CHENNAI: With no progress in the complaint against a police inspector who wrongly implicated him in a double murder case and detained and tortured him in custody, a Dalit youth from Thoothukudi came to Chennai to approach the ADGP to expedite the inquiry and take action against the officer. This October would mark the second anniversary of the horrific episode that Yesudasan and others underwent.

 

In Chennai to meet the CB-CID head on Wednesday, Yesudasan demanded that inspector Selvam, the officer who allegedly foisted the case against him and others, be arrested immediately, as there was no legal impediment against it.

 

After being implicated in the double murder and his 90-day custody, Yesudasan lost his job as a teller at a leading finance chain. He was later released from custody, and the four, including him, were cleared by another inspector who arrested the real culprits behind the murders.

 

"The whole episode has taken a toll on my life and has wreaked financial havoc on my family as I am now jobless. It is inspector Selvam's personal animosity that ruined our lives," said Yesudasan.

 

"I came to see the ADGP as the case was transferred to CB-CID two months ago. But I was not allowed to meet him as I did not have the case number. I met another IPS officer who remembers the case. They had not made any progress in arresting the inspector," he claimed.

 

Selvam, who was in-charge of Thattaparai police station, arrested the four Dalits, including Yesudasan, after they refused to a land deal that would have fetched Selvam about Rs 25 lakh in 2013.

 

After representations by the victims and the court's observations, an internal probe was ordered and Selvam was found guilty. He was suspended for two months after the report and booked for the same double murder and under the  SC/ST (Prevention of atrocities) Act.

CHENNAI: Voices for creation of a special reservation category for children of inter-caste couples in educational institutions and government jobs have begun to emerge yet again in the wake of increasing cases of such couples being ostracised in Tamil Nadu. Though the Dravidian State had pioneered radical reforms like legitimising Self Respect Marriages in 1967 and leaders like Periyar and Annadurai strongly advocated inter-caste marriages to promote egalitarianism, violence continues to be unleashed against couples hailing from different communities.

 

In this backdrop, the CPM State council, in its last executive committee meeting, adopted a resolution seeking enactment of a law to provide for separate reservation for children of inter-caste couples.

 

"Inter-caste couples have to face opposition from family members and the local community. Ultimately, they are forced to flee. When they move to another place for livelihood, a special reservation would facilitate them to get social acceptance," argues K Kanagaraj, CPM State council executive committee member. In 1998, the Justice Mohan Committee, which probed caste clashes, had recommended that the government "consider the children born out of inter-caste marriages as a special category on priority in matters of admission to educational institutions and then government service, provided he/she possess the prescribed qualification." Social analysts, however, point out such reforms can't be introduced in the absence of consolidated data of inter-caste couples in Tamil Nadu.

 

Confirming this, a senior official of the State Registration Department said the "need for gathering such data had not arisen so far". Inter-caste marriages are registered at the local Sub-Registrar office, but consolidated figures are unavailable. The only data that is available is with the Social Welfare Department, which inter-caste couples approach to get financial aid. "This figure could be meagre because all inter-caste couples may not need aid. The actual number of such couples could be large considering the fact that many do not even register their marriage as their immediate concern is to overcome hurdles posed by family members and communities," says an analyst.

 

Societal pressure forces inter-caste couples to give the caste identity of either parent to their children.

 

"To avoid this, such children should be considered as a separate category and reservation must be provided to them," says the analyst. However, A R Venkatachalapathy, assistant professor at the Madras Institute of Development Studies, disagrees with the need for special reservations. "Parties like the CPM see this social issue mostly from the economic point of view, whereas the root cause lies in denying one's fundamental rights to marry someone from any caste. The government must ensure this right," he argues.

 

According to him, providing special reservation would be tantamount to applying 'punugu thailam' (civet oil perfume) on a wound in an attempt to cure it. Former Lok Sabha MP S K Kharventhan, who had piloted 'The Inter-caste Marriages (Reservation Provisions Bill' as a private member in Parliament 10 years ago,  laments that the Bill was never taken up for discussion and lapsed when the term of the 14th Lok Sabha ended.

 

"I had moved the Bill after the Kerala High Court held that children born out of inter-caste marriages could not claim benefits of reservation in educational institutions even if one of the parents belonged to a Scheduled Caste/Tribe," he recalls. The court had said, "The burden lies on the person who is claiming the benefit of reservation to establish that he was subject to the same handicap and disadvantages as someone born as a member of SC/ST."  This would affect children of divorced couples.

 

"In these cases, children are generally in the custody of mother and they stand to lose the reservation facility enjoyed by them so far," he points out.

 

Living in Fear is A Daily Affair

It has been three years since Kamalanathan (name changed), hailing from the Hindu Vannar community, fled his native village in Erode with his wife belonging to the Kongu Vellala Gounder community, following threats to their lives from the woman's family. But he still lives in fear.

 

To this day, the 29-year-old painter and his wife don't have the guts to return home or even reveal their location to anyone. "My wife is studying BE final year. For couples like us, who live in constant fear, providing separate category reservation for us and our children would go a long way in leading a peaceful life. We have to face innumerable problems if we reveal our castes," he told Express over phone from a municipality where he stays.

The case of Abirami, originally hailing from Soorakkottai in Thanjavur district, is worse. Hailing from the Kallar community, she had married Marimuthu, a Dalit, overcoming family opposition. "We fled our homes hoping to live happily. But my brother managed to trace us. He lured my husband on the promise of finding him a job. After that I got to see only my husband's mutilated body," she said.

 

It has been three years since Marimuthu was murdered and Abirami is still struggling to find a job to sustain and feed her three-year- old girl. "If the State government gives me a job, I can raise my child properly. For people like us, a special reservation would help find a job," said Abirami.

NEW DELHI: AAP MLA Surinder Singh was on Wednesday denied bail by a trial court in a case, in which he has been accused of assaulting an NDMC employee and passing casteist remarks with the court observing that ingredients of offence under SC/ST (Prevention of Atrocities) Act are prima facie made out against Singh. 

The order comes as a huge setback to Singh as he can now be arrested by Delhi police for the alleged offences. 

Additional sessions judge Reetesh Singh termed Singh's plea non-maintainable due to the bar under the SC/ST Act. The court said that as per the allegations, the accused had uttered casteist remarks at the victim which prima facie falls under the category of verbal abuse as defined under the SC/ST Act. 


The court added that the offence was alleged to have been committed while NDMC's enforcement team was performing its public functions.

Holding that a member of the Scheduled Caste community "cannot be treated differently", the Madras High Court has issued a direction to HR & CE officials and police authorities to ensure that the deity of Arulmigu Bathrakaliammam temple in Nagapattinam district be taken on procession throughout the streets of Kallimedu village, in which members of the community were living.

 

Petitioner N. Pakkirisamy of Pazhakallimedu of Nagapattinam district alleged that members of the Scheduled Caste community in the village were not allowed to give ubayams ( abhishegam rights) to Arulmigu Bathrakaliammam temple in the village scheduled on August 14 and the procession with the temple deity was not to be allowed to be carried through the streets which predominantly had SC families.

