समरसता का सामाजिक न्याय और समता का जलवा देखना हो तो फौरम सांसद विधायक बनने की जुगत करना बेहतर है।चुनते न चुनते पुश्तों तक ऐश ही ऐश है।शपथ लेते न लेते तजिंदगी पेंशन।दो मिनट में वेतन में सौ प्रतिशत वृद्धि,दो मिनट में पेंशन में 75 फीसद तक इजाफा।


हमें नहीं मालूम कि विचारधाराओं के जंडेवरदार संघी,कामरेड,गांधीवादी,समाजवादी अबंडकरी तमाम इंद्रधनुषों के जो नुमाइंदे हैं,उनमे से किस किसने इन रेबड़ियों के खिलाफ कब कहां आवाज उठायी।सूची कोई भेजें, तो जिंदगानी धन्यधान्य हुई जाई।


विकास दर छलांगा मारे रही है।मंत्री झूठ न बोले हैं।लेकिन यह विकास हमारे उन नुमाइंदों का हुआ करे हैं,जिन्हें हम भूखों नंगों को जीने लायक बनाने के लिए हम चुना करते हैं।देश का विकास हो न हो।


अब लीजिये,तेरह साल के बाद मीडियाकर्मियों को मजीठिया मिलने की हरी झंडी हो गयी तो मालिकान देने से परहेज करे हैं।विवादा का निपटारा न होवै,यशवंत बिचारे सांप से डंसवाके भी चैन से बैठ न पावै के मजीठिया मंच का जी का जंजाल बनावै है।जिसे देखो,वो सुप्रीम कोर्ट धावै।


मालिकान का जैसे मन आया,वैसे कंपनी बदल दी,सेवा शर्ते बदल दी,एग्रीमेंट करवा लिया,कहीं वेतन कुछ,तो कहीं कुछ।कुछ राजघराने के वारिश तो बाकी लोग अस्पृश्य कुजात।ग्रेडिंग और कैटेगरी का झमेला,टंटा बहुतो है।


भाड़े पर हैं जो उनको बाबाजी का ठुल्लु।


किसी को एकही हाउस में पांच दिन का हफ्ता तो किसी को छहदिन का हफ्ता।

दो दो प्रमोशन की सिफारिश और लोग जिंदगी बिता कर विदा हो रहे कि एको प्रोमोशन नहीं मिला और पेंशन जो पीएफ का आधा हिस्सा कुर्बान करके मिलेगा,वह हद से हद दो तीन हजार।


इस घमासान की जरुरत नइखै।


संसद में सीधे कानून बना दो कि जैसे योजना आयोग का रफा दफा हुआ,अब वेज बोर्ड भी ना चाहि।सीधे सांसदों की तरह सौ फीसद वेतन वृद्धि एक मुश्त और पेंशन में 75 फीसद का इजाफा।


सीधा हिसाब है।न ग्रेडिंग का झंझट।न कैटेगरी का विवाद।ना टाल मटोल। न सुप्रीम कोर्ट के दर्वज्जे खिड़की पर दे दनादन दस्तक। न लेबर कोर्ट को तकलीफ।सालोसाल इंतजार करने के बाद बाबाजी काठुल्लु देखते रहने के सिलसिले से तो निजात मिले।


सरकारी कर्मचारी भी वेतनमान सुधारने के आंदोलन से बाज आकर माननीय सांसदों को मिले वेतनवृद्धि और पेंशन इजापा के बराबार उसी मानक पर वेतनमान पेंशन की मांग करें तो सारी पेचीदिगियां खत्म हो जाई।


रिटायर सुरक्षा कर्मियों और सेना के जवानों से भी भेदभाव क्यों,उन्हें भी शत प्रतिशत वेतन वृद्धि और पेंशन में इजाफा 75 परसेंट तुरंते लागू की जाये।


बाकी भत्ता और सब्सिडी की थाली की मांगें भलें आप रखें न रखें।


इसी तरह संगठित असंगठित निजी महकमों में भी संसदीय वेतनमान लागू कर दिया जाना चाहिए और तुरंत प्रबाव से मजदूरी बी डबल हो जानी चाहिए।


बाजार में नकदी की ऐसी गंगा बहेगी और खरीददारी की सुनामी ऐसी होगी कि आठ फीसद की क्यों उम्मीद करके रह जायें,सांसदों विधायकों और मंत्रियों का जो विकास हुइबे करै हैं,विकास दर भी सौ फीसद वेतनवृद्धि दर के हिसाब से एकदम सौ फीसद हुई जाये।रेटिंग एजंसियां फुक्का फाड़कर रोवै और तमामो बगुला भगत अर्थशास्त्री तेल लेने धावै।देश तुरंते अमेरितका चीन।

About 6.15 AM in the morning on 30 June, there was loud banging on the door of the room in which I  and one other comrade were sleeping. By the time I could get up to open the door  was almost breaking apart. As I opened the door, dozens of police officers, brandishing revolvers and using the choicest and filthiest of language, barged in. They immediately snatched our mobile phones and pushed and shoved us around asking for Roma. In the mean time Roma came out of her room and asked them to behave themselves. " I know you have come to arrest me and I am not running away. Wait till I change my dress", Roma told them. Despite this the CO of Robertsgunj Kotwali , barged in to Roma's room and tried to pull her out of the room, slapped two other women who were there and threatened Sukalo and despite one woman in the process of changing her dress the C.O. of Robertsgunj Kotwali– Kapil Yadav did not have the decency to come out of the room and stood there threatening them and abusing them. He kept telling ," It is because of Roma that  my arm got broken, I will have my revenge now." I was not even been allowed to use the toilet, which they relented after I protested ( but had one police constable constantly peeping in!). There was no lady constable to be seen though they had primarily come to arrest a woman leader. They were all standing outside the house.

The landlady (of this rented office – cum – residence of the AIUFWP and Roma) was called and threatened and was told that she should see to it that Roma is not allowed to stay here, also adding that she had time since Roma would not be released easily from jail. So it was clear  that they were not arresting Roma to disrupt the demonstration programme scheduled later in the day under the joint banner of AIPF and Bhumi Adhikar Andolan to protest against the Land Acquisition Ordinance and illegal land acquisition and forcible eviction of people for the Kanhar dam, but they were arresting her to thwart and derail the on going peoples'movement in this region.

Around 7 am , we were packed in to police jeeps – Roma and me in one jeep, Sukalo and another comrade in another jeep. There were atleast 10 more jeeps packed with police officers and a van full of heavily armed police personnel . So all in all about 150 -200 heavily armed police personnel   had come to arrest one women leader.

We were led in convoy to the SP's office on the outskirts of Robertsgunj. Moment our jeeps landed Roma was taken to a separate room. Sukalo was also sent to a different room. The two of us were made to sit on the verandah in front of the SP's office, who was sitting triumphantly and holding court with several other officers having their morning tea. The SP said that the main culprit of the disturbance in Kanhar and inciting Adivasis and Dalits for their land rights was now in their custody and pointing to Sukalo he commented that here was another community leader who needed to be taught a lesson or two. Then the SP and other officers burst forth with their anger on Roma and the peoples movement in Sonbhadra and the adjoining areas, telling us that they hated her guts in challenging the police and the administration and "inciting" the Dalits and Adivasis to fight uncompromisingly for their land and forest rights. They blamed Roma squarely for the protest in Kanhar saying that people had agreed to hand over land because of the very good compensation being offered by the UP government but Roma had single handedly disturbed the entire process by inciting them to demand for their informed consent and discussions about appropriate compensation, environmental issues etc. Roma was "anti-development" and was misleading people for her own ends of becoming a leader. And then he added something of note. He said that they had no problems with leaders who worked with the administration and police but were against leaders like Roma who was always challenging the administration and police and trying to empower the poor people of the region. Here in lies the crux of the administration and police's anger with Roma – she is empowering the people and specially the women to stand up and speak for their rights. Hatred towards Adivasi and Dalit women were quite open.

