ভারতের মাটিতে কত জঘন্য ঘটনা ঘটতে পারে তার হিসাব স্বয়ং ভগবানও (যদিও নেই শুধু সর্বশক্তিমান উদ্দেশ্যে বলা) দিতে পারবেন না । ধীক এই সভ্য সমাজকে, ধীক এই গণতন্ত্রকে, ধীক এই সমাজ ব্যবস্থাকে, ধীক এই প্রশাসননে, ধীক এই গণ প্রচার মাধ্যমকে ।

বেটি বাচাঁও বেটি বাঢ়াও এর শ্লোগান দেন আমাদের দেশের প্রধান মন্ত্রী সে সব কি শুধু বড়লোক বা উচ্চবর্ণীয়দের মেয়েদের জন্যই প্রযোজ্য ?

সাধারণ শ্রেণীর মেয়েদের বা দলিত শ্রেণীর মেয়েদের জন্য তা নিশ্চই নয় । গত ২২ মে ২০১৫ তারিখের ঘটনা সুন্দর ফুট ফুটে ১৫ বছর বয়সের স্নেহলতা সকাল বেলায় নিত্য কর্ম সারতে গ্রামের পাশের ছোট নালায় গেছিল কিন্তু সে আর বাড়ি ফেরে নাই ।

ঘন্টা দুয়েক পরে খোঁজ করতে বেরিয়েছিল বাবা আর্ত ছত্রিয়া অনেক খোঁজার পর মেয়েকে না পেয়ে খাপ্রখোল থানায় লিখিত অভিযোগ করেছিল ।

পুলিসের কাছে কি আর আশা করা যায় সেই উদাসীন ভাব । তার পরের দিন ২৩এ মে সেই নালায় স্নানের জায়গা থেকে প্রায় ২০ মিটার দূরে পাওয়া গেল নিষ্পাপ স্নেহলতার ক্ষত বিক্ষত শরীর ।

ঘৃণ্য জাত ব্যবস্থার দ্বারা প্রভাবিত এই গ্রামের অন্ত্যেজরা প্রায়ই নির্যাতিত হয়ে চলেছে তথাকথিত সবর্ণদের কাছ থেকে । কখনও তাদের বাড়িতে আগুন লাগিয়ে দেওয়া কখনও তাদের মার-ধোর করা এ রকম হামেশাই চলছে এখানে ।

ইদানীং মূলনিবাসী সমতা পরিষদের প্রভাবে সেই গ্রামের দলিতরা একটু সজাগ হয়েছ এবং অন্যায়ের বিরুদ্ধে স্বর উত্তোলন করতে শুরু করেছে ।

বিশেষ করে দলিত মহিলাদের দ্বারা গঠিত একটি স্বয়ং সহায়িকা গোষ্ঠী এই সব অন্যায়ের বিরুদ্ধে এবং গ্রামে প্রচলিত বেআইনী চোরা মদের কারবারে বিরুদ্ধে স্বর উত্তোলন করা শুরু করে এই গোষ্ঠী ।

এই গোষ্ঠীর নেত্রী হলেন ডালিম্ব ছত্রিয়া আর এই ডালিম্বের মেয়ে হল স্নেহলতা । প্রতিহিংসা পরায়ন এই সমাজ কতটা নৃশংস হতে পারে সেটা তিলে তিলে বুঝিয়ে দিয়ে গেল সদ্য ম্যাট্রিক পাশ করা ১৫ বছরের মেয়ের বিভৎস, জঘন্য হত্যা কাণ্ড ঘটিয়ে ।

দুষ্কৃতকারীরা প্রতিশোধের জ্বালায় এতটা পাশবিক হয়েছিল যে গণ ধর্ষনের পরে তাকে নির্মম ভাবে হত্যা করে । যে হত্যা নির্ভয়া কাণ্ডকেও লজ্জিত করে ।

ধর্ষনের পর ধারালো অস্ত্র দিয়ে মেয়েটির স্তন দুটি কাটে ফেলা হয়, তার যৌনাঙ্গ ছুরি দিয়ে ক্ষত বিক্ষত করা হয় । এতেও ক্ষান্ত হয়নি ক্ষুনীরা তার শরীরে বিভিন্ন জায়গায় ছুরিকাঘাত করা হয় এবং শেষে সারা শরীরে এসিডও ঢালা হয় ।

