Rape? Bengaluru girl bleeds to death, Assam minister's son grilled

~"The deceased minor was brought dead by her mother to the hospital's emergency room, and the body was shifted to the Forensics Department for the postmortem," said a doctor, requesting anonymity. "I heard that it was a case of rape and there was commotion in the casualty ward. Though she was said to be bleeding, I did not see her," said the doctor.

But quite mysteriously, the city police are now claiming that the girl died of complications due to dengue fever after she was admitted to the casualty ward, and that she was not declared "brought dead".

Sources alleged that the 10-year-old victim was sexually assaulted by more than one person, who were all known to her mother.

The doctors at Ramaiah Hospital suspected something amiss as the victim was brought dead to the hospital with her private parts bleeding.

Based on the mother's complaint and the doctors' suspicion, the Sanjay Nagar police summoned Rituraj Phukan, son of Pranati Phukan, the minister of Handloom & Textiles, Sericulture & Cultural Affairs in Assam, Pallav Phukan and two others and recorded their statements, police at Sanjay Nagar police station said.

Dr Basappa Hugar, who conducted the post-mortem on the victim on Saturday, confirmed that the 10-year-old victim was bleeding from the rectum. ~

Meanwhile, the AFSPA ZONE  Kashmir is burning inprotest as Geelani is under house arrest!

The Hot pursuit seems to inflict RSS Raj in Kashmir and I am afraid,RSS CM,the Mufti has to bear the most of the burn!

Thus, news breaks in,the National Conference on Saturday accused Jammu and

Kashmir Chief

Minister Mufti Muhammad Sayeed of

implementing the agenda of the Rashtriya

Swayamsevak Sangh(RSS) in the state!

National Conference workers protest against rudderless PDP-BJP regime in Srinagar!

Former Jammu and Kashmir chief minister Omar Abdullah, who launched a vociferous protest against the PDP-BJP coalition government today, said all decisions regarding the state are first taken in Nagpur, where the RSS headquarters is located. "We want to remind Mufti sahab of the promises he made. All decisions regarding Jammu and Kashmir happen first in Nagpur, then with Modi ji and then here," said Omar. Describing the Mufti Mohammad Sayeed-led regime as a non-starter, the agitating National Conference (NC) activists vociferously demanded a change. The NC activists were seen shouting slogans and causing damage to property in the city, while repeating their accusation that the PDP-BJP combine was working at "cross-purposes" and not meeting the basic minimum expectations of the people of the state. The problems and woes of the public were highlighted, and the state administration was charged with showing the least concern to resolving these issues.

Pakistan and Bangladesh also Hindu nations, says RSS chief Mohan Bhagwat!

Rashtriya Swayamsevak Sangh (RSS) chiefMohan Bhagwat believes thatBangladesh and Pakistan are Hindu nations, reported India Today.

According to India Today's report, speaking at Sangh training camp at Sriji Baba Saraswati Shishu Mandir in Mathura, Bhagwat said that the Indian continent is a Hindu nation and people living in Bangladesh and Pakistan are also part of it.

Stating that there should not be any doubt about Bharat (India) being an Hindu rashtra, he said, "At any cost we cannot discard this belief.

Flags of dreaded terror group ISIS along with those of Pakistan were hoisted today in at least two places in Kashmir during protests over the killing of a separatist activist by unknown gunmen on Tuesday.

A group of youth, with faces covered and carrying a black banner resembling Islamic State flag, marched from Jamia Masjid towards Nowhatta chowk soon after the Friday prayers, official sources said.

They said Pakistani flags were also waved by some youth in the area before police swung into action and chased away the protesters. No arrests have been made so far.

Reports from Kupwara in north Kashmir said Pakistani flags were hoisted at some places there too after the Friday prayers, the sources said.

Violent protests were also reported from Sopore town and some other areas of Baramulla district leading to clashes with law enforcing agencies, the sources said.

"When I was ruling the state, it had two centres - Srinagar and Jammu. But now the state government has only one centre that is Nagpur," former chief minister Omar Abdullah said referring to the RSS headquarters.

"Today all the strings are pulled from there (Nagpur)."

Abdullah led a large anti-government rally from Municipal Park, which is adjacent to the headquarters of ruling Peoples Democratic Party, to the business hub of Regal chowk here.

Protestors, which included former ministers and senior NC leaders, termed the the PDP and the Bharatiya Janata Party (BJP) coalition government in the state as "anti-Muslim and anti-Article 370".

The Article 370 of the constitution provides special status to the state and its repeal is one of the core agendas of the BJP.

"This government has shown its true colours in just 100 days of its formation. Despite having political differences with the PDP, we had offered our unconditional support to it, so that the BJP's march could be stopped," said Abdullah, who is also the working president of the NC.

He said PDP patron Sayeed sought votes from people by promising to stop the BJP and providing relief to flood affected people.

"But alas! Both of his (Sayeed's) promises have proven to be a hoax. Mufti Sayeed formed the government with the support of the BJP and left flood victims high and dry," Abdullah said.

"Ask our traders," he said, referring to shopkeepers of the Regal chowk, which was badly hit by floods last year, "have they received any relief from the government. Whatever little they received was only from our government."

The former chief minister also criticised Prime Minsiter Narendra Modi for failing to provide Rs.44,000 crore flood package sought by his government.

"I was there when you (Modi) promised help and even offered support to Pakistan occupied Kashmir. Fortunately they (PoK) didn't heed, otherwise they too would have been on roads demanding relief like us," Abdullah said.

Abdullah said they would make sure that the state government provides relief to people and delivers on ground.

Visibly feeling irritated by police blockades to prevent the NC rally from moving ahead, Abdullah asked his supports to march towards Lal Chowk, which is 500 metres from the Regal chowk.

The enthusiastic NC supporters removed police blockades as Abdullah waived the party's red flag from historic clock tower, which has remained centre of flag waiving in separatist rallies.

On the other hand, several leaders of hardline Hurriyat Conference including chairman Syed Ali Shah Geelani were today put under house arrest by authorities to foil the plans of the amalgam to hold a controversial seminar tomorrow that was dubbed as 'ant-national'.

A posse of policemen has been deployed outside the residence of Geelani and no one is allowed to enter or leave the premises, a spokesman of the Hurriyat said. The police action came even as Jammu and Kashmir government said it will not allow "anti-India" activities in the state.

"No such rally or seminar will be allowed in the land of Jammu and Kashmir since we feel it will be anti-national activity," Deputy Chief Minister Nirmal Singh said. "The law will take its own course," he said, adding," no anti-national activity can be allowed on any part of the country."

A Hurriyat spokesman said Muhammad Ashruf Sehrai, Ayaz Akbar and Raja Mehraj-ud-din were the others who were placed under house arrest on the eve of the planned seminar. Police officials refused to confirm or deny the house arrest of the separatist leaders.

Geelani, while condemning the move, said the government has shown intolerance even to peaceful programmes. "The government has completely buried the 'Battle of Ideas' slogan of the (Chief Minister) Mufti Mohammad Sayeed," Geelani said in a statement here.

