अर्को राज्यमा जग्गा किनबेच गर्न पाउँदैन र जागिर खान पनि पाउँदैन । अब
नेपालमा पनि भारतको सिको गरेर त्यस्ता रोगहरु सल्केर नेपाल अधिराज्यका
नेपाली नागरिकहरुको स्वतन्त्रतामाथि हनन् हुन सक्छ ।

संघीयतामा कसैले आठ क्षेत्र भनेका छन् कसैले १२ क्षेत्र भनेका छन् । तर
दुरगामी असर के पर्छ कसैले गहिरो अध्ययन गरेको छैन । नेपालका ५ विकास
क्षेत्रलाई शक्तिशाली बनाएर कसरी त्यहाँको भूभाग र जनतालाई समृद्ध बनाउन
सकिन्छ त्यसमा नीति–कार्यक्रमको तर्जमा गरेर कार्यान्वयन् गर्नसक्नु
पर्छ। डा. ऋषिकेश नारायण श्रेष्ठ भन्नुहुन्छ– 'पाँच विकासक्षेत्र यो
राष्ट्रको सत्यता हो । यो न कुनै पञ्चहरुले बनाएको हो, न त यो कुनै
राजनीतिक भागबण्डाबाट नै बनेको हो । यो राष्ट्रिय अखण्डता र सहिष्णुता
कायम राख्न देशका विज्ञहरुले बनाएको विकासक्षेत्र हो । यो सत्यलाई
आत्मसात गर्न नसक्नु हाम्रो कमजोरी हो ।'
त्यसैले आ–आफ्नो स्वार्थ र ढिपीमा लागेर नचाहिँदा कुरा नउठाऔं । तराईका
जनताको समस्या र जनजातिहरुमा पीडादायी समस्याहरु छन् । त्यसको निराकरण
गर्न राज्यले उच्चस्तरीय आयोग गठन गरेर त्यसबाट प्राप्त सुझावहरु र
मागलाई कार्यावयन गर्ने वचनवद्धता गरी यसैबाट मधेसी र पहाडी पीडित समूह,
दलित र जातीय समस्या निराकरण गर्न सकिन्छ ।
2)संसदमा समानुपालीक प्रणालि खारेज गर्नुपर्छ !
संसदमा समानुपालीक प्रणालिको दुरुपयोग भएकाले त्यसलाई खारेज गर्नुपर्छ ।
यसले कसैको हित गर्दैन । शक्तिमा रहेकाले आफ्नी श्रीमती, रखौटी, नोकर,
आफ्नो कार्यकर्ता मात्र सिफारिस गर्ने हुँदा यस्तो प्रणाली पूरा हटाएर
संसदको माथिल्लो सदनमा पिछडिएको क्षेत्र वा पिछडिएका जाति, वा समूहबाट
योग्य व्यक्ति राज्यले मनोनयन गर्ने व्यवस्था गरिनुपर्छ ।

नेपाललाई यस्तो धर्मसंकटमा पार्नेमध्येका कृष्ण सिटौला,बाबुराम भट्टराई,
सुबास नेम्वाङ हुन् !नेपाललाई यस्तो धर्मसंकटमा पार्नेमध्येका कृष्ण
सिटौला,बाबुराम भट्टराई, सुबास नेम्वाङ हुन् । धेरैले 'सुबास नेम्बाङ
क्रिस्चियन हुन्' भन्छन् । उनले २०६३ साल जेठ चार गते प्रतिनिधिसभाको
घोषणा गर्दा हिन्दुअधिराज्यलाई पश्चिमाबाट करोडौं पैसा खाएर थपक्क
धर्मनिरपेक्ष उनैले थपे। प्रधानमन्त्री सुशील कोइराला एमालेका खड्ग ओली
पनि यसमा अनभिज्ञ छन् । सुशील कोइराला प्रतिनिधिसभाको घोषणामा
धर्मनिरपेक्षको कुरै उठेको थिएन भन्छन् । खड्ग ओली धर्मनिरपेक्ष राख्नु
हुन्न भन्दैछन् । अमेरिका सीआईएको नेपाललाई आधार इलाका बनाएर फ्रि
तिब्बतको नाराबाट चीन टुक्रयाउने र युरोपका इसाई राष्ट्रहरु नेपाललाई
इसाईकरण गर्ने रणनीति हो । त्यसबाट नेपालको अस्तित्व बाँच्न सक्तैन ।
नेपालमा राजसंस्था र हिन्दुअधिराज्य नमान्ने पनि होलान् तर देश बचाउनका
लागि नेपालमा हिन्दुअधिराज्य र राजसंस्था कायम हुनेबित्तिकै सबै समस्याको
समाधान हुन्छ ।

दी टाइम्स अफ इन्डियामा 'नेपाल टुक्रयाएर भारत र चीनले खानुपर्छ'भन्ने
लेख २०६३ जेष्ठ ४ गतेमा जग सुरैयाले र २०७२ सालमा एसडीमुनीले त्यही
पत्रिकामा 'नेपाल टुक्रयाएर भारत र चीनले खानुपर्छ 'भन्ने लेख लेखेर
नेपालको राष्ट्रियतामाथि आक्रमण गर्ने धृष्टता गरे । भारतका यी दुष्ट
लेखकहरु भारतीय गुप्तचर संस्था 'रअ'को षडयन्त्रको समर्थनमा भारतीय
प्रशासनिक संयन्त्र आवद्ध छन् । सुशील कोइरालालाई कृष्ण सिटौलालाई
महामन्त्री बनाउनु भनेर भारतका एसडीमुनीले आदेश दिएको २४ घण्टाभित्रमा
सुशील कोइरालाले महामन्त्री बनाएका थिए।
कृष्ण सिटौला र माओवादीका बाबुराम भट्टराईको नेपाल बिरोधी कुख्यात
एसडीमुनी र भारतीय गुप्तचर संस्थासँग नजिकको सम्बन्ध रहेकाले कृष्ण
सिटौला र बाबुराम भट्टराई यी दुई व्यक्तिहरुको लहैमा लागेर आज कांग्रेस,
एमाले, माओवादी र नाम चलेका कथित बुद्धिजीवीहरु समेत फसेका छन् । यस्ता
गद्दार अपराधीहरुका कारणले नेपालको भविष्य अन्धकार हुन पुगेकाले यस्ता
कुख्यात अपराधीहरुलाई राज्यले राष्ट्रद्रोहमा कारवाही गरेर कठोर सजायँ
दिनसक्नु पर्छ । पार्टीहरुभित्र पनि सबै राष्ट्रघाती छैनन् । देशको
राष्ट्रियतालाई कमजोर पार्ने निरर्थक बहसहरु उठाएर विदेशीको पासोमा हामी
कसैले पनि फस्नु हुन्न । देशद्रोही गलत नेताहरुलाई समयमै कारवाही गनु
हामी देशभक्तहरुको कर्तव्य हो ।

पार्टीका गद्दार नेताहरुले धर्मनिरपेक्षता, गणतन्त्र, संघीयता जस्ता
राष्ट्रघाती बुँदा 'सीआईए'र 'रअ'को एजेण्डालाई बोकेर देशको अस्तित्वमा
खेलवाड गर्ने काम गरेका छन् । २०६३ सालको जनआन्दोलनको आशय बुझेर
आन्दोलनकारी नेताहरुसँगको सहमतिमा राजाले सत्ता हस्तान्तरण गरेपछि
कांग्रेस, एमाले र माओवादीले राजालाई धोका दिएर विस्थापित गर्न खोज्नु
कति ठूलो राजनीतिक धोका हो । राजासँगको सम्झौतापछि जनआन्दोलन रोकिएको हो
। त्यसलाई बिर्सेर कहिले पनि निकाश प्राप्त हुन सक्तैन । नेपाली जनता
चाहन्छन्– हिन्दुअधिराज्य, संवैधानिक राजसंस्था कायम होस्, देशले नयाँ
बाटो पाओस्, जनताले काम पाउन्, देशभित्र विदेशी चलखेल नरहोस्, ठालुतन्त्र
र भ्रष्टाचार समाप्त होस् ।

प्रत्यक्ष निर्वाचनबाट प्रधानमन्त्रीको निर्वाचनमा विदेशीले पैसाको खोलो
बगाउँछन्, प्रधानमन्त्री बन्ने व्यक्ति कुनै हालतमा नेपालको हुन सक्तैन !