বেচারা মেয়েটি কোনমতেই নিজেকে বাচাঁতে পারেনি হত্যাকারীদের হাত থেকে যেটা অন্ততঃ নির্ভয়া পেরেছিল এবং সরকারী সহায়তায় তাকে বেশ কিছু দিন বাঁচিয়ে রাখা হয়েছিল ।

নির্ভয়ার ব্যাপারটা শুধু রাষ্ট্রীয় নয় অন্তরাষ্ট্রীয় ইস্যু হয়েছিল কিন্তু স্নেহলতা অনামধ্যেয় বলাঙ্গির জেলাতেই সীমাবদ্ধ রয়ে গেল । এই ঘটনা রাজ্য স্তরীয় মান্যতা লাভ করতে পারল না । হায়রে আমাদের গণ মাধ্যম !

উচ্চবর্ণীয়দের দ্বারা পরিচালিত প্রশাসন ব্যবস্থা, পুলিসি ব্যবস্থা নিরব থাকলেও রাজ্যের অগ্রিণী দলিত সংগঠনগুলো চুপ থাকেনাই এই ঘটনার পরে । ঘটনার দুই দিন পরেই রাজ্য স্তরীয় সংগঠন মূলনিবাসী যূব ও ছাত্র সাম্মুখ্য এবং স্থানীয় কয়েকটি দলিত সংগঠন দ্বারা আয়োজিত হয়েছিল র‍্যালী এবং খাপ্রাখোল ব্লক ও থানা ঘেরাও এবং মুখ্য মন্ত্রীর উদ্দেশ্যে জ্ঞাপন প্রদান । গত ২৭ই মে মাসে রাজ্য স্তরীয় একটি তথ্য অনুসন্ধানকারী দল অকুস্থল পরিদর্শন করতে গেছিল । এই অনুসন্ধানকারী দলটিতে ছিলেন পূর্বতন এক জন এম পি মোহন জেনা, মূলনিবাসী সমতা পরিষদের সংযোজক অভিরাম মল্লিক, ওড়িশার উচ্চ ন্যায়ালয়ের উকিল শ্রী রাউত ও অন্যান্যরা । এই অনুসন্ধানকারী দল ঘটনাস্থল দেখার পর আর্ত, ডালিম্ব ও কিছু গ্রামবাসীর সাথে কথা বলেন । শোকবিহ্বল ডালিম্ব এই দলের সামনে নিজের আবেগ সামলাতে না পেরে উত্তপ্ত মাটির উপর গড়া-গড়ি দিয়ে আর্তনাদ করতে করতে মেয়ের হত্যার বয়ান দিচ্ছিল । স্নেহলতার বাবা আর্ত ছত্রিয়া প্রায় উন্মাদের মত হয়ে কিছু কথা রেখেছিল মোহন বাবু ও অভিরাম বাবুদের দলের সামনে – "২৩ তারিখ দিন হরিশংকর নালাতে স্নানঘাট থেকে ২০ মটার দূরে ঝোপ-ঝাড়ের ভেতরে মেয়ের ক্ষতাক্ত মৃত শরীর দেখি তাকে বিভৎস ভাবে হত্যা করে তার শরীরে এসিড ঢেলে দিয়েছিল বদমাশরা । পুলিসের সাইন্টিফিক দল এসে নালার থেকে বালটি ও কাপড় চোপড় উদ্ধার করেছিল । পুলিস সাথে করে কুকুর এনেছিল কিন্তু কুকুরকে দিয়ে মেয়ের শব শুঁকতে দেয় নাই বলেছিল যে এই শব শুঁকলে কুকুরের ক্ষতি হবে"। এর পর আর্ত আর কিছু বলতে পারলেন না ।

