाव बनाए गए हैं तथा अब के दौर में मनरेगा से भी सेंकड़ों जोहड़ व एनिकट आदि बनाए गए। चूंकि यह पहाड़ बोल्डर से बना है,इसलिए पहाड़ पर बने जलाशयों के कारण बहुत बड़े क्षेत्र में पानी रिचार्ज होता है।

इस आंदोलन के नेता विरेन्द्र विद्रोही का कहना है कि पहाड़ सिर्फ पत्थरों व चट्टानों का जखीरा नहीं होता, इसका अपना अर्थशास्त्र है, जिसे वे ही समझ सकते हैं जो पहाड़ के साये में जीवन जी रहे हैं। इसीलिए जल संरक्षण की सार्थकता को सज्ञान में लेते हुए, अरावली पर्वत शृंखला के संरक्षण की बात अंतर्राष्ट्रीय स्तर पर भी उठ रही है।

इस पर्वत शृंखला की तलहटी में सदियो से मेव और अन्य समुदायों की लाखों की आवादी निवास करती है और अपनी आजीविका की जरूरतों के लिए परंपरा से इस पहाड़ की वन  भूमि पर निर्भर रही है। क्षेत्र के सभी ग्रामीण वन अधिकार कानून के तहत आदिवासी वन निवासी व अन्य परंपरागत वन निवासी की श्रेणी में आते हैं। ऐसे में यह वन हस्तांतरण गैर हुआ कानूनी है, जिसे तुरंत निरस्त किया जाना चाहिए और वन अधिकार कानून के प्रावधानों के मुताविक ग्रामीणों के परंपरागत वन अधिकारों की मान्यता की प्रक्रिया शुरू की जानी चाहिए।

Dalit leaders and activists staged a dharna at Pidimgoyyi village in Rajahmundry rural mandal on Saturday after some miscreants damaged the statue of B.R. Ambedkar and threw it in the nearby bushes.

 

According to East Zone DSP Asma Farheen and in-charge RDO Radhakrishna, the incident took place in the wee hours and the police had received a complaint in the morning from TDP SC Cell State secretary Kasi Naveen Kumar and others. Mr. Naveen sought immediate arrest of accused and a probe into the incident.

 

According to preliminary probe by the police, there was a Sivalayam on 5.16 acres that was given to the Dalits by the government long ago. Recently members from two other communities tried to renovate the temple, which did not go well with a section of the Dalits, who said their consent was not taken.

 

Meanwhile, some Dalits installed an Ambedkar statue on the premises, which was damaged by miscreants and thrown into the bushes. The DSP pressed a CLUES team and a dog squad into service and booked a case.

 

The RDO assured that the government would install a new statue in place of the damaged one and settle the issue. However, Mr. Naveen said if the police failed to nab the accused within three days, he would intensify the agitation.

VISAKHAPATNAM: The mandal parishad development officer (MPDO) of V Madugula in the district was arrested by the PM Palem station cops in the city on Thursday for allegedly cheating and sexually exploiting a tribal woman from Araku by promising to marry her.


Cases were registered against the MPDO, R Satyanarayana, under sections 376, 417, 420 of IPC as well as the SC and ST (Prevention of Atrocities) Act for allegedly sexually exploiting, raping and cheating a tribal woman, Korra Lakshmi, from Araku area in the district.


While Satyanarayana was working as MPDO at Araku, he allegedly ensnared Korra Lakshmi, who was working as a sweeper on a contract basis at his office. Lakshmi, a widow and mother of two children, was repeatedly sexually exploited by the MPDO after promising to marry her. The woman, with the support of a few women's organizations, lodged a complaint against Satyanarayana at the Araku Valley police station on June 11 this year after Satyanarayana deserted her.


After the complaint, Satyanarayana enlisted the help of a local political leader, village sarpanch and two others to thrash out a compromise at a meeting at Simhachalam. He agreed to pay her maintenance of Rs 3,000 per month and also signed on a stamp paper stating the same. However, after a few days he put her up at a rented house at Rajiv Gruha Kalpa in Marikavalasa on the outskirts of Vizag. However, after three months he stopped paying the rent.


When she began insisting on payment of last month's rent and that he take her to a doctor as she was suffering from pain in her eyes, Satyanarayana took her to the Government Hospital for Mental Care at Peda Waltair and admitted her on August 26.


The woman got suspicious when the mental hospital doctors started treating her for mental ailments the next day and pleaded with them to let her go as she was not mentally deranged. She recounted her story to the hospital staff, who summoned Satyanarayana, pulled him up and asked him to leave the naive woman at her native place in Araku.


Sources said that Satyanarayna then took her to a hotel in the city and after ordering her a meal, fled while she was eating. With the help of the hotel staff, the woman met Mahila Chetana, a voluntary organization working for women, on August 31. The women's organization took the woman to the PM Palem police station on Thursday after which the police filed a case and arrested the MPDO.

SC/ST commission seeks FIR against scientist at DRDO wing

DEHRADUN: The SC/ST commission has recommended registration of an FIR against a senior scientist of the Defence Electronic Application Laboratory (DEAL), Dehradun. The complainant, a technical officer, had alleged that his assessing officer, the scientist, was biased against him and had reduced his annual grades that are crucial for promotion. The DEAL, a wing of the DRDO, is likely to take action. 


The commission's deputy chairman, Rajendra Barakoti, passed the order, a copy of which is with TOI, against the scientist on the petition of Jagdish Kumar, a technical officer, on August 31. 


The SC/ST panel has directed the DEAL director to take cognizance of the evidence before registering an FIR against the scientist under relevant sections of the SC/ST Act. In 2014, the complainant had approached the commission seeking action against R K Aggarwal, group H-level scientist, posted at DEAL, Dehradun. 


The complainant had alleged that Aggarwal, his reviewing officer, had deducted his annual marks that were crucial for promotion due to caste bias. "Assessing officers have always given me good marks on the basis of my real work and contribution. But the reviewing officer, Aggarwal, who was biased against me, deliberately used to deduct my marks. It scuttled my promotion for more than four years." 


Aggarwal, however, claimed that the matter had been blown out of proportion. "In my entire career, I never had any kind of bias against anyone. The complaint is baseless," he said. 