The Hurriyat has planned to hold a seminar to which several separatist leaders, including from Sikhs groups, and Christian community representatives have been invited. "Hurriyat Conference has decided to organise a seminar in Srinagar on June 14 in which people from different walks of life will express their views on the topic 'How to Resist the Indian State Fascism'," a spokesman of the separatist amalgam said earlier this week.

Those invited for the seminar include Akali Dal leader Simranjit Singh Mann, Dal Khalsa leader Kanwarpal Singh, noted human rights activist Gautam Navlakha and representatives of the Christian community.

Muslim Brotherhood Hails Steadfast Revolutionaries; Vows: No Retreat Till Ultimate Triumph

The Muslim Brotherhood appreciates the masses of patriotic people who turned out in streets across Egypt to protest against the criminal military coup authorities, the defiant people who work continuously and tirelessly in defense of the martyrs' rights and Egyptians' freedoms. The group solemnly salutes the Anti-Coup Pro-Legitimacy National Alliance, which leads the Egyptian Revolution against the brutal and bloody coup regime since the first moments of the coup.

The group reiterates that its options and decisions are the same as those of Egypt's honest and patriotic people who refuse injustice, repression, murder, detention, kidnapping and enforced disappearances of good citizens, including the Muslim Brotherhood Chairman and Guidance Bureau members, who always stood steadfast against injustice.

In these precarious moments in our homeland, the Muslim Brotherhood calls on the Egyptian people, all patriotic citizens, revolutionaries and real political currents, to continue to work for the removal of injustice and the deep state that stands behind it. We vow to continue our best endeavors in the Egyptian people's Revolution, for its goals and objectives: freedom, social justice and human dignity; and for democracy, retribution from the murderers, and rights for the oppressed.

Ramisera (Rami Paddy Fields): A Garhwali Folk Story about Strong Willed Woman

(Folk Tales /Community from Garhwal Series-114)

                           Collected by Bhishma Kukreti

(Narrated by Shri Jagdish Prasad Shukla of Ramjiwale Ganv, Udaipur, Pauri Garhwal)

(This story was told by a person belongs Udaipur Patti near Haridwar and story events happened in Mathyali village, Badalpur, near Ramganga far away from Ramjiwale Ganv. Therefore, there would be differences in story version of Ramisera.)

There was a beautiful widow living in Mathiyali village of Badalpur (Pauri Garhwal) region. Her name was Rami and she lost her husband before delivering her girl child. Rami had a girl child of three months old. The Padhan or village chief was attracted to her beauty and wanted to make his mistress. He offered his desire to her many times and every times Rami refused his sinful idea.

Now, village chief started harassing Rami through his Padhan position. She was strong character woman and did not bend before harassment of Padhan. Padhan was always angry on her that she was not coming to his terms as his mistress.

One day, a British Officer Lat Sahib came to tour Mathiyali. The custom was that villagers used to take the state officers luggage from one village to other village and villagers where Lat Saheb stayed the villagers have to arrange food and other facilities for Lat sahib and other government officers (Kuli Begar). Padhan was responsible for arranging transportation of luggage etc and arranging food etc for British government officials.

The Padhan took this as chance to bend Rami. Rami did not have and milk producing caw or buffalo. Padhan ordered to Rami for providing Milk for Lat Sahib. She told the Padhan about her position about no milk producing animal with her. Padhan did not listen her request and ordered to provide milk.

Rami started oozing he own milk and collected her milk into a vessel. Rami handed over the milk to the store Keeper of Lat Sahib. When Lat Sahib started taking milk he was astounded by the taste. He came to know that its human milk. Lat Sahib called the milk provider. Rami was called before Lat Sahib.

Lat Sahib saluted Rami and called her as his mother because he took her milk. Lat Sahib asked for reason for her offering human milk for him. Rami told the real story that due to harassing tactics of Padhan she did not have any alternate except offering her own milk for Lat Sahib. Lat Sahib ordered Padhan for leaving his village chief position immediately. Lat Sahib requested to ask Rami for something in lio of motherly milk he took. Rami told that she did not have any paddy field and she requires irrigated Paddy field. Lat Sahib granted immediate big plat (Area) of irrigated Paddy filed without any tax on those fields.

From that day, Rami became owner of those Paddy fields (Sera) . Those fields were called Ramisera.

Rajesh PatilDRAMA jee,

For about 8 years, you and your GANG have been threatening to DEPORT me to Sindh, Pakistan, or even to KILL me. After the BJP Governments have come to POWER in New Delhi and Maharashtra, I have really started getting TERRIBLY SCARED of your GANG and I am AFRAID of LOSING my LIFE.

I have SHAVED OFF my BEARD and MOUSTACHE, so that your GANG does NOT succeed in IDENTIFYING me and then attempt to KILL ME. I have also started wearing a BLACK WIG with LONG HAIR. I have gone UNDERGROUND, and I come out ONLY at NIGHT from my HIDING PLACE. Every night, I SHIFT from one HIDING PLACE to another NEW HIDING PLACE, so that your GANG does NOT FIND ME.

Rajesh PatilDRAMA jee, please SPARE my LIFE, as I want to tell you a VERY GREAT SECRET. Do you know that Prime Minister Narendra Modi wants to make the SINDHI LEADER Lal Krishna Advani the NEXT President of India? He is the SAME SINDHI LEADER who had stated that Muhammad Ali Jinnah was REALLY a  GREAT SECULAR LEADER, the SAME FELLOW who is also known as the FATHER of Pakistan!

For his statement about Muhammad  Ali Jinnah, Lal Krishna Advani was declared a TRAITOR by many TOP Hindu leaders! Why don't you get Lal Krishna Advani DEPORTED to SINDH, Pakistan, and PREVENT him from becoming the NEXT President of India? So please tell your GANG to SPARE MY LIFE, as I have told you the GREAT SECRET about L K Advani.