 

Passing interim orders on a petition by N. Pakkirisamy, belonging to the SC community Justice M.M. Sundresh said, "Prima facie, this court is of the view that the petitioner cannot be treated differently. However, this is a matter which would be decided only after impleadment of opposite group, who are raising objection" and posted the matter after eight weeks.

 

Despite a promise by the Deputy Superintendent of Police made last year that the ubayam rights would be given from this year following a protest, it was not given to people in Pazhankallimedu village, he claimed, adding no breakthrough was achieved in the peace meeting which was convened this year.

 

Observing that the people of Pazhankallimedu have been discriminated as they belonged to SC community, the petitioner stated, "Even 65 years of inception of our Constitution, still we have been treated as untouchables. Article 15 says that there shall be no discrimination on the ground of sex, race, caste and place of birth."

New Delhi: The amended Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act unanimously passed by the Lok Sabha is only half a step towards strengthening the rights of Dalits/Scheduled Castes/Adivasis/Scheduled Tribes and passing of it in Rajya Sabha and subsequent implementation of it is the remaining half step, believes former secretary to Government of India P S Krishnan.


The amended SC/ST Bill 2014 providing stringent actions for offences against SC/ST people was passed by Lok Sabha on August 4 and is due to be tabled before Rajya Sabha before it is sent to the President for according sanction for its implementation in all the states and Union Territories.

 

P S Krishnan, a former government of India secretary, who has been active in the field of social justice for SCs, STs, BCs including BCs of minorities for more than six and half decades is the driving force behind bringing significant amendments to the bill.

 

He has put tremendous efforts in collaboration with the national coalition of about 500 dalit and human rights organisations to make stronger the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities), 1989 (POA) Act.

 

The Bill brings within the ambit of atrocities, major IPC offences not specifically listed and IPC offences listed in the Schedule to the Bill. It also lists out the specific duties of public servants. Failure to perform them by a non-SC, non-ST public servant is punishable as in the original Act.

 

Speaking with TwoCircles.net, he shared his thoughts and vision regarding the bill. He also pondered over the hurdles in implementation of the bill and sincerely urged the NGOs, social workers, advocates and media to increase awareness about it.

 

"This is a significant half-step for the dalits/scheduled castes/adivasis/scheduled tribes who are a quarter of our population, supply the major part of our labour, are the most oppressed and downtrodden over the centuries till today and who are the victims of the most inhuman crimes," he said before appreciating the present minister for tabling the bill in Lok Sabha.

 

Although it is an important event for SCs/STs, Krishnan said, it seems it is not an important event for the national print and electronic media, "It was for the better protection of Dalits and Adivasis from atrocities that the POA Act 1989 was enacted. National media should contribute in increasing awareness so that growing atrocities against SCs/STs may be brought down," he opined.

 

Soon after passing of bill in the Lok Sabha, Krishnan requested major opposition parties and leaders to support the bill in the Rajya Sabha irrespective of other differences with the government so that the amendments are passed in this monsoon session itself. But due to the ongoing logjam in Rajya Sabha due to the strong demand by Congress for resignation of External Affairs Minister Sushma Swaraj, the bill is not likely to be passed in this session.

 

"Our system is very slow and operates at its own speed. At times individual efforts reduces avoidable holdup," he said and recalled his way of working while he was in office: "I used to immediately carry the file to Rajya Sabha soon after passing of the bill in Lok Sabha. One needs that dedication to see bills are passed without unnecessary delay".

 

The recent conversion of 100-odd dalits in Haryana to Islam, he said, "can also be controlled with this law as people of other religion will have hesitation in approaching dalits with intention to promote their own religion and turn dalits from their traditional faith."

 

In regards with the Backward Classes he said, "They (BCs) can achieve their goals better by securing the cooperation of SCs and STs by giving them cooperation in their struggle against atrocities and 'untouchability' and for their other rights."

 

When asked if the bill is directed against non–SCs/STs, he told, "Most of the people of the non-Dalit, non-Adivasi society are law-abiding and have no criminal intent towards SCs and STs but certain elites who want to maintain age-old domination over SCs and STs commit, promote and encourage such crimes. Some political leaders resort to it for narrow electoral considerations."

 

"After passing of the bill in Rajya Sabha another challenge will be its implementation," Krishnan said adding, "That is where assistance from all quarters is required to reign in atrocities against SCs and STs."


According to him, the first major step required after the bill is given consent by the President will be to create awareness amongst the suffering SCs and STs about their increased rights who are more often oppressed and subjected to inhuman treatment by certain elites from the society. "NGOs and political parties claiming to work in the interest of SCs and STs must conduct programmes imparting awareness about the amendments made in the bill. Similarly journalists, advocates and media too can help in creating awareness," he opined.

 

He says there have been many cases reported from many states where police officers refused to file FIRs on the complaints of SC/ST victims and with the new amendments such suppression by police can be stopped.

 

On questioning how to tackle the cases which would arise out of personal enmity where any SC/ST would complain against non-SC/ST, he said: "That can be easily detected by police in their investigation but apprehension of such misuse of law is far less as compared to the recorded atrocities happening in the absence of such stringent provisions."

 

"Is this not a fact that numbers of cases have been reported from many states when police refused to file FIRs in genuine cases?" he questioned.

 

In the end he appealed to the masses of non-Dalit, non-Adivasi society to actively participate in eliminating atrocities against SCs and STs in cooperation with them.

NEW DELHI: Districts having large concentration of SC and ST population would soon have 20 additional Jawahar Navodaya Vidyalayas, with the government granting sanction to it, Lok Sabha was informed today.

 

HRD Minister Smriti Irani said "government has sanctioned 20 additional Jawahar Navodaya Vidyalayas (JNVs) in the districts having large concentration of SC/ST population and two more JNVs in Manipur as a special case." 

 

JNV scheme provides for opening up of one JNV in each district of the country. Out of the 628 districts in the country as on April 15, 2012, JNVs have been sanctioned in 576 districts located in 35 states and UTs, except Tamil Nadu. 

 

Of the remaining 52 districts, six districts have no rural population and therefore, JNVs are needed to be opened in the remaining districts, Irani said during Question Hour. 

 

Replying to queries, she said that opening of new Kendriya Vidyalayas (KVs) and JNVs was a continuous process which depended on availability of funds and willingness of concerned state government to make available suitable and requisite land free of cost for construction of school buildings. 

 

Irani said at present there was no proposal to increase the number of seats in the existing KVs as the available infrastructure of these schools was being fully utilised. 

 

The Minister said as on date, there are 1,119 KVs in the country and during 2013-14, government had approved opening of 54 new KVs of which 27 KVs have already been made functional. 

 

"The remaining KVs have not been made functional so far, primarily due to non-transfer of requisite extent of land by the sponsoring authorities," she said.

13th August: The second day of the indefinite Jeevan Adhikar Satyagraha at Rajghat, Badwani, witnessed the participation of a large number of women and men from the Sardar Sarovar affected villages, especially a large number of landless women and fish workers from Dhanora (Tehsil Badwani), Semalda (Tehsil Manavar) and Bajrikheda (Tehsil Kukshi), who resolved to resolved to intensify the struggle.