DEAL director Dr RS Pundir told TOI, "I have received a copy of the order and action would be taken as per the law. The commission has recommended registration of an FIR and we will do the needful after going through the order." The DEAL director has also been asked to submit an action taken-report to the commission. 


DEAL is a DRDO wing involved in the indigenous development of sensitive equipment such as satellite communication and software radios, and image processing and analysis.

The one-man judicial commission of inquiry into the Mirchpur communal clash of five years ago has held the police and the duty magistrate responsible for the escalation of the tension.

 

On Friday, the 220-page report of Justice (retd) Iqbal Singh Commission was tabled in the Haryana Vidhan Sabha during its ongoing monsoon session. On April 21, 2010, at Mirchpur village of Hisar district, Dalit Tara Chand (70) and his handicapped daughter, Suman (16) were burnt alive in their house while several other people were injured in the arson and rioting between dominant Jats and oppressed Dalits. Even Parliament took note of the atrocities on the Dalits by the upper-caste group.

 

The inquiry report based on spot visits and the statements of many people, including the villagers, victims, and witnesses, has held that though there was tension at Mirchpur a day before the clash as well because of an altercation between members of the two communities, the local police failed to alert the seniors; and inaction on the part of the Narnaud police escalated the tension.

 

Evidence shows that on the morning of the riot, cops at the Narnaud police station had ignored an alert about simmering tension at the village and done nothing, later, to control the situation, reads the report, adding that even the duty magistrate failed to restore peace. "The assertion of the police that they had inadequate force is not correct. They were mute spectators. The duty magistrate did not order fire, which allowed to mob to run riot," says the report, adding that even if women and children were in the mob, the duty magistrate "had no reason to abdicate his duty".

 

The report suggests that the requisitioned police personnel, some of whom were armed with self-loading rifles, ran away from the spot, which allowed the mob to burn the houses. "Had the Narnaud police deployed adequate force and taken prior action, this unfortunate incident could have been prevented," the commission reported.

 

The findings suggest, however, that the state government did all it could to provide the victims with relief and restore peace.

Capital market regulator SEBI has embarked on a special recruitment drive for hiring 46 officers from SC, ST and OBC community of the society, as part of its plan to beef up its headcount for faster and more effective execution of its work.

 

Currently, Securities and Exchange Board of India (SEBI) has workforce of over 700 people.

 

The watchdog plans to recruit legal experts, researchers, engineers and other officials for general administration from Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Class (OBC) categories.

 

SEBI has invited applications for 32 posts in general administration department, nine in legal stream, two each for research and official language team and one for engineering department.

 

The candidates can apply for the positions between August 22 and September 7.

 

The regulator would select the officers through a written examination followed by interview.

 

Earlier, an independent consultant had suggested SEBI to increase its workforce to about 1,000 employees in order to meet future manpower requirements to take full ownership of regulatory oversight of all investment schemes besides staff requirement in regional offices as well as local offices.

A major reason cited by the Corporation for the delay in the project housing project for SC/ST families here is opposition from the local people.

 

The two-acre plot on which the Dalit families set up tents last week is situated inside the Chandrasekharan Nair residents association in Mannammoola.

 

According to Krishna Pillai, president of the residents' association, the residents here are not too keen on having a 'colony in the centre of their residential area'.

 

"When this land was taken over by the Corporation in 1998, we expected some developmental project to happen here. But over the years, it has been a bane for us. We are concerned that bringing a group of people from outside and making them stay here will spoil the peaceful atmosphere here. Rather than putting them together in a colony, the government should try to give them separate houses in different areas," he says.

 

At the same time, he says that the residents are not against a housing project for 'low income groups'.

 

The land is currently leased out to a private contractor engaged in a road development project near here. A part of the land is being used now to park JCBs, trucks and for housing some of the migrant workers involved in the project.

 

The residents evidently are also 'not comfortable' at having migrant workers staying in their locality. Some of them volunteered with loose unsubstantiated comments on criminality among migrant population when The Hindu talked to them on Saturday.

The state is not worried about the guns of the Naxalites. It is scared about the dissent they foment.

On 15 June 1969, J Edgar Hoover, the notorious chief of the US Federal Bureau of Investigation (FBI) declared, "the Black Panther Party, without question, represents the greatest threat to internal security of the country." He swore that the party would be exterminated by the end of 1969. Nearly six decades later, it was not any lowly counterpart of Hoover in India but the country's most learned Prime Minister, Manmohan Singh, who repeated the phrase while referring to the Naxalites. However, Singh did not fix a date for decimating the Naxalites in spite of unleashing an all-out war on them through Operation Green Hunt and the most unconstitutional Salwa Judum that pitched Adivasi against Adivasi. It was not possible for Singh to fix a date because he knew that the Naxalites were homomorphous with the poor and Adivasis and represented their survival concerns.

As both the state's open war on its own people and the crooked Salwa Judum began being questioned by the civil rights groups and concerned intelligentsia, the government came out with a high-pitch propaganda about Naxalites building an urban network. This propaganda insinuated a threat that any word of criticism of the government action against the Naxalites would be construed as support to them and would incur the wrath of the state. The government made an example by arresting Binayak Sen, a saintly doctor with impeccable record of public service, and sentencing him to life imprisonment. He was repeatedly denied bail despite the huge public outcry both inside andoutside the country—including by a group of Nobel laureates.

Sen stands released on bail after suffering 47 months in jail, but not without a crisp communication about what lies in store for anyone wanting to raise a voice against the mighty state. Sen's incarceration was followed by that of many others. Of course, their arrests were proved pure mala fide but only after they had already put in three to four years of jail and suffered media infamy as "dreaded Naxalites."

Narendra Modi, who rode a massive wave promising acche din to people, has within no time intensified the bure dinof his predecessors. His regime has outdone its predecessor in declaring to the Supreme Court, the ultimate custodian of the country's Constitution, that Naxal ideologues (read civil rights activists) are more dangerous than armed cadres. State terror is unfolding all over the country and intimidation of all those who raise their voice against the violation of civil rights of poor people is palpable.