      Very Very Sincerely,

Dear friends -i have said many times we are not under the democratic system but under kleptocratic system  -forget about the role/say/opinion of the common people even the so called elected members of CA are treated like puppets (the 601 fools accepted that they are only shoe polisher of the corrupt leaders from their deeds ) and they just only clapped on the constitution  made by few most corrupt power hungry crooks.  I wonder how those who are rejected by the majority of the voters of all constituents are considered elected  there is a case where the candidate who lost his deposit because he was not  able to get the required votes (support from voters) but still consider as elected and the fools call such system as democratic !
Why h in new constitution  PM is not  elected by the people directly. ? Last 2 decade's  history tells us how the so called  MP were sold in the open market, they were huddled in a hotel like sheeps ,they were sent to Bangkok in taxpayers money in the name of medical treatment to save from non confidence motion, some political parties even hurdled their PM and pleased them showing the blue flim to get the required signatures etc
90 % of the people are fooled by few corrupt politicians and is being dragged to the wrong direction like federalism simply because the corrupt political leaders are in need of big plump post to their cadres  like CM ,Governor. DCM. and 100s of such unrequired post and these crooks will get salary, perks, residence, transportation facilities etc all from the poor citizen's tax paid money  etc
I understand well why the corrupt politicians do favor such undemocratic system but wonder why the educated elites also consider such undemocratic system as democracy just to get few important post and ready to polish the shoe of corrupt leaders.
can anybody explain why the direct election of CEO of the country is not accepted by the corrupt leaders  because they are in politics to loot the nation
Can anybody explain me why the corrupt should not be hanged to death ?
can anybody give me singe reasonable reason why a poor small country like nepal need federalism
can any body tell me how the one rejected by the majority of the voters can be consider as their representatives ?
can any body tell me under what law the politician from president to PM and almost all leaders are looting millions of taxpayers money in the name of medical treatment
everybody knows  the PM fooled the citizen not once but many times by saying he will jail the one who misuses the relief fund but today when the
newspapers are flooded with the corruption news not a single corrupt is arrested why
why the CA cannot inform the people how many suggestion it received from the people's side and how many of that was incorporated in the constitution .This is because the present day corrupt power hungry politician are not interested for the betterment of the country or the nation and are interested only to loot the country so neither they incorporate the people's choice nor do give attention to the requirements of the citizen because  they  all are looters and should be hanged to death
After more than 45 days of EQ also there are many   real victims who have not received any relief but the cadres of the political parties have taken 95 % of the distributed fund/materials etc this is because  the present leaders are only interested for the better of their party cadres and do not care to the ordinary citizen.
i request all the intellectuals of the country to come out of their petty interest and speak truth and not to  kill their inner voice .
see the raping of democracy -  even for the post of messenger some qualification is needed like  cycling ,able to read and write -but no need of any qualification to be politicians why ? this is because the present day  corrupt politicians want to rule this country by goons, corrupt, murderers, looters, kidnappers, blackmailers  hijackers, and all kind of criminals -this is as simple as that but still i wonder why the so called intellectuals  cannot demand to have some qualification to be minister president PM etc why? May be because by polishing the shoe of such corrupt leaders the so called intellectuals want to get some post ?

Two Dalits killed over Rs 4 in Allahabad

Four persons have been arrested and security personnel have been deployed in Mohiuddipur village.

An argument over Rs 4 led to a clash in Allahabad's Ghoorpur area Friday, leaving two Dalits dead and three injured, police said. The victims' family retaliated by burning the flour mill owned by the accused, a Brahmin, police said.

Four persons have been arrested and security personnel have been deployed in Mohiuddipur village.

Police said Rajat Bharatiya (15) had gone to the mill, owned by Vashishtha Narayan Dubey, to buy flour. "He reached the mill around 6.30 am. While paying, he fell short by Rs 4. When Vashishtha insisted that he pay up, Rajat, who had a Rs 500 note, asked him to deduct the amount from it," said a police official.

He added, "Vashishtha insisted that he pay the exact change. Rajat went home, returned with a Rs 20 note, and angrily handed it to Vashishtha. This led to an altercation."

Police said Vashishtha's son Rajesh Dubey hit Rajat on his head with a sharp object. Rajat collapsed and was rushed to Swaroop Rani Nehru Hospital in Allahabad. Following this, word spread about the attack.

"Soon, Rajat's family and relatives reached Dubey's house armed with sticks. The family locked the door and ran upstairs. Rajesh then used his licenced double-barrel gun to fire at the mob that had gathered outside," the official said.

"Two Dalit youths, Rahul Bharatiya (20) and his cousin Shubham alias Ashu Bharatiya (18), sustained bullet injuries in their stomachs. While Rahul died on the spot, Shubham succumbed on the way to the hospital," the official said.

Two others were injured in the firing.

Police said the victims' family torched the cowshed, the mill and a balcony in the Dubey house.

Senior police officers, including DIG (Allahabad Range) Bhagwan Swaroop, reached the spot with a contingent of security personnel to bring the situation under control.

Police said a murder case has been registered against Vashishtha and his four sons, Suresh, Rakesh, Rajesh and Sunny. The sons have been arrested.

"We have recovered the gun and four empty shells from the spot," said SP (Trans-Yamuna) Ashutosh Mishra.

Mishra said there is no evidence so far to suggest that there was any enmity between the two families. "We initially thought such a minor issue could not have led to such major violence. But neither the victims' family, nor the villagers indicated there was any old issue," he said.

THIRUVANANTHAPURAM: The All-India Confederation of SC/ST Organisations on Saturday alleged that the Kerala State Industrial Development Corporation (KSIDC) was among the leading institutions which were denying justice and constitutional rights to candidates from the Scheduled Caste and Scheduled the Tribe communities.

At the Press Club here on Saturday, All-India Confederations of SC/ST Organisations state president and Dalit leader K Ramankutty said that KSIDC, a government agency fully funded by the Government of Kerala, was practising nepotism and scuttling the reservation system by appointing top-level employees directly.

"The general manager and executive director of KSIDC claim that the recruitment to the institution is being done through the PSC following reservation," Ramankutty said. "However, only posts at the lower levels are filled through PSC and all other appointments are being done by KSIDC directly without adhering to any reservation pattern," he added.

Ramankutty also alleged that the top leadership at KSIDC had been heavily influencing the High Court and legislative committees to deny reservation for SC/ST categories. He also said that the SC/ST Department secretary had proved that the claims had been true in an inquiry conducted following the filing of a petition to the chief secretary and industries department secretary.

Chief Minister Oommen Chandy had issued an order demanding action against the KSIDC employees responsible for the act and the chief secretary had instructed the KSIDC managing director to adhere to the reservation rules. However, there had been no respite from the situation, Ramankutty said.

Despite already having SC/ST employees who fulfilled eligibility for top posts, including that of executive director on their rolls, KSIDC was recruiting from outside for those posts. Government institutions should not become a club of people who did not respect the Constitution, he said.

They cook and stay in temple demanding release of arrested villagers

People of Kalathur village in Arakkonam taluk of Vellore district, who were allegedly subjected to ruthless police attack and arrests, assembled in front of the Bajanai temple in the village for the second day on Saturday, and cooked their meal in common.

The small village of 350 Dalit families is fighting for several months against the plan to set up a sand quarry in the Palar River near their village.

About 200 villagers arrived near the Collectorate on Thursday to demonstrate seeking release of 19 villagers already in prison in another case. They were subjected to attack and abuse before they were arrested and lodged in a marriage hall. Later in the midnight police transported them back to their village where police attack allegedly continued. Nearly 19 villagers were again arrested and six women among them were released later.

Enraged by police action and fearing further raids, villagers assembled in front of the Bajanai temple in the village and stay put there on Friday. According to Thamizh, one of the villagers participating in protests, they went home in the night but came back to temple again in the morning and staying put there since then, cooked their food in common there.

Mahesh of Makkal Mandram, an organisation supporting protesting villagers said, "they sit there in protest demanding release of all those arrested, withdrawal of cases foisted against them, giving up of the plan to set up a sand quarry near the village."

CHENNAI: Nearly nine months have passed but the scars of police torture continue to haunt Poovarasan as CB-CID is allegedly going slow on the case after filing an FIR directed by Madras High Court.