লোচন সুনার ছেলে বাসুদেব সুনার মতে "আমরা ২৩ তারিখ রাত আটটায় খাপ্রাখোল ডাক্তারখানায় স্নেহলতার শব নিয়ে পৌঁছাই । রাত্রি হয়ে যাওয়ার কারণ ডাক্তারবাবুরা ময়নাতদন্ত করলেন না । তারপর দিন সকাল ৯ টার সময় একজন ডাক্তারবাবু এসে বললেন শবের উপর থেকে কাপড় সরাও । আমরা শবের উপর থেকে কাপড় সরিয়ে দেওয়ার পর সে শুধু এক নজর দেখেই বললেন যে যা বোঝার আমি বুঝে নিয়েছ তোরা এবার শব নিয়ে চলে যা"। নির্ভয়া কাণ্ডের পর সুপ্রীম কোর্টের আদেশ রয়েছে এ ধরণের ঘটনার ময়নাতদন্তের সময় ভিডিও রেকর্ডিং করতে হবে । কোথায় সুপ্রীম কোর্ট আর কোথায় সর্গিপালি গ্রাম ? খাপ্রখোলের ডাক্তারবাবুরা এ সব আদেশে কথা জানেন কিনা সন্দেহ । তাই ময়নাতদন্তের জন্য ভীডিও ক্যামেরা তো দূর ছুরি কাচিঁও দরকার হল না স্নেহলতার জন্য । শুধু শোসিয়াল মিডিয়ার দ্বারা এত বড় ইস্যুকে হাইলাইট করা সম্ভব নয় গণ মাধ্যমের দরকার তাই সকলকে অনুরোধ স্নেহলতা কাণ্ডের বিরুদ্ধে সোচ্চার হয়ে এটাকে একটা গণ ইস্যূ করার পণ নিন যার দ্বারাই স্নেহলতাকে আমরা যথোপোযুক্ত সম্মান জানাতে পারব ।

नेस्ले इंडिया इन दिनों मैगी की गुणवत्ता को लेकर घिरी हुई है। इस बीच कंपनी की एक आर्थिक रिपोर्ट सामने आई है, जिसमे उजागर हुआ है कि नेस्ले ने 2014 में विज्ञापनों पर 445 करोड़ रुपये फूंके, जबकि उत्पादन की गुणवत्ता जांच पर इस राशि का भी पांच फीसदी से भी कम यानी सिर्फ 19 करोड़ रुपये। हालांकि, विशेषज्ञों का कहना है कि दूसरी कंपनियां भी ब्रांड प्रमोशन पर लगभग इसी तरह ज्यादा खर्च करती हैं।

पांच सालों में बिक्री पर खर्च 47% बढ़ा: नेस्ले की भारतीय इकाई के सालाना वित्तीय खातों के विश्लेषण से पता चलता है कि पिछले पांच साल में कंपनी ने कर्मचारियों पर खर्च 75% बढ़ाया है। यह 2010 में 433 करोड़ रुपये था जो 2014 में बढ़कर 755 करोड़ रुपये हो गया। इसी तरह कंपनी ने जहां 2010 में अपने विज्ञापन व बिक्री पर 302 खर्च किए थे वह 2014 में 47% बढ़कर 445 करोड़ रुपये पर पहुंच गया। वहीं इस अवधि में कंपनी का प्रयोगशाला या गुणवत्ता परीक्षण पर खर्च इस राशि का सिर्फ पांच फीसदी से भी कम यानि 13 से 19 करोड़ रुपये पहुंचा।

गुणवत्ता जांच से ज्यादा खर्च यात्रा-ट्रेनिंग पर: खातों के विश्लेषण में सामने आया है कि कंपनी ने ट्रैवेलिंग और ट्रेनिंग पर गुणवत्ता जांच की तुलना में ज्यादा खर्च किया है। ट्रैवेलिंग खर्च जहां 2010 के 54 करोड़ से 27% बढ़कर 2014 में 68 करोड़ रुपये रहा वहीं ट्रेनिंग खर्च में 51% की बढ़ोतरी दर्ज की गई। 2010 में 25 करोड़ रुपये से बढ़कर 2014 में यह 38 करोड़ रुपये हो गया।

कर्मचारियों पर खर्च में 75% इजाफा

कंपनी की भारतीय इकाई ने पिछले पांच साल के दौरान अपने कर्मचारियों पर होने वाले खर्च में पिछले पांच साल के दौरान 75% का इजाफा किया है। साल 2010 में जहां कर्मचारियों पर होने वाला खर्च 433 करोड़ रुपये था वहीं 2014 में यह 755 करोड़ रुपये हो गया।

मीडिया के मुताबिकः

भारत में केंद्र सरकार ने कहा है कि अगर विज्ञापन गुमराह करने वाले पाए गए तो ब्रांड एंबेसडर पर भी कार्रवाई मुमकिन है.