Around 8 am another comrade Raghavendra and myself were packed in to a jeep and were taken away to Robertsgunj Kotwali where we were detained till 5 PM. Due to pressure created by the demonstrating people at the days programmes the police were forced to escort us from the P.S. and hand us back to our comrades.

 

During the day time, while we sat in a room bustling with activity around Roma's arrest, we heard that people coming to participate in the days demonstration programme were being held back, some leaders were also arrested/ detained. We also heard that Roma and Sukalo were produced in court around mid afternoon ; the court  was cordoned off by armed police and completely emptied when they were being produced in court through the back entry– such is the extent of the police and administration's fear!There was relief all round the Robertsgunj thana when around 2.30 pm news came in that Roma and Sukalo had been remanded to judicial custody and were on their way to Mirzapur Central Jail.

Inspite of the obstacles and harassment by the local administration to disrupt the protest rally more than one thousand people managed to reach the district court in Robertsgunj to protest against the atrocities and illegal land acquisition currently going on in Kanhar. Several leaders of AIPF and AIUFWP addressed the rally which took a resolution to continue the struggle and demanded immediate release of Roma, Sukalo and other detained leaders and sympathizers.

 

An update on the cases filed against Roma and Sukalo

 

All the cases filed against Roma relate to the incident in Kanhar. There are three crime numbers and while Case number 125 is dated 13 April and 14 April , two other Crime Numbers – 126 & 127 are dated 14 & 15 April 2015. Roma was not physically present on any of these days in Kanhar. She had left Robertsgunj on the night of 12 April after completing a womens' training programme from 10- 12 April. Neither Roma nor Sukalo are named in the FIR. Interestingly no case was filed in the name of Sukalo and all of it was prepared in the SP office on 30 June when she was arrested and all cases in which Roma has been charged were also  used to implicate her.

After the incident of the 2nd police firing in Kanhar on 18 April 2015, we had come to know through news paper reports that Roma had been debarred from entering the districts of Sonbhadra, Mirzapur , Chandauli etc by an order of the DM – Sonbhadra. That was the reason why she did not accompany the fact finding team which visited Kanhar on 19-20 April 2015. We also got to know that arrest warrants had been issued against her and few other community leaders. Reportedly arrest warrants were issued against Roma related to old cases against her. But after her arrest on the 30 th June, we got to know that she has been mischievously implicated in new cases manufactured against her in incidents in Kanhar dam area – on dates on which she was not even physically present in that area. This clearly shows the intent of the local administration and police to implicate her falsely, put her behind bars and and in this way hope to smash the peoples movement in this area.

Sukalo has also been completely implicated – cases were manufactured against her right after her arrest on 30 June 2015. In protest against this, Sukalo is fasting in the Mirzapur jail. In fact what she told us when we met her on the 1st July in Mirzapur jail that the police did not know what to do with her and were taking her away to a different location , before changing plans and again bringing her back to the SP office to be taken away to the Dsitrict Court in Robertsgunj.

The district administration and the police from the way they behaved in their 6 am swoop on Roma's residence, their handling of Sukalo's case, the threats they have been issuing to people in the districts that Roma and all the leaders and all that opposed the government will be made to suffer is a clear indication of an unsettled, unjust district and police administration.

उच्च न्यायालय की जाँच समूह करेगी अवैध खनन की जाँच

 

दिनांक 2/7/2015: बडवानीधारखरगोन और अलीराजपुर जिलों में नर्मदा किनारेसरदार सरोवर डूब क्षेत्र में चल रही सभी रेत खदानों पर म.प्र. उच्च न्यायालय के न्या. राजेन्द्र मेनन् व न्या. सुषील कुमार गुप्ता के खंडपीठ ने संपूर्ण रोक जारी रखी। सरदार सरोवर बांध के लिए भू-अर्जित जमीनों पर नर्मदा घाटी विकास प्राधिकरण के द्वारा गुजरात की हकदारी बनी होते हुए, म.प्र. की खनिज विभाग की और से उन जमीनों को रेत खनन के लिए लीज पर देना या अवैध खनन को नही रोकना बिल्कुल ही गैर कानूनी है, यह कहते हुए, मा. खण्डपीठ ने सभी षासकीय सस्थाओं को आज न केवल चेतावनी बल्कि फटकार लगाते हुए कहा कि रेत खनन की अवैध कारोबार तत्काल बंद होनी चाहिए।

न्यायालय ने शासन से साफ शब्दों में कहा कि रेत खनन से बांध के डूब-क्षेत्र और जलाषय पर गंभीर असर होगा। "क्या सरदार सरोवर के लिए इतने सारे लोगों को विस्थापित करने बाद, बांध को भी खत्म करेंगे क्या?" न्यायालय के इस सवाल पर जब म.प्र षासन के अधिवळता दंगा और मौन री गए, तब मा. खण्डपीठ ने उन्हे स्पष्ट कह दिया – "शासन या तो बांध बनाए या रेत खनन करे – दोनेा संभव नही"। कुछ चंद राजनेताओं के सहारे यह अंधाधंध खनन नहीं चलने देगे।

नर्मदा बचाओ आंदोलन की ओर से पैरवी करते हुए मेधा पाटकर ने न्यायालय को बताया कि 26 मार्च, 2015 को मुख्य न्यायाधीष के आदेष द्वारा मांगी गई जानकारी (गाँव-वार भू-अर्जन और लीज देने कीदिनांक आदि) आज तक जिलाधीषों ने पूर्ण रूप से नहीं देने के कारण न्यायालय ने 6-5-2015 से पूरे डूब-क्षेत्र में रेत खनन पर रोक लगा दी। इसके बावजूद, कई गावों में, नदी से, सरदार सरोवर के डूब क्षेत्र में और जलग्रहण क्षेत्र में भी एक दिन में सैकडों टन रेत निकालने की अवैध कार्य चल रहा  है। याचिकाकर्ताओं ने न्यायालय को बडे पैमाने पर चल रही ताजा रेत खनन – ट्रेक्टर्स, ट्रक्स, मषीनों के फोटो भी पेष किया।

6-5-2015 और 12-5-2015 के रोक आदेष के बादकल तीसरी बार न्यायपीठ नेम.प्र. शासन को सख्त चेतवानी देते हुएरेत खनन पर अपना रोक आदेष कायम रखा। इसके साथ यह भी जाहीर किया कि वे जल्द ही एक जाँच समूह गठित करके अवैध एवं विनाषकारी रेत खनन की पूरी जाँच करवाऐगे। आंदोलन ने सभी प्रभावित क्षेत्रों में जन सुनवाई की मांग भी की है। अगली सुनवाई 21, जुलाई, 2015 को नियत की गयी है।

In a gruesome incident, three members of a sand mafia chopped off the hand of a housewife in Bengaluru in a case of mistaken identity. All the three accused are now absconding and the cops, who are facing criticism for poor policing, have launched an extensive search operation to nab the accused.

The victim, Mangala Gowri, is now undergoing treatment at a private hospital. Though the police have surgically joined her severed left hand, which was chopped off, the victim needs to wait for a week to ascertain whether she can regain movement.

The incident has shocked the IT Capital of the nation because the rowdies dared to barge into the house of the victim and slashed her family members with swords. The incident took place on Thursday evening when her husband was not at home.