Poovarasan, a Dalit youth, was illegally detained and tortured by police inspector Kandiban of Kaveripakkam police station, Arakkonam taluk, Vellore district along with Mohan, special sub inspector and constables Sundar and Velmurugan on September 2014 after he allegedly protested entry of lorries into Athipattu village to reach sand quarries.

"Four months ago the case was handed over to CB-CID on the directive of Madras High Court, who also orderd an FIR to be registered against the four policemen. Apart from filing of FIR, no action has been taken against the policemen. They continue to enjoy their office and discharge their duties," said V Suresh, national general secretary, People's Union for Civil Liberties (PUCL).

Poovarasan while recounting the horrors of torture broke down while stating how he was stripped and beaten after being taken into police custody while protesting against the entry of lorries through his village.

Interestingly, it is not only Poovarasan who highlighted the attitude of the policemen after protesting against sand mining on Palar River. Even Kalathur village in Vellore district faced the ire of sand mining contractors when they protested against setting up a sand quarry in Sankaranpadi-Kalathur area.

Rights activists during a press meet demanded that it was time the government gave an assurance in writing that sand quarry would not be set up at Sankarapandi-Kalathur area. They also demanded that alleged false cases booked against protestors on instigation by sand mining contractors should be withdrawn besides Kalathur people should be given protection from sand mining contractors.

Suresh also demanded adequate compensation for victims of police brutality. "Policemen joining hands with sand smugglers should be immediately transferred from the area, pending investigation," Suresh demanded.

RTO says minister issued death threats for not followingdiktat

http://www.nyoooz.com/lucknow/126626/rto-says-minister-issued-death-threats-for-not-followingdiktat

Regional Transport Officer (RTO) of Mirzapur district, Chunni Lal, alleged on Friday that "the police are bowing to political pressure" and not registering the FIR against a state minister who "issued death threats" and whose supporters "manhandled" him at the minister's residence on Friday. Lal has accused Minister of State for Child Nutrition and Basic Education, Kailash Chaurasia, of "threatening me with dire consequences" and his supporters of "manhandling" him when he refused to comply with Chaurasia's "verbal order asking me not to assign duty to a clerk". Lal said he has submitted a written complaint to the local police station in this regard but the police denied receiving it.

Significantly, the minister was convicted by the Chief Judicial Magistrate court of Mirzapur in March earlier this year for manhandling and threatening a postman in 1995. He, however, was acquitted by the district court in May. Transport Commissioner K Ravindra Nayak said: "We have asked the Commissioner (Vindhyachal Division) to look into the matter. Our role ends there. The responsibility to ascertain the veracity of the complaint lies with the local administration and the police.

" The minister, whom this correspondent spoke to Saturday evening, refuted Lal's allegations and instead accused the officer of "indulging in corrupt practices". "Whatever allegations are being conveyed to you are false. You will soon see the official being punished for corrupt practices.

Already, I have given a clarification in the media," he said. Lal, speaking to The Indian Express over phone, said: "I was called to the minister's residence in Katra on Friday. There is a clerk in my department, Dinesh Malviya, whom the Minister had got transferred to Chitrakoot.

But Malviya had got the order stayed by the Allahabad High Court. In fact, Malviya had been issued transfer orders after the minister's intervention in the past as well but each time he got those orders stayed. This time, too, when the court stayed the order, I could not release him and told the minister about it but he wanted me not to assign him duty.

" Lal went on to allege that "the minister had been putting pressure on me to bring him money" ever since he joined as RTO, Mirzapur, in October 2014. "It appears that my predecessor had obliged him in some way and he was now expecting that I would toe the same line. He became angrier when I told him that I cannot do it and that I was ready to be transferred.

This was when his supporters beat me up and the minister threatened me with dire consequences to life. I have left the place and I am now in Lucknow," he said. SHO, Katra police station, Shafique Ahmed said: "We have not received any complaint.

Ask for written assurance from govt to drop quarrying plan

Residents of Kalathur village in Vellore district protesting against the setting up of a sand quarry in the area have made a slew of demands from the Tamil Nadu Government including transfer of policemen acting in nexus with sand smugglers.

The villagers have demanded that the Tamil Nadu Government give an assurance in writing that a sand quarry will not be set up in Sankaranpadi-Kalathur area, withdrawal of false cases against the protesters and protection to be provided to the villagers from the sand mining contractors.

"We demand that policemen from the Kaveripakkam police station, especially inspector Kandeepan, sub inspector Mohan and three other policemen who have been booked under the SC/ST (Prevention of Atrocities) Act on directions of the Madras High Court, be transferred from the police station," Dr. V. Suresh, National General Secretary, People's Union for Civil Liberties, told a press conference on Saturday.

The policemen were hampering enquiry, intimidating witnesses and destroying evidence, he said.

Three villagers from Athipattu and Kalathur, who spoke at the press conference, alleged police brutality against the villagers for protesting against the sand mining contractors. They alleged that the police was acting hand in glove with the contractors and politicians and were intimidating and threatening the villagers.

The police have filed a number of cases under various sections of the IPC at the Avalur and Kaveripakkam police stations against the villagers protesting against the sand mining.

On Friday, the police allegedly attacked and detained a number of residents of Kaveripakkam, a day after the villagers had staged a protest in front of the Vellore Collectorate seeking the release of 18 persons arrested for agitating against sand mining.

Man sends help to jail on his behalf

http://timesofindia.indiatimes.com/City/Agra/Man-sends-help-to-jail-on-his-behalf/articleshow/47658801.cms

Agra: A man from Ghiror town of Mainpuri district, wanted for assault and under the SC/ST Act, tried to dodge the law by sending his servant to jail on his behalf, authorities have discovered.

Amar Singh Yadav (52) alias Munna Yadav, wanted for beating up a Dalit youth, had surrendered at Mainpuri court a month ago. However, later events led to the discovery that, instead of Yadav, it was 52-year-old Sopali, a daily wage labourer and Yadav's servant.

Yadav, it turned out, had managed to convince the illiterate Sopali that the court had ordered his (the servant's) property to be confiscated and being his master, Yadav would help him surrendering in court.

The identity swap, which has exposed the ineptitude of policemen who were blissfully harbouring the wrong man in jail for almost a month, was eventually revealed when the village headman approached policemen complaining about the injustice done to the poor labourer. The court has ordered a probe in the matter.

Amar Singh Yadav, owner of a factory, was accused of thrashing a Dalit youth at his workplace five years previously. He was booked under SC/ST Act and sections 323, 504 and 506 of the IPC. After the court issued several summons to him and finally the confiscation orders, he devised the plan to send a replacement and dodge the law.

"Yadav sent Sopali to court with a fake ID so that he could go to jail in place of him. He also convinced his servant that the latter must surrender in court or he would lose whatever little property and other assets he had. But the village headman's disclosure spoiled his plans," said Diwakar Singh, inspector, Ghiror police station.

Meanwhile, Sopali is in further trouble, after being booked by the police for aiding a criminal, and has landed back in jail. The cops however claimed that the labourer will be released after the final report is submitted in court. And as for Yadav, the hunt, say officials, is on.