 

"Can Modi live with Rs. 20,000 and a house plot? Each suit of his costs more than Rs. 20,000. How then can he expect an entire family to live on a 20,000 rehabilitation grant" ? roared Sudhabai of Village Semala, who stated that she would not relent from the Satyagraha until all dispalced fish workers obtain right to fishing in the reservoir. Pointing to the rampant corruption at the Rehabilitation Office of NVDA, Pemalbhai of Village Dhanora challenged the claims of the Govt that her house and houses of many others of Dhanora would "not be affected by submergence", since waters had come close to her house during the submergence of 2012-13.

 

Speaking on behalf of the generations-old potter community, Ramesh Prajapati stated that a few hundred families of potters living along the river banks in Villages Rajghat, Nisarpur, Sala etc have also been given meagre cash grants, without any livelihood security. "Potters also require land as livelihood on the river bank, and our struggle is for that right, not for breadcrumbs", he said.

 

Rulsing, an adivasi from the hilly tribal villages Kharya Bhadal acknowledged that it was due to relentless struggle by his family, village and the entire Andolan that the Govt. finally admitted that the land from the land bank was encroached / uncultivable and finally the State had to give cultivable land worth 2.5 crores to his mother. "However, the struggle for land to 5 adult sons in the family continues". Sardiya from hilly village Kakrana stated that despite multiple rounds to the GRA, he and 13 members of Kakrana and Sugat villages ahve eben denied land at Khajuri. Their struggle also continues.

 

Ganpat from Village Rajghat, whose old father Gopal baba died a few days ago, without land begin given, stated that along with his deceased father, he and his 2 brother have been denied land. "We have a right of 20 acres of land, NVDA has not given us a cent of land. How then can they submerge our lands, he asked" ?

 

Vijay Valvi from Maharashtra stated that even as on date more than 1200 hilly tribal oustees, who are yet to be given 5 acres of land or other R&R entitlements and there can be no submergence, even during the present monsoon, until all these oustees are rehabilitated. Children from the Jeevanshalas of hilly villages Bhadal (Badwani) and Bhitada (Alirajpur dist.) sang various songs, too out a march along the river bank declared, "Jeevanshala ki kya hai baat, ladhai padhai saath, saath".  A morning Prathana at the satyagraha sthal and an evening Prarthana, on the Narmada bank at the Gandhi Samadhi, Rajghat, strengthen the spirits of all those present.

 

Speaking to the oustees, Medha Patkar stated that the Govt. cannot snatch away or submerge the land and livelihood rights of thousands of farmers and landless oustees in the valley, without recognizing their right to rehabilitation as well as rights as "land / house owners as per the new Land Acquisition Act, 2013. Talking to the press on the status of rehabilitation in the three affected states senior social activists; Dr. Sunilam (Madhya Pradesh), Lakhan Musafir(Gujarat) and Suniti S.R. (Maharashtra), expressed grave concern on the serious state of denial of legal and human rights to the lakhs of oustees and open violation of the orders of the Supreme Courts and GRA. They committed that they shall strive to draw in support from all quarters for the Satyagraha, which has reached a critical phase, in the 30th year of the Andolan. The satyagraha and the struggle continues...

भारतीय संसद में भ्रष्टाचार के सवाल को लेकर काफी दिनों से अवरोध चल रहा है. प्रधानमंत्री ने मौन धारण कर लिया है. लोकसभा चुनाव के समय गरज-गरज कर तत्कालीन प्रधानमंत्री पद के उम्मीदवार नरेन्द्र मोदी भ्रष्टाचार मुक्त भारत की बात को सिंह गर्जना के रूप में करते थे. आज जब उनकी विदेश मंत्री सुषमा स्वराज भगोड़े अपराधी ललित मोदी की पत्नी के बीमारी को मानवीय बता कर अपने द्वारा किये गए अपराध को छिपाने का प्रयास कर रहे हैं तो संसद में  प्रधानमंत्री संसद का सामना न कर आरोपी सुषमा स्वराज द्वारा आरोप-प्रत्यारोप लगाने का सिलसिला जारी कर रखा है जो संसदीय मापदंड के अनुरूप नहीं है. सदन में अलीगढ़ से बीजेपी सांसद सतीश गौतम ने कहा कि आखिर ललित मोदी से राहुल गांधी की मौसी को कितने पैसे मिले हैं। 
वहीँ सुषमा स्वराज ने कहा कि अपनी मां से पूछो राहुल की क्वात्रोच्चि मामले में हमने कितना पैसा खाया था, डैडी आपने ऐंडरसन को क्यों छुड़वाया। जैसे आरोप लगाये . मुख्य सवाल यह है कि सुषमा स्वराज स्वयं स्वीकार कर चुकी हैं कि अपराधी ललित मोदी के मामले में उन्होंने मानवीय आधार पर मदद की थी.
मल्लिकार्जुन खड़गे ने कहा कि मानवीय कानून और मानवता का आधार अलग अलग हैं। ललित मोदी ने यूके के बाहर यात्राएं की। वह शादियों और रिजॉर्ट में गया। खड़गे ने कहा,क्या आप ऎसे व्यक्ति को बचाना चाहती हैं जिसने कथित मानवीय आधार पर 460 करोड़ रूपए का घोटाला किया। 
क्षेत्रीय दल पहले सरकार का विरोध करते हुए अचानक पाला बदलते थे और अब भी संसद के आखिरी दिनों में पाला बदलने का खेल शुरू हो रहा है. शोर-शराबा हंगामा होना एक सोची समझी रणनीति का हिस्सा होता है.
            यू पी ए-2 की सरकार के समय भाजपा के लोग शोर मचा कर संसद नहीं चलने देते थे और आखिरी एक-दो दिन में सरकार बगैर किसी बहस के तमाम सारे विधेयक पास करा लेती थी. जो कॉर्पोरेट सेक्टर के हित में होते थे और मेहनतकश जनता के खिलाफ होते थे और वही खेल मोदी सरकार के समय में खेला जा रहा है. आखिरी दिनों में तमाम सारा विधायी कार्य बगैर किसी बहस के पूरा हो जायेगा . कॉर्पोरेट सेक्टर अपने लाखों-लाख करोड़ रुपये का फायदा पाने के लिए मजदूर किसान विरोधी नयी आर्थिक नीतियों की बुलेट ट्रेन की तरह चला कर लागू कराना चाहती है और इसके लिए उन्होंने सदन के अन्दर सोची-समझी रणनीति के तहत मौनी बाबा-II सदन में चुप रहकर नयी आर्थिक नीति की दुष्प्रभावों की कोई चर्चा न हो. इसीलिए अम्मा, मौसी, नानी के बीच बहस जारी है.