&lsquoPainful Experience'

On 14 August, all the members of the CDRO (Coordination of Democratic Rights Organisations), a confederation of 20 civil liberties and democratic rights organisations from across India, received a shocking mail from Debaranjan. Known in the circle of civil rights activists as Deba, Debaranjan is a human rights activist and documentary film-maker from Odisha. The mail described Deba's horrific experience during his recent visit to Malkangiri where he had gone to shoot a documentary on the land problem and the agricultural situation of tribals of the district. Deba is no stranger to this area, having closely followed the tribal peoples' movement through his participation in several fact-finding missions, his articles (see countercurrents.org and academia.edu for specimens) and films. No sensible person, who has read his reports or watched his films, will describe him as sympathetic to Naxalites. But that did not deter the state from putting him under surveillance and unleashing harassment.

On 8 August, the day Deba arrived in Malkangiri, he reported that several anti-Naxal forces visited Tapobhumi Trust, where he was staying. These security personnel insisted that Deba and a Tapobhumi trustee accompany them. Since these security personnel did not disclose their identity, Deba refused to comply and instead told them that he would see their boss in the evening if they gave him his name and address. Since they called him "Debraj," he thought that it could be a case of mistaken identity.

The next day when Deba was shooting at Udupi village, two officers of the special branch of intelligence who introduced themselves as Ashok Parida and Jagannath Rao visited him at about 1 pm. They were accompanied by a constable who introduced himself as Pradhan. The three interrogated Deba for more than an hour. He was questioned about his activities, his association with GASS (Ganatantrik Adhikar Suraksha Sangathan) and the purpose of his visit to Malkangiri. He cooperated and answered all their questions. But when these officials visited the place where he was camping again, in the evening, Deba refused to entertain them. Later, when Deba was preparing to return, Sunita Das, a sub-inspector in civilian dress came with her unit. She alleged that Deba had molested a woman that morning at Champakhari village and insisted on taking him to the Malkangiri Police Station in her vehicle. Stunned by the allegation, Deba asked her for a copy of the first information report. But Das did not show him the document. So Deba refused to comply and left on his bike after a few hours.

That night at around 1 am, several security personnel came to the camp and asked for Deba. They detained his cameraman and an employee of the trust for a day. Later, Deba learnt that the police was harassing local tribals who had given him interviews and the local teachers who had assisted him. On 16 August, he was sent a notice in connection with the molestation charge (U/S 294/ 341/323/354/354-B/506(ii)  Indian Penal Code) and was asked to appear at the Malkangiri Police Station on 23 August.

Any sane person can gauge from the sequence of events that the charge is a fabrication and perhaps a ploy to entangle Deba with a charge designed to bring social disrepute on him, instead of the usual method of harassment by raking up Naxal connections—possibly because they could not find any such connections. It, however, served their purpose in sending Deba into hiding, stopping his activities and possibly embroiling him in long-drawn legal battles.

Back to Hoover

In the film, A Huey P Newton Story (2001) on the life of Huey Newton who along with Bobby Seale founded the left-wing Black Panther Party for Self Defense in October 1966, Newton, played by Roger Guenveur Smith, has a perceptive statement,

If you read the FBI files you will see that even Mr J Edgar Hoover himself had to say that it was not the guns that were the greatest threat to the internal security of the United States of America... it was the Free Children's Breakfast Program.

The statement in the biopic was probably a true picture of the state of affairs. The Free Children's Breakfast Program, an innocuous sounding community programme, was launched by the Black Panthers in January 1969 by feeding a handful of kids in an Oakland church. It became so popular that by the year end, the programme spread to 19 cities where more than 20,000 children were fed free breakfast (bread, bacon, eggs, grits) before going to school. While the programme operated in predominantly Black neighbourhoods, children of other communities including a partly middle-class neighbourhood in Seattle were also fed.

The programme raised public consciousness about hunger and poverty in America, and also brought people closer to the ideology of the Black Panther Party. It spoke volumes about both the needs of the Black community, and the reach and capacity of the party nationally. Hoover acutely noted it as "infiltration." This is precisely what the Indian government thinks. It is worried about the uncongenial ideas that progressive expression represents. It is not afraid of the guns of the Naxalites; it is afraid of the counterpoint they represent. It is not the Naxalite ideology, whatever that may be; it is sheer dissent, the uncompromising disagreement with the state's anti-people policies that scares it. Taking up the cudgels for the poor, speaking against the violation of democratic rights and questioning the constitutionality of government actions do not go well with the state. It wants to create a fear psychosis among gullible people that there is a Naxalite network in urban areas. In fact, there may not be any because not many would agree with the ideology and methods of Naxalites. But there would still be many who would speak against the excesses by the government on poor people labelling them Naxalites.

FTII Imbroglio

As I write this, the news of the midnight crackdown on the protesting students of Film and Television Institute of India (FTII) at Pune and arrest of five of them is flashing on television. Those who do not see a connection between the government's targeting of the "urban base of the Naxalites" and the arrests of the FTII students need to be reminded about Bharatiya Janata Party leader, Subramanian Swamy's statement of 10 July. Swamy had described the protesting students of FTII as Naxalites. Indeed, the doggedness of their protest in these neo-liberal times will surely make the government sniffers smell Naxalism. After all Gajendra Chauhan, whose singular lack of qualification to head the prestigious FTII society has spilled into public domain, is not such a great gun that the government should incur negative publicity over such a long time. The entire who's who of the film industry and progressive India have come out to endorse the students' demand and urged the government to accept them. The recent revelation that Chauhan is a disciple of the god-woman, Radhe Maa, should only add to the government's shame. But despite all this, the government will not concede victory to the "Naxalites."

It is simple. The agitation of the FTII students represents dissent, it questions the propriety of the government decision, it exposes the mala fide design to saffronise institutions and poses a democratic challenge to fascist mentality. If conceded, it could be infectious, threatening the very raison d'etre of the ruling junta.

Not a bad logic! The only flaw is that they are dealing with students who could be a far bigger threat than the "greatest threat" they knew so far.