The legacy of BR Ambedkar

http://www.asianage.com/columnists/legacy-br-ambedkar-308

Jun 13, 2015

Ambedkar paid tributes to the role of other members: 'There were in the drafting committee men bigger, better and more competent than myself such as Sir Alladi Krishnaswamy Iyer… The credit that is given to me does not really belong to me. It belongs partly to Sir B.N. Rau, the constitutional adviser...'

As political parties vie with each other to celebrate grandiosely the 125th anniversary of B.R. `, or inherit his legacy, it is an appropriate occasion to assess his contribution as a nation builder, especially as the architect of the Constitution of India.

In a recent biography of Ambedkar, the author Narender Jadhav states that "Dr Ambedkar was not simple leader of untouchables, not even only a leader of oppressed people of India, he was a national leader, period. He made outstanding contribution as an economist, sociologist, anthropologist, educationist, journalist as an authority on comparative religion, as a policymaker and administrator, and a parliamentarian, besides, a jurist who became the principal, architect of the Indian Constitution." The author concludes his magnum opus by identifying Gandhi, Nehru and Ambedkar as the "trinity of makers of Modern India". Gandhi as supreme commander of India's freedom struggle and its moralist idealist; Nehru as the international voice and architect of modern Indian nation state, and Ambedkar as a social democrat and principal architect of the Indian constitution.

Though Ambedkar's whole life was devoted to the uplift of the dalits and oppressed classes, surmounting most difficult hurdles, it was his role in the making of the Constitution which is seen as his crowning achievement. But while giving him his due it is also important that the contribution of others in making of India's magna carta is not erased from memory.

The groundwork for the drafting of the Constitution had been prepared by B.N. Rau, the constitutional adviser. He prepared for the members of the Constituent Assembly handbooks of extracts from other constitutions and notes of his own on various aspects of a constitution for India. There was no aspect that he left uncovered, though the flesh and blood of the Constitution had to be supplied by political decisions. The Constitution borrowed largely from the Government of India Act, under which India was governed and which was the basis of transfer of power, and from the American, Australian, and Irish constitutions.

According to Jawaharlal Nehru's biographer S. Gopal Nehru's major contribution was in settling the general lines on which the Constitution was to be drawn up. He drafted and moved in December 1946 the objectives resolution, stipulating that India would be an independent sovereign republic, free to draw up her own constitution.

Rajendra Prasad, who before becoming the first President of India, was the president of the Constituent Assembly, in his final and concluding address to the Assembly recalled the steps the Constitution making had gone through: "The method which Constituent Assembly adopted in connection with the Constitution was first to lay down its 'terms of reference' as it were in the form of an Objectives Resolution which was moved by Pandit Jawaharlal Nehru in an inspiring speech and which constitutes now the Preamble to our Constitution. It then proceeded to appoint a number of committees to deal with different aspects of the constitutional problem…

Several of these had as their chairman either Pandit Nehru or Sardar Patel to whom thus goes the credit for the fundamentals of our Constitution… they produced reports which were considered by the assembly and their recommendations were adopted as the basis on which the draft of the Constitution had to be prepared. This was done by B.N. Rau, who brought to bear on his task a detailed knowledge of Constitution of other countries and an extensive knowledge of the conditions of this country as well as his own administrative experience. The assembly then appointed the drafting committee which worked on the original draft prepared by B.N. Rau and produced the Draft Constitution."

In April 1948, Ambedkar in a speech at a public meeting revealed that 250 clauses of the 1935 Act had been embodied into the new Constitution. This meant that nearly four-fifth of the Constitution was based on the 1935 Act. Let us also not forget that the resolution on Fundamental Rights at the Congress session in Karachi (1931) under the presidentship of Sardar Patel, and earlier, the Nehru report (1928) under the chairmanship of Motilal Nehru, had many clauses incorporated in the 1935 Act. Even though the Nehru report was rejected by the Muslim League, its letter and spirit formed part of the Karachi resolution.

Ambedkar was a member of Viceroy's executive council during the sunset years of the British Raj. Despite the fact he had bitterly opposed the Congress, especially Mahatma Gandhi during the freedom struggle, it was at Gandhi's insistence that he was made the chairman of the drafting committee of the Constitution after being inducted as the country's law minister.

Also, Ambedkar paid glowing tributes to the role of other members: "There were in the drafting committee men bigger, better and more competent than myself such as my friend Sir Alladi Krishnaswamy Iyer. I am grateful to the Constituent Assembly for reposing in me so much trust and confidence and to have chosen me as their instrument and given me this opportunity of serving the country. The credit that is given to me does not really belong to me. It belongs partly to Sir B.N. Rau, the constitutional adviser to the Constituent Assembly, who prepared a rough draft of the Constitution for the consideration of the drafting committee. A part of the credit must go to the members of the drafting committee without whose ingenuity to devise new formulae and capacity to tolerate and accommodate different points of view, the task of framing the Constitution could not have come to a successful conclusion. Much greater share of the credit must go to S.N. Mukherjee, the chief draftsman of the Constitution. His ability to put the most intricate proposals in the simplest and clearest legal form can rarely be equaled… without his help, this Assembly would have taken many more years to finalise the Constitution."

How many of Ambedkar's followers today will repeat their icon's words uttered, in all humility, 65 years ago? But for his heroic struggle and iron will the dalits would have taken much longer to become equal and empowered citizens of India. All parties believing in egalitarianism and social justice have an equal claim to the legacy of Bhimrao Ramji Ambedkar. No single party enjoys this monopoly today.

The Dalit life: fighting with vultures for the meat of dead cattle

http://scroll.in/article/734129/the-dalit-life-fighting-with-vultures-for-the-meat-of-dead-cattle

An excerpt from 'Baluta', the first Dalit autobiography to be published in Marathi.

Daya Pawar  · Today · 12:30 pm

It is difficult to describe the shock with which the middle-class reader receivedBaluta. Speaking of it personally, this was the first time I had been exposed to a life of such squalor, deprivation and cruel discrimination. As a middle-class woman who had had a privileged upbringing, it was a rude awakening to the realities of our pernicious caste system.

…I was ignorant of all the humiliating of what being a Mahar meant. I didn't know that Mahars skinned dead cattle and ate their flesh. I didn't know that Mahar children were made to sit apart from the upper castes in village schools. I didn't know that their touch was supposed to pollute water, rendering it undrinkable for the upper castes.

Baluta opened this other world to me without mincing words, in direct, simple language, making escape impossible. I had to look at Daya Pawar's world as part of the reality of being Indian. It filled me with shame. I felt complicit in the creation of these harrowing lives. I felt frustrated because there appeared to be nothing I could do about it....I do not know whether today's reader will feel the same sense of shock that I did on first reading Baluta. Atrocities against Dalits are reported every day in newspapers. Has that blunted our sensibilities? Daya Pawar felt the need to create an alter ego to whom he was going to relate his story. It was a defence mechanism.