According to the police, the assault on the women by the rowdies was a case of mistaken identity."Kumar and Nanje Gowda are tenants at the house owned by the victim and her husband. Kumar and Nanje Gowda had a dispute with sand traders in the past. On the previous night of the attack, a few rowdies had heated argument with Kumar in the neighborhood. The next evening the same rowdies barged into the home of Mangala Gowri and attacked her and her mother-in-law with swords. They were under the impression that Mangala Gowri belonged to the family of Kumar and Nanje Gowda," a police officer, who is part of the investigation team, said.

Mangala Gowri's left hand was chopped from the wrist when she tried to defend herself from the swinging sword. The rowdies also assaulted her aged mother-in-law. Around the same time, the victim's husband returned home and he too was not spared. But he managed to escape from the scene with his 6-year-old daughter.

Based on information provided by Kumar and Nanje Gowda, the police are tracking the accused – Krishna, Sandeep and the third unidentified person – who have reportedly fled to the neighboring Andhra Pradesh.

 man was arrested in Bhind following a complaint that he had made an Aadhaar card for his dog.

The matter came to light when the locals complained to the Umri Police that they were facing lot of problems in registering for Aadhaar card, while, they alleged that the agency was issuing cards in the names of dogs and other animals.

A man has been arrested for getting an Aadhaar card made of his dog in the district, police said.

Azam Khan (35), who is working as a supervisor at an Aadhaar enrollment agency in Umri town, about 45 kms from the district headquarters, was arrested on Thursday following a complaint that he had made an Aadhaar card for his dog, Bhind Superintendent of Police Navneet Bhasin said today.

The dog's Aadhaar card reads: 'Tommy Singh', s/o Sheru Singh, Year of 26/11/2009 and sex as male, he said.

Azam Khan, an Aadhar enrollment supervisor, had a card made for his dog, following which he was arrested. The dog's Aadhaar card reads: 'Tommy Singh', s/o Sheru Singh, Year of 26/11/2009 and sex as male, he said. T

The matter came to light when the locals complained to the Umri Police that they were facing lot of problems in registering for Aadhaar card, while, they alleged that the agency was issuing cards in the names of dogs and other animals.

Following the probe, Khan was arrested and a case of forgery was registered against him. Police is further investigating the matter to know whether the accused had made more such cards.

Computers, English, geography… one of Mumbai's biggest Islamic seminaries is a shining example.

The BJP-led government has fuelled an anti-minority controversy yet again by labeling madrassas as 'nonschools' and the children studying in them as 'out of school'. But a closer look at madrassas in the city reveals that most are pushing the envelope by offering more than just religious text. From English to computers, these madrassas are offering much more to equip students to face the world.

One of the biggest madrassas in the city, Madrassa Dar Ul Fallah inMumbra, is a shining example. With more than 7,000 students (boys and girls) and over 500 resident students in the hostel, this madrassa offers courses in spoken English, geography and other interesting subjects.

Unlike a typical madrassa where the entire emphasis is on religion, the Mumbra one has adopted a progressive approach since the last few years and has included a curriculum for computers, spoken English speaking and basic geography – all taught along with religious texts. "We understand that the world is changing and thus our education system also has to adapt to these changes. This is why we have introduced all these modules to our students with a view to generate a better understanding of the subjects and to help them be at par with any other student studying in city civic schools," said Maulana Sharif, the principal.

Sharif said that considering students studying in the madrassas as out of school is like rejecting the very existence of the parallel education system. "We understand that only religious education is not enough and hence several students who study in our madrassas appear for their SSC exams privately and pass with good marks. But at the same time, some parents still have a traditional approach and would prefer madrassas over schools due to the religious education that we teach," said Sharif.

Sharif says that madrassa students compare with the best out there. "They can memorise the entire Quran at a very early age and can easily pick up spoken English. This moral and religious assertion of the government should end," he added.

Maharashtra's decision is being looked at as yet another anti-minority move by people in the community. "Decisions coming from this government have largely been anti-Muslim. So even if the decision has been made with a good intention, which seems unlikely, it is being looked at with a lot of suspicion," said Norehejan Safia Niaz of Bharatiya Muslim Mahila Andolan.

According to Niaz, the government should instead work towards strengthening the system of madrassas by introducing various courses. "I agree that madrassas are not enough for education but why not equip them then," said Niaz.

Dr Zeenat Shaukat Ali, former professor of Islamic Studies at St Xavier's College said that there is a stereotypical assumption about all madrassas being regressive which needs to be broken. "There are many madrassas which have introduced new courses along with religious education. Instead of considering them out of the mainstream education when education itself has become unaffordable for the larger population, there is a need to enhance the already existing education in madrassas by extending assistance for equipment and expertise," said Ali.

Charge, counter-charge over govt's move

Education minister Vinod Tawde, however, said that there is no question of de-recognizing madrassas. "We want to introduce subjects like science, social science and maths to the madrassas with no interference in their religious education. How is that anti-Muslim," he asked.

In Delhi too, Maharashtra's decision evoked strong reactions from all quarters.

Union minority affairs minister Mukhtar Abbas Naqvi blama the previous Congress government for not including madrassas under theRight to Education Act and thus cutting them off from government grants.

"Madrassas can't be blamed for not giving mainstream education. If they have not been able to provide mainstream education, it is all because lack of finance," he said. But the BJP's argument did not cut much ice with the All-India Muslim personal law board member, Kamal Farooqui. "The Maharashtra government is lying. Madrassas have produced graduates and other professionals. There is also an IAS officer," he said.

Discrimination case against St. Teresa's College hostel drags on

 

Fifteen years after registering the case, justice still eludes the SC/ST inmates of the St. Teresa's College hostel, who were reportedly discriminated against on caste grounds.

 

The case is still lagging in court and till now, only the examination of eight witnesses, including some inmates of the college hostel has been completed.

 

Though the city police had registered a crime in 2000 in this regard, the trial of the case began at the Judicial First Class Magistrate Court 2 only in 2009. The then college principal Sr. Tessa was arraigned as the first accused in the case. The then hostel warden who died subsequently and Teresa David, the former head accountant of the college were listed as the second and third accused respectively in the case.

 

The 12 Dalit students who stayed in the college hostel in 1999 were reportedly discriminated against. There were also reports that the SC/ST students were insulted by the college staff when they went to collect their grant from the college office.

 

The FIR registered by the Kochi city police in 2000 states that the college principal, hostel warden and head accounts officer discriminated the SC/ST inmates of the hostel by housing them together in a dormitory. The case documents accessed by The Hindu said that though there were vacant rooms in the college hostel, those rooms were not allotted to the SC/ST students, who were forced to stay in the dormitory.

 

GireeshPanju, the assistant public prosecutor, Ernakulam, who is pursuing the case, said summons will be issued to seven other witnesses in the case.

 

The authorities have booked the case invoking the Section 5 (a) and (b) of the Protection of Civil Rights (PCR) Act, 1955.

 

The Section 5 of the Act deals with the "punishment for refusing to admit persons to hospitals, etc." According to the act, "whoever, on the ground of untouchability, refuses admission to any person to any hospital, dispensary, educational institution or any hostels, if such hospital, dispensary, educational institution or hostel is established or maintained for the benefit of the general public or any section thereof; or does any act which discriminates against any such person after admission to any of the aforesaid institutions," shall be punished.

 

The law prescribes an "imprisonment for a term of not less than one month and not more than six months and also with fine which shall be not less than one hundred rupees and not more than five hundred rupees" for those found guilty in the case.