SSB Siliguri Frontier operational round the clock 24 x 7 to ensure security along the Border

Seized contraband items worth more than 43 cores & apprehended 385 persons for alleged smuggling during last seven months


Sashastra Seema Bal, Siliguri Frontier has sounded 'operational alertness' all along its Border Out Posts in the wake of perceived security threat during the forthcoming Independence Day. SSB has intensified Patrolling, Nakas and Area Domination along the borders of Nepal and Bhutan. Specially trained Dog Squads have been kept in readiness for special operations to detect arms & ammunition, narcotics and other contrabands. Passengers crossing the borders are frisked and activities are being monitored through CCTV cameras installed at important transit routes.


Siliguri Frontier having 315 kms long boundary with Nepal and 215 kms with Bhutan is playing a pivotal role in guarding Indo-Nepal and Indo-Bhutan border. This is the only Frontier in the country which is guarding two international borders simultaneously i.e. Nepal and Bhutan and also takes care of the strategically located Siliguri corridor along with other Security Forces.


Significantly the relations of India with both of these countries are friendly. But, poverty and un-employment along both side of the borders are the main hindrances for the development. This compels them to resort smuggling or act as couriers for making easy money. However, after deployment of SSB, the smuggling activities have been curbed to a great extent.


As a pacification measure, Sashastra Seema Bal has trained hundreds of border youths in alternative vocations. Steadily, we have deployed Dog Squad and variety of latest gadgets to check smuggling of unauthorized goods along the border. Operationally, SSB has seized various contrabands worth more than Rs.67 crores which include Brown Sugar, Ganja, Fake Indian Currency, Gelatin Sticks, Detonators, Country Made Guns, Crude Bombs, Forest/Wild life products, cattle with a total of 743 apprehensions during the last four years.


During the current year, SSB Siliguri Frontier has so far seized various contraband items valued at more than 43 crores with 385 persons apprehended.


In recent years, the use of women in smuggling has alarmed the Force and as a result women personnel of SSB have been effectively placed at strategic locations and vantage points to check crimes. Human Trafficking along the border is also a great disturbing trend that concerns SSB. The devastating twin-earth-quake in Nepal has triggered fears of migration as well as human trafficking from Nepal. We are working with various NGOs and other security agencies collectively to prevent Human Trafficking in our operational area proactively. We organize workshops on Human Trafficking in collaboration with other security agencies and NGOs and regularly sensitize our people to track and arrest the Human Traffickers. Hundreds of our personnel are maintaining an eagle's eye on the strategic locations to apprehend the Human Traffickers. As a result different units under Siliguri Frontier so far have rescued 74 victims and arrested 38 nos. of Human Traffickers. During the current year SSB has rescued 43 victims which includes 07 women, 15 girls & 21 children and arrested 20 nos. traffickers.


Under the prudent leadership of Shri B D Sharma, IPS, Director General, SSB has also placed Border Interaction Teams at different strategically located International Trade and Transit routes to track Human Traffickers as well as to help visitors who are crossing the borders in a more professional manner.


SSB has so far expended Rs. 3.35 corers in conducting over a hundred odd development programmes, sponsoring 354 border youths for Study Tours for south and north India, 126 youths sponsored for courses in Exotic Flowers Hybrid Vegetables and Nursery management in collaboration with COFAM in North Bengal University, 48 youths trained in Bakery Management and were also given bakery equipments to the tune of seven lakhs in Sikkim, 68 youths sponsored in Poultry and Goat Farming in KVK Kalimpong and Gangtok.


77 Women were given training in Tailoring, 38 computer with accessories and furniture, 43 TV/DTH and several sports equipments distributed free of cost to deserving people and schools & clubs, including SSB adopted schools.


In collaboration with West Bengal Renewable Energy Authority, SSB has provided 33 Solar Lights, 185 Solar Lanterns and one 1.4 KW Photo Voltaic Power Plant in remote border villages. 247 transistors with solar panel and rechargeable battery have been provided to border villagers in Ranidanga Sector. SSB has also donated two complete multi-gyms to the youths of Uttery and Ribdy villages in Sikkim.


    With an aim to uplift the cleft affected person, SSB Siliguri frontier under the guidance of Shri B D Sharma, IPS, DG SSB & supervision of Shri Kuldiep Singh, IPS, IG Siliguri Frontier and in collaboration with 'Smile Train' and international NGO has facilitated reconstructive surgery of 28 Nos. villagers afflicted with cleft lip and cleft palate disease. At present 03 patients are willing for operation of reconstructive surgeries in which 02 patients are from Bhutan.   


SSB Siliguri Frontier has also taken the lead by tying up with the Govt. of India undertaking 'Artificial Limbs Manufacturing Corporation' (ALIMCO) to provide Aids & Appliances to the Physically Challenged persons. We have already identified a total of 823 Physically Challenged persons by organizing different identification camps in association with ALIMCO at remote bordering villages of Indo-Nepal and Indo-Bhutan border for providing Aids & Appliances to them. ALIMCO has very recently handed over 352 appliances to the disabled person residing under the area of operation of 10th Bn, 17th Bn, 34th Bn and 53rd Bn of Sector Hqrs SSB Jalpaiguri, distribution of which will be held in the coming days. This is a very minuscule effort for the differently abled persons and their families but it gives them an opportunity to enjoy a new way of life.  


Under Free Health Care, SSB has organized several Health Camps in which 74,062 people have been treated and medicines worth Rs.44 lakhs were distributed. The trained SSB personnel in BOPs respond to exigencies in the villages to provide emergency health support during natural calamities. SSB has also organized 09 Nos. Cancer Detection Camps in collaboration with NGOs in which 1497 persons have been benefited. 10 Nos. Free Dental Awareness Camps were also organized in which 796 villagers have benefited. Besides this SSB Medical Unit also administered Pulse Polio vaccination to 13,560. village children. SSB personnel have donated nearly 980 units of blood to the Hospitals in our Area of Responsibility.


Under Free Veterinary Care, SSB Veterinary Doctors and Para-Veterinary Staff have treated 1,26,793 livestock and distributed medicines worth Rs.40 lakhs.


During the current financial year a proposal of providing sports gear worth Rs1.28 crores to various schools and clubs on INB/IBB have been taken up with the Government of West Bengal under Border Area Development programme. Beside this, various constructional and skill development works worth Rs. 2.19 crores for the border people of the area of our operation under BADP are in the pipeline.

