Aylan Kurdi has become the symbol of the refugee crisis in Europe. He was washed up dead on the shores of Bodrum in southwest Turkey. The three year old toddler drowned in the Mediterranean Sea along with his five-year-old brother Galip and mother Rihan. The father, Abdullah, survived. The pictures of Aylan lying dead on the beach went viral on social media and now he has become a symbol of refugee crisis in Europe

আমরা কি পারি না, বাংলাদেশের নদীগুলো দূষণ থেকে বাঁচাতে ?

বাংলাদেশের অধিকাংশ নদ-নদী, পুকুর ও জলাশয় দূষণে আক্রান্ত, সেই দূষণ এতটাই মারাত্মক যে, ঐ পানি খাবার হিসেবে ব্যবহার করা তো দূরের কথা, স্নান পর্যন্ত করা সম্ভব নয়। দূষিত এ জলাশয়গুলোর জল ব্যবহারে বিভিন্ন প্রাণঘাতি রোগে আক্রান্ত হওয়ার সম্ভবা বহুলাংশে বেড়ে যায়।

নদীদূষণের নানা ধরনের কারণ নিয়েই আমি প্রায়শই আলাপ-আলোচনা দেখি, কিন্তু কিছু কিছু আলোচনা নানান ধর্মীয় অনুভূতির দোহাই দয়ে এড়িয়ে যায় মানুষ। কিন্তু সেই দূষণ কিন্তু ছোট-খাট নয়, বরং অনেক বড়। অনেকদেশই এখন বিষয়গুলো নিয়ে সরব, শুধু বাংলাদেশ বাদে।

সত্যিই কথা বলতে, বাংলাদেশের নদীগুলো দূষণের যতগুলো মূল কারণ আছে তার মধ্যে অন্যতম হচ্ছে হিন্দু ধর্মাবলম্বীদের দূর্গা পূজার সময় প্রতিমা বিসর্জন। বিষয়টি নিয়ে হয়ত অনেকেই মাধা ঘামান না, ভাবেন বছর একদিন একটি ছোট মূর্তি ভাসালে আর এমন কি দূষণ হবে ? আপনাদের জ্ঞাতার্থে বলছি, বিষয়টি আপনি যত ছোট মনে করছেন, আপনার পাশের দেশ হিন্দু নেতৃত্বাধীন ভারত কিন্তু তত ছোট মনে করেনি। গত কিছুদিন আগে তাদের খোদ কোর্ট থেকে আদেশ দিয়ে অনেক নদীতে প্রতিমা বিসর্জন নিষিদ্ধ করে দিয়েছে। এই তো দু'সপ্তাহ আগেই গঙ্গা-যমুনায় প্রতিমা নিষিদ্ধ করেছে এলাহাবাদ হাইকোর্ট। জল দূষণ রুখতেই গঙ্গা ও যমুনা নদীতে প্রতিমা বিসর্জনের উপর সম্পূর্ণ নিষেধাজ্ঞা জারি করা হয়, আদালতের এই নির্দেশের ফলে আসন্ন গণেশ চতুর্থী ও দুর্গা পুজায় আর গঙ্গা ও যমুনা নদীতে কোনো প্রতিমা ডুবানো যাবে না। (http://goo.gl/tsv4cQ,http://goo.gl/LKmnrx)

এ সম্পর্কে কিন্তু ভারতের জিনিউজ অনেক আগেই পরিবেশবাদীদের আশঙ্কা নিয়ে রিপোর্টে করেছিলো। রিপোর্টে বলা হয়: "ভয়াবহ আকার নিচ্ছে গঙ্গা দূষণ। ভারতের পবিত্রতম নদী গঙ্গার দূষণ বিপদমাত্রা ছুঁয়েছে অনেক আগেই। ফি বছর দুর্গাপ্রতিমা বিসর্জনের পর তা আরও ভয়াবহ আকার নেয়। ক্রমেই কমছে নদীর নাব্যতা। পরিস্থিতি এতটাই সঙ্গীন, যে অবিলম্বে কোনও ব্যবস্থা না নিলে, আগামী ১০ বছরের মধ্যে ফেরি ও জাহাজ পরিষেবা বন্ধ হতে পারে । এমনই আশঙ্কা করছেন পরিবেশবিদরা। " (http://goo.gl/vsRieA)

পরিবেশবাদীদের দৃষ্টিতে জলে মূর্তি বিসর্জন কেন ক্ষতিকর:
ভারতীয় পরিবেশবাদীরা অভিযোগ করে বলছে, মূর্তির গায়ে সিসাযুক্ত রং এবং ক্যাডমিয়ম ও অন্যান্য জৈব যৌগ জলকে সারা বছর দূষিত করছে। সেই সঙ্গে মূর্তির মাটি, বাঁশ, ফুল, বেলপাতা, মালা বা শোলার যাবতীয় অলঙ্কার ভরাট করে তুলছে নদীর তলদেশ। বিসর্জনের পর মূর্তির গায়ে থাকা সিসা ও ক্যাডমিয়াম গঙ্গাতে মিশে মাছের মাধ্যমে মানুষের শরীরে ঢোকে। স্নানে ও পানে সিসা নিয়মিত শরীরে ঢুকলে মানুষের বুদ্ধি কমে, স্মৃতি হ্রাস পায়, রক্তে হিমোগ্লোবিনের ঘাটতি হয়, কোষ্ঠকাঠিন্যও দেখা দেয়। কলকাতার মানুষের শরীরে নানাভাবেই নিয়মিত সিসা ঢুকছে। ক্যাডমিয়াম এর কারণে দুরারোগ্য ব্যাধি হয় বৃক্কে, যকৃতে ও অস্থিমজ্জায়। মূর্তি বিসর্জন, আবর্জনা, নোংরা ও বর্জ্য নিক্ষেপের কারণে নদী হারাচ্ছে তার স্বচ্ছতাও। শুধু মূর্তি বিসর্জন নয়, হিন্দুঘরে প্রতিদিন দেবতার পুজো হয়। পূজার উপচার ফুল, বেলপাতা, তুলসীপাতা,ধূপকাঠি, টিকে। একদিনের পূজার পর এগুলো বর্জ্য পদার্থ। প্রতিদিন আসবে টাটকা ফুল,পাতা, পরদিন তা আবার বাসী হবে। যেখানে সেখানে ফেলা চলবে না, পাপ হবে, ফেলতে হবে জলে। সেই সুবাদে আসে কাগজের ঠোঙার কাগজ, প্লাস্টিকের ঠোঙার প্লাস্টিক, ধূপকাঠির পোড়াশেষে ধূপ না থাকা কাঠিটুকু, টিকের ছাই – নদীখাতের জলধারণক্ষমতা কমাতে, দূষক পদার্থের গাঢ়ত্ব বাড়াতে যাদের জুড়ি নেই। (এ সম্পর্কে 'হিন্দু সংস্কৃতি ও গঙ্গা দূষণ'নামক সিদ্ধার্থ শঙ্কর মুখোপাধ্যায়ের দুটি বিজ্ঞাননির্ভর লেখা আছে। লেখা দুটো পড়তে পারেন:http://goo.gl/9CA1xs ,http://goo.gl/gGeRbV )

দেখা যাচ্ছে, ভারতের জনগণ এখন মূর্তি বিসর্জনের মাধ্যমে পরিবেশ দূষণ সম্পর্কে অনেকটাই সবর, অথচ বাংলাদেশে (যেখানে বছরে লক্ষ লক্ষ প্রতিমা বিসর্জন হয়) বিষয়টি নিয়ে কেউ সরব নয়। কিন্তু বাংলাদেশের নদীগুলোর অবস্থা তো আরো করুন, নদীতে স্রোত ও জল নেই বললেই চলে। সেখানে যদি ফি প্রতিমা বিসর্জন চলতে থাকে, তবে অদূর ভবিষ্যতে নদীর পানি বলে কিছু থাকবে না, হবে বিষের ডিপো, ব্যাপকভাবে ছড়িয়ে পড়বে মহামারী, প্র্রাণ হারাবে বহু মানুষ।

তাই আমার মনে হয়, আসছে দূর্গা পূজায় প্রতিমা বিসর্জন নিয়ে বাংলাদেশের জনগণ ও পরিবেশবাদীদের সরব হওয়া উচিত। এক্ষেত্রে নদীতে নয় দূষণ এড়াতে প্রতিমাগুলো সযত্নে মাটিতে পুতে ফেলা যেতে পারে। এতে একদিকে বাংলাদেশের নদীগুলো যেমন বড় ধরনের দূষণের হাত থেকে রক্ষা করা সম্ভব হবে, অন্যদিকে হিন্দুধর্মের মহত্ত্বও জনগণের সামনে ফুটিয়ে তোলা সম্ভব। মনে রাখতে হবে, ধর্মের জন্য মানুষ নয়, মানুষের জন্য ধর্ম। তাই সময় থাকতেই পরিবেশ রক্ষায় সচেতন হওন।