 

Sr. Vinitha, director of the college, said students were never discriminated in the college or its hostel. Earlier, there was dormitory system in the hostel, but it was demolished after renovation. The number of hostel inmates has also come down, said Sr. Vinitha, who had also served as the hostel warden earlier.

While the Jats in the village admitted that the altercation at the temple had taken place on Tuesday night, they strongly denied allegations about instigating the violence.

 

An altercation between Jats and Dalits over drinking water eventually led to the second round of communal clashes at Ballabhgarh'sAtali village on Wednesday, according to villagers.

 

Around 9 pm on Tuesday, while the last prayers of the day were being offered at the village mosque, a kirtan was going on at the adjacent temple.

 

"Both Dalits and Jats from the village were participating in the kirtan. After it got over, there was an altercation between the two communities over drinking water. A Jat man asked a Dalit to fetch drinking water. But he said it very rudely which led to an argument and a fight," said Mohammad Ehsaan, who said he was present during the incident.

 

The temple in the village is adjacent to the mosque, which had been the target of miscreants when violence first erupted in the village back in May. Nearly 2,000 armed men had set fire to the mosque as well as to several homes and shops owned by Muslims. Both the temple and mosque source their water from a small pond and a tube well on its edge.

 

The altercation between the Jats and Dalits ended on Tuesday evening after the police, who had been posted at the mosque, intervened.

 

But tempers flared once again on Wednesday morning, and the Muslim community also became involved in the argument, said locals.

 

"The fight between the Dalit man and the Jats evolved into an issue about the mosque and Muslims in the village. Some members of the Jat community became involved and said that Hindus should not fight amongst themselves and (they should) unite against Muslims and our mosque," said Majid Ahmed, a resident.

 

The Dalits in the village claimed that while there was an altercation between a member of their community and the Jats, they had not been involved in the stone-pelting that took place in the village on Wednesday.

 

"A Jat man was very rude to the young boy. The boy told him that the Jats only turn to the Dalits when they need something — support for the temple or votes. This led to a fight. But we didn't take part in the stone-pelting. In fact, we locked ourselves inside our homes," said Ravi Kumar, a resident.

 

While the Jats in the village admitted that the altercation at the temple had taken place on Tuesday night, they strongly denied allegations about instigating the violence.

 

"The women and children at our temple were praying and not disturbing anyone. But they started throwing stones at us and abusing us, (so) we retaliated. But the police only wants to take the side of the minority. The fact remains that a mosque and a temple can't coexist like this. They will have to leave," said Randeep Singh, a resident.

 

Meanwhile, a delegation of Muslims from the village is trying to meet Union Home Minister Rajnath Singh. "We will be going to his office and we will try and meet him," they said.

Police are investigating the murder case of a dalit Ramesh who was found dead with a sharp weapon at Bhusra village last night. The DSP HiraLal Ravi has confirmed the murder of this dalit saying that he used to live with his in law's family member and last night on July 1 around 11.30 Ramesh was murdered. Brutality marked the death as head and throat was hit the hardest way by the weapon, added the DSP.

 

About the murdered dalit the DSP Ravi said Ramesh had been to Daltonganj jail in 2005 -06 and had come out on bail just 12 months back only.The motive behind the murder is unknown, he said. The in law's family members of the deceased had fled. Police are zeroing on his relatives to crack the case.

The law and order machinery was galvanised optimally to ensure elaborate and tight security in Salem city and nearby Omalur town, as the body of the murdered Dalit youth V. Gokulraj was handed over to his relatives and later buried on Thursday.

 

The body was handed over to his relatives at the Government Mohan Kumaramangalam Medical College Hospital, and later shifted to the victim's native town.

 

The city police cordoned off the medical college hospital and its surroundings. Along with a strong police force, a company of Tamil Nadu Special Police Force Battalion, Kovaipudur, was also on guard at the hospital.

 

The sick and their relatives who came to the hospital were allowed only after being screened at the main entrance to prevent mobilisation of crowd at the hospital campus. Even on the hospital premises, the road leading to the mortuary was sealed blocked till Gokulraj's mother received the body at noon. Only a handful of relatives and VCK cadre were allowed to accompany the mother.

 

Police personnel were deployed in good number on both of sides of the national highway as the body was taken to Omalur from Salem and police teams accompanied the vehicles that went with the ambulance to Omalur.

 

At Omalur, the police made security arrangements to regulate the people who flocked to Gokulraj's house in large number.

There are several states where girls were married before they reached 15 years of age among Scheduled Castes in 2011. Bihar leads the pack with more than 30,000 girls below the age of 15 years married off that year, according to Census figures released on Thursday. This was followed by Rajasthan, notorious for child marriages, at 28,644, West Bengal at 26,894 and Madhya Pradesh 18,923.


The argument of economic disadvantage being a principal cause behind such social evils is busted by devastating figures for states generally considered better off. Punjab had 11,845 girls being married off before 15 years, followed by Haryana with 6,822 girls from these castes. Gujarat also saw more than 6,441 such marriages.

The Prohibition of Child Marriage Act, 2006, penalises the marriage of girls below the age of 18 and boys below 21over 18 years of age who enters into a marriage with a minor be punished with up to two years of imprisonment, or a fine.


There could be more girls married off before the age of 18 years, but the data could not exactly be deduced as figures for the age group of 15-19 are given in this Census.the panel's mandate would be two-fold. It will 'facilitate granting of permissions for both foreign as well as domestic producers from relevant authorities of central and state governments'.


It would also meet regularly to monitor the facilitation process and issue directions to the authorities concerned.

 "What is prevalent and practiced in Hinduism appears to have been percolated into Christianity."

 

The Madras High Court Bench here on Thursday expressed deep concern over the caste system not having spared even dead bodies from its fold and lamented that the practice had percolated into Christianity too by making the followers of the religion fight among themselves over the right to maintain separate burial grounds for different denominations.

 

Disposing of a public interest litigation petition related to a dispute between Roman Catholics and Pentecosts over a burial ground at A. Vellodu village in Dindigultaluk, a Division Bench of Justices S. Manikumar and G. Chockalingam said: "Christianity has no caste system. What is prevalent and practiced in Hinduism appears to have been percolated into the above said religion."

 

Wondering whether the holy Bible allows such a practice, the judges said that it was a question best left to be answered by the conscience of the practitioners "who seek pride in having their caste tags." They rued that the caste system was so deep rooted that people fight over places for burying dead bodies, force revenue officials to convene peace committee meetings and even litigate.

 

Authoring the judgment, Mr. Justice Manikumar said: "During their lifetime, people fight for rights — customary, personal, property and so on. We are pained to see that even after death, the fight continues for burial… Graveyard is a place to rest. We wish the dead 'Rest in Peace' but on the facts and circumstances of this case, we could see that there is no peace for the living as well as the dead."

 

The Bench also recalled former judge K. Chandru to have quoted the lyrics of a Tamil song 'SamarasamUlavumIdame…' from the 1956 movie ' RambaiyinKadhal ,' in a decision rendered in 2008 to state: "At least in departure from this world there should be unity and apartheid may not be practised by official acts of Madurai Corporation by maintaining different sheds for different castes at Thathaneri cremation ground."

 

In so far as the present case was concerned, the judges accepted the submission of Dindigul Revenue Divisional Officer that he had settled the issue by allocating a separate site to be used as burial ground for Pentecosts and said that it should be treated only as an interim arrangement until the Collector resolves the issue by keeping in the mind the Constitutional goal of achieving equality and fraternity.

 

"We only pray that our religious heads would also address the mass about equality, fraternity and brotherhood," the Bench concluded.