संविधान निर्माणको बहसमा प्रधानमन्त्रीको प्रत्यक्ष निर्वाचन सबैभन्दा
राम्रो हुन्छ भनेर बाबुराम भट्टराईले त ज्यानै दिउँला जस्तो गरेर
प्रधानमन्त्रीको प्रत्यक्ष निर्वाचन गर्ने भन्दै हौवा खडा गरेका छन् । तर
नेपालको सन्दर्भमा प्रधानमन्त्रीको प्रत्यक्ष निर्वाचन सबैभन्दा खतरनाक
हुन्छ । प्रत्यक्ष प्रधानमन्त्रीको चुनावमा पश्चिमाहरुले पैसाको खोलो
बगाउँछन् र आफूले चाहेको काम गर्ने प्रधानमन्त्री बनाउँछन् । यस अवस्थामा
नेपालको प्रधानमन्त्री देशभक्त, इमान्दार, योग्य कहिले चुनिन सक्तैन
किनकि पैसाको अगाडि जनमतको केही कदर हुँदैन । विदेशीबाट करोडौं पैसा खर्च
गरेर प्रधानमन्त्री बन्ने व्यक्ति कुनै हालतमा नेपालको हुन सक्तैन ।

यसै गराउन बाबुराम भट्टराई कसरत गर्दैछन् । त्यसैले यस्तो काम नलाग्ने
कुरा गर्नेहरुलाई मुर्कुट्टा भन्नुपर्छ, जसको टाउकै हुँदैन । संसदीय
व्यवस्थामा सबैभन्दा राम्रो पद्धति निर्वाचित संसदबाटै प्रधानमन्त्रीको
छनौट गर्ने हो । त्यसैले संसदबाटै प्रधानमन्त्रीको निर्वाचन हुनुपर्छ ।
यहाँ राष्ट्रपतिको निर्वाचनको कुरा पनि छ । नेपालमा प्रत्यक्ष वा संसदबाट
निर्वाचित राष्ट्रप्रमुख नेपालमा फापसिद्ध हुनै सक्तैन । राष्ट्रपति
कांग्रेस, एमाले, माओवादी वा कुनै पार्टीको, जनजाति, मुसलमान,
क्रिस्चियनको तर्फबाट वा कुनै विदेशीले उचालेको तर्फबाट उम्मेद्वार हुन्छ
।

नेपाल जस्तो देशमा राष्ट्रपतिको निर्वाचन नै नेपाल डुब्ने कारण हुनसक्छ ।
यसले चीन, भारतबीचमा सन्तुलन कायम गर्न नसक्ने, विभिन्न जातजातिबीच
समन्वय गर्न नसक्ने, साम्प्रदायिकता, धार्मिक असन्तुष्टिको कारणले
नेपालमा कहिले पनि स्थिरता कायम हुन सक्तैन । त्यसैले नेपालमा
राष्ट्रपतिको व्यवस्था हुनु नै हुँदैन । संसदबाट पारित कानुनअनुसारको
संसदको नियन्त्रणमा रहने स्थायी राष्ट्रप्रमुखको रुपमा उही राजसंस्था
यथावत कायम हुनुपर्छ । यो नै सबैभन्दा राम्रो विकल्प हुन्छ । २०६३ सालको
जनआन्दोलनपछि जेष्ठ ४ गते संसदीय घोषणाका राजसंस्था बारेमा जुन बुँदा
राखिएको थियो त्यसैलाई निरन्तरता दिए पनि हुन्छ । यदि यसो नभएर
गणतन्त्रकै बाटोमा लाग्ने हो भने यो देश बाँच्दैन र हामी नेपालीहरु
देशैभित्र शरणार्थी बन्ने दिन आउँछ ।
5) विश्वको एकमात्र हिन्दुअधिराज्यको रुपमा आफ्नो पहिचान दिएर उभिएको देश
हो–नेपाल । (From the beginning of the unification of greater Nepal,
Prithvi Narayan Shah had unified more than 54 Hindu states (Gorkha,
Kaski, Palpa, Makawabpur, Baisee, Chubise, Nuwakot, Kritipur,
Kantipur, Bhaktapur, Latitpur, Chudandi and such Hindupati-Hindu
states and then Nepal automatically calls United Hindu kingdom, but
not Hindu Rastra and Hindu state) नेपालको राष्ट्रिय झण्डा, हिन्दु
अधिराज्य नेपालको पहिचान हो । ५४ भन्दा बढी स–साना हिन्दु राज्यका
जनतालाई मिलाएर पृथ्वीनारायण शाहले विशाल नेपालको एकीकरण गरेर बनेको
उसबेलादेखिको नेपाल हिन्दुअधिराज्य हो । जर्मनका विद्वान भोल्टेयरले
भनेका थिए–'हिन्दुशास्त्र पश्चिमी जगतको लागि पूर्वीय जगतको सबैभन्दा
उपहार हो ।'इरानको फारसीपोलिसनगरमा ईशाभन्दा ४८६ वर्ष पुरानो दारा
हस्तास्पको स्मारकको शिलालेखमा 'हिन्दु'र हिन्दुस दुबै 'उल्लेख छ ।
इरान देशको फार्सी सम्प्रदायको प्राचीन ग्रन्थ 'शातीर'मा ब्यास ऋषिको
वाक्य "म हिन्दु देशमा जन्मिएको सच्चा हिन्दु हँु"भन्ने कुरा उल्लेख छ ।
२०६८को जनगणनामा लगभग ८३ प्रतिशत हिन्दुहरुको संख्या देखियो । ओंकार
परिवार- बौद्ध, किराती, जैन, शिखधर्म समेत ९६ प्रतिशत हामी ओंमकार परिवार
छौं । हिन्दु धर्मभन्दा धेरै पछिका मुस्लिम, क्रिस्चियन् धर्महरुले
धर्मसापेक्षराष्ट्र घोषित गर्ने अनि नेपालले चाहीं धर्मनिरपेक्ष
हुनुपर्ने ? नेपालमा राई,लिम्बू, मगर, गुरुङ, नेवार, ब्राह्मण,क्षेत्री,
कामी दमाईं, सार्की, मैथिली, भोजपुरी, अवधि,शेर्पा, तामाङ हामी सबै
हिन्दु-बौद्ध हौं ! हिन्दुअधिराज्य र राजसंस्थाको बिरोध गर्नेहरु
देशद्रोही हुन् । गणतन्त्र, धर्मनिरपेक्ष, संघीय राज्य विदेशीहरुका बुँदा
हुन् । नेपालमा राजसंस्था विस्थापित गर्न खोजिएको बेलादेखि नेपालमा
चौतर्फी संकटले सीमा नाघेको छ । अतः हिन्दुअधिराज्य र संवैधानिक
राजसंस्था रहिरहोस् ।

New tool lets you assess impact nuclear bombs could have on any part of the world.

US bombed Hiroshima on August 9, 1945 and Nagasaki three days later.

Tomorrow will mark the seventieth anniversary of the US dropping atomic bombs on Hiroshima, and Nagasaki three days later. While the world has been spared a large nuclear attack ever since, the threat of such an attack is still very real in many parts of the world including India. According to estimates, the twin bombings on Japan resulted in at least 1,29,000 deaths. Many thousands were maimed or injured for life. Generations that followed were also affected. Now, a new tool called Nukemap, created by nuclearsecrecy.com with sponsorship from the College of Arts and Letters, Stevens Institute of Technology lets anyone check the impact of such a bomb on their hometown. The app has presets for yield of the bomb, ranging from the one dropped on Hiroshima and Nagasaki to the 100mt Tsar Bomba, the largest ever created by USSR. We checked what the impact would be if Pakistan's largest tested bomb (45kt) was dropped on strategic Indian cities. This bomb would have a fireball radius of 280 m (0.25 km²) and a radiation radius (500 rem) of  1.16 km (4.25 km²). The air blast radius (5 psi) is about 2.5 km (19.6 km²) and the thermal radiation radius (3rd degree burns) is 3.05 km (29.3 km²). The impact would be more if the detonation is closer to ground. Chandigarh: 228,220 fatalities and 489,340 estimated injuries as in any given 24-hour period, there are approximately 1,316,326 people in the 1 psi range of the most recent detonation. New Delhi: 367,900 fatalities and 1,285,180 injuries. In any given 24-hour period, there are approximately 3,828,877 people in the 1 psi range of the most recent detonation. Mumbai: 586,120 fatalities, 2,037,320 injuries. In any given 24-hour period, there are approximately 5,959,925 people in the 1 psi range of the most recent detonation. On the other hand, this is the impact on the Pakistan capital if the largest tested Indian bomb (60kt) was dropped there. The 60 kiloton bomb has a fireball radius of 310 m (0.31 km²) and a radiation radius (500 rem) of  1.16 km (4.22 km²). The air blast radius (5 psi) is 2.75 km and the thermal radiation radius (3rd degree burns) is 3.48 km (38 km²).  Islamabad: 142,450 fatalities, 260,050 injuries. The Union government has denied plans to develop a DNA database of citizens, similar to the biometric database of Aadhaar, as feared by many when the Human DNA Profiling Bill was introduced in the Monsoon Session of Parliament.

In a written reply in the Lok Sabha on Wednesday, Union Minister of State for Science and Technology Y.S. Chowdary said the government did not propose to establish a DNA databank of castes, communities and groups to profile, store and match their DNA data.

Highly placed sources in the Science and Technology Ministry, however, told The Hindu that the draft had not been changed drastically from the one put out in January.

For a few months now, the revised draft has been missing from the public domain. "Some minor corrections alone have been made to an earlier draft," a senior official said. "The DNA data that is proposed to be collected in the Bill will be restricted to criminal cases and civil disputes, and for identifying missing individuals in the event of a natural disaster."

Lalji Singh, recognised as the father of DNA fingerprinting technology in India, said the Bill was an improvised version of the one he framed several years ago. However, the government did not consult him while drafting the Bill. He was disappointed that a Board proposed in the Bill would have complete control over DNA profiling, and without its permission, no laboratory could be started. The databases would be centralised.