প্রবীণ অর্থনীতিবিদ অধ্যাপক রেহমান সোবহান তার নিজ নতুন বই ফ্রম টু ইকোনমিস টু টু নেশনস মাই জার্নি টু বাংলাদেশ-এর প্রকাশনা অনুষ্ঠানে শনিবার পাকিস্তানি সামরিক শাসন আমলে নিজের লেখালেখির কথা উল্লেখ করে বলেন, 'ওই সব দিনে ফিরে গেলে এটা ভাবিকিভাবে এসব কথা সেদিন বলতাম। এসব কথা বলার সময় ডান-বাম চিন্তা করতাম না। এসব বলতে পারতামকারণ এগুলো ছিল মনে কথা। কিন্তু এখন কোনো লেখা লিখতে গেলে এটি প্রকাশের আগে এক সপ্তাহ লেগে যায় এবং ৫ বার পড়তে হয়। স্বাধীন বাংলাদেশের অন্য সবার মতো আমাকে আজকাল প্রতিটি শব্দ ব্যবহার নিয়ে ভাবতে হয়। কিন্তু মুক্তিযুদ্ধের সময় এবং পাকিস্তানের শাসন আমলে আমরা টেবিলে বসেই দুই ঘন্টায় যেকোনো কিছু লিখতে পারতাম'।
অধ্যাপক রেহমান সোবহান অতি পরিচিত প্রখ্যাত একজন ব্যক্তিত্ব। দুই পাকিস্তানের বৈষম্য নিয়ে অন্য স্বল্পসংখ্যকের সাথে পাকিস্তান সামরিক শাসনের মধ্যেই তিনি লিখেছেনবলেছেন। কিন্তু তাকে নিজ থেকে নিয়ন্ত্রণ বা সেলফ সেন্সরশিপ নিয়ে তখন ভাবতে হতো না। বাংলাদেশ নামক ভূখন্ডটি স্বাধীন হওয়ার এতোকাল পরে এসে তাকে শব্দ প্রয়োগ নিয়েও ভাবতে হচ্ছে। আর এ কথা তিনি প্রকাশ্যে স্বীকার করলেন এবং সবার সামনে তার অসহায়ত্বের কথাই প্রকাশ করেছেন। তাহলে পরিস্থিতি কি এতোটাই খারাপ হয়েছেঅন্যান্য অনেকের মতো অধ্যাপক রেহমান সোবহানের বক্তব্যে তার প্রতিফলন দেখা যায়। অধ্যাপক রেহমান সোবহানের বক্তব্যেই স্পষ্ট হয় কি দমবন্ধ করা পরিস্থিতির মুখোমুখি এখন আমরা।
এ কথা ভুলে গেলে চলবে নাবাংলাদেশের স্বাধীনতা আন্দোলন ক্রমাগতভাবে তার পরিণতির দিকে এগিয়ে যায় প্রথমতসামরিক শাসন বিরোধী আন্দোলন এবং এ থেকে সৃষ্ট উত্থাল গণজোয়ারের মধ্যে গণতান্ত্রিক সমাজ প্রতিষ্ঠার প্রত্যয় নিয়ে। মুক্তিযুদ্ধের মূল চেতনাই ছিল একটি গণতান্ত্রিক রাষ্ট্র কাঠামো কায়েম হবে এবং বিদ্যমান থাকবে এমন আকাঙ্খা। নতুন একটি দেশ হওয়ার পরে যে সংবিধান আমরা পেয়েছিলাম সেখানে মানুষের বাক-ব্যক্তিচিন্তা-বিবেকের স্বাধীনতাসভা-সমাবেশের অধিকারসহ সব মৌলিক অধিকারগুলোকে খুবই গুরুত্বের সাথে সন্নিবেশিত করা হয়েছিল। সংবিধান প্রণয়নের স্বল্পকাল পরেই মানুষের অধিকারসহ গণতান্ত্রিক প্রথা-প্রতিষ্ঠানগুলোকে একে একে বিলোপ করা হতে থাকে। বাস্তবে দেশটি আবার আগের পরিস্থিতিতেই ফিরে যেতে শুরু করে। এরপর থেকে যতো শাসকের শাসন এসেছে কমবেশি তারা সবাই ওই একই দোষে-দুষ্ট ছিলেন।
বর্তমান সরকার ক্ষমতায় আসার পরে মানুষের ন্যূনতম যে অধিকারগুলো তাও অগ্রাহ্য করা হয়। বিচার বহির্ভূত হত্যাকাণ্ডঅপহরণগুমখুনসন্ত্রাসচাদাবাজিব্যাংক ও শেয়ারবাজার লুটসহ এমন এক পরিস্থিতির সৃষ্টি করা হয় যাতে মানুষ বিপন্ন বোধ করতে থাকে। অন্যদিকে বিরোধী মতপথপক্ষ ও দলকে নিশ্চিহ্ন করার সর্বাত্মক প্রচেষ্টা গ্রহণ করা হয়। ভোটের ন্যূনতম যে অধিকার এতোদিন চালু ছিল তাও এখন আর নেই। অধ্যাপক রেহমান সোবহান ঠিকই বলেছেন,এখন কিছু লিখতে গেলে সাত দিন চিন্তা করতে হয়পাচ বার পড়তে হয়। চিন্তা ও বিবেকের স্বাধীনতার বিপক্ষে তথ্য প্রযুক্তি আইনের ৫৭ ধারা প্রণয়ন ও প্রয়োগ করা হচ্ছে এখন।
তবে এসব বাধা-নিষেধে দীর্ঘমেয়াদে কি কোনো কার্যকর ফললাভ সম্ভববিশ্ব খ্যাত গণমানুষের ইতিহাসবিদ বা পিপলস হিস্টোরিয়ান হাওয়ার্ড জিন বলেছেনমানুষের চিন্তা ও বিবেককে কখনো বন্দি বা আটক করা যায় না।
কিন্তু ক্ষমতাসীনদের পক্ষ থেকে বলা হচ্ছেসব কিছুই যথার্থভাবে চলছে। দেশের উন্নয়নের কথা জোর গলায় বলা হচ্ছে। ক্ষমতাসীনদের পক্ষ থেকে এও বলা হচ্ছে যেপ্রয়োজনীয় মাত্রায় গণতন্ত্র বিদ্যমান। কিন্তু আসলে বিদ্যমান পরিস্থিতি কি তাইযেকোনো বোধ-বুদ্ধিসম্পন্ন মানুষই বুঝতে পারছেন পরিস্থিতি কেমন রয়েছে। আর এ কারণেই বয়োবৃদ্ধ অর্থনীতিবিদ অধ্যাপক রেহমান সোবহানকেও এখন বলতে হচ্ছে তার উদ্বেগ ও উৎকণ্ঠার কথা। অধ্যাপক রেহমান সোবহানেরই যদি এই অবস্থা হয়তাহলে আমজনতার অবস্থাটি কি তা সহজেই অনুমান করা যায়।।

ওয়ান ইলেভেনে তোফায়েলদের ভূমিকা ক্ষমা করতে পারি, ভুলতে পারি না


মন্ত্রিসভার প্রভাবশালী মন্ত্রী ও দলে প্রভাবশালী নেতাদের কড়া সমালোচনা করলেন প্রধানমন্ত্রী শেখ হাসিনা। ২১ আগস্ট গ্রেনেডহামলা ও ২০০৭-এর 'ওয়ান ইলেভেন'পরবর্তী সেনাসমর্থিত তত্ত্বাবধায়ক সরকারের সময়ে দলের শীর্ষনেতাদের 'হাসিনাবিরোধী'অবস্থান নিয়ে ক্ষোভ প্রকাশ করেছেন প্রধানমন্ত্রী শেখ হাসিনা। তিনি বলেছেন, 'আই ক্যান ফরগিভ বাট নেভার ফরগেট'।