While Indian media cries foul over Bollywood actors facing racism in the West, innumerable untold tales of racism remain waiting to be exposed in Bollywood itself. Here are 10 popular Bollywood celebs who faced racist discrimination in their own backyard:

 

1. Nawazuddin Siddiqui

Nawazuddin is one of the finest finds of Bollywood and the talented actor has proved that with each performance. However, even he had to suffer the brunt of racist remarks by none other than senior actor Rishi Kapoor. Replying to Nawaz's views on cliched romance in Bollywood, Kapoor called him an average actor who is not capable of doing romantic films because he doesn't have the image and the talent to pull them off. | Source: TOI

नेपालको एकताको आधारस्तम्भको रूपमा रहेर विश्वको एकमात्र हिन्दुअधिराज्य
र राजसंस्थालाई विस्थापित गरी इसाईहरूको दबाबमा यहाँका सत्तासीन
गद्दारहरूले नेपाली जनताको अभिमत बिरूद्ध धर्मनिरपेक्ष, गणतन्त्र घोषणा
गरेर नेपाली जनताको आस्थामाथि चोट पु¥याउने कुकर्म गरे । धर्मनिरपेक्ष
घोषणा गराउनमा राजा ज्ञानेन्द्रबाट ब्यूँताइएको प्रतिनिधिसभाका सभामुख
सुबास नेम्वाड सशक्त बने ।

यी पनि इसाई हुन् भनिन्छ । भारतीय गुप्तचर संस्था 'रअ'बाट परिचालीन

बिरोधी 'रअ'बाट परिचालीत गद्दार हुन् । राजासँग संझौता भई गिरिजा
प्रधानमंत्री बनेको मंत्रिमन्डलमा 'रअ'र बाबुराम भट्टराईको सिफरिसमा
कृष्ण सिटौलालाई गृहमंत्री बनेर यिनै सिटौलाले रातोरात नागरिकताको ऐन
संशोधन गराएर ४० लाख भारतीयहरूलाई नेपाली नागरिकताको प्रमाणपत्र दिलाए ।
तिनै सिटौला र बाबुराम भट्टराई धर्मनिरपेक्ष घोषणा गराउन सुवास नेम्बाडको
मित्र बने ।

तिनै सिटौलाबाट निर्वाचन हारेपछि पनि संसद अधिवेशनबाट गणतन्त्र घोषणा
गरियो । जबकी संसद सदस्य नभएको व्यक्ति संसद सभाकक्षमा बस्न पाउँदैन ।
यसरी त्यसबेलादेखि निरन्तर तिनै सिटौला र बाबुरामले भारतीयहरू कै पहलमा
२०७२ साल साउन भदौमा संविधानको मस्यौदा समितिमा रहेर संविधानसभामा पेश
गरे । जनताबाट आएका सुझावहरूलाई कुनै वास्ता नैं गरिएन । जनताको अभिमत
लत्याएर देशभित्र आगो लगाउने कुकर्म गरे । माओवादी जनयुद्ध नैं 'रअ'बाट
परिचालित र भारतबाट प्रायोजित थियो ।

माओवादी जनयुद्धभन्दा अगाडि जातीयताको बिजारोपण गर्ने सीआइएबाट परिचालीत
फ्रि तिब्बतका अनुयायी पद्मरत्न तुलाधर हुन् । उनले नेवार राज्यको कुरा
उठाएर साम्प्रदायिकताको बिजारोपण गरी नेपालको संवदेनशीलता भत्काउन सक्रिय
भए । अतः देशमा पहिला आगो लगाउने यी तीनजना हुन् । संविधानसभाको सस्यौदा
संसदमा पेस गरेपछि तराईमा रक्तपात र टीकापुरका प्रहरीहरूको हत्या गरेर
देशलाई आतंकित बनाउने तत्व यस्तै छन् । एउटा पुरानो कुरा स्मरण गराउन
चहान्छु । पद्मरत्न तुलाधर र म २०४१ सालदेखि सँगै संसदमा थियौं ।
पद्मरत्न तुलाधरले मङका खलःको नारा लिएर पंचायतको बिरूद्ध बहुदलको नारा
दिएर नेवारी जनतालाई नेवारी भाषा र नेवारी सम्वत कायम गर्ने कुरा गर्दै
भोट जितेर राष्ट्रिय पंचायतमा निर्वाचित भए ।

एकपटक उनले संसदको रोष्ट्रम्मा बोलीरहेका बेला मैले उनलाई इंगित गरेर
बोले– 'सभामुख महोदय ! संविधान बिपरित बोल्न संसदमा पाइदैन । संविधान
बिपरित नबोल्नुहोस् ।'भनेर कडकेर मैले बोलेपछि पद्मरत्न तुलाधर रून थाले
। ग्वाँ ग्वाँ गरेर रून थाले । म आफै धर्मसंकटमा परें । मलाई लाग्यो
'यस्तो डरपोक रहेछ बेकारमा चलाइछु ।'रूएर रोस्ट्रम नछोडेपछि पद्मसुन्दर
लावती र पशुपति शम्सेरले कड्केर 'रोस्ट्रममा किन बस्छौं, रोयर बस्ने हो
रोष्ट्रममा ! भाग त्यहाँबाट'भनेपछि पद्मरत्न तल ओर्ले र आफ्नो ठाउँमा
झोक्य्राएर बसे । त्यस्तो कमजोर व्यक्तिलाई पछि विदेशीले पैसा दिएर जातीय
साम्प्रदायिक आन्दोलनमा अगाडि सारे ।

बाबुराम भट्टराईको किस्सा छ । उनले गोर्खा लुइटेल स्कूलमा पढेका हुन् ।
२०२६ सालमा उनी बोर्डफष्ट भएका थिए जसमा उनले मैले लेखेको पुस्तक
पंचायतमा ७० प्रतिशत ल्याएका थिए । मेरो पुस्तक पढेर त्यतिधेरै पंचायतमा
नम्बर ल्याउने व्यक्ति बाबुराम भट्टराई नैं हुन् । तर उनी रहेछन्
उसैबेलादेखि बनेका इसाई । त्यही इसाई बनेका कारणले पछि नेपालस्थित भारतीय
राजदूतावासस्थित गुप्तचर संस्था 'रअ'का प्रमुख पी हर्मीज थाराकनसँग उनको
संवन्ध गहिरियो । 'रअ'प्रमुख थाराकन पनि क्याथोलीक क्रिस्चियन हुन् । यी
दुईको घनिष्ट संवन्ध हुनु नैं नेपालको दुर्दशाको कारण बन्न गयो ।