"What is the usefulness of creating a general DNA database? In criminal justice cases, one only does DNA fingerprinting case by case. Spending thousands of crores of public money on creating a general database may not be worth it," he said. "The proper thing to do would be to bring DNA fingerprinting within the ambit of the Evidence Act, so that DNA-based evidence is admissible in a court. But that is not what the government is proposing right now."

Pushpa M. Bhargava, founder of the Centre for Cellular and Molecular Biology, Hyderabad, said another major omission in the current draft was that the existing provision for accreditation of laboratories for DNA profiling, under the National Accreditation Board for Testing and Calibration Laboratories, had been overlooked.

Another concern has been the lack of trained staff to ensure quality control of DNA sample collection. Considering that it is the local police who mostly collect samples for evidence, including body fluids or hair, unless there are trained personnel to do the work, the biological samples could get contaminated or the mode of collection may violate individual rights, Mr. Singh said.

Controversy erupts over DNA Profiling Bill ahead of introduction

The scope of the proposed Human DNA Profiling bill is only limited to the identification of an individual as the samples collected are inadequate for a full genome analysis containing personal information, claim scientists who drafted the bill.

The bill, listed for introduction in the ongoing monsoon session of the Parliament, triggered a debate with rights activists and NGOs claiming the legislation was intrusive and contained several controversial provisions without any safeguards. Geneticists who nurtured the legislation for the last 12 years, differ. According to them, genetic data would be obtained only from 17 positions in the human DNA—out of 3 million positions—to determine the "signature profile" of an individual. A tiny amount of DNA (from a single hair) is needed is what they say.

"The information from 17 DNA positions uniquely identifies an individual, the person's gender and relationship with biological relatives, but otherwise has no correlation with age, colour, race, behavioural or morphological features, and health and disease predilections," said J Gowrishankar, director, Centre for DNA Fingerprinting and Diagnostic (CDFD), Hyderabad.

Since each parent contributes 50 per cent of his/her DNA to a child, the signature profile of an individual is used to determine the parentage or other kinships.

The DNA profiling is not only useful in crime investigation, providing the investigators with leads, but also helps in civil disputes and identification of unknown bodies.

"Going by the NCRB data, there are 40,000 unidentified bodies in India each year, which means 4 lakh unidentified bodies in the last 10 years. Having a centralised DNA data bank would be useful for them," CDFD scientist Madhusudan Reddy Nandineni told Deccan Herald.

'Intimate sampling' row

On the "intimate sampling" controversy, Reddy said those provisions already exist in the Section 53 of the Criminal Procedure Code, as amended in 2005. The DNA profiling legislation reiterated those provisions under which only a doctor can collect the samples.

The bill seeks to create a regulatory body–DNA Profiling Board–to oversee all DNA profile-related activities and run the DNA data banks, which will store the samples. Every bank would store the samples under several indices: crime scene index; suspect index; offender's index; missing person's index; unknown deceased person's index and volunteer's index.

Three technical panels have overseen the bill in the last 10 years and a final draft was prepared in January this year.

While the department of biotechnology, in an affidavit in the Supreme Court, said the activist's concerns on the bill were adequately addressed, an US-based NGO called the Council for Responsible Genetics claimed absence of many safeguards in the bill.

-- "सशस्त्र प्रहरी बल" नामबाट प्रहरी हटाउन नहुने कारणहरु १. प्रहरी "Police"शब्द जनताको दैनन्दिन्यी आईपर्ने समस्यासँग राज्यले नियमन गर्नु पर्ने काममा प्रयोग हुने क्षेत्रमा काम गर्ने र कानून कार्यान्वयन गराउने संस्था भन्ने बुझिन्छ ।कामको प्रकृति हेरी प्रहरीको विभिन्न नाम हुने गर्छ जस्तै ट्राफिक प्रहरी¸ टुरिष्ट प्रहरी¸ रेलवे प्रहरी¸ नगर प्रहरी¸ सशस्त्र प्रहरी आदि आदि । यो शब्द ब्यापक अर्थमा "बिज्ञ" भनेझै प्रयोग हुने शव्द हो । विभिन्न बिषयको बिज्ञ भएझै प्रहरी पनि विभिन्न किसिमका हुन सक्छन । २. हाल केही व्यक्ति तथा मिडियाका साथीहरुले झुठा प्रचार गरेझै एउटा देशमा एक भन्दा वढी प्रहरी हुन नहुने दावी पुर्णत: गलत हो । संसारको लगभग सबै जस्तो देशमा एक भन्दा वढी प्रहरी छन्। चीनमा Armed Police Force भन्‍ने नामकै प्रहरी संगठन छ, जसको १० वटा कार्यदेश मध्ये ८ वटा स.प्र.बलको कार्यदेश संग मेल खान्छ । भारतमा भएको २४ वटा प्रहरी संगठन मध्ये १२ वटा केन्द्रिय Para Military संगठनहरु छन्‍ । ठुलो देश भारतको प्रत्येक Para Military फोर्सहरुको एउटा वा दुईवटा मात्र कार्यादेश (Mandate) प्राप्त गरी कार्यरत छ । भारतको १२ वटा केन्द्रिय Para Military फोर्स मध्ये ३ वटा सेना निकट छ र रक्षा मन्त्रालयको मातहतमा कार्य गर्छन् र वाँकी ७ वटा संगठनहरु फोर्स परिचालन गर्ने खालको छ; यी सबै पहिला छुट्टा छुट्टै स्थापित भएको भएतापनि हाल Central Armed Police Force (CAPF) अन्तर्तग राखीएको छ । यसमा पनि २ वटा CRPF, ITBP कानून कार्यान्वयन गराउने खालका छन् र यीनको अलग्गै प्रहरी नाम प्राप्त छन् । माथी उल्लेखित भारतको १० र अरु २ गरी कुल १२ वटा प्यारामिलिटरी संगठनहरुले गर्ने काम नेपालमा सशस्त्र प्रहरीले प्राप्त गरेको सबै कार्यादेश अन्तर्गत नै पर्दछ । ३. स्थापना काल देखि सशस्त्र प्रहरी बललाई दिईएको १२ वटा कार्यादेश तथा पछि थप सहित अधिकांश कार्यादेश प्रहरी प्रकृतिको नै रहेको र हालसम्म सशस्त्र प्रहरी बलको नामबाट स्थापित/परिचालित भई जनमानसमा आफ्नो स्थापनाको औचित्य समेत सिद्ध गरिसकेको अवस्थामा यो संगठन गृह अन्तर्गत प्रहरी (साबिककै) नाम सहित रहन नै उचित/बान्छनिय छ । ४. संयुक्त राष्ट्र संघमा समेत सशस्त्र प्रहरी बलको टुकडी (FPU) Formed Police Unit को रुपमा परिचालित भई छुट्टै Reputation कायम गरिसकेको छ । अत: कुनै अमुक संगठनको अमुक ब्यक्तिको निहीत स्वार्थको कारण स.प्र.बलको नाम परिवर्तन नगरी अन्तराष्ट्रिय साखको लागि पनि सोही नाम राख्‍न उपयुक्त हुन्छ । ५. हाम्रो जस्तो खुला सीमानामा परिचालित अर्ध सैनिक बल परिचालन हुदां प्रहरी कै रुपमा परिचालन हुनु पर्ने अवस्था रहन्छ । सशस्त्र खाले अपराधीहरु समेत अवत जावत गर्न सक्ने खुला सिमाको कारण तथा भारतीय सशस्त्र सिमा बल ले जिम्मेवारी नलिने राजश्व तथा भन्सारमा समेत परिचालन हुने हुँदा स.प्र.बलको कार्यादेश एस. एस. बि. को भन्दा व्यापक र पृथक रहेकोले यसलाई साबिककै नाममा राख्‍न उचित/अबश्‍क छ ।(प्रहरी शव्दले राज्यको निर्देशक सिद्धान्त तथा नीतिमा कुनै किसिमको असर नगर्ने वरु राज्यको तर्फवाट शान्ति सुरक्षा गर्ने काम/कार्वाहिमा कानुनी मान्यता प्राप्त हुन्छ । ६. प्रान्तिय प्रहरीको गठन पश्‍चात नेपाल प्रहरी स्वत: प्रान्तमा जाने र केन्द्रमा सानो Coordinating Body मात्र रहने हुँदा सशस्त्र प्रहरी बल साबिककै कार्यादेश अनुसार केन्द्रिय सरकारको रिजर्भ प्रहरी तथा सिमा हेर्ने निकायको रुपमा रहन्छ । सीमा (परराष्ट्र) मुद्रा र रक्षा केन्द्रिय सरकारको जिम्मामा रहने हुँदा प्रान्तिय प्रहरीले सीमा, राजश्‍व/भन्सार समेत हेर्न नसक्ने हुँदा स.प्र.बल केन्द्रीय प्रहरीको रुपमा रहनु पर्ने भएकोले सोहि अनुसार गर्नु पर्ने हुन्छ।त्यसर्थ हाल नेपाल प्रहरिको नियन्त्रणमा रहेको एयरपोर्ट तथा सीमा सुरक्षा चौकीहरु केन्द्र सरकार मातहतको केन्द्रिय स.प्र.बलमा मिलान गर्नु उपयुक्त हुन्छ । ७. संघिय व्यवस्थापनमा रहेको संसारको जुनसुकै देशको सामान्य प्रहरी प्रान्तिय सरकारको मातहतमा हुने गर्छ र केन्द्रमा अधिकृत स्तरको भर्ना छनौट, केन्द्रीय तालिम, INTER POL र केन्द्रीय सरकारको Coordinating Body मात्र रहन्छ ।मित्र राष्ट्र भारतमा नागरीक प्रहरीहरु सबै प्रान्तिय सरकार मातहत रहेको र केन्द्रमा इन्भेष्टिगेसन तथा इन्टेलिजेन्स निकायहरु मात्र रहेको छ । गृह अन्तगर्तको CAPF तथा अन्य प्यारामिलिटीरी फोर्स केन्द्रीय रिजर्भको रुपमा रही परिचालन गरेको देखिन्छ ।दंगा नियन्त्रण, सिमा सुरक्षा¸ भन्सार¸ राजश्व र उद्योग जस्ता प्रत्यक्ष जनतासँग जोडिने र कानून कार्यान्वयन गर्ने कार्यादेश सहितको नेपालको अर्धसैनिक बल (सशस्त्र प्रहरी बल) को नाममा प्रहरी र गृह अन्तर्गत रहन बाञ्छनिय देखिन्छ । ८. अन्‍तराष्ट्रिय स्तरमा परिचालन हुँदा अरु देशको जुनसुकै प्रहरी सो देशको राष्ट्रिय प्रहरीको नाममा आ-आफ्नै पोशाकमा परिचालन हुने गरेको पाइन्छ । जस्तो भारतको सबै प्यारामिलिटरी फोर्सहरु आफ्नै पोशाकमा तर इन्डियन पुलिसको नाममा परिचालित हुने गर्दछ । तर नेपालको जनपद प्रहरीले "नेपाल प्रहरी"को नाम आफ्नो पेवा बनाएको हुँदा सो प्रहरीको नाम "जनपथ प्रहरी"राख्‍नु आवश्यक छ ताकी पछि सबै प्रहरीले "नेपाल प्रहरी" को नाममा विदेशमा जानु पर्ने/पाउने ठाउँ बाँकी रहोस । ९. संसारका कतिपय देशले अर्घसैनिक बललाई फोर्सको रुपमा प्रहरी शब्द नलगाई रक्षा मन्त्रालय वा प्रधानमन्त्रीको कार्यालय मातहत समेत राखेर परिचालन गर्ने गरेको पाइन्छ । तर हाल स.प्र. बलले पाएको अधिकाशं कार्यादेश गृह अन्तर्गतको नै रहेको एबं अब कुन नाममा कुन मन्त्रालय अन्तर्गत राख्ने भन्ने दुबिधा विच स.प्र.बलको स्थापना देखि हाल सम्म स्थापित एन कानुस सबै परिमार्न नभै परिचालन हुन असंम्भब छ, अत: यसलाई साबिकै नाममा परिचालन गर्न उचित एवम् बान्छनीय देखिन्छ।गृह बाट हटाइ रक्षा वा प्रधानमन्त्रीको कार्यालय मातहत ल्याउँदा आईपर्ने परिचालनको जटिलता एवं प्रशासनिक जटिलता आउने तथा अन्तराष्ट्रय जगतमा सैनिक बजेट घटाउदो अबश्‍था बिच बजेट देखी परिचालनको औचित्य कसरी सावित गर्ने हो ? यो छुट्टै चुनौतिको रुपमा खडा रहने भएकोले साबिककै नाममा परिचालन गर्न वान्छनीय देखिन्छ ।(लोकतान्त्रिक मुल्य र मान्यतालाई अत्मसाथ गरेको राज्यले सैनिक संरचनाहर बढाउने हो वा छिमेकी तथा अन्य प्रजातान्त्रिक मुलुकमा झै सशस्त्र प्रहरी बललाई यथावत राख्‍ने हो ध्यान दिन जरुरी भएको छ ।) १०. सिद्धान्तत: प्रहरी परिचालनको बखत परिस्थितिलाई नियन्त्रणमा लिन असफल भएपछिको परिस्थितिलाई नियन्त्रण गर्न आउने रिजर्भ फोर्सको रुपमा परिचालित अर्धसैनिक बल (स.प्र.बल) हतियार¸ तालिम र क्षमताले उच्च हुने मानी विग्रिएको परिस्थिलाई काबुमा लिन परिचालन हुने फौज मर्यादाक्रममा समेत माथि रहनु पर्छ ताकी पहिला परास्त भएको फौजलाई समेत परिचालन गरी परिस्थितिलाई नियन्त्रणमा लिन सकियोस र अवस्था शान्त भएपछि उनीहरुको जिम्मामा छाडी फिर्ता हुन सकोस ।जुन कुरा स.प्र.बल परिचालन निर्देशिकाले प्रष्‍ट पारेको छ । ११. यसरी नै नेपाल प्रहरीमा रहेको सशस्त्र प्रहरी गण/गुल्म हरुलाई भबिश्‍यमा प्रान्तिय रीजर्भ फोर्सको रुपमा बिकास गर्ने उचित हुनेछ ।