গতকাল সোমবার সচিবালয়ে মন্ত্রিপরিষদ বিভাগের সভাকক্ষে অনুষ্ঠিত মন্ত্রিসভা বৈঠকের অনির্ধারিত আলোচনাকালে একথা বলেন বলে নিশ্চিত করেছেন সরকারের একজন মন্ত্রী।বৈঠকে প্রধানমন্ত্রী বলেন, বারবার আমাকে হত্যার উদ্দেশে হামলা করা হয়েছে। কিন্তু আল্লাহর রহমতে আমি এখনও বেঁচে আছি, সুস্থ আছি। এ প্রসঙ্গে তিনি বলেন, ২১ আগস্ট গ্রেনেডহামলায় তারেক জিয়া সরাসরি জড়িত ছিল। তার নিয়ন্ত্রণে থাকা হাওয়া ভবনে আমাকে হত্যা মিশন সফল করার লক্ষ্যে একাধিক বৈঠক হয়েছে। কারা কারা সেসব বৈঠকে ছিল বা পরিকল্পনায় কারা কারা জড়িত তার অনেক কিছুই এখন আমি জানি।
শেখ হাসিনা এসময় হঠাৎই তারেক জিয়ার সঙ্গে বাংলাদেশে অবস্থানরত তৎকালীন ভারতীয় রিসার্স অ্যান্ড এনালাইসিস উইং 'র'-এর কতিপয় ঊর্ধ্বতন কর্মকর্তার ঘনিষ্ঠ সম্পর্ক নিয়ে কথা বলেন। তিনি মন্ত্রিসভায় জানান, সেসময় তারেক জিয়ার সঙ্গে 'র'-এর একাধিক ঊর্ধ্বতন কর্মকর্তার ঘনিষ্ঠ সম্পর্ক ছিল। যেটা ছিল পারিবারিক পর্যায়ের। উদাহরণ হিসেবে প্রধানমন্ত্রী জানান, তারেক জিয়ার মেয়ের জন্মদিনে পারিবারিক অনুষ্ঠানের আমন্ত্রিত অতিথি ছিলেন 'র'-এর বেশ কজন ঊর্ধ্বতন কর্মকর্তা।

শেখ হাসিনাকে হত্যার উদ্দেশে নেওয়া আরেক পরিকল্পনা সম্পর্কে এসময় প্রধানমন্ত্রী বলেন, টুঙ্গিপাড়ায় পূর্ব নির্ধারিত একটি অনুষ্ঠানে যোগ দেওয়ার উদ্দেশে বাসা থেকে বের হওয়ার ঠিক পূর্বমুহূর্তে আমার হাতে একটি কাগজ আসে। যেটিতে লেখা ছিল- অনুষ্ঠানে যোগ দেওয়া ঠিক হবে না। আপনার জীবন সংকটাপূর্ণ। আর যদি বের হতেই হয়, অনুষ্ঠানে যোগ দিতে হয়- তাহলে বিশেষভাবে সতর্ক থাকার পরামর্শ দেওয়া হয় তাতে।
এ ঘটনা প্রসঙ্গে তিনি বলেন, সেসময় এরকম একটি কাগজ আমার হাতে আসার কথাছিল না। কিন্তু এসেছে। এটা নিয়ে চিন্তিত হয়ে পড়ি আমি। ভাবতে থাকি এটা কি ইচ্ছাকৃতভাবে আমার হাতে পৌঁছানো হয়েছে নাকি ভুলে কাগজটি আমার হাতে পৌঁছেছে। তিনি বলেন, যদি টুঙ্গিপাড়ায় বড় ধরনের কোনো ঘটনা ঘটতো বা সেখানে যদি আমি মারা যেতাম তাহলে বিএনপি সরকার জনগণের কাছে বলতে পারতো আমরাতো আগেই তাকে (শেখ হাসিনা) জানিয়েছিলাম। কিন্তু তিনি আমাদের কথা শোনেননি। অথবা এটি ভুল করেও আমার কাছে এসে থাকতে পারে। এভাবেই আমাকে বারবার গোপনে এবং কোনো কোনো সময় প্রকাশ্যে হত্যার চেষ্টা করা হয়েছে।

ওয়ান ইলেভেনের বিতর্কিত সরকার আমলে নিজ দলের শীর্ষ নেতাদের শেখ হাসিনার বিরোধিতা প্রসঙ্গে বলেন, সেসময় বাংলাদেশে নেতৃত্বের সংকট শুরু হয়। বিশেষ বিশেষ গোষ্ঠী 'মাইনাস টু ফর্মুলা'বাস্তবায়নে উঠে পড়ে লাগে। যেভাবেই হোক মাইনাস টু ফর্মুলা বাস্তবায়ন করতে হবে। এতে অনেক নেতাই বিভ্রান্তিতে পড়ে যায়। আর এ সুয়োগটাই নেয় ষড়যন্ত্রকারীরা।

তিনি বলেন, এখানে উপস্থিত আমার মন্ত্রিসভার কয়েকজন সিনিয়র নেতাও সেসময় ওই ষড়যন্ত্রের পক্ষে সাড়া দেন। বর্তমান শিল্পমন্ত্রী আমির হোসেন আমু, বাণিজ্যমন্ত্রী তোফায়েল আহমদ, আওয়ামী লীগের সাবেক তথ্য ও গবেষণা সম্পাদক অধ্যাপক আবু সাইয়্যিদ, সাবেক যুগ্ম সাধারণ সম্পাদক মুকুল বোস, সাংগঠনিক সম্পাদক মান্নানসহ অনেকেই আমার বিরুদ্ধে ষড়যন্ত্রেও লিপ্ত হন, আমাকে দল থেকে দেশ থেকে বহিষ্কার করার জন্য। কিন্তু তাদের এ ষড়যন্ত্রও সফল হয়নি। 

অথচ আমাকে মাইনাস করার জন্য আমার দলের শীর্ষ এসব নেতাও সেসময় 'র'-এর সঙ্গে ঘনিষ্ঠ যোগাযোগ রক্ষা করেন। এসব কথা আমার সব সময়ই মনে পড়ে। এজন্য 'মে বি আই ক্যান ফরগিভ বাট নেভার ফরগেট'।

এ ব্যাপারে সরকারের প্রভাবশালী একজন মন্ত্রী বলেন, প্রধানমন্ত্রী যখন নাম ধরে ধরে সমালোচনা করছিলেন তখন মন্ত্রিপরিষদে উপস্থিত সদস্যরা মাথা নিচু করে চুপ করেছিলেন। মন্ত্রিসভার এ সদস্য আরও বলেন, আমি এবার প্রথম এ ধরনের অভিজ্ঞতা পেলাম। প্রধানমন্ত্রী যে চোখে চোখ রেখে এভাবে কারও সমালোচনা করতে পারেন এবং অপ্রিয় সত্য কথা বলতে পারেন- এটা এবারই আমি প্রথম দেখলাম।

বারে বারে মারিছে মহিষাসুর,বিঁধিচে বল্লম হিরদ মাঝারে,কি রক্ত!


সিংহ ব্যাটা সনে সনে, ঔ বেটি নারী বটে,হিমালয়ের বিটিও বটে!

মহিষাসুর মারিছে কেন হরেক বছর,কোন মন্ত্র বলে অসুরডাও বগা!


ফান্দ দ্যাখছে,ফান্দে পড়ছেও,ফান্দে পইড়্যা মরছেও- কোন হালায় শুধাইছে মরচে কি মরে নাই,কোন হালায় কহিছে- বগা কাঁদতাছে?


পুজোর ঠ্যালা বড় ঠ্যালা,অসুরডার পুজোর নেশা হইছে হালায়!

বেবাক হুল্লোড়,অসুরডাও পাকা অভিনেতা,রোলে মানানসই!


বধিছে বারম্বার প্রতিবার,তবুও বুঝিল না কাহারে বধিছে কেবা!

কাহার রক্তপানি হইচে,বরষায় ঝরিল কাহার চোখের পানি বেবাক!


কহিলাম না কোনো দিন যাহারে চোখে চোখে রাখিলাম,ভালোবাসি!

এত্তো জন্জাল কাঁহাতক ঝাড়ু মারিব,কি ঘেন্না,ক্যামন অস্পৃশ্যতা-

জীবনডাই অছুত কাইট্যা গেইলো,সে জানিলও না কি ভালোবাসি!


নদীর দ্যাশ,বাদা বনের দ্যাশ,সেই খ্যাতের আলধার আজি আঁধার!

আধার নিরাধার সীমান্ত রহিছে মাঝখানে,আছে কাঁডাতার,ওপারে বঙ্গ

এপারে রঙ্গ রং বাহার,বসন্ত বাহার,রং বেরং তামাশা যতেক,কি আনন্দ!


একচালাতেই অসুর ব্যাটা মরিয়াও আশ মেটে নাই এখনো,বারে বারে মরে,ফের জ্যান্ত সাপের মতই প্যান্ডালে প্যান্ডালে ধূপ ধুনিতে মন্তরজাপে,রোগে ভোগে মরিতেই আছে,নরবলি বন্ধ যদিও বটে

তবুও বলি হড়তালে, বন্ধ ডাকিলেই বলি,ভোটে বলি,বলি রাজনীতিতে!


বলি হাটে ঘাটে মাঠে বাটে,বলি এপারে ওপারে,এত্তো ভালোবাসা বৃথা!

পাচার হইছে মাগ মাগী,ব্যাটা বেটি কাঁটাতারে হরেক নেশা,তস্করি পেশা,ছোট ছোট শিল্প বোমা বাঁধিবার,কে মরিবে,কে মরিছে,কে জানে!


চোখের জল,চাখের পানি,নূন কতটা কোনখানে ,সেটাও না জানি!