मैगी को लेकर जहां 'नेस्ले इंडिया'मुश्किल में है वहीं मैगी की ब्रैंड एंबेसडर फ़िल्म अभिनेत्री माधुरी दीक्षित पर भी संकट की तलवार लटकी हुई है.

केंद्रीय खाद्य और सार्वजनिक वितरण विभाग के अतिरिक्त सचिव जी गुरुचरण ने सोमवार को कहा, "अगर कंपनी के खाद्य उत्पाद के विज्ञापन में किसी खास गुण का ज़िक्र किया गया है जो उसमें नहीं है तो ऐसा विज्ञापन भटकाने वाला माना जाएगा."

जी गुरुचरण ने यह भी कहा, "अगर कंपनी का ब्रैंड एंबेसडर विज्ञापन में उन खास गुणों के बारे में बोलता है जो कि उत्पाद में नहीं पाए जाते हैं तो उस पर कार्रवाई हो सकती है."

कार्रवाई के प्रावधान

खाद्य पदार्थों के लिए बनाए गए क़ानून 'फूड सेफ्टी एंड स्टैंडर्ड एक्ट 2006′ के मुताबिक कंपनी का विज्ञापन गुमराह करने वाला पाए जाने पर कानूनी कार्रवाई के प्रावधान हैं.

इस प्रावधान के मुताबिक अगर विज्ञापन भटकाने वाला है तो इसकी जगह सही जानकारी के साथ नए विज्ञापन को टीवी-रेडियो पर प्रसारित किया जाना चाहिए.

इस एक्ट के तहत ग़लत जानकारी देने वाले विज्ञापन के लिए जुर्माने का भी प्रावधान है.

माधुरी को नोटिस

मैगी का विज्ञापन करने के लिए हरिद्वार के खाद्य सुरक्षा और औषधि प्रशासन विभाग की तरफ से अभिनेत्री माधुरी दीक्षित को नोटिस भेजा गया है.

उत्तर प्रदेश खाद्य सुरक्षा और औषधि प्रशासन विभाग के मुताबिक मैगी में मोनोसोडियम ग्लूटेमैट और लैड (सीसा) तय सीमा से ज़्यादा पाया गया है.

हालांकि नेस्ले ने बयान जारी कर कहा है कि परीक्षणों से पता चला है कि "उनके उत्पाद में लैड का स्तर निरंतर तय सीमा के अंदर पाया गया है."

नेस्ले का ये भी कहना है कि वो "भारत में बिकने वाले मैगी में मोनोसोडियम ग्लूटेमैट नहीं मिलाती."

गौरतलब है कि मैगी पर प्रतिबंध के एक दिन बाद भारतीय खाद्य सुरक्षा व मानक प्राधिकरण (एफएसएसएआइ) ने शनिवार को कहा कि वह खाद्य सुरक्षा सुनिश्चित करने के लिए विभिन्न ब्रांड के इन्स्टेंट नूडल्स के नमूनों का परीक्षण करेगा। वह ब्रांडेड पास्ता और मैक्रोनी उत्पादों की भी जांच करेगा। प्राधिकरण ने कहा कि वह फिलहाल ब्रांड अंबेसडर के खिलाफ कोई कार्रवाई करने पर विचार नहीं कर रहा है।

एफएसएसएआइ के सीईओ युद्धवीर सिंह मलिक ने कहा कि हम दूसरे इन्स्टेंट नूडल्स ब्रांड की भी जांच करेंगे। हम दूसरे नूडल्स ब्रांड के नमूने ले रहे हैं। उन्होंने दूसरे ब्रांड का नाम नहीं बताया। लेकिन लोकप्रिय ब्रांडों में आइटीसी का सनफेस्ट येपी, एचयूएल का नोर, निसिन फूड्स का टॉप रामेन और नेपाल के चौधरी समूह का वाईवाई आदि शामिल हैं। मलिक ने कहा कि सोमवार को हम इन्स्टेंट नूडल्स, मैक्रोनी और पास्ता के सभी ब्रांडों को प्रकाशित करेंगे जिन्होंने अपने उत्पादों की बिक्री के लिए प्राधिकरण से मंजूरी ली है।