दरबार हत्याकाण्डपछि पी हर्मीज बढुवा भएर भारतको 'रअ'प्रमुख हुन्छन् र
काठमाडांैंस्थित भारतीय राजदूतमा आलोक जोशी सहायकबाट बढुवा हुन्छन् । पी
हर्मीज र आलोक जोशीसँग बाबुरामको त्यत्तिकै नजिकको संवन्ध कायम रह्यो ।
उता दिल्लीमा एसडी मुनी बाबुरामका दाइने हात छन् । बाबुराम भट्टराईमार्फत
नेपाललाई चौतर्फी आक्रमण गर्ने योजना बनाइयो । 'रअ'र एसडी मुनीको मक््सद
हो– नेपालको अस्तित्व समाप्त गर्नु । यसरी विदेशीको आडमा नेपालको बिरूद्ध
लागेका नेपालका गद्दारहरूलाई समयमा राज्यले कारवाही गर्न नसक्नु नैं
अहिलेको बिपत्ति हो ।

माओवादी खास गरेर बाबुराम भट्टराई भारतीय गुप्तचर संस्थाबाट परिचालीत
भएको कुराको प्रमाण २०६८ साल भदौं ११ गते राती भारतीय गुप्तचर संस्थाका
तत्कालीन उपप्रमुख आलोक जोशी दिल्लीबाट नेपालको त्रिभूवन एयरपोर्ट आएर
भारतीय इशारामा चलेका सारा मधेसी झिकाएर (नबिच्कियोस् भन्नका लागि होला)
प्रचण्डलाई ४ बुँदे सहमतिमा हस्ताक्षर गराएर भोलिपल्ट भदौं १२ गते
बाबुराम प्रधानमंत्री भएका हुन् भने यहाँभन्दा ठूलो देशद्रोही अपराधी को
होला ? नेपाली सेनामा १० हजार मधेसी सेना भर्ना गर्ने जस्ता बुँदाहरू
समावेश चार बुँदे कति खतरनाक छ भन्ने कुरा जानिफकारहरू सबैलाई थाहा भएकै
कुरा हो ।

बाबुराम भट्टराई बारेमा अर्को चाखलाग्दो घटना छ । नेपालमा माओवादी
जनयुद्ध चंर्कन थालेपछि नर्वेबाट भित्रभित्रै हतियार र आर्थिक सहयोग
माओवादीलाई दिन थालेको कुरा अमेरिकाले पत्ता लगाएपछि अमेरिकी सरकारले
तत्कालीन अमेरिकी राजदूत मोरियार्टीलाई नेपालका माओवादीलाई अमेरिकाले पनि
सम्पर्कमा लिएर काम गराउनु भन्ने निर्देशन दिएपछि मोरियार्टीले
माओवादीलाई भेट्ने क्रममा बाबुराम भट्टराईलाई अमेरिकी दुतावासमा बोलाए ।
मोरियार्टीले आफूले नभेटेर राजदूताबासको तेस्रो सहचारीले बाबुरामलाई भेटे


बाबुराम भट्टराई भित्र भेट्न पसेपछि त्यहाँका कर्मचारीले भनेछन्– 'ए हजूर
भित्र मोबाइल लिएर जान मिल्दैन, यही छोडेर जानुहोस् ।'बाबुरामले मोबाइल
बाहिरै छोडेर भित्र पसेछन् । भित्र भेट्न गएपछि मोबाइलको सीमकार्डलाई
अर्को सीमकार्डमा साँटेछन् । बाबुराम भट्टराईले अमेरिकी दूताबास
छिर्नुभन्दा पहिला र फर्केपछि पनि फेरि एसडी मुनीसँग कुरा गरेको थाहा
भएपछि मोरियार्टीले अमेरिकी सरकारलाई सो रिपार्ट दिँदा अमेरिकी सरकारले
भनेछ– 'भइगयो माओवादीहरू भारतबाट परिचालीत रहेछन् । अव माओवादी नभेट्ने र
बाहिरैबाट उनीहरूको क्रियाकलाप रिकर्ड मात्र गर्ने'भन्ने आदेश आएपछि
माओवादी बारेमा त्यसबेला अमेरिका मौन रहेको हो । यो कुरा मोरियार्टीसँग
सम्पर्क गरेर सोधे हुन्छ ।

यूरोपका इसाई राष्ट्रहरूले माओवादीलाई जसरी प्रयोग गरेता पनि माओवादीहरू
सबै हिसावले भारतबाटै परिचालीत गरिएका आपराधीक जथ्था भएकाले यिनीहरू
नेपालका शत्रुहरू नैं हुन् ।  टिकापुर–धनगडीमा प्रहरी एसएसपीलगायत प्रहरी
अधिकृत अन्य प्रहरी र जनताको जसरी विभत्स हत्याकाण्ड भयो ती माओववादी
कार्यकर्ता उपर नेतृत्वतहबाट गरिएको कुकर्म थियो भनिन्छ ।

घरमा आगो लगाउने धेरै चाहिदैन । पद्मरत्न तुलाधर, गिरिजा कोइराला,
बाबुराम भट्टराई, कृष्ण सिटौला, माधव नेपाल (मधेसीहरू भेला भई भारतीय
राजदूताबासमा एक मधेस एक प्रदेश संघीयताको पक्षमा साक्षी बसेका व्यक्ति)
प्रचण्डहरूले नेपालमा आगो लगाएपछि विजय गच्छेदार, राजेन्द्र महतो,
अमरेसकुमार सिंहले आगोमा घिउ थप्ने कुकर्म गरे । राजेन्द्र महतोले मधेस
आन्दोलनमा ५० लाख दिने धम्कीले पनि यो आतंक भित्र्याएको हो । यस्ता
देशद्रोहीहरूलाई जहाँ पनि झुन्ड्याएर मारिन्छ । सद्दाम हुसेनको बिरूद्ध
इराकमा सेनाका जनरलहरूले अमेरिकालाई सहयोग गरे तिनीहरूलाई सद्दाम हुसेनको
सत्ता समाप्त भई अमेरिकाको प्रभूत्व कायम भएपछि आफ्नो देशलाई धोका दिएर
विेदशीको भरिया बनेका ती जनरलहरूलाई गद्दार मानेर मारियो । नेपालमा पनि
आफ्नो देशको स्वाधीनता, एकता र देशका पहिचान समाप्त गरेर विदेशीहरूको
भरिया बनेका १०–२० जना पार्टीका यी नेताहरूको पनि भोलिका दिनमा त्यही
हालत हुनसक्छ ।