Dear Mohanjee and all,

Almost all the politicians in the country, particularly those at the helm, are all "enemies of the nation", having sinned the latter to different degrees. Our problem therefore is that these very same sinners and enemies are lording over us all. We must be giving some special thoughts as to how to make amends to the situation that has lasted more than a quarter century with no end in sight.The current higgling and haggling about constitution making is a waste of time and of scarce resources, simply because whether new, old or no constitution, these same sinners and enemies will continue to be at the helm. Dear Mohanjee, give me some hope. I find it necessary to copy it to the whole lot of people.

Yubaraj Gautam refers in his article to the Zone of Peace (ZoP) proposal so ably put forward by late King Birendra on the occasion of his coronation in 1975. While 116 countries supported this proposal, India continued to set it aside on the false assumption that it is 'under Delhi's consideration'  .With  the 1990 political change the proposal was literally buried People have started realizing the importance and relevance of this proposal now more than ever before as foreign forces are seeking to meddle in internal affairs in broad daylight.

भारतले २००७ सालमा भएको(??) शान्ति-मैत्री सन्धिको आड्मा नेपालमा सत्र पल्टन एवं चारवटा ब्रिगेड राख्ने र तिनलाई चाहिने सम्पूर्ण हातहतियार, गोलाबारुद आदि आपूर्ति गर्ने अडान लिएपछि २००९ सालदेखि भारतीय सेना नेपाल प्रवेश गर्‍यो। मुस्ताङ लगायतका दर्जनौं स्थानमा ती तैनाथ थिए। अन्तत: राजा महेन्द्रको कार्यकालमा ती धपाइए। त्यसबेला कीर्तिनिधि बिष्ट प्रधानमन्त्री थिए।

 

नेपाललाई आफ्नै सुरक्षा छातामुनि राख्नुपर्छ भन्ने भारतको प्रवल चाहना छ। त्यसैले यहाँको अजस्र प्राकृतिक स्रोत र सुरक्षा अवस्थितिलाई दृष्टिगत गरेर भारतले नेपाली राजनीतिमा खेलिरह्यो। 

 

राजा वीरेन्द्रले राज्याभिषेकका अवसरमा २०३१ साल फागुन १३ गते ५७ राष्ट्रका राष्ट्राध्यक्ष, सरकार प्रमुख तथा प्रतिनिधिहरु समक्ष नेपाललाई शान्तिक्षेत्र घोषणा गरियोस् भन्ने प्रस्ताव राख्दा कालान्तरमा ११६ राष्ट्रले समर्थन गरे तर भारतले समर्थन गरेन। भारतले मात्र होइन, भारतपरस्त राजनीतिक दलले पनि विरोध गरे। राजा वीरेन्द्र दिल्ली पुगेका बेला शान्तिक्षेत्र प्रस्ताव चाहिदैन भन्दै बाबुराम भट्टराईको नेतृत्वमा त्यहाँ विरोध प्रदर्शन गरिएको थियो। 

 

भारतीय खर्च र निर्देशनमा त्यो प्रदर्शन भएको कुरा सहजै बुझन सकिन्छ। झन्डै चालीस बर्ष अघिदेखि दिल्लीको दिग्दर्शनमा हिडिरहेका भट्टराई आफ्ना स्वामीहरुप्रति आज पनि इमानदार छन् र उनलाई जुन शक्तिले नेपालमा काजमा खटाएको छ, त्यो राष्ट्रका उनी राष्ट्रवादी नै हुन्।

 

नेपालमा यस्ता राष्ट्रवादी धेरै छन्। उनीहरुको र राष्ट्रवादी नेपालीहरुको स्वार्थ मात्र फरक छ। ब्रिटिस साम्राज्यको पदचिन्हमा हिडेको भारतीय कूटनीति त्यो भन्दा कठोर बन्दै गएको छ। 

 

सन् १९२३ मा नेपाललाई सार्वभौमसत्ता सम्पन्न राष्ट्र मानेर ब्रिटेनले नेपालका राजालाई आफ्नै राष्ट्राध्यक्षसरह हिज म्याजेस्टीको मान्यता दिएको थियो भने भारतका उच्चपदस्थ कर्मचारी र राजनीतिज्ञहरु नेपाल एउटा प्रान्त मात्र हो कि भन्ने व्यवहार गर्छन्।