কোন হালায় কয়,নরবলি নিষেধ বটে,নরবলি আজিও উত্সব- সেই জলসাঘর,নহবতখানা,কাছারি নাই,নায়েব নাই,জমিদার তবু মরে নাই!


সেই নক্সীকাঁথা কবরে পইড়্যা,সেই সোজন বাদিয়ার ঘাট এপার ওপার!

ভালোবাসা মরিয়াছে জলে ডুবেও যাহা মরে নাই,বাজারে কন্ডোম, তেল

খবরে খবরে শিরোনাম শুধু একটাই কে মুতেছে কোথায়,কোথায় কে হাগিছে বটে,কে কাহার মুন্ডুপাত করিল,কে কাহার সনে শুতেছে!


জীবন জীবিকার কথা,হাটে বাটে মাঠে ঘাটে মরিছে যাহারা- হারাইছে যাহারা মাতৃভাষা- তাহাদের কথা লেখা হইতাছে না,কি আনন্দ!

কত গান,কত নদী,কত ক্ষেত,কত বন্ধু,কত পরাণ ক্যামনে হারাইলাম!

সব ব্যাটা বেটি রাজনীতি বোজে,কিছু বোজে না আর,সব্বাই কথিছে,

Further to the memoranda received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained.

The current government manpower numbers are revealing. In March 2014, the total number of employees for the central government was estimated at 3.32 million. By March 2015, the employees' strength increased by five per cent to 3.5 million and by March 2016, it would go up further to 3.55 million, though at a lower rate of 1.5 per cent. In the last three years, the Union government's expenditure on salary, allowances and travel has seen a steady rise - from Rs 1.21 lakh crore in 2013-14 to Rs 1.5 lakh crore in 2014-15 - an increase of 14 per cent. For the current year, the salary bill would go up by about nine per cent to Rs 1.5 lakh crore. Taken together with the combined wages burden of close to Rs 5 lakh crore for all states, the total wage bill to be impacted by the Seventh Central Pay Commission is estimated at over Rs 6.5 NO Job Security,however!

Bhanumurthy, professor at the National Institute of Public Finance and Policy, said the FFC has tried to factor in the impact of the recommendations of the SPC on the central government expenses. "The FFC report shows the capital outlay of the central government will dip in 2016-17 to 1.4% of GDP from 1.64% a year ago due to the implementation of the Pay Commission recommendation before it starts rising to 2.9% of GDP by 2019-20," he added.

The FFC said that all states had asked it to provide a cushion for the pay revision likely during the award period. The FFC advocated for a consultative mechanism between the centre and states, through a forum such as the Inter-State Council, to evolve a national policy for salaries and emoluments.

The FFC also recommended that pay commissions be designated as Pay and Productivity Commissions, with a clear mandate to recommend measures to improve productivity of employees, in conjunction with pay revisions. "We recommend the linking of pay with productivity, with a simultaneous focus on technology, skills and incentives. We urge that, in future, additional remuneration be linked to increase in productivity," it said.

The Pay Commission official quoted earlier said it has been mandated to recommend incentive schemes to reward excellence in productivity, performance and integrity, which it will do. "Though previous Pay Commissions have talked about linking pay with productivity, the earlier governments have not accepted such recommendations. Since this government has shown strong political will, we hope they will accept our recommendations," he added.

Sources said that there will be no internal relief. The average increase in basic fair pay for all government employees will be in the region of 40-45%.

This is a very rough average because for senior level officers, like the Cabinet Secretary or officials at the secretary level, the payback could increase by more than 50%.

The Pay Panel may recommend a new pay scale from January 1, 2016. The existing HRA would be retained for A1 cities; while there would be a 15-20% hike for other cities.

But interestingly when we spoke to government employees they were not really happy, essentially perhaps because effectively if you take the DA out, it is not really a hefty bonanza as many thought it would be.

Also, given the price rise and inflation issues, most people are saying it is really not that sufficient. Most of these recommendations will be implemented.

But the point is, if the Finance Minister Arun Jaitley has a problem with any of the observations or with the impact of the Pay Commission recommendations, he might even send this back to the Pay Commission for another round of iteration.

In that case, some amendments will be made that come back to the Finance Ministry and then it may go back to the Cabinet for approval. If that happens, it could delay the process by about 1-2 more months.

A central government employee will earn up to 40% more if the government accepts the Seventh Pay commission's proposals, which will be submitted shortly.

This pay hike would affect the lives of over 48 lakh central government employees and 55 lakh pensioners and could trigger off similar pay hike across state governments as well.

An official of the Pay Commission, says recommendations will be made to improve productivity.

The Commission will be talked of market driven compensation at the top level, where there are expert persons required by the government. There should be open competition with the public. If they have a better candidate from outside, he should be appointed instead of simply promoting people by seniority, said the official.

Seventh Pay Commission Likely To Abolish Gazetted Holidays

Media reports:The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices.


Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, "A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture."

The sources argued that the government offices worked only for 196 days in India in a year. Besides, whenever there was election, the government servants were pressed into election work. This affected the routine government business, sources contended.

Earlier, the sixth central pay commission recommended that central government offices should remain closed only on three national holidays (Republic Day, Independence Day and Mahatma Gandhi Jayanti) and all other gazetted holidays should be abolished and the number of restricted holidays (optional) depending on one's religious persuasion should be increased from two to eight days.

The Seventh Central Pay Commission is also likely to make suggestion for flexible work hours for women and employees with disabilities.

Flexible working gives them greater choice over when and where they work, allowing them to better manage their work-life balance

"As flexi working hours will allow women central government employees to strike a balance between her professional and family responsibility, maintain healthy lifestyles and contribute to parenting well, it is recommended for the same and urge upon the government to work out the modalities in this direction," the pay panel source said.

"Flexible working can also provide central government employees with disabilities with a 'bridge' into retirement. Many of surveys show that often the complete loss of professional work account of disability can leave employees with disabilities feeling depressed and unmotivated, even to the point of affecting mental health. Flexible working time can help employees with disabilities delay retirement without giving up too much of their hard-earned freedom." said an official.

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, "The 7th Pay Commission impact may have to be absorbed in 2016-17."


Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.


The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.


However, the Sixth Pay Commission had submitted its report within 18 months.


As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.


Issues like inflation, the government's financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.


It is interesting to note that the earlier governments never accepted to link the pay with productivity.

In a move that would help curb the relentless increase in the Centre's non-Plan spending and ease the way for infusion of more young blood and professionalism into the country's largely moribund bureaucracy, the Narendra Modi government is planning to reduce the retirement age of central government employees from the present 60 to 58.

The move that comes at a time when the Seventh Pay Commission is mulling another sharp boost to the pay structure of the Centre's 5-million-strong workforce is also aimed at creating the requisite space for lateral entry of technically qualified professionals into the government, official sources told FE.

The retirement age was last revised in 1998, when the then NDA government led by Atal Bihari Vajpayee raised it from 58 to 60 years. The last UPA government had reportedly considered enhancing the retirement age further to 62 just before the general elections, but dropped the move.

The superannuation age was increased from 55 to 58 way back in 1962.

Bulge-BracketThe total wage and salaries bill of the central government, excluding PSUs but including the railways, rose sharply between 2008 and 2010 due to the revised pay scales (along with payment of arrears) implemented as per the Sixth Pay Commission's proposals.

The wage bill rose from Rs 1.09 lakh crore in 2007-08 to Rs 1.4 lakh crore in 2008-09, and further to Rs 1.7 lakh crore in 2009-10, before the growth moderated to Rs 1.84 lakh crore in 2010-11. The government spent Rs 2.54 lakh crore in wages and salaries in 2013-14. The railways (with 1.4 million employees), defence (civil), home affairs, India Post and revenue account for more than 80% of the total spending of the Centre on pays and allowances.

Thanks to successive pay commissions, the salaries and other emoluments of government employees have, on average, more than doubled in every decade since independence even though lack of sufficient performance incentives is still considered to be a drawback.

A merger of 50% of the dearness allowance with the basic salary, likely to be part of the Seventh Pay Commission's award, which is to implemented from 2016, is expected to hike the Centre's wage bill by a third and strain its fiscal situation. In February this year, the government hiked DA to 100%, from 90%, benefiting both its employees and 3 million pensioners.

The Centre's expenditure on pension stood at Rs 74,076 crore in 2013-14 and the estimate for the current fiscal is Rs 81,983 crore. However, growth in the outgo on pension is expected to moderate due to the National Pension System based on the concept of defined contribution, launched in January 2004. The NPS has been accepted by large sections of central government employees and most state governments have shifted their employees to the new system.

According to Madan Sabnavis, chief economist at CARE Ratings, reducing the retirement age will give the government an opportunity to outsource more jobs, including by bringing in people as temporary consultants, who will then have to be paid only a fixed salary but not pension or provident fund. Their salary component will then show up as administrative costs, rather than as wage bill.