उन्होंने कहा कि जिन ब्रांडों या उत्पादों ने मंजूरी नहीं ली है, वे अवैध हैं और उनके खिलाफ कार्रवाई पर विचार किया जाएगा। उन्होंने कहा कि कई ऐसे ब्रांड हैं जिन्होंने एफएसएसएआइ से मंजूरी नहीं ली है। परीक्षण के लिए इन ब्रांडों के नमूनों को लिया जाएगा।

एफएसएसएआइ ने शुक्रवार को नेस्ले इंडिया के मैगी की सभी किस्मों को असुरक्षित और खतरनाक बताते हुए उन्हें प्रतिबंधित कर दिया। उत्पादों के ब्रांड अंबेसडर के खिलाफ कार्रवाई के बारे में पूछे जाने पर युद्धवीर सिंह मलिक ने कहा- फिलहाल नहीं। उन्हें निश्चित रूप से संदेह का लाभ मिलना चाहिए। लेकिन उपभोक्ता मामलों का मंत्रालय ब्रांड अंबेसडर बने लोगों के खिलाफ कार्रवाई कर सकता है। यह पूछे जाने पर कि क्या एफएसएसएआइ अन्य एफएमसीजी उत्पादों के परीक्षण के बारे में विचार करने पर गौर कर रहा है, मलिक ने कहा- उन्हें शिकायत मिली तो हम इसके लिए तैयार हैं।

All Maggi Packs may Not Go Off Shelves





40% of total stock, outside Nestle's direct distribution network, may be hard to recall

Nestle is likely to struggle to recall Maggi packs from stores across the country as it will not be able to access as much as 35-40% of the total stock because millions of outlets selling the snack are outside the company's direct network.

Nestle directly reaches around 2 million outlets where it sells products through its own distributors or wholesalers. However, according to market researcher Nielsen's data, the firm's products reach 47% of the country's estimated 8.8 million retail outlets.That means more than 2 mil lion stores that sell Maggi, mostly in the hinterland, are serviced through middlemen, semi-wholesalers or even larger kirana owners.

"At any given time, about 40% of the products are difficult to trace in the complex tra de system," said Mayank Shah, deputy marketing manager at top biscuits maker Parle Products, which has the highest store reach among food compani es with its products available in 68% of outlets. "We can always go to wholesalers where we supplied products directly, but there are villages with less than 2,000 people where products are distributed by semiwholesalers in small batches. To get those packs back is neither possible nor economical," Shah said.

Even if Nestle is able to recall 100% of the Maggi stock from its distribution network, it will still not be able to reach at least half the total outlets resulting in about one-third of the product by volume being left on shelves.

"Recall is difficult to implement and it won't be efficient in rural areas," said Abneesh Roy, associate director at Edelweiss Securities. "The company can only hope that inventory dries up in the next two weeks with or without recall," he said.

RS Sodhi, managing director at Gujarat Co-operative Milk Marketing Federation that makes Amul dairy products, said a complete pullout of Maggi from the Indian market will be complex considering the deep penetration of the product into every nook and corner of the country.

"While a product pullout of this scale is the first in the Indian FMCG industry, it will take 5-7 days for distributors to withdraw the stocks from retailers. But in smaller towns and villages, unless the distributors reach out to the smallest retailer, the stocks will remain, which is what may become a big challenge," said Sodhi.

While Nestle's distributors are yet to hear from the company, several retailers have already received communication to follow the standard operating procedure, or SOP, for recall. A senior executive with a retail chain that had stopped selling Maggi on its own said its contract with Nestle ensures the company will take back all unsold stock. "We will get credit notes which can be used to procure any Nestle product," he said.

Nestle suspended Maggi production across all its plants and at two contract manufacturers on Friday when it decided to pull the brand from the Indian market. It has also ensured Maggi packs produced in the past couple of days do not leave the plant premises.

Nestle will review its production plans in 7-10 days after more clarity emerges on the evolving crisis, said an industry executive.