'खाऊंगा ना खाने दूंगा', प्रधानमंत्री मोदी ने अपने चुनाव अभियान में जनता से यही वादा किया था. भ्रष्टाचार उनका सबसे अहम मुद्दा था. यानी ना वो ख़ुद भ्रष्ट होंगे ना अपने इर्द-गिर्द भ्रष्टाचार होने देंगे.लेकिन यह बात पूरी तौर से गलत साबित हो रही है. आज संसद अनिश्चितकालीन के लिए स्थगित हो गयी है और विदेश मंत्री सुषमा स्वराज के ललित मोदी मामले का कोई समाधान नहीं हो पाया. प्रधानमंत्री मौनी बाबा-II साबित हुए सदन में वह कुछ कहना नहीं चाहते और जन सभाओं को वह चुनावी सभा समझ कर जो मन में आया कहते रहते हैं.
        उच्चतम न्यायलय में सीबीआई ने हलफनामा देकर कहा है कि मध्य प्रदेश में व्यापम घोटाले के बाद इस घोटाले का बाप मध्यप्रदेश के मेडिकल और डेंटल कॉलेजों में एडमिशन के लिए होने वाली परीक्षा डीमेट (डेंटल एंड मेडिकल एडमिशन टेस्ट) घोटाला है,  फर्जी डॉक्टर बनाने वाले मप्र डीमेट घोटाले के मामले में देश की सबसे ताकतवर और धारदार जांच ऐजेंसी सीबीआई भी हैरान, परेशान है कि जांच करे तो कैसे। यह इतना बड़ा घोटाला है कि सीबीआई के अफसर भी पसीना-पसीना हो गए। बुधवार को सुप्रीमकोर्ट में पेश हलफनामे में सीबीआई ने माना कि हमारे पास इतने संसाधन और मैनपावर नहीं है, जो डीमेट जैसे घोटाले की जांच कर सकें।
           दस हज़ार करोड़ का यह घोटाला है और डीमेट के जरिये गलत तरीके से अपने बच्चों और रिश्तेदारों को मेडिकल और डेंटल कॉलेज में एडमिशन दिलाने वालों की लिस्ट लंबी है। इनमें नेताओं के अलावा अफसर भी शामिल हैं। चर्चा है कि प्रदेश के पंचायत और ग्रामीण विकास मंत्री गोपाल भार्गव ने बेटी आकांक्षा और अवंतिका का, अजय विश्नोई ने बेटे अभिजीत का, कमल पटेल ने भतीजी प्रियंका और इंदौर की विधायक मालिनी गौड़ ने कर्मवीर गौड़ का दाखिला कराया। कटारे ने कुछ और नाम लिए थे। इनमें स्वास्थ्य मंत्री नरोत्तम मिश्र, शिक्षा मंत्री उमाशंकर गुप्ता, पूर्व मंत्री प्रकाश सोनकर, हरनाम सिंह राठौड़, नेहरू युवा केंद्र के राष्ट्रीय उपाध्यक्ष विष्णु दत्त शर्मा और पीस कमेटी के अखिलेश पांडे शामिल हैं। 
            प्रधानमंत्री नरेन्द्र मोदी इन घोटालों की तरफ पूरी तरह से आँख मूंदे हैं और उनके आँख मूंदने का मतलब इन बड़े-बड़े घोटालों को संरक्षण देना है अन्यथा अब तक मध्य प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान का इस्तीफा हो चुका होता. हमेशा आदर्श, सुचिता, नैतिकता, राष्ट्रवाद, देश भक्ति की फर्जी दुहाई देने वाला देश का संस्कृतिक संगठन राष्ट्रीय स्वयं सेवक संघ और उसके प्रमुख मोहन भागवत मौनी बाबा का असाधारण रूप धारण किये हुए हैं. देश की एकता और अखंडता को नुक्सान पहुँचाने के लिए हिन्दू,मुसलमान, सिख, ईसाईयों के बीच में वैन्मस्यता कायम करने वाली नीति अपनाता है. उसकी राष्ट्रभक्ति को अमेरिकी वेबसाइट ने उसको आतंकी संगठन घोषित कर रखा है. अमेरिका में उसको आतंकी संगठन घोषित करने के लिए सिखों के संगठन ने न्यायलय में वाद दाखिल कर रखा है. इस तरह से जो चेहरे अपने को सफ़ेद साबित कर रहे थे . अब उन्ही चेहरों पर सबसे ज्यादा कालिख नजर आने लगी है. यूपीए-2 की सरकार ने इतनी बेशर्मी नहीं दिखाई थी जितनी बेशर्मी वर्तमान सत्तारूढ़ दल दिखा रहा है.

नई दिल्ली: राष्ट्रीय स्वयंसेवक संघ के मुखपत्र 'ऑर्गेनाइज़र'के पूर्व संपादक शेषाद्रि चारी को प्रसार भारती बोर्ड में अंशकालिक निदेशकों के चार पदों पर चयन के लिए पैनल में शामिल किया गया है। अभिनेत्री काजोल सहित सात नामों की सूची तैयार करने के कुछ ही महीने बाद सूचना प्रसारण मंत्रालय ने अब चारी सहित छह और नामों की अतिरिक्त सूची तैयार की है।

समझा जाता है कि नयी सूची में चारी के अलावा अभिनेता विक्रम गोखले, शिक्षाविद वर्तिका नंदा, फिल्म लेखक प्रकाश कपाडिया और दो अन्य प्रमुख हस्तियां शामिल हैं। वरिष्ठ अधिकारियों ने बताया कि मंत्रालय ने एक आरंभिक बैठक में महसूस किया कि अंशकालिक निदेशक के चार पदों के लिए उम्मीदवारों का विकल्प बढ़ाने की जरूरत है। अधिकारियों के मुताबिक उप राष्ट्रपति हामिद अंसारी, भारतीय प्रेस परिषद के अध्यक्ष सी के प्रसाद और सूचना प्रसारण सचिव बिमल जुल्का की तीन सदस्यीय समिति ये चयन करेगी।

अधिकारियों ने कहा कि और नाम भेजने के कदम का ये भी मतलब है कि प्रसार भारती बोर्ड में नियुक्ति की प्रक्रिया में और विलंब होगा क्योंकि इन उम्मीदवारों को सुरक्षा मंजूरी हासिल करने की जरुरत होगी। पहली सूची में मंत्रालय ने सात विख्यात लोगों के नाम भेजे थे। काजोल के अलावा पहली सूची में पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी के मीडिया सलाहकार रहे अशोक टंडन, कारोबारी सुनील अलघ, गायक अनूप जलोटा, पत्रकार मिहाज मर्चेण्ट और शशि शेखर के नाम थे। प्रसार भारती कानून के मुताबिक सार्वजनिक प्रसारणकर्ता के बोर्ड में छह अंशकालिक सदस्य होने चाहिए।

    Amidst fresh news of death threats to no less than nineteen poets and Bloggers,it is ,of course,no relief that two arrested in Niloy Murder case and US top cops remain engaged across the border.

    I wonder why the icons get killed in Bangladesh while we have been habitual to see icons in India in quite different roles.

    For example,in our part of Bengal every other icons are tagged with some of other kind of politics which leads to power.