२०६३ सालपछि यो बितेको दश बर्षमा सत्तामा बसेका कांग्रेस, एमाले,
माओवादी, मधेसीहरूले बिगार्न बाहेक सपार्ने एउटा मात्र पनि काम गरेका
छैनन् भने यिनीहरू यो देशका अपराधीहरू नैं हुन् । युगोैंदेखि स्थापित
नेपालका सांस्कृतिक मान्यताहरू ध्वस्त बनाउन नेपाली कांग्रेस, एमाले, र
माओवादीका केही पथभ्रष्ट नेताहरू किन लागि परे ? राजनीतिको नाममा
राष्ट्रद्रोह गर्ने अधिकार कुनै नेता वा व्यक्तिलाई हुँदैन । के संविधान,
कानून् देशद्रोही अपराधीहरूलाई लाग्दैन र ? २०६३ को जनआन्दोलनपछि राजा र
दलका नेताहरूको बीचमा भएको संझौतालाई कांग्रेस, एमाले, माओवादीले धोका
दिए । त्यसबेला नेपाली सेनाले पनि धोका दियो । भोलिको इतिहासमा यी
राष्ट्रघातीहरूको कहिरन कालो अक्षरले लेखिने छ ।

संविधानसभालाई आधार बनाएर यिनीहरूले जुन आत्मघाती काम गरेका छन् त्यो
क्षम्य छैन । नेपाललाई टुक्र्याउन ल्याइएको 'संघीयता', 'गणतन्त्र'र
'धर्मनिरपेक्षता'हो । नेपाली जात–जातिहरूकाबीच फाटो ल्याएर साम्प्रदायिक
युद्ध चंकाउन 'जातीय स्वायत्तता'को कुरा ल्याए ।  इस्वी संवत् लागू
गराउन विक्रम संवत् बिस्थापित गर्न र इन्द्र जात्रा, भोटो जात्रा,
भद्रकाली खड्ग साँट्ने जात्रा, शिव रात्री, १२ बर्षे बौद्धको सम्यक पुजा
लगायत नेपालका अनेकौं धार्मिक परम्परा ध्वस्त बनाएर क्रिस्चियनहरूको अखडा
बनाउने यो अक्षम्य गद्दारी हो ।

नेपालका नेताहरूको चरित्र र हैसियतको अध्ययन गरेर नर्वेका द्वन्द
विशेषज्ञ प्रोफेसर योहान गाल्टुङले भनेका थिए –'नेपालका प्रधानमंत्री
यहाँको संसद र सरकारप्रति होइन, दिल्ली र अमेरिकाप्रति जिम्मेवार हुन्छन्
। यो अति दुर्भाग्यपूर्ण कुरा हो, यो एउटा ठूलो समस्या हो ।'यसरी नैं
नेपालको बिग्रदो अवस्था देखेर जापानका प्रतिनिधिसभा (डायट)का सदस्य
तागाहिरो माचुसीताले पनि भनेका थिए– 'सन् १९९० मा प्रजातन्त्र स्थापना
भएपछि जनताको स्थितिमा सुधार आउने जनआकांक्षा रहेकोमा भ्रष्टाचार बढेको,
जनआकांक्षा अनुरूप प्रजातन्त्रको प्रतिफल आम जनतासम्म पुग्न नसकेको, सबै
दोष राजालाई दिने सट्टा राजनीतिक नेताहरूले आफ्नो जिम्मेवारी अनुरूप अघि
बढ्न सकेमा मात्र स्थितिमा सुधार आउनेछ ।'वास्तवमा नेपालका नेताहरूको
आफ्नो अकर्मण्यता लुकाउन राजसंस्थामाथि मात्र दोष थुपारेर भारतीय
चक्रब्यूहमा फसेकाले उनीहरू ठूला बापतिको रूपमा देखापरेका छन् ।

नेपालको राजसंस्था भनेको सम्राज्यवादी शक्तिसँग लडेर विशाल नेपालको
सिर्जनामा रगत बगाएको संस्था हो । नेपालका राजाहरू त्रिभूवन, राजा
महेन्द्र, राजा वीरेन्द्रलगायत राजा ज्ञानेन्द्रलगायत कुनै पनि राजाहरूले
सामन्त शोषकहरूको पक्ष नलिएर गरीब तथा अन्याय परेकाको मात्र पक्षमा
बोल्ने र हुकुम प्रमांगी गरेका मात्र उदाहरणहरू छन् । अव राजाको
उपस्थितिमा देशको अस्तित्व र पहिचान बचाएर हिड्न सक्ने नेतृत्व नेपालले
खोजेको छ । अतः पार्टीहरू र पार्टी बाहिरका सम्पूर्ण राष्ट्रवादीहरूले
हिन्दुअधिराज्यकासाथ राजसंस्थाको निरन्तरतामा आवद्ध हने प्रतिवद्धता
जनाउँदै राष्ट्र बचाउन कटिवद्ध हुनुपर्छ ।

Mirchpur panel blames magistrate, police for failing to check caste -violence


-- of Inquiry, which probed the Mirchpur violence in Hisar when two Dalits were burnt alive by the dominant Jats, has accused the police of failing to prevent the incident and being a "mute spectator" to the violence.

In its report, which was presented in the Haryana Assembly yesterday, the Commission noted that "the Duty Magistrate and the police failed to prevent the incident (of April 21, 2010). "The police present at the spot failed to control the situation. Sufficient force duly armed was present in the village but the assertion of the police that they failed to control the situation due to inadequate force is not at all correct. In fact, they failed to take any action and remained mute spectators," the report said.