- Shanta Gokhale

So have you eaten the meat of dead cattle? Tell me honestly, how does it taste?' I was asked recently by an intellectual at Sahitya Sahvas, a writers' colony in Mumbai. The question took my breath away. I answered in some confusion:

'When I ate it, I was not at the age at which one remembers tastes. I only knew how to assuage my hunger, by filling the hole in my belly. During a famine, Vishwamitra ate the leg of a dog. During the great war, the Maratha platoons ate the meat of horses. So I won't talk about the dead cattle that I may have eaten.'

But it is true that the death of cattle brought great excitement to the Maharwada.

It is also true that if the animal had died falling off a cliff, the excitement was even more acute. Such an animal's flesh would be fresh. News that an animal had died in the wilds did not take long to get to the Maharwada. It would pass along faster than the telexes of today. When the vultures and kite began to circle, like aeroplanes, the Mahars would locate the fallen animal. They would rush to get there before the birds picked the carcass clean.

How many vultures? Fifty or so. Their wings flapping, they would make strange sounds, 'Machaak machaak.'

Annabhau Sathe has compared vultures to the velvet-jacketed sons of money-lenders. If you threw a stone at them, they'd flap and move away a little but their greed drew them back to the body. They probably hated the Mahars. After all, we were snatching food from their claws. Their cruel eyes, their sharp beaks! Were they considering me as a possible snack? I would wonder.

'It's been a while since we've had a good cut of meat in the Maharwada,' many an aged person would be heard saying. 'I've forgotten what it tastes like.'

Taking whatever was to hand, pots, pans, dishes, ghamelas, the Mahars would run. Until the last strip of skin had been cleared, no one took a break. The women would chatter excitedly with each other. Children our age would be delighted for an entirely different reason. Just under the hide was a membrane that could be used to make musical instruments like the dafli and the dholak. A piece the size of a lota or an empty rolling board was enough. Stretched out and left to dry in the sun, it would thrum like a percussion instrument in a day or two.

Carrying a dead cow is killing. Its dead weight is enormous but only two men would carry it. All four of its hooves would be tied and a bamboo would be inserted between them, a huge needle threaded through the gap between its legs. It looked as if a palanquin were being carried. When it was a cow, the sight of those pathetic eyes turned sightlessly towards the sky would chill me. Those eyes haunt me still. My mother's eyes and a cow's eyes showed remarkable similarities, it seemed to me. When it was our family's turn to carry the carcass, my mother would have to do it. I could not bear to see her struggle for breath. I wished I were a little older, so I might be able to lessen her burden.

The carcass was distributed among the entire community. It was divided according to annas in the rupee, so that one Maharwada meant one rupee.

Each family had a different share. One family might be entitled to half — or eight annas, as a rupee then had sixteen annas; another might get just one-and-a-half anna. These divisions and entitlements reflected our social structure. If a family was large, it got a smaller share. Within a family, the male siblings were entitled to portions of the share. If you had a larger share, you were worthy of respect. Those who got large shares were seen as our elders and betters. Our share was two annas in the rupee, one-eighth of whatever the Mahars were given. The suffering of those whose share was one or two paise (one-hundredth or one-fiftieth of the whole) was inhuman. Into some houses, half the carcass would go; into others, it would only be the intestines, the cartilage, the offal.

The animal was divided according to the gudsa. This word appears in Laxmibai Tilak's autobiography. Who knows whether the Marathi litterateurs have heard of it or not? Laxmibai had heard of it. After all, she knew some Mahar Christians. Unless you know something about that caste, you wouldn't know.

What was I saying? I was talking about the gudsa, a name for the animal's bones. I remember some of those names even today. The one near the back, we called 'dhharya'. The one above the fetlock, we called 'chaaklya' and the one above the knees, 'metya'. The Mahars would fight over these bones. Sometimes blows were exchanged. The women would pull each other's hair, and abuse each other's mothers. Even today, the struggle for the bones continues. It's a struggle over who should get the cut of meat with the gudsa. And everyone curses and swears, so much abuse flowing that it covers the whole carcass, from the tip of the horn to the end of the tail. I remember one of the scenes of this division. There was a huge boulder in the Maharwada. There were hollows in it, which looked like vessels of different shapes carved into the stone as if it were wood. Some old ladies would recount their childhood memories: 'We would sit and eat on this boulder. You could break the gudsa easily on the edge of the boulder. The gudsas of those days! How thick the blood that oozed out of them.' Who knows why but this would bring back my school history text books. Illustrations of primitive men sitting at the mouth of their caves. A fire in the middle. The carcass of an animal on the spit. Teeth tearing into the meat. I could see a relationship somewhere, or so I would think.

An Indepth Interview With Dr. CK Raut

June 7, 2015

By Roshan Ghimire

For some, he is a messiah- a liberator and a defender, but for others, he is a traitor and a betrayer. Dr. CK Raut is an activist demanding the region of Madhesh be declared an independent state, and is one of the most controversial figure in contemporary Nepali politics. Raut, also the coordinator of the Alliance for Independent Madhesh (AIM), was recently arrested in Itahari, Nepal for advocating a secessionist campaign and for running anti national activities. This exclusive interview with  CK Raut was conducted a week before his recent arrest, where he talks about his upbringing in Terai, discrimination a "Madhesi" faces in Nepal and a need for an independent Madhesh.

Your story begins as a lad from an unknown village in SaptariNepal, toKathmandu, from where you went to Cambridge UniversityUK, then toUnited States and back to the plains of Nepal for a separate Madhesh nation. Is your activism a result of discrimination a "Madhesi" faces inNepal and abroad?

Indeed. While I was growing up in my village in Saptari, I constantly felt a controlling structure that was not ours, not us: the government officers not from among us, school books not in our language, radio not singing our songs, holidays not on our festivals, policemen not our men, marching armies not like us. They looked very foreigners to us, not connected to us in anyway. Rather than feeling any sense of affinity and security from the state, people felt so distant, alienated and insecure from the state that when a policeman would enter our village, for no matter whatever reasons, all male adults would just hide in fear. Then after my high school, when I went to Kathmandu, I felt racial profiling and segregation very badly. I felt it everywhere, at every moment–from buses to classrooms, from markets to rented rooms. Many times they, the Pahadis, forced me to leave a reserved seat and threw my stuffs outside, on the buses en route to Kathmandu. Even on local minibuses in Kathmandu, I faced that many, many times. Wherever and whenever I came in contact with others, racial abuse was bound to happen–sometimes just due to our black skin, sometimes due to our characteristic accent while speaking Nepali. It looked damn predestined. And never ever was I made to feel that I am also a citizen of this country; every time I claimed to be one, even showing my citizenship certificate, they'd just ridicule. This hurt me more for I was very nationalistic, writing poems about brave Gorkhalis, martyrs and country, and I preferred to speak Nepali even with a fellow Madheshi. Once I completed my engineering degree, and went to seek a job, it became further evident. The way the whole structure would reject us at every level and sideline us in every decision making, not allowing us to exercise even given authority, hurt me more, for I was a university topper with lots of expectations, and found no other reason than being a Madheshi for all discriminations.

Can you tell us more about your upbringing? Any particular instances that led to form a radical approach where you advocate for anindependent Madhesh?