    ব্লগার নীলাদ্রি চট্টোপাধ্যায় হত্যাকাণ্ডে জড়িত সন্দেহে আনসারুল্লাহ বাংলা টিমের দুই সদস্যকে গ্রেপ্তার করেছে গোয়েন্দা পুলিশ। আটককৃতদের নাম, নাহিয়ান ও রানা। আজ বৃহস্পতিবার রাতে ডিএমপির গণমাধ্যম শাখা থেকে পাঠানো এক মোবাইল বার্তায় এ তথ্য জানানো হয়েছে।

    গত শুক্রবার দুপুরে রাজধানীর গোড়ানে বাসায় ঢুকে নৃশংসভাবে খুন করা হয় ব্লগার নীলাদ্রি চট্টোপাধ্যায়কে। তিনি নিলয় নীল নামে ব্লগে লিখতেন এবং গণজাগরণ মঞ্চের সক্রিয় কর্মী ছিলেন।

    তিনি পূর্ব গোড়ানের একটি বাড়ির পাঁচতলায় দুই কামরার ফ্ল্যাটে ভাড়া থাকতেন তিনি। ওই দিন চার ব্যক্তি এই বাসার ভেতরে ঢুকেই নীলাদ্রিকে কুপিয়ে হত্যা করে। তার মাথা ও ঘাড়ে বেশ কয়েকটি ধারালো অস্ত্রের আঘাতের চিহ্ন ছিল।

    None can kill Bangabandhu's ideology: PM

    UNB, Dhaka

    Prime Minister Sheikh Hasina today said no one can kill Bangabandhu's ideology and won't be able to do so in the future because it will remain alive forever.

    "Bangabandhu's blood is still there in Bangladesh soil. Though Bangabandhu was assassinated, but no one could kill his ideology and won't be able to do so in the future," she said.

    The premier was addressing the inaugural function of a three-day photo exhibition, titled 'Chitrrogathai Sokhgatha' arranged marking the 40th death anniversary of Bangabandhu Sheikh Mujibur Rahman at the South Plaza of Jatiya Sangsad.

    The function was dedicated to the new generation.

    Quoting some words from Bangabandhu's historic 7th March speech, Hasina, the eldest daughter of Bangabandhu, said the Bengali nation today proved it could no longer be suppressed.

    "Bangalees have stood tall keeping their heads high, overcoming all the barriers…Bangladesh is moving ahead and would continue to march forward," she added.

    Terming August 15, 1975 as a black chapter in national life, the PM said when the nation started dreaming of its prosperity, the tragedy befell on it.

    Mentioning that Bangladesh is now regarded as a role model of development and has also graduated to a lower middle-income country, she said the day is not far away when Bangladesh will establish itself as a dignified country on the global stage...that's our goal and we're working to that end."

    Extending her thanks to the Dhaka North City Corporation for organising the exhibition, Hasina said the exhibition is being held in such a place (parliament area) where her party had established the history of democracy after a long struggle. "We've also started marching towards economic emancipation through democracy."

    Criticising Ziaur Rahman for patronising Bangabandhu's killers through imposing an indemnity ordinance and rewarding them with postings in various foreign missions, Hasina said those killers had ruled supreme in Bangladesh after Bangabandhu's assassination along with most of his family members, triggering terrorism and militancy.

    Hasina said although 18 people were killed on that fateful day on August 15, she and her sister could not seek trial for the massacre.

    With the August-15 killings, she said, the nation had not only lost its father but also got the spirit of the Liberation War and its history twisted and distorted apart from alteration of the constitution.

    After 1975, Hasina noted, people could not utter Bangabandhu's name. "The history was distorted and people had no right to hear the Liberation War songs. The trial of the war criminals was stopped, while the convicted war criminals were freed from jail and made prime minister, ministers and advisers."

    She said not only the students here, but also the whole of the new generation across the country could know the real history seeing these rare photographs and get inspiration for moving forward after gaining the spirit from the past.

    The PM also vowed to turn Bangladesh into a hunger- and poverty-free Sonar Bangla as dreamt by Father of the Nation so that the country could move ahead at the global arena standing on its own feet not begging from others and thus turn into a developed country.

    Organised by Dhaka North City Corporation, the function was presided over by Mayor Annisul Huq.

    AL General Secretary and Public Administration Minister Syed Ashraful Islam, LGRD Minister Khondoker Mosharraf Hossain, Dhaka University Vice Chancellor Dr AAMS Arefin Siddique, Dhaka South City Corporation Mayor Syed Khokon spoke on the occasion while renowned writer Syed Shamsul Haque recited a poem.

    Friends from India and abroad who are concerned about the increasing threats to the democratic-secular Indian polity from the Hindutva organizations have been writing to me for preparing a concise document on the anti-national game-plan of the RSS and other like-minded offshoots.     Maithripala tells Mahinda he will not be PM

    President Maithripala Sirisena has written to former President Mahinda Rajapaksa saying he will not be made Prime Minister even if the United People's Freedom Alliance (UPFA) gets the number of seats required in Parliament to form the next Government.

    In a letter to Rajapaksa, President Sirisena, who is also the chairman of the UPFA, said that a senior member of the Sri Lanka Freedom Party (SLFP) who has not been the Prime Minister before, should be made the new Prime Minister in a UPFA Government.

    President Sirisena urged Rajapaksa to support senior SLFP members like Nimal Siripala de Silva, John Seniviratne, Chamal Rajapaksa, Athauda Seniviratne, A.H.M. Fowzie, Susil Premjayantha, or Anura Priyadharshana Yapa to be appointed the next Prime Minister.

    He reminded Rajapaksa that even when the Parliamentary elections were declared he had advised Rajapaksa not to contest the election.

    "Even some of your family members had supported this call," the President said in his letter.

    However President Sirisena said that Rajapaksa had decided to contest the election in order to stay in power despite losing the Presidential election.

    The President accused Rajapaksa of working with vengeance and malice and not with a good heart, despite what he attempts to portray to the public.

    In his letter, Sirisena also urged Rajapaksa not to act in a manner which could incite communal hatred and to also ensure the UPFA wins the Parliamentary election. (Colombo Gazette)

    छदम नैतिकता और हम – किशोर

    पिछले दिनों "नैतिकता"का पाठ पढ़ाने के नाम पर मुंबई पुलिस ने होटलों में छापा मारा चालीस  जोड़ो को हिरासत में लेकर उन्हें तिरस्कृत किया, कई घंटे हिरासत में रखा और जुर्माना वसूल कर के ही उन हे रिहा किया. साथ ही उन्हें अपने घरवालों को फ़ोन करने करने के लिए भी मजबूर किया गया. गौरे तलब हैं कि इन होटलों में एक भी वह होटल नहीं है जहाँ समाज का कुलीन वर्ग ठहरता हैं क्योंकि यह वर्ग तो पहले से ही "नैतिक"है और इन्हें नैतिकता के पाठ की जरूरत नहीं है.

    "नैतिकता"के नाम पर लोगों की निजी जिंदगी पर हमला करने की यह कोई पहली घटना नहीं है.  दिसम्बर 2011 में मेरठ में चलाया गया "ऑपरेशन मजनू"शायद आपको याद होगा. इस अभियान में  पार्क जैसी सार्वजानिक जगहों में बैठे प्रेमी युगलों को साथ-साथ बैठने और घूमने पर अनैतिकता का   आरोप लगाकर और  सार्वजनिक रूप से सजा देकर अपमानित किया गया था. कई युवको पर थप्पड़ों की बरसात भी की गयी थी. कई जोड़ों को उठक बैठक लगाने को भी कहा गया था. इनमे से कुछ जोड़े शादीशुदा थे, कुछ मंगेतर और कुछ प्रेमी युगल. तीस जोड़ों पर इस अभियान का इतना गहरा सदमा लगा था कि वह दो दिन तक अपने घर ही नहीं लौटे थे. बाद में इनका क्या हुआ इसकी भी कोई खबर नहीं है.