On April 21, 2010, 70-year-old Tara Chand and his 16-year-old physically challenged daughter Suman were burnt alive in Mirchpur when an irate mob of Jats went on a rampage after an altercation with Dalits on April 19 and 20, 2010. Besides, 52 persons were injured and 18 houses were damaged.Vinod Kajal, Station House Officer of the Narnaud police station, and Jage Ram, naib tehsildar-cum-Executive Magistrate, were later booked and arrested for dereliction of duty and disciplinary proceedings are being initiated against them.

The report noted that there was tension in the village on April 20 on account of the incident that took place the previous day. "The police went to Mirchpur but no action was taken. Even the local police failed to inform the Hisar Superintendent of Police and the Deputy Commissioner about the situation in the village. They failed to understand the gravity of the situation and further failed to take appropriate action that resulted in the April 21 incident," it stated.

However, the Commission found that the state  had taken adequate steps to assuage the insult and injury suffered by the victims by taking all necessary steps for their protection, security, socio-economic development and paved the way for fast-tracking the realisation of their rights.The state  had constituted the one-man inquiry commission under Justice Iqbal Singh, a retiredPunjab and Haryana High Court judge, to probe the circumstances that resulted in the death of two Dalits and also the circumstances that led to arson, fire and rioting in the village.

  • "The Duty Magistrate and the police failed to prevent the incident of burning alive of Tara Chand and his minor physically challenged daughter. In fact, the police failed to take any action and were mute spectators," the report said
  • The Commission, however, said the state government took adequate steps to protect victims and also paved the way for fast-tracking the realisation of their rights.

On Teacher's Day, FTII faculty member goes on hunger strike for students

On the occasion of Teacher's Day, students of the Film and Television Institute of India (FTII), who have been on strike for two months now found support in their faculty member Abhijit Das. A professor in the production department, Das went on a hunger strike on Saturday morning, and says will continue his protest till the time the Centre resolves the issues that have been raised by the students.

Disappointed by the attitude of the Information and Broadcast Ministry (I&B) Ministry towards the strike, Das took the step to hasten the resolution of the matter.

Sitting under a tree at the FTII campus in Pune, Das has not spoken to media yet. "He did not discuss this with us before starting his hunger strike. He was not forced by anyone to do so. He will continue his hunger strike until some decision is taken," said Ranjith Nair, spokesperson of the student association, FTII.

In a similar incident some time back, the institution had asked 82 contractual workers to stop reporting to work from September 1. A student from the cinematography department, Sathish, went on a hunger strike. It was then that Prashant Pathrabe pushed the suspension a month ahead.

RSS TAKEOVER IN JUST 15 MONTHS, BHAGWAT IN COMMAND: "THE FUTURE IS OURS"

NEW DELHI: Prime Minister Narendra Modi, faced with three major agitations of farmers, ex-servicemen and now with the workers, has prostrated the government of India before the Rashtriya Swayamsevak Sangh in just 15 months of coming to power.

As a gesture the RSS backed trade union Bharatiya Mazdoor Sanghpulled out of the trade union agitation on the eve of the three day conclave attended by the PM on the last day, senior ministers in close confabulation with the mentor organisation, and Bharatiya Janata Party president Amit Shah.

There has been some friction between PM Modi and the RSS that has been resolved now by the latter flexing its muscles, and ensuring its say over governance at the meeting. PM Modi endorsed this, along with all senior Ministers of his . As did the  in what is perhaps the first instance in the history of  where the RSS has openly discarded the fig leaf of being just a social organisation, and assumed political charge of internal and foreign policy.

Ministers of Finance, Home, External Affairs, Defence amongst others attended the meeting where issues of governance were raised, analysed and criticised with RSS leaders suggesting a course correction on matters of policy and implementation.

There was tension between the RSS and PM Modi soon after he came to power, arising from the highly personalised nature of his rise. There were sufficient leaks from Nagpur at the time to sections of the media to suggest that all were in the RSS were not happy with this phenomenon and efforts were on to curb this trend. As a result when he insisted on the appointment of his Man Friday Amit Shah as the BJP President there was some resistance from the RSS that was wary of this consolidation. However, the Prime Minister had his way as he was a riding a popularity wave that the RSS did not want to buck. Shah along the way, mended fences with the RSS as he was more comfortable working with the cadres than with the official BJP in most of the state.

Relations between Shah and the RSS are clearly cosy now, as in the briefing after the three day conclave the RSS spokesperson said that Shah had assured them that the One Rank One Pension scheme would be implemented. Strangely enough there was no mention by the RSS of the Defence Minister Manohar Parrikar insofar as this specific assurance was concerned. Instead RSS joint general secretary Dattatreya Hosabale told reporters, that Shah "will resolve this issue soon."

There were three major issues with which the RSS had differences with the government, developed of course, after strong adverse reaction from the ground. Over the months PM Modi came under flak on matters of policy, starting with the Land Acquisition Bill. RSS kisan organisations eventually joined the stir realising that this constituency was slipping away. Pressure thus doubled on the government to back off from the controversial anti-farmer amendments. The Prime MInister was adamant not to do so initially but has given in now as he found himself isolated within without the RSS support, and divisions within the BJP surfacing.

The second issue has been One Rank One Pension with ex-servicemen seen as a major BJP/RSS constituency. The anger over the delay has allowed the RSS to pressure the government on this, even as it supported the military veterans through the struggle. The government has made it clear at the conclave that this will be worked out to the satisfaction of all.

The third issue that erupted for just a day, but has the potential of turning into a major protest soon, was the trade union agitation. Interestingly BMS has been agitating with the other trade unions against the government on issues, and the impact would have been even more severe if it had remained part of the nationwide bandh two days ago. It pulled out as a gesture after the government virtually agreed to present itself on trial at the RSS conclave, address their concerns and doubts, and agree to be mentored for a course correction.

All this has happened with the RSS now claiming to be "satisfied" with the government response. Although, as its spokesperson said, not a 100 per cent but the government was now "moving in the right direction."