 

माधव नेपाल प्रधानमन्त्री छँदा काठमाडौं स्थित भारतीय राजदूत राकेश सुदले चप्पल लगाएर भेट गर्न गए। सहसचिव तहका ती कर्मचारी स्वतन्त्र राष्ट्रका प्रधानमन्त्रीसँग होइन, आफूभन्दा तल्लोतहको कर्मचारीसँग कुरा गरेझै हेपाहा शैलीमा कुरा गरिहेका थिए। 

 

पुष्पकमल दाहाल र बाबुराम भट्टराई जस्ता भारतपरस्तहरु दर्जनौं पल्ट लैनचौरस्थित भारतीय दूतावासमा याचकझै लम्पसार परेपछि भारतीयहरुले हेप्नु स्वाभाविक थियो। विदेशीका कठपुतलीहरु पञ्चायतकालमा पनि थिए तर राजाको डरले ती सतर्क हुने गर्थे।

 

कूटनीतिज्ञ यदुनाथ खनालले एउटा घतलाग्दो प्रसङ्ग सुनाएका थिए। सन् १९८१ तिर बंगलादेशका राष्ट्रपति जियाउर रहमान र राजा वीरेन्द्रवीच फोनमा वार्ता हुँदा दक्षिण एसियामा आसियान जस्तै एउटा क्षेत्रीय सहयोग संगठन बनाउने कुरा चलेछ। त्यस संगठनको प्रधान कार्यालय नेपालमा राख्नु उचित होला भन्ने राजा वीरेन्द्रको प्रस्तावमा राष्ट्रपति रहमानले स्वीकृति जनाएछन्। 

 

बडापत्रबारे अन्तिम निर्णय गर्न थिम्पुमा सन् १९८४ मा बैठक बस्यो। परराष्ट्र मन्त्रालयको सल्लाहकारका रुपमा यदुनाथले नै सार्कको प्रधान कार्यालय काठमाडौंमा राख्ने प्रस्ताव गरेपछि त्यो स्वीकृत भयो। २०४६ सालभन्दा पहिले प्रधानमन्त्री र मन्त्रीका सल्लाहकार राजनीतिक कार्यकर्ता वा आफन्त होइन, सम्वन्धित क्षेत्रकै विज्ञ-विशेषज्ञ हुने गर्दथे।

 

राष्ट्रहितलाई उच्च प्राथमिकतामा राखेर दीर्घकालीन नीति बनाउने र त्यसको पालना गर्ने-गराउने काम राजनीतिज्ञहरुबाट होइन, राजनेता(स्टेट्स्म्यान) बाट मात्र सम्भव छ। उदाहरणको लागि जोमो केन्याताले साम्राज्यवादबाट स्वाधीन गराएर केन्यालाई मार्ग देखाए। सिंगापुरवासीले लि-क्वान-यूलाई र मलेसियाका जनताले महाथिर महमदलाई सम्झिने कारण पनि त्यही हो। 

 

दशबर्षसम्म कथित जनयुद्ध गरेका नेपालका माओवादी नेताहरुले आज निर्लज्ज भाषामा भनिरहेका छन्- सशस्त्र विद्रोह वास्तवमा परम्परागत धर्म-सँस्कृति मासेर इसाई राज्य बनाउनकै लागि थियो। यो पङ्तिकारले पटक पटक लेखेको छ-नेपालको माओवादी क्रिश्चियन मर्सिनरी(भाडाका फौज) हुन्। समयले यो पुष्टि भइसकेको छ। त्यसैले कसैले माओवादीबाट राष्ट्रोत्थान हुन्छ भन्ने सोचेको छ भने ऊ भ्रममै छ।

 

विधिपूर्वक इसाई धर्म लिएर एमाओवादीको उच्च पदमा बसेका कृष्णबहादुर महराले केहीदिन अघि इसाई भेलामा बोले-नेपाललाई धर्मनिरपेक्ष राष्ट्र घोषणा गरिएन भने विद्रोह हुनेछ। महराको यो कथनले पुष्टि गर्छ, धर्मनिरपेक्ष राष्ट्र बनाएर नेपालका परम्परागत धर्म-सँस्कृति निर्मूल गर्न इसाई र उनीहरुका हितैषीहरु सक्रिय छन्। 

 

नेपालको आन्तरिक मामिलामा ठाडो हस्तक्षेप गर्दै ब्रिटेन, नर्वे आदि राष्ट्रका राजदुतहरुले सभामुख सुवासचन्द्र नेम्वाङलाई भेटेर धर्मनिरपेक्ष राष्ट्र घोषणा गर्न दवाव दिए। प्रत्युत्तरमा नेम्वाङ्ले त्यसका निम्ति आफूले शतप्रतिशत प्रयत्न गरिरहेको बताएका थिए। संविधानसभाको प्रथम निर्वाचनपछि अन्तरिम संविधानमा खुसुक्क धर्मनिरपेक्षता शब्द घुसाउने व्यक्ति नेम्वाङ् नै हुन् भनेर कतिपय नेताले खुलासा गरिसकेका छन्।

 

राष्ट्रनिर्माता पृथ्वीनारायण शाहको जयन्ती र राष्ट्रिय एकता दिवस (पुस २७) खारेज गरेर क्रिसमसलाई राष्ट्रिय दिवस बनाउनेहरु नै धर्मनिरपेक्षताका पक्षधर छन्। राजतन्त्र उन्मूलन भएको घोषणापछि गिरिजाप्रसाद कोइरालाको सरकारले राष्ट्रिय एकता दिवस खारेज गरेको थियो। त्यसबेला गृहमन्त्री थिए, कृष्ण सिटौला। 

 

सुशील कोइरालाले प्रधानमन्त्रीको हैसियतले मन्त्रिपरिषद्मा राष्ट्रिय एकता दिवसलाई मान्यता दिन खोज्दा सबैभन्दा चर्को विरोध गरे, मन्त्री मिनेन्द्र प्रसाद रिजालले। यस्ता घटनाबाट राष्टिय स्वाभिमानका शत्रु र विदेशी शक्तिका कठपुतली चिन्न सजिलो भएको छ।

 

काठमाडौंमा दर्जनौं आइएनजिओ(विदेशी गैरसरकारी संस्था) छन् , जो नेपाललाई क्षतविक्षत पार्न चाहन्छन्। धार्मिक, साँस्कृतिक र सामाजिक सदभाव बिथोल्न सकिएमा नेपाली-नेपालीहरु एक-अर्कालाई मार्न पनि तयार हुन्छन् भन्ने बुझेर ती विदेशीले राजनीतिक दल, प्रेस, विश्वविद्यालय, नागरिक समाज, लेखक, विश्लेषक, एनजिओलगायत हरेक तह र तप्कामा आफ्ना एजेन्ट राखेका छन्। 

व्‍यक्ति, दल वा कसैको पनि तानाशाही जनताले स्वीकार्दैन। यस्तो अवस्थामा जनविरोधी शासकहरुलाई तह लगाउन जनता नै जुर्मुराएका छन्। यो शुभसंकेत हो। 

राजनीतिशास्त्रले पञ्चमांगी(फिफ्थ कलम्निस्ट) भन्ने त्यस्ता व्याधाहरु राष्ट्रिय एकताका आधारहरुको हत्या गर्न चाहन्छन्। त्यसैले राष्ट्रका प्रमुख शत्रु तिनै हुन्।