    इस अभियान में शहर की  अलग-अलग जगहों पर लगभग 200 युवकों को पकड़ा गया और उन्हें "मजनू का पिंजरा"नाम के वाहन में बैठा कर शहर के अलग अलग हिस्सों में घुमाया गया. यह पिंजरा एक ट्रक में बनाया गया था और देखने में एकदम जानवरों के पिंजरे जैसा था. जिससे बाहर से पकड़े गए युवकों को साफ़-साफ़ देखा जा सके. इनमे से कुछ युवक चाय की दुकान में चाय पी रहे थे तो कुछ किसी चौराहे पर गपशप मार रहे थे. पुलिस के हिसाब से ये सब लड़के ही लड़कियों को छेड़ते हैं और इसीलिए पकड़ के उन्हें पिंजरे में बंद किया गया था. एक लड़के को तो तब पकड़ा गया जब वो अपनी बहन को कॉलेज के गेट पर छोड रहा था. जिन युवकों ने इसका विरोध किया उनके साथ मार पिटाई भी की गयी.

    पुलिस की गुंडागर्दी का ये नंगा नाच दिनदहाड़े शहर के बीचो-बीच तमाम टी.वी. चैनेलों की रिकॉर्डिंग के साथ किया गया था. ये सब करने में पुलिस को किसी तरह की शर्मिंदगी का अहसास नहीं था क्योंकि ये सब तो वह समाज को नैतिक पतन से बचाने के लिए कर रहे थे . पिंजरे में बंद करने की ये कार्यवाही कानून की कौन सी धारा के तहत की गयी थी , ये स्पष्ट नहीं है पर पुलिस के अनुसार "मजनूओं"को  सजा देने के लिए ये सामंती तरीका वाजिब था. उसके अगले दिन, ये अभियान महिला पार्क में चलाया गया और युवतियों को पकड़ के अपमानित किया गया. पुलिस का कहना था कि वो ये देखने आये थे कहीं लड़कियां छुप-छुप के लड़कों से तो नहीं मिल रही. गौरे तलब है कि ये पार्क सिर्फ महिलाओं के लिए है और यहाँ कोई लड़का नहीं आ सकता था.

    लगभग इसी तरह के अभियान गाज़ियाबाद, ग्वालियर , कानपुर और इलाहाबाद में भी चलाये गए थे. कहा जा रहा था कि ये सब कार्यवाहियां नैतिक पतन को रोकने के लिए की जा रहीं थी. पुलिस का कहना था कि इस तरह के प्रेम संबंधों में लड़कों की मंशा लड़कियों का शारीरिक शोषण करने की होती है और वो लड़कियों को इससे बचाना चाहतें है.

    सर्वविदित है की मेरठ और गाज़ियाबाद, अपराधों के मामले में देश के अग्रणी जिलों में से हैं, ख़ासकर महिलाओं के खिलाफ होने वाली हिंसा के मामले में. नैतिक उत्थान के नाम पर महिलाओं के खिलाफ फ़तवे जारी करने वाली खाप पंचायतें भी इसी क्षेत्र में लगती हैं, जहाँ लड़कियों के मोबाइल प्रयोग करने पर रोक लगाने से लेकर वो क्या पहने, क्या खाए, किसके साथ घर से बाहर जाए जैसे फ़तवे जारी किये जाते है. सब जानते है कि इस तरह के गैर कानूनी फतवे जारी करने वालों के खिलाफ पुलिस ने कोई कार्यवाही नहीं की है. मुंबई में भी यह वही पुलिस है जिसके कई अफसर पिछले दिनों गैर कानूनी शराब की खरीद फरोख्त के मामले में निलंबित हैं जिसके कारण सैंकड़ो लोग मारे गए थे.

    नैतिकता के यह  ठेकेदार यह प्रवचन भी देते सुने गए कि प्रेम करना और लड़के-लड़कियों का इस तरह साथ साथ घूमना "अच्छे घर"के बच्चों को शोभा नहीं देता. यह बात किसी से छुपी हुई नहीं है कि हमारे समाज में  प्रेम संबंधो को हिकारत की नज़र से देखा जाता है और इस तरह के संबंधों को सामाजिक मान्यता प्राप्त नहीं है. इसी कारण युवक-युवतियां अपने प्रेम संबंधो को जग जाहिर नहीं करते और मिलने के लिए ऐसी जगह ढूँढ़ते हैं जहाँ कोई उन्हें देख ना ले. उन्हें लगातार ये अहसास दिलाया जाता है कि वो कुछ गलत काम कर रहें हैं और एक कुंठा हमेशा उन्हें घेरे रहती है. इसी कुंठा का फायदा उठा कर पुलिसकर्मी, जो खुद इस कुंठा का शिकार हैं, युवक-युवतियों को धमकाते हैं. ऐसे में पकड़े जाने पर प्रेमी युगलों की ये कुंठा और गहरी हो जाती है और कोई इसका विरोध नहीं कर पाते.

    इस तरह के तमाम अभियान गैर कानूनी है जिन्हें पुलिस कानूनी तौर पर अंजाम दे रही है. इस तरह की घटनाएँ और पुलिस की ज़्यादतियां हमारे बीमार समाज के ही लक्षण है और संविधान द्वारा दी गयी  स्वतंत्रता और निजता के अधिकार के विरुद्ध हैं. हमारा समाज हमेशा से व्यक्ति की निजी स्वतंत्रता को हिकारत की नज़र से देखता आया है और सामाजिक मूल्यों और नैतिकता के नाम पर इसका दमन करता आया है. और अगर मामला लड़कियों की स्वतंत्रता का हो तो ये व्यवस्था और दमनकारी हो जाती है.  सबसे दिलचस्प पहलू ये है कि ये सब समाज को नैतिक पतन से बचने  के नाम पर ही किया जा रहा है .

    ऊपर दी गयी घटनाओं से स्पष्ट है कि हमारे पुलिस-थाने भारत के संविधान के अनुसार नहीं बल्कि बीमार समाज की घिसी पिटी मान्यताओं और पितृसत्ता के मूल्यों के अनुसार सामाजिक नैतिकता को देखते है. उनके हिसाब से प्रेमी युगलों के प्रेम-प्रसंग नैतिक पतन का मुख्य कारण है . अक्सर माँ-बाप जब अपनी गुमशुदा लड़कियों की रिपोर्ट दर्ज कराने जाते है तो पुलिस यह कह कर लौटा देती है की लड़की अपने आशिक के साथ भाग गयी होगी. लड़की को ढूँढने के बजाय परिवार को अपनी "इज्जत"बचाने की सलाह दी जाती है और परिवार को यह अहसास  दिलाया जाता है कि उसने कैसे एक "कुलक्षणी"को जन्म दिया है.