A fourth point of difference has been economic issues with the RSS affiliates opposed to economic reforms as being pursued by the government. It is not clear to what extent these differences have been ironed out with Hosabale saying, "economic models need to be developed on the basis of Bharatiya chintan and vichar. Western models have failed."The Land Acquisition Bill amendments of course appear to have been dropped by the government, a move that will not go down well with the corporates looking for positive signals from the "Make in India" government.

Jaitley was questioned by delegates, including many from the Swadeshi Jagran Manch, on Foreign Direct Investment that the latter has been opposed to.

The government was questioned on security issues, internal and external. The RSS now wants it to to talk to  as part of its 'akhand bharat' ideology. As Hosabale said at the briefing, "India is a member of SAARC. India has good relations with neighbouring countries— and Bangladesh were our body parts earlier. People living in these countries are our family." He said it was necessary to ignore irritants in bilateral relations, and India being the bigger brother should take the onus of strengthening ties with these countries that are like siblings. This is an interesting shift in RSS position but it remains to be seen how it actually plays out on the ground.

The RSS mouthpiece carries a vicious article by extremist right winger Pravin Togadia on the census where he advocates stopping the Muslim growth rate in nasty words. Hosabale said that the RSS has prepared a report and this will be discussed at a meeting soon.

The RSS agenda of polarising communities, appointing key persons in cultural and educational institutions has gathered steam and will be further accelerated according to reports. The RSS will be giving in inputs for the New  Policy being finalised by the HRD Ministry. It will also respond to PM Modi's direct appeal to help fight corruption at all levels.

The effort was to end friction, and to do so by accepting RSS mentoring and advice.

Finally RSS chief Mohan Bhagwat spoke claiming the future. "Bhawashiya hamara hai. We will win if we are united, we will lose if we fight each other," he said.

India – Do you know Jaswant Singh Khalra who was Martyred for Exposing State-Sponsored Genocide ?

On 6th September  1995, the Punjab police abducted, tortured, and murdered  defender Jaswant Singh Khalra for his work in uncovering thousands of disappearances, extrajudicial deaths, and secret cremations of Sikhs perpetrated by the Punjab police

On the 20th death anniversary of Jaswant Singh Khalra , we all remember the martyr and  the relentless work and  of Ramnarayan Kumar  Reduced To Ashes: The Insurgency andHuman Rights in Punjab , he report of the Committee for Coordination on Disappearances in Punjab (CCDP), authored by Ram Narayan Kumar, Amrik Singh, Ashok Agrwaal and Jaskaran Kaur. The report focuses on human rights violations committed by the Punjab Police during its operations to suppress the Punjab insurgency in , from 1984 to 1994.

 

The issue of Khalistan was used by the State to divert attention from real issues of democracy, constitutional safeguard and citizens' rights.  Being part of CCDP  the research under guidance of Ram Narayan Kumar was grwat learning experience on the state sponsored atrocities and human rights violations in Punjab.

Human rights activist became a victim of secret police death squads

I want to tell you about Jaswant Singh Khalra.

Jaswant Singh lived in northwestern India in a region called the Punjab. He was from Amritsar, the central hub of Sikh culture. He had a wife, Paramjit Kaur, a daughter, Navkiran Kaur, and a son, Janmeet Singh.

His grandfather, Harnam Singh, joined an independence movement formed out of California called the Ghadar Party and worked to overthrow colonial rule of India by the British Empire.

A bank director at first, Jaswant Singh became a human rights activist after a -led genocide centered in New Delhi, India's capital, killed thousands of Sikhs in the streets at broad daylight.

Jaswant was murdered by the State for uncovering and reporting that death squads of Indian police were secretly rounding up Sikh men in Amritsar and other areas of the Punjab, imprisoning them off the books, torturing them, killing them, and then quietly cremating their bodies at local cremation grounds.

In Amritsar alone, Jaswant identified the names of 2,097 Sikhs who were secretly cremated after being murdered by a police death squad.

Amritsar is just one of thirteen districts in the Punjab.

The Indian State admits it killed Jaswant Singh Khalra in the exact same manner as the sufferers of the genocide. Khalra was killed in 1995. It only took the State sixteen years before its Supreme Court finally upheld the convictions and sentences of six low-level police officers involved in Khalra's abduction, torture, and murder.

But the statewide police director, KPS Gill, who is alleged to have personally ordered the killing, was never charged. Amnesty International recognizes the genocide revealed by Khalra. In an interview, Gill said: "I don't care about the Sikhs who call me the Butcher of Punjab." His police did care about intimidating Khalra's family as they pursued justice in the courts. During a court hearing in 1998 — three years after Khalra's murder — Amnesty International reported "the tyres of a vehicle belonging to members of the Khalra Action Committee were slashed outside the court building."

The Sikh Genocide was sponsored by the Indian State.

The genocide is acknowledged by the State.

The killings have declined but the same police officers who fielded death squads remain in power in the Punjab.

The current state police director is Sumedh Saini. He has faced multiple charges for human rights violations but no convictions. Charges against Saini are diverse. They include murdering two Sikh government workers, who were the father and uncle of Davinderpal Singh Bhullar. Bhullar is a mechanical engineer now sitting on death row after allegedly confessing to a bombing; Bhullar says he was tortured to make a false confession. Charges against Saini also include murdering two Hindu businessmen and their driver over a personal dispute.

But all is fine in the Punjab. There is no reason for concern. Let us cry peace, peace, peace.

That is the tune those who don't like to be made uncomfortable sing when they hear words like "state-sponsored."

There is nothing more uncomfortable than admitting the State created genocide.

Admitting as much invokes a requirement for justice. Justice requires the guilty and the innocent be separated. The thirst of justice cannot be slaked while those accused of guilt still lead the land.

The work of Jaswant Singh Khalra is not finished.

आरएसएस- मायावती ने महाराष्ट्र सरकार के मंत्री या सरकार के खिलाफ बोलने पर देशद्रोह की कार्रवाई के निर्देश को लेकर भी भाजपा को आड़े हाथों लिया और कहा कि इस आदेश से भाजपा का 'फासीवादी चेहरा' खुलकर सामने आ गया है।