Alleging grave irregularities in the issuance of free house site pattas to people belonging to Scheduled Caste, the Congress leaders on Thursday took up the issue with Lieutenant Governor A.K.Singh seeking his immediate intervention.

 

Talking to reporters later, Leader of the Opposition and Senior Congress leader V.Vaithilingam said the Lieutenant Governor had been urged to ensure that only genuine poor homeless SC people are issued house site pattas.

 

The delegation, led by Mr. Vaithilingam and comprising PCC president A.V.Subramanian and Congress MLAs, submitted a memorandum to Mr. Singh.

 

They said on June 15, free house site pattas were issued to around 300 Scheduled Caste persons who are residents of Seliamedu and Adingapet villages in Bahour commune in gross violation of rules. Unmarried persons, people from adjoining areas in Tamil Nadu and those working in government received the pattas instead of the eligible local residents.

 

The memorandum alleged that bypassing the 3,150 beneficiaries identified during 2011 by the AdiDravidar Welfare Department under the previous Congress regime was in violation of the Madras High Court's directive to issue pattas to those who were having priority cards issued by AdiDravidar Welfare Department.

Around 73 per cent of households in India are rural, according to the Socio Economic and Caste Census (SECC) data released by the government on Friday. Of these, 18.5 per cent and scheduled caste households and 11 per cent belong to the scheduled tribe category.

 

The SECC, jointly released by Finance Minister Arun Jaitley and Rural Development, Panchayati Raj and Drinking Water Supply and Sanitation Minister Chaudhary Birendra Singh, also shows that the bulk of India's rural households subsist on very low incomes. According to the data, 74.5% of rural households have an income of the highest earning member below Rs. 5000 per month. Only 8.3% of rural households have an income of the highest earning member above Rs. 10,000 per month.

 

Only the provisional data pertaining to rural India was released on Friday. The Census also provides data on households regarding various aspects of their socio-economic status-housing, land-holding/landlessness, educational status, status of women, the differently-abled, occupation, possession of assets, SC/ST households, incomes, etc.

 

The data also shows the hand-to-mouth existence of large parts of rural India. For example, over 50 per cent of rural households get the bulk of their incomes from manual casual labour and 56 per cent do not own any land.

We tried to observe budgetary issues for Homeless and Poor people living in Delhi. In the report, attached herewith, we have covered three major programs - Shelter / Housing, Water and Sewerage & Sanitation for poor people. Budget has been reduced in all these major programs. We are sure that this report will help you to understand that how political assurance contradicts with programme shown in the budget documents. This report is an effort to support the movement working for urban poor and Jhuggi Jhopadi Bastis.

 

Further, we would like to mention that this report is in continuation of our Union Budget analysis sent to you in March 2015. Our Union budget analysis was debated and discussed at larger level amongst the Community Leaders and Movement Leader in different parts of the country. To meet people's demand, DSG also facilitated two days interactive programme on budget for movement / community leaders

 

We feel nexus of Political Parties, Corporates and Land Mafia embezzling public resources in the rural and urban areas. And Power entrusted in the govt. institutions, functioning at public expenses, are also being monopolised. DSG has entered into the research of such institutions. To begin with we have done the State Budget Analysis from the perspective of urban poor and homeless people.  We already know that for the Smart Cities, land will be acquired from poor people and finance will be arranged by imposing tax on them (our previous report shows that poor people pay three times more tax than the corporates to the government). Therefore, DSG is also planning to do such analysis for other metropolitan cities and forthcoming smart cities which will strengthen different movements and groups working for the urban poor.

Here is the full text of Express Group Chairman & Managing Director Viveck Goenka's address to employees on July 3, 2015:

Dear colleagues, this is the first time ever that somebody is addressing the entire Institution. It is a very good feeling. It is for a joyous occasion – to celebrate the redesign and relaunch of The Indian Express. To convey to you my vision for the paper and the launch of a new campaign. To tell you that we will massively grow all our brands on the Internet. To announce the launch of our Jaipur edition next week.

This year, the Express will complete 83 years. In human terms that is old. In the life of this paper, I am sure that it will be a mere decimal. We stand today on the cusp of a transformation where we can together build on all the good work of the past and create a lasting institution which will unify independence, ethics and integrity with financial strength. That is our stated goal and we will achieve it. As one part of this, we completed the redesign of the Indian Express which gave it a fresh new energy. As another part, we have refreshed The Indian Express mobile and web app so as to make the paper reader friendly and accessible on any device. Our content, which was always excellent has gained depth and breadth. A similar effort has begun in Loksatta and other brands will follow.

The Indian Express is created every day by a dedicated team of people. What I want of these people is a fierce commitment to illuminating the truth and to do so with integrity and grace. I have made sure we have a newspaper which owes nothing to page 3, planted stories or pandering to politicians or large corporates. We must build on that. We must hold the attention of the thinking Indian. What this means is that the reader I want, irrespective of the medium must be an engaged citizen who is deeply committed to India and engaged with the events and issues of the day. I believe there are tens of millions of such readers and I would like them to have a newspaper which they respect and trust. I would also like the political class to have a paper which they open every morning with apprehension but also with anticipation. I want to see a paper which will combine investigative stories with insightful and differentiated analysis. And, we must not forget to take a holistic view while doing so.

We are at a moment in time where there are few certainties. Continuing innovations in the digital space have made the world a place which is hard to understand. However, some things are timeless. Courage, conviction, integrity and intellect will always be respected and that is what The Indian Express must reflect each day – on the paper and on the internet. The internet has become an equaliser where mere money power cannot overwhelm great content. We are already at the number 3 position among Indian newspapers on the internet and this is most certainly not because of frivolous content. We must therefore concentrate on the creation of quality content. Further, this must be done in a way that can be understood by any concerned citizen. An ability to simplify complicated issues and make them accessible to all readers is, according to me, a precious gift. I want us to cultivate it every day. With Raj, George, Anant and Unni at the helm and such wonderful colleagues in our editorial and online teams I feel optimistic that all this can be achieved.

When I had met with some senior members of The Indian Express editorial team some months back, I had said we will soon have a few new centers for the paper. I am happy to be able to announce that we will commence printing at Jaipur this Sunday – July 5.

I cannot conclude without mentioning the outstanding leadership which George has brought to his task as the CEO. He has successfully connected all the different threads of the company be it editors, reporters, online media, BPD, marketing and circulation, finance, printing, back office, HR and operations into a harmonious whole. He understands, as I do, that all parts of a company are important and need nurturing. I am fortunate to have him and Raj here to bring my vision for The Indian Express to fruition. I promise all of you that there are exciting times ahead for the Express.

This is the 40th anniversary of the emergency and an appropriate moment to remember the courage and fortitude which our founder Ramnath Goenka had shown at that difficult time. The Express was never a mere business to him and it is not a business to me and never will be. It was and is, a mission. I know I speak for Anant too when I say that ours is an Indian institution which will endure as a pillar of freedom and democracy.

In what is being perceived as nuancing of its position, India Friday abstained on a resolution at the UN Human Rights Council condemning Israel over the UN report into Operation Edge in Gaza. Ministry of External Affairs, however, said there is "no change" in India's position on supporting the Palestinian cause. Although India, Kenya, Ethiopia, Paraguay and Macedonia abstained, the resolution was adopted as 41 countries voted in its favour. These included European Union member countries Britain, France and Germany; China, Pakistan, Bangladesh and Maldives from India's neighbourhood and Russia. Israel's closest ally US was the only country to vote against the resolution.