The finance ministry is weighing the pros and cons of the proposal to cut the retirement age.     False claims On Sardar Sarovar Rehabilitation challenged

                Badwani | 4th September, 2015: The claims by the Gujarat officials in relation to Sardar Sarovar Project as reported in the Times of India (Gates of Narmada Dam are jammed by 3 saffron states:1st September, 2015) are seriously questionable. The decision by the Modi government, taken on June 12th, 2014 to raise the Sardar Sarovar Dam height from 122 m. to 139 m. has certainly been against law and Supreme Court's own judgements. While there are a number of applications filed by the Sardar Sarovar affected persons before the Supreme Court, not just describing the ground reality but explaining violation of law by the submergence imposed on thousands of families, the concerned state and central government are filing false or incomplete information and mis-briefing the apex court.

     

                The fact about rehabilitation is that out of the 244 villages and one township, Dharmapuri, in Madhya Pradesh there are a few villages in the hilly areas that are vacated and the adivasis resettled; although with continued problems at resettlement sites too. What is more serious is that the large number of farmers, labourers, fish workers, traders who are in the agricultural villages are still without full and fair rehabilitation and neither their lands nor their houses can be submerged till six months after completion of resettlement and rehabilitation. This is not only against Narmada Tribunal Award but also against Supreme Court judgments. Almost every village has schools, dispensary, shops, Panchayats, rationing shops running along with agricultural fields on prime agricultural land and houses with which life is on! People are voters in the same village too. Gram Sabhas in the scheduled areas (where all villages lie) have passed resolutions during last many years! But who cares?

     

                The Supreme Court, the Social Justice Bench is no doubt taking review of the number of families with applications pending before the Grievance Redressal Authority but it has not yet been seized with the whole matter. When the decision to raise the dam and construction is illegal and will cause a great human tragedy, putting up the gates and closing doors will be a brutal act on the part of Gujarat as well as the Prime Minister. Hundreds of adivasis in Gujarat, some original villages like Mukhadi (next to the dam site) and the rest at Rehabilitation and resettlement site are yet to get their complaints redressed, about undeclared families or bad lands and problems of water supply and approach roads at many sites.

                In Maharashtra 1200 families await rehabilitation in MP not less than 40000 residing in the submergence area are to face drowning of homes and livelihoods, not replaced. This is the dam where 11000 families are resettled with alternative land but now the government of MP is unwilling and trying to dupe oustees with meager cash in lieu of land. Since the state government and its authority is fully trapped in massive corruption which is under inquiry by Justice Jha Commission, appointed by the Madhya Pradesh High Court. Not less than 2000 registries by the oustees showing purchase of land with cash are to be found to be fake. Corruption, in not this one alone but in five aspects, including house plots allotment as well as constructions at resettlement and rehabilitation sites has resulted in total derailing of policy costing the State Exchequer at least 1000 crores! Modi-Shivraj alliance is surely wanting to damn all evidence and make the inquiry report redundant.

     

                The water available today is not being used beyond 20% as the canal network is not ready. And whatever is lifted is used for industries rather than  for irrigating farms or satiating thirst. Raising the dam is therefore unjustifiable.

     

                It is in this background that the judicial propriety and honesty demands that the dam work is stopped immediately and the gates not erected nor closed. Thousands of oustees have been participants in the Jeevan Adhikar Satyagraha at Rajghat on the Narmada bank in MP. Although that may not be making news in Gandhinagar, the future will not forgive Mr. Modi for the genocidal attack on the oldest of the civilisations i.e. Narmada Valley.

    The Polit Bureau of the Communist Party of India (Marxist) has issued the
    following statement:



    Modi Government: Political Arm of the RSS



    The detailed reports of their work being given by Union Government Ministers
    to RSS leaders at their joint meeting in the Capital is an affront to Indian
    democracy.  It clearly shows that the RSS is not merely the remote control
    but  is in the direct control of this BJP Government which act as the RSS's
    political arm.



    The RSS has openly declared that its agenda is the establishment of its
    ideological project - `Hindu Rashtra'. This objective is against the
    fundamental tenets of the secular democratic Indian Constitution. This
    current exercise being undertaken by the Ministers violates the
    Constitutional oath of office and secrecy that they have sworn to uphold.



    As it is, the basic principles of secularism are being threatened by the RSS
    and its Hindutva front organisations on a daily basis. Many of those
    attending this meeting continue to make communally inflammatory speeches.
    Instead of curbing these elements, the Prime Minister and the Central
    Government is patronizing and is legitimizing  such efforts.



    The CPI(M) strongly condemns and opposes this blatant  violation of
    constitutional norms.

    Nepal Has Yet to Spend $4 Billion in Relief Funds

    After earthquakes, 2.5 million are still in need of food, shelter, medical care

    Four months after two earthquakes killed upwards of 8,800 people in Nepal, and two months after international agencies agreed to donate $4 billion to help the country rebuild, the Nepali government hasn't spent any of that money on reconstruction, Reuters reported Wednesday.

    Govind Raj Pokharel, chief executive officer of the National Reconstruction Authority, told Reuters that the Nepali government, which hasn't made arrangements to receive the funds, probably won't spend the relief money until October. He said there were concerns about building during monsoon season, as well as delays in approving reconstruction plans.

    About 2.5 million people in the country are still in need of food, shelter, and medical care, including many in remote areas, according to the United Nations. Maili Pariyar, 50, who is living in a tent in Kathmandu, told Reuters she has not received aid from the government.

    "We have lost everything. We are desperate," she said. "How much longer do we have to wait for help?"

    Pilgrim nuclear plant safety rating is downgraded | 02 Sept 2015 | (MA) The federal Nuclear Regulatory Commission announced Wednesday that it has downgraded the Pilgrim Nuclear Power Station's safety rating after repeated unplanned shutdowns at the Plymouth facility and recurring problems with the plant's safety relief valves.     VILLUPURAM: Weeks after a communal clash broke out in Seshasamudram village between Dalits and caste Hindus over an Amman temple car procession, police arrested the village president from Kaatu Edaiyar village near Rishivandhiyam on Wednesday afternoon.

     

    Police, after registering a case under three sections, remanded him at the Vellore Central Prison the same night. Local sources said for his personal political gain, the village president, Subramani of the DMDK, destroyed the unity of the villagers by instigating a caste clash between Dalits and Vanniyars on August 15.

     

    So far, 10 houses, a cow shed and the Dalit temple car, besides several other valuables and documents belonging to Dalits, have been burnt at Seshasamudam.  In his confession before the police, Subramani had said that the DMDK made him contest for the Seshasamudram village president post.

     

     To win the election, Subramani, a Vanniyar community man, handed over Rs 1 lakh to the Dalit villagers, claiming that it was his contribution to build a temple car for the Muthu Mariamman temple.

     

    The car was built and consecrated in 2009. Subramani had also secured a majority of the Vanniyar community votes.

     

    The Dalits, who arranged to conduct the car procession in 2012, had put up posters across the village thanking the current DMDK village president Subramani and former AIADMK village president Chinna Durai (also a Vanniyar) for helping them build the temple car.

     

    SubramaniConsidering it to be an ignominy to permit the Dalits to conduct the car procession, Subramani and Chinna Durai created hurdles for the Dalits to conduct the procession.

     

    Later, joined by the Vanniyar community members, both of them stood against the Dalits' car procession, stating they should not use the village common road to take out the procession.

     

    After giving a fake report that a communal clash would erupt in the village, Subramani stopped the district officials from granting permission to the Dalits for the procession.

     

    On August 13 this year, when the 16th peace meet was organised by Villupuram Collector M Lakshmi, she had granted permission to the Dalits for the car procession.

    Irked by this, Subramani, Chinna Durai, Aiyya Swami and other Vanniyar community members had planned to attack the Dalit members and torch the temple car.

     

    On the evening of Independence Day, a mob comprising 500 Vanniyar members disconnected the power supply to the Dalit colony and entered the village, torching all Dalits' houses. Petrol bombs were hurled at the temple car and on a few of the Dalit residents close to the Muthu Mariamman Temple. They also hurled petrol bombs and pelted stones at the policemen and Dalit villagers.

     

    In the attack, around 40 Dalit villagers, eight policemen and three revenue officials, sustained injuries. Following this, police booked a case on 150 Vanniyar community members including Subramani, Chinna Durai, Aiyya Swamy. Also, they have so far remanded 87 caste Hindus in connection with the clash.

     

    According to Subramani, apart from him, more than 100 Vanniyar men including former AIADMK president Chinna Durai and a friend Aiyya Swamy had together planned the attack on the Dalit villagers.

     

    Police, who registered a case under 15 sections of IPC including 307, 436 and SC /ST Act, remanded Subramani at the Vellore Central Prison.

    GANDHINAGAR: The fissures along the caste lines are only deepening in Gujarat. While on one hand, the Patel community is not showing any sign to soften their stand on their demand for quota, the members of the Other Backward Communities too are now preparing to put up a strong resistance. 