"We expect Nestle to burn all its existing stock and start fresh production with new packaging as per the guidelines of FSSAI (Food Safety & Standards Authority of India, the food safety regulator)," the executive said.

Despite the recall, some online grocery sellers were still selling Maggi till late Saturday. While most popular online players such as MeraGrocer, Local Banya and Zopnow had stopped selling the product, orders could be placed for as many as 40 packs on sites such as OneKirana and WeAreOpen.

OneKirana founder Megha Singh said a few orders were accepted by mistake.

Other products such as readymade pastas, low-cost seasonings and soups in cups are all available across online grocery stores. "The stocks of these products will soon dry up as we have not been receiving supplies from the backend," said Saurabh Chadha, co-founder of MeraGrocer.

Maggi Storm Rocks the Noodle Boat, Washes Away 80% of Sales





Sales of entire instant noodles category hit as rattled consumers shy away from other brands too

India, the world's fifthlargest instant noodles market till the other day, looks set to lose that status as sales in the category have crashed by about 80% across the country following the Maggi controversy, according to retailers and industry insiders.

The controversy over high lead content in Nestle's Maggi, which led to ban and recall of the top instant noodle brand in the country, has apparently impacted sales of rival brands . 3,800-crore instant noodles too in the ` market.

"The consumer's trust from the category as a whole is gone. Consumers aren't picking up other brands as well," the CEO of one of the country's biggest organised retail chains said on condition of anonymity.

The CEO of a national company that sells instant noodles said, "Sales of our brands have dropped by more than three-fourths over the past one week.We don't know how long this will last."

Besides Maggi, which has dominated the category with an estimated 70% share, ITC's Sunfeast Yippee and Top Ramen from Nissin are the other big brands in the category , followed by HUL's Knorr and GSK Consumer's Foodles.

Some states and retailers have targeted other brands too, besides Maggi. Reliance Retail, for example, has taken 11 noodles brands off shelves starting last Friday across its 2,500plus stores, while Tamil Nadu has banned sales of Wai Wai Xpress Noodles, Reliance Select instant noodles and Smith & Jones chicken masala noodles, besides Maggi.

Retailers like Savemax have removed all stocks of other Maggi products like ketchup too, which were giving noodles free as promotions.

A top retailer said sales of Maggi pasta too have dropped by 50%, as there has been a rub-off effect on the entire brand.

Financial service firm Motilal Oswal's analysts Gautam Duggad and Manish Poddar, in a report, has said, "Food safety con cerns have muddied the waters for Nestle. We understand this issue could also impact the performance of other products in the prepared dishes portfolio in the near term like pas ta, soup and ketchup."

All retailers like WalMart, Big Bazaar, Reliance and Metro pulled Maggi off shelves last week, while Nestle has announced a complete recall of the brand early Friday.

Chandra Bushan, deputy director general at non-profit think tank Centre for Science and Environment (CSE), has said that controversies such as Maggi are just a beginning as regulators are looking for stricter rules. "Expect standards to come in for different products categories.Changes will be made in the next five years in domestic as well as imported processed foods categories," he said during an analyst conference call on ongoing probe of harmful substances in packaged foods.

Damodar Mall, CEO, value formats and consumer business, at Reliance Retail, had said in a statement on Friday, "We believe that the uncertainty is unwarranted and undeserved. But it merits the launch of a robust, nationwide process of reassuring ourselves and our valued stakeholders."

In 2014, the domestic instant noodle market was valued at ` . 3,800 crore, with value growth of 7.4% and volume growth of 2.9%.

According to the World Noodle Association, the global instant noodle mar ket is estimated at 100 billion packs.

Researcher Euromonitor had, in a report before the controversy broke, said: "The opportunity for noodles is huge, as noodles are no longer simply a metro phenomenon, but are becoming very popular in semi-urban and rural areas. Noodles were targeted primarily towards children, but have now moved on as a mainstay meal even for adults. This has increased the target audience and the scope to expand."

But now, the category has run into a roadblock and it remains to be seen how fast instant noodles brands can get over it and regain the segment's growth momentum.

Hitting back at allegations of "saffronisation" of education, Human Resource Development Minister Smriti Irani on Monday said "everything Indian" should be valued and we should not shy away from our "inherent strength".