This was the first time New Delhi chose to abstain at the vote on a UN resolution condemning Israel. India has traditionally voted in favour of such resolutions. So, the move is being seen in the context of India warming up to Israel under PM Narendra Modi. According to Israel daily Haaretz, the country's officials had said PM Benjamin Netanyahu had spoken to Modi, among others, asking them to abstain.


 Responding to questions over the move, MEA spokesperson Vikas Swarup said, "The issue in this particular resolution was the reference to the International Criminal Court (ICC). India is not a signatory to the Rome Statute establishing the ICC. In the past too, whenever a Human Rights Council resolution had made a direct reference to the ICC… our general approach had been to abstain."


 Ajit Kumar, Permanent Representative of India to the UN Office at Geneva, cited the same reasons. India's vote nothwithstanding, the 47-member UNHRC adopted the resolution on "ensuring accountability and justice for all violations of international law in the occupied Palestinian territory including East Jerusalem" asking Israel and Palestine to prosecute alleged war crimes committed in the 2014 Gaza war and to cooperate with ICC's probe.


 While the Council has no binding powers, its moral authority raises the pressure on both sides. The resolution welcomes the UNHRC report, which found evidence of alleged war crimes committed by Hamas and Israel. 


Drafted by Palestine and Arab states, the resolution condemns Israel's targeting of innocent civilians, but ignores rockets launched by Hamas and the inquiry's criticism of the Palestinian side. CPI (M) today "strongly" condemned India's abstention at United Nations Human Rights Commission on the Palestinian issue saying this has come just before Prime Minister Narendra Modi's visit to Israel.

The CPI(M) also dubbed India of being "subordinate ally" of USA in today's world and demanded the NDA Government to reverse its position on Palestinian cause.

"We strongly condemn this decision. It is clearly in preparation to the Prime Minister's visit to Israel. Modi has completely reversed India's support to the Palestinian people, for their right to homeland. This clearly cements India's position as a subordinate ally of the USA in today's world. This is completely unacceptable to the people of India who have always stood with the Palestinian cause," CPI (M) General Secretary Sitaram Yechury told PTI.

He added that the communist outfit will "strongly" raise the issue in forthcoming session of Parliament and demanded the Government to reverse its position over the issue.

JD(U) on Saturday strongly condemned the Narendra Modi government's decision to abstain from voting on a resolution on Palestine adopted at the United Nations Human Rights Council.


"The JD(U) feels that the decision taken by the central government is not in favour of the country as it might disturb the solidarity with Arab countries...

"The decision is against the established policy of our nation and if India continues to follow the same track, no west Asian nation will stand with us in future," party general secretary K C Tyagi said in a release.

India for the first time yesterday abstained from voting on a resolution on Palestine at the United Nations human rights body that calls for accountability in last year's conflict in Gaza in which hundreds of Palestinians and six Israeli civilians were killed.

Tyagi said JD(U) condemns the government's decision of "supporting" Israel in the UN.

"If 40-41 countries can support Palestine stand against Israel, the party does not understand why the central government chose to go against its tradition," he said, alleging that in the last 60 years, India has supported Israel in UNO for the first time, keeping all the traditional view aside.

The JD(U) leader noted that hundreds of people including children, old men and women lost their lives in the "war crime perpetrated by Israel".

The United Nation's Human Rights Council voted in favor Friday on adopting the Gaza Conflict Commission of Inquiry which allege that both Israel and Hamas may have committed war crimes during the summer war.

The resolution was adopted with strong European support, with 41 council states including France, Germany, UK and the Netherlands voting in favor. Five countries abstained from the vote, Kenya, Ethiopia, Macedonia, India and Paraguay. The United States was the only member to vote against.

Israel's Ministry of Foreign Affairs stated that India's abstention was a significant achievement of Israel's diplomatic campaign.

The resolution did not point the finger at those responsible but said they should face justice in either national or international courts.

Although the council does not have the power to order that suspects be brought before the International Criminal Court (ICC), it urged both Israel and Palestinian authorities to "cooperate fully" with any criminal inquiries that may be opened.

Israeli Prime Minister Benjamin Netanyahu slammed the UNHRC vote, saying that the council "is not interested in facts and human rights."

"The UNHCR has adopted more resolutions against Israel than the total against any other countries. It cannot call itself a human rights council," Netanyahu continued.

"Whomever fears to clearly act against terrorists will end up with terror attacking him," he concluded.

Human Rights Watch welcomed the resolution saying it "sends a strong message that the perpetrators of serious violations should be held to account. Israel and Palestine, as well as Hamas, should respect the resolution's call to cooperate with the International Criminal Court."Meanwhile, Israel is reportedly mulling leaving the UN Human Rights Council following a report that alleged the Jewish state may have committed war crimes during last summer's 50-day war with Gaza, Army Radio reported Monday.

Netanyahu made the announcement during a closed-door meeting with top officials, in which he referred to the UNHRC commission in charge of the report as a "hypocritical committee."

"In light of the [UN's Gaza] report, we will consider whether or not to stay in the Human Rights Council," he said.

Earlier in June Netanyahu lashed out at UN Secretary General Ban Ki-moon, accusing him of hypocrisy after the UN chief criticized Israel for the death of Palestinian children during last summer's conflict in Gaza.

Calling it a "black day for the UN," Netanyahu said Ban prefers to attack Israel instead of "noting the fact that Hamas took Gaza's children hostage by firing from kindergartens towards Israeli children, and dug terror tunnels toward kindergartens in Israel."

"At the same time, the terror group Hamas is winning immunity from the UN even though it was proven beyond any doubt that it has committed war crimes by firing from hospitals, mosques, and from UN facilities," Netanyahu said in the post.

The United Nations has accused the Israeli army of being responsible for strikes on buildings where civilians were sheltering during the conflict.

At the height of the Gaza conflict, some 300,000 displaced Palestinians were sheltering in some 91 UN schools, several of which were hit by Israeli strikes.

American jurist Mary McGowan Davis, who headed the independent probe into the events of last summer's war in Gaza, said last week that the investigation's report would have looked different if Israel would have cooperated with it.

In an interview with Israeli daily Haaretz, McGowan Davis said that if Israel would have cooperated with the investigation, "we could have met with Israeli victims and seen where rockets landed, talked with commanders, watched videos and visited Gaza. We talked to a lot of witnesses but of course an investigation needs to be as close to the scene as possible and it would have looked different."

पिछले कुछ दशकों से अमेरिका की स्थिति विश्व की सबसे बड़ी सैन्य ताक़त और युद्ध सामग्री के उद्योगपति के रूप में अभी भी बरकरार है, हालाँकि 2007 की महामन्दी के बाद अमेरिकी अर्थव्यवस्था बुरी तरह तबाह हुई है और लगातार पतन की ओर जा रही है। लेकिन अमेरिकी युद्ध सामग्री और हथियारों के उद्योग में अभी भी भारी पैमाने पर उत्पादन जारी है जो कि विश्व के सबसे बड़े हथियार उद्योग के तौर पर स्थापित है और दिनों-दिन पतन की ओर जा रही अमेरिकी अर्थव्यवस्था की आजकल यही मुख्य टेक बना हुआ है। यह बात पूँजीवाद के घोर मानवता विरोधी पक्ष को उभारती है।