     

    The OBC Ekta Manch, a confederation of the 146 OBC communities in Gujart that had come up after the Patel community had raised their demands for inclusion within OBC fold, held a meeting with the members of the tribal community leaders on Thursday in Ahmedabad. 

     

    The face of resistance, 39 year old Alpesh Thakore said that the OBC Ekta Manch would now morph into OBC SC ST Ekta Manch and put up an united struggle to protect the reservation. 

     

    "We have met the tribal leaders today and we shall meet the leaders from the Dalit communities on September 9," Thakore said. 

     

    "We are now preparing a memorandum and have sought time from both the chief minister and governor," Thakore said adding that upon getting appointment, they would meet the Chief Minister and the Governor and present them with their memorandum with specific demands including protection of reservation. Meanwhile in a separate meeting, the Sardar Patel Group (SPG) had decided to raise funds for those killed in the recent violence after August 25 rally in Ahmedabad. 

     

    Varun Patel, spokesperson SPG told ET that the outfit would soon move National Human Rights Commission on the police violence after Agst 25 rally. But the Patel reservation stir has already suffered a massive blow after the differences between Lalji Patel of SPG and Hardik Patel had surfaced and Hardikon Thursday reportedly told media that he would start meeting the Patdar MLAs from Friday

    Introduction

    Educational inequality in India means a system under which all the sections of society are not given equal opportunity to get education whereas the factors which contribute to social inequalities and exclusion from schooling are social stratification, gender inequity, location and poverty. Together these factors form a complex nexus of exclusion. It is also a fact that educational imbalances are still the pressing academic discourses in India and amidst all the hue and cry "Free and Compulsory Education" as a mission has still not translated into a reality! There still exist differential educational attainments in many regions in India and the traditional caste based social disparities are transformed into class inequalities. One portion of population in India has attained universal literacy long ago while a major portion of population still striving to achieve it, this leads to harmful economic disparities, resulting in perpetuating the cycle of inequality across generations. The educational inequalities are not the sole determinants of economic status but they play an important role in creating disparities in earnings. Needless to mention the inequality in the educational access and participation has its roots in the patriarchal and caste based social structure, this caste based social structure worsens the already existing inequalities across regions, religion, and gender and among various social groups. The impact of educational inequality is adversely affecting the deprived sections and widening the gaps in school enrolment between the deprived sections and elitist of the society.

     

    Therefore a prerequisite to actualize universal literacy can be decentralized, participatory approach to planning and management of education and good governance. Without good governance the new innovative Government strategies like Alternate schooling, Right of Children to free and Compulsory Education Act 2009 and the Articles (38, 15, 16, 17, and 21A) of the Indian constitution to safeguard various social groups and ensure equitable distribution of educational facilities will not be able to achieve its objectives. Another basic fact that remains hidden is the privatization of education. The privatization of education is also responsible for widening the gap between the elitist and the depressed class of the society for e.g. it proves to be beneficial to those who can afford education irrespective of the urban rural difference. It is also observed that the educational institutions in some regions are increasingly influenced by castes and communalism along with ineffective teaching and discriminatory attitude of teachers. Such an environment worsens the situation for future development of the depressed sections and sometimes results in discontinuation of their education.

     

    Challenges in Educational and Social Inequalities

    A cursory glimpse at quality of school functioning in India, gives ample evidence that all is not well in schooling facilities and quality of school functioning, there is still disparity in learning achievements. Researches reveal that there is a close association between the social background of children and their learning outcomes in rural areas and low achievers are mainly concentrated among deprived groups who have access to the government schools. Government schools may provide access but fail to provide a suitable learning environment or quality education. Many research finding reveal that schools both in rural and urban India suffers from inadequate infrastructure resources, untrained or undertrained teachers, irrelevant curricula and no measures of quality assurance mechanism. Small schools in particular often have fewer teachers than grades (16.6% of primary schools in India have only one teacher). This means teachers have to teach across grades, but many have little or no training in multi-grade pedagogy and the curriculum is geared towards mono-grade schools, where there is at least one teacher per grade, therefore there are many children learn little and are at risk of being silently excluded from the schooling process. Such challenges negatively affect the learning attainment of the socially backward communities who are mostly dependent on government schools for their education.

     

    Last Word

    Irrespective of so many programmes that have been instituted to help traditionally disadvantaged groups (SC, ST, and OBC) to attend school still the educational access and retention remains unsatisfactory within these communities. The major issue is that very little attention has been directed towards classroom processes that put these students at a disadvantage. Schools for children from the socially and economically backward communities can remedy the educational disparity where evaluation curricula and monitoring of outcome may help larger educational reforms and in a way help in bridging the education, and income gap. But that requires many innovative programmes. One such innovative model is set up by the Navsarjan in Gujarat that has schools with specially designed curricula for dalit children. Such models with effective innovative pedagogy can reduce the existing gap and prove helpful in forming many such schools in different parts of the country. Even though caste-based differences in education, income and other aspects of wellbeing have long been recognized in India and so many affirmative action's for "reservations" and other priorities for scheduled castes and scheduled tribes are included in its legislation still the goals social equity are far to be achieved.

    It is seven years since the horrific communal violence against the Christian community engulfed the district of Kandhamal in Odisha, in August 2008. Recently, thousands of survivors gathered at the panchayat headquarter town of Raikia under the banner of the Kandhamal Peace and Solidarity Committee. It was not to relive the past. Survivors of communal violence rarely want to experience the trauma and the pain which rises to the surface of their hearts and minds with every retelling of those dark and terror-filled days.

     

    The demand was straight and simple — that they be allowed a future.

     

    Agenda of polarisation

    On the surface, things look better. In the 2014 Odisha Assembly election, the Hindutva forces suffered a resounding defeat in this district, losing in all the three Scheduled Tribe reserved Assembly segments. In the previous elections in 2009, the Bharatiya Janata Party (BJP) had put up Manoj Kumar Pradhan, a man accused in two cases of murder of Christians and another 10 cases of arson and violence. He won from G. Udaygiri despite being in jail. 


    The BJP reaped the harvest of the blood of innocents. Pradhan came out of jail within weeks of his election and it was an open secret that he used his clout to sabotage the processes of justice — by intimidating witnesses and instructing the police to go slow in the cases. But this changed in 2014, when the Congress and the Biju Janata Dal (BJD) emerged victorious. The Kandhamal Lok Sabha seat, which was won by the BJD candidate, comprises the Phulbani, G.Udaygiri and Baliguda Assembly segments in the district. The BJP candidate was relegated to third place. In the Assembly elections, the Baliguda seat was won by the BJD candidate. In G.Udaygiri, the Congress candidate won, while in Phulbani, the BJD emerged victorious.

     

    But it would be quite wrong to assume that the agenda of communal polarisation has weakened in any way following the electoral defeats.

     

    Leaders of Rashtriya Swayamsevak Sangh (RSS)-led organisations were freed within months of their arrests and have since resumed their toxic agenda of dividing equally poor communities, the majority of whom are below the poverty line, as they had done earlier, mobilising the largely tribal Kui community against the Dalit Pana community. This is ostensibly against the latter's demand for inclusion in the list of Scheduled Tribes, but when in reality it is targeting Dalits on a communal agenda as around 20 per cent of them are Christians. Tribals from the Kui Samaj who are Christians are also targets.

     

    An important aim of the BJP and the RSS and its front organisations was to ensure that their people who had led and instigated the mobs in 2008 would be saved from punishment, and be available in order to further the communal agenda. In this they have largely succeeded; they have literally got away with murder.

     

    Inadequate compensation

    The facts speak for themselves. First, let's take the issue of compensation. It was said at the time that over 6,000 houses were burnt. The government revised this and brought the figure down to 4,818. Surveys of the extent of damage were made, much like in Gujarat, when the inmates were not present. How could they be present when they were displaced and living in the squalor of 14 relief camps that had been set up? It was estimated at the time that there were over 56,000 men,women and children, all Christians, who had to flee their homes. They lost all their belongings and the compensation package did not take stock of the goods burnt. The belongings of the poor are assumed to have no value.

     

    For a house partially damaged, the compensation fixed was just Rs.20,000 from the State government and another Rs.10,000 from the Central government. For a fully damaged home, the compensation was Rs.50,000 from the State and Rs.30,000 from the Centre. The price of building materials is so high, that with this measly amount, it would be strange if one thought that the victim survivors could rebuild their homes. In reality, they could manage only makeshift structures. Today, these are there for all to see, dotting the landscape of this beautiful region, as asbestos or tin roofs over unplastered, half brick walls. None has a window or a door frame, no grills for security — the evidence of callousness. In all these years, the State government has disbursed only Rs.13 crore as compensation for damaged houses. A petition filed on behalf of the survivors is pending before the Supreme Court.