Speaking at a conference organised by the Hindu Education Board, Irani referred to the criticism faced by mathematics professor at Princeton University, Manjul Bhargava, for learning the concept of maths through Sanskrit poems.

"…He is accused in television shows of saffronisation of mathematics. This is only possible in India that you have an ancient method of maths which is explored and applauded across the world, that becomes saffron back in India," she said.

"Is everything Indian not to be valued? Is it possible in any country that we shy away from our own inherent strength, that we shy away from our own heritage, our culture, our glorious history," Irani said. Talking about controversies around the government's planned celebrations on International Yoga Day, she said, "I wonder whether all the 175 nations who supported us at the UN for celebrating the day were as saffron as we are." Slamming the current education system for lacking "Indian-ness", RSS joint general secretary Krishna Gopal said an education system should be such which connects students with their roots, their culture and provides spiritual integration. "Will Indian uniqueness be found in them. Where is the Indian-ness. Indian mind is disturbed. Where is the spiritual wisdom. These parameters and models can, then, become a reference and basis for assessing future economic growth in both the countries.

In the wake of the various controversies surrounding povertylines at the erstwhile Planning Commission, its successor National Institution for Transforming India (Niti) Aayog feels this barometer should be used only for analytical purposes. Specific indicators be used for social welfare schemes.

At a recent meeting, an Aayog task force said defining a poverty line was a controversial issue. It could be based on calorie intake or minimum norms of some other items of consumption such as clothing, shelter, education, health and transport or a combination of all these, sources told Business Standard.

The task force — of Aayog Vice-Chairman Arvind Panagariya, member Bibek Debroy and experts like Rathin Roy, Surjit Bhalla and the government's chief statistician, T C A Anant — recently discussed the issue of using the poverty ratio as a yardstick for indentification of beneficiaries. Its members felt this was better used as an indicator for analytical exercises to assess the change in the level of living. Data on sector-specific indicators could be used for targeting beneficiaries from schemes on that segment. The Socio-Economic and Caste Census, 2011, will be one of the sources.

lso, the purchasing power parity (PPP) concept can be considered for allocation of resources among states for various schemes. PPP among states can be derived from the National Sample Survey consumption expenditure data or state-wise poverty lines.

"Poverty estimation is as important as GDP (gross domestic product). It gives an idea on the programmes, which groups are falling apart. Even if you have a foolproof identification system, it won't give you a picture of people who are falling apart. You need to have a statistical barometer to know that," said Himanshu, an assistant professor at Jawaharlal Nehru University here. The Planning Commission had got into a big controversy on these issues, with its calculations on the basis of national consumption and expenditure surveys. Earlier, the Rangarajan panel had found 29.5 per cent of India's population was poor in 2011-12, against 21.9 per cent estimated under the previous methodology, which had drawn sharp criticism from various quarters.

In absolute terms, 363 million people were below the poverty line that year, higher by about 93 million over the 269.8 million estimated earlier. However, the poverty rate — the number of poor as a proportion of the population — came down swifter in the estimates of the Rangarajan panel than calculated earlier on the Suresh Tendulkar methodology.

A greater number of people were classified under poverty in 2011-12 as the Rangarajan committee raised the poverty line compared to that fixed earlier. It had said anyone spending up to Rs 47 a day in urban areas and Rs 32 in villages would be considered poor as of 2011-12.

The Tendulkar methodology had pegged these levels at Rs 33 in urban areas and Rs 27 in villages. By either method, poverty was reduced during 2009-10 to 2011-12 (the first three years of the second UPA government). For 2009-10, the Tendulkar methodology had pegged the poverty line at Rs 22 in villages and Rs 29 in urban areas. These were raised to Rs 27 and Rs 40, respectively, by the Rangarajan committee.

All these numbers had stirred controversies, with political parties and social activists poking fun at the Planning Commission over these numbers.

The task force notes as most government programmes are either universal or based on programme-specific indicators, data for which is separately calculated and used in a programme-specific manner. The National Rural Livelihood Mission, Indira Awas Yojana, National Old Age Pension Scheme, are the three programmes that remain target group-oriented (for the poor only) but these programmes have other criteria for selection of beneficiaries, the members said.