    ऐसा नहीं है कि 'नैतिकता"के यह ठेकेदार पहली बार सर उठा रहे हैं और समाज पर अपनी "छदम नैतिकता"थोप रहें हैं. यह ठेकेदार हमारे समाज में हमेशा से रहें है. तमाम पार्टियाँ और सरकारें अपने राजनैतिक गणित के चलते इस तरह की "नैतिकता"के सामने  घुटने टेकती रहीं हैं. पर आज की तारिख में मुश्किल यह है कि वर्तमान सरकार मात्र राजनैतिक गणित के लिए इन पर छुप्पी साधे  नहीं बैठी पर वह खुद इस "छदम नैतिकता"में अटूट यकीन रखती है. यह केवल इस तरह की घटनाओं को नज़रंदाज़ ही नहीं करती बल्कि इनका मूक समर्थन भी करती है. दुसरे शब्दों में कहे तो तमाम कट्टरवादी ताकतों को इससे गुंडागर्दी करने की शह मिली हुई है .

    बॉलीवुड में बनने वाली ९०% फिल्मे प्रेम प्रसंगों पर आधारित होती है पर वास्तविक जीवन में अपनी पसंद का लड़का चुनना किसी अपराध से कम नहीं ही. पुलिस का ये रवैया ये सन्देश देता है कि निजी स्वतंत्रता और सुरक्षा एक साथ सुनिश्चित नहीं की जा सकती. अगर समाज को नैतिक पतन से बचाना है तो युवक युवतियों को अपना साथी चुनने की स्वतंत्रता का त्याग करना होगा और घर की दहलीज़ के दायरे में रहना होगा.

    इस नैतिक समाज के घर की दहलीज़ के अंदर किस तरह का शोषण होता है ये पुलिस की कल्पना से बाहर है. साथ ही पुलिस का ये भी मानना है कि परिवार में होने वाले लैंगिक और अन्य तरह के शोषणों को परिवार के भीतर ही रहना चाहिए और परिवार में ही उनका निपटारा होना चाहिए. संविधान में मुहैया कराई गयी व्यक्तिगत स्वतंत्रता का इनके लिए कोई मोल नहीं है. प्रेमी युगल प्रेम-प्रसंगों में पड़कर अपनी स्वतंत्रता का दुरूपयोग कर रहें हैं और उसे रोकना चाहिए. मजनू के पिंजरे में बिठा कर शहर में घुमाने जैसे सामंती सज़ा के तरीके का इस्तेमाल बदस्तूर जारी है. पर इस तरह के सामंती व्यवहार में इतना हैरान होने कि बात नहीं है. हमारा संविधान तो प्रगतिशील और लोकतान्त्रिक है पर उसे लागू करने वाली कार्यपालिका सामंती मानसिकता से ग्रसित है. अगर दायित्व-वाहक सामंती होंगे तो उनके तौर-तरीके सामंती होना लाज़मी है. शिकायत करने आने वाली महिलाओं को घंटो थाने में बैठाए रखना और उनके साथ दुर्व्यवहार करना भी इसी मानसकिता का परिचायक है और उनकी शिकायत दर्ज़ ना करना भी उसी मानसिकता का. प्रगतिशील संविधान और घिसी-पिटी मान्यताओं  का द्वन्द भी जारी है और लोकतान्त्रिक और सामंती मूल्यों का भी. साथ ही साथ सड़े-गले समाज में बदलाव की हमारी लड़ाई भी जारी है.

    14th August: As the Narmada Jeevan Adhikar Satyagraha entered its 3rd day on the banks of the holy village Rajghat in the town of Badwani, participation of the affected oustees on the one hand and support for the protest from various quarters increased. About 40 recipients of the Right Livelihood Award, prominently known as the Alternative Nobel including many eminent citizens from India such as Swami Agnivesh, Dr. Vandana Shiva etc. issued a "Call for Justice"  and an Appeal to the Government of India, the United Nations, & its allies to review the Narmada mega-dam project & adhere to binding human rights norms [Appeal enclosed]. They called upon the "Government of India to immediately halt the ongoing construction of the Project, and not to put up gates on the Sardar Sarovar Dam, since the urgency for a review of the actual status of rehabilitation and environmental compliance seems more necessary at this stage. Such a review must involve all the concerned government agencies, the UNHRC, representatives of the people's movement in the Valley raising the cause of displaced over the past 3 decades, members of the civil society, experts, & independent social & human rights bodies".

    Speaking to the oustees Himanshu and Pratap from Yuva Kranti, Delhi reminded that the NBA has been a beacon for numerous movements across the country and the issues raised by the Andolan have implications for the entire nation. They condemned the assault on the dignity of the farmers and livelihoods of the poor and conveyed full solidarity with the people's struggle in the Narmada valley. Kailash Lambodia, from CPM, Indore came down heavily on the anti-farmer approach of the Modi-Shivraj Govts. He called for a united struggle by the farming and working classes in the Nimad region as well as across the country to change the present lop-sided paradigm of corporate loot of natural and human resources. Advocates Umesh Patidar and Kamal Patidar exhorted oustees to effectively utilize the forum of the GRA for redressal of their grievances, even as they acknowledged the changing nature of the Authority and the enormous procedural difficulties, delays as well as large-scale non-compliance of the Orders of the GRA.

     

    The highlight of the day was the standing ovation given by all supporters and oustees to the firebrand fisher couple Saava and Bharat from Pichhodi, who fought for their rights and obtained an Order from the Grievance Redressal Authority that the "displaced persons fishing co-operatives" must be registered. They brought tears to eyes of one and all as they spoke of the everyday fight and plight of thousands of fisher people thriving on the banks of Narmada. Hilly adivasis from Kharya Bhadal stated as to how while 10 oustees have been given cultivable land worth 2.5 crores, after decades of struggle, 60 others of the same village who are adult sons or left out of the official lists due to faulty surveys are yet to get land. "NVDA has been committing gross atrocities on the adivasis, said Gemtiya.

     

    Oustees send village – wise letters to Prime Minister:  The oustees from village Semalda and Nisarpur wrote letters to the Prime Minister from the satyagraha site in which they asked him to review the decision to submerge the villages, since hundreds of families engaged in fishing, labour work, farm work, small trade etc are yet to be rehabilitated as per law, but have already faced submergence in the previous years. They also expressed grave concern on the irrational back water calculations, which has no relevance on the ground, risking the lives of thousands of families. Poor dalits, encroachers from Aavli-Segawa, mostly women said, "We shall fight for our rights till our last breath".  

     

    Medha Patkar and other activists spent the day with the women and men from different villages, listening to and recording the cases of delays, illegalities and denial of R&R. Medha said that "Even as the oustees would observe "Independence Day" on the 15th August, at Rajghat and Bhilkheda, Badwani and in every village by flag hoisting and also by taking a Sankalp on the river bank, sustained struggle for the real independence in the hills and plains of Nimad and rights of the natural – resource based communities shall continue through the Gram Sabhas.  Water release from upstream dams and water level increase in the SSP reservoir downstream is being watched closely. The Andolan has called for an "Azadi Utsav" on the 16th August, where the rich agricultural produce and indigenous seeds, facing submergence, would be displayed and celebrated.