It was the Hrithik Roshan scandal in 2001, the Pahadis-Madheshis riot triggered by an alleged comment from him for disliking Nepal, which happened to be untrue later. I regard that as a turning point in my life for that transformed me from a nationalist Nepali to a Madheshi. Prior to that, I was infamous in my college for denying the identity of Madheshis; I'd even reprimand Madheshi student activists on many occasions that we are all just plain Nepalis. This is the reason, my autobiography 'Denial to Defense'starts from this incidence and then proceeds to look at my earlier life retrospectively. At that time, I was a final year engineering student at Pulchowk Campus, and despite the winter vacation, I had stayed in Kathmandu and had the chance to observe and experience the riot first hand: the beating of Madheshis by Pahadis, burning of houses and shops, snatching citizenship certificates from Madheshi labourers and burning them, all. The idea of independence sprouted in my mind exactly after that incidence; I'd scribble the map and flag of independent Madhesh, and envision roads, railways, power-grids, waterways, channels, residential house grids as well as its political and administrative systems. But I'd not open up even at that time. I was in dilemma whether I should pursue the political or the spiritual path, for I had an astute spiritual inclination. Then it was a pilgrimage throughout India in 2004, returning from Japan, in a bid to perhaps turn into a monk after finding the heights of materialistic development not gratifying human souls and not necessarily serving humanity. In that tour travelling up to the southernmost parts of India including Rameshwaran, Madhurai, Kanyakumari and the Satya Sai Ashram, and brushing shoulders with people from the all walks of life, I came to realise that regardless of oneself considering to be spiritual transcending nation, society or geographical boundaries, there is no way to escape one's identity for it is the very part of one's own existence. I equated that to finding the zen of the identity. I realised that even if one becomes a monk and goes for meditation in a cave in Himalayas, when he is finally found perhaps by some armies, the first question he is asked concerns his nationality and the first thing he is asked to produce is some sort of national identity cards. Realising this from my very heart, I returned to defend my own identity and nation, rather than becoming a monk in a vain attempt to escape identity. And then after few years, when a riot broke out in Nepalgunj in December of 2006, it made me really furious. The immigrant Pahadis beat local Madheshis up, burned their houses and shops, and all that materialised under the protection of the Nepal Police and local administration. The policemen themselves inflamed riots, vandalised residences of Madheshis, and set shops of Madheshis on fire. The police transported rioters on their vans from place to place and dropped them to spread violence. That smashed all hope from the current state, forced me to reach to final conclusion and made me very vocal about independent Madhesh. That also led us to form a group, called the Alliance for the Rights and Independence of Madhesh (ARIM), the precursor of our current organisation. We became very clear that there is no alternative to independence, and we also published pamphlets explaining why independence of Madhesh is mandatory than going for just state restructuring. At that time, I was still a PhD student at the Cambridge University, so my activities were confined mostly to writing articles, running websites and online groups, sending emails and so on. We also played some role in the Madhesh Movement of 2007-8.

What kind of racial segregation and profiling does a "Madhesi" have to go through everyday in Nepal? What kind of social and political discriminations did you face while growing up?

I think it is mostly a clash of two different nations, encompassing different ethnicities, territories, languages, cultures, values and aspirations to each-other. The racial dimension of discrimination is unfortunately as dominant as the Black and the White people once had, even fiercer as many Nepali people take it as their granted right to abuse Madheshis, and doing so is approved as being nationalistic, prideful and rejoicing, by a great portion of the Nepali society, including media, intellectuals and civil societies. Belonging to a general Madheshi family from a poor unknown village, I had to go through the very familiar patterns of discrimination and abuses; I had no escape at any stage that some people from privileged families might have. From buses to classrooms, from college canteens to family ceremonies, everywhere I suffered racial discrimination endlessly; they abused us as "bhaiyas", "black ghosts", "garbage collectors", "dhotis", "Indian migrants"and so on. Madheshis were not treated as human-beings (remember the famous proverb, "not man, but a Madheshi"), not someone they could invite to their houses, not someone they could introduce to their relatives, not someone they'd like to employ in their offices other than for menial work. In fact, every aspect of life, every single day is a hell just because of being a Madheshi, whichever office you go, whomever you come in contact with, wherever you are amidst the ruling class Pahadis. Even at home, registering your child's birth in a local office, admitting your kids to a good school and getting citizenships to finding a government job, opening a school, shop or business, acquiring land and getting any loan or even some relief materials in case of emergency—at every level, Madheshis' lives are fraught with racial, political and structural discriminations.

In today's government, there are a significant numbers of Madhesi parliamentarians, there is a large number of Madhesi youths in Nepal's armed forces, and our president and vice-president are both Madhesi. Aren't these a result of the Madhesh uprising? And an agenda of Madhesh as the state is currently under discussion. Isn't Madhesh revolution on a right track now?

The representation in parliament, or police force, is still far from being proportional. The army is still very much exclusionary. Due to high political games and equations, rather than from genuine acceptance, Madheshis somehow managed to become the president and the vice-president of the country, indeed thanks to the Madhesh uprising. But the quantity is just one dimension; the quality of the Madheshis'relationship with the Nepali state mechanism and structure is perhaps more vital. And it is very evident that, regardless of a Madheshi becoming a president or a minister, their status in the Nepali state remains the same–that of a slave, that of a ruled class, that of a lesser or third-grade citizen. And due to this, even when a Madheshi becomes a president or a minister, he or she is hardly allowed to take even rightful decisions or exercise his or her just authority even in simple matters; even his driver or peon barely obeys him, not to talk of passing a decision through bureaucracy. And all this stems from the fact that Madhesh remains a colony of Nepal, and Madheshis colonial subjects, very discernible through all plans and policies and governance of Nepal.

A similar scenario could be observed in India during the British colonial time: even though the number of Indians in the state structure far outnumbered the British, the Indian's status remained as colonial subjects. The Indian people became free and dignified citizens, and India was able to rise again, only after getting independence.

How is your vision for Madhesh different than other political parties ofNepal, in terms of programs and policies?

We, first and foremost, believe that freedom is the key to everything else—from political liberty to economic prosperity, from individual progress to social upliftment, from gender equality to social justice, from materialistic development to spiritual awakening, everything. That's the root to everything, whereas other political parties, at their best, show us leaves and branches. They bring plans and policies looking at one particular thorn bothering the society and they approach to cut it out, but as they do not show us or reach to the root cause, those problems again spring up. There is no permanence in their solutions, even if sometimes they may seem to work momentarily. And the root cause for the problems of Madhesh is the colonial rule of Nepalis, not just that not many Madheshis are becoming ministers or parliamentarians, not that not many cadres of Madheshi parties are getting enough shares at local administration, not that not many bridges and roads are being built in Madhesh. And thus, getting independence is the only solution out of the Nepali colonisation. We have to be free first, break the chains tying our hands, to be able to solve any problems for good.

A year ago, you drafted a letter to the Constituent Assembly asking to include a "Right of Secession" in constitution. Why is a "Right of Secession" so important for country like Nepal? Why are you demanding a separate nation?