war-is-businessअमेरिका के हथियार और युद्ध सामग्री बनाने के उद्योग का विकास और विश्व की बड़ी सैन्य ताक़त बनने के कारणों की यदि हम पड़ताल करते हैं तो इसके तार दूसरे विश्वयुद्ध से जा जुड़ते हैं, क्योंकि दूसरे विश्वयुद्ध से पहले अमेरिका कोई बड़ी आर्थिक और सैन्य ताक़त नहीं था। दूसरे विश्वयुद्ध के बाद ही अमेरिका विश्व की बड़ी आर्थिक और सैन्य ताक़त के रूप में उभरा। दूसरे विश्वयुद्ध में जब इंग्लैण्ड, जर्मनी, जापान आदि विश्व की महा-शक्तियाँ तबाह हो गयीं तो उसके बाद अमेरिका का सूरज चमका। इस विश्वयुद्ध में हथियारों और अन्य युद्ध सामग्री का बड़े स्तर पर प्रयोग हुआ जिसके कारण अमेरिकी हथियार उद्योग के अथाह मुनाफ़ा कमाने का दौर शुरू हुआ क्योंकि युद्ध ने मण्डी में युद्ध सामग्री की भारी माँग पैदा कर दी थी। इतना ही नहीं बल्कि तबाह हुए यूरोप में पुनर्निर्माण के लिए अमेरिकी पूँजीपतियों ने बड़े निवेश किये जिसके द्वारा अमेरिका ने तबाह हुए देशों में से भारी मुनाफ़े कमाये। इस युद्ध ने अस्थिर अमेरिकी अर्थव्यवस्था को गति दी। दूसरा विश्वयुद्ध ही अमेरिकी हथियार उद्योग को ऊपर उठाने वाला पहला स्रोत है। इसके बाद ही 50-60 के दशकों के दौरान कल्याणकारी राज का दौर शुरू होता है जिसको याद करके आज के कुछ "प्रगतिशील"लोग भी पीछे देख-देखकर और दुखी होते रहते हैं। यह कल्याणकारी राज भी सैन्य उद्योग कॉम्प्लैक्स के आधार पर ही खड़ा किया गया था। इसी कारण 1940-49 के दौरान जहाँ अमेरिका की कुल औद्योगिक पैदावार 90 प्रतिशत बढ़ी तो हथियार उद्योग में भी 60 प्रतिशत का इज़ाफ़ा हुआ। विश्व औद्योगिक पैदावार में से अकेले अमेरिका ने 40वें दशक के दौरान 60 प्रतिशत कमाई की। जब दूसरा विश्वयुद्ध करोड़ों लोगों को निगल रहा था तो अमेरिकी पूँजीपति मानवता के इस महा-विनाश के मंजर पर अपने महल बनाने के सपनों में संलग्न थे। यह बात किसी संवेदनशील मनुष्य को झंझोड़ सकती है लेकिन पूँजीपति देखने में ही मानव जैसा होता है और वास्तव में वह मनुष्य मांस खाने वाला भेड़िया होता है। दूसरे शब्दों में कहें तो उसकी वर्गीय स्थिति उसको इस तरह का बना देती है।

अमेरिकी राष्ट्रपति डेविड आइजनहावर जब से सेना का जनरल था तब से ही हथियार उद्योग की तरक्की पर ज़ोर देता आ रहा था। 27 अप्रैल, 1946 को उसने (तब वह सेना का जनरल था) युद्ध विभाग के डायरेक्टरों, चीफ़ों, जनरलों आदि को मेमोरण्डम जारी किया था जिसमें फ्सभी वैज्ञानिक और तकनीकी साधनों को सेना की सम्पत्ति बनाने की ज़रूरत पर ज़ोर दिया गया था। 1953 ई. में अमेरिका का राष्ट्रपति बनते ही उसने हथियार उद्योग के विकास के लिए यत्न आरम्भ किये, हालाँकि ये यत्न आइजनहावर की निजी इच्छा का नतीजा नहीं कहे जा सकते। कह सकते हैं कि उस समय के अमेरिकी पूँजीवाद के उस ग्रुप के – जिनकी बड़ी पूँजी हथियार उद्योग में लगी हुई थी – राजनैतिक हितों का आइजनहावर प्रतिनिधि बनकर आया। दूसरे विश्वयुद्ध के दौरान ही अमेरिका ने हथियार, युद्ध और रक्षा उद्योग में बड़े निवेश करने शुरू किये क्योंकि विश्व मण्डी का अहाता अमेरिकी पूँजीपतियों के लिए ख़ाली था, इस कारण अमेरिकी उद्योग ने बहुत तीव्रता से विकास किया। दूसरा तब समाजवाद का डर विश्व साम्राज्यवादियों को डरा रहा था जो दूसरे विश्वयुद्ध से विजेता होकर निकला था और लगातार विकास कर रहा था। सोवियत यूनियन को टक्कर देने के लिए और विश्व स्तर पर उठ रहे समाजवादी खेमे को कुचलने के लिए साम्राज्यवादियों को अत्याधुनिक हथियारों की सख़्त ज़रूरत थी। इसके अलावा दूसरे विश्वयुद्ध में हथियारों की बड़ी खेपें खपी थीं। इन वजहों ने मण्डी में युद्ध सामग्री की अथाह माँग पैदा की लेकिन साथ ही बड़ी वैश्विक शक्तियों के तबाह होने ने अमेरिका को मौक़ा मुहैया करवाया।

1961 ई. में आइजनहावर ने अपने विदाई भाषण में भी "मिलिटरी इण्डस्ट्रियल कम्पलैक्स"बनाने की ज़रूरत पर ज़ोर देते हुए सेना और उद्योग की स्थायी एकता की ज़रूरत पर ज़ोर दिया, अपने राष्ट्रपति काल के दौरान भी उसने अमेरिकी हथियार उद्योग की हरसम्भव मदद की। उसने कहा कि विज्ञानियों को सैन्य समस्याओं के हल खोजने के लिए ज़्यादा आज़ादी होनी चाहिए। उसकी योजना का यह पक्ष था कि सेना देश के उद्योग और तकनीक के बड़े हिस्से को जज़्ब कर सकती है, भाव यह कि इस सैन्य क्षेत्र में वह अमेरिकी पूँजीपतियों को निवेश के लिए न्योता देता है। अमेरिका के एआरपीए (एडवांस रिसर्च प्रोजेक्ट्स एजेंसी), एनएएसए (नेशनल ऐरोनेटिक्स एण्ड स्पेस एजेंसी) आदि संस्थाओं की स्थापना भी उसके कार्यकाल के दौरान ही हुई। तब ही एण्टी बैलिस्टिक मिसाइल और जीपीएस आदि के आधुनिक आविष्कारों पर काम होने लगा। 1952 ई. में अमेरिका के कुल बिजली उद्योग का 56.2 प्रतिशत सैन्य उद्योग में उपभोग हुआ। उसके बाद अमेरिका का सैन्य उद्योग अमेरिकी राजनीति को भी प्रभावित करने लगा और उसके बाद बनने वाले सभी राष्ट्रपतियों ने उनके हितों की चौकीदारी की, जैसे रीगन ने 1980 में अमेरिकी हथियार उद्योग को टैक्सों में भारी छूटें दीं और यह होना स्वाभाविक ही था क्योंकि राजनीति अर्थव्यवस्था की ही घनीभूत अभिव्यक्ति होती है।