फिर भी, सूरज की तरह चमकने वाले इलाके जैसे डल झील और उसका किनारा पहले की तरह ही सामान्य हैं। पर्यटक हवाई अड्डा से सीधा इन जगहों पर पहुंच जाते हैं और इससे बेखबर होते हैं कि भीतरी इलाके उग्रवादियों की जगह है जो अभी भी हथगोले फेंकते हैं। मैं श्रीनगर में था जब हिंसा भड़की और शहर के भीतर कुछ हथगोले फेंके गए।
मैं कश्मीरी पत्रकारों के एक संगठन के बुलावे पर श्रीनगर गया था। दिल्ली से कुछ और पत्रकारों को भी बुलाया गया था। अचरज की बात थी कि जम्मू का कोई पत्रकार मौजूद नहीं था। निश्चित तौर पर, किसी को बुलाया नहीं गया था।
कश्मीरियों का विरोध, जो कमोबेश शांतिपूर्ण है, स्वर और लहजे में इस्लामी है। लेकिन ऐसा लगता है कि यह बात रखने का तरीका है, इसका तत्व नहीं। तत्व यही है कि कश्मीरी अपना देश चाहते हैं। भारत में ज्यादातर लोगों को यह संदेह है कि आ•ााद कश्मीर सिर्फ दिखाने वाली बात है। कश्मीरियों का असली मकसद पाकिस्तान में शामिल होना है।
लेकिन मैं इस निष्कर्ष से सहमत नहीं हूं। आ•ाादी का विचार सपने की तरह लगता है और इसने कश्मीरियों को दिल पर कब्जा कर लिया है। अगर यह कभी सच हो गया तो पाकिस्तान में मिलने का जोरदार समर्थन करने वाले भी अपना एजेंडा छोड़ कर आ•ाादी मांगने वालों के साथ हो जाएंगे।
ये घटनाक्रम मुझे कायदे आजम मोहम्मद अली जिन्ना के सोचने के तरीके की याद दिलाते हैं। उन्होंने पाकिस्तान की मांग इस सौदेबाजी के लिए उठाई थी कि एक हिंदु-बहुल देश में मुसलमानों को ज्यादा से ज्यादा सहूलियत दिला सकें। लेकिन उन्होंने जब इस मांग के लिए मुसलमानों में जोरदार समर्थन देखा तो उन्होंने मुसलमानों के लिए अलग देश की मांग को अपना लिया। शुरु में उन्हें पूरा विश्वास नहीं था, बाद में वह इसके एकमात्र प्रवक्ता बन गए।
इसलिए कश्मीरियों की असली आकांक्षा को लेकर कोई शक नहीं होना चाहिए। मैं लोगों के गुस्सा से भरे चेहरे देख सकता था जब मैंने अपने भाषण में कहा कि अगर कभी आ•ााद कश्मीर की मांग मान ली जाती है तो भारत के मुसलमानों को काफी मुश्किलें होगी। हिंदु यह दलील देंगे कि अगर 70 साल भारत में रहने के बाद भी कश्मीरी मुसलमान आ•ाादी चाहते थे तो भारत के करीब 16 करोड़ मुसलमानों की वफादारी का क्या भरोसा है?
सम्मेलन में इस दलील पर ध्यान भी नहीं दिया गया कि कश्मीर को एक अलग देश, जहां 98 प्रतिशत मुसलमान होंगे, बना कर भारत अपनी सेकुलर व्यवस्था को जोखिम में नहीं डाल सकता है।  ''आपके मुसलमान आपकी समस्या हैंÓÓ कमोबेश यही जवाबी दलील थी। मुझे इसी तरह की प्रतिक्रिया की याद आती है जो पाकिस्तान के तात्कालीन विदेश मंत्री अब्दुल सत्तार ने पाकिस्तान के बनने के बाद उस समय दी थी जब मैंने उनसे कहा था कि भारत के मुसलमान, जिनकी संख्या पाकिस्तान के मुसलमानों से ज्यादा थी, पाकिस्तान बनने की कीमत चुका रहे हैं। उन्होंने कहा था कि उन्हें एक मुस्लिम देश पाकिस्तान को शक्ल देने के लिए त्याग करना पड़ा।
मुझे जिस बात ने सबसे ज्यादा निराश किया वह थी कश्मीर में बीच की स्थिति के लिए कोई जगह नहीं रह जाना जो कुछ साल पहले तक मौजूद थी। रवैये में इतनी कठोरता आ गई है कि मुसलमानों और हिंदुओं के बीच सामाजिक संबंध भी तोड़ दिए गए हैं। अपने व्यक्तिगत उदाहरण को जिक्र करने का मुझे अफसोस है। अतीत में, यासिन मलिक मुझे खाने पर बुलाया करते थे और टेढ़ी-मेढ़ी गलियों से लेकर अपने घर ले जाते थे।
सच है कि वह 'अलगाववादीÓ हो गए हैं। लेकिन मैं ने बेकार में उनके बुलावे का इंकार किया। मैं नहीं मानता कि श्रीनगर में मेरी मौजूदगी की जानकारी उन्हें नहीं थी। जम्मू-कश्मीर लिबरेशन फ्रंट, जिसके वे प्रमुख हैं, ने यह जानने के लिए कि भारत से कब कौन आता है हवाई अड्डे पर अपने आदमी तैनात कर रखे हैं। यासिन मलिक को 'अलगाववादियोंÓ की ओर से जानकारी मिलती है।
मैं ने यासिन का आमरण अनशन इस शर्त पर खत्म करवाया था कि सुरक्षा बलों की ओर से मानवाधिकार उल्लंघन के मामलों की जांच मैं खुद करूंगा। एमनेस्टी इंटरनेशनल की जगह मेरी देखरेख में जांच के लिए वह राजी थे। हमने एक रिपोर्ट तैयार की और पाया कि यासिन के ज्यादातर आरोप सही हैं। पाकिस्तान की मीडिया ने रिपोर्ट को खूब छापा जिससे भारत सरकार को शर्मिंदगी झेलनी पड़ी थी।
ठीक है, यासिन कहते हैं कि वह भारतीय नहीं हैं। लेकिन हमारे संबंध राष्ट्रीयता के आधार पर नहीं हैं। क्या कड़वाहट व्यक्तिगत संबंध को भी खत्म कर सकता है? क्या मैं यह समझूं कि मैंने कुछ बातें गलत समझ ली थीं और यह है कि राजनीतिक जरूरतों के आगे व्यक्तिगत संबंधों का कोई मतलब नहीं होने के कारण कश्मीर हमारे पीछे रह गया। राजनीतिक उद्देश्यों के लिए व्यक्तिगत संबंधों के पीछे धकेल देने का एक और उदाहरण देने के लिए एक और कश्मीरी नेता हैं शबीर शाह जो आज एक बदले हुए व्यक्ति हैं। वह मेरे चेला (शिष्य) की तरह थे। वह उस समय भारत-समर्थक थे। वह अब कट्टर विरोधी बन गए हैं। फिर भी, मैं नहीं जानता कि व्यक्तिगत संबंध क्यों खत्म हो। क्या शबीर के विचारों में बदलाव के लिए मुझे यह कीमत देनी है?
इसमें कोई शक नहीं है कि कश्मीर पर ध्यान देने की जरूरत है, खासकर उन लोगों के लिए जो सेकुलर और लोकतांत्रिक भारत में यकीन करते हैं। किसी भी तरह के विरोध से उन्हें अपने विश्वास से भटकना नहीं चाहिए। अगर वे बदलते हैं तो इसका मतलब होगा कि उनका पहले का विचार सिर्फ दिखावा था।
यह पूरे भारत पर लागू होता है। हम लोग उस दौर में हैं जब हमें आ•ाादी दिलाने वाले महात्मा गांधी और जवाहरलाल नेहरू के विचारों को ही चुनौती मिल रही है। इस बात से मुझे तकलीफ होती है कि कुछ लोग महात्मा गांधी की हत्या करने वाले नाथूराम गोडसे के विचारों की सराहना करने लगे हैं। भारत अपने स्वभाव पर सवाल उठाने लगेगा तो मुस्लिम बहुल कश्मीर असुरक्षित महसूस करेगा। एक कश्मीरी मुसलमान इंजीनियर, जो मुझे हवाई अड्डे तक छोडऩे आया था, ने बताया कि किस तरह बंगलौर जैसे उदार जगहों पर भी उसे संदेह से देखा गया और पुलिस ने उसे परेशान किया।
पार्टियों ने राजनीति को जाति और धर्म की पहचान में सीमित कर दिया है। लोगों को उदार संगठनों और नेताओं के जरिए आवाज उठानी चाहिए और यह पक्का करना चाहिए कि जाति और धर्म का जहर नहीं फैले। अगर राष्ट्र विफल होता है तो कश्मीर और देश के कई हिस्से धर्म के कीचड़ में तड़पने लगेंगे। देश के लिए यह परीक्षा का समय है।