What we call Nepal today was forged out of many independent and autonomous states, about two centuries ago. They belong to different nations, meaning they have different history, territory, language, culture, economic structure and aspirations, but they have been ruled by one particular ethnic group, and that too has been proved to be very discriminatory and exploitive in nature to the extent that the whole existence of the conquered nations or ethnic groups has been at stake. In such case, it becomes vital that "right to secession" is constitutionally institutionalized. That gives a mechanism to check-and-balance that no territory or ethnic group is exploited severely by the union state for they can choose to separate in such cases. It also preempts the chance of violence for the disgruntled groups can address their demand for a separate nation peacefully, and no ethnic clashes occur.

Looking at the history of Nepal for the last two centuries and the course it appears to be bound for, we have come to conclusion that the issues of Madhesh can be only addressed by freeing itself from colonization, as all incurring problems are mostly colonial in nature. Because Madhesh is colonised by the Nepali/Gorkhali Empire, the very natural solution is to be free by ending that colonisation.

Second, under the colonial rule, as long as the Nepali colonial forces keep occupying Madhesh, no constitution, no political system, no legal codes can help –for they can be seized in minutes by using the colonial army. That occupying Nepali forces can return from Madhesh only when it is free.

Third, all the solutions other than independence can, at most, provide only an effervescent relief. When Madheshis remain vigil, warring on streets out of the control of the state's power, the Nepal government agrees for some concessions, but as soon as the movement dampens, the state retracts any right given to the Madheshis. See, when we had a rattling, strong Madhesh movement, the government agreed literally on an autonomous Madhesh province and the proportional representation of Madheshis at every level of the state structure, but as soon as the movement went off the radar, almost all is gone now. Though 50.3% of the Nepal's 26 million population lives in Madhesh, we could not even integrate even 3000 (~3%) Madheshis into the Nepal Army, which barely has 5% Madheshis–that too mostly as non-combatants like cooks, barbers and cleaners. The Nepal government ignored all agreements done with the Madheshis granting them some right. Not only that, in the past, even as fundamental things as citizenship certificates distributed to the Madheshis, after decades of political struggle and negotiations, have been snatched in thousands by the Government of Nepal. In 1997, the Supreme Court annulled the thirty-five thousands citizenship certificates distributed earlier on the government's recommendation. So for any permanent solution, independence becomes mandatory.

Besides, any other solution like federalism and state-restructuring is unable to address the issues of Madhesh, simply for the reason that the nature of the problems is colonial, it is not simply discrimination and underrepresentation. State-restructuring cannot make the occupying Nepal army, 95% of them coming from outside Madhesh, return. It cannot stop Pahadis'migration into Madhesh, they have already swelled from 6% in 1951 to 33% in 2001, putting enormous pressure on Madhesh, making indigeneous Madheshis landless and homeless. It cannot assure the jobs of Madhesh to the citizens of Madhesh. It cannot place the vital citizenship, foreign and defence policies in Madheshis'own hand. It cannot guarantee that our resources–land, forest, water–will be under our full control. It cannot guarantee that a fair portion of budget and aids shall be allocated for Madhesh. Madhesh has been contributing three-quarters (up to 76%) of total revenues of Nepal, yet barely 10% budget is allocated for it, and that too is spent in Pahadi-migrant dominated areas like Jhapa and Chitwan. Similarly, the solution like state-structuring cannot stop the question of identity and loyalty being directed at the Madheshis, and so on. That's why we stand for the full independence of Madhesh.

You are not affiliated with any political parties or groups. Many consider Dr. CK Raut  a one-man-activist team. Critics claim that you are using Madhesh Andolan as the leverage to gain political power? Any plans for opening a party or joining them?

We have our organisation, the Alliance for Independent Madhesh (AIM), declared officially on 21st May, 2012 in a press conference right in Kathmandu in a media-house, amidst much-fanfare. The precursor of this organisation appeared in 2006 right after the Nepalgunj Riot, even before the Madhesh Movement of 2007-8, under the name the Alliance for Rights and Independence of Madhesh (ARIM). The organisation, AIM, is meant to bring together all parties, civil society and social organisations to fight for a common goal: independence of Madhesh through peaceful means. The unity has been the utmost need of our time for Madhesh, and thus our aim has been to provide that platform for unity, rather than joining or opening a separate party. By opening more parties, there is a big chance of more crevices among already much fragmented Madheshi people, and of much-more trust-deficit amidst already much cynical Madheshi society. So our clear goal from the beginning has been not to open a "political party", but remain as a political front or coalition to bring all parties and organisations together to fight for a common goal of freedom.

In your book, you are highly critical about "Pahadiya" ? What will happen to "Pahadiya" living in Terai for centuries if, lets say, a separate Madhesh was formed? Do you believe in diversity?

I have made it pretty clear in our books and many interviews that they are equal citizens of Madhesh, with equal rights and responsibilities, and that the term "Pahadi"is no more appropriate for them for they have been living in Madhesh for decades and already settled there. At best, "Pahadi-origin" may be used technically but we'd like to see them fully integrated, without any sense of fear and insecurity. And we encourage them to join our freedom movement. We often give people an example of how eventually it was the "British migrants" who fought for the independence of America from the British colonization and built what is called the United States of America.

As a voracious reader and observer of the world politics and follower of Mahatma Gandhi and Martin Luther King, is this kind racially charged activism good for modern day Nepal that is slowly trying to get on its feet? Do you share any love for the nation?

Our movement is exactly to end that very racism and colonization. Wherever racial discrimination exists, people have to be vocal about it; that's the first step towards ending it. Being silent, and pretending that no such discrimination exists, is like standing on a bomb pretending to be safe. And when you speak, they resort to defamation, ad hominem attacks and many more such techniques. I think Gandhi must have endured the same when he said, "First they ignore you, then they ridicule you, then they fight you, and then you win." The cases of Martin Luther King or Malcolm X or Mandela were not much different either; all of them were accused for racially charged activism.

And if Nepal is stepping on such bombs of racial discrimination and colonisation to get on her feet, it's in her own best interest to take few more steps and find the best place to stand. It is our sheer love for humanity, and people everywhere, that we are aspiring for free nations, without any suppression, as humanity on a suppressed ground is as dangerous as suppressed springs that can hit back anytime.

India has history of dismantling an ethnic and culture based revolutions like rising of Gorkhaland? Do you think India or other foreign countries will support your andolan for "Swaraj" ?

Personally and ideologically, I do not bother much about what India or other foreign countries think about our movement; that's their concern, my concern is Madhesh. So I focus on what's best for Madhesh. And once people rise, every other thing becomes secondary; at that stage, all foreign powers have to respect people's aspiration. And I am sure, once Madheshis stand united, determined for their freedom, they'll support.

Every major political party has expressed disagreement to your ideas of  "Swaraj". Is there a way to comprise at all?

It should not be us or them, not a person or a party, rather people who should decide about it. So the best way to move ahead is to hold a referendum on the issue of independence. It is the mid-way. In that way, we will not be seeking an outright independence and imposing that on others, but the people will be deciding themselves what is right for them.