     

    In the violence in 2008, scores of churches and educational institutions were destroyed. The only positive aspect is that while the Gujarat government is still fighting a case in the Supreme Court against giving compensation to rebuild the large number of mosques that were destroyed across that State following the 2002 riots, in Odisha, the BJD government, in principle, has accepted the Supreme Court suggestion for compensation for damage in Kandhamal, though the amount disbursed was negligible — Rs.70 lakh.

     

    Poor conviction rate

    Take the issue of registration and charge sheeting of cases and the arrests of the accused. It is shocking that around 11,000 rioters were given anticipatory bail which was not objected to by the police. Over 3,000 complaints were filed with the police, but they registered only 828 cases. Of these, only 605 were charge sheeted, and two of them were cases of rape.The pathetic level of investigation can be gauged from the fact that in 2015, there are still 228 cases pending investigation.

     

    Independent inquiries at the time showed that between 80 to 100 people were killed, but the government officially registered only 39 as dead, of whom two were policemen, and three rioters. It is clear that from the beginning, the effort was to minimise the extent of the crime.

     

    The victims have fared no better with the courts. In response to the Supreme Court's orders following a petition filed by Archbishop Raphael Cheenath, two fast track courts were set up in the district headquarters of Phulbani and which started functioning after March 2009. Meanwhile, the BJP used its powers to do everything to sabotage the process and intimidate witnesses. As a result, the conviction rate was extremely low in all the cases in Kandhamal. In 2010, the fast track courts were wound up as a result of very poor results.

     

    According to the indefatigable activist-advocate, Dibya Parichha, who along with his small team has been defying threats while fighting the battle for justice in Kandhamal, there have been convictions in only two cases of murder. Ten of the accused have been given the life sentence. But today, each one of them is out on bail. The 33 other cases of murder of Christians have been closed for "lack of evidence".

     

    In other cases, more serious charges have been closed and punishment given on lesser charges; 315 cases have been closed for "lack of evidence" and 4,232 accused people have been acquitted. There have been convictions in only 73 cases of the 605 people charge sheeted; 492 people have been sentenced for lesser offences, but they are all out on bail.

     

    As of August 2015, there is only one man in jail, held for the gang rape of a nun. Even in this case, the other two who were convicted were given bail and are now absconding. It is as though nothing happened.

     

    Shadow of terror

    There are many other details available of the perpetration of gross injustice after one of the worst instances of carnage against the Christian community. The message that is clear to the victims is that peace is conditional to their subordination. It is a matter of deep shame and sorrow that the Christian community in Kandhamal is subdued not because of its lack of courage but on account of the utter failure of the Central and State governments, the investigative agencies and the criminal justice system, including courts, to ensure justice to it.


    In contrast to this is the State's attitude to the Kandhamal Seven — the four Adivasis and three Dalits convicted and sentenced to life wrongly for involvement in the murder of the religious leader , Swami Lakshmanananda Saraswati. The Maoists declared that they had killed him. Anyone going through the atrocious judgment will come to the inescapable conclusion of their innocence. Their crime is that they are Adivasi, they are Dalit, they are poor and they are Christian. Their appeal is pending before the High Court. While murderers and arsonists are given bail, the bail petitions of these persons have been rejected. They have been in the central district jail in Phulbani for the last seven years for a crime they did not commit.

     

    In the end, along with the struggle for justice for the victim survivors of Kandhamal, the call to "Free the Kandhamal Seven," should resonate throughout the country; a call that will help heal the wounds and bring solace and confidence to those who had gathered in Raikia with a message for the world.

    Dalits in Punjab are beginning to assert themselves through communal farming

    There's a cheerily childlike spring to his step. You wouldn't believe that 52-year-old Karnal Singh spent 59 days in jail even as he nursed a severely crushed forearm-result of a brutal police lathi-charge. The stainless steel prosthesis doctors put in to save his battered limb still hurts, but for the first time in his life it's been worth all the pain.

     

    On Baisakhi this April 14, after working as serfs for many generations, cutting and bringing in the crop of upper-caste Jat zamindars, Karnal Singh joined 700 other Dalits of Balad Kalan village in Punjab's Sangrur district, in the first real harvest of their lives-2,640 quintals of wheat sown, tended and collected from farmland they leased jointly from the panchayat. Now, they are looking to bring home an even more bountiful crop of paddy.

     

    From seeding to eventually being allowed to reap the rewards, it's been a truly tumultuous and decidedly painful journey for 143 Dalit households in Balad Kalan.

     

    Although a key 1961 legislation-the Punjab Village Common Lands (Regulation) Act-decrees that all panchayats in the state must mandatorily reserve 33 per cent of all available shamlat or common land for lease to Scheduled Castes (SCs), for years upper-caste farmers, local sarpanchs and revenue officials have invariably been complicit in hosting dummy SC claimants to deprive real Dalit families access to such holdings.

     

    The story was no different in Balad Kalan. On June 27, 2014, Karnal Singh and his comrades, for the first time alerted to their rights by the Zameen Prapti Sangharsh Committee (ZPSC), a loose, Left-oriented coalition working for land rights in Sangrur, came out of their homes to battle a 500-strong posse of Punjab Police men. The riot-ready policemen had been called out to support panchayat and revenue officials attempting to subvert the auction of 121 acres of common land reserved for lease to SCs. "They (the police) were brutal," says Paramjit Kaur, 38, who spent weeks in a coma after a particularly vicious policeman repeatedly pounded her on the head with his baton. Forty-one Dalit men were charged with "attempt to murder" and incarcerated without bail for 59 days. This, until August 28, 2014, when the state administration and panchayat agreed on a 'samjhauta' and surrendered control of the land.

     

    Balad Kalan echoes an unprecedented transformation that is overtaking rural Punjab, quietly but firmly challenging, even demolishing, age-old caste equations. Dalit collectives like in Balad Kalan have managed to take control of common land legally reserved for Scheduled Caste communities in as many as 16 Sangrur villages.

     

    While Dalits have for long been agitating for access to land, the movement for village commons began to gather steam after 2008, when a group of youths in Benra village, 50 km from Balad Kalan, succeeded in rallying together all 250 Dalit households to gain control of nine acres-even forcing the district administration to cut lease rates. "Like in every other village, here too the Jat zamindars had proxies helping them bid for land that could only be leased to Dalits. We created a situation wherein no Dalit had the courage to stand in as a proxy for a zamindar," says Bahal Singh, 30, who helped raise the Kranti Pendu Mazdoor Union to lead the campaign in Benra.

     

    Right through the summer and monsoon of 2008, every Dalit man, woman and child maintained a zealous vigil forestalling attempts by Jat landlords intent on grabbing land reserved for Scheduled Castes. "We physically surrounded and forced, even carried away, proxy claimants from the auctions," says Balbir Kaur, 65, who led Benra's Dalit women and schoolgirls to stand vigil at the land lease auctions.

     

    Late in 2008, Bahal Singh and his friends succeeded in winning the lease for the nine acres, also paving the way for what must be documented as the first functional Dalit collective farm in Punjab. The nine-acre holding has been life-altering for impoverished households. Twenty-seven-year-old Harbans Kaur used to trudge for miles every day in search of green fodder for the lone cow her family struggled to feed. "There were days when I had to return with no more than a handful of weeds," she recalls. Increasing mechanisation and use of herbicides on farms increased yields particularly for crops such as paddy, but also meant that the weeds Dalit workers traditionally gathered as fodder were no longer available. Left to forage along irrigation canals and the fringes of Jat-owned farms, Dalit women invariably became targets of abuse.

     

    Benra's Dalit women were understandably reluctant to describe the abuse but the Punjabi hinterland abounds with tales of oppression, from Bant Singh Jhabbar whose limbs were hacked off by a group of Jats for trying to protect his daughter from sexual abuse in January 2006, to the 16-year-old Dalit girl of Sangrur's Kalbanjara village who set herself on fire on August 5 this year reportedly to escape harassment by upper-caste youth.

     

    In a deliberate departure from the traditional wheat-paddy cycle, all nine acres leased by the Dalit collective are planted with fodder crops-barseem (clover) and chari (sorghum)-all year round. And for as little as Rs 400 (half the market price) members of the collective can harvest one biswa (1/96th of an acre). But since there is limited land, each Dalit family is allowed no more than 10 biswa. The system, managed by an 11-member committee, works seamlessly, dividing the produce equitably, while ensuring sufficient earnings to bid for the land year after year.

     

    "The chari this year is sweet like sugarcane," Bahal swears, happily chewing a stalk of sorghum.

     

    Inspired by what had been accomplished in Benra, a group of eight Dalit girls in Matoi, a small hamlet outside the Muslim-majority township of Malerkotla, also decided to stand up for themselves. After a year this May, Sandip Kaur, 25, and her friends, all college students, won the lease for 17 bighas (3.4 acres) of land.

     

    Although relatively small, Sandip's mother Amarjit Kaur says the holding is a "godsend" that now makes it possible for several Dalit families in the village to keep cows and buffaloes.