'अपने'भ्रष्ट्रो को बचाने खुद सरकार ने ठप्प की है संसद

एक बात तो तय है कि मौजूदा भाजपा सरकार संसद में हंगामे के सामने चिकना घड़ा बनी हुई है। उसे उम्मीद है कि वह हंगामे के इस तूफान को यूं ही झेल सकती है और इस तरह अपने खिलाफ एकजुट होकर विपक्ष द्वारा लगाए गए भ्रष्टïाचार के गंभीर आरोपों के लिए संसदीय जवाबदारी से बचकर निकल सकती है। इसी मानसून सत्र की पूर्व-संध्या में भाजपा सरकार ने और प्रधानमंत्री मोदी ने अपना पहला साल पूरा होने के समारोहों मेें बढ़-चढक़र दावे किए थे कि यूपीए-द्वितीय की भ्रष्टïाचार में डूबी सरकार के विपरीत, उन्होंने भ्रष्टïाचारमुक्त शासन मुहैया कराया है। बहरहाल, पिछले ही दिनों सामने आए ललितगेट घोटाले, मध्य प्रदेश के व्यापमं घोटाले, महाराष्टï्र में दो भाजपायी मंत्रियों के घोटालों और छत्तीसगढ़ की भाजपा सरकार के सार्वजनिक वितरण प्रणाली (पीडीएस) घोटाले से, यह मिथक चूर-चूर हो गया है।
बहरहाल, फिलहाल संसद के दोनों सदनों में काम-काज ठप्प होने के पीछे, क्रिकेट के आईपीएल टूर्नामेंट के एक जमाने के धनी-धोरी, ललित मोदी की अनुचित रूप से मदद करने के लिए केंद्रीय विदेश मंत्री द्वारा अपने पद का दुरुपयोग किए जाने और राजस्थान की भाजपायी मुख्यमंत्री द्वारा और बढ़-चढक़र मदद किए जाने के गंभीर आरोप हैं। यह कहा जा रहा है कि क्रमश: केंद्र सरकार मेें मंत्री और राज्य विधानसभा में विपक्ष की नेता रहते हुए उन्होंने जो सिफारिशें की थीं, उनसे इस भगोड़े अपराधी को भारतीय कानून की पकड़ से बचे रहने में मदद मिली थी। यह भी आरोप है कि उनके कामों ने इस भगोड़े की एक विदेशी (ब्रिटिश) सरकार कानूनी यात्रा दस्तावेज हासिल करने में मदद की थी।
संसद के बाहर, भाजपा इन आरोपों का जवाब यह कहकर देने की कोशिश करती रही है कि विदेश मंत्री ने तो जो भी किया मानवता की भावना से संचालित होकर किया था ताकि यह भगोड़ा अपनी बीमार पत्नी की देख-भाल करने के लिए पुर्तगाल जा सके। यह भी दावा किया गया था कि भगोड़े ललित मोदी को पुर्तगाल में अपनी पत्नी का उपचार शुरू कराने के लिए कुछ दस्तावेजों पर  हस्ताक्षर करने के लिए जाना था। बहरहाल, बाद में यह सच्चाई सबके सामने आ गई कि पुर्तगाल के अस्पताल में उपचार के लिए जोड़ीदार के दस्तखत करने की कोई जरूरत ही नहीं होती है। पुन: मीडिया की रिपोर्टों ने यह भी दिखा दिया कि किस तरह अगर उक्त कार्य के लिए ललित मोदी का पुर्तगाल जाना जरूरी भी था तब भी यह काम, उसके लिए लंदन से पुर्तगाल तक की यात्रा का सीमित यात्रा परमिट जारी किए जाने से भी पूरा हो सकता था और इसके साथ ही इस तरह यह भी सुनिश्चित किया जा सकता था कि वह अपने खिलाफ आरोपों की अदालती सुनवाई के लिए लौटकर भारत आए। साधारण यात्रा दस्तावेज जारी किए जाने में उसकी मदद किए जाने की कोई जरूरत नहीं थी।
इसके साथ ही संसद की कार्रवाई के ठप्प होने के पीछे एक और कारण इसकी मांग का है कि व्यापमं घोटाले को लेकर मध्यप्रदेश के मुख्यमंत्री के खिलाफ लगे गंभीर आरोपों पर कार्रवाई की जाए। याद रहे कि इस घोटाले में अपराध और भ्रष्टïाचार की एक घातक कॉकटेल सामने आई है, जो अब तक बीसियों जानेें ले चुकी हैं और इनमें से कई लोग तो राज्य के बाहर के भी हैं।
भाजपा सरकार विपक्ष पर आरोप लगा रही है कि वही संसद में बहस से भाग रहा है, जबकि वह तो (कृपापूर्वक!) बहस कराने के लिए तैयार है। दूसरी ओर विपक्ष उचित ही इस बात पर कायम है कि संसद में बहस, जांच का स्थान नहीं ले सकती है। उच्च पदों पर बैठे लोगों पर गंभीर आरोप लगे हैं और इन आरोपों की शीर्ष स्तर पर जांच कराए जाने की जरूरत है। और जैसाकि सरकारी कर्मचारियों के लिए कायदा है, जब तक यह जांच पूरी नहीं हो जाती है, आरोपियों को पद से हट जाना चाहिए ताकि जांच की पूर्ण निष्पक्षता सुनिश्चित की जा सके। भाजपा सरकार से सिर्फ इतने की ही मांग की जा रही है, इससे  रत्तीभर ज्यादा की नहीं। आखिरकार, प्रधानमंत्री मोदी ने ही लाल किले से इसका ऐलान किया था कि वह 'प्रधानमंत्री'नहीं बल्कि 'प्रधान सेवक'हैं! तब मंत्रियों के लिए कम से कम वह नियम तो लागू होना ही चाहिए, जो सभी सरकारी कर्मचारियों पर लागू होता है। वास्तव में विपक्ष तो अब मोदी सरकार से सिर्फ वही पैमाना लागू करने के लिए कह रहा है, जो लागू किए जाने की खुद मोदी की पार्टी इससे पहले मांग करती आई थी। भाजपा की पहली की कथनी और अब की भाजपा सरकार की करनी के अंतर से, इस पार्टी का दोमुंहापन उजागर हो जाता है। इससे पहले यूपीए के कार्यकाल में संसद में ऐसे ही हंगामे के मौकों पर आज की विदेश मंत्री तथा उस समय की लोकसभा में विपक्ष की नेता और आज के वित्त मंत्री तथा उस समय के राज्यसभा में विपक्ष के नेता का क्या रुख रहा था, इस संबंध में काफी कुछ सार्वजनिक चर्चा में है। मिसाल के तौर पर 2005 के संसद का शीतकालीन सत्र, इराक के लिए तेल के बदले खाद्यान्न घोटाले (वोल्कर रहस्योद्ïघाटनों) पर हंंगामे की भेंट चढ़ा था और तत्कालीन विदेश मंत्री नटवर सिंह को इस्तीफा देना पड़ा था। उस मौके पर वर्तमान विदेश मंत्री सुषमा स्वराज का कहना था: ''विपक्ष द्वारा डाले गए दबाव के चलते ही कल सरकार ने मामले की जांच करने की बात कही थी...जब तक नटवर सिंह पद नहीं छोड़ते हैं, कोई जांच निष्पक्ष नहीं हो सकती है। ''(4 नवंबर, 2005)।
आगे चलकर 2012 के सितंबर में कोयला घोटाले के मुद्दे पर, लोकसभा में विपक्ष की तत्कालीन नेता सुषमा स्वराज का कहना था: ''मैं प्रधानमंत्री को याद दिलाना चाहती हूं कि जब वह (डॉ. मनमोहन सिंह) राज्यसभा में विपक्ष के नेता थे, उन्होंने तहलका के मुद्दे पर संसद ठप्प की थी। ताबूत घोटाले तक पर उन्होंने संसद ठप्प की थी और हमें ताबूत चोर करार दिया था।''और यह भी कि, ''नियम संख्या-193 के तहत बहस का मतलब होगा सरकार का बातों के रास्ते बच निकलना और विपक्ष का संसद से बहिर्गमन कर जाना। अगर हमने नियम 184 के अंतर्गत बहस ली होती तब भी वे जीत गए होते क्योंकि उनके पास संख्या है। लेकिन, संख्या का बल देश को लूटने का लाइसेंस नहीं देता है।''और यह भी कि, ''संसद को न चलने देना भी, जनतंत्र के अन्य रूपों की ही तरह, जनतंत्र का ही एक रूप है।''यह बात उन्होंने प्रधानमंत्री मनमोहन सिंह के इस दावे के जवाब में कही थी कि भाजपा का संसद को ठप्प करना, जनतंत्र को ''नकारना''है। कांग्रेस और भाजपा की भूमिकाएं अब आपस में बदल गई लगती हैं! इस सबके बीच संसद में भ्रष्टïाचार के खिलाफ एक ही आवाज अविचल रूप से उठती रही है और यह आवाज है सीपीआई (एम) तथा वामपंथ की।
    इस संदर्भ में एक बार फिर इस बात को सामने लाना जरूरी है कि नव-उदारवादी आर्थिक सुधारों ने ''दरबारी पूंजीवाद''को पाल-पोस कर उच्च पदों पर भ्रष्टïाचार को ही पैदा किया है। यह मोदी सरकार, मनमोहन सिंह सरकार से कहीं ज्यादा आक्रामक ढंग से आर्थिक सुधारों को आगे बढ़ा रही है। इसलिए यूपीए सरकारों के वक्त का जाना पहचाना भ्रष्टïाचार इस मोदी सरकार के दौरान अगर सघन नहीं हुआ तो उसका फिर से उभरकर आना तो तय ही था। इसके अलावा मौजूदा केंद्रीय वित्त मंत्री का मामला लीजिए, जो कि (राज्यसभा में) सदन के नेता भी हैं। वे चाबी वाले गुड्डïे की तरह बार-बार उठकर खड़े हो जाते हैं और ''व्यवस्था का प्रश्न''उठाने लगते हैं। इस सत्र में जब भी उन्होंने ऐसा किया, तब हर बार सदन कार्रवाई बाधित हुई, जिसके कारण विपक्षी नेताओं को यह कहने का मौका मिल गया कि वे वास्तव में ''अव्यवस्था का प्रश्न''ही उठा रहे हैं।