Dave Simonds cartoon piratical britainआज तकनीक का विकास बहुत ऊँचे स्तर पर पहुँच चुका है। एक दिन में उद्योग में टनों के हिसाब से हथियारों और अन्य युद्ध सामग्री की पैदावार होती है। जिसके कारण अमेरिकी उद्योग ने विश्व में हथियारों के अम्बार लगा दिये हैं। अमेरिका के हथियारों की पैदावार 1950 के दशक से विस्तारित होनी शुरू होकर आज इतनी विस्तृत हो चुकी है कि इसको आज पूरा विश्व भी छोटा लगने लगा है। 2009 में अमेरिका ने हथियारों की कमाई से कुल घरेलू पैदावार का 3 प्रतिशत कमाया था जोकि 2011 में बढ़कर 67 अरब डॉलर हो गया और कुल घरेलू पैदावार में इसका हिस्सा 6 प्रतिशत तक पहुँच गया। लेकिन यह केवल युद्ध सामग्री के निर्यात का संख्या है। लेकिन यदि एनएएसए (नेशनल ऐरोनेटिक्स एण्ड स्पेस एजेंसी), एफएए (फ़ेडरल एविएशन एडमिस्ट्रेशन), डीएआरपीए (डिफ़ेंस एडवांस रिसर्च प्रोजेक्ट्स एजेंसी), डीओडी (डिफ़ेंस डिपार्टमेण्ट), डीटेशन, नेविगेशन, गायडैंस, ऐरोनेटीकल एण्ड न्यूटीकल व्यवस्था, इम्प्रूवमेण्ट ओपरेशन शिपयार्ड, स्माल आर्म्ड, मिलटरी व्हीकल मैनुफ़ेक्चरिंग, वायरलेस आर्डीनेंस मैनुफ़ेक्चरिंग और सभी सैन्य उद्योग की कुल पैदावार और इन उद्योगों से जुड़े अन्य उद्योग जो इनको कच्चा माल मुहैया करवाते हैं, इनसे जुड़ा रियल इस्टेट का कारोबार, यातायात का कारोबार, रसायन विज्ञान आदि को मिला लिया जाये और इन अदारों में काम करते कामगारों की कमाई को जोड़ें तो यह हिस्सा अमेरिका की कुल घरेलू पैदावार का लगभग 50 प्रतिशत से भी अधिक बनता है। इन संस्थाओं में अमेरिका के लगभग 21 लाख कामगार काम करते हैं। 2010 में अमेरिकी ऐरोस्पेस एण्ड डिफ़ेंस कम्पनियों को 370 अरब डॉलर की आमदनी हुई थी। इसके बिना 2011 में विश्व के हथियारों की कुल बिक्री का 44 प्रतिशत अकेले अमेरिका ने कमाया था। इससे हम अन्दाज़ा लगा सकते हैं कि पूँजीवाद की मरणासन्नता यहाँ तक पहुँच चुकी है जो मानवीय श्रम को हथियारों जैसे उद्योग में नये-नये कीर्तिमान स्थापित करने के लिए इस्तेमाल कर रहा है और उत्पादक मानवीय श्रम को बेकार गँवा रहा है जब कि दूसरी ओर ग़रीबी, भुखमरी, कंगाली से करोड़ो लोग बेहाल हैं, उनकी तरफ़ किसी का ध्यान तक नहीं जाता क्योंकि ग़रीबों से पूँजीपतियों को मुनाफ़े की कोई आशा नहीं।

आज विश्व की बड़ी हथियार बनाने वाली कम्पनियों में बहुसंख्या अमेरिकी कम्पनियों की हैं। विश्व की दस बड़ी हथियार बनाने वाली कम्पनियों में 7 अमेरिकी हैं जिनमें बोइंग (2013 में जिसकी कुल जायदाद 92 अरब अमेरिकी डॉलर थी), युनाइटेड टेकनोलोजीज (2013 में कुल जायदाद 61.46 अरब अमेरिकी डॉलर), लोकहीड मार्टिन (2013 में कुल जायदाद 36.19 अरब अमेरिकी डॉलर), जनरल डायनामिक्स (2013 में कुल जायदाद 35.45 अरब अमेरिकी डॉलर), नॉरथ्रॉप ग्रूमन (2013 में कुल जायदाद 26.39 अरब अमेरिकी डॉलर), रेथीऔन (2013 में कुल जायदाद 25.86 अरब अमेरिकी डॉलर) और एल. कम्यूनिकेशंस (2013 दौरान कुल जायदाद 15 अरब अमेरिकी डॉलर) आदि प्रमुख कम्पनियाँ हैं। अमेरिकी राजनीति में आज इन औद्योगिक घरानों की तूती बोलती है और विश्व स्तर पर वातावरण, अमन और लोकतन्त्र आदि जुमलों की चीख़-पुकार मचाने वाली अनेकों ग़ैर-सरकारी संस्थाओं को करोड़ों डॉलर फ़ण्ड भी मुहैया करवाते हैं जिससे साम्राज्ञी जब अपने हथियारों को खपायें तो ऐसी संस्थाएँ लोग के गुस्से को ठण्डा रखें।

हथियारों पर टिके अमेरिकी अर्थव्यवस्था से हम अन्दाज़ा लगा सकते हैं कि अमेरिका में पूँजीवाद का परजीवीपन इस हद तक पहुँच गया है जो आखि़री साँस इसी उद्योग के सहारे ले रहा है जो पैदावार करते समय तो आम कामगार लोगों का ख़ून चूसती ही है बल्कि जिसकी पैदावार जब खपती है तो आम कामगार लोगों का ख़ून बहाती भी है। विश्व में युद्ध सामग्री के उद्योग का प्रफुल्लित होना मानवता के लिए आने वाले अँधेरे दिनों का संकेत दे रहा है। क्योंकि पूँजीवादी पैदावार में पैदावार के साथ उसका ख़र्च का होना भी उतना ही लाज़िमी है नहीं तो उद्योग लम्बे समय चल ही नहीं सकता। तो हथियारों के उद्योग के चलते रहने के लिए हथियारों को इस्तेमाल करना भी उतना ज़रूरी है। इसी कारण ही अमेरिका विश्व अमन और लोकतन्त्र का "हरकारा"बना हुआ है, कभी पाकिस्तान, अफ़गानिस्तान में "अमन"फैलाने के लिए दौड़ता है कभी ईरान, इराक़, लीबिया, मिस्र आदि मध्य-पूर्वी देशों में। दूसरे विश्वयुद्ध के बाद ही जब अमेरिकी हथियार उद्योग में पैदावार बढ़ी तो इसने कोरिया, वियतनाम, इण्डोनेशिया से लेकर ईरान, इराक़, सोमाल्या, यमन, सर्बिया, लीबिया, पाकिस्तान, अफ़गानिस्तान आदि अनेकों देशों पर जबरन लड़ाइयाँ थोप दीं और इन देशों में भारी जानी-माली नुक़सान किया और कर रहा है। लेकिन अब जिस स्तर पर तकनीक पहुँच चुकी है इन छोटी-मोटी जंगों से भी हथियार उद्योग की पैदावार नष्ट नहीं हो सकती। जिस करके यह उद्योग भी धीरे-धीरे संकट के शिकार होने की ओर बढ़ रहा है। दूसरे, किसी समय रूस और चीन अमेरिका के हथियारों और युद्ध सामग्री के बड़े ख़रीदार थे लेकिन अब इन देशों में हथियार उद्योग विकसित हो चुका है और चीन तो हथियारों की पैदावार में बहुत थोड़े समय में ही मज़बूत स्थिति में पहुँच गया है। इस कारण अमेरिका के ग्राहक चुक रहे हैं।

ये बातें मानवता के लिए अँधेरे दिनों की आहट हैं जिसका हल विश्व के कामगार, संवेदनशील लोगों और नौजवानों की एकता के साथ ही सम्भव है, नहीं तो ये ख़ून पीने वाली जोंकें अपने मुनाफ़ों के लिए मानवता पर तीसरा विश्वयुद्ध थोपने से भी गुरेज़ नहीं करेंगी।