     

    In Balad Kalan, where the Dalits possess a significantly larger land holding (550 bighas or 121 acres), the benefits added up to a virtual bounty. At the Baisakhi harvest this April, each of the 143 Dalit households received four quintals of free wheat and a trolley load of toori (dry fodder) and the right to harvest fresh fodder from 10 biswa land. The land also ensured round-the-year employment for 100 people as farmhands and occasional work for many more during the sowing season. "We also sold wheat worth Rs 24 lakh in the mandi and used the money to make a repeat bid for the land in May," says Rampal, 55, responsible for maintaining records for Balad Kalan's Dalit collective.

     

    ZPSC convener Mukesh Malaudh, 28, who has been closely associated with the movement to reclaim reserved common lands, is convinced that collective farms are the only real solution for Dalit families to benefit from what is their right. "A third of the 1.54 lakh acres cultivable shamlat land in Punjab should legally only be in Dalit hands. But barring the handful of Sangrur villages, a major chunk of the holdings are usurped unlawfully by upper-caste zamindars," he says.

     

    "Depriving Dalits of land has been part of an insidious design in which upper caste landlords and the establishment are complicit," says P.S. Verma, a Chandigarh-based academic and author of a pivotal early 1990s study of rural common lands in Punjab and Haryana. It is only with the organisational backing of some Left groups that villages in Sangrur and some others in the Doaba region (Jalandhar-Kapurthala-Hoshiarpur) are now making successful bids for their land, Verma adds.

     

    Dalits in only a few dozen among Punjab's 12,000-plus villages have gained access to their share of the shamlat. The numbers, although small, are significant in a state like Punjab which has been increasingly in the grip of an agrarian crisis amid shrinking size of landholdings, rapidly depleting groundwater table and rising cost of pursuing the Green Revolution cropping cycle of wheat and paddy. Both with the fodder crops in Benra and the mix of fodder and wheat in Balad Kalan, the Dalit collectives are happily proving that farming can still be a mutually beneficial venture-making for distinctly better living and the sense of empowerment that land brings to deprived people.

    Kerala's Hanuman Sena is triumphant; they've managed to protect Rama's reputation in a Malayalam newspaper

    A tiny room in a building in Kozhikode's Puthiya Palam area serves as the office of the Hanuman Sena, an organization that is largely unheard of in Kerala.

    The wall of the office is lined with placards. One of them reads: "Forsake your subscription of Mathrubhumi which has insulted Lord Srirama Chandra".

    Office-bearers of the Hanuman Sena who were in the room spoke triumphantly about their success in stopping renowned literary critic Dr MM Basheer's column about the Ramayana in Malayalam daily Mathrubhumi.

    The Indian Express's Amrith Lal broke the story on Friday that 75-year-old Basheer was forced to stop his column in the newspaper due to a "sustained  on the telephone by unnamed persons who upbraided him for writing on Rama when he was a Muslim".

    As a part of the Karkkidakam month – popularly called as the Ramayana month – Mathrubhumi had organized a series of articles titled "Stories of Rama with Utmost Reverence" on the Ramayana. Other writers whose columns were featured include Late S Guptan Nair, Additional DG of Kerala B Sandhya and vedic scholar Thuravoor Vishwambharam.

    Basheer was to write a six-part series, but stopped short of the last one as he was unable to bear "being reduced to just a Muslim" at the age of 75.

    "Why should a Haji write about the Ramayana? We have so many Acharyas in Kerala let them write," says Thulasidas the district president of the Hanuman Sena.

    Speaking to The Indian Express, Basheer said he was pained by what had happened.

    "The callers would ask me what right I had to criticise Lord Rama. My series was on Valmiki Ramayana. Valmiki depicts Rama with human characteristics and does not shy away from criticising his actions. The callers were taking exception to the poet's criticism of Rama, which was given in quotes."

    Basheer has been associated with the modernist movement in Malayalam literature. His doctoral work on Malayalam poet Kumaran Asan is widely considered one of the most authoritative works on the subject.

    But Hanuman Sena says Basheer's fame or seniority is not their concern.

    "Instead of focusing on Lord Rama, the columns highlighted Ravana. Ramayana talks about family relationships in detail. If he tries to give his interpretations, we will react badly," says the Sena's state president Bhaktavalsalan.

    "Posters were pasted here and there against the column. Dr MM Basheer has been writing in Mathrubhumi for a long time, he has written about Ramayana last year too. There were others also writing columns about Ramayana. But certain people seem to have got offended with his . We did not ask him to stop writing the column," says V Raveendranath, Mathrubhumi Deputy Editor Kozhikode.

    The Hanuman Sena has been in existence in Kerala for less than three years and the group was not forthcoming about the number of members they have. Those in the know say that they have around 50-60 members across state.

    "Yes, we are a small group. We marched to the Mathrubhumi office. You can interpret this how you want, but now that we are here, we will not let such things go on," says Thulasidas.

    Long before the Hanuman Sena even came into existence, Basheer was already a giant in the Malayalam literary world. His columns forMalayalam newspapers have been on a range of subjects including the Quran, Sree Narayana Guru, and the Ramayana.

    In a phone conversation that The News Minute has a copy of, a Hanuman Sena member is heard questioning an editor with the paper on why they allowed someone without knowledge of the Ramayana to write a column on it. When the editor explains that Basheer is a well known author, the man counters that there was 'vested interest in projecting Lord Rama in bad light.'

    Both Thulasidas and Bhaktavalsalan insist Basheer has glorified Ravana, however, none of the five columns Basheer wrote displayed any overt glorification of Ravana. Instead it engages with the moral dilemma that Rama is in, while asking Sita to take an agnipareeksha (trial by fire) to prove her virtue after being Ravana's prisoner.

    In the column on Sita's agnipariksha, Basheer says that when Sita offered to undergo the test Rama did not object. When she passed through the fire unscathed, the Devas tried to convince Rama to accept her but he refused, saying that Ravana may have touched her mind. Basheer ends his column by saying that when it comes to their wives, men's paranoia trumps any notion of justice.

    In another column, he explores the question of why sage Valmikiincluded passages in which Rama castigates Sita. Would that not diminish Rama's persona? Basheer concludes that Valmiki was showing us the darkest corners of the human mind and that if one reads Sigmund Freud or Havelock Ellis, it is evident that even Lord Rama cannot be blamed for being a man who has certain paranoias when it comes to his wife. He says that Valmiki's narration of these episodes show him as a writer who has understood the human mind.

    In his third column titled 'Anthardhanam' that appeared on August 6, Basheer argues that Valmiki's Ramayana projected Rama and Sita as humans. He says that the fact that Ramayanas written by other authors later could not fully do away with Valmiki's portrayal of Rama's 'human' qualities proves Valmiki's greatness.

    In his last column, Basheer deals with Sita's "self-awareness", which manifests when Rama goes into the forest in search of a deer that caught Sita's fancy, leaving Lakshmana as her guard. When they hear 'Rama' screaming, Sita asks Lakshama to find out what was happening, but he was reluctant to do so. At this point, her "self-awareness" and "self-respect" makes her accuse Lakshmana of lusting after her. In all the five coumns that appeared between August 3 and 7, Basheer only delves upon Rama's 'human qualities and his weaknesses as a husband'. The author also writes that Rama was first a king, then a husband, and that explains his decisions.

    It appears to be a case of rag tag organizations flying the saffron flag intimidating litterateurs and authors based on their faith or allegiances. MM Basheer is yet to clarify whether there was any effort by Mathrubhumi to not bow down to the threats from Hanuman Sena. However, the silencing of literary voices, by questioning their credentials to critique works like Ramayana sets a disturbing precedent.

    Known to be a critic of idol worshiping of Hindu , Kannada scholar Prof Kalburgi was killed inside his home by unidentified assailants on August 30, triggering anguish among the world of literature.

    Protesting the killing, Prakash has announced to return Sahitya Akademy award conferred on him by for his creation 'Mohandas' for the year 2010-11.

    He brought his decision to public domain by posting it on his FB wall on Friday.

    Revolving his decision around growing disrespect, atrocities and violence against intellectuals in the society, Prakash said that he was in his village and would return his citation and award money once he returned.

    He, however, expressed gratitude towards the jury members who were part of announcing his award –Ashok Vajpayee and Chitra Muddal.

    The move form Prakash received warm response from the netizens as within seven hours of the post, it was liked by almost 400 visitors of his page who lauded the move from the littérateur and the post was shared over 150 times in the duration.

    A poet, writer, journalist and filmmaker, Prakash was born in Sitapur village in Shahdol (now in Anuppur) in Madhya Pradesh in Jan 1, 1952. He had also served as assistant professor at JNU from 1975 to 1981.

    His stories 'Uprant' and 'Mohandas' have also translated into films. Prakash himself has directed and wrote several  serials.

    His stories have been translated into all the Indian languages and also into several foreign languages including German, French and Japanese.