बहरहाल, यूपीए सरकार के तहत जब भी अव्यवस्था पैदा होती थी तो विपक्ष के नेता के रूप में उनका यही कहना होता था कि ''ऐसे भी मौके होते हैं जब संसद की कार्रवाई बाधित होने से देश को कहीं ज्यादा लाभ होता है... हमारी रणनीति हमें इस बात की इजाजत नहीं देती कि हम सरकार को जवाबदेह ठहराए बिना उसे (चर्चा के लिए) संसद का इस्तेमाल करने की इजाजत दें...हम सरकार को चर्चा के जरिए बचकर निकल जाने का रास्ता नहीं देना चाहते।''आगे उनका यह भी कहना था कि ''विपक्ष में बैठे हम लोगों की इस बात में कोई रुचि नहीं है कि संसद में एक दिन की चर्चा के जरिए सिर्फ मुद्दों पर बात हो।'' (26 अगस्त, 2012) इस मौजूदा सत्र में उसी व्यक्ति ने यह कहते हुए विपक्ष पर आरोप लगाया है कि ''आप चर्चा से भाग क्यों रहे हैं? आप बहस से डर गए हैं'' (21 जुलाई, 2015)। फिर उनका यह भी कहना था कि ''मैं आपको चुनौती देता हूं कि हिम्मत है तो बहस शुरू कीजिए। आपके पास एक भी तथ्य नहीं है। इसीलिए आप बस शोर मचाना चाहते हैं और आप चर्चा नहीं करना चाहते...'' (22 जुलाई, 2015)
क्या इससे ज्यादा कोई दोमुंहापन हो सकता है?
15वीं लोकसभा के दौरान संसद की कार्रवाईयां बाधित होने का परिणाम यूपीए-दो के कुछ मंत्रियों-ए राजा, दयानिधि मारन, शशि थरूर, पीके बंसल, अश्विनी कुमार आदि-के इस्तीफों के रूप में सामने आया था। लेकिन आज केंद्रीय गृह मंत्री का पूरी निर्लज्जता के साथ यह कहना है कि यह भाजपा सरकार है, कोई यूपीए सरकार नहीं है और कि कोई भी मंत्री इस्तीफा नहीं देगा!
भाजपा के मौजूदा दोमुंहापन को बेनकाब करने के लिए हम और पीछे भी जा सकते हैं जब दिसंबर 1995 में अटल बिहारी वाजपेयी ने तत्कालीन दूर संचार मंत्री सुखराम के इस्तीफे की मांग करते हुए कहा था कि ''हम सिर्फ चर्चा के लिए चर्चा नहीं करना चाहते।''
निश्चित ही दो गलतियां मिलकर एक सच नहीं हो सकती। यहां बात भाजपा से यह हिसाब निपटाने की नहीं है कि देखो जब वे विपक्ष में थे तो वे क्या कहा करते थे। इस संदर्भ में संविधान द्वारा तय की गई संसद की जिम्मेदारियों को रेखांकित करना महत्वपूर्ण है। हमारे लोकतंत्र की तीनों बाजुओं-कार्यपालिका, विधायिका तथा न्यायपालिका-की शक्तियों को विशेष रूप से अलगाते हुए और ये तीनों बाजुएं सद्भाव के साथ काम करें और संयुक्त तथा भागीदारीपूर्ण भूमिका अदा करें, इसके लिए हमारे संविधान ने जनता की इच्छा की केंद्रीयता को परिभाषित किया है।
संविधान के प्राक्कथन में यह कहते हुए इसे बेहद अर्थपूर्ण ढंग से परिभाषित किया गया है ''हम भारत के लोग... यहां इस संविधान को स्वीकार करते हैं, इसे कानूनी रूप देते हैं और अपने आपको सौंपते हैं।''
हमारी संवैधानिक प्रणाली में जनता की संप्रभुता और उसकी सर्वोच्चता ही इसका शाश्वत संदेश है। लोग अपने सांसदों को चुनने के जरिए इस संप्रभुता को अमल में उतारते हैं जो आगे सरकार को संसद के प्रति जवाबदेह बनाने के जरिए जनता के प्रति जवाबदेह होते हैं।
जनता के प्रति जवाबदेह होने का अर्थ अंतिम विश्लेषण में यही है कि संविधान के तहत कार्यपालिका तथा विधायिकाको सार्वजनिक मामलों का प्रबंधन करने की जिम्मेदारी दी गई है। वास्तव में यह जवाबदेही ही है जो लोकतंत्र को शासन की दूसरी प्रणालियों से अलगाती है।
संसद का प्रभावीपन ही सरकार द्वारा इस तरह की जवाबदेही को सुनिश्चित करता है जो ''सुशासन''के लिए बेहद जरूरी है। प्रधानमंत्री मोदी तथा भाजपा ने 2014 के आम चुनावों में उबकाई आने की हद तक यह अभियान चलाया था कि वे डॉ. मनमोहनसिंह की सरकार की ''लकवाग्रस्तता''और ''चुप्पी''के विपरीत वे जनता को सुशासन मुहैया कराएंगे।  सरकार को जवाबदेह बनाने की अपनी महत्वपूर्ण जिम्मेदारी को अदा करने से संसद को वंचित करने के जरिए वे ''सुशासन''को गंभीर रूप से कमतर बना रहे हैं बल्कि वास्तव में उसे नकार रहे हैं।
इसलिए बहस के जरिए नहीं, बल्कि आरोपों की जांच के आदेश देने के लिए कार्यपालिका पर दबाव बना कर सिर्फ संसद ही प्रभावी विधायिकाई जांच-पड़ताल के जरिए कार्यपालिका को जवाबदेह बनाना सुनिश्चित कर सकती है।  भाजपा सरकार ''बहस के लिए बहस''कराने की ओट लेकर जवाबदेही से बचने की कोशिश कर रही है। इस तरह आज यह भाजपा सरकार ही है जो संसद की कार्रवाई नहीं चलने दे रही। इसके अलावा भाजपा की यह दलील है कि विदेश मंत्री और राजस्थान की मुख्यमंत्री ने जो सिफारिशें की हैं, वे भ्रष्टïाचार की करतूत नहीं हैं। यह सफेद झूठ है।
भ्रष्टïाचार निवारण कानून 1988 की धारा 13 (1) (डी) (3) कहती है कि ''जन सेवक के पद पर रहते हुए किसी व्यक्ति से कोई मूल्यवान वस्तु हासिल करना या बिना किसी सार्वजनिक हित के आर्थिक लाभ लेना''भ्रष्टïाचार है।  निश्चित रूप से एक ऐसे व्यक्ति के लिए किसी दूसरे देश से यात्रा दस्तावेज हासिल करना,जो  भारतीय कानून के तहत कार्रवाई से बचने के लिए बाहर रह रहा हो और जब भारतीय कानून के तहत इस भगोड़े के पासपोर्ट को अवैध घोषित कर दिया गया हो, एक ''मूल्यवान चीज''है और वह ऐसी चीज है जिसमें ''कोई सार्वजनिक हित''नहीं है। यह सीधे-सीधे भ्रष्टïाचार है।
इस संदर्भ में याद कीजिए कि ऐसी स्थितियों से एक पश्चिमी लोकतंत्र कैसे निपटता है। यूनाइटेड किंगडम (यू के) में टोनी ब्लेयर की सरकार से पीटर मंडेलसन का इस्तीफा इसका समुचित उदाहरण है।
वर्ष 2001 की शुरुआत में ब्रिटिश मीडिया में इस तरह की रिपोर्टें आई थीं कि मंडेलसन ने हिंदुजा भाइयों में एक श्रीचंद को पासपोर्ट दिलाने में ''मदद''करने के बदले ''मिलेनियम डोम'' (सहस्राब्दी गुबंद) के लिए धन जुटाया है।  वर्ष 1981 के ब्रिटिश नागरिकता कानून का उल्लंघन करते हुए यह पासपोर्ट, आवेदन करने के छ: महीने के भीतर दे दिया गया था, जबकि औसतन इसके लिए 20 माह लगते थे। ऐसा यूके के गृह कार्यालय में आव्रजन मंत्री को मंडेलसन द्वारा की गई सिफारिश के आधार पर किया गया था।  ब्रिटिश संसद में इस पर भारी हल्ला मचा। मंडेलसन को इस्तीफा देना पड़ा, हालांकि श्रीचंद आहूजा कोई गलत काम करने का आरोपी नहीं था और ना ही न्याय से भाग हुआ भगोड़ा था। ''मिलेनियम डोम''भी एक राष्टï्रीय इमारत थी और उससे किसी का कोई आर्थिक लाभ नहीं जुड़ा था।
इसके अलावा मौजूदा मामले (जब विदेश मंत्री और राजस्थान की मुख्यमंत्री दोनों ही सार्वजनिक तौर पर यह कह रही हैं कि ललित मोदी के साथ उनके करीबी संबंध थे) के विपरीत मंडेलसन तथा श्रीचंद आहूजा के बीच किसी तरह का कोई ''करीबी संबंध''होने का भी कोई संकेत नहीं मिलता। यह सिर्फ सिफारिश में बरता गया सीधे-सीधे अनुचित व्यवहार ही था, जिसके चलते मंडेलसन को इस्तीफा देना पड़ा था।
लेकिन यहां भारत में गंभीर अपराध करने वाले लोगों को यह भाजपा सरकार बचा रही है! यही है वह ''सुशासन''जिसे देने का वादा 2014 में प्रधानमंत्री मोदी ने किया था। इन वादों के साथ दगा करने की इजाजत नहीं दी जा सकती। इस मोदी सरकार को संसद के प्रति और उसके जरिए जनता के प्रति जवाबदेह होना ही पड़ेगा।

Government of India is not ready to recognize us as indigenous though we have the distinguish culture, literature and primitive history. After the so called Independence government of India has been ignoring the word INDIGENOUS rather categorized us as SC,ST,OBC etc. We think that these categories are quite enough for fragmentation and disunity among us. Let us think for unite us. Let us think for feel happy with the word INDIGENOUS. Come and CELEBRATE International Day of the World's Indigenous People.
